[5:14] >> consent agenda: the items listed below are [5:15] considered to be routine by the city council and may be [5:22] approved in one motion. These may include items that have [5:23] been reviewed by the city council in a prior planning [5:24] session. There will be no separate discussion unless [5:25] council member requests that an item be removed from the [5:30] consent agenda and considered separately. Are there any [5:32] such items councilmember creighton and like to pull item [5:37] g. [5:38] >> councilmember schoonover thank you, mr. Mayor. [5:46] pull item h please. [5:50] item h. [5:52] >> dr. Felter pass. [5:53] >> any others? [5:56] >> okay.>> all right. And so we have a motion to [6:10] approve the clocking with the exception of items f g and [6:16] h. [6:17] >> mr. Mayor, I move we approve as presented less [6:22] items f g and h. [6:24] >> we have a motion and a second. [6:29] >> councilmember deneault, yes. [6:31] >> councilmember essex, yes. [6:33] >> dr. Felter, yes. [6:35] >> mayor bacon, yes. [6:38] >> councilmember schoonover, yes. [6:41] >> councilmember vakas, yes. [6:43] >> councilmember creighton, yes. [6:45] >> motion passes 7/0. [6:47] >> item f is. [6:54] >> I believe dr. Felter and jump in the black bob [7:00] water tower was amazing and under biggest. [7:04] >> and talk about that? [7:06] [off mic.] [7:10] >> nate baldwin so, yes we on the consent agenda [7:15] with the pay estimate but the good news black bob number [7:20] 2, water tower for the black bob park they came in under [7:27] budget to make the change order like to see that that is [7:31] good news and happen that happy and it is done and matches [7:36] the other water actuary. [7:38] >> the compliments thank you. [7:41] did a wonderful job. [7:45] >> thank you, thank you. [7:46] >>. Questions or comments? [7:50] >> a motion will be in order. [7:51] >> I I move to approve item f. [7:53] >> we have a motion and a second. Would the city [7:56] clerk call the roll. [7:57] >> councilmember essex, yes. [7:59] >> councilmember vakas, yes. [8:02] >> councilmember deneault, yes. [8:04] >> councilmember creighton, yes. [8:06] >> dr. Felter, yes. [8:08] >> councilmember schoonover, yes. [8:09] >> mayor bacon, yes. [8:10] >> motion passes 7/0. [8:12] >> item g. [8:17] >> 4(g) consideration of agreement no. 636-25 with [8:18] the kansas department of transportation (kdot) for funding [8:29] the k-10 and lone elm bypass project, pn 3-c-096-26. [8:30] >> I believe that was councilmember creighton yes [8:33] and mr. Baldwin you could have gotten more steps in the [8:40] 30,000-foot pole for two reasons number one, this is a [8:45] project that we as a city were concerned about for safety [8:49] and our friends along with kdot pushed forward so would [8:56] you please talk about how this will enhance safety number [9:00] one, and second, a little bit about the funding of that. [9:05] we're going to the budget process are staff is telling you [9:09] we're to be going on a diet and cutting the cip and [9:15] looking at a number of things to save money and talk about [9:19] that funding that is what it will impact. [9:23] >> and nate baldwin city engineer so we had [9:30] conversations about the project as a whole. And a lot of [9:35] of our our concerns and the concerns of many of us the [9:39] safety along eam lone elm road and the pickleball court [9:45] and that is a thought of putting a truck bypass route that [9:52] safely gets trucks to college boulevard up to k-10 without [10:00] the going to the school it accomplishes that a [10:05] consideration dot will fund the full amount of that [10:09] project is $18.7 million no city fund or for this project. [10:16] >> very good. [10:17] >> councilmember schoonover thank you, mr. Mayor, [10:20] and councilmember creighton. And I want to just set what [10:25] we're actually voting on not voting on. Does the city [10:31] council think that interchange is necessarily a good idea; [10:32] correct. [10:43] the exchange a vote vote from kdot to build the by pass [10:49] road will make the city of olathe safer when the [10:54] interchange opens. That is a dumb idea, a waste of money [10:59] and still vote "yes" to get k dots money to mitigate the [11:05] risk? We -- from this idea. [11:08] >> two things both of those. [11:12] >> thank you for that for that clarification any [11:17] other questions on item g? [11:21] >> a motion will be in order. And move approval. [11:26] >> we have a motion and a second. Would the city [11:27] clerk call the roll. [11:28] >> councilmember essex, yes. [11:29] >> dr. Felter, yes. [11:31] >> mayor bacon, yes. [11:32] >> councilmember schoonover, yes. [11:33] >> councilmember vakas, yes. [11:36] >> councilmember creighton, yes. [11:39] >> councilmember deneault, yes. [11:40] >> motion passes 7/0. [11:42] >> item h. [11:46] >> 4(h) consideration of a professional services [11:47] agreement with hntb corporation for design of the k-10 and [11:56] lone elm bypass project, cpn 3-c-096-26. Councilmember [11:57] schoonover you yeah- [11:58] >> (multiple voices). [12:00] >> would you you like to make a motion to approve [12:03] this. [12:04] >> I'll be honored I move to approve h as presented. [12:09] >> h excuse me - [12:11] >> I second that motion. [12:14] >> we have a motion and a second. Would the city [12:15] clerk call the roll. [12:16] >> councilmember creighton, yes. [12:21] >> councilmember vakas, yes. [12:24] >> councilmember schoonover, yes. [12:26] >> dr. Felter, yes. [12:28] >> councilmember essex, yes. [12:30] >> councilmember deneault, yes. [12:34] >> motion passes 7/0. [12:38] >>> we are now on. [12:42] >> 5. General issues and concerns of citizens. So we [12:43] have several folks signed up to speak to reads did [12:48] guidelines and call on the first speaker. [12:51] >> have established the policy for meeting for [12:54] people that work in olathe to address the concerns to the [12:59] city council and speakers should address to council [13:03] councilmembers are not to respond and the council has [13:08] allocated 3 minutes for each speaker and 30 minutes and 5 [13:14] speakers will get 3 minutes come to the podium and state [13:24] your name and address for the record. [13:25] >> welcome. [13:27] >> thanks sir. [13:29] >> okay. My name is horse miles I reside - [13:49] >> olathe and I have currently lived here 45 years [13:58] on the west side and subdivision backs up to the r-3 [14:15] zoning to the east. For the non-apartments in our area is [14:29] r-1 or r-2 and go to the south have the court and r-1 and [14:39] r-2 goes to the east and have the let me oaks and those [14:49] are all just r-1, r-2s. Okay. [14:53] >> I'm not against the developments. That I would [15:01] hope that the apartments and like the one on rage view and [15:08] college are too good and I hope the one has been approved [15:14] for the zoning for college and then the one on the other [15:21] side of highway. This is to it be 5 hundred and 50 parking [15:29] stalls with 1,000 people and about three hundred and 33 [15:34] apartment units. The major part of this traffic that is [15:40] coming out of this apartment complex is going to hit [15:45] straight and middle lanes down sunnybrook drive. [15:50] >> there is the middle lane school and there is [15:55] olathe northwest and it is all right. If the school time [16:02] is very dense with cars. And this situation. Also, if you [16:09] go east hit st. Paul grad schools and numerous daycare [16:19] centers in that area as everything to the north and to the [16:22] east is c-1 or c-2 and many I'm not opposed to develop. [16:29] but I am opposed to over development. Which is screw as [16:34] didn't fit our neighborhood [16:37] (bell ringing) [16:40] >> okay. [16:41] >> thank you. [16:45] >> [16:46] >> can you please come to the podium and state your [16:50] name and address for the record. [16:51] >> good evening brian I experienced homelessness. I [17:07] walked and struggle I've slept and hunger and theatre any [17:15] church opened their doors to me. [17:18] >> I started advocating for my brothers and sisters [17:21] in the homelessness and in may b-4 I stood over 40 public [17:30] comments not about me but that but the people living on [17:34] the streets every single day. [17:35] >> homelessness was brought up a lot and highland a [17:41] lot during our special use permit. That came before you [17:47] guys I wish it didn't have to be. I want to thank the [17:53] police chief was intentional with that presentation. [17:59] >> appreciate the breaking down and the explanation [18:02] of the point and time in count I on the committee and part [18:08] of another committee and with the d c s. [18:11] >> the unhoused communities are human beings that [18:16] might happen to passive their own decisions at the end of [18:26] the day, homelessness community on unhousing communities [18:31] are still communities I wish several of you that advocated [18:36] for this project didn't have to. I wish more passion and [18:43] in our nation and too often we try to over explain roams. [18:50] >> we walk, talk and bring and eat and breathe and [18:55] put our pants on the same way that everyone else does. [19:01] and our nation continues with with stipulations shorter [19:08] conversation and more direct meaningful and intentional [19:12] planning decision that produce positive outcomes we can [19:17] show leadership in our community. Everything is possible [19:23] until it is done and have a great opportunity to show true [19:27] leadership and asking to be part of it thank you. [19:30] >> k c come to the podium and state your name and [19:37] address for the record. [19:38] >> hi, I'm casey not from kansas but from fort wayne [19:51] idaho this is one of the anti bye sexual assault we're the [20:02] umbrella crossed the united states and supported three [20:08] hundred centers and for victims of domestic violence to [20:14] make that easy for survivors and adults and kids to go to [20:20] one place we have centers in 25 crises but this week we [20:27] plan for the first center in kansas in olathe no johnson [20:31] county I want to say hello and say a special thanks to dr. [20:37] felter for 2 days of planning and thank you very much. Ms. [20:42] essex we appreciate we are so honored to have the support [20:46] of this it committed group of leaders and not how you [20:55] intense but I grew up in a home on domestic violence we [21:03] created the first center in san designee we break [21:16] generation is cycle I'm joined by people katrina johnson [21:22] is the leader and brings successor agency act and sarah [21:27] part of our justice center team and johnson county [21:33] prosecutor and now douglas county with business leaders [21:41] and other leaders from the da's office and very involved [21:49] we have people coming up with more than 1 hundred I want [21:53] to say thank you for your commitment to public safety we [21:57] are going to create the first family justice center in [22:02] kansas I believe we will be the model for the rest of [22:06] state and for generations. And oprah winphrey said I [22:15] changed the rest of her life I have a wife and kids she [22:20] was right openly practices profile led george gush to [22:28] launch this movement not just in the united states we have [22:34] bipartisanship for so thank you for your commitments and [22:41] help us in the journey as we move forward. Thank you very [22:45] much. [22:46] >> craig miller please come to the podium and state [22:54] your name and address for the record. [22:55] >> good evening. My name is greg miller. [23:16] >> I've been a olathe resident since 1979 on my [23:22] third home here. We moved here when olathe had a [23:27] population of 26 thousand and was south of charlton and 51 [23:34] street was a dirt road. I watched the city grow over the [23:41] years for 50 years that's for the growth has to be smart [23:45] and after my wife passed a few years I downsized and [23:51] choose my home carefully and it was single-family and our [24:02] neighborhood a r-1 all single-family couped homes I want [24:11] you to understand I don't oppose the development of the [24:15] sunnybrook property I look forward to that will be bring [24:21] to our neighborhood. [24:22] >> strongly oppose rc 26 zero, zero, zero 6 and [24:29] oppose the 3 story apartment collection to sit in our r-1 [24:39] neighborhood just to be clear, not simply a development [24:43] this is a major change no density and tint and traffic and [24:48] character and placed next to the single-family [24:59] neighborhood and those are fundamentally different from [25:02] the homes that surround this property. The question for [25:07] you is can this property be responded and the question [25:11] should be is as the right to build this density in the [25:17] location I believe the answer to no and asked to have a [25:22] staff study will impact will not be significant enough to [25:28] require additional lanes or redesigned intersections but [25:33] the store is not there the three hundred and 36 apartments [25:42] are no there how can you adequately judge with all the [25:53] additional traffic around that area and surrounding [25:56] schools and churches. The city should evaluate the impact [26:02] from grouping this restoring I respecting ask the council [26:07] to deny this project as opposed and require complete [26:12] valuation [26:13] (bell ringing) [26:15] before you make your decision please don't let one [26:20] rezoning decision compromise and establish the [26:23] neighborhood that is already been a great value as part of [26:26] the olathe for many years and growth should strengthen our [26:30] neighborhoods not peter marsh. [26:43] >> state your name and address for the record. [26:45] >> mayor and members, I'm pete marsh, I live in [27:03] gatewood. Thank you for your time and my comments in [27:08] regards to the zoning we'll be voting on september 15th. [27:11] we have been olatheans and 9 years ago we built our land [27:19] we reasonably expect our styles are to be built [27:23] underdevelopment to be continued. We didn't buy in the [27:28] 3 story apartments. The presentation you'll be looking at [27:35] does not accurately describe the neighborhood you're asked [27:39] to change. This is a single-family under the umbrella [27:45] mixed or r-1 or rp 3 west of this site that is not a small [27:56] labor issue, that was on page 8 of the staff cites 6 [28:05] townhomes as a compliment to the homes on the south side [28:12] to treatment in the report of gate wood to the west. [28:16] staff has conceded the townhomes are - gate wood is [28:27] single-family homes this is making it worse. The planning [28:35] commission had to walk the site with a measuring wheel. [28:40] my driveway is - 995 feet and 60 feet east of the okay. [28:50] creek and under the development zone is 1,00010 and [28:54] halfway to the proposed site moving towards the ridge is [28:58] 1,000 plus 14 and are to 24-foot from the homes this is a [29:08] 3 story development will be a 4 or 5 story structure from [29:13] our homes that is not a minor detail this is against a [29:21] single-family neighborhood not on a recommendation that [29:25] one mischaracterizes the neighborhood and too omits it is [29:32] - and 3, leaves valuation concerns ongoing answered we [29:38] have that from our backyard don't be deceived with the [29:43] trees and the leaves go away in the wintertime we would [29:53] welcome the development and owner occupied townhomes [29:57] attached homes under the objectives and ownership is [30:05] building the long term residency. Thank you for your time. [30:19] >> thank you for all the speakers and now move to [30:24] planning section. [30:29] >> 6. Convene for planning session. Report on any [30:33] questions on this? Or any a need for a presentation? [30:37] >> move to the report number 2, a report regarding [30:41] the proposed amendments to the title vi of the olathe [30:49] municipal code and so - just a brief explanation of this. [30:56] I did read in the report that this is necessary for us to [31:04] work for the county to I guess inspect if we don't adopt [31:16] the codes the county -- whoever enforces those rules will [31:22] be able to do it inside the city limits? [31:25] >> is that correct? [31:26] >> the city attorney. It is correct, mayor. We [31:31] have those codes adopted I think the last in 2004. They [31:38] were single and johnson county updated them a couple of [31:41] years ago and they went into effect. But for us to keep [31:48] current on the latest, we have to readopt the updated [31:53] version to continue the current version of the county code [31:59] as -- [32:02] >> is it stuff we already do in the park? [32:07] >> I think that ryan told me that there is a sanitary [32:12] part of code that governs private sewerage. It is [32:19] essentially unchanged the aquatic code is semi public [32:28] aquatic swimming pools the changes allow the city to [32:34] implement the regulations on this part. So it gives the [32:39] city more room to regulate. [32:42] >> that for our faculties not hoa; is that correct? [32:49] and they apply to the hoa and semi public pools but not to [32:55] the back that is the back pool. [32:57] >> okay. And that's all the questions I have bob. [32:58] thank you. [33:02] >> and we'll move to. [33:06] >> 6(b) discussion items [33:07] discussion on the santa fe, ridgeview to mur-len, [33:12] improvements project, pn 3-c-025-18. [33:13] >> teresa city engineer joins us for a presentation. [33:19] >> thank you mayor and city council I'm teresa the [33:35] assistant engineer I'm here to talk about the I-35 work [33:40] project and the aesthetics. In july I presented about a [33:49] deep scope and the schedule and phasing and by today, I [33:57] want to bring you an overview of the aesthetics we're to [34:05] talking about 9 and lighting and while this interchange [34:13] not a gay way to like 119th street or one and 59 and I-35 [34:20] the interchange is a vocal point to the downtown area we [34:28] move through the presentation we'll see key pieces that [34:34] tie to the downtown areas as it stands today and the [34:41] aesthetics of this project are focusing on the experience [34:45] of driveway driver and pedestrian we want the vocal point [34:56] not on the experience of I-35 as a reminder this is being [35:00] constructed as a stable point interchange that is similar [35:04] to I-35 and the big the vocal point is the signal and in [35:13] the middle as all of traffic unit at that signal so really [35:20] the trucks structure is the vocal point and the wave that [35:26] you can see on that truck structure is on the support on [35:32] either side bring this element to the. [35:35] >> clerk, call the roll. Aspect of the design here. [35:39] you can see there is a double fencing on the bridge [35:45] barriers that matches the fencing on 119th street over the [35:50] railroad at the interchange and will be installed on the [35:54] 119th street bridges over the any portion of 119th street. [36:02] little brick portion of medians the pattern on those brick [36:07] that is mimic the downtown streetscape ties those into the [36:14] element of the downtown as well. And heavy landscaping [36:19] provides added experience for vehicles and pedestrians as [36:23] they move through the space. And looking closer at the [36:29] decorative trust supports it, it is hard to depict on the [36:35] visual, but if you look at the picture feel person walking [36:39] underneath the trust structure you feel the scale how that [36:44] will be and really will be a large and impactful element [36:50] people will be passing through on this bridge. The trust [36:55] supports the medal panel on each side to the space and [37:03] again, as you can see with the double fencing and the [37:07] decorative patterns on the elements to olathe. [37:16] >> this is a view from the interstate, as I [37:21] mentioned, want the experience on santa fe but tie oig [37:26] elements on the intrastate that wave pattern on the [37:32] retaining walls as you continue on the intrastate at the [37:35] same feel with the decorative wave patterns throughout. [37:43] moving on to the medium landscaping this is just an [37:46] overview of where our medians will be located throughout [37:50] the project and everything this is heavy dashed black [37:55] lines will be mediums on santa fe and on the side street. [37:59] and creating the interchange as vocal point we want to [38:05] focus on the medians on the interchange bridge itself and [38:10] to the interchange to everything in red is where we'll [38:15] will focus our heavy landscaping and mediums and the [38:24] remainder will be more toward the standards for the trees. [38:39] any mediums 18 feet wide will be more narrow so you can [38:47] see and the wave pattern continues throughout the planning [38:52] bed and the decorative bridge on the mediums as well. [38:56] >> to give you a glimpse of the interchange at [39:06] night. The flood lighting inside the support creates a [39:11] vocal point for the. [39:13] >> and under the caps will guide them along the route [39:17] as they move across the bridge. Looking at the interchange [39:22] from the perspective of the intrastate we really are [39:27] highlighting the column lighting and the flood lighting [39:31] one little trust will be a vocal point but as a reminder [39:37] we want this on top of of the bridge as opposed to to the [39:43] experience on the interchange itself. As a summary of what [39:49] we discussed will have a large trust support and will [39:53] provide the vocal point on the bridge and have the fencing [39:58] that matches 119th street and the decorative bring that [40:04] ties the interchange into the downtown landscape and the [40:08] heavy landscaping adjacent to the interchange and then the [40:12] lighting will focus on the experience along santa fe with [40:15] the experience and then the lighting for I-35 and the [40:27] flood lights and with that, leave you with the overview of [40:32] the property interchange and I'm here to answer any [40:36] questions. [40:37] >> thank you, teresa councilmember vakas thank you, [40:41] mr. Mayor. [40:42] >> super presentation and the is only point [40:49] interchange makes sense. As I envision I-35 and a-37 is [41:00] overwhelming it looks great but in reality will be [41:06] overwhelming do we envision bicycle traffic on the [41:11] sidewalks. [41:12] >> bicyclists will be accommodated and 10-foot walk [41:16] on the north side of the bridge and - so could be on the [41:23] streets themselves but at their own risk will want them to [41:31] be on the sidewalks. [41:32] >> right. [41:33] >> the vehicle landscape is irrigated. [41:37] >> yes or no some will be irrigated and so will be [41:44] water? [41:46] >> will be this is full of sun and the beautify [41:53] landscaping will be look great with adequate water but if [41:59] it doesn't we don't want to not maintain this and you're [42:09] assuring we we have enough water. [42:12] >> yes. Those islands will be irrigated. [42:17] >> you mentioned not a gateway to olathe explain to [42:22] me what what makes 119th street the gateway and this not a [42:27] gateway. [42:28] >> 119th street street and think the north side and [42:32] 159 on the street. [42:35] >> (multiple voices.) [42:36] >> and. Okay. [42:37] >> so we're in the city here so got it. [42:39] >> okay. Good. Thank you very much. I appreciate [42:42] that. [42:43] >> you're welcome. [42:44] >> councilmember schoonover. [42:45] >> thank you and great preservation I was going to [42:51] pull on what similar councilmember vakas was asking about [42:54] the heavy. [42:56] >> clerk, call the roll. Element associated with [42:58] that. And with this project can you walk you through this [43:04] looks great I want it accommodate those folks that do need [43:08] to walk or be on their bikes and have a safe way to do [43:15] that but not concern we need to encourage people walking [43:23] later than santa fe and I-35 I'm thinking about the now [43:28] and 87 street and I just I I can't imagine I know we're [43:37] make it safe as we can but the safer opposite not to walk [43:42] there. [43:43] >> currently. [43:44] >> clerk, call the roll. Accommodations across santa [43:47] fe and we're ultimately providing with this a we're not [44:00] trying to increase. [44:01] >> not trying to there. [44:03] >> clerk, call the roll. Traffic but providing a safe [44:08] method to so prettyer than today. [44:13] >> I noticed in the slide paving to match the [44:19] downtown olathe how far will this is we're not going to [44:26] downtown; right? [44:27] >> this project will continue to ridgeview currently [44:30] the downtown streets for little kansas city road this [44:36] project takes us to the santa fe bridge and one day in the [44:40] future maybe money- [44:41] >> (multiple voices). [44:42] >> connect the two? [44:43] >> okay. My final question has to do with with the [44:48] left-hand turn access. If looks like we are going to ends [44:54] up restricting some of the and with those mediums and [44:57] perhaps now I can turn west on santa fe we have one [45:02] left-hand turn access to the buildings those businesses I [45:06] guess on the south side on the north side getting rid of [45:12] some of that. [45:13] >> a big portion is the big d one way to accommodate [45:17] a safer corridor to control the access points. This is [45:22] really what we're doing closing off that medium, as well [45:26] as, closing off and cul-de-sacking with the interchange [45:32] need to pull those access points as far away as we can [45:36] that's what we're trying to accomplish and getting those [45:41] folks to the signalized page to move through that. And [45:49] will they - you mentioned cul-de-sacking push them on park [45:55] and have - [45:57] >> that is all have the option to do both. [45:59] >> uh-huh and if we're pushing more traffic on [46:07] ridgeview and park that is already band is there any plan [46:12] to do a type of stop or - [46:15] >> [46:16] >> (multiple voices). [46:17] >> not part of this project. [46:18] >> thank you very much. Councilmember vogt. [46:23] >> thank you, mr. Mayor. [46:25] >> along the lines thinking about pedestrians I was [46:29] thinking with santa fe being in the middle, and we have a [46:34] lot of west traffic including walking and biking might - [46:40] how long will this bridge structure will it last and [46:46] replace it again 50 years. [46:48] >> it is about 50 years before we do that and we do [46:54] design this for a 20/40 we starred in 2018 and with the [47:06] 2040 traffic counts. [47:07] >> I'm wondering if we have more people that are [47:12] wanting to walk and bike they need to walk and bike that [47:18] are going to walk across santa fe that maybe we should [47:23] make sure make it have better buffers and safer so those [47:30] are where. Any questions? Are and one are we are talking [47:35] about increasing with the sidewalks the width all the way [47:40] to bridge. [47:41] >> yes. Have a 10 sidewalk. [47:52] >> fantastic. [47:53] >> I lost design it look really, really great and not [47:57] final by any means; right? [47:59] >> right. [48:00] >> I'll be curious to see what the measures can be [48:04] done to make that calm traffic more and feel more safe to [48:12] pedestrians I think a lot of people will want to walk and [48:16] bike. I'm not sure I would want to encourage them not to [48:22] but maybe people that have kids with bikes and strollers [48:28] admit comfortable. [48:39] >> we pulled the sidewalks as far away you have a [48:44] fair amount of sidewalk and landscaping between those. [48:50] >> and the drivers as well. So as much as we could to [48:54] the corridor we offer set that sidewalk to provide that [48:58] separation and that distance. Sounds good I have a [49:03] question that maybe answered. And we know how busy it is [49:15] and give everyone a better feel of driving through that [49:19] but I noticed is speed limit is what 35 on santa fe and I [49:25] believe that is 35 between downtown and intrastate and [49:31] increases not east. I don't know we have any intention of [49:36] changing the speed limit I - I see many people drive [49:41] farther my question will be what part of the aesthetics or [49:47] landscaping could help people to slow down and is that [49:54] something you're thinking about for the purpose of. [49:57] >> sure. That's a great question. [50:03] >> this is maybe not a speed rouser but the traffic [50:10] in and of itself will provide people to get there there [50:14] and on a more reliable basis is a lot of people kind of [50:20] get upset or agitated so they speed up but if we give them [50:29] a better experience may help with the calming. [50:34] >> look forward to more conversation. [50:37] >> councilmember creighton and pretty sure has but [50:46] said I like the way we're incorporating the useful [50:52] elements navigates I don't want to sound anti but have a [50:57] very nice fences rather than chain linked fence and sculpt [51:08] and that is a conversation for another day how much we [51:14] acceptance spend on the art I'm not opposed to it but a [51:21] time the budget is on our mind and want to I want to put [51:25] that out there so thank you for making the elements [51:29] useful. And as long as we're on aesthetics I want to beat [51:35] the same drum for the next 4 years a lot of work doing [51:43] everything we can to mitigate try to say it not but not [51:52] look like a truck stop we have semis and I was driving [51:59] here tonight and spent a lot of time with the kid [52:03] herbicides were used and my grandpa will really over in [52:11] his grave any comments we need to - meantime let's do what [52:20] we can to make that look as nice and possible until we're [52:25] done. [52:26] >> thank you for that. [52:27] >> dr. Felter thank you, mr. Mayor. [52:30] >> teresa it is great I lost pretty vision the metal [52:39] component the railing will be different at an what we have [52:43] on one 27 overpass that is chipping off and college. [52:52] >> yes. We mean a different design element will be [52:57] balance in his steel I'm sorry steel unions with the. [53:06] >> one hundred and 27 street is paint on the paint [53:13] should last longer and in college. [53:19] >> before workload over the train tracks it was [53:24] terrible and is that the same scenario there as well? [53:30] >> this should last longer. [53:33] >> fix that because they're nice rails but just [53:39] wearing out. I love the planting it is beautiful like the [53:43] incorporates of pedestrians and traffic by a the we're [53:48] olathe it is hot or cold and a extreme we is where people [53:53] walking and ryan talking about the experience of [53:56] homelessness and I'm sensitive of that and seeing the [54:02] barriers and making to safer as well so teresa you mention [54:07] in the last preservation if you if you don't mind taking [54:11] us back to the 119th street I saw that presentation the [54:19] one meeting owe missed in a long time and surprised to [54:25] hear I department of motor vehicles didn't hear any [54:28] dialogue is new piece for kdot adding on 119th street and [54:34] closing lanes there? [54:36] >> yeah the southbound the work on the southbound [54:41] ramp 119th street and piece that was added as a matter of [54:45] fact what they trying to fix the left turning move to [54:52] accommodate the semitrailer trucks and at closure of that [54:57] I guess the inside left-hand turn. [55:00] >> and again, the northbound the closure; right? [55:04] >> northbound 119th street reconstructing that paste [55:08] to tie into that. [55:09] >> I why think the people understand that is heavy [55:17] traffic. [55:18] >> the - will have another public meeting closer to [55:24] the hearing and we'll get to information out. [55:27] >> thank you very much. And absolutely. [55:29] >> councilmember schoonover. [55:30] >> thank you I'm sorry for the follow-up I mentioned [55:35] we designed this for 20/40. [55:38] >> that was what we did the traffic study when owe [55:42] started the project. [55:44] >> did that mean I want to make sure does that mean [55:47] that in 2040 be the capacity. [55:54] >> no lasts us there 2040 that is our minimum design [56:00] and okay. Okay good deal sorry. [56:03] >> councilmember essex. [56:04] >> thank you, mr. Mayor. [56:05] >> it is beautiful I'm kind of and looks so simple to [56:12] do a task and turning around left here that looks like we [56:21] not continue drivers I love and as much as you love the [56:28] topic of 119th street on the lighting bridge good or bad [56:33] or ugly necessary lighting on this bridge or have a [56:38] simple. [56:39] >> the plan to leave it whole and not match those [56:42] elements on the street to have a separation. [56:45] >> nice thanks. [56:48] >> thanks teresa it looks nice and it is very taste [56:57] full and some of the comments trying to make maybe more [57:03] barriers torpedos and give them more safer sprays [57:08] eastbound extends under the columns in of the barriers [57:17] appears to be more safe for pedestrians and then at night. [57:22] >> uh-huh. [57:23] >> I'm okay would not fancy lights but as much as - [57:29] >> you can light up did walkways it is will be [57:37] helpful and crossing over I-35 is pretty dark at night we [57:41] have one light that helps a lot but I just as much as [57:49] electricity. [57:51] >> what is difficult to show on this exhibit is we [57:56] have all of the street lighting and on that trust. [58:00] >> and it is very difficult to show own the exhibit [58:04] we want to kind of. [58:06] >> (multiple voices). [58:07] >> but more down lights and you can kind of see all [58:12] the street lights in the background there and just muted [58:16] in the exhibit by will be - I mean a standard lit street [58:22] as well. [58:23] >> and with the led you can do more. [58:26] >> I misspoke early the design was 20/50. [58:32] >> currently [58:33] (laughter). [58:35] >> so the brick veneer I don't want to have things [58:41] popping off because of the water might creep in behind it [58:49] what kind of safeguards for the veneer. [58:53] >> we conduct all and stain perfect. [58:57] >> that eliminates that issue. [58:59] >> all right. [59:00] >> well, it looks great I think that your coming [59:05] back with more final designs at some point. [59:09] >> let's talk about the big thing we have not talked [59:12] this is the first time I've seen it saving the state [59:17] $75 million. They pledged one hundred and $40 million and [59:22] now the states contribution is - how did we do that. [59:27] >> where did that information. [59:29] >> that is in the council agenda item talks about [59:32] the $65 million so on page 770 a year savings to the [59:41] state. [59:42] >> this budget it is outlined is the original budget [59:48] we authored this only included the I-35 interchange [59:54] interchanging and the auxiliary we added scope and kdot [1:00:01] increased they're finland's as you can see with the kdot [1:00:04] and the consideration dot are are money and the grant [1:00:07] funding is not shown on that. [1:00:09] >> so the one hundred million dollars is not shown. [1:00:13] >> (multiple voices). [1:00:14] >> yeah. [1:00:15] >> all right. This is. Okay. I missed that okay. [1:00:19] thank you. [1:00:20] >> absolutely. [1:00:21] >> all right. [1:00:22] >> thank you I don't see any other questions and the [1:00:24] presentation and. Thank you for your time. [1:00:27] >> we'll move to additional items. [1:00:31] >> thank you, mr. Mayor. [1:00:32] >> and what is it not september. And construction [1:00:37] road construction I want to thank the infrastructure now [1:00:41] starting to see some of the projects in the summer will [1:00:46] wrap and great to drive on you knew paste going back. [1:00:52] >> councilmember essex and thank you, mr. Mayor. [1:00:53] >> I wanted to make a comment I'm sure many have seen [1:00:59] on the some site talking about issues with trains. And we [1:01:04] have a grant from the federal rail administration super [1:01:09] existed we want our opinion on "what looks like go the [1:01:16] kansas back slash railroads when the in-person engagement [1:01:23] events are and we've been waiting for many years so I'm [1:01:27] excited to see that inch forward a little bit more and I [1:01:34] would be remiss if I didn't talk about kevin yellowing was [1:01:39] promoted to integral - I'm trying to find my notes. [1:01:44] >> I a s chief international association of the fire [1:01:52] chief and represented olathe at the international level [1:01:57] and I'm super excited to have him represent us so [1:02:05] congratulations pete. [1:02:08] >> councilmember vakas. [1:02:09] >> thank you, mr. Mayor. First of all, thank you, [1:02:12] mr. Perkins and second I look forward to cooler weather. [1:02:13] thank you.
