And the thing about the the hospital, [2:49] the proposed hospital is that not only is it an economic [2:54] driver for the whole region, but it's something that has been needed and [2:58] wanted. I just found out yesterday that since 1950s [3:05] sometime early 50s uh hospital plans were drawn up had actually been [3:11] formulated the architectural plans everything. This has been in the works [3:16] for decades and decades and it's really needed. Um the biggest driver from uh [3:23] the uh West End vision project 247 care and uh long-term care. So our so our [3:35] elderly including me don't have to leave the [3:40] area. We've lost so many families because [3:45] parents, grandparents had to leave. they couldn't get the care here that they [3:49] needed and ultimately families have left too because of that very thing. It's [3:55] really important and we're asking that the board as a whole and as individuals [4:00] really support this. [4:05] » Um yeah, >> no [4:10] say if you have any questions just call us. We'll try and answer them to the [4:16] best of our ability. The biggest question that we're getting right now is [4:19] where will it be located? No idea. [4:24] » It's up to the board once the elected board once they are in place then they [4:29] will have the the right to make that determination. But right now it's I mean [4:34] there are a lot of places that would be really good but um [4:40] we can't make that decision. One other thing that we did ask about and find out [4:47] is that once it's passed and um after the hospital built and the mill levy, [4:54] the mill levy can be adjusted down by that board. It can be adjusted to a [5:00] different level by the board. It can never go above the 20 ms, [5:03] » but it can always come down. >> Okay. [5:06] » Okay. So that that is a good thing that we found out and because we don't want [5:10] to have I personally, you know, I I'm not bored. I wouldn't be, you know, I'm [5:15] not on that board, but I wouldn't want to to have more mills put in than is [5:22] needed, right? I mean, we want to make sure we maintain the building. We want [5:26] to make sure we have the reserve to be able to upgrade or do whatever we need [5:30] to do. But we don't need to be floating in cash to, you know, just make sure [5:36] we're we're sustainable because right now I know the county commissioners have [5:41] been very um reluctant over the last several years [5:46] to give us the money without a big fight. And I'm afraid that if this does [5:52] not pass, we won't have the clinic anymore either. That's my fear. I don't [5:58] know if it's true, but that is a fear, a legitimate fear. [6:03] » Historically, uh, critical access hospitals are self- sustaining. They do [6:07] pay for themselves. And once it is built, the basin clinic would be [6:12] absorbed into the hospital running as a clinic under that board. uh it would be [6:20] just a regular 8 to5 clinic during the day but the hospital would obviously be [6:26] there 24/7 and there were a lot of uh other issues [6:31] that can be [6:34] covered by having a hospital here. So just [6:39] draw blood draw CTS MRIs those things that people go out of the [6:45] area take their money with them. >> Yeah. [6:47] » Mhm. you know, buy food, buy gas, buy, you know, whatever. Sometimes stay [6:52] overnight, that adds up. And if we can keep it here, all the better for [6:58] everybody. So that's that's and on the back, if you haven't seen it, there was [7:03] a website developed that you can go to and check exactly what the cost will be, [7:10] the increase to your taxes. >> Very good question. So to me what I hear [7:16] when I go to meetings a lot of feedback I hear is people do not really [7:20] understand how the finance this works I think the impression is still the [7:26] impression is that the mil levy builds hospital it buys the land it builds the [7:31] hospital and that's that's the impression I think everyone has so I [7:36] don't know if you can add that to this that it does not build the hospital that [7:39] that money comes from elsewise it only supplies the operating [7:44] capital for the hospital for whatever number of years until it becomes fully [7:49] self- sustaining. So to me that's one of the biggest questions I hear asked and [7:54] that is not clear in a respon confusions that's keeps coming up is [8:01] people hear 20 mills and they're thinking that we're trying to raise $20 [8:06] million at a time and the first time I heard that I I I really got confused [8:12] because I was what do you mean $20 million? It's not even a million dollars [8:15] a year. And so, um, we really need to make sure people know that 20 mills does [8:22] not mean $20 million. So, what does it mean? So, at the last [11:53] meeting, a trustee requested an amendment to the board agenda to discuss [11:57] ethical concerns that she has with county commissioner Shawn Pond. The town [12:02] uh declined to take action following that discussion. [12:07] On Monday, the town received an email from Mr. Pond highlighting concerns that [12:11] he had with Trusty Tooker's statements and requested certain town action, [12:17] including initiating of procedures to remove Trusty Tuker as a town trustee. [12:24] It is my view um that the issues between Trusty Tuker and Commissioner Pawn are [12:30] separate from the town's official function and therefore it's not [12:33] appropriate for the town to take a position on this matter. [12:38] I also do not believe it's appropriate for the board to take act official [12:42] action following uh Commissioner Pawn's 97 email. Trusty Tuker and Commissioner [12:49] Pawn are welcome to pursue any action they deem appropriate at this time, but [12:55] that should not involve the town's time or resources. We know that next spring is really kind of touchy and we don't know [18:28] what our water levels are going to be, but we can get it down a few feet so we [18:33] can kill the cattails, burn them effectively, and then fill it back up [18:39] because they do have to be burned after they're poisoned or whatever. Um, so I [18:44] just I didn't know how everyone how the board felt about that. um if it was [18:49] possible. Uh we're still looking into other options, but I just [18:56] » gone or they still gone. >> Um they're not gone yet. So, um, the Tyr Foundation has offered in kind to, um, [30:23] put together that waiver on behalf of the town of Nicola and also on the on [30:27] behalf of the town of Narita, which did they agree to that, Tim? So, um I did see that they have bylaws drawn up and they're they're [42:38] moving forward pretty quickly. So, yeah. [42:44] Let's see. Anything else? [43:03] Um well 2025 audit is complete and the base [43:10] review which means that also we got our um assessor paperworks and budget the [43:14] budget season has officially started. Um so we'll start diving into some of [43:20] that. We'll need to schedule probably a work session um somewhere beginning of [43:25] the end of October, probably beginning of November so that we can all sit down [43:29] and review it in its first draft mode and then maybe a second one before we [43:34] finalize it to send it in December. Um [43:39] we are dealing with a few more difficult [43:43] issues in town. Um, we're finding that there's [43:48] a lot of code and we're starting to make notes. There's a lot of codes that don't [43:52] align with each other, whether it's with fees or whether it's language or um like [43:58] when you're trying to pursue something, it kind of contradicts like what we can [44:02] and cannot do. For example, um eviction of a like not eviction is a bad word. Um [44:09] to remove somebody for not following the water and sewer laws, you have to have [44:13] water. have to have sewer to be in their home. [44:17] » Is that a mystery? >> Yeah. And so we're finding that the [44:20] language in our own code is contradicting some things and so even [44:24] the attorney's been looking it over and he's having a hard time helping us like [44:28] get to that point. So we're making notes of that so that when we talk in our land [44:33] use code updates, maybe we can re revise some of that and line it up. Um, right [44:40] now we have the right to find someone in that instance like $1,000 a day. But you [44:45] have to think like somebody get $1,000 a day ticket if they can't pay their water [44:49] and sewer bill, they're probably not going to be able to pay $1,000 a day. [44:54] Um, and we could remove them forcefully and have them sent to jail, [44:59] but I mean those are very extreme circumstances. I I feel you know um so [45:05] there's just a few things that like that that we're really struggling with and [45:08] it's been occupying a lot of meetings with uh David and I the code enforcement [45:12] officer. Um another one is we had talked with Gabe during our land use and code [45:19] update about a demolition ordinance in the building code and [45:24] that's kind of been a thing. Um, we're trying to figure out what to do [45:28] with the 520 Main Street house that burned down in 25 June 25. It's between [45:34] the library and the briding iron. And recently there was reported activity of [45:38] kids playing in it. >> Well, that's dangerous. It's a hazard. [45:42] And I can fall back on that and say you need to board it up. But [45:47] » I'm asking the property owner to get me a timeline of what we're going to do [45:51] forward. What are you going to do to remediate it? I was told by the fire [45:54] chief it was a total loss and I was reported to the insurance company. Well [45:58] then I need you to do something. I really need you to do something. [46:04] » And so um I'm in talks with them because uh kids playing in it. It's going to get [46:09] cold. We have a few people who don't really have places to stay in town and I [46:14] can imagine that that will be prime real estate when it comes to snow flying. So, [46:19] um, those are kind of some big things that we've been dealing with and we've [46:22] been talking to the judge and, um, few different things. And then, [46:28] uh, the library, Sue's got a bunch of fun stuff on the horizon. She'll be [46:32] making a presentation, um, before she submits anything to the West Pay It [46:35] Forward. Um, she, yeah, I mean, she's go get her. I [46:41] submitted to her, I gave her the information where we did the main street [46:45] assessment and kind of the design and how everybody um wanted that to all look [46:49] and the public comments and everything. She's going to be integrating that into [46:52] her grant and her application process and she's got big ideas. Uh and she's [46:58] got more libraries are a little niche. There's a lot of money for them out [47:02] there. A lot. You just have to go get it. Uh, so she's working really hard on [47:06] that and she's starting some programs with the kids. Um, first chapter [47:10] Fridays. She wants the kids to come in and read in the mornings and maybe some [47:14] of the older kids can come in and do maybe a creative writing or something, [47:18] you know, and so she's working with the school. She's working with the [47:21] superintendent and the principal. She went up there and read the littles today [47:24] and she was very excited. She got a hug. Um, so it's just pretty exciting. That [47:31] is met with Corey today. He starts his official position next [47:36] Wednesday the 16th. We needed to bump it out. He he had a family he lost a family [47:40] member and so he has a funeral to go to on Monday. And so he's going to meet [47:44] with Rod sir and tour all the facilities and get to know everything.
