Councilmember Neff, if you'd give an indication or expression [0:27] and followed by council member Regan with the pledge. [0:31] I [0:37] have to meet this evening at the Oakley City Council meeting. [0:41] We're grateful to be able to serve in the community [0:43] and pray that we'll be reminded and open-hearted [0:47] in the decisions that we make and that we'll [0:53] decisions and citizens here in Oakley. [0:59] We enjoy here and the wonderful, [1:01] will help us to do our part to continue that mission and vary or grateful for many [1:15] blessings. [1:15] Grateful for those serving the country. [1:18] Pray that that will bless them to be wise, bless those who certainly watch over guide [1:24] and direct them. [1:25] And we pray for these things. [1:27] Amen. [1:28] It's bless you, Joe. [1:36] the United States of America and to the [1:41] Republic for which it stands for foundation [1:44] under God in the visible with liberty and justice for [1:49] all. [2:06] Sorry, I'm making a note. [2:12] Okay. [2:13] Again, thanks everybody for coming. [2:15] Let's jump on down public comment. [2:18] If anybody has a public comment, you have three minutes. [2:23] We'll time you. [2:25] You're welcome to speak about anything that's not on our agenda tonight. [2:30] So with that being said, I'll open it up to public comment. [2:40] Well, okay, everybody jumped at once and we finished that off pretty quick. [2:45] Moving on. [2:48] Let's go to consent calendar items. [2:52] We're looking at bills for last month. [2:56] It's a little large this month that you guys have noticed. [3:00] Pretty large. [3:02] But that, this amount includes almost nearly all [3:06] of the rodeo production stuff. [3:08] So that's why it's a little bit larger. [3:11] So with that, if you guys have looked at it, [3:15] I would take a motion to approve or deny the consent calendar. [3:18] I would move that we approve the consent calendar and the invoice register. [3:27] Okay, do I have a second? [3:30] Second. [3:31] Joe's seconds. [3:33] All in favor? [3:35] I. [3:36] Any opposed? [3:38] Perfect, consent calendar passes. [3:41] Now, item four for some reason, I don't know what's not showing up, but item four [3:49] on the agenda I have is a conflict of interest this closure. This conflict of [3:57] interest has to do with me and I think all of you out of be aware of. I'll [4:02] explain to you what happened and why this is being brought up and I have a [4:10] little item for you to read. [4:16] Well, I'll read it. So as if you guys remember in one of [4:22] our meetings, one of our last meetings, we had talked about the child that fell through [4:26] the bleachers and we had discussed that it needed to be fixed in what we were going to do. [4:36] well we haven't had any meeting since then so full disclosure I met with [4:43] Kindle and I met with Dallas we talked about some recommendations Tom actually [4:49] came up with one that was actually really a good idea and I don't know if [4:55] you guys have ever seen that it almost looks like tape it's four inches it's [5:00] white. In fact, Kirby's adkins had it around her property. [5:07] Kind of property. So we got a line on a whole bunch of that and we went and [5:12] got it. We wanted to see if it would work. But one of the things that we run [5:17] into is it has a four inch ball can't fit through it, right? That's code. Well, one [5:23] of the things we got concerned with is when you tighten that you have to have [5:27] something to anchor to to pull it tight. Number one, we didn't have anything to anchor to and number two, it was just too flexible. And so you could push it back. [5:37] So as we brainstormed and try and come up with some other some other things, one of the things that came up was maybe wood. [5:47] You guys know I'm all involved in the wood business. [5:52] So I reached out to my company that I work for. [5:58] It's a different department but it is the same company. [6:01] I reached out to them. [6:03] They donated all of the labor. [6:06] They donated all the typeplates. [6:09] And so what we ended up doing is we took two by sixes. [6:12] I wish the whiteboard was here because I was going to draw on it today. [6:15] But we took two by sixes and we put them in the end. [6:18] So instead of trying to match and make sure we hit a support system on everything, [6:24] that adds to a lot of extra material. [6:29] So what we've come up with is if we, you guys have all seen trusses. [6:34] So when they put two pieces of wood together on a truss, [6:38] they put on top of that what they call a tight plate. [6:41] And the tight plate is what holds the trusses together. [6:44] So what we decided to do is we put those two by sixes in to end and we did a [6:51] tie plate on each side. Now when I talked to my trust manufacturing guy, he [6:58] suggested because we were just gonna nail him on or hammer him on, but he said [7:03] you're crazy don't do that. Let me run him through my trust plan and we have a [7:08] press. It's about 30,000 or 26,000 pounds that compresses all of those on there so they don't come off. [7:15] So they did that for us. The total bill was about 3,100 bucks. So it was, it ended up being less [7:25] than a dollar a foot for everything that we needed to do. With that being said, I made the decision [7:34] to go ahead and go forward with it, especially with their donation and what they were offering [7:40] back to us. And we basically called them on a Thursday and they had them on site on Tuesday. [7:47] So time has up the essence as well, right, because this week we have the high school rodeo. [7:53] And we did have young guns, but we did block off the bleachers so nobody could use them. [8:01] So during young young guns, nobody was allowed to sit on that section of the week just to help cover ourselves [8:08] To answer your question a little bit Dave [8:12] When we put the fences up I we took pictures of them and I had Amy send an [8:19] email with the picture back to the family to let them know that we were getting started working on this, okay [8:25] We just finished up [8:30] We just finished up, the final, it was pretty much done, but we had to finish up all the stuff. [8:37] We actually just finished it today this morning. [8:40] So we had some steps that we had to finish and so on and so forth. [8:43] But they got that finished today. [8:45] We've taken off the gates. [8:47] It's wide open for high school rodeo now, and we are in compliance with the code for those. [8:54] I took some pictures today. If you guys want to see them, I'll let you just see a few of them real quick. [9:01] They're just two. You can kind of see what it looks like. It actually turned out, in my opinion, it looks pretty sharp. [9:06] Yeah, it's good. [9:13] And so again, now we're going to take these pictures. [9:15] That's awesome. [9:16] And we're going to send them back to the homeowner and the child and let them know that we are in compliance. [9:23] we finished the job that's done. Great. So I made that decision. Lisa and I were talking about a [9:32] different issue. Oh, I think it was last Friday, Thursday or Friday, I think Lisa can correct me [9:40] if she wants to. But we were talking about another issue and she brought this up and wanted to know [9:47] how the bleachers were going and where we were at. [9:50] So I told her what had happened and what I had done. [9:55] And I told her that I made the decision of $3,100 [9:58] without really talking to you guys, [10:00] but I did feel like I had the okay to do it [10:04] from our first conversation, but the conflict of interest [10:07] came up and so she's prepared a statement for me to read [10:13] to you guys now if you're ready. [10:15] Just [10:18] to be extra cautious of transparent and avoid any complaints as the elected mayor of [10:22] Oakley City, I am disclosing that I work for some probability materials and have a substantial [10:27] interest in the company. Not sure what that is, Lisa. I work there, so I guess it's substantial. [10:34] I am disclosing an axle or a protective conflict of interest between my public duty and my personal [10:40] interest due to an unfortunate accident of the Oakley rodeo on July 5th, 2026, a child fell [10:47] about 10 feet from the north leachers to the ground. The child is safe and and well to the best [10:53] of our knowledge. As Oakley's mayor, I took immediate action to remedy the allegedly dangerous [10:59] conditions. I saw this to be an emergency and academically without prior discussion with you as [11:05] the City Council. On July 21, 2026, I ordered immediate closure. Well, that happened before [11:13] that, but this is when I made the decision. I ordered an immediate closure of the north [11:18] bleachers as the Oakley City of Grounds. I then acquired the materials and labor through [11:23] my employer as needed to approve the safety of the North Blanche bleachers. The solution was, [11:29] was the solution I chose was to install 50 foot long boards connected together with [11:35] trust ties and run them along the floor boards of the bleachers to fill in spaces where [11:41] the small person could not fall through. This work was completed. I'm going to put in today's [11:47] date because it actually got finished today. So it'll be today's date in time for the high [11:52] school rodeo which starts tomorrow. So we got all that done. The Municipal Officers and [11:57] employees, ethic, act, Utah code, subsection, 10-3-13-04 prohibits the use of elected officials [12:05] for personal benefit. As mayor, I secured the assistance and knowingly received the [12:10] lumber and labor from my employer or business partners needed to make these repairs on behalf [12:15] of the city. The only personal benefit to me was the gratification I received in knowing [12:22] that my business partners could help out Oakley more cheaply and quickly in the other business [12:29] in the area. The total cost of the materials and labor will be estimated $3,100, which has [12:35] not been billed yet by sub-pro building materials for its performance for the city. To the extent [12:41] the Oakley building, to the extent the sub-pro building materials will receive compensation [12:46] for its material and labor cost. [12:49] I am fulfilling our I am filing a sworn statement [12:53] with the city recorder disclosing the transaction [12:56] and compliance with Utah Code subsection 10, 3, [13:00] 13, 0, 5, 2, and 4. [13:05] Very good. [13:06] I have a comment statement with Steve's folder [13:10] disclosed here. [13:10] Is that your future button? [13:14] With Steve's full disclosure of his conflict [13:18] of interest and make a motion that we allow him to take his prison shirt off. [13:27] And be able to rejoin us with in the meeting. [13:36] I couldn't pass it out. But thank you for being upfront and thank you for getting the [13:41] problem fixed and that was why support that 100%. Thank you. [13:46] Yeah, I agree. Thank you so much for taking care of that. We've been jaken with that for years, [13:51] and it would have cost 20 to $30,000. Any of the other ways that we look at it. Yeah, [13:58] that was phenomenal. Thank you. I'm amazed. It was only $30,900. Yeah, to fix it for that price. [14:04] Well, that's why I felt like I did it, John. Yeah, the bestie. Can I make a suggestion that we, [14:10] when we do write that family, we offer them tickets to next year's rodeo? Sure. [14:14] I would be all in favor of that, to be honest with you, because you all read the letter. [14:20] I'll say to it said, and it destroyed their family, and, you know, so I would love [14:25] to do that, as long as we put them on the south side. [14:33] Okay, so I do have the attorney online, so I'm going to call you to order, Lisa. [14:44] Is there a member of the Council must state that the Council approves and consents of the [15:00] Mission acceptable. Do we need a different one? Well, he just made a statement, right? Well, and I don't even think you need a mission, a motion, but it based on everybody there that I was watching. Everybody concurred with the decision that you made. They accept your statement of the conflict of interest and understand what you did and why and are comfortable with it. Okay. So we don't need a, we don't need a motion on that one. No. [15:29] It's now on the record in the on the tape and that's that's sufficient. Okay, thank you. Thank you [15:37] With that we are on with [15:40] four [15:43] So now we have an update and acknowledged [15:46] A knowledgement of 2024 [15:49] IBC international building code and I'm turning the time over to our [15:54] Magnificent planner is Stephanie Wolston you [16:01] Actually, this is pretty straightforward. [16:04] We actually don't need to totally do this, but by motion, [16:07] it's the motion is more accepting and understanding [16:10] that the state adopted the 2024, [16:13] it usually gets updated out every three to four years, [16:16] the International Building Code. [16:18] And kind of when the state adopts it, [16:19] then we kind of fall in line. [16:21] But this is just formal notice that, [16:22] that we acknowledge that we'll be operating [16:24] under the 2024 IBC International Building Code. [16:29] Okay. We need to make a motion on that except that correct? So does anybody have any questions regarding the code or if you really wanted to challenge you, you could ask you what the changes were from the previous code with the 24 code. [16:45] We could be here all night and so that was rude. [16:51] I'll make a motion that we acknowledge the changes in adopting the 2024 International [16:57] Building Code as part of Oakley's Planning and Building Code. [17:02] Do I have a second? [17:04] I will second. [17:05] 80 seconds? [17:06] Okay. [17:07] Any more discussion? [17:09] Is there anything glaring that's major difference from anything that— [17:14] I mean, the only thing that the snow loads [17:16] have changed a little bit, which is a little bit new, [17:19] but nothing really out of the orange. [17:22] Nothing really, yeah. [17:23] So my understand in the snow loads, [17:24] they've actually decreased. [17:25] Yeah. [17:26] Oh, and you have the snow loads. [17:27] So we used to be a 90 pound snow, [17:29] but I think now we're down to 50, I think. [17:32] They're 45. [17:33] 50, really? [17:33] Yeah, I think so. [17:35] So, all right, thank you. [17:39] We have to vote on us. [17:40] Yeah, take a vote. [17:41] It's amazing. [17:42] Bless you. [17:44] That's orange shirt doesn't question. Thank you. All right. All in favor. Hi. Hi. Any opposed? [17:51] So passes. Perfect. Which is actually that building code with just the trust decrease quite honestly saves [17:59] homeowners a ton of money. It does. It's a big difference. It's a big difference from a 90 pound [18:03] snow low down. So you wouldn't think so, but it's huge. Okay. All of us received. Let's go on to [18:12] item six, which is the celebration appreciation. [18:15] Let's go there. [18:17] As all of you are aware, Councilman Regan sent out something [18:22] to maybe thank some of our members and people [18:26] that helped during the rodeo. [18:28] I fully support this. [18:31] We talked about this a little bit in the meetings before. [18:35] And so what we did to a lot of the heads, [18:38] just so you guys are aware. [18:42] Whatever whatever area we had a budget for which is [18:47] pretty much everything most everything we came under budget and so what we did [18:53] is we gave some money to the people that that were the heads of those departments [19:04] Pervy got some money, Brady got some money, there's been a few others that got some money. [19:12] But as hard as time is we're having with getting help at our rodeo, I think this is a great [19:22] gesture. [19:23] But as Amy and I were talking on the phone and this is why I wanted to bring it to the council. [19:28] As Amy and I were talking on the phone, how do we do that? [19:31] What's your guys' suggestion? Obviously, we can't pay everybody money, right? So, what's the [19:38] suggestion of getting this to those people? So, social media is great, not all that, but I think [19:47] people blow by that. A lot of people are not, would see that. That's a concern of mine. We could post [19:53] something in town, really thanking everybody, but a lot of our help doesn't live in Oakley, [19:59] there in Canis or Wanchia, or not Wanchia, but the other town down there, Woodland, Francis [20:08] down in there. [20:09] So, I just, that's my biggest issue. [20:12] So when I, when I asking me that same question, and we kind of came up with that, Amy brought [20:18] up the fact of our lunch, or our dinner that we used to do. [20:22] Now, I don't remember doing a dinner for the town to thank the people since [20:31] Wade was here. You guys can credit me if I'm wrong, but I just don't I don't [20:35] remember that and I know that at one point and it was probably Wade's last year [20:41] and that's probably why we didn't do it, but we got the same people out to the [20:48] dinner every year and a lot of times it was people that didn't even help. So we [20:52] kind of felt like it was a waste. So, as, as Amy, and even prep me if I'm [20:59] misspoke on anything, Amy, as Amy and I discussed it further a little bit [21:04] down the road, it got to me. What if we reached out to a lot of our volunteers [21:10] that headed up those, gotten the names of people, we go forward and we do an [21:16] appreciation dinner, but it's an invitation to those people. And we [21:22] target those people, I just hold it for those guys. What do you guys think? You think that would be [21:29] better? You think that's, you know, and somebody other than me, just kidding, it would probably have [21:36] to be me, could stand up and thank people why we're there, you know, and give a personal thanks [21:41] to everybody that helped. But what do you guys think? I mean, the chicken dinner was not that expensive, [21:49] Nancy, if I don't think, but I just want to know your opinion. [21:54] You guys have been around some of you longer than me, so tell me what you think. [21:58] What do you think the best way to get to those people are to think them? [22:03] Yes or no? [22:04] Well, I for a long time thought that whoever's doing the parade and whoever's [22:09] doing the food should get a stipend, right? [22:15] Maybe $800,000 for doing it. [22:17] is such a big job for so long and on top of that my feeling is is just because the logistics [22:26] of having everybody together is so hard. I'd almost rather give them a $50 gift certificate to [22:33] one of the restaurants in the valley or maybe mix it up so it's not just one restaurant. [22:38] That could be a lot of money. I don't think it would be as much as the chicken dinner was and it [22:46] committee that's I'm just I'm just throwing that out I'm saying for every single [22:53] volunteer no no no for all shares and everything like that okay but maybe at [22:59] the discretion of the committee chair who does have the site then because [23:03] hopefully you might have a chair elect who's coming up who's going to be doing [23:09] that and I am not suggesting that we do it to everybody because I think we have [23:14] have plenty of people who want to come in and do work at, I mean when they are working [23:20] they get stipends for food the night that they're working, but I think particularly just [23:31] in the core people who are putting the food together and the core people particularly probably [23:38] whoever's in charge of the parade. I just think those two are huge and I'm not [23:46] against having that meal but I do think the majority of people who came to that [23:50] meeting didn't have anything to do with long hearing at the radio. So let me [23:55] just make sure we're all clear so and maybe I miss folks I just want to make [24:01] sure I'm clear on it. This year we didn't take care of those heads. No I appreciate [24:06] I think we so I think I think Amy's question for me if I'm wrong and my question is what do we do for all the people that fell underneath that? [24:16] How do we think then how do we get the word out that we appreciate because that maybe what we need to get people helping. [24:23] Hey, hopefully really does appreciate you know or whatever and get people to work for those heads. [24:28] So all I'm saying is, and I don't even know how many people would be 100, let's just say maybe 100 people that help. [24:35] I mean, with all the concessions, ticket takers, ushers, I mean patriotic people that help with that, so on and so forth. [24:45] How do we get them to understand that we recognize them and we appreciate their health as well? [24:53] That, to me, that's the biggest question. [24:56] And I like that. [24:57] Oh, go ahead. [24:57] Yeah. [24:58] I like the thought and of sending out an invitation [25:03] for, like, to get those people specifically invited. [25:07] But I also like the idea of including the whole town, [25:11] like, make it a, make it a special invite to those we know. [25:14] But I hate to leave someone out that helped. [25:17] That didn't get an invitation. [25:18] Yeah. [25:18] Why don't you make it a talent celebration to thank you celebration that makes special invitations to the hundred people [25:26] We for sure know about it, but see that's why we need an electric announcement word in the front. So hey, you're gonna have the way it's out of the mayor [25:35] Because people see that they don't look at the emails [25:38] But I'm gonna say it and it's not bad. I did it have a community gathering where we could cook breakfast for them and [25:47] And have a little bit of interaction and thank them personally and have some we don't have a lot of contact with with the public as much as we used to and so I think I think it's a it's kind of a big deal but and I think we need to do it. [26:04] but shortly after the event, [26:08] and years passed, we'd wait until September. [26:10] September? [26:11] Yeah, it doesn't September. [26:12] And then there's like football and events and school. [26:15] I think if we did something, [26:18] I mean, think it had for next, [26:19] I know we have to do something this year, [26:21] but I'm just saying if we did it in August, [26:24] where it's not so far removed and people are still, [26:27] because the way to tell me to do it in September, [26:29] it's kind of like, [26:30] yeah, but you also have the problem in August, [26:32] I guess people are taking care of these things. [26:34] The schools get ready to come back. [26:35] It's true, and they're number a great time, [26:37] but I think closer to the event is a little bit. [26:40] And maybe what we can do is we can decide on that date. [26:43] I'm thinking for next year, right? [26:45] And when they come to volunteer or something, [26:48] we can have that date already set. [26:50] They please plan on coming this. [26:51] We want to give you a thank you, [26:52] whatever that may be. [26:54] And then that way it's already set. [26:56] And we have the date set and there's no question. [26:58] Okay, just some thoughts, Joe. [27:00] And Joe has some input. [27:01] Well, I think I like the idea of an event in theory. [27:09] But yeah, I would have to be there. [27:11] But if I'm a volunteer or a person out in the public, [27:16] I don't want to go to another thing. [27:18] I've got five nights of things. [27:21] But you know what? They don't have to come. [27:23] I know and then we get 50 people that are the same. [27:26] That's true. [27:27] and we're not doing what we set out for. [27:30] So what if we, especially this year, [27:33] where we're a little maybe behind, [27:36] send out personalized cards. [27:39] Thank you, cards to them. [27:41] And [27:43] we can still get those lists of volunteers. [27:46] That's not great though. [27:48] That's the main reason for that. [27:50] I'll get you. [27:51] You don't have to hold the hand up. [27:52] I'll get you. [27:55] Don't need to salute me. [27:59] Here's the thought. I think we could take two pages and do a double spread in the next [28:06] year's program and put everybody's name who did it and the chairs and maybe a few photos [28:15] of the effort so that people look at it and they go, oh, and then you say here's how [28:22] I have volunteer, how you get it. [28:24] I think that they get a lot of satisfaction [28:26] seeing their name in that the next year. [28:29] Show people working at the Kinstations, [28:31] Kinstations stand, people, ushering. [28:34] That's a great idea. [28:35] And we could probably still get those names now [28:39] for next year. [28:40] And we could talk with Sam. [28:42] And I don't know if we have pictures from this year, [28:45] but there are, I have some pictures of volunteers. [28:48] They might have masked on and stuff like that. [28:54] But I think that that might be the great idea. [28:58] Yeah. [28:59] So I think there's more people of volunteer than we think too. [29:03] Yeah. [29:03] Every night at the concessions. [29:06] There's five. [29:06] There's what three concerns. [29:08] And there's 30 people. [29:10] Sometimes it's the same people. [29:11] But I bet there's two. [29:12] And it's all put their names in it. [29:14] Yeah. [29:14] Yeah. [29:15] That's not going to. [29:16] But I'm just saying I think there's more. [29:18] and I'm trying to get more involved and I know there's no other people see that and they go hey [29:23] this is how we get involved yeah you know same like yeah I have the heads over or whatever yeah [29:28] yeah I actually like that for next year I'm not let's let's roll back to this year opposed to that [29:35] but you gave out programs one night how many people actually want those anymore yeah I'm not so [29:48] talked I knew on the rodeo, cracking up a wrong day, but in the rodeo, they actually talked about [29:53] taking it to a QR code. Well, the problem is, is we'll still have, we'll still have some of those. [30:00] But, excuse me, like, like I go, I don't fade, don't fall out of your chair. But I go to, watch plays all the time, down at, um, [30:13] House, and they don't give you a program anymore. You scan the QR code before you look at it on your phone. Now, I'm not big with that either. I want something to look at. I mean, when I went to [30:23] restaurant street, go ahead if they made me do a QR code I left. I wouldn't even because I want to [30:28] menu. I want to look at a menu. But I so I understand what you're saying, but we also are looking at the [30:34] added cost. This year, you may not remember, but I think this year was a little over $40,000 to [30:40] print those programs. And the more pages we add, the more expensive it gets. So I think we need to be [30:46] cautious of that. But I mean, so far the rodeos have been able to cover it and take care of it, [30:53] But, and we can still discuss this in meetings to come. [30:58] My big question is, is this year what do we do? [31:03] It sounded like, and I may be speaking out of turn, [31:06] but it sounded like everybody was okay with the thank you cards. [31:12] But my question is, what night, once we get these cards, [31:18] what night would you like to sit down and all side them [31:22] as a city council, do you want me just to cite them? [31:28] Well, we could have, I mean, if we had the cards, [31:30] we could have them here and people could come by and sign. [31:34] I mean, I don't, you're not going to get a card for every single person [31:37] that worked in the concession stand. [31:38] I mean, that's, I don't see how that could happen. [31:41] I mean, maybe they had names and addresses. [31:43] Well, those people, I don't know. [31:45] Well, that's the problem. [31:45] If you ask the, if you ask the hedge of the area, you know, [31:50] Who's your key people who we'd like to send a thank you car tell us who to send them to so I mean that you know, you would catch [31:57] You know [31:58] But I'll still say that's 50 [32:01] Yeah, or seven right. Yeah, so my question is is do we bring them to a city council tonight and we just stay here till they're all signed [32:11] Do we print your guys his names on them and I sign it? I mean, I don't know. I don't I'm I'm asking [32:18] I think we show up and sign them is that really I don't think that's too much. I don't either but make sure if we're going to do it, we need to do it right. In my opinion, we all should sign personal life. [32:31] And we're going to hit the main people, but we're going to leave a lot of people out that we can somehow do a general thank you in the website. [32:42] I mean, we can still do it. [32:43] Still do that. [32:44] I mean, yeah. [32:45] But I think at least it's starting the right direction. [32:48] And then next year we can get better at it and maybe do my bad. [32:52] Well, here's another. [32:53] Yeah, for this fall for next. [32:56] Yeah. [32:57] Here's a quick other thought. How much would it cost us to put something in park record? [33:04] Newspaper. [33:05] You probably do a story on it. I bet if we did a story on it. [33:10] That's a great idea. [33:11] Just to thank all the volunteers that we do and we do as part of it. [33:14] Thank you. [33:15] Park loves that we can. [33:16] And maybe we have the park record to a little quick story on our volunteers and how it makes [33:20] our rodeo with it. [33:20] Yeah. [33:21] A big thank you and that. [33:22] I bet we could get 90% on the cards. [33:25] Yeah, I think I think that the story is story on volunteerism and Oakley is a great that's right thing to think and you could also put if you want to get involved next year, please come back, you know, because I did have three people volunteer to take tickets because they get in on the early right, which is a good good pitch. Well, that maybe change it too. So, so it would also be like the committees that were. [33:56] were over it would be it would also be nice to know what was given to them right so if you could [34:02] let us know that absolutely that would be great just so so I we can personally thank him and and follow [34:08] up on that yeah talking about stipends possibly one on the patriotic festival thing to say take a [34:16] little load off a Joe on it if he wants to have that load undone it so Joe's got to be sold at this point [34:23] So this is I'm not selling it. This is something we can talk about next time, but I know there's and I think they've addressed a couple of you about this, but there's a group that is that is looking to [34:41] I'm just saying that that's a good springboard to get to get it on someone else's plate and to get people more involved and then we don't have the parade fire drill and we have right when we have some the patriotic program doesn't doesn't land on Joe and I've got tons of I mean, I've got tons of feedback on how we can do better and we probably have a meeting on celebration, like events, how, what can we do? [35:06] we do to improve those events for next year. We probably ought to spend some time on that, too. [35:10] Yeah, and I'm not opposed to that. I'll be honest with you, I think our rodeos taken a step [35:15] and we haven't. Yeah, it's been great. Yeah, I think our rodeo step, but now it's time for us. [35:20] That's it, and I think people are saying that as now the 4th of July, just turn into a rodeo, [35:25] and we're leaving the other events behind, are we going to do it, are we still going to do everything? [35:30] So I think that's where we all, we need to have some meat. By the way, the fireworks are phenomenal. [35:34] They were really good this year they didn't turn out well, but the patriotic program like I had a ton of complaints [35:41] It wasn't inside and if we're gonna do that we need to tell people and I'm sure you guys have heard it from a million people [35:47] I hear one complaint about it. You know, I've got I've got a list for you. That's fine [35:52] You know what we tried it if we need to take it back inside of the camp or make a tent or have a tent the problem [35:57] Yeah, I'm not even opposed to putting up a big tent and we talked about that [36:01] I think our Amy and I talked about that during it because we're like no if we got a big tip here [36:06] This would probably be a lot better. Yeah [36:09] But you know, one of the reasons we moved it outside [36:12] And I did get one complaint [36:15] Before it even happened, but one of the reasons we went outside is because people were complaining and was too hot inside [36:22] There wasn't enough seating and they couldn't hear [36:26] So but so now we moved it outside but it was wait the moving outside [36:30] I got 1010 to complain on the heat and then it's found and it was it was there was different [36:36] You know it would be cool if it gave a great big huge 10 or maybe told me to go mystery around it [36:43] I think it's got to some I think looking at the cost of a tent cover and doing outside [36:48] And they like to know what advance because people showed up and they didn't have chairs and they didn't have any [36:52] Where to sit and there was no there was one rest room and when we locked the building down [36:57] So it was just we can do some things better and a lot of so so was they you think we can improve on that or should we just move them back inside? [37:07] We should have that. [37:08] Yeah, because I can tell you just from my experience, what tenths in the 10th company and and Stephanie me might have better numbers, but like for me, I do two 30 by 60 times. It cost me about 30 grand. [37:26] Well, I'm going to mention their in fireworks zone right there. We have it. [37:29] That's a good time. We could have it take. Yeah. [37:33] You like just for a day? Yeah. Well, no, because we only need it for the one day. Yeah. [37:37] We only need it before. So they can come in. Well, yeah, you would have to have one day on the yard. [37:42] We have a big tent already on the baseball field. Just shipped it over there. [37:47] Maybe move it over. You don't have any electricity over there, do we? [37:49] But then you don't have the rest of the zeta you still have the rest of it. [37:54] There's the other baseball, and there's the pickable ones over there. [38:00] I mean, well, we can have some discussion. [38:03] Yeah, we don't have to make that decision now, but let's put it on your radar and let's [38:07] think about it. [38:08] Could you do it in the arena? [38:11] Could we do it in the arena? [38:13] That's harder than anything. [38:15] Oh, I know. [38:15] I've stopped doing this in the rodeo many years. [38:17] Yeah. [38:18] And the problem is, is before that's over, we're getting ready for the junior rodeo. [38:22] So like I did the announcement of that and then I was over at the junior rodeo trying to get them set up so you can also also [38:29] also took flat because I usually try to attend and I wasn't there this time and so I will make a concerted effort to be at the program every year and I took some [38:41] a few hits for where were you I didn't see you there and I wasn't there so I should have been to the patriotic program. [38:50] Well, I mean, I got the one complaint before it started that everybody else like I was talking to people when I was there, and they liked the idea, so I don't know maybe I, but I left, right? [39:01] I mean, I did the announcement and I did that. I hung around for just a minute and then I laughed, so I don't know how bad I got along last and maybe it probably it's worth having a little bit of a meeting to discuss some of these things to make some improvements in certain areas and then get. [39:16] And then it sounds like to get the other people involved and get them [39:20] Running with them more than we're running. Especially if one of us would take it over. Yes [39:26] That would get more people involved. Yeah, that would be great. It wouldn't be on our shoulders. There would be a whole different committee running with it, so [39:35] Okay, okay, is there any more discussion there? Oh [39:38] Well, let's talk about these cards. Yeah, let's talk. I was just gonna say let's talk about the cards [39:42] Do we want to get cards? Is everybody sure? [39:46] So you can you put down that we need to reach out to the heads and have them get us some names and stuff [39:53] We should have we probably have preprinted cards, right? We don't want to write. Thank you so much [39:58] No, no, no, we would go out and buy a faking card or something and we would just sign up. Okay. That's my that's my vision [40:05] Yeah, same we could we could probably have a custom one done from not much more than yeah [40:11] Probably about the same price as if you do have to buy that, yeah, oh yeah, we can have we can make one [40:16] Do you want to look into that Tom and see if we can yeah, I'll help design it and get it done [40:21] Yeah, just get a surprise on it. See how much it would be big for how about a jade's paper connection [40:27] Is it Scott still do you know? Oh a sock you're talking is he still the science other? [40:36] Sometimes newspapers don't like it when people tell them what they need to write. Yeah [40:41] art record. My experience is always looking for stories that [40:45] well especially for if you sign. Yeah and actually a pre-story say if you really want [40:51] rodeo tickets this is what you do. I would be glad to know who have done it really. [40:57] We haven't got problems with rodeo tickets. Well if you [41:01] and I sat down and had a long talk and she's trying to come up with something else we've [41:05] I think Steph was part of that we just threw out a bunch of stuff on the wall and said [41:08] but what can we do to make buying rodeo tickets better? [41:12] Yeah, so for so, she's got a couple of proposals, [41:15] she's going to do it in two or a year. [41:17] Someone's going to be mad. [41:19] Reconciled. [41:19] Is it going to be selling? [41:21] But if we can lower that by two or three years, [41:25] a good discussion, who knows, you might get two or three, [41:28] they get upset. [41:30] Anyway, so is that our Marching orders then for, [41:33] you'll go ahead and get a price and get working on those, right? [41:36] and then you want to reach out to the paper and see if they I don't think we [41:40] need to tell them what we want to just tell them what we're looking for to do [41:43] they make you to the community if they come up and say well public we do [41:46] something on board that's a great idea I want to have an interview uh who do you [41:51] want to have them interview I don't care I think the mayor is possible okay just [41:57] got on Joe he can keep his playing I like probably speaking okay it doesn't [42:04] matter. And I might reach out to a few of you to come in. You know, I think the more people [42:09] they talk to, the better. You know, hey, you know, council member nefs said this, council member [42:15] smarts said this, mayors said, you know what I mean, some of that. Well, I think you're each over [42:19] different things that require volunteerism. And so speaking as to how that helps, you know, [42:24] in your world, how it helps the celebration go off, I think it's really, really good. [42:29] And can we just put a general thing on the social media website, you know, [42:34] Thank you all the great volunteers who helped make the road go in celebration. [42:38] I think we probably want to do about about the time we're sending them out. [42:42] Yeah, probably a good idea. [42:44] Have it all were kind of released at the same time. [42:46] Yeah. [42:46] So here's the other question. [42:48] Do we do want to talk to the committee's people that we are over and get names from them on who this like the 10 or 20 that they were. [42:58] We're so each compartment that you're over will get we'd like you to reach out and get names for that, please, okay? [43:08] Yeah, and if we can just generate those, we know how many cards to order exactly. [43:12] It's like a central application. [43:13] So about me or Amy. [43:15] Yeah, Amy. [43:15] Amy should be back or step, but as you get them, just send them to Amy. [43:19] We'll have to do a little spreadsheet or something. [43:21] Get them up for you down on what we need. [43:23] Everybody okay with that? [43:26] Okay. [43:27] Let's roll forward with that then. [43:29] Okay, item six is off the table. Let's go to Mayor Reports. [43:34] We have lots of Mayor Reports that we can talk about. You guys can bring up questions [43:40] whatever you want to do as we go through this. First of all is the backboard or the back [43:46] code purchase. We talked about that in the past. We talked about it in a budget. It's 17,500 [43:53] annually. The price did not go up. It's exactly what we've been paying in years past. [43:58] So that's been sent off. We've done that some of county public work or safety contract. I have not signed that yet. It's sitting on my desk. [44:10] They did not increase this year. They did keep the the the amount exactly the same. So the contract is virtually the same as last year. [44:21] But everybody okay with that and be signing that moving forward there do we still think it's helping? [44:29] I do and I'll tell you there's a couple of things that I think comes along with that I think I [44:35] I reached out to some of county's horse, but it was right about it possible. [44:47] They issued quite a few tickets on Newlink, just off their horses. [44:52] Yeah, I went down and watched out work and it was actually really good. [44:55] They could stay off the road. [44:56] course, they stay back and they can [45:00] They'll clicker, they get cars coming both directions. They just walk their horses right out in the middle of the road and start telling people to slow down. Then they go over and pass for everything and they give them tickets. I want to be sure, but I got a horse doing his radar. I don't know how to use that new favorite for sure. It is funny because one of them had the the radar gun, but his horse moves, he can't get it. He's like, I said, jeez, by the time you got to freaking go, they saw you and slowed down. [45:30] But we had a good time with that. I think we need to utilize them more. I think that we should discuss some areas. [45:41] I probably at least won't meet in a month. We had to discuss some areas that maybe could be problematic. [45:47] Or if you're getting any complaints. Mill or new lane is still complaint. Mill race, I think it slows down a little bit, but not much. [45:55] Um, I'm still getting a lot of complaints. In fact, I'm going to reach out to the sheriff probably sometime this week. I'm still getting complaints. The kids are going over the rodeo grounds at midnight to two o'clock in the morning and doing. [46:08] You know, drinking beer and just having fun. So I'm going to ask the sheriff to start controlling that. [46:17] just go through it, you know, and sporadically because we don't want to get a pattern, right? [46:22] But at least get them going through there and see if we can get some of that shit down as well. [46:27] Some of the best news for us is item C. [46:38] I think it was mid, I think it was in the June. [46:43] I visited with Steve Smith just out in front of Ken's and talked to him about getting the [46:51] grease trap repaired and fixed over at the diner. [46:57] Steve was all on board with it, said, yeah, let's get it done. [47:02] And it started a little rough. [47:04] I shouldn't even say rough. [47:05] Steve was actually really good. [47:07] He asked about, you know, are we shirts him? [47:12] I said no, we're not sure because we haven't had a way to test it. [47:17] I told him that we have tried everywhere else. [47:19] We've got every other place in town. [47:22] And we're coming to him now by default. [47:24] There's nothing else for those of you that are aware of this. [47:29] We have a big inspection at the end of the year. [47:32] And they're going to be testing our facility. [47:33] And we have had work that if we fail, but because of some of these issues, we made [47:40] Luz Aqua engineering, and they may walk away. [47:44] So I don't know how you guys feel, but I don't think we need Aqua walking away around. [47:51] So he had me get with Shad, I got with Shad, had some great conversations, I helped him [47:59] get set up with TyCon, came in and did the work. [48:05] It took them about two days, full disclosure. [48:12] There were whoever did the work on the facility, [48:19] they bypassed the grease trap. [48:21] So they had one line going into the grease trap [48:24] and another one going to the side of it, [48:25] and going into our sewer system. [48:27] That's a surprise. [48:27] I called the state, they talked to a lot of people they said they said they're finding [48:33] that out and need more and more with contractors. [48:38] When I talked to Steve and to chat about it they both seemed very like surprised by that. [48:48] So there's some other stuff going on but yeah it was it was being bypassed altogether. [48:54] So, need us to stay, we got up fixed, we got to put in, we shut them down for minimal time. [49:01] In fact, the guys had it so prepared that when we actually did the move over, the diamond was actually shut down for five minutes. [49:09] May have been 10. [49:11] That's all shut down. [49:12] And also all we did is that we went, you know, the guys went to him and said, don't run anything down your sinks for until we come back and tell you. [49:21] By the time he went back out it was done. So he turned around right back in and said okay, so we didn't expect to see it had changed in the sewer plant for a few months, of course. [49:37] Those of you who went down to the sewer plant before all this. [49:42] I've been down there before. [49:44] So you guys saw the grease that were sitting on the point, so timing wasn't an issue with [49:56] the diner busiest month or the busiest two months was July and August. [50:01] I was asking them to do this in July. [50:04] So we took the break between the 24th and the 4th and we got the dates in. [50:09] and we all agree, we got everything together, [50:12] how to order a pair, it went seamless. [50:14] It was a great thing actually. [50:17] We have already seen improvements at the... [50:21] That's what I was gonna say. [50:23] If it was being bypassed, you're gonna see some... [50:25] Well, we saw this stuff running through, right? [50:27] But the thing is, is there was so much of it, [50:30] we just weren't expecting to see anything. [50:32] We have one pond that only has grease in the corners. [50:37] You can see the water on the tautel. [50:39] So it's that's the improvement. It's made our we're not even a month out. That's awesome. And we [50:44] thought for sure nothing at least for 30 days. So one of them is completely done out. Our sewer plant [50:50] is coming back up. We had some issues where it went dormant a couple of times before we went this [50:55] because it was so clogged and we're just shutting down. So, um, Kindle and the guys were able to get [51:02] that set going forward. And we got that fixed. Yeah, that's that's that's a [51:09] great way to have off our table. So that was that was a good that was a good [51:14] win for us. Because the deadline was like September, I think. Well, the end of the [51:19] year, I think was a year. I think I think they're going to do their testing in the [51:24] end of December. And the results were coming out first of January. So I mean, I [51:29] like I think we gave them like 90 days and I think that went nice into the [51:33] fall that was nice they did it early yeah we got it yeah it helped so I'm [51:41] beyond excited that that's done another plate so yes that was a big one sitting [51:46] over our massive I have to admit and I wish Kendall was listening Kendall put a [51:53] cracker under my butt a little bit and got me going and he it was funny he [51:59] apologized a thousand times for getting frustrated with me and I said [52:03] Kindle sometimes I need a butt kickin too let me know and he he probably the [52:09] hardest and I to be honest with you I hung up the phone with him and pulled around [52:16] the corner and saw Steve at the kids' cash. Stop behind him that on my [52:24] truck when talking. First I wasn't having my butt chewed my Dallas again. So I [52:31] commend Dallas for that. It was a Dallas. It was Dallas. It was Dallas. Okay. [52:36] Dallas, you know, I know that's hard sometimes to go to your boss and kind of [52:41] a little frustrated, but he's been sharpened on that for a year. [52:47] He handled it professionally, and I took it, and I understood where he was coming from. [52:52] I felt like I was the reason, and so I took care of it, really did that right away, [52:58] and looking at our end result was awesome, so that was good. [53:01] It takes all of us, right? [53:03] So I've thanked him a million times for that, I just think that was big. [53:07] Good move. [53:08] So just on a side note with that, I sat down with Dallas and with Daxton. [53:20] Some of you guys that have been on the committee for a long time. [53:24] When we lost our sewer stuff, we, you'll remember we hired Aqua to do that. [53:31] We pay Aqua somewhere around $60,000 a year, I think, to help keep our sewer plan up and [53:38] running. But if you guys remember those over there, I think it's just YouTube probably. [53:44] If you remember, our outlook on the whole thing was to not have Aqua do it forever. The [53:53] idea was to get somebody trained in the wake and getting going on it. So Dallas or I mean, [54:08] So with, I don't even, is it, what committee do they call that role water or whatever, [54:16] the role one? [54:17] And so he is basically one certificate away from being able to run any sewer plant [54:23] in the state of Utah, or maybe more, I don't know, but at least Utah, he should be getting [54:29] that in September. [54:30] So I sat down with him, we had a long talk. [54:35] He doesn't know if he's going to be restricted or unrestricted. [54:39] He's thinking he's probably going to be restricted. [54:41] But at that point, I am looking forward to having a conversation with your guys' approval. [54:48] Having a discussion with Aqua and having Aqua step back. [54:54] Let Dax to start running the plan for more. [54:57] and if he's restricted we would probably just keep Aqua on as a retainer just so [55:05] that they he can be overlooking what Daxson is doing and I think that would cover [55:09] Daxson's going to check on it and make sure but we think that could take some of [55:13] the restrictions off of him. I also want to talk about, and I don't remember the [55:22] exact ward, but last year we got most improved, you'll find this odd, I did. We got the most improved [55:33] sewer upgrades and stuff last year, and those guys were awarded. [55:39] And I'm not saying that you [55:41] guys have two or anything else, but they went down there and we got this award, and none of us even [55:45] know about it. We didn't even go. So I think as the mayor, I think I'm going to find out what it is [55:52] and do everything I can to be there this year, because it sounds like Daxton, he's the first one [56:00] to go through the program, and he's going to be the first graduate. So it sounds like rural waters [56:07] want to do something big for him. And so I think if the most more of us they could go down and support [56:14] that I think the better. [56:15] No, Parker, I do. [56:16] When September sometime, I'm not sure. [56:19] Probably I'm guessing from the end of September, [56:21] but I'm not 100% sure. [56:23] If we can let us know, and I will, [56:25] we can do that, get to that. [56:26] But if we can get daxed into that level, [56:29] and he can start running it, [56:31] that would put Dallas strictly over water. [56:33] I would put him over sewer, [56:35] and I think we'll be miles ahead [56:37] and saving a little bit of money. [56:39] And obviously, we're going to, [56:41] You know, we we told Dallas or well, we've told Dallas and doxton both that when they get certificates [56:48] We would give them a bump and raise and so [56:52] as far as I know [56:55] Doxton hasn't come to us [56:58] When he's got some certificates. He's just kind of kept them [57:01] But if he gets the point where he can run that sewer blood on his own [57:04] I think he's gonna. Yeah, that's a big deal. We need to take care of him because of that way you can leave us [57:08] I think when he does, I think we're still going to need that retainer, just because we want him to be able to take [57:15] vacations and have a good quality of life and have them be able to fill in because really they helped us so much. [57:22] Well, and the retainer does not have to be that much really. I think they'd be happy doing that. [57:28] Well, and it was funny because I think Larry would love to have his office plate and I think he would support [57:36] this haul on. I think the retainers perfect. I think that would work out well. Yeah, you know, [57:41] the mistake we have, we have two brothers that are doing it. So they usually want to go and [57:45] vacation together. So the last vacation they did, Kendall took over. He would just get calls from [57:52] Aqua if there was a problem. He could run over and they could walk into the switches and stuff. So [57:57] that was good. Another thing that we have coming at us is how you're going to get me on the name of [58:04] them see CLPs or something like that. They're the valves that go back and forth with our drinking water [58:14] and the culinary water. They're all new. Our skater system is old and so they're not reading all [58:23] the time. So we get shutdowns on water up the Weaver Canyon area. Dallas has spent a lot of times [58:33] going up there and manually opening valves and closing valves. The other problem we have, [58:39] just so everybody's aware, the other problem that we're having is power outages. [58:47] And we're losing power, which in turn makes us lose networks. [58:51] I thought the generator solved that. So the generator doesn't solve our networking problems. [59:01] So the generator just got put in that has helped for sure, but we are updating the computer. [59:10] The brains at the skater system, so it'll help read these newer valves and open and close. [59:17] So I don't know, so help with the shutdown power. [59:24] The only other thing that, and we're way ahead of that, we're working on that, we're getting through to that. [59:31] The other thing that we have hitting us is internet [59:37] and all that needs to go. [59:40] So, and we're having a lot of internet shortages and losing internet service during the nights and stuff like that. [59:46] And so we are looking into, I've asked Amy to look into Starlink, she has talked to Arlie [59:59] the A's on. [1:00:00] With our phones and all of our networking and stuff, and E said, that's absolutely probably one of the best backups you can do. [1:00:08] But there is a monthly fee to that, so we're trying to work through that. And as soon as I get that information, I'll bring that back to you guys and we can discuss that. But for, I think we'll have to have two of them, we'll have to have one at the, at the well house, and then we'll have to have another one down here. So. Any questions there, that makes sense. [1:00:29] to get something like that, so we're not shutting down. [1:00:35] The Starlink has one where you get is a little bare package and they give you a second dish. [1:00:43] That might be something we could look at because it might have to buy two separate systems. [1:00:49] We're looking in that the cheapest possibility, you know, so Rob, is that his name? [1:00:55] Steph, do you remember? [1:00:56] So Russ is looking back, he's, once he said it was very viable, we should look at that. [1:01:03] We have him working on what's the most cost effective for Oakley City. [1:01:07] So we are in that process. [1:01:10] Good. [1:01:10] So any questions there? [1:01:12] We've been busy. [1:01:15] Sorry guys. [1:01:16] We've been busy. [1:01:17] Um, the celebration committee, um, proposal coming from a member of the public, we all know [1:01:24] that is I think we've talked about it briefly. They do want to come in and give us a proposal and [1:01:30] I said we would accept them with open arms if they wanted to come in and try and do something. [1:01:35] So I'm glad you guys have already talked to it and sounds like you're open-minded. It sounds like [1:01:38] it'll be good. And I think they're playing in September meeting. Yeah. Fire update. [1:01:47] Colville got booted. We all know they got no doubt. [1:01:51] Penifer, right? Did it go to Colville too? [1:01:54] Colville was first. [1:01:56] Whoa. Colville got moved out first. [1:01:59] The fire moved out of Colville up to the mountain. [1:02:01] Hit the mountain. [1:02:03] Wins and everything up there. [1:02:04] Turned the fire, brought it back down to Hennifer. [1:02:06] Wow. [1:02:07] So the very next day, Hennifer was evacuated. [1:02:09] Or at least put on notice. [1:02:12] It sounds like a lot of that's been somewhat under control, but the emergency alert issue [1:02:19] that came out, Tom and I were talking about this a little bit before y'all got here. [1:02:24] It's set panic into a lot of people, it was done by mistake. [1:02:30] As soon as it hit, I was actually just coming off the mountain and I just pulled into service [1:02:35] when I got it so my time it could have been any better and I immediately got an email from our county [1:02:47] council. Megan McKinnon. Megan McKinnon. So she reached out and said hey we're really sorry this was [1:03:00] done by mistake. I don't know everywhere but I know it went to Wasatch because I got one on [1:03:05] on some county and Wasatch. We were going back and forth. I had contacted Amy or Amy contacted me. [1:03:15] I don't even remember which everything was happening so fast. We posted social media and on our website [1:03:25] I just as fast as we could, letting people know that it was a false alarm and but obviously [1:03:33] people still were in a rampage. [1:03:37] I was still getting some phone calls on it, but what I found very interesting is why [1:03:43] I was working through all this, I got a phone call from Wasatch County and when I answered [1:03:48] the phone, it was a recording saying that this message had gone out in the air and you were [1:03:53] safe and didn't need to move. [1:03:54] And so I immediately hung up the phone and got all the Megan and said hey could we do something like this for some a county. [1:04:02] If Wasas County can do it, some county ought to be able to do it. [1:04:06] And I didn't personally see it, but I did get some phone calls and some text messages from people that did see it come back from the county. [1:04:14] I never got anything. [1:04:15] So we'll work on that going forward. [1:04:19] Thanks for how all you guys responded. [1:04:22] especially Stephanie for getting on social media. [1:04:24] Yeah, and it was funny. [1:04:26] My wife, the Stephanie to the social media. [1:04:29] As soon as we've got it, did you see that? [1:04:32] Carla and I were in the car and I said, [1:04:33] we gotta do something. [1:04:35] She said, let's get on social media right now. [1:04:37] And I'm like, well, you're the social media queen. [1:04:39] You go for it. [1:04:40] So she jumped on and then I think that, [1:04:42] did you call me and I, I don't remember. [1:04:44] I texted you and was like, do you want me to respond? [1:04:46] Oh, and then I called you, right? [1:04:48] So now it's shortly after Carla did it. [1:04:49] So yeah, I was, [1:04:50] I thought the way it was all reactive. I think I think I'm happy as a city [1:04:56] How we react to it and how we got the information back out as quick as we can I know it was still hostile [1:05:02] Some people and and that's okay. I think that's gonna happen no matter what but I think all at all [1:05:08] I think we handled it pretty quick and and and we got the information out what network do you guys have [1:05:15] Your cell phone carrier. I have a rice. Okay. I [1:05:20] I was with my wife and daughter and they both got it on AT&T and I got nothing on Verizon really [1:05:26] I got a card and my phone was going off at the same time. Isn't that weird? Yeah, it was annoying [1:05:31] Yeah, but I was like expecting something and I got nothing I've Verizon and I got it. Yeah, I wonder what's up [1:05:38] They don't care about sometimes it's [1:05:40] Interesting, okay [1:05:45] Interesting, okay, so [1:05:47] So item F is there's been some talk about code enforcement, so we're going to get into [1:05:57] a couple of little different issues here. [1:06:00] Some of you may not be aware of this, but we have some complaints of people writing [1:06:07] motorcycles up on our bicycle track. [1:06:13] We know who it was. [1:06:15] We have pictures of them. [1:06:17] The community did a very good job of of of document it and getting it all in. [1:06:25] And I wasn't sure. [1:06:28] It's the first time I had ever had to come across something like that. [1:06:32] So I reached out to the sheriff's department because I was kind of trying to figure out. [1:06:38] how we want to go about this. [1:06:42] So I first thought maybe I would just go to the house [1:06:45] and talk to them. [1:06:48] I was informed by the police. [1:06:49] That was the worst idea I could come up with. [1:06:52] And I should not go over there [1:06:54] and I should not send any counsel member over there. [1:06:57] And he asked me about code enforcement. [1:07:00] And it's funny because we were talking about code enforcement [1:07:02] and I know code enforcement has been brought up [1:07:05] with step lately and so on and so forth. [1:07:07] So I think this is a good time to bring it up he asked you our code enforcement was I said we didn't have anybody [1:07:15] We used to have somebody in here in the office, but I think they got bullied and I think they got a little nervous to go do code enforcement [1:07:22] So they kind of quit which you can understand that's pretty totally so when I was talking to the officer he said that we're pretty [1:07:37] now. And he suggested that maybe we reach out to him, kind of put him on a retainer [1:07:44] and let's just pay him per job of whatever we need him to do. So I'm coming through this [1:07:51] and around about story. So when I talked to the police, they brought this up. We talked [1:07:57] about that a little bit and they said that they could wholeheartedly go to the home, [1:08:05] they [1:08:05] They could not enforce anything because it's in ordinance that we have. [1:08:10] And so they couldn't enforce anything. [1:08:14] So they said before we do that, that I should probably call our city attorney. [1:08:22] So I reached out to Lisa. [1:08:24] I said her in the ordinance. [1:08:27] We went through a bunch of stuff. [1:08:30] Lisa also told me, can I call you Lisa or should I call you? [1:08:35] Okay, Councillor Baskin. [1:08:37] Well, you have to call me goddess. [1:08:40] Goddess? [1:08:41] Wow. [1:08:42] Wow. [1:08:43] You could call me Lisa. [1:08:46] Thanks Lisa. [1:08:48] So I reached out to Lisa. [1:08:50] We had a long talk. [1:08:51] She also informed me not to go there. [1:08:54] And she also informed me not to send any of you guys there. [1:08:58] We really needed a code enforcement. [1:09:00] And so we talked through some of that. [1:09:02] I told her about this to over in the conversation I had. [1:09:06] Anyway, I'm trying to show this story up as much as I can. [1:09:09] So there were some decisions that we had to make. [1:09:13] So on our ordinance, [1:09:17] it states that we can charge them $750 per motorcycle, [1:09:24] for example, and there was two of them. [1:09:27] But the only way that we could, [1:09:29] wow, and restitution, right? [1:09:30] so it's all it's the bikes and restitution. So the way our ordinance is written the only way [1:09:39] that we can hit on with the 750 bucks was to um what's the order I'm looking for? [1:09:46] Do you set the [1:09:53] waiting for you? [1:09:56] That is the criminal aspect of it. It's a prosecution of [1:10:02] Classy misdemeanor. [1:10:03] We had to prosecute it. [1:10:06] And so Tom and I talked about it. [1:10:12] I don't know, Tom, wholeheartedly agreed 100%. [1:10:15] But we want to make a statement here [1:10:19] that I thought to prosecute him on a first offense [1:10:22] was probably a little far. [1:10:25] So with that being said, here's a certified letter [1:10:30] that was sent out. [1:10:30] I'll hand it out and let you guys read it. [1:10:35] It basically states that we're not going to prosecute at this point. [1:10:41] They are in violation. [1:10:45] They do need to pay the restitution. [1:10:48] So that is part of it. [1:10:49] They have a certain amount of time I think in here to pay the restitution and then our ordinance [1:10:56] is put with it. [1:10:59] So, I'll give you all one of those so you can know that was actually bailed out yesterday, I think. [1:11:06] By the time we got it written and I got it signed, it got sent out yesterday. [1:11:11] And it should be hitting their house any time. [1:11:16] I'm waiting for my soul to go. [1:11:17] So, it's restitution to do something on the trail. [1:11:20] So, restitution is to fix what they broke, which we had somebody go look at. [1:11:25] it looks like it will probably be currently from wrong time, but about 600 bucks, what do they bring? [1:11:33] If you want to look at the back, there's a few pictures of it. [1:11:39] If you notice on this one ramp, [1:11:41] the top boards grow, so they'll have to probably get a new board on that. [1:11:54] They'll probably have to [1:11:55] happen again. I think I think we can get them for trust pass [1:12:00] about not mistaken Lisa and that we would we would go [1:12:04] hardly right after them prosecute. With that being said, [1:12:09] and I hope everybody's okay with that. I think Tom, were you [1:12:15] okay with that at the end and was Howard okay with that at the end? [1:12:19] Uh, you know Howard was off the grid and I haven't talked to him [1:12:23] specifically, but I, you know, I mean, none of us really want to have to deal with this, [1:12:29] but it was almost forced, honestly, because they were a little bit different to everybody. [1:12:33] Our hands were tied. We had to do something. So we did, well, [1:12:42] I did what I think is pretty, [1:12:44] they still have to pay for it. They still have to do it. I thought it was pretty fair, [1:12:49] but quite honestly they tied our hands. Now they can appeal. There isn't appeal process, [1:12:56] but if they appeal it goes to Doug Clyde and I'm not sure they want to appeal, but that's up to [1:13:03] them. Anyway, that keeps you guys up the speed. Thank you. These are appeal authorities. And that's [1:13:13] funny because I didn't know that and Lisa asked me and I told her we didn't have one. [1:13:18] So when I got off the phone with her and I called Amy and he says, yes, we have one. [1:13:22] I said, okay, we called Lisa and tell her I'm an idiot. [1:13:25] So anyway, he knows the stuff. [1:13:29] So anyway, that's where we're at with the situation. [1:13:33] With that being said, Lisa has suggested that maybe we pull this ordinance back up and maybe [1:13:40] He changed the language in a little bit, so we don't have to prosecute necessarily. [1:13:47] That's up to us. [1:13:48] We can decide to change that or not. [1:13:51] We can get to that when we get to that, but right now it's down the road. [1:13:56] So we'll see how this turns out, we'll see how where this goes, and we'll kind of go [1:14:00] from there. [1:14:02] Okay. [1:14:03] We're good. [1:14:03] Thank you. [1:14:04] Thank you. [1:14:05] as you can see, we've been, we've been, we've been hugging down the road, we haven't had meetings, but I've been busy. [1:14:14] Hopefully I haven't done anything you guys disagree with, but we've just been chugging along and trying to get some things done and moving forward. [1:14:24] With that said, I am pretty much done. [1:14:27] We won't do mayor reports this time or I mean council reports because I kind of gave you head on the most important ones really. [1:14:40] Unless Joe has someone roads, I don't think you have anything. Oh, I got one more thing we need to go ahead. [1:14:44] No, I don't, nothing in the work. Sorry. [1:14:47] Okay, we have a few trees. If you guys have noticed, we have a few trees on River Road or [1:14:56] or a Weaver Canyon Road, sorry, that is in... [1:15:00] The county are the county's jurisdiction. We have some dead trees that are leaning towards the road. We've contacted, I had Kindle contact, the county. We have one dead tree that is actually over the road and a stiff one that's going to drop right in the middle of the road. So the [1:15:28] county has refusing to do anything about it. So who's property? [1:15:33] use it on. It's the county's property. It's within the easement. It's on the easement, okay. So I [1:15:40] asked them if I could just do it, pay for it and send it to the bill to them. [1:15:47] You would be [1:15:48] interested in how many ways you can be told no. [1:15:54] So that was fun. But I said how about if we just pay [1:15:59] for it. And I'm worried about those trees falling, somebody [1:16:03] get hurt, especially if it's at night. So it's very minimal cost. [1:16:06] I think it was $2,500. And that tree company's going to come in [1:16:11] and cut the dead ones down for us and get those out of the [1:16:13] road. Just go up the road. You'll see dead ones all. It's only [1:16:17] the north side. And you'll see them underneath the power lines [1:16:20] and stuff. And in fact, you know where the guy does the [1:16:22] mechanic shop kind of these house, right across the streets, the [1:16:26] one that's leaning on the road and has a limb that goes straight [1:16:28] over the road. It's where they covered over the ditch. Exactly. And so now all the trees have died [1:16:35] because they don't have walk. So I think it's wise to do that. It seems like they would at least [1:16:40] split it. It's on their property. I'll fight that battle. They're not negotiating at all. But it seems [1:16:46] like, look, we want to do something. We would be liable. You would be liable. We don't want to be liable, [1:16:53] But it seemed like you'd be a good, a good, you know, team player and let's do this together. Well, what I'm hoping is we'll take care of these and they can take care of the ones up by [1:17:04] Franson Lane. There's more up there. Well, there's some big ones up there. How many would you say are up there, Tom? I don't know. Well, 15 of them maybe and they're big and their band is getting there and they're saying they're big. Yeah, and they're on. They're on their property, but yeah, they want. I just had them give me a bit on it just to see. Good to know. And they're over 10 grand is to do. [1:17:23] those and I'm like, yeah, we're out of the county. [1:17:26] We'll just have to push the county to try and do that. [1:17:28] So yeah, that's something that you're good at. [1:17:30] Do you think it's important to make some memory [1:17:32] if there's negotiations for the irrigation lines to be piped [1:17:34] in the future that it is part of their contract [1:17:37] in the future? [1:17:38] That's a good irrigation. [1:17:39] Yeah, part of the long term maintenance [1:17:42] of those going in the pipe. [1:17:45] Yeah, is that that's taking care of? [1:17:47] No, it's dying. [1:17:48] Well, and I think what you'll notice too [1:17:50] is when you drive up there, it's going to be a lot [1:17:51] pair to your drive. That's a beautiful road to drive up anyway but we have to drive up there and [1:17:57] look at all those dead trees. It does take away from a little bit but so these will be taken out. [1:18:01] They were supposed to work on them yesterday and today but the reason we're getting this so cheap [1:18:07] is they forgotten they had to have flaggers so they have to go back and hire some flaggers to come [1:18:12] up and so they can do it. So anyway they said they would hold their number and they would do that so [1:18:17] Yeah, [1:18:21] exactly. So with that, I don't really have anything else. Do any of you have anything [1:18:27] you want to bring up? And Councilman Dillman, just so you know, I still see you there. And [1:18:34] I haven't let you talk much, but is there anything you would like to discuss tonight or bring [1:18:38] up in your in your little area? [1:18:45] I'm going to take it that you just put on and acted like [1:18:48] you are there and now you're eating dinner with your family I don't know. [1:18:54] Jump on if you ever hear me [1:18:55] or you come on but does anybody else have anything they want to discuss? I just have a couple of things. [1:19:03] First of all I've got the numbers on what we did in the pickleball tournament. The food bank got [1:19:12] We got cashed on nations and food donations of about $2,000 during the Pickleball Tournament and we made $1482 on top of that. [1:19:22] So I think that we'll write them a check from the city and it might be nice to advertise that on our social media that we did that for the food bank. [1:19:32] Is everybody okay with that? [1:19:33] Yeah, that's awesome. [1:19:35] So that's good. [1:19:36] And frankly, next year, if we have this, [1:19:38] it was a horrible tournament because of the wind and rain. [1:19:42] It was just unbelievable. [1:19:42] But we did get it done. [1:19:44] And next year should be easy. [1:19:46] And there were a lot of things like expenses [1:19:49] that won't carry over because I had banners done. [1:19:53] I think that we can sell yous for next year. [1:19:56] So we might make more money next year. [1:19:58] So anyway, that's a good thing. [1:20:00] Well, let me ask a question. [1:20:01] Yeah. [1:20:02] I know I already asked you and told me, but I think it's good for these guys to know how many [1:20:07] Participants did you have this year? We had about 250 this year. I mean to me, that's pretty impressive [1:20:15] Yeah, to bring out many people in I think that was so great job, Tom. Thanks. That was a great job [1:20:20] Thanks, I didn't mean to catch you on but go ahead. No, anyway, that was important [1:20:24] I see I think going forward. I'm gonna try to get people more involved from the Oakley pickleball tournament [1:20:30] So when Mr. Smart retires off into the Sunset, we have a good system going to keep that going because it's pretty popular. [1:20:39] Yeah. [1:20:40] Anyway, it's great. [1:20:40] We're never going to retire into the Sunset. [1:20:43] The Sun Summit Trails Foundation had a meeting with the Mountain Trails Foundation this week and voted to merge and to be absorbed by Mountain Trails Foundation. [1:20:56] it has not been approved by the Board yet of Mountain Trails Foundation, but I think that there's [1:21:03] they have, they get a lot of money and they have full-time staff and people who work on trail [1:21:13] maintenance and things like that and I think that that will end up being a big benefit to us. [1:21:18] At some point, we're going to have to revisit our memorandum of understanding about who does what [1:21:23] and everything and that's going to continue on as we go through other trail things. But that's [1:21:29] something that's kind of big and probably really good that's coming up. I'm meeting with Amy [1:21:35] and I are meeting with some mapping people who are doing trail maps for this whole area out there [1:21:41] and trying to do. We'll put the weaver pathway and all the stuff on it and one of the grants that I [1:21:48] have. We're going to put QR codes on the the signs as you go out that you can just look at and [1:21:55] the map will come up and we're going to be talking tomorrow with Doug about where we can host [1:22:01] that. We can probably host it in several places but we can also solicit donations when people go [1:22:07] do it and stuff like that and use it. So we're going to be working on that tomorrow. We had a bridge [1:22:13] need to be repaired, which we fixed this week. One of the grants that I have is Jan Manning [1:22:19] with her fence around her area in that. I'm going to meet with her again, make sure that we have [1:22:25] exactly what she wants. Talking to Dallas, Dallas feels pretty strongly that we should have the [1:22:33] gate at the bottom of the, that people still go up and turn around and where all of our stuff is. [1:22:40] because Jan has her own gate that goes up to her house. [1:22:44] And I'm just wondering about, [1:22:47] I haven't talked to her about this yet, [1:22:48] but it seems like it would be something to work together [1:22:52] on and maybe put that gate down at the bottom [1:22:54] so that nobody, she didn't want to go through two gates [1:22:57] to get to her house. [1:22:59] But we don't want people going up to our city stuff. [1:23:03] Well, so everybody's aware we have had that. [1:23:06] Yeah, we've had some vandalism. They actually went up to one of the, they don't call him hits. [1:23:16] What are they going around the vault? [1:23:19] They actually went and took a great off of it and they went down and spray painted. [1:23:26] It doesn't look like they did anything but they spray painted on the wall kind of like we got in. [1:23:30] Yeah, so Dallas was pretty conservative that we put some cameras and stuff so I might have some extra money in this rap tax grant that we could do that and rap that in part of the fence. [1:23:45] But there's a couple of the things that I have to spend that money on but I just wanted to throw it out to you guys because it seems like we should work with Jan and I should talk to her and say what do you feel about bringing this gate down at the bottom. [1:23:59] Right, and just keeping everybody out there. So I'll be working with her next week. Talk to her [1:24:04] What does know she says? Okay, I'm looking to get to our water system. That's huge. That's [1:24:10] Yeah, yeah, the last thing I have is is that the Dawn Weller sculpture [1:24:16] We've got that 8,000 dollars. I get 4,000 now and 4,000 when it's done. We think it's going to cost about 18,000 [1:24:24] I know that Steve has [1:24:26] And as raised in money to do a garden and sculpture and everything in the city center, [1:24:32] but we don't know what the timing is on the city center and all that. [1:24:38] And of course, everything's been pushed back a little bit just because of Janna passing [1:24:43] away and things like that. [1:24:45] But I was talking to Amy right also about it and I'm thinking that because I have to have [1:24:52] that done by May and because we have money in our budget actually to do the whole thing [1:24:57] without that I should work with Shad or Steve and have some kind of memorandum of understanding [1:25:04] that look, Oakley will manage the grants, we'll get the money and we'll pay that extra [1:25:10] 10 grand or whatever it is upfront but then when we do put it in here that they'll pay [1:25:18] for whatever the money was and in that way if we if that isn't ready to do by May we can figure [1:25:25] about a place to temporarily put it or something like that but I'm thinking that's going to be [1:25:31] the best way to deal with it so I can go ahead and get this thing started. Okay that's all I have [1:25:38] to say. I know things with the city center have kind of been put on a little bit of lights [1:25:45] was any updates on, on next progression step, so we're out there and but I hope not [1:25:50] I know, but I know where we are with things. Yeah, and Lisa might be able to better answer [1:25:55] that question because she was able to speak with legal counsel from them. Just a little [1:26:00] bit to see their marching orders on the project. So we're on the same page and we're not [1:26:05] both just sitting back waiting for the other party to do their job. Yeah, so Lisa, were [1:26:09] Were you able to talk to Michael? [1:26:11] I was. [1:26:12] I spoke with their attorney, Michael Hutchings. [1:26:16] And there's been a little bit of work in his domain, hasn't been done. [1:26:21] But he's reviewing the original draft development agreement, red lines that I've put to it. [1:26:28] He's been getting back to them and he's hoping to get to me by the end of the week. [1:26:32] And Nathan Bracken and I will meet with them and get the ball rolling. [1:26:37] but it's it's truly been Steve's mis attorneys that have just not really done [1:26:44] some stuff for a while. Okay thanks for the update. You bet. [1:26:52] Okay anything else? Any [1:26:55] questions you want for me that I may not have answered? No but thanks for doing [1:27:00] everything. You were very thorough. Thanks for the updates. You've taken care of a lot [1:27:04] I'm gonna step that none of the rest of us wanted to do. [1:27:08] Guess what? [1:27:09] Either the night. [1:27:10] You get the big pie. [1:27:14] Heavy lane, yes. [1:27:15] Oh, yeah. [1:27:15] It happens when you wear that bright orange shirt, buddy. [1:27:19] This is my pick-up garbage on the side of the road. [1:27:22] All right, with that being said, [1:27:26] and if there's no more questions, Joe, you're up. [1:27:29] I move that we adjourn. [1:27:31] Second. [1:27:32] Thank you. [1:27:33] All right. [1:27:34] All right. [1:27:34] Nice to see you, Lisa. [1:27:36] Thank you.
