[0:01] If you'd like to participate, let's [0:02] begin with a prayer [0:04] . please. what [0:06] ? [0:07] please. Oh, excuse me [0:08] . Well, thank you, [0:09] Heavenly Father, for giving us this [0:11] opportunity to gather together again today [0:14] . God, thank you for giving me the opportunity to be involved in what is happening in this county [0:17] , [0:18] and I hope that as time goes on, [0:20] this county will improve and [0:21] grow [0:23] . Today, I [0:35] pray that you will grant us wisdom, patience, humility, and compassion so that in all the decisions we make, we may make the best possible decisions for the people of Nicholas County. And please bless all those in this room who [0:37] pray that you will grant us wisdom, patience, humility, and compassion so that in all the decisions we make, we may make the best possible decisions for the people of Nicholas County. And please bless all those in this room who [0:38] play an important role in the county, [0:39] and all those who are fulfilling their respective roles in this court [0:42] . I [0:45] pray in your holy and precious name. Amen [0:46] . [0:49] I pledge my allegiance to the flag of the United States of America and to the [0:51] Republic it symbolizes— [0:53] one nation under God [0:55] , indivisible, with [0:58] liberty and justice for all [1:00] . Are you [1:08] ready to continue? [1:09] Yes. [1:13] Recording in progress. [1:14] Good morning, everyone [1:16] . Today is September 16, 2026. [1:19] This is a regular meeting of the Nicholas County Commission [1:21] . I wanted to share this meeting [1:24] with you all [1:26] . [1:27] Well, if you don't mind, I'd like to [1:30] submit a motion to review and approve the minutes from September 2, 2026 [1:32] . [1:33] A motion has been submitted. Are there any [1:34] discussions? Anyone in favor [1:36] ? [1:36] I. The [1:37] motion has been passed. We will [1:39] review the budget revisions received from the elected officers and department heads [1:40] and [1:42] submit motions to take action as necessary. A motion has been [1:43] submitted. Are there [1:44] any discussions? Are there any supporters [1:46] ? [1:46] I. The [1:47] motion has been passed. I would like to [1:51] submit a motion to consider state and trustee matters, uh, and estate matters. [1:52] Excuse me, could you give me a moment? We will [1:56] review the estate and trustee matters submitted by County Clerk Nicholas. I will now [1:58] submit a motion. Is there any discussion [2:00] ? Those who agree? [2:02] yes. [2:02] The [2:02] motion was passed. We will [2:05] review the invoices submitted from various departmental offices and [2:07] submit a motion to take action as necessary. I will now [2:08] submit a motion. Is there any [2:09] discussion about this? [2:11] Those who agree? [2:11] yes. The [2:12] motion was passed. [2:14] Well, we need to fill some positions at Nicholas County Veterans [2:16] Memorial Park that haven't yet been filled [2:20] . Is anyone there? I will [2:23] submit a motion to shelve that matter [2:24] . Understood [2:25] , I will submit a motion [2:26] . Is there any discussion [2:27] ? Those who agree? [2:29] yes. yes. The [2:30] motion was passed. Now [2:31] , let's move on to opinions from the general public [2:33] . Are there any opinions from the general public [2:35] ? there is no. [2:38] Next, we will discuss the funding of the health bureau [2:40] and possible [2:42] measures. Well, as we [2:47] discussed before, if there is a motion [2:49] , I propose that we [2:51] hand over the $50,000 that the opioids demanded [2:52] . [2:55] Is it restricted, or [2:57] is it unrestricted? I [2:59] think we've already discussed this, right [3:00] ? I did that last year [3:02] . [3:03] No, it wasn't [3:03] $50,000 [3:05] . [3:05] Yes, because I told them to wait until September or October [3:07] . Bobby told us to [3:08] wait until the bank counted the money [3:10] . We talked about it [3:11] , but that was all [3:12] . [3:12] Opioids will be provided with limited [3:14] funding to school resource managers [3:16] . [3:18] Yeah. Yeah. Could you [3:19] tell us a little about that? It's a [3:20] kind of [3:22] review. Yes, I [3:30] believe we discussed providing funding to Ms. Gleason, the school's prevention officer, during the budget period. I don't know her last name [3:32] very well, but I should know it [3:33] . But [3:34] what was her last name again [3:36] ? [3:36] Mason. [3:37] Ah, Mason. Grison [3:38] Mason. [3:39] Yeah. [3:41] She uses her limited funds to work on suicide prevention [3:43] , drug control, and similar activities both inside and outside of school [3:46] . I [3:48] think this is a very valuable activity [3:49] . [3:49] She also helps with data collection and other tasks [3:50] . [3:51] Yes, yes, they are working together and [3:54] doing it internally rather than paying for it externally. [3:55] Yeah. [3:55] Outsourcing, then. yeah yeah [3:57] . [3:57] Yeah. I [4:01] believe he gave a presentation to the Board of Education, and for the benefit of those watching [4:03] , he talked about the number of students, probably around 9th grade [4:04] , who had already [4:08] tried heroin, cocaine, and other drugs [4:11] . And I think it's also important to collect that information and [4:14] distribute it [4:15] . This would allow us to [4:18] better understand the situation we are facing [4:20] , and enable local [4:21] people to recognize what is happening in their community [4:24] . Are there any [4:25] motions? [4:26] Okay, then, I'll propose a motion to withdraw [4:27] $50,000 from the opioid restriction fund [4:29] . [4:30] This is a one-time offer. Next year, we will [4:32] review and reconsider based on the needs [4:34] . got it. A [4:35] motion has been made. Is there any discussion [4:37] ? [4:38] no. Those who agree? yes. The [4:40] motion was passed. [4:41] Understood, the 9:20 appointment has been [4:42] cancelled. Let's [4:44] take a break. [4:46] Now, we're back to our 9:30 schedule [4:50] . Today, we have Amanda Jones, Employment Promotion Officer at Open Doors, to talk [4:52] about programs available in the county [4:58] . Is that you? I'll [5:02] start. [5:03] good morning. Thank you for including this on today's [5:04] agenda [5:06] . My name is [5:07] Eleanor Butler. I am the [5:10] Program Manager for Open Doors' Supported Employment Program [5:12] . I am [5:15] based in Lewisburg, West Virginia, which is Greenbrier County [5:17] . And here we have [5:18] Amanda Jones [5:19] . She runs [5:20] our program here in Nicholas County [5:22] . She is [5:23] based here in Summersville [5:24] . She is called our employment [5:26] promoter, or job [5:27] coach. [5:29] She is based here in Nicholas County [5:30] , but we [5:33] also provide services in Webster County and Fayette County [5:34] . Yes [5:36] , there are three counties. Well, I'm [5:38] from Greenbrier, and I'm in [5:41] charge of Greenbrier and Nicholas County [5:43] . Well, we came here this morning to [5:46] introduce our program [5:48] . I may have [5:51] mentioned this before [5:52] , but as part of our [5:54] community outreach [5:56] activities, when we're working with entire counties, [5:57] individuals, target groups, and [5:59] people with disabilities who are looking to find or retain work [6:04] , that's a different story. There is [6:06] support available, and we want [6:08] everyone in the county to [6:10] know about it. [6:12] Well, our program [6:19] connects people with disabilities to local resources and local employment opportunities. Well, our [6:22] services are individualized or [6:23] customized. [6:25] It depends on their skills, strengths, [6:27] weaknesses, and abilities [6:29] . I want to place ability above disability [6:33] . For employers [6:36] , we want to help them find the right match for their workforce [6:38] . [6:40] In other words, I want to connect with people who are not just interested in the company's role [6:43] , but who are truly willing to work for that role [6:46] . So, [6:49] what are the benefits for Nicholas County? [6:50] Yes, we came here to let [6:51] you know about this [6:53] . We want to [6:54] strengthen and diversify our workforce [6:56] . So [6:58] Amanda informs the entire county about [7:00] how the services are [7:02] available and [7:04] what these services are [7:05] . [7:08] Referrals can be made by phone or email [7:10] . You can [7:13] contact OpenDoors or the DRS [7:15] program directly [7:16] . [7:21] While you need to understand all the programs, you don't need to prepare all the documents [7:23] when you want to participate in the DRS program [7:26] . Well, [7:28] we offer community-based [7:30] ratings. [7:32] This is a [7:33] short-term, unpaid experience, similar to a volunteer-based one [7:35] . It helps identify each person's strengths, abilities, [7:37] work skills, physical capabilities, and preferred type of [7:40] work [7:42] . Well, OpenDoors [7:44] staff will accompany participants, [7:46] provide guidance, and [7:47] observe their performance [7:49] . Well, CBA is offered to companies free of charge [7:51] , and companies are [7:54] not required to hire participants. [7:59] Workplace-based learning experiences are [8:01] commonly used for students with disabilities [8:03] , allowing them to explore careers, [8:05] practice workplace expectations, and [8:07] learn about employable skills [8:09] . Job duties, [8:15] schedule, funding, and responsibilities will be [8:19] discussed with the company before the experience begins. Job development [8:27] matches individuals' strengths and goals with suitable job openings. We [8:33] can assist with application preparation, interview preparation, communication with employers, and onboarding [8:34] . If a supported employee is [8:37] hired for an actual job and [8:39] secures a position, they will be [8:41] eligible for regular wages and benefits [8:44] . A job coach [8:52] helps employees learn about their job duties, routines, communication expectations, and appropriate workplace behavior. A job [8:56] coach supports the employer, [8:58] but they are not a substitute for a supervisor [9:00] ; their role is merely supportive [9:02] . And [9:10] before anything begins, we explain the schedule, [9:12] tasks, safety considerations, [9:14] supervision, costs, and responsibilities [9:16] . To reiterate [9:22] , in CBA, companies do [9:24] not pay wages, there are no costs for hosts [9:26] , and employment is [9:28] not a requirement. [9:32] Supported employment is different [9:34] because it includes regular paid work [9:35] . There are regular wages and [9:39] benefits. You can leave business cards and brochures here for anyone interested in learning more about the [9:48] services we offer or being [9:50] introduced to DRS [9:56] . I may have [10:02] missed this part [10:03] , but where do they [10:04] join your organization [10:06] ? So, how do you keep in touch with these people [10:09] ? [10:10] We are working with the [10:13] Department of Rehabilitation Services (DRS). [10:16] So now we're [10:17] informing the community, guiding them to go to DRS [10:22] , and getting a letter of introduction from DRS [10:24] . This is the [10:27] first step. They [10:28] go to the DRS, register, [10:30] get assessed, go to the assessment location, [10:31] and then the [10:32] second [10:34] step is for you to help them find and search for employment. [10:35] yes. got it. [10:38] For the target individuals, i.e., people with disabilities, they must have [10:40] received disability certification before the service can be provided [10:42] . And [10:44] , as Amanda said, [10:51] if the service fee is what we call community-based evaluation or workplace-based learning experience in our terminology, then it's [10:53] actually an unpaid [10:53] internship. [10:55] For example, if a person with a disability has no [10:57] work experience, [10:58] they [11:00] want us to do that for them. They want to [11:03] prove to their employers that they are truly capable of doing the job [11:05] . Therefore, from there, it can [11:09] progress to a paid internship, and while the employer is [11:10] not obligated to hire, they [11:17] can, of course, hire the individual at any time if they are very impressed with them. That is our [11:18] goal. that's right [11:20] . [11:20] We don't want to put pressure on employers to hire immediately [11:23] . Furthermore, [11:25] individuals with extensive prior work experience will be [11:27] directly offered paid employment [11:29] . Therefore, we [11:33] help them get through the interview process and their resumes [11:35] . [11:36] And once they've secured a job [11:38] , we also provide them with job coaching tailored to their skill level [11:42] . I see. [11:43] However, if they are independent [11:45] , they will simply move forward [11:47] . In other words, it depends on whether you have a full-time [11:48] job coach, a [11:50] job coach once a week, or [11:51] no job coach at all [11:52] . I see. [11:54] Yes, we used to have [11:55] this program here [11:57] . Two years ago, we received many referrals from DRS [12:01] , but we are now trying to reiterate that support is available throughout the county [12:05] . Having a disability, [12:08] or receiving benefits such as social security, supplemental [12:10] income support, or SSDI, does [12:15] not mean you are exempt from working. There are [12:18] many misconceptions that people receiving government benefits cannot work, but that is not [12:20] true. Your income will increase, and you will be able to [12:23] integrate into the local community [12:24] . It's not just that I'm bored at home [12:28] . Therefore, we also provide [12:29] counseling regarding the subsidy [12:31] , supporting people so that they can receive the subsidy while maintaining their total income [12:36] . Also [12:38] , if you know of any organizations or companies that can help [12:39] spread awareness of such services throughout the county and provide support [12:41] , please let us know [12:42] . This is just the [12:43] beginning for us, and [12:44] one of many initiatives. [12:46] Fortunately, about a month ago we [12:48] hired Amanda, and we've been able to seriously engage with the [12:49] local community at the grassroots level [12:53] . I want to inform the entire county about the [12:54] existence of this service and let them know how they [12:56] can help [12:58] . If you know of any other [13:00] organizations or companies that could provide support [13:02] , please let us [13:03] know. I would be happy to [13:08] visit and [13:08] explain the programs I would like to support [13:10] . I [13:15] know that DRS will provide funding for training, necessary equipment, and other things when needed. Uniforms, [13:17] necessary equipment, etc. [13:19] Yeah. Are [13:19] you also their partner? [13:21] Yes, I [13:22] know they are doing that. [13:23] Our program focuses solely on supported [13:24] employment services and benefit [13:25] counseling [13:26] . got it [13:27] . [13:27] However, we can also refer you to other services [13:29] . They [13:31] call it assistive technology services. They also [13:33] offer university scholarships [13:35] . [13:35] Yeah. Yeah. [13:36] Yes, I [13:38] think that's another one. [13:38] Also, [13:39] how long do internships typically last? [13:40] What is the ideal duration? A [13:42] few weeks, a few [13:44] months? [13:44] Yes, a few weeks. It's [13:46] shorter than that at first. [13:48] They usually call it approved time [13:50] , or time [13:51] , but you don't have to complete the set time [13:53] . We have [13:59] experience with people whose paid internships only lasted three weeks. The employer [14:00] really wants to pay him. I don't want to [14:02] hire him. I think we [14:04] should just make him pay [14:06] . Some companies don't pay their employees [14:08] , so I want him to [14:10] finish his workday [14:11] . It usually takes 1 [14:15] to 3 months. Yes, but while [14:20] big companies like Kroger and Lowe's are eager to hire [14:22] , I understand that smaller businesses need more people [14:24] , so I spoke with owners of small, family-run shops [14:27] . [14:28] Yes, it's a family-run business. [14:30] yes. I'm still studying all the English words [14:32] . yes. Yeah [14:35] . So, I'm glad [14:37] Amanda is here and that she comes here frequently to [14:38] start this program [14:41] . This is [14:44] one of our community outreach activities, and we are [14:48] very grateful that the county committee got started on it so quickly. [14:50] yes. [14:50] I can only go down [14:51] . From top to bottom. That's all I [14:53] know [14:54] . Yeah. [14:55] Yes, it would be great if we could get the information to companies [14:56] , but although the county's [14:58] labor force participation rate is low, there are [15:02] many companies that want to hire, so I think there is still some need [15:04] . [15:05] Yeah. Please [15:06] ask if they can help. I'm [15:08] sorry, I interrupted you [15:09] . no. We also [15:10] offer tax deductions. Yeah [15:16] . We have [15:18] someone in our office who handles that, so if a [15:19] company hires our staff [15:21] , they can receive a tax deduction [15:22] . That's good [15:23] . Yeah. So. it's okay [15:26] . Do you have any questions [15:28] ? [15:28] No, I think there are some good questions [15:30] . Um, I understand [15:31] . Thank you very much, [15:32] counselor [15:33] . [15:34] Yeah. [15:34] Thank you for coming [15:35] . Please provide more information [15:36] . That's [15:37] wonderful. Could you please reserve a [15:40] space somewhere in the building to put up a poster [15:41] ? Let's request a space for the secretary [15:42] . Yes, there's a [15:44] sign just outside the hallway [15:46] . Yes, I can think of something [15:48] . Yeah. We'll [15:49] hand out these flyers and [15:51] give one to everyone who comes. Yes, [15:53] of course. I would be happy if you could give one to Rei as well [16:05] . [16:07] Since he's at Chronicle, he [16:09] can learn more about your activities. [16:11] thank you. [16:14] By the way, do you have an office in Nicholas County [16:15] ? [16:16] Yes, we do. got it [16:18] . It's located [16:18] here at Bendoors in Rainy Oak Plaza [16:20] . got it [16:21] . [16:27] Thank you all for taking the time to speak with us. [16:31] Thank you, Man-san [16:32] . Thank you, Sereno [16:33] . [16:34] thank you. I wish you [16:35] success with your project [16:36] . [16:37] No, let's move on. If not [16:38] necessary. [16:39] Oh, wait a moment. [16:40] No, no, I'm sorry. I understand now. [16:43] Okay, I'd like to move on to agenda item number 940 [16:45] . This acknowledges Tamara [16:48] Mullins' resignation from two committees: the NRGRDA and the [16:49] Nicholas County Health Department [16:53] . Well, there is [16:58] another motion on the health department committee, [17:00] but there is a [17:09] person named Lauren Being who could be her successor. I'm trying to [17:10] remember the name [17:12] . [17:14] So, is there a motion to accept Tamara's [17:15] resignation from the NRGRDA and the Nicholas County Health Department [17:20] ? A motion has been made, but we are [17:24] grateful for the time and service she has dedicated to the county. She did a lot of [17:25] great work, and I [17:26] understand that circumstances change, [17:27] but she did a [17:29] great job while she was there. [17:30] Yeah. Actually, I called her to confirm before we started [17:34] . Yeah. A [17:36] motion for discussion has been submitted. [17:38] Those who agree? [17:39] yes. The [17:39] motion was passed. So [17:42] , is there a motion to accept the [17:44] Nicholas County [17:45] Health Board's recommendation to put Lauren Bean in that position [17:48] ? [17:49] I will submit a motion. Are [17:51] there any motions for discussion [17:52] ? Those who agree? I agree. The [17:55] motion was passed. got it [17:56] . Mike, shall we [18:04] continue like this? [18:05] yes. got it [18:06] . I have a [18:07] few things I'd like to tell you all today [18:09] . These buildings that we are about to open will [18:11] require cable wiring work [18:13] . I have received a quote from KTS for a new probation [18:16] office, and the [18:18] amount is $7,024.29. This is [18:24] for probation offices. [18:27] Then there's the BB&T building estimate [18:30] , which is $10,861.45 [18:33] . This is [18:37] for internet and fire service purposes. I [18:48] believe this building houses the mainframe or something similar for the appraiser; will it be connected to this building [18:49] ? I didn't ask [18:53] that question, so let me [18:54] double-check, but I do [18:56] n't [18:57] think that should be a problem. As far as I understand [18:58] , they should be able to interconnect like 9/11 [19:00] . [19:02] yes. got it. [19:03] However, these will be [19:04] physical cables, not satellites [19:05] . [19:05] wonderful. got it. [19:07] yes. got it. Um [19:09] , are there any [19:12] motions to accept the new probation building cable? [19:14] Yeah. [19:25] I'm sorry, I was just [19:26] rereading it. I will submit a [19:30] motion to approve the bidding for the probation building. That way [19:32] they can move in. It was a long [19:33] process, so I'm [19:35] really happy that it's finally finished. The [19:36] total amount is $7,024.29. Does [19:40] this include a phone headset [19:41] and a phone? [19:43] yes. Understood, [19:44] everything is included. [19:45] Understood. A [19:46] motion has been made, but will there be any discussion? [19:47] Those who agree? [19:49] yes. [19:49] The [19:50] motion was passed. [19:52] Um, is there a motion to accept the cabling for the new tax office and valuation [19:54] officer's bank annex for [19:56] $10,861.45? This includes [20:01] everything, including phone calls [20:04] . [20:05] Yes, and then there's also the [20:08] important project of clearing out basements in order to reorganize county buildings [20:10] . Of course, the [20:12] building was donated to the county for $1 [20:13] . Therefore, every [20:15] dollar we invest is an [20:16] actual initial investment [20:18] . However, this is essential so that they can [20:19] temporarily relocate here this fall [20:21] . Then, a motion will be submitted to approve [20:23] the bid at the amount proposed by the chairman [20:26] . [20:26] A motion has been submitted. Is there any [20:28] discussion? Who agrees [20:30] ? yes. The motion was passed [20:31] . got it. That's all. [20:34] Well, at T's meeting at 1pm, there is a requirement for [20:35] pre-bidding for the exterior construction work [20:36] . If you would like to participate [20:38] , that's fine. [20:39] This includes things like [20:40] cutting down trees and high-pressure washing [20:42] . I [20:42] agree. Yeah. got it [20:44] . surely. got it. [20:45] Thank you, Mike. [20:47] got it [20:48] . Let's take a break [20:51] . Well, I'm back. My [20:55] next appointment is with Judge [20:56] Robert Bobby [20:57] Painter. [20:59] Yes, judge. This concerns the [21:03] approval of election commissioners at Nicholas County Court. This was [21:06] written by Andrew [21:07] . I [21:09] think the president needs to read all of it. [21:10] Yes, please record it and read it [21:11] . I don't [21:14] believe in that method [21:15] . I have [21:19] found 150 colleagues from each political party in the county, as well as those submitted by you. If you [21:21] want to see them, you can [21:22] . [21:24] Otherwise, a motion for approval and [21:25] your signatures are required. Is [21:27] that enough, or do you still [21:30] need more? [21:31] This is sufficient for now [21:32] . got it [21:33] . Are there any [21:33] replacement personnel available? There are several [21:36] people. Are there any [21:37] young people who are interested [21:39] ? Two [21:41] or three people are scheduled to work on that [21:43] . [21:45] good. [21:45] However, everyone, I only found out about this this week [21:47] , so it's too late to include it on this topic [21:48] . But [21:50] you all need to establish a program to do that [21:52] . [21:53] ah. [21:53] Okay, we'll do that at the next meeting [21:55] . The [21:55] Secretary of State has established a system that allows 16- and 17-year-olds to [21:57] actually vote [21:58] . [21:59] yes. [21:59] So we officially announced it [22:01] , established the program in the county [22:02] , and then we knew [22:04] . That's state law. I don't know why it needs to be established [22:07] , but it has to be [22:08] . got it [22:10] . [22:10] So, you establish that and then appoint them, right? got it [22:14] . Let's [22:15] add that to the agenda for the next time [22:16] . I [22:17] think this is a good opportunity. [22:18] Yes, I think that's wonderful [22:19] . [22:20] I just saw it this week too. [22:21] So, are there any [22:22] motions? please. [22:26] Earlier, [22:27] County [22:28] Clerk Robert Painter said he would submit a motion to [22:30] approve the election commissioners and polling station staff proposed [22:33] . got it. A [22:34] motion was made in the assembly hall. Is there any [22:36] discussion? Who agrees [22:38] ? yes. yes. The [22:39] motion was passed. It [22:43] 's only one page. [22:44] Yeah. That's correct. [23:00] thank you. Thank you [23:01] everyone [23:02] . [23:02] thank you. [23:04] Next, I'd like to [23:06] hear from Mrs. Cassandra Lawson [23:07] . This person is [23:08] also someone to be respected. [23:10] And he is a [23:12] truly respectable [23:14] person who guides us all down the right path. She is a Senior Projects Specialist on the 4th Regional [23:16] Planning and Development Council [23:17] . [23:19] She would like to talk about the Birch River PSD [23:21] Keeney Ridge water pipe extension [23:22] project [23:24] . This [23:26] is a notification of intent to bid. [23:27] And I read that the total of all unstarted [23:28] projects is $96 million [23:31] . yes. You will need more money than the amount you sent to someone [23:35] . Can I [23:37] add another $4 million to bring it down to $100,000 [23:38] ? [23:38] Yeah. please [23:39] say it again. Can I add [23:40] $4 million to make it [23:41] $100,000 [23:42] ? [23:42] Yes, of course I'll give it a try [23:43] . got it. I will [23:44] contact you shortly. [23:45] Craig will be back soon [23:46] . The airport [23:47] needs a lot of supplies. So, [23:49] Craig, give me $4 million. I [23:52] contacted Ellen Hans, the new West Virginia EDR [23:54] . Well, I'll go back to my home now to find out [23:56] what opportunities she has in that particular field [24:00] . Was there anything [24:01] special at yesterday's meeting [24:03] ? yesterday? [24:05] Well, she really just [24:06] met everyone, introduced herself [24:09] , and then [24:12] explained some basic things about living standards [24:13] . I got it. [24:15] Yeah. Well, there's an [24:19] economic development conference in Snowshoe this week [24:21] . It [24:24] starts on Monday. [24:26] Sunday or Sunday or Monday? Is there [24:29] anyone who might have the opportunity to participate [24:30] ? I might [24:31] go for just one day [24:33] . [24:33] She's, well, over there [24:35] . So, if you have the opportunity to go [24:36] , please try to meet her [24:38] . [24:38] What was her name again? [24:40] Her name is Ellen Hans [24:41] . [24:42] What is she doing? [24:44] She is the representative of the West Virginia [24:46] Department of Economic Development. You used to [24:52] work for the government for a long time, didn't you [24:53] ? I know the name. [24:57] Previously, Tracy Rowan was the [24:59] representative, but she was [25:00] exclusively for West Virginia [25:01] . She has retired [25:03] . So, we were left in limbo [25:05] . There was another [25:06] representative, but that person [25:08] represented multiple states [25:10] . Having a representative dedicated to our region seems to [25:14] lead to greater success across the state [25:16] . Well, she's very [25:18] excited. She is [25:20] preparing to move here [25:21] . So, she wants to do the [25:22] project [25:24] . So, they have it [25:25] . Did I just show you the article I read [25:29] about her about a week ago? I don't know [25:33] what day she's giving her [25:33] presentation [25:35] . They'll probably only be there on [25:36] that specific day [25:38] . [25:38] How many days? I don't know [25:41] how many days she'll be on the agenda. got it [25:42] . I don't know what it is [25:43] . [25:44] She might be there [25:45] . That's a very difficult job [25:46] . [25:47] Yes, and that's how they [25:48] adapt. [25:50] Yeah. Yeah. got it. [25:56] Regarding the initial order, the Keeners Ridge water pipe extension, we are [25:59] missing one necessary easement and DOH permit for this project [26:00] . Then, you will be in a [26:03] position to apply for approval of your bid. The [26:05] form in front of you is [26:06] part of those requirements. What I would like to ask of you today is for you to [26:09] approve this [26:11] . That way [26:13] , when everything else is in place [26:15] , you can submit it right away. [26:17] Therefore, please do not include the date [26:19] . I would like it to be the date after the DOH permit and the final [26:21] easement have been received [26:24] . That way [26:26] , [26:28] once you have those things, you won't have to wait for another meeting to move forward [26:32] . In other words, they are trying to act with foresight [26:35] . In short, if all other [26:38] requirements are met, it will essentially be the [26:40] committee's approval of the intent of the bid [26:42] . [26:45] And this is just a passing step [26:47] . That's right. Has the [26:49] DOH [26:50] permit been submitted? It has already been [26:52] submitted. Our [26:54] sewers often come across this area [26:56] . The ridgeline spans two counties [26:57] , and therefore [26:59] spans two DOH districts. A [27:00] comment was received from one district [27:02] . We are [27:03] waiting for comments from another district [27:05] . got it. got it [27:08] . Is there a [27:12] motion to accept this notice of intent to bid [27:14] ? I have already signed it. [27:19] My only concern is the [27:26] wording that states I fully accept responsibility for resolving any potential bidding or contract disputes. That is the PSD's [27:28] responsibility, but of course, it is also the committee [27:30] 's responsibility. We are not very [27:34] involved in the contracting process [27:36] . [27:38] That is usually the [27:39] responsibility of the engineering department [27:41] . [27:41] surely. Yes, that's right. I [27:43] agree. In the end, [27:45] yes. It says that we will provide the [27:51] office with a bidding tab that justifies awarding the contract to someone other than the lowest bidder, but I have never [27:52] actually [27:55] seen that happen. [27:58] Well, in other words, that [28:07] becomes the engineer's responsibility [28:09] . However, as a recipient of the grant [28:12] , well, the county is, [28:14] oh yes. I have already [28:16] requested a pass-through [28:17] . That's right. [28:19] Well, PSD will take responsibility [28:21] . [28:21] Well, actually, it only says [28:23] not to hire people in no-fly zones [28:24] . that's right [28:25] . No, that's correct [28:27] . Based on the current contract, you are correct [28:28] . Understood [28:30] , that's correct. Um, [28:31] thank you. [28:33] Well, I'm going to submit a motion to approve the [28:35] Notice of Interest in Bids in Attachment 6-2 of the CDBG program [28:37] . [28:43] Well, I will not submit it until the EOH permit is granted and the [28:45] remaining easement is confirmed [28:49] . [28:52] Okay. The motion is [28:54] open for discussion. Those who agree [28:56] ? [28:56] yes. The [28:57] motion was passed. If you're here to give me [29:01] this [29:03] , then I'll exchange it. [29:04] Okay, next, we have an [29:14] overview of the county-wide project [29:16] . We talk [29:18] about these projects all the time [29:19] , but it's really interesting to see them all put together in [29:21] one comprehensive [29:22] report [29:23] . [29:25] Many of these projects are [29:27] sponsored by committees [29:29] , but some are sponsored by individual communities [29:30] or public service providers [29:32] . Furthermore, [29:35] this report only includes projects [29:36] managed by Region 4 [29:39] . Therefore, it [29:44] appears that investment in Nicholas County is far greater than this report suggests. The [29:45] committee is undertaking its own initiatives [29:47] , and so are many other [29:48] communities. If you'd [29:51] like, I can [29:53] briefly [29:55] explain each project, but first, there's [29:56] one thing I'd like to say [29:58] . I've already skimmed through it [29:59] . The [30:02] committee, in collaboration with Region 4 [30:04] , has invested a total of $92 million in the county [30:06] . [30:07] That's right. Does [30:08] that include broadband [30:09] ? [30:10] Yes, that's right. [30:11] So, does that really mean [30:11] broadband [30:12] ? The [30:13] broadband rating is 96. There is a [30:14] breakdown of the broadband usage [30:16] . Broadband is not included in version 92 [30:17] . got it [30:18] . [30:19] Yes, that's correct. [30:20] No, yes, that's correct [30:21] . Yes, yes, yes. That was a mistake [30:22] . It's very good. [30:24] Yeah. Yeah. got it. [30:25] So, well, Birch [30:26] River PSD [30:27] has several projects. These include the [30:29] Keener Ridge Road [30:30] Project, the Mill Creek [30:31] Project, and the Sugar [30:32] Tree Extension [30:33] Project. Keener [30:35] Ridge's bid is $2.6 million. It is 100% [30:37] funded by grants. [30:39] These funds are fully [30:40] secured. The Millcreek [30:41] Project is worth $1.6 million [30:43] . It is 100% funded by grants [30:44] , and the majority of those funds [30:46] are secured. The Sugar Tree [30:48] Extension [30:49] project costs $1.1 million [30:50] . It is 100% funded by grants and is [30:52] fully secured. The [30:54] Clubsville PSD water treatment plant costs [30:57] $16.9 million. Of that amount, [31:00] $5.5 million is covered by grants [31:02] . The $11 million was financed through loans [31:04] . They have actually just [31:08] held a pre-bid meeting for the project, and the [31:10] bidding is scheduled to take place in early October [31:12] . That project is [31:14] progressing really well [31:15] . Nutty Lavester PSD's [31:18] Wardlord McCutchon [31:20] Lane is worth $6.4 million. It is [31:23] expected to be 100% funded by grants. [31:26] Some of the funds have not yet been secured [31:28] , and we are currently working on that process [31:30] . [31:32] Regarding that matter, do you [31:34] have an estimated start date? There [31:40] is one unresolved easement that PSD is trying to acquire [31:42] . Also, the DOH permit has [31:45] been submitted, but it is still under review [31:47] . Aside from that, [31:50] securing the remaining funding is the only [31:52] milestone. Understood [31:54] . I'm [31:56] regularly asked for the latest information by residents in my constituency [31:59] , so I'd like to confirm it [32:01] . So, that means [32:02] they're really on track to get started [32:05] . [32:05] yes. Are you trying to provide it right now [32:07] ? [32:07] yes. The [32:08] generator project is ready and has a budget of [32:10] $256,000 [32:12] . It is 100% funded by grants and is [32:15] actually nearing completion. I will [32:22] submit my final refund request next month. The Ridgewood [32:25] generator project [32:27] was $550,000. It was 100% funded by subsidies [32:29] . This [32:31] project was [32:33] completed last month. The sewage [32:36] system improvement project costs [32:38] $7.6 million. Of that amount, $1.8 million [32:44] is a loan and $5.7 million [32:46] is a grant. The [32:48] initial construction of this project is [32:49] complete, but there is [32:51] remaining funding, and we are [32:53] working to utilize that money [32:54] . The dam improvement project in Ridgewood is [33:00] called surface water intake because the town cannot use the word "sunlight" in its terminology [33:02] . However, it was $2.5 million. [33:04] Of that, $2 million is a grant and [33:06] $500,000 is a loan. The process is [33:09] complete, and the final [33:10] refund claim will be submitted within the next few months [33:12] . The [33:15] relocation of the city's wastewater treatment plant is a $17.7 million [33:17] project. It is [33:19] planned to be 100% funded by subsidies [33:22] . All funds have been secured except for $3 million [33:24] . [33:26] The project plan is currently under [33:27] review by the relevant authorities [33:29] . Once the plan is approved, we'll have everything we [33:35] need to start working towards securing the remaining $3 million [33:37] . [33:38] However, a major driving force behind the project is the [33:40] hope that it can be put up for bidding by the end of the year [33:44] . Their demolition project cost just [33:49] under $500,000. It was 100% [33:51] subsidized. They are [33:53] now trying to complete it [33:55] . The final demolition work is [33:57] underway, and we have [33:59] successfully demolished 19 dilapidated buildings throughout the city [34:01] . They [34:04] also [34:05] received a grant from FEMA for demolition acquisition [34:07] . Many people know this [34:09] program [34:10] as a program that they have purchased [34:11] . If you [34:13] live along a flood plain and your house has been [34:14] damaged by the flood, and you want your house to be [34:16] bought and demolished [34:18] , you can do so [34:20] . [34:23] One person in the city chose to participate, and the [34:25] total cost of the project came [34:27] to approximately $150,000. That [34:29] project is now [34:30] complete. The Tri River [34:32] Rail Trail is still under construction [34:33] . It is 100% funded by grants, totaling $1.2 million [34:36] . [34:38] Summersville's storm drainage [34:40] project is worth just over $1 million [34:42] , is 100% subsidized [34:44] , and construction is [34:46] expected to be completed around the end of November [34:48] . The Summersville Visitor [34:51] Center is a $2.8 million [34:53] project. The project is 100% [34:55] funded by grants, and [34:58] bidding is scheduled to take place within the next two months [35:00] . In other words, it's ongoing [35:03] . The [35:05] Wildridge Water Pipeline Extension [35:08] Project by Wilderness PSD is $3.3 million, fully funded [35:10] by grants, and I [35:12] believe it is currently under construction. The [35:16] committee was the sole recipient of funding [35:17] , and [35:19] Hinkle [35:21] Mountain Broadband was the sponsor of the project. [35:22] The amount was $800,000, fully [35:24] funded by grants, and the project is now [35:27] complete. Additionally, projects that were [35:29] active during the last fiscal year are [35:30] also included [35:32] . The Reconnect [35:34] Broadband Project is an [35:37] initiative of the Nicholas County Commission. This is a $24.8 million [35:40] project, half [35:43] financed and half funded by grants. I'm sure you're all [35:48] very familiar with this project and its current situation [35:50] . In other words, these [35:52] projects combined [35:55] total $92,158,162 [36:04] . Of that amount, 86% is [36:08] allocated to these projects [36:10] . The breakdown of grants and loans [36:18] is 72% for grants and 28% for loans. Because the Reconnect [36:21] project relies [36:23] heavily on financing, we [36:26] also [36:27] analyzed what would happen if Reconnect were not involved. And if there are no reconnection [36:29] projects, it will be [36:31] 80/20. The current population of Nicholas County is [36:37] estimated at 23,848 [36:40] . This means the [36:43] return on investment per county resident is $2,768 [36:48] . These projects as a whole will [37:01] include extending water services to 64 households that currently do not have access to public water, and extending broadband access to more than 2,000 residents in Nicholas County [37:03] . There are several other local projects that will affect Nicholas County [37:08] . One example is the [37:10] ThrivingCommunities [37:11] project. This is a [37:13] grant from the Federal Highway Administration. This is a $2 million [37:15] project for [37:24] planning activities that will promote trail development and alternative transportation [37:26] . I believe the [37:32] continuation of the Cherry River Rail Trail in Richwood is a [37:36] project that has benefited from the local project in Nicholas County [37:37] . There is also the H2HubAppalachia [37:40] project. [37:44] This [37:45] focuses on the growth of the local hydrogen energy industry [37:47] . Well, [37:49] this is a project grant. The $3.7 million [37:51] grant covers 24 counties in total [37:53] , [37:55] including Nicholas County [37:57] . Additionally, every five years, Region 4, in [38:01] cooperation with the states, updates the [38:04] region's [38:06] disaster mitigation plans, which are funded by FEMA grants. [38:12] To qualify for FEMA assistance during a disaster, the [38:13] community [38:15] must implement these measures. Additionally, there [38:19] are several grants currently under development. These are not funded [38:21] . Processing in progress [38:23] . The application has been submitted, and a preliminary [38:26] engineering report has been [38:28] prepared. The [38:31] Richwood Community [38:33] Center has [38:35] applied for a special budget of $475,000, and [38:37] the project is still [38:39] eligible for that budget. [38:41] Until Congress approves the budget, it will be unclear [38:45] whether any of these specific budget proposals will be funded [38:46] . The [38:48] city of Richwood has submitted a $3 million application for a water [38:50] system improvement project [38:52] , while the Wilderness [38:54] PSD Sugargrove Water Pipeline [38:56] Extension Project has submitted a $4.2 million [38:59] application. [39:01] These three projects are [39:03] still in progress. It [39:05] needs to reach the final stage, but it's [39:08] unclear what will actually happen or whether funding will be invested [39:10] . However, at least there's still a [39:12] chance. The [39:14] city of Richwood [39:16] has a water supply project. We have [39:19] completed several projects and are now beginning to consider improvements for the next phase [39:21] . The amount is [39:23] $2.5 million. We are also working on a sewage treatment [39:25] project [39:27] , but the budget has not yet been determined [39:28] . It's still under development, so it's not [39:30] included in this list [39:32] . The city of Somerville is [39:46] undertaking a $5 million water system improvement project that will replace aging water pipes along Webster Road and upgrade water tanks in areas such as the Light Mountain community [39:48] . I believe they call it a Haskell [39:53] tank [39:55] , but its service life is [39:56] nearing its end. [40:00] They are also working on [40:01] large-scale sewage [40:03] system improvements across the entire system [40:05] . The project is [40:08] expected to exceed $10 million and is [40:10] currently under development. They are also [40:17] working on water supply system improvement projects, particularly those providing upgrades for hospitals, with the [40:19] goal of eliminating tanks altogether [40:21] . Well, I hope that in the last 40 [40:26] to 60 years, we'll be able to [40:30] serve them with upgraded lines [40:33] . [40:33] That's wonderful! [40:35] Additionally, Woodcrest PSD is also [40:41] working on a water supply system upgrade project called Phase 2, which is estimated to cost approximately [40:43] $8.9 million [40:45] . Is that [40:46] related to plants [40:47] ? I'm not [40:49] 100% certain. got it [40:51] . That might be the case [40:54] . [40:55] Okay, let's [40:56] go back to Netty Zuberthy for a bit [40:58] . [40:58] yes. [41:00] So, [41:02] what about the project heading towards MacQue Road [41:03] ? [41:06] So we call it the [41:08] MacCue Road [41:10] . The MacLord [41:12] project has been completed [41:14] . [41:15] But I don't think they've laid the pipes over the hill yet, [41:18] right? [41:19] Yes, that project is 100 [41:21] % complete. This included basic [41:25] system improvements and the [41:27] extension of water pipes to MacQue Road [41:29] . Then [41:31] , a new dedicated pipe from the plant to the water intake was [41:33] laid, [41:35] completing the project. I see [41:38] , so they didn't need to cross the [41:39] place I call McLang Farm [41:43] . [41:43] They did so. If my [41:45] memory serves me correctly, that's what I did [41:47] . Is it along the road? [41:50] Yeah. [41:51] Yes, I [41:52] think that's almost certainly correct. No, that's not the case [41:54] . In other words, it appears that [41:55] MacQ Road 39 forms a triangle [41:57] . They might have done so [41:59] . You [42:00] can obtain the final plan. Let's [42:02] send it to you and have you take a look [42:04] . [42:04] They have done several things to improve the pressure [42:07] , but the [42:08] 8-inch piping that is part of the farm's lease agreement has not yet been [42:09] laid. got it [42:10] . In [42:12] that case, perhaps they couldn't find another room [42:14] . That's what [42:14] I was hoping for [42:16] . got it. [42:17] Well, [42:18] that's good, but it's [42:20] not just a personal concern; it's something that [42:21] many people in that community were [42:23] expecting [42:24] . In other words, they [42:26] know what's happening [42:28] . [42:28] I might be wrong, and it might have been [42:30] included in a later stage or something, but I'll [42:33] find the plan and send it to you [42:35] . Please look at that and proceed from there [42:39] . got it. Is there [42:42] anything else? No [42:44] , that's all. However, while it's [42:47] one thing to talk about these individual projects [42:48] , when you [42:50] look at them all together as a whole, what's [42:51] happening in Nicholas County is [42:53] truly amazing [42:54] . And again, the [42:56] committee plays a [42:57] very important role in most of these projects [43:00] . Therefore, I am [43:02] truly [43:04] grateful for everything you do. And I wanted to give a [43:07] general explanation of what was happening in the kitchen [43:09] . I would appreciate it if you could [43:11] send me information about the McHugh Lord Project [43:12] . [43:13] Also, please tell me what Wilderness is doing [43:15] in Phase 2 [43:16] . Of course [43:17] . [43:18] That's because that factory was [43:19] built to house 500 homes [43:21] , but now it's probably about five times that number [43:22] . [43:24] Development is progressing rapidly over there [43:25] , and concerns have been expressed regarding upgrades to the plan [43:28] , so I would like to know if that is already underway or if it needs to be [43:29] restarted [43:32] . [43:32] Yes, I'll check it. I [43:35] believe we will be working together with Amanda, but I will also [43:39] let you know who the leaders of the other projects will be. got it [43:40] . That's good [43:40] . If you have any [43:43] further questions about specific projects, I'd be happy to [43:44] answer them. That's all for now [43:46] . [43:47] thank you. That's [43:48] wonderful. I am [43:52] grateful for your efforts and for everything you do. You're a [43:54] rock star, boss. I am [43:55] truly grateful. We [43:57] really need the cooperation of the entire team [43:59] . Every staff member in District 4 is [44:04] involved in these projects in some way [44:06] . Well, when it comes to financial management [44:08] , Donna Board is doing an [44:10] excellent job [44:12] . Amanda, Betsy, and [44:14] many others are helping to put these applications together [44:18] . Leslie did a [44:21] fantastic job with Wilderness PSD [44:22] . Therefore, this is a [44:25] very collective effort. [44:27] And there is a wonderful committee [44:28] . There is a great committee [44:30] . I'll take one. [44:32] However, [44:33] yes. thank you [44:34] . thank you. [44:35] And once you've finished your work here, please give me just [44:36] five minutes [44:38] . I [44:38] have a question for Walter [44:40] . yes. [44:41] Thank you, Lawson. [44:43] Now, let's move on to the committee members' comments [44:45] . First, I would like to thank the [44:50] city of Somerville for hosting the Potato Festival [44:52] . It was a truly [44:54] wonderful event. [44:56] Many people visited, and everything went well [44:58] . Therefore [45:00] , I applaud them. I would like to [45:03] thank my adjutants for their help. This was a [45:07] great deal. [45:08] And this weekend is the Crest [45:10] Wood Autumn Festival. [45:13] If everyone can participate, we'll be displaying large pumpkins and other items this year [45:16] . On Saturdays, large pumpkins [45:19] and other large vegetables will be on display [45:20] . It's Saturday, so please [45:24] come! [45:27] Well, Mr. Chairperson, on behalf of not only me but the [45:29] entire committee, I would like to ask you, if [45:34] possible, to observe a moment of silence for former committee member Ken [45:36] Altiser [45:39] . Commissioner Altisser has [45:44] dedicated many years to this court and this community, and has accomplished [45:46] many wonderful things during his tenure [45:48] . This is a token of our gratitude for what he has done for [45:50] this county [45:51] . [45:54] Well, I'd like you to observe a moment of silence for a little while [45:55] . [45:57] yes. [46:18] thank you. [46:23] Commissioner Robertson. [46:24] Well, as Commissioner Chapman [46:26] said, the [46:27] Craigsville Fall Festival starts tomorrow night, [46:28] Thursday. Friday is [46:30] Kids' Night and [46:31] Farmers' Parade. [46:33] Saturday is the [46:36] Giant [46:38] Cultivator Contest (I might get the name wrong). I [46:41] think it was the parking lot for Food Lion. Furthermore, [46:44] all of the Craigsville Fall Festival events, including the main parade, [46:45] take place on Saturday. [46:47] Then, the Bigfoot Festival comes around the weekend of Columbus Day in October [46:51] . I think it was the 9th, 10th, and 11th [46:53] . Due to various circumstances [46:55] , it's a little [46:57] different from what I expected. It's very child-friendly [46:58] . There will be a pumpkin carving [47:01] contest, a hot dog [47:03] eating contest, a beard [47:04] contest, and more. [47:06] Children can participate in a [47:07] treasure hunt game in the forest, searching for animal cutouts [47:09] . It's very family- [47:12] friendly. Alcohol is prohibited at that [47:13] festival [47:15] . Therefore, this program is open to everyone from 1 year old to [47:17] 101 years old [47:19] . And [47:20] I always say that it comes down to either getting an education or having [47:21] fun [47:22] . So please do [47:23] stop by. The [47:24] entrance fee is $10 per person. [47:26] Mr. President, I would like to nominate Commissioner Roberts for the [47:28] beard contest [47:30] . [47:31] Unless Eric shows up. As I [47:33] said. [47:35] Who was that skinny Dale Earnhardt? [47:36] Yes, it's Jeff. [47:37] Um, I understand. [47:39] So, are there any motions to close the session [47:40] ? [47:43] Please submit a motion to adjourn this regular meeting of the Nicholas County Commission. Today is September [47:46] 16, 2026, at 10:30 AM. [47:48] A motion has been submitted. Is there any [47:49] discussion? Who agrees [47:51] ? The meeting is now adjourned.
