you know, Eliza has represented a lot of

different cities in our region and with

Jonesborough and Greenville and then of
[3:33]
course Miss Sullivan County and she also
[3:35]
finished third in Miss Tennessee this
[3:37]
year. So and then of course was just
[3:39]
recently crowned Miss Kingsport. So
[3:41]
we're so glad you're here and you do
[3:43]
such a great job if you have in the
[3:44]
past. So I'm going to turn it over to
[3:46]
you and just let you come up.

tonight. My name is Eliza. I am your
[3:52]
newly crowned Miss Kingsport. Um and I'm
[3:55]
just so grateful to be here. For those
[3:57]
of you that are familiar a little bit
[3:58]
with my story, um I was born in
[4:00]
Guangdong, China during the one-child
[4:02]
policy in 2003, and I was adopted, um
[4:06]
and I was brought here to live in
[4:07]
Kingsport ever since. So, I can't say
[4:09]
born and raised, but except for that one
[4:12]
year, um I've spent my entire life in
[4:14]
Kingsport, and I believe I was I was
[4:16]
adopted in the summer, and a few weeks
[4:18]
later I was out at Kingsport, um
[4:20]
enjoying Fun Fest and having a good time
[4:22]
with the community. So, it's an extra
[4:24]
special title that I get to hold. As
[4:27]
Daryl said, I have held um quite a few
[4:29]
titles within the Miss America
[4:31]
opportunity, and I am incredibly
[4:33]
grateful for each one of those
[4:34]
communities that I've gotten to
[4:35]
represent and serve, but there's just
[4:37]
something really special about getting
[4:39]
to represent your hometown. Long before
[4:41]
I ever dreamed about becoming Miss
[4:43]
Tennessee or placing in the top five, I
[4:46]
dreamed about being Miss Kingsport. That
[4:49]
is the title that I grew up watching.
[4:51]
Those girls and those women are the ones
[4:53]
that I looked up to. And so, while I've
[4:55]
had a few years of experience wearing
[4:57]
the crown, every time I look and see
[5:00]
Kingsport across my chest, I I get a
[5:02]
little emotional.
[5:03]

this area. Like I said, I grew up here.

I've worked with numerous organizations

um the United Way of Greater Kingsport,
[5:16]
the Oasis. So, I want to continue
[5:18]
strengthening those partnerships, but
[5:20]
also want to continue expanding. So, if
[5:22]
there's any way that I can serve you, if
[5:24]
there are any events that you would like
[5:25]
me to attend, I would be honored to
[5:27]
partner with you all. Thank you so much

for this opportunity and just for being
[5:31]
the community that truly raised me and
[5:34]
has continued to pour into me my entire
[5:35]
life.

Typically, the board recognizes
[6:20]
individuals and organizations for their
[6:23]
service to our community.
[6:25]
But tonight, we're turning that
[6:27]
tradition around by recognizing the City
[6:30]
of Kingsport itself.
[6:33]
For its outstanding commitment to
[6:35]
volunteerism and community partnerships,
[6:38]
the City of Kingsport is now being
[6:40]
recognized as a JustServe City.
[6:44]
It is only one of 147
[6:46]
JustServe cities worldwide as of last
[6:50]
count and only the second JustServe city
[6:52]
in Tennessee.
[6:55]
By the way, this past June,
[6:57]
Tennessee was recognized as a JustServe
[7:00]
state.
[7:01]
That award was presented to First Lady
[7:04]
Maria Lee and Governor Bill Lee.
[7:06]
Obviously, this recognition is quite
[7:09]
appropriate for the Volunteer State.
[7:12]
What is JustServe?
[7:13]
JustServe is a free volunteer platform
[7:16]
that connects people with opportunities
[7:18]
to serve in their communities.
[7:21]
Organizations post volunteer needs
[7:24]
and individuals can easily find
[7:26]
meaningful ways to help.
[7:28]
Sponsored by the Church of Jesus Christ
[7:30]
of Latter-day Saints, JustServe partners
[7:33]
with nonprofits,
[7:35]
government agencies, faith-based
[7:38]
organizations, and community groups to
[7:40]
strengthen communities through service.
[7:44]
Since its creation, Just Serve has
[7:46]
connected more than 1 million volunteers
[7:49]
with organizations serving their
[7:51]
communities.
[7:52]
For many of us, service is rooted in the
[7:54]
example of Jesus Christ, who spent his
[7:57]
life
[7:59]
lifting others and caring for those
[8:01]
around him.
[8:03]
When we serve our neighbors, we
[8:04]
strengthen our communities. And that
[8:07]
spirit of service is something Kingsport
[8:09]
demonstrates well.
[8:12]
As we prepared this application, we
[8:15]
identified some 30 organizations
[8:18]
serving Kingsport
[8:20]
residents through voluntary
[8:21]
opportunities.
[8:23]
That says something remarkable about our
[8:25]
community.
[8:27]
Service is woven into the fabric of our
[8:29]
city.
[8:31]
As a Just Serve City, Kingsport joins a
[8:33]
growing network of communities
[8:36]
recognized for their commitment to
[8:38]
volunteerism.
[8:40]
The designation also creates
[8:42]
opportunities to strengthen community
[8:44]
partnerships and also recognize
[8:47]
outstanding local volunteers through the
[8:49]
Just Serve Hero program.
[8:52]
The city decides who, by reason of
[8:55]
exceptional service to the community, is
[8:57]
a Just Serve Hero and then makes that
[9:00]
award.
[9:02]
Our hope is that this designation as a
[9:04]
Just Serve City simply
[9:07]
provides another tool to strengthen our
[9:10]
community's volunteer efforts and
[9:12]
inspire even more people to become
[9:14]
involved.
[9:16]
This recognition isn't about creating a
[9:18]
culture of service. It is about
[9:21]
recognize recognizing one that already
[9:25]
exists.
[9:27]
Kingsport has demonstrated a commitment
[9:29]
to volunteerism, community partnerships,
[9:32]
and caring for neighbors.
[9:35]
Being recognized as a Just Serve City
[9:38]
simply celebrates what this community
[9:40]
has already become.
[9:43]
While this certificate bears the name of
[9:45]
the city of Kingsport, it truly honors
[9:48]
the countless volunteers, nonprofit
[9:51]
organizations, civic leaders, churches,
[9:54]
businesses, and neighbors whose daily
[9:57]
acts of service have made this community
[9:59]
what it is.

They're the local heroes who have
[10:02]
created the culture of service we
[10:04]
celebrate today.

So now it is my distinct privilege to

present this certificate to Mayor Paul

Kingsport and recognizing Tennessee as a
[10:18]
JustServe City.

that encompass a lot more than just our

local area.

They go all the way all the way down to

Chattanooga and all the way up.

have seen this group in action at

Warriors Path when a cleanup. There's an

army of people that they organize to get
[13:10]
the work done.

steadfastness in staying with us. In

fact, he may have a the perfect
[13:20]
attendance attending board meetings. He

do of of promoting others, I want to
[13:28]
give you a coin, which we call the
[13:31]
Spirit of Kingsport coin. It is uh J.

Fred Johnson said it best, "When you put
[13:36]
others above self, you ensure the
[13:38]
greater good for the greatest number."

And you definitely are demonstrating
[13:41]
that to our city. So, thank you very

Board of Aldermen, my name is Rodney
[15:21]
Padgett.
[15:22]
I'm from 1125 Gatlin Hills Road,
[15:24]
Brentwood, Tennessee.
[15:25]
I was came to speak to you again on the
[15:29]
rock quarry. You guys are doing a final
[15:31]
vote on the rock quarry rezoning today.
[15:35]
Obviously, I came last time and spoke to
[15:38]
my concerns about dust and asthma and
[15:41]
issues with Holston Elementary School
[15:43]
being so close to that that new
[15:45]
property.
[15:47]
Many of the folks here also came and
[15:49]
talked about concerns with foundation
[15:51]
cracks, sidewalk cracks, vibrations in
[15:53]
their houses, noises, that sort of
[15:55]
thing.
[15:57]
Ms. Stanley came, spoke to you about
[15:59]
Holston Elementary having 133 special
[16:02]
needs kids and our concerns about
[16:04]
disrupting the school environment
[16:07]
and those sort of things. And I just
[16:09]
want to reiterate that we still have
[16:10]
those concerns.
[16:12]
I did send y'all an email today.
[16:15]
Apologize it's so late getting to you,
[16:17]
but it discussed
[16:19]
some of the
[16:21]
the American Lung Association and the
[16:23]
EPA's
[16:25]
kind of
[16:27]
discussion of as far as how children
[16:30]
and their respiratory systems are
[16:32]
different than adults and how they take
[16:34]
in more air, they breathe faster, they
[16:37]
have less developed upper airway
[16:39]
protections and so
[16:41]
worry that particle pollution is more of
[16:43]
a concern with them and
[16:45]
while the
[16:47]
quarry people did come and speak to how
[16:49]
they have workers that have been there
[16:51]
for decades and not had issues.
[16:54]
Those workers also are often or should
[16:57]
be using personal protection equipment
[17:00]
and our schools kids and the
[17:02]
neighborhood people around that quarry
[17:04]
do not have access to those.
[17:06]

up and I'd I'm going to try to say this
[17:12]
respectfully.

When it comes to
[17:17]
this particular property,
[17:20]
uh it was annexed in 1988 from my
[17:22]
understanding, according to annexation
[17:24]
map on your all's website.
[17:26]
It was uh purchased at some point by the
[17:29]
Kingsport Industrial Board.
[17:31]
It was sold to the previous quarry in
[17:33]
2023, I believe, and then this came up
[17:36]
in the past couple of years.
[17:38]
And as a county person,
[17:41]
uh as somebody who's been involved
[17:43]
around this county school system a lot,
[17:46]
I've often had to fight the argument
[17:48]
about how the city encroaches around our
[17:50]
schools,
[17:52]
and how it's
[17:53]
always this big conspiracy theory about
[17:55]
how they're going to take over our
[17:56]
county schools and all this jazz and
[17:59]
I've fought that argument before and and
[18:02]
um
[18:03]
So, when we come up here and we give you
[18:05]
concerns about
[18:07]
a city pros- prospect um around one of
[18:11]
our county school system schools,
[18:14]
and
[18:16]
um
[18:16]
part of your all's discussion was, and I
[18:19]
I want to quote something, I'm not going
[18:20]
to say who, I'm not I don't want it to
[18:22]
be personal, and I'm not even trying to
[18:23]
get outraged, but I want you to hear
[18:24]
that this is a is a concern.
[18:28]
It says,
[18:29]
um
[18:31]
I understand the school aspect of it,
[18:34]
but I also know that Sullivan County
[18:35]
sends its children to Holston as the
[18:37]
hub. So, those children,
[18:39]
if it's truly an issue, they might want
[18:42]
to find another school that is not near
[18:44]
the Iraq Quarry to send their children
[18:46]
to. That's the choice of Sullivan County
[18:48]
Schools.
[18:50]
Now, as a Sullivan County resident,
[18:54]
and as a you know,
[18:56]
I see that as
[18:59]
a little bit of an insult, a little bit
[19:01]
of not caring how Kingsport affects our
[19:04]
county.
[19:05]
And I know it wasn't necessarily meant
[19:07]
that way, but there's a lot it's not as
[19:09]
simple as just taking the kids and
[19:11]
throwing them in another school. That is
[19:13]
a centrally located school within our
[19:15]
system and if that needs to be the hub
[19:17]
of where many of our special needs kids
[19:18]
go to,
[19:20]
they do that out of an efficiency sake.
[19:22]
Um we have plenty of times where the
[19:25]
school goes to school to the county
[19:27]
commission and they ask for funding and
[19:30]
and they you know, ask for raises and
[19:31]
things like that and for the past 7 or 8
[19:33]
years that that that message hasn't been
[19:34]
heard and your school system in the city
[19:36]
has suffered from that as well whenever
[19:38]
they started taking revenue from from
[19:42]
property tax and but in sales tax
[19:44]
revenue in the place of it at the county
[19:45]
level.
[19:47]
Now, we have the city telling our county
[19:50]
school system what they need to do.
[19:53]
And
[19:54]
frankly, I I just don't think that was a
[19:56]
well thought out
[19:58]
process. So,
[19:59]
um again, we're here we don't have any
[20:02]
other recourse. We can't go to the
[20:03]
county commission about this and have
[20:04]
anything done. You are it.
[20:07]
We're asking you to take our kids into
[20:08]
consideration instead of letting this
[20:10]
come within 250 yards of our school
[20:12]
building. Thank you.

address is um I'm an attorney at Hunter
[20:32]
Smith and Davis and it's 1212 Northeast
[20:34]
or North Eastman Road um in Kingsport.
[20:37]
Um I wanted to give you all an update
[20:39]
and it's going to be very very quick. Um
[20:41]
I did have the opportunity to
[20:43]
[clears throat] speak with the director
[20:44]
of schools this week. Um I wanted to
[20:46]
make sure that we had sent him right
[20:48]
after the the meeting from last time. We
[20:50]
had sent him the pledge that that you
[20:53]
know, that I had read and I wanted to
[20:55]
see if he had any comments or concerns
[20:57]
um that we needed to discuss. He they've
[21:00]
not had a school board meeting. So, he
[21:02]
hasn't been able to present it to the
[21:04]
whole school board, but he said that he
[21:06]
was very pleased with the pledge. And
[21:08]
the other thing that we talked about and
[21:10]
I wanted to kind of bring this up
[21:11]
because
[21:12]
it was the vice mayor who had had
[21:14]
brought up this suggestion about, you
[21:16]
know, working times around to to make
[21:19]
this as
[21:20]
least impactful on the on children. And
[21:23]
one of the things I wanted to let you
[21:25]
know is that, you know, during the
[21:26]
summer it's 3 months that the kids
[21:29]
aren't in school.
[21:30]
You've got spring break, fall break, got
[21:33]
Christmas. Um and um so when I talked to
[21:36]
the director schools, we talked about
[21:38]
that and we're um
[21:41]
you know, I said, you know, if you would
[21:42]
just give the schedule, your school
[21:44]
schedule to Martin Marietta so that they
[21:47]
can look at that and they can't
[21:49]
guarantee that they'll never do a
[21:51]
blasting during school, you know, when
[21:53]
the kids are in school, but I said, you
[21:55]
know, you've got T-caps, there's there's
[21:56]
different events that happen during
[21:58]
school that we need to be mindful of and
[22:01]
that you need to if, you know, a lot of
[22:03]
times our blasting is like, well, we
[22:05]
need to do it within the next week.
[22:06]
Well, if they know in that week that
[22:08]

Springs Road, Bristol.

Tennessee won that.

They brought Tennessee

Tennessee Eastman to Kingsport.

And there is one real embarrassing
[24:28]
moment back in the early 1900s that
[24:31]
dealt with an elephant.
[24:33]
But luckily, the town of Erwin got the
[24:36]
got the blame for that.
[24:40]
And
[24:42]
but I'm here to say
[24:44]
that we're really concerned
[24:47]
with what's going to happen to our
[24:48]
community. The same as y'all. Y'all's
[24:51]
concerns about Kingsport.
[24:53]
We got the same concerns

with our
[24:58]
And

we just don't want
[25:03]
our community destroyed.

investigated Martin Marietta's safety

it

recognizes
[27:01]
subsidiary violations prior to Martin
[27:04]
Marietta owning those subsidiaries. But
[27:07]
what I can say for
[27:08]
this operation, we've not had any
[27:10]
violations ever. Environmental, water,
[27:13]
air.
[27:14]
And at least in my 15 years, we've never
[27:16]
had a safety
[27:19]
citation from MSHA,
[27:21]
which is the Mine Safety and Health
[27:22]
Administration.
[27:24]
Um
[27:25]
we hear a lot about speculation. Again,
[27:27]
I'll remind you we've been here for 52
[27:28]
years. And these things and this
[27:31]
destruction and and things just
[27:33]
just have not occurred. Somebody
[27:35]
mentioned that we wear masks.
[27:38]
Y'all ever wear any masks?
[27:40]
Matter of fact, MSHA precludes the
[27:43]
wearing of mask
[27:45]
as remediation for meeting their
[27:47]
standard.

So to meet their standard, there's no

mask allowed. We don't wear masks.

As we said, they do individual dust
[27:55]
sampling. We do individual dust sampling
[27:58]
in the quarry,
[28:00]
at the source point, and we've never had
[28:02]
a violation of the current EPA
[28:05]
standards.

As stated, if such violations had

occurred at that quarry, you'd have
[28:10]
heard about them tonight. But they have
[28:12]
not
[28:13]
because all this testing and everything
[28:15]
is a matter of public record. So
[28:17]
I would just ask that you all reconfirm

hazardous airborne dust like crystalline
[32:26]
silica.
[32:27]
Uh
[32:29]
And quarries operate under federal mine
[32:31]
and safety
[32:32]
resolution
[32:34]
MSHA rather than general.
[32:39]
Uh
[32:40]
under those regulations mine and quarry
[32:42]
operators must provide approved
[32:45]
respirators.
[32:46]
And it gives the type of them. As a
[32:49]
temporary supplement measure whenever
[32:51]
airborne crystalline silica dust levels
[32:54]
reach certain levels.
[32:57]
Uh
[32:59]
I know
[33:01]
and I know they went back and they went
[33:03]
to locations around the country that
[33:06]
Martin Marietta has in this
[33:09]
uh report [snorts] that we got.
[33:12]
Um
[33:13]
and it was from since 2000.
[33:17]
But
[33:19]
the two top
[33:21]
three of the top were environmental
[33:24]
violations.
[33:26]
Workplace safety and health was number
[33:29]
two, 148.
[33:32]
Of their employees.
[33:35]
Air pollution violations, only 12. And
[33:38]
they got locations all over the country
[33:40]
from cement to asphalt to gravel
[33:43]
uh quarries.
[33:45]
So, you know, there's a lot to be taken
[33:47]
into consideration there, I think.
[33:50]
And the community, as was said earlier,
[33:52]
the community doesn't have
[33:56]
and don't feel like they have should
[33:58]
have to wear mask
[34:00]
if there's airborne silica going on. But
[34:02]
we have students
[34:04]
in that community.
[34:06]
And it is the central location. We did
[34:09]
operate for years. I was very much
[34:11]
involved in that because it was a
[34:13]
central location for special ed.
[34:17]
Special Olympics of Sullivan County was
[34:20]
operated there.
[34:21]
Uh
[34:23]
we we don't have that program going on
[34:25]
there now. But it is the central
[34:28]
location in Sullivan County school
[34:30]
system for special ed needs, and we
[34:33]
don't feel like it, we should have to
[34:35]
move them to another location.

Just think, 30 ft across this room, 30
[34:41]
yd, 100 ft.

That's the distance that's being asked

I'd just take an opportunity to talk to

you today. Um
[35:19]
I'm currently in the Knoxville area, but
[35:21]
I spent 14 years as a plant manager of
[35:23]
the Tri-Cities Airport quarry.
[35:25]
Couple of things that we had referred
[35:27]
here or had been referred. One of the
[35:29]
things that I will say is that quarry is
[35:31]
one of the safest facilities that I have
[35:32]
ever worked in. They are currently 17
[35:35]
years without any form of injury
[35:38]
whatsoever, whether that be a laceration
[35:41]
all the way to a major injury.
[35:43]
Um to the comment about dust suppression
[35:47]
or dust uh mask, dust protection,
[35:49]

it is true those are there, they're
[35:52]
provided, they're available for use if
[35:54]
necessary. That being said, we moderate
[35:56]
the dust through the use of water uh in

[36:03]
are not worn
[36:04]
um because they're not necessary. In
[36:06]
fact, during much of my time at the
[36:09]
Tri-Cities Airport quarry, my office sat
[36:11]
directly across from the plant, and if
[36:13]
you looked out the window to look at the
[36:14]
plant
[36:15]
from a dust perspective, you couldn't
[36:17]
tell if it was running or not.
[36:19]
Um in relation to the gas lines, our
[36:22]
facility has always our company and our
[36:24]
facility has always worked in
[36:25]
conjunction with all of the providers,
[36:27]
utility providers adjacent to the area,
[36:29]
whether that be AEP, Atmos Energy, or
[36:32]
Enbridge, which is actually the the
[36:35]
provider that operates the transmission
[36:37]
line that is adjacent to the property in
[36:38]
question.
[36:40]
Um all of those companies have been
[36:41]
contacted. Um their technical
[36:43]
departments, along with ours, have
[36:45]
worked out contingencies for the use and
[36:48]
blast the use of blasting materials
[36:50]
adjacent to that pipeline. So, all of
[36:52]
that work has already been completed um
[36:54]
to and has been to the approval of the
[36:57]
um of those utility providers. So,
[37:01]
uh and past that, um
[37:03]
I think the other thing I would like to
[37:04]
say is one of the things that I
[37:05]
appreciate working
[37:07]
for a company like Martin Marietta is
[37:09]
that to the utmost of our ability, we do
[37:12]
try to on a daily basis be a cooperative
[37:14]
member of the communities that we find
[37:17]
ourselves in because we do
[37:19]
operate at the consent of our
[37:20]
communities. We are a partner. We are
[37:23]
provider of building materials. And we
[37:25]
do try to find an opportunity to coexist
[37:28]
in a proactive and productive way with
[37:30]
all of the residents adjacent to any of
[37:32]
our facilities. That was my philosophy
[37:34]
during my time there. It's my philosophy
[37:35]
now in my current role. And it's the
[37:38]
philosophy of the gentlemen who are up
[37:39]
here running that facility on an
[37:41]
everyday basis. So, um I also, uh as
[37:45]
with Mr. Farrell, respectfully request
[37:47]
that you
[37:48]
confirm your vote for this uh zoning.

passed this with it it seems to me like

a lot of disregard for the school and
[38:55]
for the special needs people at at
[38:58]
Holston Middle School. I think you can

see our neighborhood's really concerned.

We're concerned for our kids, our
[39:03]
future. I worry about the kids at
[39:04]
Northeast State. And um I I know they're
[39:07]
they're they have all their science and
[39:08]
logic, but for them to basically
[39:12]
discount anybody in the villages'
[39:14]
experiences is what it seems like to me.
[39:17]
They were completely underwhelmed by the
[39:19]
blasting as a lawyer for Mark Marietta
[39:21]
would say, but we're also not on payroll
[39:25]
to be here tonight. We're speaking from
[39:26]
passion and we really pray that Sullivan
[39:30]
County residents could be good neighbors
[39:31]
with Kingsport City. So, if this was a
[39:34]
Kingsport City school, I ask you, would
[39:37]
we be here? Would we be going through

the same thing? And we really appreciate

The proposed R3 zone permits a range of
[41:40]
housing options including single,
[41:41]
two-family, and multi-family dwellings.

The future place type recommendation is
[41:47]
suburban living. The request does not
[41:50]
conform to that recommendation. However,
[41:53]
the property's location adjacent to the
[41:55]
interstate supports a multi-family
[41:56]
development.

On the next two slides are standards of
[42:00]
review. The proposed rezoning um is
[42:03]
appropriate due to the property's
[42:05]
location adjacent to the interstate and
[42:07]
provides a suitable transition zone
[42:09]
without adversely impacting surrounding
[42:12]
properties.

During their July meeting, the Planning
[42:18]
Commission voted to send a positive
[42:19]
recommendation to rezone from the R1C
[42:22]
zone to the R3 zone based on its role as
[42:24]
an appropriate transition between
[42:26]
commercial and residential uses.
[42:29]
We did have some opposition at the
[42:32]
meeting. We had some citizens attend and
[42:34]
speak um
[42:35]
expressing concerns with increased
[42:37]
traffic and potential storm water
[42:39]
impacts. In response the Planning
[42:41]
Commission recommended the traffic study
[42:43]
be expanded to include Kindred Creek
[42:45]
Road and Lebanon Road intersection.
[42:49]
Since the Planning Commission meeting,
[42:50]
staff have met with the developer to
[42:53]
confirm that intersection would be
[42:55]
required as part of the study. And as
[42:58]
with any new development, um development
[43:00]
plans and storm water management are
[43:03]
reviewed by city staff and engineers to
[43:05]
ensure that all development complies
[43:07]
with city requirements. And I'm happy to
[43:10]
answer any questions that the
[43:13]
board may have.

first step uh in executing of this

especially ratepayers, have had over

past, if you don't keep infrastructure

current and keep it maintained, it just

costs so much more money.

[1:06:08]
we don't really have a choice but to
[1:06:11]
maintain our infrastructure, keep our
[1:06:13]
system efficient, and keep our rates as
[1:06:16]
low as possible considering the large We
[1:06:18]
have a very large uh sewer treatment
[1:06:21]
system in the city. So, I think this
[1:06:24]
trunk line that we're replacing is how
[1:06:27]
many years old? 70 years old, I believe.

there, the opportunity for the
[1:07:18]
forgiveness of some of that debt and
[1:07:20]
then, you know,
[1:07:22]
interest rate that we're not seeing

anywhere else now, allows us to make
[1:07:26]
those investments and minimize the cost
[1:07:27]
where we can, but uh you're right. Every
[1:07:30]
year, we're we're staring at millions
[1:07:32]
and millions of dollars to go into this
[1:07:34]
very precious asset that we're charged
[1:07:36]
with maintaining.

this as well, but today we
[1:14:20]
had a push-in ceremony at the Kingsport
[1:14:22]
Fire Department and that was a a true
[1:14:24]
honor and a and a beautiful piece of
[1:14:26]
equipment. Um
[1:14:28]
and I appreciate uh the previous board
[1:14:32]
that appropriated the funds and worked
[1:14:34]
hard to get the funding for that
[1:14:36]
apparatus. Uh
[1:14:37]
going to be a huge improvement for our
[1:14:39]
fire department's ability to serve the
[1:14:42]
city of Kingsport and I appreciate uh
[1:14:45]
appreciate the opportunity. It was
[1:14:46]
awesome. Uh good event and it was was
[1:14:49]
really good to see uh
[1:14:52]
uh citizens there and children there
[1:14:55]
participating in the event. I thought
[1:14:57]
that was so awesome. Um
[1:14:59]
Also, uh we um in in line of the fire
[1:15:03]
department, I received their annual
[1:15:05]
report and I just want to tip my hat to
[1:15:08]
the chief. I thought it was well
[1:15:10]
written, well published. I appreciate
[1:15:11]
the tribute to past chiefs uh that
[1:15:14]
served the city and awesome report. And
[1:15:17]
also the Kingsport Police Department
[1:15:19]
published their annual report.

I have the same sentiments. It's awesome
[1:15:24]
report. Really proud of our Kingsport
[1:15:26]
Police Department and everything they do
[1:15:27]
to keep our city safe. Um and they do a

lot of things that we don't even know
[1:15:32]
about uh and work 7 days a week, 24
[1:15:35]
hours a day for us and grateful for
[1:15:38]
that. So,

just uh tip my hat to our public safety
[1:15:41]
sector in the city

uh for doing an outstanding job.

three more runs, and they won the
