[1:26] Last meeting, we had, I wrote up the admittance, and I sent them out, and probably just before, at the end of August, and people, we talked about the old business, which was the same, uh, music, cold, the same castle, then we talked about draft and the river is going to be happening right after that meeting, which it did. And we were also talking about the plane here being, um, coming forward. [1:54] Next is this coming Saturday and then we talked a little bit about the [1:59] acumenicus park and we concluded so has any if you had a chance to [2:04] review with these minutes all of you okay anybody have any changes or questions [2:09] on them okay let's get somebody make a recommendation to accept them make a [2:14] motion to accept the minutes all second okay fine all in favor all right [2:29] so [2:30] Yes, we just like to have, if you have anything coming from the select board that you want [2:36] to talk to us about, there's been things in a comfort breeze about, you know, this [2:42] type board wants to look at some of the committees and make some changes on how policies or [2:48] how we do things. [2:49] I mean, I read a comfort breeze and I was kind of surprised. [2:52] I didn't realize there were issues, but apparently there must be something going on. [2:57] Are they looking at changes to the committees, the town? [3:05] This is Heathville at Heathville at and I am your new select board liaison. [3:15] Thank you. I hope to be here as often as I can be. [3:20] I think on the select board has chosen about 20 priorities for us this year, based off of the comprehensive plan, based off of the select board member priorities. [3:36] And so that's going to be our work and our charge. [3:41] I think on the committees I think there will be a discussion coming up at our next meeting and I think the discussion is going to be how to collaborate and align better between the select board and committee so that there can be improved communication and improved information sharing improved [4:08] to basically making sure that I think it's important that committees be supported in your work [4:18] and be recognized for the work that you're doing. And so I think several of this board members, [4:25] if not all, are very interested in a more collaborative effort. And I think there'll be opportunities [4:33] to discuss what that might look like. [4:36] And yes, I think also what comes with that is accountability. [4:41] So, you know, you guys set a budget. [4:43] Hey, do we even look at it after the end of the year to verify that you've spent your budget [4:48] on what you said you were going to? [4:49] The budget review committee looks at that in depth when you pose your next budget. [4:54] But I think that there's. [4:56] There'll be discussions in the coming months more about how to collaborate better [5:01] with between the select board and the town committees and all the work that you all do. [5:06] So should we be at one of us be at that meeting to maybe answer questions or is that something that [5:10] we should wait and see? I don't think there's going to be anything specific about parks and rec [5:17] discuss so to speak. I think it's across the board. What I know is being proposed is more of [5:23] A work plan and what are your three to five priorities in over the next year, those types of things, and a process to share and discuss those between your committee and the select board. [5:41] Just for your knowledge, my background is an accounting me, I'm not accounting and I ran a town and I was a business person for the town. [5:49] So I need to see my budgets and accountability. [5:52] And I enjoyed this as a priority. [5:55] But I know myself, I request every month and look at a budget to actual numbers to make sure we're within a $40,000 allotment. [6:05] That's give it to somebody around that number. [6:07] They should we don't always spend that amount [6:10] and everything else, okay? [6:12] So, great. [6:13] All right. [6:14] That's the one thing. [6:15] Yep. [6:16] We'll do it anyway. [6:17] I'll just do what he says here. [6:20] I would like to see if the select board would discuss [6:26] the type of payment we give to the performers. [6:31] There's been a lot of confusion. [6:33] right now, you know, they sit on a contract and they can either do a direct deposit or by mail, [6:41] mail takes, you know, a lot longer than a direct deposit, but even so, the direct deposit may take [6:49] depending upon the bank and stuff. So what happens is that Linda and I get many phone calls all throughout [6:59] the whole season lots of phone calls. I didn't get my check. Where's my check? I thought I did this [7:06] is on the contract. It was much easier and the other towns do it is that they get a check after [7:14] they perform. You know that we hand them a check. So I understand you know you have a system and [7:23] you have an accounting system and it's electronic system and you hooked up to the bank and all [7:28] these other things but it's a real inconvenience for not only the performers but it's a lot of work [7:36] for Linda and I because we're always having to go back and check the contract we're having to go [7:42] back and verify whether the payment went out maybe because it goes to two or three different people [7:47] before it actually gets out and then someone has to sign them warrant so there's [7:55] So I'm just bringing that before you to just put that in the back of your head, and I don't know how to address that, so. [8:04] All right, thank you. [8:05] The town, the town has made an attempt to make sure that people who perform and get reimbursed by the town also is accountable as far as getting a $10.99 at the end of the season. [8:18] And then make sure they get it and they're in compliance with the law. [8:22] So I do apply the attempt, but somehow the attempt is not matched up with what we thought would be the case, so that's something that we would be discussed probably in the future. [8:35] All right, and I'm all set. [8:38] the only thing that I'll say is one of the select board priorities, actually a few select board priorities that I think pertain to your committee. [8:50] If you look at the discussions, certainly beautification of the town and looking at our parks and the resources for parks and what happens at our parks. [9:04] there's a warrant article for a hundred thousand towards Agamentica's Park and our tennis [9:14] and pickleball courts. I think you'll see that those are continuing to be the select board [9:20] priorities. The other is this building. We now have an updated community center with offices that [9:30] that's at Empty and a beautiful room here [9:34] and I'm particularly interested in, [9:38] and I think the select board is interested [9:40] in working with your committee around [9:43] what we, how we can utilize this space [9:45] as a community center moving forward. [9:49] Good. [9:50] You have a question? [9:52] There's a room down the hall that says parks and rec. [9:55] How do we get access to it? [9:56] I don't know. [9:57] I'll find out. [9:57] that. Where is it? I haven't [10:00] seen that. It's with the [10:01] back of me. It's at the end [10:02] of the hall on the left. It's [10:04] as Parks and Rec and we would [10:05] love that for storage because [10:06] we have stuff in all of our [10:08] homes in this front hallway. This [10:12] front hallway. Get down the [10:14] hall last door on the left. It's [10:15] as Parks and Rec. The last time [10:17] I saw the sign that was for [10:18] CSOs staff room. Isn't that [10:20] on the right? I don't know. I'll [10:23] look after this meeting. But [10:24] but that's what I thought I saw. [10:25] And on the blueprint. [10:27] Good to know. [10:29] Good work. [10:30] Building looks great. [10:31] Thank you very much. [10:32] It came up really nice to building. [10:34] It's beautiful. [10:35] Nice question about the basement. [10:37] You can ask, I don't know if I have an answer. [10:39] Yeah. [10:40] Is there a plan to finish it any time soon? [10:43] I think that it'll be up for lots of discussions, [10:46] including how to raise the funds to finish off the basement. [10:51] Thank you. [10:52] Thank you very much. [10:53] Thank you. [10:54] Thank you. [10:55] All right. [10:55] At this time, I want to talk about the various programs that we have updates. [11:05] And the first one I want to do is the plain air update. [11:08] We want to jump right to that. [11:09] And on Zoom right now is going to be Jen Lua. [11:13] And she's going to be able to start talking to us and discuss where we are with this plain air event, [11:19] which is going to be held this Saturday, September 12th, and we're going to be working [11:25] out of the Perkins Cove. So, Jenny, are you available to talk? [11:28] I am. Yes, the event will open up to the artist to register from 6 to 8 a.m. [11:35] They'll be able to paint all day. They need to be back in Perkins Cove to set up, [11:41] to be judged by 115. And we hope to have the judging down and start doing the national anthem [11:48] them in the awards starting it around two o'clock. [11:52] Do you say that's righty? [11:54] Yes, that's correct. [11:55] Yep. [11:56] So we've got about 137 artists. [12:00] We've had some cancellations, some new additions back [12:03] and forth that's divided up pretty much evenly [12:07] between the amateurs and the professionals. [12:10] And we've got a band from 10 to 1 in the rotary park, [12:14] and then we have another band from 1 to 5 [12:17] kind of out on the dock so there'll be music all day and I think we're in pretty [12:23] good shape. Got lots of volunteers everyone's been helping looking forward to [12:30] good weather. [12:34] That's the big surprise. What looking forward at the weather? [12:39] Saddy's supposed to be 70 and all sunny. It's kind of all about the weather because [12:45] everything changes if that's so. Yeah. That's great. And you're happy with all your volunteers [12:54] and you're all set for it, huh? Yes. Yeah. Everybody's been great. You know, we've already started [13:00] a gaming show and some other volunteers have put up all the signage yesterday. It looks beautiful. [13:08] And we're getting there. The artists are showing up, walking around, calling, you know, asking questions [13:14] and we've got some new people this year too, new to the event, which is good, so I think [13:22] it's going to go well. [13:26] Thank you. [13:26] Do you have anything to add? [13:28] I would just say that without the DPW and the town, the people who voted for our budget [13:37] and this committee and the volunteers, this event won't happen. [13:44] This is huge. I don't think people understand until you're in it. How much is involved in [13:52] it? We've pretty much got it really well organized, but it's taken us five, possibly [13:59] six years. I think it's, is it five years or six years, trimmer? [14:01] This is six. [14:02] This is six. [14:03] This is six year. I mean, it is, it's an amazing event for volunteers to put together. And [14:11] and the amount of people that come and enjoy it. [14:14] I mean, we were on the margin of way yesterday [14:16] and we had two women stop and they can't wait. [14:19] So, the DVU is down in the code. [14:22] I'm leaving pieces and it takes a lot of people [14:25] to make this work. [14:27] And I think everyone who helps us, [14:29] as well as Jennifer does too, I'm sure, [14:31] but it's a lot. [14:32] It's a real lot. [14:34] Yeah, and we thank you Amy and Jennifer [14:37] for everything that you do [14:39] because you carried the bulk of the weight. [14:42] I mean, yesterday we had two guys [14:44] who'd never been involved in it at all [14:45] and they helped us tremendously. [14:48] Bill Woods and I only know Mike from Woodbury Lane, [14:51] Michael from Woodbury Lane, [14:52] that's what I have in my phone as, [14:54] but those are the people that you meet [14:56] and they say, put me in your phone [14:57] and call me next year and that's what we did. [15:00] And it was amazing. Yeah, nice and tall. Yes. In this committee, of course, everyone on the committee takes a lot of help. It does. In turn, from DPW has been fantastic. It's amazing. Yeah, there's a lot too. [15:34] I'm going to go on in my dad's. I'll see you guys on Saturday okay. Yeah. Okay. [15:44] Who was performing from 10 to 1 on the, uh, on the, uh, on the, uh, 10 to 1 is bow, okay, Leo and his, uh, his, uh, his group and, um, in the afternoon is Lisa Mills in the ocean band. [15:58] Oh, okay. [16:02] What does she play? [16:06] It's just called, uh, Lisa Mills in the ocean. [16:08] Time is she 1 to 1 to 5. [16:15] I can't wait for it. I can't wait to say it really. So much has happened. [16:20] You're yelling at us, Freddie. You're in charge of the movement. [16:25] I think I'll be giving something. I don't know. I'm feeling better. [16:30] I'm feeling better. All right. No other questions. So on that, that's great. [16:36] On music program, how are we doing over there? We have just a recap for the year. [16:42] The last program was, all programs were very good, just a couple that didn't have big crowds [16:50] but due to the weather and that was probably it but they were good. [16:57] But the last program was Southside Blues and they packed the park and everybody loved [17:03] them. [17:04] I mean, they played all around the place. [17:06] They played the night before at the Levit and still people came. [17:10] They were dancing. [17:10] And we just had a lot, this year we had a lot of people dance and get involved. [17:16] And that I'm singing and the tribute band was very good. [17:22] You know, the beach thing worked out really good. [17:29] You know, that Amy had the idea for that worked out really good with both and his group. [17:36] And so it's been a great year for you really. [17:41] a lot of work, a lot of work and so on. [17:46] How many artists do we have? [17:48] All the 30 artists, 40 artists, wow, incredible. [17:53] Some of them go about becoming back, but I mean they're already calling me because they're [18:02] looking out for next year, I'm just trying to modify it, make it easier and less and [18:15] make it much easier. [18:17] Okay. [18:17] I'd like to explore maybe having three. [18:20] One band in June, one band in July, one band in August at the beach. [18:25] Okay. [18:26] After Beau was there, I had a tremendous amount of people come up to me [18:30] and tell me how they're excited they were and how fantastic it was. [18:34] I think if we could figure out a way to do it, [18:37] I think we would have [18:39] a thousand people down there. I don't think I'm exaggerating. If we had it, it's a clock [18:44] in a Sunday night. If we advertise live bands on the beach, we would have a tremendous [18:51] turnout. I mean, that day was so fun. People were dancing in the sand. It was fantastic. [18:59] Did you want to have an event? No, I think if we just, I mean, apply would thing that the [19:06] guy from Bose band told me he said if you have four pieces of plywood that go down we [19:11] don't need a stage that's strong you know that's that holds us all and holds the [19:17] equipment you don't have to worry about the sand they had the best time there they [19:23] just absolutely loved it the three of them and they feel like what's the date next [19:28] year they had the best time so and I just think the music down there with that you [19:34] bring your beach shit down. You know, you can bring a little cooler with some some diet coke and some [19:41] lemonade and something to eat. I think people would love that. I want to stay there Sunday night. [19:47] I think we could get we could we could spend more on a band. You know, and I think it would and it [19:54] would entice people from all over town to go down to the beach. When the parking lot's not too [20:01] and the bathrooms, you can get a piece of delivery down there, all those sorts of things. [20:06] I think it would bring the community together. [20:08] Yeah. Heath, is that something? [20:10] Obviously, we need approval from the select board. [20:21] Thank you. [20:24] Uh, likely approval, I don't know if it's actually from the select board or not, [20:28] but I can find out more details. [20:29] If you could, yeah, if we need to get Matt's approval or your approval of both, [20:33] we can start working on it. [20:35] Worth discussing. [20:36] Yeah. [20:36] Wonderful. [20:37] Thank you. [20:37] Thanks. [20:40] All right. [20:42] question for I and you did you say you want to help booking the music in the [20:47] cove next year? Yeah. Okay. I think we'll talk about that. Okay. You'll be [20:53] working with Rick on that. Yeah, I can. Yeah. Okay, great. Yeah. I'd be [20:57] fond of you. Wonderful. My my thinking was to make it really simple. You know [21:03] when people like Bo and Emica put them in more, you know, and a couple of the [21:11] and maybe not two Saturdays, it's a lot of work and this may get a lot simpler. [21:18] I think if the two of you are going to work on the ban stuff, I want you to actually put together a real budget on what it's going to cost. [21:26] So if you want to do the three events, one in June, July and August, I support that, but I also want you to know what's going to cost because we don't have, we have a budget of $40,000. [21:37] dollars. Well, we can go high with the budget. We could. If we're offering to people something. [21:42] Yeah. I don't think I think the stuff that we're doing is is is people are very interested in it. [21:52] And I don't think it's something we're not going to go up a ton. But I think asking for a little bit [21:57] more money to have quality big events that everyone can enjoy. And I think it's it's a no-brainer. [22:05] and we have the Venmo account now, which goes right into our personal account, not our personal account, but it goes into a box and rack account that would offset maybe even some of the cost people wouldn't, you know, [22:23] Well, like I said, we can play around with our existing budget as well. [22:28] We can eliminate, let's say, three Saturdays in the cove and take that money and add to [22:36] bigger bands that play on the beach. [22:38] We also have the enterprise fund and we just need to, you guys have to put together a plan [22:45] and dollarize it, dollarize it, and if it's another $4,000, $5,000 more, we have to [22:52] ask the town, then we'll have support. [22:54] We have to have something that we just don't, [22:56] I don't want that to be a wish and to be a plan. [22:58] Okay, so that's all they, that's what they need. [23:00] When we get a stick to the budget numbers, [23:02] last year I had a budget and then I got money taken away [23:04] from my budget to put somewhere else. [23:06] Yeah. [23:08] So we want to put that back. [23:10] And I'm scrambling. [23:11] We want to prevent that. [23:12] No way, if someone puts a budget together, [23:15] it's, yeah, that's what we got to ask. [23:17] You know, I think the problems that we're doing [23:19] are fantastic and I don't think, you know, [23:22] Now, taking from one to be given to another is necessarily what needs to get done. [23:28] No, no. [23:28] I think we need accountability with the budget that we need to report every month to see [23:33] where we're at. [23:35] And we don't get that. [23:36] No, I don't. [23:36] That's fine. [23:37] Bob. [23:38] That's going to be worked on by the select board. [23:40] They're going to get, we're going to get that under control, I believe, OK? [23:43] And let them let them do that. [23:45] All right. [23:46] Anything else on this? [23:48] OK. [23:48] Music. [23:49] That's pretty good discussion right here. [23:51] I'm glad to see that two of you are going to work together and to put this out next year. [23:59] Raff's in the river. What happened? [24:02] Well, a good time was had by all. We got out of our 88 Raff's, 88 registered groups. [24:10] Representing at least 300 people. It was amazing. There was probably 150 people on the bridge [24:16] watching all the people along the shore. [24:20] I have- [24:21] At tremendous amount of people donate, we spent very little money. [24:28] I don't want to list everybody, but we did list everybody on our website who to thank, [24:33] because I don't want to forget anybody. [24:35] But there wasn't one business I asked that didn't say yes. [24:38] Some of them we bought, and then they donated the other half of them. [24:42] So if we got ten, we bought ten, and they gave 20. [24:45] They gave 10. So we had tons of prizes and everyone was so happy and everyone's already asking when it's going to be next year so they can be available and thinking about what they're after is going to be about. [24:58] So it was fun. [24:59] Fun had by all. [25:00] It was on a beautiful, beautiful day, which we left out about and everyone was helpful. [25:07] Again, the committee steps up and helps and the DPW is right there along with us. [25:14] We had a wonderful talk about the town. [25:17] The DPW has been wonderful for us this year. [25:20] And also the lifeguides in the fire department [25:24] just did a wonderful job with the rap from the river. [25:29] That was quite an idea of the ship. [25:31] The river was moving a little bit faster. [25:34] And we have people going a little bit further [25:36] than we really wanted them to do. [25:38] But as we were pulling them out of the water, [25:40] they were just having so much fun. [25:43] It was just so enjoyable to see the smiles on their faces and wanting to get back and do it [25:49] again. I think Nick's ship is just going to grow and grow. This is something that Amy brought to [25:55] us about two years ago to talk about doing this rafting the river. This is something that was [26:02] enjoyed by everybody at town many, many years ago. Someone came with a t-shirt from the 80s. [26:09] from the 80s. Wow. Yeah. They probably wore their t-shirt from the 80s. [26:13] It was fantastic. Yeah. [26:17] Yeah. Okay. The next [26:24] thing on the gender is a [26:25] banquet fest update. Anything, anything been put together on that yet? No. [26:30] There's nothing. Well, I mean, there's a few situations. First and foremost, [26:35] we do not have the what we'd parking lot to use as a gathering place for the parade. [26:39] So we have to make a decision if we're going to continue to have the parade, it might have to get moved. [26:45] I don't think that area is going to be the best place to gather as it's going to probably construct an equipment, etc. [26:53] So we could either move it up to whistling oyster lane and the kids could walk down that way or we can just not do the parade and just have trick of treating from 10 to 12 in the rocks. [27:07] Are you planning on doing those? [27:09] Well, so I wanted to talk about this today because we don't have enough rocks that are left. [27:16] So, and we don't necessarily have a budget to buy them. [27:20] We do have money. [27:20] Do we have money? [27:21] We do have money. [27:22] Okay. [27:23] I budget following. [27:24] Okay, yes. [27:25] So, should I start making phone calls to landscaping companies, or do you recommend one that you [27:30] got them from before? [27:32] I mean, Wayne Griffin always donated them. [27:35] He donated them. [27:36] I didn't have a way to get in touch with Wayne Griffin while he he owns houses in a banquet [27:41] Patton does this landscaping so I could ask Nolan Patton or [27:46] You could maybe get in touch with with to see where he got the rocks from [27:50] Okay, but Wayne Wayne's always for the last six years given a straws that usually last two to three years [27:57] But we're at the end of the we're at the end of the last donation that he gave [28:01] So do you want me to call John Patton? [28:04] It's not John it's Nolan [28:06] No, it works for Mr. Griffin Oh, do you have Nolan? No, I do not have his number. Okay. Um Scott Halen who is wings. He's his like overseer on a document. I can give you I think that works for Wayne. What's his lesson? [28:28] Griffin. [28:31] And he's the one that's always donated the rocks. Okay. So after the meeting, we'll talk about a plan. [28:37] The other thing. If we decide the rocks that too much, we could get pumpkins. [28:45] We could get pumpkins. We could. So that was just a thought. [28:49] So if the rocks, it's because of whatever is rocks are really, really expensive. [28:54] Oh, that's okay. Well, let's do this. Let's make an inquiry. Yeah. [28:59] And then we can also alternatively find a farm that maybe we can get, you know, a wholesale kind of discount. Yeah, and the thing is, we won't need them to write before and that's only a week for Halloween. [29:11] So maybe there might be places that I was just trying to think of something that was an alternative to the rocks. [29:17] I also need volunteer. So my sisters help last year, but unfortunately, both of them are going to be out of town. [29:22] So, um, I'll put you in a second. I can do this a lot of that. Yeah, it's Saturday, October, October. No, it's the weekend. No, 24, 24. [29:34] But we need a lot of volunteers, we need like eight. Well, I can get away with five. [29:40] Well, we had a two on the other side of the bridge too. [29:43] We had Amy and Julie on the right side. I forgot about them and they were a big help. Yes, they were. Yeah, they were a big help. [29:48] And I think they may come back. I can ask Julie. Okay, so we need seven minimal eight. Yes, would be great [29:54] So with just two right now I need more [30:00] Okay. [30:03] Okay. I've been out of town next, next thing on the agenda is the Accompanicus Park. All right, has anybody, have you had any feedback from anybody from Accompanicus Park or Michelle? No, just what I read on, um, team reach. Okay, I know they get together the tennis group and the pick-a-ball group working together to do to pull pull. [30:30] to find out what the warrant is going to be the number and to put some literature out there for people to vote up and down on the, I think the proposal and I was going to be for $100,000 for the upgrade to the, I've gone on to the slick board and I've read how it's going to read. [30:49] Yeah, and I think they they've done a lot of behind-the-scenes work relative to trying to have a [30:56] Scramble they're gonna do something that they make [31:00] Yeah, they're doing two sessions. Yeah, but they didn't have me the second sign up was not that great [31:07] So they're not gonna do it they're not gonna do a second one [31:09] Yeah, and then I think the [31:12] The idea where they could hold signs up like you know around town [31:16] they just, you know, they just can't go where they were, where they were, where they were [31:19] light, so there's a lot of restrictions on that, which is fine. Right. So can you explain [31:23] what the ordinance says? Because I'm not pretty, I don't know. So is the ordinance based, I'm not [31:29] the ordinance, is the one article saying would you vote to, I can try to Google it to look it up [31:37] right now. I don't know what off the top of my head, but it definitely says $100,000. It's easy to read [31:42] is a yes or a no? Because you know, sometimes yes is what I know. [31:45] In my opinion, yes. Okay. [31:50] And it's for both pickleball and tennis. [31:52] It's for the three tennis courts. And then what I don't know, because I, Bob, I've offered to [32:00] attend these meetings that these, these groups are having. And I've never been invited. No one has [32:04] ever reached out to me. So I am more than happy. Yes, I would, I would, show it gets it all the times. [32:09] That's how I know a little bit about the interview. Right. So if you could ask Cheryl. [32:13] I'm not a part of it myself either, but I'll less show this to me what they're discussing, so- [32:18] You know, if they meet privately or go down to the park and- [32:22] They did? [32:23] Okay, okay, all right, once you come up, Kay Moore is here and she represents the tennis portion of this [32:34] and pickables, too, because, yeah. [32:40] I know you do, yeah. [32:45] Anyway, so I wanted to just quickly bring you up today to see who you are, so people that are watching. [32:51] Yeah. [33:01] I'm on TV. [33:02] Yeah. [33:05] So, I was on the Parks and Rec Committee for three years, and it's the first time in a long time that I've come in person, but I do, I do watch the video. [33:19] I don't watch it that day, but you know, when I have time, I do watch all your videos. So, thank you. [33:28] The warrant, and he says here, the warrant has been unanimously approved by not only the [33:38] concrete select board, but the budget review board. [33:42] And so we are, this is a full court press between the tennis and the pickleball people. [33:50] We feel that this is an extraordinary opportunity to get the courts fixed in very dire shape. [34:01] Be cracks, you can see through the top layer down to the bottom layer. [34:08] So hopefully the town, the voters will definitely come out and vote for us, hopefully. [34:17] But that's going to take a lot of work and so I'm just going to quickly do and the reason [34:23] I'm here is really because to see how parks and rec and the tennis and pickleball players [34:31] can get this across the finish line. [34:35] So my questions to you are we do have the lawn signs are ready to go that we just need to [34:43] have a confirmation that it will be warrant number four. [34:49] Christmasy is working on that. [34:51] We have flyers that we will put on. [34:53] We're doing a postcard, and I'll just do this. [34:57] And the postcard does say the warrant says [35:02] for the restoration or repair, specifically [35:05] for the courts, and so this would be a postcard that [35:10] will hand out, and it has our pictures, which [35:20] I'm glad you brought up October fest, because I would like to see if we can, is October fest just a parks and wreck thing or it is a chamber also chamber. [35:35] Okay. [35:36] Okay. [35:36] Okay. [35:37] Gosh. [35:37] With the beach. [35:39] I fear a craft fear. [35:41] Okay. [35:42] And we have the. [35:43] Then there's a Halloween turkey treating Friday night. [35:45] Right. [35:45] And they have the little Halloween thing in Perkins Colman Saturday. [35:49] Okay. [35:49] So that's the Parks and Rec kind of thing. [35:52] Okay. [35:53] Can I ask you a quick question, Kay? [35:54] Yeah. [35:54] Sure. [35:55] I'm just going to ask one other question. [35:56] Do we have. [35:57] Do we have a table. [35:59] At October, [35:59] over Festa, do they have kiosks that you go down and spend money on silvanaires and [36:08] things or? [36:09] No. [36:10] We do not have that. [36:10] Okay. [36:11] We just basically have a fund trick or treating event. [36:14] I think the chamber would be more likely to be able to help you with that particular part [36:20] of what you're looking for. [36:21] Okay. [36:22] They've said no in reference to if it's political. [36:28] So, but we could go and hand out our postcards as people who are residents, I would think, but that was, that was a question. [36:42] Let's see what else. [36:45] Okay. [36:47] I'm sorry. [36:48] How much is the warrant going to be for? [36:49] 100,000, right? And then a thousand dollars extra if it passes that Rick [36:57] dollars says he will give it to us. Yeah, he came. He was watching. He was [37:05] watching it on the select board meeting on TV and he got very excited about it [37:13] being such a community and he came down and made that offer. [37:17] That's wonderful. [37:18] Yeah, it is nice. [37:19] I would honestly, and I've been seeing this for probably how many years now, I would solicit [37:25] the hotels. [37:25] I would solicit every single hotel because it's something they can offer to the guests [37:31] in Florida. [37:32] When I'm in Florida, people play pickleball in tennis all the time. [37:36] So a lot of these places that have all these guests could say, we don't have a pickleball [37:41] court on, on a, on a, you know, location, but you can go up here, this parking, we have [37:49] paddle boards in the, you know, we'll have the paddle board, the tennis racket in the [37:54] office, and that could be very easily matched, I don't think. [37:59] But I think that's after the fact that we get the $100,000 approved by the voters. [38:05] I mean, that's, that's our focus right now is. [38:07] Let's do that. [38:08] I would vote, and you've said that for many years, you know, so I was wondering if like on these things if you had people willing to match, it might be nice to say like if we get this past and we'll get this additional money or something, because people more incentive to go for it, right? [38:27] I can pass that along. I just don't know how you would make that, you know, it phrased in a way. [38:33] make that public, you know, kind of thing other than maybe let's, we'll do a public [38:38] here. [38:39] Well, when we did the playground years ago from, yes, you know, people, people, the hotels, [38:48] a lot of the hotels gave money and, you know, we had a sheet that said this is who gave [38:53] and then other people matched it because they didn't have it on their property so they [38:59] offer the offer here. So it might also give more people if they think that the hotels are giving, [39:05] it might give more of an incentive for the taxpayer to say, well, the hotels are all giving money. [39:13] So if we give it, we're going to have it for, you know, they're working with us. That's just my [39:20] thought. Oh, it's a good thought for it. And I have a suggestion for this. Oh, sure again. Because you [39:25] You've got approval not only from the select board, but the budget review. [39:27] I would state that a lot of voters feel very strongly. [39:32] I agree a thousand percent. [39:34] I had to go to the select board to make sure that that was okay to put on the law and sign [39:45] it. [39:46] I got that. [39:47] Okay, for that. [39:48] Okay. [39:48] I agree with you, but I think they're at the, hopefully they're at the printers, so I'm not [39:53] sure. [39:54] or maybe too late maybe, you know, and so I think one thing that I would like to ask is [40:06] your Facebook, Facebook, Facebook, thank you. [40:12] Presence, you have a presence on Facebook and you also have lots of contacts because all [40:19] kinds of Facebook apps, which include the word, a gunquet, pardon, soul, baroneta, so [40:29] I would, is it possible that you could, I would send you the graphics and then you [40:38] could ask your, your partners to make that, to put that on their Facebook, Facebook [40:49] I think we probably have to get permission from the panel to do that, right? [40:54] He's here. He can answer. [40:56] I think we would have to get permission, because you just said the political thing, [41:02] and I'm wondering as a committee, [41:07] I just have a feeling we're going to need to get approval from the select board [41:11] and Matt to be able to... [41:15] I mean, it could just say vote, and it doesn't have to say for warrant number four, but vote for, you know, just thoughts. [41:26] I mean, I mean, I mean, I was straight up for a working school, both 3907, and I don't put anything that's political on it because, oh wow, I want it to be more of, [41:37] I just, I just, I just get anxious about putting anything, especially because we're a town committee, right? [41:44] That's I think we need to get approval for that. [41:48] Yeah, I know. [41:50] Like the. [41:51] Definitely, no, we're not employees. [41:53] Yeah, like the warrants. [41:56] The, let's see, the police and the fire department have are going to have warrants. [42:01] Also on on the November 3rd vote. [42:04] But they cannot go out and put up on signs because they're employees. [42:10] But it might be just something that I would love to be on your Perkins Cove one if we just do vote kind of so that because you have you have quite a following right or or your personal one. [42:26] I mean, I think you need to make yourself a title of something and then we could you can share it that way. [42:32] Okay, and not I don't think I don't think without approval from up above that a gunk went Paxen wreck can probably share anything like that. Okay, because we're tied also to that. [42:44] Because it is part of a gunk with Paxen wreck right Bob? [42:48] Yeah. [42:48] Yeah. [42:49] Yeah. [42:51] The select board approved that their name their name is on that right. [42:56] Right. [42:56] So. [42:57] Yeah, that's great. [42:59] Okay. Good. [42:59] So let me just make sure that I've gone through my little list here, good. [43:07] And so I will ask for everybody to vote for us, please. [43:12] And I think it's just the right time to bring this to the voters. [43:20] So anyway, any questions? [43:23] I don't know. [43:24] Good job. [43:25] I'm sorry. [43:26] Good job. [43:27] Thank you, ma'am. [43:27] I mentioned at one point there was like other groups that would match if you got money for tennis courts [43:33] I mean the mainland and water conservation foundation built those courts in the 1970s and [43:49] It would be my thought that if the voters approved [43:55] then the town should make that an application for matching from mainland and water conservation funds. [44:05] It's time for that. [44:07] I think the public would probably like to know that. [44:13] I know I'm going to sound like a broken record. [44:17] You need to get somebody that's going to go, you've got to find in your little group. [44:22] So you need to get the five or six big motels and you need to have someone sit down with [44:28] them. [44:29] It's an advantage for them to offer pickle ball and tennis and if you if we go into [44:37] the vote and you already have $100,000, that's ready to go as a match, then the vote is going [44:44] to be like, now we have $200,000. [44:46] dollars. So I think that will help people vote yes and there must be someone that can [44:55] maybe have a meeting. I think that's the missing link. I think a lot of [45:00] People in town are frustrated from what I hear that we are paying for things that tourist shoes and or the tourism parts bigger. So if you get the tourist part taken care of, then the tax pay is going to be like, Oh, this is easy. They're giving 50% and we're going to get 50% and then we're going to have this beautiful. Okay. I will I will bring it to the floor most definitely. That's what I hear from people all the time. Why are we paying for? Why do we need more police? [45:29] in a fireman when it's tour issues in it. [45:31] You know, it's crazy, but that's what people say. [45:35] So I totally understand from a voting standpoint, you know, people vote their pocketbook. [45:41] Most definitely. [45:42] Five. [45:43] Okay. [45:44] Thank you. [45:45] Good to see you all. [45:47] Time I will offer my assistance. [45:49] So if you would like me to participate in any of these meetings, I'm more than happy to. [45:54] Participates from tennis, which is me, so that nobody can overturn me. [45:58] or but the pickle ballers it's in the lesbian who is in charge so you should just contact and she's in she's a pickle ball ambassador. [46:12] Yeah, and can I find her on how how would I get to get you to make sure she's she's been able to do it. [46:21] Yeah, I met the other day when we were taking the stuff out of your basement. [46:25] Could be. Does she have blonde here? Yeah. Okay. I think I do. Thank you. Okay. Thank you very much. Okay. Nice to see you again. [46:39] So on using Parks and Rec, social media, et cetera, to influence the vote. The answer is no. [46:50] You could at least inform people that there's a vote, and this is what's being voted on, and this is where to vote, et cetera, but on influencing a vote one way or another. [47:01] No, to that. [47:03] So we can say on our page, the vote is coming up and. [47:06] I see we can double check with Matt, but I see no issue with saying with factual information. [47:13] this is the day of the vote. This is the day of absentee voting. These are the more [47:17] and articles being voted on. These are the questions, but not a vote yes or vote no. [47:26] That said also just keep in mind that voting does begin 30 days before and so that means like [47:34] your next meeting. Because voting is taking place while your meeting is occurring here in town, [47:41] There can't be any influence votes on the premises, etc. [47:50] So say they did find someone that would go to the hotels and say a hotel said, we'll give $20,000. [47:55] At the next meeting, we would be prohibited from saying that out loud. [48:00] I don't know, we can ask questions, right? [48:02] That would be interesting. [48:03] I think, again, sharing factual information is one thing, but advocating for a vote one way or another is prohibited. [48:09] prohibited activity 30 days while voting is occurring and voting starts occurring during [48:17] town office hours 30 days in advance. So that's one other thing to keep in mind. Thirdly, [48:26] and would be important if there are discussions with hotels, there is a conversation taking [48:31] place. For instance, at the last select board meeting, I brought up that Wells actually charges [48:36] both residents and non-residents to use their courts. There's a pass that you buy into and you scan [48:44] in to be let into the facilities. And so personally, as a select board member, that's something I'm [48:52] interested in exploring. It's basically user fee. So to your point, hey, I don't play tennis or [48:58] pick a ball. Why should I pay for for those courts versus if nothing else, maybe it covers some of the [49:05] maintenance, costs, et cetera, that gets incurred. [49:10] So that's a conversation that's being happened. [49:12] That's, I believe, will continue to happen [49:15] as we explore improvements there. [49:19] Thank you. [49:20] Thank you. [49:23] I don't want to be with you. [49:24] Okay, but I do think that's a good idea [49:28] about going to the hotels. [49:29] I really, I do agree with you with that. [49:32] And I mean, I think it'd be a surprise because [49:35] I really believe it's an asset to offer that off-premise, and I mean, it gives them a way to entice people to come that are very actively involved in pickleball or tennis, and they don't have room on their property. [49:56] I think there will be some interest in that. [49:58] I, I, I, 100% agree. [50:27] We're spread to the, this, this, we're spread to the limit. [50:30] We're spread to the limit. [50:32] I, I think. [50:33] Please. [50:35] If, if, if I really do. [50:38] The people, you know, like on the picture, can they, can they promote the book? [50:45] Can, can they promote the initiative? [50:48] They, they're doing it now. [50:49] Yeah. [50:50] I mean, even though it's a town. [51:01] I'm nervous about the warrant. I'm nervous because it went from 50 to 100 and I'm around [51:09] town, and I hear what people are saying, and I'm nervous about it. If you really want [51:12] to get it passed, I think there's a way to make it a little more reasonable in people's [51:19] minds. The 50 to 100 was a big jump and I think it's needed. It's 100 plus needed there. [51:26] But you have to show, you have to show something that's given take. And that's where my [51:32] nervousness comes in, Kay. I don't want it to be defeated. And then you're sitting a [51:36] whole other season on the third court with the divots and the whole thing and not really [51:42] being able to be used. So I was just trying to think of a way that you'd be able to say [51:48] people down the street when they're walking in because you can't be in front of the thing [51:53] that you already, if it passes, we have this money ready to go from these other places and [51:58] it makes people more thinking that they'll have, they'll vote yes to it because we've spent a lot [52:05] of money, taxpayers have spent a lot of money between the Dunno Way Center and the town hall. So I'm [52:11] just, I'm trying to think about the other side. I, I would love for that to be done. I don't get to play, [52:17] maybe someday when I retire. I'll be over there. [52:55] Okay. The issue was that they got a donation [53:00] from the margin away foundation and so the the select board was very generous to take that $50,000 [53:07] which was going to go to the heritage and because they got the $120,000 then it went they specifically [53:16] said that they would increase it from $50,000 to $100,000. [53:21] And that was it. [53:22] So I'm confused. [53:25] Because the Heritage Museum was going to go on the warrant. [53:29] That's $50,000. [53:30] Oh, so they really changed it from $50,000 to $100,000. [53:34] But it wasn't given the money. [53:38] It was just changing the number on the warrant article from $50,000 to $100,000. [53:42] We're not going to have to stay town for the other 50,000, because it sounds like there's not another warrant article. There would have been two. One, yes, right. Okay, thank you. [53:57] So Kay is right. The town originally was asking the voters or the select board was considering asking the voters to pay for the lead bank paint removal at the Heritage Museum and the Marginway Preservation Fund actually donated those funds to do that work. [54:16] And thus at the select board meeting, there was a proposal put forward to increase the ask from 50 to 100. [54:23] since there wasn't going to be a second ask of voters to consider the lead paint removal. [54:29] One other point that I'll just say, Amy, to your point, just in conversations with people is [54:34] this is coming out of our reserve funds. It's not additional taxes. So it's money that's already [54:45] in our bank account. And that money, the reason why we have those funds in our bank account is [54:53] because year after year after year we produce better numbers in our parking lot revenues [54:59] which is money from tourism. I think that's a great. So I think it's just important to [55:08] say that anywhere? Sure, you can have this conversation with people that the money is coming from [55:15] our reserve account and look at the history of why we have as high of a reserve account as we do. [55:21] The other thing that might be important to note, while the number has not been solidified [55:26] yet regarding our taxes, this year it appears that our mill rate will actually go down [55:37] slightly. So we're probably one of the only towns in the state of Maine that will be able [55:42] to say that we're actually reducing our mill rate versus increasing our mill rate this year. [55:47] So, something else to just share as people are considering what to support. [55:52] Thank you. [55:54] Thanks, Heath. [55:58] That's an important point. [55:59] I just, this is amazing. [56:01] I just wanted, like the marginal way donation, you know, their nonprofit would be in the [56:14] future advantage to put together like a friends of, you know, the pickle ball and [56:25] the argument is park and have that there on the side so that you can [56:31] I'm sorry, shutting that off. You can't hear me? I'm sorry. I don't speak very [56:36] loud. I apologize for that. I apologize. I just wanted if it was, we could do a go [56:44] no fun meat thing. If we choose to do that, I would guess. I have no idea. I mean, the [56:54] town has a lot of rules and regulations, but like the friends of the, right, agamanicus. [56:59] Yeah, what agamanicus, and then if they want to donate, I mean, just like this place, [57:03] or the marginal way, helping this, they're all nonprofits that did that. So, community did [57:10] I just, you don't have to do that now, I just, you know, it's only, I don't know, what is it like maybe for eight, eight weeks before the, the voting, so, right, yeah, but I think that maybe with he's mentioning the, no tax implication, no, no increase, no tax. [57:37] huge. Yeah, I agree too. So I think maybe I will make sure that that's on the, it hasn't [57:45] gone to the printer yet. It's close, but so we might want to put that on the lawn signs [57:51] as well as the handouts. It's a great, great idea. We talk about that with people as the board [57:58] as the committee. Yeah, we can talk to them, but we can't act as a committee and put out any [58:06] information, people as private citizens, as residents of a gunquit. [58:10] Okay, okay. [58:12] All right. [58:12] All right. [58:15] I have no new business right. [58:16] I think, so I think we want to go to public comment. [58:20] Is there anything the brand? [58:22] Is there anybody out there in the public want to talk to us? [58:28] No hands. [58:31] No hands. [58:32] No hands. [58:32] Okay. Thank you. [58:34] All right.
