[5:26] Okay. Um, could you let uh Mr. TV know that we're [5:32] ready to start? >> All we need to say is we're ready. [5:34] » We're ready. >> We are ready. Okay. He's listening. [5:37] » All right. Good evening. Uh, I'm going to convene the joint meeting of [5:43] community infrastructure, the board of public works. This being August 27th, [5:47] 2026. The joint meeting of the committee of [5:51] infrastructure and board of public works is being held this on Thursday, August [5:56] 27, 2026 PM uh at uh let's say 5:50 [6:07] or thereabouts [6:10] uh at 848 West Hall Street and duly notice in two places including the [6:15] city's website in accordance with the requirements of RSA 91-8 [6:21] semicolon 2 room number two. The roll call will be taken by uh clerk. Alderman [6:29] Greg. >> All right. Thank you. Um Alderman Paula [6:32] Johnson >> present. [6:34] » Alderwoman Benja Smith. Oh, thanks. Um Commissioner Paul Shay [6:41] » present. >> Uh Commissioner June Lemon [6:43] » here. >> Commissioner Matthew Greg [6:46] » present. Commissioner um Manny Espedia, Alderman uh Richard Dow, [6:52] » present. >> Alderman Oh, Alderman at large Alicia [6:55] Greg here. Um alderman at large Mike O'Brien [6:59] » present. >> And also in attendance we have uh Tim [7:03] Cummings, administrative services director, and we have director photo [7:06] from public works. And we have Joe Sullivan from left field and also Matt [7:11] Leblanc is here. >> Okay, welcome all. and thank you for [7:16] coming here. This is a little bit different digs. We've done it before, [7:19] but this is a what I would call in the old days a road trip. So, I'm sure we're [7:25] at the welcome of director photo for using the facilities. Thank you. Okay. [7:31] Uh I'm going to because we could quickly [7:36] delineate this. Seeing nobody in the audience, I think I'll open up to a [7:41] public comment. If you don't mind, we'll go off the agenda. Seeing nobody here [7:45] then I will close public comment. So therefore that gives us clear path for [7:50] some general introductory remarks by uh administrative service director Mr. Tim [7:56] Cummings. Mr. Cummings. >> Yes. Thank you uh Mr. Chairman. Um first [8:00] I may have missed it because I was caught doing something else but um Mayor [8:03] Don is a member of this body and he couldn't be here this evening. I just [8:07] wanted to make it on for the record in case it wasn't again uh was was focused [8:12] on something else. >> Yeah, duly notice and I apologize, you [8:16] know, we did not call it. Thank you. >> Um and then Mr. Mr. Chairman, [8:21] um there was one late uh addition to the agenda. It's in your packet now, but I [8:26] did want to make sure folks know that we needed to update the proposal to left [8:30] field. Uh we can talk about that um uh under under item number six. when the [8:37] time comes, but I did want to make sure I called everyone's attention to that uh [8:42] last minute addition. As you know, that happens from from time to time. [8:47] Otherwise, this evening, I think it's going to be a rather uh straightforward [8:52] uh and elementary uh type of conversation uh because of of where [8:57] we're at with the project. And I I don't want to steal any of Joe Sullivan's [9:01] thunder, so I won't go into the details now. Uh but I do think we will a a [9:07] relatively brief uh meeting this evening. Thank you. [9:10] » Good. Yeah, we we are all hanging on the plank for Mr. Svin's comments yesterday. [9:16] [laughter] Uh yeah. Okay. So, now we're going to [9:20] get down to some housekeeping. Uh approval of the minutes. Uh Ottoman [9:25] Greg. >> Um thank you. I'd like to make a motion [9:27] to approve the minutes of the May 28th, 2026 meeting. [9:32] » Okay. Uh any discussion? Seeing none, I'll call for the vote. All those in [9:37] favor signify by saying I. >> I. [9:39] » Oppos. Motion carries. Uh now we're getting into the uh Department of Public [9:45] Works garage project uh general progress update which is project status update, [9:51] design update, and overall project timeline and a look ahead. Uh I'll [9:57] recognize again administrative services director Mr. C Mr. Tim Cummings will [10:02] probably refer also to Mr. uh Sullivan. So [10:06] » that's correct. I'm handing it right over to uh Joe Joe Sullivan, this uh [10:11] project manager. >> Mr. Sullivan, thank you. Uh Joe [10:15] Sullivan, left field project management. Um I wanted to give you uh a few [10:20] updates. Um the design team has been working diligently to get um a complete [10:25] set of drawings so that we can actually have a final uh gross maximum price from [10:30] the CM. They've been uh they've issued the drawings for pricing. Uh there's [10:35] been several addendums just for clarification more than anything because [10:39] as the drawings get submitted not only to the CM it gets to the non like the [10:44] subcontractors and any subcontractors related directly to Harvey's there's [10:48] questions that sometimes arise from them. So the architect will iron those [10:51] out to their engineers of record and the design team and provide clarity to those [10:57] uh drawings. They do that for a couple of reasons. It's just so that they can [11:01] ensure that they're pricing it and understanding the scope of work [11:04] accurately. So right now um HKT is approximately I'm going to say 98% of [11:11] the drawings are complete. We're anticipating a gross maximum price over [11:15] the next couple of weeks so that we can solidify the budget that we've created. [11:19] right from day one. In the interim, um we've been going through all of the [11:24] peritting requirements so that we can hit the ground running once, you know, [11:27] all of the approvals are done appropriately through um the city's um [11:33] course of actions that they need to take as well as you know our our bidding [11:37] procurement aspects of it. Um the we're coordinating closely with the uh fire [11:43] training facility on on how they're going to relocate that uh locality [11:47] there. We've we've gone we've been working closely with Sandborn Head and [11:51] IMAG just to make sure that you know the coordination between the solid waste [11:56] facility and the new facility going in place goes flawlessly and it's it's been [12:01] going excellent. So that's a quick readers digest version. We uh we've been [12:06] working um also with um any of the um testing agencies and receiving proposals [12:13] for recommendation such as there'll be uh compaction concrete testing uh [12:18] structural steel inspections that'll be required as we move forward. We've been [12:21] soliciting and and um we'll be presenting to the city a recommendation [12:26] for the to award as we get closer to construction. [12:30] » Okay. So, any questions? >> Yeah. Any questions by members of the [12:35] joint committee? Alman Doubt. >> Yeah. What's the target number that [12:40] we're shooting for? >> Overall budget of construction? [12:45] » Construction. >> So construction we're right around $43 [12:49] million. >> Okay. And overall 54. [12:52] » And I have a question. Have there been changes recently by HKT on the design [12:58] that's cost >> no cost? There haven't been any uh [13:02] design request costs associated with it. There have been some um modifications to [13:07] the drawing, but that's part of their contract obligations. [13:13] » Further questions? Alderman Johnson? >> Thank you very much. I'd like to go back [13:16] to the fire training facility. Um do we have the exact location at this point in [13:22] time? >> The answer is yes on the site. Yes. [13:25] » Okay. And may I ask a question to director? Thank you. Um, how are we [13:30] doing? Because I know we the pipe went through Teique Drive, that area. Are we [13:34] now into the landfill area? >> We are. Yes, we we have uh we've hit [13:41] some ledge, so we've got to get through that. Um, but other than that, it's [13:44] going well. >> May I follow up? [13:46] » Follow up. >> Thank you. Because I've been getting I [13:49] got some calls and I've been walking the site and some of the people were [13:52] concerned because it looked like it was more than the normal was more like [13:56] bigger for um a road, but I assured everybody that the zoning board said no [14:02] road, just a pipe. And there could have been because of the equipment that had [14:06] to go through that made it a little bit wider. [14:08] » Yeah, that Yes, I think that's probably it. [14:11] » Okay. >> Definitely there's not a road going. [14:14] » Yeah, I see. And I keep walking that side. It's good exercise up and down [14:17] those hills. [laughter] >> Thank you. [14:20] » Well, enjoy. Yes. >> Yes. [14:22] » Okay, further questions. Oh, I think we have a clarification. Mr. Cummings, [14:26] » thank you. Yes, a clarification. I want to hearken back to uh the question and [14:31] answer relative to Alderman Dow. I I think um Mr. Sullivan here was answering [14:37] the question very technically, but I do want to just for the record make sure [14:40] folks know that HKT has submitted some suggestions. Nothing has been accepted [14:46] that has increased the price, but certainly there's this ongoing iterative [14:50] process that's occurring right now. Um and some of some of it to be expected [14:55] may add some cost but that is not necessarily truly understood yet and [15:00] we're working through those details live time now and is one of the reasons why [15:04] we are trying to work ferociously to get to a GMP that's acceptable and we're [15:09] looking for that at the end of the month. So I just wanted to add some [15:12] additional color there so there's some some clarity as to where we are relative [15:16] to this very iterative process. So, those design changes come before this [15:20] board. >> The these aren't necessarily design [15:23] changes. These would be um I guess additional details, if you will. [15:29] They're details that were not necessarily understood, but are being, [15:34] you know, more clarif more more than anything, it's a clarification of [15:37] expectations. >> My concern would be that if we add [15:41] anything that adds cost that isn't necessary. [15:45] » So, understood. Yeah. And that that point is well taken. One of the things [15:49] that our job is to really look at, you know, we we literally did estimates [15:55] throughout this whole process of the design. The clarity or the, you know, um [16:00] detail that they're providing at times may show a increase in cost. [16:08] We're identifying that with the subcontractors and deeming it whether [16:11] it's necessary or not to bring the the price back down. the the program has not [16:17] varied and has not increased at all since the time we presented it to you. [16:24] » Further questions by members of the joint committee. [16:28] Okay, seeing none, we'll go to the DPW garage project approval of invoices. [16:38] Uh, >> can I have the introductionary motion? [16:42] Alman Greg, >> of course. Thank you. I'd like to make a [16:44] motion to approve left field services through May 31st, 2026 number 193097 in [16:51] the amount of $15,000. left field services through June 30th, [16:56] 2026. Um number 1 195343 in the amount of $15,000 and HKT [17:04] Architects Incorporated Services through June 30th, 2026 number 0010-022442 [17:12] in the amount of $258,31621. [17:18] » Okay. Any discussion on the motion? Seeing none, I will call for the vote. [17:25] All those in favor signify by saying I. >> Opposed. Motion carries. [17:31] » Now we'll get to the DPW garage project approval of contracts, proposals, and [17:37] amendments. And I don't think there is. Oh, there is one. And this is the [17:42] addition, I imagine. Director Cummings, can you introduce that? [clears throat] [17:46] » Absolutely. Uh, Mr. Chimman. So, uh, what you have in front of you is a a fee [17:51] proposal of not to exceed $85,000. It will bring us through, um, the end of, [17:57] uh, October and, uh, then we would need to authorize an additional amendment. [18:03] Um, this is actually something that we are uh, I'm sorry, $101,000 in 101, [18:11] not $85,000, $11,60 is the is the full dollar amount. This [18:16] will bring us through the end of October um which we're trying to align our [18:21] contracts to um all expire around the same time roughly so we can re-enter [18:28] when we enter into the construction phase of the of the project. Uh this is [18:33] uh an amendment to left field our owner's project manager. Um and it's for [18:38] the same uh level of service that we have been getting. And so we are just [18:42] looking to do a similar exercise that we have done for the architects uh and uh [18:48] whatnot for for this project as we've moved this preconstruction phase of the [18:53] project through. And so with that being said, Mr. Chairman, the the the request [18:57] is for approval of $101,60 to left field for continuing their [19:02] owners project manager services. Okay. So therefore that would take us a [19:09] motion and uh did you get that autograde? Do you [19:14] » a motion? Basically I think it should say for the OPM services of phase three [19:21] there is a request of $11 and [19:28] $11,60. [19:31] Would that be enough? Yeah. So, I just wanted to put clarity. Um, Director [19:36] Cummings was correct. The left field uh original uh coverage was 85,000, but [19:42] there were some added services that were provided. And I just want to put a [19:46] little clarity into that because there was a $16,000 difference between the [19:49] two. And one had to do with a third party cost estimate that was provided [19:54] during the feasibility. We also did, if you remember, and what we reported was [19:58] the exterior building envelope of the maintenance facility to determine the [20:02] conditions of it. That's another uh portion of that money. And the last one [20:06] was the underground uh drainage that's needed around the new perimeter of the [20:11] of the services. It's typically outside of the architect's um level of services. [20:16] So we we went and got proposals for that and that's the variation on I just [20:20] wanted to show a little clarity on that. >> You have that highlighted in your [20:24] » I appreciate that. >> That is part of the Y [20:27] » which will be submitted with this. >> Y [20:30] » okay. Is that a Did I make That's not my motion. Show motion. Alderman and Greg, [20:35] did you? >> I think I've got it. [20:37] » You think you got it? >> I think so. Okay. [20:40] Okay. >> I'd like to make a motion for approval [20:42] for the OPM service for phase three in the amount of $101,60. [20:49] » Okay. Any discussion on the motion? >> Seeing none, a call for the vote. All [20:54] those in favor signify by saying I. >> Opposed? [20:58] » Nay. Okay, motion carries. [21:02] Uh, now we're getting into other [21:05] expenditures for approval. And I don't think we have anything on the docket. [21:10] » Amen. >> Old business. [21:13] Why drink? Why dredge up old stuff? There's no [laughter] Okay, I think [21:18] we're doing good. Uh, so that leads us uh to another amendment. I'll look at my [21:26] vice chair. Oh, the next meeting. Yeah, we should have discussed that we have a [21:30] potential of October 28th. Is that going to coincide with your meeting, director? [21:36] Uh, >> I don't know. [21:38] » I don't let me check on that one. >> Let me check on No, that that would [21:41] actually coincide with infrastructure if we were to do it before infrastructure. [21:46] But if you wanted to do it before Board of Public Works, that would be the next [21:49] day, the the 22nd, the week, the week before. Mhm. [21:53] » And then I have a a couple other points that I'd like to make when when [21:57] appropriate, Miss Chairman, about dates. >> Okay. Uh well, and going with this is [22:04] I like it when we have the meetings in our house, you know what I mean? But I [22:07] like coming here. So it's not really a problem. So what do people prefer? I [22:15] mean, >> September October [22:18] » October 22nd, I think, is what we're talking about. Correct. October 22nd is [22:21] the is when the board of public works >> that's your public works and that means [22:25] it would be here. >> We can meet here. [22:28] » Great. Is that the wish everybody? >> Can I ask a question? [22:31] » Sure. >> Well, that's what I want to know. It's [22:33] going to be like a 5:30 meeting. >> We could do 5:30. [22:36] » I appreciate it. So I can get out of work and get over here. [22:40] » Sure. Thank you. >> Okay. So, we'll change to the potential [22:44] uh to October 22nd. [22:51] Okay. >> And we'll do it at 5:30 p.m. here. [22:54] [snorts] >> Yes. 8:48 [22:58] West Hollis. And then, Mr. Chairman, just I got one other item I'd like to [23:02] kind of talk about relative to dates and scheduling to make sure everyone is [23:06] aware. If I may. [23:09] » Yes, you may. Thank Thank you. Um so um just talking a little bit about [23:15] trajectory of filing the resolution and the bonding. I I I am hoping to get the [23:20] bond resolution filed for the next board of alderman meeting and then um I'm [23:25] anticipating and conversations I've spoken with the legislative manager [23:28] about is a public hearing and uh happening on September [23:35] 28th I believe. Um, I just want to confirm [23:41] that September 28th, that would be the night of budget review. So, I would [23:44] think it would be before the budget review committee um on on Monday, [23:50] September 28th. Um, and so I want to make sure uh everyone is aware that that [23:55] would be um the next the next meeting. And then there may be a need for um a [24:04] meeting in September as well that I wanted to kind of telegraph in the fact [24:10] that we need to have a GMP in place and I want to make sure we get that done [24:15] too. And so that is still a little bit of a question mark. So I don't [24:19] necessarily want to suggest anything at this time, but it could be in and around [24:24] the same time frame of the of the public hearing. So, we may want to do it right [24:30] before the public hearing um that night or that week. And so, I wanted to kind [24:36] of flag that for everyone. So, so you're aware there's a potential joint [24:39] committee meeting in September, but it'd be really the thrust of that meeting is [24:43] to approve the GMP. So, I want to make sure we're we're uh uh you're keeping [24:49] some of those dates and timelines in the back of your mind. So if I clarify, [24:53] you're going to have introduced the bond for the project [24:57] at the next board of all meeting. >> Correct. [25:00] » Then it will go before public hearing and the budget on the 28th of September. [25:06] » Correct. >> And you'll be looking for final approval [25:09] by the board of alderman in the first meeting in October. [25:13] » Correct. And then separate and apart from that, [25:17] I'll be looking for the GMP to be approved conditioned upon final approval [25:22] of the bond by this group in the last week of September. And I'm saying that [25:27] and that's really critical because we're trying to keep this project on track to [25:31] have a start date and I don't want the start to end up in November when we [25:36] really could try to start this project in October. Okay. [25:40] » Okay. Can we uh as the chair, can we talk more? you made the announcement [25:45] that will be the intention, you know, because we got to wait till [25:50] the meeting of the 28th and so everybody booked their calendars and that would be [25:55] a joint meeting. >> This would the joint meeting would be [25:58] for the GMP the last week of September. Yes. [26:00] » Okay. So, let's when uh our administrative assistant gets back from [26:05] her vacation, we'll pre-book the dates and try to shoot for that, but we don't [26:10] have it. So, but anyways, we got to wait for the 28th meeting. Okay, we will do [26:16] that. So, everybody keep that in the back of your calendar. [26:19] » Other than that, Mr. Chairman, that's all the business that we have. [26:23] » Okay. Now, to my good friend, all in doubt. [26:28] » Yes. Like to make a motion to adjurnn. >> Motion to adjurnn. All those in favor [26:33] signify by saying I. >> I. [26:36] » Oppose. And none. So, we're close at uh what's [26:43] that? 613. Oh, 614. Okay, we'll go with 614.
