We have IMA here today to [6:58] talk about our renewals for health insurance. [7:04] Always a fun subject. >> I bring better news this year than last [7:08] year. >> Much better news than last year. [7:10] » Okay. Well, you're welcome. We appreciate all you guys do for us. [7:15] » Thank you. I appreciate you guys for continuing to partner with us. Um [7:21] believe I met most of you guys last year, but you know, as I mentioned, this [7:25] renewal is a lot better than what last year looked like. So, I'm I'm happy to [7:28] be here to to present. Okay. [7:34] So, if we want to go ahead and get started, um here on the first page, I [7:37] just have a a quick executive summary really highlighting all the different [7:41] medical, dental, vision, and um life and disability coverages. So, the initial [7:48] Blue Cross of Kansas medical renewal did come in at a 4.4% [7:52] overall increase. Um, you know, based on how the plan is running and and really [7:58] given kind of last year's renewal increase, we were able to get a [8:00] concession off that initial renewal to bring it down to just under 1%. Which, [8:06] um, in the market today, a 1% renewal is unheard of. Um, so I'm I'm super pleased [8:10] to present this to you all today. Um, it was it was close to about $50,000 in [8:15] savings off that initial renewal. So, Blue Cross really came to the table this [8:18] year and and provided really the best um, offer possible. [8:24] Dental is getting a 4.1% increase. Now, I will say on the dental side, um, [8:29] dollar amounts a lot smaller than medical. So, that 4% overall increase is [8:34] only about $2,500 a year. As I mentioned earlier, the the plan is [8:40] running favorable. Um, just to give you some insights, um, the most recent 12 [8:45] months is running at a 68% loss ratio. Um, now one caveat to that is that's [8:52] before we account for what we call IBNR. So those are claims that likely [8:56] incurred, you know, last month but haven't been paid until maybe this [9:00] month, next month. So you got to account for that. And so um and then of course [9:04] trend trend right now is anywhere from 8 to 10% in in the medical um space. So [9:10] once you factor in those those two pieces, that's why the the renewal did [9:14] come in at around a just under a 1% overall increase for next year. [9:19] Also happy to to present the vision. Um you all moved to Blue Cross with their [9:25] recent part partnership with IMED on the vision plan. That's under a four-year [9:29] rate guarantee. So those rates are going to be locked for the next three years. [9:32] Um so no increase on the vision side. And then also pleased to announce on all [9:36] the ancillary benefits um there will be no rate changes, no benefit changes, [9:41] carrier changes, um no changes on that side. The only one that would affect the [9:46] commission or the county um would be the um accidental death and dismemberment. [9:50] So that's going to stay flat for that. So when we budget that number won't [9:54] change. [10:04] » So if we move on to the next page on our handout, um this just really lays out [10:09] your guys's current medical benefit plan. So we have the current plan on the [10:13] lefth hand side um what the revised renewal came in at on the very right [10:18] hand side. So this is just illustrating there's going to be no benefit changes. [10:22] Um and then you can see the total premium amounts listed at the very [10:25] bottom. Um if you look at the the bottom few rows, you can see the initial [10:30] renewal came in at a $63,000 overall increase. The revised renewal with that [10:35] concession came in at about a $14,000 total increase. [10:49] So, as we look at the next few pages, there's going to be a lot of numbers on [10:52] here, so bear with me for a little bit. Um, really, these are we we put together [10:57] a handful of illustrations on how do we want to split out the the increase [11:02] between employees and then the county. And so this first illustration uh on [11:07] number one here um we have the current premiums and and what employees are [11:12] contributing and what the county's contributing on the lefth hand side. On [11:16] the right hand side of this exhibit you can see what the renewal um with the [11:21] revised premiums are. Um and in this specific illustration we're showing no [11:27] employee rate change on this exhibit. And so you can kind of see where I've [11:31] boxed in on this slide. um indicating, you know, employee rates would would be [11:36] staying the same. And then if you look at the very bottom kind of bottom right [11:40] hand side, you'll see in that total premium column, a 14 um,000 total [11:47] increase, employee rates just to the right of that with no annual increase. [11:51] And then the county would be be picking up the full 14,156 [11:56] um in this first illustration. [12:02] And so illustration two is to where is where we start to look at maybe some [12:05] changes to the contribution structure. Again, you can see highlighted and boxed [12:11] in the the employee rates. In this illustration, what we wanted to show was [12:16] a slight increase on the $1,500 deductible and $2,500 deductible plans, [12:24] but keeping that $3,500 deductible plan the same for employees. And so that's [12:29] what this illustration is showing. Um, I'm a fan of this because it it it, you [12:34] know, incentivizes members to maybe go to some of those higher deductible plans [12:38] because we know that, you know, likely less than 20% of of individuals are [12:42] actually hitting those deductibles. Um, and it's still to me what I'd consider a [12:47] a a fair increase. And um, at the very bottom you can see what the total dollar [12:53] amount split would be. and it's almost an even slip between what the employees [12:56] would be picking up and then what the county would be picking up. So, to me, [12:59] that seems like a fair kind of um contribution on on both the county and [13:04] the employees. [13:14] » So, on pa pages six and seven, um a couple more illustrations that we wanted [13:21] to put together. And so these are all based on the percent that employees are [13:25] paying of the total premium today. So if you look at where I kind of have that [13:29] boxed in on the current side, just to give an example, an employee is paying [13:34] 9.3% of the total premium amount in that $1,500 deductible plan. [13:41] What this does is is looks at bumping that up to 10% and then 20% for the um [13:48] employee plus tiers on that $1,500 plan. On the $2,500 plan, it shows employees [13:56] paying 5% of total premium and then 15% on the employee spouse, children, and [14:01] family tiers. And then on the last plan, the $3,500 [14:06] deductible plan, wanted to still keep that at zero dollars for employee only. [14:11] Um, but it does bump up those employee plus tiers to a 10% of total premium. [14:18] And then again, at the very bottom, you can see kind of the total breakout. Um, [14:22] this would provide actually a little bit of savings to the county of about $1,600 [14:26] a year versus what you're paying today. And that's at that bottom right hand [14:31] side on the chart. [14:35] And then the last medical illustration is really kind of this a similar [14:39] philosophy, but it's just a little bit um higher on the employee percent of [14:44] total premium. So instead of 10%, we're showing 11. It it's essentially a [14:48] percent higher on on on all the different tiers. And so you can see what [14:52] that does at the very bottom right hand side um to to what the county's paying [14:58] for health insurance. it'd be about a $13,000 decrease over current when we [15:03] look at the county's portion. And so I'll I'll I'll pause there. I [15:08] know there's a lot of numbers, a lot of different illustrations. Um any [15:13] questions on um at least the medical contributions and and what we've shown [15:18] today? [15:24] Okay. [15:31] So then we can move on to the dental. And so as I mentioned, the dental plan [15:38] is getting about a 4% overall increase. It's about $2,500 annually. Um you can [15:44] look at the premium amounts listed um on on this slide nine and you'll see a lot [15:50] of these are only going up maybe a dollar, some few cents. Um, and so [15:55] dental dental rates are staying pretty pretty relatively the same, but we do [16:00] have a few different contribution illustrations on the dental side as well [16:03] that I wanted to walk through. [16:10] So the first contribution illustration on page 10, um, similar to the medical, [16:15] um, wanted to show one illustration of keeping employee contributions the same [16:19] as as it is today. Um, and so that would mean that the [16:23] county will be picking up the full $2,500 annual increase. [16:29] Option two, um, listed right below that is splitting the percent equally between [16:35] the employees and the employer. And so it'd be about a 4% increase to the [16:40] employees, a 4% increase to the county. Um, and if you look at the very bottom, [16:46] you can see, um, employees would be would be picking up about $350. [16:51] The county would be picking up 2,200 of that that $2,500 total increase. [17:07] Page 12 looks at the third contribution illustration. And so what this one does [17:12] is split the dollar amount in increase equally between the county and the [17:16] employees. Um as you saw on that last that last slide, um splitting the [17:21] percent increase was um because the dollar amounts are so low, it it's [17:26] pretty minimal on the employees. This this one actually splits it dollar [17:30] amount-wise equally to where you still have a zero dollar employee only option [17:35] on that base plan, which is great. Um, but from a dollar amount wise, the [17:41] employees would be picking up about $1,200 of the increase and then the [17:44] county would be picking up the remaining 1,200. So, it's a pretty equal split um, [17:48] dollar amount wise between the two. [17:53] And then the last illustration we put together was this number four. And so [17:59] what this does is essentially um does not increase what the county is [18:04] contributing um at all while still maintaining that [18:08] $0 base employee only amount. So it would keep the county's budget the same [18:12] as it is today. Um that $2,500 increase would would fall onto the employees in [18:18] this scenario. [18:27] Any questions on the dental contributions? [18:32] Okay. [18:37] And so, um, the last piece, since a lot of the lines of coverage are are under [18:42] guarantee or not changing, really, it's just focusing on the medical and dental, [18:45] um, it would be our recommendation to to continue um, partnering with Blue Cross [18:51] at that 1% overall increase. On the contribution side, we do have a [18:56] recommendation of that that second illustration that equally split the [19:00] increase between employees and the county. Um, obviously want that to be up [19:05] for, you know, discussion, but I feel like that that was the one that was the [19:08] most fair. It's typically what we see when we work with other employers is [19:12] finding a way to split the cost, you know, equally between employees and the [19:16] in the county or the employer. And then keeping that that similar [19:21] philosophy, it would be that uh dental illustration number three that split the [19:26] employee dollar amount increase equally between the employee and the county. Um [19:31] I think it it shares that that same philosophy of hey, we're going to split [19:35] this equally between us on the medical and dental side. So that that [19:39] illustration three would be our recommendation as well. [19:50] thoughts or questions or scenarios that you would like to see instead? [20:01] » Not right now. [20:21] No difference on the prescription plan within these? [20:25] » No changes on the prescription plan. Um there will always be maybe some tweaks [20:30] to Bluec Cross's formulary. They do that throughout the year, but we're not [20:33] changing, you know, drug formularies or we're not, you know, changing the [20:36] prescription co-pays or anything like that. [20:48] Okay. Sorry. Back on page number three, just so I know. [clears throat] [20:52] » Yep. >> Renewal and then you have revised [20:55] renewal. So, what's the difference there? [20:57] » Yeah. So, I just put that initial renewal on there just to illustrate [21:01] where it was initially coming in at. So, that's where that's what Bluec Cross was [21:06] initially trying to pass along for the increase. the revised renewals with the [21:10] concession and and the final rates we have available today [21:13] » that N8%. [21:23] » Yeah, >> we're shooting for zero, but I mean 0.98 [21:27] is is pretty good. >> Yeah. [21:40] Yeah, those are pretty incredible. >> Yeah, I mean I we're start it's renewal [21:44] season right now, so we're starting to get a lot of these in and this is the [21:47] first one I've been able to present that's in the single digits. So [21:55] » yeah, >> we're we're seeing mo most people in [21:58] that 10 to 15% range at a minimum. So, you know, under 1% is excellent. We will be looking into that. >> Um, as far as the timeline goes, if we [22:16] could get a decision maybe by the next commission meeting. [23:05] And then, yeah, by if we could make a decision by the next um commission [23:09] meeting, it would give us time to even get the contracts and everything signed [23:12] and in place before we print the booklets as well. So the two 20 2012 Suburban that we had we've had since 2012. [24:54] » Uh wasn't um we responded to a call of deer came [24:58] out of a ditch, hit on the right front bumper. It broke off the airbag sensor [25:02] and deployed every airbag in the truck. $3,000 worth of bumper and door damage, [25:08] almost 12 to $13,000 worth of airbag damage. So, they totaled it. So, [25:14] » so we're looking for a new a replacement. [25:16] » A replacement. >> Insurance is going to help pay for this. [25:19] » Um I think they gave us $5,000 because of the year on it. It wasn't [25:26] very much. I think the whole I think our deductible on it was 5,000. So, I think [25:31] we got 5,000. and it was like right at 10 counting tax and all that stuff. So [25:36] anyway, um so I I contacted every dealership. Um Ford never even responded [25:44] to me and I spoke to someone personally and gave him my cell phone number, which [25:48] I don't give out regularly. Um they didn't even respond back with any kind [25:52] of bid at all. um the Chevy dealership sent me a link [25:56] to what they had on the lot um with some prefaces to like a pickup. [26:02] I'm like, "Okay." I contacted Shields. Shields actually worked and um came up [26:07] with numbers for me. In due diligence, I contacted Parks in Augusta, which is [26:13] where the sheriff's office had bought Chevy pickups. [26:17] » Um they were very actable, gave me pricing, too. So, I have pricing from [26:21] both of those, but I wanted to give you kind of a rundown of where to be [26:25] comparable and then where I was headed. Um, so a Grand Wagon Ear since Chevy did [26:30] respon [26:35] is like trying to find a unicorn um because of the state pricing and [26:40] stuff. It's like if somebody has one, they won't release it and trying you're [26:44] going to have to go personally go lot to lot to lot trying to find one. [26:47] » Um, kind of the same way with the Ford stuff. [26:50] Um, but they were able to give me pricing for a Grand Wagon Ear or they [26:55] were not able to give me a Grand Wagon ear. All they gave me was for a [26:57] Tradesman pickup and a Durango because that's what they had available to them. [27:02] So, a trademan's pickup is the same as what the sheriff's office drives. Uh, [27:06] the Durango are the same as what KHP drives to give you some [27:13] visual in your head. Um, Shields went as far as to do comparable of what the [27:18] Suburban would be. So, a Suburban, which would be the same size as a Grand Wagon [27:22] Ear L, would be 69,500. If you go with a Grand Wagon Ear um just [27:29] a plain Grand, not the L, that's a comparable to a Tahoe, which is 66,796. [27:37] If we go down to a Tradesman, what they have is $49,59. [27:45] Um, and then Durango. Um, they they don't have a Pursuit, [27:50] which is exactly what, uh, KHP drives. Um, they are 41,693. [27:56] They have one that's available right now, um, for 43. It's just, it's a [28:01] little bit different. It's got a V6 in it and it's a the package is just like [28:05] it's got electric seats in it. And that one there is 431 163. [28:15] and parks which the only place that are comp that [28:19] they're giving apples to apples or orange or whatever you put it are the [28:22] tradesman truck on site at um parks is 51,518 [28:29] and the Durango is 44358. So you're talking [28:34] » negligible money. Now here's where it gets worse [28:40] » worse. >> But you love those words, right? [28:43] So, I called KHP because they do they only run their vehicles to 50,000. So, [28:49] for a 2024 uh Dodge Durango with 50,000 miles is $41,325. [28:57] Now, the reason that is that way is because there is $8,000 worth of uh [29:03] lighting system on the truck and a push guard. [29:06] So, all these other ones with $50,000 meth will have almost a $10,000 upcharge [29:12] to be able to put that and the graphics and all that stuff on. I just want to be [29:15] very clear about why that is. Now, KHP with only 50,000 miles, you don't know [29:20] how many hours that vehicle is set and ran. It could have hundreds of hours on [29:24] it. So, in my opinion, it's easier to go with the newer the new one and then put [29:31] the light system on it. I mean, I realize that raises the the Durango to [29:37] somewhere around 55 both places. Um, and that also puts a push guard on the front [29:42] of them >> and everything. I just [29:45] » can you hit another deer? >> That's [laughter] [29:49] or a possum. I mean, I hear you okay with the [29:52] Durango. You don't >> Yes. Here's the problem. So, the [29:57] » I give you the wagon ear stuff. Those are 90 days out from possibly even [30:01] getting one. the trucks or the Durango, either one [30:06] can be in this week. My personal opinion, I would rather have [30:10] the Durango because we carry meds and I carry equipment and everything and being [30:14] in one solid area and I can control the environment [30:18] » is better than having the pickup. I'm not saying I can't do with the pickup, [30:22] but the Durango makes more sense to me because I control everything [30:26] » and it's cheaper. Well, I get that. But I I just the SUV [30:31] means more to me than the pickup. I mean, yeah, in the end of it, I give it [30:35] to Mike and he can do something with it. But I I have if I try to put stuff in [30:38] the bed of it, I'm have to have a a box that tries to keep dust out, all that [30:42] stuff. You know, my monitors cost $60,000. I'd really rather keep it [30:46] someplace that is cleaner and that kind of stuff. Not that I can't keep it in [30:49] the back seat, but if I throw somebody in there, then I got to move stuff out. [30:53] That's the reason. There are no third rows in these Durango. So that area back [30:58] there is my area to keep my equipment. So basically what I'm trying to say is [31:04] um for a Dango it could be 55,000 and for a pickup it could be well [31:10] depending on which one it is it could be 61,000. So you're of the two but the [31:14] Dango to me makes more sense is where I would like to be with it. Now that the [31:18] lighting system I could there might be a chance to depending on what console is [31:21] in the Durango and who we get it from. There might be a difference uh for a box [31:26] where I mount my radios might go down. It just all depends on and it's [31:30] availability of what how they come. So I just want to give you worst case [31:34] scenario then and maybe come back less. And when you look at it Shields is I [31:41] mean it's local >> cheaper. Um, I wanted to give you an [46:30] update for the BFA, the budgetary fund accounting clean process. Um, I want to [46:35] start with an update. Uh all accounts with the exception of payroll and home [46:40] state bank which is our main bank have been completely corrected, reconciled, [46:44] balanced and brought up to date. We are expecting to have all period 13 [46:48] corrections for the remaining two accounts um completed by the end of [46:53] September which those once those are finished uh we'll be able to move [46:56] forward with the 2025 audit. And then the cleanup has included but not limited [47:02] to the researching and correcting outstanding deposits, correcting [47:07] duplicate entries and incorrect entries, investigating errors, discrepancies, and [47:12] other issues that have affected the balances and also documenting all of [47:16] this as well. Um, and reviewing funds to determine why they're long or short and [47:22] make the appropriate corrections. Uh, one issue that has come to our [47:27] attention during this process involves some of the distribution funds. Um, [47:31] distribution funds should bounce back to zero after every distribution. [47:36] And a majority of the issues we're finding in these appear to be data entry [47:40] errors that created either a long or short balance. So a check that was cut [47:44] to one of the entities was a penny long or a penny short or two pennies or you [47:49] know um so uh we are currently working through those to get them corrected and [47:56] properly balanced. And then on the subject of distribution [48:02] funds there's the Turkey Creek whed number 103. [48:07] Um, Neossha receives money from Wilson County for the shared watershed. [48:13] The money received from Wilson County is being receded appropriately. However, [48:18] uh, I we found that Wilson County's portion has not been distributed since [48:22] 2018. So, the current amount in the fund is [48:26] approximately $175,76.79. [48:31] and that amount is owed to um Turkey Creek number 103 watershed. [48:37] I have spoken with our software team on how to correct this. I was advised that [48:42] the payout will require manual entries in our system so the money can be [48:47] properly distributed by the um appropriate categories such as [48:51] delinquent real estate, motor vehicle, uh RV, [48:56] um personal property, all that. Uh because those details have to be [49:01] manually entered. This will take some time to complete because I have to [49:04] figure out what was motor vehicle prior to me. I've saved all of my distribution [49:09] um remittance advices for Wilson County. So I'll have to figure out the ones [49:14] prior to me and um yeah, so I was going to take a minute [49:21] [clears throat] and uh but I do want you to be aware of [49:25] it and I want you to know that I'm working through that and I will get that [49:27] to them. So, [1:16:08] um I think there should be a transfer associated with this account when [1:16:12] accounts payable disperses payments for that department um to the to get the [1:16:17] account balance to the health department to balance with the health department [1:16:21] fund. uh the initial transfer would need to go into the county's main account [1:16:25] because the main account is what has been covering the accounts payable [1:16:29] expenses. So uh once that initial transfer is [1:16:32] complete, the bank balance and ledger can be brought into alignment and then [1:16:36] just moving forward, I would uh complete a transfer when I need to from health [1:16:41] department account to the AP account to cover that department's uh [1:16:45] dispersements. Um, and then this would keep the bank activity and the ledger [1:16:49] activity matched instead of allowing the balance to continue accumulating here [1:16:54] and going down here. [2:27:01] There would be some additional work that would have to be performed by Foley, [2:27:05] which would probably be I can't I don't have a quote on that, but it it'd be in [2:27:10] the neighborhood of$2 to $3,000 of additional work.
