tonight is a budget amendment. Um, is
[1:59] going to go through the budget
amendments items one and two.
[2:05] » All right, this is an ordinance
approving budget amendment number two
[2:08] for fiscal year 25-26 or year ending May
31st, 2026. This is similar to what
[2:14] we've done every year is have our final
cleanup before the audit starts. I'm
[2:18] just a few different parts of this
amendment. The first part is just budget
[2:21] transfers to between departments.
Certain accounts are either under or
[2:25] over budget within the general fund. We
kind of move budget funds around. The
[2:29] result of this is it does not increase
the total general fund budget, so it's
[2:33] kind of a net zero just between the
various accounts. The second part of it
[2:37] is our annual transfer from the general
fund to the capital projects fund.
[2:41] We had budgeted $400,000 from the
general fund to the capital fund for
[2:45] this year.
On top of that, we have about a million
[2:48] dollar surplus within the general fund.
So, what we're recommending to do is
[2:51] take $500,000 of that and add that to
our capital transfer, leaving the other
[2:56] $500,000 within the general fund. So,
that make our total capital transfer
[3:00] $900,000 and the money left in the
general fund would allow us to keep our
[3:05] reserve
in that 60% range as it's been in most
[3:09] years.
The third part of it is increasing the
[3:13] United TIF fund budget $131,510
between the various accounts. Mainly,
[3:19] this is due to the just some properties
that were purchased through the years
[3:22] and TIF side grants that were more than
expected and then the silo lighting
[3:27] design work from the storm damage. And
finally, the last part of it is
[3:31] increasing the public works
facility capital projects fund $36,080.
[3:36] And this is just to more work being done
during this fiscal year than we
[3:40] originally planned on being done.

what we're doing is we're reducing the
[4:34] motor fuel tax salt budget purchase, but
then rebudgeting, increasing the budget
[4:38] in the capital projects fund to pay for
the salt.

an ordinance to dissolve Route 31 TIF.
[5:04] The board might remember at the last
meeting at our Committee of the Whole,
[5:07] we're in the 23rd and final year of the
Route 31 TIF, which includes um
[5:12] a a large amount of property south of 88
along Route 31.
[5:17] Uh this is a process that we have to do
uh as part of closing out the TIF. We
[5:22] just recently had a joint review board
meeting with the taxing districts to let
[5:26] them know of our plans to dissolve the
TIF, and tonight is the actual ordinance
[5:31] uh dissolving it by the end of the year.

purchase of rock salt for the 2026-2027
[6:00] winter season. The village submitted a
request to the state to be part of their
[6:03] bidding process
in April of this year. Last month, the
[6:07] village received an email stating that
we did not receive a bid for salt. Two
[6:11] options were given to us by the state.
Find and purchase the salt on our own or
[6:16] elect to stay with a state emergency
bid.
[6:19] Staff made the decision to purchase salt
on our own and we received five
[6:23] proposals out of the six companies we
contacted. Midwest Salt provided the
[6:28] village with the lowest proposal to
purchase 2,500 tons of salt. As Jason
[6:32] explained earlier,
the [clears throat] money originally was
[6:35] budgeted for out of motor fuel tax fund.
However, it will come out of capital
[6:39] funds now as the budget adjustment was
just conducted. The staff is seeking
[6:43] approval to waive the bidding process
due to the lack of bids that received by
[6:47] the state process and the potential
emergency nature of the salt shortage
[6:51] and award the contract to Midwest Salt
in the amount of $289,825.

Bremen Tower lighting project. Um as you
[7:29] know, the tower got affected by a storm
about a year ago or so. Uh we've been
[7:35] going through a process with a engineer
and a lighting expert to basically
[7:40] upgrade the lighting to to today's
standards for modern LED lighting is.
[7:44] When we built them about 8 years ago or
so, uh at the time they were state of
[7:48] the art, but now the LEDs are much
better. So,
[7:51] going through that process, making sure
we get it right, putting the grounding
[7:54] of the for lightning in the future and
things in the tower is all going into
[7:58] this process.
The company Protolight, they're the ones
[8:02] who actually program the lighting that's
currently on the tower. Uh we're going
[8:06] to them
uh directly by waving bids because not
[8:10] only do they have an a knowledge of the
program, but they are also one of the
[8:13] few companies that can program this type
of lighting. Uh by doing it this way,
[8:18] we just found out from uh the meeting
that we had with the development team
[8:22] for this project that this this was
going to get delayed again till spring
[8:26] because it's taking that long for them
to mock up the lighting.
[8:29] By going away from having to go specs
and go right to a company we know can
[8:33] install them and design them and do all
the programming, we can knock a few
[8:37] months off that timeline. That's our
goal. Um Protolight is one of the few
[8:41] companies that we know is qualified and
they were the qualified company last
[8:44] time, so we want to go directly through
them.

[9:19] Uh first, just want to remind everybody
that we're having August 29th is our
[9:23] redo of Independence Day fireworks show,
so it's here at the park. Uh we have a
[9:27] band playing from 6:00 to 9:00,
fireworks at 9:30.
[9:30] Um so, hopefully the weather is better
and we don't have uh all the rain that
[9:34] we've had the last few weeks.
Um second of all, I wanted to uh address
[9:39] the salt purchase tonight. Uh
just really good work by everybody
[9:43] involved. When we found out that the
state doesn't really give you a lot of
[9:46] notice. When we got the notice that they
had no bidders, it was only a couple
[9:50] days before the agenda that we normally
put the uh salt purchase on.
[9:55] Um, Todd Murphy, our street
superintendent, and Brian uh both worked
[9:59] diligently to try to locate salt.
Typically, the way it works since
[10:03] there's three main salt providers uh
through the state contract. One of them,
[10:08] rumors are that they may not provide
salt in the future. Another one uh chose
[10:12] not to bid most or if not all the
contracts, and the other one didn't bid
[10:16] any contract. So,
there was only a handful of towns that
[10:19] got uh salt through this. I think 260
municipalities were left without a bid.
[10:24] And some of the ones that did have salt
also got it um only half their bid or a
[10:29] portion of their bid filled by a
company. So,
[10:32] um it's really kind of looked at how
we're going to do salt in the future.
[10:35] Um, these types of variations are
unusual, uh but the flexibility we have
[10:39] financially and and what we've been able
to do with our capital funding made it
[10:43] real easy. And And the way that we'll do
this in the future is Jason and I and
[10:47] Brian will look at our road program next
year, for instance, and we'll look to
[10:51] maybe then balance what we used out of
capital for salt. We might use more MFT
[10:55] funding for road program next year. So,
this way it ends up being a wash after
[11:00] uh the funds in those two accounts. So,
I just want to give an update. They did
[11:03] a really nice job. They were on the
phone for days trying to hound people on
[11:07] where they can find salt. And we had to
have it on this board meeting because
[11:10] the people that had it weren't going to
hold it very long.
[11:13] Uh that and then village hall just a
quick update. We actually did get the uh
[11:17] appraiser finally out here today. So,
uh they walked with Brandon, our public
[11:21] works assistant director, uh through the
building today, looked at the damage,
[11:25] and they are um ready to make the report
to the insurance company on what they'll
[11:29] cover, uh which we're waiting for that
the report. But as of right now we've
[11:33] been getting everything lined up, so
I think we're we're moving in the right
[11:38] direction. Our goal is to have some
staff We're trying to have staff in as
[11:43] early as August 24th and reopen a
portion of the building.
[11:47] We're doing some things inside the
building beforehand, so we we're not
[11:50] sure it's going to wrap up in time,
but what we'd like to do is if not the
[11:54] 24th, soon after, but our goal is to at
least get this building up and running
[11:58] on on the side that's not damaged so
that people can pay water bills and
[12:02] stuff here.
