[0:02] I aliance to the flag of the United States of [0:07] America and to the for it stands one nation under God indivisible with [0:13] liberty and justice for all is here. Commissioner D. Jar. [0:17] » Yes. >> Commissioner Kernick [0:19] » here. >> Commissioner Wilson [0:21] » here. >> Mayor Barry [0:22] » here. >> All right. Public comment 4 minute [0:24] limit. No action taken. Anybody hearing? None. Uh item C, approval of [0:30] the agenda. Um I would ask uh before we approve it that we amend it to add an [0:37] item for a special meeting um to go over the commission application. Commissioner [0:43] applications. >> I Where do you want to put it? [0:45] » I'm going to put it at 13. >> Okay. I move we uh approve the amended [0:52] agenda item >> item 13. Um, it's been moved by [0:58] Commissioner Distra and supported by Commissioner Wilkinson to add event the [1:02] agenda by adding item 13 to set a special meeting date for commissioner [1:05] applications. Any [clears throat] more discussion? All [1:08] in favor? I posted motion carries. Um, and the agenda is approved. [1:15] » Item D, consent agenda. Any questions or concerns? [1:18] » No. I make a motion approve the consent agenda. support [1:22] » by Commissioner Kernick, supported by Commissioner Dard to approve the consent [1:26] agenda. Any further discussion? All those in favor? I post motion car. All [1:31] right. New city business city manager report. Any questions? And no, just a [1:36] comment. We are uh [1:40] looking at a nonmotorized transportation plan and we're looking at our master [1:45] plan and we are looking at a forestry plan for development of the municing [1:49] overlook property and then a a recreational use plan and we are looking [1:55] at a recreation plan. >> What plan plan? [1:58] » Yeah. They they all just all have to blend together. So I I and it's going to [2:03] be especially hard to uh graft the scenic overlook plan into [2:09] the others. >> Yeah. I don't know if the forestry [2:12] management plan uh is really intended to blend. [2:16] » No, the forest management plan, but we we will have to have a recreational [2:20] » Oh, right. >> a recreation development plan for that [2:22] parcel. >> Yeah. [2:23] um which should blend with our recreation plan and we should blend with [2:27] our master plan and not conflict with the forestry plan. [2:33] » Anyway, no I have no other questions or comments on this one. [2:38] » Anybody else? >> I have one question. Uh under safe house [2:41] the school you have under your the school will continue to be a partner or [2:46] project. What kind of partner are they going to be? [2:49] » Well, I think you mentioned kind of where are they? they they're here. [2:53] They're supporting us. It's they did a lot of the work leading up to the grant [2:56] and it's kind of our turn to take the lead. But I reached out to the or I will [3:01] reach out to the superintendent and you know we want her to come to the meeting [3:05] and just remind us why the project is important for [3:10] » so they're going to be they're going to be partner and name only. I I think when [3:14] Mike Travis was here, Bob, he said that they were going to be more Yeah. in kind [3:21] [clears throat] [snorts] [3:23] » We approve the city by commissioner, supported by [3:28] commissioner to the city manager report. All those in favor? I [3:34] full project, please. [3:40] All [3:45] right. Uh campground bathroom. Uh I guess you have [3:50] » Yeah, I got to sign the invoices. I got those out last week. [3:54] » So project is very close to being closed out of that. Uh high sodium just waiting [4:01] on the final review for the RFQ. Uh Washington Street [4:10] The city's working with her attorney right now to finalize the acquisition of [4:15] the property for the newest station. Um, Coen does have all permits submitted. We [4:21] haven't got any comments back on either yet. [4:25] » Which property are we playing? >> Uh, in front of the comfort in um we're [4:31] basically going to slide both station closer to the road. Get out of the [4:33] middle of the parking lot. Um, so staying there, just moving on. [4:38] » Yeah. >> Um, that does need to be finalized [4:42] though. We can't actually proceed with until that property acquisition. [4:47] Um, I kind of highlighted on here. I don't [4:51] have color copies or not, but I put in that I had revised um the schedule. The [4:56] goal was to bid late summer. That was coming and gone. So, I'm [5:01] optimistically at this point I'm going to say we're going to bid this fall, but [5:05] I don't really see us getting any color work done yet this year. Okay. [5:08] » So, so we're going to bid with an anticipation of work starting May this [5:12] spring. >> Yep. And I I would like to think a [5:15] contractor would want to start on that box first in the spring as soon as the [5:18] milk off's done and they can get in there. So, before tourism food season [5:22] kind of picks up. >> Yeah. And we will get better bids. We [5:26] will um any contractor that can lock in their pricing for all work next year yet [5:31] this year. That's the time you want. >> That's pretty magical. [5:34] » Yep. Um we're working with the city on some of [5:39] the it's called the checklist items with RD. So we got some rightway and uh title [5:45] work stuff going on right now. It's kind of where we're at. So sit and [5:51] tight until I get comments back from Eagle on the plans and specs and we'll [5:56] make those revisions and in process get some of these documents together for [6:00] USDA. We're getting close. Um [6:05] I I guess I don't have much of an update on nonwater asset management plan unless [6:09] you have anything. >> I finally [6:12] have comments and hope I'll get those to Kevin. Okay. [6:17] um SRF flood service and that's the most active project on this list. Um we just [6:23] held our precon meeting on the 26th. Contractor would like to start or is [6:31] planning to start doing potholeing on some services on the 21st. And that's [6:36] just uh you know we we pled previously with the [6:39] TMF but we didn't catch all the properties and now we're trying to pin [6:43] down how much we know they're giz but how much of them before they go in there [6:47] and start ripping stuff apart. Um they're going to do that for just a [6:50] couple weeks real quick. The first service that's supposed to be replaced [6:55] would be October 1st and they're going to try to only do services where we know [7:01] it's just from the the shut off to the home. They're not trying to get into [7:05] streets and sidewalks yet this year. They just want to tear up some yards and [7:07] and put those back together. >> You're still waiting for [clears throat] [7:11] um feedback from like 23% of the residents. [7:15] » Yeah. >> How many do you I don't know if you can [7:17] answer that or not. How many residents is 23% roughly not [7:22] » 25? Okay. So, [clears throat] we ballpark. So, we got [7:28] about 200 homes we're trying to deal with on this thing for good measure. [7:33] So, at least there's nominal amount left. [7:35] » Yeah. And the good news is we really need them by the time the contractor's [7:39] ready to do them. And we have the majority of them now, but it's going to [7:42] be a while before the contractor catch us. So, we still have more time. [7:47] » I wonder how many of them are snowbirds. >> We we started we started those mailings [7:54] from the the snowbird addresses back in March or something like that. And then [7:58] we did it again to hit the summer addresses. [8:02] I mean, we're still trickling in. I think I get one or two [8:07] doors when they were home. >> That's what I was just saying. [8:11] » Well, you're making progress though. >> The city at this point is pretty much [8:16] the ones getting them. I mean, we're Coleman's not really getting responses [8:19] to anything. So, it says, you know, Brendon and other staff can get in [8:22] there. >> Take the fire truck. [8:27] We knocked on I don't know seven eight doors today and three of them had lights [8:30] on the house. [8:35] » So, um I would say just it's it's a good one. The public needs to be aware of it. [8:41] Um especially businesses downtown uh starting in the spring next year that [8:47] they do need to start ripping up some of those sidewalks and downtown area and [8:51] start placing those services. So, there's going to be some disruption. Um [8:55] the goal is and that's the conversation of other contractors start as early as [8:58] they can. They're probably going to be tied to weight restrictions. Um but you [9:03] know get in and out as fast as they can. [9:09] Um access site I mean I I guess I want to talk a little bit more about it. Put [9:15] a little additional information in there. The grant does expire next fall. [9:20] Our current water or uh construction permit um for the ramp is uh August 15th [9:27] of next year that one expires. So coming up shortly, we're we're really [9:33] going to have to commit to what we're going to design out and bid out. And I'd [9:36] like to bid that out well before um you know, we get the springtime next [9:41] year. >> Have Have we been downsite? I mean, have [9:44] we done any planning with downsizing the project or [9:48] » I've done I I submitted some cost estimates previously basically what the [9:52] full expansion would look like and then I honestly say I doubt it back to just [9:56] two docks and replacing basically what you already have there. [9:59] » Yeah. >> Um and that fit in the budget. [10:01] » Okay. >> But it was more what are your needs? [10:04] What do you really need down there? So that was still kind of up for [10:08] discretion. >> Um it's interesting that the original [10:11] plan was to add two new ramps. um which we obviously don't have the money for [10:16] now. Seems how we've got to repair the existing two ramps. [10:19] » Yeah. >> But it seems to me after almost a full [10:21] boating season and admittedly it has not been a very good summer for boating. Um [10:27] two ramps seem to be able to handle the flow. Um and in fact it flows very [10:32] smoothly even when there's people in line rather than having them come down [10:37] from two directions and get twisted around there. So I think I think we can [10:42] probably live with two ramps if we had an auxiliary dock for people who are you [10:46] know picking people up and >> that existing auxiliary dock you're [10:51] talking okay >> um and you know whether we can afford to [10:56] fix it is not the question [11:00] » well >> which depending upon which method we [11:03] choose I know we can't afford coffford that's just out of [11:09] Okay. Um I guess next steps [11:14] do you how about I represent the cost estimates [11:18] and then do you guys want to make a formal decision on that or is this the [11:22] decision? >> So I have a meeting with Kirk from [11:25] waterways on Thursday of this week to see if like can we pair this money with [11:30] more money and do something different. >> When do we need to choose a a course? I [11:36] » I don't have a firm deadline. I I'd like to know by October, I think, would be a [11:41] good time. >> Well, we we do need to light a fire. [11:45] » And we probably should have hard numbers to look at, too. [11:48] » They were presented pretty a couple phone calls just to make sure. [11:54] I'm just curious to see what the traffic now the first year of the big parking [11:58] lot and the better traffic flow compares to the last two years. last year when we [12:03] had a disrupted season and the season before when we had the old facility. [12:07] » I've heard a little congested still down there, but but not [12:10] » I'm not like it was >> my my my comment would be based on [12:14] personal experience. I have not been backed up at all. [12:17] » I've just noticed driving by saying, you know, [snorts] [12:22] » but the flow is much smoother. >> Much smoother. So let's get we'll get a [12:28] decision made by by the second October meeting. I give [12:32] enough time. >> See at the next meeting. Maybe we can [12:36] just get a little put something in the next meeting. [12:39] » Okay. Let's just keep working and then maybe the first October meeting. [12:43] » I will be here at the first October. >> Oh yeah. Then that would work. So as [12:47] long as it's not putting too much pressure, but let's get it keep it [12:50] moving. If I may, I forgot to mention backtrack [12:54] the lead service land and how the next meeting. Um, we're our regularly [12:59] scheduled progress with the contractor will take place the same day of your [13:03] first meeting every month. >> So, when I come to the commission [13:07] meeting, I should have the latest and greatest update on anything. [13:10] » Okay. Um, >> again, I really like this that you just [13:16] keep it safe. >> The uh wastewater treatment type [13:20] upgrades just uh I know the city's been looking at they're adding comments to [13:24] that's going to go back out to the um HDR for some revisions [13:30] and they're working on the hydraulic analysis of the plant right now. [13:35] I think beyond that um [13:40] Michelle and Kevin have been meeting on the safe road to school but uh [13:47] I don't have too much on that one at this point. [13:51] [snorts] [13:54] » Thanks [14:01] some bills. Go. All right. Um, item number three, home engineering inway [14:07] 61503, Washington Street Community Facilities Project, $5,1812. [14:14] » I move we pay the invoice support. >> Moved by Commissioner Desard, supported [14:19] by Commissioner Wilkinson to pay 61503. Any more discussion? None. All in favor? [14:26] I motion carries. Um co item four Coleman engineering [14:33] invoice 61504 Washington Street sewer project 231135 in the amount of [14:39] $7,714.38. [14:43] » And will we pay the bill invoice number 6104 61504 for 7738. [14:50] We'll find our red. >> Yeah. No, you guys are fine. Um, it's [14:54] been moved by Commissioner Wilson, supported by Commissioner D. Start to [14:57] pay invoice number 61504. The amount is 7,100 7,714.38. [15:04] Any more discussion? Hearing none. All in favor? I post. Motion carries. [15:10] Item five, home engineering invoice 6150 for water project 231136 [15:18] in the moment of $5,15.50. >> I'll make a motion. We pay invoice [15:24] number 61505 for the amount of $5,15.50. [15:31] » I'll support back to pay six invoice 61505 in the amount $5,15.50 [15:39] supported by Commissioner Wilkinson. Uh any more discussion? Hearing none. All [15:44] in favor? Oh, motion. Item six, uh, Coleman Engineering [15:50] Invoice 61278, wastewater treatment facility [15:54] improvement project, uh, number 260105 in the amount of 14,57690. [16:00] » I move we pay the invoice support. >> Um, moved by Commissioner Start, [16:05] supported by Commissioner Wilson to date invoice 260 105690. [16:12] All in favor? I post. Motion carries. Okay. Item seven, uh, crane engineering [16:20] variable frequency blower in the amount of $19,41852 [16:25] cents. Anything you want to add? >> That's actually [16:30] Oh, >> okay. [16:33] » Yeah, >> I was wondering because I thought, [16:37] didn't we just buy >> Oh, yeah. Yeah, I thought we were [16:42] discussing today because it was going to date. [16:47] » This one was installed at the end of June and we just got [16:52] » So this was the one that we approved then. All right. [16:54] » This was a soul source if I remember. >> Yes. I move we approve the invoice. I'll [17:00] support >> Okay. Presented by Commissioner Dart. [17:02] supported by Commissioner Kunich to pay Green Engineering's invoice for a pump [17:07] amount $19,418.52. All in favor? Oppos? [17:14] » Okay. Um, okay. The last service line um project [17:20] reimbursement packet to approve the outstanding invoices. And I don't think [17:24] I I looked at the packet. I don't think we need to pull these out. They're all [17:28] part of one invoice in the packet. Um, >> and this is just a request for [17:32] reimbursement, >> right? [17:34] » For 15,1925. >> Yeah. Well, yeah. Or did we already get [17:41] reimbured for 14 854? >> Is that what that saying? [17:47] » Reimbured for >> that saying that we already approved [17:49] that one. >> Yeah, we approved that portion. The [17:52] other two $1,33725. [17:56] I don't know. >> I move we approve the request for [17:59] reimbursement in the amount of $16,195 $191 [18:05] and two support. >> Okay. Moved by Commissioner Desard, [18:10] supported by Commissioner Wilkinson to uh approve the reimbursement request uh [18:15] in amount of 16,19125. All those in favor? Any oppos? Motion [18:22] carries. [18:26] um zoning board of appeals application. John Miller uh is [18:33] put his application in to be on the CDA. >> Oh, I know. Does anybody know? [18:39] » I do. He is He's a a lawyer um in in town here. He he and his wife have been [18:44] here since the 2017. He's avid uh rock climber, ice climbering guy. He's part [18:50] of the um he's part of the mountain bike club. [18:53] » Uh Yeah, he's I and he's been on Z's in the [18:59] past down state. >> It's important to that he understands [19:04] that he's not legal counsel for the >> He does. [19:08] » Okay. So, his opinion is his opinion. >> Mhm. [19:14] » Um I move we approve the appointment of John Miller to the board of zoning [19:18] boards. support moved by commissioner discharge supported by commissioner to [19:23] approve Tom Miller on on the zoning board of appeals. Any other discussion? [19:30] Hearing none. All in favor? Post. Motion carries. Item 10, data center [19:35] discussion. Michelle. >> Okay. Yeah, I've gotten a couple [19:38] questions from people on data centers, but I thought we've never really [19:43] formally chatted about that. So, I thought, well, let's just do a little [19:47] chat here about those. Uh, the beacon wanted to do a story and I emailed [19:52] everybody what the questions were, but basically I'm curious if people have [19:56] gotten or commissioners have gotten any inquiries about data centers coming to [20:00] town. I've got nothing. Um, general thoughts on locating a a [20:07] data center in Mun? Well, I I never really knew much about [20:11] them until I went down to Shbboan, Wisconsin. And um between Shbbo and [20:16] Milwaukee is they're putting one in. >> It's massive. And that's why we said in [20:21] the email that you know 450 acres probably would not cut it. Um [20:26] personally, from what I'm seeing, it just uh it disrupts the land. It [20:31] disrupts the landscape. They have a huge impact on the community [20:36] » specifically if it's a smaller community and they have a huge impact on the grid. [20:42] I don't understand in a in a very general sense [20:48] the necessity to build as many large [20:54] facilities as fast as we can. I mean it's more than an exponential [21:00] explosion >> of data data centers uh which I'm [21:06] finding is a variable term >> um and I don't know you know [21:13] I take the internet for granted I got everything I need to know I can get on [21:17] that phone I can talk to people on the other side of the planet I can I have [21:21] the sum total knowledge of of civilization right there And I don't [21:27] know if we're going to exponentially improve that. I don't know that that's [21:31] possible. And and the artificial intelligence part is starting to scare [21:36] me. Um >> well, there's a workforce element too. [21:40] There's >> there is, you know, even though the [21:43] construction would involve huge crews, um there's very little to be done there [21:48] by humans. >> And from Yeah. From what I was what I [21:52] understand, one of the biggest data centers coming in. that he was in UPK is [21:57] only employing like under 400 people and it's the biggest one that may on a [22:03] community this size that would be a huge and we couldn't fill 50 pe 50 people [22:09] couldn't fill. >> Yeah. I mean even if I just don't see [22:13] the land the the the power resource I mean [22:16] » and our electricity is already >> insane. Yeah. That would only drive it [22:20] up the supply and demand in my opinion. Um, [22:23] » I don't I question the need and and because it's it's become a super [22:28] critical need of this country to build these as fast as we can [22:33] » anywhere. Unfortunately, >> um, AI, I hate AI. I mean, it has its [22:38] uses and I know professionals who will need to write a prof a professionally [22:43] authored document and and have AI do it for them and then they start to go in. [22:50] And as a writer, that's appalling to me. It's absolutely appalling. Um, and I can [22:54] recognize AI generated content just like that. Not just the video stuff, but the [23:00] written stuff. >> Anyway, that's my two cents. [23:04] » You have anything? >> I just don't think it's necessary to be [23:07] around here. >> Do you think at this time we need to [23:10] consider an ordinance saying we don't want any or [23:14] » I don't know that there's anything we can or should do. We don't have you know [23:18] what what there's not >> room [23:22] in >> we could initiate some zoning [23:26] » restriction to prevent but I don't see the need because we just don't have the [23:32] footprint but we do have >> the water [23:37] that's all >> okay [23:42] » all right I'm done >> okay we're going to item 11 um the Elder [23:46] County Renewable Energy Solutions Committee. Um Michelle was going to get [23:52] some more information. We didn't know if yesterday as of yesterday we need to [23:56] refill that price was on that. Um I don't know if you were [24:00] » Yeah, I wasn't able to find out if we It's Yes, we had a commissioner on that [24:05] commission, but I haven't I'm meeting with Joan [24:09] tomorrow. Um and I'll ask her if she's got [24:12] » uh what's her last name? >> Conor Summers. [24:15] » Yeah. from from the renewable resource or renewable energy. [24:19] » I read the minutes every time the government I don't want to be on that [24:22] commission. >> Okay. I [24:24] » I couldn't remember if if it was part of that committee list if the organization [24:28] » it was on there but I don't know if I can't find anything that said yes we [24:32] have to check tomorrow and um we'll maybe [24:37] revisit that at the following meeting. Okay. No action taken. All right. Item [24:42] 12, budget adjustments. [24:48] Um, what are we adjusting? Oh, when was it? [24:52] When was it a typo or something? [24:57] » Christian, do you want to share or do you want to build up? [25:01] » Yeah, there was a typo. Uh, should have been 12,000 that 2,000. Um, the legal [25:09] defense came in more this year than anticipated. We didn't know that. [25:13] » Okay. >> If it was going to increase, how much it [25:15] was going to increase. Um, it's not a whole lot, but it needs to be adjusted [25:19] all the same. >> Okay. [25:20] » Um, and then the rest of it is just a correction to a transfer that should [25:24] have happened back in 22 that was over corrected by Julie at the time. Um, that [25:31] finally able to track down the root of where it originated and talked to the [25:37] auditors and got it corrected this year. can't do previous. So, [25:43] » okay. The other [25:48] any questions? >> No. [25:49] » Entertain a motion. >> I move we approve the budget amendments [25:53] or adjustments for amendment adjustments. [25:57] » Moved by Commissioner Desard and supported by Commissioner Wilkinson to [26:00] approve the proposed budget adjustments. [26:05] » All those in favor? I post. Motion carries. Item 16 13 special meeting um [26:12] for reappointing for appointing a new [26:16] commissioner to carry out the price for just [26:23] 28. He's in his second year. [26:27] » Me and Bob are retired. [26:31] » I'm retired. >> That's right. Jordan, [26:36] we already whatever. >> I think we said um [26:41] » and let's just discuss what what to do read the situation. [26:46] » We'll make a decision. We'll make a decision on it. [26:48] » I would like to have their letters of interest before that. [26:50] » Yeah. >> And don't be surprised if any of them [26:55] reach out to any of us. >> Um we were saying uh September 16th. [27:01] » Is that a Tuesday? That's >> a Wednesday. [27:04] » Wednesday. I got to work. >> We're looking at Monday or [27:09] » Monday. You're retired. [27:12] » I am. >> But I got to work. Um, Monday the 14th.
