changing color okay um so first of all [1:57] let me just say I'm very excited about the concept of a Senior Center [2:02] I for one know that that would be a place that would greatly benefit my [2:06] parents in town some fast approaching that as my husband my house but I had [2:18] some concerns after the last council meeting feeling like there wasn't a [2:23] whole lot of background information about the Senior Center and how it's [2:29] going to be run and who's running it and who is responsible for safety and [2:34] different things like that then I understand that it's still in interim [2:39] stages and most of us said correct terminology with RSU 18 and the town as [2:44] well I do remember I believe at the last meeting you voted to approve funding it [2:50] monthly the rent piece of it if I'm correct in stating that once they get up [2:56] and running I did go to the school board meeting that they had and that was on [3:01] the agenda and they again just discussed that things were moving forward they had [3:06] to find any plans yet they still were doing some [3:08] repairs so what some things they needed to take care of and that they didn't [3:12] plan to come charge the town until they were physically ready to occupy this [3:16] space so I myself personally reached out to sherry after reaching out to Gary for [3:23] his guidance as to who I should talk to so you such a sharing over and asked her [3:27] a series of questions mostly related to safety I for one don't want my parents [3:34] attending a place that's not organized and safe that's what I do for a living [3:42] and I asked about some guidelines about you know who gets to use it would you [3:48] keep anybody from using it if somebody wanted to come under the age of 16 which [3:54] was the guideline they had but they may love to come the response I got back was [3:58] pretty much that they haven't answered any of those questions themselves at [4:02] this point and that there are several stages or phases that they're trying to [4:07] go through and they're still in phase one so my concern would be the idea of [4:15] honoring a third party request for them mostly being the fact that having [4:22] certain kinda budget community in the past [4:24] I know third party requests are really scrutinized and my understanding from [4:32] being on the advisory board in the past was third fighting request had to have [4:36] some kind of background behind them making a request [4:41] financial statement or business plan something to that effect so my request [4:46] to you would be to consider not honoring that third party request for them at [4:52] budget season until you have such documentation like a business model plan [4:58] some type of a financial plan for what they're going to be doing with the [5:02] funding and then once if you do move forward with funding them who owns the [5:09] things that they buy does the town on it does the Senior Center on there if the [5:14] Senior Center owns it and decides to go away in five months because it's too [5:19] much work or something happened and they can't continue what happens to all of [5:24] that stuff that they purchase so that essentially is it is my request is for [5:30] you to consider not funding that without some type of financial statement [5:36] background or business model plan for how things are going to progress over [5:40] there otherwise actually like you're really opening the door for anybody to [5:44] ask for a third party request because they have a dream and they want it to be [5:48] fulfilled and I understand we take consideration of town needs differently [5:57] than we do third prior question people outside of town much like the food [6:00] pantry and things like that but I kind of feel like this is different than that [6:05] because there's there isn't anything to hang your hat on at this point it's [6:12] it's a wish dream it's a plan but there's no written documentation of a [6:17] plan and that kind of concerns that as taxpayer and as potentially one of my my [6:22] family using this facility that's a good question [6:29] anybody here on the council have any questions are these officer anything you [6:33] like to right along with them they plan to have any of this information [6:40] available before we do but Ruby what the last of February we did with the third [6:45] part of her question a daughter was in a severe she stopped yesterday [7:02] yeah Kelly you first your first concern and I think our concern about safety [7:09] what is the and at least the physical safety of the facility is being [7:15] addressed by our SEO a team that had a inspection done you heard about it them [7:21] let's go board meeting those are all safety concerns that we had we [7:27] definitely agree with the risk management's assessment of problem you [7:33] know potential problems and hopefully the school board seemed to be willing to [7:39] attack those safety issues now the officers of the building I asked you for [7:46] your take care the safety concerns that I've had that I expressed to Sherry [7:51] where will there be somebody CPR first aid certified [7:54] AED on-site but would be a landline phone available for people who don't [7:58] know how to use cell phones my mother being one of them put a cell phone in [8:02] front of her and she wouldn't even begin to know how to turn it on in the kitchen [8:05] it was bad now one thing is we are going to have someone CPR certified First Aid [8:13] certified I have looked into the price of and now in the 80s and to fibular yes [8:19] I've looked into the price of those there's a 1200 to 1500 dollars for basic [8:25] models so all these concerns are in your mind maybe someone would donate one to [8:33] us but we will have and one of the parts of the program we intend to have as for [8:40] example people to come in and have at least one hour a week of some sort of [8:46] health-related education and CPR would probably to be [8:52] the first one but yeah it will have some CPR we will have first aid trained [8:58] people there and also we are in proximity to the fire department and [9:05] police department so we feel how long would it take to get from a street to [9:12] your ten minutes yeah it would be in minutes because we are in proximity to [9:19] the president you know the first responders in town so other any other [9:26] questions the fact is our ICU 18 is also leaving us have a lot of the furniture [9:34] that was in the building they've been very generous to us so we it's just some [9:41] tables this is what we're looking for if we can get them without spending any [9:46] money but basically we want round tables because they're more sociable and that [9:53] basically what what the third party request was for because the rsuh in has [9:59] given us Cheers that we need bookshelves etc etc [10:07] tonight is there a he in the administrative office of I don't have an [10:16] answer for that I can not some of the buildings if I had to guess I would say [10:21] that it must be the hours that they're there this would be one right never [10:25] doorway that's all I somebody having a stroke that's pertinent to that age [10:58] group signs of you know early stage dementia where they start becoming [11:04] violent for no reason I mean those are all things that I have concerns up where [11:10] seniors are gathering other than you know on a show make social occasion so I [11:17] have a great suggestion for you your concerns are all valid and very well [11:22] done thought through so probably what you ought to do is go back to sherry [11:26] because right now we're just sitting here waiting and watching to see how [11:30] they're going to run it so don't want to cost the taxpayers any [11:33] more money so if you go back to Sharia never get it hold on a senior spectrum [11:38] in Waterville the muskies ever and ever say you know could you fill this wish [11:42] list for me and I can support it and I can hear it and carry on and help [11:45] support it and that would help a lot of things other than sitting here telling [11:48] us what you like and about being mean about you're saying that it just think I [11:52] think it's a right way to go if seeing a spectrum has done this and they have [11:55] gatherings of elderly citizens of the town and they have done it to use me as [12:01] a problem I know all these little ins and outs and all these little things [12:04] that they can help them yes and on the 20th of February there's a meeting of [12:10] senior centers from Wiscasset knowledge of the state and we're going to plan to [12:15] attend that very good idea dawn just to reiterate you know and summarize I guess [12:21] what we're hearing is there's an awful lot of things that we as a council and [12:26] the community doesn't have a sense of what's going on and before we give a [12:31] complete blessing of the project I guess we need to have that I've heard Richmond [12:36] mentioned and now a senior spectrum and this being you're going to we need to [12:41] have a concrete this is what our plan of action is this is who's going to be on [12:46] hand each day or we're rotating one person a week it's going to be open from [12:50] these hours for those hours there's going to be food there's not going to be [12:55] food there's gonna be cooking there's not you know all those little details [12:58] that make a program work we need to have a sense of what that really is going to [13:02] look like people yeah we put that on the agenda for the next meeting I will have [13:07] a document it is I don't know if there's a timetable that we need to look at [13:12] we're looking at third party requests coming up yeah no
