Our [1:21:00] perspective is that for us [1:21:02] compete for infrastructure and [1:21:03] investment and the the [1:21:06] opportunity that comes with [1:21:06] it. [1:21:07] >> and the way that we believe [1:21:08] best approach industry in [1:21:09] florida is to do it [1:21:11] responsibly based facts and [1:21:15] that's why of exist. We are [1:21:16] florida's evidence-based [1:21:19] resource for elected officials [1:21:20] in communities to help these [1:21:22] state rounded verifiable data [1:21:23] engineering research and [1:21:26] actual lived experience. And [1:21:27] we also believe that it really [1:21:28] matters so we're going to [1:21:29] advocate for this industry we [1:21:29] should be able to answer [1:21:32] questions with facts and we [1:21:32] recognize that communities [1:21:34] have reasonable questions. [1:21:38] Related to noise water use the [1:21:39] suspects are other impacts and [1:21:39] I want to just acknowledge [1:21:42] those at the outset. We also [1:21:43] believe florida is uniquely [1:21:45] positioned to take advantage [1:21:45] of this opportunity address [1:21:46] these matters to our existing [1:21:48] regulatory and legal [1:21:49] frameworks so let me start [1:21:52] something very simple. All of [1:21:53] us here right at some point [1:21:58] I'm sure are majority of and [1:21:59] by the way for a commission [1:22:00] this is our leadership this is [1:22:04] the focus for our border. So [1:22:06] free to review you know who [1:22:08] vote in autumn's right hasn't [1:22:10] used google maps or check [1:22:11] online banking or stream us [1:22:12] something online movie or [1:22:17] music or used. Any other tool [1:22:17] to create flyer or to a text [1:22:20] message or newsletter. Every [1:22:22] one of those transactions. [1:22:26] Live on the joint structure. [1:22:26] And that brings me to the [1:22:32] simplest idea of what idea [1:22:34] that the cloud is somewhat for [1:22:35] your family photos live [1:22:36] somewhere our financial [1:22:38] transactions. Our process [1:22:39] somewhere. The applications [1:22:42] are running our businesses [1:22:42] federer that the applications [1:22:43] that run our hospitals our [1:22:46] schools, our governments or [1:22:47] banks. Every major institution [1:22:50] in society. It operates [1:22:52] somewhere that somewhere is [1:22:53] adopted inside is something [1:22:54] you're going to hear more and [1:22:57] more about. Compute computer [1:23:00] is essentially computational [1:23:01] horsepower it's our ability to [1:23:04] store information process [1:23:04] information in washington so [1:23:06] months of data and run [1:23:09] precinct sophisticated [1:23:10] applications. And yes, our [1:23:11] artificial intelligence. What [1:23:14] we're talking about it's the [1:23:14] physical infrastructure [1:23:16] supporting the digital economy [1:23:21] powering everyday life. So [1:23:22] what exactly is it that a [1:23:23] senator I want include this [1:23:24] might give you a sense of [1:23:28] scale. At the most basic level [1:23:31] a data center's a physical [1:23:32] space where computational [1:23:34] equipment is house and service [1:23:35] operating store information [1:23:39] data comes in data goes right [1:23:41] on the far you what would [1:23:42] essentially be in it class [1:23:43] that you find law firm point [1:23:45] coming from or doctor's [1:23:46] office. These are small [1:23:47] facilities they operate mostly [1:23:50] in the coming moving on from [1:23:54] the area centers. They are [1:23:55] primarily measured in the [1:23:55] hundreds of kilowatt sometimes [1:24:01] up to low megawatts centers [1:24:02] are emphasized speed right so [1:24:04] we're you're talking about [1:24:05] telecommunications advanced [1:24:06] manufacturing healthcare game [1:24:09] or on vehicles. It centers are [1:24:15] critical. Is comprised of. And [1:24:15] everybody to operating [1:24:18] primarily in one organization, [1:24:19] a covid patients center think [1:24:21] of it as like an apartment [1:24:22] building. So the company [1:24:23] doesn't want to build out [1:24:24] their own data center it will [1:24:24] rent out a portion of an [1:24:28] existing data center. And then [1:24:29] when people with the cloud [1:24:29] because some were just ready [1:24:32] all of these spaces. So that's [1:24:33] how we get ultimately to the [1:24:34] hyperscale data center these [1:24:37] are large facilities. You're [1:24:38] talking about on the scale of [1:24:41] hundreds of megawatts all the [1:24:43] way up to a high campuses [1:24:44] which can be up to a good one [1:24:45] so like him or think about [1:24:46] omicron micro facility in your [1:24:48] house, alright your law firm. [1:24:50] A 1000 killed wants to make a [1:24:54] lot a 1000 megawatt is a so [1:24:55] just keep that in mind as we [1:24:56] are exploring this [1:25:01] conversation. So. All of these [1:25:01] data centers with what [1:25:05] centers. Can you know a [1:25:05] variety of things it really [1:25:08] ultimately comes down to scale [1:25:09] each of different power [1:25:10] requirements cooling systems [1:25:14] wire and needs acreage [1:25:14] investment levels [1:25:15] construction, timelines and [1:25:18] community impacts so [1:25:19] commission when a proposal [1:25:22] comes to the first question [1:25:24] simply should not thing do we [1:25:25] want but that we all live off [1:25:26] of these things and responded [1:25:29] its about scale. The better [1:25:30] question is what type of [1:25:30] facility is being proposed how [1:25:32] large is it. How much power [1:25:36] does it need initially knew [1:25:39] that technology will be used. [1:25:40] And does particular project [1:25:44] work for our community and I [1:25:44] want that to be the framework, [1:25:45] you know as I present to you [1:25:51] this evening. Zooming out on a [1:25:52] lot of one for reading all of [1:25:52] our stakeholders are all [1:25:55] floridians florida companies. [1:25:57] Florida has built the future [1:26:00] before we go back to henry [1:26:01] flagler building the for the [1:26:03] the that connect to florida to [1:26:04] the nation. We can go out to [1:26:07] enterprising california too [1:26:10] following central florida and [1:26:11] last we don't love is just the [1:26:12] world we can look to the [1:26:15] federal government. Seeding [1:26:16] space coast with which [1:26:21] launched. And spacex and the [1:26:22] entire space coast in legal [1:26:25] system in that area. We can go [1:26:26] to naval air station pensacola [1:26:29] which established northwest, [1:26:29] florida as the national center [1:26:32] for aviation expertise laying [1:26:33] the foundation. For today's [1:26:34] robust defense corridor from [1:26:35] can to call on with [1:26:38] jacksonville. Florida is not [1:26:41] home 3 combatant commands. I'm [1:26:42] sure many of us know that [1:26:44] center console common so call [1:26:46] a quarter of the united states [1:26:49] military's command are in [1:26:50] florida. These commands rely [1:26:53] on additional infrastructure. [1:26:54] Let me repeat that these come [1:26:56] JULY on digital [1:26:57] infrastructure. This is as [1:26:58] much local issue as it is a [1:27:00] national security issue and I [1:27:01] want to drive that point home [1:27:06] as much of zooming out a [1:27:08] little for we think about [1:27:08] everything or I do that every [1:27:09] generation built [1:27:09] infrastructure that powers [1:27:13] economy. The electric grid [1:27:13] enable the transformational [1:27:16] industrial economy of the 20th [1:27:20] century are in era of record [1:27:20] economic prosperity. Our [1:27:21] interstate highway systems of [1:27:25] the 1950's paved the way for [1:27:27] our logistics a condom which [1:27:28] allowed to order an on her [1:27:29] using a data center and have [1:27:33] that I you are the next day. And it's easy to [1:27:57] hear touchy pt are think [1:27:57] chatgpt editing and you know [1:28:00] we're creating a flyer. That [1:28:01] is just consumer-facing tip of [1:28:05] something much larger. [1:28:06] Advanced computing. It's [1:28:09] helping researchers analyzed [1:28:10] extraordinary amounts. But you [1:28:12] going away from ation in [1:28:12] cancer research. It [1:28:15] accelerated drug discovery. [1:28:17] It's helping scientists small [1:28:18] proteins. It's helping improve [1:28:23] weather forecasting right [1:28:23] tremendous amounts of data [1:28:24] which is relevant to us during [1:28:29] hurricane season. It's being [1:28:29] applied to cyber security is [1:28:30] being applied to agriculture [1:28:32] also rolled into florida. It's [1:28:32] being applied aerospace also [1:28:36] road to florida. It's applied [1:28:38] medical imaging we want high [1:28:40] quality mris my wife is a [1:28:41] physician, she works in the [1:28:44] hospital she leads hospital [1:28:45] team. They rely on the highest [1:28:48] quality technology. The most [1:28:49] accurate scans guess where is [1:28:50] stored that that is stored [1:28:51] inside of it that that a [1:28:52] second digital infrastructure [1:28:57] is critical it. Always require [1:28:57] computational power and [1:28:58] computational power requires [1:29:01] physical infrastructure. The [1:29:01] cloud is physical [1:29:07] infrastructure. It ultimately [1:29:07] serves fibers electricity [1:29:08] cooling technology [1:29:10] cybersecurity in buildings. [1:29:11] The world only the mandy moore [1:29:15] compute. Infrastructure that [1:29:17] serves that demand is going to [1:29:18] represent yes, hundreds of [1:29:18] billions of dollars of [1:29:19] investment. That's not the [1:29:24] point here. It will be built. [1:29:25] It is the look at that not [1:29:26] that just shared with us. The [1:29:29] question is where and point is [1:29:30] that florida should be [1:29:35] competing for and florida has [1:29:36] an advantage. 4 is not the [1:29:38] first mover when it comes to [1:29:39] data centers, not one not 2 [1:29:44] not correa. 13 other states [1:29:45] numerous other states have [1:29:47] moved on data centers before [1:29:48] us have they maybe made a move [1:29:53] that we would not absolutely. [1:29:54] But florida's position to [1:29:55] benefit from the lessons [1:29:56] learned from those states. We [1:29:59] can look at somebody write. [1:30:00] Virginia with data sent out [1:30:02] you can with the texas. Which [1:30:04] has a robust ecosystem and I [1:30:08] would I would agree. We would [1:30:09] not maybe make all the moves [1:30:10] that texas but we can learn [1:30:13] from absolute. Tennessee has a [1:30:15] massive metal facility. That's [1:30:17] right. Jordan ohio arizona. I [1:30:23] just learned today. My wife's [1:30:23] state's right we with [1:30:26] basically park on portland who [1:30:27] here thinks of the pacific [1:30:28] northwest visions, a [1:30:31] technological ways plan. They [1:30:32] have hyperscale facilities for [1:30:35] 20 plus years. And there and [1:30:36] they're very environment. We [1:30:37] can their water is still [1:30:42] coming. Google is operating a [1:30:44] massive hyperscale facility in [1:30:45] the dolls just outside of [1:30:47] court and they have since [1:30:49] 2006, the pacific northwest [1:30:50] from portland approved hoover [1:30:54] was washington has no less [1:30:55] than 30 large-scale facilities [1:30:55] that would qualify under sb [1:30:58] 44. So these things are [1:30:59] happening. There are score. [1:31:03] Other states have spent time [1:31:04] working through infrastructure [1:31:07] utility land use workforce and [1:31:08] economic development questions [1:31:09] that are associate these [1:31:10] projects that means florida [1:31:12] does not need to invent this [1:31:14] from scratch. We get to learn [1:31:15] to look around the country [1:31:17] identify the best practices. [1:31:17] We get to look at how [1:31:19] standards have evolved [1:31:22] understand utility structures. [1:31:23] We can look at different [1:31:26] cooling technologies different [1:31:26] fiscal impact. I thought [1:31:27] programmed for effectiveness. [1:31:31] And. And I think that's an [1:31:31] important distinction [1:31:35] sometimes data centers. [1:31:37] Presented as though this is [1:31:38] alien technology that we have [1:31:41] know that we need to address [1:31:41] we don't believe that this is [1:31:42] not the only in technology at [1:31:45] the end of the day. These are [1:31:46] 4 walls with computer servers [1:31:47] in a room in some air [1:31:49] conditioning from the top not [1:31:52] any major retailer [1:31:55] supermarket. The scale of [1:31:55] larger obviously there are [1:31:56] questions that are real [1:31:57] related to energy and water [1:31:58] and with our existing [1:31:59] framework. We can address [1:32:04] those. For also any major [1:32:05] investment do we or do we not [1:32:08] permit power plants, permit [1:32:11] factory. We permit residential [1:32:11] communities. We permit [1:32:14] hospitals with comedies [1:32:14] distribution centers. Support [1:32:15] agriculture, we support [1:32:20] aerospace. We have decades [1:32:21] building regulatory system [1:32:25] evaluate large sophisticate of [1:32:26] projects and it's really for [1:32:28] fracture is just another major [1:32:28] economic opportunity that can [1:32:29] be evaluated through those [1:32:32] same principles valuing the [1:32:33] project applying the standards [1:32:35] and for informed decision and [1:32:36] because others moved first [1:32:40] floor gets to do it better. [1:32:41] And I bring to this point was [1:32:43] covered a presentation touch [1:32:46] upon here, florida existing [1:32:47] framework. Poll and respect [1:32:47] the questions that were asked [1:32:50] the public come. These are [1:32:53] real legitimate concerns [1:32:54] regarding water, going to [1:32:54] power in regarding land use [1:32:55] and let me address all 3 right [1:32:59] now. Florida chapter 3.73. [1:33:02] Requires any major development [1:33:07] to earn to be approved. Think [1:33:08] these permit what does that [1:33:08] mean he's going to what does [1:33:10] that mean. Planning the [1:33:12] properties to present a plan [1:33:15] that shows its water [1:33:15] consumption. The water [1:33:16] management district and the [1:33:17] department of environment [1:33:21] protection approved that plan [1:33:21] not only that approve or [1:33:25] reject a plan by the way if it [1:33:25] does not pass a threshold of [1:33:28] being reasonable of not for me [1:33:29] the residence and attic [1:33:33] serving goals of the project. [1:33:35] Water management district and [1:33:36] the department of [1:33:36] environmental protection also [1:33:37] maintain ongoing enforcement [1:33:40] proper. What that means is if [1:33:40] a developer says he is going [1:33:42] to be one thing and it doesn't [1:33:43] end up doing that they can be [1:33:47] punished along the way. Check [1:33:47] of 3.73 not a new law goes [1:33:51] back to the early 70's, we've [1:33:54] used his framework for every [1:33:54] major development we've uses [1:33:55] framework for all the rockets, [1:33:58] 70 shut off of the space [1:33:59] coast. Every the part that we [1:34:00] put out every neighborhood [1:34:03] every golf everything that [1:34:04] we've done. We've had fallen [1:34:07] 173 since early 1970's. As the [1:34:12] 4400 for this one. As the 44 [1:34:14] insurers for any project that [1:34:18] is a large scale project above [1:34:18] 50 megawatts that's what those [1:34:19] local great haters will not [1:34:21] bear the brunt. Any increase [1:34:22] infrastructure build out. [1:34:25] Any other costs related to [1:34:30] power generation. So we have [1:34:30] water that is addressed to a [1:34:34] 50 plus year old framework. We [1:34:35] have asked the 44 which is a [1:34:36] good law that ensure rate [1:34:39] payers are protected on power. [1:34:40] And wendy's we have any [1:34:41] existing framework that we [1:34:44] utilized. For development [1:34:46] across the state and in this [1:34:47] community relating to noise [1:34:51] relating to us that and [1:34:52] encourage conversations I [1:34:55] loved hearing the public safe. [1:34:55] I just want talk this through [1:34:56] more, I just want learn more I [1:35:00] just want to hear more. Agree. [1:35:00] The way that we do that and [1:35:02] I'm not going get ahead of [1:35:03] myself is every project needs [1:35:07] to be evaluated. You know, and [1:35:08] I will say that point for let [1:35:09] me just make this final before [1:35:12] moving from light in [1:35:13] twenty-twenty 6 for the wind [1:35:15] florida even further with sb [1:35:20] 44. In chapter 3.73. Require a [1:35:22] specific consumptive use [1:35:23] permitting relating to [1:35:24] large-scale data centers, yes, [1:35:24] requiring them to use [1:35:29] reclaimed water when possible. [1:35:30] So yes, that is a possibility [1:35:32] so somebody's # [1:35:32] # [1:35:32] # [1:35:32] what about [1:35:34] the water I say florida [1:35:38] already has a system for [1:35:39] answering they submit the [1:35:40] engineering identify the and [1:35:41] they determine the proposed [1:35:45] use. 50 year-old that every [1:35:47] day phone. What I would say [1:35:51] is. I would encourage us to [1:35:52] stop asking how could florida [1:35:55] man's tissue industry. And [1:35:56] it's that recognize we already [1:35:57] have the tools necessary to [1:36:01] manage to responsibly. I only [1:36:02] have we on the on economic [1:36:05] impact, although it is sizable [1:36:06] is important. These are these [1:36:07] are generators for [1:36:10] communities. It's not just the [1:36:11] tax base right. I mean I can [1:36:16] give you examples. In lyon [1:36:16] county they reduce their [1:36:17] property tax for a year or a [1:36:20] year from 26 to 2026. That's a [1:36:20] burden that was reduced on the [1:36:22] residence while increasing [1:36:28] services. In tennessee meta [1:36:29] sorry and in louisiana and [1:36:29] office on sales tax revenues [1:36:30] from their facility they were [1:36:31] able to get teachers to [1:36:34] $60,000 on that straight. And [1:36:35] you know working that I just [1:36:36] mentioned to go over of the [1:36:36] outside of the in the dots [1:36:39] that support them. The [1:36:39] revenues from that facility [1:36:42] were reinvested into more [1:36:43] efficient. Power [1:36:45] infrastructure which actually [1:36:45] and about dropping quite [1:36:50] significantly. The estimated. [1:36:50] Rate increase that they [1:36:51] expected in florida there will [1:36:54] not be rate increases the 44 [1:36:54] working because they have the [1:36:57] money to reinvest they dropped [1:36:58] the expected increase from 26% [1:37:03] 8. 23% down to 8. So that to [1:37:04] say I want to harp on this [1:37:05] issue because and folks get [1:37:05] lost and thinking it's just a [1:37:08] money matter. This isn't the [1:37:09] money part is important we [1:37:10] have major issue. Coming up on [1:37:15] or about NOVEMBER that are [1:37:16] going to severely impact our [1:37:18] live our police our fire our [1:37:18] day-to-day life and understand [1:37:22] from the public. What I mean [1:37:23] that's a that's a massive vote [1:37:23] that's coming up which is [1:37:24] going to severely one way or [1:37:27] another affect our laws. This [1:37:28] actually is a massive [1:37:31] opportunity to bring revenue [1:37:32] our communities. In addition [1:37:32] to there there is a meaningful [1:37:36] work force impact. Labor is [1:37:39] not that you can't think of [1:37:39] center's as a corporate hq [1:37:41] we're looking into town ribbon [1:37:43] cutting 1000 jobs announced [1:37:46] that's really not the [1:37:49] headline. There is a impact in [1:37:49] the buildup for 2 think about [1:37:54] 2 years the data center. Don't [1:37:56] be anywhere on the team, you [1:37:56] know you know, but it seems [1:37:57] like 100 to a 1000 you know [1:37:58] these are good jobs. For the [1:38:01] period of time right. So [1:38:02] there's a contractor, what [1:38:06] russians pipe fitters. You [1:38:06] write again from ongoing basis [1:38:07] after that. [1:38:12] You're talking about hundreds [1:38:15] of jobs, anywhere but a 200 to [1:38:15] 500 depends on the scale [1:38:19] six-figure paying jobs in your [1:38:19] community. Okay is that they [1:38:20] changing amount of job for [1:38:21] some people it is for those [1:38:25] people it is for those 500 [1:38:26] people in the community making [1:38:28] all 6 figures guaranteed [1:38:30] income that's meaningful [1:38:31] employment opportunity and [1:38:34] these companies also by the [1:38:34] way investing workforce [1:38:37] program which allows average [1:38:40] people 2 on the road into the [1:38:41] digital economy. So capital [1:38:42] investment tax base [1:38:44] construction. Employment, [1:38:46] permanent employment and [1:38:47] workforce development. This is [1:38:48] what we're talking about we [1:38:53] talk about capital investment. [1:38:53] That leads me to a broader [1:38:54] point that I would like to [1:38:58] make. Florida has spent [1:38:59] decades establishing itself as [1:38:59] one of america's leading [1:39:00] states when it comes to [1:39:02] industry and innovation and [1:39:04] not foster has served as [1:39:05] extraordinarily well when an [1:39:07] innovative company has [1:39:08] approached us. Our instinct [1:39:11] has not talking for this [1:39:12] industry are things is how can [1:39:14] we make it work. What [1:39:17] standards apply. What is the [1:39:17] right location, what [1:39:20] investment will it bring. But [1:39:20] it's creative. What [1:39:24] infrastructure is required. [1:39:24] And the the we should take the [1:39:25] same approach when it comes to [1:39:28] digital infrastructure. That's [1:39:29] why we do not believe work for [1:39:33] in our way forward. Because [1:39:34] fundamentally know it's a [1:39:36] conversation under. Once you [1:39:37] say no there is nothing to [1:39:41] about it. You never get to [1:39:43] determine the you don't get to [1:39:44] determine. Whether our project [1:39:47] can satisfy water requirement. [1:39:48] You don't get to determine [1:39:50] whether utility conservative [1:39:53] under a structure that keeps [1:39:53] protect your customers, you [1:39:54] benefit you never negotiate [1:39:56] the workforce impact you never [1:39:57] get to ask the company to [1:39:58] modify their design. You never [1:40:02] get to determine the proposal [1:40:03] and whether it would be a [1:40:03] tremendous economic [1:40:04] development opportunity for [1:40:08] residents. The conversation is [1:40:08] simply over at that point and [1:40:09] I don't believe that's [1:40:10] consistent with the florida [1:40:14] that we know. Found a to be to [1:40:15] balance being open for [1:40:16] business and being good for [1:40:16] consumers in a way that works [1:40:21] for all of us for be a factor [1:40:23] or a biotech company or new [1:40:24] aerospace company willing to [1:40:26] invest a billion dollars in [1:40:26] your community. Our response [1:40:29] be no. Response would be [1:40:33] what's of value with the [1:40:34] project but establishing the [1:40:34] rules was asked really good [1:40:36] really smart questions but [1:40:36] negotiating, let's make [1:40:38] informed decisions. Compete [1:40:41] for the investment and digital [1:40:42] infrastructure deserves the [1:40:47] same treatment. The framework [1:40:49] that we is don't start with [1:40:49] yes because flatly there are [1:40:50] projects that should not be [1:40:53] approved. Don't start with no [1:40:56] because that the conversation [1:40:57] and you're not allowed even [1:40:57] negotiate whether it's good [1:40:58] for your community at that [1:41:02] point start with the facts if [1:41:03] you start with the facts and [1:41:04] have a conversation you can [1:41:04] evaluate project and [1:41:10] community. So. We believe so [1:41:15] so I I see that all city. The [1:41:16] capital in jobs and workforce [1:41:18] will go somewhere right that's [1:41:20] from the map that we saw. The [1:41:24] tax base will go somewhere. [1:41:26] Because system that springs [1:41:26] around these digital these [1:41:29] centers. Of will develop [1:41:30] somewhere and we believe that [1:41:34] summer shipp before. In [1:41:35] closing I want to be very [1:41:37] clear with where 56 stands. We [1:41:39] believe florida should compete [1:41:43] for the infrastructure power [1:41:43] and artificial intelligence [1:41:46] cloud computing cybersecurity [1:41:47] research and next generation [1:41:50] of the digital economy. [1:41:51] Believe our communities have [1:41:53] the opportunity to capture the [1:41:53] capital investment. The tax [1:41:55] base, the jobs. The [1:41:57] construction activity, the [1:41:58] workforce development and the [1:41:58] economic development that [1:42:02] comes with and we believe [1:42:03] florida can do that while [1:42:04] maintaining the high quality [1:42:06] that our communities expect. [1:42:10] That's what responsible growth [1:42:11] florida does not have to [1:42:12] choose between innovation good [1:42:14] governance. So [2:14:23] the power consumption I can't [2:14:27] speak specifics, but it's not [2:14:29] like there's a ton of other [2:14:30] activity the chips are being [2:14:31] called by the water which is [2:14:32] taking the heat away so [2:14:33] there's not in heat flowing [2:14:36] throughout the facility. [2:14:36] Obviously there will be air [2:14:38] conditioning units like a [2:14:40] costco there will be water [2:14:41] consumption in the for [2:14:43] security guards and the [2:14:44] workers. There will be [2:14:45] landscaping requirements that [2:14:47] standard water consumption, [2:14:48] but the cooling that talking [2:14:50] about other successful [2:14:51] projects. It really comes down [2:14:53] to open closed it's closed [2:14:56] loop is evaporating reason [2:14:57] cool. And that's that's where [2:14:58] the technology is it's really [2:14:59] efficient water obviously is [2:15:02] the best. It's the a [2:15:04] transistor transmitter of [2:15:07] cooling rate. It's more [2:15:08] efficient. But it consumes [2:15:09] more if you're going to have [2:15:10] on the property. So that's [2:15:11] just decision for the [2:15:19] commission.
