In [3:07] our time as director, MS. [3:08] Willis helped to develop the [3:09] full moon picking Party [3:11] fundraiser, a continues [3:12] annually to this day. MS. [3:14] Willis oversaw the expansion of [3:15] the park through the [3:17] construction of the Suzanne [3:19] Warner Bass Learning Center [3:20] integration of heart and [3:24] acquisition of 500 additional [3:26] acres, including ill forests, a [3:31] state natural area, and [3:33] whereas Eleanor Willis endured [3:35] legacy is one of transformative [3:37] impact reflected in the its [3:38] administration that is shaped [3:40] that lives, is uplifted and [3:41] communities she helped to [3:44] sustained and [3:45] Thank you. [5:30] To [5:32] Would anyone from uh MISS. [5:33] Willis [5:35] s family like to say a [5:41] couple of words or ok. Well, [5:44] next we have a presentation by [5:46] councilmember Gad, a resolution [5:50] recognizing APRIL 19th to APRIL [5:51] 25th. [5:54] 2026 as National Library Week [5:56] and recognizing APRIL 21st, [5:58] 2026 as national library [5:59] Workers [6:01] Day, Councilmember Gad, [6:09] are you ready? [6:14] Wonderful. [6:18] Right here, right there [6:20] Oh, you ready? Oh, thank, well, [6:23] thank you so much, uh, MADAM [6:28] Speaker Pro Tem, um, Sepulveda. [6:31] Um, so today, um, we have an [6:34] opportunity to, um, share out [6:37] loud our incredible gratitude [6:39] to the National Public Library [6:42] Workers and to our libraries [6:44] across the, the county. Um, we [6:48] did our gratitude as well on [6:49] the council floor with the [6:51] passing of this resolution. So [6:52] I [6:52] m, I [6:53] m really grateful to my [6:54] colleagues who are standing up [6:55] here, um, but I would did want [6:57] to take just a moment before we [6:58] read through the words that we [6:59] ve approved, uh, and just [7:00] you know, state that the [7:02] Nashville Public Library does [7:03] something that this council [7:05] talks about constantly. It [7:07] creates community. Every day [7:08] across Davidson County, and [7:08] that [7:11] s free for all and that [7:13] that interim. The programs are [7:14] extraordinary. Reading [7:16] readiness for our youngest [7:17] children, digital access for [7:21] neighbors left behind. Health [7:23] literacy, literacy, spaces [7:25] where every person can walk in [7:26] and belong. But here [7:27] s what I [7:29] want us to name clearly. Public [7:30] libraries [7:31] are not just a community [7:33] service, they are a cornerstone [7:35] of democracy, free access to [7:37] information, to the freedom to [7:38] read and think for yourself, [7:40] and that is not a small thing [7:42] right now. That is everything [7:43] and none of this happens [7:44] without the people we [7:44] re [7:46] honoring today. The staff of [7:47] the Nashville Public Library [7:49] show up as guides, educators, [7:51] and connectors. And I have to [7:52] do a special plug out to, uh, [7:57] my home branch at Richland Park, [7:59] but this resolution is our way [8:00] of saying we see you. [8:02] and we are grateful for you. [8:03] With that, um, I [8:05] ll open up the, [8:06] the resolution and um ask my [8:08] colleagues to read a little bit [8:10] as well. So resolution number [8:13] rs 2025, um, 0, well, I don [8:14] t [8:14] know what the whole number is. [8:16] But anyways, a [8:17] resolutionrecognizing APRIL [8:19] 19th to APRIL 25th that [8:20] s Nash [8:22] National Library Week and [8:25] recognizing today APRIL 21st, [8:27] um, as National Library [8:27] Workers [8:30] Day, whereas [8:30] I [8:31] m gonna ask, I guess you want [8:33] to do 110 time? Ok. [8:34] Whereas Nashville Public [8:36] Library or npl serves as a [8:38] cornerstone of knowledge and [8:39] opportunity, providing [8:41] essential resources, services [8:42] and programs that empower [8:47] individuals and [8:49] whereas National Library Week [8:51] observe annually in APRIL is [8:52] the time to celebrate the power [8:54] and promise of libraries here [8:55] in Nashville and across the [8:57] nation to recognize the [8:59] contributions of library staff [9:01] and to promote library use and [9:05] support, and [9:07] whereas the theme for National [9:09] Library Week this year is Find [9:11] Your Joy and whereas the 21 [9:13] branches of the Nashville [9:14] Public Library sparked [9:16] creativity, fuel imagination, [9:18] and inspire lifelong learning, [9:19] offering a space where [9:21] individuals of all ages can [9:23] find joy through exploration [9:28] and discovery and [9:32] and whereas in 2025 npl served [9:34] nearly 3 million visitors and [9:37] 28 different languages. However, [9:39] the impact and reach of [9:40] Nashville Public Library [9:41] workers extend beyond the [9:43] library branches to provide [9:45] access to collections, [9:46] professional development, [9:48] enriching programs, and vital [9:50] resources through meaningful [9:51] community partnerships with [9:54] over 140 childcare centers, all [9:56] metro Nashville public schools [9:58] over 30 youth development [9:58] organization [10:00] s dozens of senior citizen [10:02] centers and hundreds of [10:04] community centers and events [10:06] across Nashville and Davison [10:13] County and [10:14] whereas through programs such [10:17] as uh Nashville Afterzone [10:19] Alliance, the Library of Things. [10:21] Be well. Begin bright, and the [10:23] digital inclusion initiative, [10:25] the library reaches all ages to [10:26] provide a variety of learning [10:30] opportunities and [10:31] whereas the success of the [10:33] National Library would not be [10:35] possible without its staff and [10:36] volunteers who help people of [10:38] all ages and backgrounds, [10:39] access and interpret the [10:41] information they need to live, [10:43] learn, and work in the 21st [10:48] century and [10:50] whereas over the last year, [10:52] especially with the closure of [10:54] the main library, library [10:57] workers have worked tirelessly [10:58] to maintain programs and bring [11:00] the library to the public by [11:01] holding events at alternate [11:04] sites and working at various [11:06] other library branches to [11:12] ensure continued services and [11:13] whereas recognizing the [11:14] invaluable contributions of [11:16] library workers is essential to [11:17] appreciating the role they play [11:21] in strengthening communities, [11:22] advancing education, and [11:24] ensuring free and open access [11:29] to information and [11:30] whereas libraries, library [11:32] workers, and library advocates [11:34] across the nation are joining [11:36] together to celebrate National [11:36] Library Workers [11:37] Day, an [11:39] initiative of the American [11:41] Library Association Allied [11:42] Professional Association on [11:45] Sunday, APRIL 19, 2026 to [11:46] highlight the dedication and [11:48] contributions of library [11:54] professionals. [11:55] Now therefore, be it resolved [11:56] by the Council of the [11:58] Metropolitan Government of [12:01] Nashville and Davison County. [12:01] Section one, I [12:04] ll get 23. The [12:05] Metropolitan Council hereby [12:06] goes on record to recognize [12:09] Sunday, APRIL 19th, 2026, as [12:10] National Library Workers [12:11] Day [12:13] in Nashville and Davison County [12:15] and express its appreciation [12:17] for the dedication of the [12:18] Nashville Public Library staff [12:20] and volunteers who work [12:22] tirelessly to serve the [12:24] community and promote literacy, [12:25] lifelong learning, and [12:29] community connection. [12:31] Wonderful. Uh, thank you so [12:33] much and, um, oh, so that the [12:34] Metropolitan Council further [12:36] goes on record as recognizing [12:37] the 19th through 25th as [12:39] National Library Week in [12:40] Nashville and Davidson County, [12:41] and this resolution shall take [12:43] effect [12:45] uh, from and after its adoption [12:47] adoption, the welfare of [12:48] metropolitan government [12:49] requiring it. Thank you so much [12:55] and Director Lou [12:56] we have a couple of copies of [12:57] this. We wanted to turn over [12:58] just in case there [12:59] s something [12:59] you [13:02] d like to, to share as well. [13:05] Thank you. [13:08] So thank you to Councilmember [13:10] Gad, um, to all of the [13:12] co-sponsors of this resolution [13:13] and the council member Vo as [13:14] the chair of the council [13:15] s arts, [13:17] parks, libraries, and [13:19] entertainment committee and to [13:21] everyone on this council for [13:23] being such faithful friends of [13:25] National Public Library. It [13:26] means a lot to me that you [13:29] would take the time to [13:30] recognize the outstanding work [13:32] of the Nashville Public Library [13:33] staff. [13:33] I [13:37] m so grateful for their [13:39] contributions every day. I know [13:41] this year we talked a lot about [13:43] the work that the staff across [13:44] the system put into keeping [13:46] customer services going during [13:48] the temporary closure of the [13:49] main library. [13:51] But to be honest, this is just [13:53] one example of our staff [13:53] s [13:55] passion for public service. We [13:57] which we see across Nashville [13:59] every day. The entire npl team [14:01] cares deeply about the library [14:03] and about this community and [14:03] I [14:05] m proud to not only lead the [14:06] staff but to work alongside of [14:08] them every day. [14:12] Please know that we value your [14:13] support, your friendship, and [14:15] of course we love that you all [14:17] are library customers too. So [14:19] npl would not be the great [14:21] institution that it is without [14:23] all of our staff, supporters, [14:25] and customers, including you. [14:28] So thank you very much. [14:32] Ok. [14:38] Do you want to all right, well, [14:40] that concludes our presentation. [14:46] Again, once again, uh happy [14:49] National Library Week and happy [14:52] national uh library worker Day. [14:53] I hope you all will, uh, take [14:56] this opportunity to visit, uh, [14:59] your local, uh, public library. [15:00] Uh, we know that, uh, public [15:02] libraries are one of the places [15:04] that are currently being [15:06] attacked by not only the [15:07] federal government [15:09] but by our own state of [15:12] Tennessee. So, uh, take a [15:15] moment, think, uh, your local [15:20] library, uh, worker, uh, go [15:21] visit a public library. There [15:24] is a hunger to learn and to [15:26] read, and I have witnessed it [15:28] myself at a bus stop when there [15:30] was a constituent of mine that [15:32] asked if I had more books in [15:35] Spanish, so, um, people, people [15:37] want um [15:38] more books and people are [15:40] looking for outlets. So, uh, go [15:42] ahead and take advantage of [15:46] that, um, books are free. [15:49] All right, council members, are [15:53] you ready to practice your [15:54] Duolingo, since I am up here, [15:54] that is what we [15:56] re going to do. [15:59] So if you have announcements, [16:00] go ahead and get in the queue, [16:03] um, and we will go ahead and [16:07] get started. [34:37] Under a roof of stability, and [34:37] I [34:41] m called by you, Creator, to [34:43] speak for those whose ceiling [34:44] is frequently the sky that you [34:46] created, GOD. [34:46] As Nashville [34:47] s elected [34:48] officials deliberate on budget [34:50] numbers, fiscal notes, zoning, [34:51] the future of the East Bank, [34:53] and the machinery of the city [34:54] this evening, grant us the [34:57] clarity to see the faces behind [34:58] the statistics. [34:58] I [34:59] ll lift up tonight the youth [35:01] and young adults of Launchpad [35:03] and of our streets. [35:05] Those sojourners who were not [35:07] lost but left behind. [35:08] Overlooked [35:09] forgotten [35:11] Help us remember that youth [35:12] homelessness is not a political [35:15] talking point [35:16] but moreover, it is a child [35:17] without a bedtime story. [35:19] A teenager studying by the [35:21] light of a bus stop, perhaps [35:23] without a bench to sit on. [35:24] And even a young soul left [35:26] wandering our city. No, no, [35:28] their city, wondering where [35:30] help can be found and who can [35:34] be trusted to assist. [35:35] So tonight and each night going [35:37] forward, please show not just [35:38] the selected body, but the [35:40] entirety of our city it [35:42] represents how to see every [35:44] human in our midst as their [35:45] neighbor. [35:46] Not only the neighbors that we [35:49] enjoy [35:50] not those we see daily or from [35:52] whom we borrow a cup of sugar [35:54] or flour, not only those we [35:55] agree with, but all people [35:56] because we know that y [35:57] all [35:59] truly means all. [36:01] Creator grant this council the [36:03] courage of conviction to look [36:04] beyond the all too easy [36:06] convenience of the status quo. [36:07] And to see the urgency of a [36:08] lonely night, whether it [36:09] s warm [36:11] or freezing [36:13] Grant this body the integration [36:15] of justice and mercy. [36:17] To recognize that while justice [36:19] demands we dismantle the [36:22] systemic barriers that create [36:25] and perpetuate poverty, poverty, [36:26] mercy requires us to provide [36:28] the soft bed and the safe [36:29] harbor right now. [36:31] MAY we never provide the policy [36:33] without the heart, nor of a [36:35] charity without the change. [36:37] Grant this assembly the wisdom [36:38] of stewardship [36:40] to recognize that investing in [36:40] our young people not only with [36:43] a journey pass to ride the bus, [36:45] but investing in a bed now. [36:48] Is cheaper and infinitely more [36:52] human than managing a health [36:57] housing, hygiene. [36:59] Or hunger crisis later. [37:00] Grant these leaders, Lord, the [37:02] heart of a parent to view every [37:03] young person sleeping in a [37:04] doorway or a sliver of the [37:06] woods, not as a nuisance or a [37:07] problem to be solved, but as [37:10] our own kindred flesh and blood, [37:12] deserving of safety, dignity [37:15] and a fair start to life. [37:16] Made the decisions made tonight [37:18] and into the future be more [37:19] than ink on paper. [37:21] MAY they be the blueprints for [37:22] a city where housing is a right, [37:25] not a luxury. [37:26] And no young person has to [37:31] trade their future in an [37:34] attempt to survive only the [37:35] night. [37:36] Let us work this evening, not [37:38] just for the city we have, but [37:39] for the city that future [37:41] generations deserve. [37:44] MAY it be so. Amen. [37:46] I pledge allegiance to the flag [37:49] of the United States of America [37:52] and Republic for which it [37:55] stands one nation under GOD, [37:57] indivisible with liberty and [38:00] justice for all. [38:01] MAY be seated. Thank you very [38:06] much, MR. Stoville. [38:08] Welcome, counsel and community [38:10] members, Transit Month in [38:12] Nashville continues, and it was [38:14] my pleasure to take the trustee [38:16] 3b bus downtown to committee [38:17] meetings yesterday and to ride [38:19] it back home and chat along the [38:21] way with council member Allen. [38:22] Thanks to our city [38:23] s successful [38:24] dedicated funding referendum, [38:26] the number 3, and many other [38:28] bus lines are running more [38:30] frequently and have become an [38:32] even better option for more [38:34] Nashvillians. I invite all [38:36] Nashvillians to try transit and [38:39] replace at least one car trip [38:40] this month. [38:42] This is National Library Week, [38:43] and today is National Library [38:43] Workers [38:45] Day, and we, we [38:45] re so [38:46] pleased to have the Nashville [38:48] Public Library Foundation with [38:50] us on our 2nd floor mezzanine. [38:52] Prior to our 1st APRIL meeting [38:54] for a thankathon, uh, where [38:55] members of the public, council [38:56] members, and I could write [38:58] thank you notes to express our [39:00] appreciation. Thank you to MS. [39:02] Vo for helping coordinate that. [39:04] A great city has a great [39:07] library, and we certainly do. I [39:08] often say that you [39:08] re from [39:10] Nashville Public Library card [39:14] is truly a magic passport. We [39:16] encourage all Nashvillians to [39:18] get your free library card, go [39:19] online or to your local branch [39:21] and see all the amazing free [39:23] resources to which your card [39:25] entitles you, as the library [39:26] itself says it [39:28] s not just books. [39:29] Councilmember Gad welcomed [39:31] library employees back to the [39:32] council chamber as our guest [39:34] just shortly ago to present a [39:36] resolution honoring library [39:38] workers. So thank you very much [39:39] to everyone who supports and [39:40] works to make Nashville [39:41] s [39:43] library system so amazing. [39:47] Our library is also home to our, [39:49] uh, Metro, uh, historic [39:51] archives, where our friends at [39:53] Nashville sites and Metro [39:55] Historic Research and find [39:57] images used in the new historic [39:59] courthouse in City Hall, [40:01] digital audio tour. Members of [40:03] the community visiting City [40:05] Hall can now find signage for [40:08] tour stops. It looks like this [40:08] to everybody who [40:09] s here and [40:11] watching online in in color [40:13] though, um, uh [40:14] can find those tour stops on [40:16] the ground floor and out on the [40:18] 2nd floor mezzanine with qr [40:21] codes to jump into the details [40:24] of the art and architecture of [40:26] our beautiful 1937 historic [40:28] building and learn more about [40:29] our three branches of local [40:31] government. You can also find [40:33] the tour spots out front on [40:35] Dian Nash Plaza, or simply go [40:40] to Nashville sites, sites.Org [40:42] at any time and take the audio [40:44] tour from home or wherever you [40:44] MAY [40:46] be. Uh, thank you to everyone [40:47] who came out on Sunday [40:49] afternoon for the community [40:50] celebration to launch the new [40:52] tour. It was a beautiful day [40:53] with trustee Gilmore [40:56] s 4th [40:57] annual Diane Nash Walk and [40:59] Davidson County historian DR. [41:00] Lee Williams sharing about [41:02] council members e. Alexander [41:03] Lubi, and the mayor proclaiming [41:06] APRIL 19th as the Alexander [41:08] Luby Day. So many Nashville [41:10] histories have and do continue [41:12] to converge on the public [41:13] square. [41:15] All right. Without objection, [41:16] we will suspend the calling of [41:18] the roll and ask the clerk to [41:19] please record the names of the [41:21] members present throughout the [41:21] meeting. [41:23] Is there a motion for approval [41:24] of the minutes of the meeting [41:30] of APRIL 7th, 2026. All right, [41:31] there is a motion properly [41:33] seconded. [53:55] Um, I will, uh, go ahead and [53:57] announce a few of the folks, uh, [53:58] after the first person, so that [54:02] you can go ahead and uh [54:03] make your way and come forward. [54:05] Uh, the first person, uh, for [54:07] public comment is Cynthia [54:10] Clinton speaking on agenda item [54:14] 56. Um, this is Ordinance bl [54:19] 20261273, uh, East Bend Zoning [54:21] speaking in support after [54:23] Cynthia Clinton will be James [54:26] Hubler and then Jennifer Turner. [54:27] Go ahead, uh, MS. Clinton, you [54:29] are recognized. Ok, my name is [54:31] Cindy Clinton, and I stand [54:36] before you today, not just as a [54:38] nonprofit leader, but as an [54:40] educator who spent 23 years in [54:42] the classroom here in Tennessee. [54:44] The idea for the Music City [54:44] Children [54:45] s Museum didn [54:46] t come [54:48] from a boardroom. It came from [54:49] me visiting children [54:50] s museums [54:52] with my grandchildren. And in [54:52] every children [54:53] s museum, I [54:57] would say, why not Nashville? [54:59] So in 2014, I retired and I [55:01] decided to ask quit asking that [55:03] question and answer it by [55:04] trying to build a children [55:05] s [55:07] museum in Nashville, a [55:10] world-class one. For more than [55:11] a decade, we [55:12] ve moved forward [55:13] step by step [55:15] The challenge we faced in the [55:16] last few years has been finding [55:19] the right home and the right [55:20] partner. Today, after years of [55:22] evaluating a location, we [55:22] re [55:24] closer than ever with the East [55:26] Bend because East Bend is more [55:28] than a location. [55:31] It is a vision for a [55:33] family-focused district where [55:35] children can learn and families [55:36] can connect. [55:39] The legislation before you as [55:41] written by planning creates [55:44] conditions that make a project [55:47] like ours possible. It allows [55:48] for the kind of thoughtful [55:50] community-centered development [55:52] that can bring a children [55:52] s [55:54] museum to life. [55:55] We can move from vision to [55:57] reality. Tonight, it [55:58] s more [56:00] than just zoning. We can be a [56:02] city that invests in families. [56:04] We can be a city that creates [56:06] spaces for children and a city [56:08] that thinks about the next [56:09] generation. I [56:11] ve spent years of [56:12] my life working toward this [56:18] moment, and I truly believe [56:20] East Bend gives Nashville the [56:22] opportunity to finally make [56:24] this dream a reality. I [56:25] respectfully ask for your [56:27] support. Thank you [56:29] Thank you. Next will be, uh, [56:31] James Hubler also speaking on [56:33] East Bend zoning, followed by [56:35] Jennifer Turner and then David [56:36] Byerly. Uh, MR. Hubler, you [56:36] re [56:37] recognized. Thank you. Good [56:38] evening. I [56:40] m Jim Hubler and I [56:42] live at 607 Fatherland Street, [56:45] uh, in the first zone, historic [56:47] district in Davidson County. [56:47] I [56:51] ve lived in the area since [56:53] 1986 and have seen amazing [56:54] improvements in the [56:55] neighborhood in that time [56:56] period. [56:57] Tonight, your votes on the East [56:59] Bank development will be a [57:01] defining moment in the history [57:03] of our city. We all want to get [57:04] it right. Density works in an [57:06] urban environment, but only [57:08] when done properly. The [57:10] amendments to plan seemed [57:12] well-meaning and well thought [57:14] out, but please make this a [57:15] neighborhood, not a new [57:17] downtown. [57:19] Be careful with what you impose [57:20] on the future. [57:26] Do we really need 1240-story [57:28] buildings, 150-story building [57:30] and multiple 20-story buildings. [57:33] Years ago in 1958, we were [57:34] given an opportunity to [57:36] reimagine the East Bank. [57:37] At that time, Interstate [57:39] highways were new and everybody [57:40] wanted one, so we got an, an, [57:43] an East Bank Interstate highway. [57:48] We also removed a slum area and [57:50] built the Ellington Parkway. [57:53] But we also wiped out a large [57:54] Victorian residential [57:56] neighborhood and some of the [58:00] businesses in that area. So [58:01] please remember what you [58:01] re [58:03] doing is going to have an [58:05] impact on the future and let [58:05] s [58:06] do it right. Thank you for your [58:08] service. Thank you. [58:11] All right, uh, next is Jennifer [58:13] Turner, also pretty much [58:14] everybody is going to be [58:17] speaking on agenda item 56, um, [58:20] a 1273 East Bend zoning, uh, [58:21] following Jennifer will be [58:22] David Vierley and then Brian [58:24] Hubbard. Go ahead, MS. Turner, [58:24] you [58:25] re reckon asked. Good [58:26] evening council members. It [58:26] s [58:28] so nice to see you all again. [58:30] My name is Jennifer Turner. I [58:30] m [58:34] the PRESIDENT And ceo of [58:35] Tennessee Performing Arts [58:38] Center. I reside on South 13th [58:39] Street, zip code [58:42] 37206 in Davidson County. I [58:44] appreciate the opportunity to [58:45] speak in support of the East [58:47] Bend zoning and broader East [58:49] Bank vision. Like many of you, [58:50] we see this as a [58:52] transformational opportunity [58:54] for our community. We have the [58:56] ability to replace underused [58:58] industrial land with a vibrant, [59:00] inclusive neighborhood that [59:02] belongs to all Nashvillians. We [59:03] strongly support the goals [59:05] embedded in the plan, [59:06] walkability, great design, [59:09] multi [59:10] mo d al access and a public [59:12] realm that prioritizes people [59:13] over pavement. [59:15] I support this personally as a [59:17] resident of East Nashville and [59:19] in my role representing tpac in [59:20] our own development. [59:23] I particularly appreciate the [59:25] short term flexibility on [59:28] parking regulations. We fully [59:30] support planning for a transit [59:31] forward future. But before that [59:34] is realized, we do not want to [59:36] limit access to the arts and [59:38] tpac. [59:42] Flexibility today allows us to [59:43] succeed while the district [59:44] matures. [59:47] The East Bend and ah East Bend [59:48] Development Team have been [59:51] partners and supporters of tpac [59:52] as we planned our own [59:54] relocation to the East Bank. [59:56] This type of collaboration is [59:58] crucial to the success of arts [1:00:00] organizations like ours. The [1:00:01] arts are not an accessory to [1:00:03] this development. They are in [1:00:06] anchor. Tpac brings students, [1:00:08] families, seniors, tourists, [1:00:09] and working artists into the [1:00:11] heart of our city. [1:00:13] That only works if audiences [1:00:17] can get there safely and [1:00:19] reliably, especially during the [1:00:20] transition period. [1:00:22] I encourage the council to [1:00:24] approve the ESBend zoning while [1:00:26] preserving flexibility. Thank [1:00:26] you. [1:00:28] Thank you. Uh, next will be [1:00:30] David Berley, uh, speaking [1:00:33] again on East Bend zoning, uh, [1:00:36] in support, followed by Brian [1:00:38] Hubbard and Samuel Lingo. Uh, [1:00:39] go ahead, MR. Beerley, you [1:00:39] re [1:00:40] recognized. Thank you so much, [1:00:42] each and every one of you. And [1:00:43] thank you for still being a [1:00:44] council that allows a session [1:00:46] to start with prayer. I [1:00:46] personally wouldn [1:00:47] t be here [1:00:51] without it. Uh, so many [1:00:53] investors primarily from [1:00:54] Nashville and Middle Tennessee [1:00:56] have come together to create [1:00:57] something truly special, a [1:00:58] place [1:00:59] you know, built and designed [1:01:00] from scratch for families, uh, [1:01:02] a place for people to live and [1:01:03] visit. [1:01:04] Where children will learn and [1:01:06] be entertained while families [1:01:09] uh, will have a place that is [1:01:10] generally designed for them. [1:01:12] And this is our singular [1:01:13] message. We have one story. [1:01:13] It [1:01:15] s easy to remember, and I [1:01:18] would just encourage us to [1:01:19] really begin to work together [1:01:20] as so many have I [1:01:20] ve seen in [1:01:22] the last two weeks, most [1:01:25] everyone on this floor [1:01:27] genuinely just lock arms and [1:01:29] try, uh, to get, to get started, [1:01:30] right? Let [1:01:30] s, it [1:01:31] s time to work [1:01:32] now. We, we have a license to [1:01:34] work. I, I genuinely hope after [1:01:35] tonight, you know, I imagine [1:01:37] East Bank, we have read it [1:01:39] from cover to cover many times, [1:01:40] and I would just say to you, [1:01:41] thanks to your hard work, I [1:01:42] really hope we don [1:01:43] t have to [1:01:44] imagine any more after this [1:01:44] evening. [1:01:46] Thank you [1:01:50] All right, uh, next is, uh, [1:01:52] Brian Hubbard, uh, MR. Hubbard [1:01:53] will be followed by Samuel [1:01:55] Lingo and Matthew Payne. Those [1:01:56] folks can go ahead and come [1:02:00] forward. Uh, MR. Hubbard is [1:02:01] also speaking on East Bend [1:02:02] zoning in support. Go ahead, [1:02:03] sir. Good evening, council [1:02:03] members. My name [1:02:04] s Brian [1:02:04] Hubbard. I [1:02:05] m an architect and [1:02:07] design principal at Kinsler, [1:02:09] located at 161 Rosa Parks [1:02:10] Boulevard. I [1:02:10] ve had the [1:02:11] privilege of working as part of [1:02:13] the East Bend team helping [1:02:14] shape the vision you see before [1:02:15] you today. [1:02:16] I want to speak specifically [1:02:18] about the process. [1:02:19] This plan didn [1:02:20] t happen in [1:02:21] isolation. As a result of [1:02:23] thousands of hours of [1:02:24] collaboration with Metro [1:02:25] planning, uh, department [1:02:27] alongside engineers, landscape [1:02:29] architects, visionaries, [1:02:30] transportation experts, [1:02:31] community stakeholders, and [1:02:34] other state and local officials. [1:02:35] From the beginning, the goal [1:02:36] was to align with the city [1:02:36] s [1:02:37] long-term vision. [1:02:39] And imagine East Bank plan to [1:02:40] create a district that works [1:02:42] not just on paper but in [1:02:43] practice. [1:02:44] We approached this through [1:02:45] thought or with thought, [1:02:46] through the framework of the [1:02:48] downtown code, which [1:02:50] prioritizes form, public space, [1:02:51] and the experience of street [1:02:52] level. [1:02:54] Every element you see from the [1:02:55] pedestrian connections to the [1:02:56] greenway to the open space [1:02:57] networks. [1:02:58] Has been shaped through the [1:03:00] ongoing dialogue with the [1:03:02] planning department to ensure [1:03:03] it delivers a broad on the [1:03:08] broader goals of connectivity, [1:03:09] accessibility, and livability. [1:03:09] What [1:03:10] s important to understand [1:03:11] is that this is not a one-off [1:03:12] design. [1:03:12] Uh, it [1:03:13] s coordinated and [1:03:14] intentional framework that [1:03:15] ensures the district evolves in [1:03:17] a way that is cohesive, human [1:03:18] scaled, and responsive to [1:03:18] Nashville [1:03:20] s needs. Metro [1:03:21] planning with their [1:03:22] knowledgeable and talented [1:03:24] staff have been deeply engaged [1:03:26] at every step, helping to find, [1:03:28] refine the vision, challenge [1:03:29] assumptions, and ensure [1:03:30] outcomes that reflect the [1:03:32] values outlined in the Imagine [1:03:33] East Bank plan. [1:03:34] The legislation before you is a [1:03:36] product of that work. It [1:03:37] provides a structure and [1:03:42] clarity needed to deliver a [1:03:43] well-designed and thoughtfully [1:03:45] executable urban neighborhood. [1:03:46] Legis uh on behalf of our team, [1:03:47] I want to thank the planning, [1:03:48] uh, for their partnership and [1:03:50] we look forward to more work [1:03:51] and coordinated coordination [1:03:52] with the city to come. Thank [1:03:53] you. [1:03:55] Thank you. Uh, next, uh, will [1:03:58] be Samuel Lingo, also speaking [1:04:00] on agenda item 56 East Bend [1:04:03] zoning and Sport, uh, following, [1:04:05] uh, Samuel Lingo will be [1:04:07] Matthew Payne and then Macy [1:04:08] Fluherty. Go ahead, uh, you [1:04:08] re [1:04:09] recognized. [1:04:10] Good evening. Thank you for the [1:04:12] opportunity. My name is Sam [1:04:16] Lingo. I live at 1212 McGrace [1:04:17] Lane here in Nashville. I [1:04:17] m a [1:04:19] Nashville native and raising [1:04:20] two boys with my wife. [1:04:22] Uh, I grew up in watching the [1:04:23] scrap yard from the Cumberland [1:04:25] River, uh, watch it again from [1:04:26] the trolley barns when we moved [1:04:27] the entrepreneur center there [1:04:28] and now I [1:04:29] m part of the team [1:04:30] working to transform it. [1:04:31] The time has come to change [1:04:33] that river front, and tonight I [1:04:36] need your help. [1:04:38] In OCTOBER of 2022 when Imagine [1:04:39] East Bank plan was released, we [1:04:41] were already pursuing that site. [1:04:43] Even at this early stage, we [1:04:43] ve [1:04:45] made 3 choices that go that go [1:04:47] beyond what was required of us. [1:04:51] First, with metro planning. [1:04:51] We [1:04:52] ve pursued the downtown code, [1:04:54] a form-based code that sets the [1:04:55] framework without locking every [1:04:57] detail, so the community can [1:04:58] keep shaping the project as it [1:04:59] evolves. [1:05:00] Our project also catalyzed [1:05:01] planning [1:05:02] s new river gateway [1:05:03] site, language, and the [1:05:04] community plan written for one [1:05:05] riverfront site within our [1:05:06] assemblage. [1:05:08] Second, we wrote Greenways and [1:05:10] open space into the zoning [1:05:11] itself across the entire [1:05:12] district. [1:05:14] The gulch tried to get open [1:05:15] space through incentives, but [1:05:16] incentives only work if [1:05:18] developers take them. [1:05:18] And many didn [1:05:20] t [1:05:20] We didn [1:05:21] t want that. It [1:05:21] s [1:05:24] required, not optional. [1:05:25] Third. [1:05:27] Metro pioneered to process on [1:05:29] their 30 acres to design the [1:05:30] public realm with intention. [1:05:30] We [1:05:31] ve put that principle into [1:05:33] practice, sharing our draft [1:05:35] streets, rights of way, and [1:05:36] public spaces with the [1:05:37] community before we were [1:05:38] required to do so. [1:05:40] So that people could respond [1:05:41] while we could adapt. [1:05:42] And we have [1:05:43] The work in front of you [1:05:45] tonight reflects nearly 3 years [1:05:47] of public process. It didn [1:05:47] t [1:05:48] arrive last week. [1:05:50] This council has received more [1:05:51] than 100 letters of support [1:05:52] from community leaders, [1:05:54] business owners, and [1:05:55] Nashvilleans who live near this [1:05:55] site. [1:05:56] We [1:05:59] ve already made the [1:05:59] commitment to public [1:06:01] infrastructure and amenities [1:06:02] through this plan. [1:06:03] We stand ready to make the [1:06:04] investment required. [1:06:05] And the work that begins the [1:06:06] day after your approval will [1:06:07] last for years. [1:06:09] 47 acres that have been closed [1:06:10] to the public for nearly a [1:06:12] century open. [1:06:13] Thank you for your support. [1:06:15] Thank you. [1:06:19] Next, uh, will be Matthew Payne, [1:06:21] uh, speaking on gen item 56, [1:06:23] East Bend zoning, followed by [1:06:25] Macy Fluherty and then Mannon [1:06:26] Hall. Uh, go ahead, uh, MR. [1:06:27] Payne, you [1:06:28] re recognized. Yeah, [1:06:29] good evening, council members. [1:06:32] My name is Matthew Payne. I [1:06:34] live, um, [1:06:36] at 4414 Leland Lane, um, but [1:06:37] I [1:06:39] m also the owner of, um, [1:06:40] Longevity Fitness in East [1:06:41] Asheville. [1:06:42] And I work every day with the [1:06:43] people who live. [1:06:44] Work and raise their families [1:06:46] in each Nashville neighborhoods. [1:06:47] I also operate a small business. [1:06:49] It depends on steady, [1:06:50] sustainable foot traffic to [1:06:51] survive. So when I look at a [1:06:52] project like East spin, I [1:06:53] m not [1:06:55] looking at it in theory. I [1:06:55] m [1:06:56] looking at it through the lens [1:06:57] of what actually works for a [1:06:59] city and for a small business [1:07:00] like my own. [1:07:01] Small businesses in East [1:07:02] Nashville have felt the [1:07:06] pressure of growth for years. [1:07:06] We [1:07:07] ve seen increased density [1:07:08] pushed into established [1:07:09] neighborhoods that create [1:07:11] strain on residents, on traffic, [1:07:12] and on the very character that [1:07:14] makes East Nashville special. [1:07:16] East Bend offers a different [1:07:16] approach [1:07:18] It concentrates density where [1:07:19] it makes sense in a [1:07:21] purpose-built urban district [1:07:22] designed to handle it. It [1:07:23] creates a place where people [1:07:25] can live, work, and spend time [1:07:26] without putting additional [1:07:27] pressure on surrounding [1:07:28] neighborhoods that weren [1:07:28] t [1:07:29] designed for that level of [1:07:30] intensity. [1:07:31] And from a small business [1:07:33] perspective that matters. [1:07:35] Density when done right, is [1:07:37] what keeps local businesses [1:07:41] alive. It brings customers, it [1:07:42] creates energy, it builds [1:07:43] ecosystem where independent [1:07:45] operators can succeed, but it [1:07:46] has to be in the right place [1:07:48] with the right infrastructure [1:07:49] and with intentional planning [1:07:50] behind it, and that [1:07:51] s exactly [1:07:52] why this legislation [1:07:53] allows for [1:07:55] It directs grow to a location [1:07:56] that can support it while [1:07:57] helping relieve some of the [1:07:58] ongoing pressures we [1:07:58] ve all [1:08:00] felt in East Nashville. It [1:08:01] creates new opportunities for [1:08:02] small businesses, not just [1:08:04] within East Bend, but across [1:08:05] the broader area by expanding [1:08:06] the customer base and [1:08:08] strengthening the local economy. [1:08:09] As a small business owner, I [1:08:12] strongly encourage you to pass [1:08:16] this legislation. It represents [1:08:18] a thoughtful strategic approach [1:08:19] to growth that benefits both [1:08:20] our neighborhoods and [1:08:21] businesses that serve them. [1:08:22] Thank you. [1:08:23] Thank you [1:08:27] Next, uh, will be Macy, uh, [1:08:30] Fluharty, um, followed by [1:08:33] Mannon Hall and Joseph Lee, um, [1:08:34] MS. Fluharti is speaking on [1:08:36] agenda item 56, East Spain [1:08:36] zoning. Go ahead, ma [1:08:37] am. [1:08:39] Thank you. My name is Macy Flu [1:08:41] Hardy. I live in District 12 on [1:08:43] u Chee, Shawnee, and Cherokee [1:08:45] land. My city councilperson is [1:08:49] Aaron Evans. When I first moved [1:08:50] to Tennessee, I rented a room [1:08:52] in East Nashville. Since then, [1:08:53] I have moved around the city, [1:08:54] depending on work, but I [1:08:54] ve [1:08:55] always thought I would move [1:08:57] back to East one day soon. I [1:08:58] have friends that live out [1:08:59] there, businesses I enjoy [1:09:01] spending my money at and a [1:09:02] vibrant community that is truly [1:09:03] its own. I [1:09:04] ve learned much in [1:09:06] that area, both in skills and [1:09:08] life lessons. I spent a lot of [1:09:09] my volunteer time in East [1:09:10] Nashville, and when friends [1:09:12] come to visit, we always go to [1:09:13] East. A large chunk of this [1:09:15] part of our city is up for [1:09:17] rezoning. East Nashua has a lot [1:09:18] of potential and residents have [1:09:20] made it clear what they want [1:09:25] and need. Housing, cultural [1:09:27] enrichment and green spaces. [1:09:28] Votes that jeopardize these [1:09:30] necessities in our growing city [1:09:31] will show us how committed this [1:09:33] body is to their constituents [1:09:35] versus developers and potential [1:09:37] tourists. We should all want [1:09:38] people to be able to build [1:09:40] lives and continue to enrich [1:09:42] our East Nashville. We hear all [1:09:43] the time how we want to solve [1:09:44] the affordable housing crisis [1:09:46] in our city that we want to [1:09:47] ensure our unhealth neighbors [1:09:49] can be as safe as possible. [1:09:50] This is a chance to make sure [1:09:52] we can make those steps towards [1:09:53] progress and safety to make [1:09:55] sure East Nashville stays East [1:09:56] Nashville and doesn [1:09:58] t risk [1:10:00] becoming another Broadway or [1:10:02] tonight could push the idea of [1:10:04] homes, green spaces, and local [1:10:05] community further onto a back [1:10:07] burner. I hope this council [1:10:08] votes on this bill and its [1:10:09] upcoming amendments [1:10:11] with great intention because [1:10:12] that is how it will be seen by [1:10:13] us. Thank you. [1:10:16] Thank you. Uh, next is Man and [1:10:19] Hall, followed by Joseph Lee, [1:10:21] uh, and then lastly, Tatterie [1:10:23] Marion. Go ahead, MR. Hall, [1:10:23] you [1:10:24] re recognized. Hi, my name [1:10:27] is Mannon Hall. I live at 912 [1:10:31] Strauss Ave, 37206. This is one [1:10:32] of the most desirable [1:10:33] properties in the entire [1:10:34] country, and we [1:10:34] re giving all [1:10:37] these new entitlements with no [1:10:39] tangible knowledge to the [1:10:40] future cost to Nashvillians. [1:10:42] How much are Nashvilleans going [1:10:42] to be on the hook for these [1:10:43] developers [1:10:44] future. [1:10:47] I take great offense when folks, [1:10:48] uh, speak about Nashville [1:10:49] s [1:10:50] future in regards to transit. [1:10:53] Our transit system now is [1:10:54] incredible. The frequency [1:10:56] improvements have made my life [1:10:58] and the 30,000 Nashvillians [1:11:00] lives better. [1:11:02] The East Bank will be will have [1:11:05] a transit center and will be [1:11:07] become an incredible hub for [1:11:08] transit use and to, you know, [1:11:10] to push off, you know, we need [1:11:12] more parking is, is offensive [1:11:14] to me personally because 30,000 [1:11:16] Nashvillians use it. [1:11:18] A day, um, and that brings me [1:11:20] to why I am in strong support [1:11:22] of late filed Amendment 3. Curb [1:11:23] cuts are one of the many [1:11:24] reasons, one of the actually [1:11:26] the maybe one of the most major [1:11:28] reasons that our pikes are so [1:11:30] deadly for pedestrians and [1:11:31] cyclists. [1:11:33] By eliminate by [1:11:36] keeping the limit [1:11:40] to those three locations. This [1:11:41] will ensure that that street [1:11:42] stays safe. I [1:11:43] m gonna read off [1:11:45] um the names of the 27 people [1:11:46] that were cyclists and [1:11:47] pedestrians that were killed [1:11:49] last year on Nashville streets. [1:11:54] James Burns, Mac Tyrone Cosby, [1:11:57] Jerry Crutcher. Dobbins, James [1:12:01] d. Galloway JR. Cariona Harding, [1:12:04] Larissa Houston, Robert l. [1:12:06] Jones, Nicholas Leonhart, [1:12:06] Lorenz [1:12:09] o Mendoza, Rustinneader, [1:12:14] Patricia Owens, Kira Phillips, [1:12:16] Robert Powell, Melina Sanderson, [1:12:19] Jose Salomena, Julie Savoy, [1:12:21] Blaise Schaffer, and Law Toon, [1:12:22] and 8 more unnamed pedestrians. [1:12:23] Please make this road a street [1:12:25] where no one dies. [1:12:27] Thank you. Uh, next is Joseph [1:12:29] Lee, also speaking on gender [1:12:31] item 56 East or East Bend [1:12:33] zoning, and then, uh, again, [1:12:34] lastly, Tacheri Marion. Go [1:12:36] ahead, MR. Lee. Hi, my name is [1:12:39] Joe Lee, and my address is [1:12:41] 1-800 Bland Food Drive, [1:12:41] Franklin, Tennessee. [1:12:42] I [1:12:44] ve come to you to speak [1:12:46] regard of the esa rezoning [1:12:48] bills. I [1:12:49] ve read all 28 [1:12:51] amendments and 4 layfo [1:12:53] amendments. And let me tell you, [1:12:54] none of these address, address [1:12:56] the issues that we face as [1:12:58] Williamson County residents, ok. [1:13:00] Davidson County has existed to [1:13:02] serve us, Williamson Knights. [1:13:04] Ever since our brave dei [1:13:06] General John Bellhood made the [1:13:08] first commute from Nashville to [1:13:10] to from Franklin to Nashville [1:13:12] in the winter of 1864. I [1:13:14] thought we had a good [1:13:16] understanding that uh you guys [1:13:17] provide all the jobs and [1:13:19] opportunities and we extract [1:13:22] them and pay our property tax [1:13:24] back home so they can make make [1:13:25] our school white. [1:13:25] I [1:13:26] m concerned about the [1:13:28] infrastructure of the espn. [1:13:29] They are way too many parks and [1:13:32] active spaces, ok? Uh, what we, [1:13:34] we have certain nights need is [1:13:37] a 100 lane wide superhighway, [1:13:39] and all the free parking as [1:13:41] wide as your eyes can see. So I [1:13:42] can park my g-wagon at the [1:13:44] gates of the stadium where you [1:13:45] are also paying for. What we [1:13:45] re [1:13:48] gonna do, lock. This is a once [1:13:50] in a generation opportunity. So [1:13:50] please don [1:13:52] t waste it on your [1:13:54] own residence and continue to [1:13:54] serve [1:13:57] as Williamson County kates [1:13:57] All I [1:13:58] m asking for you is to [1:14:00] just do what you did when you [1:14:03] remove your 9f bike lanes. It [1:14:03] s [1:14:04] a win-win situation. You just [1:14:06] have to listen to all the rich [1:14:09] property owners and you can you [1:14:12] can legally ignore all the 48% [1:14:14] of the renters in your own [1:14:15] county. Think about that. Thank [1:14:17] you. [1:14:20] Thank you. Next, uh, is [1:14:22] tatterie Marion, um, uh, MISS [1:14:25] Marian is speaking on, um, [1:14:27] regarding the small business [1:14:29] administration loans. Uh, go [1:14:31] ahead, ma [1:14:31] am. You [1:14:32] re recognized. [1:14:33] Good evening, Vice Mayor and [1:14:35] council members. My name is [1:14:37] Totori Marion and I serve as a [1:14:38] public affairs specialist with [1:14:40] the United States Small [1:14:43] Business Administration. My [1:14:44] role is to connect communities [1:14:46] like yours with critical [1:14:47] resources, especially during [1:14:48] times of [1:14:51] disaster and economic hardship. [1:14:51] Right now I [1:14:52] m here to to make [1:14:54] sure your residents, business [1:14:56] owners, and nonprofit [1:14:58] organizations are aware of our [1:15:01] low interest disaster loans [1:15:02] available through the sba. [1:15:06] These are federal loans [1:15:08] designed to help people recover [1:15:10] and rebuild after a declared [1:15:12] disaster, and when I say [1:15:15] recover, I mean everything from [1:15:17] repairing homes and replacing [1:15:18] personal property to helping [1:15:19] small business [1:15:22] es cover operating expenses and [1:15:23] get back on their feet. For [1:15:25] homeowners and renters, sba [1:15:27] loans can help repair and [1:15:29] replace damaged property things [1:15:31] like roofs, hvac systems, [1:15:33] furniture, and even vehicles [1:15:35] for small businesses and [1:15:39] nonprofits, we offer what is [1:15:42] called economic injury disaster [1:15:44] loans, these working capital [1:15:46] loans help cover everyday [1:15:48] expenses like payroll, rent, [1:15:50] and utilities when reve [1:15:51] n ue has been impacted. What [1:15:52] s [1:15:53] important to understand is that [1:15:56] these loans are long term low [1:15:58] interest and designed to be [1:16:00] affordable in many cases, they [1:16:02] offer more flexibility than [1:16:03] traditional lending options, [1:16:05] especially for those who MAY [1:16:06] not qualify. [1:16:10] The key or deadlines, the [1:16:13] deadline is JUNE 22nd. I [1:16:13] m [1:16:14] asking for your support in [1:16:16] helping us spread the word, [1:16:16] whether it [1:16:17] s sharing [1:16:18] information through the city [1:16:20] channels, allowing us a few [1:16:22] minutes at future agendas or [1:16:24] connecting us with local [1:16:26] organizations and stakeholders. [1:16:27] Your voice helps us reach more [1:16:29] people at the end of the day, [1:16:31] our goal is simple, to make [1:16:33] sure no one in your community [1:16:34] is left behind. Thank you. [1:16:36] Thank you, MS. Marion. [1:16:39] All right, uh, that concludes [1:16:48] our public comment period. [1:16:53] Next is agenda item I uh I won [1:16:55] a rule of procedure, um, this [1:16:58] is a proposed amendment, uh, to [1:17:02] rule of procedure 46, um, uh, [1:17:07] her, um, are procedure, um, um, [1:17:10] MR. Prep t, I, I can recognize [1:17:13] you, sir, but we do defer one [1:17:14] meeting by rule. Um, I would [1:17:16] invite members, you have an [1:17:18] explanation on your desk, um, [1:17:23] and, uh, you can, uh, look at [1:17:23] that. It [1:17:25] s regarding um a [1:17:27] council meetings, and when they [1:17:29] might be held or not be held, [1:17:30] um, per, uh, MR. Prepti [1:17:31] s, uh, [1:17:32] proposal. So by rule, um, this [1:17:33] is [1:17:34] deferred one meeting, um, to, [1:17:37] uh, the meeting of MAY 7th. All [1:18:26] right, um [1:18:31] the first resolution on public [1:18:35] hearing is agenda item one, [1:18:39] resolution 2026-1898 sponsors [1:18:40] Coupin and Bradford. This is a [1:18:42] resolution exempting Monell [1:18:42] s [1:18:44] dining and catering, locating, [1:18:47] located at 1235 6th Avenue [1:18:49] North, from the minimum [1:18:50] distance requirements for [1:18:52] obtaining a beer permit. [1:18:53] Councilmember Coupin, you are [1:18:55] recognized, sir. Thank you, [1:18:55] MADAM PRESIDENT. Open the [1:18:57] public hearing, please. Would [1:19:17] all members of the public here [1:19:18] in support of this resolution, [1:19:20] please raise your hand. [1:19:22] Thank you. Would all members of [1:19:23] the public here in opposition [1:19:25] to this resolution, please [1:19:28] raise your hand. [1:19:30] Seeing no one here in [1:19:31] opposition to the persons here [1:19:34] in support wish to speak? [1:19:35] You would like to, sir. Go [1:19:43] ahead, please come forward. [1:19:45] Good to see you all, Michael [1:19:46] King, owner of Monell [1:19:46] s. I just [1:19:48] wanted to, um, since the [1:19:51] closure of the manor, we had to [1:19:53] move our catering license that [1:19:55] we do off property and also [1:19:57] Octoberfest from we needed a, [1:19:58] uh address, so that was the [1:20:00] whole purpose. I am not a beer. [1:20:01] The only time I do beer and I [1:20:01] don [1:20:02] t even drink it is [1:20:03] Octoberfest. That [1:20:04] s enough for [1:20:04] me. We [1:20:05] re not turning it into [1:20:07] beer or selling beer. We just [1:20:09] needed the address so that we [1:20:13] can continue doing our events [1:20:14] off of catering with alcohol. [1:20:16] So I appreciate your time. [1:20:17] All right, thank you. Anyone [1:20:18] else seeking to be recognized? [1:20:20] Seeing none, I will declare the [1:20:21] public hearing closed and it [1:20:21] s [1:20:22] back to you, uh, MR. Coopin for [1:20:23] a motion. Thank you, MADAM [1:20:24] PRESIDENT. Move approval with a [1:20:25] brief comment, please, right? [1:20:26] Properly seconded. Go ahead, [1:20:27] sir. Thank you. Appreciate the [1:20:30] uh the support on this, um, the [1:20:30] Germantown Neighborhoods [1:20:32] Association is very supportive. [1:20:33] They sent a letter in. They [1:20:34] expressed their deep [1:20:36] appreciation for MR. King and [1:20:38] Monells. Um, I did want to [1:20:40] acknowledge there were 33 [1:20:41] neighbors that could not be [1:20:43] here tonight that had some [1:20:44] concerns and opposition that [1:20:44] they had raised [1:20:46] spoke to them earlier, wanted, [1:20:47] told them I would, uh, note [1:20:49] their concerns for the record, [1:20:50] um, but again, overwhelmingly [1:20:51] the neighborhood association [1:20:51] s [1:20:53] been incredibly supportive of [1:20:53] this. We [1:20:54] ve gotten a letter of [1:20:55] support. It was talked about [1:20:56] multiple neighborhood [1:20:57] association meetings, um, and [1:20:59] so, and again, as you heard MR. [1:20:59] King say, he [1:21:00] s not looking to [1:21:01] open any sort of beer [1:21:02] establishment, but rather keep [1:21:04] his catering license open, um, [1:21:05] so I asked my colleagues to [1:21:06] support this and appreciate it [1:21:07] very much. [1:21:09] All right, there is a motion to [1:21:12] approve a properly seconded. Is [1:21:13] there any discussion on this [1:21:14] resolution? [1:21:15] All right, seeing none, all in [1:21:20] favor, please say aye. Any [1:21:22] voting no or abstaining. All [1:21:23] right, uh, council has adopted [1:21:25] this resolution. Next is agenda [1:21:31] item 2, resolution 2026-1899 [1:21:32] sponsored tombs. This is a [1:21:35] resolution exempting 201 Lucy [1:21:36] Lane, from the minimum distance [1:21:38] requirements for obtaining a [1:21:40] short-term rental property, not [1:21:42] owner-occupied permit pursuant [1:21:44] to the Metro Code of Laws [1:21:47] Section 6.28.030b2d. [1:21:48] All right. Uh, Councilmember [1:21:49] Tombs, you are recognized. [1:21:50] Thank you, MADAM Vice Mayor [1:21:51] requests to open a public [1:21:52] hearing. Thank you, ma [1:21:52] am. I [1:21:54] m [1:21:55] gonna do that committee report [1:21:57] first. We MAY just wind up [1:21:58] flipping that back the next [1:21:59] time we do this, but if we [1:21:59] re [1:22:01] going to go ahead and do the [1:22:02] committee report, um, go ahead, [1:22:03] MS. Hill. Yeah, we recommend [1:22:05] approval, 5 in favor, 0 against, [1:22:07] 0, not voting. Ok, thank you [1:22:08] for that committee report. And [1:22:09] with that, now, MS. Timbs, I [1:22:11] will declare the public hearing [1:22:13] open, um, would all members of [1:22:14] the public here in support of [1:22:15] this, uh, [1:22:16] Ms. Tombs [1:22:17] s resolution, uh, [1:22:19] please raise your hand. [1:22:21] All right, would all members of [1:22:23] the public here in opposition [1:22:24] to this resolution, please [1:22:29] raise your hand. [1:22:30] Ok, see no one here in [1:22:33] opposition, um, I will, or, uh, [1:22:34] in support, I will declare the [1:22:36] public hearing closed and it [1:22:36] s [1:22:37] back to you, uh, for a motion [1:22:39] on your bill. Move for approval [1:22:40] with a brief comment. All right, [1:22:41] Is there a second? Go ahead, [1:22:41] ma [1:22:41] am. [1:22:42] Thank you, MADAM Vice Mayor. I [1:22:45] just want to say this is a row [1:22:48] of town homes that are across [1:22:49] from Haynes Middle School. [1:22:49] They [1:22:50] re on the opposite side of [1:22:53] the street, every single, uh, [1:22:55] town home except one is uh [1:22:58] outside of the, the 100 ft, so [1:22:58] I don [1:22:59] t normally do, uh, not on [1:23:00] an occupied short term rental, [1:23:04] so I just want to give that [1:23:04] explanation. It [1:23:05] s just one town [1:23:07] home, all the rest are, are [1:23:09] qualified, so I was fine with [1:23:10] this one. [1:23:11] All right, I appreciate the [1:23:13] explanation. There is a, uh, [1:23:15] motion, uh, to approve this [1:23:15] resolution. It [1:23:16] s properly [1:23:17] seconded. Is there any [1:23:19] discussion on this resolution? [1:23:21] Seeing none, all in favor, [1:23:24] please say aye. Any voting no? [1:23:25] Any abstentions? [1:23:27] Um, Ms Soira, you will be [1:23:29] recorded as an abstention, MR. [1:23:32] Clark. Um, all right, uh, [1:23:33] council has adopted this [1:23:37] resolution. [1:23:40] All right, uh, next [1:23:44] is agenda section k, um, our [1:23:46] consolidated consent agenda. [1:23:48] All resolutions in 2nd and 3rd [1:23:49] reading ordinances on this [1:23:50] agenda are included on the [1:23:52] consent agenda if recommended [1:23:54] for approval, unanimously by [1:23:55] all committees to which the [1:23:57] item was referred. Items on the [1:23:58] consent agenda will be voted on [1:24:00] at a single time. Number 10, [1:32:44] ok, um, uh [1:32:45] councilmember Hancock has [1:32:48] requested, uh, removal of [1:32:52] agenda item 10, which is a [1:32:57] resolution 2026, uh, 1907. Uh, [1:32:59] that will be, uh, removed from [1:33:02] consent. [1:33:04] Do any other members, uh, seek [1:33:06] to be recognized, uh, to remove [1:33:09] an item, uh, from the consent [1:33:11] agenda. [1:33:17] All right. Um, [1:33:20] seeing none, uh, MR. Clark are [1:33:22] all committee reports in for [1:33:24] the items, uh, on the consent [1:33:25] agenda. [1:33:26] Yes, all committee reports are [1:33:27] in. Thank you, MR. Clark. [1:33:28] Members, is there a motion for [1:33:31] approval of the consent agenda? [1:33:32] Ok? Um, uh, there [1:33:33] s a motion [1:33:35] properly seconded. All in favor, [1:33:36] please say aye. [1:33:39] Council has passed all items on [1:33:41] the consent agenda. [1:33:45] All right. Um, now we will, uh, [1:33:48] go back in agenda order uh for [1:33:52] those items, uh, that were not [1:33:55] on consent. Uh, first being, uh, [1:33:57] agenda section l for our [1:34:00] resolutions. [1:34:04] The first item among those that [1:34:07] was not on consent is agenda [1:34:15] item 10, resolution 2026-1907, [1:34:17] sponsors Tombs Huffman Coopin, [1:34:18] We, Alan Gad, Ewing Lee, [1:34:20] Porterfield Beau, Harrell, [1:34:21] Gamble, Ellis, Prep, Tira, [1:34:23] Taylor, and Stiles. This is a [1:34:27] resolution appropriating a [1:34:30] total of 375,000 from a certain [1:34:31] account of the community safety [1:34:33] fund for a grant to Gideon [1:34:33] s [1:34:34] army [1:34:35] grassroots Army for Children, [1:34:37] to implement a trauma informed [1:34:39] youth-led workforce and [1:34:41] leadership program for youth to [1:34:43] reduce and mitigate violence as [1:34:45] part of the community safety [1:34:48] initiative, sponsor Tombs, um, [1:34:50] MADAM Chair, you are recognized. [1:34:51] Thank you, MADAM Vice Mayor [1:34:52] Committee report, budget and [1:34:53] Finance voted to recommend [1:34:55] approval 9 in favor, 0 against, [1:34:57] 0, not voting. All right. And [1:35:00] for the report of the Public [1:35:01] Health and Safety Committee, [1:35:02] Vice Chair Prepte, your [1:35:03] re recognized. Thank you, [1:35:05] MADAM Vice Mayor. In committee, [1:35:06] we had a pretty robust [1:35:07] discussion on this particular [1:35:08] agenda item, um, some items [1:35:09] that I wanna share with full [1:35:12] body on our discussion is that [1:35:13] this grant is a fully [1:35:15] reimbursable grant, um, that [1:35:16] has specific deliverables that [1:35:16] Gideon [1:35:17] s army is required to [1:35:19] meet. Um, likewise, if those [1:35:21] deliverables are not met, there [1:35:24] is a clawback provision in, in, [1:35:25] uh, this particular grant that [1:35:27] would allow Metro to be able to, [1:35:29] to um cancel the grant and be [1:35:30] able to be reimbursed for that, [1:35:31] that fun [1:35:34] d disbursement. And with that [1:35:36] being said, after consideration [1:35:38] of rs 2026, 1907, the committee [1:35:40] voted nine in favor, 0 against [1:35:41] 0, not voting to approve. [1:35:42] All right, um, with both those [1:35:43] committee reports in, it [1:35:44] s back [1:35:45] to you, MS. Tombs, uh, for a [1:35:46] motion. [1:35:48] Move for approval. All right. [1:35:50] Um, there is a motion to [1:35:52] approve properly seconded and [1:35:52] we [1:35:53] re on to discussion. Uh, [1:35:55] first in the queue, uh, council [1:35:56] member Soira, do you seek to be [1:35:57] recognized for discussion on [1:35:58] this item? Go ahead, ma [1:35:59] am. [1:36:02] I think Vimeo, I, uh, thank you, [1:36:04] Council member Preti for [1:36:06] referencing the discussion in [1:36:08] Health and Safety in our uh [1:36:10] urge everyone to please go back [1:36:11] and watch it. Uh, but one of [1:36:12] the things that I wanted to [1:36:13] uplift also is that when you [1:36:15] look at the model of work that [1:36:16] Gideon Ami does, this violent [1:36:18] interruption program, the old [1:36:20] program premises or is based on [1:36:22] using people that have actual [1:36:23] experiences in the area. People [1:36:24] that have been shot, people [1:36:25] that are in gang, that [1:36:25] s how [1:36:27] the program works so that they [1:36:28] can relate to the kids so they [1:36:30] can offer them [1:36:31] something different and so when [1:36:32] we look at things like that, [1:36:33] yes, we are stories in the news [1:36:35] about one or two individuals [1:36:36] that did something. I do not [1:36:38] want us to penalize this [1:36:42] organization that is doing [1:36:44] great work because of those two [1:36:45] incidences or because they [1:36:45] re [1:36:46] using gang members. That [1:36:47] s how [1:36:47] it works. That [1:36:48] s what the kids [1:36:49] relate to. So I encourage [1:36:50] everyone to watch the [1:36:52] discussion in committee where [1:36:53] they actually stated a lot of [1:36:55] things that would be done else [1:36:56] department talks about the [1:36:58] oversight and the deliverables [1:36:59] and everything that goes with [1:37:00] it. And there was a robust [1:37:00] conversation [1:37:01] of the work that they [1:37:01] re doing [1:37:03] in the community. So I know we [1:37:04] see things in the news, but I [1:37:06] do not want that, uh, uh, to [1:37:08] affect out this organization is [1:37:09] viewed because they [1:37:09] ve been [1:37:10] doing this work for a long time [1:37:10] and they [1:37:11] ve been very [1:37:12] successful and with that ask [1:37:14] all of the approval. Thank you. [1:37:16] Thank you. Next for discussion [1:37:17] is Council member Gamble. [1:37:17] You [1:37:18] re recognized. [1:37:20] Thank you, Vice Mayor. I would [1:37:21] also like to rise in support of [1:37:23] this grant opportunity. Uh, we [1:37:25] have been discussing this for [1:37:27] several years now, even when I [1:37:28] was on the Public Safety [1:37:29] Committee. I [1:37:30] ve also attended [1:37:32] some of the events and programs [1:37:32] that Gideon [1:37:34] s army has held for [1:37:35] the uh students that [1:37:38] participate. I mean, these are [1:37:39] students that have experienced [1:37:42] a lot of trauma, um, not to [1:37:44] their own making, but just [1:37:45] because of the environment that [1:37:46] they [1:37:47] re in and the programs [1:37:50] that [1:37:51] uh Gideon [1:37:52] s army provides [1:37:54] provides a safe place for these [1:37:56] students to um understand [1:37:57] better some of the trauma that [1:37:57] they [1:37:59] re going to and to to [1:38:02] learn about ways to um to [1:38:05] prevent or, or to uh deal with [1:38:07] that trauma in a constructive [1:38:09] manner. So I really do support [1:38:11] this grant. I hope that uh many [1:38:14] of you will take uh Rashida up [1:38:15] on her offer when she sends out [1:38:17] the invitation to come and [1:38:18] really look at [1:38:19] and view some of the programs [1:38:20] that she does with these [1:38:24] students and uh this funding [1:38:25] will help continue that work [1:38:26] and expand that work. So I [1:38:27] encourage all of you to support [1:38:29] it. Thank you. Thank you. Next, [1:38:30] uh, for discussion is Council [1:38:32] member Tombs. Go ahead, Tombs, [1:38:33] um, thank you, MADAM Vice Mayor. [1:38:36] Obviously I stand in support of [1:38:37] the legislation. This is [1:38:38] something that I have [1:38:40] championed and have been [1:38:42] working on for years, um, I [1:38:43] don [1:38:44] t wanna repeat what others [1:38:46] have said, but I will add that [1:38:47] uh Gideon [1:38:47] s arm [1:38:49] y as an organization has jumped [1:38:50] through all of the [1:38:51] administrative hoops, their [1:38:54] finances have been audited, [1:38:54] they [1:38:55] ve submitted a boatload of [1:38:58] documentation, they [1:38:59] ve met all [1:39:00] the standards that the Metro [1:39:02] Health Department has for their [1:39:04] grantees, uh, Doctor An who is [1:39:06] oversees all of the uh [1:39:07] community violence and violence [1:39:09] intervention and interruption [1:39:10] programs at the health [1:39:11] department oversees because we [1:39:12] know that gun violence is a [1:39:14] public health crisis, so the [1:39:15] health department oversees all [1:39:16] of these programs and tracks [1:39:18] the data and all the metrics [1:39:18] and [1:39:19] keeps up with all the groups [1:39:21] and Doctor n is uh very much uh [1:39:24] an expert uh in this area and [1:39:25] would not be a part of it if it [1:39:27] was not legitimate, if it [1:39:27] wasn [1:39:28] t a good program. I [1:39:29] wouldn [1:39:30] t put my name on it if [1:39:30] it wasn [1:39:33] t a good program, uh, [1:39:34] so I encourage all my [1:39:35] colleagues to support it. [1:39:38] Thank you. Next is uh [1:39:38] Councilmember Coopin, you [1:39:39] re [1:39:39] recognized, sir. Thank you, [1:39:40] MADAM PRESIDENT. I [1:39:40] ll be brief. [1:39:42] Also rising in support and just [1:39:44] appreciate the the young man [1:39:44] s [1:39:45] comments earlier about um the [1:39:46] program and the impact and the [1:39:47] work it has I [1:39:48] ve seen firsthand [1:39:49] how important the Gideon [1:39:50] s army [1:39:52] work is, um, and so just really [1:39:53] supportive of this and urge my [1:39:54] colleagues to do the same. [1:39:56] Thank you, MR. Coopin. Uh, next, [1:39:56] Councilmember Bradford, you [1:39:57] re [1:39:59] recognized. [1:40:01] Oh, no, sir. Ok. Um, is anyone [1:40:03] else seeking to be recognized, [1:40:07] uh, for discussion on this [1:40:07] resolution. [1:40:09] All right, um, uh, Xing Nan, uh, [1:40:11] we will move to the vote. Um, [1:40:14] all in favor, please say aye. [1:40:16] Any voting no? [1:40:18] Ok. Hearing a no, with this [1:40:19] being a resolution that only [1:40:20] has one vote, um, we will have [1:40:23] to go on the boards, uh, MR. [1:40:25] Clerk, uh, please open the vote. [1:40:53] With all votes in, uh, MR. [1:40:54] Clerk, uh, please show the vote. [1:41:00] All right. Uh, this resolution, [1:41:02] uh, has been adopted, uh, with [1:41:05] 33 votes in favor, 1 vote no, [1:41:09] and 2 abstentions. [1:41:11] Right. Next [1:41:16] on our agenda [1:41:18] uh among our resolutions is [1:41:22] agenda item 28, resolution [1:41:27] 2026-1925 sponsors coupon, [1:41:28] Rutherford, Huffman, Johnston [1:41:29] Stiles. Um, it [1:42:30] s one of the [1:42:31] most dangerous jobs in the [1:42:32] country and especially [1:42:34] highlighted with our recent uh [1:42:35] experience with, with Ice Storm [1:42:38] Fern, um, they work in extreme [1:42:40] heights and temperatures near [1:42:42] lethal voltage, long hours, I [1:42:43] think back to when I got to [1:42:44] visit with some of the line [1:42:45] workers during the storm, and [1:42:47] they showed me a photograph of [1:42:48] a kind of wooded area and a [1:42:50] hill that they had to climb up [1:42:52] and can haul heavy gear and and [1:42:54] put power back on, and then [1:42:54] they shared with me that on [1:42:58] their way back down, they [1:42:58] re, [1:42:59] they [1:43:00] re access, her exit was [1:43:01] blocked because some trees had [1:43:02] fallen behind them and they had [1:43:03] to get that cleared out. So [1:43:04] these, these are really the [1:43:06] people doing phenomenal work to [1:43:07] keep our city going. Um, I [1:43:08] think it is every year is [1:43:09] fitting to recognize them, but [1:43:10] especially with what [1:43:10] s been [1:43:12] going on recently, um, I can [1:43:12] t [1:43:13] thank them enough for all the, [1:43:14] all the time away from their [1:43:16] family. Many of them lost power [1:43:17] like we did [1:43:17] um, but they were still out [1:43:20] there, um, long shifts, again, [1:43:22] cold weather, hard work, and so [1:43:23] um really appreciate that, um, [1:43:25] and so would like to also amend [1:43:27] my motion to include 12.3 um [1:43:32] for this bill. Thank you. Ok, [1:43:34] um, so there is a motion to [1:43:37] approve with Rule 12.3 applied [1:43:39] such that all members voting in [1:43:42] the affirmative will be listed [1:43:45] as co-sponsors. Um, ok, we are [1:43:47] on to discussion. Um, MS. Sira, [1:43:47] I saw that you [1:43:49] wanted, uh, to be recognized, [1:43:50] um, uh, go ahead, ma [1:43:51] am. [1:43:52] Uh, thank you, Vice Mayor. I [1:43:53] d [1:43:54] like to suspend the rules to [1:43:57] present the late file amendment. [1:44:02] Ok, uh, there is, um, a motion, [1:44:05] uh, to suspend the rules, um, [1:44:07] what, for what I see to be a [1:44:09] housekeeping amendment. Um, is [1:44:11] there any objection to [1:44:13] suspension of the rules so that [1:44:15] uh MS. Suarez, uh, late filed, [1:44:17] uh, housekeeping amendment can [1:44:18] be taken up. [1:44:22] Seeing, uh, well, MR. Um, uh, I [1:44:24] apologize. MR. Cash, chair, did [1:44:25] this come to your committee on [1:44:27] its late fiul nature? Yes, it [1:44:30] did, and we voted to support [1:44:31] the plate foul nature 6 in [1:44:32] favor of 0 against, 0, no [1:44:34] voting. All right, so again [1:44:36] with that report, I will ask if [1:44:37] there [1:44:40] s any objection. Seeing [1:44:42] none, the rules are suspended, [1:44:44] and we, um, uh, if you, uh, [1:44:46] uh, make a motion, we can take [1:44:47] this up now. All right, I [1:44:47] ll [1:44:48] move for approval. All right, [1:44:48] go ahead, ma [1:44:48] am. There [1:44:49] s a [1:44:49] motion to amend. It [1:44:50] s a motion [1:44:51] to amend. It [1:44:52] s a very short [1:44:53] housekeeping rules, but the [1:44:55] whole idea is that I would love [1:44:57] for it to say line workers [1:44:58] instead of linemen. This day [1:45:00] and age we have women walking [1:45:00] as well and so if we [1:45:01] re going [1:45:02] to recognize the troop, we want [1:45:03] to make sure we recognize all [1:45:05] of them in that rather than [1:45:06] using linemen, which is the [1:45:08] original word, uh, we wanna [1:45:08] make sure we recognize all the [1:45:11] people that are doing the job [1:45:14] and so this amendment just [1:45:14] change [1:45:16] linemen to line workers. All [1:45:16] right, um, you [1:45:17] ve heard an [1:45:20] explanation of the amendment, [1:45:22] um, uh, from sponsor Sira. Is [1:45:24] there any, uh, discussion on [1:45:25] this motion to amend? [1:45:26] Seeing none, all in favor of [1:45:29] the amendment, please say aye. [1:45:32] Any voting no? Any abstaining? [1:45:33] All right, um, do you want to [1:45:34] renew your motion, MR. Coupin? [1:45:36] Yes, please. Move as amended. [1:45:37] All right. Do I hear a second? [1:45:39] Thank you. Is there any [1:45:41] discussion on, uh, this [1:45:43] resolution as amended. [1:45:45] Seeing none, all in favor, [1:45:48] please say aye. Any voting no [1:45:49] or abstaining [1:45:50] All right, you have adopted, uh, [1:45:53] this resolution as amended, uh, [1:45:55] honoring, uh, our, uh, line [1:45:59] workers, uh, with Rule 12.3 [1:46:00] applied. [1:46:01] Ok [1:46:06] Next [1:46:10] our, uh, section m builds on [1:46:11] introduction and first reading. [1:46:13] By rule, all items on first [1:46:14] reading shall be voted on at [1:46:16] the same time unless requested [1:46:19] other buys by a primary sponsor [1:46:23] or by two other members. Do any [1:46:26] items need to be removed from [1:46:28] the collective vote, council [1:46:29] member Stiles, you [1:46:29] re [1:46:32] recognized. [1:46:38] Thank you, Vice Mayor of 1360 [1:46:40] have to move a substitute [1:46:41] because of the planning numbers, [1:46:41] no, we [1:46:42] re just removing them [1:46:44] from first reading consent vote, [1:46:46] uh, agenda item 34 MISS Stiles [1:46:47] committee reports that, no, [1:46:48] we [1:46:49] re just removing them from [1:46:51] the first consent vote. Is it [1:46:53] your wish to remove agenda item [1:46:57] 34, ok? Um, MS. Benedict, [1:46:58] you [1:46:58] re recognized. Thank you, [1:47:03] MADAM Vice Mayor. Number 35, [1:47:07] 1361 agenda item 35 [1:47:08] um, by MS. Ok. Uh, [1:47:25] is there a motion for approval [1:47:27] of all the items remaining on [1:47:32] first consideration, ok? [1:47:33] Properly seconded without [1:47:34] objection. [1:47:36] You have approved all items, uh, [1:47:37] remaining on first reading. Now, [1:47:38] we [1:47:39] ll go back to the items that [1:47:41] were pulled from first in order. [1:47:43] Uh, now, uh, MS. Stiles, agenda [1:47:49] item 34, ordinance bl 2026-1360, [1:47:50] uh, is an ordinance amending [1:47:53] chapter 3 or 17.28% of the [1:47:56] Metro code of laws to amend [1:47:57] regulations on underground [1:47:59] utilities, uh, nostalgia [1:48:00] recognized. [1:48:05] Ok, thank you. Um, so there [1:48:05] s [1:48:06] the, the current bill is [1:48:07] missing the planning numbers, [1:48:09] so there is a substitute that i [1:48:10] would like to move and then if [1:48:11] you would please make a motion [1:48:12] first to approve to get the [1:48:13] bill before us. I [1:48:14] d like to [1:48:15] move for approval. Ok, now you [1:48:16] can make your motion to [1:48:17] substitute. Yes, I [1:48:18] d like to [1:48:20] move the uh substitute, please. [1:48:22] Ok, um, and I think I heard you, [1:48:24] uh, saying that that was a [1:48:25] housekeeping, like enumeration [1:48:27] issue there, ok? Anything else [1:48:28] you wish to say? Nope, that [1:48:28] s [1:48:29] it. All righty. [1:48:32] Um, is there any discussion on, [1:48:34] uh, the motion to substitute. [1:48:43] All right, if you would please [1:48:45] renew your motion to approve on [1:48:46] first reading is substituted. [1:48:48] Yes, I would like to move this [1:48:50] bill as substitute, please. Ok, [1:48:51] and it [1:48:52] s properly seconded. Is [1:48:53] there any discussion on that? [1:48:54] Um, approval on first as [1:48:56] substituted. Seeing none, all [1:48:57] in favor, please say aye. Any [1:48:59] voting no or abstaining. Ok, [1:49:01] this has passed, uh, it [1:49:01] s first [1:49:03] of 3 readings. I [1:49:03] m glad to have [1:49:05] my voice back, ok [1:49:06] Yes, still a little raspy [1:49:07] though. Ok, it [1:49:08] s pretty good if [1:49:09] I have to raise my voice. I, [1:49:09] I [1:49:14] ll take your word for it. Thank you, Vice Mayor. [1:49:42] Move the substitute. All right. [1:49:44] Would you like to describe the [1:49:47] substitute? Absolutely. So the [1:49:49] substitute as the proposal [1:49:50] number from planning because [1:49:51] that was not on the original [1:49:52] bill. All right, so this is [1:49:54] housekeeping, adding a proposal [1:49:56] number, um, uh, is there any [1:49:57] further discussion on the [1:49:58] motion to substitute. [1:49:59] Seeing none all in favor, [1:50:01] please say aye. Any voting no [1:50:02] or abstaining. All right, the [1:50:03] substitute is on. I [1:50:04] d like to [1:50:05] move as substituted, please. [1:50:07] All right, is there a second? [1:50:08] All right. Is there any [1:50:10] discussion? [1:50:50] This is an ordinance to amend [1:50:51] Title 6 of the Metro Code of [1:50:56] Laws regarding the disclosure [1:50:58] of personalized algorithmic and [1:51:00] dynamic pricing, uh, sponsor [1:51:02] Cortez, you are recognized, sir. I reached out [1:51:47] to ag Scarmetti [1:51:48] s office at the [1:51:50] state and, um, we believe that [1:51:52] MAY be a path for enforcement. [1:51:52] So they [1:51:53] re reviewing that [1:51:55] request now, and we believe by [1:51:56] the 2nd meeting in JULY we will [1:51:57] have an answer if that is [1:51:59] something that they can enforce [1:51:59] for us or not. So we [1:52:00] ll have [1:52:03] more information then. All [1:52:05] right, there is a motion to [1:52:08] defer to the 2nd meeting in [1:52:09] JULY. And then finally, we [2:01:21] recommended approval of the [2:01:23] bill overall as amended by the [2:01:24] amendments with a favorable [2:01:26] recommendation, 10 in favor, 0 [2:01:27] against, 0 not voting. All [2:01:29] right, thank you for that very [2:01:32] extensive, uh, and clear [2:01:35] committee report. Um, now it is [2:01:37] uh, back to you, uh, MR. Coupin, [2:01:40] uh, for a motion to get the [2:01:44] bill before us, uh, without [2:01:46] objection, colleagues, just so [2:01:48] we can move efficiently. Um, [2:01:49] Council member Coupin, the [2:01:50] primary sponsor, has quite a [2:01:52] few uh amendments. As you know, [2:01:54] amendments are offered in, in [2:01:56] your discussion time. I would [2:01:57] like for us to be able to [2:01:59] proceed through all of MR. [2:01:59] Coupin [2:02:01] s amendments, that MAY [2:02:02] mean, um, that he would have [2:02:04] more than 3 minutes, um, so [2:02:04] that we can [2:02:05] proceed through all of those, [2:02:09] um, you know, we can defer and [2:02:11] give time to other folks and [2:02:12] that can take some extra time, [2:02:13] um, so if there [2:02:14] s no objection, [2:02:14] um, we [2:02:18] ll just uh proceed in [2:02:19] that manner. We might then [2:02:21] subsequently MR. Capp proceed [2:02:22] in a similar manner when you [2:02:23] are recognized to offer your [2:02:24] amendments because those are [2:02:26] fairly extensive as as well, [2:02:27] you might also likewise need [2:02:29] more than 3 minutes, ok? [2:02:30] Everyone clear, no objection. [2:02:33] Ok, MR. Coopin, uh, go ahead, [2:02:34] sir. MADAM PRESIDENT, move [2:02:34] approval with a comment [2:02:35] please. All right, there [2:02:35] s a [2:02:37] motion to approve and it [2:02:37] s [2:02:38] properly seconded. Go ahead, [2:02:39] sir. Thank you. Well, this is [2:02:40] the moment we [2:02:40] ve all been [2:02:41] waiting for, as you said, and I [2:02:43] left, I left yesterday [2:02:43] s [2:02:44] planning and zoning committee [2:02:45] with a big smile. I think it [2:02:46] was really, really just [2:02:47] exciting to meet as a Nashville [2:02:48] and as someone who loves the [2:02:52] city, um, to see, you know, [2:02:54] months and months and years and [2:02:55] generations of work coming [2:02:56] together to see council members [2:02:57] with differing viewpoints and [2:02:59] differing amendments kind of [2:03:00] landing on similar pages and [2:03:02] working together to make this a [2:03:02] project that [2:03:03] s not just for one [2:03:04] district but for the whole city, [2:03:05] um, so it was really [2:03:06] cool to see and I hope we, we [2:03:08] continue that this evening. Um, [2:03:08] we [2:03:09] ve heard about, um, [2:03:10] congestion, the need for [2:03:13] housing, um, family orientation, [2:03:14] green space, multimodal, and so [2:03:15] much more, and I think these [2:03:16] are covered in these amendments [2:03:17] as as we [2:03:18] ve talked about many [2:03:19] times before. It [2:03:19] s a [2:03:20] foreign-based zoning, it [2:03:20] s not [2:03:23] an sp and so it will live and [2:03:26] breathe and be changed over the [2:03:29] years. This is a multi-decades, [2:03:31] um, process and and sight, um, [2:03:32] but just a huge thank you to [2:03:33] everyone who worked on it, [2:03:35] especially, um, Lisa and Lucy [2:03:36] and Brett and Ma [2:03:37] t t and Eric and everyone on [2:03:38] the planning department who [2:03:39] worked nights and weekends and [2:03:40] mornings and hours I didn [2:03:41] t [2:03:42] know existed um on this project [2:03:44] so huge thanks to them and just [2:03:45] everyone who worked on this, [2:03:46] this is a generational once in [2:03:48] a lifetime opportunity, and I [2:03:48] think we [2:03:49] re really delivering [2:03:50] uh for our community. [2:03:53] Um, so skipping Amendment One, [2:03:54] I would like to then move [2:03:56] Amendment 2, please. Is there a [2:04:00] second? Ok, go ahead, sir. [2:04:00] There [2:04:01] s a motion to amend with [2:04:03] Amendment 2, which, uh, [2:04:04] precludes beer and cigarette [2:04:06] market uses. Anything [2:04:07] additionally you wish to say [2:04:09] just that this was part of the [2:04:10] feedback that we received from [2:04:11] a lot of emails and um this [2:04:13] would prohibit that use. Ok, is [2:04:14] there any discussion on this [2:04:15] amendment? [2:04:16] Seeing none, all in favor, [2:04:19] please say aye. Any voting no [2:04:22] or abstaining. Ok? Um, uh, this [2:04:23] amendment, uh, can be added to [2:04:25] the bill. MR. Coopin, as we [2:04:26] move through these, I [2:04:26] m just [2:04:28] gonna go back to you basically [2:04:31] for a nod to renew your motion [2:04:35] as amended, I will state it. [2:04:36] You can just nod. I will [2:04:37] acknowledge that so we can just [2:04:39] kind of proceed through. Uh, so [2:04:42] MR. Coupin, uh, do you wish to, [2:04:43] uh, renew your motion to [2:04:46] approve, uh, as amended with [2:04:47] Amendment 2. Ok. [2:04:48] All right, we, on we go. Thank [2:04:49] you. Uh, move approval of [2:04:51] Amendment 3, please. Sir second? [2:04:53] Ok. Um, this, uh, adds some, uh, [2:04:55] recitals, pretty simple. [2:04:55] Anything else you want to say, [2:04:57] sir? Just that this addresses a [2:04:59] couple of things. It talks [2:05:01] about a connect um East Bank [2:05:02] action plans, MotorConnect [2:05:04] Downtown Action plan to address [2:05:07] the congestion concerns, um, [2:05:08] talks about the voluntary [2:05:09] attainable housing program [2:05:11] being expanded over here, um, [2:05:13] Green Space, riverfront access, [2:05:14] all important things that we [2:05:14] ve [2:05:15] heard from our constituents. [2:05:16] All right, um, uh, you [2:05:16] ve heard [2:05:17] an explanation [2:05:18] of the amendment. Uh, is there [2:05:19] any discussion to amend with [2:05:21] Amendment 3. Sign9 all in favor, [2:05:22] please say aye. [2:05:24] Any voting no or abstaining. Uh, [2:05:27] MR. Coopin, uh, uh, we [2:05:27] re gonna [2:05:30] renew that motion to approve, [2:05:31] um, as amended with amendments [2:05:33] 2 and 3. Is that correct? He [2:05:33] s [2:05:35] nodding his head yes. Continue, [2:05:36] sir. Thank you. I [2:05:36] d like to [2:05:38] move Amendment 4. Ok. Um, is [2:05:42] there a second? [2:05:44] Ok, um, this is regarding a [2:05:45] stepbacks. Is that correct, sir? [2:05:46] Anything else you want to say [2:05:47] about that? Yes, so I wanted to [2:05:48] toss this over to the planning [2:05:49] table, um, we [2:05:50] ve had some great [2:05:51] discussions since planning [2:05:52] committee yesterday, um, some [2:05:55] concerns were raised about [2:05:57] unintended consequences of what [2:05:58] the step Xs are and how it [2:05:58] s [2:05:59] already baked in in other ways [2:06:00] in the legislation, so would [2:06:01] love planning to uh to explain [2:06:02] that if you could. All right, [2:06:03] um, uh, MS. Milligan for the [2:06:04] planning department. You [2:06:05] re [2:06:06] recognized regarding MR. [2:06:06] Coopin [2:06:08] s Amendment 4, related [2:06:09] to stepbacks. Go ahead. [2:06:12] Sure. So as the planning [2:06:16] department staff was riding the, [2:06:19] um, text that creates the [2:06:20] subdistrict. We did consider [2:06:22] adding requirements for [2:06:24] building stepbacks, which at a [2:06:25] certain level, which what the, [2:06:27] what that means is that it [2:06:29] pushes the building back away [2:06:31] from either the street or open [2:06:32] space or however you MAY define [2:06:34] it. Um, we did think about that [2:06:35] and consider it, but we [2:06:36] actually decided to go with [2:06:39] different ways to think about [2:06:40] light and air. And that [2:06:40] s the [2:06:41] reason that you would want to [2:06:42] step back is to create the [2:06:44] ability for light and air to [2:06:45] get to the street level. So [2:06:51] what we did instead was we um [2:06:53] created a uh scheme that [2:06:55] includes uh maximum floor [2:06:58] plates, um, maximum, um, tower [2:07:01] length, uh, tower separation [2:07:03] and so all of those things and [2:07:05] concert together create that [2:07:07] opportunity for light and air, [2:07:09] um, that just sometimes is not [2:07:11] achieved as well as [2:07:13] um, or as is achieved better [2:07:15] than stepbacks would create it. [2:07:16] Thank you. Just one quick [2:07:18] follow-up question. Um, if the, [2:07:20] if this came to the downtown [2:07:22] drc or potentially the East [2:07:24] Bank drc, which I [2:07:24] m very [2:07:25] excited about and look forward [2:07:26] to talking about our next [2:07:28] meeting with that, um, with [2:07:29] that group have the ability to [2:07:31] impose stepbacks for things to [2:07:32] adjust the the light and air [2:07:33] flow. [2:07:36] Yes, certainly, and, and we, um, [2:07:39] having a standard that doesn [2:07:39] t [2:07:40] require a step back, doesn [2:07:41] t [2:07:41] mean that there couldn [2:07:42] t be a [2:07:43] step back if an architect is [2:07:45] creating a building and they [2:07:46] find that having a step back on [2:07:48] a part of a building creates a [2:07:50] better design, more interesting [2:07:51] architecture they could [2:07:52] certainly have one, but this [2:07:52] just wouldn [2:07:54] t require it as a [2:07:55] minimum standard. All right, [2:07:58] thank you. So I [2:07:58] m gonna, I [2:07:58] m [2:08:00] gonna, um, because of that and [2:08:00] again conversations I [2:08:01] ve had, I [2:08:01] think it [2:08:02] s important that we [2:08:03] have buildings that breathe and [2:08:04] have porosity and have air to [2:08:05] them, and we don [2:08:05] t have big [2:08:06] blocky walls, but I think from [2:08:08] what I understand this is [2:08:08] already kind of [2:08:09] incorporated, so I [2:08:09] m gonna [2:08:10] withdraw the motion on [2:08:12] Amendment 4. All right. Um, ok, [2:08:14] um, we continue with discussion. [2:08:15] You still have the floor, MR. [2:08:17] Coopin. Um, what is presently [2:08:19] before us is a motion to [2:08:22] approve, um, with, as amended, [2:08:24] with amendments 2 and 3 so far. [2:08:25] Go ahead, sir. Thank you. Move [2:08:28] Amendment 5. Is there a second? [2:08:29] Ok, go ahead, sir. Um, thank [2:08:33] you to not, not much to discuss [2:08:35] here, just, um, any sort of [2:08:37] digital exterior lighting, [2:08:38] large displays, things like [2:08:39] that, um, can [2:08:40] be concerning for neighborhoods, [2:08:42] um, and so this was something [2:08:43] that I wanted to make sure it [2:08:44] was not a permitted use, um, [2:08:46] and so if, if it were to ever [2:08:47] be requested as a permitted use, [2:08:48] um, it would have to come [2:08:50] before council for approval. Um, [2:08:52] alrighty, uh, you have heard an [2:08:55] explanation of, uh, Amendment 5, [2:08:58] the motion to amend, uh, was [2:08:59] properly seconded. Is there any [2:09:00] discussion on the motion to [2:09:01] amend with MR. Coopin [2:09:02] s [2:09:03] Amendment 5. [2:09:06] Singing none, all in favor, [2:09:08] please say aye. Any voting no [2:09:09] or abstaining. [2:09:11] Ok. Uh, MR. Coopin, uh, do you [2:09:13] wish to renew your motion to [2:09:14] approve as amended with [2:09:16] amendments 23, and 5. He is [2:09:17] nodding his head yes. Ok, you [2:09:19] still have the floor for, sir. [2:09:20] Go ahead. Thank you. Move [2:09:22] Amendment 6. All right, [2:09:26] properly moved and seconded, um, [2:09:29] Amendment 6 regarding reporting [2:09:30] related to the mcsp in the [2:09:32] public realm. Go ahead, sir. [2:09:33] Thank you. So this is something [2:09:35] that requests um planning to [2:09:39] bring a report on the mcsp and [2:09:40] public realm [2:09:42] which are big considerations, [2:09:44] um, by JULY 31st for an initial [2:09:45] draft and at the end of the [2:09:46] year, um, I know that [2:09:46] s been a [2:09:47] big consideration. Timeline [2:09:48] s a [2:09:49] big consideration. I, I wanna [2:09:51] keep this on, um, but I also [2:09:51] wanna be clear that I [2:09:52] ve spoken [2:09:53] to planning extensively. They [2:09:55] have committed to working very [2:09:56] hard on this in the coming [2:09:58] months and and it MAY warrant [2:09:59] extensions over time. We don [2:09:59] t [2:10:00] want to rush this. We want to [2:10:01] make sure there [2:10:01] s public [2:10:03] engagement and adequate, um, [2:10:04] adequate time to get it right, [2:10:06] so I wanna put this on, um, [2:10:07] currently, but also wanna make [2:10:08] sure on the record that [2:10:09] this is something that if it [2:10:10] needs more time to, to breathe [2:10:11] or to work that that we [2:10:12] re [2:10:12] supportive of that again, it [2:10:15] s [2:10:15] more important to get it right [2:10:16] than to get it fast. So, um, [2:10:17] would urge my colleagues to [2:10:18] support that. All right, [2:10:18] there [2:10:20] s a motion to amend, uh, [2:10:21] with Amendment 6 by, um, [2:10:22] sponsor Coupin. You [2:10:23] ve heard an [2:10:24] explanation of that amendment. [2:10:25] The motion was properly [2:10:27] seconded. Is there any [2:10:28] discussion on the motion to [2:10:29] amend with Amendment 6. [2:10:31] Seeing none, all in favor, [2:10:33] please say aye. Any voting no [2:10:35] or abstaining. All right, MR. [2:10:37] Coupin, where we are is a [2:10:39] motion to approve as amended [2:10:44] with amendments 235, and 6. Are [2:10:46] you renewing that motion? He is [2:10:50] nodding and he said, yes, ok, [2:10:50] um, you still have the floor, [2:10:52] sir. Go ahead. Thank you. Move [2:10:54] Amendment 10. All right, is [2:10:56] there a second? Um [2:10:58] pardon? [2:10:58] Ok, I [2:11:00] m getting a look from [2:11:03] special counsel. Am I? Are we [2:11:04] at special counsel? Do you need [2:11:06] to be recognized? [2:11:09] Yeah, go ahead, sir [2:11:12] Uh, COUNCILMAN, for this motion [2:11:14] deals with uh renaming the [2:11:16] entire document. Thank you for [2:11:16] that. So I [2:11:17] m gonna, sorry, I, I [2:11:19] saw actually hold on to that [2:11:23] one for now, um, Vice, uh, [2:11:24] MADAM PRESIDENT, do you want me [2:11:25] to then if I, if I [2:11:26] m moving [2:11:27] away from mine, this one would [2:11:28] have to come at the end based [2:11:29] on the nature of, of how it [2:11:29] s [2:11:30] structured. Um, do you want me [2:11:32] to continue moving other [2:11:33] amendments, or should I defer [2:11:34] that then to the council [2:11:35] members that sponsored them. Um, [2:11:38] you have, um, the floor, sir, [2:11:39] and so I don [2:11:39] t know [2:11:40] what, uh, conversations you [2:11:40] ve [2:11:44] had with other, um, members. Um, [2:11:46] I would suggest, um, that we [2:11:48] are on discussion now at this [2:11:50] juncture for a motion to [2:11:51] approve as amended with [2:11:57] amendments 235, and 6. Other [2:11:59] members, uh, MAY enter the [2:12:02] queue at this juncture, um, and, [2:12:04] uh, we can proceed in that [2:12:05] regard, unless you very [2:12:06] specifically want to make one [2:12:08] of them yourself as the primary [2:12:10] sponsor. Ok, um, so with that, [2:12:12] uh, next in the queue is [2:12:14] council member cap, uh, [2:12:15] councilmember Cap, you are [2:12:16] recognized. [2:12:18] Thank you, Vice Mayor. I have a, [2:12:21] a series to move, um, uh, uh, [2:12:23] MAY we use that same procedure. [2:12:24] Indeed we MAY. Go ahead, sir. [2:12:27] Thank you. I move Amendment 20. [2:12:27] Ok, there [2:12:31] s a motion to amend [2:12:33] with Amendment 20, uh, go ahead, [2:12:34] sir. Thank you, Vice Mayor. [2:12:36] This is an important one, we, [2:12:37] it [2:12:38] s urgently important that [2:12:39] when we build the East Bank we [2:12:41] build it as a neighborhood and [2:12:43] the, the bill as of a couple of [2:12:45] weeks ago allowed almost [2:12:47] unlimited hotel uses. This is a [2:12:49] limitation on hotel uses, um, [2:12:51] hotels can certainly be part of [2:12:53] thriving neighborhoods, but I [2:12:53] m [2:12:54] not aware of any neighborhoods [2:12:56] that are mostly hotels, and so [2:12:58] this is um [2:12:59] an important amendment to make [2:12:59] sure we [2:13:00] re building a [2:13:01] neighborhood for Nashvilleians [2:13:06] in this area. I understand, um, [2:13:07] it was, uh, deemed friendly [2:13:09] last night and so with that I [2:13:11] urge your support and thank you. [2:13:11] All right, there [2:13:12] s a motion to [2:13:14] amend, uh, with councilmember [2:13:16] Caps Amendment 20. Um, you [2:13:16] ve [2:13:17] heard an explanation. It was [2:13:20] properly seconded. Is there any [2:13:22] discussion on Amendment 20. [2:13:24] Ok, I see some folks in the [2:13:26] queue if there is discussion on [2:13:28] Amendment 20 in particular and [2:13:29] specifically. Would you raise [2:13:31] your hand, please? Ok, um, Ms. [2:13:33] Hancock, you are recognized [2:13:35] regarding the motion to amend [2:13:39] with Amendment 20. Thank you. I [2:13:40] just rise in support of this [2:13:42] amendment. I think that [2:13:43] allowing up to 12 different [2:13:45] uses is plenty in this area, [2:13:46] and I think it [2:13:47] s very generous. [2:13:49] Thank you. Ok, um, MR. Coupin, [2:13:51] go ahead, sir. Thank you, MADAM [2:13:52] PRESIDENT. I appreciate my [2:13:53] colleague bringing this very [2:13:54] supportive of this amendment, [2:13:54] took some work [2:13:55] to get there and really [2:13:56] appreciate everyone that worked [2:13:57] on it and uh very supportive. [2:13:58] All right, is there anyone else [2:13:59] seeking to be recognized [2:14:02] specifically on Amendment 20? [2:14:04] Ok, seeing none, uh, all in [2:14:07] favor, please say aye. Any [2:14:09] voting no or abstaining. Ok. Um, [2:14:15] Amendment, uh, 20 has passed. [2:14:16] MR. Coopin, um, is it your [2:14:18] intent to renew your motion to [2:14:19] approve as amended with [2:14:22] amendments 2356, and 20. He is [2:14:24] shaking his head yes, on we go, [2:14:25] MISTER Cap, go ahead. Oh, sorry, [2:14:26] sir, go ahead. Thank you, Vice [2:14:29] Mayor. Move Amendment 22. Ok, [2:14:30] Properly moved in 2 to go ahead. [2:14:31] Thank you, Vice Mayor. This has [2:14:32] been subject to [2:14:33] a lot of discussion in [2:14:33] committee. We [2:14:34] ve had several [2:14:35] committee meetings about this. [2:14:37] This relates to surface parking, [2:14:39] um, in the original proposal, [2:14:40] surface parking would have been [2:14:42] allowed by right in the whole [2:14:44] subdistrict, um [2:14:47] we have got to build the East [2:14:49] Bank in a way that is uh not [2:14:50] car centric. We, um, we [2:14:51] ll be [2:14:53] making a once in a century [2:14:53] mistake. [2:14:55] If we induce a century [2:14:56] s worth [2:14:58] of car traffic into this area [2:15:00] to come through East Nashville. [2:15:01] We all know that we can do [2:15:03] better to build it for walking, [2:15:04] active transportation, and [2:15:06] transit. This is an important [2:15:08] step in that direction. It [2:15:11] allows surface parking as a [2:15:13] temporary permitted use for 5 [2:15:15] years, those permits lasting [2:15:17] for one year and renewable for [2:15:21] that time and it limits 20% of [2:15:24] the site um limits that use to [2:15:26] uh overall 20% of the site [2:15:28] to help us get to the place [2:15:28] where uh we [2:15:29] ve built out our [2:15:31] infrastructure and so I um ask [2:15:33] your support and, and thank you [2:15:34] uh for that. All right, um, [2:15:36] there is a motion to amend, uh, [2:15:36] with MR. Capp [2:15:38] s Amendment 22. [2:15:38] You [2:15:39] ve heard an explanation. It [2:15:41] was properly seconded. Is there [2:15:43] anyone seeking to be recognized [2:15:46] specifically on Amendment 22, [2:15:47] um, uh, councilmember Dreel, uh, [2:15:48] you are recognized, sir. Uh, [2:15:50] yeah, thanks, Sher. Do we have [2:15:52] an idea of how many total [2:15:56] parking spots the [2:15:57] entire development will [2:15:59] encompass. Um, do you want to [2:16:00] address that to MR. Capp? Yes, [2:16:01] ok, go ahead, sir. Sure, I [2:16:03] think the traffic engineer [2:16:06] estimate about 100 or 120 [2:16:08] parking spots per acre of [2:16:10] surface parking, and so this is [2:16:12] a 47 acre site, roughly 20% of [2:16:15] it gets you to about 1000 cars. [2:16:15] All right, MR. Drrefel, does [2:16:16] that answer your question? [2:16:17] Thanks very much. Yes, ok, um, [2:16:19] MR. Coopin on Amendment 22, [2:16:20] thank you, MADAM PRESIDENT. I [2:16:21] just want to say I [2:16:21] m very [2:16:21] supportive of this and [2:16:23] appreciate it being brought. Ok. [2:16:25] Anyone else seeking to be [2:16:26] recognized specifically on [2:16:29] Amendment 22. [2:16:30] Seeing none, all in favor, [2:16:32] please say aye. Any voting no, [2:16:34] any abstaining. All right, uh, [2:16:35] MR. Coopin, is it your intent [2:16:37] to renew your motion to approve [2:16:41] as amended with amendments 2356, [2:16:43] 20, and 22, shaking his head [2:16:46] yes, um, on we go. Next, uh, MR. [2:16:47] Cap, you still have the floor, [2:16:48] sir. Go ahead. Thank you, Vice [2:16:51] Mayor. I move Amendment number [2:16:53] 23 Properly moved and seconded, [2:16:55] um, an explanation, please. [2:16:56] Thank you, Vice Mayor. This [2:16:57] requires um a multimodal trans [2:16:59] port ation analysis to be done [2:17:01] by ido by the end of the next [2:17:04] fiscal year. So, you know, JUNE [2:17:07] 2027, end of JUNE, um, for the [2:17:08] entire site, this is something [2:17:10] that we, um, this sort of a new [2:17:11] policy departure for us at [2:17:12] Metro, but it [2:17:13] s related to our [2:17:15] goals of building this um, you [2:17:17] know, 4 people, um, a [2:17:18] neighborhood that [2:17:18] s active and [2:17:20] walkable and so this directs [2:17:21] Indo to do those studies with [2:17:23] that in mind and it also [2:17:24] requires those to be renewed [2:17:25] every 5 years so that we can [2:17:27] keep our data up to date and [2:17:28] keep our [2:17:30] analysis rigorous as we are, [2:17:31] you know, sort of building out [2:17:33] this site over years and [2:17:33] decades, uh, so I [2:17:34] m excited, uh, [2:17:38] for the potential here and ask [2:17:38] your support. [2:17:39] All right, um, you have heard [2:17:42] an explanation of Amendment 23 [2:17:43] by MR. Capp, um, his, uh, [2:17:45] motion to amend was properly [2:17:47] seconded. Is there anyone [2:17:48] seeking to be recognized for [2:17:49] discussion on the motion to [2:17:50] amend, uh, MR. Coopin, you [2:17:50] re [2:17:51] recognized. Thank you, MADAM [2:17:52] PRESIDENT. Friendly amendment. [2:17:54] Ok, thank you for sharing that. [2:17:56] Anyone else that can be [2:17:58] recognized on Amendment 23. [2:17:59] Seeing none, all in favor, [2:18:01] please say aye. Any voting no, [2:18:04] any abstaining. All right, um, [2:18:07] that Amendment 23 has passed. [2:18:07] Uh, MR. [2:18:11] Coin, um, uh, do you wish to [2:18:13] renew your motion to, uh, [2:18:14] approve as amended with [2:18:18] amendments 2356, 2022, and 23. [2:18:21] He does, um, uh, on we go, MR. [2:18:22] Capp, you still have the floor. [2:18:23] Thank you, Vice Mayor. Move [2:18:25] Amendment 24. [2:18:26] Properly moved and seconded, [2:18:28] would anything you want to [2:18:30] explain about Amendment 24. Yes, [2:18:32] Vice Mayor, thank you. Um, [2:18:32] there [2:18:34] s a, a sort of a, a [2:18:35] building on this site that [2:18:35] s [2:18:37] entitled to a bonus height, um, [2:18:39] if it achieves an exceptional [2:18:41] design, the definition of that [2:18:45] um was not particularly [2:18:47] exceptional in my view. And so [2:18:47] I think if we [2:18:48] re doing this we [2:18:51] should be requiring genuinely [2:18:54] uplifting, um, civically [2:18:56] meaningful architecture, um, to [2:18:58] be reviewed by whatever design [2:18:58] review committee [2:18:59] is in place. I hope it [2:19:00] s the [2:19:01] East Side Design Review [2:19:02] Committee as uh brought forth [2:19:04] by my colleague to the North, [2:19:05] um, but this just makes that [2:19:06] definition uh more stringent [2:19:09] and robust, and so I asked your [2:19:10] support and thank you. All [2:19:11] right, um, there is a motion to [2:19:13] amend, uh, with Amendment 24 by [2:19:14] MR. Cap, you [2:19:14] ve heard an [2:19:16] explanation of that amendment. [2:19:17] Um, we [2:19:17] re on to discussion of [2:19:20] the motion to amend, um, is [2:19:23] anyone seeking to be recognized [2:19:24] for purposes of discussion on [2:19:26] this amendment aside from the [2:19:27] primary sponsor who I believe [2:19:28] is going to express [2:19:29] it is a friendly amendment. Go [2:19:29] ahead, sir. Could you use I [2:19:30] could use a hand signal for [2:19:31] friendly amendment as well, but [2:19:32] yes, friendly amendment you can [2:19:33] just, I don [2:19:33] t, I don [2:19:33] t know [2:19:35] what we can do there. Um, ok, [2:19:37] uh, uh, you can like fist pump [2:19:37] like that [2:19:38] s, that [2:19:39] s the visual [2:19:39] cue that it [2:19:41] s, uh, [2:19:43] a friendly amendment maybe. Ok, [2:19:47] um, there is a motion to amend [2:19:49] with amendment 24. Um, anyone [2:19:51] else seeking to be recognized [2:19:54] um on that amendment. [2:19:55] Seeing none, all in favor, [2:19:58] please say aye. Any voting no [2:20:00] or abstaining. All right, um, [2:20:02] MR. Coupin, uh, do you wish to [2:20:04] renew your motion to amend, uh, [2:20:06] or rather to approve as amended [2:20:07] up to this point. We [2:20:08] ve added [2:20:10] 24. Ok. Go on then. MR. Cap, [2:20:11] you still have, uh, the floor, [2:20:13] sir. Thank you, Vice Mayor. [2:20:15] Move Amendment 25. All right, [2:20:17] is there a second? Properly [2:20:19] moved and seconded. Um, go [2:20:20] ahead, sir. Thank you, Vice [2:20:22] Mayor. As you all know, the [2:20:23] downtown code has different use [2:20:24] areas. The [2:20:28] East use area has a stadium [2:20:30] arena use and the use table um [2:20:32] this amendment removes that [2:20:34] from the use table for this [2:20:36] subdistrict, and I ask your [2:20:37] support. All right, there [2:20:38] s a [2:20:40] motion to amend with MR. Capp [2:20:40] s [2:20:41] Amendment 25. It is properly [2:20:43] seconded, and you [2:20:44] ve heard an [2:20:45] explanation of that amendment. [2:20:47] We are on to discussion on that [2:20:48] motion to amend. Does anyone [2:20:51] seek to be recognized um on [2:20:53] Amendment 25. If you do, given [2:20:54] that [2:20:55] there are others in the queue [2:20:58] for, um, please raise your hand. [2:21:02] Ok? Um, MS. Hancock, you are [2:21:03] recognized. [2:21:05] I thank you for recognizing me. [2:21:07] So this is the only amendment [2:21:09] that the committee passed that [2:21:11] I am not in favor of, and I [2:21:12] know that I [2:21:12] m in the minority, [2:21:14] but I just want to speak my [2:21:16] piece about it. I believe that [2:21:18] if we did ever have a stadium [2:21:19] or arena, it would still be [2:21:23] below the 24 to 40 story Mac so [2:21:23] it wouldn [2:21:24] t impact the height, [2:21:25] and right now we have the [2:21:27] Titans Stadium, which they have [2:21:29] 17 regular season games a year, [2:21:31] which half of those are at home, [2:21:31] so that [2:21:32] s 8 or 9 regular season [2:21:33] games [2:21:36] um, a total of a dozen games a [2:21:37] year. That [2:21:38] s one day, you know, [2:21:40] 12 days out of the entire year, [2:21:41] I think that if we had another [2:21:42] stadium and a former council [2:21:45] member Van Reese just announced [2:21:45] professional women [2:21:46] s basketball [2:21:47] coming to Nashville, wouldn [2:21:48] t [2:21:49] that be really cool to have [2:21:50] that on the East Bank? [2:21:51] Or baseball, I know other [2:21:52] people have talked about that. [2:21:52] I [2:21:53] m not a big fan of either of [2:21:54] those sports, but I [2:21:56] m a big [2:21:58] sports proponent and I just [2:21:58] don [2:21:59] t like that restriction. [2:22:01] Thank you. All right, um, we [2:22:01] re [2:22:02] continuing discussion on the [2:22:03] motion to amend with Amendment [2:22:05] 25, MR. Coopin, you [2:22:05] re [2:22:06] recognized. Thank you, MADAM [2:22:10] PRESIDENT. I, I echo both of [2:22:11] the sentiments that are shared. [2:22:13] I think that if we look at a [2:22:14] family friendly neighborhood, [2:22:16] um, a stadium if done correctly, [2:22:17] um, with women [2:22:17] s sports or [2:22:18] baseball or things like that [2:22:20] could become and and and is in [2:22:21] many other cities an anchor for [2:22:22] a phenomenal [2:22:23] family friendly neighborhood, [2:22:24] um, that being said, um, any [2:22:25] conversation around that, [2:22:26] there [2:22:27] s nothing on the table [2:22:28] and any conversation around [2:22:29] that would need robust [2:22:31] community engagement and and [2:22:31] conversations and things like [2:22:32] that, um, so I [2:22:33] m very [2:22:34] supportive. I signed on to this, [2:22:35] um, this use restriction, so [2:22:35] I [2:22:37] m supportive of this [2:22:39] amendment removing that use um [2:22:40] at this time. [2:22:45] All right, um, uh, discussion [2:22:47] continues on Amendment 25. Is [2:22:48] anyone else seeking to be [2:22:49] recognized on the motion to [2:22:52] amend with Amendment 25. If so, [2:22:52] would you please raise your [2:22:53] hand? [2:22:54] A, seeing none, um, all in [2:22:56] favor of Amendment 25, please [2:22:57] say aye. [2:22:59] Any voting no? [2:23:01] Ok. Uh, any abstaining? [2:23:03] All right. The ayes have it. Um, [2:23:06] Amendment 25, um, will be added, [2:23:08] uh, to [2:23:11] the bill, um, uh, MR. Coupin, [2:23:13] um, is it your intent to renew [2:23:15] your approval motion at this [2:23:19] juncture, 25 being added, he is [2:23:20] shaking his head yes. MISTER [2:23:21] Cap, you still have the floor. [2:23:22] Go ahead, sir. Thank you, Vice [2:23:24] Mayor. Move Amendment 27. Ok? [2:23:24] And there [2:23:25] s a motion to amend [2:23:27] with Amendment 27 by MR. Capp [2:23:28] properly seconded. We [2:23:29] re, um, [2:23:30] uh, if you want to give it, um, [2:23:31] explanation of that, and we [2:23:31] ll [2:23:32] be on to discussion. Yes, thank [2:23:34] you, Vice Mayor. This will [2:23:35] apply to a couple of future [2:23:37] amendments as well, but when it [2:23:38] comes to structured parking [2:23:40] um, in order to keep the street [2:23:41] fronts active in that parking [2:23:43] sort of invisible from the [2:23:44] public around their [2:23:46] requirements for active liners. [2:23:46] Uh, there [2:23:49] s one place in the [2:23:50] current form of the legislation [2:23:54] where those liners are not [2:23:55] required specified in this [2:23:56] amendment sort of at the [2:23:58] intersection of kvb and [2:23:59] Davidson. This amendment [2:24:01] requires active liners at that [2:24:02] location as well, and I ask for [2:24:03] your support. All right, um, uh, [2:24:06] there is a motion to amend with [2:24:08] Amendment 27. [2:24:10] Uh, properly seconded, uh, is [2:24:12] there any discussion [2:24:15] specifically on amendment 27, [2:24:17] um, uh, raise your hand if so, [2:24:18] uh, council member Nash, you [2:24:18] re [2:24:19] recognized, sir. Thank you, [2:24:20] MADAM. [2:24:22] CHAIRMAN, uh, I would just like [2:24:26] an explanation of what a liner [2:24:28] looks like is. Would you like [2:24:29] MR. Capp to address it? Whoever, [2:24:30] ok, go ahead, sir. Sure, thank [2:24:31] you for the question. It [2:24:31] s just, [2:24:32] um, you know, like a retail [2:24:34] frontage, you know, instead of [2:24:36] looking at a structured parking [2:24:36] garage you [2:24:37] re looking at [2:24:39] something, you know, retail or [2:24:40] some kind of active street [2:24:43] front use. [2:24:43] There [2:24:44] s parking behind it, but [2:24:45] if you [2:24:45] re looking at it from [2:24:47] the street, it just looks like [2:24:48] an active street front so it [2:24:48] s, [2:24:49] you know, it [2:24:50] s pro walkable, [2:24:50] it [2:24:52] s good for active [2:24:53] neighborhoods, and it [2:24:54] s um [2:24:55] you know, good to activate the [2:24:56] street front is what is what a [2:24:57] liner is. [2:25:02] MR. Nash, is that address [2:25:03] everything? Ok, great. Thank [2:25:04] you. All right, um, MR. Coopin, [2:25:05] go ahead, sir. Thank you, MADAM [2:25:06] PRESIDENT. A good example of [2:25:08] the liner is um in the gulch, [2:25:09] for example, there are parking [2:25:10] garages that then have [2:25:11] activated uses along the [2:25:13] sidewalk, um, that wrapped them [2:25:14] around and also very supportive [2:25:16] of this movement. All right, um, [2:25:20] uh, there is a motion to amend [2:25:23] with amendment 27. It [2:25:24] s [2:25:25] properly seconded, is anyone [2:25:26] else seeking to be recognized [2:25:28] on the motion to amend with [2:25:29] Amendment 27. [2:25:30] Seeing none, um, all in favor, [2:25:35] please say aye. Any voting no [2:25:37] or abstaining. All right. So [2:25:39] Amendment 27 has passed. Uh, MR. [2:25:41] Coopin, is it your intent to [2:25:43] renew your motion to approve as [2:25:45] amended, now adding Amendment [2:25:47] 27. He is shaking his head. Yes, [2:25:49] on we go, MR. Cap, um, you are [2:25:51] recognized. Thank you, Vice [2:25:52] Mayor. I ask my colleagues to [2:25:54] allow a suspension of the rules [2:25:56] in order for us to consider [2:25:58] late filed amendment number 1. [2:25:59] Ok. Late filed Amendment 1, [2:26:02] which was taken up in a [2:26:04] committee. Is there any [2:26:06] objection to the suspension of [2:26:09] the rules to take up MR. Capp [2:26:09] s [2:26:11] late filed Amendment 1. [2:26:14] Ok, seeing none, um, the rules [2:26:16] are suspended. Uh, go ahead, MR. [2:26:17] Cat. I really appreciate that, [2:26:19] colleagues. Thank you. This is [2:26:20] an important amendment and it [2:26:21] s, [2:26:22] I can explain the late filed [2:26:26] nature. I had originally filed [2:26:28] for the last meeting and a [2:26:29] requirement that buildings that [2:26:30] were not housing had to have [2:26:32] their parking underground. That [2:26:33] is something that we [2:26:33] ve sort of [2:26:34] committed to in the East Bank [2:26:36] generally, and I wanted to [2:26:37] apply that standard here as [2:26:39] well, but through discussions [2:26:40] with planning and the water [2:26:43] department, [2:26:44] uh, some of this site is in the [2:26:45] 100 year flood plain and so [2:26:45] it [2:26:47] s uh inadvisable for obvious [2:26:49] reasons to not go underground [2:26:50] with your parking in the 100 [2:26:52] year flood plain. This new uh [2:26:53] version of the amendment makes [2:26:55] a requirement for underground [2:26:56] parking unless a majority of a [2:26:58] building is in the 100 year [2:27:01] floodplain, and that sort of, [2:27:02] you know, makes it uh [2:27:04] responsible as well, so I ask [2:27:08] your approval. Thank you. [2:27:11] Ok, there is a, uh, motion to [2:27:13] amend, uh, with late filed [2:27:17] amendment number one, by MR. [2:27:18] Cap. Uh, you [2:27:18] ve heard that [2:27:21] explained, um, uh, is there a [2:27:23] second? Ok, properly moved and [2:27:24] seconded, we are on to [2:27:26] discussion about late filed [2:27:28] Amendment 1. Is anyone seeking [2:27:29] to be recognized on that motion [2:27:31] to amend, if you would please [2:27:33] raise your hands. Anybody other [2:27:34] than primary sponsor Coupin. Go [2:27:35] ahead, sir. Friendly amendment. [2:27:37] All right, good to know. [2:27:39] Any further discussion [2:27:41] ok, seeing none, all in favor, [2:27:44] please say aye. Any voting no [2:27:47] or abstaining. Ok. Um, so, uh, [2:27:52] late filed Amendment 1 has [2:27:54] passed, um, MR. Coupin, is it [2:27:55] your intent to renew your [2:27:57] motion to approve, uh, as [2:27:59] amended now with late filed [2:28:00] Amendment 1 having been added, [2:28:02] he is shaking and said yes, and [2:28:03] so on we go, MR. Cap, um, you [2:28:04] are recognized again, sir. [2:28:05] Thank you, Vice Mayor and [2:28:07] friends. This is my last one [2:28:09] for the evening. I ask a [2:28:10] suspension of the rules for the [2:28:11] consideration of late filed [2:28:14] Amendment number 2. All right, [2:28:15] um, this amendment was taken up [2:28:16] in planning and zoning [2:28:18] committee, um, where it [2:28:20] received a recommendation. You [2:28:21] heard that from a sponsor, [2:28:26] Horton, uh, knowing that, is [2:28:28] there any objection, for [2:28:30] suspension of the rules. [2:28:31] Seeing none, the rules are [2:28:33] suspended. Go ahead, you MAY [2:28:34] offer this amendment. Thank you, [2:28:35] Vice Mayor. This is a slightly [2:28:37] modified version of an [2:28:38] amendment that was before us [2:28:40] last time and was recommended [2:28:41] in if you would, sir, please [2:28:42] move the amendment. Yes, Vice [2:28:43] Mayor, thank you. I move [2:28:45] approval of late Bob 2. It [2:28:45] s [2:28:46] properly seconded. Go ahead, [2:28:48] sir. Go ahead. Thank you. This [2:28:49] was something that we [2:28:51] considered, uh, for the last [2:28:54] meeting and it was recommended [2:28:57] by the committee, but through [2:29:00] discussion with planning, um [2:29:02] I have uh brought forward an [2:29:03] amended version and that [2:29:03] s the [2:29:05] reason for the late filed [2:29:06] nature of this. The version [2:29:08] that I had brought required the [2:29:10] liner depths to be 30 ft, uh, [2:29:11] all the way up. There was a [2:29:12] requirement that they be a [2:29:14] minimum of 15 ft in the version [2:29:16] that just helps um them be, you [2:29:17] know, better for local [2:29:18] businesses, folks who are [2:29:19] starting up or might need [2:29:20] storage on the site to be able [2:29:23] to operate in that space but [2:29:23] through discussion with [2:29:25] planning about some of the [2:29:27] technical components of this, [2:29:28] my primary, uh, interest [2:29:30] and concern had been at the [2:29:33] ground level wanting those [2:29:34] active street frontages on the [2:29:36] sidewalks, but higher than that, [2:29:37] there might be a need for [2:29:39] flexibility to get utilities, [2:29:40] stairwells, and so forth, like [2:29:42] the sort of the innards of the [2:29:43] building to work more [2:29:44] functionally and so this late [2:29:46] filed amendment requires at the [2:29:48] ground level a liner to be a [2:29:50] minimum of 25 ft deep, but only [2:29:52] 15 ft above that and with that [2:29:53] I ask your approval and thank [2:29:56] you, colleagues. All right, um, [2:29:58] there is a motion to amend, uh, [2:29:58] with [2:30:00] late filed amendment number 2 [2:30:01] by COUNCILMAN Capp, and you [2:30:04] have heard, uh, the explanation. [2:30:09] It was properly seconded. Is [2:30:11] there any discussion on this [2:30:13] amendment. Um, if so, please do [2:30:14] raise your hand. [2:30:15] Ok, MR. Coopin, thank you. [2:30:17] Friendly amendment. Ok, um, any [2:30:20] further discussion? [2:30:21] Ok, cnn all in favor, please [2:30:22] say aye. [2:30:25] Any voting no or abstaining. [2:30:27] All right. Um, uh, amendment, [2:30:30] late filed Amendment 2 has [2:30:32] passed, um, uh, MR. Coupin, is [2:30:35] it your intent to renew your [2:30:37] motion to approve as amended [2:30:38] now with late filed Amendment [2:30:42] number 2 having been added, [2:30:44] shaking his head yes. Ok, on we [2:30:45] go. Now we [2:30:46] re going to go back [2:30:49] over to the main queue. So at [2:30:50] this juncture where we are [2:30:52] colleagues, is there is a [2:30:54] motion to approve as am [2:30:57] end ed so far with amendments [2:31:03] 2356, 2022, 23, 24, 25, 27, and [2:31:06] late filed amendments 1 and 2. [2:31:07] Next in the queue is council [2:31:08] member Parker. You [2:31:08] re [2:31:09] recognized, sir. Thank you, [2:31:10] Vice Mayor. I would like to [2:31:13] move Amendment 15. Ok. Is there [2:31:15] a second? [2:31:16] Ok, um, there [2:31:16] s a motion to [2:31:18] amend with Amendment 15. Go [2:31:18] ahead, sir. [2:31:20] Thank you. So, um, throughout [2:31:22] the course of discussion around [2:31:22] this project we [2:31:23] ve heard a lot [2:31:24] of discussion about how we [2:31:27] really need this street network [2:31:28] uh for this site to be as safe [2:31:31] and accessible as possible. Um, [2:31:31] we [2:31:34] ve never scratched built in [2:31:35] Nashville a um development this [2:31:38] dense, um, this large, um, that [2:31:39] has zero street network to [2:31:41] begin with, even on the metro [2:31:42] portion of the East Bank, there [2:31:43] is something of a street grid [2:31:46] to begin with, so we know that [2:31:47] the major and collector street [2:31:50] plan [2:31:51] um process is going to be [2:31:52] extremely important to get [2:31:53] right and what this amendment [2:31:54] does is gives us a couple of [2:31:56] other touch points that being [2:31:57] recommendations from the [2:31:59] bicycle and pedestrian Advisory [2:32:00] Committee and the Vision Zero [2:32:02] Advisory commission or [2:32:03] committee, forgive me if I [2:32:04] can [2:32:05] t remember which is which. [2:32:07] Um, it also includes a few, um, [2:32:09] sort of parameters just for um [2:32:10] uh like for example it does [2:32:11] include a shot clock, so [2:32:13] neither of those entities could [2:32:14] just like fail to make a [2:32:15] recommendation and then that [2:32:17] hold it up from being approved [2:32:18] by planning. [2:32:18] There [2:32:19] s language in there that [2:32:20] um [2:32:24] it could also be successor orgs [2:32:26] to bpac and va. It should that [2:32:29] structurally be modified, um, [2:32:29] and if there [2:32:30] s not a successor [2:32:31] org identified, it falls back [2:32:33] on the charter mandated traffic [2:32:34] and parking commissions, so [2:32:34] there [2:32:35] s kind of always going to [2:32:36] be an entity that can, can, can [2:32:37] look at this in addition to the [2:32:38] planning commission and make a [2:32:40] recommendation so, um, I, I, I [2:32:41] believe it [2:32:41] s supported by the [2:32:43] the lead sponsor as well, um, [2:32:44] based on committee discussions, [2:32:45] and I would ask for colleagues [2:32:46] support. [2:32:48] All right, um, uh, there is a [2:32:51] motion, uh, to amend with [2:32:53] Amendment 15, uh, by council [2:32:54] member Parker. Uh, it is [2:32:58] properly seconded and you have [2:33:00] heard a description of that [2:33:02] amendment. We are on to [2:33:04] discussion on Amendment 15 if [2:33:05] you seek to be recognized for [2:33:06] purposes that discussion, [2:33:07] please raise your hand. [2:33:09] Ok, Councilmember Hancock, [2:33:09] you [2:33:10] re recognized. Thank you, [2:33:12] Vice Mayor. I can think of no [2:33:13] one on the body more qualified [2:33:16] to recommend a bicycle advisory [2:33:18] then COUNCILMAN Parker and I [2:33:19] support this amendment. [2:33:20] Thank you, MS. Hancock and [2:33:21] Council member k Coopin, you [2:33:21] re [2:33:22] recognized. Thank you, MADAM [2:33:23] PRESIDENT. A huge thank you to [2:33:24] my colleague for bringing this. [2:33:26] Um, we heard, uh, Dot Dobbin [2:33:27] s [2:33:28] name invoked earlier as as well [2:33:29] as many others who have [2:33:33] perished on our roadways, and [2:33:33] it [2:33:33] s uh it [2:33:34] s something that [2:33:35] something weighs heavily on my [2:33:35] heart. I [2:33:36] ve talked to too many [2:33:37] families who have lost loved [2:33:37] ones, and so it [2:33:38] s incredibly [2:33:39] important to me that this [2:33:40] neighborhood, um, reaches [2:33:41] vision zero that we don [2:33:42] t have [2:33:43] pedestrian deaths on this, on [2:33:44] this site that we [2:33:45] re building, [2:33:46] um, so hugely supportive of [2:33:47] this very much appreciative of [2:33:49] multimodal, um, input, um, I [2:33:50] had, I had set up a meeting at [2:33:51] one point with um some of the [2:33:53] members of bpac and vsa with a [2:33:55] development team, um, to kind [2:33:56] of communicate the importance [2:33:57] of this, um, as they develop [2:33:59] their site and uh appreciate [2:34:00] that this will be codified as a [2:34:02] longer term process. So hugely [2:34:03] supportive and appreciative of [2:34:06] my colleague for bringing this. [2:34:08] All right, um, is there any [2:34:09] further discussion on the [2:34:10] motion to amend with Amendment [2:34:11] 15. [2:34:13] Ok? If so, raise your hand [2:34:15] See none, all in favor of [2:34:17] Amendment 15, please say aye. [2:34:19] Any voting no? Any abstaining. [2:34:21] All right. Amendment 15 has [2:34:24] passed, um, MR. Coupin, is it, [2:34:25] uh, your intent to renew your [2:34:28] motion, uh, to approve as [2:34:30] amended, now having added [2:34:32] Amendment 15, he is shaking his [2:34:35] head yes. On we go. Um, we [2:34:35] re [2:34:40] on discussion now on the motion [2:34:42] to approve as amended. Uh, next [2:34:44] in the queue is council member [2:34:44] Benedict. You [2:34:45] re recognized. [2:34:45] I [2:34:47] m here for my, are we [2:34:49] uh, you, you MAY offer your [2:34:49] amendments. That [2:34:50] s a proper [2:34:51] motion in the midst of [2:34:52] discussion, the way that I [2:34:53] heard you say that just a [2:34:54] second ago. I was like, wait, [2:34:54] no, we [2:34:55] re on that, but ok, I [2:34:55] d [2:34:57] like to move Amendment 12. All [2:34:58] right, um, uh, there is a [2:35:00] motion to amend with Amendment [2:35:01] 12 by Councilmember Benedict. [2:35:03] Is there a second? [2:35:03] Ok, it [2:35:04] s properly seconded. Go [2:35:05] ahead, ma [2:35:06] am. Thank you, MADAM [2:35:08] Vice Mayor. So colleagues, this [2:35:10] adds a recital. Uh, it [2:35:10] s [2:35:12] non-binding, but as a recital [2:35:15] that encourages a developer in [2:35:17] the future to provide an urban [2:35:18] fire station. Um, we [2:35:18] ve talked [2:35:19] about this many times that we [2:35:21] have big buildings being built [2:35:23] all over the city, especially [2:35:25] in the downtown and now in this [2:35:27] um East Bend area and so we [2:35:29] need fire coverage for those [2:35:31] and other big cities we see [2:35:32] fire halls on the bottom of [2:35:33] buildings, so this is [2:35:34] to encourage that type of [2:35:36] development in the future, and [2:35:37] i ask for your support. All [2:35:37] right, um, there [2:35:39] s a motion to [2:35:41] amend with Amendment 12. Um, [2:35:41] you [2:35:43] ve heard a description, uh, [2:35:44] by the sponsor. It was properly [2:35:45] seconded and we [2:35:45] re on to [2:35:49] discussion of that motion to [2:35:51] amend. If anyone seeks to be [2:35:52] recognized for purposes of that [2:35:53] discussion, please raise your [2:35:54] hand. [2:35:55] Councilmember Coupin, go ahead, [2:35:56] sir. Thank you, MADAM PRESIDENT. [2:35:57] Thank you to my colleague for [2:35:58] bringing this. Um, I think [2:35:59] first responders are incredibly [2:36:00] important on this site and love [2:36:01] the idea of having a fire [2:36:02] station over there, so [2:36:03] appreciate that and very [2:36:04] supportive. All right. Is there [2:36:06] any further discussion on the [2:36:07] motion to amend with Amendment [2:36:08] 12. [2:36:09] See none. All in favor, please [2:36:12] say aye. Any voting no or [2:36:13] abstaining. All right. [2:36:15] Amendment 12 has passed. Uh, [2:36:16] Councilmember Coupin, is it [2:36:18] your intent to renew your [2:36:23] motion to approve as amended [2:36:25] now having added Amendment 12, [2:36:28] shaking his head yes, um, uh, [2:36:29] discussion continues, and I [2:36:29] m [2:36:32] not seeing our clock, but I [2:36:33] presume you have, um, [2:36:34] additional time MS. Benedict, [2:36:35] you [2:36:36] re recognized. Thank you, [2:36:36] MADAM Vice Mayor. I [2:36:37] d like to [2:36:38] suspend the rules to present [2:36:39] the Yoland [2:36:41] a Palming Cannon Oldham Street [2:36:42] Safety Amendment, uh, late [2:36:44] filed number 3. All right, um, [2:36:47] uh, MS. Benedict, um, has [2:36:49] requested a suspension of the [2:36:52] rules to take up late filed [2:36:57] amendment number 3, which, uh, [2:37:00] did receive a recommendation in [2:37:01] planning and zoning, uh, [2:37:04] committee, uh, 10 and 0. Is [2:37:05] there any objection to the [2:37:07] suspension of the rules to take [2:37:10] up this amendment. Ok, it just [2:37:12] requires, uh, 3 or 2, and so [2:37:13] there is more than that, um, so [2:37:15] the rules are not suspended and [2:37:16] we cannot take this up at this [2:37:21] time. Ok, um, alrighty. Um, ok, [2:37:23] um, next in the queue for [2:37:25] discussion, uh is council [2:37:26] member uh Horton, uh, planning [2:37:27] and zoning chair, you [2:37:27] re [2:37:28] recognized, sir. Thank you, [2:37:30] Mayer. I [2:37:31] d like to move for [2:37:32] approval of Amendment 11, [2:37:33] please. Ok, there [2:37:35] s a motion to [2:37:37] amend with Amendment 11 [2:37:38] properly seconded. Go ahead, [2:37:39] sir. Thank you, Vice Mayor. [2:37:40] This amendment [2:37:42] seeks to, um, govern a street [2:37:43] design and infrastructure for [2:37:45] the East Bend. Um, it reaffirms [2:37:46] that the street design should [2:37:48] adhere to our multimodal [2:37:49] hierarchy to prioritize walking, [2:37:51] biking, and public transit over [2:37:52] single passenger vehicles, as [2:37:54] well as Vision Zero principles [2:37:55] that the only acceptable number [2:37:57] of traffic deaths is 0. It also [2:37:59] requires a written report to [2:38:00] the council on amendments to [2:38:01] the Major and collector Street [2:38:06] plan for the East Bend uh [2:38:07] Street Network as well as [2:38:08] requires great separation [2:38:09] between the pedestrian [2:38:10] promenade and [2:38:13] vehicular roadways. All right, [2:38:14] um, there is a motion to amend, [2:38:17] uh, with amendment 11 by [2:38:19] sponsor, uh, Horton. You have [2:38:20] is properly seconded and if [2:38:20] you [2:38:22] ve heard an explanation of [2:38:23] that amendment, um, so we are [2:38:26] on, uh, to discussion on the [2:38:28] motion to amend if anyone seeks [2:38:29] to be recognized, uh, for [2:38:31] purposes of the, uh, that [2:38:32] discussion. Please raise your [2:38:32] hand. [2:38:34] Ok, MR. Coopin, go ahead, sir. [2:38:39] Friendly amendment. All right, [2:38:39] um, anyone else seeking to be [2:38:40] recognized on the motion to [2:38:42] amend. Seeing none, all in [2:38:43] favor, please say aye. Any [2:38:45] voting no or abstaining. All [2:38:48] right. Amendment 11 has passed. [2:38:49] Um, MR. Coopin, is it your [2:38:51] intent to renew your motion to [2:38:54] approve as amended, um, now, [2:38:56] having added amendment 11. [2:38:58] Ok, he is shaking his head yes. [2:39:01] Uh, on we go. So we are at [2:39:03] present, colleagues on [2:39:06] discussion of the motion to [2:39:08] approve as amended presently [2:39:14] with amendments 2356, 1112, [2:39:19] 1520, 22, 23, 24, 25, 27, and [2:39:21] late filed amendments 1 and 2. [2:39:22] Discussion continues next in [2:39:24] the queue is MR. Coupin. Go [2:39:26] ahead, sir. Thank you, MADAM [2:39:27] PRESIDENT. I would like to move [2:39:28] to suspend the rules to take up [2:39:31] late filed for, please. Ok, um, [2:39:36] uh, there is a, uh, motion, um, [2:39:39] uh, to suspend the rules to [2:39:41] take up late filed Amendment 4. [2:39:42] At this time, they [2:39:44] re not being [2:39:47] a committee recommendation for [2:39:49] planning and zoning. I am going [2:39:50] to acknowledge, uh, uh [2:39:52] chair of rules, Confirmations [2:39:54] in public elections. MR. Cash [2:39:56] on the late foul nature of late [2:39:58] filed Amendment 4. We heard [2:40:00] late filed Amendment 4 and [2:40:03] voted in favor of 6 to 0 to 0 [2:40:05] of the of the late filed nature. [2:40:08] Ok, having heard the report of [2:40:11] Rus chair Cash. Is there any [2:40:12] objection to the suspension of [2:40:13] the rules? [2:40:15] All right, I see no objections, [2:40:18] and with that, um, the rules [2:40:22] are suspended, um, and thus you [2:40:24] MAY now offer, um, Amendment 4. [2:40:25] Move approval. All right, um, [2:40:26] there is a motion to approve. [2:40:27] Is there a second? [2:40:27] Um, there [2:40:31] s a motion to, um, uh, [2:40:33] uh, amend, um, rather, uh, with [2:40:34] amendment late filed Amendment [2:40:37] 4 by sponsor Vo. MR. Uh Coupin, [2:40:38] do you want to share about that [2:40:40] or MS. Vo, um, I recognize you, [2:40:42] um, for an explanation on that [2:40:43] amendment. Go ahead. Thank you [2:40:46] so much, Vice Mayor. Um, this [2:40:50] late file is um an an amendment [2:40:52] from the proposed Amendment 16 [2:40:55] that was passed in committee [2:40:57] yesterday, 10 in favor, 0 [2:40:58] against, 0, not voting. Um, [2:40:59] And after discussion with [2:41:00] planning, we just wanted to [2:41:02] make sure that the correct [2:41:03] metro departments. We [2:41:03] re gonna [2:41:05] be covering the environmental [2:41:06] studies, so the changes that [2:41:07] you see in the late file is [2:41:10] reflective, uh, from planning [2:41:12] to metro, um, water services [2:41:14] and the Metro Health department. [2:41:15] Um, everything else in the [2:41:17] amendment remained the same. Ok [2:41:19] All right, thank you for that [2:41:21] explanation. Um, there is a [2:41:24] motion to amend with late filed [2:41:26] Amendment 4, sponsored by MS. [2:41:31] Veaux. Uh, it was, uh, uh, [2:41:33] properly seconded. Um, you [2:41:33] ve [2:41:35] heard an explanation. Is there [2:41:36] any, uh, discussion on the [2:41:38] motion to amend with late filed [2:41:39] for, um, uh, go ahead, MR. [2:41:40] Coopin. Friendly amendment. All [2:41:41] right. Is there anyone else [2:41:42] seeking to be recognized on [2:41:44] late file 4. If so, please do [2:41:46] raise your hands. [2:41:48] See none, all in favor, please [2:41:50] say aye. Any voting no or [2:41:53] abstaining. All right, so a [2:41:55] late filed Amendment 4, has [2:41:58] passed. Uh, MR. Coupin, is it [2:41:59] your intent to renew your [2:42:01] motion to approve as amended [2:42:04] with late file Amendment 4 now [2:42:05] having been added. He is [2:42:07] striding, nodding his head yes [2:42:11] and so um we continue with [2:42:13] discussion on the motion to [2:42:15] approve as amended next in the [2:42:17] queue is you again, MR. Coupin. [2:42:17] Um, go ahead, sir. [2:42:18] Thank you, MADAM PRESIDENT and [2:42:20] Special Counsel I believe I [2:42:20] ve [2:42:21] got it correct, that I can now [2:42:23] move Amendment 10, as this is [2:42:24] the last amendment that is [2:42:26] um, hopefully will be moved. So [2:42:26] I [2:42:27] d like to move Amendment 10, [2:42:29] please. [2:42:31] All right, and is special [2:42:34] counsel? Do you wanna? [2:42:38] Obviously, members can move [2:42:39] amendments through this process. [2:42:41] This is the last amendment that [2:42:42] received a recommendation from [2:42:44] Planning and zoning Committee. [2:42:45] Perfect, thank you. All right, [2:42:45] um, it [2:42:46] s, it [2:42:47] s the last one [2:42:49] left on the very long list. Um, [2:42:52] ok, so, um, uh, MR. Uh Coupin, [2:42:54] uh [2:42:56] you have made the motion to [2:42:57] amend with Amendment 10 and i [2:42:59] believe I heard it seconded. Um, [2:43:00] is there anything you would [2:43:02] like to explain about Amendment [2:43:04] 10, sir. Yes, thank you, MADAM [2:43:05] PRESIDENT, and this, uh, really [2:43:06] appreciate my colleague [2:43:08] bringing the idea of, of, um, [2:43:11] changing or changing the name [2:43:13] or or or adjusting the name of [2:43:15] the planning document, um, to [2:43:16] be clear, this is the planning [2:43:17] document itself. This is not [2:43:18] the project the project team [2:43:19] can do what they want, [2:43:20] obviously with their project, [2:43:22] but this is for our um downtown [2:43:25] code, um, to have it named [2:43:25] something and we [2:43:25] ve got [2:43:26] East Bank and East Point and [2:43:27] East Bend and there [2:43:27] s I [2:43:28] ve [2:43:29] members of the public, I [2:43:29] ve [2:43:31] watched get very confused, um, [2:43:32] with all of these different [2:43:33] terms, and I wanna make sure [2:43:34] that this has its own identity [2:43:36] and has its own um clear, clear [2:43:37] distinction, um, and I know I, [2:43:39] I went down this road and I [2:43:39] believe my colleague went down [2:43:41] this road as well, um, thinking [2:43:42] about what, what could we name [2:43:46] it, um, and I thought about [2:43:48] Guasoto Park, which is renamed [2:43:50] from Cumberland Park, Guota [2:43:51] being the Shawnee name meaning [2:43:54] meaning valley of the deer, uh, [2:43:55] regarding the Cumberland River [2:43:56] and so, um, given that that was [2:43:57] done and given that many folks [2:43:59] have now embraced that name, [2:44:00] and this is the bend of the [2:44:02] Cumberland River. Um, I felt it [2:44:04] fitting to rename the project, [2:44:06] um, rename the dtc at least uh [2:44:07] Wasoto Bend, um, so something [2:44:08] that I think is, is really [2:44:09] great. It [2:44:09] s a great way to [2:44:11] acknowledge the land that it [2:44:11] s [2:44:12] sitting on, um, and acknowledge, [2:44:14] um, again, this very distinct [2:44:15] effort of so many people have [2:44:16] taken so, so much time to make [2:44:19] this happen, and I think it [2:44:21] deserves its own identity. So I [2:44:22] ask my colleagues to support. [2:44:24] All right, um, so we are on to [2:44:25] discussion of the motion to [2:44:27] amend with Amendment 10, um, [2:44:29] offered by, uh, MR. Coupin, [2:44:30] primary sponsor, you [2:44:31] ve heard [2:44:33] an explanation of the amendment. [2:44:35] Is there any discussion, um, on [2:44:38] this amendment, um, uh [2:44:40] Ques changing a little bit. [2:44:40] Let [2:44:41] s keep with our pattern [2:44:42] here. If any discussion on the [2:44:44] motion to amend, please raise [2:44:45] your hand. [2:44:47] Ok, seeing none, um, all in [2:44:50] favor, uh, please say aye. [2:44:56] Any voting no, any pardon? [2:44:59] Ok. Um, uh, any abstaining? [2:45:04] Ok. The eyes have it, um, uh, [2:45:07] so Amendment 10 has passed, um, [2:45:10] at this juncture, MR. Coupin, [2:45:15] um, do you wish to renew, uh, [2:45:17] your motion to approve as [2:45:19] amended at this juncture with [2:45:28] amendments 2356, 1011, 1215, [2:45:30] 2022, 23, 24, 25, 27, and late [2:45:31] filed amendment [2:45:33] s 12, and 4. [2:45:35] Um, if you would please state [2:45:36] that motion. [2:45:37] Do you want to restate all [2:45:38] those amendments or just I [2:45:39] would like to, I would like to [2:45:40] move the bill with all of the [2:45:41] amendments that you just read [2:45:43] off. Great. Is there a second? [2:45:46] Ok. Um, all right, so we are [2:45:49] now on to the primary, um, [2:45:51] discussion, all the amendments [2:45:53] having been offered, moved, or [2:45:57] otherwise, um, uh, we are on to [2:45:59] discussion, uh, to approve on, [2:46:00] um, [2:46:02] uh, [2:46:04] third and final reading as [2:46:06] amended, um, first in the queue [2:46:07] for that discussion is [2:46:08] Councilmember Benedict. Thank [2:46:10] you, MADAM Vice Mayor. So, um, [2:46:11] I prepared some words because [2:46:13] this is so important to me and [2:46:14] to the people of East Nashville [2:46:15] and of District 7, and I want [2:46:17] to start by saying thank you to [2:46:19] everybody who called and [2:46:20] emailed and showed up to make [2:46:21] their voices heard. Uh, at the [2:46:22] end of the day, I [2:46:23] m here for [2:46:24] the neighbors who trust me to [2:46:25] make the right decisions for [2:46:27] our day to day lives. Uh, you [2:46:29] spoke up and this bill is [2:46:31] better because of it. [2:46:32] Um, I also wanna thank my [2:46:33] colleagues in the departmental [2:46:37] staff, especially council [2:46:39] members Coupin and Cap. I don [2:46:39] t [2:46:39] think we [2:46:40] d ever have the [2:46:41] opportunity to redevelop this [2:46:44] area and on the site and it [2:46:45] takes a massive amount of work [2:46:46] to do it. So because of the [2:46:48] scale of this though, I believe [2:46:50] this deserved as much work as [2:46:50] we [2:46:52] ve all put into it [2:46:53] Many of the concerns I heard [2:46:55] boiled down to one issue, and [2:46:56] that is that what we are being [2:46:58] promised is not in the bill in [2:46:59] front of us. We all heard that [2:47:01] 30% of the private land would [2:47:02] be open to the public, but the [2:47:03] bill doesn [2:47:04] t outline how that [2:47:05] will happen, who will pay for [2:47:07] it, and when it will be paid [2:47:11] for. The development will [2:47:12] require upgrades to [2:47:14] infrastructure including [2:47:16] streets, sewer, and stormwater, [2:47:16] but those costs aren [2:47:17] t outlined, [2:47:19] including if our taxpayers will [2:47:21] cover them or if developers [2:47:21] will. [2:47:23] We often hear that our tax [2:47:24] dollars go downtown and [2:47:25] Nashvilleians don [2:47:26] t get the [2:47:27] services that they need in [2:47:28] their neighborhoods, and I [2:47:28] can [2:47:29] t tell you tonight if [2:47:29] you [2:47:30] ll pay for it or not. [2:47:31] I [2:47:32] m also frustrated that we [2:47:33] have the opportunity to [2:47:35] celebrate our rich civil rights [2:47:36] history, um, but we chose other [2:47:38] priorities and we do that [2:47:39] frequently. A children [2:47:39] s museum [2:47:40] is great, but I [2:47:41] m left again [2:47:44] with the question, when will [2:47:45] somebody consider a civil [2:47:46] rights museum? [2:47:48] Even with those concerns though, [2:47:50] I now support the amended bill. [2:47:50] It [2:47:51] s not perfect, but it is [2:47:53] much better than it originally [2:47:54] was. [2:47:56] Most importantly, and I wanna [2:47:58] make sure that the people with [2:48:00] a capital p are the ones who [2:48:02] actually benefit from this [2:48:03] development. We [2:48:04] re on our way [2:48:05] and I believe with the future [2:48:07] East Bank Design Review [2:48:08] Committee, and I appreciate the [2:48:08] sponsor [2:48:10] s support of that. I [2:48:12] believe that with the future [2:48:14] design Review Committee, the [2:48:15] support of planning staff and [2:48:19] commitments from developers, I [2:48:20] think we can get there where [2:48:22] this is really going to benefit [2:48:23] the people. So colleagues, I [2:48:24] hope that you [2:48:25] ll join me in [2:48:26] voting yes on the amended bill. [2:48:27] Thank you. All right, um, next [2:48:29] in the queue for discussion is [2:48:30] Councilmember Cap. You [2:48:30] re [2:48:31] recognized. Thank you, Vice [2:48:33] Mayor. Um, this is a big deal [2:48:34] for the city and the region. [2:48:35] It [2:48:36] s also a really big deal for [2:48:38] the east side of town. Uh, my [2:48:40] colleagues and I on the east [2:48:42] side have worked a lot and [2:48:44] heard a lot from our [2:48:46] communities about this, and we [2:48:48] worked hard to move this bill [2:48:52] in the direction of being a [2:48:53] neighborhood for Nashvilleans [2:48:54] and something that we can be [2:48:55] proud of in terms of its [2:48:56] infrastructure. [2:48:57] Transportation network, amount [2:48:59] of housing, walkability, and I [2:49:01] am really grateful, uh, for [2:49:02] that input. This, there [2:49:02] s lots [2:49:04] of moments when I feel really [2:49:06] proud to represent District 6, [2:49:07] and this is really very close [2:49:09] to the top of that list. I just [2:49:10] want to thank the community [2:49:12] members and folks who had [2:49:13] questions, concerns, who [2:49:14] reached out and discussed this [2:49:16] over the last several weeks. It [2:49:18] was an extremely heartening [2:49:20] civic exercise for me and I [2:49:21] also want to thank my [2:49:22] colleagues to either side for [2:49:24] doing the same thing [2:49:24] i [2:49:27] d also like to thank the [2:49:28] sponsor of the bill for being [2:49:30] receptive to the East Side [2:49:31] voice in this matter and [2:49:33] deeming our amendments friendly. [2:49:33] That [2:49:35] s really significant, uh, [2:49:36] with the bill as amended, I am [2:49:37] also supportive and ask my [2:49:39] colleagues to do the same. [2:49:40] Thank you, MR. Capp. Uh, next [2:49:42] is Councilmember Soira, you [2:49:42] re [2:49:43] recognized. [2:49:44] Thank you Vice Mayor, a lot of [2:49:46] thank yous tonight, uh, from [2:49:49] the time that the, the, we [2:49:50] started getting uh emails. Uh [2:49:52] it was obvious that people [2:49:54] wanted a change to the area, [2:49:55] but they wanted it to happen in [2:49:56] a way that benefits the people. [2:50:00] And what I kept reading was we [2:50:01] wanted to be neighborly, we [2:50:03] want parking and all of those [2:50:05] things. And before one of us [2:50:07] could think the East side [2:50:09] council members jump on and [2:50:10] they did a phenomenal job, so I [2:50:12] wanted to thank them so much uh [2:50:13] for the work that they [2:50:13] ve done. [2:50:15] I too do believe that. [2:50:17] The bill as amended come close [2:50:18] to what the people want, and [2:50:20] this is how we should be when [2:50:21] we all walk together, when we [2:50:23] take all this consideration, [2:50:23] yes, it [2:50:24] s 28th Amendment, but [2:50:25] it was worth every single one [2:50:27] of it, so I wanted to thank all [2:50:28] of them. The last thing that I [2:50:29] wanted to mention is that there [2:50:31] was a concern that was still [2:50:32] lingering as of yesterday about [2:50:37] who pays for this, and from the [2:50:38] conversation from the committee, [2:50:39] we couldn [2:50:41] t, we cannot by law [2:50:43] mandates the developer to pay [2:50:44] for anything. They [2:50:44] ve agreed to [2:50:45] it, but it [2:50:45] s not in [2:50:46] the contract that we [2:50:46] re signing, [2:50:48] so my little contribution to [2:50:50] this was I asked them to send [2:50:52] us something in writing to [2:50:53] commit to something, even [2:50:55] though we cannot make them do [2:50:55] it, and they [2:50:56] re willing to do [2:50:58] it. Can they put that somewhere [2:51:00] that we can see and I want to [2:51:01] speak it into record so you [2:51:02] receive an email today from MR. [2:51:04] Sam Reed that talks about this [2:51:06] project and the amendments, and [2:51:06] there [2:51:07] s a statement in there [2:51:11] that says that this is not an [2:51:12] aspiration. It [2:51:13] s a commitment [2:51:15] 100% to be paid by the [2:51:16] developer and so. [2:51:18] I hope that settle that [2:51:19] question, uh, uh, that is still [2:51:21] lingering and with that being [2:51:23] answered and that commitment [2:51:25] and all the amendments, I to [2:51:26] move uh. [2:51:27] For the support and ask [2:51:29] everyone uh to vote and thank [2:51:30] everyone that got us here. [2:51:31] Thank you. Thank you. Next in [2:51:33] the queue is council member [2:51:34] Parker. You recognize her. [2:51:35] Think of vice mayor, and I [2:51:35] m [2:51:36] going to be careful not to [2:51:38] repeat what my colleagues have [2:51:39] already said about this. I did [2:51:42] want to speak just a little bit [2:51:44] about the process, you know, I [2:51:45] know this was um a pretty heavy [2:51:47] lift for this body, um, for the [2:51:48] committees, um, really [2:51:50] appreciative of the planning [2:51:51] and zoning committee, um, Chair [2:51:53] Horton, uh, really appreciative [2:51:54] of the patience from the budget [2:51:55] committee folks at our [2:51:57] last meeting, um, you know, [2:51:57] it [2:51:57] s, it [2:51:58] s not an easy [2:51:59] situation when an area has [2:52:01] historically been in, you know, [2:52:03] two districts separated by a [2:52:04] very natural and obvious [2:52:06] boundary, um, from, from [2:52:10] downtown and that area is moved [2:52:12] into the downtown district and [2:52:13] so there [2:52:14] s these 3 folks that [2:52:17] sort of have. [2:52:17] An interest there [2:52:18] s obviously [2:52:19] you defer to the the district [2:52:20] council member, but there [2:52:20] s a [2:52:22] historical tie with the [2:52:23] communities in East Nashville [2:52:24] there and then there [2:52:24] s this [2:52:26] weird ripple of um open [2:52:27] meetings requirements in [2:52:29] Tennessee, um, so we really had [2:52:31] to lean on that committee [2:52:32] process, um, to get to where we [2:52:33] got here and I [2:52:34] m just I [2:52:34] m quite [2:52:36] proud of the body, quite proud [2:52:37] of the committee process, um, [2:52:39] for, for the work product here [2:52:40] and I just wanna. [2:52:41] Be sure to thank, uh, the lead [2:52:42] sponsor Council member Coupin [2:52:44] and um planning and zoning [2:52:46] chair, um, Ron Horton, so thank [2:52:51] you. Thank you, sir. Uh, next [2:52:53] in the queue is, uh, council [2:52:53] member Stiles, you [2:52:53] re [2:52:54] recognized man. [2:52:56] Thank you very much, Vice Mayor. [2:52:59] Um, I will be brief. I am [2:53:02] really excited to be a sponsor [2:53:06] on this bill. I think [2:53:10] this bill showed how we can all [2:53:12] work together to work for [2:53:15] constituents, also make great [2:53:18] decisions for the city and [2:53:20] this process I was sharing with [2:53:22] someone earlier that this was [2:53:26] so markedly different from last [2:53:26] term [2:53:29] s large planning process [2:53:30] for another large project that [2:53:31] I won [2:53:32] t name and that was a [2:53:33] veritable nightmare. This is [2:53:34] going so much smoother and I [2:53:34] m [2:53:36] grateful, um. [2:53:37] I, I feel like perhaps we [2:53:38] learned some lessons from last [2:53:42] term, um, but thank you for [2:53:43] everyone that came up with a [2:53:45] wonderful amendment, every [2:53:47] single council member and I [2:53:47] m [2:53:48] looking forward to seeing what [2:53:50] this manifests into over the [2:53:52] years to come. Thank you. Thank [2:53:54] you, MS. Stiles. Uh, next is, [2:53:56] uh, councilmember Evans, you [2:53:56] reckon that [2:53:59] s me. Thank you, [2:54:01] Vice Mayor. I [2:54:02] m really excited [2:54:05] that I, um, brought forward 3 [2:54:07] amendments that went nowhere, [2:54:07] but I think [2:54:09] advanced at least some [2:54:10] conversations that I think are [2:54:12] important, in particular the [2:54:12] one about who [2:54:14] s paying for what, [2:54:15] um, because I think that was a [2:54:16] topic that was uh kind of [2:54:18] swirling around the edges and [2:54:18] hadn [2:54:20] t been very explicit and [2:54:21] so I appreciate the the [2:54:22] conversation around that and i [2:54:22] think it [2:54:24] s really important for [2:54:24] anybody in this room that [2:54:25] s [2:54:26] contemplating running for [2:54:28] another term, um, that you mark [2:54:31] this time in your memory, um, [2:54:34] because there will be future [2:54:35] opportunities where there will [2:54:37] probably be questions around [2:54:37] who [2:54:38] s paying for what, um, and [2:54:39] you [2:54:40] ll have an opportunity to [2:54:42] kind of weigh in on those uh [2:54:43] discussions in the future, [2:54:44] because ultimately, you know, [2:54:45] we did learn some things from [2:54:47] last term related to the [2:54:48] project that will not be named, [2:54:50] um, and one of it is the [2:54:51] material, um, outcomes that [2:54:52] probably we didn [2:54:53] t get deep [2:54:56] enough about really what um [2:54:57] these large projects look like [2:54:59] from an execution perspective [2:55:00] and how the what the impact [2:55:01] looks like in all of our [2:55:03] districts, um, so thanks again [2:55:04] for allowing [2:55:08] uh one of the, the suburban [2:55:10] areas to participate. [2:55:11] Thank you, MS. Evans. Um, all [2:55:12] right, last in the queue for [2:55:14] discussion, back to the primary [2:55:15] sponsor to bring it home. Go [2:55:16] ahead, sir. Thank you, MADAM [2:55:17] PRESIDENT, and I will try to [2:55:18] not to echo all the wonderful [2:55:19] things that were said, but a [2:55:21] deep appreciation to everyone I [2:55:23] forgot earlier to think, um, [2:55:25] Brian and Sammy and again Matt [2:55:27] for working tirelessly nights, [2:55:28] weekends, we were getting [2:55:30] emails all sorts of hours, so [2:55:31] thank you to everyone who put [2:55:32] in all this extra work to make [2:55:34] this happen, um, and thank you [2:55:36] to the development team, um [2:55:37] putting up a phenomenal amount [2:55:38] of money to make this project [2:55:38] go and we [2:55:41] ve been able to shape [2:55:42] it as a council and as a body, [2:55:43] um, but I think it it needs to [2:55:44] be said that they, they [2:55:44] re [2:55:46] putting up a big sacrifice to [2:55:47] take this from scrap yard to to [2:55:49] neighborhood, um, and then, and [2:55:50] then I just wanna end with [2:55:52] thanking the people um who [2:55:53] wrote, who called, who emailed, [2:55:54] um, this project is better [2:55:55] because of you, it [2:55:55] s better [2:55:57] because you contributed, [2:55:58] because you lifted up your [2:55:59] voice. Um, this is how we [2:56:00] should do bills, this is how we [2:56:02] should legislate, in my opinion. [2:56:03] I think this shows that we can [2:56:06] do that. We can land planes, um, [2:56:08] in, in this way collaboratively [2:56:09] with with [2:56:10] full buy in, um, so really [2:56:11] appreciative just to everyone [2:56:13] um who, who did it. I think we, [2:56:16] we are building a neighborhood [2:56:18] for Nashvillians, and so with [2:56:20] that I move approval as amended. [2:56:21] All right, um, uh, [2:56:24] we are on that motion already. [2:56:26] Um, uh, we have one more person [2:56:28] in the queue for discussion. Um, [2:56:30] uh, council member Ellis, [2:56:30] you [2:56:31] re recognized. Uh, thank [2:56:32] you, MADAM PRESIDENT. I just [2:56:34] wanted to take the time while [2:56:37] we have the spotlight and so [2:56:39] many of my colleagues worked, [2:56:41] uh, hours to get this right [2:56:44] that we also do the same with [2:56:45] the affordability challenges [2:56:50] that are facing African [2:56:52] Americans that was recently [2:56:54] reported on from Metro Social [2:56:55] Services [2:56:56] Thank you, MS. Ellis. Is there [2:56:59] any further, uh, discussion on [2:57:01] the motion to approve as [2:57:05] amended for ordinance bl [2:57:09] 2026-1273 sponsor Coupon and [2:57:12] Stiles on its 3rd and final [2:57:12] reading. [2:57:14] Sing none, all in favor, please [2:57:15] say aye. [2:57:17] Any voting no? Any abstaining. [2:57:19] All right, this has passed its [2:57:21] 3rd and final reading as [2:57:24] amended. [2:57:28] All right, hang, hang in there. [2:57:31] There is one more item, um, 2 [2:57:34] more items, um, the first is, [2:57:38] uh, somewhat of a companion to [2:57:39] agenda item 56. It is agenda [2:57:46] item 57 ordinance bl 2026-1284, [2:57:47] sponsor Coupin. This is an [2:57:49] ordinance to amend Title 17, [2:57:50] the Metro Code of laws, [2:57:50] ordinance of the metro [2:57:52] government by changing from ig [2:57:55] to dtc zoning for various [2:57:57] properties located east [2:57:58] of Korean Veterans Boulevard [2:58:00] and south of Sylvan Street. [2:58:04] This is 40.96 acres, um, [2:58:06] council member Coupin, you are [2:58:06] recognized, sir. Thank you, [2:58:07] MADAM PRESIDENT. Committee [2:58:09] reports, please, right for the [2:58:09] report of the planning and [2:58:11] zoning, uh, Committee Chair [2:58:12] Horton, thank you, Vice Mayor. [2:58:13] Pnz recommended to approve 10 [2:58:15] in favors, 0 against, 0, not [2:58:15] voting. Ok, it [2:58:16] s back to you, [2:58:17] MR. Coopin, for a motion to get [2:58:18] the bill before us. We move [2:58:19] approval. All right, there [2:58:19] s a [2:58:21] motion to approve. Is it [2:58:23] seconded? Ok. Um, uh, is there [2:58:25] any discussion [2:58:27] on, uh, this motion to approve? [2:58:28] Seeing none, all in favor, [2:58:32] please say aye. [2:58:34] Any voting no or abstaining. [2:58:36] All right, this too has passed, [2:58:38] uh, its 3rd and final reading. [2:58:40] And then we have one more item, [2:58:42] colleagues, it is agenda item [2:58:48] 67. It is Ordinance bl [2:58:52] 2026-1311 sponsor Kimbro. This [2:58:54] is an ordinance to mend Title [2:58:55] 17, the Metro Code of Laws, the [2:58:56] zoning ordinances of the Metro [2:58:57] government by amending a [2:58:59] portion of a planned unit [2:59:00] development overlay district to [2:59:03] permit 120 multi-family [2:59:04] re s id ent ial units on [2:59:06] property located at 201 Gifford [2:59:08] Place, located at the corner of [2:59:09] Gifford Place in White [2:59:09] s Creek [2:59:13] Pike. This is 3.11 acres zoned [2:59:15] cs and within a planned unit [2:59:17] development overlay district. [2:59:18] Uh, council member Kimbro, [2:59:18] you [2:59:19] re recognized. [2:59:21] Thank you, Vice Mayor. [2:59:21] Committee report. Yes, ma [2:59:22] am. [2:59:23] Um, for the report of the [2:59:24] planning and zoning committee, [2:59:26] uh, Chair Horton, uh, for MS. [2:59:26] Kimbro [2:59:27] s 1311, please, sir. [2:59:29] Thank you, Vice Mayor. Pnz [2:59:30] recommended approval, 9 in [2:59:32] favor, 0 against, 0, not voting. [2:59:34] Ok, all right, it [2:59:34] s back to you [2:59:35] from, uh, a motion to get it [2:59:36] before us. [2:59:40] Move for approval. All right. [2:59:41] Is there a second? There is a [2:59:43] motion to approve properly [2:59:44] seconded on 3rd and final [2:59:46] reading, uh, MS. Kimbrough, [2:59:49] anything you wish to add? [2:59:50] Thank you for the support, and [2:59:51] I ask that you support it [2:59:56] tonight. This is 120 [2:59:59] residential units, um, located [3:00:00] in the Joelton area. This was [3:00:02] previously, well, it [3:00:02] s [3:00:04] currently a day [3:00:05] s Inn hotel and [3:00:08] um the owners are gonna put $3 [3:00:10] million into it to make these [3:00:14] 120 units for people to have [3:00:17] options, um, living options. [3:00:19] Alrighty. Um, there is a motion, [3:00:20] uh, to [3:00:22] approve properly seconded, um, [3:00:24] of this ordinance on its third [3:00:25] and final reading. Um, you [3:00:25] ve [3:00:27] heard an explanation, uh, by [3:00:28] the sponsor, and we are on to [3:00:30] discussion first in the queue [3:00:31] is council member Stiles. [3:00:31] You [3:00:32] re recognized. [3:00:35] Thank you very much, Vice Mayor. [3:00:39] We have received a lot of [3:00:41] emails from constituents that [3:00:42] live close to this property. [3:00:44] They are not in support of this [3:00:48] project and as usual, I find it [3:00:49] very difficult to support [3:00:51] projects when people email, [3:00:53] show up to planning, show up to [3:00:55] the chamber, have concerns, I [3:00:56] think. [3:00:58] The people that elected us and [3:00:59] put us in office if they [3:01:01] complain, we need to take their [3:01:02] concerns into consideration, [3:01:03] and so I [3:01:03] m, I [3:01:05] m going to be an [3:01:07] abstention on this vote, but I [3:01:08] would encourage my colleagues [3:01:10] to please consider doing the [3:01:12] same. Everyone who buys [3:01:14] property, moves into a [3:01:14] neighborhood, it [3:01:16] s ok, wherever [3:01:17] they chose to live and the [3:01:19] reasons why they chose it, I [3:01:19] don [3:01:23] t think it is on us to say [3:01:25] we know better than you do. [3:01:26] Thank you. All right, um, [3:01:27] discussion continues. Council [3:01:28] member Benedict, you [3:01:28] re [3:01:29] recognized. [3:01:31] Previous question [3:01:35] All right, um, uh, MS. Benedict [3:01:37] has recalled, uh, the previous [3:01:39] question. It requires a second. [3:01:41] Ok? Uh, it, uh, is [3:01:42] non-debatable, as y [3:01:43] all know, [3:01:45] it requires 2/3 of those voting, [3:01:47] um, uh, if you want to end [3:01:48] discussion and move to the vote, [3:01:50] you would vote yes. If you want [3:01:52] to continue discussion, you [3:01:56] will vote no. Um, all in favor [3:01:57] of the previous question, [3:01:58] please say aye. [3:01:59] Uh, any voting no? [3:02:00] Ok. The ayes have it. The [3:02:02] question has been called, and [3:02:06] we move on, uh, to the vote. Um, [3:02:09] I think anticipating, um, MR. [3:02:11] Uh uh Benton having pulled it [3:02:12] off and you saying you [3:02:13] re going [3:02:15] to, um, is, is there anyone, MR. [3:02:17] Benton? [3:02:18] Is anyone requesting a roll [3:02:19] call? [3:02:21] Ok, we have 2 requests for roll [3:02:23] call. Um, so, uh, MR. Clark, if [3:02:25] you would please, uh, load the [3:02:28] vote, uh, for 1311 please sir, [3:02:31] which is on its 3rd and final [3:02:32] reading. [3:02:33] Understanding we MAY have a few [3:02:51] abstentions in those. [3:03:06] With all votes in, MR. Clerk, [3:03:09] please show the vote. [3:03:11] This ordinance has passed its [3:03:13] 3rd and final reading with 29 [3:03:16] votes in favor, 4 voting no, [3:03:19] and 3 abstentions. All right, [3:03:21] that is our last item on the [3:03:23] agenda. Um, our next council [3:03:25] meeting will be on Thursday, [3:03:27] MAY 7th with Monday committees [3:03:29] shifting to Wednesday. Uh, this [3:03:32] is due to the primary election [3:03:33] on MAY 5th. Early voting is [3:03:35] underway for that election. [3:03:39] Please vote early Nashville. Is [3:03:40] there a motion to adjourn? [3:03:40] We [3:03:48] re adjourned [3:03:51] This has been a surface of the [3:03:53] Metro Nashville network.
