What the breakout [6:51] is relative to return expenses [6:52] and fuel costs fuel costs. We [6:52] know it just went out out of [6:55] sight. Okay. Sports complex, [7:59] but that if you have any [7:59] questions having this, where's [8:02] my here and happy to hear your [8:03] thoughts. [8:03] >> Okay. MISS Tony. Even that [8:06] you want to tell us about it. [8:07] Yes, good As we've had before [8:10] at the wooden jungle in [8:11] coordination with the library, [8:15] we present a story walk where [8:16] the kids actually have a [8:20] storybook and each walk has [8:20] along with activity. They do [8:24] so that it provides we want to [8:26] continue to support the [8:27] fitness trail with our [8:29] machines. And this is one of [8:31] our projects is to continue [8:32] each year. And so we'd like to [8:35] donate $5,000 to these frames [8:35] and they will at the [8:41] Storywalk. [8:42] >> I think it's great. I mean, [8:44] Local organizations are [8:45] working with our parks and rec [8:49] can so many different ways [8:50] this is one of because one of [8:52] the fit fundraisers. You do [8:53] like to be space. Yes, from [8:54] our funding. Have great turn [8:56] out there to participation. So [8:57] it's good to see the funds [9:01] being used back here. Yes, [9:01] commissioner this, it's good [9:06] to what is the total cost [9:09] estimated cost of the project? [9:10] >> The total for the frames [9:12] are $5,000. That's the total [9:15] cost we're donating at all. [9:16] And then we will donate [9:18] whatever it costs to provide [9:18] the story. And the story [9:21] walks. [9:24] >> And I see it said toward [9:27] and I want or more to it. Now. [9:32] Okay. Thank You want to make a [9:35] motion to approve or [9:36] disapprove, make a motion to [9:39] to approve the storywalk [9:40] project. I don't have the [9:41] number here, but the fact they [9:42] not those of dollar donation [9:43] from the Rotary Club. Thank [9:48] you. We have a motion by [9:49] Commissioner Carlos second by [9:50] Commissioner, good bread all [9:52] in favor say aye. Opposed nay. [9:56] >> Motion carries unanimously. [9:56] Thank you as Tony. Appreciate [9:57] what you do for a command [9:59] thank you. Matthew. You're [10:06] still in the hot seat. Yes, [10:08] >> Hey, I have this in line, [10:11] Harris, with Joseph Outreach, [10:12] Mitt Ministry. She's [10:12] requesting a fee waiver for [10:16] Douglas Brown amount of $200. [10:17] Her event is scheduled for [10:18] Saturday AUGUST 8th 2026 from [10:20] 08:00am to 03:00pm. As Harris [10:22] here. If you. He has any [10:26] questions. [10:27] >> It's Emmeline. I'm sure you [10:28] don't tell us about it. We [10:32] want to know. Good morning. [10:33] >> What first division, ok? I [10:34] want to introduce myself [10:34] because I know a lot of, you [10:38] know me from just coming in [10:40] praying. But it's time [10:41] introduce Joseph Outreach [10:44] Ministry as to what I do. A [10:45] review. My name a line. Harris [10:49] judge of outreach Ministry. I [10:50] am we go to a nursing home [10:53] once a week we see the [10:55] elderly, pray with the elderly [10:56] visit would be overly go to [10:58] the hospital. But those that [11:00] call are those that I go to a [11:01] nursing home in a back in the [11:02] hospital. I go to visit them [11:05] and pray with them. I also [11:06] have street ministries. So I [11:11] deal with a lot of drug [11:11] addicts drug dealers. You [11:12] know, those out there on the [11:15] streets to loss. That's that's [11:18] my ministry. That's what I do. [11:22] And this year, I just decided [11:25] to try to empower their [11:25] community as well other people [11:26] that there is different things [11:31] that we can do. Doing what [11:31] you're doing, giving you [11:32] another option. So this is [11:36] what this meeting is about. [11:37] Going had this meeting and [11:39] where is all free? We just [11:42] want them to come in and, you [11:43] know, know that, you know, you [11:47] can get a job. You can, you [11:48] year-old business if you do [11:51] the right thing. So that's [11:55] what this is is all about. [11:56] >> And appreciate let us know [11:59] all of the services you do for [12:00] this community. And that's [12:01] what's Okeechobee is all [12:02] about. You know, what we can [12:05] do for each other. And and now [12:06] there's so many people out [12:07] there like you said, working [12:09] behind the scenes that the [12:10] public in and we never Satan [12:12] to know that. I mean, we [12:13] appreciate it so much. When [12:14] you can give us a prayer. But [12:15] it's good to know about all [12:15] the things you're doing [12:17] Cancer. So. Any questions, [12:21] comments? What's your pleasure [12:24] board to approve second. We [12:25] have a motion by commissioner [12:27] summer second by Commissioner. [12:29] Good brand. All in favor say [12:30] All opposed. Nay motion [12:35] carries unanimously thank you. [12:35] MISS Like you. I'm just gonna [12:37] leave. These cards were just I [12:38] know. I I briefly tell myself, [12:40] but it's a little bit more on [12:41] this. Therefore, if you kind [12:43] of know who I am, when a [12:44] >> do come back to do another [12:45] and I enjoy doing a prayer at [12:48] the county commissioners [12:49] meeting. [12:50] >> Thank you so Again, thank [12:55] you, Matt, appreciate you. [12:57] You're getting to be Pro [13:02] witness. [13:02] >> I get practice along with [13:03] So great. We appreciate you. [13:09] >> Thank you. Yes, sir. Okay. [13:12] >> It's just good. This it. I [13:15] guess you can tell us who's [13:16] coming. Has your name on it. [13:17] So Kaylee and a MISS Kay is [13:19] coming. But I didn't know if [13:20] you were saying something [13:23] before came a not so no, sir, [13:24] just get presentation Economic [13:28] Development Corporation. Okay. [13:39] >> Do we have the twins? [13:40] >> And I feel fancy. 2 [13:46] microphones good morning, [13:47] Commissioners, Attorney County [13:48] Administrator. I'm really [13:49] honored to be here with you [13:49] all today. Thank you for [13:53] having me. I'm particularly [13:54] excited to be here because we [13:55] have lots of great news to [13:58] share. And I think that's it's [13:59] always good to focus on the [14:01] positive rate. You guys had [14:03] some other good things to [14:03] celebrate today. And we just [14:09] need to keep that going. This [14:10] first slide. While I know that [14:12] you all are aware as [14:14] commissioners who sits on our [14:16] this is really I always like [14:16] to include this in our [14:20] presentation material because [14:21] this is really for the public [14:22] who MAY be listening and [14:23] doesn't necessarily know about [14:24] the corporation or the [14:25] services that we offer. But I [14:29] think this is particularly [14:30] important information for [14:33] businesses to see that we have [14:34] some incredible board members [14:37] who are very seasoned when it [14:38] comes to elements of economic [14:41] development and in the [14:42] business community, we have [14:44] some amazing champions that [14:49] are rallying behind projects [14:50] growth, retention. And they're [14:52] just very supportive of what [14:53] businesses are hoping to [14:55] achieve in the community. And [14:56] I don't know about you, but [14:57] that's really some incredible [15:00] players that we have behind [15:01] the strategy of of which were [15:03] trying to accomplish here in [15:05] the community. And I know I [15:05] didn't I probably didn't say [15:07] it for the record, but my name [15:08] is Kaylee Cannon. The [15:10] PRESIDENT Of the Economic [15:11] Development Corporation. As [15:12] David was actually alluding to [15:13] earlier, I have an associate [15:16] who works in my office and her [15:18] name is Alex t Arena and she [15:21] is the director of existing [15:21] industry. For those of you who [15:22] are watching and don't know [15:27] who we are. Somebody give you [15:28] just a brief summary. I'm not [15:30] necessarily going to leave [15:31] read these items line by line [15:35] just for sake of time today. [15:35] But you review some of these [15:36] at your leisure, all try to [15:39] hit the high notes. One of the [15:40] most important things that I [15:41] think the Economic Development [15:44] Corporation does for the [15:45] community that they do you [15:47] know, especially when it comes [15:48] to the city and the county is [15:50] that we represent you when we [15:51] go places. That's a big deal [15:52] because we got a lot of are no [15:55] places to the community. While [15:56] we do spend a lot of time here [15:57] with businesses that are here, [16:00] we spend a lot of time on [16:02] other projects at the state [16:03] level, the regional level, the [16:05] local level and education [16:06] wise, Alex and I actually [16:09] represent the community on [16:10] several different boards to [16:13] make sure that we are apprised [16:16] of what's going on that we [16:17] know where the resource [16:18] directions are going. And so [16:21] that people know that [16:22] Okeechobee is the best place [16:23] to live and do business. And I [16:26] think that's really important. [16:28] Some of the important ways [16:30] that we have represented the [16:30] community of Okeechobee in the [16:32] county in the places that we [16:35] have went recently is we were [16:36] invited to a small event that [16:39] space Florida hosted and we [16:40] were actually personally [16:41] invited, which I thought was [16:43] great. We are right now [16:45] working on a space Florida [16:47] project at your airport MS. [16:50] And I know we've reported on [16:50] that before, but this is a [16:53] very unique event because it [16:53] was small. [16:54] >> They called it a partner [16:56] workshop. And on Day one, they [16:57] had. [17:01] >> Lots of very large and very [17:02] high. An aviation business is [17:03] represented there and giving [17:03] their feedback on trends in [17:07] that industry. Airports. Very [17:10] important to us. And we know [17:12] that there's a lot of room for [17:16] growth like all year. Rift [17:17] Grant, you know, we're looking [17:17] at future how we can develop [17:20] that for the future. And so [17:21] there was a lot of really good [17:23] industry feedback. We got to [17:24] spend some time with industry [17:24] that night. And then the [17:26] second day they called a dumb [17:27] more like a stakeholder event [17:29] where the actual it owes in [17:30] the communities could give [17:33] their feedback. But I thought [17:34] there was some really great [17:37] takeaways from that. But [17:38] there's lots of opportunities [17:40] that Alex and I have where we [17:42] can go and spend time with [17:42] specific target industries. [17:44] And I think that was a really [17:45] great event. And we're looking [17:46] forward to bringing you are [17:47] really great space. Florida [17:50] project. Alex also was able to [17:53] speak to the leadership [17:54] Okeechobee class about [17:54] economic development and [17:55] telling them who we are and [17:56] what we do. So that was always [17:59] a great opportunity. Another [18:03] one of the really amazing ways [18:06] that I think our office help [18:07] support what we're trying to [18:09] do in this community. Beyond [18:10] representing you, the places [18:14] that we go I'm gonna call this [18:16] Alex's baby. But as our [18:16] program called business [18:17] retention and expansion, and [18:22] while the external community [18:24] probably knows of us because [18:25] of MAY be more flash, your [18:26] projects that are recruitment [18:27] bright based, right? We're [18:27] always talking about what's [18:31] new and what's coming. I think [18:32] where the community is going [18:34] to find the highest return on [18:35] their investment is making [18:35] sure that the businesses that [18:37] are already established here [18:38] have the tools that they need [18:42] to be successful. And so [18:44] that's we have, you know, [18:46] technically a whole person [18:47] dedicated for this program. [18:49] But this is really important [18:50] to us. So there are a few [18:51] different ways that we support [18:53] businesses that are here that [18:56] are already existing in that [18:57] maybe I there are looking to [19:00] expand. Are already in that [19:03] expansion process or we've [19:05] also talked to some businesses [19:08] who weren't doing well and [19:09] were considering leaving. And [19:09] so we were able to make sure [19:12] that that didn't happen. And [19:14] so before I go any further, [19:14] I'd like to just make sure [19:17] that I know for the record. [19:18] For those of you who are [19:19] listening to this presentation [19:21] today. And for those of you [19:24] who MAY watch in the future, [19:25] if you are one of those [19:26] businesses or, you know, it's [19:27] one of those businesses, [19:29] please give us a call. While [19:32] we do try to focus on [19:33] businesses that are what we [19:36] try to call a target industry, [19:37] I've never turned a business [19:37] down when they called in [19:40] asking for assistance. So if [19:40] you're one of those businesses [19:44] are, you know, one. It are a [19:45] contact information will be at [19:47] the end of the slider. You can [19:48] find or information online. So [19:48] please don't hesitate. We love [19:52] to come and assist. You. [19:52] Moving right along there. [19:53] Several different ways that [19:55] that we like to support when [19:56] it comes to business, [19:59] retention and expansion. One [20:00] of the new items that we've [20:01] added to this in the last [20:02] fiscal year, the you actually [20:04] got to see us work on her [20:06] first projects was the culture [20:07] of collaboration committee [20:08] that we started where we work [20:12] with other organizations who [20:13] have really similar missions [20:14] to us, but maybe perhaps just [20:18] have a different focus in [20:19] their charter. But really the [20:21] end goal is the same. Whether [20:23] we're talking about the [20:25] Economic Council, main Street [20:25] tourist development, the [20:30] Chamber of Commerce, our end [20:30] goal is all the same. And that [20:32] is we want Okeechobee, the be [20:32] the best place to come and [20:35] visit to live and to do [20:37] business. So we have been [20:38] working really hard in the [20:39] last year to make sure that we [20:40] put together what's called a [20:44] community service matrix. And [20:45] that actually is something [20:47] that came right out of the [20:47] polycom study and the [20:48] strategic plan that we had [20:51] done with vision. First and [20:51] actually in the visiting [20:52] pursed, Terry probably knows [20:53] this. He was on the original [20:55] group that did that. Actually [20:58] called it the culture of [21:00] collaboration While we've have [21:01] completed the service matrix, [21:02] the purpose of that is to make [21:05] sure that no business visitor [21:07] or resident falls through the [21:08] crack it if they need help. [21:09] Now we all have different [21:13] services, of course. But we [21:13] want to make sure on some of [21:17] those projects. Certainly we [21:19] could say that these perhaps [21:20] the organization's work with [21:22] some of those together and we [21:23] want to make sure that we're [21:25] all in the same page that [21:25] we're communicating [21:27] effectively. And again, that [21:29] nothing, no one falls through [21:30] the cracks in that everyone [21:30] gets the services that they [21:33] need. Of course, I've already [21:34] alluded to the fact that we've [21:35] been working a lot with Justin [21:38] and Zach at the airport to [21:40] support. Of course, the [21:41] businesses that we already [21:41] have their right. We're [21:45] talking about the Army. One [21:46] initiative that was really [21:48] important in this last fiscal [21:50] year was we actually host of [21:52] what we call an aviation [21:54] roundtable. And that was [21:55] industry specific event. I [21:56] know if you if you were able [21:56] to attend that and I I was [22:00] happy to see you there. We [22:01] spoke to every single tenant [22:04] that you have currently [22:05] existing I'd like to [22:06] attendance rate was pretty [22:07] high. We didn't necessarily [22:08] have everyone there, but it [22:12] was almost everyone. And so I. [22:13] I've been wanting to do that [22:15] for a long time. This is my [22:15] 6th year of being with the [22:16] corporation. And so that was a [22:19] full circle moment for me [22:19] because I was just really [22:22] proud of how we were able to [22:23] show the businesses out there [22:26] that our community is a united [22:27] front and that we're all [22:29] working together to support [22:29] the objectives and what [22:30] they're trying to accomplish [22:31] with their businesses out [22:33] there. I thought that was a [22:34] great event. Very thankful for [22:37] the partnership with Justin [22:38] and with Zach and I'm looking [22:40] forward to how that is going [22:41] to grow in the future, [22:42] especially with the rural [22:43] infrastructure dollars also [22:45] happy to assist with that. And [22:47] then we've been also working [22:47] side space, Florida. We've [22:50] been working with Florida [22:53] banks, Alex. It's on the crew [22:54] source Heartland. Gordon, [22:54] sounds like one of us is [22:57] rotating back onto that. So [22:58] we're going to continue to [22:59] serve. We're going to continue [22:59] to serve you in those ways in [23:02] the future. And of course, [23:03] listening to Alex in the back [23:05] of my mind. Tell me that I [23:07] would be remiss if I didn't [23:08] say that we are in the very [23:11] early stages of bringing back [23:11] to you, Chris Mustn't [23:17] Okeechobee tbd on that. [23:18] Course. Now this is one of my [23:19] favorite things to talk about [23:21] when it comes to business, [23:22] retention and expansion. And [23:22] that is making sure that we're [23:24] engaging with our workforce [23:26] and our future workforce. And [23:29] one of the ways that we do [23:31] that we technically have 2 [23:31] programs. We have touch a [23:32] truck and then we have [23:36] Okeechobee junior leaders. [23:36] This just such a special [23:39] program to me. I could I could [23:40] do a whole presentation on [23:42] just this one alone. But this [23:46] is the corporations program. [23:46] And it's a historically we [23:47] started in a partnership with [23:49] the school district, but [23:50] they've since allowed us to [23:54] hold the baby, if you will. [23:55] But this is a soft skills and [23:58] workforce readiness program [23:59] geared towards targeting [24:01] middle school and high school [24:04] students. This actually is a [24:06] misprint. We had 79 students [24:07] who graduated this program, [24:08] which means we're actually [24:10] almost at capacity were able [24:11] serve 80 students in the [24:14] summer. So that was incredibly [24:18] full circle for me. We had so [24:19] many local partners that [24:20] helped make this possible, [24:23] whether they sent their staff [24:25] opens their their business for [24:26] the day, took time out of [24:28] their schedule. And sent [24:32] people to talk. I'm so [24:32] thankful to you all we were [24:33] able to highlight so many [24:36] unique elements of the [24:38] community of the county. Some [24:38] of you were actually able to [24:41] address the students directly [24:43] as government talking about, [24:43] you know, what trends are [24:44] going on. Thank you for your [24:48] time on that. I'd also like to [24:50] note that this is actually an [24:51] incredibly expensive summer [24:57] camp, but it is entirely [24:59] supported by donations and [25:00] sponsorship opportunities now [25:03] known as Tony was in here [25:03] before Children. Service [25:06] Council gives the bulk of that [25:09] that money. $28,000. But I [25:10] think as far as the return on [25:13] investment for program. It's [25:15] it's pretty incredible. The [25:16] money and the partnership that [25:17] businesses are willing to to [25:18] give to us to make this [25:23] happen. Again. I'm just going [25:24] to leave you this year. We [25:26] were really big on getting [25:27] feedback from not just the [25:28] partners that the students as [25:30] well. We're going to be [25:31] sending you all newsletter [25:33] soon. And we have some [25:34] feedback directly from the [25:35] students that we're going to [25:38] share with you. But I think [25:39] one of my board members said [25:41] it best. You know, sometimes [25:42] we're trying to quantify [25:43] impact. But I think with this [25:45] program, there MAY be some [25:47] measures of im impacts that [25:48] are unquantifiable, if you [25:52] will. And so I thank you for [25:54] your partnership with this. [25:56] Here's just a quick again. I [25:58] like to include this slide 4, [26:00] the external community. He's [26:00] going to be looking at this. [26:01] If you see any of these people [26:05] in the community, give him a [26:05] hug. Give my handshake for us. [26:07] Tell him we're so thankful [26:09] because without the people on [26:10] the slides, we wouldn't be [26:13] able to do it. I'd also like [26:17] to note that it it is us. [26:20] Technically the program is 16, [26:20] half days. So while it feels [26:22] like a lot of time, as for its [26:24] actually quite short. Now, I [26:25] didn't say that that time was [26:30] an intense. But for 16 [26:31] half-days at $40,000 that we [26:36] were are able to up locally [26:36] find and source. I think [26:37] that's an incredible our ally [26:41] to the community. Moving right [26:43] along our 3rd priority here. [26:46] And I think this is another us [26:48] certainly unique way that the [26:49] corporation is able to support [26:51] the community and the county [26:53] is making sure that our sites [26:57] are ready. For development now [26:57] in economic development, [26:59] there's several terms you'll [27:02] hear shovel ready or or site [27:06] readiness and that is [27:07] incredibly important to the [27:09] work we do. And I know that [27:10] you all know that. But that's [27:11] just, you know, just another [27:13] know for the community when it [27:15] comes to recruitment in a lot [27:17] of cases, business retention [27:19] as well. If businesses need [27:21] more space, if we do not have [27:21] a place to put them, they [27:26] cannot come so the place [27:27] making of site development is [27:28] it is it is so crucial to what [27:33] we do. There's several things [27:34] in this time frame this [27:35] quarter that we've been [27:37] working on. It comes to that. [27:42] We work very closely to stay [27:42] also submitted riff [27:44] application this year. One of [27:49] our sites was awarded. Grant [27:49] writing services from a [27:50] company called of it [27:52] Solutions. And so we were able [27:52] to work hand-in-hand with [27:55] them. They actually completed [27:59] a Grant Matrix and I believe [28:00] it's about 17, 17 or 18 for [28:02] grants that they think that we [28:04] could use for site [28:04] development. And my hope is [28:07] that we can take that list for [28:08] the one site and really apply [28:13] to all our sites. Even county [28:15] and city sites. So I'm looking [28:16] forward to sharing that [28:18] information with your team in [28:20] the future. Of course, we're [28:21] at the tail and we are almost [28:23] I'm looking at us. We're [28:26] almost done with our Web site [28:27] and there is so many [28:29] incredible tools on there that [28:33] the community is able to use [28:34] we get so many requests. I [28:35] think this is unique. We get a [28:39] lot of requests for data. [28:41] Community data across various [28:42] organizations. A lot of you in [28:44] this room have even called me [28:44] and asked if we have access to [28:46] specific date on the business [28:48] community. But we have some [28:51] amazing tools on that website [28:52] and some upgraded marketing [28:53] collateral that I think will [28:54] be very unique for us to use [28:57] in the future. One item of [28:57] note for you on this room is [29:01] that we have updated year [29:01] airport map. There's there's [29:07] one change that's pending. But [29:08] it's interactive and actually [29:09] shows where utilities are on [29:10] the map and give some capacity [29:16] guidance for that as well. [29:18] I'll I'll leave with this for [29:19] this slide that we are going [29:21] to be updating the strategic [29:23] plan that we have had done. If [29:24] you look back historically, [29:25] the polycom study was done and [29:29] I believe 2018 of around about [29:30] that time was when the vision [29:31] first plan was done. And of [29:33] course, that was post-covid. [29:37] So we need to refocus and [29:38] restructure post-covid impose [29:39] x, y z. There's been so many [29:41] challenges since that time. [29:43] And so we are planning on [29:45] redoing that and bring you [29:46] some very fresh strategy at [29:51] the end of the year. And [29:51] again, I know a lot of this [29:53] I've already discussed on not [29:53] necessarily going to read [29:54] everything on the slide, but I [29:57] do encourage you to actually [29:58] is or just spend some time [30:02] reviewing. This is also a [30:03] misprint. This is quarter to [30:05] activities. So this is, again, [30:06] just kind of a snapshot of [30:10] what we've been working on. [30:11] And then, of course, for the [30:13] public, this is probably my [30:14] most requested slider, all [30:15] same, perhaps maybe the most [30:16] popular one, which is what are [30:18] you working on? And this is [30:23] just sort of a snapshot of the [30:25] industry types. That's kind of [30:26] how I like to break it down [30:28] and then, of course, the [30:28] capital investment in the [30:30] project to jobs that we see. [30:34] From those projects right now. [30:35] Now, I will say that since I [30:36] put the slides together, we [30:39] have since added to brand new [30:42] active projects to the list. [30:43] And both of those will be [30:44] manufacturing. So the next [30:47] time we come to see you will [30:48] have a slight update on some [30:49] of those the capital [30:49] investment in the projected [30:55] jobs. I didn't necessarily [30:55] touch of them the slides [30:57] earlier. But one of the other [30:58] ways that we do support the [31:00] county is as your state [31:05] designated dto. We do respond [31:06] commute to our fives for the [31:07] community. So large businesses [31:10] looking at the state and [31:10] they've inquired the state [31:14] will send an rfi to all of the [31:15] videos and all ideas that [31:18] represent the communities are [31:20] responsible for responding [31:21] with a community packet. [31:22] Essentially this is who we [31:24] are. This is why she chooses. [31:25] And these the sites that we [31:25] think could serve that [31:30] project. In this time. We've [31:31] actually responded to 2 and I [31:33] kind of like to break capex [31:35] and the jobs out of those [31:36] because, you know, sometimes [31:37] we hear back from those and [31:39] sometimes we don't. But you [31:40] MISS 100% of the chances that [31:43] you don't take. So we like to [31:44] always respond. So we are [31:45] responding to rough eyes on [31:49] the community's behalf. [31:50] Questions about these before [31:51] ago, one another kind of going [31:59] fast. That's there's that we [32:00] yet there we are. That's a [32:00] U.S. Tonight. You can put a [32:02] name with the face. [32:03] >> Again, for those of you [32:06] listening today. Even if you [32:08] don't necessary, if if you're [32:08] not a business owner, but [32:11] perhaps, you know, one. We'd [32:12] love to work with you. We [32:13] don't we don't want any [32:13] business is to get left [32:17] behind. And we know it is. [32:18] It's tough out there right [32:19] now. And we know it's probably [32:20] going to get tougher in the [32:21] future. And that's why we're [32:25] here. So I'd be happy answer [32:26] any questions. I was talking [32:28] about that particular side [32:28] earlier. But you can ask me [32:32] any questions you want. [32:33] >> MR. Completely off topic. [32:34] Did you reach out to MISS [32:39] Doubleday? I did. [32:39] >> There's one other [32:40] community. I told I didn't [32:41] want to take away the [32:41] opportunity for another [32:45] community, but I tell her I d. [32:46] Happy to serve a warrant. Is [32:48] well. I will tell you when I [32:48] called her, she said, well, if [32:49] I can have both of you all [32:51] have both of you so. I told [32:55] her you becomes I didn't thank [32:56] and thank you for the [32:56] recommendation. We're always [32:57] happy to to represent the [32:58] community in whatever way we [33:04] can. [33:04] >> Thank you is very [33:05] informative and a person. I [33:06] know some of the projects that [33:08] you're working on and which [33:12] ended a round table for [33:14] airport. And I think it was a [33:15] good turnout. And the people [33:15] other only got to know each [33:18] other. But they got to know [33:21] your staff and MISS Alexan and [33:22] some of the commissioners and [33:25] community members that there. [33:26] Let them know that that we're [33:27] concerned about it. And we [33:29] appreciate what they So. [33:31] >> Think of how long, you [33:33] know, how that can really go a [33:36] long way for business of of [33:36] any size. Like I said, it's [33:37] getting hard out there. But [33:38] just knowing that you the [33:39] community behind you and that [33:41] they have a face and a a [33:42] direct phone number that they [33:44] can call if they have any [33:46] questions, even if it's not [33:47] necessarily relevant economic [33:48] development. I've got a lot of [33:50] really strange calls, but my [33:51] favorite thing to say when out [33:53] in the community is I MAY not [33:54] know the answer, but I bet you [33:57] I know someone who does so we [33:58] will. We don't want anyone to [34:00] to fall through the cracks. [34:02] Thank you so much. We [34:04] appreciate you. Thank you for [34:05] allowing to do this work. I [34:06] appreciate and I thank you for [34:11] your partnership. Okay. We're [34:14] gonna move on today. Value [34:15] Adjustment board. Thomas, you [34:16] want take this one place [34:19] >> good morning. Good Morning. [34:24] Commission question last year [34:29] in NOVEMBER. The county, you [34:31] as a board appointed each of [34:32] yourselves, too, the on [34:32] various boards, including the [34:36] Value Adjustment Board. [34:36] CHAIRMAN Hayes, a leaf and [34:37] commissioner good read were [34:41] appointed to be on the vab. [34:43] The vab attorney is [34:44] recommending now that the vab [34:45] season, his approaching that [34:46] we reappoint those [34:50] commissioners and then. Also a [34:51] point one of those [34:54] commissioners as a CHAIRMAN Of [34:55] the Vab and then the other is [35:00] vice CHAIRMAN Of the Vab. In [35:00] addition to the 2 [35:01] commissioners who serve on the [35:02] vab, there's also the county [35:07] citizen member. Last year that [35:10] spot was taken by this leash [35:13] Gori this year as they should [35:13] is not has not submitted an [35:15] application to serve again on [35:19] the Value Adjustment Board. We [35:21] received one application for [35:24] the vacancy from MISS [35:24] Christina Coverall who has a [35:25] property owner here in the [35:29] county. After reviewing musket [35:30] balls, application. It's been [35:32] determined that she's eligible [35:34] to serve this year on the [35:36] Value Adjustment board. So we [35:38] just we're looking for those [35:43] or for parts of this item. MR. [35:45] CHAIRMAN, sir, [35:46] >> If you will. And continues. [35:50] CHAIRMAN Ship. Yes, sir. You'd [35:51] read you willing to do the [35:54] vice I am. And if that's the [35:55] case and I would make the [35:58] motion to. Point, Christine, [36:01] that could grill to the so [36:02] point use it. You see it [36:04] appears to be very will good [36:05] for that particular [36:08] opportunity. Second, that [36:11] motion. [36:11] >> We have motion by [36:12] Commissioner Burrows second by [36:17] commissioner But the CHAIRMAN, [36:17] best chair and its citizens [36:19] appointment. And if a [36:24] discussion. All in favor say [36:25] Aye, opposed. Nay motion [36:27] carries unanimously. Thank [36:37] you, Thomas. We have checked. [36:38] The ag are here for the next [36:48] one. O p take that as a [36:51] compliment morning CHAIRMAN [36:52] And commissioners. [36:54] >> This item provides the [36:55] airport's financial and [36:56] operational update for the 3rd [36:57] quarter of fiscal year 2025. [37:01] To 2026. From a [37:34] financial perspective reported [37:35] airport revenue sources during [37:37] the quarter totaled [37:44] approximately 200,278 $1600. [37:45] This represents an increase of [37:49] approximately 42,700 or 18.1% [37:52] compared to the same quarter [37:56] of the last fiscal year. [37:57] Revenue sources included [38:01] county operated Fbo Services, [38:01] aeronautical facility, Rent [38:03] Airport Commerce Park Ranch [38:03] and miscellaneous Airport [38:11] revenue. County operated Fbo [38:12] services generated [38:13] approximately 118,000 and a [38:15] net revenue during the quarter [38:16] through fuel sales ramp fees [38:21] and related aviation services. [38:22] Monthly up net revenue [38:23] remained a consistent with [38:29] approximately 46,600 in APRIL, [38:30] 36,100 in MAY. And 35,500 in [38:35] JUNE. Lease revenue continue [38:36] to provide an important [38:37] recurring revenue source with [38:40] aeronautical facility, rent [38:41] generating approximately [38:44] 85,900 and the airport [38:45] Commerce Park rental [38:46] generating approximately [38:50] 73,100 during the quarter. [38:53] Operational activity also [38:54] remain strong. Using faa [38:56] defined aircraft operations, [38:57] including takeoffs landings [39:01] and touch and goes the airport [39:03] recorded 23,542 aircraft [39:07] operations during the quarter. [39:08] This represents increase [39:12] approximately 2,855 [39:13] operations. We're 13.8% [39:13] compared to the same quarter [39:19] last year. During the quarter, [39:20] the airport advanced several [39:24] strategic initiatives. The [39:26] wildlife Hazard assessment was [39:27] initiated in coordination with [39:29] Environmental Science [39:32] Associates come to enhance [39:33] aviation safety and identify [39:34] potential wildlife hazards and [39:38] mitigation measures. The apron [39:41] and the fuel Farm [39:41] Rehabilitation Project [39:42] Advance. True surveying and [39:45] geotechnical investigations. [39:47] Providing critical information [39:47] to support future design and [39:51] construction phases. Emergency [39:53] preparedness coordination was [39:55] strengthened through continued [39:56] collaboration with county [39:58] emergency management and fire [39:58] rescue leadership to support [40:00] disaster response planning and [40:05] operational continuity. From a [40:06] compliance and financial [40:07] stewardship perspective. The [40:08] airport successfully completed [40:11] the Clifton Larson. Allen [40:14] single audit process with no [40:15] findings related to airport [40:18] administered Aviation grant [40:19] programs demonstrating [40:20] continued attention to grant [40:21] compliance and responsible [40:22] management of airport [40:28] resources. Ordination [40:28] continued a privately funded [40:30] the hangar development [40:33] projects supporting additional [40:33] aviation investments and [40:34] long-term economic [40:34] development. Opportunities at [40:40] the airport. And summary [40:41] fiscal year, 26 quarter 3 [40:42] demonstrated continued airport [40:43] growth through increased [40:45] revenue. Sources, strong [40:47] aviation activity, [40:48] infrastructure advancement, [40:48] compliance and private [40:52] investment. Okeechobee County [40:53] Airport remains focused on [40:54] maintaining safe and efficient [40:58] operations. While supporting [40:58] aviation demand and economic [40:59] development opportunities for [41:03] the community. This concludes [41:03] my presentation. I'd be happy [41:05] to answer any questions. The [41:08] board MAY have. [41:09] >> Questions comments from the [41:13] board CHAIRMAN. Yes, sir, did [41:14] did you finish procuring the [41:19] ground power unit? So looking [41:23] to just if we so commissioner [41:25] chime in on that. We actually [41:25] budgeted that into this next [41:29] budget year. To make sure [41:30] we're getting exactly what we [41:33] need. So we did read budget, [41:34] the 2 capital items that are [41:35] to be purchased this year [41:37] because, you know, with what [41:39] John he's had to take on we [41:42] want to make sure we're [41:42] getting the right equipment [41:45] exactly what they need. So [41:46] when pushed it, Henry budget [41:49] into this 27 budget year knows [41:49] it. [41:50] >> Was it also included with a [41:55] laugh unit. 2. We are at the [41:56] labs when the planes come in. [41:57] Are we already have site? Yes, [41:59] sir. Yes, sir. We have that [42:02] station. [42:04] >> On site. Last ground per [42:04] unit wasn't sufficient off, [42:05] right? It just didn't have the [42:08] power. [42:09] >> No, sir, not that's the [42:10] goal is to move to a different [42:12] type of system. We we both. [42:13] >> Are tug and our ground [42:15] power unit are both battery [42:16] operated, I think and I won't [42:18] speak exactly for John on [42:20] this, but I think the goal is [42:21] to both of those to go to [42:22] diesel or gas powered unit [42:26] said that we don't have that. [42:27] That long-term sit those [42:28] batteries. They didn't [42:29] literally. We were a year and [42:32] 2 months and to the warranty [42:32] and it had a one year warranty [42:34] and it needed significant [42:38] amount work. We need to [42:39] replace battery Senate because [42:40] it did not get used properly. [42:42] It wasn't large enough. You [42:43] know, we didn't find that out [42:46] till later on. But the new [42:47] purchase items both. And just [42:48] I want to make sure that I [42:51] stay that both of those items [42:53] were looking at like military [42:53] surplus type items, other [42:55] airports, surplus type items [42:57] because the significant [42:57] capital purchase price for [43:00] that is brand new are too [43:01] great for the airport. That's [43:03] why I think the previous [43:05] director purchased the battery [43:07] operated items. But I think [43:07] we've got great opportunities [43:10] to purchase some really good [43:14] inspected maintains items [43:18] through military surplus or [43:19] government surplus. And the [43:19] way, will that was my next [43:20] question is will ask, are you [43:24] looking for good units that [43:27] airports MAY have. [43:28] >> Surplus powder. Yes, sir. [43:29] Or or even like, you know, [43:32] military or government time? [43:33] Yes, sir. Yes, sir. That was [43:34] what was provided to the [43:35] previous airport director with [43:36] some of those items. That's [43:37] how we became came up with a [43:38] budget that was presented this [43:39] year. [43:41] >> But with the changeover, we [43:41] would we would like to push [43:42] that out to make sure we're [43:44] getting exactly what we need. [43:46] Thank you, sir. Thank you. 0, [43:50] 1, other question is [43:52] >> full service truck? Is that [43:55] being will? Well utilized? [43:59] Yes, sir. Just want to make [44:02] one time when we got Another [44:04] airport director didn't think [44:06] we'd it will get much use. And [44:08] last I knew it was getting [44:09] used. It certainly isn't quite [44:11] a That's true. Due to the [44:12] flight school activity. [44:13] Apparently there's some flight [44:16] schools in the area that don't [44:17] allow there. [44:17] >> can post a self-serve. They [44:18] acquired the full service. So [44:19] we're getting played some good [44:22] news out of. Thank you very [44:28] much, sir. Anyone else? [44:29] >> Thank you for the update. [44:30] We appreciate that. And John [44:31] there. You want to take the [44:38] next [44:39] >> Okay. This requests board [44:42] approval. Of the Second [44:43] Amendment to the Terminal [44:46] Building restaurant with [44:48] landing Strip Cafe llc at the [44:51] Okeechobee County Airport. [44:53] Landing Strip cafe has [44:54] operated within the airport [44:55] terminal building since the [44:56] original lease became [45:01] effective and AUGUST 2021. The [45:01] restaurant provides an [45:03] important service amenity for [45:06] airport users. Tenants, [45:06] visitors, employees and [45:07] members of the public [45:11] utilizing airport facilities. [45:12] The proposed Second Amendment [45:14] renews of the existing lease [45:15] for an additional 5 year term [45:19] beginning AUGUST. First 2026 [45:24] expiring JULY 31st. 2031. The [45:25] amendment maintains the [45:27] existing triple net lease [45:28] structure and establishes a [45:32] monthly base rental rate of [45:37] $3,400. We're 40,800 annually. [45:38] With a 3.5% annual escalation [45:43] during the renewal term. [45:44] Comparison, the current [45:47] monthly base rent under the [45:52] existing leases $2,691.40. As [45:54] part of the renewal process. [45:56] The tenant obtains an [45:56] independent appraisal of the [45:58] least premises tenant's [46:00] expense and provided that [46:00] appraisal to the county for [46:05] review. Staff evaluated the [46:05] appraisal prevailing market [46:07] conditions, historical [46:09] tendency, operational [46:11] considerations and the [46:12] airports obligation to [46:13] maintain a fair and [46:14] self-sustaining rental [46:17] structure and determining that [46:17] the proposed lease terms are [46:21] appropriate. The amendment [46:23] also updates several [46:24] administrative provisions [46:25] related to faa compliance [46:27] requirements. Airport [46:30] operational rights assignments [46:30] and transfer provisions [46:32] continuation of existing [46:37] guarantee of occasions. In [46:38] summary, the proposed [46:40] amendment allows the airport [46:41] to continue providing a valued [46:43] restaurant service while [46:45] establishing updated rental [46:46] terms but support the county's [46:47] financial stewardship up [46:52] responsibilities. Staff [46:53] recommends approval of the [46:54] Second Amendment to the [46:55] Terminal building restaurant [46:57] lease with landing Strip Cafe [46:59] llc and authorization for the [47:00] CHAIRMAN To execute the [47:03] amendment. This concludes my [47:04] presentation. I would be happy [47:05] to answer any questions. The [47:08] board MAY have. [47:11] >> John, you said they did an [47:12] appraisal but honor rents. Why [47:14] wouldn't we just do [47:14] comparisons to the community? [47:20] What they're paying? I'm not. [47:22] >> It was entirely up to him [47:23] give me a minute before you [47:27] say no [47:28] >> and I understand when it [47:29] comes if to do the deal going [47:30] square footage, but you would [47:34] have to go to rest or it to [47:35] airports outside of the county [47:38] to get that. Comparison. And [47:38] we have an appraiser here in [47:41] the outer space. But I mean, [47:42] to know that if we talk apples [47:45] for apples Maine, we have some [47:46] landlords that did lease out [47:47] buildings for rescuers and [47:49] then. In a lot more dollars [47:53] than this. [47:55] >> Certainly the appraisal is [47:57] independent my apologies have [47:58] the name of the appraisal [47:59] company that performed the [48:01] service. But it was quite [48:04] detailed did utilize several [48:06] comparable of restaurants. [48:07] Markets, things of that nature [48:09] and was off quite quite [48:13] appropriate for this. [48:14] >> We've we didn't get a copy [48:16] of that. Want to be able to [48:17] compare to say, but I just [48:18] don't understand would cut [48:18] weight on that wrist or [48:21] buildings. Everybody else in [48:21] the county pays a lot more [48:29] than this. MR. Nelson. So if [48:35] we required to make we can we [48:36] not go above that appraisal to [48:38] get it out. That's what the [48:38] market does. It have to be at [48:39] the appraisal understand it [48:42] can't be below it. Is there [48:43] any limitations is just can't [48:45] say charged, fair market [48:46] value. [48:46] >> Yes, sir. Restricted to a [48:51] cap of the appraised. [48:52] >> Dollar amount. We do have a [48:55] cap of what we can charge on [48:58] the percentage wise of that [49:02] out. We try to stay within the [49:04] 10% of the value of the land [49:06] and the land use annual what [49:06] they say that that that [49:08] property and that that land [49:11] uses. But yes, we are. We are [49:11] restricted by the faa on what [49:16] we can charge on top of the [49:16] total contract amount the [49:19] total price them out and and I [49:24] I will say chair that I saw [49:25] Raisel and it seemed very [49:28] efficient for what? What's of [49:29] surrounding and what they what [49:32] information was provided. [49:35] >> So what are they used for? [49:38] Cops? I can. I can. Did to the [49:40] use local restaurants and they [49:43] go to LaBelle to the airport [49:44] there? Because I'm asking [49:44] because I have been saying [49:45] that I don't know. But they [49:47] used yesterday they use both [49:49] surrounding restaurants within [49:50] the community. [49:51] >> I would have to look at I [49:53] remember every single comp [49:53] that was in there. But then [49:55] they also look at airports [49:56] adjacent airports airports [49:58] that are in the same economic [50:01] stewardship is type that we [50:03] are. So they look at those and [50:06] then they take those square [50:07] footage is and that's how they [50:07] adopt what the value is based [50:09] off of our square footage. And [50:10] then it's also based off of [50:12] what the square footage [50:14] usages. And I will say that [50:14] they've added square footage [50:18] to this lease. Also from what [50:19] was in the previous said there [50:23] is actually outside of the [50:25] restaurant space. There is [50:26] more in this lease square [50:28] footage than we had in the [50:30] previous Lisa's. So there is [50:31] there's a little bit more [50:31] square footage showing and [50:33] that is just showing the use [50:34] outside of the restaurant as [50:46] as usable space. Town. We can [50:48] definitely mission that right. [50:48] And it's no fault of theirs. [50:49] But this is a guest, this [50:50] lease in the building at the [50:50] airport. This be cheaper than [50:55] anywhere else. But [50:56] >> I think some of that is [50:58] based off the criteria. The [51:02] the faa implements for usage [51:03] because they they wanted to [51:06] support aviation related. I'm [51:08] saying to them and claimants. [51:11] So they look at that. And that [51:14] is part of the criteria that [51:16] is required from the survey. [51:17] Also, is that what it does? [51:18] What does it bring an [51:18] economically? And that's what [51:19] the faa wants to see. What [51:23] does that bring in to the [51:24] airport so that I think those [51:25] numbers are and that appraisal [51:29] figure so just just want to [51:30] put that out there, too. And I [51:31] will look at that appraisal [51:32] again. I'll get you a copy. [51:34] Thank you, Yes, sir. Most [51:37] pleasure. The board motion [51:41] approved second. And motion by [51:43] Commissioner good bread. [51:44] Second by commissioner summer [51:44] to prove that 5 year [51:46] extension. [51:49] >> With numbers presented to [51:50] us all in favor say Aye. Aye, [51:52] all opposed. Nay motion [51:53] carries unanimously. Thank [51:57] you. John shares. Can we? We [51:58] have a long presentation next. [52:00] Can we take a short break? [52:10] Okay. [52:11] Welcome back. [52:12] >> Sir, how are you today? I'm [52:12] fine. Thank you. Good morning. [52:18] Good morning. During the [52:20] budget workshop meetings, the [52:21] board provided direction [52:22] regarding various revisions to [52:22] the proposed General fund [52:25] budget. [52:26] >> Staff has incorporated [52:29] those revisions into fiscal [52:30] year 26. 27 proposed budget [52:31] for presentation and [52:35] consideration. Summary of [52:37] budget modifications includes [52:39] adjustments for Okeechobee [52:39] County Sheriff's Office [52:42] amended budget request was [52:48] decreased by 242,000, $371. [52:49] The Okeechobee County clerk [52:51] and comptroller's amended [52:53] budget request was decreased [52:58] by $32,971. Administration and [53:00] personnel expenses were [53:01] updated to reflect [53:02] organizational structure [53:03] changes. And the addition of [53:07] the grants manager position [53:08] including salary allocations [53:09] worship duties and [53:11] responsibilities. Our county [53:12] administrator would like to [53:14] provide you with some [53:15] additional information. [53:19] >> Thank you, So personnel [53:20] within the administration [53:24] department. Only has with with [53:25] these changes in the grants [53:30] manager position added has a [53:32] 0.6% increase and this is due [53:34] to the allocations specific to [53:37] the jobs. So we have certain [53:40] jobs depending on the amount [53:42] of responsibility for that [53:44] department allocated to other [53:45] funds to help offset some of [53:47] the costs. And the general [53:50] fund. So one of those is the [53:51] grants manager position that [53:53] was recently added currently [53:57] we have a vacancy in the ship. [53:58] Affordable housing position [54:00] and there was another creative [54:01] solution provided by one of [54:04] our staff members to shift [54:06] those responsibilities and to [54:07] the grants Department and for [54:08] the grants manager position. [54:10] So this does not increase or [54:13] decrease any pay grades. It's [54:13] just a shift in [54:15] responsibilities to grants [54:17] department within the grants [54:20] manager position and it helps [54:22] for succession as well. When [54:23] we do have a vacancy cause, [54:26] there's now 3. Personnel [54:29] within grants. You have the [54:32] strategic planning and Grant [54:33] administration director, you [54:34] have the grants manager and [54:34] then you'll have the grants [54:36] specialist. So currently ship [54:38] in affordable housing is [54:39] underneath community [54:44] development. Looking to be [54:45] classified. That position show [54:47] community development [54:49] coordinator again, no changes [54:51] in pay and job descriptions [54:53] will be provided at the next [54:54] meeting with further [54:57] information approval. So [55:00] that's part of minimal [55:02] increase in person now because [55:05] the grants manager position is [55:07] allocated partially to the [55:12] ship fund, which is one 19. So [55:13] although we've added a [55:13] position we we've we've been [55:15] creative with the allocations. [55:19] So. [55:21] >> The revised budget revenues [55:23] have been updated to [55:26] incorporate the 7.5, 0, 0, 0 [55:27] millage rate recommended by [55:29] the board during the budget [55:30] workshops and the updated [55:32] budget funds summary for all [55:34] funds has been updated to [55:38] incorporate fund revisions. [55:39] The audited financial [55:40] statements have been provided [55:41] for the fiscal year ending [55:43] SEPTEMBER, 30th 2025. Julie [55:47] Fowler with Cla will be [55:48] presenting the audited [55:49] financial statements that that [55:52] AUGUST 13th board meeting the [55:53] projected cash balance. Ford [55:54] has been updated to reflect [55:57] the audited fund balances. At [55:59] the diocese. You will have [56:00] replacement plate pages for [56:03] your proposed budget workbook. [56:04] And I am available to answer [56:04] any questions that you MAY [56:13] have. Any questions. Thank you [56:19] so much. The next agenda item [56:21] that I will be presenting for [56:24] you is the preliminary rate [56:26] resolution 2, 0, 2, 6 Dash, 4, [56:27] 2, for emergency medical [56:30] service tax assessments. [1:02:13] Good Bread. All in favor say [1:02:15] Aye. Aye. All opposed nay [1:02:19] motion carries unanimously. [1:02:23] It's Lisa. [1:02:24] >> Board approval is required [1:02:26] to determine the fund, the [1:02:28] millage rate for fiscal year [1:02:31] 26. 27 for the trim notice [1:02:32] purposes and the law [1:02:32] enforcement mst you millage [1:02:35] rate for trim notice purposes. [1:02:36] The proposed general fund [1:02:38] budget total is 89.0. 8 [1:02:41] million which represents a 5.3 [1:02:42] million dollar increase from [1:02:44] the fiscal year. 25 26 budget [1:02:48] or 6.3%. The general fund [1:02:49] proposed budget is balanced [1:02:52] with the millage rate of 7.5, [1:02:54] 0, 0, 0, which is a decrease [1:02:58] in the millage rate of 3.9%. [1:03:01] The rate of 7.5, 0, 0, 0, [1:03:03] generates. 38.3 million in [1:03:06] taxes. The general Fund [1:03:07] reserves represent 37.5 1%, [1:03:14] which is above the 3 month. At [1:03:15] 25%. The rollback weight while [1:03:16] neutral and revenue it [1:03:17] generates for the county will [1:03:19] still be a tax increase to [1:03:20] those properties whose [1:03:21] assessed value increased over [1:03:24] the prior year, even though [1:03:24] the board is not required to [1:03:27] capture that as such the [1:03:29] rollback rate generate 36.4 [1:03:31] million in ad valorem revenue [1:03:33] with the current general fund [1:03:35] proposed budget. The reserves [1:03:38] would represent. 36.2 7% above [1:03:42] the 3 month at 25%. Once the [1:03:43] trim notice millage is set. [1:03:45] The board MAY reduce the [1:03:46] millage, but it MAY not [1:03:50] increase the millage rate. [1:03:51] We've included, you know, a [1:03:51] great options for the board to [1:03:53] consider fur trim notice [1:03:55] purposes. Staff is [1:03:56] recommending that the board [1:03:57] adopt the tentative millage [1:03:59] rate for the general fund and [1:04:00] a tentative millage rate for [1:04:00] the law enforcement trust [1:04:06] fund. [1:04:09] >> Okay. Morden workshop [1:04:10] discussion. We had a consensus [1:04:11] of the board to go with a 7.5. [1:04:16] Is that still? Your desires? [1:04:24] Yes, sir. It for me. Okay, We [1:04:26] want to set that and law [1:04:28] enforcement long for is 0. [1:04:32] Doing to us. It's interesting, [1:04:34] too, that law enforcement, ems [1:04:37] to use never been activated [1:04:41] And 7.5, the mileage on. Take [1:04:44] mission, which generates how [1:04:45] much? [1:04:55] >> 36 million, 354,000. 384. [1:04:56] >> 7.5. Know. So 5 38. I hope [1:05:02] to 67 7.73. You need emotional [1:05:05] MR. CHAIRMAN, we do. Make [1:05:10] motion we established mileage [1:05:14] rates for 2026. A 7.5 mileage [1:05:14] and the average warmth 0 on [1:05:17] the in this to you. Second. [1:05:22] Any further discussion. All in [1:05:24] favor say Aye. Aye, all [1:05:25] opposed nay motion carries [1:05:30] unanimous. [1:05:33] >> Okay. Muslims, your biggest [1:05:34] a matter of us here before [1:05:37] before you had chance to [1:05:38] speak. So I've been a few for [1:05:39] what I did. Told him believe [1:05:49] that go back. In Chief. Are [1:05:59] you taking the next one? Good [1:06:03] morning. Commissioners. [1:06:04] >> Here today to follow-up [1:06:06] from the Budget Workshop, [1:06:07] y'all had asked that we come [1:06:08] back with a discussion on [1:06:13] Tyler Technologies and the [1:06:15] pros and cons on staying with [1:06:17] Tyler Technologies versus [1:06:18] moving to a different [1:06:19] direction. So past material [1:06:33] out real quick. [1:06:57] Spain. [1:06:58] >> The fact that there's one [1:07:02] inch froze and the page and a [1:07:02] half Thank thank you answers [1:07:17] or even. [1:07:28] >> Though, as a commissioner [1:07:29] summer alluded to, you can see [1:07:31] a distinct difference and the [1:07:33] list of pros versus list to [1:07:36] Cannes. And if you notice on [1:07:36] the on the list of pros, [1:07:38] there's also but behind each [1:07:41] one of those. Start with that [1:07:42] one because it's easier to get [1:07:46] through. The prose Tyler [1:07:48] technologies. And it's kind of [1:07:50] what they sold us on. I was [1:07:51] there when that when they [1:07:52] pitch to, you know, just like [1:07:54] any other good salesperson, [1:07:55] they say a lot of good things. [1:07:59] But it does have an automated [1:08:00] e-mail system that sends a [1:08:03] went permits, ready or and and [1:08:05] he preached epicenter to the [1:08:07] contractors. But we are having [1:08:08] issues with that at sending it [1:08:08] to the wrong contractors for [1:08:10] the wrong subs. So that that [1:08:14] is up. If it was fully [1:08:18] functional, it would. It's a [1:08:19] potential pro that's not in [1:08:20] reality approach. So strike [1:08:22] that one from the list. So [1:08:23] Tyler also has online system [1:08:24] for contractors and members of [1:08:27] the public to be able to go on [1:08:28] and see what what's happening [1:08:29] with their permits versus any [1:08:30] other public information [1:08:34] permits. The flaw that one is [1:08:36] that you have to log in sign [1:08:38] create an account to request [1:08:41] that public information. So [1:08:42] people certainly can still [1:08:43] complete a public information [1:08:47] request via the just for you [1:08:48] per or any other of our [1:08:49] avenues. But get on this plan, [1:08:49] you have to create an account [1:08:56] with them. I guess this is a [1:08:58] is a pro that the the iPad [1:08:58] system that they have works [1:09:01] better than our one. Are flaws [1:09:04] with it. But it does work [1:09:07] better than the old system and [1:09:11] the GIs which I mean, [1:09:11] honestly, I have not use that [1:09:12] system, but I'm assuming it's [1:09:15] it's Google Maps. So most most [1:09:17] of the route options or uses [1:09:19] Google Maps or Waze, which is [1:09:22] the same technology. So with [1:09:23] that being said, there's the [1:09:24] good things that higher offers [1:09:28] us. With Joe CHAIRMAN. Would [1:09:28] you like to go through all of [1:09:32] the negatives? Are? That if [1:09:33] it's ok with the board, when [1:09:33] we hit gave give us the [1:09:36] highlights year. [1:09:37] >> So the very large largest [1:09:39] issue we have with them is the [1:09:41] data conversion was not done [1:09:43] properly. And we have 80,000 [1:09:45] plus permits that are listed [1:09:47] under legacy data that didn't [1:09:50] translate properly. So anytime [1:09:51] we go to deal with a property [1:09:53] that has one of those permits. [1:09:54] There's a lot of manual data [1:09:58] entry sometimes missed data [1:10:02] entry that we're dealing with. [1:10:03] We are still in the process of [1:10:05] trying to get that worked out [1:10:06] to some direction that [1:10:07] Commissioner Burrows gave us. [1:10:08] We're working with them to try [1:10:09] to solve some of those [1:10:11] problems. But we don't have an [1:10:11] end in sight for that. We [1:10:14] don't have a we're going to be [1:10:15] done in 3 months or we're [1:10:15] going to be done in 6 months [1:10:19] or 2 years. There's no end in [1:10:19] sight or even a potential [1:10:22] resolution yet from Tyler one [1:10:26] of other issues we have just [1:10:27] recently found is Tyler, [1:10:30] doesn't it lacks the ability [1:10:31] to give credits to a bill. So [1:10:32] if someone has an invoice and [1:10:33] they've already paid certain [1:10:37] amounts, we can't credit that [1:10:38] back. So that's that's a [1:10:39] process that we're trying to [1:10:39] get them to correct as we [1:10:43] speak. And that to their [1:10:44] defense that came up about a [1:10:48] week and a half ago. That's [1:10:49] not something that they [1:10:50] haven't fixed yet. You but [1:10:51] you'll see on this list. There [1:10:52] are things that we have asked [1:10:54] for and been working for [1:10:57] toward for months to get a [1:10:59] resolution with with no, no [1:11:02] luck. [1:11:05] >> Is so Mr? CHAIRMAN? Yes, [1:11:06] sir. It particular issue you [1:11:07] just talked about. Is that [1:11:11] something? It's so. Is a [1:11:12] product of the system that's [1:11:13] supposed to be working [1:11:16] correctly or is that something [1:11:17] that? [1:11:17] >> And it's not something that [1:11:22] we were sold on, that it would [1:11:23] that. Speaking of mistress [1:11:24] Ayres, I couldn't fathom a [1:11:25] system that bills customers [1:11:27] that doesn't issue credit. So [1:11:28] I can say that they told us it [1:11:30] would do it and doesn't we [1:11:32] just something we just [1:11:32] recently learned that we [1:11:35] needed to do and it doesn't [1:11:37] provide that service has as of [1:11:38] today. That answers the [1:11:39] question. So that obviously [1:11:40] didn't do it. Start correct. [1:11:48] Okay. Which is a problem. [1:11:49] You'll see a lot of the things [1:11:52] in here that require staff to [1:11:53] duplicate efforts because the [1:11:57] system doesn't integrate of. [1:11:58] And I won't say that they told [1:12:00] us that would do every one of [1:12:00] these things because we [1:12:04] probably didn't ask because [1:12:06] and that MAY be something not [1:12:06] maybe it will be something we [1:12:07] look at moving forward on [1:12:10] having a little bit better. [1:12:10] >> Idea of what we need to [1:12:14] ask. You know, at the time [1:12:14] only knew what what we knew [1:12:17] about the system. We had. So [1:12:17] we didn't know the things to [1:12:21] ask and and moving forward. [1:12:21] We'll do a little bit of [1:12:24] research on what it what it [1:12:25] should offer. [1:12:25] >> And now we also have a lot [1:12:26] better idea of what what this [1:12:31] system doesn't do. So just the [1:12:32] simple things I was talking to [1:12:34] my far Marshall chief Brig off [1:12:36] this morning when he goes in [1:12:37] and does a review of a of a [1:12:39] plan he has to. [1:12:40] >> Just a quick, 3 different [1:12:44] buttons just to submit it. And [1:12:44] it sounds simple. You know, to [1:12:46] click, click, 3 buttons and if [1:12:47] you're sitting at your desk [1:12:49] and you've got nothing to do [1:12:50] and you remember to do the 3 [1:12:51] buttons, that's fine. If you [1:12:53] don't do it, all of the stuff [1:12:53] you've done is gone. It's not [1:12:54] saved. You have to go back and [1:12:57] redo that. So that's those [1:12:59] little things. The blue beam. [1:13:01] Which is how we do plan [1:13:02] review. It's supposed to [1:13:04] seamlessly integrate with the [1:13:07] software and it doesn't. So we [1:13:08] have to download the plans, [1:13:09] reviewed the plans stand the [1:13:13] plans, upload the plans to end [1:13:13] to get it all to submit as [1:13:16] opposed to what what we were [1:13:16] sold on that was that they [1:13:18] would be able to do the online [1:13:19] plan review through the [1:13:27] system. A lot of a lot of [1:13:28] words to say. And I don't [1:13:29] think it's a big surprise to [1:13:32] me. All the staff is not [1:13:34] pleased with with the product [1:13:35] or the service, specifically [1:13:36] the service that we have [1:13:38] gotten from Tyler spent quite [1:13:41] a bit of time talking to [1:13:42] mistress Ayres and the county [1:13:45] attorney on our options and we [1:13:46] have what we have come to [1:13:47] realize is that our contract [1:13:48] expires this upcoming fiscal [1:13:53] year. So one of the options [1:13:54] and maybe our best option to [1:13:55] give us time to find something [1:13:58] will be to just stay with them [1:13:59] through the remainder of this [1:14:02] contract. And also start [1:14:03] looking for another product. [1:14:04] If that's direction, the other [1:14:07] side to go. [1:14:09] >> it it ends on SEPTEMBER. [1:14:09] 30th. [1:14:12] >> No, sir, we are in our 3rd [1:14:14] year of the contract. There's [1:14:16] some debate. On the contract [1:14:21] was signed on FEBRUARY Sorry, [1:14:25] FEBRUARY, 22nd So it. That is [1:14:26] 3 years. We didn't make our [1:14:28] first payment until JUNE. So [1:14:29] there could be some debate [1:14:31] over whether the 3 year starts [1:14:35] in FEBRUARY or JUNE. Yes, [1:14:36] ma'am. [1:14:38] >> For the contract, the [1:14:40] effective date is upon both [1:14:41] parties signing in the latter [1:14:43] date of the signature, which [1:14:46] would have been FEBRUARY 22nd [1:14:47] 2024, the attorney raised, you [1:14:49] know, something to consider, [1:14:50] but for the contract, the [1:14:51] effective date is based on the [1:14:52] signature. [1:14:57] >> So it's FEBRUARY. But yes, [1:14:58] that's correct. The on the [1:15:01] concern was that. Tyler Maye. [1:15:06] Pushed back. And want to defer [1:15:09] to the JUNE date. But either [1:15:10] way fixing. Coming security [1:15:11] contractors in the second or [1:15:14] the last party. So we made it [1:15:16] payment before we signed the [1:15:17] contract you know that so we [1:15:20] be extended JUNE. It can't be [1:15:21] terminated. Last JUNE. It [1:15:22] would be longer than FEBRUARY [1:15:24] saying that they MAY want to [1:15:24] hold her feet to the fire and [1:15:25] make us pay for FEBRUARY [1:15:25] login. [1:15:30] >> Chair. [1:15:31] >> The weather is FEBRUARY [1:15:34] agenda cost would be the But [1:15:36] the third-year feet would [1:15:36] still be the $80,000. Jim, we [1:15:38] just give a little more time [1:15:38] to yes, that's correct. A [1:15:41] potentially answer. So that's [1:15:43] assuming they would push. I'm [1:15:44] sorry. That's that's assuming [1:15:48] they would push back. But the [1:15:49] issue is that when 2 people [1:15:50] sign a contract on whatever [1:15:51] day that the contract says, [1:15:52] that's the date that the [1:15:53] contract is initiated. [1:15:54] >> So why would they push [1:15:58] back? [1:15:58] >> The only reason I could see [1:16:03] for that would be. Really just [1:16:05] day. They MAY take the [1:16:06] interpretation that there was [1:16:06] no about contract until there [1:16:11] was payment man I. Language of [1:16:12] the contract speaks for [1:16:15] itself. This is just a but [1:16:16] consider of consideration [1:16:18] point of consideration was [1:16:20] made when we were not informed [1:16:22] yet on when the last if the [1:16:24] 3rd year payment was made. So [1:16:25] have we made the payment for [1:16:28] this 3rd year cycle that we're [1:16:29] in. [1:16:30] >> Of the 80,000 to most [1:16:31] recent payment was in MAY of [1:16:35] 26 prefer 80,000. Okay. [1:16:37] >> So we've we've paid the 3, [1:16:38] 3, years and that and that [1:16:39] really we haven't known paid [1:16:41] in arrears. [1:16:42] >> No, we last year's 80,000. [1:16:45] I didn't pay until they [1:16:49] started fiction. Some stuff we [1:16:50] finally got to some agreement [1:16:52] and pay that one. But we for [1:16:55] the current and the [1:16:55] maintenance, again, we've been [1:16:58] debating when that should [1:17:00] start. I think last we [1:17:01] discussed was maybe having to [1:17:02] start in MAY, so go through [1:17:03] MAY of next year, but we so we [1:17:07] $80,000. If we shut off the [1:17:07] service today because we're [1:17:09] bound by contract. [1:17:11] >> And that's in this current [1:17:14] budget. You're budgeted. [1:17:15] >> There's no performance [1:17:17] agreement. We don't have an [1:17:20] argument. [1:17:21] >> Let the attorney can take [1:17:26] to the agreement requires in [1:17:27] the event that we would like [1:17:30] to terminate for breach that [1:17:33] we engage in a dispute [1:17:36] resolution process which [1:17:38] requires notice of what the [1:17:39] alleged breach is certainly be [1:17:43] this list. And then within 30 [1:17:45] days of Tyler's receipt of [1:17:49] that notice. Both parties, [1:17:50] meaning the county and Tyler [1:17:54] have to convene their [1:17:54] representatives to attempt to [1:18:00] find a resolution. Is [1:18:01] unsuccessful. We are then [1:18:01] required to submit to [1:18:06] mediation. If mediation is [1:18:07] unsuccessful, we could then [1:18:09] move forward with either [1:18:10] termination of the contract. [1:18:12] If both parties agree. [1:18:15] >> Or [1:18:16] >> towards litigation, it is [1:18:17] just the longer and more [1:18:20] expensive process. Then then [1:18:23] we're in FEBRUARY. And exactly [1:18:24] that. [1:18:26] >> And as more expensive [1:18:27] process is put it that way. So [1:18:28] that that's kind all to me. [1:18:31] That's off the table. What you [1:18:32] should be able to take a look [1:18:33] at this. Given time this list [1:18:36] here, obviously we're not [1:18:37] getting anywhere with this [1:18:40] list hear you correctly. [1:18:41] >> Yes, sir, have. I will not [1:18:42] say they have not fix [1:18:44] anything. They have fixed some [1:18:45] issues and some of them that [1:18:47] fixed in a timely manner. But [1:18:48] they were relatively small [1:18:48] compared to some of the items [1:18:50] that are on this list. [1:18:51] >> So just for the general [1:18:53] public's, I mean, we had in a [1:18:55] long gated conversation. Less [1:18:58] time just from the general [1:18:59] public standpoint, how will be [1:19:03] been working with Tyler? [1:19:04] Obviously we signed the [1:19:05] contract in FEBRUARY of 24. [1:19:08] Yes. All right. So we've been [1:19:11] working with them since 2024. [1:19:14] Is now almost. Going on to [1:19:21] 2027. Also 27 and we still [1:19:22] don't have Well, this is 2 and [1:19:25] a half years give it to be to [1:19:27] be exact 2 and a half years [1:19:28] where working with them and we [1:19:29] still have no, we little or no [1:19:30] resolution to some of these [1:19:34] problems. And we we owe it to [1:19:38] our contractors. Obviously to [1:19:39] provide a system that is [1:19:41] functionally that functions. [1:19:43] Well, because they don't have [1:19:43] a lot of time to sit around [1:19:46] and mess around with something [1:19:47] that's not functioning well [1:19:48] and it's costing them time. [1:19:49] Time is money in today's [1:19:50] environment for contractor. [1:19:54] Right? Wrong. So at the end of [1:19:56] the day, is that I personally [1:19:57] believe we should go in and [1:20:00] just pay the money. [1:20:01] Maintenance fee this year. [1:20:05] Could it often there 20th of [1:20:07] whatever it is to give them [1:20:08] letter. And in the meantime, [1:20:13] put together a team people who [1:20:14] will evaluate other systems [1:20:19] that are functional for means. [1:20:20] That means you got a lot of [1:20:21] information to do some good [1:20:24] things with now. I would think [1:20:26] that would be the path that we [1:20:29] should I and I'm only saying [1:20:30] chief, because I'm getting the [1:20:34] sense. Over the last. Few [1:20:35] months that we're not getting [1:20:39] anywhere. [1:20:39] >> And as you mentioned, for [1:20:40] the people that are listening [1:20:43] or watching at home. We [1:20:47] estimated about 40%. 40 to 50% [1:20:48] of the way through getting the [1:20:50] building department function [1:20:52] of Tyler. We have not even [1:20:53] started using the planning and [1:20:55] zoning or code enforcement [1:20:57] function that we're that we're [1:20:58] paying for. So we haven't even [1:21:00] started on those. And there's [1:21:03] got both departments feel [1:21:04] comfortable speaking for them [1:21:07] that they're not happy with [1:21:07] the fact that they're paying [1:21:08] for a service that they [1:21:09] haven't even started using MR. [1:21:13] Chair. Yes. [1:21:13] >> How is it that we're [1:21:14] halfway through year 3 of the [1:21:16] 3 year contract. With 0 [1:21:19] satisfaction. Yet spending [1:21:21] $80,000 a year on How did this [1:21:24] not come up last year? Or if [1:21:29] it did not MISS That? [1:21:29] >> That basically we've had a [1:21:33] conversation. I'll say is some [1:21:37] updates to see where we're at [1:21:37] and we thought we would get [1:21:40] get it fixed last year. But [1:21:40] word now where another year we [1:21:42] store it anywhere. So that's [1:21:47] reason I made the the speech. [1:21:50] Last week or last commissioner [1:21:51] to get the chief to bring back [1:21:54] these types of information. So [1:21:56] that we can sit here, make a [1:21:57] decision about if we're going [1:21:57] to spend money, we need to [1:22:00] spend money wisely and not [1:22:01] food usually throw, you know, [1:22:02] put into a system that we're [1:22:05] going get 40% of one. One of 3 [1:22:09] segments working. Crazy. And I [1:22:12] were they still in business. I [1:22:15] mean, is there any county [1:22:17] that's contracted with a if [1:22:19] that has any better [1:22:20] satisfaction yesterday? And [1:22:21] they did, you know, of course, [1:22:22] when we were going through the [1:22:23] selection process. [1:22:24] >> They said go visit this [1:22:26] county, go visit county. And [1:22:27] that is that those counties [1:22:28] enjoyed it. They they. They [1:22:32] said it works great. So it is [1:22:33] a functional system that there [1:22:35] are nationwide company [1:22:39] reputable. But there are also [1:22:40] and the attorney it had talked [1:22:43] about some other departments, [1:22:44] other municipalities that have [1:22:45] had very similar issues with [1:22:46] Tyler technology and some of [1:22:49] them. Decided to go through [1:22:49] the dispute resolution, I [1:22:52] believe. And then some of them [1:22:53] have decided to move and some [1:22:54] of them got fixed so that [1:22:56] there's a very broad spectrum [1:22:57] of dissatisfied and satisfied [1:23:02] customers with this company. [1:23:02] >> Commissioner, why don't we [1:23:06] instead of saying? Pay the [1:23:07] money would only let staff and [1:23:08] their attorneys decided which [1:23:09] way the best way to go on this [1:23:11] one. Think there's a lot of [1:23:18] things. It. The defense bar. I [1:23:18] think think this is a given. [1:23:19] We're going change and been [1:23:20] somebody else have fun with [1:23:23] that. Whatever it takes to get [1:23:24] us out of this. The cheapest [1:23:29] way. And still be able to [1:23:31] retain. I information. What if [1:23:31] they have been damaged him [1:23:34] 8,000, you say isn't there? [1:23:35] >> Well, there's 80,000 that [1:23:36] are not in there correctly, [1:23:38] but there's far more than that [1:23:38] that are in their early MAY [1:23:40] not Maybe better start from [1:23:40] scratch, but what we and we [1:23:44] will have to. One of the [1:23:45] issues that's come up is as we [1:23:47] know, the data conversion from [1:23:47] Central Square, which is our [1:23:49] all platform to Tyler, has [1:23:52] been very troublesome. We will [1:23:56] now have to have a 3 way data [1:23:56] conversion between Central [1:23:59] Square. That data that those [1:24:00] 80,000 legacy information, the [1:24:00] new information that's been [1:24:02] installed in the Tyler in the [1:24:03] last 10 months. It has been [1:24:05] operational into whatever [1:24:07] program we go with. But we [1:24:08] will also have a much better [1:24:09] idea of what that should look [1:24:10] like. And and commissioner [1:24:12] Burrows has offered his [1:24:15] subject matter. Expertise to [1:24:17] help us get through that [1:24:19] process and that we will very [1:24:20] be in communication with him [1:24:23] on that. He can afford as much [1:24:23] located the West. You can't [1:24:26] afford to lose much more here. [1:24:27] >> And only the area do make [1:24:30] difference. I'm too I think [1:24:33] issue, issue brought up. [1:24:34] That's just the data migration [1:24:37] pieces. As long as you got a [1:24:39] perform, a relative to the [1:24:40] data interface. Should be [1:24:42] okay. The new one, the other [1:24:46] one. So as you and I talked [1:24:47] briefly last week, we just [1:24:49] need to understand the [1:24:51] character structure of that [1:24:54] interface from what was said, [1:24:56] where was central Square [1:24:58] Central Square? They need to [1:25:00] be able to see the data format [1:25:02] for that piece of it. And then [1:25:03] whatever we go with the same, [1:25:03] great, here's the format. [1:25:04] You've got to be able to meet [1:25:05] it in order to populate the [1:25:09] new system. Done this for [1:25:10] years and years and it's just [1:25:14] not a a small, difficult [1:25:16] problem. For people who know [1:25:19] how to do this. [1:25:20] >> Does that give you the [1:25:23] direction you need to work [1:25:24] with Just good attorney and [1:25:27] see what we can do here. And [1:25:28] commissioner burst Bill which [1:25:28] when you get decided which way [1:25:29] you're going be there to [1:25:32] assist you with the technology [1:25:34] support. [1:25:35] >> Yes, sir. It just to be [1:25:37] clear that the general [1:25:39] direction is to find another [1:25:40] yes software and then for [1:25:40] staff to figure out the best [1:25:43] way to transition to that [1:25:44] offer. [1:25:47] >> That's not what I can But I [1:25:47] also think won't do is that [1:25:48] when you were looking for [1:25:50] these other systems, I wish I [1:25:53] I was at a place is weak. [1:25:53] >> Were all of were at in [1:25:57] fact? Because like a funny [1:25:58] story is ahead so much in my [1:25:58] hand, one day trying to get [1:26:01] the [1:26:03] >> trade show is I needed a [1:26:04] bag, so walked over and I got [1:26:05] a bag 82. It was a Tyler Bey. [1:26:12] So that was really kind of a [1:26:17] both we did get something from [1:26:18] We got say is that think it. [1:26:19] Also need to have. [1:26:24] >> Some people that users this [1:26:25] team and that's as to [1:26:27] contractors or whoever v so [1:26:28] people can see exactly what's [1:26:30] needed from like code [1:26:31] enforcement people, whatever [1:26:31] it MAY be that we need that [1:26:35] team put together slowly [1:26:36] cookies and we were going [1:26:36] select a system that's going [1:26:38] to be functional for everybody [1:26:42] and not to not be owners. [1:26:43] >> Yes, sir. And we did have [1:26:44] that on the last we're [1:26:47] lacking. The last one was was [1:26:49] someone who understood the [1:26:49] data migration. [1:26:52] >> The and and the end user [1:26:56] interface portion. So and it's [1:26:57] it's was just, you know, I [1:26:58] guess and oversight for like I [1:26:59] said, it's one of those. We [1:27:00] didn't know what we didn't [1:27:01] know at the time learning [1:27:05] experience. Yes, sir. [1:27:06] >> just get you up with this [1:27:08] plan. [1:27:15] >> Yes, sir. I have. Good [1:27:18] knowledge on data mapping [1:27:19] technology and understanding [1:27:21] the tech language to a certain [1:27:23] extent in asking the right [1:27:26] questions with conversions and [1:27:30] that things off where I have [1:27:31] staff has and I have already [1:27:33] met to discuss what our plan [1:27:36] is putting together a working [1:27:37] group and 3 to 5 software's [1:27:39] with the top 3. We would [1:27:42] provide to the board as here's [1:27:45] our top 3 and get some further [1:27:45] direction or involvement if if [1:27:54] needed. MR. Attorney, okay. [1:27:56] >> County can either choose to [1:28:27] a set of this one. Yes, sir. [1:28:31] Yes, sir. I would say if you [1:28:35] need to modify some. Numbers [1:28:36] to bring it back to commission [1:28:38] to support your thoughts? You [1:28:38] know, we would entertain that. [1:28:43] Okay. Whether it be in this [1:28:44] year's or next year's, we [1:28:47] would be glad assist you. You [1:28:49] know, Candy, thing else about [1:28:50] >> Yes, we also have a [1:28:51] contractor on staff that can [1:28:56] help [1:28:57] >> He does a lot found out. [1:29:01] He's got You MAY not want to [1:29:01] be on the committee, but I I'm [1:29:05] sure he offer his expertise to [1:29:06] us as well. So I'm very [1:29:08] confident commissioners that [1:29:09] staff can can bring back which [1:29:11] are looking for. Thank you, [1:29:14] sir. Thank you. So you want to [1:29:17] stay present the next one? I [1:29:18] will. I will either stand up [1:29:19] here. Sit down Justin taking [1:29:22] whichever one he would said it [1:29:23] says, get your names. I didn't [1:29:27] I didn't mean [1:29:30] >> this is the land donation. [1:29:34] >> 4. The fire station that [1:29:37] we've we've been working with. [1:29:38] Justin's been working very [1:29:42] diligently with and patiently [1:29:42] to to get this done. And and [1:29:44] you know where the committee [1:29:45] at the are you a board meeting [1:29:49] this past week. And where they [1:29:50] approved what we had sent back [1:29:54] county attorney had made some [1:29:55] alterations to mainly [1:29:58] grammatical and name change, [1:30:02] Alterations. And then a few [1:30:03] Excuse having trouble getting [1:30:04] bird sounds when few other [1:30:07] minor details that we reviewed [1:30:07] with a staff prior to the [1:30:10] meeting and that their board [1:30:10] had approved. They were not [1:30:16] able to. Get assigned copy to [1:30:17] that they said it MAY take 2 [1:30:20] weeks to get that to us. So we [1:30:23] don't have a signed copy 2% up [1:30:24] all but there would not be any [1:30:24] other modifications to it [1:30:29] other than what you see. [1:30:30] >> And this I didn't mean [1:30:31] develop as shown that was only [1:30:32] going by the names on here. [1:30:33] And you worked very h# [1:30:33] # [1:30:33] # [1:30:33] o# [1:30:36] this one. And so and I know [1:30:40] that you and attorney worked [1:30:42] in had them in hand document [1:30:42] to sign it would take 30 [1:30:46] seconds sign. But the good [1:30:47] part of is a gun change [1:30:49] management, the 31st. So they [1:30:53] have it shortly after that. [1:30:54] Yes chair and we appreciate [1:30:56] your input and time that you [1:30:56] spent going to these meetings [1:31:00] with us, too, to get this this [1:31:03] moving. So we appreciate [1:31:04] everybody and chief, [1:31:05] administrator and also legal [1:31:06] for. [1:31:07] >> Getting this thing squared [1:31:11] away. But at this time. [1:31:11] Everything's and their hands. [1:31:14] What we asked for the red line [1:31:16] that we submitted back to them [1:31:18] is what they've approved. And [1:31:21] yes, in Tuesday's meeting, so [1:31:22] I just look forward to coming [1:31:22] back. And once it comes back [1:31:25] for the CHAIRMAN To execute [1:31:27] that agreement and get all [1:31:28] that to our ground, a rider to [1:31:31] try to get that grant moving [1:31:33] forward. Are very pleased to [1:31:34] see this thing moving. And I [1:31:34] think it's going to be great [1:31:37] for the community. Also having [1:31:37] a fire station down on that [1:31:41] south side. I was impressed [1:31:41] and found out that we have a [1:31:46] land use attorney on board. [1:31:51] But have from time to time. It [1:31:53] actually I'm sorry, [1:31:54] commissioner, I was just going [1:31:57] to ask you what we have. [1:31:58] There's agreement with the new [1:31:59] development, a Kid. [1:32:02] >> Im a supplier. [1:32:03] >> Do you want to cover Me to [1:32:07] take that? You can take all [1:32:09] time? And we did the CHAIRMAN [1:32:10] And the administrator and I [1:32:12] did go to Clayton County to [1:32:14] their budget hearing and gave [1:32:17] them our proposal for a [1:32:17] contract renewal. [1:32:21] >> a contract amendment and [1:32:23] extension contract expires. [1:32:24] Tentative leaf OCTOBER. 1st of [1:32:26] this year for ems services. So [1:32:26] we presented them a contract [1:32:30] amendment and extension [1:32:31] reevaluate how we assess the [1:32:35] ems fees and also the fire [1:32:36] service fees and presented [1:32:37] that to their board. And then [1:32:40] we were able to also talk to [1:32:41] the new community going in on [1:32:44] the west side of Great County. [1:32:47] Did not get yes or no to [1:32:54] their. Participation. [1:32:57] >> time in just a little bit. [1:32:59] I it was a budget workshop. [1:33:00] They have another budget [1:33:01] workshop this upcoming Monday. [1:33:03] They are setting their [1:33:06] tentative millage rate on [1:33:07] Monday and have a workshop [1:33:08] afterwards talk about and [1:33:11] incorporate the number that we [1:33:12] presented as a preliminary [1:33:13] number with fire and ems [1:33:17] combine is around 650,000 when [1:33:18] we were at the workshop. They [1:33:21] did mention that they had [1:33:24] around 389,000 budgeted from [1:33:25] our prior conversations [1:33:25] because we did not have the [1:33:28] data at that time with our [1:33:30] property appraisers working [1:33:32] together, we were able to come [1:33:33] up with the preliminary number [1:33:34] that we presented at the [1:33:39] workshop. At that time. [1:33:41] >> I was referring to the new [1:33:43] community would not say yes or [1:33:44] whether they would be willing [1:33:45] to participate. And on the [1:33:45] east side of Glades County, [1:33:46] not last. Answer. Well, [1:33:51] actually, [1:33:52] >> About 4 Southwest also [1:33:55] because it would be do rick's [1:33:59] Day area. Also. All the way up [1:34:00] to Prairie Canaille basically [1:34:07] in in that. 2 agenda and this [1:34:08] is the first time we've ever [1:34:11] offered him a contract to [1:34:13] cover fire. Also always before [1:34:14] would just be a massive. We've [1:34:16] been Michel laid on the on the [1:34:17] fire department said with [1:34:17] message that's reason for the [1:34:25] big increase. And Tremendously [1:34:25] and funding new station [1:34:26] getting it going. If we did [1:34:34] that. Believe that. I don't [1:34:37] think they have a I feel sorry [1:34:38] for them because that there [1:34:38] are there text of You know, [1:34:41] they have been a mess to u n [1:34:42] high mileage, but they know [1:34:44] that they have to have service [1:34:47] the new community there. [1:34:48] Doesn't care if they have [1:34:49] service and not that they made [1:34:54] that plane to us. They don't [1:34:55] think it affects your [1:34:56] insurance rate, but I'm told [1:35:00] it does drastically But, you [1:35:02] know, thankfully to make [1:35:03] property appraiser, he has [1:35:05] worked with that with us on [1:35:06] this one. You know, because [1:35:06] this outside his requirement [1:35:08] to do help us to figure out [1:35:11] ahead assessment Mayes County [1:35:13] so new construction does come [1:35:14] on board, then we'll be able [1:35:15] to include that in and not [1:35:16] just have a flat rate every [1:35:21] year. It's been a working [1:35:21] progress. A lot of people [1:35:22] working together and I think [1:35:25] it has a lot of potential. [1:35:27] Yes, sir. I agree completely. [1:35:29] And then on the fire station [1:35:30] actually spoke to Justin on a [1:35:33] few different options. [1:35:33] >> We're going to look at some [1:35:35] different designs and really [1:35:39] what happened to his? Value [1:35:40] engineering expertise. And [1:35:43] we're also looking at it. [1:35:44] There are some options that we [1:35:46] can add to it that will make [1:35:48] it eligible for more grant [1:35:48] funding? So we're going to [1:35:53] look at those options as well. [1:35:53] >> And I missed notion here to [1:35:54] talk about that when it comes [1:36:00] time. If you want to do it now [1:36:01] we can. Do you want to finish [1:36:02] that agenda item up? I don't [1:36:06] think you did a vote year. [1:36:08] >> MR. Approve resolution [1:36:12] Twenty-twenty 6 dash [1:36:15] >> We have a motion and a [1:36:15] second thing approve [1:36:16] resolution Twenty-twenty 6 [1:36:18] dash. 48. Any further [1:36:21] discussion comments all in [1:36:24] favor say Aye. Aye. Opposed. [1:36:25] Say nay motion carries [1:36:28] unanimously. Thank you. [1:36:33] Commissioners. You're going [1:36:34] want to talk about it now. You [1:36:36] want to wait play both We can. [1:36:38] We can do. However you want. [1:36:39] Want to go ahead county can is [1:36:44] that so? I think, you know, as [1:36:44] far as where we're going to [1:36:49] move forward with station 5 is [1:36:49] myself and and she hastily [1:36:51] Some staff will be. During a [1:36:54] couple different sites. We [1:36:56] found some additional. I [1:36:57] actually just actually went [1:36:58] looked at one. But of course, [1:37:01] I could not get it to do it at [1:37:03] this time of the night Joe [1:37:05] Bush at a pair of shorts and [1:37:06] flip-flops and they don't just [1:37:08] in their fire station. But [1:37:09] >> I did look at one end and I [1:37:11] told Chief I did not represent [1:37:12] Lee County and hearty arming [1:37:16] and in Hendry County. It was [1:37:16] somewhere out there on the [1:37:18] border. But it's right off of [1:37:20] 80. That I think is a well [1:37:21] stated in chief is also found [1:37:23] some other one. So I think [1:37:24] we're going get out. Look at [1:37:29] those couple of sites also had [1:37:30] a had conversation with the [1:37:31] contractor that's doing one. [1:37:32] The chief wants to go look at. [1:37:34] I had a conversation with [1:37:36] them. If there was a way we [1:37:37] could value engineering and [1:37:39] bring that site down to what [1:37:40] we for what we think propose [1:37:45] to spend for funding to do it [1:37:46] design costs. The county [1:37:47] assessor biggest goal is to [1:37:47] try to spend the least amount [1:37:50] of money on this time so that [1:37:50] when we move forward [1:37:51] construction, we can roll [1:37:53] those funds over the grant [1:37:54] money over into the [1:37:56] construction, which we know we [1:37:56] can do. [1:37:57] >> But we will. We will be [1:38:01] workin [1:38:02] exempt from that running the [1:38:07] way it is. So somebody didn't [1:38:07] design and you went out. They [1:38:08] went to bed and heard a [1:38:12] contractor. If you just said [1:38:14] this and we like and we want [1:38:15] to use it, what would you have [1:38:21] to do to purchase set design? [1:38:21] >> Few different options. That [1:38:23] depends on where we are [1:38:24] through the ccna. What the [1:38:24] design costs will be, what the [1:38:27] costs would be to provide it. [1:38:27] There is some stipulations [1:38:30] under the ccna. We would have [1:38:31] to follow. But if it's an [1:38:32] existing agreement, we would [1:38:34] build the probably do a [1:38:37] piggyback. But I think my hope [1:38:37] is that all of this would fall [1:38:40] under the ccna guidelines. We [1:38:41] would be below that to be able [1:38:44] to hire that from to come [1:38:46] right in and sacked might be [1:38:47] able to lead on that a little [1:38:49] bit better than I can. But the [1:38:51] goal would be to build a [1:38:52] higher than without have to go [1:38:53] out for bid. If there's [1:38:55] something that's done your [1:38:56] time at the contractor. But [1:38:57] no, I'm talking about the [1:39:00] design design as falls under [1:39:03] the ccna. Yes, the ccna. [1:39:04] You're able to utilize your [1:39:07] pre qualified firms as long as [1:39:10] your construction costs is not [1:39:12] exceed. I believe it's up to 7 [1:39:14] 7 or 8 Million. If there's an [1:39:15] annual escalation that the [1:39:18] Legislature implemented. [1:39:18] >> So as long as your [1:39:19] construction costs is below [1:39:23] that, you can utilize your pre [1:39:23] qualified firms if it is [1:39:25] projected to be above that, [1:39:27] you have to do a stand-alone [1:39:27] solicitation for your design, [1:39:31] professional. But like I said, [1:39:33] I think with there being a [1:39:34] piggyback I think there can be [1:39:36] a piggyback agreement [1:39:36] established for something [1:39:39] that's still under contract. [1:39:41] >> Just so. But I mean, if if [1:39:42] some ad designed round [1:39:43] numbers, they paid $100,000 [1:39:44] forward. Well, instead of it [1:39:44] just s# [1:39:44] # [1:39:45] # [1:39:45] # [1:39:48] . Disappearing and [1:39:49] made it. They took $20,000 for [1:39:49] it to be head of the game. Is [1:39:53] that something that could be [1:39:53] possible? Yes, sir. Yes, sir. [1:39:55] Not that would be what we [1:39:56] would be leaning towards. And [1:39:56] we've done that previously on [1:39:59] some of the other projects. [1:40:00] >> Here county, why we have we [1:40:01] have found existing designs [1:40:03] that were still under contract [1:40:05] with it that we were able to [1:40:08] get and get a hold of that [1:40:10] contractor through legal [1:40:11] interpretation and through [1:40:12] what we have, we were able to [1:40:15] procure those vendors. We've [1:40:17] done that twice now since I've [1:40:19] been here to save was a 1.4 [1:40:22] million Dollar Design project. [1:40:25] And we did it for I think [1:40:26] 125,000. So we will be looking [1:40:27] at those options. Once we find [1:40:30] something. I think that seats [1:40:31] both chiefs needs and then my [1:40:33] desire to be cheap. So I think [1:40:36] we've got to find that happy, [1:40:37] medium, give cheap what he [1:40:39] wants and getting something I [1:40:40] feel to give us the followed [1:40:41] in the budget that I've told [1:40:44] you I can still do this. [1:40:47] >> engineer being being the [1:40:48] go-between yesterday season be [1:40:48] good at pulling a rabbit out [1:40:50] the hat. Make things work. [1:40:51] Yes, sir. And I think we've [1:40:52] got some good options. I think [1:40:52] the 2 that we're talking about [1:40:54] those of us have been the one [1:40:58] that I went and looked at by [1:40:59] myself. I think that once a [1:41:00] good option and then the one [1:41:01] that chiefs wanting to go look [1:41:02] at, I have talked with the [1:41:05] contractor, his building that [1:41:07] and they they also are paid [1:41:07] for it with the design team [1:41:09] that did that. I spoke with a [1:41:10] design team. They feel like [1:41:13] that we would be able do [1:41:15] minimal design changes to make [1:41:17] it fit the size and cost that [1:41:21] we need now, then very shortly [1:41:22] we'll have the property. And [1:41:23] you said we can start [1:41:26] proceeding plans. Yeah, sir. [1:41:27] Yes, sir. Once we have [1:41:29] everything recorded once we [1:41:30] get our things know you and I [1:41:33] did stipulate in my email to [1:41:33] MR. Hay for that. We the [1:41:34] quicker we can get this back [1:41:35] and get it recorded. We can [1:41:36] get that to our underwriter [1:41:38] for the grant and then will we [1:41:39] haven't been able to accept [1:41:42] the grant yet we can to a [1:41:43] grand acceptance to we have [1:41:44] land acquisition done. They [1:41:45] won't write the grant, but we [1:41:46] we've been approved. We have [1:41:47] the money. We just need to get [1:41:50] that back to the board. So we [1:41:51] will as I can get that [1:41:52] recorded, we will start. And [1:41:56] the grant will. The for how [1:42:00] long. So the grant we've got, [1:42:01] I think 3 years. I mean, I [1:42:02] don't speak, but I think we [1:42:04] have 3 years for that grant [1:42:09] for the million dollars but we [1:42:09] had 18 month study land [1:42:10] acquisition. They gave us 18 [1:42:12] month window to get the land [1:42:12] acquired and to move forward [1:42:16] with the grant. So we've still [1:42:17] got a little bit of time on [1:42:17] that. But I don't want to use [1:42:23] that time. It all possible. [1:42:24] The hoax is we can move [1:42:26] forward quickly as we can. Fit [1:42:29] in chief. Yes, sir. And if [1:42:29] anyone else questions, [1:42:31] comments. Thank you, [1:42:32] Commissioner is Jessica. You [1:42:35] okay? MR. All right. Thank you [1:42:40] all so much. Thank you. Okay, [1:42:42] MISS Jessica, your So I just [1:42:43] wanted to provide an update on [1:42:44] our website. You MAY have [1:42:46] noticed it with the [1:42:48] >> agenda packet for 2 days. [1:42:52] >> one of the [1:42:53] >> contracts that was approved [1:42:55] at a prior meeting was to move [1:42:56] forward with the [1:42:59] implementation and change our [1:43:00] Web site provider as well as [1:43:01] have additional modules. One [1:43:05] of those models was what's [1:43:08] called Doc Access. And [1:43:28] searches the Web site website for [1:43:29] pds throughout our Web site. [1:43:33] And Tracy has been working [1:43:34] diligently with the new [1:43:35] provider to ensure we're [1:43:36] moving forward with as many [1:43:39] models as we can now before we [1:43:40] implement the new website, [1:43:45] it's not Tyler. Is it? [1:43:46] >> civic plus, so just wanted [1:43:50] to highlight that feature and [1:43:55] >> another update. I wanted to [1:43:56] provide and recommendation or [1:43:59] for consideration. Is that and [1:44:00] terms of the property tax [1:44:04] reform, there are other [1:44:06] counties that are having some [1:44:07] initiatives and one of them is [1:44:09] signs throughout the county [1:44:13] saying what property tax [1:44:17] dollars fund the Palm Beach [1:44:18] County specifically has a [1:44:24] mascot and certain signs [1:44:25] throughout their county that [1:44:26] say a certain park is funded [1:44:27] by property tax dollars and so [1:44:29] on and so forth. So we've [1:44:30] created few mock-ups to see if [1:44:31] this is something the board [1:44:34] wants to consider. For the [1:44:35] discretionary services that [1:44:38] would be effective. Would be [1:44:40] affected by the property tax [1:44:41] reform, including Veterans [1:44:43] Services, senior services, [1:44:44] parks, buildings, so on and so [1:44:49] forth. So Jared has been [1:44:51] working on some markups are [1:44:54] communications specialist and [1:44:56] we have received some support [1:44:57] from outside organizations to [1:44:58] fund the signs. So it's not [1:45:02] coming from our general to. [1:45:08] Have these created. [1:45:09] >> Good example is who saw the [1:45:11] 5 o'clock news this morning. [1:45:12] Martin counties come set shut [1:45:15] down said they will shut down [1:45:16] x amount of fire station coach [1:45:19] of the number layoff like 40 [1:45:20] firefighters. Let the people [1:45:21] know this is coverage can't do [1:45:27] anymore. You know, and number [1:45:28] that I remember when they head [1:45:29] to Martin County commissioner [1:45:33] here 16, missions. She said [1:45:35] his first year they live [1:45:36] 70 Million. So I mean, that's [1:45:39] that's. If it if it passes to [1:45:44] do that. So yeah, if we can [1:45:45] anything, anything we can do [1:45:47] to educate the people. And I [1:45:47] think we're talk some more [1:45:49] about the different [1:45:49] possibilities. And [1:45:53] commissioner comments. Did. [1:45:54] After the meeting Monday [1:45:54] night. I think we're all [1:45:56] pretty much concerned. It. The [1:46:00] legislators are British. [1:46:00] Educated. Don't county budgets [1:46:05] works. [1:46:05] >> So with this format, is [1:46:07] there a consensus to go ahead [1:46:08] and move forward with some of [1:46:09] these signs throughout the [1:46:10] county, including when it's [1:46:11] specific to a service will [1:46:14] have some statistics on it. So [1:46:14] for Veterans Services, you can [1:46:17] see there that it highlights [1:46:18] how many veterans we have in [1:46:22] Okeechobee How many met? [1:46:22] >> Throughout the fiscal past [1:46:24] fiscal year and how many [1:46:25] claims that were submitted. So [1:46:25] we'll have some statistics [1:46:28] when it is. [1:46:28] >> Service specific, but for [1:46:31] buildings in parks, it'll just [1:46:33] to help with cost savings that [1:46:36] will this park this building [1:46:37] instead of being specific with [1:46:37] the name of the park or [1:46:39] building because as you get [1:46:41] more specific, it increases [1:46:46] the cost of the sign. So. Just [1:46:46] want receive a consensus on [1:46:48] moving forward with I'm all [1:46:52] for it, uk but [1:46:52] >> put one up at the hospital [1:46:53] say we're not going spend [1:46:54] million dollars Medicaid [1:47:00] anymore. The steps of the [1:47:01] road. Hope somebody pick ship [1:47:08] goes to another county. If if [1:47:09] we don't have it, we can't [1:47:11] send it to And that's that's a [1:47:12] mandate. A million dollars a [1:47:17] year to state on Medicaid. [1:47:18] >> All right. Thank you, chair [1:47:22] And then for. [1:47:23] >> The other item and worked [1:47:26] on this topic. I create the [1:47:27] letter. Do you want me to talk [1:47:27] about that now? We want to [1:47:31] wait until Cats. I did that. [1:47:33] You have at the Dias here [1:47:34] draft a letter based on some [1:47:35] of the conversations that were [1:47:38] had that the chair was just [1:47:39] speaking about. And it does [1:47:43] highlight provides more [1:47:46] information, education on how [1:47:48] the budget is formatted where [1:47:51] property taxes actually lie in [1:47:53] the reason for the [1:47:54] year-over-year is usually due [1:47:56] to grant funds or capital [1:47:57] projects that we are funding [1:48:00] that are not relative to the [1:48:07] property tax amount. So this [1:48:09] is formatted to center the [1:48:10] legislators, but also I will [1:48:13] pull some information from [1:48:14] this, too post to the public [1:48:19] as well. So if can get a [1:48:20] consensus to have the chair [1:48:24] sign To send it off to the [1:48:32] legislators and move forward. [1:48:34] It starts with identifying the [1:48:37] grants has some bar charts in [1:48:38] it throughout. And then it [1:48:40] talks specifically about [1:48:43] property taxes then talks [1:48:45] about the mileage stewardship [1:48:46] on how we are continuing to [1:48:47] look at the mileage and [1:48:50] decreased as we can MR. [1:48:54] CHAIRMAN. [1:48:55] >> So that was one of the [1:48:57] things that's going to talk [1:48:57] like commissioner comments, [1:49:01] because I think I think if we [1:49:02] have we've done, we try to do [1:49:05] a good job of explaining where [1:49:07] taxpayers money is utilized. [1:49:11] Obviously we have. We had a [1:49:12] situation last Monday night [1:49:15] with we have a senator come in [1:49:17] here and and speak the fact [1:49:17] that are we seeing a lot of [1:49:22] money. Unfortunately, senator, [1:49:25] that that ever been in your [1:49:29] place. She's never been on the [1:49:33] And I think that I know we've [1:49:35] talked to talk to the the new [1:49:36] speaker of the House. Your son [1:49:37] come to cut this coming in [1:49:41] next year. And we had a brief [1:49:41] conversation with Florida [1:49:44] Association of counties, rebel [1:49:45] to to how we look at taxes. I [1:49:50] believe that. I really, truly [1:49:52] believe that they need. [1:49:55] >> a better education. And [1:49:58] quit looking at what plays in [1:50:01] goal. You was focused. Do [1:50:04] order to get this property tax [1:50:05] amendment on the on for the [1:50:09] for the public. What he's done [1:50:14] using Tabor, which is product [1:50:15] that's been use. And Denver, [1:50:19] Colorado, Colorado since 1992. [1:50:21] It appears that we have some [1:50:22] legislators that believe that [1:50:24] they want to run a bill next [1:50:26] next year to provide that same [1:50:29] process. The process basically [1:50:30] stipulates eu's give an [1:50:35] example of 2020. Compared to [1:50:35] 2024, whatever you'd like to [1:50:39] do. At a little bit for [1:50:41] population growth a little bit [1:50:42] for inflation and whatever the [1:50:42] difference is that what you [1:50:48] wasted? Unfortunately. That [1:50:49] has caused severe a brewer. [1:50:53] Can taxpayers? It was meant [1:50:53] cause severe poor and [1:50:59] taxpayers. But unfortunately, [1:50:59] people have no don't [1:51:03] understand. Or they choose not [1:51:06] to understand what we have to [1:51:07] pay for services that [1:51:09] Legislature pulls down on top [1:51:11] of us, give you a good [1:51:12] example. This morning I [1:51:15] requested the breakout. Issue [1:51:19] on the sheriff. He was asking [1:51:21] for additional money for fuel [1:51:24] and retirement expenses. He [1:51:27] asked for that because on JULY [1:51:28] one, the increases Frs, which [1:51:30] is to retirement for. [1:51:35] Officers. That we are going to [1:51:37] pay, that we're liable to pay [1:51:37] for because they've earned [1:51:42] that. And the public needed to [1:51:42] understand that amount of [1:51:43] money ask for for these [1:51:47] officers. To increase there [1:51:51] their retirement was $98,000. [1:51:54] Fuel was 85,000. He can't help [1:51:56] to feel he can help. We have 4 [1:52:00] s increases. Because that's [1:52:02] what we did this with these [1:52:03] officers required to have a [1:52:04] retirement when when they [1:52:07] leave service. The general [1:52:11] public doesn't see that or use [1:52:12] of that. They don't see it. [1:52:14] They don't understand it or [1:52:14] maybe they just ignored. I [1:52:17] don't know. But when we put [1:52:21] put forth a tax and I know use [1:52:21] this example appear on many [1:52:26] times of my own tax bill. If [1:52:29] somebody asked me I was for [1:52:30] property, tax reform. [1:52:30] Absolutely reduced by tax bill [1:52:33] about 42%. So that's cool. Tax [1:52:36] echo. Still got Waste [1:52:38] management and fire and ems. [1:52:41] But yes, it is a reduction. [1:52:44] But I will tell you up front, [1:52:45] I don't use the parks and [1:52:46] recreation, but I got a bunch [1:52:47] of people here use the parks [1:52:51] and recreation. I don't go to [1:52:53] the very often, but I have a [1:52:53] lot of people in this [1:52:54] community that utilize the [1:52:59] library. Veteran services MAY [1:53:00] be close to senior MAY make [1:53:05] keep that in mind. People [1:53:07] don't really understand what [1:53:08] we fund in the in this [1:53:09] community and how continue [1:53:12] hear that your body and this [1:53:14] is not so much even in this [1:53:15] community here. But across the [1:53:16] state of Florida. Governments [1:53:21] are wasteful. I'm not naive [1:53:24] enough to sit here and tell [1:53:24] you their work is not [1:53:25] something we could hear [1:53:25] something we could reduce some [1:53:29] given time. But but you just [1:53:34] can't come in here and use. A [1:53:37] sledgehammer. On this type of [1:53:42] process. Now there's I don't [1:53:43] get probably get this wrong. [1:53:45] But there's a tax federation. [1:53:48] Concept is supposed to be [1:53:49] implemented next year are [1:53:52] coming in to review. And [1:53:53] personally, I think that's [1:53:55] what should have been used. We [1:53:58] have tried to do property tax [1:53:59] reform in 3 days in the [1:54:03] Legislature. 3 days. Now, I [1:54:07] will say this Speaker of the [1:54:08] House put forth a really good [1:54:11] product. He wanted to. Reuse [1:54:15] homestead exemption. In [1:54:17] totality. Not phase it in not [1:54:17] doing all these little things [1:54:19] that bill Dustin just good and [1:54:23] get it done. And personally, I [1:54:25] would prefer just rip the [1:54:25] Band-Aid off and get done with [1:54:26] it. And then we figure out [1:54:27] what we've got to do but [1:54:30] trying to faces tough and it's [1:54:30] very difficult for people to [1:54:33] sit on this. Take us. [1:54:34] Functionally understand we [1:54:37] need tax reform. Sometimes I [1:54:40] don't believe we're focused on [1:54:41] what we really need to looking [1:54:44] on. Tax reform. Just [1:54:50] accounting. Tiny this up. [1:54:50] We're doing the best we can [1:54:57] here. I see I go. One [1:54:58] individual here that chose to [1:54:59] come here and listen to what [1:55:03] we do today. He's working guy. [1:55:04] He's sitting to use it in his [1:55:05] audience all day. And listen [1:55:07] to what we do because I asked [1:55:10] him to one given time and he [1:55:11] made some interesting post on [1:55:15] Facebook. And these pull those [1:55:15] back because he got an [1:55:19] education. And I appreciate [1:55:21] the individual being here [1:55:22] because that's what it takes [1:55:24] people to get involved to [1:55:27] understand what we do up here. [1:55:30] So when talk about, you know, [1:55:33] just this letter, I think this [1:55:34] letter is good I read through [1:55:37] it and I think it's very good. [1:55:38] But I think it should be [1:55:38] published out to the [1:55:43] communities. The community. To [1:55:43] let people understand what [1:55:45] we're doing up here in order [1:55:47] to run this county. Because [1:55:48] once in the fall, they need to [1:55:53] understand this. Senior [1:55:53] services, veteran services [1:55:54] parks, recreation libraries. [1:55:55] We are not by Florida statute [1:55:58] committed to fund. We do not [1:56:04] have to fund them. And in [1:56:04] fact, be quite frankly, when [1:56:06] they put this initially on [1:56:07] course services that what we [1:56:08] have to use the ad valorem [1:56:11] taxes. The constitutional [1:56:11] officers 40 or not, even in [1:56:14] the bill. And we wrote letters [1:56:20] to change it. 5 up. You're not [1:56:23] going to not fund veteran [1:56:24] services for senior services [1:56:25] or parks recreation for like [1:56:25] we're going figure out and do [1:56:29] it. Some way somehow. Whatever [1:56:30] the whatever is voted on. But [1:56:34] I want to I think people as [1:56:35] community should have a little [1:56:39] bit more insight. And try to [1:56:39] understand what we're doing [1:56:45] and how we're doing it. They [1:56:46] would. It would it would be at [1:56:46] least a better picture for [1:56:50] them to say that. Yeah, we [1:56:51] continue to travel over this [1:56:52] millage assessed values. We [1:56:53] don't have control over [1:56:56] airspace. We really do. But we [1:56:57] have control over is what [1:56:59] we've been controlling. For. [1:57:01] For the for the most part. So [1:57:02] I appreciate the letter. You [1:57:09] did a good job on it. I would [1:57:10] be the first one to make a [1:57:13] motion to send this letter to [1:57:13] the Legislature and make sure [1:57:14] it goes should go to the [1:57:15] speaker of the House. And to [1:57:21] the Senate PRESIDENT. And then [1:57:22] 2 who who are ready to our [1:57:25] reps and our senator. Because [1:57:27] I think sometimes people in [1:57:31] Tallahassee needs to have a a [1:57:32] clear understanding what we're [1:57:36] going through here. Include in [1:57:37] their son extend want a blaze. [1:57:44] Also so he can get started. He [1:57:47] had a mission. He accomplished [1:57:48] his mission. I I'm just saying [1:57:48] could include a you can do [1:57:52] that. We have a motion. We [1:57:56] have a second second, ok? For [1:57:57] discussion. [1:58:01] >> Like the letter. But what's [1:58:03] so hard to understand about [1:58:04] government budgets, you know, [1:58:05] in a real world, we have as [1:58:07] says, and we have liabilities [1:58:09] and the words that I said, [1:58:11] don't you know, you have. [1:58:13] Incomes say, you know what, [1:58:15] you but you can spend that [1:58:17] year, you know, and you really [1:58:17] only keep some for reserves. [1:58:18] She had to make sure [1:58:23] everything's covered. If we [1:58:30] don't have grants escalate and [1:58:31] that's what happens in grants, [1:58:32] the financing of the jail. [1:58:34] Everything goes on top of it. [1:58:34] And I don't take legislators [1:58:37] have a clue and other good at [1:58:39] respect for them. I mean, I [1:58:40] don't think they've ever been. [1:58:42] And local government. It [1:58:43] doesn't make sense of what we [1:58:48] have to calculate it. You know [1:58:49] it. But salon where and we're [1:58:50] going by. But but what really [1:58:52] like to see is this is this is [1:58:55] our income. Take out the [1:58:57] grants. Check out things. This [1:59:00] is what we fund and, you know, [1:59:01] find out it's a whole lot less [1:59:07] than 106. Change MAY rel most [1:59:08] to let little below [1:59:08] 200 million dollars just as a [1:59:11] big there's a big difference. [1:59:12] And I don't have to get that [1:59:13] out to the people of the [1:59:14] legislators, but they needed [1:59:14] that they need to have a have. [1:59:19] I mean. I'd be surprised if [1:59:20] they have to go to ethics. We [1:59:21] have good that every year, but [1:59:23] I'd like to see them take a [1:59:25] course in the fight and in the [1:59:25] financing said they'd [1:59:26] understand what we do it [1:59:28] because when they turned out, [1:59:29] they want to come back and do [1:59:36] our Do that. But the part that [1:59:38] amaze me was to comment that [1:59:39] Legislature made Monday night [1:59:42] said that this does pass. [1:59:43] We're going take it to the tax [1:59:43] reform group that meets what [1:59:45] every 10 years we're going go [1:59:50] in a That's like saying, you [1:59:51] know, if you put a referendum [1:59:55] out there for one cent sales [1:59:57] tax for both fails and the [1:59:58] people voted down and we do it [1:59:59] ourselves. I mean, that that [1:59:59] makes no sense to me is is [2:00:02] that kind of add to that? [2:00:04] That's that's what we're faced [2:00:05] with We're going to go one way [2:00:07] or the other. And she was very [2:00:07] plain about and they're super [2:00:08] nice lady. I'm not I'm not [2:00:10] taking anything away from her. [2:00:13] But and she was very plain [2:00:16] about. We have to regulate [2:00:19] local government. That's what [2:00:23] we're up against. You know. [2:00:24] Jeff Brandes made a good [2:00:28] comment. And it was on x the [2:00:29] other day and brandished is a [2:00:34] former senator and he's going [2:00:34] >> speaker is been speaking, [2:00:37] spoke at our conference. He [2:00:38] said this is not about money [2:00:40] any longer. This is about [2:00:44] power. This is about power [2:00:46] from sitting in Tallahassee [2:00:50] and controlling things. And [2:00:51] it's also biggest comment. Was [2:00:54] this just see initial aspect [2:00:59] of socialist type of approach? [2:01:00] And he made that very clear [2:01:01] on. And I think that really [2:01:01] believes that because he's [2:01:04] been there. And if you take a [2:01:07] look at it, appears that so. [2:01:11] They they want to control. [2:01:13] Cities and municipality's. And [2:01:18] counties from Tallahassee. And [2:01:19] I know when I talked to [2:01:21] Garrison speaker of the House [2:01:26] he'd Erie did not to. The [2:01:27] shot. He didn't shy away from [2:01:28] approach too much. But he did [2:01:28] show you say that he was going [2:01:29] to give us that they would [2:01:32] give a They give us all the [2:01:33] tools that we needed in order [2:01:34] to do what we need to do out [2:01:39] here. So took that is yes, we [2:01:40] can do special assessments. We [2:01:41] can do whatever we want to [2:01:42] hear in order to back to [2:01:45] whatever money. So that which [2:01:46] doesn't doesn't really prove [2:01:48] anything one way or the other. [2:01:50] Take shift. It's just attack [2:01:51] shift. And that's what I told [2:01:54] him. The media's attack shift [2:01:56] to non ad valorem tax payers [2:01:59] when social a blame shift. [2:02:01] Well, it's been a blank ship [2:02:03] constantly. But you something [2:02:04] had we try to fight it. You [2:02:07] know, to be honest, and I'm [2:02:07] not going to fight it longer. [2:02:09] And I think the commissioner [2:02:11] come out this morning and [2:02:15] Martin County. He basically [2:02:16] said it was going to cause 114 [2:02:17] firefighters are going to be [2:02:21] laid off next not want to do [2:02:22] that. He but they're going [2:02:22] they're there. We're going to [2:02:23] figure a way to try to avoid [2:02:24] it. But that's what they're [2:02:27] trying to force our hand. [2:02:27] Everybody says now what you're [2:02:33] you're crying, wolf. That's [2:02:35] that's the menu and social [2:02:35] media and the news crying, [2:02:39] Wolf. Because now, you know, [2:02:40] you're gonna you need to [2:02:43] tighten your belts. And MR. [2:02:48] I'm sorry. Couldn't agree. MR. [2:02:53] And Commissioner Burrows a [2:02:54] well stories and touched on. [2:02:54] But but mention something [2:02:57] that. [2:02:58] >> We've been fighting for [2:03:00] several years. And that's how [2:03:04] to retain local control. [2:03:05] Because people don't run into [2:03:09] their state. Senators Walmart. [2:03:10] Or at the at the barbershop or [2:03:12] to feed store where we hear [2:03:15] from everybody all the time. [2:03:18] You know, it's a great thing. [2:03:19] This local government is the [2:03:23] closest to the people. [2:03:25] Tallahassee has been trying to [2:03:28] wrestle control. Of local [2:03:29] government for several years. [2:03:33] And we fight it every year. So [2:03:36] the I've told people This tax [2:03:38] reform bills, not about [2:03:38] property taxes. It's about [2:03:43] control. All about control of [2:03:43] the state trying to take [2:03:45] control local government. [2:03:53] It's. It's a lot different. [2:03:53] The other states, senator, [2:03:54] that being a county [2:03:55] commissioner, we get phone [2:03:56] calls from our friends and [2:03:57] neighbors and people. We know [2:04:01] people we don't know. It's [2:04:02] hard to go into the grocery [2:04:04] store, something that not have [2:04:05] some way staff. A I got I've [2:04:13] got a problem. So. This food [2:04:14] that this is a like hidden [2:04:15] agenda in mind in my mind that [2:04:18] this is all about. Taking [2:04:23] local shift in its [2:04:25] Tallahassee. And to me this, [2:04:25] what was buried in this tax [2:04:29] reform bill from day one. And [2:04:34] i still believe it 100%. It's [2:04:35] it's I think it's starting to [2:04:36] come light. Some people are to [2:04:37] see. So that's what this is [2:04:41] all about. Another thing, [2:04:43] people notice it. We don't pay [2:04:48] taxes too. Every commissioner [2:04:49] here has has has property in [2:04:51] this county that we pay taxes [2:04:52] owed love month. Nothing more [2:05:01] than it paid There's a Acosta [2:05:06] live Society and educate our [2:05:09] youth take care of over a [2:05:12] people live here. Most people [2:05:13] don't know that we are seeing [2:05:16] are services feeds [2:05:17] approximately 125 people a [2:05:20] day. Delivers, I mean, [2:05:21] delivers or meals. They also [2:05:23] feed people in the at the [2:05:25] senior services department. [2:05:27] And food is cooked. By the [2:05:29] sheriff's Department. In the [2:05:32] in the kitchen. At the jail. [2:05:36] And this is all stuff that if [2:05:37] you have somebody, should we [2:05:37] stop feeding the people that [2:05:38] can't get out and go get food [2:05:41] will know you can't do that. [2:05:44] But most people don't realize [2:05:44] that's their tax dollars goes [2:05:47] to that. It funds supervisor [2:05:49] of elections. Your tax dollars [2:05:53] to. Pays electric bill there [2:05:57] and it in for toilet paper and [2:05:58] copy paper and everything that [2:06:00] operate. Our election system. [2:06:04] Is paid for by your county. [2:06:08] So. Every building that that [2:06:09] these people are in 3rd [2:06:10] biggest, some state [2:06:14] assistance. But the county's [2:06:15] the county owns the buildings [2:06:16] and maintains the building's [2:06:18] fixes air conditioners and the [2:06:18] in the in the plumbing leak [2:06:21] soon. All of that stuff to [2:06:26] keep cogs in in this and this [2:06:27] machine going so people can [2:06:29] have. The the freedoms that [2:06:36] they want. Any further [2:06:41] discussion. All in favor of [2:06:42] the motion say Aye. Aye. All [2:06:44] opposed. Nay motion carries [2:06:45] unanimously. [2:06:46] >> Sorry about that. Missed. [2:06:48] Just can we went down the [2:06:49] rabbit trail? That's okay open [2:06:52] the whole idea [2:06:54] >> The update I have is just a [2:06:57] month. A report for JUNE 2026. [2:11:39] >> I think this is a good [2:11:40] opportunity to continue doing [2:11:42] that, to let the people know [2:11:44] not only with the science of [2:11:45] social media, vape, your [2:11:45] workmates just because you all [2:11:47] work together. The net. To put [2:11:48] the word out there it I think [2:11:49] it was really good. Ate what [2:11:54] Joe did. Thank you. Anything [2:12:01] >> MR. Nelson. Thank you, [2:12:01] chair. I just got a few things [2:12:04] I want to bring So on JULY, [2:12:05] 30th fdot will be having their [2:12:07] 200 and 50th anniversary [2:12:10] display. [2:12:11] >> Here across the street, [2:12:12] it's a mobile display. They'll [2:12:13] be setting up. It'll be open [2:12:18] to the public. Around 10 [2:12:20] o'clock. They will be having a [2:12:20] great event will be open again [2:12:24] to the 11 to one. They'll [2:12:25] start breaking down around one [2:12:27] to 2. So it will be open to [2:12:28] the public from around 10 to [2:12:30] one. And that's a display. [2:12:32] Fdot will be setting up in the [2:12:36] parking lot across the street [2:12:36] and then they'll break down [2:12:37] and leave within the same day. [2:12:38] So just wanted to make sure [2:12:39] the public's aware that's [2:12:40] coming. It will be on our [2:12:42] website. We literally got the [2:12:44] actual dates and times [2:12:46] yesterday. So we've been [2:12:47] discussing this for them for a [2:12:48] while, but it we did finally [2:12:49] get confirmation yesterday on [2:12:50] the Times and and what how [2:12:53] it's going to play out. Also, [2:12:54] I would like to just bring up [2:12:57] a couple of things. Couple [2:12:58] other things. One of them [2:13:02] sorry. As you all know, you [2:13:04] know, we had some events here [2:13:05] locally last week last [2:13:07] weekend, one of those I like [2:13:08] to bring up is, you know, they [2:13:11] did have airboat. Race bill [2:13:16] down at Lock 7 that was a [2:13:18] significant turnout. There was [2:13:21] actually logged 3,200 [2:13:21] visitors. We're lot for that [2:13:25] event. You know, moving [2:13:26] forward week, we have a better [2:13:27] idea of what they have coming. [2:13:29] So we will be structuring that [2:13:32] that with them a little bit [2:13:33] better because think for [2:13:33] everybody was a big surprise [2:13:37] of the amount of people who [2:13:38] came. The average dwelling [2:13:40] there was 175 minutes. So I [2:13:41] mean, that's a significant [2:13:43] amount time that people stayed [2:13:47] at that site during that [2:13:48] event. So, you know, there was [2:13:48] a lot of really good things [2:13:51] that came from that we looked [2:13:54] at the economic impact, [2:13:55] Jacqueline and and Matt, it [2:13:58] provided me this information [2:13:59] just from the economic impact [2:13:59] that they were able for a [2:14:05] one-day event 300 or $235,000 [2:14:06] in economic impact that [2:14:08] brought into county for that [2:14:10] day so they can tell when they [2:14:11] go to Publix, they can tell [2:14:14] when they go to McDonalds, [2:14:15] those people who are logged on [2:14:17] that site, they can actually [2:14:17] let tell you every place they [2:14:21] go throughout the day by data [2:14:22] that's provided. So they can [2:14:24] tell me how many people are at [2:14:24] McDonald's. They can tell me [2:14:26] if they stayed overnight at a [2:14:28] hotel. I mean, the data that [2:14:29] the data collection were able [2:14:31] to get on. That is pretty [2:14:33] impressive. And I would like [2:14:33] to thank them for that. And [2:14:37] and also the promoter for [2:14:39] bringing that here. I mean, [2:14:40] that's that's something that [2:14:40] was here as I was a child. I [2:14:43] know or younger. And it kind [2:14:44] of disappeared in to see that [2:14:45] back here, I think is a really [2:14:45] good thing and we'll be [2:14:48] working with them to try to [2:14:50] help them get back here for [2:14:52] more events. And then also, [2:14:52] you know, there are some local [2:14:55] business owners who did help [2:14:56] with that. You know, we had a [2:14:57] local business owner. I would [2:14:59] like to thank them for [2:15:01] stepping up because it was [2:15:01] such a short notice. The [2:15:02] county didn't get the permits. [2:15:03] Everything from the vendor [2:15:07] until Friday afternoon. Local [2:15:08] then there came out and [2:15:09] provide a portal. It at no [2:15:12] cost to the vendor or the [2:15:13] county. So, you know, not that [2:15:15] those participations we see [2:15:16] locally that they're so [2:15:18] enthusiastic to come in and [2:15:21] help. Not just the county, not [2:15:23] just county itself, but the [2:15:24] promoters to bring in those [2:15:27] types of events pretty neat. C [2:15:28] so I would like to thank [2:15:30] everybody who was involved in [2:15:30] making that happen. And I look [2:15:31] forward to that being a [2:15:35] long-term partnership with not [2:15:35] just that entity, but [2:15:36] hopefully others to do the [2:15:40] same type stuff because that's [2:15:40] the goal. That's our goal is [2:15:41] to make the you know, it's [2:15:43] it's not really revenue for [2:15:44] the county. I know people look [2:15:46] at it like, you know, what is [2:15:48] that? It's it's what it brings [2:15:49] an economically. And that was [2:15:49] a significant for a one-day [2:15:55] event. Justin has that don't [2:15:55] impact your your ability to [2:15:56] have all the people they want [2:15:59] put your fence up. [2:15:59] >> So my fence, it won't [2:16:00] impact. They'll still have [2:16:04] entrance and exits to that to [2:16:05] that same site, we're not [2:16:07] restricting any of that grass [2:16:08] area. What we're restricting [2:16:09] is those accept having [2:16:11] multiple access points, they [2:16:12] will still be able to access [2:16:14] from through the air. But [2:16:15] launch has a turnout that will [2:16:20] turn out onto the grass area. [2:16:22] So we there is no restriction [2:16:24] and that does I'm But what it [2:16:26] does restrict is it restricts [2:16:26] the guy who wants to take his [2:16:28] truck jump off the edge of the [2:16:29] of the concrete and create [2:16:32] those significantly huge [2:16:33] washout will be able to [2:16:35] control all of that. Now with [2:16:36] the fencing. So the areas [2:16:38] still going to be open to the [2:16:40] public. We still have will [2:16:41] have walked 3 passes through [2:16:42] the fencing from one end all [2:16:44] the way to the other. It's [2:16:45] just going to be vehicles to [2:16:47] get to that space walk, [2:16:50] shifty, use that designated [2:16:52] entrance. And that was part of [2:16:54] what the court wanted to see. [2:16:57] Also as to try to help control [2:16:59] some of the turbidity in the [2:17:01] other things. So they are but [2:17:03] launch will actually improve [2:17:05] that for those people who use [2:17:05] and use it for the right [2:17:09] purposes. So we will still [2:17:10] have a significant amount of [2:17:11] travel watch area there. I [2:17:13] mean, we're Terry, we're [2:17:14] taking a very minimal amount [2:17:15] of dry watch out with the [2:17:20] actual but launch so and it [2:17:22] will get it will give a better [2:17:22] opportunity to not have to be [2:17:25] down there fixed an burnouts [2:17:26] and mud holes that people [2:17:29] created. So pretty excited to [2:17:30] see that that move forward. [2:17:33] Working with the Army Corps to [2:17:34] go ahead and get are finalized [2:17:35] to to set that date. I think [2:17:40] we have a preliminary date for [2:17:42] preconstruction meeting for [2:17:44] AUGUST 13th. We're just [2:17:44] waiting on a few things back [2:17:45] from the court. If that works [2:17:50] with their schedule. Other [2:17:51] than that, that's really all I [2:17:52] have. But I would like to say [2:17:52] we do have a staff member [2:17:58] who's out you in the hospital, [2:17:59] if everyone could please pray [2:18:01] for them and their family, [2:18:01] they someone who's very [2:18:05] important to this to this [2:18:06] establishment and very good [2:18:08] friend to all of us. So if you [2:18:09] could, please just pray on [2:18:14] their behalf. So I got chief. [2:18:19] Yes, sir. Thank CHAIRMAN. [2:18:19] >> Also want to give a shout [2:18:22] out the parks and Recs staff [2:18:23] for those events. They went [2:18:26] off very well. I was happy [2:18:28] with them. Issues come issues [2:18:30] but thoughts come up and also [2:18:31] have been coming around for a [2:18:33] couple years that between the [2:18:33] sheriff and I on public safety [2:18:35] and some of these events and I [2:18:37] reached out to Justin Staff [2:18:41] and and they really jumped on [2:18:42] it. Specialist Shannon [2:18:44] wrangling, all of those people [2:18:44] to create an appointment that [2:18:45] they work for all of our [2:18:47] calendars. But for the first [2:18:49] time, a long time, it really [2:18:50] felt like all the departments [2:18:52] are clicking together. So that [2:18:54] was it's just it's just good [2:18:55] to see things coming together [2:18:56] at. I appreciate all the staff [2:18:58] together with that being said, [2:19:02] the been trying to. And bed [2:19:03] myself in the community [2:19:03] development with the [2:19:04] restructuring of bin over [2:19:05] visiting with those and but [2:19:09] time spent with Bill and Beth [2:19:10] and Kevin and the page the [2:19:13] whole group group over there. [2:19:15] I'm excited to see some of the [2:19:16] things that that I want to be [2:19:17] able to to to help transform [2:19:19] over there that the staff is. [2:19:19] It is anxious is probably not [2:19:22] the word excited about some [2:19:25] stuff that we think we can get [2:19:25] done. There and improve the [2:19:28] services for the community. [2:19:30] Already working hard. And I [2:19:32] think of with a little bit of [2:19:33] some just implementing some of [2:19:34] their ideas. I'm excited to [2:19:35] see some of the things that [2:19:38] are going to happen over there [2:19:39] other than that tomorrow night [2:19:40] we're having another family [2:19:41] night Fire rescue at the [2:19:42] pavilion. 6 o'clock. [2:19:43] Everybody's course. Always [2:19:47] welcome. But our Ashley Peas [2:19:49] are double from harassment. So [2:19:49] we're excited about that. [2:19:51] That's growing in. The [2:19:51] families are excited. We're [2:19:52] going to set up the bounce [2:19:53] house in the water slide for [2:19:54] the kids. Looking forward to [2:20:00] that. And that's all I got. [2:20:04] >> First, the level of permit. [2:20:05] Ms Smith in a code enforcement [2:20:06] staff. But when I looked over [2:20:08] that, special measures since [2:20:10] last, I mean, it's you'd have [2:20:13] to have a role paper to put it [2:20:14] all that's going in and a lot [2:20:16] of good things happening there [2:20:19] now. Think that we probably [2:20:21] need to give them some [2:20:21] support. If they bring back [2:20:22] some time and talk about the [2:20:24] food truck issue, it would it [2:20:28] would be great let's find out [2:20:29] what the rules are, what [2:20:30] they're not. If there's [2:20:31] anything we can do to support [2:20:32] them in their efforts keeping [2:20:37] him. Within the regulations, [2:20:38] it be making it pretty [2:20:42] yesterday. Also, I would like [2:20:44] to talk about the there's 2 [2:20:45] different levels of U.S. [2:20:48] Development. There's a one for [2:20:49] the family, minimum Scipione [2:20:50] over 100 acres. And I [2:20:50] understand if you divide out, [2:20:56] you give you relative. 5 or 10 [2:20:57] acres in. You have to put a [2:20:59] road into it. You can go [2:21:00] around the wetlands and can [2:21:01] you can make sure that thanks [2:21:02] to comply. But the other one [2:21:07] we have de minimis just [2:21:08] regular diminished development [2:21:09] and so situation where day [2:21:12] with a landowner came before [2:21:15] they planning board and ask [2:21:19] for zoning change especially [2:21:21] exception. And it was denied [2:21:22] and the neighbors had a [2:21:26] problem with the drainage. And [2:21:28] then I was told, well, can go [2:21:29] do it to men of a split [2:21:31] country lots and do nothing. [2:21:32] And they would, you know, [2:21:34] they'll never be in a drainage [2:21:35] consideration of whatever. I [2:21:36] think it's time that we talk [2:21:37] about this and make sure that [2:21:39] would. It says it's a cheap [2:21:43] way of doing a flat. Is what [2:21:45] it is. You know, you can do it [2:21:45] or you can do is free and [2:21:46] never and tree spent on and [2:21:48] never touch it. And I think [2:21:50] that we need to look out for [2:21:53] the neighbors. You know, if [2:21:54] piece of property between [2:21:56] commissioners here and I'm in [2:21:57] the middle you decide to block [2:21:58] my range. Nothing can happen [2:22:02] with that. If we don't have an [2:22:03] agreement going in. So that's [2:22:04] what I'm asking for is if we [2:22:05] get a chance to bring that [2:22:06] back in and work on added at a [2:22:11] later time, maybe pre she ate [2:22:14] MR. Royce, I'm good. Okay. [2:22:21] Change in air. [2:22:21] >> Chair board very briefly, [2:22:22] all start, as I always do with [2:22:26] the ot roadwatch. The only [2:22:27] things really going on Paul [2:22:30] hardening. Over headline [2:22:34] hardening fpnl hardening along [2:22:35] the corridors of U.S.. 98 [2:22:39] State Road 74. 41 just very [2:22:41] briefly, an update of what's [2:22:42] happening from the county [2:22:48] perspective. On Berman Road [2:22:50] Project. We had a very good [2:22:52] meeting in the field with dp [2:22:57] We're updating our wetland [2:22:59] jurisdictions and getting our [2:22:59] mitigation plans prep for [2:23:01] Berman to get that back in and [2:23:05] then we'll roll right into the [2:23:07] outfalls with fpnl and [2:23:08] everything on spot in the sun [2:23:13] and 4 seasons. The other quick [2:23:17] update on Lofton Road is the [2:23:19] contractors now installed on [2:23:20] the pipe that need to be done. [2:23:20] He is working on providing [2:23:24] those areas on the curbs. He [2:23:25] is also stepped up and [2:23:26] indicating that he would help [2:23:27] with patching some potholes [2:23:30] that are in the project in the [2:23:32] southern end that we get [2:23:33] complaints on looking forward [2:23:36] to seeing that happen shortly. [2:23:36] Here to answer any questions [2:23:40] you MAY have. [2:23:42] >> What your thoughts on [2:23:43] repairs on regime. And I've [2:23:45] had a chance to be there yet. [2:23:47] So we yet know. Just I spoke. [2:23:47] I think what we need to do and [2:23:50] I think that we're ordering it [2:23:52] right now. It's just sent some [2:23:53] temporary flow of the to fill [2:23:56] in the void says best we can. [2:23:58] >> That, as you know, Lamb [2:23:58] island to bridge is one of the [2:23:59] 5 that we have. The 2.5 [2:24:01] million dollar Grant, 2 [2:24:05] improve. [2:24:08] >> Slowly making our way [2:24:09] through the grant [2:24:10] requirements. They are also [2:24:12] requiring some environmental [2:24:12] stuff before. [2:24:14] >> They released us to go to [2:24:15] bed. We're still hoping to be [2:24:16] able to go to bed in the next [2:24:20] couple of months on that we [2:24:22] will do a repair on it. We'll [2:24:24] do an inspection after the [2:24:25] repair and we'll see where [2:24:28] that goes. [2:24:29] >> I people sent me a photo of [2:24:31] it. If you need it. [2:24:32] >> Yeah, no, I was sent photos [2:24:36] yesterday and I think a quick [2:24:36] full the Phyllis probably the [2:24:38] best answer. For the time [2:24:43] being. [2:24:44] >> Just to kind of lab or a [2:24:44] little more on that. We we've [2:24:45] already got that of a current [2:24:47] in place today and we have [2:24:50] fulfill coming tomorrow. We [2:24:52] tried to get it today. We just [2:24:52] could not get could not get [2:24:55] material on site today, but [2:24:55] they do have truck scheduled [2:24:59] for us for tomorrow unless [2:25:00] something changes. We should [2:25:02] start backfilling outflow feel [2:25:03] tomorrow just for a temporary [2:25:05] repair until we can get the [2:25:06] full grant money in place to [2:25:10] do that years. We are working. [2:25:12] And what I'll probably do is [2:25:15] at the flow of Bill fulfill is [2:25:15] in place. [2:25:16] >> Is have my structural [2:25:17] consultant go back out and [2:25:20] look at it again. But I want [2:25:22] to we wanted it safe ride up [2:25:23] front and then we'll take a [2:25:24] look at any additional things [2:25:26] will need be done over and [2:25:28] above what's in the plans [2:25:32] right now for repair that? [2:25:33] >> It bridges always taken [2:25:34] beating because of the [2:25:34] approaches. Do not match up [2:25:38] and jump opponent and [2:25:39] >> that's that's going to be [2:25:40] repaired with with the update [2:25:43] to the plants. But we will [2:25:47] have that done shortly. [2:25:48] >> Any questions, comments [2:25:51] think? Thank you, sir. MR. [2:25:54] Attorney. Nothing at this [2:25:59] time. MISTER Chair. Get a [2:26:02] discount very shortly. [2:26:04] >> Want to piggyback on what [2:26:05] MISTER Nelson said. It's to [2:26:06] keep that employee in your [2:26:08] thoughts and prayers. Very [2:26:10] vital member of this team. So [2:26:11] hoping for a speedy recovery. [2:26:16] There clarification I have on [2:26:19] my calendar. The 2 AUGUST [2:26:20] meeting dates as 13th with the [2:26:23] 20th being a if we need this. [2:26:24] But we now clearly need it [2:26:26] because we've scheduled all [2:26:28] those for 9 o'clock on that [2:26:31] 20th. So just anybody else had [2:26:34] that as as needed didn't hear [2:26:35] earlier. We will have both [2:26:36] those meetings in AUGUST. We [2:26:37] don't need it. Why just said [2:26:43] because? We have to. Help me [2:26:44] with my term we have the [2:26:48] public hearings or [2:26:49] >> What? Lisa just premiered [2:26:51] fire ems, solid waste [2:26:53] assessments as well as 5 [2:26:54] o'clock note 9, Oh, okay. [2:26:55] Going to 9 o'clock. Yes. So [2:26:57] that meeting is now. Doesn't [2:26:59] the 13th and 20th Back weeks. [2:27:02] Okay. [2:27:03] >> Because there are other 1, [2:27:12] 2, 4, Later on and SEPTEMBER. [2:27:13] The director is going 10, to [2:27:15] 20 well that the there was a [2:27:16] time we discussed only haven't [2:27:20] won in AUGUST. And that was [2:27:20] the 13 of the 20 that was put [2:27:21] on our calendar in case in [2:27:22] case has reared its head. You [2:27:23] don't keep Labor Day like it [2:27:26] was. [2:27:27] >> Providing the calendar [2:27:28] change directly. Get 13th to [2:27:33] the 20th, right? Thank you for [2:27:34] bringing that anything else? [2:27:35] No. Sure that MISTER Good [2:27:38] Bread. [2:27:42] >> First of all, wish. [2:27:42] Commissioner DeCarlo belated [2:27:45] happy birthday. Few days ago [2:27:50] last week. Again, prayers for [2:27:51] you know, our team member in [2:27:57] the hospital. Thank you for [2:27:58] put the page numbers on the [2:28:06] agenda. 10 years of doing that [2:28:07] every morning. That sort of [2:28:08] make a Thank you very much. [2:28:09] Whoever did that in charge of [2:28:16] that. Again, I want to to [2:28:16] mimic Commissioner, Asia [2:28:19] least. Thank you to Jared and [2:28:19] Jessica. Further educational [2:28:24] help. Outreach is that they're [2:28:24] doing for the people. So they [2:28:26] understand what? Your tax [2:28:33] dollars pay for. I don't know [2:28:34] the exact number of this book. [2:28:35] There was a speaker. A listen [2:28:40] to last month who said [2:28:41] homeowners get a dollar is a [2:28:44] dollar. And $0.53 worth of [2:28:45] services for every dollar they [2:28:51] pay in taxes. So it's maybe [2:28:52] not the most efficient, but [2:28:55] it's the best we have. My [2:29:02] opinion. MR. Nelson sent you [2:29:03] some pictures that was sent to [2:29:06] me of the of the docket know [2:29:07] been slew of the road rails. I [2:29:10] didn't know if you'd chance to [2:29:11] inspect that. Yes, sir, it's [2:29:12] already inspected. And I think [2:29:14] the materials already. [2:29:15] >> On site or been on. We [2:29:17] already have the material on [2:29:18] hand and we'll be working on [2:29:21] trying to get that for fun [2:29:21] this week. Thank you very [2:29:27] much, sir. And commissioner to [2:29:31] Carla. [2:29:32] >> I don't have much to say [2:29:32] good to be back at a good [2:29:33] break. And the it's good to be [2:29:38] home. 7 days is Florida's [2:29:40] would have been perfect. But [2:29:41] it's good to be home. Thank [2:29:48] you. Commissioner Burrows. All [2:29:48] right. So [2:29:51] >> talked to knew the [2:29:52] executive director yesterday [2:29:53] and for warning that going to [2:29:55] talk about today. But he will [2:29:59] be dry needs to be. Repaved. [2:30:04] So. This is gets worse or is [2:30:06] every day and I thought [2:30:06] remember correctly, we did [2:30:10] have the commitment that that [2:30:11] was going to be done at some [2:30:11] given time in the next 50 [2:30:15] years. So I'd like to see get [2:30:16] done with that earlier. And so [2:30:18] i told one when I started [2:30:22] talking about it today, at [2:30:22] least up knew that what I was [2:30:23] going to say so and didn't [2:30:26] blindsided. So if you can get [2:30:29] the get those folks on board. [2:30:29] Here is Justin are Jessica. [2:30:32] Whoever wants to take the [2:30:33] action item and find out [2:30:34] exactly when they're going to [2:30:35] do it. And and to see if they [2:30:36] can get it done. Fairly [2:30:39] rapidly. [2:30:39] >> Yes, just enjoyed working [2:30:43] on that. One of you. Yes, sir. [2:30:44] We've been working on that and [2:30:47] our concern is until their [2:30:49] contractors completed the [2:30:49] service, then we will discuss [2:30:52] with them about where they [2:30:54] keep doing patchwork and other [2:30:56] things. But you're exactly [2:30:57] right, myself. The engineer, [2:30:57] MR. Brown had been working [2:31:01] with them. Pretty [2:31:02] wholeheartedly. And it's it's [2:31:03] not just eagle bay it. There's [2:31:04] there's some other roads that [2:31:07] meant we feel. And and I feel [2:31:09] that some of them a few of the [2:31:10] roads, the county, we will [2:31:10] bringing that back to the [2:31:13] board for cost share on some [2:31:14] of it because it is some of [2:31:15] the road for a little bit [2:31:16] older. But eagle bay we've we [2:31:17] know there's got to be [2:31:18] something done. So we will [2:31:19] keep negotiating with them. [2:31:22] But their contract or needs to [2:31:26] finish an be compliant. And [2:31:27] then what are really not a [2:31:29] sure. Yeah. That projects as [2:31:30] of right now. It's not [2:31:34] completed. So there's still [2:31:35] things on the punch list and [2:31:37] for waiting for them to get [2:31:38] those done. And we have some [2:31:40] concerns with still some [2:31:43] sediment settling that's [2:31:44] happening underneath the [2:31:47] repaired areas and we don't [2:31:48] feel it's in the county's best [2:31:49] interest right now until all [2:31:51] the issues are corrected [2:31:54] before we move forward. I [2:31:55] don't know if the engineer to [2:31:58] now since the last time, Santa [2:32:00] to be all over there. I know [2:32:01] you haven't been there yet. So [2:32:02] we've been there for We've [2:32:03] been there multiple times. And [2:32:04] so his steps made multiple [2:32:06] trips also MR. Brown, so but [2:32:07] we will be been negotiating [2:32:09] out some sort of pavement. [2:32:13] Issue to be corrected. There's [2:32:15] a repayment know I knew I got [2:32:16] one completely out dying. So [2:32:20] figured bring that up. [2:32:23] >> Just for board's position, [2:32:27] position is worked on and a [2:32:27] rule area of opportunity with [2:32:31] which is a South Central Rio, [2:32:34] which is 40 economic in the [2:32:34] region, opportunity 6 counties [2:32:37] in 4 cities, rail [2:32:41] authorization had run out. And [2:32:43] so we have to redo it every 5 [2:32:45] to make a presentation to the [2:32:47] ready organization. And the [2:32:49] governor apparently is good [2:32:52] sign proved to just this week. [2:32:54] So that means we got 5 more [2:32:55] years so before to do another [2:32:56] presentation. So somebody else [2:32:57] will be doing it a given time. [2:33:02] I think. When I was a the [2:33:08] National Association Board of [2:33:08] directors meeting I was so [2:33:11] working Comcast inmate. Wanted [2:33:15] to do video. Okay. That last [2:33:17] year on broadband originally [2:33:18] they asked me just was the 2 [2:33:21] top things in your community. [2:33:24] That keeps you awake? Well, to [2:33:25] talk things with this data [2:33:28] centers and property tax. So [2:33:29] originally as so we'll just do [2:33:30] one on data centers and talk [2:33:32] about the pros and cons the [2:33:33] difference between Hyperscale [2:33:35] in the record data center. So [2:33:37] got a call last week ago, [2:33:38] Monday night, felt that I [2:33:41] needed to different the topic. [2:33:42] So what I did is I did a video [2:33:46] on property tax reform. And [2:33:47] that will be distributed [2:33:48] nationwide probably in the [2:33:52] next couple weeks. So can you [2:33:53] give you a call are give you [2:33:54] to do it. And hopefully you'll [2:34:00] be able to see it. As speaker [2:34:00] data during the course of this [2:34:05] conference. We had number of [2:34:08] opportunities to sit through [2:34:12] sessions for data centers [2:34:14] talking about what is what's [2:34:14] necessary, what the [2:34:15] differences between Hyperscale [2:34:16] regular citizens eccentric [2:34:19] century center. But one of the [2:34:20] things that kept coming out in [2:34:22] it and the they preach In [2:34:26] totality. Is you have to [2:34:28] engage with the community [2:34:30] initially. Community [2:34:31] engagement is is especially [2:34:35] important. Depending on where [2:34:37] you're at and how you're [2:34:37] doing. It does make a [2:34:39] difference. It's really [2:34:41] important. And I brought back [2:34:42] some information. I still have [2:34:43] my briefcase. Was going to [2:34:44] distribute it out to the [2:34:46] border. Should take a look at [2:34:47] it some from some of the [2:34:48] information. We got of these [2:34:50] policy committees. And the [2:34:54] last thing is for Justin. Just [2:34:59] refresh my memory. On the [2:35:01] delighted sign the lighted [2:35:03] sign goes in the Oakleaf [2:35:03] Estates. I know you told me [2:35:04] one time about it. But other [2:35:07] story member, I'm sorry. It's [2:35:09] already it so work orders [2:35:13] already been submitted [2:35:16] >> you know, yes, sir, sorry [2:35:17] from Fpnl and we're just [2:35:21] waiting on that to go forward. [2:35:22] We already pay for that [2:35:23] existing street light there. [2:35:24] That's not part of their [2:35:26] assessment. It only increase [2:35:28] that street light bill by like [2:35:31] $2 and $0.50. So I did not [2:35:32] think it was worth going [2:35:33] through the process to add [2:35:34] that to there's we just added [2:35:36] it to that one that's funded [2:35:38] through that Safer streets [2:35:39] Fund helps fund that street [2:35:40] light right there because it [2:35:42] is a school bus stop site and [2:35:44] the county picked up the small [2:35:46] amount of improvement costs [2:35:46] that we needed to do to get [2:35:48] the new light there. So it is [2:35:50] in process and we're really [2:35:52] got to all the permitting and [2:35:55] everything you know, get that [2:35:55] moving forward. So so that [2:35:56] going to be another 50 year [2:36:02] opportunity. [2:36:04] >> we'll there 2 years. I [2:36:06] don't know. We got 50 years I [2:36:07] know I do. I'm just trying to [2:36:10] figure Sometimes it seems to [2:36:11] take an enormous amount of [2:36:14] time for simple things. So [2:36:15] turns out ask him that [2:36:18] question. And this just to [2:36:19] really have got this one last [2:36:26] thing Met with Martin County. [2:36:29] You give report to the board [2:36:33] and so we did meet with the [2:36:33] Martin. [2:36:36] >> County administrator myself [2:36:38] just announce in our county [2:36:39] engineer and some of their [2:36:44] staff members and the we are [2:36:48] on the same page in terms of [2:36:49] it being a priority for the [2:36:51] widening and the [2:36:52] recommendation is to and what [2:36:53] we've done is reach out to our [2:36:57] secretaries with fdot. [2:36:58] >> To let them know. But to [2:37:01] wait until the sees session [2:37:06] yet the session is done for. [2:37:07] The new secretary's that are [2:37:08] coming into then speak with [2:37:10] them. So. [2:37:10] >> This is a white and the [2:37:13] 7.10. Because we have it on [2:37:17] our project list and I don't [2:37:21] know that their district over [2:37:21] hasn't gone. There's no other [2:37:22] soon, they said they So we [2:37:26] just one of the do the fact of [2:37:27] the fact that there's been so [2:37:28] many deaths on that particular [2:37:30] road, just as much as we. [2:37:31] They've been working on for [2:37:32] the 70 west piece of and we [2:37:35] have that in being through the [2:37:38] pd and e process. Now. We just [2:37:40] need to get everybody on the [2:37:40] same page to start putting [2:37:47] money to go and get this done. [2:37:47] I had to interview yesterday [2:37:50] with the Florida 1000 and [2:37:51] those based on the needs of [2:37:54] transportation rule counties. [2:37:54] And this was one of the issues [2:37:57] we talked about It we need [2:37:58] more money is coming into [2:38:00] these rural counties because [2:38:01] it's in the Swiss Swiss cheese [2:38:05] corridor. Not only just for [2:38:07] hurricane evacuation for any [2:38:08] type of economic develop and [2:38:08] manufacture distribution [2:38:10] process that you put in. We [2:38:11] need to be able to have these [2:38:15] roads widened so that. You can [2:38:15] reduce the number of traffic [2:38:20] accidents. Because obviously [2:38:21] if dot's traffic accidents, it [2:38:24] 0. And they're not meeting [2:38:25] that expectation right now [2:38:28] some of these you'll forward [2:38:33] you, MISTER CHAIRMAN. As with [2:38:34] you had a short conversation [2:38:36] with the incoming ou [2:38:37] administrator. [2:38:38] >> And he told me that he [2:38:41] takes over the 31st. And I [2:38:43] said showed me that happened. [2:38:44] If you have time, I'd like to [2:38:45] have a meeting see how we can [2:38:48] work closer together. I'm [2:38:50] hoping with the change and [2:38:51] management of red that that [2:38:56] can happen. And I'm sure, [2:38:57] Justin, you're watching for [2:38:59] the future We said somewhere [2:39:00] to be in there to make sure [2:39:04] the vote to put back. So I'm [2:39:05] hoping when you meet with the [2:39:06] new administrator went, he [2:39:07] does if and when it does take [2:39:14] over. So we can make sure [2:39:15] myself, engineer MR. Brown [2:39:18] have made multiple. [2:39:19] >> Suggestions language expand [2:39:20] or contract packages and [2:39:23] again, for our. Employee. [2:39:29] That's prayers, goes up to him [2:39:30] and we're hoping for a speedy [2:39:33] recovery and is it 70 or 75 on [2:39:41] the birthday? 70 or 75 Uber [2:39:43] said in age of 75. That the
