You you get you get into where it's at [3:25] now, 2 years old, it's almost impossible. This is a standard contract [3:29] that uh both agencies are that have canines. [3:33] Um the reason the dollar comes into play, sir, is that we're no longer [3:36] liable if the dog does something after it leaves us. The the dogs you run into now that are [6:33] trained in that if they hit on a car and it's got marijuana and cocaine in it a [6:36] defense attorney is going to fight that. The program Here's what I I I I told the [6:49] trustees in Waterloo Township I told the the Fayette council members the same [6:53] thing. You'll never know what it means when somebody's sitting in [6:58] Waterloo and saying let's go sell our dope down in North Baltimore and the guy [7:01] says nope they're going to bring that dog there. You'll never know what it's [7:04] worth. You'll never know what it's worth. [7:31] We started sniffing cars doing drug interdiction and there were people [7:36] posted driving by posting on all over the Fayette web page and within 90 days [7:40] both of dealers have moved out. [7:50] The fact that you're looking for it when we weren't really before. Uh so it's it it it you have to go [12:04] through your field training with every officer. Number one, we're liable if [12:08] they do something stupid if we don't go put them through field training. Can you go I know one of the concerns [18:00] that we had is we talked about was it is kind of a training It is a [18:05] training program. It's identified as a training program. [18:09] We're going to work We're talking about wanting to maybe [18:13] have other officers that are interested so we can do a sign-up or something like [18:18] that that that [18:21] so that like say Mr. Buckley was our first candidate to go this he would do [18:25] it for a year and bring that expertise back. We would send another officer to [18:29] get trained in the same field same training that they would bring that [18:34] expertise back. You know what I'm saying? [18:37] It's not just a one one person one [18:44] » That's going to be very difficult. >> One year is not a good cycle. [18:48] » It It takes sometimes it takes a year to build a case, but you got to understand [18:51] drugs is a little bit different than everything else cuz you have [18:53] confidential informants you work with and you willing to work with me and then [18:57] I bring somebody else in they may not work with after if drug investigations [19:02] are a lot different than than other criminal investigations because you got [19:05] to build your case usually through confidential informants. And they they [19:08] trust who their handler is I hate to use that word, but [19:12] it's true. Some of these cases are going to take [19:15] could take a year to build. >> What's your thought process on how long [19:19] this this this >> What is What is reasonable? And I I will [19:22] give you an example and I think I appreciate that question. [19:25] The city of Baltimore, you could be a detective for 5 years during your [19:28] 25-year career. It could be 1 year, go back to the road, and the next year be a [19:32] detective. Usually 5 years. Now, in this particular case, I think three is [19:37] reasonable. I think three is reasonable. Um give [19:41] them the time to build their expertise at it. [19:45] You can bring somebody in slowly during that time period to transfer off CIs if [19:50] you want to. But that will give you time to find out whether they're this is this [19:54] successful or not. Um I think that is that is reasonable a reasonable period [19:59] of time. I've been on multiple task forces. [20:02] » You think that three three years per per individual? Cuz if we continue this, [20:08] right, year after year three years What's what Do you think [20:13] that after three years of this Well, I mean, this is a [20:16] » That would be a That would be a fair question. Well, because because [20:35] the the training that they're going to receive here is going to make them very [20:38] valuable in extreme. >> That word I would use extreme. That's [20:41] why you they have to have a contract. They have to stay here for a certain [20:45] period of time. >> Yes. [20:46] And what would you recommend that be? And what would you recommend that [20:50] » Three years. Three years. Because And the mayor and I have talked about this [20:53] very issue, and I've watched it many times, folks, and and I've been on [20:57] state, local, and federal task forces. Somebody gets trained, and and the other [21:01] side sees, "Hey, man, this guy's pretty good." What do they do? "Hey, come work [21:04] for me for $8 more an hour." Come work for me. [21:07] » That's all we're about. >> And and that's what I'm concerned about [21:09] because I've worked in small towns via and that's why I've had these people [21:12] sign contracts and I've been employed since I've been here the full-time and [21:15] as well as part-time because we cannot afford the turnover is the most [21:19] expensive thing you have. Same way in the Village of Whitehouse, police [21:22] officers and firefighters that is the most expensive thing that you have and [21:26] you have to prevent it either by environment, pay, or have them sign. [21:31] » So so yeah, that's exactly right but the concern is yes, he's going to be in the [21:35] program or he or she will be in the program for let's say 3 years. [21:39] Right? But what do we get after that is what I'm talking about. I'm not talking [21:44] about 3 years that we're paying and investing in them mainly, you know, [21:48] invest if the this body decides to to go with this. My question my concern is when the [24:08] sheriff was here, he had told us that two things. One, that if there were any [24:13] there was any drug money, that would be split 50/50. And I don't believe that's [24:18] in the contract. And two, um [24:22] um [24:24] the amount of time that they're going to spend here in North Baltimore. We want [24:27] to make sure and I understand that if there are any case in Oregon, you know, [24:31] that could take a couple months and they're not going to be here. But then [24:35] they need to come here afterwards and spend time here. And that's not in the [24:39] contract. And that was something that the sheriff basically told us, [24:42] guaranteed us that would happen. I like things in writing to make sure [24:46] that they're covered. Do you think that's something you should get? [24:49] » Okay, I'd like to answer your question first and then I'll connect it to the [24:52] other part. Um the reason why I think a dual [24:54] approach is better than just the dog itself, the tips we're going to get from [24:58] the informants from working the drugs is where you start with your K9 as well. [25:03] It's kind of a two-pronged approach to it because when you have somebody [25:05] specifically working drugs, they're the ones that are going to get the tips that [25:09] they can tell the K9 handler. They can work together and stop vehicles for [25:13] traffic violations, sniff those cars. So, it's kind of a dual-pronged approach [25:17] to that. That's my answer to you. Now, to [25:21] Here's the question and the and answer to yours. [25:24] Uh [25:27] He, the sheriff, and I'm not speaking as the sheriff because I don't know what [25:31] his feeling is. I was never not involved in this from the beginning. He's willing [25:34] to come down here and help us. We have to be a law and go help him, [25:38] too. It should be a 50/50 road. [25:41] » So, why why isn't none of these other, like like you said, if they're working [25:45] on a case in North Baltimore, why isn't he [25:49] have the have somebody from North Baltimore who [25:52] can afford it a little bit more than what little North Baltimore can. [25:56] That's why why why pick North Baltimore and if we're not focusing [26:01] pretty much, I ain't going to say 100%, but [26:03] in North Baltimore. But again, it to to Mr. Ingard's point is why wouldn't [27:55] we start one program, see how it works out because we do have a police force [27:59] that cost the citizens of North Baltimore over a million dollars a year. And And if we've got a drug problem, as you're saying the sheriff [28:05] says it that North Baltimore is the biggest drug problem, his biggest drug [28:09] problem in Wood County, right? That's That's what you said. And [28:13] » I didn't say I said he may possibly believe that cuz he's willing [28:17] to put this information or put this amount of money into it from him. He has [28:20] one drug person and they're willing to spend the majority of their time down [28:22] here. That has to tell you something. It has to tell you something. And if there is um any [30:03] a drug bust that relates to some sort of financial [30:07] amount, we get 50% of that because that's what he stated when he was here. So, the answer to that is we [30:56] get would be a word I would use frequently [30:59] uh intelligence about drug activity. I'm not going to say where. [31:03] Uh there's a couple locations that are here. [31:06] Um >> So, we know about them. [31:08] » We know about them. Um [31:10] but when you only have one person out that's responding to calls, it's awful [31:14] hard for them to do drug interdiction. It's awful hard for them to do drug [31:17] investigations when you're in uniform and marked cars. It's all very [31:19] difficult. And I'll give you an example. [31:22] I was on a task force. It was a federal task force, local task force regarding [31:26] uh counterfeit money. It was with the US Secret Service. [31:29] Uh and I was a detective in Rossford at the time. And they were dropping bogus [31:33] money all over Northwest Ohio. So, part of this task force, it just so [31:38] happened these three idiots came to the Wendy's in Rossford and dropped their [31:43] bad money. So, stopped the car. We got there, uh [31:47] started investigation. They called me. I came out cuz I was part of the task [31:50] force. Interviewed, uh was able to help convince these people it's the best way [31:55] to go. Uh they were younger guys and led to a search warrant here at Bowling [31:59] Green State University where over $100,000 was found. [32:02] And I'm from Rossford. So, I My investigation led me all the way to [32:06] Bowling Green. You don't know where they're going to [32:08] take you. So, it's It's going to be hard. [32:12] Now, when I talked to them and met with them, they have software that can tell [32:16] you exactly how much time they're working on North Baltimore cases. They [32:19] have that They have that capability to do that. [32:20] » Who does? >> The The Sheriff's Office does. Sheriff's [32:23] Office does. They have the the capability to tell you exactly [32:26] percentage of time they're spending where and when. [32:28] Because I asked that specific They could question, "How do we know? How do we [32:32] know what they're doing and the cases they're working?" [32:34] They want to work this area. They we to work this area for a reason. [32:38] That's whatever you guys want in the contract, I'm not the guy to talk to. [32:42] » We'll sit down and we'll we'll sit down and [32:44] we'll talk to him. >> Well, let me ask you this, too. So, they [32:47] have the capability of knowing where everybody is. And if I'm not mistaken on [32:51] this contract, don't we have to only give 30 days notice and we can pull out? [32:54] » I think so. >> So, if they give us an update every [32:57] month and let us know how much time they're spending here, I don't even know [33:01] if it needs to be in the contract if we're not happy with that and they're [33:04] not willing to adjust it, we can pull the program. Um [33:59] and they're very difficult to find because people There's all these jobs [34:01] that are open out there for law enforcement. [34:03] Um I'm I'm willing to do whatever advise me to do. If we can work that [34:07] out, that's something. Uh my only concern is that we've got [34:12] Jordan through an FTO because we were going to hire her full-time and all of [34:14] this has been been been been drug out uh that she will go someplace else. She [34:18] signed a 3-year contract with us full-time. She's not full-time, so to [34:22] me, she's not in that contract, so she can go wherever she wants. [34:25] She can go wherever she wants. [35:52] And nobody's ever done anything about it. [35:55] We've let it run rampant and you know, one of [36:00] So we take a financial hit if this doesn't work out. At least we're taking [36:03] a shot and trying [36:06] to actually put a stop to it and work towards making North Baltimore better. [36:11] It's never been done before. It It really hasn't. They knew we were looking for this guy. He was tied to the safe cracking [39:49] case. They needed to find these safes. Said, "Hey, can you get the dive team [39:53] out?" So, we're getting resources involved, [39:56] but the tips are going other places. It's not going to be just drugs. It'll [40:01] go further to help the community overall. [40:04] » So, I guess the question is I think the majority of the council favors this. Um [40:08] I think are we going to accept the contract the way it is? Under the circumstances that you're [41:52] comfortable with and the mayor's comfortable with [41:55] and dealing with the sheriff. Um [41:58] we need to bring those concerns to him.
