I'm here on behalf of Louisquisset. We
[5:43]
obviously received your letter of May
[5:45]
7th regarding errant golf balls in the
[5:47]
neighborhood of Woodward Road. Um to
[5:50]
date, we have not received any
[5:52]
complaints from any adjacent property
[5:54]
owners regarding the golf balls, but
[5:55]
obviously that doesn't mean that it's
[5:57]
not happening. Um we have two holes
[5:59]
located adjacent to Woodward, uh holes
[6:02]
two and holes three. Uh portions of uh
[6:06]
Woodward Road that border the golf
[6:07]
course feature a chain-link fence, and
[6:09]
there are portions that feature a 50-ft
[6:11]
net. Uh
[6:12]
we are committed to working with the
[6:14]
town in order to come up with
[6:15]
cost-effective measures to mitigate
[6:17]
errant golf balls leaving the property.
[6:19]
Uh towards that end, we would request if
[6:21]
the town council can provide us with the
[6:23]
uh contact information for any of the
[6:25]
property owners who are experiencing
[6:27]
these issues, so that way we can kind of
[6:29]
narrow down where the golf balls are
[6:32]
problematic. Is it the tee from the
[6:34]
second hole? Is it the approach shot
[6:35]
from the third? So that way
[6:37]
our analysis of the golf club and
[6:39]
potential changes that we could make can
[6:40]
be a little bit more focused as to what
[6:42]
the actual problem is. Um accordingly,
[6:45]
with that information, we'd be willing
[6:46]
to come back here in a month. Uh we will
[6:48]
come up with an action plan with respect
[6:50]
to changes that we can make in order to
[6:52]
uh mitigate this outcome, and we will
[6:54]
report back to the town council.

is basically sold or abandoned, that

contamination at peat properties. Mr.
[24:41]

the residents of the peat farm property
[24:52]
area. Um I have some copies if you could
[25:07]
So, as I stated, um I am here in behalf
[25:10]
of the uh residents of the Pate Farm
[25:12]
area of North Providence.
[25:14]
Uh since 2021, we've been inquiring
[25:18]
uh with local officials regarding the
[25:20]
Pate Farm property and the town's
[25:22]
prospects of using the uh uh Rhode
[25:25]
Island DEM grant given in 2020.
[25:29]
Uh most recent inquiries with DOH and
[25:32]
DEM were done this past fall into early
[25:34]
2026.
[25:37]
There was a request for soils testing
[25:39]
this past fall, and many have asked
[25:41]
about this testing to be done in 2023
[25:44]
and 2024, but no progress was made in
[25:48]
regards to testing.
[25:50]
Just a little history, um
[25:52]
most of you on the council, do you
[25:56]
remember the 2014 cancer concerns in
[25:59]
throughout the schools in North
[26:00]
Providence, where the testing was done?
[26:04]
Um anybody?
[26:05]

that has
[26:12]
that was the basis for the concern of
[26:14]
when that soil ended up getting dumped
[26:16]
at Pate. So,
[26:20]
the asbestos, radon, lead, and mold
[26:22]
tests were done, and the results were
[26:25]
that these tests came back with
[26:26]
acceptable levels.
[26:28]
Please know that DOH and DEM had wanted
[26:31]
to continue further testing, but it
[26:33]
would interfere with the timeline of the
[26:35]
two new schools being built, which were
[26:37]
Stephen Olney and McGuire.
[26:40]
Mayor Lombardi stated in a Breeze
[26:42]
article that the town would not hold up
[26:44]
the school builds, and they would begin
[26:46]
as scheduled. With that being said, no
[26:49]
further testing was done, and many
[26:50]
residents was concerned about the
[26:52]
possible contamination of the school
[26:54]
demos asking that the town make sure
[26:57]
that this
[26:58]
would be taken care of.
[27:01]
The soil that's at the Pete property is
[27:02]
soil from these two builds. There were
[27:05]
25 to 30 truckloads dumped there.
[27:09]
Initially, according to the early Breeze
[27:11]
articles, only a partial amount of soil
[27:13]
was to be dumped there and the rest was
[27:15]
to have gone to the town dump on
[27:17]
Smithfield Road. Unfortunately, that did
[27:20]
not happen.
[27:22]
Several recent Breeze articles stated
[27:24]
Mail and Body saying that the soil was
[27:26]
at the Pete because at Pete property
[27:28]
because he didn't know what to do with
[27:30]
it or is put there to be used if needed
[27:32]
with the school builds. This was a
[27:35]
little confusing.
[27:37]
So, the residents of the Pete Farm area
[27:38]
had some valid reasons to be concerned
[27:40]
when seeing the soil being dumped there.
[27:44]
Many of the residents began attending
[27:46]
meetings expressing concerns about the
[27:48]
town's interest in developing the area
[27:50]
of the recreational fields,
[27:52]
soccer, football, etc.
[27:54]
Concerns with the area on a small bridge
[27:57]
about the small bridge before the
[27:59]
entrance to the Pete property that is
[28:01]
very narrow.
[28:03]
Mostly a one-way bridge for large um
[28:06]
vehicles.
[28:07]
Most importantly, once you cross this
[28:09]
bridge, it's the only way into the
[28:11]
neighborhood and the only way out of the
[28:13]
area back over the bridge. There is no
[28:16]
egress past the bridge. There's no signs
[28:18]
to notify anyone of this either.
[28:21]
The bridge has no signage stating weight
[28:23]
limit or inspections.
[28:25]
Concerns as to how the traffic amount of
[28:28]
traffic from soccer fields, soccer games
[28:31]
would um be accommodated in this
[28:34]
tight-knit area were never
[28:36]
answered from us.
[28:38]
Please note that in 2025, Dominic
[28:40]
Ruggerio had mentioned the possibility
[28:42]
of widening this bridge, which was in an
[28:45]
article in the Breeze, but unfortunately
[28:47]
nothing more became of that.
[28:49]
At this time, Casey Field was
[28:51]
deteriorating and no baseball games were
[28:54]
being played. And the concerns were,
[28:57]
"How was the town going to maintain this
[28:59]
new recreation area when the one they
[29:01]
have is not being maintained?"
[29:04]
Plus, they were wanting to add another
[29:05]
soccer field up at the quality farm off
[29:08]
Hemlock Street, less than a half a mile
[29:10]
from the peat farm.
[29:12]
DPW
[29:13]
was down to a limited number of
[29:15]
employees, and Mayor Lombardi did state
[29:17]
the breeze in the breeze that he was not
[29:19]
hiring at this time. That was
[29:21]
concerning.
[29:23]
The other concern that after
[29:25]
corresponding with some DEM officials,
[29:28]
the stream that runs along the farm and
[29:30]
along under the bridge under 146 out to
[29:33]
Upper Canada Pond
[29:35]
is under DEM, and rules changed in 2022
[29:39]
as to how close you can work next to the
[29:41]
stream.
[29:42]
I provided a printout of this change
[29:44]
from DEM, and permits are required to to
[29:47]
work with us. So, that's the first page
[29:49]
that you see in a map that shows the
[29:51]
stream
[29:52]
that
[29:53]
is affected over in that area.
[29:57]
Several of us discussed these concerns
[29:59]
with Stefano Formiglietti, who was our
[30:01]
council president at the time.
[30:03]
But, there was never any clear answers.
[30:07]
I happened to find the grant that was
[30:09]
awarded to the town online, and when
[30:12]
inquiring about the property, I was
[30:13]
referred to a Megan Depree.
[30:16]
You have a copy of a letter that she has
[30:19]
on the other She She writes back.
[30:23]
You'll see that the first 3 years this
[30:25]
grant was given to the town, the town
[30:27]
didn't do anything on the property.
[30:31]
This was way before
[30:33]
talks began about possibly downsizing
[30:36]
the property's plans for a recreation
[30:37]
area to a green space.
[30:40]
DEM had been out to the property to see
[30:43]
the area and at this time in 2024 they
[30:45]
saw no they found no solid waste. Again,
[30:49]
confirming
[30:50]
that this
[30:52]
soil that came from these two schools,
[30:54]
which I will
[30:56]
tell you further,
[30:58]
came came to that property clean.
[31:02]
There had been some
[31:06]
there had been some work in the stream
[31:09]
on the property in 2023 for a brief day
[31:12]
or two, but then it stopped and has not
[31:14]
continued since.
[31:16]
The tubing and piles of gravel and rock
[31:19]
are still on the property.
[31:21]
In 2025 I was told that a company from
[31:23]
Johnston had been hired by the town to
[31:25]
install the tubing. What was told stop
[31:28]
after a day or two
[31:30]
that the grant had run out. Their tubing
[31:32]
and gravel still sits at the property
[31:35]
and the grant was good to 2025.
[31:38]
By this time, 2024 directions had
[31:41]
changed for the area and we're looking
[31:43]
at possible green space for the area
[31:44]
instead of a recreational area.
[31:47]
But that has stalled and there's not
[31:49]
been any talk of this since.
[31:51]
This brings us to the initial concerns
[31:53]
of the soil testing.
[31:55]
When I was able to reach out to DEM and
[31:57]
talk to the correct person
[32:00]
uh about the peat property,
[32:02]
I spoke with a John a Mark Dennen.
[32:05]
Uh the very last page I provide both
[32:08]
Mark Dennen from DEM and uh Daniel Zebro
[32:13]
from
[32:15]
Department of Health.
[32:17]
Um they were extremely helpful and
[32:20]
providing me this information in regards
[32:22]
to the soil
[32:23]
and what they did with the schools, what
[32:26]
they had the the process of the asbestos
[32:28]
abatement.
[32:30]
Um
[32:35]
Since the two school builds were done
[32:37]
with asbestos abatements, this
[32:39]
this was the D Department of Health area
[32:42]
since it deals with asbestos and radon.
[32:44]
Lead and mold are with DEM.
[32:47]
Daniel Zebro saw the records and
[32:49]
informed me that the asbestos abatements
[32:51]
at these two schools were done from
[32:53]
beginning to end of the demos with no
[32:55]
errors.
[32:57]
Which means the soil was clean that came
[32:59]
from the two schools that were dumped at
[33:00]
the P property.
[33:02]
All this information, if any of you were
[33:05]
on the school committee bills,
[33:08]
on the building committees,
[33:11]
the information is there.
[33:13]
It's been available to us all this time.
[33:16]
It's at the school department and it's
[33:19]
at the town records.
[33:21]
And we could have just
[33:23]
dug for it
[33:24]
and seen that
[33:26]
because this asbestos abatement was done
[33:28]
with no errors,
[33:30]
that soil was clean to be dumped at P.
[33:34]
Mark Brennan also confirmed this
[33:36]
asbestos abatement was done correctly
[33:38]
and efficiently with no errors
[33:40]
confirming this soil transported was
[33:43]
clean.
[33:45]
When talking with Daniel from DOH, he
[33:48]
noted
[33:49]
had the town council early on had wanted
[33:52]
him to come and talk about the soil
[33:54]
concerns, he would have been happy to
[33:55]
come in.
[33:56]
He does need special approval from DOH
[33:59]
to do so and we need to be formally
[34:01]
invited by the town council.
[34:04]
Mark would also from DEM require the
[34:07]
same.
[34:08]
He also noted that the building
[34:10]
committees for the schools have the
[34:11]
information regarding the asbestos
[34:13]
abatement and that they went through
[34:14]
with no errors.
[34:16]
The school department or the town hall
[34:19]
has these records. He also noted to me
[34:22]
that the soil at the P Farm property
[34:24]
would need to be tested before removing
[34:27]
any of it.
[34:28]
Most likely would be purchased from
[34:30]
whomever tested it to be brought to the
[34:32]
Rhode Island Resource Recovery.
[34:35]
Is this policy a regulation or possibly
[34:38]
both since no matter where the soil was
[34:41]
to go, it had to be tested first before
[34:44]
leaving the property.
[34:46]
So, no matter how many times we might
[34:48]
have requested to have that soil tested,
[34:51]
it didn't matter
[34:53]
because
[34:55]
one, the soil was clean, we didn't need
[34:57]
to have it tested.
[34:59]
But,
[35:01]
in order for that soil to go anywhere,
[35:05]
it has to be tested by the town
[35:08]
to show that it's clean
[35:10]
to be put anywhere.
[35:13]
So, a company would come and test it,
[35:15]
perhaps purchase it from the town, and
[35:18]
they will sell it
[35:19]
from there.
[35:24]
Right now, this property is now seeing
[35:26]
landscapers dumping their scraps and
[35:28]
construction companies dumping debris.
[35:31]
And worse, tires are piling up towards
[35:33]
the back against the fence near the
[35:35]
Canterbury Village Apartments. I'm told
[35:38]
they come at night and they throw them
[35:40]
over the fence. And this could become a
[35:42]
serious issue and a real safety concern
[35:45]
for nearby residents with having only
[35:47]
one
[35:48]
access out of that area.
[35:52]
And to go right past the toxic fumes
[35:54]
should these tires cause a fire.
[35:57]
Let's Let's seriously hope this does not
[36:00]
occur.
[36:01]
I did send an email to the fire chief a
[36:03]
month ago and attached photos. No
[36:06]
response. The tires are high. There's a
[36:09]
lot of tires. It's not like
[36:11]
six tires hanging around. It's a lot.
[36:16]
There's no signs
[36:19]
stating no dumping. Please take notice.
[36:21]
If there were, it might help some.
[36:25]
I'm asking that let's start off on the
[36:27]
right foot by asking the residents and
[36:29]
getting the input and what the town is
[36:30]
wanting to put in the area.
[36:33]
Not one resident in this area was asked
[36:35]
about this initial grant. We all want
[36:38]
our youth to have access to recreational
[36:40]
areas. Many of us have children that
[36:43]
went through the North Providence school
[36:44]
system, played in either football,
[36:47]
baseball, soccer, or basketball.
[36:49]
All three of my children went through
[36:51]
the school system and participated in
[36:53]
the sports and my husband coached for a
[36:54]
time.
[36:56]
Please know that the grant was not lost
[36:58]
because of the nearby residents'
[37:00]
concerns.
[37:02]
The amount of soil that was dumped
[37:03]
there, the process to test and remove
[37:06]
it,
[37:07]
now was way more than I believe the town
[37:09]
expected.
[37:11]
This is more likely why the grant was
[37:13]
lost.
[37:14]
But at the same time, the infrastructure
[37:16]
of the area was not conducive to the
[37:18]
original plans. The amount of traffic
[37:20]
would have been concerning and possibly
[37:22]
concerns for emergency vehicles' access
[37:24]
to the back neighborhood.
[37:26]
I sincerely ask that the council and the
[37:28]
mayor, please, before doing another
[37:31]
grant for that property, look into what
[37:34]
complements and fits the area best.

So, watching the council meeting from
[46:25]
last month,
[46:27]
we were able to identify you know a
[46:28]
couple of those addresses that came up,
[46:30]
all those specific streets. One of the
[46:32]
things that we had in common on there is
[46:34]
they were all on the same route.
[46:36]
And so, while that driver is one of the
[46:39]
friendliest drivers you'll ever meet,
[46:41]
we also need him to be friendly and pick
[46:43]
up the trash. So, we're going to trade
[46:45]
trade routes.
[46:46]
We're bringing back one of our more
[46:48]
senior drivers. He's actually a trainer
[46:50]
for us. And he'll be back on in North
[46:53]
Providence starting next Wednesday. He's
[46:54]
going to take a vacation, get ready, and
[46:56]
then Wednesday he'll be back out here.

So, on the trash side of the house, some
[47:00]
of those streets that shouldn't be a
[47:02]
problem anymore.

I know that yard work was kind of a

rough start as we started out in April.

We've got a got a couple things that we

collected all

that they've been for the past month.

So, next March, if the town would like,

I'm happy to throw a couple 30-yarders

like us to. And we'll haul those for

free since we can dump the yard work

bring their yard work to central

get a jump start on yard work before

One of the other things that we do want

to entertain pursuing is in in the

eight bag limit for yard work per

As a result of a few news stories

relative to Centredale Streetscape
[58:48]
beautification, I received, like I'm
[58:50]
sure many of you did, uh a number of
[58:53]
phone calls inquiring about the two-way
[58:55]
street. So, I'm here uh this evening um
[58:59]
because I was able to secure the grant
[59:00]
for 1.7 million, and I just wanted to
[59:03]
share with you facts, data, and context.
[59:06]
I deeply respect as Town Council
[59:08]
members, you're the financial stewards
[59:10]
of the town, and I'd like to share with
[59:11]
you the grant application, the
[59:14]
architectural renderings, and the letter
[59:16]
from Senator Jack Reed, if I may.

Charles A. Lombardi. In his letter, he's

actually requesting $2 million to
[1:00:46]
beautify uh the Silver Dale Gateway.
[1:00:52]
There's an award letter from Senator
[1:00:53]
Jack Reed for 1.7 million that
[1:00:56]
specifically notes Silver Dale
[1:00:58]
streetscape revitalization.
[1:01:01]
And the town actually invested over
[1:01:03]
$63,000
[1:01:05]
with Crossman Engineering for the
[1:01:07]
beautiful architectural renderings that
[1:01:09]
you have.
[1:01:10]
It was a shared vision of the mayor, the
[1:01:13]
town council, Crossman Engineering, and
[1:01:15]
myself to actually stimulate the the
[1:01:18]
Smith Street and make mixed use with the
[1:01:21]
small businesses that are there and the
[1:01:23]
residence to beautify it and create an
[1:01:25]
old world European gardens, topiaries,
[1:01:30]
oversized urns, herringbone sidewalks
[1:01:33]
that are accessible,
[1:01:35]
up-lighting, artwork, oversized
[1:01:39]
fountains, benches, bike racks, and
[1:01:42]
replace existing damaged missing light
[1:01:44]
poles to reflect the character of this
[1:01:47]
very unique area.
[1:01:49]
The actual architectural design was done
[1:01:52]
to slow travelers down to encourage them
[1:01:56]
to shop here,
[1:01:57]
to eat here,
[1:01:59]
to live more, to make it more livable.
[1:02:03]
Uh Crossman Engineering did all of the
[1:02:05]
engineering. I want to share with you
[1:02:06]
that
[1:02:08]
the Rhode Island Department of
[1:02:09]
Transportation
[1:02:11]
in 2023 did a traffic and safety study.
[1:02:15]
Nowhere in there does it mention making
[1:02:17]
Smith Street a two-way street.
[1:02:20]
I can understand these are the most
[1:02:22]
challenging of times and I think
[1:02:23]
everyone is doing a great job. I just
[1:02:26]
wanted to share with you. I know that a
[1:02:28]
match was an issue.
[1:02:30]
Um in 2023 the town applied for CDBG
[1:02:33]
funding. They may want to apply for that
[1:02:35]
again because they can use that as the
[1:02:37]
match for this 1.7 million. That's it. I
[1:02:39]
just wanted to share it with you. If
[1:02:41]

a theme of its own.

So, um

I know there's several small business
[1:03:12]
owners on that street that are concerned
[1:03:14]
with parking.
[1:03:15]
Um

and I don't blame them because an issue
[1:03:17]
as is. So,
[1:03:19]
um I'm glad you came to explain this to
[1:03:21]
us.

And the CDBG funding could be could
[1:03:26]
count as a match to this?

4 days, Little Italy in New York, they

have San Gennaro, people are here for a

week. We have to have a vision to
[1:04:02]
stimulate and revitalize it, and I think
[1:04:04]
this is a beautiful investment that
[1:04:06]
Crocetti made with these renderings, and
[1:04:08]

was cleared within 10 to 15 minutes. The

latest somebody was out there in the
[1:52:55]
back parking lot was 1:25. That's the
[1:52:57]
latest. And if you have the footage of
[1:52:59]
that night, you'll see it. There was no
[1:53:01]
one out there being chaotic or causing
[1:53:03]
problems. In that one
[1:53:06]
instance we had somebody that came into
[1:53:08]
the spot was that one night which was
[1:53:09]
Monday night.

The police officer came in and said we

was being too loud. That was around 9:00

to 10:00 p.m. And we actually turned off

the music.

be open. But other than that, we was

only aware we was being loud one night.

lifelong resident of North Providence I

interest for appointment to the historic

district commission after learning of
[2:10:33]
the current opening.

I have strong interest in preserving the
[2:10:36]
historical character and heritage of our
[2:10:38]
town and I believe the historic district
[2:10:40]
commission plays an important role in
[2:10:42]
protecting the identity and history of
[2:10:43]
our community for future generations. It

would be an honor to serve the residents
