[0:08] First order of business is pledge of allegiance. [0:16] To the flag of the United States of America, and to the Republic for which it stands. [0:21] One of the nations under God, and to the result of liberty and justice for all. [0:31] Okay, next up. Approval of minutes, September 1st, 2026, that was a special meeting. [0:40] I did review these and I move that we approve them as drafted. [0:49] Motion and Discussion? [0:50] Yeah, I don't know. [0:53] So we have. Yeah, we have. Okay. [0:57] Motion and a second. [1:00] Any word discussion, they're being none of those of they were say aye, opposed and that [1:06] unanimous. [1:07] And we have September 9th, 2026. [1:13] I reviewed the minutes and moved to accept them as drafted. [1:17] Motion and a second to accept, as drafted, any more discussion, they're being none of [1:23] those of they were say aye, opposed and that unanimous, approved both sets. [1:29] Next up, Certificate of Compliance, request 2-4-2, 1676-303 Chestnut Street. [1:40] All we were waiting for was an updated app that planned showing the Stonewall along the 25. [1:47] And that has been surveyed on, and we have what we need is actually a little bit forward [1:55] of the 25. [1:56] So we go a little extra protection there, but that's all we were waiting for. [2:00] So we're good, and I recommend issuing a full complete certificate compliance. [2:06] Erosion control is removed and everything okay. [2:10] Okay. [2:11] Go to the commission. [2:12] Brad, any questions? [2:13] Good. [2:14] I'm all set. [2:16] Okay. [2:18] I move that. [2:19] You grant the CSE for 2, 4, 2, 16, 76, 3, 3, chestnut, 2, 2, 2, 3, 2. [2:26] Motion in the second. [2:27] Any more discussion? [2:27] They're big none of those, all those in favor say aye, opposed to unanimous. [2:35] Next up, small project, NACC number 381-27, hepatic a drive [2:46] may not be how you pronounce that. [2:52] So this project falls under category C for sheds of 100 square feet or less. [2:58] The applicant proposes to install an 8 by 12 shed outside the 50 foot no build zone. [3:04] Question place will replace existing lawn under the shed and the shed will be supported by [3:12] Cinderblocks. Conservation staff, we measured to the closest point to the wetland and we confirmed [3:19] it's 54 feet. So this is a picture of the area right here where the shed is going to go tucked [3:26] in the corner here, pretty straightforward. [3:31] I recommend that you find it to qualify as a category C [3:36] and approve the project with following conditions [3:40] that any grass or sod removed under this footprint [3:44] be disposed off site or greater than 50 feet from the wetland. [3:48] And that a post construction inspection [3:50] And by conservation staff, be done to verify the shed is in its location and its size as proposed. [4:03] And I don't feel that erosion controls are necessary. [4:08] Pretty straightforward. [4:09] Any questions from the commission? [4:12] For me? [4:13] I'm all set. [4:14] Thank you. [4:14] No questions? [4:16] No questions? [4:20] All right, I need a motion. [4:21] I know that we find that this qualifies the category C, and we implement the conditions [4:28] as to buy any. [4:30] Motion and a second to approve. [4:32] Any more discussion? [4:34] There are being none of those of favor say aye. [4:36] Aye. [4:37] Opposed? [4:38] And that's unanimous. [4:43] Okay, we're two our first request to continue. [4:48] 242, its modification request for a great pond road, DPW boat launch, 242, 1900, request [4:57] to continue to October 14th. [5:04] Motion in the second, any more discussion? [5:07] They're being none of those of favor say aye, Opposed, and that's unanimous. [5:13] I'll skip to the second request to continue, that's under Notice of Intent. [5:19] This is very street, term-pike street town of Northeanne over the fire station. [5:26] Number 2, 4, 2, 19, 30, request to continue to October 14, 20, 26. [5:34] Second. [5:34] Motion and a second. [5:36] Any discussion from the commission? [5:38] They're being none of those of they were say aye. [5:41] Opposed? [5:42] that's unanimous. That's continued. [5:47] Okay, back up, a request for determination of a [5:49] applicability to 16-ray street. [6:07] Okay, so I'll give a quick overview and we'll [6:10] shoot with more cameras with us this evening. I'll give you a rundown and you [6:16] can fill any gaps and answer any questions. So the project involves a [6:21] a septic system upgrade with a new pump chamber, a septic tank, [6:27] force main, and a presby-style leaching field. [6:30] The wetland resource area on site is an isolated vegetative wetland, [6:35] and it's associated 100 foot buffer zone, located at the front of the property. [6:41] And there is an off-site wetland that projects its buffer zone onto the rear section of the parcel. [6:46] No work is in that buffer zone. [6:49] All the work is outside the 50 foot no build zone to the isolated wetland, and it includes [6:56] filling and abandoning the existing leach pit, pump and fill and abandon existing septic [7:03] tank, install a new septic tank, a pump chamber and a small section of the forest make [7:08] that will wrap around the right side of the house. [7:12] The leech field will be installed at the rear of the house outside all jurisdictional areas. [7:19] The plan shows a stockpile area outside the 50 construction access routes along the driveway [7:25] and the front of the house, and a potential. [7:30] A majority of the security and the authority of the area. Eurasian controls are proposed along the edge of the driveway and along the 50 foot no build zone, so that the entirety of the work areas are enveloped. [7:41] I inspected the wetland delineation and found it to be accurate. The health department has approved this design so they've signed off. [7:51] So, if there's anything I miss will you can let me know. [7:57] I think Amy explained it as a septic replacement. [8:01] Initially we were going to be placing in the front yard. [8:04] When we got out there we noticed that it looked like a wetland. [8:06] Had the wetland sign just come out. [8:08] It's nicely wetland. [8:09] So we're limiting the work to basically the septic tank in a pump chamber [8:13] and pumping out back outside of the buffer cell. [8:22] Questions from the commission, Brad? [8:25] I just want to say I'm so happy to see do you watering on here without being asked? [8:28] I'm also, I'm also, I'm also, I think, I think, good. [8:33] No question. [8:34] Good. [8:35] I have no questions either. [8:38] Looks like a good project. [8:40] The erosion control inspection is going to be key on this, but there's a lot of disturbance [8:44] up front, but Amy's taking care of that. [8:48] So the recommendation is to issue a negative three determination with the conditions listed [8:54] pre-construction inspection, post-construction inspection and I need a motion at this point. [9:08] Motion and a second. Any more discussion? [9:11] Just want to confirm we don't need all the time. [9:13] For our, yeah. [9:15] We do. [9:16] Yes, we do. [9:17] I don't know if anyone's here. [9:18] But thank you very much. [9:20] That's good. [9:21] And she highlighted it more we do. [9:24] Yeah. [9:26] Good one, Matt. [9:29] Do we have any comments from a butters on 2016 Ray Street RDA, non-answer? [9:37] So we do have a motion in the second to close negative three with conditions, all those [9:44] in favor say aye, Opposed, and that's unanimous, thank you very much. [9:51] negative, [9:56] now moving on to notice of intent, [10:01] 242-1933-260 Carlton Lane. [10:12] All right, [10:15] so just as background, the house was constructed in 1984 under order of [10:22] conditions 242-241 and a COC was issued in 1986. [10:26] So this was prior to local by-law regulations. [10:31] Therefore, part of the house and most of the driveway are within the 50 foot, no build zone. [10:38] Project involves demolition of the rear deck, stairs, and rear porch. [10:45] And the proposal is to reconstruct a new slightly larger sunroom, a smaller deck, and reconfigured staircase. [10:56] The proposed stares will be reconfigured to be further away from the wetland but still be within the 50 foot no build zone and a waiver request has been submitted. [11:10] I reviewed the wetland delineation and found it to be accurate. [11:13] The roads control stockpile area and construction access are shown on the plan. [11:21] Maureen hurled with Norse environmental here, with I don't know what else. [11:26] So you can introduce everybody, I guess. [11:30] This is Pat from Black Dog Builders, the contractor. [11:34] In just to follow up on Amy's description, we are reducing the work or the square footage within the 50-foot buffer. [11:42] trying to improve the overall existing conditions. [11:46] We did receive a DEP file number, and there is no comments. [11:51] And we're not proposing any grading [11:54] or tree removal as part of this project. [12:05] So the only work that would need a waiver is [12:09] the pretty much the stairs and the little tiny corner of the sun room. [12:12] Yes. [12:13] That is going to be less of a disturbance within it than the existing condition. [12:18] Yes. [12:27] Just sorry just two questions with the news with the old state where the old stairs were what what we sort of under there is it [12:38] dirt [12:39] I believe so Larry under the stairs. Is it just exposed soil and dirt? Yes, is that going to be just kind of lawn afterwards? Yes [12:48] We'll stabilize that area. All right, and just in terms of just the location of the new stairs [12:53] just kind of looking at the project, was it, was there any consideration to putting those [13:00] kind of, on the other side of the deck kind of closer to the sunroom, which would have [13:06] been out of the 50? [13:10] I think there was any, I don't know, I would have to speak for our designer on that. [13:15] If it's something that would be better, you know, for the committee, it's definitely an option [13:20] we could accommodate or you know, look into it for sure. [13:24] I think it would be a little bit awkward because, as you would leave the sunroom, that would be where the doors located, so to have the steps directly right there. [13:36] A little bit of a hazard if you lose your balance. [13:40] Okay. [13:42] I think those are my only questions. [13:47] Any questions? [13:48] The courty. [13:51] There's no plan to extend the concrete pathway from the bottom of the steps to the existing [13:56] pathway. [13:59] There is no plan that's shown. No. Okay. [14:04] In obviously, if that gets redesigned, we will be back to the commission. Great. [14:09] All right. Also, I have a question. [14:16] It's about your material stockpile area. [14:22] If you... [14:25] It looks like it's in an awkward spot, if you come up the driveway, [14:33] it looks like you don't have enough room before that rapid drop off, if you're going around the left side of the house with a small dump truck or whatever machine. [14:47] And it looks like if you go to the right of the house, you have a septic tank and the subsurface [14:56] piping to deal with. [15:01] Not sure how that's going to work for you. [15:04] I think Mr. Sullivan's design was just put it as far away from the resource areas as possible. [15:13] We could possibly put it on the existing patio if the commission was open to that location. [15:21] You know, it's really minimal work in terms of soil and raising the existing porch in the deck. [15:30] Mr. Sullivan's proposal says that we are pretty much going to be tracking it off site as work goes, but that's another alternative. [15:42] I'll just, if you're comfortable with where the stockpile area is now, I just wanted to point that out that it may be difficult and anticipate a possible change in case it doesn't work when you get started. [15:56] So, if you're good with it now, I'm good with it, too. [16:01] You can make it. [16:09] So, we have the alternative analysis that talks about, you know, [16:19] previous building that predates the bylaw. [16:26] That's certainly true. [16:31] I, I reviewed it and I personally don't have any issue with the alternative analysis as presented. [16:39] And I just kind of want to touch that base before we, before we move up, a waiver request. [16:49] And yes, where before we get public comment, too? [16:53] How do you, is it cool and not 50, right? [16:57] Not in the 50. [16:58] I'm looking at the photo. [17:01] We're pretty picture here. [17:02] Very nice, by the way. [17:04] It looks like there's a concrete landing patio. [17:07] At the base of the stairs. [17:09] Extending. [17:10] Oh, okay. [17:17] It just wasn't reflected on the plans. [17:21] Yeah. [17:22] You're right. [17:25] I picture it because I didn't have that. [17:27] Can I just take a quick look at that? [17:30] Thank you. [17:33] Thank you. [17:37] Thank you. [17:38] Okay. [17:38] Okay, [17:51] so the thought is that the commission is open to it that it would be within the existing footprint of the deck that shows. [18:02] So on the plan it says the existing deck 12 by 15 to be raised. [18:08] If we could keep that as a wooden, I guess patio for a lack of a better word, wooden landing. [18:16] So it wouldn't extend to where the bottom of the steps are? [18:20] Are you mean extend pass the steps? [18:23] Pass the steps. [18:25] Or even to the bottom, according to the red and the picture. [18:33] Yeah, this stairs would extend that part. [18:51] Just that architectural. [18:53] Yeah, it looks like we're getting that area back as well. [18:56] Yeah. [18:57] This is [19:02] showing the building. [19:04] Oh. [19:05] Oh. [19:06] We're the stairs are landing on the interesting view. [19:14] Yeah, actually. [19:17] Yep. [19:18] This cross section, [19:19] And it shows two by six pressure treated deck frame out beyond with the sonotube here, actually, yeah, I didn't, that's not a structure. [19:40] Oh, it's definitely a structure. [19:42] Yeah. [19:43] No doubt about that. [19:45] On the other side of the stairs and the stairs. [19:50] All right, so in summary, what we've got here is what's in red here is perfectly acceptable. [19:58] You're giving us a little bit of air you back in your kind of building which you had before by right. [20:04] This little patio that we've added on, that's, we're getting a little bit extra here and we don't even [20:11] it's not even on the plans yet, so in that would you want that outside of the 50 foot or at least within [20:20] the deck would print without a son or two? [20:25] With end the deck foot print, I don't think we get to say a whole lot, because you're [20:29] replacing and kind. [20:32] Extending outside of it, which really looks like what you have in the picture, is probably [20:37] going to be a bit of an issue. [20:41] Yeah, maybe. [20:44] I mean, it's an issue, it's an issue because it's not on the plants. [20:47] Yeah, it's an issue. [20:48] Yeah, I understand. [20:49] It needs to be on a planet. [20:50] I think we have to continue this anyway. [20:53] Oh, we do. [20:54] Yeah. [20:56] If because we have an extra week between our meetings and I didn't prepare an order of [21:01] conditions so I would screw up the 21 day, I would screw up [21:09] the ones. [21:09] So we couldn't, we couldn't go to the room. [21:12] I just didn't. [21:13] Anyway. [21:14] Okay. [21:16] We could vote to approve on it. [21:17] We just couldn't. [21:20] Close. [21:21] We can't close. [21:22] What I would suggest is this that since we're going to continue it anyway, could you augment [21:33] these plans with that low-decking that you have planned and where the sun room is a [21:53] little [21:55] whether you are decreasing the amount of yeah yeah and will the sunroom itself as you say it is slightly a little bit larger that expands on to the existing deck that's completely outside of it is [22:16] understood. What I was getting at in a very awkward way was, would you redo the calculation [22:25] with that low-decking include? [22:30] And and shown on the plan and calculate if you are proposing more or less encroachment into the 50 footnote bill. [22:46] Which is to say, probably you don't want to do that. I mean, you wouldn't want to go beyond [22:55] footprint that's already there, right? [22:58] And then shrinking it away from the 50 like the stairs are doing is it's still in the 50, but it's further away [23:10] Which is the positive? [23:14] Okay, so from what I hear from the commission if we keep within the existing deck foot print it should be okay [23:20] Weeks man beyond that it might be in [23:27] it. I [23:27] We kind of look at it as [23:29] Have the right to build back or stop was [23:33] If you want to expand, we have to have a conversation. [23:38] There are not. [23:44] I would also like to see in your coming back anyway, in the alternative analysis location of the stairs, please. [23:53] Thank you. [24:00] Okay. [24:00] Some small changes here. [24:02] I don't think we're ready to vote on the waiver. [24:05] Or to close for reasons stated. [24:08] So, why don't we, you know, I would advise you to continue until it's three weeks from now. [24:16] It's October 14th, and I think you're pretty close. [24:26] We hopefully can close on that night. [24:29] Okay. [24:30] Close the energy. [24:31] Yeah. [24:34] Amy? [24:35] Oh, just a public hearing. [24:36] That's all. [24:37] Yeah. [24:38] I don't think anyone's here. [24:39] Yeah. [24:39] Are there any, yeah, are there any, yeah, there remind me three times. [24:44] I have to remind myself. [24:46] Schedule is an issue you might not want to come with a plan A and a B, [24:50] like ask for more patio and do we want to reduce it to existing footprint? [24:58] Is there any public comment on 260 Carlton Lane? [25:04] None answer. [25:09] Motion and a second to continue. [25:12] Any more discussion? [25:13] They're being none of those in favor say aye, I'm opposed, and that's unanimous. [25:19] This stands continued. [25:21] Thank you. [25:23] Thank you. [25:24] Thank you. [25:25] Thank [25:27] you. [25:31] Okay. [25:31] Next up in forcement order, violation, 449, summer street. [25:39] The commission will recall that we issued an enforcement order for clear coming in the [25:51] to figure out whether cutting was done in the 25 and to locate the [25:59] stumps. So we do have that, but I haven't gotten a chance to get back out [26:04] there to verify. And I also want to look now, maybe there's no cutting in the [26:12] 25, but there could be a whole bunch of stuff that we've done there from the [26:17] So that's what I wanted to have by and look at the way online too. [26:24] So I'm requesting a staff just extra time to do that and if we could continue to the 14th of October, I appreciate it. [26:32] So we have an enforcement, you put an enforcement letter out and it may not be complete, is that what you're saying? [26:44] Well, I mean, I mean, I mean, yeah, I just, I want to know, and again, maybe no trees were taken in the 25, but they could have just dumped all the stuff. [26:59] Because I, because I, yeah, there was a lot of, yeah, there was just a lot of stuff out there. [27:04] And you got to inspect the weather? [27:05] Yeah, and I'd be just inspect the weather too, so. [27:09] Okay, so do we want to approve this? [27:13] A man did an enforcement order? [27:17] No. [27:17] I would be the existing enforcement order in place. [27:21] And then I can go out and take a look just to verify this plan. [27:26] So when you said you wanted to continue, you meant you wanted to continue. [27:31] Yeah, to 1014. [27:34] Sounds good. [27:35] I moved it. [27:35] We continue to October 14th meeting. [27:38] Second. [27:40] Motion in the second. [27:40] to continue the enforcement order for 49 summer street, any more discussion. [27:46] They're being none of those of favor say aye. [27:50] Opposed? [27:51] And that's unanimous. [27:52] That is continued. [27:57] Moving on to general, new and old business. [28:05] Let's tackle this. [28:06] When Northeans over wetland protection regulations are revisions. [28:11] Just a little history. [28:12] We had a special meeting on this, September 1st, had a very detailed discussion and created [28:24] modifications to the Quello's Protection Regulations. [28:31] We have issued a final draft, red line and straight up draft of the revised regulations, [28:40] And we may be ready to vote on that, to approve those, to approve that version of the regulations tonight. [28:53] So the first question is, do we have, does everyone reviewed the newest version that Amy issued? [29:04] I think about a week ago. [29:09] Good. Good to go. [29:10] Yeah, you did. [29:13] Are we in a hurry? This is what we should do. We're just the full of us. [29:18] Well, we can. [29:21] I don't think there's any urgency to adopt them if we want to wait for the next meeting [29:27] as in three weeks. [29:29] I don't know if we can have more people than two. [29:31] No, I don't know if we can have more people than two. [29:32] No, I don't know if we can have more people than two. [29:39] Let's see if we have any input from the public on the wetland's protection, modifications as drafted. [29:49] Is there a question whether or not we sorry anything that should be getting from the revision? [29:53] That's where we're going to wait for that. [29:56] We can address that now. [29:58] Yeah, and I'm really glad the only thing I saw. [30:00] I was under your 24, where it's a structure that has a capital as a structure as a structure as a structure should be capitalized throughout the whole. [30:08] Yeah, but I mean, you do capitalize that I think throughout. [30:13] You think I saw a capital as a stroke, but when you say structure or structures, the plural version should be capitalized. [30:19] Okay, got it. [30:21] All right. [30:27] Yeah, I was going through, and the way the document went was there were many revisions, sort of in the first half, and then it was a section where there wasn't many revisions. [30:43] And I just want to make sure we get all the bullets out of there and turn them into out of New Mexico. [30:49] I think there were a few lists in there that were not. [30:54] Okay. [30:55] There were still bulletin. [30:58] Probably. [30:58] Okay. [31:03] So these are really just recording issues. [31:14] I guess I'd like, you know, should we, should we go ahead and prove it with these modifications? [31:25] These intended modifications? [31:28] We're waiting for three weeks and doing it again. [31:33] I'd recommend doing it now just because of the issue that we had before that if you [31:38] already got a group of people that aren't here. [31:40] And that's a can they not vote on it on the next. [31:43] I don't. [31:44] I have a look back on who missed what when. [31:46] And if I miss one and let's say one of these two guys. [31:49] Yeah. [31:50] We don't have a quarter. [31:53] Oh, you know, thanks for. [31:55] You're right. [31:57] We've also discussed, you know, maybe another run at this in time in the near future. [32:02] So if there's anything we need to do now from other folks, I'm sure we can do it then. [32:05] So I'm also going to miss the next meeting shots. [32:09] Okay. [32:10] I'm also going to miss the next meeting shots. [32:11] Okay. [32:13] This is right. [32:14] And Jack, you know, just concerning what you're saying about the bullet points. [32:18] So in the end, is this going to have no bullet points? [32:21] No. [32:22] we're going to change the bullets to ABC's help in the right areas like page 2627 probably [32:28] had A through Z we have some A, Oh yeah yeah. [32:38] And you're right, Matt, there were a few things that actually came out of them and it's [32:43] from this September first special meeting that they were follow ups that required some additional [32:50] will research for refinement. But for the most part, we went through everything. [32:59] And it's [33:01] pretty much ready to go. So for instance, on page 17 where it's got these here, those [33:08] won't be going. So we need to want to just, you know, identify these, I think. [33:15] Yep, so, but for some, yeah, I played the Yad, though, turned to Elf and the Mera. [33:24] I know that, yeah, now that I think... [33:25] Well, you've got most of them, but I think they're not all of them. [33:28] Yeah, I'll get them. [33:29] Yeah, ages, um, twenty-six, twenty-seven, twenty-eight, twenty-nine, or all bullet points. [33:37] Yeah, this is, like, psych condition requirements, got it. [33:41] What about for like 5.1 jack? It's not bullets. It's arrows. That's nice. [33:47] And I noticed those two. Those are the same as bullets. [33:49] So we're going to have them. Yeah. So under the no-deservant one. [33:52] This is 31. [33:53] Yep. Yep. [33:54] In here. [33:55] There are a lot. [33:57] Yeah, I know. [33:59] This is when you get into like, what? [34:02] When the application requirements. [34:03] What's that? [34:04] I will do that. [34:08] Yep. [34:14] Okay. [34:15] That's easy enough. [34:15] I guess I move that we have proved and then it's to the moment. [34:22] And so, public comment. [34:24] Yes, so we have public comment. [34:26] No, no, no. [34:32] Please, please state your name for public comment. [34:35] I'd rather. [34:35] I'm a Linda Perone 65 met a Woodrow in North and over. [34:39] This is with regards to my first question, [34:44] with regards to the riverfront map. [34:46] So the Riverfront map has been in the middle of revision. [34:54] And there was some question at the meeting which [34:58] talked about the Riverfront map about two rivers in the southern [35:03] part of Northandiver. [35:05] The first was the Skog River that was mentioned. [35:10] And the second was Emerson Brok, which I apologize, I [35:14] didn't recall the name. [35:16] So there's two bodies of water that aren't on the riverfront map. [35:20] And I'd like to ask if that is going to be revised [35:24] to include those two bodies of water, particularly [35:27] a Skug River, but also Emerson Brooke, which [35:29] runs parallel to Boston, Brooke, and then down into Ipswich River. [35:37] I think the Skug River is addressed in the new draft. [35:43] And I'm referring to the 2026 theme of flood map, which labels each one of those, and I sent Amy [35:54] a document, unfortunately, I sent it yesterday, I didn't have time to send it earlier. [35:59] And in my calculation, almost half of the watershed in Northand over runs to the Ipswich River. [36:10] And so I think it's important to make sure that those are on the Riverfront map, each one of those are labeled on the Riverfront map as much as possible. [36:23] Thank you. [36:24] That's our intent. [36:26] All of them, including, I think we have a park or river tributary. [36:33] How do we handle revisions to the Riverfront map? [36:37] Well, I am hold on. [36:40] So, I do have, let me just find it. [37:06] All right, so here's the updated map. [37:10] It's a little, it's better to read. [37:13] It's clearer and we do have the scug. [37:15] So that's included. [37:22] Where's Emerson Brook? [37:25] So Emerson, Emerson Brook runs between Boston Brook and Skug River. [37:30] It's the wetlands you see to the west of Turnpike Street, as you're going south. And the upper [37:36] Emerson Brook actually begins just west of Barry Street, according to the theme of floodmaps. [37:44] I know, but is it perennial though? That's the question, [37:54] try to find it. [38:10] I'm seeing Boston, Brook. [38:14] I see Barry Street. Just across from Barry Street [38:24] at the middle of the middle of [38:30] the [38:30] direction. Yeah, that's that's metal can order in process handle with lane. Just north of [38:38] that. [38:41] So this. That one. Yeah, so this is like so the USGS. National map is showing. [38:52] These. As per Nail. They don't have the names on it, but. [39:01] The FEMA flood map shows it coming [39:06] just east of windkist, it starts just east of that. [39:12] Well, the national map shows it was perennial, that's pretty, [39:15] of course, so it seems like it should be something that shows up. [39:18] Yes, I mean, this is one of the go-to, so. [39:22] I mean, I don't, so it's shown as perennial. [39:27] Yes, it's just to have the name on it. [39:32] Like not every perennial stream has a name on the USGS. [39:41] Where did you get the name, where did you get the name, Emerson Brooke, Emerson Brooke is on the female flood map? [39:48] The 2026 female flood map. [39:56] I don't know this is out of line. [40:00] I feel it's important, particularly to quantify. [40:07] What's in this other part of town, because it does seem to be almost half, if not more, [40:12] Then half of the watershed in town, and it all runs to the Ipswich River some way. [40:21] So that'd be Mosquito Brook, Fish Brook, Cedar Brook, Rocky Brook, the Skug River, [40:29] Emerson Brook, and Boston Brook. [40:32] And some of you may recall, we were having some trouble over in our area of town with dumping. [40:37] So I came to the committee first because we were having that dumping. [40:40] And what I found was it was challenging to get response from town about dumping in the area. [40:48] I asked the Ipswich River Watershed Association if they could help us because our water flows to the Ipswich River. [40:54] And so I became a member of the Ipswich River Watershed Association and I once there last meeting. [40:59] And when I went to their meeting at the very end of the meeting they asked for questions. [41:03] And I asked, I said, well, here in North Handover, I'm the citizen of North Handover, we have a wonderful, we have our own wonderful water [41:17] source reservoir, like a Chick-Wick, and throughout the meeting they had talked about drought, and how they were having a hard time with drought. [41:24] And I said, North Handover has such a great watershed, how come we help you with drought? We have our own reservoir, we have our own source of water. [41:33] And there's a response that Aaron Bonnicacee said to me was, well, we would like to have some water from Lake Chickwick. [41:43] So my impression was that we should be aware of the watershed that's in town, both the Chickwick, Lake watershed, [41:53] Now I'm at River Watershed, Park River Watershed in the Ipswich River Watershed, and be aware and to quantify those, so that we know what's in North Handover and what's, you know, the value of the North Handover watersheds. [42:12] What did Miss Casey say? [42:15] When I asked how we might be able to help with their drought because we have such a great watershed here. [42:23] And we have our own her response in front of the, in front of 300, 400 people was, well, we would love to have you send some water from Lake Kachikowak. [42:37] So that concern me, and that's another reason why I would like to make sure that we know what's in our watersheds to be able to quantify. [42:47] Okay. [42:48] Sounds like a reasonable request. [42:51] Does it make sense? [42:52] You think to put the, put Emerson Brook as a perennial stream on our map of rivers? [43:01] Yeah? [43:10] Yeah, do you want to? [43:14] Good homework. [43:18] But we can't, we can't authorize distribution from Lake Cachick Lake. [43:24] Oh, I'm simply asking for awareness. [43:27] So we're all aware. [43:28] That was tongue-in-cheap. [43:30] Yeah. [43:32] Just trying to be clear. [43:33] Yeah. [43:34] It's part of water. [43:36] And it's kind of you right in there. [43:38] Yeah. [43:38] It's kind of you. [43:39] It's kind of you. [43:39] It's kind of you. [43:39] It's kind of you. [43:40] It's kind of you. [43:42] That makes perfect sense. [43:46] Thank you. [43:47] Thank you. [43:47] Thank you. [43:48] Thank you. [43:54] Thank you. [43:54] Thank you. [44:02] Thank you. [44:03] And ask that epsilon hat that as a label on this map. [44:11] That's some good. [44:12] Sounds good. [44:13] Yes. [44:19] Do we still want to approve? [44:22] I think we have a motion in the second. [44:25] No, we don't. [44:26] No, I didn't finish the motion. [44:27] You didn't. [44:28] No, no, no, no. [44:29] That's right. [44:30] Okay. [44:35] So I move that we approve the modifications to the North End of a Well and Protection Act. [44:41] And, uh, with the revisions listed today. [44:47] Motion in a second to approve the revised, [44:51] wetland protection revisions, regulations, revisions, [44:56] uh, any more discussion. [44:58] They're being none of those in favor. [45:00] Aye, aye, aye, aye, aye, aye, aye, aye, aye, aye, [45:05] aye, aye, aye, aye. [45:07] Excellent. Motion, shall we? [45:09] Motion, shall we? [45:16] Okay. [45:19] Last meeting we did discuss, possibility of having a of addressing the performance bonds, [45:27] specifically, how do we handle? [45:31] Just revisit our policy, which has been cash all the way, and keeping the bond, our bonding [45:42] policy consistent, even with town sponsored projects, whenever the town hires a contract [45:53] to do the work, which is, I think, almost every time. [46:00] So we've been kind of mull on around and gathering information and our DPW is a pretty good [46:09] source of information, but we thought that it would be good to get a subcommittee together [46:15] to address this intelligently and recommend to the board maybe a better, more effective, [46:26] more [46:26] not only town projects, but, you know, consider how we do it all the way for all projects. [46:34] So, we are looking for the form of subcommittee. [46:42] Our subcommittees have been [46:46] three commissioners and one staff member. [46:53] So, we could start there and see if we could get, we could get going on that. [47:00] I would, I would like to volunteer for the, for the bonding subcommittee. [47:07] Is what I have this second. [47:15] I'm happy to help out. [47:16] Um, we have three at the first one here on May, also be interested, but I'm happy to all of you here. [47:23] Can we roll up your sling earlier on this issue? [47:25] Yeah. [47:28] Good. [47:29] To be clear, yes, I would like to volunteer. [47:31] Okay. [47:31] I don't want to take some of those spot if somebody else wants to be involved. [47:35] Okay. [47:35] All right. [47:40] You're welcome, Sean. [47:43] And I wouldn't mind being on the bubble in case one of the other folks, if you'll strongly [47:50] about it. [47:53] Have further offline discussions happened with the DPW since the last meeting? [47:58] No. [47:59] And I haven't tried. [48:01] I did reach out to them a couple of times to try and they seem to be very knowledgeable on what [48:07] done on other towns and with municipal projects. [48:12] We would have been a weird ask for a representative to be able to say. [48:16] I fully intended to get them into the loop on this. [48:19] They have. [48:21] We've got to bring them to the table. [48:23] That's all I was getting that. [48:25] Yeah. [48:25] And actually this up committee. [48:27] It's kind of a formal acknowledgement of the need that we have to do this. [48:33] So I think it gives them more of an incentive to, you know, that we're serious, and if they can help us, they're probably going to benefit too. [48:44] Yeah, definitely. [48:46] I'm sure they'd be interested in getting a path forward that makes sense. [48:51] Yeah, okay, so do we need to vote to form the subcommittee officially and we have three volunteers anyway, so I don't know if we voted on form a subcommittee, but I don't remember. [49:08] I don't remember either, I don't think so. [49:13] Actually, yeah, because I was on the hunting subcommittee and I wasn't voted on. [49:19] I'll just brow beat me into it, so. [49:25] So surprising. [49:29] So, okay, so good. [49:32] Let it let the minutes show. [49:34] We have this opportunity and we've got to believe [49:36] three members named here. [49:39] Okay. [49:40] So that's that. [49:41] All right. [49:42] I will do [49:46] a round robin, email, [49:49] The subcommittee in Jim and John [49:55] is trying to identify a first meeting time. [50:04] Then the final item on the agenda and under, I guess this would be general business. [50:11] Twenty-26, twenty-27 bow hunting dates. [50:16] I'll read them off, but Amy, you probably want to, you know, talk about what you guys are doing with it. [50:23] October 5th, November 28th, 2026, January 1, January 30th, 2027, those are both hunting. [50:32] That's both hunting season in North and over. [50:35] Right. So the state, the usual both hunting season is October November. [50:43] And the state for some reason decided to add an extra month and add the month of January. [50:49] So we will reflect that for our permitting for half mile hill. [50:55] So it's just more FYI that we're going to have an extra week. [50:59] I mean, it's statewide, so hunters can hunt in January, wherever they are allowed. [51:08] So it's more just FYI here, the dates and the two expected. [51:12] But we have the hunting permitting for half mile hill online now. [51:17] So a couple of hunters took advantage of that process last year, and it went smoothly. [51:26] So I mean, they have to go online to get their hunting permits anyway, so it's not like it's a foreign thing for them to do it for ours. [51:35] Yes. [51:36] Three hundred and a week, I believe, and that's what makes you choose their priority weeks, and then we issue accordingly. [51:48] Three hundred and a week. [51:49] Three hundred and a week. [51:52] Did I really? [51:53] I don't know. [51:54] I heard three hundred and a week. [51:57] Oh, three hundred and a week. [51:58] Oh, three hundred and a week. [52:03] Nothing will be left out there of that's the case. [52:06] He's getting in front of the dance. [52:10] He's just funny. [52:11] He's again he would not go hunting anymore. [52:15] Or is that still out? [52:19] It's connected to town farm. [52:23] That one is part of it. [52:25] It might be part of town farm. [52:27] It is direct connection. [52:31] Yes, I don't know. I mean, there are houses on, I forget the coldest act to the north, but I don't farm. [52:40] Coachman's laying. Coachman's laying? [52:43] Yeah, I, because I just can tell my daughter when to stay out of it. [52:47] Oh, yeah. [52:49] Telling farm is open about one thing. [52:52] Yeah, I don't know about what he would have bought. Has anything specific? [52:56] You got the country code laying, and then. [53:01] I alerted Windrush that I think was starting October 5th and they've actually got some volunteers doing some stuff. [53:17] This week to make sure the signs are in the right spot. [53:21] Oh great. [53:22] But they're ready for it. [53:23] We posted that in the spring, so they wanted to change a few and they're going to do that. [53:35] So that's the boat hunting dates. [53:39] While we're talking about hunting, we've been very active on the hunting, so I'll [53:43] committee this past you for the really for the month. [53:49] And we just yesterday finalized a list of all the open spaces in town that we have [53:59] care and custody of, and we're specifying what kind of hunting we either, we either [54:08] approve, you know, allow, or not allowed. So basically it's, you're allowed to hunt under the [54:17] same hunting laws as the commonwealth. That's full hunting privileges. We've got bow hunting [54:25] only, and bow hunting under our special rules for those two parcels, and no hunt. [54:33] So those are the four designations that we put in. [54:40] We don't have it, we didn't advertise it on the agenda for tonight in time to give proper [54:49] public notice. [54:50] So we're not able to vote on that until next meeting. [54:53] So we'll do that on October 14th, and Alexis has, she's working on the final copy. [55:03] You'll get distributed distribution of that well in advance. [55:08] So you have a chance to look at it prior to the meeting and we have three weeks. [55:14] I've negative input on content now. [55:17] My bad southern right. [55:22] So the last thing I see is a adjournment. [55:25] Second. [55:27] Motion in the second to adjourn. [55:28] All those in favor say aye. [55:30] Aye. [55:31] Opposed. [55:32] And that's unanimous. [55:33] Six.
