[1:02] » Good evening.
[1:04] Good evening and welcome to the
[1:06] Kingsport Board of Mayor and Aldermen on

[1:12] I call this meeting to order.

[2:56] » Thank you. All seven members are present
[2:56] tonight. It's the same answer.
[2:58] >> All right, we have two recognitions on
[3:00] » All right, we have two recognitions on
[3:00] the agenda tonight. We will begin with
[3:02] Vice Mayor Duncan and the recently
[3:05] crowned Miss Kingsport, Eliza Sanders.
[3:07] Eliza, if you would join Vice Mayor at
[3:09] the podium, please.
[3:12] >> Well, thank you very much and
[3:14] » Well, thank you very much and
[3:14] >> [applause]
[3:17] » I take it that wasn't for me. I'm
[3:18] assuming.
[3:19] >> [laughter]
[3:20] » [laughter]
[3:20] >> Uh I've known Eliza and her family for a
[3:23] » Uh I've known Eliza and her family for a
[3:23] number of years and so we're glad you're
[3:25] here tonight. But
[3:26] you know, Eliza has represented a lot of
[3:29] different cities in our region and with
[3:32] Jonesborough and Greenville and then of
[3:33] course Miss Sullivan County and she also
[3:35] finished third in Miss Tennessee this
[3:37] year. So and then of course was just
[3:39] recently crowned Miss Kingsport. So
[3:41] we're so glad you're here and you do
[3:43] such a great job if you have in the
[3:44] past. So I'm going to turn it over to
[3:46] you and just let you come up.
[3:48] >> Well, thank you so much for having me
[3:50] » Well, thank you so much for having me
[3:50] tonight. My name is Eliza. I am your
[3:52] newly crowned Miss Kingsport. Um and I'm
[3:55] just so grateful to be here. For those
[3:57] of you that are familiar a little bit
[3:58] with my story, um I was born in
[4:00] Guangdong, China during the one-child
[4:02] policy in 2003, and I was adopted, um
[4:06] and I was brought here to live in
[4:07] Kingsport ever since. So, I can't say
[4:09] born and raised, but except for that one
[4:12] year, um I've spent my entire life in
[4:14] Kingsport, and I believe I was I was
[4:16] adopted in the summer, and a few weeks
[4:18] later I was out at Kingsport, um
[4:20] enjoying Fun Fest and having a good time
[4:22] with the community. So, it's an extra
[4:24] special title that I get to hold. As
[4:27] Daryl said, I have held um quite a few
[4:29] titles within the Miss America
[4:31] opportunity, and I am incredibly
[4:33] grateful for each one of those
[4:34] communities that I've gotten to
[4:35] represent and serve, but there's just
[4:37] something really special about getting
[4:39] to represent your hometown. Long before
[4:41] I ever dreamed about becoming Miss
[4:43] Tennessee or placing in the top five, I
[4:46] dreamed about being Miss Kingsport. That
[4:49] is the title that I grew up watching.
[4:51] Those girls and those women are the ones
[4:53] that I looked up to. And so, while I've
[4:55] had a few years of experience wearing
[4:57] the crown, every time I look and see
[5:00] Kingsport across my chest, I I get a
[5:02] little emotional.
[5:03] >> [laughter]
[5:03] » [laughter]
[5:04] >> I'm so excited to continue serving in
[5:06] » I'm so excited to continue serving in
[5:06] this area. Like I said, I grew up here.
[5:09] I've worked with numerous organizations
[5:11] with the Boys & Girls Club, Girls Inc.,
[5:14] um the United Way of Greater Kingsport,
[5:16] the Oasis. So, I want to continue
[5:18] strengthening those partnerships, but
[5:20] also want to continue expanding. So, if
[5:22] there's any way that I can serve you, if
[5:24] there are any events that you would like
[5:25] me to attend, I would be honored to
[5:27] partner with you all. Thank you so much
[5:29] for this opportunity and just for being
[5:31] the community that truly raised me and
[5:34] has continued to pour into me my entire
[5:35] life.
[5:37] >> [applause]
[5:43] » All right, next on our agenda is a very
[5:45] special recognition from Just Serve, and
[5:47] being represented by the JustServe
[5:49] specialist is David Bargerbar.
[5:52] The mayor will join you at the podium
[5:53] for this very special award. Thank you.
[6:06] » These two guys are to make me look
[6:08] better.
[6:10] Um
[6:12] Mr. Mayor,
[6:13] Mr. Vice Mayor,
[6:15] rest of the Board of Mayor and Aldermen.
[6:18] Typically, the board recognizes
[6:20] individuals and organizations for their
[6:23] service to our community.
[6:25] But tonight, we're turning that
[6:27] tradition around by recognizing the City
[6:30] of Kingsport itself.
[6:33] For its outstanding commitment to
[6:35] volunteerism and community partnerships,
[6:38] the City of Kingsport is now being
[6:40] recognized as a JustServe City.
[6:44] It is only one of 147
[6:46] JustServe cities worldwide as of last
[6:50] count and only the second JustServe city
[6:52] in Tennessee.
[6:55] By the way, this past June,
[6:57] Tennessee was recognized as a JustServe
[7:00] state.
[7:01] That award was presented to First Lady
[7:04] Maria Lee and Governor Bill Lee.
[7:06] Obviously, this recognition is quite
[7:09] appropriate for the Volunteer State.
[7:12] What is JustServe?
[7:13] JustServe is a free volunteer platform
[7:16] that connects people with opportunities
[7:18] to serve in their communities.
[7:21] Organizations post volunteer needs
[7:24] and individuals can easily find
[7:26] meaningful ways to help.
[7:28] Sponsored by the Church of Jesus Christ
[7:30] of Latter-day Saints, JustServe partners
[7:33] with nonprofits,
[7:35] government agencies, faith-based
[7:38] organizations, and community groups to
[7:40] strengthen communities through service.
[7:44] Since its creation, Just Serve has
[7:46] connected more than 1 million volunteers
[7:49] with organizations serving their
[7:51] communities.
[7:52] For many of us, service is rooted in the
[7:54] example of Jesus Christ, who spent his
[7:57] life
[7:59] lifting others and caring for those
[8:01] around him.
[8:03] When we serve our neighbors, we
[8:04] strengthen our communities. And that
[8:07] spirit of service is something Kingsport
[8:09] demonstrates well.
[8:12] As we prepared this application, we
[8:15] identified some 30 organizations
[8:18] serving Kingsport
[8:20] residents through voluntary
[8:21] opportunities.
[8:23] That says something remarkable about our
[8:25] community.
[8:27] Service is woven into the fabric of our
[8:29] city.
[8:31] As a Just Serve City, Kingsport joins a
[8:33] growing network of communities
[8:36] recognized for their commitment to
[8:38] volunteerism.
[8:40] The designation also creates
[8:42] opportunities to strengthen community
[8:44] partnerships and also recognize
[8:47] outstanding local volunteers through the
[8:49] Just Serve Hero program.
[8:52] The city decides who, by reason of
[8:55] exceptional service to the community, is
[8:57] a Just Serve Hero and then makes that
[9:00] award.
[9:02] Our hope is that this designation as a
[9:04] Just Serve City simply
[9:07] provides another tool to strengthen our
[9:10] community's volunteer efforts and
[9:12] inspire even more people to become
[9:14] involved.
[9:16] This recognition isn't about creating a
[9:18] culture of service. It is about
[9:21] recognize recognizing one that already
[9:25] exists.
[9:27] Kingsport has demonstrated a commitment
[9:29] to volunteerism, community partnerships,
[9:32] and caring for neighbors.
[9:35] Being recognized as a Just Serve City
[9:38] simply celebrates what this community
[9:40] has already become.
[9:43] While this certificate bears the name of
[9:45] the city of Kingsport, it truly honors
[9:48] the countless volunteers, nonprofit
[9:51] organizations, civic leaders, churches,
[9:54] businesses, and neighbors whose daily
[9:57] acts of service have made this community
[9:59] what it is.
[10:01] They're the local heroes who have
[10:02] created the culture of service we
[10:04] celebrate today.
[10:07] So now it is my distinct privilege to
[10:09] present this certificate to Mayor Paul
[10:12] W. Montgomery representing the city of
[10:15] Kingsport and recognizing Tennessee as a
[10:18] JustServe City.
[10:20] Let me read this.
[10:23] It says, JustServe City,
[10:26] in honor of their commitment to champion
[10:28] volunteerism,
[10:30] Kingsport, Tennessee has received the
[10:32] JustServe City designation.
[10:35] We celebrate their determination to
[10:37] unite the community through service. And
[10:41] it's signed by Steve Bullpit, global
[10:43] director, JustServe. Mr. Mayor.
[10:47] THANK YOU.
[10:48] >> [applause]
[11:00] » THANK YOU. YOU WANT TO TELL WHO'S WITH

[11:45] way in the back is Melissa Golden.
[11:50] And this is our ecclesiastical leader
[11:53] for
[11:55] the whole area from Southeast or
[11:57] Southwest Virginia all the way down to
[12:00] Morristown.
[12:02] Uh and
[12:04] President Pickup.
[12:05] Oh, and also Jeff Pezzino.

[12:16] the idea of having councils
[12:19] to do things, communication council.
[12:22] And he is on a communication council and
[12:25] several of these others like Shana uh in
[12:29] particular and and and Kim
[12:32] that encompass a lot more than just our
[12:36] local area.
[12:37] They go all the way all the way down to
[12:40] Chattanooga and all the way up.
[12:44] Thank you.
[12:46] >> It's going to be there. Thank you, Mr.
[12:48] » It's going to be there. Thank you, Mr.
[12:48] Farkerburg, for
[12:50] recognizing the city of Kingsport. And
[12:52] now on behalf of this board
[12:54] we say thank you. We are honored to be
[12:56] the second city in the state of
[12:57] Tennessee. What an honor that you have
[12:59] bestowed on us. Thank you so much. I
[13:02] have seen this group in action at
[13:05] Warriors Path when a cleanup. There's an
[13:07] army of people that they organize to get
[13:10] the work done.
[13:11] To get work done. So, thank you for your
[13:14] demonstration. Thank you for your
[13:15] steadfastness in staying with us. In
[13:18] fact, he may have a the perfect
[13:20] attendance attending board meetings. He
[13:22] is here [laughter]
[13:24] every board. So, on behalf of what you
[13:26] do of of promoting others, I want to
[13:28] give you a coin, which we call the
[13:31] Spirit of Kingsport coin. It is uh J.
[13:33] Fred Johnson said it best, "When you put
[13:36] others above self, you ensure the
[13:38] greater good for the greatest number."
[13:39] And you definitely are demonstrating
[13:41] that to our city. So, thank you very
[13:42] much.
[13:45] >> [applause]
[13:48] » And and and
[13:49] and President Pickett, I want to give
[13:51] you one as well. Say thank you for
[13:52] >> Thank you very much.
[13:54] » Thank you very much.
[13:54] >> Thank you.
[13:56] » Thank you.
[13:56] >> [applause]
[14:13] » Okay, this is part of our meeting where
[14:15] we let you and the audience come and
[14:18] speak on any subject that's related to
[14:20] our agenda or anything that's related to
[14:22] our city.
[14:24] Uh
[14:24] we ask if you come to the podium, you
[14:26] have 5 minutes to sign the register
[14:28] there, state your name,
[14:30] and your address.
[14:32] We only ask that you keep your comments
[14:34] non-personal in nature.
[14:36] And again, 5 minutes.
[14:38] It is your time to speak to us, and it's
[14:41] not our time to and it's our time to
[14:43] listen. So, we will not get into
[14:45] dialogue or answer any questions as as
[14:48] you at the podium. So, does anyone want
[14:51] to come to the podium? This is your time
[14:53] to come now.
[15:04] And you have 30 minutes total for this
[15:06] period of time. Thank you.
[15:18] » Thank you, Mayor. Um
[15:20] Board of Aldermen, my name is Rodney
[15:21] Padgett.
[15:22] I'm from 1125 Gatlin Hills Road,
[15:24] Brentwood, Tennessee.
[15:25] I was came to speak to you again on the
[15:29] rock quarry. You guys are doing a final
[15:31] vote on the rock quarry rezoning today.
[15:35] Obviously, I came last time and spoke to
[15:38] my concerns about dust and asthma and
[15:41] issues with Holston Elementary School
[15:43] being so close to that that new
[15:45] property.
[15:47] Many of the folks here also came and
[15:49] talked about concerns with foundation
[15:51] cracks, sidewalk cracks, vibrations in
[15:53] their houses, noises, that sort of
[15:55] thing.
[15:57] Ms. Stanley came, spoke to you about
[15:59] Holston Elementary having 133 special
[16:02] needs kids and our concerns about
[16:04] disrupting the school environment
[16:07] and those sort of things. And I just
[16:09] want to reiterate that we still have
[16:10] those concerns.
[16:12] I did send y'all an email today.
[16:15] Apologize it's so late getting to you,
[16:17] but it discussed
[16:19] some of the
[16:21] the American Lung Association and the
[16:23] EPA's
[16:25] kind of
[16:27] discussion of as far as how children
[16:30] and their respiratory systems are
[16:32] different than adults and how they take
[16:34] in more air, they breathe faster, they
[16:37] have less developed upper airway
[16:39] protections and so
[16:41] worry that particle pollution is more of
[16:43] a concern with them and
[16:45] while the
[16:47] quarry people did come and speak to how
[16:49] they have workers that have been there
[16:51] for decades and not had issues.
[16:54] Those workers also are often or should
[16:57] be using personal protection equipment
[17:00] and our schools kids and the
[17:02] neighborhood people around that quarry
[17:04] do not have access to those.
[17:06] >> [snorts]
[17:09] » Another issue I kind of wanted to bring
[17:10] up and I'd I'm going to try to say this
[17:12] respectfully.
[17:15] When it comes to
[17:17] this particular property,
[17:20] uh it was annexed in 1988 from my
[17:22] understanding, according to annexation
[17:24] map on your all's website.
[17:26] It was uh purchased at some point by the
[17:29] Kingsport Industrial Board.
[17:31] It was sold to the previous quarry in
[17:33] 2023, I believe, and then this came up
[17:36] in the past couple of years.
[17:38] And as a county person,
[17:41] uh as somebody who's been involved
[17:43] around this county school system a lot,
[17:46] I've often had to fight the argument
[17:48] about how the city encroaches around our
[17:50] schools,
[17:52] and how it's
[17:53] always this big conspiracy theory about
[17:55] how they're going to take over our
[17:56] county schools and all this jazz and
[17:59] I've fought that argument before and and
[18:02] um
[18:03] So, when we come up here and we give you
[18:05] concerns about
[18:07] a city pros- prospect um around one of
[18:11] our county school system schools,
[18:14] and
[18:16] um
[18:16] part of your all's discussion was, and I
[18:19] I want to quote something, I'm not going
[18:20] to say who, I'm not I don't want it to
[18:22] be personal, and I'm not even trying to
[18:23] get outraged, but I want you to hear
[18:24] that this is a is a concern.
[18:28] It says,
[18:29] um
[18:31] I understand the school aspect of it,
[18:34] but I also know that Sullivan County
[18:35] sends its children to Holston as the
[18:37] hub. So, those children,
[18:39] if it's truly an issue, they might want
[18:42] to find another school that is not near
[18:44] the Iraq Quarry to send their children
[18:46] to. That's the choice of Sullivan County
[18:48] Schools.
[18:50] Now, as a Sullivan County resident,
[18:54] and as a you know,
[18:56] I see that as
[18:59] a little bit of an insult, a little bit
[19:01] of not caring how Kingsport affects our
[19:04] county.
[19:05] And I know it wasn't necessarily meant
[19:07] that way, but there's a lot it's not as
[19:09] simple as just taking the kids and
[19:11] throwing them in another school. That is
[19:13] a centrally located school within our
[19:15] system and if that needs to be the hub
[19:17] of where many of our special needs kids
[19:18] go to,
[19:20] they do that out of an efficiency sake.
[19:22] Um we have plenty of times where the
[19:25] school goes to school to the county
[19:27] commission and they ask for funding and
[19:30] and they you know, ask for raises and
[19:31] things like that and for the past 7 or 8
[19:33] years that that that message hasn't been
[19:34] heard and your school system in the city
[19:36] has suffered from that as well whenever
[19:38] they started taking revenue from from
[19:42] property tax and but in sales tax
[19:44] revenue in the place of it at the county
[19:45] level.
[19:47] Now, we have the city telling our county
[19:50] school system what they need to do.
[19:53] And
[19:54] frankly, I I just don't think that was a
[19:56] well thought out
[19:58] process. So,
[19:59] um again, we're here we don't have any
[20:02] other recourse. We can't go to the
[20:03] county commission about this and have
[20:04] anything done. You are it.
[20:07] We're asking you to take our kids into
[20:08] consideration instead of letting this
[20:10] come within 250 yards of our school
[20:12] building. Thank you.
[20:13] >> Thank you.
[20:15] » Thank you.
[20:15] >> [applause]
[20:18] » Anyone else wanting to speak to us
[20:20] tonight?
[20:27] » Hi again. Um I'm Marcy Walker. My
[20:29] address is um I'm an attorney at Hunter
[20:32] Smith and Davis and it's 1212 Northeast
[20:34] or North Eastman Road um in Kingsport.
[20:37] Um I wanted to give you all an update
[20:39] and it's going to be very very quick. Um
[20:41] I did have the opportunity to
[20:43] [clears throat] speak with the director
[20:44] of schools this week. Um I wanted to
[20:46] make sure that we had sent him right
[20:48] after the the meeting from last time. We
[20:50] had sent him the pledge that that you
[20:53] know, that I had read and I wanted to
[20:55] see if he had any comments or concerns
[20:57] um that we needed to discuss. He they've
[21:00] not had a school board meeting. So, he
[21:02] hasn't been able to present it to the
[21:04] whole school board, but he said that he
[21:06] was very pleased with the pledge. And
[21:08] the other thing that we talked about and
[21:10] I wanted to kind of bring this up
[21:11] because
[21:12] it was the vice mayor who had had
[21:14] brought up this suggestion about, you
[21:16] know, working times around to to make
[21:19] this as
[21:20] least impactful on the on children. And
[21:23] one of the things I wanted to let you
[21:25] know is that, you know, during the
[21:26] summer it's 3 months that the kids
[21:29] aren't in school.
[21:30] You've got spring break, fall break, got
[21:33] Christmas. Um and um so when I talked to
[21:36] the director schools, we talked about
[21:38] that and we're um
[21:41] you know, I said, you know, if you would
[21:42] just give the schedule, your school
[21:44] schedule to Martin Marietta so that they
[21:47] can look at that and they can't
[21:49] guarantee that they'll never do a
[21:51] blasting during school, you know, when
[21:53] the kids are in school, but I said, you
[21:55] know, you've got T-caps, there's there's
[21:56] different events that happen during
[21:58] school that we need to be mindful of and
[22:01] that you need to if, you know, a lot of
[22:03] times our blasting is like, well, we
[22:05] need to do it within the next week.
[22:06] Well, if they know in that week that
[22:08] there's a teacher conference day or that
[22:10] there's something going on that they can
[22:12] adjust it. And so he was very pleased
[22:14] with that. So I just wanted to give you
[22:16] an update that
[22:17] I'm not trying to put words in his
[22:19] mouth, but I mean
[22:20] that was our conversation.
[22:23] And you know, this will only happen, you
[22:24] know, we're talking
[22:26] when we get into that new area. So, you
[22:29] know,
[22:30] you know, it's probably another 5 years
[22:32] or so that before that they're even
[22:33] going to be approaching that area. But
[22:35] anyways, and I didn't know if anybody
[22:37] had any questions, but if you do, you
[22:39] can email me afterwards. Okay, thank you
[22:41] very much.
[22:42] >> Thank you. Thank you.
[22:44] » Thank you. Thank you.
[22:44] Anyone else want to come and speak
[22:45] tonight?
[22:57] » I'm sorry. I write slow.
[23:05] » I'm Dave Robertson. I live at 387 Pearcy
[23:09] Street,
[23:10] Bluff City, Tennessee.
[23:22] Well, by the way, uh Colonial Middle
[23:25] School does have ball games
[23:27] periodically.
[23:29] Do they need to schedule that, also?
[23:31] Who knows? Okay.
[23:34] Also, uh Miss Kingsport, congratulate to
[23:37] Miss Miss Kingsport, but by the way, we
[23:40] got a former Miss Kingsport lives in our
[23:42] subdivision.
[23:44] And her concerns is about as great as
[23:47] ours is.
[23:49] And
[23:51] Kingsport,
[23:53] if you look at their history,
[23:56] they have progressed and blunders.
[24:00] First blunder
[24:02] was back in the '30s when Ford Motor
[24:04] Company wanted to come in and set up a
[24:06] factory.
[24:08] They got denied.
[24:10] Okay.
[24:12] Another progress was Tennessee Eastman,
[24:14] their first location was on Green
[24:16] Springs Road, Bristol.
[24:19] Tennessee won that.
[24:21] They brought Tennessee
[24:22] Tennessee Eastman to Kingsport.
[24:26] And there is one real embarrassing
[24:28] moment back in the early 1900s that
[24:31] dealt with an elephant.
[24:33] But luckily, the town of Erwin got the
[24:36] got the blame for that.
[24:40] And
[24:42] but I'm here to say
[24:44] that we're really concerned
[24:47] with what's going to happen to our
[24:48] community. The same as y'all. Y'all's
[24:51] concerns about Kingsport.
[24:53] We got the same concerns
[24:55] with our
[24:58] And
[25:01] we just don't want
[25:03] our community destroyed.
[25:06] Another one is
[25:09] a train of thought just left me, but may
[25:12] have come back.
[25:14] Also, I just want to know if y'all had
[25:17] investigated Martin Marietta's safety
[25:20] record and all the violations.
[25:23] Has any of you
[25:25] check that out?
[25:26] They got gobs of violations.
[25:30] And right now we got the EPA that's
[25:34] going to be has has standards, but
[25:37] evidently those are being changed
[25:40] for like you know, Tennessee Eastman.
[25:43] How's that going to affect us?
[25:45] That's something to think about.
[25:51] But uh hopefully can really think on
[25:54] what you're doing.
[25:56] I don't want it be an embarrassing thing
[25:59] if y'all pass this and see a blunder
[26:03] that evidently is going to
[26:06] come and show
[26:08] maybe some bad
[26:11] uh
[26:12] you know,
[26:13] planning on that part.
[26:15] So, that's all I've got to say. Thank
[26:17] you.
[26:18] >> Thank you.
[26:24] » [clears throat]
[26:25] >> I'm Jeff Farrell,
[26:26] » I'm Jeff Farrell,
[26:26] uh vice president general manager for
[26:28] Martin Marietta. [clears throat]
[26:30] And I live at uh 1657
[26:33] Christian Bend Road.
[26:42] Sorry, I write slow.
[26:46] And I just want to reiterate, um I've
[26:48] heard a lot about safety and violations.
[26:50] Uh again, Martin Marietta is an S&P 500
[26:52] company. They have hundreds of
[26:54] operations all over the company. If you
[26:56] look at the list they're referencing,
[26:57] [laughter]
[26:59] it
[27:00] recognizes
[27:01] subsidiary violations prior to Martin
[27:04] Marietta owning those subsidiaries. But
[27:07] what I can say for
[27:08] this operation, we've not had any
[27:10] violations ever. Environmental, water,
[27:13] air.
[27:14] And at least in my 15 years, we've never
[27:16] had a safety
[27:19] citation from MSHA,
[27:21] which is the Mine Safety and Health
[27:22] Administration.
[27:24] Um
[27:25] we hear a lot about speculation. Again,
[27:27] I'll remind you we've been here for 52
[27:28] years. And these things and this
[27:31] destruction and and things just
[27:33] just have not occurred. Somebody
[27:35] mentioned that we wear masks.
[27:38] Y'all ever wear any masks?
[27:40] Matter of fact, MSHA precludes the
[27:43] wearing of mask
[27:45] as remediation for meeting their
[27:47] standard.
[27:48] So to meet their standard, there's no
[27:50] mask allowed. We don't wear masks.
[27:53] As we said, they do individual dust
[27:55] sampling. We do individual dust sampling
[27:58] in the quarry,
[28:00] at the source point, and we've never had
[28:02] a violation of the current EPA
[28:05] standards.
[28:06] As stated, if such violations had
[28:08] occurred at that quarry, you'd have
[28:10] heard about them tonight. But they have
[28:12] not
[28:13] because all this testing and everything
[28:15] is a matter of public record. So
[28:17] I would just ask that you all reconfirm
[28:19] your votes and
[28:21] uh
[28:22] support this uh
[28:24] >> [clears throat]
[28:25] » [clears throat]
[28:25] >> commission or submission for the the
[28:27] » commission or submission for the the
[28:27] zoning.
[28:28] It complies with the comprehensive plan.
[28:30] It's supported by the planning
[28:31] commission. It's supported by the
[28:33] planning department.
[28:35] It's conducive to cost-effective growth
[28:38] in the city and in the county.
[28:40] And it benefits all the residents by
[28:42] keeping costs lower for growth and
[28:45] construction.
[28:47] And
[28:48] uh I respectfully ask for you to support
[28:51] this application and reconfirm your
[28:53] votes. Thank you.
[28:55] >> Thank you. Thank you. Does anyone else
[28:57] » Thank you. Thank you. Does anyone else
[28:57] want to speak to us tonight?
[29:36] » I'm Robert Joiner. I live 207 Piercy
[29:39] Street in our Port Acres subdivision.
[29:42] Something y'all hadn't thought about
[29:45] when they blast, it's going to affect
[29:47] the gas lines. Gas lines ain't made to
[29:50] be shook.
[29:51] We got gas lines in our house. They're
[29:53] going to be shook.
[29:55] The water lines, some of the
[29:58] water lines belong to the city of
[30:01] Kingsport.
[30:03] And they may rupture. I mean, these
[30:05] these these things weren't made to be
[30:07] shook.
[30:08] And something to think about
[30:10] is uh
[30:11] that. And you we know what a ruptured
[30:14] gas line looks like on TV. It takes out
[30:16] a whole city block.
[30:18] You know, we've seen it.
[30:20] So, something to think about.
[30:24] >> Thank you.
[30:25] » Thank you.
[30:25] >> Thank you.
[30:28] » Anyone else?
[30:40] » Good afternoon. Sam Jones. Uh
[30:44] Grip and around there. Quarry now
[30:47] represented on the county commission,
[30:49] 6329 Hitherwood Lane.
[31:00] I appreciate the uh
[31:03] letter that was presented right before
[31:05] the meeting
[31:06] uh that
[31:08] last month or last meeting
[31:11] concerning the uh
[31:14] new distance requirement was presented
[31:18] and I had people ask me, is that from
[31:21] the property line of the school or from
[31:23] the school building itself?
[31:26] Uh I think it was a
[31:28] was a 100 ft or 30 yd that was offered
[31:31] as a buffer. Which Is that correct?
[31:35] Am I Am I saying that right?
[31:38] The the We had it on the map. The uh
[31:42] >> Offer the original buffer zone was 100
[31:44] » Offer the original buffer zone was 100
[31:45] ft.
[31:45] >> 100 ft, 30 yd, about the distance this
[31:47] » 100 ft, 30 yd, about the distance this
[31:47] room.
[31:48] Uh that was what was offered. Um
[31:55] I was just looking and that question had
[31:57] come up to me about
[32:00] mask. Uh
[32:03] This is from MSHA.
[32:06] Yeah, that was quoted a while ago.
[32:07] Quarry workers in Tennessee are not
[32:10] universally required to wear simple
[32:13] cloth and surgical masks by state law.
[32:16] But they are required to wear
[32:18] specialized respirators under federal
[32:20] safety regulations when exposed to
[32:23] hazardous airborne dust like crystalline
[32:26] silica.
[32:27] Uh
[32:29] And quarries operate under federal mine
[32:31] and safety
[32:32] resolution
[32:34] MSHA rather than general.
[32:39] Uh
[32:40] under those regulations mine and quarry
[32:42] operators must provide approved
[32:45] respirators.
[32:46] And it gives the type of them. As a
[32:49] temporary supplement measure whenever
[32:51] airborne crystalline silica dust levels
[32:54] reach certain levels.
[32:57] Uh
[32:59] I know
[33:01] and I know they went back and they went
[33:03] to locations around the country that
[33:06] Martin Marietta has in this
[33:09] uh report [snorts] that we got.
[33:12] Um
[33:13] and it was from since 2000.
[33:17] But
[33:19] the two top
[33:21] three of the top were environmental
[33:24] violations.
[33:26] Workplace safety and health was number
[33:29] two, 148.
[33:32] Of their employees.
[33:35] Air pollution violations, only 12. And
[33:38] they got locations all over the country
[33:40] from cement to asphalt to gravel
[33:43] uh quarries.
[33:45] So, you know, there's a lot to be taken
[33:47] into consideration there, I think.
[33:50] And the community, as was said earlier,
[33:52] the community doesn't have
[33:56] and don't feel like they have should
[33:58] have to wear mask
[34:00] if there's airborne silica going on. But
[34:02] we have students
[34:04] in that community.
[34:06] And it is the central location. We did
[34:09] operate for years. I was very much
[34:11] involved in that because it was a
[34:13] central location for special ed.
[34:17] Special Olympics of Sullivan County was
[34:20] operated there.
[34:21] Uh
[34:23] we we don't have that program going on
[34:25] there now. But it is the central
[34:28] location in Sullivan County school
[34:30] system for special ed needs, and we
[34:33] don't feel like it, we should have to
[34:35] move them to another location.
[34:37] Uh
[34:38] Just think, 30 ft across this room, 30
[34:41] yd, 100 ft.
[34:43] That's the distance that's being asked
[34:46] or being
[34:47] offered.
[34:49] Thank you for your consideration. Hope
[34:51] you reconsider. Thank you.
[34:53] >> Thank you.
[34:54] » Thank you.
[34:54] Is there anyone else coming to speak?
[35:01] » [clears throat]
[35:06] » Hello, my name is Brad Kroger.
[35:09] And my address is 9059 Diggs Gap Road.
[35:16] I'd just take an opportunity to talk to
[35:18] you today. Um
[35:19] I'm currently in the Knoxville area, but
[35:21] I spent 14 years as a plant manager of
[35:23] the Tri-Cities Airport quarry.
[35:25] Couple of things that we had referred
[35:27] here or had been referred. One of the
[35:29] things that I will say is that quarry is
[35:31] one of the safest facilities that I have
[35:32] ever worked in. They are currently 17
[35:35] years without any form of injury
[35:38] whatsoever, whether that be a laceration
[35:41] all the way to a major injury.
[35:43] Um to the comment about dust suppression
[35:47] or dust uh mask, dust protection,
[35:49] >> [clears throat]
[35:49] » [clears throat]
[35:50] >> um
[35:50] » um
[35:50] it is true those are there, they're
[35:52] provided, they're available for use if
[35:54] necessary. That being said, we moderate
[35:56] the dust through the use of water uh in
[35:59] our process both on the roads and
[36:01] throughout the process. Uh and so those
[36:03] are not worn
[36:04] um because they're not necessary. In
[36:06] fact, during much of my time at the
[36:09] Tri-Cities Airport quarry, my office sat
[36:11] directly across from the plant, and if
[36:13] you looked out the window to look at the
[36:14] plant
[36:15] from a dust perspective, you couldn't
[36:17] tell if it was running or not.
[36:19] Um in relation to the gas lines, our
[36:22] facility has always our company and our
[36:24] facility has always worked in
[36:25] conjunction with all of the providers,
[36:27] utility providers adjacent to the area,
[36:29] whether that be AEP, Atmos Energy, or
[36:32] Enbridge, which is actually the the
[36:35] provider that operates the transmission
[36:37] line that is adjacent to the property in
[36:38] question.
[36:40] Um all of those companies have been
[36:41] contacted. Um their technical
[36:43] departments, along with ours, have
[36:45] worked out contingencies for the use and
[36:48] blast the use of blasting materials
[36:50] adjacent to that pipeline. So, all of
[36:52] that work has already been completed um
[36:54] to and has been to the approval of the
[36:57] um of those utility providers. So,
[37:01] uh and past that, um
[37:03] I think the other thing I would like to
[37:04] say is one of the things that I
[37:05] appreciate working
[37:07] for a company like Martin Marietta is
[37:09] that to the utmost of our ability, we do
[37:12] try to on a daily basis be a cooperative
[37:14] member of the communities that we find
[37:17] ourselves in because we do
[37:19] operate at the consent of our
[37:20] communities. We are a partner. We are
[37:23] provider of building materials. And we
[37:25] do try to find an opportunity to coexist
[37:28] in a proactive and productive way with
[37:30] all of the residents adjacent to any of
[37:32] our facilities. That was my philosophy
[37:34] during my time there. It's my philosophy
[37:35] now in my current role. And it's the
[37:38] philosophy of the gentlemen who are up
[37:39] here running that facility on an
[37:41] everyday basis. So, um I also, uh as
[37:45] with Mr. Farrell, respectfully request
[37:47] that you
[37:48] confirm your vote for this uh zoning.
[37:51] And I appreciate your time tonight.
[37:53] Thank you.
[37:54] >> Thank you.
[38:01] See who else wants to speak.
[38:07] » Good evening, Mayor and Board of Mayor
[38:09] and Aldermen. Thank you for having us
[38:10] and letting us speak again. My name is
[38:12] Beth Jinks Ashbrook. I live at 223
[38:15] Piercy Street in the Airport Village.
[38:18] And um I just wanted to say I hope these
[38:21] people keep their employees as safe as
[38:23] they can. We all pray for that. I don't
[38:25] really see the logic of comparing adults
[38:28] who voluntarily work for the quarry with
[38:31] the children that are
[38:33] are schooled at Holston Middle School.
[38:35] It is I don't know if you all been past
[38:37] there, if you've seen the gas lines. It
[38:39] the proximity is really scary. And I
[38:42] know all of you have served in our
[38:44] community and served in education and it
[38:47] it broke our hearts that you all really
[38:50] passed this with it it seems to me like
[38:52] a lot of disregard for the school and
[38:55] for the special needs people at at
[38:58] Holston Middle School. I think you can
[39:00] see our neighborhood's really concerned.
[39:02] We're concerned for our kids, our
[39:03] future. I worry about the kids at
[39:04] Northeast State. And um I I know they're
[39:07] they're they have all their science and
[39:08] logic, but for them to basically
[39:12] discount anybody in the villages'
[39:14] experiences is what it seems like to me.
[39:17] They were completely underwhelmed by the
[39:19] blasting as a lawyer for Mark Marietta
[39:21] would say, but we're also not on payroll
[39:25] to be here tonight. We're speaking from
[39:26] passion and we really pray that Sullivan
[39:30] County residents could be good neighbors
[39:31] with Kingsport City. So, if this was a
[39:34] Kingsport City school, I ask you, would
[39:37] we be here? Would we be going through
[39:38] the same thing? And we really appreciate
[39:40] [snorts] y'all for this consideration.
[39:41] We do feel passionately about it. And
[39:44] thank you for your time.
[39:46] >> Okay, thank you.
[39:50] We have about time for one more person
[39:52] if anybody else wants to speak.
[39:58] Seeing no one move, I'm going to close
[40:01] the
[40:01] public hearing public session down.
[40:05] Mr. Manager.
[40:06] >> All right, Mayor, we'll move on to the
[40:07] » All right, Mayor, we'll move on to the
[40:07] approval of minutes first from the work

[40:44] » I. Any opposed? No. Minutes are approved
[40:44] 7-0. Same outcome.
[40:46] >> All right, Mayor, you have one public
[40:47] » All right, Mayor, you have one public
[40:47] hearing on the agenda tonight. That is
[40:49] to conduct a public hearing in
[40:50] consideration of an ordinance to amend
[40:52] zoning of tax map 105, parcel 193,
[40:55] located along Kindred Creek Road from
[40:57] the R1C residential district to R3
[41:01] low-density apartment district. Jessica
[41:04] McMurray will present the item.
[41:06] >> Thank you. This is an owner-requested
[41:08] » Thank you. This is an owner-requested
[41:08] rezoning along Kindred Creek Road. On
[41:11] this slide, you can see the vicinity of
[41:12] where the site is located.
[41:15] On this slide, you'll see zoning
[41:17] designations for the area. The request
[41:19] is to rezone from the R1C residential
[41:21] district to the R3 low-density apartment
[41:24] district to accommodate construction of
[41:26] new multi-family uh
[41:28] housing development.
[41:32] The current R1C zone
[41:34] permits single-family detached
[41:36] dwellings.
[41:37] The proposed R3 zone permits a range of
[41:40] housing options including single,
[41:41] two-family, and multi-family dwellings.
[41:46] The future place type recommendation is
[41:47] suburban living. The request does not
[41:50] conform to that recommendation. However,
[41:53] the property's location adjacent to the
[41:55] interstate supports a multi-family
[41:56] development.
[41:58] On the next two slides are standards of
[42:00] review. The proposed rezoning um is
[42:03] appropriate due to the property's
[42:05] location adjacent to the interstate and
[42:07] provides a suitable transition zone
[42:09] without adversely impacting surrounding
[42:12] properties.
[42:16] During their July meeting, the Planning
[42:18] Commission voted to send a positive
[42:19] recommendation to rezone from the R1C
[42:22] zone to the R3 zone based on its role as
[42:24] an appropriate transition between
[42:26] commercial and residential uses.
[42:29] We did have some opposition at the
[42:32] meeting. We had some citizens attend and
[42:34] speak um
[42:35] expressing concerns with increased
[42:37] traffic and potential storm water
[42:39] impacts. In response the Planning
[42:41] Commission recommended the traffic study
[42:43] be expanded to include Kindred Creek
[42:45] Road and Lebanon Road intersection.
[42:49] Since the Planning Commission meeting,
[42:50] staff have met with the developer to
[42:53] confirm that intersection would be
[42:55] required as part of the study. And as
[42:58] with any new development, um development
[43:00] plans and storm water management are
[43:03] reviewed by city staff and engineers to
[43:05] ensure that all development complies
[43:07] with city requirements. And I'm happy to
[43:10] answer any questions that the
[43:13] board may have.
[43:14] >> Okay, I'm opening the public hearing.
[43:17] » Okay, I'm opening the public hearing.
[43:17] Is there anyone out there wanting to
[43:19] speak on this ordinance that we're about
[43:22] to talk about tonight?
[43:28] I see no one move. I'm going to close
[43:30] the public hearing.
[43:31] Mr. Attorney, please publish.

[45:51] And I feel safe sending my daughter

[54:42] probably negotiated down to its its

[54:46] [cough]
[54:47] Um and we're able to do that because of

[57:27] Uh this is an annual cost of nearly

[57:33] Uh through that, we are able to see the

[1:04:34] » Motion [clears throat] for approval by
[1:04:34] Aldermen George. Is there a second?
[1:04:36] >> Second.
[1:04:36] » Second.
[1:04:36] >> Second by Aldermen Baker.
[1:04:38] » Second by Aldermen Baker.
[1:04:38] Any discussion?
[1:04:40] >> Once we finish this project, will we
[1:04:43] » Once we finish this project, will we
[1:04:43] maintain and keep this ownership of this
[1:04:45] property?
[1:04:46] >> Yeah, we're not sure at this time. Uh
[1:04:49] » Yeah, we're not sure at this time. Uh
[1:04:49] that was a conversation that we had and
[1:04:51] have been having. I think as we
[1:04:53] complete this, we'll evaluate it. And if
[1:04:55] there's something that should be put up
[1:04:57] for surplus property, then
[1:05:01] » We need it, we will.
[1:05:02] >> If we need it, yes. We'll definitely
[1:05:03] » If we need it, yes. We'll definitely
[1:05:03] retain it. We'll kind of go through that
[1:05:05] exercise at that point, post
[1:05:07] construction.
[1:05:08] >> Thank you.
[1:05:09] » Thank you.
[1:05:09] >> Thank you.
[1:05:09] » Thank you.
[1:05:09] >> Any other discussion?
[1:05:11] » Any other discussion?
[1:05:11] >> Mr. Mayor, I know we've we've been at
[1:05:13] » Mr. Mayor, I know we've we've been at
[1:05:13] least in my tenure here, we've been
[1:05:15] talking about all these sewer projects
[1:05:17] for 2 years. We just spent $10 million
[1:05:19] tonight if we approve this resolution.
[1:05:23] And
[1:05:25] And so, we have I believe over 100 lift
[1:05:27] stations. My
[1:05:29] >> Right.
[1:05:29] » Right.
[1:05:29] >> my memory
[1:05:30] » my memory
[1:05:30] 108, maybe, I believe.
[1:05:33] Um and so,
[1:05:36] a lot uh we all get questions about our
[1:05:39] water and sewer bill in Kingsport.
[1:05:41] So, our infrastructure is on a
[1:05:44] replacement program. So, we spent $10
[1:05:47] million tonight. I think next year's
[1:05:49] probably another $30 million.
[1:05:53] and
[1:05:54] I think a learning that the city,
[1:05:57] especially ratepayers, have had over
[1:05:59] past, if you don't keep infrastructure
[1:06:01] current and keep it maintained, it just
[1:06:04] costs so much more money.
[1:06:07] And
[1:06:08] we don't really have a choice but to
[1:06:11] maintain our infrastructure, keep our
[1:06:13] system efficient, and keep our rates as
[1:06:16] low as possible considering the large We
[1:06:18] have a very large uh sewer treatment
[1:06:21] system in the city. So, I think this
[1:06:24] trunk line that we're replacing is how
[1:06:27] many years old? 70 years old, I believe.
[1:06:30] [cough]
[1:06:30] >> That's north of that.
[1:06:32] » That's north of that.
[1:06:32] >> Yeah. So,
[1:06:34] » Yeah. So,
[1:06:34] um I appreciate the work. I know uh Ryan
[1:06:37] and his team has put in countless hours
[1:06:40] trying to mitigate costs.
[1:06:42] And uh I'm confident city staff is doing
[1:06:45] everything they can to mitigate costs,
[1:06:47] but uh there is no way we can avoid
[1:06:50] keeping our our infrastructure up to
[1:06:52] date.
[1:06:53] >> Yeah, it is one of the our utilities one
[1:06:55] » Yeah, it is one of the our utilities one
[1:06:55] of the most capital intensive operations
[1:06:57] that we have.
[1:06:58] I every year we look at the budget and
[1:07:01] we look at what it cost to maintain it.
[1:07:03] And when we are able to secure programs
[1:07:06] like you saw in the previous item and
[1:07:08] what you'll see in the next one with
[1:07:09] SRF. I really tip my hat to the staff to
[1:07:12] go after that. Those Those are not
[1:07:14] always easy to get. Uh but as you see
[1:07:17] there, the opportunity for the
[1:07:18] forgiveness of some of that debt and
[1:07:20] then, you know,
[1:07:22] interest rate that we're not seeing
[1:07:23] anywhere else now, allows us to make
[1:07:26] those investments and minimize the cost
[1:07:27] where we can, but uh you're right. Every
[1:07:30] year, we're we're staring at millions
[1:07:32] and millions of dollars to go into this
[1:07:34] very precious asset that we're charged
[1:07:36] with maintaining.
[1:07:37] >> You know, to that, when MTAS, they had
[1:07:39] » You know, to that, when MTAS, they had
[1:07:39] their annual meeting, I went to a
[1:07:40] workshop and they were talking about the
[1:07:42] number of what water systems in the
[1:07:44] state, water wastewater,
[1:07:46] and the number that were on the
[1:07:47] comptroller's list or on that not good
[1:07:49] list that you don't want to be on.
[1:07:52] They were They were talking about when
[1:07:54] uh COVID money evaporates,
[1:07:57] there's going to be a whole lot more
[1:07:58] going on that list.
[1:07:59] And I'm I don't like raising rates, but
[1:08:02] utilities is one of those things if we
[1:08:04] don't keep up with
[1:08:05] you know, we're going to be We're going
[1:08:07] to be in the negative with that. So,
[1:08:09] it's I'd like to know too, Chris,
[1:08:11] um maybe at the next work session,
[1:08:14] is there a way you could quantify how
[1:08:16] much of our water wastewater in a year
[1:08:19] is paid for with grants?
[1:08:21] And, you know, to give an idea of how
[1:08:22] much external funding comes in.
[1:08:25] Um you know, cuz I think the staff do a
[1:08:26] really good job of pulling those funding
[1:08:28] or the rates would be higher than what
[1:08:30] they are.
[1:08:31] >> Yep.
[1:08:31] » Yep.
[1:08:31] >> It'd be a great number to have, so.
[1:08:33] » It'd be a great number to have, so.
[1:08:33] >> Yeah, we can definitely work on that.
[1:08:35] » Yeah, we can definitely work on that.
[1:08:35] Yeah.
[1:08:36] >> Any other comments, any other
[1:08:37] » Any other comments, any other
[1:08:37] discussion?
[1:08:40] Okay, all in favor of resolution, say I.
[1:08:43] >> I.
[1:08:43] » I.
[1:08:43] >> Opposed, no.
[1:08:45] » Opposed, no.
[1:08:45] The resolution passes 7-0.
[1:08:47] Mr. Manager.
[1:08:48] >> Next item is consideration of resolution
[1:08:50] » Next item is consideration of resolution
[1:08:50] to authorize funding for the Reedy Creek
[1:08:52] trunk sewer replacement, Lovedale to
[1:08:54] Clinchfield, with a clean water state
[1:08:56] revolving loan and authorize the mayor
[1:08:58] to sign all necessary documents.
[1:09:01] Uh as I stated earlier, the SRF loan,
[1:09:03] this is $6 million with 1.8 is subject
[1:09:07] for principal forgiveness as well as a
[1:09:09] 20-year term with 1.97
[1:09:12] % interest rate. Again, this is going
[1:09:15] towards the
[1:09:16] phase of the Reedy Creek
[1:09:18] trunk sewer replacement project. An item
[1:09:21] that hopefully here in the next 4 to 5
[1:09:23] months we'll see moving into the bidding
[1:09:25] phase.
[1:09:26] With that, we ask that you approve the
[1:09:28] resolution authorizing the execution of
[1:09:30] this agreement, please.
[1:09:31] >> Thank you.
[1:09:32] » Thank you.
[1:09:33] Mr. Attorney, please publish.

[1:09:38] the Reedy Creek trunk sewer replacement

[1:09:42] agreements, and other necessary
[1:09:43] documents and making certain

[1:09:56] >> Motion for approval by Vice Mayor
[1:09:58] » Motion for approval by Vice Mayor
[1:09:58] Docken. Seconded by Alderman Baker.
[1:10:01] Any discussion?
[1:10:06] Hearing none, all in favor of the
[1:10:08] resolution say aye.
[1:10:10] >> Aye.
[1:10:11] » Aye.
[1:10:11] >> Opposed, no.
[1:10:12] » Opposed, no.
[1:10:12] The [clears throat] resolution passes
[1:10:13] 7-0. Proceed, [laughter] Mr. Attorney.
[1:10:16] >> Next item is consideration of a
[1:10:17] » Next item is consideration of a
[1:10:17] resolution approving an amendment to the
[1:10:19] interlocal cooperation agreement with
[1:10:21] the emergency communication district and
[1:10:24] the city of Kingsport. This year we see
[1:10:27] an increase from 474,000
[1:10:31] to 600,000 for the upcoming fiscal year.
[1:10:34] A tremendous amount of work done by
[1:10:35] that. Greatly appreciate the work that
[1:10:37] the chiefs did working with the
[1:10:40] emergency communication board or 911
[1:10:42] board to see this number increased. Also
[1:10:47] echo the comments made last night by
[1:10:49] Alderman Baker. Our desire is to see
[1:10:51] this moving forward with a annual CPI
[1:10:54] increase
[1:10:55] so that we do not get back into a
[1:10:57] stagnant
[1:10:59] a contribution, which is what we have
[1:11:01] seen for for many years.
[1:11:04] Uh adjustments over the last few, but
[1:11:06] this is a very significant adjustment.
[1:11:08] And we are very appreciative of the
[1:11:10] board for the work they do in managing
[1:11:12] this and being able to provide these
[1:11:15] funds to offset the overall cost of the
[1:11:17] dispatch system within the city of
[1:11:19] Kingsport. So, with that, Mayor, we'd
[1:11:21] ask that you approve the interlocal
[1:11:24] agreement for this fiscal year.

[1:12:09] you'd like any one pulled for additional
[1:12:12] discussion, please let me know. First

[1:12:25] Second item is consideration of
[1:12:26] resolution to authorize the rental of a

[1:13:00] Thank you. You've heard the reading of

[1:13:30] that the oversight where we still retain
[1:13:33] that. Uh but I think the Housing

[1:14:12] I would just uh I'm I'm sure other uh
[1:14:15] members of the board uh will mention
[1:14:18] this as well, but today we
[1:14:20] had a push-in ceremony at the Kingsport
[1:14:22] Fire Department and that was a a true
[1:14:24] honor and a and a beautiful piece of
[1:14:26] equipment. Um
[1:14:28] and I appreciate uh the previous board
[1:14:32] that appropriated the funds and worked
[1:14:34] hard to get the funding for that
[1:14:36] apparatus. Uh
[1:14:37] going to be a huge improvement for our
[1:14:39] fire department's ability to serve the
[1:14:42] city of Kingsport and I appreciate uh
[1:14:45] appreciate the opportunity. It was
[1:14:46] awesome. Uh good event and it was was
[1:14:49] really good to see uh
[1:14:52] uh citizens there and children there
[1:14:55] participating in the event. I thought
[1:14:57] that was so awesome. Um
[1:14:59] Also, uh we um in in line of the fire
[1:15:03] department, I received their annual
[1:15:05] report and I just want to tip my hat to
[1:15:08] the chief. I thought it was well
[1:15:10] written, well published. I appreciate
[1:15:11] the tribute to past chiefs uh that
[1:15:14] served the city and awesome report. And
[1:15:17] also the Kingsport Police Department
[1:15:19] published their annual report.
[1:15:22] I have the same sentiments. It's awesome
[1:15:24] report. Really proud of our Kingsport
[1:15:26] Police Department and everything they do
[1:15:27] to keep our city safe. Um and they do a
[1:15:31] lot of things that we don't even know
[1:15:32] about uh and work 7 days a week, 24
[1:15:35] hours a day for us and grateful for
[1:15:38] that. So,
[1:15:39] just uh tip my hat to our public safety
[1:15:41] sector in the city
[1:15:43] uh for doing an outstanding job.
[1:15:45] >> Thank you.

[1:15:49] the recognition for just having I'm sure
[1:15:51] you had a hand in
[1:15:53] making sure Kingsport was recognized. I
[1:15:54] say it makes me proud to to know that um
[1:15:58] we are one of the only second city in
[1:16:01] Tennessee to be honored. That's That's a
[1:16:03] big accomplishment.
[1:16:04] And it makes me also proud to know that
[1:16:06] there's all the volunteer opportunities
[1:16:08] that are available. Thank you for
[1:16:10] coming to our meetings. It's nice to see
[1:16:12] a a face out there that that comes
[1:16:14] regular
[1:16:15] what you do
[1:16:16] for Kingsport.
[1:16:17] Thank you.
[1:16:20] » How was your watch?

[1:16:23] » Well, I'm preaching to the choir, but
[1:16:23] Thursday is the day we now go vote,
[1:16:26] which is normally always been a Tuesday
[1:16:28] where we were getting ready to close by
[1:16:29] the time we finished our meeting.
[1:16:31] Um but I'm sure everyone here has voted,
[1:16:34] but please reach out to
[1:16:37] everyone else you see and remind them
[1:16:39] that voting is actually Thursday and
[1:16:42] that it
[1:16:43] all elections are important. Local
[1:16:45] elections are very important. I am glad
[1:16:48] that
[1:16:49] my second-to-last meeting. Um, I
[1:16:51] appreciate the opportunity, but um
[1:16:53] really want to encourage people to vote,
[1:16:55] and also just also say that Fun Fest
[1:16:58] finished since we've been here, and it
[1:16:59] was a wonderful
[1:17:01] city event, and got heard lots of
[1:17:04] wonderful things for the people that
[1:17:05] came in and visited, so thanks to the
[1:17:07] Chamber and Visit Kingsport for doing a
[1:17:09] great another great job on Fun Fest.
[1:17:14] » Vice Mayor.
[1:17:15] >> I'll say ditto to everything, and uh
[1:17:17] » I'll say ditto to everything, and uh
[1:17:17] also thank our city employees for the
[1:17:18] work they put in for Fun Fest. A lot of
[1:17:20] hours go on, and
[1:17:22] I think it goes very smooth because we
[1:17:24] have employees who are there, you know,
[1:17:26] daylight till dark and even after dark.
[1:17:29] Some will see the sun come up the next
[1:17:30] [clears throat] morning, but uh it was a
[1:17:31] good week. And I will also say go vote
[1:17:33] Thursday.
[1:17:36] >> Commissioner Phillips.
[1:17:37] » Commissioner Phillips.
[1:17:37] >> Most everything's probably been said,
[1:17:38] » Most everything's probably been said,
[1:17:38] but just uh remind everybody that school
[1:17:40] started Monday. I think they're going to
[1:17:43] start it in June next year because it
[1:17:44] just [clears throat] keeps getting
[1:17:45] earlier, but um but uh school started
[1:17:48] Monday, so watch out for those kiddos
[1:17:50] during the morning and afternoon
[1:17:53] um in the school zones, and thanks to
[1:17:54] the SROs that are working in the schools
[1:17:56] to keep the kids safe. But uh other than
[1:17:59] that, that's all I got.
[1:18:00] >> Thank you, Vice Mayor.
[1:18:01] » Thank you, Vice Mayor.
[1:18:01] Uh last week uh
[1:18:03] our Kingsport Axemen, so they uh won the
[1:18:06] Appalachian League this year.
[1:18:09] they
[1:18:10] come back in the seventh inning with
[1:18:11] three runs, eighth inning and uh with
[1:18:13] three more runs, and they won the
[1:18:16] tiebreaker, which I'm not too sure about
[1:18:18] the tiebreaker in baseball, but anyway,
[1:18:20] they won it. And so, congratulations to
[1:18:22] them, and uh so we uh
[1:18:25] I think their final record was 26 and 21
[1:18:27] or something like that. So, it's always
[1:18:29] good to have a winning team.
[1:18:33] » I'll ditto everything's been said
[1:18:34] tonight. Everybody said so well. Also
[1:18:37] recognize the three people in the
[1:18:39] audience tonight.
[1:18:41] Candidate Julie Byers,
[1:18:43] candidate Calvin Clifton, and candidate
[1:18:45] Thomas Sickle Horse.
[1:18:46] We wish you the best on Thursday.
[1:18:50] This meeting's adjourned.
[1:18:55] » Amen.
