And whereas this creates [9:48] are complying with the bylaw registering their [9:53] whereas council has a responsibility to ensure [9:57] and applied equitably. Now therefore, [10:01] review the current short-term rental bylaw, [10:06] levels, enforcement capacity, and overall [10:11] report back to council with options to improve [10:16] for all operators, including any recommended [10:21] and two, pending council's consideration of this [10:27] registration fees be temporarily suspended [10:32] who are attempting to comply in good faith [10:36] are reviewed. [10:47] um I too also have uh received some complaints [10:54] are Airbnbs out there that aren't licensed by [11:01] But, [clears throat] and what what I g to those [11:09] the short-term bylaw rental protects them. [11:15] safety and those kind of requirements. So, so the [11:22] that way because their their facility meets all [11:29] the renter that the facility is safe. So um so [11:37] good that their insurance company will recognize [11:42] uh forward. [clears throat] So, also since um and [11:50] just recently only a week ago passed the capital [11:59] buy the software that helps um I guess it's not [12:08] what what the Airbnbs are being out are out there, [12:16] throat] the software is there and we also will [12:21] department that will be responsible for using that [12:26] issues. So if we don't have the bylaw in force, [12:38] the bylaw. So, we need the bylaw to stay as it [12:46] would recommend that we not pass this motion and [12:55] can't get better compliance. Thank you, Councelor [13:05] sides to it because I I'm in agreement with [13:10] with residential um the residential housing bylaw [13:16] were doing the right thing were the ones that were [13:21] pay for every small detail to make sure and I'm [13:25] but those that were the true uh perpetrators were [13:29] now we've got the Airbnb thing where I kind of see [13:33] don't have that system in place. So to me, maybe [13:38] maybe we keep the bylaw in place, but there's no [13:41] place, but if people do want um or if people are [13:48] I think you're on the right track, council, but [13:53] come back, but start waving the fees immediately [13:57] that you want. uh because I wasn't thinking about [14:00] do you enforce something if there is somebody that [14:05] is you know possibly causing harm that should be [14:09] comments councelor in uh thank you for your uh [14:16] I understand the intent of the short-term rental [14:21] revenue. So, um, in my opinion, you know, um, I [14:27] a way to make them want to register, whether it's [14:34] with Chamber of Commerce or Tourism North Bay, [14:39] getting some value here, right?" Um, but I also [14:44] been paying these fees for several years while [14:49] me and say things like, "Well, Airbnb um you know [14:56] looked at it. It doesn't require anything about [15:02] about having um a person on site who's dedicated [15:08] Unfortunately, Airbnb has passed that buck [15:14] know, it's it is up to us unfortunately to enforce [15:21] of our residents, the safety of the neighbors. [15:27] consider suspending the fees for those people who [15:34] know out of their own pocket and other people are [15:44] like the punitive aspect of just using a scraping [15:50] you can just pull up the listings on the websites [15:57] in this? Of course, yes, we've approved it in the [16:02] placeholders. So, you know, going forward, um, you [16:08] find some resolution to this. Obviously the fairness of the [17:03] also recognize a number of other communities are [17:11] whether or not it's feasible and one of the things [17:23] beginning was that the the minute government [17:31] collapse it uh when there are stringent require [17:41] So I think there's no question in my mind that we [17:48] other thing that uh was a little bit uh concerning [17:56] budget under community services and building [18:02] excuse me, that was 0408 short-term rental [18:14] the budget process. because uh the actuals year to [18:23] that that revenue could increase to $18,000 [18:35] certainly would have liked to have the information [18:43] problems associated with making uh it work and [18:56] that would be placed uh to try and figure out [19:03] disappointment in my mind is that there was only [19:14] we spent a tremendous amount of time on it trying [19:26] right right now.
