[8:26] We are currently working with the League [8:29] of Minnesota Insurance trust. [8:48] If there was, we've been assured that they would notify the city [8:52] and give us a timeline as to when [8:54] that needs to be back online. [8:56] They have not done that at this time. [18:28] But the next morning, the chief officer [18:30] told them the answer was false So pull up the system itself. [21:20] I'm here to ask you to keep the city's pick up program in place [21:24] I understand that the city has to make difficult decisions [21:26] about budgets and service but I believe leaf pickup is one [21:30] of those services that has a much bigger impact [21:32] on our community than it may seem in the fall [21:34] and the spring I see most of my neighborhood utilizing [21:37] the service for many residents, especially the elderly people [21:41] with physical limitations, family, and homeowners who don't [21:44] have a truck trailer or the ability [21:46] to haul large amounts of leaves. [21:48] The service is extremely important and helpful. [21:51] There are also some practical questions [21:53] that I think need to be answered before this service is [21:56] eliminated What happens to all those leaves [21:59] if residents no longer have access to CityLift pickup? [22:02] Are we going to see more people burning their leaves [22:04] If so, what impact could that have on air quality fire [22:07] safety in our neighborhoods will compensate ours, [22:11] be expanded if residents are expected to hold their only off [22:14] to the site Will the city provide additional hours [22:18] or expanded access during the fall season [22:20] to accommodate the increase in volume And what's that cost? [22:24] And perhaps the most important question residents [22:27] have what happens to the storm sewer fee, which is [22:31] already kind of capped on that? [22:33] The city website states that leaf pickup [22:35] is one of the covered items by the storm sewer fee [22:38] that residents pay on their water bills. [22:40] If residents continue paying that fee. [22:42] But the service it helps fund is eliminated. [22:45] Well, the storm sewer fee be reduced or removed [22:47] from our water bills likely not if the city is going [22:50] to continue collecting the fee. [22:52] I believe residents deserve a clear explanation of where [22:54] those funds will go and how the elimination of leaf pickup [22:57] affects the purpose of that fee. [23:01] These are important items to be considered for the residents who [23:03] are ultimately paying for and affected by this decision [23:06] Leaf pickup also helps keep our neighborhoods clean, safe [23:09] and looking their best Large piles of leaves [23:12] can create slippery conditions clog storm drains [23:15] and become a problem when they're [23:16] left sitting along the streets. [23:18] But more than anything, I think this [23:21] is about what kind of community we want to have when residents [23:24] pay taxes and fees for city services, [23:26] they expect those services to provide value back [23:29] to the community leaf pickup may seem like a small service, [23:32] but for the people who rely on it, [23:34] it makes a significant difference [23:37] If there are ways to make the program more efficient [23:39] or reduce its costs. [23:40] I think those conversations points are absolutely [23:42] worth having Maybe there are changes [23:44] to the schedule like pushing the pickups back a week [23:46] or two, as some of the leaves haven't fallen [23:48] by the first pickup changing pickup routes [23:51] or other efficiencies that could save money without eliminating [23:54] the program entirely Here are just a few [23:57] of many Facebook comments from residents that couldn't be here [23:59] today Can't make the meeting leave Pickup is the most [24:03] useful thing that I've had. [24:05] I have many oak trees and I don't [24:07] know what I would do with the leaves without the leaf pickup. [24:10] I live on a private road and get no snow [24:12] plowing, no road grading no road upkeep from the city or county. [24:16] So it's nice to have at least one perk leaf pickup [24:18] if you have the equipment. [24:20] So I make a decision to discontinue [24:21] the pickup Another we usually pick up [24:24] and appreciate it very much. [24:25] I would hate to lose it. [24:26] I'm sad. [37:22] Two things that kind of stuck out to me on that [37:24] because their contract ended. [37:26] Next year, late next year So and Yeah the contracts typically [37:37] are to renew. [37:37] I'm assuming ours was set up to do the same right [37:42] And what all the police chief there that the cameras would be [37:46] deactivate it But what we've seen is many municipal cities [37:52] have left their camera cameras in place after canceling. [37:56] They found the cameras have been turned back [37:58] on And what this kind of tells us is that flock means [38:04] that your access to the cameras is deactivated, [38:08] not necessarily the cameras themselves Other places [38:12] they found they would take the cameras down [38:14] or they removed the cameras, much like we did. [38:17] And these two weeks later, walking by [38:20] and put a few new cameras So which [38:25] is crazy And so that kind of points [38:29] to the whole business model behind the flock cameras. [38:32] And that's the they sell it as a nationwide network of cameras [38:38] that potentially access So taking cameras [38:42] offline, that leaves a hole in the network [38:45] And they don't they don't want. [41:07] More specifically it's chapter 66, 8 for the definitions [41:11] of its use and then also a 66 Six for creating [41:15] as a conditional use and the R1R and zoning districts [41:21] And then lastly actually providing the performance [41:23] standards and adding that in the 66 950 [41:28] So the 80 is that something that's [41:29] been discussed for the past in more detail since April? [41:33] But really it's been on board for the last year or so, [41:36] and maybe we've had other people inquire about this, [41:38] you know, variety of capacity over the past few years [41:42] There's been multiple meetings that we've talked about this. [41:45] And looking at, you know, what zoning districts what's [41:48] the approval process look like, Size limitations, [41:50] parking requirements which if you owner [41:52] occupied utility connections. [41:55] And then just design compatibility [41:58] And so you can see in the graphic over here, [41:59] there's a variety of 82 types. [42:01] There's a detached ones, there's attached [42:04] You can have in addition to your garage or remodel your house [42:06] or the variety of of 80 possibilities on the planning [42:11] commission discussed is that back in in July [42:14] and they kind of had a draft ordinance which I'll kind of get [42:16] to after a lot of months of discussion looking [42:19] at these topics and really what the the ordinance really looks [42:23] at as they looked at the zoning district where should be allowed [42:25] So they talked about our one. [42:27] And I have a map coming up show you where that's at requiring [42:31] it to be a conditional use. [42:32] And so every 80 would require going through a public hearing [42:35] process. [42:35] And it's a use. [42:36] It's permitted with conditions. [42:37] And so we look at each on an individual basis and apply [42:41] the appropriate conditions that would allow opportunities [42:44] for the public to provide comments at that public hearing [42:48] for those that would be separate provisions [42:50] for attached and detached and be a max [42:53] floor area of 700 and 750ft². [43:02] The property owner has to be the parent has to either [43:04] be the principal dwelling or else [43:07] they could live in the accessory. [43:11] They should be There is a discussion originally talking [43:13] about having the accessory structures only in the rear yard [43:16] at the public hearing there was discussion that allowing it [43:19] in the side or front yard to match the accessory dwelling [43:22] units me, the accessory, the And so we'll kind of talk [43:26] about that in a little bit. [43:27] Having the exterior building materials be compatible [43:30] at the principal dwelling and then having that one parking [43:33] space for that 80, you obviously having compliance [43:37] with building and fire codes, looking [43:40] at sanitary sewer connection. [43:41] So if you're on municipal services, [43:43] having that connection being made or if you're private. [43:45] Well, and septic, making sure that the septic system is [43:48] adequate and supports that additional bedroom to that [43:53] to that system, it does not allow for manufactured homes, RV [43:57] or campers to be utilized as an ideal [44:00] and also did not allow for short term rentals and the failure [44:04] to maintain would result in that. [44:06] The revocation potentially, of that. [44:08] So you p so looking at the zoning districts [44:13] so this is the entire city here. [44:15] And so the light yellow is going to be rural residential. [44:19] The brighter yellow is going to be R one, which [44:21] that's intended for B and have an initial services [44:23] extended to them. [44:26] So those are the zoning districts [44:28] where it's been proposed to allow Ada used to be located [44:33] as I mentioned at the public hearing, [44:35] there was a discussion about the ability to have [44:37] an 80 on the front yard. [44:54] And so they thought it should be consistent [44:55] and have it follow the accessory structure ordinance. [45:00] And so to allow for the on five acres or larger in the front [45:03] yard and then allow it on the side yard and the yard for all [45:06] properties The other discussion at at the public hearing was [45:10] the ability to have it as a short term rental The Planning [45:14] Commission in the current status of the proposed ordinance that [45:16] requires to have a minimum of 30 days for or 80 used [45:21] for and so and there was there's comments that were requesting [45:25] support to have the ability to have short term rentals [45:28] The Planning Commission decided to state recommend staying with [45:32] the minimum of 30 days and to they thought that they could [45:35] revisit in the future if this [45:36] is something that would be approved. [45:39] So as I mentioned, we you know, the definitions [45:42] are one of the items that are to be recommended for amending [45:46] And there is the definition below is in your packet Here's [45:51] that permitted uses table identifying accessory dwelling [45:55] units as a conditional use. [45:56] And so you'll see that it's the see [45:58] that's underlined in the R one role [46:00] residential zoning districts. [54:33] That did kind of change the scope of that project It did [54:39] reduce the the requirement of that $1.8 million for that [54:43] project, approximately 800,000 of that original commitment is [54:47] currently available for alternative project funding [54:51] The city administration is proposing reallocating this [54:55] uncon mitted balance of up to $500,000 to support high [55:00] priority parks and trails projects Specifically, [55:04] these funds would be used to address the current budget. [55:06] Short falls on the link avenue trail extension which [55:11] does require additional funding to move forward [55:13] with the reception of the bids that [55:15] exceeded the original estimate. [55:17] That is next on the agenda if this gets approved this evening, [55:21] it is recommended that the Council do authorize staff [55:24] to proceed with the reallocation of up to $500,000 from [55:28] the Generation Fund to the Capital Fund for this link [55:31] avenue trail extension The second part of that is actually [55:36] a step that we were taking internally to work with [55:39] our auditors to make sure that we're following [55:40] the right processes on that. [1:03:50] So like, we're if you are heading up Flink Avenue, [1:03:52] would be on the west side of the roadway. [1:03:54] There's an existing sidewalk network [1:03:56] that's along the terminates currently on that. [1:03:58] Were that access point on to Flink Avenue is. [1:04:01] And then there's an existing gap from [1:04:03] there up to three 92nd Street. [1:04:06] And so the project would consist of a ten foot bituminous [1:04:08] trail to be constructed on that on that west side [1:04:11] crossing the river No major, major trail connection. [1:04:15] You'll connect businesses, neighborhoods, parks and trails [1:04:18] and it would really connect everybody to the entire, that [1:04:20] would connect to the entire parks, trails system [1:04:22] that, you know, throughout the entire city. [1:04:24] So you get two schools, you know, [1:04:26] library wherever you're looking to go from that that trail [1:04:30] connection So this, as we talked about a little bit earlier, [1:04:34] this project's been in the works for a several years [1:04:36] that you know the marketplace improvements were done in 2008. [1:04:40] And then you know, there's been residential developments. [1:04:42] You know north on Flink Avenue you know, for several years. [1:04:46] And so with that, with Link Avenue being a narrow roadway [1:04:49] without with very narrow shoulders [1:04:51] and higher speeds or 6,000 cars a day, that are there. [1:04:54] And so it's really a safety issue that's there. [1:04:57] And so with that Metro North development that that was [1:05:00] completed in 21, we got a grant from the D, [1:05:02] an article from the Meadows North, the three 92nd and 23. [1:05:06] We also applied for a mini after transportation grant [1:05:09] and we had a lot of support from community members. [1:05:12] We had a letter of support from residents along that corridor, [1:05:16] letter support from Gerry Foods from the line, a clinic [1:05:21] from a lot of the businesses that [1:05:22] are there in support of this project that [1:05:24] help support that get in that. [1:05:25] And so that in 2025 is as heidi had mentioned, [1:05:29] that we went out for a bid. [1:05:30] But unfortunately, the projects the bids [1:05:33] came in higher than our grant availability at that time. [1:05:37] And so the council determined to explore other alternatives [1:05:41] and try to find other grant opportunities [1:05:43] And so we submitted a grant application to the DNR, [1:05:46] received grant funding for that, and went out for bids this year. [1:05:50] And back in June, we did the bid opening in July, [1:05:53] we had nine bidders for the project [1:05:56] with New Look contracting, being in the orbiter at 1.835 million. [1:06:02] And so as I kind of laid out earlier, [1:06:04] so we've got a $575,000 grant from this [1:06:07] firm and got 250 from the DNR. [1:06:10] And we've got $177,000 from our fund, [1:06:14] 290 from roll over from Park maintenance funds, 44,000 [1:06:18] from the park dedication fund. [1:06:20] And then that half a million dollars that we just discussed [1:06:24] from the committed funds to equal that dollar [1:06:27] amount And so with that staff. [1:11:46] Funding is available for routes of regionally regional [1:11:51] significance, which is a category three, [1:11:54] in which the intersection of 400th and Flink qualifies [1:11:58] for Mindat has also indicated that $50 million will be awarded [1:12:04] as part of this program in this in this funding cycle [1:12:07] in Minnesota the city has identified 400 and Flink, [1:12:11] the intersection improvements as a priority for the future [1:12:15] development of the land in the northwest corner [1:12:17] of our community as well as the future connection of the 400th [1:12:21] and Interstate I-35 interchange Transportation impact study was [1:12:27] completed in September of 2025, which [1:12:29] resulted in a preliminary layout for a roundabout [1:12:32] at this location. [1:12:33] The total cost for that roundabout [1:12:35] was estimated to be about $1.8 million. [1:12:38] Local road improvement program funds may [1:12:41] only be used for construction. [1:12:42] They can't be used for engineering [1:12:45] right of way acquisition action or construction administration. [1:12:49] So all of this all of the grant funding [1:12:52] would be going directly towards construction [1:12:54] of the transportation impact study [1:12:59] was developed in partnership with LGI Homes [1:13:02] as part of the conditions of the Meadows [1:13:04] Ridge Housing Development. [1:17:29] Total sculptor approximately 4900 residential parcels [1:17:32] within the city to participate and rate with that [1:17:36] is approximately about 14% of residents [1:17:41] use the spring service operational schedule [1:17:44] and metrics The program operates on a seasonal basis [1:17:47] with the following staffing and equipment [1:17:48] allocations Spring operations. [1:17:51] It's a four week iteration utilizing one truck [1:17:54] and one public works staff. [1:17:57] Fall operations is also a four week iteration we use to two [1:18:01] public work vehicles and two public works staff during that [1:18:07] we approximate drive 3,000 miles of driving driven [1:18:09] annually during the program. [1:18:10] The program requires 450 total staff hours [1:18:13] per calendar year maintenance demands exceed 40 hours [1:18:18] maintenance per year. [1:45:46] We have been in contact with our city Attorney's office review [1:45:49] the contract There are some implications that are probably [1:45:54] already known but confirmed if the city does move forward [1:46:02] to cancel, we would probably not be [1:46:05] able to recuperate recoup the funding [1:46:07] that we've already expended. [1:46:09] The initial $21,000 for a year one, we [1:46:13] do have a three year contract. [1:46:15] We have received communication from flux safety [1:46:18] that they said that we do have a three year contract [1:46:22] and while they can stop the installation [1:46:23] and remove the equipment, the city [1:46:25] is responsible for the financial obligations [1:46:27] outlined for the duration of the three year term. [1:46:31] There is a a non-renewal provision, [1:46:36] meaning that at the end of the Three years, [1:46:38] we can give a notice to them in writing [1:46:41] which would cancel any future obligations to that fact. [1:46:44] That system. [1:46:45] So the nuts and bolts of it are that we can cancel. [1:46:49] We have the cameras down already, [1:46:52] and they can come and pick them up There [1:46:55] is a financial obligation from the city for the contract We've [1:47:00] had it reviewed by legal and those [1:47:01] are the areas that have been addressed [1:47:04] So I'm open to any questions. [1:48:16] So the First question that I had asked is, [1:48:19] does a customer are meaning the owner of the flock Safety Falcon [1:48:23] license plate reader have the only encryption key to access [1:48:26] their data Or does a flock safety company also have [1:48:30] an encryption key ? and the ability [1:48:32] to access data on customer owned selfie cameras? [1:48:34] So i'm just there's like for questions, I [1:48:37] want to read the answer here. [1:48:38] So safety. [1:48:39] This is their response Flash Safety manages the encryption [1:48:42] process as part of the service using industry standard services [1:48:47] like key management service, also known as Cams Data is [1:48:53] encrypted in the device during transfer [1:48:55] and when stored while flock manage the encryption [1:48:58] keys This does not grant slack general access to customer data. [1:49:03] Access to customer data by flock personnel [1:49:05] is contractually limited. [1:49:07] Strictly controlled and occurs only when reasonably necessary [1:49:10] to provide customer support or address system issues. [1:49:15] Access to criminal justice information. [1:49:17] CGI is further restricted to designated cGI [1:49:21] certified engineers who have undergone fingerprinting [1:49:23] and background checks So my second my follow up question [1:49:26] to this was if indeed has encryption key to access data [1:49:30] on customer owned Falcon cameras, [1:49:32] can your flock representative access [1:49:34] that system without the customer's knowledge? [1:49:37] And then is there any way to see a history of one flock accesses [1:49:41] customer owned cameras The response access by flock [1:49:45] representatives is governed by strict policies [1:49:47] and is not performed without a legitimate need, [1:49:50] such as providing customers support or system maintenance [1:49:53] as outlined in the terms of our agreement [1:49:55] All privilege Administrator access by flock personnel [1:49:59] is logged for auditing purpose So I just just kind of respond [1:50:03] and say that I didn't feel like it [1:50:05] was as forthright of an answer as it should have been. [1:50:09] I don't know that if we had these flat cameras up, [1:50:13] if we would know when they would access it, [1:50:17] even if they felt like it was a legitimate reason [1:50:20] without doing the audit. [1:50:21] That wasn't clear to me. [1:50:22] I felt like it wasn't as complete as answer [1:50:24] as it should have been I go on to the next one [1:50:27] here is there any way for entities [1:50:33] other state or federal agencies besides the authorized user [1:50:36] granted access by the customer who owns the flock? [1:50:44] But bottom line is I want to make sure that there wasn't any [1:50:47] way they didn't understand my question The response was, no, [1:50:50] other entities cannot access the data unless the customer [1:50:53] explicitly authorizes it. [1:50:55] The data sharing is turned off by default The customer owns [1:51:01] and controls 100% of their data and has [1:51:03] complete discretion over what other agencies [1:51:06] they share data with. [1:51:08] So when they say data sharing is turned off by default that [1:51:15] doesn't feel true to me based on things that I've conversation [1:51:20] I've had with other cities, other information that I've [1:51:22] seen in this conversation. [1:51:25] Schiff and I have had a little bit with our city administrator [1:51:29] people, some of these law enforcement agencies [1:51:31] are recognizing or figuring out that other agencies [1:51:35] are able to access their system, and then they're common is. [1:51:38] And then we realize how to stop it when we put our controls on. [1:51:42] So when they say that the data control is basically, [1:51:46] you know, off by default there are [1:51:50] signs that that's not the case. [1:51:51] When these when these systems are being put up. [1:51:55] I guess with these different cities and law enforcement [1:51:57] agencies So I'm giving you my observation my opinion, [1:52:00] based on these answers that they're given. [1:52:03] Next question Are there any pre-installed [1:52:08] visual or audio record features on the Falcon LP cameras? [1:52:12] If so, are they simply pre-installed but not activated [1:52:18] So the response, unlike traditional security cameras [1:52:20] that continually record video locks, [1:52:23] LPR cameras capture a point in time images of vehicles [1:52:27] traveling on public roadways and does [1:52:29] not provide continuous real time tracking [1:52:31] of any individual flock. [1:52:33] Cameras capture objective vehicle information as vehicles [1:52:37] pass through a final occasion, and they go on [1:52:39] to describe what's in their promotional material [1:52:43] in the follow up on this, because they didn't ask [1:52:45] my question about the video part Yeah So I followed up and asked, [1:52:53] are there preinstalled video, Android recording capabilities? [1:52:57] But they're not activated So I asked that a second time. [1:52:59] Get it down to. [1:53:00] OK. [1:53:01] So Chief got the answer for me. [1:53:03] So their response. [1:53:04] They has the ability to be viewed live, [1:53:07] but it lacks that recording feature, [1:53:08] allowing only a real time view. [1:53:11] Currently this feature is not enabled [1:53:13] for your department All PR does not have audio capability [1:53:16] is again, my opinion. [1:53:18] I felt like it was an incomplete answer If there's the ability [1:53:21] to be alive, it feels like there has to be sometimes [1:53:25] a power to it, to a source of some type that [1:53:28] could be viewed recorded didn't like the response. [1:53:32] I felt like they were. [1:53:33] I feel like I had to keep asking the questions to make sure I got [1:53:37] a complete answer There's been a lot said [1:53:41] about the encryption of the information from the cameras [1:53:44] to the system. [1:53:46] I do think that that's probably, you know fairly safe. [1:53:49] But when they talk about encryption key, [1:53:51] they do have encryption key factors [1:53:53] And it's not clear to me, like I said earlier, [1:53:56] whether they could access it without us knowing it, [1:53:59] unless we did an audit. [1:54:00] So I wasn't real fond of that answer [1:54:05] The other thing, too, is it was said by one of our residents [1:54:08] earlier about in their promotional material. [1:54:10] So of course, I started getting stuff on Facebook right? [1:54:12] It popped up all over the place But they did talk about they [1:54:18] were promoting the data, is owned by the customer, [1:54:21] but yet they were boasting in their advertisement [1:54:23] that they could gain access to a national network right? [1:54:26] So on one hand, I felt like they've been trying to pivot [1:54:31] and say, no, it's controlled by this, by the customer [1:54:34] But then in their ads, they kept promoting this, [1:54:36] you know, gain access to national network. [1:54:37] Right? [1:54:38] So that to me, that was conflicting on the privacy [1:54:40] concerns that people have. [1:54:42] So I definitely saw that recently. [1:54:45] I think it was last week they came out with a couple [1:54:47] modifications So, you know, one was to reduce the data retention [1:54:55] default rate, which they said was off But two, [1:54:58] to other to other agencies. [1:55:00] But now data retention, they said 30 to 7 days. [1:55:02] Well, the customer had already possessed the option [1:55:04] to control the data retention timeline So in my opinion, what [1:55:08] did that do? [1:55:09] The chief already knew he can restricted to one day [1:55:11] if he wanted to, right So I don't know what that [1:55:14] accomplished And I've seen other law enforcement agencies [1:55:20] talk about the 30 days. [1:55:22] Right. [1:55:23] And they never mentioned that they had the knowledge [1:55:25] to be able to further restrict that or control that, [1:55:27] that the retention timeline And again, this [1:55:31] goes back to for me personally was [1:55:35] floc provides in the right type of knowledge and instruction. [1:55:39] One, these cameras all these cities were issued that hey, [1:55:45] here's what you need to do to control [1:55:47] who accesses your system. [1:55:49] Here's what you can do to, you know, [1:55:51] if you want to decrease the length of your 30 days [1:55:53] down to whatever days there are signs that cities [1:55:57] did not know about this yet. [1:55:59] They were still, again broadcasting or promoting [1:56:01] that, you could gain access to national network The other thing [1:56:05] that I really found disappointing [1:56:07] is that they blame the police with [1:56:10] and there were some incidents right, where they're [1:56:12] accessing unauthorized access to the Fox systems [1:56:16] attracting people. [1:56:17] They weren't supposed to unauthorized use [1:56:19] But I felt like instead of taking responsibility for some [1:56:22] of the things, some of the missteps [1:56:23] some of the misinformation that's been put out there [1:56:25] over the past months or the past year, [1:56:28] I felt like they put the blame just on the police. [1:56:30] And I found that to be a responsible. [1:56:33] I hope that you all feel like we have a good police department [1:56:36] here. [1:56:37] We have a policy just like whether you have medical [1:56:40] or attorneys or whatever. [1:56:41] I mean, they're prone to be violated [1:56:42] by people that, you know, have a will to want to violate. [1:56:46] And we have to hold those people accountable all. [1:56:48] But at a local level, my opinion I [1:56:51] think Chief Meyer listened and saw what he, [1:56:53] you know, with other county, some issues They had immigration [1:56:57] and he learned from that and try to tighten up the policy. [1:56:59] There's probably still some more. [1:57:00] We could do to make it even tighter. [1:57:03] But again, for Flock to come out like that [1:57:05] and and I watch a couple of the interviews with the CEO, [1:57:07] I just thought that that was not taken [1:57:10] the appropriate responsibility for some of these missteps that [1:57:13] have happened in my opinion, the city north branch should not [1:57:17] owe anything further to this contract I know what the city [1:57:21] attorney said, but I think there's a lot out there a lot [1:57:24] of misrepresentation, a lot of answers [1:57:27] that were not brought forthright with, with enough completeness. [1:57:33] And I think we should fight it. [1:57:35] So that's why I'm out with this. [1:57:37] I'll love you Let them have two most loyal and good in you know, [1:57:48] obviously, and I can probably talk [1:57:50] to Jesse because I feel like we've got [1:57:52] a lot better situation here. [1:57:53] But or in interaction. [1:57:56] But I do think that, you know, there's been enough signs [1:57:58] that there can be good. [1:58:01] You know, you supported this type of technology. [1:58:04] But there's so much mistrust. [1:58:05] And that's kind of where I'm going with this is, [1:58:07] I think for the safety company, created so much mistrust by not [1:58:11] being forthright when questioned about [1:58:12] their product that we as a city cannot defend [1:58:14] many of these allegations. [1:58:16] And I feel like it put us in a very difficult situation as they [1:58:19] have other cities, counties, wherever those agencies are [1:58:22] And that's why I make the statement that I am. [1:58:25] I think that we have to continue to look [1:58:27] at technology to help our law enforcement, [1:58:29] to keep our public safe. [1:58:31] But let's have expanded conversations. [1:58:33] Let's make sure that everybody understands [1:58:34] the Delta, what that means. [1:58:37] You know, I certainly learn a lot over the summer. [1:58:40] Yes. [1:58:40] I don't know if we can agree on everything but I do understand. [1:58:43] I have listened and there's a lot of things [1:58:45] that I'm seeing evidence. [1:59:06] So that's big for me for our public safety value. [1:59:08] So if we value our public safety and there's things [1:59:11] that we can do to help make it better [1:59:12] or help our law enforcement enforce or catch [1:59:15] these criminals, I'm all for it But with this technology, [1:59:19] there's just too much up in the air right now. [1:59:21] I just when I said pause, I just meant like a long term pause [1:59:24] to say, we need to look at this deeper before we implement it, [1:59:29] because it's just taken over the country right now. [1:59:32] So i know if there's any comment or feedback from the council. [2:05:26] This includes approximately 32.6 million and new construction [2:05:33] applying the 6.68% estimate of market value growth would result [2:05:39] in approximate only 7 million in levy revenue about 288,228 out [2:05:46] of the additional revenue could help offset increase staffing [2:05:52] and health insurance costs three potential new positions zoning [2:06:02] and increased health insurance cost total approximately [2:06:06] 489,000, leaving about 201,000. [2:06:10] That would need to be addressed through an additional levy [2:06:13] increase. [2:06:16] The proposed contribution for the equipment [2:06:19] replacement fund has been reduced from 300,000 to 150,000. [2:06:23] Even with this reduction, the levy levy revenue increase [2:06:28] is currently estimated at 8.69. [2:06:58] So these potential staffing additions [2:07:01] would include a community service officer or that [2:07:05] would take over the code enforcement that is currently [2:07:12] taking up quite a bit of our building [2:07:15] Inspector slash code enforcement person Stein And so [2:07:19] with the current situation with the building department [2:07:23] it would free up some of his time to be able to help more [2:07:27] with the building inspections And that would give [2:07:30] a person to the police department who could help [2:07:34] with nonstop on tasks that need to be accomplished [2:07:40] and then another patrol officer to try to give us moving [2:07:45] towards that staffing level that was [2:07:52] discussed with council by our H, our general list [2:07:56] earlier this year. [2:07:58] I believe he had to many as the ideal number [2:08:02] for our size of entity in order to have [2:08:08] proper staff at all times. [2:08:11] And then a parks manager that would function similarly to what [2:08:20] Nate used to do before he became the community development [2:08:24] director And that would help with Gill as well [2:08:28] as the management of the concerts and the parks, [2:08:32] the skating rinks and helping to guide the structure and improve [2:08:39] payments in the parks areas So for health insurance, [2:08:44] the budget initially assumed a 5% health insurance increase [2:08:49] and a request was made to budget for a 15% increase, which [2:08:54] adds approximately 118,000. [2:08:58] So that was put in through that number [2:09:01] that 2015 88 that leads to the 11.37 increase based [2:09:11] on discussions with staff and the city self-funded plan [2:09:14] through the 49 ERs fringe benefits [2:09:19] program because that's a self-fund a plan. [2:09:24] The increase is expected to be closer to 10% [2:09:29] and we will continue to move monitor [2:09:32] insurance costs and other budget factors as the levy is refined. [2:09:36] The current budget discussion reflects an estimated 11.37 [2:09:41] levy revenue increase driven primarily by potential staffing [2:09:46] additions health insurance costs and the need to maintain funding [2:09:51] for city operations While the equipment replacement fund [2:09:54] contribution has been reduced to help manage the overall increase [2:10:00] I would like to mention that when [2:10:03] we add the debt to that it does bring it up to 12.65% increase. [2:25:42] I felt like that we had to spike it for a couple of years [2:25:45] to try to alleviate some of those critical things.
