[2:33] Uh and we have a fair amount on the [2:35] agenda, so I'm going to jump right into [2:37] it. [2:38] I will call the meeting to order at 9:00 [2:41] 9:00 9:00 [2:43] and I can verbally confirm I can [2:45] actually confirm that we have quorum. [2:47] Uh all are present in the [2:51] uh in the room. Uh the only counselor [2:53] missing is Counselor Bury, who is uh [2:55] absent from today's proceedings. [2:58] Um I can also [clears throat] confirm [3:00] that the CAO, the clerk, and other [3:01] members of the senior management team [3:04] are present, and I would point out that [3:06] uh CAO Pink has joined us. He's the [3:08] bottom box on the uh screen there. [3:10] Welcome, David. [3:12] Uh I'm going to start also with the uh [3:15] land acknowledgement statement. We want [3:16] to acknowledge that we are on lands [3:17] traditionally occupied by indigenous [3:19] peoples. [3:20] Indigenous peoples have cared for this [3:22] territory for the benefit of future [3:24] generations, and their stewardship [3:25] throughout the ages is recognized. [3:29] Thank you. [4:16] Um, first of all, it noted that the [4:18] meeting starts at 9:00 a.m. [4:20] Uh, number two, uh bylaw 2026-087 [4:24] and OPA bylaw 2026-088, [4:28] OPA 64 and ZBA 22/23, [4:32] 2666940 [4:34] Ontario Inc. and 2665556 [4:38] Ontario Inc., Resort Village of Minett, [4:41] 1048 and 1112 Juddhaven Road, 4-14-058, [4:46] the bylaw was added. So, we'll get to [4:48] that in the bylaw segment. [4:51] Uh, [4:52] the third uh addition is [4:54] um [4:55] uh item 9BA, uh the bylaw 2026-089 [4:59] being a bylaw to establish and appoint a [5:01] Muskoka compliance audit committee. That [5:04] was replaced. [5:06] And that brings me to the point where I [5:07] ask if anybody uh on council [5:10] has, based on what they see on the [5:12] agenda, has any uh pecuniary interest [5:14] they wish to disclose at this time. [8:45] >> Anyway, thanks everyone for coming [8:45] » Anyway, thanks everyone for coming [8:45] [laughter] out. Uh [8:48] Uh good morning, Mayor and members of [8:50] council. Uh I'll try and keep this brief [8:52] as I know there is a lot on the docket [8:54] today. [8:55] Uh and I don't want to hold things up. [8:56] I was speaking to the Muskoka Ratepayers [8:58] Association AGM a couple of weeks ago, [9:00] and a few counselors in the room [9:02] mentioned they thought all of council [9:03] would like to hear all that is going on [9:05] at the library. So, that's what brings [9:07] me here this morning. [9:08] I'm sure when many of you hear library, [9:10] you still naturally think of books, and [9:11] books remain at the heart of what we do. [9:14] But, today's library is also a community [9:15] center, a learning space, and a lending [9:18] library for far more than books. [9:20] From Ontario Parks and local museum [9:22] passes [9:23] to items like [9:25] a Cricut machine and sewing machines, [9:27] binoculars and hiking poles, Yoto [9:29] players and Yoto cards, and so much [9:31] more, we truly offer something for [9:33] everyone. [9:34] It's also one of the few, if only, [9:36] spaces in the township where anyone can [9:38] walk through our doors year-round, spend [9:40] time, ask for help, and take part in [9:43] something without being expected to buy [9:45] anything. [9:47] While certainly quieter than the summer [9:48] months, the library is still a hub of [9:50] activity and engagement in the winter. [9:52] The days are short, the roads aren't [9:54] always easy, and for a lot of residents, [9:56] the library becomes one of the few warm, [9:58] welcoming spaces to spend an afternoon [10:00] or evening. [10:01] From January through March, we had over [10:02] 4,000 people walk through our branch [10:04] doors. We delivered 128 programs and [10:07] welcomed more than 800 program [10:09] participants across both branches. [10:11] From story times, senior programs, tech [10:13] help, author talks, and cozy afternoon [10:15] crafts, [10:16] we did it all. Our circulation numbers [10:19] held up just as well. Nearly 6,800, [10:21] approximately a third of which were [10:23] digital checkouts, items were checked [10:25] out across both branches in those three [10:27] months alone. And we've kept that [10:28] momentum going through the summer. [10:30] Through June, we've signed up 123 new [10:33] card members since the beginning of the [10:35] year. [10:36] June was also one of our busier months, [10:37] both in terms of foot traffic through [10:39] the door and circulation since I've been [10:41] here. And July is shaping up to be the [10:43] same, if not more so. [10:45] So far in July and throughout the [10:46] summer, we continued to offer programs [10:48] for all ages. We've been running our [10:50] weekly nature clubs, story times, STEAM [10:52] and something learned programming to [10:53] great attendance. We've installed story [10:55] trails across three Township parks, [10:58] hosted a visit from the Canadian Raptor [11:00] Conservancy in Bala, had a needle [11:02] felting workshop, and hosted the Mind [11:04] Aid Mobile Youth Hub at the front of the [11:05] Port Carling branch. [11:07] Uh and that's probably only two-thirds [11:09] of what we've done in July. [11:10] Our summer reading challenges kicked off [11:12] at both branches, and last year we had [11:14] over 100 kids read over 1,000 books. And [11:17] our Art on a Shelf and Mini Masters Art [11:19] Exhibits have just opened in Port [11:21] Carling, so come take a look. [11:23] We're also hoping to beat that uh number [11:24] of kids that both registered and number [11:26] of books read last year. And we're on [11:28] pace. [11:29] Um [11:30] Anyway, sorry. Looking ahead, [11:33] August is a big one. We're celebrating [11:34] 25 years in our Port Carling home, the [11:37] Norma and Miller Alloway Muskoka Lakes [11:38] Library, and 139 years of library [11:41] service [11:43] across what is now known as Muskoka [11:45] Lakes altogether. [11:46] We have a week of special programming [11:48] running August 17th to 22nd, culminating [11:51] in a family fun day on August 22nd at [11:54] the Port Carling branch. So, mark your [11:55] calendars and head to our website for [11:57] more info on all that is happening. [12:00] Another quick reminder, I'd be remiss to [12:01] not mention the Friends of the Library [12:03] silent auction. The 15th annual is [12:05] underway and ends on August 6th. We have [12:07] over 120 items that have been donated [12:10] from local businesses and residents, [12:12] which is a real testament to how much [12:13] this community believes in its library. [12:16] Every item and dollar donated goes to [12:18] the Friends, which in turn supports [12:20] library's programs, services, and [12:22] spaces. It's truly neighbors supporting [12:24] neighbors. [12:26] And speaking of services and spaces, [12:28] this is the final update before I wrap [12:30] up. Our service and space review is [12:32] underway, and for many of you, this may [12:33] be the first real update you've had [12:34] since it was approved at budget time. Um [12:37] in plain terms, we're taking a close [12:39] look at how well our services and our [12:41] two physical spaces in Port Carling and [12:43] Bala are meeting our community's needs [12:45] today and where they'll need to head as [12:47] Muskoka Lakes continues to grow. [12:50] Consultants have been working through [12:51] background research, existing plans, and [12:53] growth forecasts since May, and in June, [12:55] we launched a public survey that stays [12:57] open through Labor Day. [13:00] Available online at our website, so [13:02] please take a moment, all of you, to [13:03] fill it out, and everyone here, please [13:05] fill it out, uh and pass it along to [13:07] your constituents as well. [13:09] Over the coming weeks, our consultants [13:10] will be reaching out directly to members [13:12] of council, along with some members of [13:13] the Township senior leadership team, uh [13:16] for them to share their thoughts [13:17] directly. [13:18] Everything that comes out of this feeds [13:20] into their final report this fall, which [13:21] will then go to the board and then come [13:23] to council for just further updates and [13:25] more info. Last thing, and it ties [13:29] back to what brought me here today, uh [13:31] at the rate payers AGM a couple of weeks [13:33] ago, a gentleman, not a counselor, [13:36] though not the two are mutually [13:37] exclusive, uh came up to chat. [13:39] He just [13:41] Uh he told me uh that he and his wife [13:44] had recently moved to the area, and he [13:46] admitted and I I admit this sounds like [13:47] a cliche political speak or like [13:50] anecdote, but this this really happened. [13:52] He came up to me and said he and his [13:54] wife just moved to the area, and he was [13:56] begrudgingly talked into getting a [13:57] library card. And while he was there, he [14:00] had his arm twisted further by our staff [14:02] uh to sign up for our newsletter. [14:04] And then he told me that he never really [14:06] supported public libraries. He said he [14:08] just didn't really see the point. He [14:09] didn't use them. [14:11] But since he'd signed up for our [14:12] newsletter and the card, he got our new [14:13] monthly newsletter, and every month he [14:15] just sort of saw all that the library is [14:17] doing. And he now is, he said, a true [14:20] supporter of the library. He comes in, [14:22] he looks forward to the monthly [14:23] newsletter. [14:24] Um so, he's changed his mind uh seeing [14:26] everything we offer every month to [14:28] residents. So, I'd encourage all of you [14:31] and anyone in the audience and anyone [14:32] tuning in, cuz I think we've got a big [14:34] audience for today, [14:35] uh to both sign up for three things. [17:08] And sorry, one thing just to step on. I [17:10] would be remiss without uh mentioning [17:11] just the staff at Muskoka Lakes Public [17:13] Library. They are the truly the backbone [17:16] of what makes work. Uh the amount of [17:20] effort they put in, especially during [17:22] the summer months, is [17:24] uh [17:25] something that [17:27] has to be seen to be believed, I think, [17:28] when you're dealing with people coming [17:30] in for printing help and asking [17:31] questions on how to fax something and [17:34] asking for a book recommendation. We [17:35] have two staff members get pulled in [17:38] uh [17:39] literally 20 different directions at one [17:41] time. So, the staff here deserve uh [17:43] huge kudos and uh thanks from everyone. When I [17:48] when we first moved up here permanently, [17:50] which was, I guess, 11 years ago, it [17:52] didn't take me long to realize [17:54] that the building next door is [17:56] mislabeled, I think, as the community [17:58] center. The library is really the [18:00] community center. And I I remember uh [18:03] passing that on to Kathy Duck and now to [18:06] you, as well. Uh just doing a terrific [18:08] job of staying current and relevant and [18:10] necessary and, frankly, important to the [18:12] people who live in the entire township. Uh one one more thing we [18:18] launched, uh we're trying to pilot a [18:20] home delivery service for residents, cuz [18:21] we know we only have two sort of Muskoka [18:23] Lakes li- public library branches in [18:26] Muskoka Lakes is a large township with [18:28] transportation as challenges. So, to [18:30] remove one of those barriers, we've [18:32] tried to pilot a home delivery um [18:34] typically throughout the winter months. [18:36] We uh we're going to try it again this [18:38] through these winter months, so I'd [18:39] encourage anyone to sign up and ask me [18:41] for more info on that as we try and [18:43] figure it away to pilot that, but we [18:45] want to get services to people. Um right [18:48] now, we've also extended our service uh [18:51] in Bala. We're open 4 days in the [18:52] summer, and we were open 3 days through [18:54] the year for the first time until 5:00 [18:56] p.m. on Monday. [18:57] Uh we partnered with Wahta off for some [19:00] after-school programming through June, [19:01] and we hope to continue to do that in [19:03] September. [19:04] So, we're trying to become more of a [19:07] presence in the spaces we have a [19:08] presence, uh as as [19:11] uh make our our I've said this before [19:14] and you probably will get tired of me [19:15] hearing it. Make it known to everyone in [19:17] the township that we can't be everything [19:19] to everyone, but we want to be one thing [19:20] to everyone. Uh so, if you use our [19:22] online services, TVDs, come to a [19:25] program, whatever, [19:26] um [19:27] come, use us. We're here. [19:59] Um at our last council meeting, there [20:00] was a resolution put on the floor that [20:02] was sent off to the province encouraging [20:04] Elections Ontario to take a look at the [20:06] electors list and um or the voters list [20:09] to make sure that it was comprehensive [20:12] and and full. At that time, I had [20:13] reported that we were approximately Our [20:15] Our numbers were down approximately 30% [20:17] from the previous three elections. [20:20] And uh I was awaiting further update. [20:23] Have been working with Elections [20:24] Ontario. I can say they have been [20:25] working diligently through weekends, [20:27] through evenings, really trying to get [20:29] all the information that they can get [20:30] from all the sources that they have. [20:32] Um and I'd also like to do a little bit [20:34] of a a shout-out to our um our our [20:37] community partners, a lot of the lake [20:38] associations who's gotten a lot of the [20:40] information out. [20:41] Um uh like the the library, all the all [20:43] the the partners that we have, as well [20:45] as our residents. Every day, we were [20:47] seeing the numbers go up. And when we [20:49] were seeing those numbers go up, that [20:50] was people registering to vote. So, it [20:52] was really encouraging to see that we [20:54] have a really engaged community who who [20:56] cared about it and and were were [20:58] actively trying to get on the voters [20:59] list. [21:01] I'm happy to report um that uh since 2 [21:04] weeks ago, our non-resident non- uh [21:07] resident elector count has increased [21:09] 47%. [21:11] So [21:12] we are sitting closer to about 15,500 [21:17] electors as opposed to where we were at [21:19] at about 12. [21:21] So we definitely got a lot more people [21:24] added on through the information that [21:26] Elections Ontario received from their [21:28] different their different partners. [21:30] And we could see a little bit more of an [21:32] increase between now and mid-August when [21:36] we get the final [21:37] not the final list, we get the the [21:38] preliminary list from Elections Ontario [21:41] and then as staff will be working [21:43] internally to to do what we can with the [21:45] information. What you'll see online is [21:49] the portal to register and check to see [21:51] that you're on the voters list. It will [21:53] it will go dormant for probably a period [21:55] of about a week while we do some work. [21:58] And then you'll see it switch over. So [21:59] it will look a little bit different, [22:01] but that's because it'll kind of move [22:03] over into our um our another [22:07] um partner that we have in municipal [22:11] voter view and then it will be us who [22:13] will be managing the list from that [22:15] point forward. So people will still have [22:17] the opportunity to register to vote to [22:18] make sure that they're on the voters [22:19] list. But that will then be coming [22:22] through us rather than through Elections [22:23] Ontario. So that will begin near the end [22:25] of August and then we're going to do [22:27] another big push communication-wise and [22:30] making sure that people are are able to [22:32] check that they're on the voters list [22:33] and get themselves added if they're not. [22:35] And they're and they're eligible. And [22:38] we'll go from there. But I am encouraged [22:40] by the numbers. [22:42] It's it I know it's not sitting at where [22:43] we were at in the previous elections. I [22:47] will say that [22:49] the data you know each each election we [22:51] had a lot of work to do when we were [22:53] with MPAC to to go through the list and [22:57] and cleanse the list. And [22:59] and we did anticipate that there'd be [23:00] some hiccups moving to with a new [23:03] organization being Elections Ontario, [23:05] but uh [23:06] I I do think it's encouraging that that [23:08] it's gone up. So, I hope that's some [23:10] good news for everybody and uh and that [23:13] everyone will continue to um encourage [23:15] electors to check that they're on the [23:17] voters list and register to vote. So, if they're not a Canadian [24:08] citizen, if their property is owned in a [24:10] corporation, they're not eligible to [24:12] vote. So, it it is a difficult question [24:15] to answer. I would say I'm I'm [24:17] encouraged by where we're where at and [24:20] uh we everyone has the opportunity to [24:22] register to vote. So, if somebody is [24:23] eligible to vote, they can speak with [24:25] us, we will get them on the list, they [24:27] can vote. So, I'm feeling uh much much [24:29] more confident moving forward. Um it [24:32] does mean that there's a little bit more [24:33] work on our end to just make sure that [24:35] everybody has that information. Uh we do [24:37] have some planned um extra communication [24:41] um in that regard and and you'll see [24:42] that [clears throat] come out late [24:43] summer, early fall. Um but I don't I [24:47] don't have a set number, but I I feel [24:48] much more encouraged and and I know that [24:50] Elections Ontario have been very [24:52] diligent in the people who are on the [24:53] list. Um I think some of the concerns in [24:56] the past have been that there were [24:57] duplicate or potentially electors who um [25:01] I don't want to say maybe shouldn't have [25:02] been able to vote, but were able to get [25:04] onto the list and they did own a [25:05] corporation or something like that. [33:06] Um so, today we we obviously have an [33:08] update report on our Hanna Park [33:09] playground design. [33:12] Staff have taken the opportunity to uh [33:15] put today's report into a presentation [33:17] format um because when we're dealing [33:19] with fun things like playgrounds, it's [33:21] always uh it's always better to see [33:23] pictures. [33:24] Um so, as we know, um in the 2026 [33:28] capital budget, um funds were included [33:31] for the replacement of the Hanna Park [33:33] playground. As part of our asset [33:35] management plan, [33:37] um this asset has reached the end of its [33:39] useful life, which is typically around [33:41] 20 years. It's sitting at about 25 [33:44] years. Um the project itself has [33:47] actually been deferred um for multiple [33:49] capital budgets [33:51] um as staff worked to complete the [33:54] parks and rec master plan and the Hanna [33:56] Park development plans last summer. [33:58] Um [34:00] so, as we go through, um I'm not it it's [34:03] definitely, you know, nobody wanted um [34:06] to to have to get to this point with the [34:08] playground. It's certainly special and [34:11] uh and we'll certainly [34:13] um and walk through kind of the [34:14] background information and everything [34:16] with the presentation today. [34:18] Um so, Liz, if you could flip to the [34:19] next page or next slide. [34:22] So, the Hanna Park playground, [34:23] everyone's familiar um with the [34:25] playground. Um it was built about 25 [34:28] years ago in the early 2000s, and it was [34:31] a community led project. Um so, the [34:34] community came together, fundraised all [34:37] the funds for it, and were the ones to [34:39] build it, put it together, um [34:41] everything. So, it certainly holds a [34:43] special place in the hearts of the [34:46] community, uh myself included. I came to [34:48] this playground as a child. I've brought [34:51] my kids to this playground, and it it [34:53] it's spectacular. [34:55] And uh it it holds a really special [34:57] place. So, when we were moving forward [35:00] with this project, um we certainly [35:02] wanted to [35:03] um try to preserve some of that uh that [35:06] character, that natural feel, um making [35:09] a safe and accessible space that meets [35:11] today's standards, [35:13] um and try to honor that community led [35:15] legacy. [35:17] Okay, next slide, Liz. [35:20] Okay, so why now? So, obviously, I I [35:23] touched a little bit on our asset [35:24] management plan. Um as we know with all [35:27] amenities across the township, docks, [35:30] etc., um they all have an end of useful [35:32] life date. Um with playgrounds, [35:35] particularly wooden ones, um that is [35:37] around the 20-year mark. Wooden is [35:39] awfully often suggested 15 to 20 years. [35:43] Um as such, it's sitting currently at [35:46] about 25 years. Um over the past 10 [35:49] years, we we've certainly done repairs [35:51] to it to help prolong that life, um but [35:55] as we know, it's it's seen better days. [35:58] Um we're starting to see a lot of [35:59] internal rot, um entrapment areas, [36:04] um and just the solid like just the [36:06] structure itself being solid, [36:09] um and meeting today's safety standards. [36:12] Next slide, Liz. [36:16] So, why don't we just repair the current [36:18] structure structure? Probably the the [36:20] number one question we've received. Um [36:23] and we've we've gone through all the [36:25] different options and alternatives um [36:27] that we can uh done all that background [36:30] and due diligence work. [36:32] Simply put, we can't repair the current [36:34] structure [36:36] because it doesn't meet today's safety [36:38] codes and Canadian regulation for [36:40] playgrounds. [36:41] So even if we were to repair it, it [36:44] still wouldn't pass an inspection and [36:45] that liability would be on us. [36:48] Additionally, [36:49] as we've spoken with playground [36:51] companies, [36:53] there's just they don't feel there's a [36:55] stopping point to the playground. If you [36:57] were to begin those repairs, you take [36:59] off one board, have to take off the next [37:01] and it it would just be a compounding [37:03] never-ending process. [37:05] They also wouldn't step in to take the [37:08] liability of a structure that was [37:09] completed by somebody else. [37:12] Next slide, Liz. [37:15] Okay. So the next biggest question, why [37:17] don't we just rebuild it like for like [37:19] then? [37:20] And and the simple answer is here again, [37:25] there is opportunities [37:27] to build custom playgrounds. [37:29] I would say it's not as common anymore [37:31] as it was [37:33] back in the '80s, '90s, and early 2000s. [37:37] And that's simply just due to cost. [37:39] And especially since COVID, we've seen [37:41] the rise in playground skyrocket. We saw [37:44] that first hand with Jasper Park, [37:46] Windermere playground, the costs have [37:48] gone up tremendously. [37:53] So if we were to do a custom playground [37:54] such as this, [37:56] there would have to be changes to it [37:57] regardless. And that's to meet those [37:59] safety requirements, those [38:00] specifications. So it would never be [38:03] like for like. And the [38:06] the additional point there is just the [38:07] cost to do it. [38:09] As you can see in some of the options [38:10] presented today, [38:12] you're looking at those types of costs [38:14] just in supply of materials alone. On [38:17] top of that, you're looking at another [38:19] 50 to 60% increase on all the [38:22] all the items you don't really see [38:23] visible to to getting a playground. The [38:25] shipping, the labor, the landscaping, [38:28] um the wood fiber, [38:30] base ground base for it, [38:33] engineering, architects, production, [38:35] etc. It would also be about a 2-year [38:37] process start to finish. [38:41] We have talked with Earthscape. [38:42] Earthscape is who we have awarded the [38:44] project to, one of the last remaining [38:46] companies that do do wood playgrounds. [38:51] And they do custom playgrounds as well, [38:53] but [38:55] as they had mentioned the the most [38:56] recent comparable that they have, um a [39:00] playground they did in Seattle, [39:01] Washington, came in in about 1.5 [39:03] million. [39:05] They also stress the play value in these [39:08] structures. And the play value that [39:11] they've provided through a few of the [39:13] options we see here today, [39:15] um meet or exceed if we get to the later [39:18] options of the play value that we see [39:20] within here. So, um for best kind of [39:23] bang for your buck, Earthscape suggests, [39:25] you know, you could you could do a [39:26] custom, [39:28] um but you're still not going to see [39:29] that same play value that you could get [39:31] out of some of the the templates that [39:33] they have prepared. [39:35] Next slide, Liz. [39:37] So, what we've done and what's got us to [39:39] this point so far. Um so, it started [39:41] with uh the Hannah Park development [39:43] plans. Well, I actually started with the [39:44] Parks and Rec Master Plan, which has led [39:47] to the development plans of some of our [39:48] marquee parks, um as the amenities in [39:51] them, um [39:52] not Hannah Park alone, but Jasper Park, [39:54] the Sports Park, um all those amenities [39:57] are coming up on that 2025 year range. [39:59] So, we need to start to plan for the [40:00] long term. [40:01] Um with that, uh we conducted community [40:04] engagement last year um about Hannah [40:07] Park, came up with a development plan. [40:09] We went through that process um with [40:11] council, approved those plans in the [40:13] fall. Um overall, not a lot of change to [40:15] Hannah Park. Um people love the park the [40:18] way it is now [40:20] um and would like to see um it just, you [40:23] know, refurbished and and fixed up and [40:26] and brought to new life. [40:27] Um, some of the new items that we saw [40:29] within [40:30] uh within those plans and and they're [40:32] not really new, but some additional [40:34] parking for boating, etc. We did [40:36] actually have a dock there at one point [40:38] for for boating we lost during the [40:40] flood. Um, so bringing back amenities [40:42] such as that. [40:43] Um, through that process we engaged with [40:46] the community [40:47] um talked about the playground through [40:50] that process. Obviously a desire um and [40:54] a love for the for the playground down [40:56] there. And the number one thing we heard [40:58] about it was [40:59] um the wood product. People loved the [41:01] wood. They loved the uniqueness of it [41:03] that it can't be found everywhere and it [41:05] just ties in naturally to Muskoka. And [41:08] uh that was a real selling feature for [41:10] them and and something they wanted um us [41:13] to maintain moving forward. [41:15] So through that we went through our [41:16] normal RFP process [41:19] um after the passing of the of the [41:20] budget. [41:22] Um, through that process we uh provide a [41:25] scope of work um and receive proposals [41:28] from playground companies. [41:30] Um, through this process we took it one [41:32] step further. I uh staff made sure that [41:35] um these companies came up, met on site [41:38] and saw this playground first hand. Um, [41:41] because uh because of how special it is. [41:44] Um through that process we identified [41:47] items [41:48] um such as the linkage play through it, [41:50] um the wood, etc. And uh as I mentioned [41:53] earlier [41:54] um that uh that play that RFP process [41:57] was awarded to Earthscape [41:59] um who recently completed [42:01] um our Windermere playground as well, [42:03] another wood playground. [42:05] Um [42:07] yeah, I think that about covers that up, [42:08] Liz, if we want to move to the next [42:09] slide. [42:13] So the proposed playground design that [42:17] was within the budget um that we had in [42:19] the capital plan. Um we uh we see a [42:22] natural wood structure, [42:24] um lots of climbing, balancing, and [42:26] imaginative play. Um and we also looked [42:30] at how we could retain some of that [42:32] community-led legacy, right? Um we see [42:35] the names on the picket fence, very [42:37] important. Um we'd like to retain um [42:41] retain those names. Um we have some [42:43] other ideas as well that we can [42:45] incorporate within the park that I think [42:47] would be pretty special. Um so, those [42:50] were some of the the areas we wanted to [42:52] focus on. [42:54] Next, Liz. [42:56] As for the uh play the proposed design [42:58] itself, um these images it's it's really [43:01] always hard to do it justice. Um [43:04] they are they are quick uh design [43:06] mock-ups. [43:07] Um they don't include all the natural [43:09] landscaping, etc. that we can bring to [43:11] life with with a redevelopment of the [43:14] park. Um for those that were able to [43:17] join our Windermere playground grand [43:19] opening, you can really see how we we [43:21] tie in the natural elements of the area, [43:23] the granite rock, etc. Um to really [43:26] bring that Muskoka feel. [43:28] Um [43:29] as for the playground itself, um the [43:31] main feature is what to Earthscape calls [43:34] a log tangle. And that's meant uh to be [43:37] their version of a linked play [43:39] playground. So, as we're maybe familiar [43:42] with the current castle playground, [43:44] the special feature in it is how it's [43:46] all linked and connected together. Um [43:48] really cool for kids to play games on, [43:51] etc. Um and so, that is kind of the new [43:54] updated version of that. The nice uh [43:56] amenities with it is it's got nice [43:59] sightlines, ability to see through the [44:01] playground um compared to what's there [44:03] now or sometimes it can be challenging [44:05] that way. Um [44:07] but um, so that that's where Earthscape [44:10] kind of tends to make some of those [44:11] tweaks in playgrounds nowadays. [44:13] Uh, Liz, if you want to flip through [44:15] some of these. Um, so just again, some [44:17] of the highlights that we tried to [44:18] replicate, obviously, uh, swings. Um, [44:21] we've got the sand digging area down [44:23] there. Currently, we'd look to replicate [44:26] um, the main linkage structure, the log [44:27] tangle. Um, it's got the bridges, it's [44:30] got the climbing ropes, [44:32] um, different amenities in it. Um, [44:35] perfect, Liz. Thank you. Um, [44:37] as we move into kind of the tot land [44:39] area, those familiar, we have the tot [44:41] land down there now. [44:43] Um, these are kind of geared towards [44:44] more the ages 18 months to 5 years old. [44:47] Um, an area for them to play. Um, for [44:51] those familiar with the park down there, [44:52] there's a nice sign currently welcoming [44:54] to tot land. We could certainly work to [44:56] incorporate those signs into something [44:59] here as well. [45:01] Um, but uh, just a different versions of [45:03] play, some sensory ground items, [45:06] um, and and just some better visuals for [45:08] people to understand uh, some of these [45:10] products. [45:13] So, with our uh, with our um, [45:16] playground, um, like Jasper and like [45:18] Windermere, we go out with the proposed [45:20] design to get community feedback. Um, [45:23] Hannah Park, we got the best uh, best [45:26] survey response yet. Um, [45:29] >> [laughter] [45:30] » [laughter] [45:30] >> 100 plus surveys, [45:31] » 100 plus surveys, [45:31] um, and uh, and a lot of great stories [45:34] within those surveys, too. [45:36] Um, to read through them. Um, it it it [45:39] certainly replicates a lot of my [45:41] childhood as well, too, visiting this [45:42] park, um, playing there as a kid. Um, [45:46] I'd say there's three main takeaways um, [45:49] that we heard through those surveys. Um, [45:51] obviously, a large group that is, you [45:54] know, disappointed to lose what the [45:55] community built down there. The legacy [45:58] of that castle themed playground is it [46:00] it is that it is hard. [46:03] Um and nobody wants that. And but it [46:05] has, you know, come that time. Um so, as [46:09] as I mentioned earlier in the report, we [46:11] we kind of identify why that repair [46:13] option isn't viable. Um the next part uh [46:16] that we heard was a big group of um just [46:19] a lot of underwhelming with the proposed [46:21] design within our within our budget. Um [46:23] a lot of people thinking it's a bit of a [46:25] downgrade to what's there now, um [46:28] wanting more. And there are some good [46:29] suggestions in there. [46:31] Um [46:31] a few people, you know, even going as [46:33] far as looking on Earth Scapes' website, [46:35] you can view everything they have there. [46:37] They've got all their products online. [46:40] Um people went as far as suggesting [46:41] some. It was It was really cool. [46:44] Um and then we obviously had a smaller [46:46] group um that again provided some some [46:49] good constructive feedback. Um you know, [46:52] ability for more swings. Um currently [46:55] the swings down there can get very busy. [46:57] So, those are items that we can [46:59] currently take and tweak. Um really [47:02] today what we're going to be deciding on [47:04] is the budget. And it's the budget that [47:06] is going to move us forward. And from [47:09] there, staff can make those small tweaks [47:10] based on the feedback we heard. We [47:12] consistently hear about shade, etc. that [47:15] way. So, staff can work to those to [47:17] address those. [47:18] Uh next slide, Liz. [47:23] Okay. So, based on the feedback, um [47:27] staff, we uh we wanted to look at uh [47:29] some additional options for [47:31] consideration. Um [47:33] so, what we've done is we've worked with [47:35] Earth Scape on a few different levels or [47:37] tiers we can move up. As we move into [47:40] option two, um we're sitting at around [47:42] the $400,000 mark. Um for those uh not [47:46] familiar, our current budget is around [47:48] the $260,000 mark. Um so, that was what [47:51] we were working with going into it. [47:54] Um [47:55] as we get into option two, you see a [47:57] little bit larger of a play structure. [48:00] Um we see an expanded long log tangle [48:03] platform. Um for those familiar with the [48:06] Windermere playground, this structure is [48:08] about four times the size of it. Um so [48:10] what we put in Windermere, this is about [48:12] four times the size of it. Um here we [48:15] see an upgraded Um sorry, an upgraded um [48:19] junior tower. Um so that tower itself is [48:22] an upgraded uh feature for kind of that [48:25] tot area. And we've also worked we we [48:27] heard a lot about the linkage of the [48:29] current playground, a way to link link [48:31] everything together so you can get from [48:32] the junior tower across the logs to the [48:34] main structure. Um that junior tower [48:38] itself has lots of different amenities [48:40] within it including a rock climbing [48:41] wall. Um it's got imaginary play with a [48:45] chalkboard, different access points. Um [48:48] hammock to to crawl across. Um we also [48:53] heard about the monkey bars down at the [48:55] current playground. Um and the play uh [48:57] the original design not including that [48:59] so we've we've added in some of those [49:01] monkey bar traverse rings they call them [49:03] now. Um features that that people can [49:07] climb across. And as well, um the log [49:10] tangle itself having those bridges, [49:12] those ropes, etc. to connect on. But [49:15] some of these images they they help do [49:17] it a little bit more justice. When you [49:18] just see that, it's very hard to see all [49:21] the different amenities that come on [49:23] these uh on these structures. Um [49:27] and what Earthscapes, you know, their [49:29] passion and what they call it is that [49:32] unprescribed play. So um [49:35] what they've highlighted through all [49:37] their designs and all their playgrounds [49:39] is a is the ability for the children to [49:42] decide how they want to play on the [49:44] structure. Um whereas what they've [49:47] described with the current structure is [49:49] it's very laid out. Um the follow a [49:52] certain dedicated path to the slide, to [49:55] the bridge, etc. Where these types of [49:58] playgrounds allow the the children the [50:00] opportunity to determine how they're [50:02] going to get from A to B, [50:04] um, whether it's climbing on the net [50:06] rope, walking across a large rope or a [50:08] log, etc. And you can start to see some [50:11] of that through some of these images. [50:13] Of course, through the wood products, [50:16] um, [50:16] they want to tie in the feature of [50:19] similar to a kid going and playing in [50:21] the forest. Um, it's it's bringing back [50:23] that natural piece element, [50:26] um, similar to just grabbing sticks in [50:28] the forest and and making a fort. [50:30] Um, they want that same sense of [50:32] imagination with children in the [50:34] playgrounds. [50:35] Um, so Liz, as we move forward, [50:39] Okay, so as we move forward, we get to, [50:42] uh, option three. And I think this is [50:44] where we really start to see that that [50:46] wow, um, because a big part of the [50:50] current playground structure is the ca- [50:53] is the the castle towers. It's the peaks [50:56] that you see. It's, uh, it's when you [50:58] drive into the the parking lot and and [51:01] you can see it from there. And it it it [51:03] leaves an impact with you. Um, even [51:06] though some of those those towers, etc., [51:08] have zero play value to the park itself. [51:11] But it does add to the experience. So, [51:14] in option three, we start to see that [51:16] wow. And and that comes in the form of [51:18] what they call a timber tower. [51:20] Um, so these timber tower features, um, [51:25] are are [51:27] are magnificent. Um, they have many [51:29] amenities attached to them. Um, as you [51:32] slip through this list, thank you. [51:34] Um, it's a three three-story tower, [51:37] um, that, uh, allows kids multiple [51:40] different ways to climb up the tower, [51:42] multiple different ways of egress, large [51:45] slides, smaller slides. [51:48] Um, it's got the the fireman pole that [51:50] we see currently down at Hannah Park. [51:53] Um, so again, we [51:55] wooden bridge, net bridges, [51:57] um, banister rails, etc. So, [52:01] opportunity for option three as well. It [52:03] come This starts to come in around that [52:05] $550,000 [52:07] range. Um, once again, that's [52:09] everything. That's playground, that's [52:10] installation, that's ground cover, [52:12] landscaping, etc. When we talk about [52:14] these numbers, we're talking about all [52:16] in. [52:17] Um, [52:19] Okay, Liz, as we move along, you see [52:21] some of those features. [52:24] So, the biggest thing is, obviously, we [52:25] have a budget right now, um, that we've [52:27] included in the capital budget. And if [52:29] we want to proceed with some of these [52:31] additional options, um, we need to [52:34] consider ways to fund them. Um, [52:38] what staff have undertaken is grants. [52:40] Um, there's currently two grants [52:42] available that we have applied to. Um, [52:45] one with the province through the [52:46] Northern Ontario Heritage Fund, and one [52:48] through the feds through FedNor. Um, in [52:51] both of those, we're on to phase two [52:53] of the application. Um, [52:55] so it's moving it's moving good. [52:58] Uh, unfortunately, we won't know the [52:59] result of them until the fall. Um, so it [53:03] does impact the timeline associated with [53:05] our project. In both instances, if we [53:07] are successful with the funding, um, we [53:10] can get reimbursed for funds that we've [53:12] already spent on the project, backdated [53:14] to April. Um, so that's certainly an [53:17] opportunity. Within those grant [53:19] applications, we have incorporated some [53:21] additional items that were identified in [53:23] the Hannah Park development plans. When [53:25] we talk about, um, the boat ramp and [53:27] pier, [53:28] um, the pavilion shelter by the beach, [53:30] and the boat docking as well. So, those [53:32] would be included and tied into those as [53:34] well. Um, so we've been in discussions [53:37] with both of those groups about kind of [53:39] the three partners coming together and [53:41] really having a a rebirth to to Hanna [53:44] Park and the economic impact that can [53:46] have on Port Carling. [53:48] Um [53:49] Of course, we can look at um community [53:52] fundraising. [53:53] Um [53:54] There's also go phased construction. Um [53:58] Playgrounds that you see here or escape, [54:01] we've designed them in a way that we can [54:03] add amenities as we want. Um so there's [54:05] no limit um on these playgrounds. We can [54:08] start to uh to add to them should we get [54:11] additional funds at a certain time. Um [54:13] that is the nice thing with Hanna Park [54:14] cuz it is very big, lots of space there [54:16] to utilize. [54:18] Um and of course, we have our current [54:20] capital budget. So there are the [54:21] opportunities to defer some current [54:24] capital projects that staff have [54:26] highlighted. Um in particular, we have [54:28] the diesel recapture units at the Port [54:31] Carling fire hall and some wharf [54:32] concrete repairs. Um both these projects [54:35] are slated for later this fall. Um so if [54:39] we were to defer them, um we could look [54:41] to rebudget those funds in the 2027 [54:44] budgeting complete them [54:45] in the late winter early spring. Um so [54:48] those are options there. As we've [54:50] highlighted in the staff report, um a [54:53] potential consideration if council would [54:55] like to entertain option two is perhaps [54:58] the diesel recapture units. [55:00] Um from there, if we're successful with [55:02] grants etc., we could always phase in [55:05] additional aspects to the playground as [55:08] we go or find out. Um alternatively, if [55:11] if we wish to go option three, there's [55:14] the opportunity to defer the wharf wharf [55:16] concrete repairs [55:17] um and do everything now in the in the [55:19] recommended timeline. [55:21] Um [55:23] As highlighted in the staff report, our [55:25] most recent playground inspection has [55:27] recommended replacement. So [55:29] um we are on a timeline where we can't [55:32] really prolong the it too much more. [55:36] Um and if it's a situation where we are [55:38] deferring installation, it might come to [55:40] a point where we we would have to close [55:42] the playground um, until such time as [55:45] installation can occur. But, currently [55:47] our timeline is for this fall. Um, and [55:50] we can still meet to meet those [55:51] timelines now and uh and look for [55:55] additions in the spring if needed in a [55:57] phased opportunity. [55:58] Um, [56:00] of course, if we went with option three, [56:01] as I mentioned before with the grant [56:03] funding, if we're successful, those [56:05] funds can always just be uh re- recouped [56:08] um, from what the township spent. [56:10] Um, [56:12] next slide. [56:14] So, next steps. So, three options um, [56:16] today and certainly available to help [56:18] with any more questions. Um, [56:20] we can approve the proposed um, design [56:24] within the project budget that was uh [56:26] capitalized. We could move into um, [56:31] uh one of options two or three with some [56:34] additional funding. [57:37] I also want to us to kind of take the [57:40] opportunity to really look at this as an [57:42] opportunity, an opportunity for [57:43] something new that's going to impact [57:46] children's memories for the next 25 [57:48] years. Um and I think it uh [57:57] it could be a really special time um to [58:00] to bring something new and uh [58:03] and uh you know, have those same [58:05] memories for a different generation [58:06] moving forward. Um as we [1:04:36] know, there was recommendations within [1:04:38] the Parks and Rec Master Plan for items [1:04:40] such as considering a splash pad, [1:04:43] um etc. And within that master plan, it [1:04:47] provided the recommendations on the [1:04:49] amount of those amenities you should [1:04:50] have based on your geographic, your [1:04:52] population, etc. [1:04:54] As we went through the Parks and Trails [1:04:56] Standard Manual in the development of [1:04:57] the Hanna Park um development plans, [1:05:00] that was the area that landed for some [1:05:02] of those amenities that we would only [1:05:04] see in one place in the township. Um and [1:05:07] the reason being, um obviously the [1:05:10] amenities already associated with it, [1:05:12] um but also the location as well being [1:05:14] in the center of the Township. So to [1:05:17] your point about the splash pad or [1:05:18] consideration for a splash pad, [1:05:21] the development plans did include that. [1:05:24] If we were to consider that type of [1:05:26] feature, that would be the park where we [1:05:28] would look to put that. In saying that, [1:05:31] we haven't considered that yet. [1:05:33] As we discussed when we approved those [1:05:36] plans, the next step would be [1:05:38] identifying all those new items within [1:05:40] the capital [1:05:41] budget process. We just haven't quite [1:05:43] got there yet. That would be this [1:05:44] upcoming budget we'd start to see those [1:05:46] items. Additionally, we know we have a [1:05:49] lot of infrastructure already across the [1:05:52] Township to fix up, repair, replace. [1:05:55] So I think it's one of those [1:05:58] opportunities that when we see a desire [1:06:02] maybe from the community for new, [1:06:04] that's the opportunity we we may be look [1:06:06] for those partnerships etc. Similar to [1:06:09] Windermere where there wasn't a [1:06:10] playground there. The parks and trail [1:06:13] standards main well identified a gap in [1:06:16] that 141 corridor area. The community [1:06:19] came forward [1:06:20] and led the fundraising charge to make [1:06:22] that that playground happen. So I think [1:06:24] we'd we'd look to those types of [1:06:26] opportunities for those newer type [1:06:28] amenities. Right now, we would just be [1:06:31] focusing on the amenities we already [1:06:33] have in place there and bringing those [1:06:35] up to today's standards. [1:06:37] In terms of the boat parking, [1:06:40] I think through the consultation we did [1:06:42] last summer, that was probably between [1:06:44] that between keeping a wood playground [1:06:47] structure, boat parking was the next [1:06:48] thing on that list. So we'd work with [1:06:53] with the dock companies and and when we [1:06:55] talk about boat parking, [1:06:57] similar to what was there before, [1:06:58] nothing spectacularly large, but the [1:07:00] opportunity to at least have a couple [1:07:02] spaces available. [1:07:04] So we wouldn't envision anything that [1:07:06] would provide a safety concern, anything [1:07:08] that way. So, we'll we'll certainly do [1:07:10] our due diligence in that respect. Um, [1:07:12] in terms of the synergy between parks [1:07:14] themselves, [1:07:16] um, I think our parks and trails [1:07:17] standards manual, it does a good job of [1:07:21] outlining based on the size of the park [1:07:23] and the size of the playground, um, the [1:07:25] different play value that we should [1:07:27] expect within them. In terms of the [1:07:29] theme, I think it is unique and I think [1:07:31] each area and each park is a little bit [1:07:33] different. Um, and what we put in Sunset [1:07:36] Park versus Hanna Park may be a bit [1:07:38] different based on the history of the [1:07:40] area, etc. So, [1:07:42] um, I think each one's a little bit [1:07:44] unique that way. [1:13:04] I think there's an opportunity here [1:13:06] through the features of the playground [1:13:07] for us to to work on how we can [1:13:10] incorporate those so that not only is [1:13:12] there an understanding of kind of what [1:13:14] was here before just in Hanna Park, but [1:13:16] the Township as a whole and the history [1:13:19] of Port Carling with the you know, the [1:13:22] boats etc. that way. I think I think we [1:13:24] can start to incorporate um you know, [1:13:27] whether it be through you know, [1:13:29] information pedestals or or etc. I think [1:13:32] there's there's tremendous opportunity [1:13:34] that way, yes. Um as for the um [1:18:00] diesel exhaust retractors from the fire [1:18:02] station, [1:18:03] um the plan would be we still like to [1:18:06] proceed with those as well, too. So [1:18:12] it's almost on the table for that reason [1:18:16] um that we again we could incorporate um [1:18:18] in the 2027 budget, do early in the [1:18:21] winter because it's indoors, we can do [1:18:23] that project um whenever we award it. Um [1:18:27] the other aspect to that project in [1:18:29] particular was we're currently going [1:18:30] through the fire station design process. [1:18:33] Um and through that process we're [1:18:34] certainly going to gain a better [1:18:36] understanding of what we intend to see [1:18:39] in each of our fire halls. [1:18:41] And [1:18:42] it may be an opportunity to to revisit [1:18:44] some of those [1:18:46] amenities we see within them. So that [1:18:48] was the thought process behind them the [1:18:50] two projects that you know, we have an [1:18:53] opportunity to defer. Of course, if we [1:18:56] are successful with the grant funding, [1:18:58] those funds would would come back and we [1:19:00] we'd be right around the exact project [1:19:02] budget amount if we're successful. So [1:19:04] that that's the the ultimate goal. [2:24:31] As Council will recall, Official Plan [2:24:33] Amendment OPA 64 and Zoning Bylaw [2:24:36] Amendment ZBA 22-23 [2:24:38] were heard this month at Planning [2:24:40] Committee on July 17th. [2:24:42] Since this time, a bylaw has been [2:24:44] drafted to implement the recommendations [2:24:46] put forth by Planning Committee. [2:24:48] This bylaw can be found on the [2:24:49] supplementary Council agenda. [2:24:52] This is a unique bylaw as it sets the [2:24:54] standards for new zones such as Village [2:24:56] Core, Resort Commercial 1 and 2, [2:24:59] Residential 2, and Environmental [2:25:00] Wetland. [2:25:01] These zones align with the designations [2:25:03] created through OPA 56. [2:25:06] It is important to note that the general [2:25:07] provisions of comprehensive zoning bylaw [2:25:09] 2014-14 [2:25:11] will still apply. [2:25:13] This bylaw implements the holding [2:25:14] provisions as presented to Council [2:25:16] through the previous staff report. [2:25:18] Further, this bylaw implements the [2:25:20] recommendations Planning Committee made, [2:25:22] including to permit development within [2:25:24] the floodplain, permit development [2:25:25] within the required front yard setback, [2:25:28] permit a reduced vegetative buffer, [2:25:30] permit the creation of an open water and [2:25:32] shallow marsh wetland feature not [2:25:34] exceeding 3 m in depth, and to amend the [2:25:37] wording to require a 26 m right of way [2:25:40] along Juddhaven Road. [2:25:42] Following the committee meeting, staff [2:25:44] have noted some items that were not [2:25:45] directly circulated or analyzed that [2:25:48] would be required to facilitate the [2:25:49] proposal as shown in the drawings. [2:25:52] Some of these well, these items include [2:25:56] and Liz, if I could get you to share [2:25:58] schedule three to the bylaw, please. [2:26:09] And if you don't mind just zooming in a [2:26:11] bit. [2:26:13] So, the first item is to permit the [2:26:15] proposed amphitheater to be located [2:26:17] within the required front yard setback. [2:26:20] This type of structure would be required [2:26:22] to be located 66 ft from the high water [2:26:24] mark and the proposal seeks to permit a [2:26:26] setback of 16.7 ft. [2:26:29] So, if you can zoom in [2:26:32] um [2:26:33] quite a bit. [2:26:35] And the amphitheater is located [2:26:40] it's circular and it's highlighted in [2:26:41] yellow and it's located to the top of [2:26:43] the screen here. The mouse is currently [2:26:45] pointing to it. Um [2:26:47] if everybody can see that okay, that's [2:26:49] the structure we're talking about. So, [2:26:51] um the bylaw is currently written to [2:26:53] permit this structure in its extent and [2:26:55] location. Um so, there's no further [2:26:58] action needed, but staff did feel it [2:27:00] warranted to present this to you and if [2:27:03] council has any concerns with it, um [2:27:05] that would need to be raised through a [2:27:06] minor amendment today. [2:27:08] The second item, Liz, if you could share [2:27:11] um schedule four to the bylaw. [2:27:25] Okay, and if you could zoom in, we are [2:27:27] looking at the items highlighted in [2:27:29] blue. [2:27:30] So, the second item is to permit sport [2:27:32] courts to be located within the required [2:27:34] front yard setback as shown in the [2:27:36] extent and location on this plan. [2:27:39] Sport courts are required to be located [2:27:41] 200 ft from the high water mark. The [2:27:43] proposal seeks to permit them as close [2:27:45] as 127 ft from the high water mark in [2:27:48] the extent and location as shown on this [2:27:50] screen. [2:27:51] This [2:27:52] uh schedule has been incorporated into [2:27:54] the draft bylaw before you today. So, if [2:27:57] you approve as presented, that would be [2:27:59] included. If um council has any concerns [2:28:02] with this, a minor amendment would need [2:28:03] to be passed today to remove that [2:28:05] permission. [2:28:07] The third item, if you could please [2:28:09] share schedule 2A, [2:28:14] is the extent and of land to be zoned [2:28:16] village core, which is slightly larger [2:28:18] than originally depicted within the [2:28:20] submissions and the staff report. The [2:28:22] full extent of the proposed zoning can [2:28:24] be seen on as displayed on the screen. [2:28:26] And in particular, if you don't mind [2:28:28] zooming in a little bit, we are [2:28:30] referring to the most northern part that [2:28:32] is labeled as VC-H [2:28:35] from C2-H. [2:28:37] Um originally, that was located within [2:28:40] an R2 zone. So, this is being expanded [2:28:43] to be included within the village core [2:28:45] zone. [2:28:47] And staff don't have any concerns with [2:28:49] that. [2:28:50] And the last item, [2:28:53] I shouldn't say the last, sorry, second [2:28:54] last. [2:28:55] Um [2:28:56] is that the applicant has requested the [2:28:58] permission be granted to permit patios [2:29:00] to encroach within 2 m or 6.6 ft into [2:29:04] any required yard. [2:29:06] So, these setbacks um as been as [2:29:09] proposed to be approved, um this [2:29:11] permission would grant them to construct [2:29:14] um patios within 6.6 ft of any permitted [2:29:17] yard. [2:29:19] So, these items have been included in [2:29:21] the bylaw before council today. If [2:29:23] council does not wish to permit these [2:29:25] items, a minor amendment will need to be [2:29:26] passed to remove them. [2:29:29] And lastly, there is one more item that [2:29:31] has been noted, which does require [2:29:33] formal relief from council, which is the [2:29:36] proposed driveways on site. So, if you [2:29:38] could please share schedule three again. [2:30:05] Thank you, Liz. So, if you don't mind [2:30:07] zooming in, [2:30:09] there are a few driveways that are [2:30:11] proposed within the 66-ft required [2:30:14] setback from the high water mark. [2:30:17] The proposed driveways would be as close [2:30:19] as 2.3 ft from the high water mark. [2:30:22] If council wishes to permit the [2:30:24] locations and extent of the driveways as [2:30:26] shown on the schedule displayed on the [2:30:28] screen, [2:30:30] a minor amendment will need to be passed [2:30:31] today to do so. [2:30:33] Staff have prepared this minor amendment [2:30:35] in advance in case council wishes to do [2:30:38] that, but [2:30:39] to permit the driveways so there's one [2:30:41] that's shown on the very right-hand side [2:30:43] of the drawing. It comes around the back [2:30:46] of the wellness [2:30:48] center area [2:30:50] from Jed Haven Road to the front of the [2:30:52] property where the docks are. [2:30:54] That driveway requires relief. And then [2:30:57] there is also small parts of a driveway [2:31:00] that are located to the south of the [2:31:03] western inlet that encroach within the [2:31:05] 66-ft required setback.
