[13:00] the William Treaty's First Nations and other indigenous peoples whose
[13:03] presence here continues to this day. We thank them for
[13:06] sharing this land with us, and we also acknowledge the
[13:08] Chip Oz of Georgina Island First Nation as our close
[13:11] neighbours and friends, and we work to ensure cooperative and
[13:13] respectful relationship with them. So as always, just a reminder

[14:21] and we do have Presentation today on, as we do
[14:24] each term towards the end of the term, and this
[14:28] is the 2022 to 2026 Council Term Accomplishments and Council
[14:31] Priorities, and I'll turn it over to our chief administrative
[14:34] officer to provide introduction. Yeah, thank you, Mr. Mayor. It's
[14:38] a real pleasure and privilege to speak with you and
[14:40] members of council and the staff in the viewing audience
[14:44] about something that's very exciting. That really is a capture
[14:48] of a four - year window of time that I
[14:51] don't have to tell you, Mr. Merrow or any member
[14:54] of Council, how busy it's been. It's been a very
[14:56] busy term, but a very exciting and positive busy term
[15:02] for council and for the community in terms of some
[15:04] of the amazing milestones that have been achieved, both specific
[15:09] to Council Priorities, but also just overall community accomplishments and
[15:14] a whole variety of wards from both provincial and national
[15:19] bodies. So I've got a brief presentation. I just wanted
[15:21] to walk through just a few slides, just to help
[15:24] paint the picture and help with councils questions of clarification,
[15:30] or any discussion that might occur. So next slide, please.
[15:35] So just not a really high level, just to summarize
[15:38] what has been achieved in the last four - year
[15:40] term of counsel. Uh, so to kick us off at
[15:43] any term of council, we do council priorities and council
[15:46] really gives us excellent guidance as an administration in terms
[15:52] of what's really important to you through the four -
[15:56] year term. So this past four years, council had, uh,
[15:59] pinpointed five key areas, or Focus areas. So one was
[16:03] community and economic innovation, another customer, first way of life,
[16:08] particularly around technology and utilising technology to its utmost. Uh,
[16:13] the third extraordinary places and spaces. Environmental sustainability. And the
[16:18] last, uh, but not least, diverse, inclusive, and welcoming. So
[16:23] these five Focus areas, you know, out of there, a
[16:29] number of priorities or actions that were identified. And so,
[16:33] and please through a report at this stage, we've got
[16:35] 13 of the 16 of councils priorities completed. And the
[16:40] other remaining three are in the works. So they're being
[16:44] advanced at some stage, but it wouldn't consider them complete
[16:47] yet. So, uh, overall, it's always good to stretch ourselves
[16:50] as an organisation, as a community. So I don't think
[16:53] you necessarily want to achieve a hundred percent. I think
[16:55] it's good to have some, some flex in there, uh,
[16:58] on something like this to really show that we're striving
[17:00] and challenged to try to achieve it all. So, uh,
[17:04] we're still working hard on the remaining three. Uh, as
[17:06] well, we've got, uh, our community accomplishments and awards that
[17:11] are summarized in a document that is an attachment to
[17:14] the report that council has. And just to high level
[17:17] summarize that we've got approximately 70 community - based accomplishments
[17:22] summarized within the document and approximately 10 provincial international level
[17:26] awards that were received and celebrating new market throughout the
[17:30] time frame. But equally as important as, uh, the really,
[17:34] uh, cool stuff in terms of accomplishments and awards is
[17:38] around the balance between the financial success story and what's
[17:41] going on in the community. So, uh, really the bottom
[17:44] line for us is that, uh, our reserves are subtly
[17:48] increasing and have increased, uh, throughout the term, uh, and
[17:52] our debts have steadily decreased throughout the term. So it's
[17:57] exactly where ideally a community would be wanting to move
[18:00] where reserves are up and debts are down. Uh, and
[18:03] then our taxes consistently lower than the GTHA average while
[18:08] still delivering an extensive capital program, uh, which counsel fully
[18:12] aware of and is celebrated within the document, uh, as
[18:15] well that diverse programming, uh, and responding to opportunities that
[18:18] arise through new community events or through success that local
[18:22] athletes have had on the world scene where we've been
[18:25] able to respond and gather the community to celebrate, uh,
[18:29] or when the blue jays had success, the gather as
[18:31] a community and celebrate. Those aren't anticipated things, but we
[18:34] make it happen. Uh, so we, we've done all of
[18:37] those new and creative things, uh, within the financial confines
[18:41] that we work with each year through our budget, but
[18:44] also have maintained, uh, the high level of service and
[18:49] the businesses have grown to expect from, from new market.
[18:53] Next slide. So how we've achieved all of this. I
[18:59] just took a step back and I was thinking about
[19:01] some of the driving forces behind it. And I do
[19:05] think that this summarizes well what differentiates us as a
[19:09] community. Uh, I think that really we are very fortunate.
[19:12] We have a clear vision and direction from council. I've
[19:15] had that throughout the term. Uh, council really does set
[19:19] the example through professional dialogue and decision making, uh, that,
[19:23] uh, really helps us as an administration to get down
[19:26] to work and get stuff done. And I believe that
[19:29] all that fits in with a very strong dynamic and
[19:32] a respect - based rapport between council and staff, which
[19:34] I think really sets the stage for a great thing
[19:37] is to happen. As well in the background, I truly
[19:40] believe the dedicated hardworking staff team that's very focused on
[19:44] making a difference coming to work and striving to be
[19:47] successful every day. And then really strong leadership to support
[19:51] the overall efforts, uh, from the supervisors, the managers, the
[19:55] directors and the commissioners. And then overall, we've got, it
[20:01] all fits into creating an environment for extraordinary public service
[20:04] where we've got a strong culture that's rooted in a
[20:07] collective willingness to boldly and creatively push beyond the norm.
[20:11] Uh, I think that just, just doing what everybody else
[20:13] does is not really in our DNA in new market.
[20:16] And I think it shows in the accomplishments over the
[20:20] last term of council and captured in the document. Next
[20:23] slide. So how we're going to celebrate, uh, what's occurred
[20:29] in terms of priorities and achievements. Uh, is through primarily
[20:34] a flip book. And I'm just going to ask Simon
[20:36] to pull it up quickly and we'll just, I'll just
[20:38] go through a couple of pages just to get a
[20:40] sense to demonstrate how it is a document that the
[20:44] public can interact with, uh, and navigate through, um, you
[20:50] know, in a very user - friendly way, it will
[20:52] live on the website primarily. I don't know if Simon,
[20:56] if you've got it there. There we go. So Simon's
[20:59] just going to flip through a couple of pages just
[21:01] to demonstrate, you know, how it's an interactive piece where
[21:04] people can kind of go through and they can zoom
[21:07] in and out as they need to. So thanks Simon.
[21:13] So that would be the, the, the primary mode, um,
[21:16] but as well, we're going to do a limited print
[21:18] run. Uh, so we can distribute to key audiences. Uh,
[21:22] and then internally amongst the administration, you know, we will
[21:26] celebrate it through staff town hall meetings throughout the year.
[21:29] Uh, and all employee email where we distribute the flip
[21:33] book. And then most importantly for the community and for
[21:36] members of council, I would be distributed through various communication
[21:39] channels externally through things like, uh, news media, social media
[21:43] and as well, corporate communications team, uh, will, uh, be
[21:48] putting together a counseable package for you. Next slide. So
[21:54] that really concludes the introduction, Mr. Mayor. I just wanted
[21:57] to just high level put some context and colour around
[21:59] it. If the feedback from members of council today that
[22:03] we can take, uh, we are looking to then finalise
[22:07] the, the book, uh, and, uh, go to the limited
[22:11] print run and get it look to get it posted
[22:13] relatively soon. So I had any feedback today. I would,
[22:16] uh, receive that and any questions for members of council.
[22:19] Thank you. Great. Thank you very much. Um, you know,
[22:23] just a couple of quick comments as well. I think
[22:26] the council has, has a lot to be proud of
[22:28] this term. And I would bring into that the community
[22:32] does. And the community is a critical partner in this
[22:34] work. Um, and the involvement they are in so many
[22:37] of the things we do and the encouragement and the
[22:39] support. Yeah, I'll go through this quickly, but I think
[22:42] when you hear it, it's really quite startling. Uh, the
[22:46] amount that's been done, uh, and keep in mind, as
[22:48] our CAO pointed out that we've done this, we'll bring
[22:52] debt down, increasing reserves and increasing the amount that our
[22:57] taxes per capita are below the GTH average. In other
[23:00] words, we've increased taxes at a slower rate than our
[23:02] peers. So responsible tax level increases. Debt is down. Reserves
[23:07] are up. And yet we still manage to do, uh,
[23:09] so much. So for example, in the financial area innovation,
[23:13] shining hill and the NT Electra deal, both huge initiatives
[23:18] that make a big difference in our financial sustainability, uh,
[23:23] sure, fast work, it's ongoing while we're doing the community
[23:25] branding. Two new big events. Summer Fest and Ice Lounge
[23:30] where we won best events, uh, Ontario three times and
[23:34] best of end in Canada. Uh, we opened an entirely
[23:38] new state - of - the - art tenant centre.
[23:41] And we're starting on a pickleball centre. That allowed us
[23:46] to move an increased parking of the downtown to help
[23:49] with the success of the downtown working with the merchants.
[23:52] Attracting the post - markdown and really continuing to see
[23:55] the acceleration of the downtown. And then of course the
[23:59] Mulac Trail, which is a trail that is virtually the
[24:02] same length as the Tom Taylor trail or the Nokita
[24:06] Trail, another big addition. And finally, the largest capital project
[24:09] in the history of Newmarket, the Mulak Park, which is,
[24:12] uh, we're, we're hoping to, we're not, well, we're going
[24:15] to open this summer. Uh, so I just think when
[24:18] you list those all, uh, if you feel a little
[24:21] tired, the reason. Um, that's a lot of work. And
[24:25] that's a lot of significant projects that has been undertaken
[24:28] in one term. Uh, I, uh, say with a bit
[24:31] of pride, I doubt there are too many communities that
[24:33] could put a list up, uh, that, that mirrors that
[24:37] list. So with that, are there any comments, sir? Questions
[24:40] for staff or comments from any other members. Yeah. Councillor
[24:44] Corpeas. Yeah. Definitely not to be, uh, proud of. And
[24:48] thank you for bringing this up. Uh, there is quite
[24:51] a few more projects that obviously maybe not that size
[24:55] that obviously, uh, have been done. And, you know, things
[24:58] like, for example, Hasket Park that we're going to be
[25:00] opening it today, uh, or in the next few days,
[25:04] uh, the, the Queen Street bridge, some of the capital
[25:07] project structure projects that got finalised. So there is a
[25:11] huge, huge amount to be proud of by council, but
[25:16] also by staff. And I do want to take that
[25:18] opportunity. Yes, we are challenging staff, but staff is stepping
[25:23] up to make it happen. So thank you for that.
[25:26] Yeah. The other thing I'd add is just, and it's
[25:28] worth noting is that the other thing we did. And
[25:30] it's not as significant as these ones, but, uh, and
[25:33] this was a staff led initiative, but the, the, the
[25:35] council priorities dashboard. That's a, that's a very transparent level
[25:39] of accountability where anyone can go and see at any
[25:42] time these things that we're talking about. And what we've
[25:44] been working on and how we're doing, uh, I think
[25:46] that's also pretty council broom. I just wanted to mention
[25:50] two things. Our website. We finally launched a website. Super
[25:54] exciting. And, uh, we had a pretty good hand and
[25:59] from the cold, which is just months away from opening.
[26:02] So that's a pretty, um, those are two major things
[26:06] that happened in this last, uh, year interim. Other comments.
[26:12] Yeah. Councillor Bazannes. Yeah. I also want to thank staff,
[26:20] um, for all the work that goes into, to these
[26:23] aspirations on being the best place to, to live, work
[26:28] and play. And, um, you know, I would be remiss
[26:32] if I didn't add, you know, the expansion of the
[26:35] Dave Kerwin Trail, which actually achieved probably global recognition. Um,
[26:42] but most importantly, the fact that when we come up
[26:47] with ideas, obviously we want to initiate things that are
[26:52] going to benefit the town wide. But we also recognise
[26:56] that we are a town with a lot of different
[26:59] neighbourhoods and neighbourhoods that have different needs. And, um, different
[27:04] opportunities to use the space that they're located in. And
[27:08] what I'm very appreciative of is the opportunity to bring
[27:12] those kinds of ideas, um, to council. And, uh, to
[27:17] staff and where it's possible, um, obviously we want to
[27:21] be economically responsible or ensure that we're using our tax
[27:28] dollars wisely for those amenities, but it's just from speaking
[27:32] from the perspective of award councillor. It's just very gratifying,
[27:36] very appreciative to be able to bring those ideas forward,
[27:41] have them considered, uh, to see, you know, whether they
[27:44] fit within our strategic objectives and needs. And then, you
[27:49] know, be able to have a number of different opportunities
[27:54] realised. So I also want to thank staff for that
[27:57] and to counsel too for supporting those things. Thank you.
[28:07] Thank you through you mayor tailor. Yeah. Reflecting on the,
[28:10] on the big things and the small things. And I'm
[28:13] sitting and thinking about the accessibility and how the parks
[28:16] are being rejuvenated for accessibility purposes. Not all parks need
[28:21] to be resurface and redone, but they are because of
[28:25] that accessibility portion. So I think, you know, the things
[28:29] that are big are easy to see, but the other
[28:31] things that mean so much more to the regular residents
[28:35] around the community that everybody feels a part are really,
[28:38] really important. So and staffer are absolutely amazing to work
[28:42] with and to see their excitement and their enthusiasm and
[28:47] just interest for getting things right, um, has been really
[28:50] profound and wonderful to be able to experience. Thank you.
[28:55] Councillor 20. Sorry. Just taking a moment to unmute myself
[29:04] there. Um, yeah, I'm through you, Ms. Mer, just, I
[29:07] just want to also just thank staff, um, an incredible,
[29:11] like this past four years is we've just done so
[29:13] much. Um, and so many things that, um, everybody keeps
[29:16] mentioning, I'm sure there's, and the more that we missed.
[29:20] And just to, um, sort of say, you know, reiterate
[29:24] what Councillor Byzant said about how the enthusiasm of our
[29:27] staff is just so, so incredible. Um, anything that, you
[29:31] know, you need, um, to get done or anything like
[29:33] that, they're always there to support, um, support us, um,
[29:37] to support our residents as well. And of course, I
[29:39] am very excited. I just want to have to make
[29:41] my mention of my word. Um, we have the pickleball,
[29:44] um, uh, project going in, but also, um, something that's
[29:48] very important to this community is the Hollingsworth New Park
[29:52] as well, that we just recently had a public meeting
[29:55] on. And this is something that is going to be
[29:57] very, very well received for the community along our, along
[30:00] our core there as well. Um, so just wanted to
[30:03] mention that as well. So looking forward to, to that
[30:05] coming into, uh, into the community as well. Deputy Mayor.
[30:15] Thank you. Um, we have had a terrific term and
[30:19] terrific council and the accomplishments are actually quite impressive. And
[30:22] we do invite everyone to go look at the dashboard
[30:25] to look at the accomplishments and look at the progress
[30:27] of where other things that they're keeping an eye on.
[30:30] Are. I know when I speak to residents, um, you
[30:33] know, one of the questions I often ask is, do
[30:35] you feel you're getting value for your tax dollars and
[30:37] I'm hearing overwhelmingly, yes. And then, um, I ask them
[30:41] about, you know, they talk about the quality of the
[30:44] parks, our trails. They also talk a lot about our
[30:48] advance, everything from the Thursday night music concerts to summer
[30:51] fast to the Halloween trail and many other things that
[30:56] are happening. Canada, et cetera, everything that's happening in the
[31:00] community and they were able to provide these, uh, events
[31:03] in world class events, quite frankly. And the interesting thing
[31:06] is, and this is a compliment to the staff. And
[31:08] it's a great compliment. You know, people show up, we
[31:11] say the event starts at this hour. Um, and they
[31:13] show up. And they're really not aware of the 12
[31:16] or 24 hours or sometimes even more that has gone
[31:19] into this event beforehand. So when we draw the curtain,
[31:24] when we allow them in, they can just have a
[31:26] great time. So the work that happens behind the magic
[31:29] curtain to make, um, our, our town great. And I
[31:33] do want to compliment staff on that. Because it's something
[31:36] that the residents quite often don't see. And they're not
[31:39] very aware of. And unless we mess up, they don't
[31:42] even think of, uh, so that's my compliment to the
[31:45] staff. And, uh, and I do hear from, from residents
[31:48] all the time, they are feeling that they're getting value
[31:50] for their tax dollar. And they do speak about the
[31:53] amenities that we have in our small town. Thank you.
[31:57] Thank you. Other comments. No, just want to add a
[32:02] couple things that I hate to see things left out
[32:04] or at least categories things, but we've done a lot
[32:05] of work around inclusivity as well. And working with the
[32:07] dismantling that do black racism task force in the work
[32:10] after that, uh, working with indigenous partners, uh, environmental first,
[32:14] like the thousand heat pumps, as we call it, um,
[32:17] just there's been, and then housing, of course. And it
[32:19] was mentioned to by Council Broom, but in from the
[32:21] cold, blue door, uh, Trinity Coptic, uh, project. And Bayview
[32:28] Parkway, all those projects, Newmarket planning and councils worked on
[32:32] to reduce fees and eliminate fees to make them viable.
[32:35] So a lot of work in housing going on as
[32:37] well. And it's just great to see all of these
[32:39] things happening. Uh, and it is kind of for anybody
[32:42] who does see this or is seeing this. This is
[32:44] kind of the last council meeting of, you know, before
[32:47] the summer break. And then we're into election time. And
[32:49] so this is kind of a wrap up moment for
[32:52] us. And I think this is a lot to celebrate.
[32:54] So, yep. Councillor, what is. Up something I wanted to
[33:03] say. Um, again, speaking as other councillors have that, this
[33:08] is a great report. And the dashboard is there, but
[33:11] there's also smaller ones that are taking place changes moving
[33:15] forward that are not seen as easily. Um, I've sat
[33:19] on the library board for, um, most of my terms
[33:22] that I've been in office. And, uh, the change that's
[33:27] transpired in the library board in terms of reaching out
[33:29] into the community during this last term, um, has been
[33:33] significant. Um, just a couple of things. One is, um,
[33:38] the books that you can take from a dispenser in
[33:42] both the Ray 20 complex and the Magna Centre. The
[33:46] fact that we are now going to be open on
[33:48] Mondays very soon. Something that we've talked about for a
[33:51] long time. And then the board is working on having
[33:55] a vehicle that will be able to get out into
[33:57] the community in a far easier method to any other
[34:00] groups that need it. And that's just, that's just what
[34:03] we can see. Um, and I would say this is
[34:07] my first time on the museum board, but the museum
[34:10] is also undergoing a similar transformation. The board and its
[34:14] concept of reaching out and letting the community, how do
[34:17] we get the community in? And so again, things that
[34:20] are not as visible, but, uh, there is the support
[34:23] of staff. It wouldn't have happened without staff. Um, but
[34:26] a board that, that is very interested in bringing that
[34:29] out. So some of the smaller ones, but really, really
[34:32] important. And you'll see that, uh, in the years to
[34:34] come. Thank you, Mayor. Okay. Well, I think, uh, that's
[34:40] a good wrap up on everything that's been done. I'm
[34:43] sure we've still missed some things. And we're going to
[34:44] hear about what about this and what about there's a
[34:47] lot to be celebrated. So can I just have a

[35:05] I'll be brief on this. Um, last regional council meeting,
[35:10] we had very robust and my friend was quite serious
[35:15] discussion about the province and the federal government, but the
[35:20] provinces request that we reduced development charges for up to
[35:24] 50 percent and keep them reduced for a minimum of
[35:28] three years. There was always a vague promise of, um,
[35:33] for that loss of revenue that the province will be
[35:37] dollars coming into offset other projects. And our discussion at
[35:42] council was that yes, we'll put in our application, but
[35:45] we won't make a final decision on it. And certainly
[35:49] the answer would be no. If the compensation comes back
[35:52] and it's less than one hundred percent of what we're
[35:55] giving up, we're not, uh, willing to put ourselves in
[35:58] a position of putting us in a deficit position, uh,
[36:03] just because we've reduced development charges. So those discussions are
[36:06] ongoing. And I believe, uh, sometime in mid August, we'll
[36:11] be receiving the report on how those discussions went in
[36:18] where we, where we stand on that. So we're still
[36:20] a little bit of time away from it, but just
[36:22] letting the public know that we are investigating that, but
[36:25] we have John Affirm line in terms of our participation.

[37:51] There's engineering being done. Um, this is the, uh, green
[37:56] space on stack house, which is just off of Leslie
[37:59] Street and south of Davis Drive. Um, I just wonder
[38:02] if you could give us some kind of indication as
[38:04] to when it might start. And perhaps an end time,
[38:09] although that's a little bit trickier, I know. Through you,
[38:14] Mr. Mayor. Thank you for that question, Councillor. Uh, as
[38:17] you will recall, we did have a public meeting earlier
[38:20] this year where we had shared some of the design
[38:24] information. And, uh, that has gone through to design with
[38:28] engineering at this point in time. Um, I think perhaps
[38:32] Peter might have some updates on the timing of where
[38:35] we are in that process. So I defer to the
[38:38] commissioner for that. Yeah. Thank you, Jeff. And through you
[38:45] mayor Taylor. The project is underway. Um, we are intent
[38:51] on starting construction. Um, and, uh, we hope to have
[38:54] that project in good shape either at the end of
[38:57] this year or early next year. But, uh, we're, it's
[39:00] definitely one of our priorities to get going. Um, and
[39:04] we don't see any hurdles. Okay. Perfect. Thank you. Thank
