[3:57] whereas, myotonic dystrophy is a systemic inherited [4:00] disease that affects possibly one in 2100 people, [4:09] and in total, hundred and 50,000 individuals in the united states, whereas [4:13] myotonic dystrophy is the most common form [4:18] and becomes more severe with each generation. [4:21] notations in the genes resulting in [4:27] myotonic dystrophy type one and myotonic dystrophy type two. Whereas, [4:33] those mutations --from functioning properly, impulsive [4:39] -- impacting with myotonic dystrophy experience [4:46] varied and complex symptoms including cello call --skeletal and [4:51] muscle problems. [4:53] breathing, digestive hormonal speech, swallowing, diabetic, immune and [5:00] cognitive difficulties. [5:02] complicated disorder in which younger individual symptoms [5:08] first appear, the more severe systems occurring after [5:12] early symptoms are experienced. [5:20] currently no treatments for myotonic dystrophy approved by the food and drug administration. [5:23] therefore, by the virtue of authority vested in me as the mayor of [5:27] the city of ocala, florida, dubai proclaim september [5:32] 15th, 2024, as international myotonic dystrophy [5:36] awareness day. [5:38] I urge all citizens to participate by talking about their experiences [5:45] our community to raise awareness and help foster greater understanding [5:48] about this disease. Would you like to share a little bit? [6:18] >> myotonic dystrophy, a word I never [6:24] heard before. Aware that controls my [6:27] life. [6:29] myotonic dystrophy is an inherited muscle g generating disease. Characterizes [6:36] by the inability to relax muscles. [6:39] it affects how much of the human body. [6:42] the effects on the body are unrelenting from the breathing [6:45] and heart issues that affect so much of our daily lives, [6:48] to the cognitive and g.I. Issues that can make social activities so uncomfortable. [6:54] early cataracts, drooping eyelids, and the effects [6:56] on the hands can be a parent. It's the effects you cannot see [7:01] that play --as well as their families. Constant [7:05] pain, problems with swallowing, breathing, the electrical conduction of [7:10] the heart, lack of quality sleep are most concerning my family. Cleveland [7:14] states myotonic dystrophy is the most common form of [7:19] dystrophy in adults. [7:24] it is still an unknown disease to so many. [7:26] the diagnosis of myotonic dystrophy can take an average of 7 to 10 years. [7:29] in my family the diagnosis came after years of struggles for my husband [7:33] and children. 2018, my finally received his confirmation through [7:37] genetic testing. [7:40] immediately after my husband's diagnosis, all three of my sons were diagnosed. [7:45] there's not much literature on this disease. [7:49] upon speaking with residents and students [7:53] in the medical field it was agreed this disease is underrecognized and [7:55] there's not much time devoted to education on this [7:58] disease when one is in medical school. I would like to change that. [8:02] I remember as a child, I cannot wait for labor day weekend, not because [8:04] we had a vacation plan, but because we [8:07] were going to watch the telethon all [8:11] weekend. To have someone with his stature and how so many volunteers [8:13] come together to bring awareness to muscular dystrophy [8:16] and types was an amazing feat. A feat we no [8:19] longer have. This proclamation is so important. [8:24] first in florida, but definitely not the last. It's important to the families [8:28] that are struggling. Their doctors never heard of myotonic dystrophy. [8:31] it's important as volunteers and I [8:37] --advocates. We have a start. We have the recognition and competence [8:41] to go on to other cities and our state as a whole. International myotonic [8:46] awareness day, to be recognized throughout our state [8:50] would be incredible. Most importantly, this proclamation gives our warriors [8:55] the recognition and strength to keep fighting. September [8:57] 15th, we ask anyone willing or able to do so in [9:00] honor of international myotonic dystrophy day. [9:04] this is jamie. He's an effective person. I am and [9:25] unaffected member of a family with myotonic dystrophy., [9:28] ph --phd student at florida where we studied myotonic [9:37] dystrophy. At the university of florida we [9:39] have a team of medical doctors, physical therapists and researchers dedicated [9:41] to helping patients with myotonic dystrophy through care [9:43] and research. [9:45] our research focuses on understanding molecular causes of symptoms, improving [9:52] animal models and developing treatments. [9:54] as a field we are confident treatments will be available [9:56] in the coming years. The local medical and research committee are grateful [9:58] for the government in recognizing [10:03] the state of myotonic dystrophy awareness. [10:04] as researchers we hope promoting [10:10] awareness will help improve the lives of people with myotonic dystrophy, [10:12] improve accuracy of diagnosis, raise funds for research and [10:14] when treatments are available, get them to the people who need them before [10:19] their disease progresses. [10:24] >> good afternoon, my name is jamie. [10:25] I was diagnosed in 2017 . First member of [10:31] my family to be diagnosed. [10:33] so often we think something like this affects [10:37] other people. I graduated, we moved here in 1996 , graduated from [10:40] high school , went to the university of florida. [10:43] I have six daughters. [10:49] three at vanguard currently. [10:51] three that have graduated from vanguard. [11:00] so often it's the other person, it's not me. I [11:04] travel internationally. [11:07] I just took my 10th trip out of the country this year. I speak [11:10] internationally. This affects everything I do. [11:14] in 2017, shortly after being diagnosed, I realized [11:19] I had to sleep with a cpap. [11:22] four years ago, I had a pacemaker. [11:30] this is someone who is healthy, doing triathlons not many years ago. Writing [11:34] 100 miles plus on my bike. We [11:38] heard about bike trails earlier. No I cannot do any of those things. [11:42] I am still very active. I work out five times [11:45] a week. When we think something like this is just [11:49] something that affects those people, something here in [11:55] our community. [11:58] my six daughters, several of them are impacted. My [12:00] dad was the first one when he had a spinal cord injury. We [12:03] didn't know. Both of my brothers. [12:04] one a doctor, one a business guy. Both have [12:10] dm one. When we think it's just other people, it is right here. [12:14] thank you on behalf of this group for the proclamation. [23:26] throughout the past year, the agents of the unified drug enforcement strike team [23:30] served 74 search warrants, [23:32] authored 10 title-3 wire taps, [23:35] and arrested 352 people during their targeted operations. [23:39] some of those arrested have been convicted of manslaughter [23:42] and others were given life sentences for drug trafficking. [23:45] during this time, seized over $3.4 million in drugs and assets, [23:50] including more than 52 pounds of fentanyl, [23:53] 68 pounds of crystal meth, over 45 pounds of cocaine. Conducted a tactical [23:56] rescue of the source who gunmen were robbing [24:01] during a controlled narcotics transaction. [24:05] they subdued and arrested the suspects without having to fire a [24:08] shot. Testament to the dedication , tenacity and personal [24:11] commitment of the agents . In august the team was [24:17] named the 2024 statewide drug head of the year by the florida narcotics [24:20] association. [24:23] fourth consecutive year they earned the award. The men and [24:29] women standing before you, they are fighting the good fight , day in and [24:33] day out. The ones working overnight, work in the [24:35] technical job, very dangerous drop. [1:07:33] first, I would like to thank the mayor and city council for hearing [1:07:38] representation. I will make it real? [1:07:39] first I want to start with a video and it is going [1:07:43] to play on the screen . [1:07:46] >> [ indiscernible - low volume ] [1:09:08] the fence that was broken by the marion county sheriff's department [1:09:13] and the ocala police . They did it because they were [1:09:15] doing their job . This happened on the eighth of july. A few [1:09:18] days later, I received, can you put number two, [1:09:22] please . I received a notice of violation [1:09:25] from the city of ocala . And basically they are [1:09:28] citing me , as you can see, bring it up [1:09:32] a little bit more . Just bring up the slide, they go . They [1:09:35] cited me for having a dilapidated fence because [1:09:41] the boards were torn down . And actually were on the ground. [1:09:47] so I get a citation a few days later from the city of ocala [1:09:50] for code enforcement from the ocala pd and the sheriff's department tearing [1:09:53] down my fence. This fence is about five, maybe six years old. [1:09:57] it was in great condition. It was weathered a little bit but it is [1:10:00] in excellent condition . Can you go to the next slide, please? This was [1:10:02] signed by miss jennifer buehler, the senior, [1:10:04] the violation and the citation was inspected [1:10:06] and written and signed by jennifer buehler, was reviewed by mr. [1:10:09] dale hollandsworth . I'm sure, go to the next one, please . You can [1:10:13] see sir dale hollingsworth, he reviewed the video . And [1:10:15] basically the citation is based on the video . [1:10:20] they received a anonymous call from someone to review a video that [1:10:23] the sheriff had , a body cam video and [1:10:29] they went ahead and issued a citation because the boards were torn down . [1:10:51] my biggest concern is not getting the citation but actually, [1:10:54] I wasn't responsible for the actual destruction . That destruction was [1:10:59] the ocala pd and the sheriff's department . And the [1:11:02] citation was based on the video, that both officers, [1:11:06] code enforcement officer saw the video and base [1:11:09] their citation on that video . They saw that the boards [1:11:14] were destroyed by the ocala pd and the sheriff [1:11:19] department . I had nothing to do with it. I think that is an [1:11:22] unethical act by the code enforcement officers for them to [1:11:25] issue me a citation for boards and fence that was [1:11:28] destroyed by the opd and the sheriff's department. [1:11:32] there is a couple of, I did a public record request through the city of [1:11:35] ocala and for any violations or any kind of [1:11:39] complaints concerning my house and it came back [1:11:41] from the city of ocala and the code enforcement office saying [1:11:45] that there has been no violations or any complaints concerning my [1:11:49] house for the last five years . Can you go to [1:11:52] the next one, please? There is a couple of issues concerning [1:11:55] florida statute on this case . The body camera video that [1:12:01] is taken inside a , of a private place . Where someone would [1:12:04] be considered a rabbit place . [1:12:09] confidential, nobody can use it for any kind of evidence [1:12:11] to include code enforcement . The second one, [1:12:16] go to the next one, please, is florida statutes number [1:12:19] 162 21 3b, basically a code enforcement officer cannot [1:12:22] initiate a investigation based on a potential violation based on [1:12:31] an anonymous call . So they received an anonymous [1:12:34] call and then they started investigation . So that is a violation [1:12:37] of the code . There is one specific aspect that says in case [1:12:40] there is a danger to the public. I don't think [1:12:46] the fence boards are a danger to the public. Where they can do it [1:12:49] without . Can you go to the next one complete? The second issue I've [1:12:52] got in addition to being cited for something that I didn't [1:12:57] for is the fact that I was being targeted individually for that house. [1:13:01] my house , this is the house , the picture shows the house next [1:13:04] door to me . On the left side . And you can see [1:13:07] major growth of the front yard , go to the next [1:13:13] one, please . And you can see dead branches on the ground. Officer [1:13:16] buehler cited me for dead branch on the ground . She had [1:13:19] to look at the house next door [1:13:25] for her to see my house . So you can see [1:13:27] the house next door, go to the next one, please . You can see that, [1:13:30] no, more pictures . You can see there is vines, there's all [1:13:32] kinds of vegetation growth on all my neighbors . Go to the next one. [1:13:36] that is the house next door on the right side of my house. [1:13:39] it also has major amounts of vegetation and growth but [1:13:42] they didn't cite them . They cited me . [1:13:46] so I went around the neighborhood. [1:13:54] that neighborhood is a small neighborhood, pretty much . And I took pitchers [1:13:58] of all the different houses that are there. There are a lot worse condition, [1:14:02] a lot more growth than my house. So I was individually [1:14:04] targeted by getting a citation that should be , [1:14:09] I mean, if you're going to target me for having something then [1:14:13] please, you know, don't single me out. I have absolutely zero confidence [1:14:35] on their ethical, behavior , on their honesty [1:14:38] and on their fairness . And I am asking, [1:14:41] I am humbly asking the mayor and the city council to override [1:14:44] the city of ocala code enforcement citation [1:14:47] and withdraw that citation , breaking of a fence by the police [1:14:50] and law enforcement in doing their job [1:14:53] and me getting cited for its , [1:14:58] that is totally, to me, that is totally unethical. [1:15:02] just consider if you were in my position, how would you feel? I was [1:15:05] very, very upset. [1:15:06] so, do you have any questions? [1:15:07] >> I have a question . What [1:15:11] indicates that somebody sent the body cam video to code enforcement to watch? [1:15:18] >> I have no idea, man . According to the report, [1:15:20] they received an anonymous tip that they received an anonymous tip [1:15:23] to look at this video about a property. [1:15:30] so that is what they did, they looked at the video, it was an [1:15:33] anonymous tip, they looked at the video and when they looked at the [1:15:35] video they saw the police, the marion county [1:15:38] sheriff and the opd breaking the fence . That is my issue, they didn't just [1:15:41] drive by, saw a broken fence and gave me a citation . They saw [1:15:44] the police and sheriff breaking the fence [1:15:47] and they gave me a [1:15:51] citation for it? I mean, to me, that is an intentional misconduct act . [1:15:55] you know. I don't know why they did it. [1:15:57] and I have seen in the last two years way too [1:16:01] many things or not. I would say misbehavior by [1:16:05] code enforcement .0, they do a good job in some cases [1:16:08] and in some cases I think they overstretch. [1:16:13] you know, so that is my biggest concern . I shouldn't be [1:16:16] penalized for something that the law enforcement . Actually, police chief, I [1:16:19] thank you for doing a great job. [1:16:20] >> thank you. [1:16:25] this is weird . [1:17:04] is a did look, I mean, what happens when it is the sheriff's department [1:17:06] that is ripping down something that is obviously in our jurisdiction? [1:17:08] >> typically we would [1:17:13] file that because it looks, again, I don't know anything about this [1:17:15] other than what I just saw. Looked like they responded to with a canine [1:17:19] in the city . So I assume that was a request on the [1:17:21] part of the ocala police department . In order to [1:22:42] protect the value of your residential developments along [1:22:45] this line you need to send a clear message that [1:22:48] the increase in rail additional, [1:22:52] whether it is additional transit or just additional [1:22:55] parts, the difference between having four parts [1:22:59] past behind her house and 30 cards past behind your house is significant so I [1:23:03] would ask before the county considers this, you either give [1:23:09] mr. Lee the ability to send a message on your [1:23:12] behalf or send a message that the increase [1:23:16] in rail traffic from this project is a concern.
