[4:12] » I pledge allegiance to the flag of the
[4:12] United States of America
[4:14] and to the Republic for which it stands,
[4:16] one nation under God, indivisible, with
[4:20] liberty and justice for all.

[4:48] Discussion and action and vote with
[4:50] regard to the acceptance of meeting
[4:51] minutes from the meeting of May 5th,
[4:54] 2026. So, I have a motion to approve.
[4:56] >> So moved.
[4:57] » So moved.
[4:57] >> A motion's been made by Councilman
[4:59] » A motion's been made by Councilman
[4:59] Baccala. Is there a second? Seconded by
[5:01] Councilman LaPorte. All those in favor?
[5:03] >> Aye.
[5:03] » Aye.
[5:03] >> All those opposed, the ayes have it.
[5:05] » All those opposed, the ayes have it.
[5:05] I'm going to skip due to a time
[5:07] constraint, Woodward Road, Louisquisset
[5:09] Golf,
[5:11] Mike Murphy and Andrew
[5:15] Pleseeka
[5:16] to appear at the request of the Council
[5:19] to address safety concerns related to
[5:21] golf balls entering residential
[5:23] properties along Woodward Road
[5:26] and potential mitigation measures,
[5:27] including fencing or protective netting
[5:30] at the adjacent golf course. Please
[5:32] state your name for the record, please.
[5:34] >> Andrew Pleseeka, here on behalf of
[5:35] » Andrew Pleseeka, here on behalf of
[5:35] Louisquisset Country Club. Thank you.
[5:38] Uh
[5:39] Good evening, Councilors. Uh
[5:41] I'm here on behalf of Louisquisset. We
[5:43] obviously received your letter of May
[5:45] 7th regarding errant golf balls in the
[5:47] neighborhood of Woodward Road. Um to
[5:50] date, we have not received any
[5:52] complaints from any adjacent property
[5:54] owners regarding the golf balls, but
[5:55] obviously that doesn't mean that it's
[5:57] not happening. Um we have two holes
[5:59] located adjacent to Woodward, uh holes
[6:02] two and holes three. Uh portions of uh
[6:06] Woodward Road that border the golf
[6:07] course feature a chain-link fence, and
[6:09] there are portions that feature a 50-ft
[6:11] net. Uh
[6:12] we are committed to working with the
[6:14] town in order to come up with
[6:15] cost-effective measures to mitigate
[6:17] errant golf balls leaving the property.
[6:19] Uh towards that end, we would request if
[6:21] the town council can provide us with the
[6:23] uh contact information for any of the
[6:25] property owners who are experiencing
[6:27] these issues, so that way we can kind of
[6:29] narrow down where the golf balls are
[6:32] problematic. Is it the tee from the
[6:34] second hole? Is it the approach shot
[6:35] from the third? So that way
[6:37] our analysis of the golf club and
[6:39] potential changes that we could make can
[6:40] be a little bit more focused as to what
[6:42] the actual problem is. Um accordingly,
[6:45] with that information, we'd be willing
[6:46] to come back here in a month. Uh we will
[6:48] come up with an action plan with respect
[6:50] to changes that we can make in order to
[6:52] uh mitigate this outcome, and we will
[6:54] report back to the town council.
[6:56] >> Thank you.
[6:57] » Thank you.
[6:57] If you just have a seat, is there anyone
[6:59] here from the neighborhood that would
[7:00] like to speak? Just come up to the
[7:01] microphone one at a time.
[7:03] And uh please just state your name for
[7:05] the record.
[7:06] >> Sherry Melo.
[7:07] » Sherry Melo.
[7:07] >> Thank you.
[7:08] » Thank you.
[7:08] >> Robert Melo.
[7:09] » Robert Melo.
[7:09] >> Okay. Still having issues?
[7:11] » Okay. Still having issues?
[7:11] >> We live at 725. Yeah, they they end up
[7:13] » We live at 725. Yeah, they they end up
[7:13] in the front and uh to
[7:15] his comment about not getting any calls,
[7:17] my wife has called and they said we
[7:19] can't do anything, you go through your
[7:20] home insurance.
[7:22] >> Okay.
[7:24] » Okay.
[7:24] >> I spoke to um a manager. I'm not sure
[7:27] » I spoke to um a manager. I'm not sure
[7:27] what his name was, but I spoke to a man
[7:29] when I called and asked to speak to a
[7:31] manager, um probably this time last
[7:33] year. And they told me that um I had to
[7:36] go through my homeowner's insurance and
[7:38] that they couldn't help me.
[7:40] >> You spoke to someone at Lewis Quince,
[7:41] » You spoke to someone at Lewis Quince,
[7:41] the golf course. Okay.
[7:43] And you're at 725?
[7:44] >> Yes.
[7:45] » Yes.
[7:45] >> Okay. Thank you.
[7:46] » Okay. Thank you.
[7:46] >> Thank you.
[7:51] » Just state your name for the record,
[7:52] please.
[7:52] >> Uh Felton Messina.
[7:54] » Uh Felton Messina.
[7:54] >> Uh thank you.
[7:54] » Uh thank you.
[7:55] >> Arden Nazar.
[7:55] » Arden Nazar.
[7:55] >> Thank you.
[7:56] » Thank you.
[7:56] >> I live in uh 721 Woodward Road. Um and
[8:00] » I live in uh 721 Woodward Road. Um and
[8:00] the the issue with the golf balls is
[8:02] just getting out of hand. Like this is
[8:04] the amount of golf balls just this month
[8:05] since last meeting.
[8:07] Um the other day I was just mowing my
[8:09] lawn and one just like almost hit me in
[8:12] the head. Like it's it it's just a lot
[8:15] at this point. So, that I mean that's
[8:17] why we brought the issue here.
[8:18] >> And you stated that you've contacted the
[8:20] » And you stated that you've contacted the
[8:20] >> I contacted Frank Perry uh last year
[8:23] » I contacted Frank Perry uh last year
[8:23] twice about this issue and he told me
[8:26] that there's nothing that he can do.
[8:27] That we should go through our homeowners
[8:29] insurance cuz there was property damage.
[8:31] And my biggest concern is damage to me
[8:34] or to my niece and nephew who are four
[8:36] and two who go and visit me a lot in my
[8:39] property. They play outside, so
[8:41] >> Okay.
[8:43] » Okay.
[8:43] >> yeah.
[8:44] » yeah.
[8:44] >> Thank you for coming. That's It's a lot
[8:46] » Thank you for coming. That's It's a lot
[8:46] of golf balls. That shouldn't be
[8:47] happening.
[8:48] >> Good progress.
[8:49] » Good progress.
[8:49] >> Come back up.
[8:54] Okay, does anybody have any questions
[8:55] from the council?
[8:58] Um they did state that they have
[9:00] contacted people at Lewis Quince it.
[9:03] They shouldn't have to deal with this.
[9:05] Um
[9:06] Let's see if we can get a plan of action
[9:07] in place as soon as possible.
[9:09] >> Oh, we'll do
[9:10] » Oh, we'll do
[9:10] >> If if you want, I can report back to the
[9:11] » If if you want, I can report back to the
[9:11] town council next month.
[9:13] >> We have a meeting on um
[9:16] » We have a meeting on um
[9:16] No, but there's a June meeting, too,
[9:17] before that. Uh I want to say Well, I'll
[9:20] have the clerk contact you.
[9:22] >> Yep.
[9:22] » Yep.
[9:22] >> And and we'll we'll put you on that
[9:24] » And and we'll we'll put you on that
[9:24] agenda so you can come up with a action
[9:26] plan.
[9:26] >> Excellent. Thank you.
[9:28] » Excellent. Thank you.
[9:28] >> Please leave your number with the
[9:29] » Please leave your number with the
[9:29] gentleman at the door.
[9:30] >> Absolutely.
[9:31] » Absolutely.
[9:31] >> Thank you.
[9:31] » Thank you.
[9:31] >> Thank you. Thank you all for coming.
[9:33] » Thank you. Thank you all for coming.
[9:33] >> Thank you.
[9:35] » Thank you.
[9:35] >> Now, now if if if that doesn't mitigate
[9:38] » Now, now if if if that doesn't mitigate
[9:38] the problem, just let us know. Okay?
[9:42] Thank you.
[9:42] >> Thank you.
[9:44] » Thank you.
[9:44] >> Yeah, I'm going to go back to item
[9:45] » Yeah, I'm going to go back to item
[9:45] number two, sale of property. Maryland
[9:47] Body would like to discuss and possible
[9:49] vote on two possible sales. One,
[9:52] consideration of the sale of portion of
[9:54] Lauri's Street to Michael Baron, 10
[9:57] Otter Street.
[9:58] And two, consideration of the sale of
[10:00] the Charles Condominiums, 1190 Charles
[10:03] Street, a portion of undeveloped road.
[10:07] Mayor.
[10:08] >> Mr. Chairman, members of the council.
[10:10] » Mr. Chairman, members of the council.
[10:10] These are two parcels of land that um I
[10:13] asked both the councilman uh from that
[10:16] district to uh
[10:18] visit with me uh to show
[10:21] uh the request for the purchase. Um and
[10:24] I will tell you this that both parcels,
[10:26] and hopefully uh council people would
[10:30] agree, are uh
[10:34] I want to say useless to the town. Uh
[10:37] the one on Otter Street, I think is
[10:38] important only because
[10:42] that could at some point in time become
[10:44] an ingress or egress to a large parcel
[10:47] of land which abuts
[10:49] the land behind the Geneva Mills.
[10:53] So, if this par- parcel of land
[10:56] is basically sold or abandoned, that
[11:00] would uh cease any
[11:03] uh concerns
[11:04] uh for that uh
[11:06] um
[11:07] area to become a cut-through.
[11:10] Um
[11:11] I I don't know um Mr. Fiorello Mr.
[11:14] Pollock.
[11:15] >> Mr. President.
[11:16] » Mr. President.
[11:16] >> Councilman.
[11:18] » Councilman.
[11:18] >> Mayor, if we uh
[11:20] » Mayor, if we uh
[11:20] agree to sell these two parcels,
[11:22] I would like to see some type of
[11:24] contingency on the purchase and sales
[11:25] for the one on Otter Street where they
[11:27] can't build or develop
[11:29] road on there.
[11:30] >> Yeah, that's any of the parcels consumer
[11:33] » Yeah, that's any of the parcels consumer
[11:33] and that
[11:34] we sold so far for the amount of money
[11:37] that we're selling it is with an
[11:39] agreement that there'll be no
[11:40] construction.
[11:42] And if if the agreement also states that
[11:45] if at any point in time they change
[11:46] their mind would have to come back to
[11:49] the council
[11:51] and um
[11:52] discuss that.
[11:55] Now,
[11:56] I'm sorry. Go ahead, Nick.
[11:57] >> Mr. President of the council, um to the
[11:59] » Mr. President of the council, um to the
[11:59] mayor's point both parcels are
[12:02] uneconomic remnants that their sold
[12:05] value is to the buyer it's really
[12:08] nothing
[12:09] but what
[12:10] and excuse me
[12:11] it's only value is to the buyer, excuse
[12:13] me.
[12:14] >> Thank you.
[12:15] » Thank you.
[12:15] >> Yeah, in fact, one of them the one at
[12:16] » Yeah, in fact, one of them the one at
[12:16] the Charles has already been developed
[12:18] parking spots.
[12:19] >> Okay.
[12:20] » Okay.
[12:20] >> What what's been happening there by me
[12:21] » What what's been happening there by me
[12:21] to the entire council, Mr. Chairman, is
[12:24] that
[12:26] the Charles condominium has been
[12:28] utilizing this property for parking.
[12:31] There was a small portion of it that
[12:33] there was a
[12:35] number of trees built on.
[12:38] And now one of the trees fell
[12:41] and damaged
[12:42] one of the owner's cars.
[12:46] Now, it became a situation who's
[12:48] responsible
[12:50] for the tree that fell on the car
[12:54] on the property that were they were
[12:56] illegally parking on, basically.
[12:59] So, we thought we would try to bring
[13:00] this to a head. That's why I had the
[13:02] council in visit and I think I spoke to
[13:03] you also, Mr. President, about it. Take
[13:05] a look at it. It's
[13:08] not can't be used by us, the town, in
[13:11] any way. So, I think to rid us of any
[13:14] possibility of um how can I say law
[13:20] uh
[13:21] cases or suits, I think it's the right
[13:22] thing to um sell the property.
[13:27] >> Any questions for the mayor?
[13:31] Has the price has been agreed upon?
[13:33] >> Yes, so
[13:35] » Yes, so
[13:35] as we've done with all of the other
[13:36] parcels, Mr. Chairman, members of the
[13:39] council, that we purchased from National
[13:41] Grid and Island Energy at the time, if
[13:44] they agree to not build on the property,
[13:47] it'd be $3.50 a square foot.
[13:50] If they
[13:52] choose to build on it, and
[13:54] as of right now, we haven't entered into
[13:56] one agreement
[13:58] that there would be construction on any
[14:00] property at this point in time. And
[14:02] there will be a few more that we're
[14:04] looking at right now that will be coming
[14:07] to you.
[14:09] >> Okay, is there any questions on this?
[14:11] » Okay, is there any questions on this?
[14:11] You have a motion to approve?
[14:12] >> So moved. Yeah, I'm I'll uh second that
[14:15] » So moved. Yeah, I'm I'll uh second that
[14:15] motion.
[14:15] >> Okay, a motion's been made by Councilman
[14:17] » Okay, a motion's been made by Councilman
[14:17] Filer, seconded by Councilman Pollock.
[14:19] >> Yes, I would like to make also make sure
[14:21] » Yes, I would like to make also make sure
[14:22] we have a written addendum purchase and
[14:23] sales and addendum that they cannot
[14:25] develop or or build a road there. That's
[14:27] all I ask.
[14:27] >> note note the addendum for the record.
[14:29] » note note the addendum for the record.
[14:29] All those in favor?
[14:30] >> Aye.
[14:30] » Aye.
[14:31] >> All those opposed, the ayes have it.
[14:32] » All those opposed, the ayes have it.
[14:32] Thank you.

[24:32] >> Okay. Item number five, I mean 15,
[24:34] » Okay. Item number five, I mean 15,
[24:34] possible soil contamination. Maureen
[24:36] Gerard would like a discussion on soil
[24:39] contamination at peat properties. Mr.
[24:41] Gerard, just please come up and state
[24:42] your name.
[24:47] » Maureen Gerard. I'm here on behalf of
[24:50] the residents of the peat farm property
[24:52] area. Um I have some copies if you could
[25:07] So, as I stated, um I am here in behalf
[25:10] of the uh residents of the Pate Farm
[25:12] area of North Providence.
[25:14] Uh since 2021, we've been inquiring
[25:18] uh with local officials regarding the
[25:20] Pate Farm property and the town's
[25:22] prospects of using the uh uh Rhode
[25:25] Island DEM grant given in 2020.
[25:29] Uh most recent inquiries with DOH and
[25:32] DEM were done this past fall into early
[25:34] 2026.
[25:37] There was a request for soils testing
[25:39] this past fall, and many have asked
[25:41] about this testing to be done in 2023
[25:44] and 2024, but no progress was made in
[25:48] regards to testing.
[25:50] Just a little history, um
[25:52] most of you on the council, do you
[25:56] remember the 2014 cancer concerns in
[25:59] throughout the schools in North
[26:00] Providence, where the testing was done?
[26:04] Um anybody?
[26:05] No?
[26:06] >> I do.
[26:07] » I do.
[26:07] >> You do? Okay. So,
[26:10] » You do? Okay. So,
[26:10] that has
[26:12] that was the basis for the concern of
[26:14] when that soil ended up getting dumped
[26:16] at Pate. So,
[26:20] the asbestos, radon, lead, and mold
[26:22] tests were done, and the results were
[26:25] that these tests came back with
[26:26] acceptable levels.
[26:28] Please know that DOH and DEM had wanted
[26:31] to continue further testing, but it
[26:33] would interfere with the timeline of the
[26:35] two new schools being built, which were
[26:37] Stephen Olney and McGuire.
[26:40] Mayor Lombardi stated in a Breeze
[26:42] article that the town would not hold up
[26:44] the school builds, and they would begin
[26:46] as scheduled. With that being said, no
[26:49] further testing was done, and many
[26:50] residents was concerned about the
[26:52] possible contamination of the school
[26:54] demos asking that the town make sure
[26:57] that this
[26:58] would be taken care of.
[27:01] The soil that's at the Pete property is
[27:02] soil from these two builds. There were
[27:05] 25 to 30 truckloads dumped there.
[27:09] Initially, according to the early Breeze
[27:11] articles, only a partial amount of soil
[27:13] was to be dumped there and the rest was
[27:15] to have gone to the town dump on
[27:17] Smithfield Road. Unfortunately, that did
[27:20] not happen.
[27:22] Several recent Breeze articles stated
[27:24] Mail and Body saying that the soil was
[27:26] at the Pete because at Pete property
[27:28] because he didn't know what to do with
[27:30] it or is put there to be used if needed
[27:32] with the school builds. This was a
[27:35] little confusing.
[27:37] So, the residents of the Pete Farm area
[27:38] had some valid reasons to be concerned
[27:40] when seeing the soil being dumped there.
[27:44] Many of the residents began attending
[27:46] meetings expressing concerns about the
[27:48] town's interest in developing the area
[27:50] of the recreational fields,
[27:52] soccer, football, etc.
[27:54] Concerns with the area on a small bridge
[27:57] about the small bridge before the
[27:59] entrance to the Pete property that is
[28:01] very narrow.
[28:03] Mostly a one-way bridge for large um
[28:06] vehicles.
[28:07] Most importantly, once you cross this
[28:09] bridge, it's the only way into the
[28:11] neighborhood and the only way out of the
[28:13] area back over the bridge. There is no
[28:16] egress past the bridge. There's no signs
[28:18] to notify anyone of this either.
[28:21] The bridge has no signage stating weight
[28:23] limit or inspections.
[28:25] Concerns as to how the traffic amount of
[28:28] traffic from soccer fields, soccer games
[28:31] would um be accommodated in this
[28:34] tight-knit area were never
[28:36] answered from us.
[28:38] Please note that in 2025, Dominic
[28:40] Ruggerio had mentioned the possibility
[28:42] of widening this bridge, which was in an
[28:45] article in the Breeze, but unfortunately
[28:47] nothing more became of that.
[28:49] At this time, Casey Field was
[28:51] deteriorating and no baseball games were
[28:54] being played. And the concerns were,
[28:57] "How was the town going to maintain this
[28:59] new recreation area when the one they
[29:01] have is not being maintained?"
[29:04] Plus, they were wanting to add another
[29:05] soccer field up at the quality farm off
[29:08] Hemlock Street, less than a half a mile
[29:10] from the peat farm.
[29:12] DPW
[29:13] was down to a limited number of
[29:15] employees, and Mayor Lombardi did state
[29:17] the breeze in the breeze that he was not
[29:19] hiring at this time. That was
[29:21] concerning.
[29:23] The other concern that after
[29:25] corresponding with some DEM officials,
[29:28] the stream that runs along the farm and
[29:30] along under the bridge under 146 out to
[29:33] Upper Canada Pond
[29:35] is under DEM, and rules changed in 2022
[29:39] as to how close you can work next to the
[29:41] stream.
[29:42] I provided a printout of this change
[29:44] from DEM, and permits are required to to
[29:47] work with us. So, that's the first page
[29:49] that you see in a map that shows the
[29:51] stream
[29:52] that
[29:53] is affected over in that area.
[29:57] Several of us discussed these concerns
[29:59] with Stefano Formiglietti, who was our
[30:01] council president at the time.
[30:03] But, there was never any clear answers.
[30:07] I happened to find the grant that was
[30:09] awarded to the town online, and when
[30:12] inquiring about the property, I was
[30:13] referred to a Megan Depree.
[30:16] You have a copy of a letter that she has
[30:19] on the other She She writes back.
[30:23] You'll see that the first 3 years this
[30:25] grant was given to the town, the town
[30:27] didn't do anything on the property.
[30:31] This was way before
[30:33] talks began about possibly downsizing
[30:36] the property's plans for a recreation
[30:37] area to a green space.
[30:40] DEM had been out to the property to see
[30:43] the area and at this time in 2024 they
[30:45] saw no they found no solid waste. Again,
[30:49] confirming
[30:50] that this
[30:52] soil that came from these two schools,
[30:54] which I will
[30:56] tell you further,
[30:58] came came to that property clean.
[31:02] There had been some
[31:06] there had been some work in the stream
[31:09] on the property in 2023 for a brief day
[31:12] or two, but then it stopped and has not
[31:14] continued since.
[31:16] The tubing and piles of gravel and rock
[31:19] are still on the property.
[31:21] In 2025 I was told that a company from
[31:23] Johnston had been hired by the town to
[31:25] install the tubing. What was told stop
[31:28] after a day or two
[31:30] that the grant had run out. Their tubing
[31:32] and gravel still sits at the property
[31:35] and the grant was good to 2025.
[31:38] By this time, 2024 directions had
[31:41] changed for the area and we're looking
[31:43] at possible green space for the area
[31:44] instead of a recreational area.
[31:47] But that has stalled and there's not
[31:49] been any talk of this since.
[31:51] This brings us to the initial concerns
[31:53] of the soil testing.
[31:55] When I was able to reach out to DEM and
[31:57] talk to the correct person
[32:00] uh about the peat property,
[32:02] I spoke with a John a Mark Dennen.
[32:05] Uh the very last page I provide both
[32:08] Mark Dennen from DEM and uh Daniel Zebro
[32:13] from
[32:15] Department of Health.
[32:17] Um they were extremely helpful and
[32:20] providing me this information in regards
[32:22] to the soil
[32:23] and what they did with the schools, what
[32:26] they had the the process of the asbestos
[32:28] abatement.
[32:30] Um
[32:35] Since the two school builds were done
[32:37] with asbestos abatements, this
[32:39] this was the D Department of Health area
[32:42] since it deals with asbestos and radon.
[32:44] Lead and mold are with DEM.
[32:47] Daniel Zebro saw the records and
[32:49] informed me that the asbestos abatements
[32:51] at these two schools were done from
[32:53] beginning to end of the demos with no
[32:55] errors.
[32:57] Which means the soil was clean that came
[32:59] from the two schools that were dumped at
[33:00] the P property.
[33:02] All this information, if any of you were
[33:05] on the school committee bills,
[33:08] on the building committees,
[33:11] the information is there.
[33:13] It's been available to us all this time.
[33:16] It's at the school department and it's
[33:19] at the town records.
[33:21] And we could have just
[33:23] dug for it
[33:24] and seen that
[33:26] because this asbestos abatement was done
[33:28] with no errors,
[33:30] that soil was clean to be dumped at P.
[33:34] Mark Brennan also confirmed this
[33:36] asbestos abatement was done correctly
[33:38] and efficiently with no errors
[33:40] confirming this soil transported was
[33:43] clean.
[33:45] When talking with Daniel from DOH, he
[33:48] noted
[33:49] had the town council early on had wanted
[33:52] him to come and talk about the soil
[33:54] concerns, he would have been happy to
[33:55] come in.
[33:56] He does need special approval from DOH
[33:59] to do so and we need to be formally
[34:01] invited by the town council.
[34:04] Mark would also from DEM require the
[34:07] same.
[34:08] He also noted that the building
[34:10] committees for the schools have the
[34:11] information regarding the asbestos
[34:13] abatement and that they went through
[34:14] with no errors.
[34:16] The school department or the town hall
[34:19] has these records. He also noted to me
[34:22] that the soil at the P Farm property
[34:24] would need to be tested before removing
[34:27] any of it.
[34:28] Most likely would be purchased from
[34:30] whomever tested it to be brought to the
[34:32] Rhode Island Resource Recovery.
[34:35] Is this policy a regulation or possibly
[34:38] both since no matter where the soil was
[34:41] to go, it had to be tested first before
[34:44] leaving the property.
[34:46] So, no matter how many times we might
[34:48] have requested to have that soil tested,
[34:51] it didn't matter
[34:53] because
[34:55] one, the soil was clean, we didn't need
[34:57] to have it tested.
[34:59] But,
[35:01] in order for that soil to go anywhere,
[35:05] it has to be tested by the town
[35:08] to show that it's clean
[35:10] to be put anywhere.
[35:13] So, a company would come and test it,
[35:15] perhaps purchase it from the town, and
[35:18] they will sell it
[35:19] from there.
[35:24] Right now, this property is now seeing
[35:26] landscapers dumping their scraps and
[35:28] construction companies dumping debris.
[35:31] And worse, tires are piling up towards
[35:33] the back against the fence near the
[35:35] Canterbury Village Apartments. I'm told
[35:38] they come at night and they throw them
[35:40] over the fence. And this could become a
[35:42] serious issue and a real safety concern
[35:45] for nearby residents with having only
[35:47] one
[35:48] access out of that area.
[35:52] And to go right past the toxic fumes
[35:54] should these tires cause a fire.
[35:57] Let's Let's seriously hope this does not
[36:00] occur.
[36:01] I did send an email to the fire chief a
[36:03] month ago and attached photos. No
[36:06] response. The tires are high. There's a
[36:09] lot of tires. It's not like
[36:11] six tires hanging around. It's a lot.
[36:16] There's no signs
[36:19] stating no dumping. Please take notice.
[36:21] If there were, it might help some.
[36:25] I'm asking that let's start off on the
[36:27] right foot by asking the residents and
[36:29] getting the input and what the town is
[36:30] wanting to put in the area.
[36:33] Not one resident in this area was asked
[36:35] about this initial grant. We all want
[36:38] our youth to have access to recreational
[36:40] areas. Many of us have children that
[36:43] went through the North Providence school
[36:44] system, played in either football,
[36:47] baseball, soccer, or basketball.
[36:49] All three of my children went through
[36:51] the school system and participated in
[36:53] the sports and my husband coached for a
[36:54] time.
[36:56] Please know that the grant was not lost
[36:58] because of the nearby residents'
[37:00] concerns.
[37:02] The amount of soil that was dumped
[37:03] there, the process to test and remove
[37:06] it,
[37:07] now was way more than I believe the town
[37:09] expected.
[37:11] This is more likely why the grant was
[37:13] lost.
[37:14] But at the same time, the infrastructure
[37:16] of the area was not conducive to the
[37:18] original plans. The amount of traffic
[37:20] would have been concerning and possibly
[37:22] concerns for emergency vehicles' access
[37:24] to the back neighborhood.
[37:26] I sincerely ask that the council and the
[37:28] mayor, please, before doing another
[37:31] grant for that property, look into what
[37:34] complements and fits the area best.
[37:37] And I appreciate your time
[37:39] listening.
[37:40] >> Thank you. Thank you. Thanks.
[37:42] » Thank you. Thank you. Thanks.
[37:42] Councilman?
[37:44] So,
[37:45] um
[37:45] Maureen, thank you for coming.
[37:48] Mayor Mayor, I'm not trying to put you
[37:50] on the spot. I know your office sent out
[37:51] an email
[37:53] later this afternoon. Okay.
[37:56] >> It so happened that
[37:58] » It so happened that
[37:58] we were in today
[37:59] talk about a number of issues and
[38:02] thought that the right thing would be
[38:03] >> Okay. Can you hear me now?
[38:04] » Okay. Can you hear me now?
[38:04] >> I'm sorry.
[38:06] » I'm sorry.
[38:06] We were there today and talked about a
[38:07] number of issues and thought that the
[38:08] right thing to do, and you'll be getting
[38:11] a notice tomorrow in your door,
[38:13] as we notified the council that next
[38:15] Wednesday night there will be a meeting.
[38:19] Um we have two dumpsters that are being
[38:22] shipped there tomorrow because up in the
[38:23] furthest corner,
[38:25] I think someone might have been living
[38:26] in a a shed there.
[38:28] Plus the tires.
[38:30] >> There's feral cats that are
[38:32] » There's feral cats that are
[38:32] >> Uh we saw a couple of other things in
[38:34] » Uh we saw a couple of other things in
[38:34] there but by the way,
[38:36] yeah, no, no. So
[38:38] Mr. Chairman, maybe um we you know,
[38:41] concerns that the
[38:43] uh this young lady and her neighbors
[38:45] have, we can address on a Wednesday
[38:47] night because there is a thought of
[38:50] going in there and just cleaning it up
[38:52] for new grass to grow. But again,
[38:55] you guys have you know, be dictating to
[38:58] us as to what you'd like to see there.
[38:59] So that's that could be addressed on
[39:02] Wednesday evening here
[39:05] um and you'll get a notice tomorrow cuz
[39:06] they got printed today at 6:00.
[39:10] >> Mr. Chairman. Thank you. Any other
[39:12] » Mr. Chairman. Thank you. Any other
[39:12] questions for Marine?
[39:14] You can come.
[39:25] » I don't know if you remember me, but I
[39:26] was here about 7 months ago. And I
[39:29] talked about in front of the Pace
[39:31] property.
[39:32] There has been
[39:34] pieces of glass beer bottles all over
[39:36] the front. Litter everywhere. I walk my
[39:39] dog in front of Pace Farm. It's not a
[39:42] big road. There's enough space for two
[39:45] cars to go through. I'm walking my dog
[39:47] and when there's two cars, I have to
[39:49] move over.
[39:50] Stay there.
[39:51] So my dog or I don't get hit by a car.
[39:54] In front of Pace Farm, there's no place
[39:57] where in my neighbors I can step on
[39:58] their lawn, wait for the car to go back.
[40:00] I'm at the Pace Farm.
[40:02] I can I'm going to break my leg. There's
[40:05] all glass bottles. I was told the night
[40:07] I complained about this 7 months ago,
[40:10] the next day it would be addressed.
[40:13] And the Department of Public Works would
[40:14] be there to clean at least uh sidewalk.
[40:18] All of us in the neighborhood keep in
[40:21] front of our houses clear. If someone's
[40:24] walking and cars are coming by, there's
[40:26] a place to stand. But in front of Payson
[40:29] Farm, there is no place to stand if a
[40:32] car's going by. It's a liability. And I
[40:35] believe someone has already gotten hurt
[40:38] by a car in right around that
[40:39] neighborhood.
[40:43] Was hit by a car.
[40:48] And it's it's going to happen again in
[40:49] front of Payson Farm. I'm telling you, I
[40:51] walk my dog, I walk. And there's nowhere
[40:55] when the two cars are coming down. The
[40:56] street's just big enough for two cars.
[41:08] And right now, you can't drive by on one
[41:10] side without getting hit by the bushes
[41:12] that are coming on the road.
[41:14] You know, the cars are getting hit by
[41:16] growth that's coming out. And it's just
[41:20] it's ridiculous that
[41:22] as a homeowner, I couldn't let my
[41:23] property look like this. But the town
[41:25] owns this property. And this property
[41:28] looks like a dump in front of Payson.
[41:30] Never mind what's behind it.
[41:33] It's just And I was promised the next
[41:35] day, one of you said it, next day the
[41:37] DPW would be there and clean up. So we
[41:40] would have a place to step aside if we
[41:43] were walking or we were walking our
[41:45] dogs.
[41:46] And it wasn't done. It's like seven or
[41:48] eight months later. And not one leaf has
[41:50] been picked up, not one bottle.
[41:53] You know, in the whole neighborhood, the
[41:54] ball park
[41:56] You used to coach with my husband, you
[41:57] know.
[41:58] That ball park was nice.
[42:00] >> It was.
[42:00] » It was.
[42:00] >> Now there's chain link fence rolled up
[42:03] » Now there's chain link fence rolled up
[42:03] against a dugout.
[42:06] >> They left all of it.
[42:07] » They left all of it.
[42:07] >> Our neighborhood is just You wouldn't
[42:09] » Our neighborhood is just You wouldn't
[42:09] want to live there. And we we built our
[42:12] house 40 years ago. We take pride in our
[42:14] house.
[42:15] Mr. Baccalao, he coached with my
[42:17] husband. My husband we went as far we
[42:20] coached for our own children, we coached
[42:21] for our grandfather. I worked in the
[42:23] concession stand.
[42:24] I've done a lot for our neighborhood in
[42:27] the youth in our neighborhood. Now, I've
[42:30] been here once, I'm here twice. It's
[42:32] very insulting to me to think that it
[42:36] was the night that you were instated.
[42:38] That was the night I spoke and I
[42:40] addressed you
[42:41] about it. I had asked you you had gone
[42:43] over. And I all I want is someone
[42:47] you know, at least I mean I know we have
[42:49] a problem, but at least when you drive
[42:51] by, you don't look at this big mess the
[42:54] sidewalk. I mean
[42:56] it wasn't like that before.
[42:58] >> So, that's never been addressed?
[43:00] » So, that's never been addressed?
[43:00] >> No. No, you told one of one someone on
[43:03] » No. No, you told one of one someone on
[43:03] the council said, "Tomorrow we'll have
[43:05] DPD DPW get to it."
[43:08] >> yes, and I know we were under the
[43:10] » yes, and I know we were under the
[43:10] impression that was
[43:12] addressed. So, I can apologize.
[43:15] >> You could if you walk by right now, I
[43:17] » You could if you walk by right now, I
[43:17] mean someone just throws bottles and it
[43:20] and it's not like you can just walk on
[43:22] litter. This is like glass bottles.
[43:25] Nowhere to step.
[43:27] You know, and you wouldn't want to live
[43:29] you wouldn't want to live with this.
[43:32] >> Right. Now, I agree. I'm I'm
[43:34] » Right. Now, I agree. I'm I'm
[43:34] disappointed it hasn't been done. I
[43:37] Did you have a question?
[43:38] >> No, um just for the record Mr. Chairman,
[43:40] » No, um just for the record Mr. Chairman,
[43:40] we uh me and Councilman Pollock, we did
[43:43] contact DPW more than once and still not
[43:47] done. I'm kind of at the point where
[43:49] I'll go down there and clean it cuz it's
[43:52] been an ongoing thing like you said. Um
[43:54] but I just
[43:55] just for the record want to state we
[43:57] have been transparent, we have been
[43:58] contact contacting DPW. Um and like I
[44:02] said, if it's not done this week, I'll
[44:04] go down there myself.
[44:05] >> Yeah, I would I would hope that at least
[44:07] » Yeah, I would I would hope that at least
[44:07] someone
[44:07] has a question. Good. Mayor,
[44:10] >> is there any chance we could get that
[44:12] » is there any chance we could get that
[44:12] area that go along the road
[44:13] get that address their concerns?
[44:18] » It does not.
[44:19] Nothing has been done in front of the
[44:21] vacant lot. It's a dump. It's a dump in
[44:23] front of a dump. You know what I mean?
[44:31] With us, when you walk when you drive in
[44:33] the entrance, to the left there was a
[44:36] pile of tires there. Those are gone.
[44:39] But, the concern is in the cap.
[44:43] So, if you went into Canterbury Village,
[44:46] drove up to the fence
[44:49] over it.
[44:51] There's tons of tires.
[45:07] » When is it? It's June 10th?
[45:13] Well, I can't we just have them vote at
[45:14] the polls?
[45:16] Can Can Excuse me. Excuse me.
[45:20] Can you guys go in the back and discuss
[45:22] it cuz we got to Thank you very much.
[45:24] I'll see everyone June 10th.
[45:26] Thank you.
[45:29] That's the the meeting for for our paved
[45:31] property will be June 10th. No, no, no.
[45:33] June 10th.
[45:35] Is there anyone else that want to speak
[45:36] from the public?
[45:39] Okay, thank you. Item number 16, trash
[45:42] issues. Representative from Mega
[45:43] Management.
[45:47] I didn't see.
[45:50] Representatives from Mega Management to
[45:51] appear at the request of the council to
[45:53] discuss the frequent problems of trash
[45:56] and yard waste pickup.
[45:59] >> Uh Dave Workman, I'm the district
[46:00] » Uh Dave Workman, I'm the district
[46:00] manager. Uh I met with you guys a few
[46:02] months ago.
[46:03] And then I've got Santos
[46:05] sitting here. He is the
[46:08] one the the supervisor for the town of
[46:10] North Providence. And
[46:11] after watching last month's council
[46:13] meeting, I think Santos is the guy that
[46:15] you actually want to grill with some
[46:16] questions. But I wanted to
[46:18] wanted to give you a little disclaimer,
[46:19] let you throw a couple couple arrows my
[46:21] way before I put them up here.
[46:23] So, watching the council meeting from
[46:25] last month,
[46:27] we were able to identify you know a
[46:28] couple of those addresses that came up,
[46:30] all those specific streets. One of the
[46:32] things that we had in common on there is
[46:34] they were all on the same route.
[46:36] And so, while that driver is one of the
[46:39] friendliest drivers you'll ever meet,
[46:41] we also need him to be friendly and pick
[46:43] up the trash. So, we're going to trade
[46:45] trade routes.
[46:46] We're bringing back one of our more
[46:48] senior drivers. He's actually a trainer
[46:50] for us. And he'll be back on in North
[46:53] Providence starting next Wednesday. He's
[46:54] going to take a vacation, get ready, and
[46:56] then Wednesday he'll be back out here.
[46:58] So, on the trash side of the house, some
[47:00] of those streets that shouldn't be a
[47:02] problem anymore.
[47:04] I know that yard work was kind of a
[47:06] rough start as we started out in April.
[47:09] We've got a got a couple things that we
[47:11] want to do differently with that.
[47:13] We've got a plan for next year, which
[47:15] you know, next year's still a long ways
[47:16] away. But one of the things that we see
[47:18] every year and kind of with every town
[47:21] is there's some eager beavers out there
[47:22] that get going with their yard work. And
[47:24] then when April 1st starts, they're
[47:25] ready.
[47:27] And it's a lot of yard work to get
[47:28] collected all
[47:30] that they've been for the past month.
[47:32] So, next March, if the town would like,
[47:35] I'm happy to throw a couple 30-yarders
[47:37] your way. We can stage them wherever you
[47:39] like us to. And we'll haul those for
[47:41] free since we can dump the yard work
[47:43] under the town account. If folks want to
[47:45] bring their yard work to central
[47:47] location, we can talk about it as we get
[47:48] closer. But it'll just kind of help us
[47:51] get a jump start on yard work before
[47:53] yard work season actually starts.
[47:55] One of the other things that we do want
[47:58] to entertain pursuing is in in the
[48:01] contract there is a
[48:03] eight bag limit for yard work per
[48:06] address per week. That's not something
[48:08] that we've been enforcing. You know, our
[48:10] goal was to just pick up everything we
[48:11] could that's at the curb. Uh, but in
[48:14] order to kind of give everyone a fair
[48:15] shot versus just the people the front
[48:17] half of that route, that is something we
[48:19] would like to start enforcing kind of on
[48:22] going forward basis. Just knowing that
[48:24] that's initially going to create phone
[48:26] calls. Cuz when I take eight of your
[48:29] nine bags, that's going to aggravate you
[48:31] when I've been taking all nine for the
[48:32] past 18 years.
[48:35] But, um,
[48:36] that's just one of the things we'd like
[48:38] to give a shot shot at. So, happy to
[48:40] take any questions. I'll bring
[48:41] Sanfilippo up here. So, if you've got
[48:43] any specific addresses, he'll give you
[48:44] intelligent answers.
[48:46] >> Councilman LoPresti has a question.
[48:47] » Councilman LoPresti has a question.
[48:47] >> Just a uh, quick question. Uh, uh,
[48:50] » Just a uh, quick question. Uh, uh,
[48:50] the number eight.
[48:51] >> Yes.
[48:52] » Yes.
[48:52] >> Is that typical for
[48:53] » Is that typical for
[48:53] most of the towns that you pick up?
[48:55] >> It's typically, I've seen between eight
[48:57] » It's typically, I've seen between eight
[48:57] and 10. Um,
[48:59] I don't Jim, have you seen 12? Yeah,
[49:02] eight to 10 is normally the the going
[49:04] rate. Um, that's that's what you have in
[49:06] there. Um,
[49:08] it's on pace. I mean,
[49:09] >> Okay. I just wanted to know if that's a
[49:12] » Okay. I just wanted to know if that's a
[49:12] a number industry wide that they use for
[49:15] normal pickups or
[49:16] >> And and and there are some towns that
[49:17] » And and and there are some towns that
[49:17] have don't have a limit.
[49:18] >> Yeah.
[49:19] » Yeah.
[49:19] >> Uh, but
[49:19] » Uh, but
[49:20] >> some more heavily wooded areas in town.
[49:22] » some more heavily wooded areas in town.
[49:22] Yes. The in the Charles area doesn't
[49:25] necessarily have they have a wooden
[49:27] haven, so to speak.
[49:29] Okay, thanks.
[49:30] >> So,
[49:32] » So,
[49:32] going back to the yard waste and saying
[49:33] see eight bags.
[49:35] So, that'd be eight bags
[49:38] yard waste every two weeks like with the
[49:40] normal trash or is that eight bags a
[49:42] month because what happens, at least
[49:44] some of the complaints that we've gotten
[49:45] is they'll put out some bags and it
[49:47] doesn't get picked up for
[49:49] two or three weeks, so people add more
[49:51] bags.
[49:53] >> Uh it would be 8 weeks per scheduled
[49:55] » Uh it would be 8 weeks per scheduled
[49:55] yard waste collection day. So, if we
[49:57] fall behind, that's on us for taking
[49:59] extras that next week.
[50:01] But the the intent here is that we don't
[50:04] fall behind and we meet the the
[50:06] commitment that we made to you and we
[50:07] pick it up on time.
[50:10] » Any other questions?
[50:15] » Is that every week you go out and
[50:16] collect the stuff?
[50:17] >> Yes, uh we had April 1 through December
[50:20] » Yes, uh we had April 1 through December
[50:21] 15. Yes, it'll be every week.
[50:23] Yes.
[50:23] >> Sometimes they go 2 weeks without seeing
[50:25] » Sometimes they go 2 weeks without seeing
[50:25] anybody.
[50:26] >> Sometimes we suck. Yes.
[50:30] Yeah.
[50:31] It it you know
[50:33] >> Go ahead.
[50:34] » Go ahead.
[50:34] >> Uh unfortunately, you know, we're always
[50:35] » Uh unfortunately, you know, we're always
[50:35] going to prioritize the trash recycling
[50:36] and and a lot of times yard waste is the
[50:38] short end of the stick and that's why
[50:40] we're, you know, looking at the
[50:41] eight-bag limit allows us to get further
[50:44] um and gives us a shot to to do what we
[50:46] said we're going to do.
[50:49] » Does anybody have any other questions?
[50:52] Uh go ahead.
[50:53] >> If I if I could just clarify one thing,
[50:55] » If I if I could just clarify one thing,
[50:55] um one of the other things I noticed
[50:57] from the meeting uh last month was
[51:00] uh one of my pet peeves, actually.
[51:02] You guys are saying that a lot of times
[51:03] you're not getting responses from my
[51:05] team when you're calling and voicing a
[51:07] concern.
[51:08] I hate that.
[51:09] Uh so, I just want to make sure that
[51:10] we're everyone has the correct contact
[51:12] information.
[51:14] So, Santos,
[51:16] he he's our supervisor for North
[51:17] Providence. If you're calling any other
[51:20] supervisor,
[51:21] you know, I know Mike Noons, everyone
[51:23] loves Mike Noons. Uh he used to be a
[51:24] supervisor out here. He doesn't oversee
[51:26] North Providence. So, if you're reaching
[51:28] out to Mike, while he's a great guy,
[51:29] he's not going to get the information
[51:31] funneled in the correct direction.
[51:33] Um you can go online, megadisposal.com,
[51:36] you can fill out a form online, or you
[51:38] can call the customer service department
[51:40] at that number on the website. But, if
[51:43] you're reaching out to anyone else at
[51:44] Mega that
[51:46] isn't one of those those venues, I don't
[51:48] want to see your complaints get lost.
[51:50] But, if you're calling our call center,
[51:51] I talked to the girls this morning.
[51:54] There's been 10 phone calls from North
[51:55] Providence this week. So, there's really
[51:57] not a lot of calls coming through our
[51:59] call center. They said it's one of the
[52:00] quieter towns.
[52:02] So, put them to work. Hopefully, they're
[52:03] not watching, but uh give them a call if
[52:06] there's issues, and they'll make sure
[52:07] that regardless of whether Santos, who's
[52:10] on vacation this week, um
[52:13] whoever whoever's covering that town,
[52:15] they're going to get that to that right
[52:16] person. I just want to make sure that
[52:18] you guys are getting the answers you
[52:19] need.
[52:22] » I was one of those people that didn't
[52:24] get called back, but thank you.
[52:26] Just just help us out, please.
[52:27] >> Absolutely.
[52:28] » Absolutely.
[52:28] >> I I know
[52:29] » I I know
[52:29] you know, you read the paper, this
[52:32] we're getting bombarded with calls. So,
[52:36] just just help us out. That's all I can
[52:37] ask.
[52:38] Um
[52:39] Santos, if you don't mind
[52:41] giving your number, if you don't have to
[52:42] give it in public, to the town clerk, so
[52:44] she can give it to us. And if, you know,
[52:47] we do get complaints,
[52:49] we'll I'll text you more.
[52:51] >> Yeah, sure. I I can go out in the front.
[52:53] » Yeah, sure. I I can go out in the front.
[52:53] >> You can give it to the gentleman
[52:56] » You can give it to the gentleman
[52:56] >> All right.
[52:57] » All right.
[52:57] >> He'll give it to me.
[52:59] » He'll give it to me.
[52:59] >> Thank you. Appreciate you guys coming
[53:00] » Thank you. Appreciate you guys coming
[53:00] out. Hey, oh, sir, you can come up to
[53:02] the microphone.
[53:06] Santos, you picked a bad week to have a
[53:07] vacation out of the state, huh?
[53:13] » Yes, I got a complaint with them. Can I
[53:15] have the guy that was talking come up
[53:18] here with me?
[53:19] >> Yes.
[53:21] » My problem with you people
[53:24] you don't know what you're doing.
[53:27] First of all,
[53:29] my comes down on a Friday.
[53:33] Last week, it was Saturday because of
[53:35] the holiday.
[53:37] That worked good. They picked everything
[53:39] up.
[53:40] Except the
[53:42] yard waste.
[53:44] All right, that's one.
[53:46] The week before that,
[53:48] my thing was supposed to be picked up
[53:50] Friday.
[53:52] They didn't come Saturday. What's the
[53:55] reason?
[53:56] >> Yeah, and you said your trash was missed
[53:58] » Yeah, and you said your trash was missed
[53:58] or was it your yard work?
[54:00] >> Huh?
[54:00] » Huh?
[54:00] >> What what was missed? Was it your trash
[54:02] » What what was missed? Was it your trash
[54:02] or your yard work?
[54:03] >> The trash came Wednesday.
[54:05] » The trash came Wednesday.
[54:05] >> Okay.
[54:06] » Okay.
[54:06] >> There's no excuse for 6 days.
[54:09] » There's no excuse for 6 days.
[54:09] >> I'll tell you what. What What is your
[54:11] » I'll tell you what. What What is your
[54:11] address?
[54:12] >> Mine's 9 Spicer.
[54:14] » Mine's 9 Spicer.
[54:14] >> 9 Spicer?
[54:16] » 9 Spicer?
[54:16] >> It wasn't mine. It was the whole street.
[54:19] » It wasn't mine. It was the whole street.
[54:19] >> Okay.
[54:19] » Okay.
[54:19] >> And the area.
[54:22] » What and what your service day is
[54:24] Wednesday, you said, correct?
[54:25] >> Friday.
[54:26] » Friday.
[54:26] >> Friday.
[54:26] » Friday.
[54:26] >> Friday's my pick up.
[54:28] » Friday's my pick up.
[54:28] >> All right. Right now, this week I will
[54:30] » All right. Right now, this week I will
[54:30] personally make sure that you're taken
[54:31] care of.
[54:31] >> And my point is
[54:33] » And my point is
[54:33] they come
[54:35] and they can only do so much and then
[54:38] they don't finish up.
[54:40] Are they supposed to finish the same
[54:42] day?
[54:43] >> The we we want them to finish the same
[54:45] » The we we want them to finish the same
[54:45] day. The The one constraint that they
[54:47] have is
[54:48] >> Yeah.
[54:48] » Yeah.
[54:48] >> Department of Transportation limits my
[54:50] » Department of Transportation limits my
[54:50] team to 60 hours of work per week. And
[54:53] so sometimes they run out of time on
[54:54] Fridays and we have to send a different
[54:56] driver out on Saturday that has time.
[54:58] >> Yeah, that's what's happening.
[55:00] » Yeah, that's what's happening.
[55:00] I can't understand why they can't do it.
[55:03] They can do it one day, why can't they
[55:05] do it the other day?
[55:06] >> And that's part of what we we we address
[55:08] » And that's part of what we we we address
[55:08] with changing the drivers. We're putting
[55:10] a more senior driver out in North
[55:12] Providence starting next week. He can
[55:14] get stuff done a little bit quicker.
[55:16] >> Now, we had a guy that's going back a
[55:18] » Now, we had a guy that's going back a
[55:18] year and a half.
[55:20] He didn't miss a day.
[55:22] >> That might be the guy that's coming
[55:23] » That might be the guy that's coming
[55:23] back.
[55:24] >> He was a very good guy.
[55:26] » He was a very good guy.
[55:26] >> So, excuse me.
[55:27] » So, excuse me.
[55:28] >> Now, this guy here
[55:30] » Now, this guy here
[55:30] will take me One day they make it, one
[55:32] day they they skip it.
[55:34] >> I'll tell you what. You have my number.
[55:37] » I'll tell you what. You have my number.
[55:37] If If they miss you, instead of like
[55:39] going back and forth, now if they miss
[55:41] you, call me and I will call them.
[55:43] >> Yeah.
[55:44] » Yeah.
[55:44] >> Okay?
[55:45] » Okay?
[55:45] >> That's it. I mean, I think I think you
[55:47] » That's it. I mean, I think I think you
[55:47] people should do a little bit better
[55:49] than we do now.
[55:50] >> We will.
[55:50] » We will.
[55:50] >> I have an opinion.
[55:51] » I have an opinion.
[55:52] >> We have your opinion. We have your
[55:52] » We have your opinion. We have your
[55:52] opinion.
[55:53] >> Thank you.
[55:53] » Thank you.
[55:53] >> You're welcome.
[55:54] » You're welcome.
[55:54] >> Yeah.
[55:54] » Yeah.
[55:54] >> Thank you.
[55:54] » Thank you.
[55:54] >> Thank you.
[55:55] » Thank you.
[55:55] >> You're welcome.
[55:56] » You're welcome.
[55:56] >> Thank you.
[55:56] » Thank you.
[55:56] >> Thank you.
[55:57] » Thank you.
[55:57] >> Yes, someone else had their hand up.
[55:58] » Yes, someone else had their hand up.
[55:58] >> Okay, I don't
[56:00] » Okay, I don't
[56:01] Can you go up to the microphone?
[56:04] » No, we're just saying that you go by the
[56:05] compactors or
[56:06] >> You have to You have to You have to come
[56:08] » You have to You have to You have to come
[56:08] up to
[56:09] Can you come up? Wait.
[56:11] We want to see you up here.
[56:13] We have people watching at home, so.
[56:19] Come on, you you got a good hat and
[56:20] jacket. We need to see it.
[56:31] » I understand that they're thinking of
[56:32] putting a couple of
[56:34] big 30-yd things you can People will be
[56:37] able to go there and throw their trash
[56:38] in there.
[56:39] I don't have a truck, and I'm not going
[56:41] to put eight bags or 10 bags of trash.
[56:44] Please.
[56:44] >> We are.
[56:45] » We are.
[56:45] >> Yard waste. Okay.
[56:46] » Yard waste. Okay.
[56:46] >> But All right, let's not
[56:48] » But All right, let's not
[56:48] >> put the yard waste in to bring it to
[56:49] » put the yard waste in to bring it to
[56:49] your 30 yard dump.
[56:51] >> All right.
[56:52] » All right.
[56:52] >> You got to throw it in there.
[56:53] » You got to throw it in there.
[56:53] >> All right, but that That's the first
[56:54] » All right, but that That's the first
[56:54] time This is the first time we've heard
[56:55] about it, so we can't
[56:56] >> Yeah, but I mean, doesn't Doesn't that
[56:57] » Yeah, but I mean, doesn't Doesn't that
[56:57] Does that make sense?
[56:58] >> No. No, we We will discuss that, but
[57:00] » No. No, we We will discuss that, but
[57:01] like
[57:01] >> I mean, I like to buy a truck, but I
[57:02] » I mean, I like to buy a truck, but I
[57:02] don't have the money. Unless you guys
[57:04] want to chip in or something, you know?
[57:05] >> I understand.
[57:06] » I understand.
[57:06] >> All right, thank you. Thank you.
[57:07] » All right, thank you. Thank you.
[57:07] >> Thank you.
[57:09] » Thank you.
[57:09] Okay.
[57:10] >> You
[57:12] » You
[57:12] Mayor Lombardi was talking about, people
[57:13] going and paying somebody and dumping
[57:15] stuff. Used to be a gate there. If there
[57:17] was a gate there, the landscapers
[57:18] couldn't get in there at night. Now the
[57:20] gate's, you know, hanging off or it's
[57:21] not there. Be easy to just throw the
[57:23] gate up there so nobody can get in
[57:25] there. But
[57:26] >> Okay, at a number 18, Senator Alejo
[57:28] » Okay, at a number 18, Senator Alejo
[57:28] Streetscape and Revitalization Project,
[57:31] Sherry LaPointe, Grants manager,
[57:33] requests discussion and possible vote
[57:35] regarding authorization to enter in
[57:38] into an agreement with DOT regarding the
[57:41] Centredale Streetscape and
[57:43] revitalization project. This item was
[57:45] continued from May Town Council meeting.
[57:48] Unfortunately, uh
[57:50] Ms. LaPoli could not make it tonight, so
[57:51] I'm going to ask that this item be re-
[57:54] continued to the August meeting.
[57:56] >> So moved.
[57:57] » So moved.
[57:57] >> Motion's been made by Councilman
[57:58] » Motion's been made by Councilman
[57:58] Baccala. Is there a second?
[58:00] Seconded by Councilman Martone. All
[58:01] those in favor?
[58:03] All those opposed? The eyes have it.
[58:05] Item number 19, Centredale Streetscape
[58:07] Initiative. Lisa Randolphia of Wood Wood
[58:10] Consulting requests discussion on
[58:12] information concerning Centredale
[58:14] Streetscape.
[58:19] » Not you yet, though.
[58:20] >> No. Not yet. Not yet. Not yet.
[58:30] » Just state your name for the record,
[58:31] please.
[58:32] >> Lisa Andolsek.
[58:33] » Lisa Andolsek.
[58:33] >> Thank you.
[58:36] » President, President pro tems,
[58:38] well-respected members of the Town
[58:40] Council, it's an absolute pleasure to be
[58:42] with you this evening.
[58:43] As a result of a few news stories
[58:45] relative to Centredale Streetscape
[58:48] beautification, I received, like I'm
[58:50] sure many of you did, uh a number of
[58:53] phone calls inquiring about the two-way
[58:55] street. So, I'm here uh this evening um
[58:59] because I was able to secure the grant
[59:00] for 1.7 million, and I just wanted to
[59:03] share with you facts, data, and context.
[59:06] I deeply respect as Town Council
[59:08] members, you're the financial stewards
[59:10] of the town, and I'd like to share with
[59:11] you the grant application, the
[59:14] architectural renderings, and the letter
[59:16] from Senator Jack Reed, if I may.
[59:24] » That's her name.
[59:25] >> Yes. Can you put that in there?
[59:37] » That's okay.
[1:00:27] Go ahead, you can you can stop.
[1:00:28] >> Thank you, President. Uh the handouts
[1:00:31] » Thank you, President. Uh the handouts
[1:00:31] include the congressional appropriation
[1:00:34] application. Nowhere in there is there a
[1:00:37] two-way street traffic modification.
[1:00:40] There's a letter of support from Mayor
[1:00:42] Charles A. Lombardi. In his letter, he's
[1:00:44] actually requesting $2 million to
[1:00:46] beautify uh the Silver Dale Gateway.
[1:00:52] There's an award letter from Senator
[1:00:53] Jack Reed for 1.7 million that
[1:00:56] specifically notes Silver Dale
[1:00:58] streetscape revitalization.
[1:01:01] And the town actually invested over
[1:01:03] $63,000
[1:01:05] with Crossman Engineering for the
[1:01:07] beautiful architectural renderings that
[1:01:09] you have.
[1:01:10] It was a shared vision of the mayor, the
[1:01:13] town council, Crossman Engineering, and
[1:01:15] myself to actually stimulate the the
[1:01:18] Smith Street and make mixed use with the
[1:01:21] small businesses that are there and the
[1:01:23] residence to beautify it and create an
[1:01:25] old world European gardens, topiaries,
[1:01:30] oversized urns, herringbone sidewalks
[1:01:33] that are accessible,
[1:01:35] up-lighting, artwork, oversized
[1:01:39] fountains, benches, bike racks, and
[1:01:42] replace existing damaged missing light
[1:01:44] poles to reflect the character of this
[1:01:47] very unique area.
[1:01:49] The actual architectural design was done
[1:01:52] to slow travelers down to encourage them
[1:01:56] to shop here,
[1:01:57] to eat here,
[1:01:59] to live more, to make it more livable.
[1:02:03] Uh Crossman Engineering did all of the
[1:02:05] engineering. I want to share with you
[1:02:06] that
[1:02:08] the Rhode Island Department of
[1:02:09] Transportation
[1:02:11] in 2023 did a traffic and safety study.
[1:02:15] Nowhere in there does it mention making
[1:02:17] Smith Street a two-way street.
[1:02:20] I can understand these are the most
[1:02:22] challenging of times and I think
[1:02:23] everyone is doing a great job. I just
[1:02:26] wanted to share with you. I know that a
[1:02:28] match was an issue.
[1:02:30] Um in 2023 the town applied for CDBG
[1:02:33] funding. They may want to apply for that
[1:02:35] again because they can use that as the
[1:02:37] match for this 1.7 million. That's it. I
[1:02:39] just wanted to share it with you. If
[1:02:41] there's any questions, I would welcome.
[1:02:43] >> So,
[1:02:45] » So,
[1:02:45] again, I appreciate you coming.
[1:02:47] First of all, this looks
[1:02:49] excellent.
[1:02:50] Um thank you for putting that together.
[1:02:53] I would love to see Centredale look like
[1:02:55] that.
[1:02:56] And we actually talked about it at the
[1:02:58] last council meeting because there was
[1:03:00] never any discussion of a two-way
[1:03:02] street. And I think all of us got
[1:03:04] bombarded with phone calls and it kind
[1:03:06] took on a
[1:03:07] a theme of its own.
[1:03:09] So, um
[1:03:10] I know there's several small business
[1:03:12] owners on that street that are concerned
[1:03:14] with parking.
[1:03:16] and I don't blame them because an issue
[1:03:17] as is. So,
[1:03:19] um I'm glad you came to explain this to
[1:03:21] us.
[1:03:23] And the CDBG funding could be could
[1:03:26] count as a match to this?
[1:03:28] >> Yes, it could be. Also, as of July 1,
[1:03:30] » Yes, it could be. Also, as of July 1,
[1:03:30] when Island Commerce will be putting out
[1:03:32] um another Main Street, we can apply
[1:03:35] there for site readiness, so I would
[1:03:36] encourage uh Sherry to apply there for
[1:03:39] it. We can use that as well.
[1:03:41] >> Okay.
[1:03:41] » Okay.
[1:03:41] >> Additionally, um I know we have the
[1:03:43] » Additionally, um I know we have the
[1:03:43] Santa Dale Festival um in the fall. Um
[1:03:47] if we actually revive it and and we
[1:03:49] beautify it, I think that very easily,
[1:03:51] like the North End of Boston, how they
[1:03:53] have the St. Anthony's Feast, that's for
[1:03:55] 4 days, Little Italy in New York, they
[1:03:57] have San Gennaro, people are here for a
[1:04:00] week. We have to have a vision to
[1:04:02] stimulate and revitalize it, and I think
[1:04:04] this is a beautiful investment that
[1:04:06] Crocetti made with these renderings, and
[1:04:08] I deeply appreciate your time.

[1:04:11] just
[1:04:12] for my own
[1:04:15] the CBD money we could use, so that
[1:04:17] would alleviate us putting money into
[1:04:19] it, correct?

[1:04:22] » Yes, Councilman, we wouldn't have to do

[1:04:36] would be a a very nice thing for that.
[1:04:38] Yeah.
[1:04:40] >> Does anybody have any other questions?
[1:04:43] All right. You're you're next on the
[1:04:44] agenda.

[1:05:07] and that's what I'm here for, Ness. But
[1:05:09] I have a question for you.
[1:05:11] You mentioned about Cedardale Festival,
[1:05:13] which
[1:05:15] one of the councilmen here in Ballston
[1:05:17] is Steve DeLorenzo. Where are you
[1:05:18] planning to relocate

[1:05:27] a couple of days, it could possibly be a
[1:05:29] a week long if they actually implemented
[1:05:32] the architectural renderings, because we
[1:05:33] would be a destination like the North
[1:05:36] End. You have thousands of people that
[1:05:37] go there.
[1:05:39] I think we could we I wouldn't relocate.
[1:05:40] I would have it right It's not my plan.

[1:05:51] The application for the 1.7 million
[1:05:53] didn't mention it.
[1:05:54] He did a traffic study in 2023. It
[1:05:57] doesn't mention a two-way street.
[1:05:59] The grant didn't mention a two-way
[1:06:01] street, sir.

[1:06:48] We We already have sidewalks in all
[1:06:50] Cedardale.
[1:06:51] And they're in good, perfect condition.
[1:06:54] So, what is the What is the rest of the

[1:07:17] 20.
[1:07:18] Petition on Settlers Streetscape bypass.
[1:07:21] Hector Benaco would like to present a
[1:07:23] petition in opposition to this issue.
[1:07:26] >> Okay.
[1:07:27] » Okay.
[1:07:27] >> Well, before you rudely shut me down, I
[1:07:29] » Well, before you rudely shut me down, I

[1:07:37] traffic.
[1:07:38] >> Okay, but I understand it's for
[1:07:39] » Okay, but I understand it's for
[1:07:39] beautification and sidewalks.
[1:07:43] And they also mentioned in the last
[1:07:44] meeting in of May, they mentioned
[1:07:47] something about uh
[1:07:49] I believe her name is
[1:07:51] Sherry
[1:07:53] Lupoli.
[1:07:54] >> Yep.
[1:07:54] » Yep.
[1:07:54] >> She mentioned about that she is going to
[1:07:55] » She mentioned about that she is going to
[1:07:55] request a
[1:07:57] uh another
[1:07:59] application to the federal government
[1:08:00] for lighting.
[1:08:02] So, that lighting is not included in
[1:08:04] this deal that she has mentioned here.
[1:08:07] It's just for the sidewalks, which has
[1:08:09] nothing wrong with the sidewalks on
[1:08:11] Settlers bypass or whatever. Because I
[1:08:15] went in
[1:08:16] keeping an eye on everything.
[1:08:18] >> And you And you saw nothing wrong?
[1:08:20] » And you And you saw nothing wrong?
[1:08:20] >> I see lighting in the day light in the
[1:08:22] » I see lighting in the day light in the
[1:08:22] daytime and no in nighttime and some
[1:08:25] part of the town.
[1:08:27] Because And I went around couple of few
[1:08:29] times in the day and see why is it like
[1:08:31] that. Maybe somebody turned the timer.
[1:08:34] Can be it. I don't know.
[1:08:37] >> I know we had this issue today.
[1:08:40] » Replacing the lights.
[1:08:43] The mayor requested here last May uh
[1:08:46] council
[1:08:47] um to replace all the lights. Arrogant
[1:08:51] enough to do that.
[1:08:52] I know how many lights is missing in
[1:08:54] Settlers bypass when you turn when you
[1:08:57] get in the end of Minuteman Spring
[1:08:58] Avenue, it's missing like five lights.
[1:09:01] >> Five.
[1:09:02] » Five.
[1:09:02] >> And there right for the ground.
[1:09:03] » And there right for the ground.
[1:09:03] >> Five.
[1:09:04] » Five.
[1:09:04] >> But, instead of replacing that for
[1:09:06] » But, instead of replacing that for
[1:09:06] to because of that
[1:09:09] the five lights that is missing in there
[1:09:11] and one uh
[1:09:13] crystal light and Mineral Spring when
[1:09:16] you first coming from North Province
[1:09:19] from uh the other side of the town
[1:09:21] is one missing bulb and another one all
[1:09:25] the light is missing there, too.
[1:09:27] >> Excuse me, make a record.
[1:09:28] » Excuse me, make a record.
[1:09:28] >> The crystal in that.
[1:09:29] » The crystal in that.
[1:09:29] I don't see anything else. And then
[1:09:31] right in uh downtown I noticed a couple
[1:09:36] of times that I went by and I say, "Why
[1:09:37] the lights are on in the daytime?"
[1:09:40] And at nighttime they off.
[1:09:43] So, I don't understand why.
[1:09:46] But, if you need some lights, why uh why
[1:09:49] the mayor is so arrogant that he wanted
[1:09:50] to replace all the lights
[1:09:54] and you agree with him.
[1:09:55] >> Yeah, we wanted them to match.
[1:09:57] » Yeah, we wanted them to match.
[1:09:57] >> You You wanted them to match.
[1:09:58] » You You wanted them to match.
[1:09:58] >> Yeah. And by the way, there's no five.
[1:10:00] » Yeah. And by the way, there's no five.
[1:10:00] So, obviously
[1:10:00] >> I'm going to tell you another thing.
[1:10:02] » I'm going to tell you another thing.
[1:10:02] It's why is the this town
[1:10:06] it's so pushy to
[1:10:10] doing something in Cerritos
[1:10:13] when they not do anything for other
[1:10:15] community business.
[1:10:17] They never involved in help them with
[1:10:19] parking space or anything.
[1:10:22] Never.
[1:10:24] >> Really? You got it?
[1:10:26] » Really? You got it?
[1:10:26] You must have missed those meetings.
[1:10:28] >> No.
[1:10:29] » No.
[1:10:29] I watch it on YouTube.
[1:10:31] >> Okay.
[1:10:32] » Okay.
[1:10:32] >> This is why when I wake up late at night
[1:10:34] » This is why when I wake up late at night
[1:10:34] it's like telling me, "You have to watch
[1:10:37] the May meeting." And when I see the
[1:10:39] request from
[1:10:40] >> Marshalls.
[1:10:40] » Marshalls.
[1:10:40] >> Sherry
[1:10:41] » Sherry
[1:10:41] >> Marshalls.
[1:10:41] » Marshalls.
[1:10:42] >> it's like I'm wondering.
[1:10:44] » it's like I'm wondering.
[1:10:44] >> Wow.
[1:10:45] » Wow.
[1:10:45] >> I'm wondering. $1.7 million uh and then
[1:10:48] » I'm wondering. $1.7 million uh and then
[1:10:48] added that she's going to request it for
[1:10:50] just the lighting to the federal
[1:10:52] government, my taxes, the future of
[1:10:55] taxpayers' money.
[1:10:58] Why can't get a if you going pay some of
[1:11:01] the light and missing today and days,
[1:11:04] you can get a seller lights. Who care if
[1:11:07] you know much?
[1:11:08] >> It's not tax money.
[1:11:09] » It's not tax money.
[1:11:09] >> I not think none of the people they sign
[1:11:11] » I not think none of the people they sign
[1:11:12] for me the petition care about without
[1:11:14] the lights are much.
[1:11:18] You understand? They actually say why we
[1:11:20] have to pay for
[1:11:22] private business.
[1:11:24] >> So, you think the people
[1:11:26] » So, you think the people
[1:11:26] So, you think the people
[1:11:27] >> Why we have to spend the
[1:11:28] » Why we have to spend the
[1:11:28] >> You think the people in North Providence
[1:11:30] » You think the people in North Providence
[1:11:30] are mad that we're spending too much
[1:11:31] money for the new street lights?
[1:11:32] >> I'm speaking, sir.
[1:11:33] » I'm speaking, sir.
[1:11:33] >> Now, I'm speaking.
[1:11:34] » Now, I'm speaking.
[1:11:34] >> Why we the task payers we have to spend
[1:11:37] » Why we the task payers we have to spend
[1:11:37] >> 2 million 124,000
[1:11:40] » 2 million 124,000
[1:11:40] dollar for just a group of family Nostra
[1:11:44] in Centralville.
[1:11:45] >> Oh.
[1:11:46] » Oh.
[1:11:46] So, these people from Cumberland are
[1:11:47] talking about how much
[1:11:49] >> what is going to bring
[1:11:52] » what is going to bring
[1:11:52] >> No one's from North Providence.
[1:11:53] » No one's from North Providence.
[1:11:53] >> How can
[1:11:55] » How can
[1:11:55] How can the mayor
[1:11:57] >> You got people on here from Cumberland,
[1:11:59] » You got people on here from Cumberland,
[1:11:59] Lincoln, Warwick, Johnston, Coventry.
[1:12:02] What does that got to do with North
[1:12:03] Providence?
[1:12:04] >> Well, what happened is I went to number
[1:12:07] » Well, what happened is I went to number
[1:12:07] one, I went to shots and I get a close
[1:12:10] shots.
[1:12:11] What's shots supermarket?
[1:12:13] >> Oh, sure. I thought he said shots. I
[1:12:15] » Oh, sure. I thought he said shots. I
[1:12:15] don't know what
[1:12:15] >> I collect close to 10 signatures. Then
[1:12:19] » I collect close to 10 signatures. Then
[1:12:19] I been invited to the park
[1:12:22] to Nardi Park.
[1:12:24] >> Who invited you?
[1:12:25] » Who invited you?
[1:12:25] >> You know, to hang out there.
[1:12:27] » You know, to hang out there.
[1:12:27] >> Did someone invite you to hang out there
[1:12:28] » Did someone invite you to hang out there
[1:12:28] or did you just go?
[1:12:29] >> And that's where I get
[1:12:32] » And that's where I get
[1:12:32] little bit over 100 signatures.
[1:12:36] Just in
[1:12:37] couple of hours, not even 2 hours.
[1:12:40] Boom, boom. Everyone gets excited. They
[1:12:43] see that I do something for them.
[1:12:45] Because when I mention the amount of
[1:12:47] money that we the task payers have to
[1:12:49] pay to pay the 20% of the 1.7 million
[1:12:54] dollar they found the ridiculous and
[1:12:57] they mentioned
[1:12:59] so many things and they told me stories
[1:13:01] about other things
[1:13:03] that I might get involved in those two.
[1:13:09] this is the other thing I can mention.
[1:13:14] If it is
[1:13:16] 100
[1:13:18] 24 25,000 dollar
[1:13:21] that is a lot of money just to
[1:13:28] to have this.
[1:13:30] Number one
[1:13:33] I'm going to show you what they going to
[1:13:36] do it so the public know
[1:13:39] what they doing.
[1:13:42] Number one if you see the giant
[1:13:45] fire trucks
[1:13:47] this is probably 1950 this one.
[1:13:52] The new truck that from the parade.
[1:13:55] Okay, I got to wait.
[1:14:00] What is
[1:14:09] that 1950 fire truck is not an active
[1:14:12] piece of apparatus just so you know
[1:14:14] that. That doesn't respond to call
[1:14:16] sector.
[1:14:26] And ladders from the fire department
[1:14:29] coming from
[1:14:36] 18 wheelers coming from Providence
[1:14:39] and the moment they get an emergency and
[1:14:42] then you have cruisers coming at high
[1:14:44] speed to try to save someone by the side
[1:14:47] of Providence from Central Del and to
[1:14:49] Providence
[1:14:51] and the end of North Providence.
[1:14:55] >> Respectfully, we are agreeing with you.
[1:14:56] » Respectfully, we are agreeing with you.
[1:14:57] We're not talking about
[1:14:59] the two-way traffic. After we we're
[1:15:01] saying we're
[1:15:02] we haven't discussed it yet, but it's
[1:15:04] not something that we're favoring.
[1:15:08] Yeah, but but if you if you were
[1:15:09] listening rather than
[1:15:12] wanted to say what you said.
[1:15:14] Listen, those you had said the plans
[1:15:16] were originally for the grant that did
[1:15:19] not have two-way traffic. No, no, you're
[1:15:20] going to let me speak now.
[1:15:22] Did not have two-way traffic.
[1:15:24] Okay? So,
[1:15:26] that plus the CBD money that we could
[1:15:28] get would cost the taxpayers zero
[1:15:33] not to have two-way traffic, but to
[1:15:35] modify and beautify our area. Would you
[1:15:38] not like it done so it is light lit
[1:15:41] perfectly, looking beautiful, and not
[1:15:44] cost the taxpayer dime? Would you like
[1:15:45] that? Would you like it?
[1:15:47] Would you like that? Can you answer a
[1:15:49] question? Can you answer the Can you
[1:15:52] answer the question? It's not your
[1:15:54] money. It's a grant It's a grant grant.
[1:15:57] It's a grant Do you know what You know
[1:15:58] You understand what a grant is first,
[1:16:00] right? And we're going to get additional
[1:16:02] money put given to us so that we do not
[1:16:05] have to subsidize 5 cents for it.
[1:16:08] So, that means it costs the taxpayer
[1:16:10] zero. Would you like that?
[1:16:13] Would you like it if
[1:16:17] Let's get out of here. Let's move on to
[1:16:18] this. Let's Which We're moving on cuz
[1:16:21] you're not listening, and that's that's
[1:16:23] a shame because we're actually agreeing
[1:16:24] with you. You don't want to listen. It's
[1:16:26] not taxpayer money. It's grant money
[1:16:28] that could be matched with CDBG money.
[1:16:31] That's all federal money.
[1:16:33] If you have a problem with that, call
[1:16:34] the federal government. There's no
[1:16:36] two-way street, and that's it. You're
[1:16:38] done. Yeah. You're done.
[1:16:40] You're done. Yes, you're done.
[1:16:43] >> No, you're done.
[1:16:44] » No, you're done.

[1:16:45] » You're done.
[1:16:45] >> I have a petition here.
[1:16:47] » I have a petition here.
[1:16:47] >> You have petitions not even from people
[1:16:48] » You have petitions not even from people
[1:16:48] from North Providence. So, move on.
[1:16:52] All right, but you have to give other
[1:16:53] people to speak. So, go sit down,
[1:16:54] please.
[1:16:55] >> Should I go to the

[1:17:00] » Yeah, she also has some questions.
[1:17:00] >> I'm just down.
[1:17:01] » I'm just down.
[1:17:01] >> Yeah, I got it.
[1:17:03] » Yeah, I got it.
[1:17:03] >> Did you want me to read this to you?
[1:17:04] » Did you want me to read this to you?
[1:17:04] >> Yes.
[1:17:05] » Yes.

[1:17:09] and asking any questions
[1:17:12] and do you mind if I take it this?

[1:17:16] >> I've never been here like here. I don't
[1:17:18] » I've never been here like here. I don't
[1:17:18] normally do this. I met him in Shaw's,
[1:17:20] but I am a North Providence resident.
[1:17:23] So, I was I was like, "Okay, like I
[1:17:25] would like to learn a little bit about
[1:17:26] my community and go to a meeting and I
[1:17:29] offered to read his petition and I
[1:17:31] signed the petition.
[1:17:34] >> Can I ask one question? Was this done
[1:17:35] » Can I ask one question? Was this done
[1:17:35] during the parade?
[1:17:36] >> No, Shaw's.
[1:17:37] » No, Shaw's.
[1:17:37] >> I was in Shaw's. I was just shopping and
[1:17:40] » I was in Shaw's. I was just shopping and
[1:17:40] I had plenty of time and we just started
[1:17:42] chatting, you know? So, whatever's in
[1:17:45] this petition is his view and you know,
[1:17:47] whatever. But
[1:17:49] I just didn't even know about this and I
[1:17:52] drive a lot
[1:17:54] and I'm very familiar with the roadways
[1:17:56] around here. Is there are there plans to
[1:17:58] widen that area that road?
[1:18:01] >> There is no like anybody that lives in
[1:18:04] » There is no like anybody that lives in
[1:18:04] this half of the town or
[1:18:06] owns a business in half of the town this
[1:18:08] half of should love this idea. All that
[1:18:11] is is to beautify the sidewalks.
[1:18:13] >> Well, yeah, but it's also a middle class
[1:18:14] » Well, yeah, but it's also a middle class
[1:18:14] neighborhood, sir, and you know,
[1:18:17] you're saying it doesn't come from the
[1:18:18] taxpayers, but
[1:18:20] >> No. You guys are not understanding the
[1:18:21] » No. You guys are not understanding the
[1:18:21] issue.
[1:18:22] >> Taxpayers pay for all of this, whether
[1:18:23] » Taxpayers pay for all of this, whether
[1:18:23] it's
[1:18:24] >> No, it is a grant. It is a grant.
[1:18:27] » No, it is a grant. It is a grant.
[1:18:27] >> Right, grants from our government that
[1:18:28] » Right, grants from our government that
[1:18:28] are
[1:18:30] we pay for everything. I mean, get a
[1:18:32] paycheck, you have federal taxes taken
[1:18:34] out and you have state taxes taken out.
[1:18:37] This money isn't coming up from nowhere,
[1:18:38] it's coming obviously from citizens.
[1:18:40] >> I I I understand what you're saying.
[1:18:42] » I I I understand what you're saying.
[1:18:42] >> I'm saying? I'm not trying to be
[1:18:43] » I'm saying? I'm not trying to be
[1:18:43] difficult. I'm just saying
[1:18:44] >> it's a federal appropriation. That money
[1:18:46] » it's a federal appropriation. That money
[1:18:46] is going to get appropriated to
[1:18:48] somebody. So, if you think it's a waste,
[1:18:52] >> No, I I honestly I don't know. Honestly,
[1:18:54] » No, I I honestly I don't know. Honestly,
[1:18:54] I'm trying to figure it out.
[1:18:55] >> a federal appropriation. So, the federal
[1:18:57] » a federal appropriation. So, the federal
[1:18:57] government is going to appropriate that
[1:18:58] money to some state or some town.
[1:19:00] >> Okay.
[1:19:01] » Okay.
[1:19:01] >> I'd like it to if we're going to be us.
[1:19:03] » I'd like it to if we're going to be us.
[1:19:03] >> I agree. If there's money to be there in
[1:19:05] » I agree. If there's money to be there in
[1:19:05] our community, that's great. You know,
[1:19:08] but at the same time, you know, it's
[1:19:11] just
[1:19:12] how much traffic is it going to bring?
[1:19:14] Obviously, there are going to be
[1:19:15] changes. Are there going to be
[1:19:16] stoplights? New stoplights?
[1:19:19] Do you guys not know?
[1:19:20] >> I think it's I think it's all still
[1:19:21] » I think it's I think it's all still
[1:19:21] preliminary. Yeah, this is like the
[1:19:23] first step.
[1:19:24] >> When you come down Route 44, a lot of
[1:19:26] » When you come down Route 44, a lot of
[1:19:26] people right now, they hop on the
[1:19:28] highway to get to Providence. When you
[1:19:30] come from 95 south,
[1:19:33] you can go south and hit that traffic,
[1:19:36] you know? When you go to Route 6, you
[1:19:39] hit traffic there. So, our my concern is
[1:19:42] are you going to give people cuz with
[1:19:44] Waze and all these apps, it'll tell
[1:19:46] people the quickest way to get
[1:19:47] somewhere. So, is that going to bring a
[1:19:50] massive amount of traffic to our area,
[1:19:52] you know what I mean? And it's such a
[1:19:54] small it's like a neighborhood, you
[1:19:56] know, where children ride their bikes
[1:19:58] and there's a school close by.
[1:20:00] >> that the rendering here that we have in
[1:20:01] » that the rendering here that we have in
[1:20:01] front of us is changing any of the
[1:20:04] traffic patterns at all. So, it it's
[1:20:06] status quo. It would look like this in
[1:20:09] in theory, the roads are going to be
[1:20:10] one-way, just going to be beautified,
[1:20:13] and again, with grant money to make
[1:20:16] North Providence look a little bit more
[1:20:18] appealing than it does right now.
[1:20:20] With zero cost to the taxpayers, so it's
[1:20:23] a plus.
[1:20:24] As far as redesigning roads, that's not
[1:20:27] on here.
[1:20:28] >> And another thing is uh the lady was
[1:20:31] » And another thing is uh the lady was
[1:20:31] really nice. Her I just feel like some
[1:20:33] of the comments she made comparisons are
[1:20:36] just not even close. Like, you can't
[1:20:39] compare a Boston that has 600,000,
[1:20:42] 700,000 people, you know, South Boston
[1:20:45] or North Boston, whatever it was, to
[1:20:47] little center. It's just not an equal
[1:20:48] comparison even to bring like, "Oh,
[1:20:50] we're going to be the new little Italy."

[1:21:05] saying it wasn't a really fair
[1:21:06] comparison. That's all.

[1:21:19] I said, it's not my view. I don't know.
[1:21:21] It's just a petition.

[1:23:24] Terrace, so
[1:23:26] Thank you for everybody who put the work

[1:23:43] Item number 21, One of One Lounge.
[1:23:46] Please Chief Forgerio, Councilman

[1:23:55] Would you please come up and state your
[1:23:56] name for the record?
[1:24:02] » Good evening, Council. Um my name is
[1:24:05] Lance Cherry
[1:24:06] Partners.
[1:24:07] >> What's Arlene?
[1:24:08] » What's Arlene?
[1:24:08] >> Good evening. Um I'm Mike.
[1:24:11] » Good evening. Um I'm Mike.
[1:24:11] >> Okay.
[1:24:12] » Okay.
[1:24:12] Guys, I'm going to start off um
[1:24:15] I spoke with the councilman that
[1:24:16] represent the district. I spoke with the
[1:24:18] police chief.
[1:24:20] Um I'm going to be honest with you. I'm
[1:24:22] very
[1:24:23] I thought the meeting last meeting went
[1:24:25] well.
[1:24:26] I thought we got started off on the
[1:24:28] right foot.
[1:24:30] it would be in our best interest not
[1:24:32] even to allow any entertainment over
[1:24:35] there anymore cuz we've had so many
[1:24:36] problems in the past. And we went over
[1:24:39] all those problems. We told you guys
[1:24:41] what the problems were.
[1:24:43] We told you guys about the past five
[1:24:45] businesses and we told you we were not
[1:24:47] going to hold what happened in the past
[1:24:50] against you guys. You know that, right?
[1:24:53] So, to open last week
[1:24:56] without any licenses
[1:24:58] yeah, we've been contacted by every
[1:25:00] single neighbor in that neighborhood.
[1:25:02] We've been sent videos. We have multiple
[1:25:05] police reports. It is disappointing cuz
[1:25:07] I really thought we got off
[1:25:09] on the right foot. So
[1:25:12] I mean
[1:25:14] think about the position we're in now.
[1:25:16] >> So, pretty much we got fed the wrong
[1:25:17] » So, pretty much we got fed the wrong
[1:25:17] information. Um, when we had um, fire
[1:25:20] marshal come out and um, board of health
[1:25:23] and pretty much from the last ownership,
[1:25:25] the pretty much what they told us was um
[1:25:27] all we needed was um, the fire marshal
[1:25:29] with an insurance.
[1:25:30] >> We told you. We did in our office. We
[1:25:32] » We told you. We did in our office. We
[1:25:32] told you numerous times what you needed,
[1:25:36] how you had to do it, what you had to
[1:25:37] upload and until you opened when you
[1:25:40] weren't supposed to after that you were
[1:25:43] backpedaling and putting them on like
[1:25:45] all the There was like 10 things you
[1:25:47] needed when you opened last week. And we
[1:25:49] tell you. We need to call you. We we
[1:25:52] write into the system and tell you what
[1:25:54] you need. I'm not sure if you're not
[1:25:55] reading it or what, but we've been
[1:25:57] telling you right along. Like my clerk
[1:25:59] said.
[1:26:01] >> Um
[1:26:01] » Um
[1:26:01] >> I can't say that we haven't. We have.
[1:26:06] » Yeah, at the time we've been
[1:26:07] communicating with you um, we was not
[1:26:10] operating. That's when we had the news
[1:26:12] from our attorney that, you know, we
[1:26:15] wasn't supposed to be open and we
[1:26:17] >> But for a week before that. No, not a
[1:26:19] » But for a week before that. No, not a
[1:26:19] week. It was that weekend before and
[1:26:21] then once
[1:26:23] Yeah.
[1:26:24] But the moment we had we had the news,
[1:26:27] we immediately shut down within we
[1:26:29] didn't operate any business after that.
[1:26:31] So until then we still
[1:26:33] our doors are still closed.
[1:26:34] >> Told you before that you weren't
[1:26:36] » Told you before that you weren't
[1:26:36] supposed to open.
[1:26:37] >> Um
[1:26:37] » Um
[1:26:37] >> In all of our communications in the
[1:26:39] » In all of our communications in the
[1:26:39] portal for the license, we go back and
[1:26:42] forth. You receive an email every time
[1:26:45] you have a message in the portal. So
[1:26:47] unless you're not checking your email,
[1:26:49] we have been keeping up with everything
[1:26:51] telling what you need, but apparently
[1:26:53] you just thought you could open without
[1:26:55] it. I mean, if
[1:26:57] we didn't have health department
[1:26:58] >> I mean, by the week before that before
[1:27:00] » I mean, by the week before that before
[1:27:00] our attorney, um that's where we really
[1:27:02] started
[1:27:03] treat um like one-to-one started to
[1:27:05] contact you guys. That was after the
[1:27:07] news. Before that it was our attorney.
[1:27:10] So all we was under the impression that
[1:27:13] the only um documents that we we needed
[1:27:17] which was the last step to do was um
[1:27:20] getting approved from the health
[1:27:21] department
[1:27:23] for the building inspection. We thought
[1:27:24] since it's multiple units in that in
[1:27:26] that building, so it we thought it was
[1:27:28] something that was done, you know,
[1:27:30] probably like a one year
[1:27:32] for all the all the units. We didn't
[1:27:34] know if it was like something that was
[1:27:36] conducted through
[1:27:37] like individually for each businesses.
[1:27:40] So that's why we, you know, it was a
[1:27:42] miscommi- uh communication. We're not
[1:27:44] here to make any excuses. You know,
[1:27:45] we're to own to our, you know, you know,
[1:27:48] to our actions.
[1:27:50] You know, but we're not here to make any
[1:27:51] excuses, but that was the the impression
[1:27:53] that, you know, it was a
[1:27:54] miscommunication that, you know, we're
[1:27:56] here to And for the um
[1:27:59] for the noise complaints,
[1:28:01] we didn't have anyone outside acting
[1:28:03] erratically or just going crazy outside.
[1:28:07] Everyone was inside. The problem was it
[1:28:09] was the sound system
[1:28:10] from the previous owners cuz we wasn't
[1:28:12] too familiar with the sound system. It
[1:28:14] was all
[1:28:15] >> Actually the the complaints were about
[1:28:18] » Actually the the complaints were about
[1:28:18] pardon
[1:28:18] >> Like
[1:28:19] » Like
[1:28:19] one second I and I just want to address
[1:28:21] like
[1:28:22] you guys came in here and said you're
[1:28:23] going to be a restaurant and you know
[1:28:25] these videos
[1:28:26] from inside the place do not look like a
[1:28:28] restaurant.
[1:28:30] We specifically said don't do a
[1:28:32] nightclub.
[1:28:33] And
[1:28:34] we were sent videos
[1:28:36] of the promotional

[1:38:46] >> He said 2 weeks ago. Almost 2 weeks ago
[1:38:48] » He said 2 weeks ago. Almost 2 weeks ago
[1:38:48] now.
[1:38:49] >> Not last week. The week before.
[1:38:51] » Not last week. The week before.
[1:38:51] >> All right. Hold on. I'm sorry.
[1:38:53] » All right. Hold on. I'm sorry.
[1:38:53] You were only open 1 day?
[1:38:54] >> 1 day. Yes.
[1:38:55] » 1 day. Yes.
[1:38:55] >> So but the police went on three separate
[1:38:57] » So but the police went on three separate
[1:38:57] occasions, came into your place, and saw
[1:39:00] >> music
[1:39:01] » music
[1:39:01] >> operational on three occasions. So you
[1:39:03] » operational on three occasions. So you
[1:39:03] weren't open 1 day. You were open more
[1:39:04] than 1 day.
[1:39:05] >> It was the the the second time it was
[1:39:06] » It was the the the second time it was
[1:39:06] cuz we had two soft openings. It was a
[1:39:08] small
[1:39:09] >> They were open. The doors were open.
[1:39:12] » They were open. The doors were open.
[1:39:12] >> But um what I'm what I'm trying to say
[1:39:17] » It's 3 days. 3 days. It's 3 days.
[1:39:19] >> So
[1:39:21] » So
[1:39:21] >> What I'm saying is that the day we had
[1:39:23] » What I'm saying is that the day we had
[1:39:23] the big crowd of people was 1 day.
[1:39:25] >> Okay.
[1:39:26] » Okay.
[1:39:26] Well, I'm assuming that's the that's the
[1:39:27] night that the 1:30 complaint came in.
[1:39:29] Right?
[1:39:30] >> Yes.
[1:39:30] » Yes.
[1:39:31] >> So that that's
[1:39:33] » So that that's
[1:39:33] I don't think that's helping the case.
[1:39:34] >> If you've been open for 3 days, we've
[1:39:37] » If you've been open for 3 days, we've
[1:39:37] had three incidents already. You You
[1:39:40] really don't have a license to do that.
[1:39:43] To to be be open period yet.
[1:39:45] >> Right.
[1:39:46] » Right.
[1:39:46] >> You you guys haven't even had the
[1:39:48] » You you guys haven't even had the
[1:39:48] opportunity to open and this is what
[1:39:50] we're confronted with.
[1:39:51] >> We was misinformed with that. What I'm
[1:39:52] » We was misinformed with that. What I'm
[1:39:52] trying to say we thought we had the
[1:39:54] green light to open up.
[1:39:55] >> I got to be honest, that's kind of
[1:39:56] » I got to be honest, that's kind of
[1:39:56] splitting hairs cuz what whether whether
[1:39:58] would whether you made the mistake or
[1:39:59] that you think they said okay or
[1:40:01] whatever, regardless, if there was no
[1:40:04] there was no incidents, the police
[1:40:05] weren't called, the neighbors weren't
[1:40:06] called, I got to be honest with you, no
[1:40:07] one on this council would have probably
[1:40:08] even known
[1:40:10] if your li- you know, the license went
[1:40:11] through, you didn't have one. Now, when
[1:40:13] the police got called cuz the neighbors
[1:40:15] called and people came in, now it's
[1:40:16] like, "Well, wait, you shouldn't be open
[1:40:17] yet." And here you are opening and we
[1:40:19] already have some issues.
[1:40:21] >> Right.
[1:40:23] » Right.
[1:40:23] >> And I wasn't like we weren't frank about
[1:40:25] » And I wasn't like we weren't frank about
[1:40:25] it.
[1:40:26] >> Have Have the licenses been paid for
[1:40:28] » Have Have the licenses been paid for
[1:40:28] already?
[1:40:29] >> Oh, yes.
[1:40:30] » Oh, yes.
[1:40:30] >> They've been paid for at the clerk's
[1:40:31] » They've been paid for at the clerk's
[1:40:31] office?
[1:40:34] » No.
[1:40:35] >> I'm sorry, sir. Can
[1:40:37] » I'm sorry, sir. Can
[1:40:37] Please.
[1:40:41] » We haven't made payment with the town
[1:40:42] clerk yet for the licenses.
[1:40:44] >> They They're not paid.
[1:40:45] » They They're not paid.
[1:40:45] >> No, they're not paid yet.
[1:40:46] » No, they're not paid yet.
[1:40:46] >> Then you don't have a license if it's
[1:40:48] » Then you don't have a license if it's
[1:40:48] not paid.
[1:40:51] » So, um
[1:40:54] you know, we're here to
[1:40:56] you know, to say that cuz
[1:40:58] it's our first business, right? Um and
[1:41:00] plus, you know, the town
[1:41:01] we're new in the town. So,
[1:41:04] that we wasn't familiar with the
[1:41:06] situation that, you know, we needed the
[1:41:09] the license and and cuz when we checked
[1:41:11] the portal, it was the license say
[1:41:13] active.
[1:41:16] » Sir, when you When you approached us,
[1:41:18] you were three businessmen.
[1:41:19] >> Yes.
[1:41:21] » Yes.
[1:41:21] >> So,
[1:41:22] » So,
[1:41:22] you know how business is run.
[1:41:25] There are certain rules and regulations
[1:41:28] to run businesses
[1:41:29] for any business.
[1:41:32] You have to have a license, number one.
[1:41:35] It has to be paid for, number two.
[1:41:37] When you come in front of a a governing
[1:41:39] body and say
[1:41:41] we are definitely not doing this because
[1:41:43] we know you people have been slapped in
[1:41:45] the face and we don't want to do that.
[1:41:46] We want your residents to be
[1:41:48] comfortable.
[1:41:49] And we say, "Hey, that's a great idea,
[1:41:52] guys. We appreciate you wanting to lend
[1:41:54] it on that."
[1:41:56] You're open 3 days and we already get
[1:41:58] hit three times.
[1:42:00] To me,
[1:42:01] I can't be comfortable with it.
[1:42:03] And I apologize, but I can't be
[1:42:05] comfortable with it on behalf of the
[1:42:06] residents of the town that have lived
[1:42:08] here for years and I don't think I don't
[1:42:11] I don't I may be wrong that you folks
[1:42:13] live in town.
[1:42:16] I don't think our town residents should
[1:42:18] be subjected to that.
[1:42:23] Plain and simple.
[1:42:31] » Any other questions?
[1:42:32] >> Yeah, I I have a couple.
[1:42:33] » Yeah, I I have a couple.
[1:42:36] All right. So, you open I think you said
[1:42:39] someone someone said from the it was set
[1:42:41] Saturday.
[1:42:42] >> It was Saturday, Sunday um Sunday and
[1:42:44] » It was Saturday, Sunday um Sunday and
[1:42:44] Monday.
[1:42:44] >> Saturday so
[1:42:45] » Saturday so
[1:42:45] >> So, Monday that's um so, Saturday that's
[1:42:47] » So, Monday that's um so, Saturday that's
[1:42:47] when I spoke to one of the North
[1:42:49] Providence
[1:42:50] um officers.
[1:42:51] >> All right.
[1:42:52] » All right.
[1:42:52] So,
[1:42:53] let's put put the the the lack of
[1:42:55] license aside for a second.
[1:42:58] what I'm curious about is so, the first
[1:43:02] night you're open, the police go in and
[1:43:04] there's loud music.
[1:43:05] >> They did not go in. I spoke with the
[1:43:06] » They did not go in. I spoke with the
[1:43:06] officer outside. I was in the Everybody
[1:43:09] was
[1:43:10] >> Listen, what I want to do I want to have
[1:43:11] » Listen, what I want to do I want to have
[1:43:11] an honest conversation. When I say the
[1:43:12] police go in,
[1:43:14] the police show up.
[1:43:15] >> Yeah.
[1:43:15] » Yeah.
[1:43:15] >> They They tell you they got a complaint
[1:43:17] » They They tell you they got a complaint
[1:43:17] about loud music.
[1:43:19] >> Um
[1:43:19] » Um
[1:43:19] >> They don't tell you that.
[1:43:20] » They don't tell you that.
[1:43:20] >> No, he didn't say um
[1:43:22] » No, he didn't say um
[1:43:22] I was under the impression that they was
[1:43:24] passing by they see, you know, a large,
[1:43:26] you know, group of cars around and they
[1:43:28] just stopped by, but he never mentioned
[1:43:30] that. Um he has a they received a a
[1:43:34] noise complaint. I was never told that
[1:43:36] by the officer.
[1:43:38] >> Do we know do we know so we know they
[1:43:39] » Do we know do we know so we know they
[1:43:39] responded for loud music but we don't
[1:43:41] know.
[1:43:42] >> Didn't come to the the point of a a
[1:43:44] » Didn't come to the the point of a a
[1:43:44] report using our dispatch log. They did
[1:43:47] respond there because we got calls for
[1:43:48] service there.
[1:43:49] >> Okay.
[1:43:49] » Okay.
[1:43:50] >> And it wasn't just by they were passing
[1:43:51] » And it wasn't just by they were passing
[1:43:51] by.
[1:43:52] >> Okay.
[1:43:52] » Okay.
[1:43:52] >> We got called there.
[1:43:53] » We got called there.
[1:43:53] >> Yeah.
[1:43:54] » Yeah.
[1:43:54] >> All right. Um
[1:43:57] » All right. Um
[1:43:57] and
[1:44:00] then
[1:44:01] you're open until
[1:44:03] 1:00
[1:44:04] >> Yes.
[1:44:04] » Yes.
[1:44:04] >> which you're allowed to be.
[1:44:06] » which you're allowed to be.
[1:44:06] >> Yes.
[1:44:07] » Yes.
[1:44:07] >> Everybody's supposed to be out within 20
[1:44:09] » Everybody's supposed to be out within 20
[1:44:09] minutes.
[1:44:10] >> Yeah, they was out within 20 minutes.
[1:44:12] » Yeah, they was out within 20 minutes.
[1:44:12] >> That's not what the police are telling
[1:44:13] » That's not what the police are telling
[1:44:13] us. It's 1:23
[1:44:15] and the place was still in operation.
[1:44:17] >> No, it was not operating.
[1:44:19] » No, it was not operating.
[1:44:19] Well, we was well over we was well over
[1:44:22] that.
[1:44:22] >> How many people were in there at that
[1:44:23] » How many people were in there at that
[1:44:24] time?
[1:44:25] >> Um I say approximately
[1:44:27] » Um I say approximately
[1:44:28] about 70.
[1:44:30] >> 70?
[1:44:31] » 70?
[1:44:31] >> 80.
[1:44:32] » 80.
[1:44:32] >> And and it wasn't in operation. Guys
[1:44:33] » And and it wasn't in operation. Guys
[1:44:33] were just chit-chatting.
[1:44:35] >> No, I'm not saying doing doing past
[1:44:37] » No, I'm not saying doing doing past
[1:44:37] business hours. I'm saying in general.
[1:44:39] >> Oh.
[1:44:40] » Oh.
[1:44:40] >> Yeah, he he meant at the 1:20 mark the
[1:44:42] » Yeah, he he meant at the 1:20 mark the
[1:44:42] closing.
[1:44:43] >> Oh, no cuz it was us in there just you
[1:44:45] » Oh, no cuz it was us in there just you
[1:44:45] know wrapping up and cleaning up and
[1:44:47] stuff like that cuz I we also had our
[1:44:48] families in there too just helping
[1:44:50] helping out to clean up cuz it was our
[1:44:52] first night and it was just you know a
[1:44:54] lot going on.
[1:44:55] >> Is the lights still off at 12:55 we
[1:44:58] » Is the lights still off at 12:55 we
[1:44:58] turned the lights off.
[1:44:59] Like the the open sign lights. We open
[1:45:01] it and we close it at 12:55 and
[1:45:03] everybody's out here in the front.
[1:45:05] >> Is there is there body cam?
[1:45:06] » Is there is there body cam?
[1:45:06] Of these?
[1:45:09] All right. If if if we could get the
[1:45:11] body cam on these when the police show
[1:45:12] up I'd like to see them.
[1:45:14] >> Yeah, once you see the body cam
[1:45:16] » Yeah, once you see the body cam
[1:45:16] you'll see me um
[1:45:18] talking with the officer.
[1:45:21] And um he said cuz he's get he
[1:45:24] gathered all information and he said um
[1:45:27] uh we can't have this cuz you know from
[1:45:30] previous and you we have to make sure
[1:45:32] like So pretty much what he was talking
[1:45:34] about is just you know make sure outside
[1:45:36] is cleared and there's not people you
[1:45:38] know making noises and people just you
[1:45:40] know coming out and leaving. That's all
[1:45:42] he mentioned. He never came to me and
[1:45:43] said we got noise complaint and stuff
[1:45:46] like that. There was any of that
[1:45:47] mentioned. If you check any body cam
[1:45:49] that you see That was on Monday.
[1:45:52] Um approximately about I believe it was
[1:45:56] 9 to 10. I'm not Yeah, 9 to 10. That's
[1:45:59] when the officer
[1:46:02] uh came by. He said our music was too
[1:46:04] loud.
[1:46:05] That's when he I think he it was at the
[1:46:08] door.
[1:46:09] Cuz I wasn't there at the time. My
[1:46:10] colleagues um they texted me. They said
[1:46:12] the police just stopped by. He said our
[1:46:14] music was too loud. That was just on
[1:46:16] Monday.
[1:46:17] I believe he actually mentioned a couple
[1:46:18] times that the
[1:46:19] police came by and he mentioned noise
[1:46:22] complaints. But there was there was only
[1:46:24] one time that they stopped by.
[1:46:25] >> Yeah.
[1:46:26] » Yeah.
[1:46:26] Sh- So uh So pretty much you guys have a
[1:46:29] security company?
[1:46:29] >> Yeah.
[1:46:31] » Yeah.
[1:46:31] >> Wha- How do you handle security?
[1:46:33] » Wha- How do you handle security?
[1:46:33] >> Um so pretty much um it was just friends
[1:46:35] » Um so pretty much um it was just friends
[1:46:35] and family out there. Everyone that was
[1:46:36] there we knew. There was no need for
[1:46:38] security. It was a soft opening.
[1:46:40] Everyone that was there
[1:46:41] >> Which you said there was one night you
[1:46:42] » Which you said there was one night you
[1:46:42] were open.
[1:46:42] >> Yes. Pretty much that one night. Um it
[1:46:44] » Yes. Pretty much that one night. Um it
[1:46:44] was just friends and family that was
[1:46:46] there. So there was there was not
[1:46:47] necessary to have security.
[1:46:49] But going forward yes we will have
[1:46:51] security there. And we was only um
[1:46:53] notified that it was a noise complaint
[1:46:55] that uh one night. All other nights
[1:46:57] there was nothing that was mentioned to
[1:46:58] us that we was being loud and
[1:47:01] or being you know
[1:47:02] >> But at the end of the night do you have
[1:47:03] » But at the end of the night do you have
[1:47:03] anybody go to the parking lot and see
[1:47:05] what's going on?
[1:47:06] >> Yes. It was all three of us um pretty
[1:47:08] » Yes. It was all three of us um pretty
[1:47:08] much in the parking lot.
[1:47:09] >> outside myself. I
[1:47:10] » outside myself. I
[1:47:10] I saw I spoke with officer um
[1:47:13] >> In the back?
[1:47:14] » In the back?
[1:47:14] >> No, it wasn't in the back. It was It was
[1:47:15] » No, it wasn't in the back. It was It was
[1:47:15] on the side street.
[1:47:17] >> So many of your patrons park in the
[1:47:18] » So many of your patrons park in the
[1:47:18] back, right?
[1:47:19] >> Yeah, cuz there's the back parking lot.
[1:47:20] » Yeah, cuz there's the back parking lot.
[1:47:20] We have a back parking lot. Yeah.
[1:47:22] >> So, I was out there myself just making
[1:47:24] » So, I was out there myself just making
[1:47:24] sure everybody getting into the car, you
[1:47:26] know, in the process. You know, just So,
[1:47:28] everybody just, you know, at the time
[1:47:30] it's late, nothing going on, so
[1:47:32] >> And the parking lot was completely
[1:47:33] » And the parking lot was completely
[1:47:33] >> calm like to I mean, the problem is, I
[1:47:35] » calm like to I mean, the problem is, I
[1:47:35] know what you're saying, but we're
[1:47:37] getting information from the police and
[1:47:38] information from a neighbor saying that
[1:47:40] may not have been as calm as you're
[1:47:42] making it out to be.
[1:47:43] >> It was definitely like you said, if you
[1:47:46] » It was definitely like you said, if you
[1:47:46] could provide security cameras footage,
[1:47:48] you'll see that it was calm. There was
[1:47:49] not I promise you it was not chaotic. Um
[1:47:53] it was a it was quite a few people in
[1:47:55] the back parking lot, but it was cleared
[1:47:56] out by 1:25.
[1:47:58] >> The point is that there were there The
[1:47:59] » The point is that there were there The
[1:47:59] point is that you still don't have a
[1:48:01] license and you opened up that way. So,
[1:48:04] if I don't know how you want to do it.
[1:48:05] You want to do it off
[1:48:06] >> Off the licenses, we got the wrong
[1:48:07] » Off the licenses, we got the wrong
[1:48:07] information. We was notified by the
[1:48:10] Board of Health that if we pass
[1:48:12] inspection that night, we could open the
[1:48:14] same night. That's what he said.
[1:48:15] >> haven't paid for it yet, so how could
[1:48:16] » haven't paid for it yet, so how could
[1:48:17] you have a license?
[1:48:18] >> Um we um through our legal fees, we had
[1:48:21] » Um we um through our legal fees, we had
[1:48:21] paid our lawyer to pretty much handle
[1:48:23] everything.
[1:48:24] >> then? Who is making our payments?
[1:48:25] » then? Who is making our payments?
[1:48:25] >> So, we didn't know cuz all the payments
[1:48:28] » So, we didn't know cuz all the payments
[1:48:28] that he requested, we made with them.
[1:48:30] So, he don't have been processing. I've
[1:48:32] been in contact with the town clerk.
[1:48:34] >> Right.
[1:48:34] » Right.
[1:48:34] >> So, that's where we we came in like we
[1:48:36] » So, that's where we we came in like we
[1:48:36] thought like, you know, everything was
[1:48:38] situated.
[1:48:39] >> And we have no
[1:48:39] » And we have no
[1:48:39] >> So, it's not like we just, you know,
[1:48:41] » So, it's not like we just, you know,
[1:48:41] trying to
[1:48:42] you know, trying to miss anything or
[1:48:44] just trying to operate under our own,
[1:48:47] you know,
[1:48:48] our own rules, but every fees that our
[1:48:51] lawyer requested, you know, that was
[1:48:53] requested from the town, you know, we
[1:48:55] sent that in through him. He'd been the
[1:48:56] one that
[1:48:57] >> Lawyers have been been the
[1:48:58] » Lawyers have been been the
[1:48:58] >> been the one that been paying.
[1:49:00] » been the one that been paying.
[1:49:00] >> your liaison to our clerk's office.
[1:49:02] » your liaison to our clerk's office.
[1:49:02] >> so everything that's been
[1:49:04] » so everything that's been
[1:49:04] >> spoke to them or did you speak to the
[1:49:05] » spoke to them or did you speak to the
[1:49:05] lawyers?
[1:49:06] >> We actually managed to spoke to the
[1:49:07] » We actually managed to spoke to the
[1:49:07] lawyer.
[1:49:09] Yeah.
[1:49:10] And that was the only
[1:49:11] >> And the owners.
[1:49:14] » Yes, money.
[1:49:15] >> That's the only one.
[1:49:16] » That's the only one.
[1:49:16] >> Yes.
[1:49:16] » Yes.
[1:49:16] >> That's who she spoke to, her, him, and
[1:49:18] » That's who she spoke to, her, him, and
[1:49:18] the lawyer.
[1:49:20] >> So when I've been when I started
[1:49:22] » So when I've been when I started
[1:49:22] contacting the town clerk myself is when
[1:49:25] after the um um um the warning from the
[1:49:29] town clerk to through our lawyer. So
[1:49:31] they contacted our lawyer
[1:49:33] um telling us that we not, you know, we
[1:49:35] don't have the green light to op- to be
[1:49:37] operating yet. So that's when I started
[1:49:39] contacting the um the town clerk myself
[1:49:41] to make sure that we have everything. So
[1:49:44] what right after that we have we
[1:49:45] received the news. We did not operate.
[1:49:48] Our doors was shut, you know,
[1:49:51] right away. We took immediate action. We
[1:49:53] shut our doors. We was not operating
[1:49:56] then. That's when I started com- um
[1:49:58] contacting the town clerk myself to make
[1:49:59] sure, you know, we have everything that,
[1:50:02] you know, that needed, you know, for us
[1:50:04] to be operating again.
[1:50:06] >> Yes. Um from from our council, um the
[1:50:09] » Yes. Um from from our council, um the
[1:50:09] impression we got was all we needed was
[1:50:11] program insurance, which we had.
[1:50:13] Fire marshal, board of health gave us
[1:50:15] the green light. So from that impression
[1:50:17] we thought we had the green light to
[1:50:18] open up. So we would never
[1:50:20] you know
[1:50:21] >> You didn't pay.
[1:50:22] » You didn't pay.
[1:50:22] >> Um um we paid through our lawyer. Yeah,
[1:50:24] » Um um we paid through our lawyer. Yeah,
[1:50:24] so the lawyer had all the fees and
[1:50:25] everything. So all the payments were
[1:50:27] just forwarded to our lawyer. So from
[1:50:29] that from our payment
[1:50:30] >> Your lawyer advised you that you could
[1:50:31] » Your lawyer advised you that you could
[1:50:31] open then?
[1:50:32] >> Yes.
[1:50:33] » Yes.
[1:50:33] >> So um we actually got access to the
[1:50:35] » So um we actually got access to the
[1:50:35] portal like uh last week. So before that
[1:50:38] we were not able to just log into the
[1:50:40] portal and like check things, right?
[1:50:43] >> Yes. Our lawyer had the um
[1:50:44] » Yes. Our lawyer had the um
[1:50:44] >> Yeah, so before that like everything was
[1:50:46] » Yeah, so before that like everything was
[1:50:46] pretty much going through like our
[1:50:48] lawyer. Um so that So we're not trying
[1:50:52] to make an excuse for it. Like we
[1:50:54] understand uh
[1:50:55] but at the same time like we're just we
[1:50:58] understand the we the the mistake that
[1:51:00] was made, but like we wouldn't make a
[1:51:04] intentional mistake like that cuz we
[1:51:05] came here like present our like
[1:51:07] ourselves. Like we would at least like
[1:51:09] if we wanted to to something like that,
[1:51:11] we'll probably wait until we have like a
[1:51:13] permanent license before that cuz I know
[1:51:15] like we are all like already like under
[1:51:18] uh probation. So, that's not something
[1:51:20] we would intentionally do. Like we just
[1:51:23] um got that business. So, we wouldn't
[1:51:24] want to what I risk like all that uh
[1:51:27] effort. I would let's not even talk
[1:51:29] about double the money, but like it was
[1:51:31] just a like a lengthy process really. Uh
[1:51:34] so,
[1:51:36] it's very unfortunate, but we we we do
[1:51:39] take take
[1:51:41] take I like accountability for it, but
[1:51:44] it's just like we we didn't really know
[1:51:46] exactly if we were not supposed to be
[1:51:48] open.
[1:51:50] >> We
[1:51:50] » We
[1:51:50] >> I I think All right.
[1:51:52] » I I think All right.
[1:51:52] I see.
[1:51:54] Guys, we we told you exactly what
[1:51:56] happened before.
[1:51:58] And it's exactly what's happening
[1:52:00] currently under your ownership.
[1:52:04] It's exactly what happened. People going
[1:52:06] in the back neighborhoods,
[1:52:08] parking,
[1:52:09] throwing debris, yelling. Those were the
[1:52:11] exact That's the exact conversation we
[1:52:13] had last month. Do you remember that?
[1:52:15] >> Yes, I remember that, but also we we was
[1:52:18] » Yes, I remember that, but also we we was
[1:52:18] only aware like hold on.
[1:52:20] Um also that we didn't we wasn't aware
[1:52:22] of anything. We was out there ourself.
[1:52:24] The first night we had a lot of people
[1:52:25] there like about 70 people that night.
[1:52:27] We was outside clearing the parking lot.
[1:52:29] So,
[1:52:30] any complaints that somebody's was
[1:52:33] saying that we was out there ourself
[1:52:35] making sure everybody was getting in the
[1:52:36] car and when the police officers they
[1:52:38] have
[1:52:39] can record because see
[1:52:41] us three in the back clearing the
[1:52:42] parking lot. And I guarantee you no one
[1:52:44] was out there being loud. And if you
[1:52:47] have video if the officers have videos,
[1:52:48] you'll see proof that the parking lot
[1:52:50] was cleared within 10 to 15 minutes. The
[1:52:53] latest somebody was out there in the
[1:52:55] back parking lot was 1:25. That's the
[1:52:57] latest. And if you have the footage of
[1:52:59] that night, you'll see it. There was no
[1:53:01] one out there being chaotic or causing
[1:53:03] problems. In that one
[1:53:06] instance we had somebody that came into
[1:53:08] the spot was that one night which was
[1:53:09] Monday night.
[1:53:11] The police officer came in and said we
[1:53:12] was being too loud. That was around 9:00
[1:53:14] to 10:00 p.m. And we actually turned off
[1:53:16] the music.
[1:53:18] And the following day after that, that's
[1:53:19] when we was notified that we shouldn't
[1:53:21] be open. But other than that, we was
[1:53:23] only aware we was being loud one night.
[1:53:26] That's the only night we got a
[1:53:27] complaint.
[1:53:29] >> Okay, I think we can let's let's start
[1:53:32] » Okay, I think we can let's let's start
[1:53:32] to wrap this up.
[1:53:34] I I think
[1:53:36] you guys open without a license. That's
[1:53:39] the problem.
[1:53:40] That's a problem.
[1:53:42] There's nothing we can do about that
[1:53:43] right now.
[1:53:45] I think the issue we have to figure out
[1:53:47] here up here is
[1:53:49] the way you operated and the way it was
[1:53:51] promoted.
[1:53:53] That's my concern.
[1:53:55] There's still the same issues with the
[1:53:56] neighbors
[1:53:58] and it was promoted as a nightclub
[1:53:59] online.
[1:54:01] So, I think it's up to this body
[1:54:04] to figure out whether we let you open at
[1:54:06] all
[1:54:07] because you still technically don't have
[1:54:08] a license
[1:54:10] or we're going to have to let you open
[1:54:11] with a police detail. And
[1:54:15] >> Also, um can we request another um town
[1:54:18] » Also, um can we request another um town
[1:54:18] meeting before we make a decision so we
[1:54:19] can have our lawyer involved?
[1:54:21] Um cuz um we feel like we're being
[1:54:24] blindsided. It was pretty much what what
[1:54:25] we got from
[1:54:27] our lawyer was pretty much um
[1:54:29] >> But you didn't get blindsided by us.
[1:54:30] » But you didn't get blindsided by us.
[1:54:30] >> Um I'm saying um um pretty much what
[1:54:33] » Um I'm saying um um pretty much what
[1:54:33] Yeah, but we still I feel blindsided by
[1:54:34] anybody um
[1:54:36] cuz we wasn't aware we did anything
[1:54:37] wrong. And there was no warning
[1:54:40] that was presented to us and we didn't
[1:54:41] have access to the portal
[1:54:43] till like a week after. So,
[1:54:46] we want to have presentation and we have
[1:54:48] our lawyer involved.
[1:54:49] >> We we need to
[1:54:51] » We we need to
[1:54:51] >> Yes, so
[1:54:52] » Yes, so
[1:54:52] >> I think we're splitting hairs again. So,
[1:54:54] » I think we're splitting hairs again. So,
[1:54:54] I'm just splitting hairs again. Again,
[1:54:56] >> Right.
[1:54:57] » Right.
[1:54:57] All I'm saying is that can we get um we
[1:54:58] just want our lawyer to be present. Um
[1:55:00] so, can we request another meeting?
[1:55:02] That's all I'm asking for.
[1:55:03] >> if if
[1:55:05] » if if
[1:55:05] you guys don't plan on opening before
[1:55:07] June 18th,
[1:55:09] that we have a meeting June 18th. I can
[1:55:10] put you on the agenda that night.
[1:55:13] >> Just put us on the agenda for that.
[1:55:15] » Just put us on the agenda for that.
[1:55:15] >> Is that's that all right with you guys?
[1:55:17] » Is that's that all right with you guys?
[1:55:18] >> And
[1:55:19] » And
[1:55:19] and also, um,
[1:55:21] I like to, um, I know it's a
[1:55:24] >> Yeah, that's fine. Is that all right?
[1:55:25] » Yeah, that's fine. Is that all right?
[1:55:25] >> Yep.
[1:55:26] » Yep.
[1:55:26] >> Yes.
[1:55:27] » Yes.
[1:55:27] I don't know how you guys will go about
[1:55:29] it, but I would
[1:55:30] I would like to ask, you know, a last,
[1:55:33] you know, a chance
[1:55:36] to prove ourselves to make sure that,
[1:55:38] you know,
[1:55:39] to do things the right way, to really
[1:55:40] see if that's how we really operate in
[1:55:42] business, cuz I know it was literally a
[1:55:44] beginning,
[1:55:45] you know, some mistakes were made, then
[1:55:46] we take accountable actions for it. But
[1:55:48] if we could have like a last, you know,
[1:55:50] chance, then if if things keep going how
[1:55:53] it's going for real, then, you know,
[1:55:55] then I know we would know that I now
[1:55:58] it's it's really us. Then there would
[1:56:00] there's nothing we could do about it.
[1:56:01] All we asking is, you know, as a last
[1:56:03] chance to really prove ourselves to see
[1:56:05] that if we was really doing it on
[1:56:07] purpose, or if we was been
[1:56:10] So all I'm asking if we could have a
[1:56:11] last chance.
[1:56:12] >> Well, you guys got to you have until the
[1:56:14] » Well, you guys got to you have until the
[1:56:14] 18th to
[1:56:16] um,
[1:56:17] try and get everything together. And if
[1:56:20] you're going to have your lawyer
[1:56:22] come in.
[1:56:22] >> It needs to be here.
[1:56:23] » It needs to be here.
[1:56:23] >> Is that
[1:56:23] » Is that
[1:56:23] >> Yeah, before, um, so to have our things
[1:56:25] » Yeah, before, um, so to have our things
[1:56:25] together, what do you mean by that
[1:56:27] exactly?
[1:56:28] >> Yeah, what do we mean? It's a good
[1:56:29] » Yeah, what do we mean? It's a good
[1:56:29] question.
[1:56:30] >> Cuz everything is already accounted
[1:56:32] » Cuz everything is already accounted
[1:56:32] before. So we just waiting to make
[1:56:33] payments.
[1:56:34] >> All the licenses paid for.
[1:56:35] » All the licenses paid for.
[1:56:35] >> Yeah.
[1:56:37] » Yeah.
[1:56:37] >> inspection from he had two
[1:56:40] » inspection from he had two
[1:56:40] he had two exit signs, I believe.
[1:56:43] >> Yes, that's already
[1:56:44] » Yes, that's already
[1:56:44] >> pulled out. So then I guess you went to
[1:56:45] » pulled out. So then I guess you went to
[1:56:46] get them. Now he's got to release Did he
[1:56:48] come and look at it again?
[1:56:49] >> Yes, he did.
[1:56:50] » Yes, he did.
[1:56:50] >> All right, he has to release it from the
[1:56:51] » All right, he has to release it from the
[1:56:51] portal before I and then you are allowed
[1:56:54] to pay for it. Until all the inspections
[1:56:56] are approved, you can't pay for it.
[1:56:59] You're not allowed. So, that's why you
[1:57:01] have to do that first and then pay for
[1:57:03] your
[1:57:03] >> Yes, um well, I'm well aware of that
[1:57:05] » Yes, um well, I'm well aware of that
[1:57:05] now. That's why I've been, you know, in
[1:57:07] contact with you every day just to make
[1:57:08] sure that we getting everything we
[1:57:10] supposed to be getting done. You know,
[1:57:12] every day I've been getting in contact
[1:57:13] with you. I know I've been annoying you
[1:57:15] for the week, but I've been getting in
[1:57:17] contact with you every day to make sure,
[1:57:18] "Ah, did you receive that? Did you
[1:57:20] receive that?" You know, we just trying
[1:57:21] to do things the right way and I'm just
[1:57:22] asking, you know, for a last chance. You
[1:57:24] know, if we could get the last chance,
[1:57:26] you know, we could go about it. You
[1:57:27] know, I know June June by June 18th, you
[1:57:29] know, if we, you know, if we been
[1:57:32] getting complaints, if anything not
[1:57:33] situated, then we understand everything.
[1:57:36] Now, you guys is you guys to do what you
[1:57:38] got to do.
[1:57:38] >> Just tell you most neighbors and most
[1:57:40] » Just tell you most neighbors and most
[1:57:40] constituents call us, they email us.
[1:57:43] Very rarely do they come to the
[1:57:44] meetings. So, for that gentleman to take
[1:57:46] time out of his
[1:57:47] out of his life to come here, you know,
[1:57:49] then it would there was something that
[1:57:50] was done that was serious enough to
[1:57:52] bring him bring him here. So, that
[1:57:54] that's what I concern is. Not that we're
[1:57:55] not concerned about your business, but
[1:57:57] we're concerned more about the the
[1:57:59] constituents and the neighbors that live
[1:58:00] there and pay their taxes to be a little
[1:58:02] bit, you know, quiet. And now it's not
[1:58:05] even the summer yet. Some of these even
[1:58:06] have the windows open. Well, right now
[1:58:08] they're closed. Think about it.
[1:58:10] Someone's a little older at 1:30, they
[1:58:12] don't want to hear a lot of ruckus, you
[1:58:13] know, next to their house.
[1:58:15] >> Yeah, makes sense. Um also, we did um at
[1:58:18] » Yeah, makes sense. Um also, we did um at
[1:58:18] the time we were closed, we did um pay a
[1:58:22] a sound engineer to come by to check out
[1:58:24] the sound system. Cuz the way they the
[1:58:26] previous owner had it, it was it was
[1:58:28] overboard cuz we even tested out
[1:58:30] ourselves. After we got the complaint,
[1:58:32] we actually went outside to check to see
[1:58:34] how the sound was affecting outside. So,
[1:58:36] we did hire a sound engineer to come,
[1:58:39] you know, take a look at the mixer to
[1:58:40] set the sound properly to make sure
[1:58:42] sound is not getting outside outside of
[1:58:45] the venue.
[1:58:47] >> But but
[1:58:48] » But but
[1:58:48] let's not forget. I know and I
[1:58:50] appreciate you doing that, but you're
[1:58:51] supposed to be a restaurant first.
[1:58:55] Not a not a nightclub.
[1:58:56] >> We're not a nightclub.
[1:58:57] » We're not a nightclub.
[1:58:57] >> No, but think about the measures you're
[1:58:59] » No, but think about the measures you're
[1:58:59] doing to test sound quality.
[1:59:01] >> But look, um I know it it seems like,
[1:59:04] » But look, um I know it it seems like,
[1:59:04] you know, the way we
[1:59:06] you know, it was set up that the first
[1:59:08] night cuz um you we had a lot of of
[1:59:11] people come out, you know, we we did
[1:59:13] invite a lot of people to come out and,
[1:59:15] you know, see the spot to you know, to
[1:59:17] to support. So, that's why it seems like
[1:59:20] all right, you know, it's a nightclub.
[1:59:22] All I'm asking, you know, is another
[1:59:23] chance to prove ourself and then you
[1:59:25] guys could see for yourself.
[1:59:27] >> What do you guys want? Counseling?
[1:59:28] » What do you guys want? Counseling?
[1:59:28] >> And just just one more thing just to be
[1:59:30] » And just just one more thing just to be
[1:59:30] certain because I don't want to have any
[1:59:32] more miscommunication
[1:59:34] because we we want to
[1:59:35] play fair in the sand.
[1:59:37] You're not to open before the 18th.
[1:59:40] You're going to come with with your your
[1:59:42] attorney
[1:59:44] and talk about this. And so you know,
[1:59:46] about sound and I appreciate that. Um
[1:59:49] the concern of a restaurant is never
[1:59:51] sound and a subwoofer which
[1:59:55] produces a very low frequency that
[1:59:57] travels
[1:59:58] very fast, okay?
[2:00:00] That wouldn't even be an issue if it
[2:00:02] were from here to the back of that wall
[2:00:04] if it was a restaurant.
[2:00:06] >> Um
[2:00:07] » Um
[2:00:07] >> That
[2:00:07] » That
[2:00:08] >> I don't I'm just telling you I know a
[2:00:09] » I don't I'm just telling you I know a
[2:00:09] little bit about sound. Yeah, no, I'm
[2:00:11] not saying you don't, but I don't you
[2:00:14] know, I don't um
[2:00:15] remember us representing the the
[2:00:18] business as a restaurant.
[2:00:20] We did say it was a a lounge and bar
[2:00:23] with food.
[2:00:24] >> You guys
[2:00:25] » You guys
[2:00:25] >> never

[2:00:40] next time we we do come in, we'll come
[2:00:42] in with pictures and then you guys will
[2:00:44] have a clear idea of the way the the
[2:00:46] business is set up.

[2:00:52] and
[2:00:53] I'm not giving you advice, but this is
[2:00:54] if I was coming back in on the 18th,
[2:00:57] I would pretend that everything you
[2:00:59] heard tonight from the police,
[2:01:01] and I'm not By the way, I'm not
[2:01:02] disputing what I anybody said, but I but
[2:01:04] I'm just telling you how I would
[2:01:05] operate. I would operate that every
[2:01:07] single thing that the neighbor said and
[2:01:08] the police said is absolutely true.
[2:01:11] And on June 18th, I would be prepared to
[2:01:13] address all of those issues and exactly
[2:01:15] how they're not going to happen again.
[2:01:18] And and in my opinion, that's that's the
[2:01:20] only way that I would feel comfortable
[2:01:23] to to allow this to to keep going is
[2:01:26] All right, you know, for better or
[2:01:28] worse, let's take this as the the first
[2:01:30] test drive, right? And we we figured out
[2:01:33] there's a few problems. So, I would be
[2:01:35] prepared
[2:01:36] again, take everything is true, even if
[2:01:38] you disagree with it. Take everything is
[2:01:40] true because it's at the very least a
[2:01:41] perception of the police and the
[2:01:42] neighbors.
[2:01:44] And I would address each thing and
[2:01:47] exactly how you how you're going to
[2:01:48] handle it and how you're going to do it.
[2:01:50] And I don't mind I When when they're
[2:01:51] done, I'll step off. I'll talk to them
[2:01:52] for for a minute, too.
[2:01:54] >> Okay. I appreciate it, um, counselor.
[2:01:57] » Okay. I appreciate it, um, counselor.
[2:01:57] But, um,
[2:01:59] Counselor Stephen, you mentioned that,
[2:02:00] um, we won't be be able to open until
[2:02:03] June 18th.
[2:02:04] >> Right.
[2:02:05] » Right.
[2:02:05] >> Um,
[2:02:07] you know, I'm I'm just asking if cuz if
[2:02:09] we have, you know, all our credentials,
[2:02:11] the only thing we have to make is
[2:02:13] payment. I know, um,
[2:02:15] the, um,
[2:02:16] I know, um, the fire department um now
[2:02:18] on the building inspection have to be
[2:02:21] submitted, you know, which is already,
[2:02:23] you know, accounted for. All you have to
[2:02:25] do is put it in.
[2:02:27] So, if we cuz, you know, we
[2:02:29] you know, not to make any excuses,
[2:02:32] this whole thing we started, we pay out
[2:02:34] of pocket for it. We didn't take any
[2:02:35] loans or anything. So, if we could close
[2:02:37] to June 18th, you know, that's
[2:02:40] you know, everything we got to come out
[2:02:41] of pocket for.
[2:02:42] >> All right. And and I You know, so it's
[2:02:43] » All right. And and I You know, so it's
[2:02:43] like And and I
[2:02:45] >> Guys, believe me from the bottom of my
[2:02:46] » Guys, believe me from the bottom of my
[2:02:46] heart.
[2:02:48] We're very very very business-friendly
[2:02:50] town.
[2:02:52] But we can hold you. And and the reason
[2:02:55] we're saying the 18th
[2:02:57] is to make sure that everything we're
[2:02:58] talking about today
[2:03:00] is done.
[2:03:03] We can say, all right, you got the
[2:03:04] license and the inspections is done. But
[2:03:06] we want to see your attorney
[2:03:08] and here with us and we're going to talk
[2:03:11] about this so that this, as Mario said,
[2:03:14] does not happen.
[2:03:16] We're going to be 100% sure of that.
[2:03:18] That's our job.
[2:03:20] That's what we owe to the people of our
[2:03:21] town.
[2:03:22] >> So, the thing is with the 18th is that I
[2:03:24] » So, the thing is with the 18th is that I
[2:03:25] just said the 18th because you guys were
[2:03:26] asking for
[2:03:28] another meeting to come in with your
[2:03:29] attorney.
[2:03:30] So, that's only giving you that
[2:03:33] opportunity. If you would open before
[2:03:34] then,
[2:03:36] then you'd have to open with a police
[2:03:38] detail.
[2:03:39] >> So, um
[2:03:41] » So, um
[2:03:41] as um Lieutenant mentioned, so it he
[2:03:44] said we have to um Lieutenant, you said
[2:03:46] we have to have a a detail from what
[2:03:49] 10:00 to So, he said 2:00.
[2:03:52] So, if we have a police detail, is it
[2:03:53] possible to go up until 2:00?
[2:03:55] >> No.
[2:03:56] » No.
[2:03:56] >> Lieutenant, he said 2:00, 10:00 to 2:00.
[2:03:59] » Lieutenant, he said 2:00, 10:00 to 2:00.
[2:03:59] >> They still get paid for 4 hours. They
[2:04:01] » They still get paid for 4 hours. They
[2:04:01] would be there from 10:00 to 2:00 to
[2:04:02] make sure everybody's cleared out
[2:04:04] and the place is closed.
[2:04:18] » So, is it is it possible that we could
[2:04:21] operate without a police police detail?
[2:04:24] And if
[2:04:26] June 18th, you know, we come back with
[2:04:29] complaints, then, you know, it's
[2:04:31] whatever you guys decided. Is it
[2:04:33] possible?
[2:04:35] >> Unfortunately, that's the recommendation
[2:04:36] » Unfortunately, that's the recommendation
[2:04:37] of our police chief. They're the ones
[2:04:38] that have to enforce this. We don't.
[2:04:40] >> Yeah, that's what I'm saying. So, that's
[2:04:42] » Yeah, that's what I'm saying. So, that's
[2:04:42] now it's like, you know, we willing to
[2:04:44] prove ourself to see if
[2:04:47] any report that would they receive
[2:04:51] any sort of report that they receive,
[2:04:53] you know, now it's like when we come
[2:04:55] back to the next
[2:04:56] >> What's going to be worse? The police
[2:04:57] » What's going to be worse? The police
[2:04:57] detail for 2 days or not opening until
[2:04:59] the 18th?
[2:05:00] >> Um
[2:05:01] » Um
[2:05:01] From a from a financial standpoint.
[2:05:03] >> So, pretty much um we don't want to be
[2:05:04] » So, pretty much um we don't want to be
[2:05:04] slapped with the police detail and we
[2:05:06] want to have our lawyer here involved to
[2:05:09] prove to you that the the the
[2:05:10] establishment we're trying to run does
[2:05:12] not require police detail.
[2:05:14] So, um with the
[2:05:15] >> How's the attorney going to prove that?
[2:05:17] » How's the attorney going to prove that?
[2:05:17] >> Cuz um we have um pretty much um
[2:05:20] » Cuz um we have um pretty much um
[2:05:20] everything the complaints that happened
[2:05:22] that we was not aware of any of these
[2:05:23] complaints except for one complaint that
[2:05:25] actually the officer came into the um
[2:05:27] establishment
[2:05:29] and explained to us. So, we just went on
[2:05:31] cuz we
[2:05:32] >> What was it that
[2:05:32] » What was it that
[2:05:32] >> we didn't
[2:05:35] » we didn't
[2:05:35] Um I feel like I'm you know, we being um
[2:05:37] cuz when when my attorney spoke to us,
[2:05:40] pretty much what he was saying that we
[2:05:42] was here to, you know, pretty much um
[2:05:43] get a speech and advice from from the
[2:05:45] police department. We was not aware it
[2:05:48] was going to be an um a discussion to
[2:05:50] pretty much um have police detail
[2:05:52] involved. So, we just want a chance to
[2:05:55] get advice and counsel from our lawyer
[2:05:58] going forward cuz that's not the
[2:05:59] establishment we're trying to run. We
[2:06:00] want to run an establishment where we
[2:06:01] that does not require police detail. So,
[2:06:05] we just pretty much want to request
[2:06:06] another hearing so we we could prove to
[2:06:09] to you guys that that's not the
[2:06:10] establishment we're running. It's just
[2:06:12] that the grand it was um
[2:06:14] when we when we got informed from our
[2:06:16] lawyer, pretty much we had the green
[2:06:17] light and everything we needed to open
[2:06:19] up and that's why we had a grand
[2:06:21] opening. Um and we had um that level of
[2:06:24] amount of people that was there that
[2:06:25] night.
[2:06:26] Um that's not what's going to happen.
[2:06:30] So, we just pretty much want to prove to
[2:06:31] you guys what we trying to run. What we
[2:06:33] trying to run does not require police
[2:06:35] detail.
[2:06:36] So we want to prove that to you guys.
[2:06:41] » Listen,
[2:06:42] I I first of all I'll I'll
[2:06:45] go with whatever the pleasure of the
[2:06:46] council is.
[2:06:48] I got to be honest with you. I think
[2:06:51] we're doing you a favor by telling you
[2:06:53] to stay closed cuz I think if we allow
[2:06:55] you if you if you get your all your
[2:06:57] stuff together tomorrow
[2:06:58] I have not heard a plan that is going to
[2:07:00] keep you from getting complaints.
[2:07:02] I I've seen enough of these places. I
[2:07:04] worked in Providence for 10 years.
[2:07:06] That's all I did for 10 years.
[2:07:08] >> Right.
[2:07:08] » Right.
[2:07:08] >> I've seen lounges, I've seen nightclubs,
[2:07:11] » I've seen lounges, I've seen nightclubs,
[2:07:11] I've seen restaurants. I
[2:07:14] I would bet a lot of money that if you
[2:07:17] don't sit back, talk to your lawyer,
[2:07:20] make a plan, have a security plan in
[2:07:22] place, have all this stuff ready to go.
[2:07:25] If you're If you open this weekend
[2:07:26] without a detail you're going to have
[2:07:28] you're going to get more complaints and
[2:07:30] then at that point if you come back in
[2:07:31] on the 18th, my position is going to be
[2:07:33] you don't get the license at all.
[2:07:34] >> No no, we're not going to be opening up
[2:07:36] » No no, we're not going to be opening up
[2:07:36] before the 18th. We want to make sure we
[2:07:37] have every ducks in a row.
[2:07:39] >> All right.
[2:07:39] » All right.
[2:07:39] >> Everything in line.
[2:07:40] » Everything in line.
[2:07:40] >> How come is that? I'm going to open you
[2:07:42] » How come is that? I'm going to open you
[2:07:42] don't need the police detail.
[2:07:43] >> Yeah Yeah, we just want to prove to you
[2:07:44] » Yeah Yeah, we just want to prove to you
[2:07:45] guys we don't need a police detail.
[2:07:46] >> Okay.
[2:07:46] » Okay.
[2:07:47] >> So that's our plan and we also we have
[2:07:48] » So that's our plan and we also we have
[2:07:48] sound monitors outside level recording
[2:07:52] the sound where we won't be going above
[2:07:54] driving traffic. So we will have proof
[2:07:57] and evidence of all that cuz we don't
[2:07:59] require a police detail. And we going to
[2:08:01] install two sound monitors outside that
[2:08:04] would be recording. So if we have noise
[2:08:07] complaints and we actually we have facts
[2:08:09] and proof that we are not going above
[2:08:11] sound level.
[2:08:12] >> May- maybe the landlord will help you
[2:08:13] » May- maybe the landlord will help you
[2:08:13] out with that.
[2:08:14] >> Right. So
[2:08:15] » Right. So
[2:08:15] >> they have them as well, right people?
[2:08:16] » they have them as well, right people?
[2:08:16] >> Yeah, so we Yeah, so we going to have
[2:08:18] » Yeah, so we Yeah, so we going to have
[2:08:18] these monitors ourselves. Cuz we don't
[2:08:20] want to you know cause chaos or
[2:08:22] anything. We just want to operate a
[2:08:24] business being consistent and have
[2:08:26] consistent income. And with having a
[2:08:28] police detail, we will not be able to
[2:08:30] survive and pay our bills. So, we want
[2:08:32] to go we want to run the business the
[2:08:34] right way and have
[2:08:37] everything flowing smoothly. And so
[2:08:39] >> with I agree with Councilman Tone and
[2:08:41] » with I agree with Councilman Tone and
[2:08:41] and you I would wait till the 18th and
[2:08:43] get everything all set and talk to the
[2:08:44] landlord. Maybe he'll give you
[2:08:46] a break on the rent cuz you're not going
[2:08:47] to be open for the till the 18th.
[2:08:49] >> Right. All right, let's wrap this up.
[2:08:51] » Right. All right, let's wrap this up.
[2:08:51] Any other questions?
[2:08:53] Mayor?
[2:08:57] » I can
[2:08:58] >> You guys can take a seat.
[2:08:59] » You guys can take a seat.
[2:08:59] >> I know there was

[2:09:01] >> Guys
[2:09:02] » Guys
[2:09:02] >> Hey guys.
[2:09:05] » I know there was an issue with
[2:09:06] inspections
[2:09:08] and also the fire.
[2:09:10] So, I would just want to make sure that
[2:09:13] they're clear with the fire department,
[2:09:16] with building inspections, and then we
[2:09:19] have to make sure the occupancy
[2:09:21] is adhered to.
