[2:51] I'm trying to um I think the plan is to [2:54] uh submit to a state outdoor wreck uh [2:58] fund for request that's open till [3:03] early April, I think. So, [3:06] >> I'm in the process of filling that out [3:08] so we can get that submitted. Uh the way [3:12] that grant works is if your request is [3:15] under two thou $200,000, it doesn't [3:17] require legislature review. So, uh, with [3:22] that in mind, the intent is to apply for [3:25] one, um, shelter, the east shelter, [3:28] which will be the easiest one to to [3:30] build and get get up and going. Um, and [3:34] keep it under that that benchmark so we [3:36] don't have to wait for legislature to [3:38] review these applications. [3:41] Um, I believe there's $2 million in the [3:43] fund. Uh, so it' be highly competitive. [3:47] Um, so we'll see where that lands. [3:52] Um [3:54] that is something that we need to talk [3:56] about a little bit more as far as if [3:58] we're just looking for one or if we're [3:59] looking for a total amount and stretch [4:02] that as far as we can. Um it is a 4060 [4:06] request. So um [4:11] we do have we do have some options as [4:13] coming as far as coming up with a 40% [4:16] that may be able to move from [4:20] one place to another to get that get [4:22] that done. But um [4:25] we are that is kind of what we're [4:28] looking at right now. So um I would [4:30] rather have the [4:33] something that [4:36] if we could get more than one done, I [4:39] would rather do that, pursue that route. [4:42] Um, and we can get some numbers, we can [4:45] get some hard numbers between now and [4:48] April 1st. These are all [6:54] basically along the Casper Mountain Road [6:56] corridor. Um you'll see them if you go [6:59] up there. They're real similar to the [7:01] signs you see around town. Um they're [7:05] not quite done putting them in. Uh we'll [7:08] be doing a a check through them um [7:11] probably in the next few weeks, but I [7:14] think they have most of them. They had [7:15] some equipment issues and whatnot. Um [7:18] but that that didn't come out of our u [7:21] out of our budget that came out of visit [7:23] Casper paid paid for those signs. They [7:25] didn't have enough funds to do all 23 or [7:30] 26 signs. So I think we did 13 or 14. So [7:34] hopefully that helps. Um along with that [7:37] with the new signs, [7:39] uh I'll be reviewing the old some of the [7:43] older wooden signs with staff and kind [7:46] of seeing what doesn't make sense with [7:48] the new signs and seeing what needs to [7:50] be changed. And some of them just need [7:53] to be um cleaned up and restained and um [7:58] just spruced up some. So we'll be [8:00] working on that this spring on signs up [8:02] there. I mean, um, I don't know if I [9:24] can sign off on events up there for the [9:28] summer if it's not, you know, we don't [9:31] have any authorization on the property. [9:33] So, uh, those are questions I'm getting [9:35] answered and, um, we'll find out and [9:39] I'll notify the the parties that tend to [9:42] want to have those types of, uh, runs or [9:44] mountain bike, uh, races and things of [9:47] that sort so that everything's clear and [9:50] open and everybody understands who's [9:52] responsible for what. Um I think [11:29] they're sending that um draft up to [11:33] their regional office in Montana. Uh so [11:37] we're hoping to hear back from them [11:38] fairly soon. They had a few questions um [11:44] you know about storage of golf carts and [11:48] um side by sides through the winter [11:51] season in the trailer park or at the [11:53] cabins. Um that was one question if if [11:57] they thought that should happen or not. [11:59] Um so that may change a little bit. Um [12:02] they did have they asked for [12:04] clarification on how I calculated the [12:07] fixed escalator rate. So I sent the sent [12:11] my spreadsheet that does the [12:12] calculations along with the um [12:15] explanation on how that comes that I was [12:18] provided by the state uh that I [12:20] followed. So um hopefully we'll have [12:24] those coming fairly soon. Um I really [12:28] would like to have them by the end of [12:29] the month so that we can start sending [12:31] those out with invoices and whatnot and [12:34] getting them signed and everything. Um, [12:37] in 2021, [12:38] we really didn't get approval for those [12:41] lot permits till the end of May, so we [12:44] were behind the curve then. Um, but I [12:47] think we're in a little better place and [12:49] there's a lot less revisions this time [12:51] around than there was last time. [12:54] So, [12:57] any questions on on the permit process [12:59] and where we're at? [13:02] Um, I just wanted to put out there, uh, [13:07] it's that time of year to start firing [13:10] up the water system at the lake that operates the trailers and the clubs [13:15] and the marina. Um, our schedule [13:19] is we're going to begin um, April 2nd, [13:24] and this is a a chlorination uh, [13:28] process. fill the tank all the way full. [13:32] Uh the third is Good Friday. That's a [13:34] county holiday, so we won't be doing [13:35] anything then. My staff has shifted to a [13:39] Tuesday through Friday schedule, 10-hour [13:41] days out there since um the more [13:45] daylight. So, we will drain and fill the [13:49] system April 7th, which is when we will [13:52] check for leaks and whatnot. Um, and [13:56] then we will sample uh the water on [13:59] April 8th. And um, as long as that [14:02] sample comes back clear, we will have [14:05] plottable water the 15th. Um, so that's the schedule. [14:11] >> Michael, are are we going to as a staff [14:14] going to make sure that the lines are turned off at each of the [14:21] trailers this year before? We will turn [14:24] all our valves off. Now, um I sent out [14:27] notice last [14:29] before the end of the season last year [14:31] asking everybody to disconnect from our [14:34] system completely. Um I think there was [14:37] a handful of them that had not and and [14:40] not to reconnect until after the 15th. [14:43] >> Okay, that's that's basically where I [14:45] was going with that just to make sure [14:46] that we don't have any [14:48] >> issues in case somebody has a a problem [14:51] inside their trailer. [14:52] >> Right. that that's identified ahead of [14:55] time. So, okay. [15:00] » Um, [15:01] the last item I had for for the [15:04] reservoirs is the [15:07] trailer lottery process. Uh, we did a [15:10] revision [15:11] about two years ago, a little bit uh to [15:14] try and increase the number of um people [15:18] drawn, unique people drawn on the list. [15:22] Um because the old system had it where [15:26] uh your name could be drawn several [15:29] times. Every time a trailer went up for [15:30] sale, you So if five trailers were up [15:33] for sale, somebody's name could be on [15:35] all five lists. Um even though everybody [15:38] gets all five lists. So what we've done [15:41] is um once your name's drawn, it's [15:44] removed from the lottery pool. And so [15:47] that name's on there and all five [15:49] trailers still get could sell to that [15:51] one name if they wanted to, but it it [15:54] allows four more names to be added to [15:57] those lists. So you actually have 20 [15:59] unique individual or [16:02] yeah 25 unique individuals versus 21. Um [16:08] and then like if you had three names [16:10] drawn the same, it decreases how many [16:12] names are out there. Um, so staff is [16:17] looking at and and we'll bring this in [16:19] front of the board at some point before [16:21] submitting to the B for review. Um, [16:27] there's been seems like a significant [16:30] increase of people applying for the [16:32] lottery that have the same address. Um, [16:36] you know, husband and wife applying. Um, [16:40] and there's some federal rules that we [16:42] have to comply by. So, we can't, you [16:45] know, say no. Um, only one person with [16:48] the same last name, we can't can't do [16:50] that. But anyways, to increase their [16:52] odds of getting drawn, [16:55] you know, if if you have like my [16:57] household, if I put in and my wife put [17:00] in and my two adult children put in that [17:03] use our address, that's four shots at [17:06] getting on there. And then once one of [17:08] us gets on there and then we add add the [17:10] other names. So if one of my daughters [17:12] got on there, they could add one of the [17:14] parents' names to the permit and [17:17] purchase, you know. So it increases the [17:18] odds, but it decreases the number of [17:22] individuals that the person selling [17:24] their trailer has a chance to sell to. [17:27] So um you know, we're looking at both [17:29] sides of the coin. It's like how do we [17:32] improve it for the public, but how do we [17:33] improve it for the folks selling their [17:36] trailers while still following the [17:39] federal regulations? [17:42] So, uh, I just wanted to give you guys a [17:44] heads up that we're working on that and [17:46] may and maybe these ideas are not good [17:49] and and you guys shut them down or maybe [17:51] they're great and we've revised them. [17:52] >> You know, I think, [17:54] you know, and Russ, you guys can jump in [17:57] here anytime you'd like to. I'm I I'm [18:01] just talking because I have my mic on. [18:04] Um I do think that it's a good idea that we you know it doesn't really [18:10] bother me so much that people have [18:14] multiple names on there. But if we only [18:17] use one address, [18:20] you know that if it's associated with [18:22] that single address, then you eliminate [18:25] the rest of the So you're you're [18:28] basically so you can't pull three people [18:30] from the same address [18:32] on the first one, [18:35] >> right? [18:59] Um, [19:00] but to increase the opportunity for [19:04] people to be able to sell their trailer [19:06] and to provide more names out there for [19:08] the people that are selling the trailer, [19:09] I think that that that's very [19:12] beneficial, you know, and I see you guys [19:14] shaking your heads back there that are [19:16] out of the trailer park. And so we're [19:18] trying to we're we realize that there's [19:20] some things that we need to work on and [19:22] I think this this might be an easy way [19:24] to do it um to to assist in getting more [19:29] names for the people that are trying to [19:30] sell their their trailers. Um, a thousand% [19:37] because I given the way the lottery [19:40] process currently works, if you were, [19:43] say your family all, you know, put their [19:46] names in and I was trying to sell my [19:48] trailer out there, I could potentially [19:50] get, you know, you and your wife and [19:52] your daughter. No, I agree also with this [20:27] and and as you've seen, I'm sure Michael [20:30] since you've been here for the last few [20:32] years, the number of trailers coming up [20:34] are not as much as they used to. I mean, [20:36] we've had kind of a a turnaround and [20:39] have a lot of new people in the trailer [20:41] park. And I think that it happens. You [20:43] know, you only have one or two trailers [20:45] come up and with that, you're really [20:47] taking it away from that person to sell [20:49] to someone with it. You know, um years [20:52] ago, there'd be like six or seven [20:53] trailers come up, you know. But when you [20:55] only one or two trailers and just like [20:57] she was saying as far as you're I'm [21:00] trying to put my trailer up and you have [21:01] three of your names on there and that's [21:03] the only thing about it. You only get [21:04] five names and now someone else puts up [21:07] you can get an additional five. So I [21:09] think that's some real good things [21:10] you're looking at um to give a bit [21:13] better chance out there for for both the [21:15] people that are trying to draw out there [21:17] and also for the people trying to sell. [21:19] So I like those ideas. Okay. And that's not fair. That's I I [22:32] don't believe that that was a reason why [22:35] the lottery system was designed. And you [22:38] know guys, people there's always people [22:40] that are going to figure out how to game [22:41] the system. It doesn't matter what it [22:43] is, there's always a way to to outdo it. [22:46] And I think that would be something that [22:50] if we do it by address and say, okay, [22:53] just one person from that address is is [22:55] allowed to to purchase that then. So, Healthapre um the [24:26] grants were uh provided to visit Casper. [24:29] So, they had the funds um to allocate uh [24:33] we built a new boardwalk with a viewing [24:37] deck. Uh gives you a great vantage [24:39] point. Uh we were able to do replace the [24:43] fencing that was 6 feet tall with barb [24:46] wire on top down to a 4 foot chain [24:48] length so you can now see over the top [24:51] and take pictures over the top versus [24:53] through the fencing. Uh we did gravel [24:57] and grade the parking lot. We graveled [24:59] the access to the picnic shelters around [25:02] there. We created an additional parking [25:04] area over there. So, when that's open, [25:07] uh, we purchased, uh, picnic tables and [25:11] trash cans for it. And the last thing [25:14] that came out of the grant money was, [25:16] um, seed, uh, so that we can recede the, [25:21] uh, disturbed area by the boardwalk in [25:23] the point and get that coming back to [25:26] natural status. Um, and then we have [25:30] some, uh, [25:32] wooden ballards that we're going to [25:34] install. [25:35] uh between the parking area and the [25:37] viewing area. Um and those will start [25:40] going in next week. Uh Visit Casper has [25:44] reached out to Chamber of Commerce. They [25:46] are having an open uh ribbon cutting, I [25:51] guess. May 8th. And I don't want to see it [54:54] drag on. It might have to, but I don't [54:56] want to see it drag on like the picnic [54:58] shelter at Bear Trap for years. Right [55:01] now, that's a mud hole. On September [55:04] 11th, after all the discussion, there's [55:06] going to be regrading. There's a lot of [55:08] fingerpointing. Why doesn't the the [55:10] parking lot grain? There's a lot of [55:12] reasons. Groundwater, [55:15] improper installation, no drainage. The [55:18] engineers pointing this way, the [55:19] contractor's pointing that way. All [55:21] right. So the agreement then was to get [55:23] a good survey done, develop proper slope [55:27] so that parking lot drains out into [55:29] Elcart Creek. Okay. They spent a lot of [55:32] time. There was already funded gravel. [55:35] The gravel it looks like, but uh well, [55:38] you can correct me later, but I'll keep [55:39] going. Um looks like that crappy gravel [55:42] that the the county mil years ago, [55:44] decades ago, a lot of sandstone and it's [55:47] been sitting up at that pile. It's too [55:49] fine. it turns to mud and it's what you [55:52] have so you use it all over the place. [55:54] But there wasn't a good gravel road base [55:56] brought in and it went to hell. So that [55:58] was September 11th there was a plan. [56:02] October 9th, less than a month later, [56:07] it was up again. What's going on? [56:09] Michael said it doesn't drain. Okay. And [56:12] there was a discussion about putting a [56:14] drain in in the low spot just off the [56:16] corner by the handicap where I'll show [56:19] you the pictures later. Today that's [56:21] already a swamp. Has been all winter [56:23] when it's warm. [56:25] Okay. So, it was discussed it's going to [56:27] be a drain that fed into that 24in pipe. [56:30] It was a solution some of us have been [56:32] pushing since that building was just [56:35] getting built because even the [56:36] contractor knew it was going to be a [56:38] problem. [56:41] Michael presented that there was five [56:43] people may be interested. One who said [56:45] he could probably get it done by the end [56:46] of October. So this was October 9th. You [56:50] asked about Chairman North asked about [56:52] the size of the um concrete um apron [56:56] around the drain and wisely suggested [56:59] that they expanded from two feet to 10 [57:01] feet so to better accommodate cleanout, [57:04] proper drainage. [57:06] And I haven't heard a word since. That [57:09] was October 11th. [57:11] >> Let me let me let me let me give you a [57:12] quick update on that. [57:14] >> Well, let me if you don't mind so I [57:16] don't blow my time. I'd like an update, [57:19] but let me finish off saying if you [57:21] don't mind. Is that okay? [57:22] >> Yep. [57:23] >> Okay. Thanks. So, that was two meetings [57:25] in a row last fall and we're still [57:27] nowhere. The problem, and you definitely [57:30] know that. So, we have guests coming to [57:33] our community, using our facilities, [57:37] trashing their vehicles in a parking lot [57:39] that doesn't drain, and going into a [57:42] brand new $2 million building with muddy [57:44] feet. [57:45] And it's not it's not finished. So, I'd [57:48] like to see it finished. And you have [57:49] the authority and the and the [57:51] responsibility to get it done. So, can [57:54] we get moving [57:57] next? Same kind of thing. [58:00] Anybody who works in this community or [58:03] recreates this community outside is [58:05] scared to death of the fire risk that's [58:06] heading our way. We've had a dry, [58:10] warm winter and it's a factor. I think [58:14] you're all aware that there's no public [58:16] access to water on Casper Mountain. And [58:20] you who have been involved in [58:21] firefighting know first response is [58:23] critical. [58:25] a little fire that can be put out with a [58:27] five gallon jerry can 20 minutes later [58:30] is an issue. And who is first responder [58:33] up there is actually the city of Casper [58:36] because they have a man fire station at [58:38] Sunrise and they're the first guys to [58:39] get up there and then county comes and [58:42] then the volunteers get organized. It's [58:44] a great volunteer force with good [58:46] equipment, but they got to get up out of [58:48] their houses, get get their bunkers on [58:51] and get up there and get those things [58:52] warmed up and ready to go. So the [58:54] response is not two minutes. And oddly [58:57] enough, the first people there, the city [58:58] of Casper, which is great, believe me, [59:02] but there's no water. So we have campers [59:04] coming up here who don't always know [59:07] there's no water until they get to a [59:08] campsite, [59:12] who are allowed to light fires at a lot [59:14] of time, and don't have a simple way of [59:17] responding if they screw up or somebody [59:19] screws up in the neighbor. I've been [59:20] pushing hard. The only potable water up [59:23] there goes into the new building. [59:26] I would like to see, and this I've been [59:29] barking about this for years, I would [59:31] like to see a frost proof line from that [59:35] water system feeding a frost proof [59:38] hydrant across the parking lot with a [59:40] nice sign that says camper water fill [59:43] station. Maybe there'd be a map of the [59:45] cars, but people could go there and fill [59:48] their jerry can or their water bows or [59:52] anything with potable water and have it [59:54] available and anybody could have it [59:56] available. Now, I've heard all the [59:58] excuses. City owns the property. [1:00:01] Somebody's going to steal it. I'm going [1:00:02] to come fill my sister. Whatever it is, [1:00:05] this can be done. The the the water's [1:00:07] not clean. There's potable registered [1:00:11] water into that building. Let's get a [1:00:12] line across the parking lot. This is not [1:00:14] expensive. And in in today's maybe it [1:00:17] cost 10 grand. I don't know. That'd be [1:00:18] silly if it did, but it might. That's [1:00:20] nothing. [1:00:22] And with this whole Casper who owns the [1:00:24] property deal, you know, everything I'm [1:00:26] talking about, [1:00:28] when a guest comes up there and gets his [1:00:30] truck all muddy, his car all muddy, [1:00:32] walks into a brand new building, gets [1:00:33] the building all muddy, they don't care [1:00:35] who owns it. They're our guests and we [1:00:39] haven't finished our building. when that [1:00:41] mountain burns, they're not going to [1:00:43] care who owns that either. It's your [1:00:45] responsibility for your parks grounds. [1:00:48] So, I I mean, I'm getting tired of [1:00:51] bringing this up and I've tried to do [1:00:53] what I can, but [1:00:56] we need to move on these. This is [1:00:58] important. So, you know, [1:04:42] coming into October, you're kind of [1:04:44] limited on days that you can get people [1:04:46] to do that kind of work, particularly on [1:04:48] the mountain, because the temperatures [1:04:50] are cooler up there than they are in [1:04:51] town. And so it's not that this board [1:04:53] has forgotten about what we talked about [1:04:55] last spring or last fall, but we had no [1:04:59] way of knowing it was going to be 65 [1:05:01] degrees the rest of the winter and that [1:05:03] it was, you know, inevitably we thought [1:05:05] there would be snow pack up there in the [1:05:07] parking lot, you know, and the fact that [1:05:10] we haven't had any snow is why that [1:05:11] there's mud everywhere. And had we had a [1:05:14] normal snow year, there would be snow in [1:05:16] that parking lot. And it would be an [1:05:18] issue during the mud season when ski [1:05:20] season is over. But that's not [1:05:22] >> I understand that. [1:05:24] >> I what I'm saying is we haven't [1:05:26] forgotten. [1:05:27] >> Okay. [1:05:27] >> And Mike has done the work and we did a little fix to get us through [1:05:32] the winter so that this spring and fall [1:05:35] we could get it prepared for next ski [1:05:37] season. And this tightened up quite [1:06:20] a bit because last spring when you drove [1:06:23] over this parking lot light, you sank in [1:06:25] six 8 in deep. Um now with the [1:06:29] additional gravel and the better grading [1:06:31] and some drainage. I mean there's still [1:06:33] some pooling, but you're not getting the [1:06:35] ringing like you used to. [1:06:36] >> Drive up there. [1:06:38] >> I do. [1:06:38] >> My point is spring has come. We're in [1:06:40] the mud season and or not. We might just [1:06:43] buy a few weeks, but I don't care about [1:06:45] what's happened. They [1:12:09] were cleaning the gutters of leaves and [1:12:14] um they were out there through the [1:12:15] middle of the week to check on their [1:12:16] trailer and uh there was a lady that was [1:12:19] out there and she's like, "Well, we're [1:12:21] just doing what we need to do out here." [1:12:22] But they really would like to thank the [1:12:25] people out there because they're [1:12:26] cleaning those out to where again when [1:12:29] uh things start u water starts flowing [1:12:32] or anything else, it's important to have [1:12:33] those gutters cleaned out with the new [1:12:35] sidewalks we put in. So I just wanted to [1:12:37] give that to you. Whoever you have [1:12:39] working out there, um there was a person [1:12:41] in the trailer park appreciated that the [1:12:43] people from the parks department was out [1:12:44] there cleaning stuff up. And [1:13:10] when you start having to stretch our [1:13:13] resources all the way across the board, [1:13:15] it seems like we're stretched out a [1:13:17] little bit further than we would really [1:13:18] like sometimes. [1:13:20] That doesn't mean that we're not [1:13:21] concerned and that we're not working [1:13:24] toward improving things, but just [1:13:27] because we don't get to something [1:13:29] immediately [1:13:31] doesn't mean that we aren't we don't [1:13:32] believe it's important. But it's just [1:13:35] that we have a lot of other things that [1:13:38] we have to do. Um that goes right along [1:13:41] with that. you know, um, [1:13:45] our park system on the mountain is is [1:13:47] big and [1:13:50] you know, it's like I said earlier, [1:13:52] we're working, we're trying to get [1:13:54] something taken care of as far as lease [1:13:56] agreement. That puts us in a real [1:13:58] stalemate as far as what we can and [1:14:00] can't do right now and and transferring [1:14:03] properties and and doing other things up [1:14:06] on the mountain until that's completed. [1:14:09] We're kind of on hold on a lot of stuff. [1:14:10] There's just a lot of things we can't [1:14:12] do. Um, you know, we do own some areas [1:14:16] that outright like Bear Trap, um, [1:14:19] Bondrose Park, and you know, we run the [1:14:22] archery range, but that's under a lease [1:14:24] agreement with the BLM. So, those are [1:14:27] all different. The BO is the same way. [1:14:30] you know, we have to work within the [1:14:32] constraints that they give us and [1:14:37] that that takes a lot of effort, a lot [1:14:40] more than people realize sometimes. Um, [1:14:43] you know, fortunately, I'm really [1:14:45] thankful that Visit Casper was able to [1:14:48] step in up and help us out with Hell's [1:14:50] Halfacre because [1:14:52] that had been neglected for years. I [1:14:55] mean, a lot of years. And now [1:14:58] it's something we can be proud of. I [1:15:00] mean, it's got a good boardwalk out [1:15:02] there. It's got a good location. It's [1:15:04] got information signs. We're getting an [1:15:06] outhouse out there this year. Um, and [1:15:09] some other stuff. So, it kind of takes [1:15:12] us all the way across the county. You [1:15:15] know, there's a lot of stuff that we [1:15:16] have that we have to look at. So just [1:15:19] because we don't get to something [1:15:22] as soon as you think that we should, it [1:15:25] doesn't mean that we're neglecting it. [1:15:27] just means that there's things that [1:15:29] we have to get taken care of. Right now, [1:15:32] one of the things that we're going to [1:15:33] have to work on um with Michael is is [1:15:36] our is our budget because we got to turn [1:15:38] that in pretty soon. And I will tell you [1:15:42] that um [1:15:44] looking at the revenue projections, it's [1:15:47] anybody's guess, you know, so we don't [1:15:49] know exactly what we're going to be able [1:15:51] to to get and what we're not going to be [1:15:54] able to get. But those are we can't we [1:15:56] can't spend money that we don't have. [1:15:59] And that comes down to to where we go [1:16:01] and and what happens. So with that, I [1:16:05] don't have anything else. So we are a
