[0:09] [snorts] I pledge allegiance to the flag [0:12] of the United States of America and to [0:15] the republic for which it stands, one [0:17] nation under God, indivisible, with [0:21] liberty and justice for all. [0:29] Good evening. [0:31] >> Good evening. [0:32] >> Rousing response. Okay. [laughter] [0:37] So, as always, we work from an agenda [0:40] and uh based on the information that I [0:43] had before I left last Monday, I uh put [0:46] out uh the agenda and uh obviously [0:49] there's some updates for at least it's [0:52] items that are already on the agenda. [0:54] Uh, so I did not see the minutes. They [0:57] weren't ready uh last week when I sent [1:00] this out, but I do understand they've [1:02] gone out. Um, anybody have any? Let's [1:05] start with the June 22nd where there was [1:09] uh making them a little bit more uh [1:11] concise and there were some omitted [1:13] errors, omitted sections. Did anybody uh [1:17] have any comments on that? [1:19] >> I Well, we haven't I haven't received an [1:22] updated Was it sent out? [1:25] >> Okay. So, there wasn't an updated June [1:27] 2nd. [1:28] >> No, the only minutes I saw were the [1:30] August. [1:31] >> No, they were they were [1:32] >> June came out first. [1:35] >> They were paired down. [1:36] >> They were Oh, June come out. Okay. [1:39] >> Jinger and I discussed this. [1:41] >> Yeah. [1:42] >> They were just paired down a little bit. [1:43] >> Yeah. Okay. [1:44] >> And I was worried that you admitted [1:46] pieces that she just had missed the [1:48] first couple of uh sections. [1:52] Yeah. [1:53] >> Okay. [1:55] [laughter] [1:55] >> Oh, that was like the same day. But [1:58] >> the e world is too confusing for me. [2:00] >> Thoughts, comments? [2:02] >> I I thought they were Robert. It was on [2:03] the 23rd um of September. Drew. [2:08] >> I didn't have [2:09] >> Okay. [2:11] You okay? [2:12] >> Yeah. [2:12] >> Okay. So, can I get a motion then to [2:14] accept the June 22nd minutes? [2:17] >> So, moved. Uh second by [2:21] >> a second [2:22] >> Glenn. Okay. Dave [2:25] >> and second by Glenn. [2:28] >> All those in favor signify by I. [2:31] >> I. I. [2:34] >> Okay. The eyes have it. And then the [2:36] 24th of August. [2:41] Get a motion to accept those. [2:45] >> So moved. [2:46] >> Second. [2:47] All right, we'll do Okay, [2:50] >> get through. [2:51] >> Okay, [2:51] >> Drew got it. [clears throat] [2:53] >> I was looking the other direction when I [2:55] heard you before. Okay, so motion by [2:57] Dave Grayson, second by Drew. All those [2:59] in favor signify by I. [3:01] >> I. [3:02] >> Opposed. [3:03] >> All righty. [3:10] So, the next item we have on the agenda, [3:12] if you don't mind waiting a few moments, [3:14] Jerry, we'll get an update since you [3:16] have to leave early. [3:18] I I have 40 minutes though. [3:20] >> Yeah. Well, we might be taking those 40 [3:22] minutes up. So, if you'd like to give [3:24] your update from the uh Carol County [3:27] Planning, that would be great. [3:28] >> Sounds good. In terms of updates from [3:32] Carol County Planning and Land [3:33] Management, the kind of largest, most [3:36] recent one [3:38] um that's most pertinent to what you're [3:40] doing here in New Windsor is that um we [3:44] at the county level recently passed our [3:48] updated um our ADU text amendment. So, I [3:52] know that um ADUs are a a popular topic [3:56] because of recent state changes to state [4:00] law that require um municipalities to [4:02] update their regulations regarding um [4:05] accessory dwelling units in ADU. So, at [4:07] the county level, they did the board of [4:09] county commissioners, I believe, did um [4:12] vote to pass updates to our county um [4:16] ADU text in terms of what we require and making sure that it meets the [4:22] requirements of the state law. um water [4:25] and sewer planning. We did receive one [4:28] um request from the town of New Windsor [4:32] for the fall 2026 [4:35] amendment to the water and sewer master [4:37] plan. That is a text amendment um which [4:40] is what we received and that has to do [4:42] with the wastewater treatment plant and [4:44] updated communication with MDE which [4:47] Gary Dy provided me information [4:49] [clears throat] about and actually we [4:50] spoke about this I believe at the August [4:53] meeting briefly [4:54] >> briefly yes [4:56] >> um so I was um kind of given additional [4:58] information on that and we received a [5:00] request we need to just update the text [5:02] of New Windsor's chapter of the water [5:05] master plan to reflect um changes is [5:07] with respect to future planning for [5:09] wastewater treatment plant upgrades. [5:12] >> Um those are the two big updates that I [5:15] have. I did receive um we are in our [5:19] kind of our technical review period for [5:21] the municipal growth [5:24] for the town of New Windsor's um [5:26] comprehensive plan update. So we are [5:31] working internally to get comments back [5:33] to um Mark and to the town by [5:36] midocctober so that then if we need to schedule an additional meeting and go [5:41] through kind of any kind of formal [5:42] process we we can to discuss any changes [5:45] to the to the municipal growth area [5:48] boundary or anything of that nature in chapter six. So any questions for me [5:53] on any of these topics that I brought [5:55] up? [6:00] There is an item that we have on the [6:02] agenda that [6:05] >> after I sent to you the change that we [6:09] wanted to see in that one little note [6:11] that makes it clear [6:14] what the density would be if the Huff [6:17] property is [6:19] annexed because that's what we need for [6:22] the War and Sewer upgrade. [6:24] >> Hypothetically. [6:24] >> Yeah. Hypothetically. So I changed that [6:28] and based on the acreage that was in the [6:32] prior note and then Gary informed me [6:34] that that acreage was wrong. So that's [6:37] going to have to be changed. And also [6:38] we've had a change in the request from [6:41] the Snater property. Sners had requested [6:44] some of their property to come out of [6:47] the GAB or the plan or both [6:49] >> J. And now uh owing to the uncertainty [6:53] of the MPP situation, they asked not [6:58] they didn't withdraw that request. They [7:00] just asked us to put it on hold. So I [7:02] think the note will will just reflect [7:04] that that currently it is it's been [7:07] submitted but we've been asked to put it [7:08] on hold, you know, and we'll see how [7:10] that plays out. But [7:11] >> yeah, that makes total sense. And we are [7:12] going to receive it back correspondence [7:14] as well. Um both via myself and Daffy [7:17] Daily director um with the county. So we [7:20] are aware. [7:22] >> But what does that do? Because we did [7:25] vote [7:26] to include in the comprehensive plan [7:29] thus as a recommendation to the council [7:32] to have the Snater property uh those two two of the three plots [7:37] removed. I assume that means then we [7:39] need to change. Do we I do we vote? [7:43] >> I they what what's put on hold mean for [7:46] us? I don't know that it candidly I [7:48] don't know that it means anything for [7:49] you. [7:50] >> I think it would be reflected in the [7:52] note in the draft once we finally get to [7:55] submitting that draft. I mean unless the [7:59] town and and you correct me if you [8:02] disagree unless the town as the town [8:07] decides it wants to remove the Sners [8:10] irrespective of the Snater's wishes. [8:14] I think that their wishes in this, it [8:17] came in as a request from them. If they [8:20] have changed their mind effectively or [8:22] are waiting to see if they need to [8:24] change their mind, I think it should [8:26] just go maybe even with um a cover, you [8:30] know, I mean, you send all these things [8:31] with a cover letter that says here it is [8:33] and by the way, this and this are [8:35] speculative and please take particular [8:37] note of that note. And then the electeds [8:41] who are the ultimate determinant would [8:44] decide if they're going to leave it in [8:45] early doubt. [8:45] >> So like we have our our maps and [8:47] everything updated. [8:48] >> I know [8:48] >> to reflect that. [8:50] >> I know. [8:53] >> So uh but even even with the maps [8:57] and even without a request the electeds [9:00] could say no, we don't want to do that. [9:03] In which case the ultimate maps would [9:06] have to be changed anyway. And th those [9:08] maps too, just to note, they are [9:10] technically still in draft form because [9:12] of the comprehensive plan update hasn't [9:13] been [9:14] >> correct. But if we move forward of [9:17] taking this plan to the council and [9:21] whether they agree with it or disagree [9:23] with it, something's going to have to [9:25] happen to that finished product [9:27] >> and it will, but we can't do anything [9:31] yet because we don't have a finished [9:33] product. Now, honestly, I don't know the [9:36] answer to if we are ready to go ahead [9:40] and finish the project. I mean, [9:42] ultimately finish 60-day review, all of [9:44] those things. And the Snater's question [9:46] is still up in the air. Then that's [9:49] going to have to be resolved ultimately [9:51] so that the plan can be completed. [9:54] It is to be hoped [9:57] against hope that that issue will be [10:00] resolved by then. I frankly don't think [10:02] it will, but it it could be. And or they [10:06] could make a decision to withdraw their [10:08] withdrawal or to go forward and to come [10:11] in or out. There's just there's a lot of ifs involved that I don't know [10:16] that anybody can answer at this point. [10:18] Either do you have an opinion? [10:20] >> Are we going to be able to go start the [10:22] 60-day review possibly with the state [10:25] with a document that's in that flux? Can [10:29] we put verbiage in there that says if [10:31] this happens, this stays. If this [10:34] happens, this this pulls out. [10:36] >> Yeah, I think so. If you're asking me if [10:38] I've seen that. [10:39] >> Okay. [10:39] >> I haven't seen that. [10:41] >> Want this on hold to hold us up? [10:42] >> Oh, no. I don't I don't see that it [10:44] would hold us up. Some kind of decision [10:46] would have to be made by us. [10:47] >> Would it be better not to show it and [10:49] say there's potential that it may [10:52] happen? That's what I feel because they came to us and made a request and I [10:58] per first off I perfectly understand why they would consider you know or [11:04] reconsider but they did come to us with [11:06] a request. We voted on it. We made a [11:10] decision that we we support having those [11:14] two those two parcels removed. We [11:16] reflect that in the plans. It's in the [11:19] comprehensive plan which is recommended [11:21] to the council. They've now come back to [11:24] us and said kind of just put that on [11:25] hold which to me means [11:28] and they have put that in writing. [11:30] >> Yeah. [11:30] >> That they aren't asking us to bring it [11:33] in. They're just they're they're [11:35] thinking about it. [11:36] >> Yeah. They're kind of asking us not to [11:38] do anything. [11:39] >> Yes. [11:39] >> Which is fine for a little bit of while. [11:42] But sooner rather than later, we're [11:45] going to have to do something. Now, the [11:46] worst that can happen, and it's not that [11:48] bad, it's just a pain, is if we don't [11:52] make that change. If we leave the [11:54] standard property in and [11:59] >> in [12:00] we don't withdraw those two lots from [12:02] our g, [12:03] >> right? Leave the [12:05] >> leave them in. [12:05] >> Yes. [12:06] >> And then ultimately, they decide that [12:08] they want them out. [12:11] We have to go through amending the [12:13] master plan which we did for part of the [12:15] lease property long ago. You will recall [12:17] because they wanted to put that property [12:19] in act preservation. [12:20] >> And does that go through a six day [12:21] period again? [12:22] >> I don't recall. I apologize. I don't [12:24] know off [12:26] >> it goes through update process again [12:29] just for for context. um in the county. [12:33] I was reviewing Hamstead's comprehensive [12:35] plan today and since they did a full [12:37] plan update, I believe in 2010, they've [12:39] had two amendments to their to their [12:42] compre community comprehensive plans to [12:44] reflect changes to the growth area [12:45] boundary. So, it's something that that [12:47] other communities do. Westminster, I'm [12:48] sure it can be done and does it. And I [12:51] think actually Westminster maybe [12:53] >> yeah may have a proposal to do something [12:55] like that similar again. [12:56] >> Yeah, we're not surprised. Um but um [12:58] it's other you know communities in the [13:01] county have done that recently. [13:03] >> It's a it's a similar process. I don't [13:06] know that it's as extensive a review [13:10] >> to take you know whatever 100 acres out [13:14] of an area as opposed to uh here is a [13:16] brand new plan for the next 10 years [13:18] >> as an amendment to [13:19] >> you just do it as an amendment. Yeah. [13:20] But I mean there's a process but it can [13:21] be done [13:22] >> right. I I I'm I believe that they're [13:26] requesting us [13:28] to not that to put to put on hold taking [13:32] it out of the GAB. [13:34] >> That's my interpretation. [13:35] >> So, [13:36] >> of that letter, which I know I have here [13:38] somewhere. [13:39] >> And and I I would assume we would vote [13:42] that for now we would take it out of the [13:44] plan and out of what we're going to [13:47] recommend. If they then decide and [13:49] whenever they get to that point, maybe [13:52] we can fit it into the plan because [13:54] we're still not completed with totally [13:57] formalizing the comprehensive plan or it [13:59] becomes an amendment later. But it [14:02] sounds like if we go through and move [14:04] forward now, then [14:08] I guess it doesn't make any difference [14:09] because then they could always come back [14:10] and ask us to take it out of the GA. [14:12] >> Yeah. And that's what'll happen if you [14:14] leave it in. [14:15] >> I feel like I've talked to a lawyer. Uh, [14:17] isn't that unfortunate? [14:18] >> Yes. [14:19] >> Um, but [14:22] if you leave it in, they can come back [14:25] and try and amend to take it out. If you [14:28] take it out, they can come back and try [14:31] to amend to put it back in. [14:37] I am even though I know that we we need [14:40] to resolve all of this issue ideally [14:42] [clears throat] by whenever we all leave [14:44] this building tonight. [14:47] Even with that said, we're not ready to [14:49] take this document tomorrow and send it [14:52] out. [14:54] So [14:56] >> in my opinion would be that because your [14:58] plan is still draft [15:00] >> you're still using you're still [15:02] technically underneath the old [15:04] >> the old plan [15:05] >> growth area boundary on the old plan. [15:07] >> I I disagree with that because the old [15:11] plan we we we made a vote during the [15:15] time of writing this to change the GAB [15:18] to have them taken out. [15:20] >> You voted to recommend a change to [15:22] >> GA. But I mean, no, I I don't mean to to [15:25] dispute you. I agree with you, but that [15:28] is not a completed removal. So, until we [15:34] have a new plan, we are still operating [15:37] under the old plan. [15:39] >> Correct. [15:40] >> Because there's you can't have no plan, [15:42] >> right? [15:43] >> Well, you could, but it'd be a mess. [15:44] >> And that's that's the point that I was [15:46] making. You're still technically [15:47] operating under your old plan because [15:49] this comprehensive plan update hasn't [15:51] been fully ratified yet, [15:53] >> but what we're asking to be fully [15:56] ratified right now includes that change. [16:00] >> Yeah. Yeah. I I'm too [16:04] 67. [16:07] Um, [16:12] » but we're not [16:14] quite there yet. [16:17] >> Yeah. And you haven't even gone through [16:19] a formal [16:20] >> We haven't gone through the 60-day [16:21] review. [16:22] >> One of the things that concerns me is I [16:24] don't think this is going to be [16:25] resolved. I don't think that the Sners [16:27] will know the answer to their question [16:30] by the time we get to the point of [16:32] saying, "Okay, legislative body, here's [16:36] our public hearing. This is what we're [16:38] going to do." But we will know [16:41] once we get this to a point that it will [16:44] go out for the 60-day review. We would [16:47] then somewhat the clock could start and [16:50] say I could reach out to Sners and say [16:55] we we would need to know whether you [16:57] want to [16:59] >> I hate nats. [17:00] >> Is that an agreement? [17:01] >> No, that was a net and it's driving me [17:02] crazy. Um [17:04] >> but then we then the clock would be [17:06] running. We could say we have until this [17:07] time for you to decide. [17:09] >> There will come a time in the not too [17:11] distant future it is to be hoped. [17:13] >> Yeah. [17:14] >> Where they're going to have to we're [17:16] going to have to fish or cut bait. But [17:19] at this point, I don't know that like [17:21] tonight, I don't really think there's [17:23] anything we [17:25] maybe even should [17:28] do other than acknowledge their request [17:30] and say that we'll we'll keep keep an [17:34] open mind on that particular issue [17:38] because the fact that we voted for it [17:40] does not cast it in stone. [17:42] >> So yeah, until it's cast in stone, it [17:45] can be changed. understand what our [17:46] recommendation is. [17:48] >> What your recommendation is, but I don't [17:50] think I don't know that you're quite [17:52] there yet either. [17:55] >> Don't don't try. I mean, [17:57] >> we haven't sent it to your council [17:58] formally yet. [18:00] >> Agreed. But but we have agreed [18:03] >> at least on that topic [18:04] >> what we were going to recommend to the [18:06] council. So you put it in the the plan [18:09] as this is to be recommended to the [18:11] council and maybe even called their [18:13] attention to it and perhaps some other [18:15] things in your cover letter saying [18:18] here's the plan we created. Um this is [18:21] the lawyer thing. Please pay particular [18:23] attention to page 73 or whatever. [18:27] >> Um [18:29] and uh they can reach out. We all can [18:32] reach out to the sners. They they won't [18:34] have an answer because this is not going [18:36] to be resolved by then. [18:38] >> Okay. [18:38] >> Um [18:40] >> I'm going to do that. [18:41] >> Has the council signed off on on those? [18:43] >> No. No. They This is They don't get this [18:46] piece yet until [18:47] >> they know probably. I'm assuming that [18:49] they know what has happened, but they we [18:53] don't give it to them like a section at [18:55] a time. They'll get the whole thing. [18:57] Okay. as will anybody else who's [18:59] reviewing it. The county, the whoever, [19:02] Baltimore Regional Council, I don't [19:03] think that's what they call themselves [19:05] anymore, but [19:05] >> BMC [19:08] either way. [19:09] >> All those folks. [19:10] >> Yep. [19:13] » [snorts] [19:13] >> And who knows, you know, maybe by then [19:15] they will e even if it isn't resolved, [19:18] they may for their own reasons change [19:21] their mind and either say [19:24] pull it, you know, just pull our request [19:27] at which point you acknowledge that [19:29] they've pulled the request and uh or [19:32] they may say go ahead on and we'll [19:34] figure it out. There's just no way for [19:35] me to predict what they're going to want [19:37] to do. Leaving it as it is now in our [19:42] recommended comprehensive plan [19:46] doesn't preclude them from even if it [19:48] went through with the 60-day period and [19:50] the council adopted. They could always [19:52] come back to us and [19:53] >> they can always come back and ask for an [19:55] amendment. If the plan is adopted with [19:58] that those lots gone that haven't been [20:01] said also the electeds the legislative [20:04] body can say we really like your plan [20:07] but for you know this section and we [20:11] don't want the SN land to come out of [20:13] our growth area boundary and the reason [20:15] they would do that is because the Sners [20:17] asked them to [20:18] >> fair enough I don't mean that to sound [20:20] like that that's in any way improper u [20:23] but you are not the the final decision [20:25] maker on this. As you all know, [20:28] >> we are the final decision maker on what [20:30] we want to recommend. [20:31] >> You send to them. [20:32] >> Yes. And it doesn't sound to me like [20:35] there's any real need [20:38] to go and change what we're [20:40] recommending. We've always [20:42] need to change what you're recommending [20:44] at this point based on that letter [20:46] saying, "Please put it on hold." Because [20:48] we're still on hold. We haven't gotten [20:51] to the progress point yet. If it had [20:54] been affirmed from them, we would like [20:55] to have that withdrawn. That might have [20:58] been a different story then if they said [21:00] >> there's a blown out in there. I don't [21:01] know what you mean. [21:03] >> Said if the stators had come to us and [21:05] said not say put it on hold. No, we [21:08] changed our mind. We don't want to have [21:10] you pull that out. [21:10] >> And then I would recommend that you [21:12] voted to [cough] that you [21:13] [clears throat] voted to include it. But [21:15] then we come back to Ethan's point. It's [21:18] like I've got the plan. I don't have to [21:22] write down that I'm asking you not to [21:23] change the plan because the plan is [21:25] still good. [21:27] So all you would have to do is not [21:29] change it. Now that having been said, [21:31] you know me, I like I like history. I [21:35] want I don't I don't want somebody 10 [21:37] years from now saying, "Well, it came [21:38] out and then I went back in and I don't [21:39] know why and with luck I will be retired [21:42] by then or dead." So um and no one will [21:46] know [21:47] >> the difference. [21:48] that's entirely likely [21:49] also [21:51] Yeah. All right. So, that was a whole [21:54] bunch of We're not going to do anything [21:55] right now. [21:56] >> There you go. That's all that's that's a [21:58] answer for you. [22:00] >> And planner's answer for you. [22:03] >> Now, there's three different parcels [22:04] here. [22:05] >> Yeah. [22:05] >> So, right now, they want all three taken [22:07] back out. [22:08] >> That's my understanding. [22:09] >> So, what happens when they come back and [22:10] they we already have it for the three [22:12] and they only want to take one parcel. [22:16] >> Then I think we're in the same same [22:18] boat. We just [22:20] do a new vote that says this is what we [22:23] voted for and on request from the [22:25] applicant we've decided to take two out [22:28] and leave one in or whatever it is. So [22:31] long as it's done at this level, so long [22:33] as it's done before it goes to the [22:35] legislative body, I think, you know, you [22:38] can make all kinds of changes and not even just on that with with the far [22:43] with just regular text so long as it [22:46] hasn't gone to them yet for action [22:51] because when it comes back from 60-day [22:53] review, I would be willing to bet for [22:55] the use of my right arm that it that [22:57] review is not going to say, "Gee, this [22:59] is great. We don't have a thing to say. [23:02] I've never seen that. I would like that, [23:04] but I've never seen it. So, there's [23:07] going to be more changes made. [23:08] >> This is not an unprecedented [23:11] >> situation. I mean, even the the agenda [23:14] item that I have in Bridg's council [23:16] meeting has to do this evening with a [23:20] press application on a parcel that had [23:22] come out of the growth area boundary [23:24] that some of it's still within the [23:25] growth area boundary. So you know there [23:27] sounds [23:27] >> it's a very you know there's very you [23:30] know these things happen in the other um [23:33] >> you know alongside and adjacent to the [23:35] other corporate limits and growth area [23:37] other municipalities within the county. [23:38] >> Sure. [23:41] » I don't have anything else for county [23:43] update. [23:45] >> Thank you guys. [23:50] » Yeah. I am not sure exactly how it [23:52] slides in there, [23:54] >> but if it doesn't fall out, that's how. [23:57] >> Perfect. [23:58] >> All right. So, that effectively also [24:01] takes care of what was on the agenda is [24:03] our fifth item, the Snaker property [24:05] update. So, let's go back to the former [24:10] at Property. [clears throat] [24:12] Terry, you're up. [24:15] >> So, I know that [24:17] >> there's the top three stages. [24:21] The top three pages is is what I was in. [24:26] >> I got bored, too. [24:27] >> Oh, okay. Oh, okay. [clears throat] [24:37] >> Thank you. [24:42] >> You want you guys? [24:44] [snorts] [24:46] [clears throat] [24:48] >> Yeah. I had actually gotten the one that [24:51] came through the email. So, if you're [24:52] shy one, [24:54] >> I think he's revised something [24:58] more. [24:59] >> He's adding more to it. [25:01] >> I got one right here. [25:02] >> I'm going to leave this one here in case [25:04] anybody wants it. [25:07] >> Oh, thank you, Drew. [25:11] » Sorry about that. [25:14] >> All right. So, [25:17] if everybody reviewed the first three [25:19] pages, it's kind of a letter that we put [25:22] together just explaining what we're [25:25] trying to do and where we find that we [25:27] need variances. And then the third page [25:30] was uh a drawing that we did as far as [25:34] like the Christmas wish list of all park [25:36] in there. So, what I added was a fourth [25:40] drawing. The fourth drawing [25:43] basically shows [25:46] uh a parking lot that we derived that [25:50] would allow us to buy out and make alley [25:54] work with only three variances from the [25:59] zoning. And the variances on the fourth [26:03] uh page [26:05] would be 1T off the property line on the [26:08] north side, one foot off the property [26:10] line on the west side, and to continue [26:14] to back out on order street as it always [26:17] has been. So, as far as the zoning issue [26:22] and change of use, we're only asking for [26:24] four things, those four items, um, to [26:28] make it work, uh, with a total of [26:32] [snorts] [26:33] 39 parking spots, 18 of which we secured [26:37] with New Wor Company at the carinal [26:40] ground. So, at 39 spots, we exceed if we [26:45] [clears throat] only are on the first [26:46] floor of the building. And according [26:48] what I read, 2700 square foot, 27 spots. [26:54] So we exceed what we need there. But the [26:58] picture that I have that I sent out to [27:00] everybody, that would be if we could [27:04] expand, come out on Alley, make it one [27:07] through one way through our parking lot. [27:10] Uh as you look down going uh south, [27:13] you'll see two spots. that says u this [27:16] is the one I sent out that says double [27:18] mark because we have two employees there [27:20] and then we always have a spot for [27:22] either me and Joe and Lisa to pull in [27:26] behind [27:27] >> are you working on the first [27:29] >> I'm going back on the first one first [27:31] >> I'm back on the first [27:35] so [clears throat] I went to the county [27:38] I met with Jenn [27:41] and prior to buying the property what I [27:43] needed to know was whether the county [27:46] would see it as it is right now, not [27:50] look into past or whatever because [27:53] there's like a gray area within the [27:54] county on disturbance. All right, I got [27:57] 5,000 square ft of disturbance, 5,000 [28:01] square ft impervious area is what I felt [28:04] that we could have uh once we bought [28:08] out. So, let me verify that and uh I [28:12] have a letter from the county stating [28:14] that they're taking it as it is right [28:17] now. So, I'm not going to be right at [28:20] 5,000 square ft, but I that is the rules [28:22] of the land. It's in your town, it's in [28:24] the county. So, non-pervious area, we [28:29] have to look at everything we're doing. [28:30] Our sidewalks, pavers, anything adds to [28:33] that non-pervious area. So, when I put [28:37] this together, [clears throat] [28:40] prior to going south downside, [28:43] I was somewhere under 4,000 square ft. [28:46] And what I tried to make clear in the [28:50] letter was that maybe we don't get all [28:53] six spots down that side. Maybe we only [28:55] get four, maybe we only get five. That [28:58] is going to be determined by John Lman [29:02] went out. We have good survey. Uh but [29:05] John went out and he done an [29:08] announcement on everything. Every [29:09] everything that is nonpurpose right now [29:12] and then we will design it. There's [29:14] areas that are non various that were [29:17] taken out which we can be credited for. [29:20] There's some asphalt that I don't need [29:22] here or there. Um, so that that's I [29:26] don't know how everybody here I don't [29:29] know how this goes from here to council [29:32] and everything else, but let me be known [29:36] the area of the rightway or I want I [29:38] don't want to say right away where we're [29:40] asking to come off of your lane. We're [29:44] basically asking for a rightway and us [29:47] pay that right away. that will be in our [29:51] 5,000 ft uh our 5,000 ft uh square foot [29:55] count. Uh but basically if the town of [30:01] New Windsor would not allow us to do [30:03] that, it's reflected in the next drawing [30:07] which I go from 49 spots down to 39. So [30:10] I have to have a turn around at the end [30:13] and then I only get two park spots for [30:16] the employees. Um, and and there's where [30:20] I'm at, Lauren Party. But I only ask [30:23] this council for three variances. One, [30:27] the change of use. Uh, that's not really [30:29] a variance, but it's a change of use. [30:31] But the variances I'm asking for is one [30:34] foot off the north line, one foot off [30:37] the west line, and to continue [30:40] connected, [30:42] and you're not allowed to back out onto [30:44] a street. So, we've always backed that [30:47] on the street. So, I don't know whether [30:49] that applies, but basically I'm truly [30:51] asking for two variances to be one foot [30:53] off the lines, [30:56] but however this goes from here goes to [30:59] the council. if we can get the park and come off gear and go around here. If [31:06] there's any concerns with the area that [31:10] you guys maintain as far as the um you [31:13] know, your stock piles and your [31:14] dumpsters and so forth. I mean, there's [31:16] things we can do. There's things that we [31:18] can do with fencing. There's a lot of [31:20] things we can do to help out. But for us [31:23] to go upstairs, [31:26] we need this part. Right now, as I try [31:29] to explain the letter, we can do that [31:32] downstairs at 75 people, eight [31:35] employees. You got what it rolls down [31:36] to. Uh, and we'll do that and get that [31:40] with that parking as far as sheet to go [31:44] upstairs. We know through building from [31:47] this side of town, we got an elevator. [31:49] Well, I won't say an elevator. It's [31:50] called ADA lift. The big difference [31:53] moneywise at least. Uh, and then we need [31:57] to sprinkle the entire building. [31:59] We've looked at those budget numbers and [32:02] they kind of can work into our budget, [32:05] but we still have to do a flow test with [32:07] Wayne to make sure that the flow is [32:09] there on that 4-in main coming down that [32:12] street. So, that would be the very last [32:14] thing that would be done [32:17] to achieve the utilization of the [32:20] upstairs. and they would be more so like [32:23] private rooms where somebody would rent [32:25] it for a family of 12 people or 15 [32:27] people or whatever the room would [32:29] accommodate. [32:31] Um [32:33] I um [32:36] the other thing I put in the letter was [32:38] if you go to the the next page after [32:42] that [32:44] if you look at the overview you'll see I [32:47] point out it's a bad my prime run at me [32:50] so I apologize. Uh but I point out where [32:53] the [32:55] fire company was working on the 18 [32:57] spots. I point out that there at the [33:02] tennis courts, we can get, you know, 6 7 [33:05] 8 nine more spaces there. We would pay [33:08] for the engineering and we would pay to [33:11] go into the county to get those spots [33:14] and consider that area as a municipal [33:17] parking lot that anybody can park on. We [33:20] would put signage up on the floor [33:21] existing spots that no athlete house [33:26] people use that so somebody would never [33:28] cut somebody off as far as the play test [33:32] on a Saturday afternoon if we were busy [33:35] there. But you have that and then down [33:37] below after meeting with uh Janet and [33:41] Meer, I know that the county is in the [33:45] process of I don't want to say a [33:47] regional bond, but whatever you want to [33:48] call it, an overall bond for Windsor [33:51] that's down at the bottom there off to [33:54] the left of Gear Lake. They're getting, [33:57] according [clears throat] to Janet Meer, [34:00] they're getting a new engineer on that [34:03] and maybe that's three years out. Well, [34:06] if that was 3 years out, it would allow [34:09] us to maybe buy into that pond. So, they [34:14] calculate what, you know, if the pond's [34:16] a million dollars and there's a million [34:18] cubic feet of nonous area, that's a [34:21] dollar uh cubic foot or square foot, [34:24] however they figure it. But we could buy [34:26] into that pond and put parking down [34:28] there on the lower portion of our [34:30] property and or maybe put parking on [34:33] your property. Okay. So, there's there's [34:38] many ways of looking at it. Another [34:40] thing we looked at, if you look at the [34:41] last color picture, [34:44] if you look at that little garage next [34:46] to the salt deck, the garage set on our [34:49] property, we build a road straight [34:51] through into those tennis courts and [34:53] make a loop all the way around in there [34:55] if that would be of any use. All I'm [34:57] saying, I guess, is there's things that [34:59] we're willing to do uh to get to the end [35:04] of the line as far as having enough [35:07] parking. And if it takes parking and [35:09] making municipal lots and stuff like [35:11] that, we're willing to do that because [35:13] we want something uh I thought for [35:16] everybody here, but [35:18] we we don't want a small thing here. We [35:20] want something that's going to [35:22] accommodate enough people where people [35:25] doesn't have to walk any longer than [35:26] they have to walk. As we're in there in [35:29] the ladder, you know, we can paint all [35:33] the way from our spot all the way down [35:35] to the cargo grounds. That street's 24 [35:38] foot wide. We could pay a 4ft wide [35:40] swipe. But if we had permission to run a [35:43] golf cart, if we were doing really well [35:44] and we just jockey some people down [35:46] there, we could do that. I would never [35:48] do that in Union Bridge at the flood [35:51] zone. Always wanted to do that in Union [35:53] Ridge, but I I did not want the [35:55] liability across in 75, [35:57] >> right? [35:58] >> Uh that and we worked with the state to [36:00] try to get a crosswalk there. There was [36:02] no way I was ever going to get across. [36:03] Everybody was complaining that, you [36:05] know, get a crosswalk. There was no way [36:07] the state was going to give us a [36:08] crosswalk there. You had to go to the [36:10] first intersection. [36:12] >> So here, [36:14] I don't know. I've only been down there [36:15] 4 weeks. I don't see anybody but a guy [36:17] that comes and inspects the uh the [36:21] treatment plant down there once a day [36:23] and then I see somebody every now and [36:25] then do [36:27] or something they call out. But I don't [36:30] know the process, but I know there's a [36:32] chicken and egg part of this. You know, [36:34] I know that I need to submit a drawing [36:36] to the county and that count that [36:38] drawing comes back to you guys, but I [36:41] really felt it's necessary to have the [36:43] drawing that's going to suit you more [36:45] than the county. [36:46] >> Yeah, we are more important [36:47] >> in this process. We are more important. [36:49] >> You are the county is going to look at [36:51] it from a fire aspect. Other than that, [36:54] there's nothing really that they can say [36:58] uh right or wrong to it. It's all pulls [37:00] back to New Wor. So, it's more important [37:03] that I have a concept here that I get [37:06] John with RDF to draw that is right that [37:08] when it gets submitted, we don't kick it [37:11] around because I know it's going to be [37:12] six, seven months getting through the C. [37:14] We don't plan our until next September. [37:16] But you put us now six or seven months [37:19] before we can even start on our outside [37:22] lots. Now you're now you're looking into [37:24] May. Time just moves awful fast. I know [37:27] the internal work we'll be ready to [37:30] submit those drawings very soon from our [37:33] architect and so forth. Uh you know [37:36] that's a six week process. That's [37:38] nothing. but to get uh to get what we [37:42] need to spend that money. Let's just say [37:45] that the town wasn't going to go along [37:47] with anything. Well, then we're not [37:49] going to spend the money in the building [37:50] and make a restaurant. We'll keep it as [37:52] a bed and breakfast and a cafe or just a [37:55] whole second home for me and Beth and [37:57] Joe. [38:00] Um so big kitchen is a big kitchen. We [38:04] can feed the time. Um, so that chicken [38:07] and egg, I just don't know how to deal [38:09] with it within New Wor that we have [38:13] things right. And I fully feel that I [38:17] understand that you guys are the ones, [38:20] guys, ladies are the ones that approve [38:23] those variances. [38:25] But how does it work as far as someone [38:28] looking for what we're asking to come in [38:31] as a rightaway, not purchase the ground, [38:34] but a rightaway off of gear? We already [38:36] go over New Windsor property of 5 ft on [38:40] the east side as we enter our parking [38:42] spot. So there's not much difference in [38:44] the concept. It's um it's the access. [38:48] So, I'm I'm all ears for any help that [38:53] you can give us to go in the right [38:55] direction cuz you know we put this all [38:57] in front of you what two months ago I [39:00] guess but it's all worked out well. [39:03] We're excited. [39:05] Is there anything you got to say? You [39:07] know, I think you cover [laughter] that. [39:10] >> I'm good. [39:12] >> She's got her magnolia. She's done. [39:14] >> I have a question. [39:16] >> Maybe I'll go off rack on that. She's [39:18] not the magnolia [laughter] [39:20] tree. [39:21] >> That's what the magnolia trees sing. [39:23] >> I know. I know. [39:24] >> Magnolia trees. [39:26] >> So there's there's so many ways to get [39:28] parking. And if it wasn't a 5,000 square [39:31] foot restriction and I mean that's the [39:34] toughest restriction of any state any [39:38] state. [39:40] >> I mean it's [39:40] >> that's for storm water management. [39:42] That's right. [39:42] >> Storm water management. [39:43] >> And 5,000 square ft is so minute. Uh but [39:48] I I have a letter from me stating that [39:53] what we have there we build upon the way [39:56] it is right there. They reviewed all the [39:58] permits that the pierces pulled. [40:01] Everything was done right. There's never [40:03] been any problems. Therefore, because [40:06] for me that day it it couldn't be gray. [40:09] It had to be black or white. If it was [40:11] white, we we just didn't go any further [40:13] on the project. And no hard feelings. it [40:15] just we move on. If it was black, then [40:18] we knew we could move forward with the [40:20] project [40:22] and uh and take it for what it's worth [40:25] as far as as we go along and what we can [40:27] get as we go along. The second part of [40:30] it was securing the 18 spots with uh the [40:33] fire company. If we didn't do that, we [40:35] couldn't help. So, you know, that we [40:38] we've worked the lease out with them. It [40:40] isn't a handshake. We've worked the [40:42] lease out with them. We're paying for [40:44] that usage. We're not getting it free, [40:47] but we have something for three years. [40:49] And no one knows three years from now. [40:52] Maybe they'll open up things down below. [40:54] But the house can only hold so many [40:56] people. We figure 75 downstairs because [41:00] it's a very laid-back atmosphere. We're [41:02] looking for we're not looking for [41:03] everybody to be back to back in chairs. [41:05] This is going to be one dining room. The [41:07] other rooms that have couches, arm [41:09] chairs, u coffee tables, 70 upstairs, [41:13] Joe, what do we say? 50 people maybe max [41:16] >> max 50 people. So, we're only looking at [41:18] a venue that holds 125. So, you say, [41:21] okay, 49 spots, that's pretty good. But [41:25] we we want to do [clears throat] summer [41:28] things. I don't you whether it's Pimnico [41:31] race and everybody wears big hats and [41:33] dresses, whatever. I'm just throwing [41:35] that out there. But we want big events [41:38] and we know that we can ask permission [41:40] maybe from the fire company to utilize [41:42] their parking lot if they didn't have [41:44] anything going on for that one day. But [41:46] the more spots that we can get on site [41:50] um the better the better we do and the [41:53] more we can grow those events [41:57] 150 I mean 125 is one thing plus your [42:00] employees that's you know eight on [42:02] downstairs you need another two to three [42:04] upstairs so you're 11 uh so you got to [42:07] count those in two so it's 53 additional [42:10] but the more parking we can get the more [42:13] successful I feel that we can be [42:15] >> let me If I may, let me ask you a couple [42:17] of questions to make sure I'm clear. [42:19] >> This body can, as part of your site plan [42:23] approval, which we're not really at yet, [42:26] but we're semi, [42:28] has the legal authority to to if they [42:30] want to approve what is a tantamount to [42:33] a variance by approving your site plan [42:36] so that you're a foot off, 2 feet off, [42:39] wherever you have to be, whichever [42:40] lines. What this body does not have the [42:43] ex the ability to do is to say [42:48] standing alone, [42:50] okay, you can come all the way through [42:51] and come up gear lane. [42:53] >> That's council. [42:54] >> That's going to be the council. [42:56] >> And we can you use some of the council's [42:59] Earth Town's property for parking. [43:02] That's going to be part of the council. [43:04] >> So, we can do what we can do. What I [43:09] what you might need to do and I [43:12] apologize to you for not knowing this [43:13] off top my head [43:18] if [43:20] the code authorizes it. I think it [43:23] might. I know the county does and we [43:25] copy a lot of the county stuff [43:28] has provisions that say with formal [43:32] agreement [43:34] a development can use off-site parking [43:38] you're gold [43:40] you bring into the council you bring [43:42] into this body this is the number of [43:45] parking spaces we need to get some of [43:47] them here some of them here some of them [43:48] in the fire hall some of them on town [43:51] property this group cannot agree to let [43:54] you do that on town property. The [43:56] electeds have to let you do that on town [43:59] property. And that's why you've got this [44:01] little weird funky thing. Appreciate you [44:03] coming because so many people just show [44:05] up and then get mad when nobody's heard [44:07] of them. So everybody here is very aware [44:09] of what it is you want to do, [44:11] >> but they can do it all. [44:13] >> Let's put it this way. If we take if we [44:16] take the Ford plan, if we take the Ford [44:18] plan, [44:20] >> which one is that? [44:21] >> The port plan. [44:24] >> Oh, okay. [44:25] >> Now, what you're telling me is the port [44:27] plan, this body could approve the port [44:30] plan because I'm not asking for any [44:33] right away. I'm not asking for a year. [44:35] I'm keeping everything on our site. And [44:39] in our initial, and I don't have that [44:41] piece of paper, but in our initial [44:44] meetings, I found a stipulation in Carol [44:46] County that if you're within 500 ft of [44:49] municipal or contracted parking, there [44:52] is a 5-22, [44:54] whatever, that would relinquish the the [44:58] fact that you would have to have if your [45:01] body says I need 27 spots. Okay, [45:06] >> that goes toward the count and I end up [45:09] with 39. [45:10] >> I don't think that's necessarily [45:11] applicable in the town though. Just [45:14] because it is a county law does not mean [45:16] it's applicable in the town. [45:18] >> Understood. Yeah, understood. [45:19] >> So, there are plenty of county laws that [45:21] are applicable in the town, but I don't [45:24] think parking is one of them. down 5,000 [45:27] ft. [45:28] >> When there isn't or [45:31] >> No, no, I know where you're going with [45:32] that. If we're silent, they win. [45:36] >> Excuse me. [45:36] >> If if our law doesn't have anything that [45:39] addresses the issue [45:40] >> and the county does. [45:42] >> Um I know that they win, but you kind of [45:45] you review it. And uh but but so that [45:48] one stipulation there has got to go to [45:50] the council no matter [45:51] >> well the other what I was about to say [45:53] was the fact that it let's just say [45:57] let's say if it is not in the code now [46:01] >> that does not mean that it cannot be put [46:03] in the code. [46:04] >> Understood. [46:05] >> So and we wait it doesn't take all that [46:07] long unless there's some major outcry [46:10] about parking on water street which I I [46:13] think is a little unlikely but you never [46:15] know. Um, [46:16] >> what do you mean parking or [46:18] >> Well, not I mean I just Wall Street was [46:19] the name that I saw. Parking downtown. [46:22] Parking way down. People complain so [46:24] much about, you know, we can't park on [46:25] High Street. I have to walk, you know, [46:27] like a half a block. Um, but [46:29] >> No, you mean parking down. [46:31] >> Yeah. No, parking where you are. [46:33] Everywhere down there for your project. [46:36] >> Okay. [46:37] >> You need more parking. [46:38] >> Yes. [46:39] >> All right. But it's it it feels like [46:42] it's easy enough for you to get the [46:43] parking. [46:44] >> Yes. with you know there's steps that [46:46] have to be done. I don't think this [46:48] group can do all of those steps. We can [46:50] do some of those steps but not all of [46:52] them. So if a zoning if a zoning require [46:55] if the zoning law needs to be changed to [46:58] allow offsite parking [47:01] for your project [47:02] >> it starts it starts here [47:04] >> and gets approved by the council [47:07] >> because you're making a new [47:08] >> as as legislation. [47:09] >> All right. Uh those all right. So those [47:12] meetings when when I'm sorry [laughter] [47:16] when did those meetings occur? What [47:19] >> when do those meetings? [47:20] >> Well, council meets the first Wednesday and the third Monday [47:25] of every month. [47:27] >> There's an agenda and they have to be [47:29] notified in advance and know what's [47:31] going on. I guess I guess what I guess [47:35] what I need to know is do I tell John to [47:40] stop what he's doing and not submit to [47:42] the county which we already know it's [47:45] going to be 6 months. [47:46] >> I wouldn't I wouldn't take that route if [47:48] I could avoid that route. [47:49] >> All right. So, [47:50] >> but we need to know what John Leman is [47:52] sending to the county. [47:54] >> Well, that's just it. that say either A [47:55] or B in the sheet number three that got [47:58] an email [48:00] >> that was our Christmas list [48:02] >> or the I don't want to say the what what [48:08] the fourth page allows us to open and [48:12] allows us in our feelings to serve 75 [48:16] people with age. All right, not go [48:19] upstairs. Not spend all the money to go [48:21] upstairs because um we just [48:27] >> we won't have the amount of bargain [48:30] parking here. So um the flip side of [48:33] that though is if you submit with three [48:36] page three [48:38] and then you go through the various [48:41] discussions and ascertain that you can [48:44] get additional parking. You got to come [48:46] back. You got to do an amended site [48:48] plan. You've got to do more more things. [48:51] You got to pay John Leman again. Um, I [48:54] mean, not that John wouldn't be more [48:56] than happy to take your money. Um, [48:59] >> so if these issues can be resolved [49:04] preliminarily, you're ahead of the game [49:06] and then everybody knows what you're [49:07] working with. [49:10] >> You're saying if you submit if you [49:12] submit [laughter] on page three, [49:14] >> submit it. [49:15] We love it because it, [49:18] correct me if I'm wrong, but if I submit [49:21] it, the county does not care whether I'm [49:25] in your right away or not. [49:26] >> No, [49:27] >> it's you that care. [49:28] >> Yeah, we care. [49:29] >> All right. So, if you if if the council [49:33] rejects that, okay, and they go back to [49:37] plan four, because I'm not asking [49:40] anything of the town other than one foot [49:42] and one foot. I'm very I'm supposed to [49:45] be [49:46] No, I'm I'm I'm the next sheet. The next [49:49] sheet. I don't ask anything of the town [49:51] other than I never go on your property. [49:55] All I do is I stay one foot where it's [49:58] supposed to be 5 foot on two property [50:00] lines and I continue to back out on the [50:03] street that we always or someone always [50:06] had. So for me, that's our slam dunk. [50:10] I mean, that's that's that was enough [50:12] for me that we talked. [50:14] Um [50:16] but I you know just in conversations and [50:19] thought process I thought I'd lay this [50:22] concept on something. I lose you know [50:25] the more parking and this is the last [50:27] thing I'll say about it. [50:30] >> The the more parking we get and I wrote [50:33] this in the letter. I might not take [50:35] half the garage away. I might only take [50:37] 12, 13 ft off for one parallel parking [50:40] spot because the garage has so much [50:43] potential going back and parking. Well, [50:46] we dream of all these things we can do [50:48] in the garage as you know antique shops [50:51] this this all to go with the restaurant [50:55] but then it needs additional market [50:58] general market and that's one parking [51:02] spot per 30 square ft. [51:06] the plan and that's why I put the plan [51:09] together the way it was at 49 spots. I [51:12] think I get I get it all at 49 spots. Um [51:17] so [51:19] even losing two and keeping that [51:21] building a little bit bigger. I mean I [51:23] would tear up that building down. I'd [51:25] tear the whole building down took it. [51:27] Yeah. But the more we start looking at [51:29] the garage, we're like in a Vessa's [51:31] antique shop. You know, we look at this, [51:33] we look at that. There's so many things [51:35] that can be utilized there. Little [51:36] coffee shop that's open hours before the [51:40] athlete cuz I would tell you from my [51:42] standpoint, we're thinking of Vic. We [51:44] ain't think it's small here. [51:46] >> That is your way. [51:48] [clears throat] [51:50] >> Well, there's a lot there's a lot of [51:51] foot traffic around the house during the [51:53] day that I wasn't aware of. I've always [51:55] just trimming through town for 28 years [51:57] of work. [51:58] >> Yeah. [51:58] >> But it's very nice to see people out [52:00] walking dogs and pushing babies, [52:02] strolling around. There's [52:05] >> walking around here. [52:06] >> More pedestrian traffic than vehicular [52:09] traffic. [52:10] >> A lot of pickle ball players. [52:12] >> Oh, there's a lot of pickle ball [52:14] players. Certainly. [52:15] >> Very serious event over there. [52:18] So for us, you know, we you know what we [52:22] did was we went in and we cleaned up the [52:25] outside decorated for fall and you know, [52:30] >> so we're done till the spring. uh will [52:33] be working inside, but our fine line [52:37] where where I have a hard time drawing [52:40] the fine line is you're you're not at to [52:43] go in and start spending all this money [52:46] on the inside if you're not going to get [52:48] home with the 75 people. I mean, it it's [52:52] just that simple because there's a lot [52:54] of money going to get spent inside this [52:55] building. [52:55] >> Oh, yeah, man. [52:58] >> I said what I had to say. [53:01] So, I mean, Dave's on the council. I [53:03] don't know what [53:04] >> Okay, so when I received the the [53:07] drawings, um I know that that most of [53:10] you guys you you probably can't you [53:12] know, what do you do? Is it is the town [53:14] interested in letting there be a right [53:17] of way there and parking along that [53:19] side, right? Uh, in the past the town [53:22] Gary and Wayne have pretty much not [53:26] liked Gear Lane being an open road, [53:29] right? They've talked about closing the [53:31] gate even uh to the town citizens who [53:34] want to bring their stuff in. You know, [53:35] it's only open when when we're there, [53:37] right? So, I called Gary U because I [53:41] figured you guys might swivel your head [53:42] and look at me. Hey, what's the town [53:43] council thinking about that? and and um [53:48] you know so as you know that garage up [53:51] at the top where the rightway is that's [53:52] our salt barn right so that's [53:56] >> this drawing [53:56] >> that's the that's the salt barn [53:58] >> first one in here [54:00] >> and um you know that needs to not be [54:05] impeded right and so that rightway [54:08] coming through there um there's not a [54:11] lot of room there but it it certainly it certainly can work, right? So, we [54:16] have those issues. Um, we have issues [54:20] with the fact that we've been thinking [54:24] about doing something down there at Gear [54:26] Lane to redo that whole area. We've [54:28] already spent some money to have um that [54:32] laid out a little different, but but [54:34] during that time, Gary and Wayne started [54:36] looking at some additional properties, [54:38] and so that kind of got put on hold. [54:40] those additional properties may be [54:42] outside the the the budget uh that that [54:45] we have to spend on that. So I think [54:47] there Gary's maybe swiveling a little [54:50] bit now thinking that maybe we need to [54:53] go back to thinking about relaying out [54:56] that area down there. If we relay out [54:59] that area down there, there's certainly [55:01] potential to make this rightway area [55:05] through their work and still keep the [55:08] public works facility I don't want to [55:11] say quarantined off, but you know what [55:13] would happen? There's a lot of just [55:15] gravel lot down there and if if Jerry's [55:18] place Jerry Joe's place started really [55:21] people could just go down there and park [55:22] anywhere, right? So something would have [55:25] to happen. and we'd have to have some [55:27] kind of fences. We'd have to do some [55:29] something that that all could happen, [55:31] right? And and so I had that [55:34] conversation with Gary and he was like, [55:35] "Well, yes, we all that can happen. That [55:39] is probably not a showstopper for this [55:41] project. We can do something down there [55:43] to make things work for for all of [55:46] this." Um, so I I tried to do a [55:49] preemptive on that with with the town [55:51] council, but uh with with the town [55:54] staff, but as as Michelle says, um you [55:58] know, that decision, I'm only one voice [56:00] on the on the town council, so the rest [56:03] of the people would have to hear that. [56:05] They're going to need to hear from from [56:07] Gary and and Wayne as well to ensure [56:11] that doing that kind of thing down there [56:15] does not um mess up any future thoughts [56:18] of what they're they're doing with that [56:20] pro that property down there. um the [56:24] other things that you know [56:27] foot off the property line [56:29] you know we can make that decision and I [56:31] don't see that I personally don't see [56:33] that as a big deal at all if we decide [56:35] that having that as a municipal lot over [56:37] there and doing some that's not a a big [56:40] deal either the only area that I feel is [56:44] a gray area is that cut through and that [56:47] additional parking down the side and I [56:50] think it would be nice maybe if we heard [56:53] from Gary and and um I'll say the town [56:57] staff to say that yes, they would [57:00] consider uh doing that um as part of or [57:06] reconfiguring the the whole gear lane [57:09] facility down there that that would fit [57:11] into the future plans. So [57:13] >> I I have an idea [57:16] speaking with what you're saying. [57:19] Why not I go [57:22] with John and go with the drawing? We we [57:25] know the one foot isn't too much to ask [57:28] for. All right. And I think you guys [57:31] when you look at the code of Carol [57:32] County and us having the 18, I think [57:35] that that shouldn't be problematic. All [57:37] right. [57:38] >> The biggest problem is access to gear. [57:41] >> Why do you not go through the drawing [57:44] with sheet number four? The four sheet. [57:47] Which one are you? What are you 20 [57:50] >> without the without the cut through? [57:54] >> All right. [57:54] >> This one where you have to turn around. [57:56] >> Not the one with colors. [57:57] >> I submit through the county this way. [58:00] All right. And we go through the county. [58:05] You're going to get it and let's hope it [58:08] gets approved and it gets through the [58:10] county to come back and go out on year. [58:14] And this is just me speaking here. Let's [58:16] go out on here and pick up those other [58:19] margin spots [clears throat] down there. [58:20] If I work that out in you guys, I don't [58:24] think about the county has anything to [58:25] do with that as long as I don't go over [58:27] 5,000 miles. [58:29] >> The county wouldn't. You'd probably need [58:31] assuming you have an approved site plan [58:32] by that point. [58:34] >> I'm [58:34] >> You might need to amend the site. [58:36] >> Say I get my approved site plan. This [58:38] page right here, the one that's not [58:40] >> the black one. All right. That means you [58:43] guys got to be the variance of one foot [58:45] on the north, one foot on the west, and [58:48] you got to accept the fact that we're [58:50] going to park 18 spots at fire. I go to [58:53] the [clears throat] [58:55] he comes to you. We go through the [58:56] process and at the same time you be [59:00] talking to Gary. Let's let's think of [59:02] what else because I had John do the [59:04] complete of the tennis courts. All [59:07] right, let's say [59:09] here's where sticky with the county. And [59:14] when I brought up the tennis courts with [59:16] me and Janet, [59:20] we can get those spots. We could even [59:22] connect and be under 5,000 on that [59:26] property. But I don't know where they [59:29] will see that property in the stage like [59:32] are we starting from beginning there or [59:34] with everything cuz that's one big [59:36] parcel with everything that has been [59:40] done whether they would accept that. But [59:42] all I'm getting at is we will have an [59:45] approved drawing that opens us for [59:47] business [59:49] and then we're open for that. I'll put a [59:52] drawing in front of you of the tennis [59:54] courts something John draws up then the [59:57] deal is only between you got you ladies [1:00:02] and guys first [1:00:04] council and I get that whole process but [1:00:07] I see no reason the county has to be [1:00:10] involved in anything other than I would [1:00:13] go to Janet Demire with that drawing [1:00:17] representing myself but you know it's [1:00:20] kind of a gray area there. But I would [1:00:22] say this is what I'd like to do to for a new Windsor. Is this permissible? [1:00:27] Like out through the tennis courts. [1:00:30] There's and and even over on your side, [1:00:34] there's other options over here that [1:00:38] stone is marched out so much to the [1:00:39] left. If I paved another 12 ft instead [1:00:42] of a rightway, we could literally [1:00:44] parallel park down through there, but we [1:00:46] wouldn't get near as many spots. And I [1:00:49] know that if there is I I could even [1:00:51] pave up to those dumpsters and put that [1:00:53] as copper, you know, of of [1:00:57] what you know, we're spending money to [1:00:59] help us get parking in some way or [1:01:01] another. But as far as fencing, if [1:01:03] there's some type of fencing that can be [1:01:05] done, signage, fencing, we understand [1:01:09] that you guys wouldn't bear any cost on [1:01:11] that. We would bear the cost, but we [1:01:13] would be getting the parking. So, but I [1:01:15] think the safe bet is go not safe, but [1:01:18] to me go through with this drawing [1:01:20] number four, let it roll through the [1:01:22] county and then we work it out after the [1:01:26] fact. Because in this drawing number [1:01:29] three that you got email, that has [1:01:31] nothing to do other than the right way [1:01:35] out to the black top itself. And I take [1:01:38] up that square footage on my property or [1:01:40] on our property. [1:01:42] You follow me? I don't think so. [1:01:44] >> Like that 10 foot from our property line [1:01:47] to gear I'm picking up in our square [1:01:50] footage. I'm not like saying, "All [1:01:52] right, well that 10 by 100 that is New [1:01:55] Windsor. That's their non-pervious area. [1:01:58] I'd be considering that in my [1:02:00] non-pervious area." And I think I'm [1:02:02] probably pretty close how far it came [1:02:04] down. Once I was waiting for John cuz [1:02:07] the original tote, the original uh [1:02:11] survey did not pick up uh just various [1:02:14] things out there that were non-pervious [1:02:16] areas that I want to get credit for. But [1:02:19] I know off of the original survey that configuration I'm talking about [1:02:25] right now was right around right around [1:02:29] 4,000 square ft. 5,000 to to burn up yet [1:02:33] going down and doing what I was talking [1:02:34] about. So that's I guess that's it's up [1:02:38] to you guys how you want me to proceed. [1:02:41] >> So So um Jerry, just let I'm not opposed [1:02:44] to that plan if that if if that works, [1:02:47] but uh I just want you to um make sure [1:02:49] you understand the the the feelings that I have on on Gear Lane. So Gear [1:02:56] Lane is a nonused road, right? It only [1:02:59] leads back to to to us where we have our [1:03:03] equipment and our buildings and nobody [1:03:06] else back there, right? And we have a [1:03:08] lot of money and a lot of equipments [1:03:10] that we've stored back there. And um and [1:03:14] it also has a gate on the end that that [1:03:16] could be closed that I always advocate [1:03:19] to keep open because the town residents [1:03:21] take their their yard waste back there [1:03:24] and can dump it. We don't we don't have [1:03:26] Right. We don't have to to wait for um [1:03:29] you know the trucks to come around once [1:03:31] every uh two weeks to do that. It is [1:03:34] locked sometimes when we do our bulk [1:03:37] trash which we do twice a year. That [1:03:39] rolls into another reason why we never [1:03:42] like thought about having it a road all [1:03:45] the way through people because the bulk [1:03:48] trash when people hear there's some [1:03:50] dumpsters and bulk stuff ends up in [1:03:53] there, right? and and we pay dearly for [1:03:56] it. Sometimes they come and they dump [1:03:58] their bulk trash in our yard waste and [1:04:00] when we take it to the county, we get [1:04:01] hit with a big bill because it's not [1:04:03] yard waste anymore and they got to move [1:04:05] it over and we pay the tipping fees. So, [1:04:07] it becomes an expense and that's why in [1:04:10] the past at least Gary and Wayne have [1:04:12] always been real hesitant about having [1:04:15] that as a a through road or having it as [1:04:18] a open all the time because when people [1:04:20] do it. So my my concerns go along with [1:04:25] that. I personally like to keep it open [1:04:29] for the residents, not just because the [1:04:31] residents work at the same time the [1:04:34] public works and when it's closed, [1:04:37] that's when they get home, right? So [1:04:38] they can't really utilize it except on [1:04:40] Saturday morning if it's if it was [1:04:42] opened. So um I just feel that we need [1:04:47] to to figure that out a little bit. um [1:04:51] with the town staff that in the future [1:04:55] at least if you go with your plan fine. [1:04:57] In the future we can make that work. I'm [1:04:59] not opposed to if we figure out a way to [1:05:01] do something with our facility and it [1:05:03] allows you to park in there. I [1:05:04] personally would not have a have a [1:05:06] problem with that. I don't know how I [1:05:08] feel about connecting it into the into [1:05:10] the um the tennis court area, you know, [1:05:14] getting over there where now we have [1:05:16] maybe car traffic sneaking through [1:05:18] there. I don't know where they'd sneak [1:05:19] it to, but trying to to go through that [1:05:21] would be a whole another thought process [1:05:23] I'd have to to think about. But [1:05:25] >> the even the even the spots at the um [1:05:30] even on that overview of the next page [1:05:33] down I my mathematics says that I can [1:05:37] get nine spaces there. And why they're attractive spaces is because [1:05:44] the infrastructure coming in and center [1:05:47] lane is already the the center width is [1:05:49] already made. So you're only adding for [1:05:52] every you know 200 square ft is 10 going [1:05:57] 180 ft for a 20 by 9 spot. You're get [1:06:01] the maximum out of those. Those could be [1:06:04] with a sidewalk coming over, never [1:06:07] connect or anything. And the the one [1:06:11] attractive thing about coming out of [1:06:12] here is just making it one way where [1:06:15] everybody because everybody, I don't [1:06:17] care who it's going to be, is going to [1:06:19] come down looking for that close parking [1:06:21] spot. There isn't going to be one there. [1:06:23] They're going to turn around and going [1:06:25] to go back out. I mean, that's life. I [1:06:27] see that one zone. They go down that one [1:06:30] side, come to the back right side of the [1:06:31] building, turn around. They pray and [1:06:34] hope for that one spot. But but [1:06:37] >> it's never there. [1:06:38] >> I'll do whatever. [1:06:40] I'll make it work anyway. But it seems [1:06:43] to me the most logical thing to do is [1:06:47] have John draw it just like page four [1:06:50] is. And he comes up what he'll say [1:06:54] [clears throat] on the drawings, I'm [1:06:55] disturbing x amount of square foot. and [1:06:59] I'm creating X amount of nonverbs. I [1:07:02] mean, that's going to be on the [1:07:03] drawings. And at the end of the day, if [1:07:06] coming down, number one is by not having [1:07:09] a turn around, I automatically pick up [1:07:12] one spot there. Um because I don't have [1:07:16] to turn around anymore. And then as you guys weed, you know, weed through [1:07:21] things, lease ways, I'll be approved for [1:07:24] something to open, you know, and I'll [1:07:27] know that we'll spend money on the [1:07:29] inside because we know we're getting to [1:07:32] the home stretch here. Maybe it isn't [1:07:34] everything we want, but at least ways we [1:07:37] don't know whether the water, [1:07:39] [cough and clears throat] right? And I'm [1:07:40] not we are not spending 20 grand on a [1:07:43] pump to provide more pressure because [1:07:46] you already got the lift, the ADA lift [1:07:48] and you got the sprinkers. It's a lot of [1:07:51] money to go upstairs and you ask [1:07:53] yourself whether it's worth the 50 [1:07:55] people going up there. So um to me I get [1:08:00] John to draw it like that. You will see [1:08:03] it again. You'll see it officially. [1:08:06] you guys would be I maybe will you work [1:08:09] on the looking into the county as I mean [1:08:12] not county but looking at giving the [1:08:15] variances I mean you you'll be ready to [1:08:18] give a variance possibly when this [1:08:21] drawing comes in. [1:08:22] >> Yeah. And that would be reflected on [1:08:24] whatever John draws [1:08:26] >> which is going to be this. Yeah. Right [1:08:27] here. Yeah. which is going to be two. [1:08:31] >> What you what you [1:08:32] >> two plus one two easy one foot and one [1:08:36] foot. The third one is recognizing we're [1:08:39] creating your own new law that with you [1:08:42] within 500 ft of municipal or uh paid [1:08:47] contract parking [1:08:50] that will because you look at [1:08:52] Johansson's right now if you park over [1:08:54] at Paradisio I guarantee it takes 10 [1:08:57] minutes to get from the Paradisio line [1:08:59] >> crossing that street and getting to [1:09:02] Johansson [1:09:03] that's [1:09:06] So, I don't know, but we can make it [1:09:08] work with this and and and everything [1:09:11] else is just great. But we bought it [1:09:15] with the idea of at least getting this [1:09:19] many parking spots. Have we not had the [1:09:21] firewall? We have never bought and [1:09:24] that's probably why nobody else has ever [1:09:25] bought it because they couldn't figure [1:09:26] out how they're going to get park. [1:09:30] >> So, phase one is is this phase. [1:09:34] >> I like that. phase one. You got it. [1:09:36] >> And then whatever we can dream [1:09:39] >> and in the next couple of months can [1:09:42] >> Well, actually, you've already done [1:09:44] phase one. You've got the agreement [1:09:46] already with the fire department. But [1:09:48] yes, [1:09:50] I I think that's part of the message [1:09:53] here is that it sounds like you can move [1:09:56] forward with this to be able to get the [1:09:59] place open to get start get the process [1:10:01] rolling and then we can then [1:10:03] mechanically work out over the next 6 [1:10:06] months to get the phase two for the [1:10:08] park. [1:10:09] >> Yeah. If if phase two, let's just say [1:10:12] let's say let's say we're heading to [1:10:15] March through the county. I heard the [1:10:16] biggest slowdown in the county that's on [1:10:18] the fire side. So everything else is [1:10:21] just easy cuz it's coming back to you [1:10:23] guys. It isn't like the countyy's trying [1:10:25] to prove all the things they have to do [1:10:27] when it's in the county. The burden is [1:10:29] on you in New Windsor to do all the [1:10:32] approving. They just have the fire guys [1:10:35] got to look at it and I don't know. They [1:10:37] look at ADA. I've got one more spot than [1:10:40] what even is needed, but I wanted three [1:10:42] ADA spots so that if we increased, I had [1:10:47] more than enough ADA spots and I think [1:10:49] we're we're good on that. So, we'll let [1:10:52] John draw this thing up and I tell you [1:10:55] when I get it, even though it goes to [1:10:57] account, I don't know how long it takes [1:10:59] before it gets kicked back. [1:11:01] >> But as soon as I get it, I'll kick it [1:11:03] right to you. You can compare to what I [1:11:05] give you today because it'll be one and [1:11:07] the same. The only thing I just don't, [1:11:09] you know, I'll show all three parking [1:11:11] spots at the garage because if I take [1:11:14] two of them away, it is what it is at [1:11:17] the time that I take two of them away. [1:11:19] You still have 37 spots and your law [1:11:24] says one for every 100 square ft and [1:11:28] we're about 2700 square ft of usable [1:11:31] space. if that rule applies to your book [1:11:34] in your code. If you go into Carol [1:11:36] County and look at the way they look at [1:11:39] parking andor you go to Westminster, [1:11:41] Carol County is more stringent than [1:11:43] Westminster. [1:11:45] is less stringent and you [1:11:47] and Westminster if you do the math is [1:11:49] about one and the same. [1:11:52] >> You just go about it you go about it in [1:11:54] a different way. [1:11:58] Wouldn't you want to put a note on here [1:12:00] or have John put a note on here that you [1:12:03] do have an agreement in place with the [1:12:05] fire hall for the additional? [1:12:07] >> You know, I can do that. That's a good [1:12:09] idea. And I Yeah, if you guys want that [1:12:11] letter, have I ever sub that letter to [1:12:13] you guys? [1:12:15] >> I will forward it. I'll forward it and [1:12:17] you all forward in your J. All right. [1:12:20] >> That's a good idea. just having the [1:12:21] general notes. Just put that on there. [1:12:23] >> Yeah. [1:12:27] Cuz when I was in the talk to me, [1:12:30] you know, I I knew we were at about [1:12:33] 4,000 square ft. And that's the number [1:12:35] we were talking [1:12:37] >> and then the more I looked at maybe [1:12:39] trying to go down the side, I might have [1:12:42] not said 5,000 at the time, but the rule [1:12:44] is 5,000 square ft. And if you don't [1:12:46] cover 5,000 square, I mean, Jee and I [1:12:48] are looking at everything we do on the [1:12:50] outside as far as right down to a [1:12:52] sidewalk. It's it's it's literally we're [1:12:54] looking at we know that we when we do [1:12:58] our areas for outside, they'll all be [1:13:00] ground decks because barn set decks are [1:13:03] allowed and not count. So everything [1:13:06] where we put tables and all that where [1:13:09] the pavers would look nice and fit in [1:13:12] with the building, we won't do that. [1:13:14] We'll build at grade decks because they [1:13:16] don't count toward the the non-burnous [1:13:19] area. [1:13:22] It's tough, I tell you. 500 ft is tough. [1:13:26] >> Truly is. [1:13:28] >> And knowing that there knowing my you [1:13:32] better not be 5,0001. [1:13:34] [laughter] [1:13:36] >> Yeah, I know. [1:13:39] [laughter] [1:13:40] >> I know. Well, John, uh, in the interest [1:13:43] of what John comes up with, uh, [1:13:48] we digitized it out in my office, so [1:13:50] we're we're good. We're good. I'll put [1:13:54] your mic back. [1:14:00] » Maybe I'll just [1:14:04] say, "Turn that." [1:14:05] >> So, I will send everyone that. I mean, [1:14:08] I'll send it to Dave. [1:14:11] or whoever I started the Jane, you guys [1:14:13] have a good internal system. I'll get it [1:14:15] to somebody and then um you'll have [1:14:20] that. [1:14:20] >> Make sure it gets the my name and then [1:14:23] I'll make sure everybody gets it. [1:14:25] >> You are I got you. Um and I will just in [1:14:29] that same email I'll go back put this [1:14:33] one picture here with us because that's [1:14:36] the one that we're thinking about [1:14:38] working with. Okay. Should I do do we [1:14:42] need to [1:14:44] like make a motion or something on the [1:14:46] one foot variance before you put it on a [1:14:49] >> I I you got nothing to to rule on until [1:14:53] you get the the actual plan from John. [1:14:55] Now he's going to do these on like myar [1:14:57] size, right? [1:14:58] >> Yeah. [1:14:59] So [1:15:01] [laughter] [1:15:03] a napkin. [1:15:04] >> I love them. They're very attractive. [1:15:06] >> Something that big, you might find [1:15:07] something wrong with it. [1:15:10] Point being, if if it's going to be on [1:15:13] big, everybody needs to have a big. [1:15:16] >> Yeah, you need copies. [1:15:18] >> Yeah, the big ones. [1:15:19] >> That cost a lot of money. [1:15:20] >> I know it will. That's why I'm [1:15:22] [laughter] mentioning it. Yeah. [1:15:24] >> So, I can tell [1:15:25] >> less parking spot than you. [1:15:27] >> Really? [1:15:28] >> Yeah. I And you tell me how many I need. [1:15:32] >> Seven of us, you may [1:15:36] work for you, don't [1:15:37] >> Yeah. Oh, yeah. That's big enough. Yeah. [1:15:38] No, we don't need the kind of thing that [1:15:39] you like like a full subdivision [1:15:42] platform. [1:15:43] >> Any scale? [1:15:44] >> Oh, yeah. That that's that's big enough. [1:15:47] >> That probably hits a 40 scale. So, it' [1:15:49] be easier to scale and easier to see. [1:15:54] >> The only thing I missed if I could ask [1:15:56] the dates the council has their [1:15:58] meetings. [1:15:58] >> Oh, first first Wednesday. [1:16:00] >> First Wednesday. Okay. [1:16:01] >> Third Monday. [1:16:03] >> Because we're not even a topic to the [1:16:05] council at this point. Correct. So we [1:16:08] >> not officially you're not on their [1:16:10] agenda or anything. [1:16:12] [snorts] [1:16:13] >> I think you might be they might be aware [1:16:15] of you but you're not on the [1:16:19] >> that's on the agenda it [1:16:21] >> and if you if you if you want to come [1:16:24] back and talk to them you want to [1:16:26] request to be put on the agenda at least [1:16:29] a week in advance. [1:16:30] >> Let's get John to get the real drawing. [1:16:33] >> Everybody have it before he even goes to [1:16:35] the gallery. All right. and and it'll be [1:16:38] a nice clear draw. And then we just we go that route. Um because I don't [1:16:44] think it's going to take much to get a [1:16:46] warm fuzzy feeling that we're going to [1:16:48] at least wait to get this parking lot [1:16:49] configured the way it is [1:16:52] to spend the money on the inside place [1:16:55] as far as where whether we go upstairs. [1:16:58] >> That that'll be the key part. Yeah. The [1:17:01] only thing we might do is even if we [1:17:02] don't have the flow, we talked about I [1:17:05] talked to Tom Harris about going ahead [1:17:06] and put the sprinkers in the house. The [1:17:09] elevators I mean I don't like say [1:17:10] elevator call the lift. The lift is easy [1:17:14] to do like over the carnival period of [1:17:16] time like the following year you know 7 [1:17:19] days is enough time to do that. The [1:17:22] sprinklers it's a mess. So, we might [1:17:24] would do the sprinklers and just not [1:17:26] even uh turn like have them functional [1:17:30] cuz the one thing that I learned that [1:17:32] day, Joe and I learned I thought well [1:17:34] have sprinkers kind of nice just in case [1:17:36] you do have a fire. They have no bearing [1:17:39] on a commercial building of saving the [1:17:42] house. All they do is save people. The [1:17:45] house will burn and I wasn't aware of [1:17:48] that. [1:17:50] >> Yeah, they don't run that long. They [1:17:52] just they just get started and get folks [1:17:54] out, [1:17:55] >> right? [1:17:56] >> Yeah. So, um but at least ways everybody [1:17:59] knows, you know, we're farther than [1:18:01] where we were last time, but we're on [1:18:03] the same Nothing has deflected from the [1:18:07] first time we came in here. Our plans [1:18:09] are the same. Nothing's really changed. [1:18:12] Um and my original drawings, I said to [1:18:15] all of you, almost look identical to [1:18:17] page number. [1:18:18] >> These are just a typical bumps in the [1:18:20] road. Oh yeah, good work. [1:18:23] >> Yeah, I'm with the [1:18:28] All right. Well, we'll let you guys get [1:18:29] on to your other agenda. [1:18:31] >> Thank you. [1:18:33] >> I give you that. [1:18:34] >> You moving quicker than me. [1:18:36] >> I got Thank you very much. [1:18:43] [laughter] [1:18:45] >> Sure. In case you want to look at it [1:18:47] later. [1:18:48] >> It's a pretty house. [1:18:50] The more we're in it, [1:18:52] >> the more we're in that house, [1:18:56] I can't I mean, when Beth and I walked [1:18:57] in the first time, we fell in love with [1:18:59] the house, but the more we're in it, and [1:19:02] the cool thing is the money we're [1:19:04] spending more so is in the cafe [1:19:06] >> to make the cafe look old and not [1:19:08] drywall like this room. And that's where [1:19:11] the most money be [1:19:13] sells itself. [1:19:15] >> I mean, we got emergency exits. We got [1:19:17] to put HABC and everything. But that [1:19:20] house, [1:19:22] anytime anybody wants a tour, just [1:19:25] >> I was in that house. [laughter] [1:19:28] >> Oh, wow. I was never in it until Sam. [1:19:31] Well, [1:19:31] >> and he did. They did a beautiful job. [1:19:33] >> We We had the uh Carol County Historical [1:19:36] Society had a decorator showhouse. [1:19:39] >> Oh, yeah. I remember they used to do [1:19:40] that. [1:19:43] » The paintings on the right. the my [1:19:45] paintings. Well, you know, the marbling [1:19:48] on the on the fireplace is still there, [1:19:50] but my paintings are gone. [1:19:52] [clears throat] [1:19:55] » Let me out across to Kevin. There's a [1:19:57] piece of paper on your desk, and you [1:19:58] know what it is. Your email kept [1:20:02] bouncing back to me. So, it's just a [1:20:04] little memo from me about some some [1:20:07] minor things on the plan. So, don't feel [1:20:09] put out that you didn't get it. Uh, but [1:20:11] I tried and I I don't know. I sent it to [1:20:14] the address that I had on the same list. [1:20:17] >> You have me at a new Windsor. I don't [1:20:18] have a new Windsor address. [1:20:19] >> Oh, well that explains it [1:20:22] >> eventually. [1:20:23] >> Okay. [1:20:23] >> Just But that's what it is. Uh [1:20:25] >> cuz if you show it to Glenn, he'll say, [1:20:27] "I don't have that." [1:20:30] » I'm special. [1:20:38] » Any updates, Dave? [1:20:39] >> Yeah, just a couple real quick. Um the [1:20:42] town is working with our engineering [1:20:43] contract G contractor GMBB to evaluate [1:20:47] and understand the MDE scoring of the [1:20:50] town's grant ranking for the ENR upgrade [1:20:54] of the wastewater treatment system. So [1:20:55] you know we put in a a grant request uh [1:20:58] with G uh with GMBB for the ENR and it [1:21:02] was rated and graded and we didn't come [1:21:05] back too well on that. Um so we want to [1:21:08] ensure we are more in a more competitive [1:21:12] uh state for the next round. The next [1:21:14] round I think is January time frame that [1:21:16] we'll be submitting another grant. Um [1:21:18] where we're trying to figure out exactly [1:21:20] why we scored uh low in some areas and a [1:21:24] lot of it has to do with some densities [1:21:26] and and things like that that uh we're working through now. Um also next [1:21:32] door the 211 High Street property the [1:21:34] redevelopment status. Um, wanted to [1:21:36] bring you guys all up to date. I don't [1:21:38] know if you you noticed, uh, the [1:21:40] interior demo has been completed. The [1:21:42] place is gutted. Uh, down to the brick [1:21:45] walls on the inside. Um, uh, there's [1:21:48] still some drywall or some some plaster [1:21:52] upstairs on the brick, but the first [1:21:54] floor is is totally totally gutted. Um, [1:21:58] they the contractor uh, Urban Urbana [1:22:01] Multi-ervices did a phenomenal job. They [1:22:04] provided the town staff with um weekly [1:22:07] updates and gave them status reports and [1:22:10] told them exactly what was going on [1:22:12] every step of the way. They cleaned that [1:22:13] thing. It it's it's really nice. Um [1:22:18] uh there was I think two change orders [1:22:20] coming in. Uh there was one support beam [1:22:23] on the second floor that's sagging, has [1:22:25] a significant crack. So um we're waiting [1:22:28] for that to come in and we're going to [1:22:30] get that fixed before we do the roof. Um [1:22:33] the roof is supposed to start here in [1:22:34] mid-occtober. So we're trying to get [1:22:37] that that uh support beam fixed before [1:22:40] they come and do the roof. So the roof [1:22:42] is scheduled to be done. Um the exterior [1:22:45] brick masonry restoration has been [1:22:47] awarded. Um uh at the beginning of the month here, so they were given the [1:22:53] notice to proceed on the 3. Um I saw a [1:22:56] guy out there today looking around, so I [1:22:58] don't know if they're they're starting [1:22:59] to do some things or not. Um the [1:23:01] exterior wood inspection and [1:23:04] restoration, we awarded that uh on the [1:23:07] 21st and they got their notice to [1:23:09] proceed on the 22nd as well. All these [1:23:12] things that we've done so far have been [1:23:14] funded from that first grant we got that [1:23:17] was $250,000 [1:23:19] and we have about $129,000 [1:23:23] remaining give or take uh depending what [1:23:25] these these couple um little um [1:23:28] additional things we have to do get [1:23:30] done. Uh we're still working on another [1:23:32] grant to help us um finish all this [1:23:35] stuff off, but so far things are are [1:23:38] going very well and uh we're we're quite [1:23:42] happy with the the progress being made. [1:23:44] >> It's like it's not really any money from [1:23:46] the town itself from that grant. [1:23:48] >> It's all been so far from the grant. Um [1:23:50] if we get we we put in um a grant two [1:23:54] months ago, a month ago I guess we [1:23:57] submitted it um to cover the rest of [1:24:01] reneoing, you know, build building out [1:24:03] the apartments, two part two apartments, [1:24:06] two two-bedroom apartments, kitchen, [1:24:09] bathrooms. Um, and I think they pushed [1:24:13] back when they're awarding it till the [1:24:16] end of the year. So, we probably won't [1:24:18] know [1:24:20] till the end of the year whether we get [1:24:22] that money, but um, [1:24:26] >> so far so good. Hope they find any uh [1:24:29] artifacts or anything in demolition like [1:24:31] in the walls or anything? [1:24:32] >> I haven't heard they they did not [1:24:34] necessarily find anything that not that I was aware of. I was hoping, you [1:24:38] know, they maybe find some old beer cans [1:24:40] or something in there for my collection, [1:24:41] but it didn't happen. [laughter] [1:24:43] >> Nothing came my way. [1:24:49] » That's it. [1:24:49] >> Thanks, Dave. Uh, two quick items. One [1:24:52] is [1:24:54] shirts. [1:24:57] Did everybody pick up their shirt? [1:24:59] >> Mhm. [1:24:59] >> Thank you. [1:25:00] >> Feel free to wear it to our meetings or [1:25:03] any of events that we have around town. [1:25:06] um like new ones or the music on the [1:25:08] main if you're there and you can wear [1:25:10] your shirt. Um unless it's cold then you [1:25:14] may want but looks like good weather for [1:25:16] this weekend. And um also [1:25:20] a minor note but the uh that close [1:25:22] session we had in early August um and it [1:25:25] was actually on the topic we anyway that [1:25:28] closed session the um they omitted to uh pay us for that. So that will come [1:25:34] out in the next check. So you'll get [1:25:37] paid for this meeting and that session. [1:25:40] Alrighty. [1:25:42] I'm gonna slide over next to Rebecca and [1:25:45] Michelle so I can get the screen. [1:25:49] [cough] [1:26:02] While Mark's setting up, do we need to [1:26:04] do something [1:26:06] about looking for that if we have [1:26:09] provisions in our code for the [1:26:12] offsite parking? [1:26:14] >> We do, which means I will. [1:26:16] >> You will. [1:26:16] >> You I mean, you're a good reader of the [1:26:18] code. But actually, I've got it written [1:26:20] down here with stars. [1:26:22] >> Okay. Cuz I tried real quick to look up [1:26:24] that section and I I [1:26:26] >> Yeah, I intended to try and get to that, [1:26:28] but today kind of got away from me. [1:26:30] >> Okay. All right. Before [1:26:33] we leave that, I want to see [1:26:35] specifically what sections of the code [1:26:38] are commission that we don't get copy [1:26:42] for everybody go through. I don't [1:26:46] >> I don't think I understand your [1:26:47] question. [1:26:47] >> There's a specific section that we a [1:26:50] portion of the code that we [1:26:54] >> Yeah, it's like [1:26:56] >> we don't go through the whole thing. No, [1:26:58] but in so far as if you look up planning [1:27:00] commission, it's like three sections. It [1:27:02] says how many of you there are and and [1:27:04] that that's all that is specific. [1:27:05] >> But there are sections that we have [1:27:08] let's say like 210 or something like [1:27:10] that. [1:27:10] >> A lot of subdivision regulations and [1:27:13] development regulations [1:27:14] >> or maybe you could tell [1:27:15] >> go go through that. But it if you have [1:27:19] trouble sleeping, you might want to take [1:27:21] that home and read it. a big one that [1:27:25] can't. What do I have? [1:27:27] >> I mean, there's a lot of things. [1:27:29] >> Why would I have [1:27:30] >> potentially run through the planning [1:27:32] commission? [1:27:33] >> Um, [1:27:34] >> how's that? [1:27:34] >> Do I do more than hit the button? [1:27:42] » Those are spares. Oh, those are yours. [1:27:44] Oh, those [1:27:47] that was just a spare. [1:27:48] >> Did you have one? [1:27:49] >> Yeah. [1:27:51] Oh, [1:27:53] here's your right. [1:27:56] >> Can you write on there? Was in [1:27:57] attendance or something so she knows he [1:27:59] was here. [1:28:10] » Oh, that's what I'm Looks like it was [1:28:13] fun. [1:28:15] Yeah. [1:28:19] Just quick. [1:28:26] » Sailing. It's a dangerous sport. [1:28:28] >> Well, that's cuz Yeah, that's what [1:28:29] happens when you have all that money [1:28:30] that you can have sailboats. [1:28:33] >> It's an old sailboat. [1:28:34] >> This is worth more than [1:28:36] >> So, there you go. It works out. [1:28:38] [laughter] [1:28:41] » Well, not happy. [1:28:43] I'm sure it could have been worse. [1:28:45] >> Always. [1:28:46] >> Well, I mean, there wasn't any pain or [1:28:48] anything. It just happened. [1:28:50] >> You walked it [1:28:52] >> kind of. Yeah. Lost a hand and was [1:28:54] trying to [1:28:57] >> No, I was on a sailboat once. Made me [1:28:59] nervous. That was enough. [1:29:01] >> It's my happy place. Of course, we [1:29:03] didn't go anywhere. Not this weekend. It [1:29:05] was pretty nasty. [1:29:05] >> Well, now if I didn't have to go [1:29:06] anywhere, that might not be so bad, you [1:29:08] know. actually was that was we were [1:29:10] leaning on. [1:29:12] >> Yeah. Know we weren't we was it was [1:29:14] blowing the wind was moving the boat cuz [1:29:16] it was so windy this weekend. [1:29:17] >> Oh yeah. [1:29:19] >> Yeah. And the tide was up. It was a lot [1:29:22] of fun. [1:29:26] » I know. I had to bring the little piece [1:29:28] to [1:29:30] the Is that something will have to [1:29:33] >> No. If it's part of a site plan, [1:29:36] >> okay, [1:29:36] >> you you guys can do it. If they were [1:29:38] just coming in and saying, "I want to [1:29:40] put part of the building up unrelated to [1:29:43] a site plan or any commission action," [1:29:45] then they'd go to the DCA. [1:30:14] 18 pages. [1:30:17] That's not too bad. Only 18 pages. And [1:30:20] are we doing maps, too, or are we [1:30:22] thinking they're okay? [1:30:25] See, I'm not I need help on the maps. I [1:30:28] got to know what's not. [1:30:30] >> Yeah, exactly. That's going to be a seal [1:30:32] stamp approved. [1:30:37] » Signal. [1:30:39] Read the directions again. [1:30:44] » Handle one foot. Rub your belly. Pet [1:30:46] your head. [1:30:48] [laughter] [1:30:53] Uhoh. There was more to it. You didn't [1:30:55] tell me that. [1:31:12] Please [1:31:15] [snorts] [1:31:16] still. [1:31:17] >> Oh, you're still [1:31:29] cable. [1:31:32] There you go. [1:31:47] » It wasn't the right remote. [1:31:49] >> It's the right remote, but [1:31:53] This is always This is the same one [1:31:55] that's always here. [1:32:07] » Is there anything though? [1:32:09] >> Just an extension cord. [1:32:18] Yeah, I see. [1:32:22] » Yeah, usually. [1:32:31] » Can I get something for you? [1:32:33] >> Oh, well, [1:32:35] she's lucky. [1:32:36] >> Yeah, I have a cord in there. I'm going [1:32:40] to run back here. [1:32:45] This is very This go directly into [1:32:55] two. [1:33:09] [snorts] [1:33:14] I guess it [1:33:16] Is that it? [1:33:17] >> I think that's I don't know where [1:33:19] >> it reaches. [1:33:23] You may have found it. Mark, [1:33:25] >> it can only blow up something. Don't [1:33:26] worry about it. It's his computer. [1:33:29] >> Which way do you think it'll go? [1:33:31] >> To the plug inside. Don't worry. [1:33:33] >> Fine. Make sure it wasn't going to blow [1:33:34] up in this direction. [1:33:36] >> Throw the plug inside. You'll be okay. [1:33:38] >> Why are we have to do that? [1:33:42] How many years is it going to be before [1:33:44] we figure this out? [1:33:47] >> Why why different than normal? [1:33:49] >> So I don't even I don't pretend to [1:33:51] participate in the discussion. [1:33:53] >> There wasn't any uh Ethernet cord there. [1:33:57] >> He usually connects into there's always [1:33:59] one just kind of hanging there. [1:34:02] >> Yeah, he he stuck something in around [1:34:04] the side, but I think it's like a like [1:34:06] one of those [1:34:07] >> flashy kind of things. [1:34:10] Yeah. [1:34:10] >> Yeah. Didn't we just don't we we don't [1:34:12] connect to Bluetooth or [1:34:14] >> Yeah. [1:34:17] >> It's not like a Bluetooth that's not [1:34:18] Bluetooth for us to connect to. It has [1:34:20] to be plugged in. [1:34:24] » Uh [1:34:26] years ago when Doris and Sam [1:34:28] >> I can't remember when they had [1:34:31] >> I don't know. They had they had an urban [1:34:32] house. [1:34:36] It was just I was just down in the lower [1:34:39] levels. [1:34:39] >> Yeah, [1:34:42] >> it was it was wonderful. I remember [1:34:44] after they opened it up, they they [1:34:46] invited the staff people. [1:34:47] >> Did you have an Ethernet port? [1:34:50] >> No, [clears throat] we don't use an [1:34:51] Ethernet. [1:34:52] >> Okay. Then you're just looking for [1:34:53] Bluetooth. [1:34:54] >> Yeah, I'm going to look. [1:34:57] >> Let's see if that go [1:35:01] My goodness, this thing is [1:35:03] >> Yeah. [1:35:05] They they don't I have never been able [1:35:07] to adjust it properly. [1:35:10] >> Before did you plug in like an Ethernet [1:35:12] cable? [1:35:13] >> You're supposed to find LG web OS TV. [1:35:17] >> Yeah, probably Bluetooth [1:35:19] >> on your Bluetooth. [1:35:20] >> Okay, that's what it says. [1:35:25] I saw a cord hanging there. [1:35:29] >> Yeah. What's a [1:35:31] kind of click on give them permission? [1:35:35] It should be. [1:35:37] >> Yeah. LG web. [1:35:43] » Okay. It says actually says this is [1:35:45] connected. Okay. [1:35:53] » Okay. The home button [1:35:57] says home. [1:36:00] Oh, there we go. Someone says plug in. [1:36:02] See if something happened with that. [1:36:03] There we go. [1:36:05] >> There the PC. It's chat. I guess this is [1:36:09] okay. [1:36:12] » That's HDMI, but it's not HDMI. [1:36:17] >> Let's see. Let's see what happens. [1:36:21] >> Always would come up and ask for [1:36:22] permission [1:36:24] on the TV. [1:36:47] G web [1:36:48] >> that's on here [1:36:52] » not connected. Let's give this a shot. [1:36:55] Yeah, you won't expect that you left. [1:36:59] See if it comes up or something. [1:37:06] » I got three LG webs. I clicked on each [1:37:10] of them. [1:37:11] >> Bluetooth playback. [1:37:17] » Did you select it? [1:37:19] >> Yeah. [1:37:19] >> And did it let you connect? [1:37:20] >> It says not connected. [1:37:37] Oh, here we go. PC [1:37:42] says HDMI [1:37:46] come up like ask for permission to [1:37:49] connect. Yeah, [1:37:52] I see. It's not the LG Thin Q. Is that [1:37:56] an LG Thin Q? [1:37:59] >> Your computer. [1:38:01] >> Let's see here. [1:38:02] >> What kind? [1:38:05] >> Is it a MacBook? It's Lenovo. [1:38:07] >> Lenovo. [1:38:09] >> So, that's not a thin Q, is it? That's [1:38:18] » zero [1:38:21] thing. We might be open by the time we [1:38:24] might go down to celebrate finish. [1:38:30] [laughter] [1:38:30] >> Yeah, you're right. We did this problem [1:38:31] last time. I don't know. I wasn't part [1:38:34] of the solution. [1:38:37] See if we can do something over here. [1:38:59] Well, [1:39:01] we just have to do it the oldfashioned [1:39:03] way. [1:39:07] This one devices. [1:39:15] » I'm giving up. I can have buttons, but [1:39:18] I'm not finding anything that says [1:39:20] Bluetooth TV or [cough] [1:39:24] them Ravens. [1:39:26] [laughter] [1:39:28] I recorded the game until I could watch [1:39:31] it. And my wife knew the whole time he [1:39:34] wanted just was not. And she says, [1:39:35] "Why?" I'm like, why aren't you paying [1:39:36] attention? I don't understand why you're [1:39:38] not excited. I'm [1:39:38] >> not seeing anything coming up. Are you [1:39:40] connected? [1:39:41] >> I'm glad they won. Yes. They didn't [1:39:43] neess deserve to win, but I'm glad they [1:39:45] won. [1:39:45] >> Yeah. [1:39:47] >> So, [clears throat] [1:39:50] 10 hour fighter [laughter] [1:39:54] only. Imagine how ugly that was for the [1:39:56] Dallas Cowboys. [1:39:59] [sighs and gasps] [1:40:02] There you go. [1:40:06] What is that? [1:40:08] >> I just want the connection guide. [1:40:22] [sighs] [1:40:32] I don't see anything else on here. [1:40:38] » You always just come up there where [1:40:41] >> Yeah. [1:40:41] >> Longer where it says [1:40:56] Okay. [1:41:12] Well, [1:41:16] at least we'll all have the same paper [1:41:18] we can just go through. Wonderful. [1:41:56] Does settings have anything under [1:41:59] display? [1:42:04] » The TV doesn't [1:42:05] >> Well, I was going to say go to the [1:42:06] settings button. [1:42:08] >> I just Googled it. Said connect to a [1:42:10] wireless display. [1:42:13] Go to your s settings system display. [1:42:17] connect to a wireless. [1:42:20] So, if there's a settings button, [1:42:26] I think it's up in the top. Is it the [1:42:32] TV guy? [1:42:36] » Isn't there a settings button on the [1:42:38] remote? [1:42:41] >> I'm not seeing anything for settings. [1:42:55] Yeah, it always just come up. It always [1:42:57] came up on that page. [1:43:09] Could always shut everything down and [1:43:11] reboot. [1:43:32] » [cough] [1:43:32] [clears throat] [1:43:33] >> I'm just going to go we left off start [1:43:37] with page 78. [1:43:58] Community Involvement [1:44:01] Chapter 12. [1:44:12] Oh boy. [1:44:21] All righty. [1:44:28] Anybody have anything on the first page? [1:44:32] >> Yes. [1:44:34] >> Great. [snorts] [1:44:34] >> Okay. Number two. Okay. [1:44:37] >> Middle of the paragraph where it says [1:44:39] the Carol County Board of Commissioners [1:44:42] [cough] [1:44:43] >> appoints. [1:44:44] >> Yes. Carol County Board of Commissioner [1:44:46] should be crossed out. [1:44:48] >> Okay. [1:44:48] >> And it should say the New Windsor Mayor [1:44:50] and Town Council appoints qualified [1:44:52] citizens to the numerous boards. Blah blah blah. [1:44:57] >> The new Windsor town council. [1:44:59] >> The new Windsor mayor. Mayor. Oh, [1:45:01] >> mayor and town council. [1:45:02] >> Town council. [1:45:07] [clears throat] [1:45:10] appoints qualified citizens. Okay, [1:45:12] >> he keeps going. Planning and zoning [1:45:14] commission, board of zoning appeals [1:45:18] and ethics commission [1:45:21] and the rest can be deleted. [1:45:24] We [snorts] don't have those. [1:45:28] » And ethics commission. Mhm. [1:45:32] >> Okay. Period. [1:45:34] and then delete all the [cough] [1:45:39] » Wow. What is it? What are these other [1:45:42] ones? [1:45:43] >> I guess they were things the Carol [1:45:45] County Board of Commissioners used to [1:45:46] do, but [1:45:48] >> yeah, I can't see it, so I don't know. [1:45:50] >> They may still do it, but it doesn't [1:45:51] matter. [1:45:51] >> Oh, that's the end of the paragraph. [1:45:54] >> Okay, [1:45:57] » that's all I had on page 78. [1:46:01] >> Okay. [1:46:02] [clears throat] M. [1:46:03] >> Anybody else have anything on 78? [1:46:06] [snorts] [1:46:07] >> Okay. 79. [1:46:10] >> All right. Yes. 79. [cough] [1:46:13] >> I believe C A BC can go away. Carol [1:46:17] County Planning and Zoning Commission. [1:46:20] We were removing all Carol County stuff [1:46:22] out of here. [1:46:30] » [cough and clears throat] [1:46:31] >> Do we [1:46:33] change that information to [1:46:36] >> apply to New Windsor or [1:46:39] >> No, just exit out [1:46:41] >> because you have town planning on a [1:46:44] [snorts] [1:46:44] >> Okay, that's right. [1:46:46] >> Are we still on legislate the district [1:46:48] will be [1:46:51] [snorts] [1:46:54] » the date? Anything changed there? [1:46:56] >> I don't know. I don't think so, but [1:46:58] that's something that we should just [1:47:00] Yeah, we should confirm. But where do [1:47:02] you see that? [1:47:03] >> Um, yes, I think we Yes, we are. [1:47:07] >> Gotcha. [1:47:07] >> Yeah. The legislative district 4B. Yeah. [1:47:10] >> At least so far. [cough] [1:47:17] » All right. [1:47:19] >> Bottom of [snorts] that page, Mark, [1:47:20] where it says town board of zoning [1:47:22] appeals under that paragraph. [1:47:24] >> Okay. the board of zoning appeals. You [1:47:27] need to put BZA in prince. That's the [1:47:29] first time I found it in the document. [1:47:34] » Oh yeah. [snorts] Okay. [1:47:47] Did you merge it to this room or [1:47:49] something? [snorts] [1:47:49] >> I don't know what it is. [1:47:52] That's just a right here. [1:47:56] >> That page 80. [1:47:58] >> Get rid of the first one. [cough] First [1:48:00] one and the second one. [1:48:02] >> Oh, okay. I'll get rid of the BZA [1:48:03] [snorts] on the second page. [1:48:05] >> Yeah. [1:48:06] >> Is that right? We do have it. [1:48:16] » Okay. What did you have on 80, Dave? Um, [1:48:21] I have a note on the bottom of the media [1:48:25] paragraph [1:48:26] where we need to add the Carol Media [1:48:29] Center where they film, [snorts] record, [1:48:32] and broadcast town meetings. [1:48:46] So, was that at the end of that [1:48:48] paragraph? [1:48:49] >> Well, I think we should probably put it [1:48:50] up [1:48:51] >> included in with [1:48:52] >> it says the town publishes a quarterly [1:48:54] newsletter. Uh, Dire says and then where [1:48:58] it says additionally. [1:49:00] >> No, I don't want where. Okay, there you [1:49:02] go. Yes, town publishes accordingly [1:49:04] newsletter. Okay. [1:49:05] >> So, I don't know the the all those other [1:49:07] things. Some of them happen, some of [1:49:09] them don't. But we know probably the [1:49:10] Carol Media Center should be first [1:49:12] because they're the ones that are the [1:49:13] most active with [1:49:15] >> I don't know where but YouTube. We watch [1:49:18] town meetings on YouTube. [1:49:21] >> Sure. The Carol Media Center is the one [1:49:23] that pops all that stuff out there. [1:49:25] >> Yeah. [snorts] [1:49:29] » Okay. So after the news article [1:49:32] [clears throat] [1:49:33] >> and then there's that first pair that [1:49:34] additionally there are variety of print [1:49:36] online numerous television [1:49:38] [snorts] [1:49:39] that [1:49:40] >> that may include Carol County Connie and [1:49:41] then so I guess right before that where [1:49:43] it says WTTR [1:49:45] >> okay [1:49:46] >> I'd probably stick it there [1:49:50] » WTTR has no local news at all anymore [1:49:53] >> well I mean I I don't know any the rest [1:49:55] of that stuff if it can go if what's [1:49:57] true and what's not true there. So I [1:49:59] don't know [clears throat] [1:50:02] [snorts] [1:50:02] >> I don't have the cable TV so I don't [1:50:04] know if channel 19 21 all those things [1:50:06] are right or wrong. So if any of you [1:50:08] guys know [1:50:09] >> they're not like live stream [1:50:13] later in the week it might be [1:50:16] >> they do they have some they do [1:50:19] >> they have some events still have but [1:50:22] >> on the I yeah WTR but see [1:50:25] >> they don't have any news at all not even [1:50:28] national news anymore [1:50:31] >> I'm not saying that that [1:50:32] >> community county [1:50:34] >> they have community events on there [1:50:35] >> community media Community Media Center, [1:50:38] CMC. [1:50:40] [clears throat] [1:50:42] >> The car, say it again. This what it's [1:50:45] the [1:50:46] >> Is it the Carol County Community Media [1:50:48] Center or is it just [1:50:49] >> I would think so. I've only dealt with [1:50:51] it as the community media center, but um [1:50:54] >> I'm assuming I'm in the community, [1:50:56] >> right? [1:51:05] They film, record, and broadcast town [1:51:09] meetings. [1:51:17] » Well, [1:51:18] >> oh, they just [1:51:19] >> town council meetings and and planning [1:51:22] commission. We say meetings, it's not [1:51:24] really all meetings. It's just the the [1:51:26] public meetings or what do you want to [1:51:28] >> I guess you could say public meeting. [1:51:30] Okay. [1:51:31] >> It's just refers as community media [1:51:33] center. [1:51:34] >> Yeah, [1:51:34] >> that's just called the community media [1:51:36] center. [1:51:41] » That's their official 501c title. [1:52:01] » [clears throat] [1:52:18] >> the community media center film, record [1:52:21] and broadcast [1:52:25] all Town Council and Planning [1:52:26] Commission. [1:52:27] >> Public meetings within the town. [1:52:29] >> Yeah. Okay. Okay. Public meetings within [1:52:32] the town. Okay, that's good. [1:52:34] >> That's [snorts] very good. [1:52:57] Yeah, I have no idea about the cable [1:52:58] stuff. [1:53:00] >> Well, you can air. [1:53:01] >> I wouldn't be too specific about [1:53:03] anything related to cable. It's changing [1:53:05] that that whole industry is changing so [1:53:07] dramatically [1:53:08] >> that you know, who knows what's going to [1:53:10] be available in two years. Yeah, [1:53:21] where it says citizen information [1:53:23] sources and we have nothing underneath [1:53:25] it. Do we want to remove that? [1:53:36] Oh, [1:53:38] >> I kind of was looking at that as the [1:53:40] heading [1:53:40] >> the heading for [1:53:41] >> for media Oh, I had dot dot. Okay. [1:53:46] >> By the way, here it is in here. It [1:53:48] doesn't call it the Carol Media Center, [1:53:49] but it does say that the uh the new [1:53:52] channel devoted to Carol County [1:53:53] government to broadcast public meetings, [1:53:56] events, and other programs. Isn't that [1:53:58] Carol Media? [1:54:19] Okay. And I'm sorry, Kevin. What did you [1:54:21] have? [1:54:23] >> Nothing. [1:54:24] >> Well, he had good stuff. We we we fixed. [1:54:26] >> We already discussed it. I was [1:54:28] overruled. [1:54:29] >> Okay. [1:54:29] [laughter] [1:54:34] » Sure. [1:54:34] >> Does nobody has anything else? Okay. [1:54:36] >> Uh could add that the town has a [1:54:39] Facebook page. [1:54:41] Yeah. In addition to the website, [1:54:47] » a nice paragraph under internet. [1:54:50] >> Oh yeah. Okay. [1:54:52] >> I think the the first par the first [1:54:54] sentence of that we need to get rid of [1:54:56] growing. [1:54:58] >> The internet is a growing resource of [1:54:59] information. I think we're past that [1:55:01] stage. It's just a it's just a s [1:55:03] resource. [1:55:04] >> Just strike the word growing. We had [1:55:06] somebody knock on our door this evening [1:55:08] at 5:30 for um fiber. [1:55:11] >> That was Esther. [1:55:13] Hoffman. [1:55:15] >> Yes, it was. [clears throat] [1:55:15] >> Yes, it was. [laughter] [1:55:16] >> I didn't know till she left. I was [1:55:19] >> Yes. [1:55:22] » coming here. [1:55:25] >> I have Antito [1:55:28] broadband. Aren't you out here? [1:55:30] [clears throat] [1:55:31] >> Very fast. [1:55:33] Very happy with that. So the contract [1:55:35] will be out here. [1:55:35] >> Not initially, but I solved the problem [1:55:38] I had. [1:55:41] » All right. [1:55:43] >> So I did you have [1:55:45] >> struck the word. [1:55:46] >> Okay. [1:55:48] >> So you maintain the website you say [1:55:51] Facebook page. [1:55:55] » Where did you want to stick that? [1:55:56] >> I guess that last paragraph. [1:56:00] [snorts] [1:56:00] >> Okay. [1:56:01] Tommy maintains a website and Facebook [1:56:03] presence or Facebook page, whatever you [1:56:04] want to say. [1:56:05] >> Same information on the town's website. [1:56:07] [laughter] [1:56:11] » I'm I'm just scorekeeper. So I'm I'm [1:56:14] >> You got it. [1:56:14] >> No. [1:56:15] >> Okay. Under internet [1:56:18] third paragraph. [1:56:19] >> Third paragraph. Okay. Maintains a [1:56:22] website. [1:56:22] >> Maintains a website and Facebook [1:56:24] >> Facebook page [1:56:25] >> page. [1:56:37] All righty. [1:56:37] >> Anybody else have anything on page 81? [1:56:46] » How about 82? [1:56:47] >> 82. [1:56:49] >> On 82. [1:56:57] » Okay. 83. We need to remove that uh [1:57:00] disable. [1:57:02] >> Yep. It's gone. [1:57:03] >> It's gone. Okay. Anything else? [1:57:05] >> Anything else on 83? [1:57:11] » Just that top [1:57:12] >> 84. [1:57:14] >> Rolling. [1:57:16] Going to chapter 13. [clears throat] [1:57:18] >> Yep. 84. Anything? [1:57:21] 85. [1:57:27] Mhm. [clears throat] [1:57:33] » 86. [1:57:36] [cough and clears throat] [1:57:36] >> 86 mark is where we have that council of [1:57:38] governments. [1:57:41] >> Yes, I looked it up. [1:57:44] >> There is no formal or permanent council [1:57:46] of governments in Carol County. Instead, [1:57:49] municipal collaboration between the [1:57:51] county and its eight incorporated towns [1:57:53] are facilitated primarily through the [1:57:56] Maryland Municipal League, Carol County [1:57:58] Chapter. Here it is. I'll give it to [1:58:00] you. Type it in. [1:58:01] >> Right. There you go. [1:58:02] >> So, this [1:58:04] council of government used to be a [1:58:06] council of government. [1:58:07] >> That's what goes in [1:58:07] >> a long time ago. That's what they called [1:58:09] it, but it's gone. [1:58:18] You know what? [1:58:20] >> We have that on the next page. [1:58:21] >> I'll do this. [1:58:22] >> We have the MML on the next page. [1:58:24] >> Page 86 [1:58:26] Council of Governments, Mark. So, if you [1:58:28] need to write that on a piece of paper, [1:58:29] >> I will [1:58:36] council governments. This will replace [1:58:38] what's here. [1:58:42] Okay. Page 87. [1:58:45] I believe the membership and [1:58:47] participation in Baltimore Metropolitan [1:58:50] Council can be removed. It's not [1:58:53] applicable to New Windsor. [1:59:00] Okay. So that whole [1:59:06] membership Baltimore Metro Council gone [1:59:09] take it all out. [1:59:10] >> Yes. [1:59:11] >> Okay. [1:59:13] Anything else on 87? Anybody? [1:59:16] 88. [1:59:23] [clears throat] [1:59:25] I had a um on 88 I had a question mark [1:59:28] there. We have no fiscal implications [1:59:31] section [1:59:34] like we did for the other. [1:59:37] Oh, we just made two of them listed. [1:59:39] There's no physical impact. The last [1:59:40] tail, we didn't call it a section. [1:59:44] recommended actions. We did not [1:59:46] >> It wasn't the original one. [laughter] [1:59:48] We don't need to have it there then. [1:59:50] >> Yeah. [1:59:51] >> That's I think it wasn't the original. [1:59:52] That's why we did it that way. [1:59:53] >> Yeah. All right. [1:59:56] Uh page 89 [2:00:00] community design. Yes. [2:00:01] >> Yes. Did you change the the table [2:00:04] numbers? Are they in sync now? [2:00:05] >> Yeah, they're all in sync now. Yes. [2:00:07] >> And I had nothing else on those pages. [2:00:10] 99. How about 90? Anybody? You got the [2:00:14] tables right? [2:00:15] >> Yep. [2:00:15] >> Okay, cool. Anything on 90? 91 [2:00:26] mobile home on there. [2:00:31] » We're going to see who catches that. Who [2:00:33] finds it? [2:00:34] >> Yeah. [laughter] [2:00:35] Keep moving. [2:00:37] >> How about 92? [2:00:41] I had a question under down towards the [2:00:45] bottom of the page under current [2:00:46] affordable housing programs. We have uh [2:00:49] something in PNS there. It says or in [2:00:52] bold [2:00:52] >> bold roughly [2:00:53] >> whatever roughly 25 households. [2:00:55] >> Yeah. [2:00:57] >> Is that accurate? Is it true? Do we [2:01:00] really know that? [2:01:03] No, [2:01:06] >> I don't know the number, but I know that [2:01:08] there are a few. [2:01:11] >> Just say a percentage of [2:01:14] >> use any number. [2:01:14] >> Don't use a number. Then just put there [2:01:16] are households within New Windsor. [2:01:18] >> Yes. [2:01:21] >> Exactly. [2:01:22] >> Okay. So, let's Why don't we do this? [2:01:24] >> So, I understand. So, there's [2:01:28] >> just change it to the R. Yeah. [2:01:30] >> 10%. So [2:01:34] » within News area [2:01:36] >> 10% just say they are there are [2:01:40] >> don't even put a percentage in there. [2:01:46] » Sure. [2:01:47] >> There are households within New Wor area [2:01:49] currently receiving some sort of housing [2:01:51] assistance. [2:01:52] >> Yeah. [2:01:53] Don't lock yourself. [2:01:54] >> I would lock Yeah. [2:01:57] put a number that's ever changing [2:01:59] >> because there always will be. So, we're [2:02:01] always correct. [2:02:04] >> I know if you [2:02:05] >> Anybody else have uh anything on 92? How [2:02:08] about 93? [2:02:09] >> On 92 there's a there's some weird uh [2:02:13] font issues on that page of [2:02:16] >> Okay. [2:02:18] >> So, fiddle page. [2:02:19] >> Okay. All right. 93. [2:02:24] Okay. Okay. 94. [2:02:28] Fiscal implications at the bottom can be [2:02:30] removed. Did you do that one? [2:02:32] >> Yep. Gone. [2:02:33] >> Perfect. How about 95? [2:02:44] » 96. [2:02:47] We need to change that to uh 2026. [2:02:52] >> No. [2:02:52] because we that's what we had. We [2:02:55] got the the [2:02:56] >> You got it. [2:02:56] >> Yeah. No, it's 2025 land use [2:02:59] designations is what we got. [2:03:02] >> That's the uh the land use designation. [2:03:05] >> No, no, no. [2:03:06] >> The the first line. [2:03:07] >> The first line. [2:03:08] >> The new Windsor Community Comprehensive [2:03:10] Plan. [2:03:10] >> Sorry, I thought you were talking about [2:03:12] changing. [2:03:12] >> I need to see it now. Right. [2:03:13] >> Yes, I did change out there. [2:03:15] >> That's all I had. [2:03:22] Thank you, Dave. [2:03:25] >> No, you brought us in late. [2:03:26] >> I brought you in, though. [2:03:27] >> You did. You brought us in quick, Dave. [2:03:31] you [2:03:33] brought us in fast. Fast and hot. [2:03:35] [laughter] [2:03:36] >> Dave, Dave, take that white. [2:03:39] >> Take that white tube that's there. [2:03:43] >> Okay. And one end of it is a little [2:03:45] white button. Give it a push. [2:03:50] There you go. [2:03:51] >> [laughter] [2:03:51] >> That's a CATION [2:03:58] [laughter] [2:04:04] out of there. [2:04:05] >> No, that's when [2:04:08] we have to clean it up. [laughter] [2:04:10] >> I I was at a wedding in North Carolina [2:04:12] last night about 1:00 and we were [2:04:14] wrapping up. I decided to grab some of [2:04:16] those that [2:04:17] >> I think it's completely appropriate. [2:04:20] >> So, [2:04:20] >> okay. So, now what? [2:04:23] >> So, um I make a motion we approve. [2:04:28] Second. All in favor say I. [2:04:31] >> [laughter] [2:04:31] >> So what we have [2:04:34] I I don't I I can turn take this now [2:04:39] >> and forward this on because I've gone [2:04:41] through and done all the little changes [2:04:43] that we just did tonight. [2:04:44] >> That last little piece of paper you [2:04:46] have. [2:04:47] >> Good point. Yes. [2:04:49] >> Well, that's the next question. Um, I [2:04:51] reminded Ethan last week before I left [2:04:54] that he uh uh he said he was going to [2:04:56] give me who we would need to forward [2:04:59] this on to next. He said he had [2:05:01] >> he's still looking at them from the [2:05:02] county. [2:05:03] >> Yes. [2:05:04] >> But he had when he did it for what did [2:05:06] he say? Manchester [2:05:09] >> was it Hamstead one of them. [2:05:10] >> They're the same, aren't they? Hamstead. [2:05:11] Manchester North County. [2:05:13] >> Hamster. [2:05:14] >> Yeah, Hamch. When he was he said they [2:05:17] had just done this a couple of months [2:05:19] ago. Yeah, they were working on their [2:05:21] >> Yes. So he So he said the first step was [2:05:23] so he would send me who it needed to go [2:05:25] to and I've reminded him that I still [2:05:27] needed that. [2:05:28] >> Okay. So is there anything else that we [2:05:32] know of [2:05:34] that needs to be looked at or reviewed? [2:05:37] Now, [2:05:38] um I think so and it's not not not [2:05:42] substantive so much as structural and [2:05:45] some of this is just me and I will I [2:05:48] will not insist but if you have five [2:05:50] sections and four of them say the goal [2:05:54] is blah and the fifth one doesn't [2:05:57] mention that that things should match [2:06:00] >> things should m because I'm telling you [2:06:01] the M MDP wants things to match. So, [2:06:04] I've started in my own neurotic way. Um, [2:06:08] so, so look for those things cuz I know [2:06:11] we've gone through this substance. So, [2:06:13] there might be and I know Dave is [2:06:15] probably way better at that stuff than I am. um finding and not to find [2:06:21] fault but just to find things that maybe [2:06:27] want to be finished or or revisited [2:06:30] before it's printed in however many I [2:06:33] don't have a hard copy of it. I'm [2:06:35] looking at it on the machine. I've never [2:06:37] had a hard copy of it since the original [2:06:39] one. [2:06:40] >> Oh, actually I sent it to you three [2:06:41] weeks ago. [2:06:42] >> Oh, I have it. It's on the machine. [2:06:43] >> Oh, yeah. On the machine. So, um would [2:06:45] you like a hard copy? I can certainly [2:06:47] get you. [2:06:47] >> Well, No, cuz I'm I'm looking at it now [2:06:49] on the machine to see before we print it [2:06:52] off if anybody else feels that they're [2:06:54] want to do that or if that's just me, in [2:06:57] which case I'll stop. [2:06:58] >> Well, I went I went through it as [2:07:00] thoroughly as I could trying to catch [2:07:02] those kind of nuances. Now, I don't know [2:07:05] that I would willing to bet I didn't [2:07:06] catch them all. So, there could be some [2:07:09] stuff like that, but I did I did balance [2:07:12] page numbers. I bounced paragraph [2:07:13] numbers. I tried to find the consistency [2:07:16] between the the different sections. [2:07:19] That's why I threw fiscal, you know, [2:07:20] those [2:07:21] >> and that's already been part of our [2:07:22] discussion. [2:07:23] >> Right. So, [2:07:24] >> you've done it. I'm confident to the [2:07:26] best of my ability [2:07:28] >> and I've also gone through and what I [2:07:31] mean put out there this hard copy was as [2:07:35] close as I felt like I could come with [2:07:38] getting those to match up. So, the table [2:07:41] numbers, pages, and all of that. Um, and consistency when we reference [2:07:47] something back and forth. Um, so what [2:07:51] you had there is hard copy was the best [2:07:53] I could do at that time. And if you've [2:07:55] looked through it, I think that's two [2:07:58] screenings that we've done and we've all [2:08:00] kind of had also had a chance to [2:08:03] send this out again. [2:08:04] >> Now, will your table of contents get [2:08:07] updated to reflect? Okay. Cuz I even did [2:08:09] that as I went through it. Okay. which, [2:08:11] you know, it's already changed now [2:08:13] because of a couple things we just took [2:08:14] out, [2:08:15] >> right? [2:08:15] >> So, yeah. [2:08:16] >> So, I guess until you clean up all the [2:08:18] font, make that all the same, you'll be [2:08:20] able to put in your pages or [2:08:22] >> Yeah, it's all done. It's already been [2:08:24] done. Yeah. [2:08:24] >> How about that little note that I Well, [2:08:26] cuz you were out of town, I think, when [2:08:28] I sent that about that. I had written a note about the density [2:08:35] >> and the anticipated density and the hot [2:08:37] property. Okay. [2:08:38] >> And then I got an email from Gary [2:08:40] telling me that my numbers were wrong. [2:08:42] >> Okay. [2:08:42] >> So no, I have not seen. [2:08:44] >> All right. You know what? [2:08:46] >> I give that to you. [2:08:47] >> Okay. Now can't say I haven't seen it. [2:08:50] Okay. [2:08:50] >> There you go. [2:08:53] >> That's what he's talking about. And I [2:08:55] said, I got that from the current draft. [2:08:57] We'll fix it. But that's where the note [2:08:59] was. So you may now [2:09:02] >> Thank you. [2:09:05] [snorts] [2:09:10] for that. So I think this ended at what [2:09:13] 96 or yeah 96 we are going to finish at [2:09:17] 92. [2:09:18] >> Oh good. [2:09:19] >> So my things we have taken out further [2:09:22] we started at 160 couple [2:09:25] >> so [2:09:27] >> um [2:09:27] >> efficiency through government. Love it. [2:09:30] >> I'm not sure how efficient this process [2:09:33] has been. [2:09:34] >> Not at all. Okay. Um, [2:09:38] I will make the changes we just talked [2:09:41] about and I will send it around again. [2:09:45] Um, but at the same time, it's going to [2:09:48] go off to whoever Ethan says is the next [2:09:52] step and he said there were a variety of [2:09:54] places. [2:09:54] >> Yeah, there's a bunch of boxes that have [2:09:55] to go. [2:09:56] >> Um, [2:09:57] >> including Ethan's office. [2:09:58] >> Yes. Now, he does have it himself. [2:10:01] >> He has the whole thing, not just in his [2:10:02] Yeah, I gave him the whole thing because [2:10:04] I He had never seen it at all. [2:10:06] >> That's true. [2:10:07] >> And I felt like he needed Yes. [2:10:10] >> You would think there would be some [2:10:11] transitioning. [2:10:13] >> No, but that's that's a pain and useless [2:10:15] hope. [2:10:16] >> Yes. That's government doesn't. [2:10:19] Okay. So, um [2:10:21] >> why don't we start on the next revision? [2:10:24] Yeah. [laughter] [2:10:25] >> Well, I wanted to ask you out of here. [2:10:29] Did anybody catch what he said about I [2:10:31] think it was Manchester. They've done [2:10:33] two amendments to their 2010 [2:10:35] >> comprehensive plan. [2:10:36] >> I did hear that. [2:10:38] >> Yeah. So, [2:10:39] >> you know, maybe we don't have to. [2:10:42] >> Believe me, you are not the only people [2:10:43] who um may appear to be somewhat [2:10:46] dilatory. [2:10:49] uh I sent around in your book here in [2:10:52] the very front my initial key points [2:10:57] that I was going to put in the cover [2:10:59] letter. I'll just ask if there are if [2:11:02] you would take a look at that again and [2:11:05] see if there's anything that you would [2:11:07] like or suggest added to that. Uh we're [2:11:10] not at the point cuz it's not going to [2:11:11] be turned over to town council yet. [2:11:13] >> Mhm. But I feel like they point out some [2:11:17] things to them. One of them may be going [2:11:19] away, which was the Snater property, but [2:11:21] certainly the Hoff is is is is [2:11:25] you know, right now it's in our GAB and [2:11:27] there's no likelihood that's going to [2:11:29] change from our perspective. [2:11:32] We need to um [2:11:36] I had the beginning of chapter 3 [2:11:39] verbiage. [2:11:41] So there's there's verbiage up at the [2:11:44] beginning of chapter 3 that gives some [2:11:48] history. The New Windsor Planning [2:11:49] Commission began its review blah blah. So I think that information at the [2:11:54] beginning of chapter 3 can go in the [2:11:56] letter to the [2:11:58] >> Oh, [2:12:00] let me get to chapter 3 here so [2:12:02] [clears throat] I can see what spec [2:12:06] here. [2:12:06] >> Mhm. [2:12:11] And I think from a from the legal [2:12:13] perspective as once this is completely [2:12:17] cleaned up and finished with tonight's [2:12:19] comments and everything else um if [2:12:23] you're not ready to send it send it to [2:12:26] the council. [2:12:28] It would be prudent even though I know [2:12:29] we we've discussed and voted on a couple [2:12:31] of specifics. [2:12:33] You need to have a resol not necessarily [2:12:36] a resolution. You need to have something [2:12:38] in your in your formalizing [2:12:41] that you have finished it and here it is [2:12:46] and send that to to the council as well. [2:12:49] Another another step [2:12:52] from here. [2:12:54] >> Can I just [2:12:55] >> maybe maybe that's not what you had [2:12:56] contemplated [2:12:59] >> just I mean you know [2:13:00] >> okay we finished it and it's now been [2:13:02] forwarded on to these bodies for their [2:13:05] review. Well, [2:13:06] >> you mean like coming to do that? [2:13:08] >> Yes, we make a motion to something that [2:13:12] is reflected in your minutes [2:13:14] >> that you have completed that you haven't [2:13:16] really completed because we made changes [2:13:19] tonight. There's a change in the note. [2:13:21] There's [2:13:23] >> another hard copy that's complete [2:13:25] >> that Gary and and Ethan were talking [2:13:27] about for the war of sewer. I don't have [2:13:29] the maps and I don't have the maps on [2:13:31] the computer [2:13:34] and I know and I share everyone's [2:13:37] eagerness to devest ourselves of this [2:13:39] piece of paper at least for a while. Um, [2:13:43] but I I want to make sure that all the [2:13:45] formal steps are taken that are required [2:13:49] by the law and [2:13:52] >> well I I I will add that what Ethan said [2:13:54] to me when we talked about this that [2:14:00] This is what it looks like today, right? [2:14:02] >> There are things in process. [2:14:04] >> Oh yeah. [2:14:05] >> Just like we know like the Hoff property [2:14:06] and the others and [2:14:09] you know he's having this discussion [2:14:10] with Gary. So he says that's all going [2:14:13] to be that that is supposed to be caught [2:14:15] by them and and their [2:14:17] >> Okay. Well, good. Because I know that [2:14:19] the whole water sewer plan and the map [2:14:20] numbers and things like that may have to [2:14:22] be changed. Well, the water resource [2:14:23] element, you know, when we we first got [2:14:26] talking about that, I think that was his [2:14:27] first time here and we we were we were [2:14:29] chatting about that. He says that's all [2:14:31] part of their [2:14:31] >> it's all part of what they're doing. [2:14:33] People get comment [2:14:35] >> because again the same idea you were [2:14:36] doing talking about with Dave that you [2:14:39] know they're going to make sure that the [2:14:40] pieces match up not only ours but with [2:14:43] theirs their scheme. [2:14:45] >> I'm not a trusting individual. [2:14:47] >> Yeah, I I'm not either. I think it's [2:14:48] much easier when it's hard copy than [2:14:50] when you start having it all in here. [2:14:51] Yeah, I'm a hard copy person. [2:14:53] >> I think I had Mark where you're where [2:14:54] you're saying we went from whatever 160 [2:14:57] pages down to 92. Um, you need to say we [2:15:01] did that by removing the bulk of the non [2:15:03] New Windsor verbiage that was typically [2:15:06] Carol County related. [2:15:07] >> Yeah, there's a lot of extraneous stuff [2:15:09] in there. [2:15:10] >> So, just because they're going to wonder [2:15:12] what the heck we cut out. Well, we cut [2:15:14] out most of the stuff was Carol County [2:15:17] related verbiage [2:15:20] >> and it's page 171 to 96. [2:15:25] » What was that? [2:15:26] >> 171. Is that what it was? [2:15:28] >> The last one was 171. [2:15:30] >> Yeah. [2:15:31] >> And we're down to 92. [2:15:33] >> Nice. [2:15:41] Amazing. [2:15:43] right here in New Zealand. [2:15:45] >> Yes, indeed. Better not say that makes [2:15:48] America leaner. Making government leaner [2:15:50] for the people. It would make me leaner. [2:15:55] » All righty. [2:15:57] >> Citizens at work. [2:15:59] Citizens on patrol. [2:16:02] >> Okay, let's see. Um, oh, so [2:16:07] you think we [clears throat] should have [2:16:08] a motion that you know or that that's [2:16:12] that the minutes recognize? [2:16:14] >> I think the minutes are adequate to [2:16:17] reflect that the review is complete, but [2:16:20] [clears throat] the we don't have a [2:16:22] final [2:16:24] >> paper. Our draft is complete, but the [2:16:27] review is [2:16:27] >> Yes, the review Yeah, our draft is [2:16:29] complete. The [clears throat] and we're [2:16:30] being reviewed at the county level and [2:16:33] state. [2:16:34] >> When everybody is satisfied with that, [2:16:35] it'll be forwarded through the process. [2:16:37] >> Through the process, including the [2:16:39] 60-day review. [2:16:40] >> Yeah. [2:16:41] >> Yes. [2:16:42] >> Which then it will go to the council. [2:16:45] >> After goes [2:16:47] are considered. Yes. [2:16:49] >> Yeah. It has to go to them first cuz all [2:16:50] the comments any comments we get, we [2:16:52] have to we have to decide if we're going [2:16:54] to act on them and incorporate them or [2:16:57] reject them and if so, why and blah blah blah. And I will hearken back [2:17:03] to what did uh Ethan say when he [2:17:06] reviewed [2:17:07] >> I guess it was Manchester's. [2:17:08] >> Oh yeah. They had like 72 or something. [2:17:10] >> Yeah. Yeah. Like 72 comments on theirs. [2:17:12] So and they have a professional planner [2:17:14] on their staff. So [2:17:17] >> we can beat them. [2:17:18] >> No. Well, we can beat them. [2:17:20] >> Will this be posted like on the town's [2:17:22] website for public review? [2:17:24] >> Not yet. [2:17:25] >> But I mean will that be the process or [2:17:27] >> Oh, there's got to be public hearings on [2:17:29] this thing. [2:17:30] >> Yeah. that. [2:17:31] >> That's why it's not going to be until [2:17:32] next year to wear shirts. [2:17:34] >> Yes. That's why you have to have shirts. [2:17:36] >> That's right. [laughter] [2:17:39] >> Target is a target. Exactly. [2:17:43] >> Bullseye on the back. [laughter] [2:17:46] >> So, upcoming meetings. Our next meeting [2:17:48] would is scheduled for Monday 10:26 [2:17:52] at 6. [2:17:53] >> I will not be in attendance. [2:17:54] >> You will not be. Okay. I I will let me [2:17:56] know but for certain I will not be here. [2:17:59] >> And then but you'll be here in spirit. [2:18:02] >> You'll be here. [2:18:02] >> I'll be here. [2:18:04] >> Um and then the uh next one after that [2:18:06] is Monday the 23rd and um we always get [2:18:10] a little dicey around Thanksgiving and [2:18:12] Christmas for our meetings. So, um, we [2:18:16] can discuss next month what it looks [2:18:18] like for people whether that's, you [2:18:20] know, we'll have a a quorum or not for [2:18:22] the 23rd, but the 26th of October for [2:18:26] sure. Don't forget music on the main [2:18:28] this weekend [2:18:30] and that is 126 still. [2:18:32] >> Correct. [2:18:33] >> Okay. Any other announcements? [2:18:37] >> When's Meatloaf? [2:18:39] >> Tomorrow night. [2:18:40] All right. Drew's famous [2:18:42] meat globe. [2:18:45] Okay, I jump on that. [2:18:47] >> You really should. Up here at Bingo. [2:18:49] Absolutely. People from all around. I [2:18:52] know people that have come from Anaonda [2:18:53] County from uh uh where were they? [2:18:56] >> I'm going to meet I love Virginia. [2:18:59] >> Ronaldo, Virginia. [laughter] [2:19:01] All righty. Any other [2:19:04] Oh. Um, [2:19:06] next meeting I will also [2:19:10] I'll chat with you and then I'll I don't [2:19:13] know if they will let me borrow that. [2:19:14] Does Kim have one of those [2:19:16] >> one? What? [2:19:16] >> One of those binders with the code in [2:19:18] it. [2:19:19] >> She better. Yes, [2:19:20] >> she better. Okay. Then I'll look in [2:19:22] there and and and ask you get your view [2:19:25] because I I think we need to start [2:19:27] reviewing some sections of the [2:19:29] >> Oh, yeah. On the code and the charter. [2:19:30] We've been talking about that. And we [2:19:32] have, let's not all forget, [2:19:34] >> um, accessory dwelling units. [2:19:37] >> Um, I don't think we need a lot of [2:19:40] complex changes to our code, but there [2:19:43] are some things that will need to be [2:19:45] added to little things that are in the [2:19:47] state law. [2:19:49] >> Well, can you I know you're paid by the [2:19:52] hour by the town. Can can we can you [2:19:54] help me with the agenda for next meeting [2:19:57] as opposed to chronologically going [2:19:59] through this? [2:20:00] >> We can selectively [2:20:02] >> I think I understand. Yeah, let's just [2:20:03] talk about it. [2:20:04] >> Yeah, we'll just talk about it. Okay. [2:20:06] All right. So, coming attraction just [2:20:08] when you thought we could go back to [2:20:09] meeting two or three times a year. [2:20:11] >> It's never safe to go back in the water. [2:20:13] >> Yeah. Yes. Yes. All righty. I'm still [2:20:17] confused about what we're doing with the [2:20:18] sneakers. [2:20:20] >> Well, confused right now. We're doing [2:20:22] nothing. [2:20:22] >> Yes, we're doing nothing. All righty. [2:20:25] Can I get a motion to adjurnn? [2:20:27] >> Yeah, baby. [2:20:28] >> You can. [2:20:28] >> Motion to adjurnn. [2:20:29] >> Motion by Kevin. [clears throat] Second [2:20:31] by [2:20:32] >> I'll second. [2:20:32] >> We're Rebecca there on the board. All [2:20:34] those in favor signify by I. [2:20:36] >> I opposed. [2:20:39] >> Okay. [2:20:40] >> Was going to be [laughter] but no.
