[10:25] A subdivision approval and a conditional use permit. [10:29] With the chair's permission, I'd present the facts of both [10:31] of the cases together, and then we'd be happy to [10:33] answer any questions at the board may have. [10:36] The existing site is located at 15 new street and [10:38] is known to the city of Nashua assessor's office as [10:41] map 28, lot 15. [10:44] Scott, if you don't mind bringing up the subdivision plan [10:45] instead of the, the master site plan for now. [10:49] It is known to the city of Nashua assessor's office [10:51] as map 28. Lot 15 is located in the RB. [10:54] B urban residence, zoning district. [10:57] Site measure 0.69 acres in size. [11:00] And this abutted by single family dwellings to the south [11:02] and Southwest two family dwellings to the Southeast. [11:05] A large building owned and operated by the nonprofit Southern [11:08] New Hampshire services to the Northeast. [11:10] And the Marshall street apartments, a high density multi-family residential [11:13] development. [11:15] To the Northwest, the subject site is currently developed and [11:18] contains an existing single family home. [11:20] A pool, a detached garage in two sheds. [11:24] Sheds topography on the site is generally mild with a [11:26] large, low point in the grasped backyard. [11:29] Access to the site is provided via two driveway. Curb [11:31] cuts out onto new street. [11:33] And the existing dwelling is serviced by city sewer water [11:36] by Uck waterworks gas. [11:38] And overhead electric and telecommunication lines. [11:41] It is proposed to subdivide the existing lot into two [11:43] lots. The existing house and pool will remain on lot [11:46] 15 and will retain the 15 new street address. [11:50] One subdivided this lot will measure approximately 0.261 acres in [11:53] size. [11:55] And the newly created lot 21 will measure 0.429 acres [11:58] in size and will be addressed as 19 new street. [12:02] The existing detached garage shed and driveway on the new [12:05] lot, 21 will be demolished to make room for a [12:08] new development. [12:09] After subdivision, both of the lots will be legal, RB, [12:12] conforming lots. [12:13] Lots. We are seeking one waiver from the subdivision subdivision [12:16] regulation, and that was detailed in a letter to the [12:18] board. Briefly summarize that request and ask that the letter [12:21] be incorporated into the record by reference. [12:24] The waiver is of 1 90, 2 82 , which requires existing conditions be [12:28] provided within a thousand feet of the subdivision. [12:31] The justification being the surveying within a thousand feet of [12:34] the project is not really practical. It doesn't add valuable [12:37] information to the plan. It will be cost prohibitive for [12:39] a project of this size. [12:41] Scott, if you don't mind now, switching back to the [12:43] master site plan. [12:45] Well, a site plan was submitted. A three unit building [12:47] is allowed in the RV zone by conditional use permit [12:50] and a formal site plan action is not required here [12:52] tonight. It is proposed to construct a new three unit [12:55] multi-family residential building on the new lot 21, along with [12:58] the so site improvements. [13:01] The building will be a three story townhouse style building. [13:05] Elevations were submitted in your packet, but it is similar [13:07] to several of the townhouse developments that are currently being [13:10] constructed in the city. [13:12] The first floor will consist of a garage building entrance [13:15] and utility and storage space. [13:17] The second floor will contain a kitchen and a living [13:19] room. [13:20] In the third floor will, will contain three bedrooms. [13:24] Bedrooms a deck will be constructed off the back of [13:25] each unit connecting to the second floor kitchen. [13:28] And each unit will have approximately a 24 foot by [13:30] 32 foot footprint. [13:33] The building will be fully sprinkled. [13:35] Access to the site will be provided via a new [13:37] driveway off of new street. [13:40] Other site improvements as part of this project include landscaping [13:42] site lighting. [13:43] Utility services and store and a stormwater management practice. [13:47] Once constructed the new building will be serviced by public [13:49] sewer water by pen, truck, waterworks, gas and underground electric [13:52] and telecommunication utilities. [13:55] A traffic memorandum was prepared by Steve Perna, professional engineer. [13:59] It concluded that the proposed development will generate approximately one [14:02] vehicle trip in the am peak hour. [14:05] And two vehicle trips in the PM peak hour. [14:08] Given the minimal edition, additional amount of trips generated by [14:11] this proposed development. An additional traffic study was not warranted. [14:15] In the board's packet tonight was a letter detailing. The [14:18] nine criteria required for conditional use permit. [14:21] Well, I'm happy to go through each criteria individually, outta [14:24] respect for the agenda tonight, perhaps I can just summarize [14:26] and hit some of those high level points. [14:30] The use is permitted in the RV zone in the [14:32] building will conform to all applicable setbacks. [14:35] Setbacks, the project exists in a transitionary area of the [14:37] city. Abutting. The project is a mix of single family, [14:40] two family, a commercial use, and a high density residential [14:43] use. [14:44] As such a three unit building is compatible with the [14:46] neighborhood. [14:48] A letter was also submitted to the board from a [14:50] licensed real estate salesperson. [14:52] Who reviewed the proposed development and wrote an opinion that [14:54] the three units will not impact the neighboring property values. [14:57] As mentioned earlier, a traffic report concluded that the proposed [15:00] project will have a measurable, but minimal impact to the [15:02] surrounding roadways. [15:04] Roadways. And finally, adequate utilities exist in the vicinity of [15:07] the proposed project. [15:09] We are seeking also one waiver for the C U [15:11] P as I did earlier. I'll briefly summarize that request [15:14] and ask that that letter also be incorporated into the [15:16] record by reference. [15:18] And the waiver is of 1 90, 1 98, which requires a maximum. [15:22] Number of six parking spaces on the site, or 1.9 [15:25] space. [15:27] Per unit times three units for a multi-family development. [15:30] The plan proposes a total of nine parking spaces. [15:33] One garage and one driveway space per unit, plus an [15:36] additional three. We we'll call 'em visitor parking spaces. [15:40] In our opinion for a development, this size nine parking [15:42] spaces is appropriate to help accommodate any visitors. [15:46] Visitors to the site and prevent any on-street parking. [15:49] In summary, we believe our subdivision planning and conditional use [15:51] permit, conform to the city Nashua land use code. [15:55] We've reviewed the staff report and are in agreement with [15:57] staff's recommended conditions of approval. [36:10] And on a typical day, they see approximately 30 patients. [36:15] Patients, the average length to visit is between 90 and [36:18] 120 minutes. Granted for approvals [1:03:55] for the Mohawk trainer redevelopment, three subdivision approvals in one [1:03:59] site plan approval. [1:04:01] What we're here seeking tonight as Mr. Z Zaja outlined [1:04:04] in his letter that appended our application. [1:04:07] Is an extension for 36 months of the 12 month. [1:04:11] Approval timeframe that's set forth in section 1 46 E one [1:04:16] of the land use code. [1:04:18] That section states that if a site plan is approved, [1:04:22] a building permit needs to be issued within 12 months [1:04:24] of that site plan approval. Otherwise the site plan approvals [1:04:27] void. [1:04:29] It's interesting. These subdivision regulations don't have a similar 12 [1:04:32] month requirement. [1:04:35] But section 1 91 46 E of the lane use code also [1:04:39] provides that the planning board may extend. [1:04:42] And pro pro approve a longer period. One margin by [1:04:45] economic. [1:04:46] Conditions development, phasing and other unique circumstances. [1:04:50] And simply put, we would respectfully request that the Mohawk [1:04:53] tannery redevelopment falls within that provision, given these other unique [1:04:56] circumstances at which would enable the planning board to extend [1:05:00] that 12 month timeframe. [1:05:02] Just a few more brief thoughts about it. If I [1:05:04] may, Mr. Chair. [1:05:06] The, there are a number of unique circumstances, frankly, a [1:05:09] multitude of them involved in this project. Obviously the site's [1:05:12] quite challenging. [1:05:14] And redevelopment is fully dependent on remediation of the environmental [1:05:17] conditions. [1:05:19] The EPA and D E S. [1:05:23] Have before at a, and have been involved with Mohawk [1:05:26] and its consultants, a substantial analysis of the remediation plan. [1:05:31] This is gone on offer a significant at period of [1:05:33] time. It involves literally week meetings be between bla law, [1:05:37] that consultants, EPA and D S and D's own. [1:05:41] Consultant that those approvals with EPA and DS are pending. [1:05:46] They're literally looking at a 2,400 page. [1:05:48] Package of a remediation plan with narrative plans. [1:05:53] Plans backup data and the like, [1:05:55] also the board of alderman, of course, has taken a [1:05:56] number of steps that. [1:05:59] Pertaining to this project and we're working with city staff [1:06:02] to finalize some additional. [1:06:04] Board of alderman matters for consideration. [1:06:07] Adding to these unique circumstances. [1:06:10] We're hopeful that the remediation work can actually begin in [1:06:13] earnest this summer, but it'll probably take a solid two [1:06:16] years. [1:06:17] Both to do the work and then enable EPA and [1:06:19] D S to inspect review and. [1:06:21] Sign off on the work. So that takes us 24 [1:06:24] months. If you will, out of this 36 month. [1:06:28] Requested extension, but if all those timeframes hold then within [1:06:31] that last 12 months, [1:06:33] which takes us all the way to June of 2028, [1:06:36] the building permit issuance could be realistic as we noted [1:06:39] in Mr. Zaja, Mr. Zack's letter. So we would respectfully [1:06:44] request that that timeframe required under 1 9, 1 40 60 be extended 30. [1:06:51] Six months. So it runs to June. [1:14:31] If you're not familiar with disc golf, it's it's. [1:14:34] It's similar to regular golf. [1:14:36] Except displayed with disks. We some call them Frisbees, but [1:14:40] they're discs. [1:14:42] Discs players have a number of any up to 20, [1:14:46] some odd discs in their backpack or a cart that [1:14:48] they leg ground on, on, on the disc golf course. [1:14:52] And the disks are the different disks they're weighted. They're [1:14:55] shaped differently for driving. [1:14:57] Chip shots putting like very similar to golf. [1:15:02] And similar to golf. I'm terrible at both of these [1:15:04] sports. [1:15:07] Mr chairman. We know that there's opposition, there has been [1:15:10] opposition a along the way from through con Kong through [1:15:14] the zoning board. [1:16:27] This project started with a petition of over 600. [1:16:30] Nashua residents asking the city to build this disc golf [1:16:33] course. [1:16:34] When these discussions begin back in 2020. [1:16:38] I had never even heard of disc golf. [1:16:40] But came to realize the popularity of this sport with [1:16:42] over 71 disc golf courses right here in New Hampshire. [1:16:47] This golf courses are building harmony. [1:16:50] With the surroundings and designate to protect the natural resources. [1:16:54] Resources, this course was designed by two world champion disc [1:16:57] golfers. [1:16:59] An expert course designers, Avery Jenkins and Simon lizard. [1:17:03] Mayor donas the board of public works and zoning board [1:17:06] unanimously supported this project. [1:17:10] I would like to thank. [1:17:12] Conservation commission chair, Sherry Dotsie for helping to move this [1:17:16] project forward in the natural west rotary for donating $30,000. [1:19:32] A butters to Robi park to the north of spit [1:19:35] Brook road, but then a across spit Brook. We have [1:19:37] the Huntington, we have world academy. [1:19:40] We have the church and we have a fire station. [1:19:43] To the east is Oak hill. [1:19:47] OQ in bay Ridge two multi-family residential developments. [1:19:51] To the south is undevelopable and in single family, lots [1:19:55] that, that reside on Southgate road. I believe. [1:20:21] Upon this property. [1:20:23] Now here in Nashua Robie park, as well as other [1:20:25] parks have hours of operation that are seven they're open [1:20:28] 7:00 AM. [1:20:30] To 10:00 PM currently aerobic park. [1:20:34] The park contains. [1:20:36] Contains two softball fields, a children's play lot. [1:20:40] A sliding hill during winter. [1:20:42] Skating rink during winter. [1:20:44] Walking trails and two parking lots. [1:20:48] Lots. There's an upper parking lot at the corner up [1:20:50] on east uncivil road. [1:20:52] It contains about 26 parking spaces. [1:20:54] And then the main lot that you see a long [1:20:56] strip Burke road. [1:20:58] Measures about 55 parking spaces. [1:21:01] Please note that in addition to these two lots. [1:21:05] Lots there is public street parking. [1:21:08] Along a small section of east instable road. We know [1:21:10] east Huntsville road is a very serpentine road. We know [1:21:13] it's got guardrail, it's got some challenging curves. [1:21:33] As can be seen on the aerial, the property contains [1:21:36] a combination of trees and open cover, open land. [1:21:40] The open land is predominantly in, in the north, the [1:21:43] play fields, the rec areas, the parking lots. [1:21:46] Lots that makes up about eight acres of the 57 [1:21:49] acres. [1:21:50] The rest of it in the central part and in [1:21:52] the Southern part. [1:21:54] Of Robie park is currently wooded. [1:21:57] It. And I would say it's mature for us with [1:21:59] a combination of pine trees. [1:22:01] In hardwoods. [1:22:03] Next plan, please. Connor. [1:22:06] The property has some varying topographic conditions. It's fairly flat [1:22:10] in the playfield areas. [1:22:12] Areas, but we've got slumping land on the sides. [1:22:15] Which kind of creates a low valley in the middle. [1:22:17] If you've walked the trail errands trails through the property, [1:22:20] you walk through the low ends and you see kind [1:22:22] of the, the uplands on the, off to the side. [1:22:26] Over all. There's approximately a hundred foot grade change from [1:22:28] the low part of the site to the high part [1:22:30] of the site. So the site does contain some nice [1:22:32] topography. [1:22:36] It also contains, as I mentioned, walking trails, stonewalls. [1:22:40] Stonewalls in rock out, croppings in the back. [1:22:44] Wetlands have been flagged in accordance with local state and [1:22:47] federal jurisdiction. [1:22:49] Brendan Quigley joins us tonight. He is probably the most [1:22:51] well respected, certified wetland scientists in the state of New Hampshire. [1:22:56] And he's been involved in the project. [1:22:59] The main wetland. [1:23:01] Complex is a red maple swamp. That's really located in [1:23:05] the center part of the site. [1:23:07] It's fairly broad up near the back end of the [1:23:09] softball fields. [1:23:11] And then it narrows down into a water course that [1:23:13] flows south. [1:23:15] And then it broadens out again in the subtly part [1:23:17] of this property. [1:23:18] There's also two wetland channels, one from east Huntsville road [1:23:22] and one from about the midpoint of Oak hill. [1:23:25] Condominiums that that flow downhill. [1:23:28] Into this water course. [1:23:31] Lastly, there's three small wetland complexes in the extreme Southeast [1:23:35] corner of the property. And of course, you know, here [1:23:37] in Nashua, [1:23:38] these wetlands carry with it. A 40 foot 40 foot [1:23:41] buffer. [1:23:43] So that's Robie park. [1:23:45] Recent history of the project is outlined by Mr. Mr. [1:23:48] Proman briefly. [1:23:50] There's been a number of public meetings. [1:23:52] Meetings on this project, but none before this board. [1:23:56] Except for tonight. [1:23:58] So a quick recap as mentioned it started with a [1:24:01] grassroots movement, asking the city to build a golf course [1:24:04] on its public lands. [1:24:06] Lands D P w evaluated sites and determined. Rob park [1:24:09] was the best candidate. [1:24:11] Since then Nashua's put together a team to design and [1:24:14] permit this project. [1:24:17] Now because of the wetlands that I just described on [1:24:20] the property. [1:24:21] There were wetland impacts, wetland buffer impacts. [1:24:25] As a result of the project. [1:24:27] So the process started with the conservation commission. [1:24:30] After several lengthy meetings in sight walks, the process produced [1:24:34] the 22 vote. [1:24:36] For input to the zoning board of adjustment. [1:24:40] The application then went to the zoning board. [1:24:43] Where they received a unanimous. [1:24:45] Five zero vote. And I want to get the words [1:24:47] right here. [1:24:49] To work in a critical wetland buffer. [1:24:52] To remove trees, brush. [1:24:55] Install nine wooden pedestrian bridges. [1:24:58] Bridges T pads, disc chain baskets, directional signage, wetland markers. [1:25:03] Markers and trash barrels for a proposed 18 hole disc [1:25:05] golf course. That's what they permitted. [1:25:08] As a special exception, which is an allowed right. [1:25:12] Meeting certain conditions. [1:25:14] This vote by the ZBA addresses the environmental impact of [1:25:18] this project. [1:25:21] The next step in the process is here tonight before [1:25:23] you with a site requesting site plan approval. [1:25:27] I mentioned, I'll give you a quick crash course in [1:25:29] disc golf, cuz I've personally never played. [1:25:32] But I did brush up on the sport and this [1:25:34] is what I've learned. It's a fast growing sport throughout [1:25:37] the country. [1:25:39] Family friendly outdoor activity. [1:25:41] Played as Andy said very much like regular golf. [1:25:45] The standard disc golf course is 18 holes. [1:25:49] Players start out each row from a small team area. [1:25:52] Ting area six by 12 kind of gravel tee box. [1:25:55] And they play by throwing a disc. [1:25:58] Into a chain basket. [1:26:00] You add up the number of throws you have at [1:26:02] the end and that that's your score. [1:26:06] Groups of players range from one to four. [1:26:09] Typically it takes about two hours. [1:26:12] To play the 18 holes. [1:26:14] Okay. In disc golf and the players are guided through [1:26:18] the course with directional. [1:26:20] Signs for each hole. [1:26:22] With regard to the holes. [1:26:24] They're laid out for varying skill levels. [1:26:27] With safety in mind. [1:26:29] Minimal work to the land in much like regular golf, [1:26:33] a combination of trees. [1:26:35] Topography in wetlands. [1:26:38] Wetlands really provide for an interesting course. [1:26:42] Thank you, Connor. I just included some. [1:26:45] Basic pictures. I'll quickly go through those. I mentioned that [1:26:48] this golf target or the basket, you can see the [1:26:51] chain link basket. Apparently that's the target. [1:26:55] You'll see just below it disc golf signage, that would [1:26:58] be out through the course, identifying the hole in the [1:27:01] routing so that people know where they were going. [1:27:05] The backpack and he alluded to. [1:27:07] They also have something called a retriever. [1:27:11] Traver where if you throw it up in a tree [1:27:12] or if it goes into a wet area, [1:27:15] rather than going into those areas much like a golf [1:27:18] ball retriever, you can extend this device. [1:27:21] And grab your disc. [1:27:24] Next slide, please. [1:27:26] A couple more signs. [1:27:28] Signs. If you find somebody's disc, apparently in this industry, [1:27:31] it's unlike golf, or if you find a ball, you [1:27:33] put it in your pocket, but if you find disc. [1:27:36] They ask you to put it. They ask you to [1:27:38] put it back. So there's a lost and found bin. [1:27:41] As well, so thank you, Connor. If you can move [1:27:43] to the next one. [1:27:45] So now I'm gonna discuss the site plan, Mr. Chairman. [1:27:49] The project team has made an application to this Nashville [1:27:52] city planning board for a site plan approval of an [1:27:55] 18 hole disc golf course. [1:27:57] On a portion of Robi park. [1:27:59] City outdoor recreation isn't allowed use in the R 18 [1:28:03] zone. [1:28:04] Some elements of the project. [1:28:08] The project proposes to use the existing, upper parking lot. [1:28:12] Along east instable road. [1:28:14] As the main parking for this. [1:28:18] Activity, there'll be a small sign erected indicating that this [1:28:21] is. [1:28:22] Roby park disc golf course. [1:28:25] The site plan does show the routing of the various [1:28:27] holes. [1:28:29] As Andy Proman said, the course has been designed by [1:28:31] Avery Johnson and Simon. Zat both professional disc golfers that [1:28:35] have designed dozens of courses in the country. [1:28:39] The plan shows the approximate length. [1:28:41] In direction of each hole. [1:28:44] The starting point is up by that parking lot. [1:28:46] In the way the course is routed, it works in [1:28:49] a southerly. [1:28:50] Direction to start. [1:28:53] The layout eventually swings to the Southwest and it, there [1:28:56] are crossings. [1:28:58] Crossings of that center wetland area I described earlier. [1:29:02] And then the layout eventually. [1:29:04] Returns back to its point of origin of near the [1:29:06] parking lot. [1:29:10] It should be noted that the course was laid out. [1:29:13] With the intent of keeping and maintaining. [1:29:15] The current walking trails. [1:29:17] Trails through the property. [1:29:20] Walkers will have rights of way. [1:29:22] Okay. There are a number of disc golf courses in [1:29:25] this country. [1:29:26] Very similar situation in public parks with walking trails. [1:29:31] Trails, they can coexist. [1:29:34] Much like ski boarders, or snowboarders and skiers. Okay. [1:29:39] They can coexist safety is a concern. Absolutely. We're gonna [1:29:42] hear that tonight from the public. And I'll talk a [1:29:44] little bit about that. [1:29:51] How does the course get built? It'll get built. [1:29:54] By D P w [1:29:56] in console with the course designer. [1:30:00] The hole will be state. The center line of the [1:30:02] hole will be state erosion control measures. [1:30:05] Measures will be installed. [1:30:08] The course designer will identify. [1:30:10] Trees to be cut or trees in vegetation. Be selectively. [1:30:14] Limbed. [1:30:16] Minimal tree clearing is the goal. [1:30:18] However trees need to be cut so that the disc [1:30:20] golf. [1:30:21] Hole is safe and playable. [1:30:24] A number of failed trees will be chipped up and [1:30:26] pushed into the woods. [1:30:28] A number of fell. Trees will also be cut up [1:30:30] and used as stringers. [1:30:32] For the bridge crossings that I'll talk about in just [1:30:34] a minute. [1:30:36] If there is [1:30:38] any trees to be cut in the wetland or wetland [1:30:40] buffer area, which is allowed. [1:30:43] The stumps will not be removed in those areas. [1:30:46] Areas the plan uses the natural terrain. There'll be no [1:30:49] earth moving. No big grading. [1:30:52] Unlike a regular golf course. [1:30:54] The ground cover in chance is to keep the forest [1:30:57] floor. [1:30:58] Not owed lawns, not irrigated lawns. [1:31:01] Lawns, the construction is fairly simple. [1:31:04] A T PADD area six by 12. [1:31:07] A concrete post. [1:31:09] Were the dispatcher. [1:31:14] And the goal has been to minimize impacts through the [1:31:17] weapons. [1:31:18] Wetlands. I told you, there's a number of crossings. [1:31:21] Pricings of the wetlands. What was permitted by the zoning [1:31:23] board of adjustment was nine total crossings. [1:31:27] Crossings six of which are new three of which are [1:31:29] already existing crossings as part of the trail network. [1:31:33] The focus [1:31:34] in the intent of the design is to get the [1:31:36] disc golfers to use those bridges. [1:31:39] Bridges and not be walking haphazardly through wetland areas, and [1:31:42] they're gonna do that. [1:31:44] Through the combination of signage. [1:31:47] Of wetland markers. [1:31:49] Markers of clearly defining the areas where we want you [1:31:52] to keep out of. [1:31:54] And the goal would be to channelize players. [1:31:57] To these crossings. [1:32:00] The bridges themselves are much like a, a, a, a [1:32:03] wooded trail you might find in mine falls park, or [1:32:06] Beaverbrook. [1:32:07] The fell trees will be used as a base and [1:32:10] that wood planks nailed on top six feet wide. [1:32:13] Very minimal width. [1:32:17] Wetlands are defined as out of bounds on this golf [1:32:20] course, this disc golf course. [1:32:22] Okay. A couple things that D P w. [1:32:25] Is going to be doing as they manage this operation. [1:32:28] They're responsible for the maintenance of the disc golf course. [1:32:32] Not a private party, but city of Nashua. [1:32:35] RO park is for the public to enjoy. There are [1:32:37] no tee times. [1:32:39] There's a no litter policy. [1:32:42] Carry in, carry out. And you saw the sign in [1:32:44] one of the photos that reflected that. [1:32:47] Dogs on a leash are welcome into park as they [1:32:50] are today. [1:32:52] Disc golfers will be repeatedly told, stay out of the [1:32:54] wetland areas with signage. [1:32:57] As with all parks, no alcohol tobacco, or smoking on [1:33:00] the premises. [1:33:01] Premises in the course will be free to play. [1:33:04] The city of Nashua, D P w will implement the [1:33:07] following. [1:33:08] They'll conduct a course monitoring visit every year to this [1:33:11] golf course. [1:33:12] And see if there's any areas that are seeing. [1:33:16] Erosion where they will see any areas that. [1:33:20] Could be improved for safety. [1:33:23] Reestablish [1:33:25] the bridges and markers and other things that may have [1:33:27] come down during the year. [1:33:29] Supplemental planting. As I mentioned a minute ago. [1:33:33] Shall we all native species. [1:33:35] Installed in a consultation with the licensed wetland scientist. [1:33:41] Invasive species management. [1:33:43] And construction of best management practice shall follow the guidelines [1:33:46] as identified by the certified wetland scientist. [1:33:49] The D P w by controlling. [1:33:52] Disc golf can ensure that a tournament. [1:33:56] In the future would not be held the same weekend [1:33:57] as the softball tournament. [1:33:59] I'm gonna start parking in a minute. [1:34:02] But, you know, we want to make sure we don't [1:34:04] coincide tournament weekends so that there's. [1:34:07] There's an exacerbated problem. [1:34:10] And for those interested, a portajohn will be located near [1:34:13] the upper parking lot, along with. [1:34:15] Regular scheduled service. [1:34:18] The city hopes and the goal, it would be to [1:34:21] construct the course in 2025 with an opening in 2026. [1:34:27] I'm wrapping up soon, Mr. Chair, our action. Our, our [1:34:31] application also included a traffic and parking study prepared by [1:34:35] VHB. [1:34:36] VHP now, as you know, traffic and parking are two [1:34:39] different things. [1:34:42] Traffic with regard to traffic, they counted. [1:34:45] Trips at other [1:34:48] disc golf facilities here in New Hampshire to come up with [1:34:50] their baseline of anticipated trips. [1:34:52] Trips. They're talking about a normal weekday of 110 trips. [1:34:57] Trips total 20:00 AM peak 24:00 PM. Peak. [1:35:01] Those are considered minimal traffic. [1:35:04] Increases along such a collector route such as Pitt Brook [1:35:07] road. [1:35:09] Now, with regard to parking. [1:35:11] The parking study that was submitted, indicates that the disc [1:35:13] golf is expected to use between 23. [1:35:17] And 46 parking spaces during typical. [1:35:20] Conditions. It's the project's project team's opinion that there is [1:35:24] ample parking during normal play conditions. [1:35:27] However we understand Ruby. Park's a popular spot. It's a [1:35:31] popular destination. [1:35:33] D P w intends to closely monitor parking during the [1:35:36] first year of disc golf. [1:35:38] If, if successful [1:35:40] it's determined if it is determined that additional parking is [1:35:43] needed. [1:35:44] The city will address the issue. [1:35:47] I can tell you Mr. Chairman, that we've. [1:35:50] The design teams looked at two areas of expansion. [1:35:53] The upper parking lot. I told you contains 26 spaces [1:35:57] could be expanded to 60 spaces, an increase of 34. [1:36:02] That would not be an easy project. There's quite a [1:36:03] bit of topography up there. [1:36:06] That would be a challenging design, but. [1:36:09] There is the land to do it. [1:36:11] And if it's needed, that would be one area to [1:36:14] grow parking. [1:36:15] And then the second is along the main body of [1:36:17] parking. [1:36:19] Along spit brick road. [1:36:21] There's a small area. [1:36:23] East of the current parking lot that parking could be [1:36:26] expanded. [1:36:28] Without impacting the wet under the wetland buffer. [1:36:31] We had anticipate or estimate that to contain. [1:36:35] 20 new spaces. So the site has the ability in [1:36:37] those two locations to add parking. [1:36:42] Why aren't we building those right out of the box? [1:36:44] Well, [1:36:45] they're expensive. [1:36:48] And we don't want to overbuild parking. [1:36:50] We wanna look at it for that first year monitor. [1:36:53] See what that right number is. [1:36:55] And then proceed. And of course, any type of. [1:36:58] Parking improvement would require us to come back to this [1:37:01] board for approval. [1:37:03] Okay. The application also included. [1:37:07] Included three waiver requests. [1:37:09] The first under 1 90, 1 60 posting of a bond. [1:37:13] Makes no sense that the city would have to post [1:37:15] a bond for their. [1:37:17] Construction of the disk golf course. [1:37:20] Second waiver 1 92 79 is a, a survey. [1:37:25] Requirement they're seeking waiver of that. And then under 1 90, 2 79, [1:37:31] EE, the survey. [1:37:33] Of all parcels within a thousand feet. [1:37:36] The submitted letter by D P w states, the reasons [1:37:39] and justifications. [1:37:42] In summary. [1:37:44] We believe the project is being designed. [1:37:47] In a, in a responsible way in accordance. [1:37:50] With the Nashua master plan. [1:37:53] And more importantly, in accordance with your national land use [1:37:56] code section 1 91 40 60 D. [1:38:01] As you know, there's 19 criteria for approving a plan. [1:38:05] It is our testimony this evening that we comply to [1:38:08] those 19 criteria. [1:38:11] The addition of a disc golf course at Robie park [1:38:13] truly provides an exciting programming opportunity for the city. [1:38:18] Staff has done a good job in their review. They've [1:38:21] identified a number of conditions. [1:38:23] That are of approval. [1:38:25] That are acceptable to the D P w. [1:38:29] And with that, Mr. Chairman, I've gotten through my notes. [1:39:34] In a number of places. [1:39:37] With the, the expectation that those two uses can coexist. [1:39:41] And so I gather that there's not a proposal, for [1:39:44] example, to reroute the trail. [1:39:47] That it's gonna run through the course of the. [1:39:50] Of the disc golf course. So. [1:39:52] Can you just speak to that a little bit more [1:39:54] in terms of. [1:39:56] How the sort of [1:39:58] pedestrians on the trail. [1:40:00] Have the right of way, just practically on the ground [1:40:02] with sure. That looks like sure. [1:40:05] So that plays into the safety piece that we're all [1:40:08] concerned about. [1:40:11] The [1:40:13] the layout of the golf course. [1:40:17] Has tried to [1:40:19] first and foremost. [1:40:21] Have the, the existing trail crossings in the wetland locations. [1:40:26] Locations matched. Okay. As best we can. [1:40:30] I believe that there are also. [1:40:33] Areas where [1:40:35] the existing trail runs parallel to one of the frizz [1:40:38] disc golf holes. [1:40:40] The, the, the rules will be clear that they have [1:40:43] the right of way. [1:40:44] And presumably the, the users of the trail will, will [1:40:47] move forward to a safe position before. [1:40:50] The disc is thrown during construction. We, we, we discussed [1:40:55] that if we find. [1:40:57] That there's areas that are potentially blind spots. [1:41:01] That we would want to remedy that during construction, we [1:41:05] would wanna make sure. [1:41:07] That [1:41:10] that [1:41:12] visibility was improved so that. [1:41:15] The disc thrower can see that there's people actively walking [1:41:18] in that location. And then lastly, we, we, we, we [1:41:22] totally realize that there's a likelihood during construction, that some [1:41:25] of those trails. [1:41:27] Trails could be relocated. I noticed in the drawings that. [1:41:32] Some of the trails could very easily be. [1:41:36] Slightly modified. So they be. [1:41:38] They actually go behind a, a, a, a team area. [1:41:42] Or away from a basket area and, okay. So that, [1:41:46] that is potentially available as an option as you're actually [1:41:49] absolutely. [1:41:51] So my response is kind of a combination of, of [1:41:54] all those things. It's it's signage, it's awareness. [1:41:57] It's during construction, trying to minimize. When you were talking about the bridges going, you [1:42:13] know, the new bridges that could be constructed over the [1:42:17] wetland areas. [1:42:19] Areas is that essentially gonna be walking between holes? [1:42:22] Is that, that, that area won't necessarily be part of [1:42:26] a hole. [1:42:27] It, it could be, yes. Some of the holes do [1:42:29] cross the wetland. [1:42:30] Complex. And so [1:42:34] the way it's been presented in the drawings is those [1:42:37] as I, I tried to talk a little bit about [1:42:39] that. Those crossings. [1:42:41] Crossings are either, I think there's three or possibly four [1:42:45] that already exist that are being maintained. [1:42:48] As trails would be within a hole. [1:42:51] The, the goal is to try to get people channelized. [1:42:54] Through, you know, 18 inch high staking or maybe some [1:42:56] low roping. [1:42:57] To keep people to walk through there, but they could [1:42:59] be. [1:43:00] Within a playing hole. Yes. And not necessarily in between [1:43:03] a, a teeing area and a, in a basket area. [1:43:07] I guess what I I think about is my own [1:43:10] golfing skills and Frisbee skills, and it flying into the [1:43:15] wetlands beyond. [1:43:17] I guess the roped areas. Yeah. [1:43:19] I mean, is there anything to help? [1:43:22] Yeah, help prevent that to some degree. [1:43:26] I'm not a disc golf course designer, so I I'm [1:43:28] sure there's science to it. And I'm sure there's metrics [1:43:30] to it. [1:43:32] And I do believe it's been taken into consideration, but [1:43:35] I'm not gonna stand here and tell you somebody's not [1:43:37] gonna throw something into a wetland, cuz they likely are. [1:43:40] Yeah. That point did come up during the conservation hearing, [1:43:45] you can walk in a wetland. [1:43:48] That's allowed. [1:43:51] Thankfully [1:43:53] through the main body of the course we're, we're, we're [1:43:55] working through kind of the narrowest part of the wetland, [1:43:57] which I think is, is, is, is helpful. [1:44:01] And then I spoke to and showed you. It's why [1:44:03] I brought the picture of those retrievers to hopefully get [1:44:06] people to. [1:44:07] Use those to get the disks out, but. [1:44:10] Again, the goal will be to minimize and it's gotta [1:44:12] be with signage and possibly enforcement. You know, that you've [1:44:16] gotta stay out of those areas, but. [1:44:19] I, I, I do think. [1:44:21] There will be discs thrown into wetlands. Yeah. [1:44:24] I think so, too. [1:44:27] I had one more question, please continue. And then just [1:44:30] as far as. [1:44:32] You know, monitoring parking going forward. [1:44:35] I mean, what does the parking look like now? [1:44:38] Before the disc golf is even open. [1:44:42] Yeah. I'm I know there's wonderful weather days where people [1:44:45] are actively using the park and softball is busy. [1:44:49] You know, we do have the non coincidental sports with [1:44:51] the winter sports. So they typically wouldn't. Wouldn't coincide. [1:44:56] We know Ruby park is a popular destination. [1:45:00] We think [1:45:01] that everyday play. [1:45:05] There'll be enough, there'll be enough parking for, and that's [1:45:07] why we wanna look at it and see it. And [1:45:09] they're gonna keep track of it and do parking counts [1:45:11] and, and then say, you know what? We don't want [1:45:14] a crisis. The DPW does not want to create a [1:45:16] problem at RO park. It's one of the gems in [1:45:18] the, the city. There's no doubt about it. It, so [1:45:21] if they find they need park, thank. [1:45:23] Thankfully we've got land to, to build the parking, but [1:45:25] they don't want to come out of the box over [1:45:27] building parking either. [1:45:30] So, yeah, sure. Peak days and. [1:45:33] You know, attorney Pearlman had an interesting. [1:45:36] Dynamic. He said to me that in preparing for this [1:45:39] evening, [1:45:40] he said one of the benefits here is that the [1:45:42] city's the owner. [1:45:44] And they can really do something about it and watch [1:45:46] this. [1:45:47] We know there's a very successful gas station on DW [1:45:50] highway, south BJ's gas. It's extremely popular. [1:45:54] And if you've ever been by there, it can get [1:45:56] really, really, really, really, really busy. [1:45:59] And yet there's little or no recourse. [1:48:54] Could work for all parties involved, but first the disc [1:48:57] golf saga, as far as I know it. [1:49:00] Started in the summer of 2021. [1:49:04] When a group of disc golf enthusiasts approached the board [1:49:07] of public works in August. [1:49:09] At that midday meeting in the middle of the summer. [1:49:12] This group made their pitch to use the city land [1:49:15] for disc golf course. The following month, it was approved. [1:49:20] All but one of the D P w. [1:49:22] Directors voted to move forward with it. [1:49:24] One director asked a table. It until residents surrounding the [1:49:28] park were notified. [1:49:30] And allow them to speak to the public. [1:49:32] To the change in use for this city owned public [1:49:35] park. [1:49:36] Unfortunately, none of that happened. [1:49:39] Before this project was approved. [1:49:41] In early spring, 2022. [1:49:45] I was then ward, alderman. And that's when I got [1:49:47] involved in this project. [1:49:49] When I was called down to the site to find [1:49:52] that trees were being cut and brush taken away for [1:49:55] the course. [1:49:57] Since then the project has been stalled. [1:50:00] And there've been many meetings, both small and large in [1:50:03] this room and in the conservation commission and, and other [1:50:06] meetings that you've mentioned. [1:50:08] As a city representative of this ward, a majority of [1:50:11] the residents that I've heard from. [1:50:14] Are against this. [1:50:16] I've personally met and heard from residents on Southgate drive. [1:50:20] Oak hill and Bayview condominiums. All of those are direct. [1:50:25] Abutters. [1:50:27] Butters to this portion of Rob park that will be [1:50:28] used. [1:50:30] My concerns as the ward alderman center on traffic. [1:50:34] Parking and keeping as much green space as possible. [1:50:37] Available to Nashua residents. [1:50:40] Residence in reading the traffic assessment from February, 2025. [1:50:44] Normal operations at the disc Gulf. [1:50:47] Course was determined. [1:50:49] That parking and traffic would be ample. [1:50:52] It was noted that during special events, traffic and parking [1:50:55] may be impacted. That's where I'm concerned. [1:50:58] Knowing this area as I do it is these events. [1:51:02] Events that concern me most. [1:51:04] Now what I would [1:51:06] put forth on the public record. [1:51:09] Instead of an all or nothing. [1:51:12] Allow disc golf to design a nine hole course. [1:51:15] A compromise. [1:51:17] A good compromise is one where both sides leave the [1:51:21] table feeling they didn't get everything they wanted. [1:51:24] But finish the negotiation, satisfied and agreement was made. [1:52:22] The letter questions, the parks benefits relative to its ecological [1:52:25] and recreational costs. [1:52:27] And suggests an alternative site closer to downtown. [1:52:30] This alternative would improve access for Nashua's underserved communities. [1:52:35] And aligned with the city's investment in the downtown area. [1:52:37] Tonight. I'd like to supplement my letter with a request [1:52:40] to revise and reposition the signage for the proposed golf [1:52:43] course at Rob disc golf course at Rob park. [1:52:46] I asked that the science be placed at the Trailhead [1:52:49] locations rather than the park entrances entrances, which many trail [1:52:52] users do not pass. [1:52:54] And include a clear description of the course's use and [1:52:57] its impact to the trail users. [1:52:59] This ensures that all park patrons. [1:53:01] Patrons are informed about the proposed changes. [1:53:04] Changes. I have a few comments from tonight that came [1:53:06] up from tonight. [1:53:10] One of the leading [1:53:11] benefits that was pointed out by the attorney who spoke [1:53:14] first on behalf of the discal was it was benefit [1:53:16] as an amenity to the city. [1:53:21] However, no data is available relative to Nashua's benefit from [1:53:24] a use or commercial sets. [1:53:26] 600 signatures does not support either. [1:53:30] I want to know a little bit more about what [1:53:32] led to the selection of this site by the D [1:53:34] P w. [1:53:35] I've seen no evidence of this review or site alternatives [1:53:37] aside from the already existing and currently under you underutilized [1:53:42] disc golf course at Greeley park. [1:53:46] DPW stated that the landed RO park is underutilized. [1:53:52] But what method in reporting does the D P w [1:53:54] have to support that finding. [1:53:57] Annually port-a-potties burn. [1:54:00] Dumpsters are spilled over and littering occurs at Roe park. [1:54:04] When vandalism ultimately occurs at the diff disc golf course [1:54:07] who will pay for it for its repair. [1:54:10] Additionally enforcement of the course's care and adherence to the [1:54:14] park rules is admittedly. [1:54:16] Potentially necessary for the disc golf course. [1:54:19] Who will do that and who will pay for that? [1:54:23] Not all holes dis I don't know, with all respect. [1:54:26] I don't know if they're called the holes. [1:54:28] But with each hole on the course. [1:54:32] While some are parallel. [1:54:34] Some do cross over the trail head. [1:54:36] And [1:54:39] regardless of parallel, non. [1:54:41] Intercepting courses where trails and Hills align, what happens with [1:54:45] inaccurate throws? [1:54:47] Throws or in terms of. [1:54:51] Blind spots. [1:56:19] I talked to Peter at N HDS today. [1:56:22] And he said those bridges have to go through the [1:56:24] state for approval. [1:56:25] The other issue is they're gonna use epoxy on it [1:56:27] and know that it's recommended by the. [1:56:30] Manufacturer that epoxy should be applied offsite if possible. And [1:56:33] if not, they have to be very careful that it [1:56:36] doesn't drip into the wetlands. Cuz we're gonna have some [1:56:38] serious ecological problems as a result. [1:56:42] So that's an issue. And then. [1:56:44] If it's not drying, you got dog walkers walking through, [1:56:46] and while the animals are gonna get epoxy all over [1:56:48] them, which would be that, that is a hazardous material. [1:56:52] I'm concerned about the aesthetics. [1:56:55] Aesthetics from, you know, from where we live directly abutting [1:56:57] the cause we are gonna have markers and ropes and [1:57:00] signs and baskets at six in the morning. [1:57:04] I, I don't think that even passes the city of [1:57:06] Nashua's noise ordinance. [1:57:10] With the parking [1:57:11] if they choose to park down by the ad, parking [1:57:14] down by the lower lot, that's a problem. [1:57:16] Nobody could tell me if that was a Vernal pool [1:57:19] at all. Vernal pool has a lot of ecological significance. [1:57:23] Right now, N H D E S is calling that [1:57:25] emergent wetland. That's a 40 foot buffer. So if you [1:57:28] have cars parking in there and asphalt and all of [1:57:31] that. [1:57:32] In addition to the trash that I have had to [1:57:34] pick out of you. [1:57:35] With sticks and stuff. That's, that's another huge problem. So [1:57:39] that can't be used for parking. I don't think that's [1:57:41] gonna pass anybody's. [1:57:43] Anybody's you know, review we're gonna have, so we're gonna [1:57:46] cut down trees when all of the wildlife are raising [1:57:49] their babies, is that what's gonna happen. There's a small, [1:59:49] like one acre plot. And then there's a 57 acre [1:59:52] plot listed as conservation land. Somebody should, should look at [1:59:55] the that and make sure because if that is conservation [1:59:58] land, it does not allow. [2:00:01] But active. [2:00:03] Only passive. [2:00:05] Activities disc golf is considered an active activity. [2:00:11] Zoning was told that it wasn't supposed to be any [2:00:13] impervious services. If, if you know, [2:00:23] I agree with the compromise, I don't like it, but [2:00:25] I would agree to it. [2:00:46] They had 600 and we've spent way more than the, [2:00:50] we were allowed a 30 K grant, $30,000 grant from [2:00:53] the rotary club. [2:00:55] We've already spent 45,000 total. [2:02:34] To get out of sky meadow. We have to wait [2:02:36] sometimes 25 cars. [2:02:38] Before we can get out. So. [2:02:44] The application says there's no effect upon the surrounding traffic [2:02:48] congestion of pedestrian safety. [2:02:51] Normal traffic is expected in and out of the parking [2:02:53] lots on spit Brook road, east, Constable road. [2:02:56] Well, I think [2:02:59] the traffic UN spit brick road on a summer weekend. [2:03:03] Is impossible to get through. [2:03:07] They park on either side of spit Brook road and [2:03:09] east instable road. [2:03:11] And it's like a maze to go through this and [2:03:13] you have to go really slowly because kids run in [2:03:16] and out. [2:03:17] In fact there was an accident. [2:04:04] Of the zoning board that this course will be a [2:04:06] huge draw throughout the Northeast. [2:04:09] He also stated that he expected a couple hundred rounds [2:04:12] per month to a couple thousand rounds per month. [2:04:16] Now, with all that. [2:04:19] Amount of players coming. [2:04:21] That's certainly going to increase the traffic. [2:04:24] Around Romi park and then he's expects two tournaments a [2:04:28] year, which I think will draw a huge crowd. [2:04:32] Spectators, maybe even vendors. [2:04:35] Families coming to watch. [2:04:38] The tournament. [2:04:39] So a round of golf. Now this is just my [2:04:42] estimation. I don't know how true it is. [2:04:45] Consists of four players at each hole. [2:04:47] Regularly. If the course is full, that means four players. [2:04:51] Times 18 holes could equal 72 players. [2:04:55] So that could be 72 cars because mostly. [2:04:58] People don't carpool anymore. [2:05:01] So with the 20 [2:05:03] six parking spaces up. [2:05:05] On the upper lot. [2:05:08] That already would be overcrowded. [2:05:10] And [2:05:13] so let's see. [2:05:15] And then so using his prediction of 200 rounds a [2:05:20] month. [2:05:21] If we guesstimate 72 players on the core course multiplied [2:05:25] by 200 rounds. [2:05:27] Rounds that could equal a possible 14,400 players at Robie [2:05:31] park. [2:05:32] In a month, even if all 18 holes aren't being [2:05:36] used at one time, they're still will be an unusually [2:05:39] large increase in traffic around the park. [2:05:42] A month now, worst case scenario where he says it [2:05:45] could be a possibility of 2000 rounds per month. [2:05:49] That would just double [2:05:52] the 200 [2:05:54] and it would put a giant burden of extra cars [2:05:56] and traffic on spit Brook road and east instable road. [2:06:01] All of this extra traffic and increased usage of the [2:06:04] park with the disc golf players. [2:06:06] Driving from Massachusetts, Rhode Island, Vermont, Connecticut, and Maine. [2:10:19] And the safety hazard that, that has created for our [2:10:22] neighborhood for. [2:10:24] Ambulance and whatever, and this is. [2:13:00] That there are already. [2:13:02] 70 disc golf courses. [2:13:04] In New Hampshire, 33 of which apparently have 18 holes. [2:13:10] How many strictly [2:13:13] walking trails are there. [2:13:16] Not for bikers. [2:13:18] Not for disc golfers. [2:13:20] Where do people go in New Hampshire and specifically in Nashua? [2:13:26] Where they're not going to be. [2:13:29] Amongst anyone who's competing. They're not going to be flown [2:13:33] by a biker where they can be. [2:13:36] Contemplative. I don't think there are many places. [2:13:40] What percentage of the population in Nashua? [2:13:44] Participate in team sports. [2:13:47] It's a question. I think we ought to be asking. [2:13:51] And why must [2:13:52] productive use of land. [2:13:55] Focus on competition. [2:13:57] I don't know why that is. [2:13:59] But I think it's worth asking the question. [2:14:02] There's been a great deal written about health benefits. [2:14:06] Benefits, particularly during the COVID years. [2:14:08] Of why people need [2:14:11] space away from screens. [2:14:13] Screens quiet space. [2:14:15] Contemplate space, creative space. [2:14:19] This is that kind of space. [2:14:21] And we're about to take it away. [2:14:26] There's been a lot said about the parking. [2:14:30] And how much the [2:14:33] designer this Avery Jenkins. Who's a championship disc golfer. [2:14:38] His focus is on creating tourism. [2:14:41] I believe mayor Donius focused is on. [2:14:44] Expanding making this a destination. [2:14:47] Space for tourism. [2:14:49] I don't believe that the rotary club, when they originally. [2:14:53] Donated $30,000. [2:14:56] That they anticipated all of this. [2:15:00] They, I think genuinely thought this was going to be [2:15:02] for families. [2:15:04] How many [2:15:06] families get to do pickup games at the baseball field. [2:15:11] If you don't belong to a team, you don't get [2:15:13] to play. [2:15:15] I think that the focus. [2:15:17] On tournaments and international competition and making this a destination [2:15:22] location. [2:15:23] Speaks for itself. This is not going to end up [2:15:26] for families. [2:15:34] The national disc golf association in their own documentation. [2:15:40] State that there needs to be a 300 to 450 [2:15:44] foot. [2:15:48] Guideline away from [2:15:51] other borders. [2:15:53] Borders at least eight holes on this course do not [2:15:56] meet that. Meet the disc golf Association's own directives. [2:16:01] Directives. And when they talk about, you know, [2:16:04] get the, the kind of coexisting with walkers. [2:16:08] Walkers, what person wants to be walking by? [2:16:12] When these discs can [2:16:15] be thrown 175 to 250. [2:16:19] Feet by a novice. [2:16:21] 250 to 350 feet. [2:16:25] By someone intermediate. [2:16:28] And a tournament player, 300 to 450 feet. [2:16:32] And that can be 50 to 70 miles an hour. [2:16:36] Is that really going to work with walkers? [2:16:40] Walkers. And are they these, these sort of remarkable dis [2:16:43] players who are gonna follow all the rules? [2:16:46] And it's in a forest, so they're gonna have to [2:16:48] see around trees. And I think [2:17:35] the city doesn't want us to know how much is [2:17:37] this really going to cost? [2:17:39] And how much will maintenance over time cost. [2:17:42] And, and they're talking about, you know, hand clipping, how [2:17:47] many people are you going to need to be going [2:17:49] in to hand clip all through this? [2:17:52] Course the conservation committee. [2:17:57] Required. And I had an opportunity to listen to a, [2:18:00] a, an opportunity to listen to them. Talk with private. [2:18:04] Owners who wanted to cut? I think it was a [2:18:08] total, there were three owners. [2:18:10] A total of seven trees. [2:18:12] Is, and they were required to keep them 14 feet [2:18:16] tall. [2:18:17] Jagged at the top. [2:18:20] In addition had to be taken care of by an [2:18:22] arborist. [2:18:24] They had to [2:18:27] for the right to do that, manage invasive species. My [2:18:31] question is why is city land? [2:18:34] Not subject to those same. [2:18:37] Requirements. [2:31:27] All right. This is a mixed use park. They have [2:31:30] realized that this isn't the best design. It isn't the [2:31:32] best way to do it. Most of those parks have [2:31:34] been redesigned. [2:31:36] By experts. All right. [2:31:38] The comments that have been made about Avery Jenkins and [2:31:40] Simon. Zat not being. [2:31:43] Up to the task at hand. [2:31:46] Would be like saying that Jack Nicholas is not up [2:31:48] to the task at hand for designing a golf course. [2:33:00] And I would like to address some of the concerns [2:33:01] that were approached. [2:33:03] By the opposition tonight, an example. And during the wetlands [2:33:07] to retrieve a disc, I understand that's a big concern [2:33:09] and we wanna protect the wetlands as best as we [2:33:11] can. [2:33:12] Most disc golfers who are aware. [2:33:16] Will have a retriever on them at all times, or. [2:33:19] If they're advised by signage to not enter the wetlands. [2:33:23] We could discuss in the future, possibly having D P [2:33:25] w. [2:33:25] Go through as part of their assignment in. [2:33:29] Inspecting the course pick out disks in an approved manner [2:33:32] from there to minimize impact. [2:33:35] I would also like to talk about signage. A lot [2:33:38] of people brought up concerns about obstructed views. [2:33:41] Views and similar safety concerns. [2:33:44] Concerns. If it is such a concern. [2:33:46] Which most signs on the course. [2:33:48] Will address out of bounds markings, including not limited to [2:33:52] wetlands. [2:33:54] Wetlands and various other impediments on the course, they can [2:33:56] also be. [2:33:58] Built up to address. [2:34:00] Potential blind spots. [2:34:03] Regarding the use of other trail systems and studies. [2:34:06] There was one gentleman who brought up a case that [2:34:09] this was the only place that was looked at. That [2:34:11] is not the case. [2:34:13] I know that at minimum. [2:34:15] Mind falls, UDI farm. [2:34:18] And Greeley park were looked at as possible sites for [2:34:21] this. [2:34:22] It was determined that this would be the best suited [2:34:24] site for a course of the nature to be installed. [2:34:29] I'll go ahead and conclude here by saying that as [2:34:31] ambassadors for the sport, us disc golfers. [2:34:34] Try to get everybody who is there to treat the [2:34:37] course. [2:34:38] The nature around it and other users, including those who [2:34:41] are not playing the sport with respect. [2:34:44] And this is one of the things that I have [2:34:45] taken away from it in my eight years playing. [2:34:48] Is, it's a great way to embrace the trail systems. [2:34:51] And nature in the city, much like as a youth, [2:34:54] I would play baseball at lions park or sun or [2:34:57] sunset Heights. [2:34:59] Heights or as a teenager and young adult, I would [2:35:02] mountain bike. The trails of mine falls and the Dickey [2:35:04] farm. [2:35:05] With respect to other patrons at the park. [2:39:24] I think that being [2:39:27] having the opportunity to use our park. [2:39:30] System throughout the city in allowing people of all ages. [2:41:53] A lot of them, even the very first municipal disc [2:41:56] golf course that was approved in the state of New Hampshire. [2:41:59] It's over at Dover. That is one of the most [2:42:01] heavily used disc golf courses. [2:42:03] And it is also the most heavily used walking disc [2:42:06] golf course. [2:42:08] That they don't have any issues. [2:42:11] Issues and they haven't had any issues. [2:42:14] You know, and [2:42:16] issues over conservation land that I can cite many of [2:42:20] different disc golf courses that are all on conservation land. [2:43:13] One course in [2:43:16] Franklin mass and one course in nearby and begins with [2:43:20] M I forget the town, but we worked out there's [2:43:23] four courses. [2:43:24] While they were being used. [2:43:26] While they were someone busier than others. [2:43:29] But we, we walk the courses. [2:43:31] And just to just, just. [2:43:34] Get a sense of the operation. [2:43:38] But we weren't playing, we weren't playing disc golf. We [2:43:41] were just walking and we would tell people I'm walking, [2:43:43] cuz I'm involved in this project. I just wanted to [2:43:45] feel it out and say no. So people were about [2:43:47] to tee off and we would say, do you mind [2:43:50] if we walk ahead and this said, well, let us [2:43:51] tee off. You guys can walk and then we're gonna [2:43:53] throw again. Start we'll call you out and stop. [2:43:56] And pull, you know, move to the side of the [2:43:58] fairway and then watch for our disks. And then you [2:44:01] can keep walking. [2:44:03] Not once. Do we have any concern for our safety? [2:44:06] It, it was so friendly. It was so. [2:44:08] Welcome, please enjoy the walk in the woods. [2:44:12] It, it was fantastic. And not once did we ever [2:44:15] think that there's gonna be a Frisbee that's gonna hit [2:44:16] the back of our head, right? Because they saw the [2:44:19] players saw that the, we were, there were walkers on [2:44:22] the course and they respected us and they let us [2:44:24] do our thing. And I, I expected the same here. [2:44:29] All of the courses that we walked are all the [2:44:31] same as what we're proposing Robie park though. It's all [2:44:34] town. [2:44:35] Our city owned land. [2:44:37] They all have wetlands on. 'em just, it's hard. You [2:44:39] can't avoid, you know, 30, some odd acres and not [2:44:42] have some wetlands on 'em. They all have bridges. They [2:44:44] all have signs. They have some ropes of guiding the [2:44:46] players. [2:44:47] Through all the same, but what I wanted to tell [2:44:50] you as a witness is what we, what we took [2:44:52] away. [2:44:53] From our, our walks and we actually, my, my wife [2:44:56] remind know that we played round of disc golf some [2:44:58] years ago in Pennsylvania. [2:45:00] What we took away from it was, was two things. [2:45:02] Family and friends and respect. I said that this is [2:45:05] only board. I'm gonna say it in here tonight, family [2:45:07] and friends. [2:45:10] We just saw [2:45:11] groups of friend 20 rolls. We saw three generations playing [2:45:16] together. [2:45:17] We we saw dogs being walked. It, it was, it [2:45:19] was just a friendliest thing. [2:45:21] And then the respect part of it. I, we, I, [2:45:24] since I've been involved with this thing, I've, I've come [2:45:25] to. [2:45:26] I'm really taken by the disc golf community because all [2:45:29] these courses. [2:45:31] Are immaculate. There's no traction. There's no beer bottles. There's [2:45:33] no trash. [2:45:35] They're all carrying carry out. These are immaculate courses and [2:45:38] it's because of the disc golf community. They, they don't, [2:45:40] they don't put up with any bologna. [2:45:43] And we were just so taken by the, by the [2:45:47] discipline. [2:45:49] And just, just the camaraderie. [2:45:51] If you talk to folks who run these org disc [2:45:54] golf organizations, they will have a cleanup day. There's a [2:45:57] couple in the back of the room, Norma and bill [2:45:59] Bruce. They operate programs up in Manchester and they will [2:46:02] say. [2:46:03] We call out, you know, every spring and fall we [2:46:05] will have a cleanup day. No, no play. [2:46:08] On the chorus war, we're gonna get a hundred people [2:46:09] walk the course and pick everything up, right. Pick up, [2:46:12] you know, this that may be lost or whatnot. [2:46:15] Just the community is, is so impressive. [2:46:18] And, you know, I don't know the stories about trash [2:46:20] Roby park. I don't want to live down there, but [2:46:22] my experience. [2:46:24] From what I witnessed it's that is not true from [2:46:27] what, from what I saw. [2:46:29] And, you know, the zoning board met one of the [2:46:31] zoning board members. [2:46:34] Neely he's he said, you know, I actually went up [2:46:37] to, I walked the halls course up in Manchester and [2:46:41] well, he said just what attorney Pearlman said it was, [2:46:43] it was a immaculate it's clean. [2:50:23] Of Robie park is what this golf players like to. [2:50:27] Play on. They like to challenge. [2:50:29] The other course, the other areas were too flat, too [2:50:31] boring. [2:50:32] It wouldn't bring, bring PA players back. They, the Roby [2:50:35] park was the best option. [2:50:37] That the city considered and they did consider a number [2:50:39] of options. [3:20:30] Per unit award. So basically you can apply for about [3:20:34] $10,000 per unit that was marked as affordable at 60% [3:20:38] AMI, we submitted for the. [3:20:41] Monahan Manor project. And we were received an award and [3:20:45] went through the process with the alderman for first and [3:20:47] second reading last week for a total of $828,000.
