[0:58] Good afternoon. [1:17] Thank you. [2:10] That's one. [2:30] So, [3:00] You're advising [3:09] bylaw amendment. for a property at 220 [3:11] Tamarak Road. The applicant is proposing [3:14] to sever three new lots from the [3:17] property and the zoning bylaw amendment [3:19] is required to reduce the minimum [3:21] frontage for those lots. Uh the proposed [3:24] lots are going to be approximately 0.42 [3:27] 42 hectares or 4200 square meters which [3:31] is about an acre and the proposed [3:33] frontage is going to be approximately [3:35] 31.91 [3:37] m on Walter Charman Drive. [3:40] Um [3:42] the zoning bylaw requires a minimum [3:44] frontage of 35 m. [3:50] Um, so we'll quickly go over the [3:52] policies that are applicable in Oh, [3:56] there we go. Um, that are applicable in [3:59] this in this uh proposal. Um, the [4:02] applicant completed an environmental [4:04] impact study, an archaeological [4:06] assessment, and a lock grading um plan [4:09] to support this application. [4:12] So, the county official plan designates [4:13] the property as rural, recreational, and [4:16] hazard. Um the designation identifies [4:19] areas that are typically within close [4:21] proximity to recreational amenities like [4:23] the waterfront or shoreline um and where [4:25] development has already occurred or [4:27] smaller communities exist. We see this [4:29] designation along a lot of our [4:31] waterfront properties and in our little [4:33] bays and smaller communities. Um it [4:36] identifies areas that are close to the [4:38] water where we we're seeing a lot of [4:40] development but we don't necessarily [4:42] have services available. It's not a [4:44] settlement area. Um but it is where we [4:47] want to focus uh development in sort of [4:50] a smaller scale. [4:52] Um so the county official plan outlines [4:55] the goals and objectives for this [4:57] designation and it says specifically [5:00] that uh this area is for the development [5:03] of four season tourism industry, [5:05] continual improvement of tourism related [5:07] facilities and the provision of land for [5:09] new residential growth opportunities. Um [5:12] and then it also goes on to say that [5:14] these types of development need to be [5:17] reviewed for their environmental um [5:21] their environmental [5:24] um impacts and then also for [5:26] archaeological and that sort of thing. [5:27] So that was all done for this proposal. [5:30] Um the proposed new lots contribute to [5:33] the goals of the county official plan. [5:35] Um the minimum lot size or the lots meet [5:39] the minimum lot size requirements of the [5:41] county official plan and again this [5:43] proposed lot configuration is sort of in [5:45] line with existing development. It's a [5:47] infilling essentially of this area. [5:52] So the property has both natural [5:54] heritage and natural hazard features. [5:57] Again an EIS was completed to support [6:00] this development. The EIS looked at uh [6:03] significant woodlands and significant uh [6:06] provinially significant wetland which is [6:08] along the bay there and uh required [6:11] setback was uh was created for these [6:14] lots. The EIS supported this three lot [6:18] development and defined um development [6:21] [clears throat] envelopes for each of [6:22] these these three lots um with with [6:25] required setbacks to that those [6:27] features. [gasps] [6:30] um the zoning bylaw amendment is going [6:32] to recognize the the developable lot [6:34] area and then also zone a portion of the [6:37] property as um unable to be developed. [6:40] There's also environmental hazard area [6:42] that is also of course unable to be [6:45] developed. [6:48] um [6:50] an archaeological assessment was [6:52] completed for the entire property and [6:54] there was no items of cultural heritage, [6:56] value or interest um identified on the [6:58] site. [7:00] And then the property is zoned R2 [7:02] resort. The R2 zone requires the same [7:05] lot provisions as R1 zone except that it [7:08] specifies that waterfront development [7:09] may have a minimum lot size of 3,000 [7:12] square m. Again, the proposed lot sizes [7:16] are going to be 4200 square meters with [7:18] the retained parcel at 8,200 square [7:21] meters. So, the lot sizes are meeting [7:23] that as the zoning bylaw requirements. [7:26] The zoning bylaw does require a minimum [7:28] lot frontage of 35 m and this proposal [7:32] is seeking a a lot frontage of 31.9 m. [7:37] the lock rating plan, identified uh [7:41] building envelope [7:43] um parcels and identified areas or and supported um those that smaller [7:51] reduction of the frontage by [7:54] identifying areas of where well and [7:56] septic could be located where sepexs are [7:59] still going to be met. [8:02] Um, [8:04] and then [8:06] the proposed zoning bylaw amendment will [8:09] recognize the reduced frontage. It's [8:11] going to zone the development envelopes [8:12] that are ident indicated on the EIS and [8:16] then the areas outside of the [8:17] development envelopes will be zoned to [8:18] prohibit development. The environmental [8:21] hazard zone is proposed to be amended to [8:24] restrict the construction of decks, [8:26] docks, and boat houses. Um the EIS noted [8:29] that a single 1 m wide path to the water [8:32] was permitted [8:34] but um permissions were not included for [8:36] any other development. So deck docks and [8:39] boat houses will not be permitted um [8:42] because this is a proincially [8:43] significant wetland. The province also [8:46] does not permit development within PSWs. [8:51] Um and then my recommendation is [8:53] approval for the zoning bylaw amendment. [8:56] The uh mitigation measures outlined in [8:58] the EIS are proposed to be included in a [9:01] development agreement should be [9:03] registered on title and required as a [9:05] condition of the consents [9:08] and the mitigation measures are outlined [9:11] in my report there. [9:22] [clears throat] [9:24] I do have a comment with regards to the [9:27] mitigation measures [9:30] and [9:32] we ran into this. This is the second [9:34] time that I've seen this. It's on page [9:37] 35 of a report. [9:42] And the number four it says, "No [9:44] machinery shall be left on site. All [9:47] machinery shall be removed from the site [9:49] daily." [9:51] And that like I'm just that is pretty [9:53] impractical thing to include in a [9:57] it's just adding cost and [10:01] as I said I've seen it once before [10:05] and [10:08] it's I mean I I don't hardly understand [10:11] the rationale of it because vehicles are [10:14] parked there all the time and the same [10:17] thing could happen with vehicles as [10:19] well. [10:21] So maybe if you can explain to me how [10:23] that [10:25] why why [10:28] >> Yeah. So these those um requirements are [10:33] part of the MECP the Ministry of [10:35] Environment Conservation and Parks [10:37] requirements to protect the Massaga [10:40] rattlesnake. So the Masaga is a species [10:44] of concern. Um, the municipality doesn't [10:49] necessarily require we're not it's not [10:53] the municipality that has to enforce [10:55] those. It's the MECP that has to enforce [10:58] that. And these requirements come from [11:02] them. So the ecologist is not [11:05] necessarily the ones who are putting [11:07] this in place. It's the MECP that says [11:09] like if you include these then we don't [11:10] have to go through this whole other um [11:15] thing to protect the Massaga [11:19] essentially. [11:21] Does that make sense? [11:24] >> What does it mean if you don't include [11:26] this? [11:29] I would have to check with the [11:31] ecologist, [11:32] but if we didn't include that, and I'm [11:36] not sure like if we could just like not [11:39] include one specific condition or if we [11:41] didn't if we if it if all of it like I [11:44] would have to check with the ecologist [11:45] on that. Um, but [11:48] basically [sighs and gasps] [11:51] [clears throat] [11:55] » so this I'm not going to turn this on [11:57] because [12:58] Um it is a common requirement we see [13:01] especially up here with the rattlesnake [13:03] population. Um and whenever we do see [13:08] these these assessments done it is a [13:10] pretty common requirement on these [13:12] development agreements. I can because [13:15] like oil and stuff can can contaminate [13:18] the site. And then also if like the [13:20] snakes go on to the machinery when Yeah. [13:24] into [14:19] some point you have to kind of question [14:20] some of these things. I mean, that's our [14:22] job. And uh [14:26] so I I would I would [clears throat] [14:28] like an answer to it uh before we we we [14:31] pass the bylaw next at some later date. [14:34] So [14:35] >> yeah, I think you guys are would would [14:37] pass the bylaw at the next council [14:39] meeting, which is September 14th, I [14:41] believe. And that's one of numerous [16:28] restrictions that was put on this little [16:29] parcel that I couldn't even begin to [16:32] have imagined. You know what happens? I [16:35] think sometimes is it's like a [16:36] microscope on just that little piece of [16:38] property as if it's some sort of special [16:40] snake habitat when the reality of it is [16:42] it's on a corner with two bordering [16:45] roads. Well, I'm I'm not sure why I [16:48] can't park a vehicle on the property, [16:51] but yet 5 ft away, the municipality [16:54] actually created a parking lot there for [16:56] people to go fishing on the causeway. [16:58] I can't create a deck or a dock and I'm [17:01] restricted to only allowing people to [17:03] walk 75 meters of that property because [17:06] of potential impact they might have. But [17:09] yet there's a roadway right there on a [17:12] causeway. And every winter we know what [17:14] happens around here. That snow gets [17:16] plowed and it dumps sand and salt right [17:19] into that special water. But yet I can't [17:22] allow a residential property with a [17:25] small family to go down and maybe enjoy [17:27] the waterfront because of the [17:28] restrictions. So my reasons for agreeing [17:31] to all those restrictions cuz after the [17:34] environmental impact was completed and [17:37] we had reviewed it, the county hired [17:39] somebody to do a review and they came [17:41] back and those were the alternatives we [17:43] had was to have more studies done and [17:45] have yet another third party review [17:47] those conditions. and and it just went [17:50] on and on and on. It's like, okay, let's [17:52] just accept the ones that were we've [17:54] agreed to initially and so we can move [17:56] on. So, I was ending my conversing [18:00] red tape, but it's not happening. So, right now [18:11] the county has a natural heritage uh [18:14] planner who has experience in um in EIS [18:18] review. So, if um if and and he's off [18:23] currently, but um when he comes back, if [18:28] he has the capacity and the availability [18:31] and it's like within his scope, um we do [18:34] the internal peer review. So, it is less [18:37] money, less time. Um [18:40] but um yeah the the larger developments [18:44] are sometimes reviewed by by the peer [18:46] reviewers but this one was not [18:52] » okay [18:55] >> the red tape and the cost is very [18:56] restrictive limiting development this [18:58] area. So, we we re re we [20:53] revamped what we currently had. Um, some [20:56] of the highlights we came back with was [20:58] we're going to create a Matt committee [21:02] uh every year. So, it's going to contain [21:04] up to se seven members. Four of them [21:06] going to be board of directors. Uh, five [21:09] can be board of directors, chief [21:12] members, anybody interested in being on [21:13] this committee. It's good. So, what we created this to get approved so we [21:18] can move forward with the applications, [21:20] which is one of the stipulations we had [21:22] in the agreement with with the [21:23] municipality was we had to create an [21:25] application for for people to apply for [21:27] funds. But we figured that we found the the MAT plan we currently we [21:32] previously had didn't quite match up. [21:34] So, we've included that in there, the [21:36] stipulations. Uh we actually created [21:38] some guidelines and applications and [21:40] stuff like that out of this agreement. [21:43] Um [21:45] the other thing we did is we made it a a [21:47] bigger process to change this document. [21:49] So it's going to take three different [21:50] board meetings. The first one will be a [21:53] proposal that there's something in the [21:54] document that needed to be changed. The [21:57] second one will go through a board for a [21:59] vote and then the third will will be uh [22:01] will be changed. That way we can't have [22:04] a new board in in October or November [22:07] say we don't like this and rewrite it. [22:08] We have to go through this whole process [22:10] again. So, um, those are really the the [22:13] big highlights in this. This was more [22:15] just to get that application process [22:16] going. So, once we can get this [22:18] approved, uh, we can get the [22:20] applications out and and, uh, um, [22:23] different people can apply for for Matt [22:25] funds for for projects. Our [26:25] inclusive feed does cover uh the [26:27] pre-production planning uh which [26:29] includes logistic coordination uh [26:31] directly with your team professional [26:33] filming advanced video editing and uh [26:35] professional narration permanent hosting [26:37] on our website and YouTube channel will [26:39] also uh happen in per perpetuity and [26:42] strategic sharing across hundreds of [26:43] targeted Facebook groups various other [26:45] social media outlets and direct outreach [26:47] to local uh real estate agents to [26:50] showcase the region uh to prospective [26:51] buyers, travel agents uh just to name a [26:54] view of the areas that we do share and [26:57] um showcase across uh other Ontario [27:00] platforms. Uh we've [29:25] done a couple of uh downtown tours uh [29:28] things like that and they're just [29:30] looking for um ways to promote their tourism and travel and get more [29:35] people through the shops and the [29:37] restaurants, hotels staying um as long [29:40] as possible. And I do know that seeing [29:42] uh some of the information online that [29:44] Tobber is also looking to extend their [29:46] shoulder season. So, I think that at [29:48] this point it's a good time to um have [29:50] these videos uh up and running and have [29:53] someone like us who's passionate about [29:55] not only Ontario but passionate about [29:57] the 360. We're passionate about the [29:58] video and tourism in general. Um we do [30:01] come up to Toba at least once a year. [30:04] So, this is a other part thing that [30:06] we're passionate about as well. Um and [30:09] then we would produce a video based on [30:11] some of their um you know ideas and what [30:14] they want to portray. So in fact we [30:16] would speaking to collaborating with you [30:18] we would um use the narration uh to [30:22] showcase exactly what you are your [30:26] mandates are. Um so we had um proposed [30:29] key two three key spots in Tobamorei but [30:31] we're open to ideas to uh whatever else [30:34] you would like to have in that video or [30:36] it could be a couple of shorter videos [30:39] um show showcasing a few other things as [30:41] well. um whatever sort of you know your [30:44] mandate, your brand calls for and and [30:46] what you're trying to do with your city [30:48] as well. Um we work with you in that [30:50] respect and the narration um to cover [30:53] those key aspects. Um once the videos [30:55] are done, we again host them on our [30:58] website on our YouTube channel and share [31:01] them around as much as possible. We [31:03] always have people asking us, you know, [31:05] can you share that video again? Um [31:07] what's a good place to go to uh in a [31:10] particular area? Recently, I've just [31:12] seen three people in the last couple of [31:14] days ask uh what they could do in [31:16] between this spot and this spot that [31:17] they're traveling to. And so, that's [31:19] another uh key aspect of things that we [31:21] could offer. So, our site really helps [31:23] with travel planning, getting people [31:24] excited about where they're going to go [31:26] and giving them more information before [31:28] they do go. 360 videos are are also a [31:31] good way for people to see exactly what [31:33] they're getting themselves into, so to [31:34] speak, and getting them excited about [31:36] being in that spot instead of just um [31:39] seeing maybe a few pictures online. It's [31:41] really an immersive way to be there [31:43] without being there and get excited [31:45] about being there. Um, so we are asking [31:49] uh I guess I'll just wrap things up at [31:51] this point since we weren't able to do [31:52] the actual presentation, but um I know [31:55] that Toby is world reown for its peak [31:57] summer beauty, but the opportunity for [31:59] sustainable growth and extending the [32:01] momentum is is a real thing. And by [32:04] partnering with Ontario 360 tours, [32:06] you're also investing in modern [32:08] accessible tools that inspire off peak [32:10] travel that support your local [32:12] businesses and drive uh measurable [32:14] tourism as well. Um the firesmartcanada.ca CA [54:02] website has a tremendous amount of [54:04] resources and it's something that we'll [54:06] continue to push for fire prevention [54:08] here on the peninsula. So, [54:16] >> at any rate, we have uh is there any way [54:20] that we can influence some of the larger [54:23] land owners? Uh we have federal parks. Uh so we're [54:36] asking private land owners to look after [54:39] their property probably a lot smaller [54:42] when we have [55:18] It it's a good comment counselor. Um a [55:21] lot of those areas we don't have [55:22] jurisdiction whether it's provincial [55:24] land or federal land uh from the [55:26] municipal fire department. We try to [55:27] work with our partners to ensure that uh [55:30] they are being fires smart. Um [55:34] but it is difficult on a lot of those [55:36] lands. The fires smart program is really [55:39] designed for the homeowner in mind, [55:41] right? So, it's the embers that [55:43] typically cause the fires that we've all [55:45] seen on the news in large urban uh [55:48] wildland urban interface areas where the [55:50] embers can travel literally kilometers [55:52] ahead of fires and land in areas and [55:55] start those areas on fire. So, this is [55:57] more this program is more about [55:59] protecting individual properties and [56:02] communities as opposed to those larger [56:05] federal, provincial, and nature [56:07] reserves. But those are conversations [56:09] that my team um continues to have to [56:12] make sure that we can protect uh the [56:14] peninsula from a forest fire. [56:16] >> Well, yes, because you can't turn on the [56:18] TV and we're seeing fires in places that [56:21] never were had them before. like there [56:24] isn't I don't think there's any road map [56:27] that anybody could ever predict. So when a property owner [59:37] requires a new uh in this case a new [59:40] culvert um we can go through um a faster [59:46] um process through the drainage act to [59:48] incorporate that culvert into the [59:50] municipal drain. Um the one caveat is um [59:54] the property owner pays for the [59:57] installation of the culvert himself and [1:00:00] uh as well as the any any costs that are [1:00:04] incurred to incorporate this into the [1:00:06] municipal drain. So again, Mr. WGO [1:00:09] requested a new farm crossing is p [1:00:12] primarily due to um accessing the other [1:00:15] side of his property um which he was [1:00:19] always accessing it through another [1:00:21] property which that agreement came to an [1:00:23] end. So he requested a a new culvert on [1:00:27] uh branch E of the of the Judges Creek [1:00:31] municipal drain. So we've uh we were [1:00:34] Kobite engineering was appointed in the [1:00:36] fall of 2025. We've reviewed uh the [1:00:39] request um met with Mr. Waggle on site. [1:00:43] Um we've gone through the all the [1:00:46] appropriate agencies review agencies. Uh [1:00:48] number one is the Department of [1:00:50] Fisheries and Oceans. They've reviewed [1:00:51] it. Uh they've uh they've uh submitted a [1:00:56] letter of advice to us that uh we can [1:00:58] proceed with the work. Uh we did u [1:01:02] design the covert, check the capacity. [1:01:04] Now Mr. Wag is uh supplying the pipe [1:01:06] himself and will be doing the work [1:01:09] probably on his own which uh we can [1:01:12] oversee. [1:01:14] Um and he's all I think he's ready to [1:01:16] go. So this is the the last little item [1:01:20] on our uh the minor improvement drain [1:01:24] request um to approve the report that we [1:01:27] prepared in support of it. And uh if it [1:01:30] gets approved by council, Mr. WGO can um [1:01:33] proceed with the work after I believe [1:01:36] it's a 10day appeals period which uh Mr. [1:01:39] WGO can appeal appeal this um or uh if not after 10 days he can go we can go [1:01:46] ahead with the work. Uh and this is an [1:06:47] Ontario made solution. I haven't been [1:06:49] able to find another one that would [1:06:50] match it. There was one in California [1:06:53] but didn't meet the specifications that [1:06:55] we were looking for uh with this model. [1:07:00] » Right. So instead of uh individual runs [1:07:19] that we typically see that would uh [1:07:21] track with a vehicle coming out of the [1:07:23] fireh hall, this would be like an air [1:07:25] handling unit that is not on a roof but [1:07:27] actually in the fire hall itself in the [1:07:30] ceiling level sucks all the air in all [1:07:32] the contaminants and has a filtration [1:07:34] system that captures [1:07:37] um the diesel exhaust and harmful [1:07:38] chemicals associated with it and then um [1:07:42] provides clean air as a as um like [1:07:46] turnover. over in order to meet the [1:07:47] requirements for the diesel exhaust [1:07:49] extraction. [1:07:50] >> So there must there is some sort of [1:07:52] monitor CO monitor something that yeah [1:07:55] associated with that. [1:07:56] >> Yeah, there's a CO monitor um HCN that [1:08:01] type of stuff associated with it as [1:08:02] well. [1:08:04] >> So just on that until it gets to the [1:08:07] ceiling, [1:08:09] excuse me, it's in the building, right? [1:08:11] Um, [1:08:13] yes, but it creates um such a flow that [1:08:16] it draws it all up in very quickly. So, [1:08:18] as soon as the vehicle starts, it's [1:08:19] going to draw it up in and then it's [1:08:21] constantly running in the background [1:08:22] where it's drawing that um particulate [1:08:26] in. So, it's not capturing it right at [1:08:28] the exhaust pipe per se, but it is [1:08:31] removing it at um extremely fast pace in [1:08:36] order to meet the requirements. So there [1:08:38] is no diesel exhaust uh left within the [1:08:41] building. [1:08:41] >> Yeah. My only comment was I didn't want [1:08:43] to be the first one with this [1:08:45] assistance. Oh, well, anything I mean [1:08:58] these people are, you know, protecting [1:09:00] us, but and probably already know this, [1:09:04] but have we looked at any kind of [1:09:05] funding because it seems like like we're [1:09:07] a pretty small municipality and the [1:09:10] amount that it's costing our taxpayers [1:09:13] directly to provide uh you know what is [1:09:17] mandated, not only mandated, but that's [1:09:19] for firefighters. Um, so nobody is [1:09:23] providing any type of funding. uh to [1:09:26] offset our cost on this. [1:09:29] >> Not directly associated with this [1:09:30] project, but the um provincial [1:09:32] government has come out with the it's [1:09:33] the third year now of the Ontario uh [1:09:36] firefighter protection grant that deals [1:09:38] with some um cancer related um [1:09:43] materials. So, we've bought washers and [1:09:45] dryers, extractors, [1:09:48] uh coveralls, stuff of that nature to [1:09:49] help reduce some of the exposure, some [1:09:51] of the other things that we're seeing in [1:09:52] this cancer prevention checklist. uh but [1:09:55] not so much this larger infrastructure [1:09:57] capital project piece.
