[39:20] Well, looking at this budget, and this [39:23] is the first time I've had my eyes on it [39:24] ever, um, your net income for the 2025 [39:29] budget was 28,300 [39:33] 92925 [39:35] 89 9,000 [39:37] projected end of year 19,000. [39:42] Again, the question is [39:45] financial viability. [39:47] The idle funds and those idle funds have [39:50] come from HRSD surplus were in the [39:53] budget last year, but still taxes were [39:56] increased in all areas except real [39:58] property. My question is why? The public [40:01] hearing for HOS at that hearing, eight [40:04] residents of this town spoke. 25% were [40:08] in favor of giving the school the [40:10] $800,000. [40:12] 75% who spoke were opposed. The people [40:16] of Anco have spoken. Where is the [40:19] community support for this $800,000? [40:22] Or is that support coming from this [40:24] council? [40:26] Our attorney, Eric Gregory, stated there [40:30] is no fidiciary relationship between the [40:33] town and the school, no partnership [40:36] created, no joint venture. [40:39] The lease is specific about FOS role and [40:42] responsibility. [40:44] How can we proceed without a lease? [40:48] Without a president of the board of FOS [40:51] as the last two presidents have [40:53] resigned. [40:55] My suggestion is [40:59] as our current town manager will be [41:01] resigning, we will be in the process of [41:03] hiring a new town manager. I propose we [41:07] propospone this motion until we complete [41:10] the hiring process and have fresh eyes [41:14] on the proposal. [42:47] They tend to be pretty much the same [42:49] people meeting after meeting saying [42:51] pretty much the same things over and [42:53] over, frequently on the same topics. [42:57] There are also the 1,200 people out [43:00] there that don't come to the meetings [43:02] ever and we have to try to anticipate [43:06] what their opinions might be. We know [43:09] the usage of the school and the as I [43:11] said the good programs that they support [43:14] and do for the community and so for [43:16] those reasons I'm support doing the [43:18] repairs. [53:20] The HVAC is necessary because if the [53:24] boiler when the boiler rusts through the [53:27] bottom, the building will not be usable [53:30] in the winter. [53:32] The building the boiler was put in when [53:35] the building was built [53:38] and nobody knows. There's no way to know [53:42] how much of that bottom [53:45] wall remains. [53:48] We made it through last winter. [53:53] We don't know, but we can't keep putting [53:57] it off. Uh it was a [1:09:11] very comp very detailed motion that Jim [1:09:14] McGawan had had crafted if all of the [1:09:17] reasons that we had um decided to do [1:09:20] that. But basically it was because the [1:09:23] existing zoning for R2 would have [1:09:26] allowed many more units um than in the [1:09:30] proposal and we were concerned about the [1:09:33] size of the proposal. So agreeing to [1:09:35] many more units than that didn't make a [1:09:37] whole lot of sense. We need to develop [1:09:40] new zoning ordinances and recommend them [1:09:43] to the town council uh for adoption that [1:09:47] would enable us to limit what is done in [1:09:51] that area and basically get it to [1:09:53] conform to more of the vision we have [1:09:55] for the town. [1:13:07] We uh I attended with our program [1:13:09] manager the fundraising AI um workshop [1:13:13] that was held at the at uh ESCC. It was [1:13:16] put on by uh ESBA tourism, [1:13:20] um the Community Foundation, and United [1:13:22] Way of the Eastern Shore. um a a [1:13:26] gentleman named Patrick Kirby who is the [1:13:28] founder of Dog Good Better Consulting [1:13:30] was the speaker. It was an interactive [1:13:32] workshop that showed how nonprofits can [1:13:34] use AI uh in their grant writing and [1:13:37] fundraising efforts. [1:19:21] I'm one of those people who comes to [1:19:23] every meeting and who says the same [1:19:25] thing over and over again. So, I [1:19:27] apologize for that. [1:19:28] >> But, um, first I want to thank OBCA [1:19:32] because I think that the work they did [1:19:33] in the Northeast neighborhood is just [1:19:35] absolutely fantastic and I was thrilled [1:19:37] to go there today and finally see the [1:19:39] nets are up. So, well, well done, well [1:19:43] planned. Um, with respect to the school, [1:19:47] not saying what where the town was, not [1:19:50] saying that I was any official or [1:19:53] employee in the town, I called up two [1:19:55] different mechanical engineers that I've [1:19:58] worked with over many years, decades, [1:20:01] and I explained to them what the [1:20:03] situation was. I said, "We have a [1:20:05] building. It's 120 years old. It's brick [1:20:08] and mortar. It's 28,000 square ft on two [1:20:12] levels. One of the levels is a basement. [1:20:14] What is the most efficacious way to get [1:20:18] heat to that school to replace it? Now, [1:20:22] and this is something actually I've done [1:20:24] in my career many times, dozens and [1:20:27] dozens of times in larger buildings, that size and larger [1:20:32] buildings. And they said, "Listen, you [1:20:35] can put in a split system, but that's [1:20:37] really not the way to go if you want to [1:20:39] do it quickly. If you want to do it [1:20:41] quickly, you want to do it efficiently, [1:20:43] you want to do it economically, just [1:20:45] replace the boiler. You can abandon the [1:20:48] existing boiler in place. Anybody that's [1:20:50] been down in that boiler room knows it's [1:20:52] huge, and boilers now are much smaller [1:20:55] than they used to be. If you're putting [1:20:58] in um split systems, you're going to [1:21:00] have to start by putting in pads, and [1:21:03] you have to engineer the job out to make [1:21:05] sure that they're the right size. I know [1:21:08] that um last September we had an event [1:21:13] in the um auditorium I guess you'd call [1:21:16] it and there were many women there and [1:21:20] we were dying from the heat and it was [1:21:23] because the the air conditioning system [1:21:27] was not properly sized to that room. And [1:21:32] if you're trying to do this just based [1:21:35] on proposals from contractors, it's the [1:21:39] wrong way to go. If you if you're [1:21:41] looking at all of this money, spend [1:21:44] money on mechanical engineers. Now, the [1:21:47] mechanical engineers I spoke to were in [1:21:49] New York City, but a building's a [1:21:50] building. So, they they get the concept [1:21:53] of the whole thing. You you can use all [1:21:55] the existing lines. If you want to look [1:21:59] into it, I had given the council the [1:22:02] names of mechanical engineers that will [1:22:05] work in the area. So the statement that [1:22:08] nobody will come to the Eastern Shore is [1:22:11] absolutely patently untrue. [1:22:14] So do it the right way. And as I said, [1:22:18] if you're looking to do it efficaciously [1:22:21] and getting it done quickly and [1:22:23] economically, just replace the boiler. Second, I want to talk about the [1:25:04] OBCA and their proposal. I too went up [1:25:07] to the Northeast neighborhood this [1:25:09] morning and drove through the whole [1:25:10] neighborhood and looked everything over [1:25:12] and I can't tell you how much I support [1:25:14] every one of their plans. Every idea [1:25:17] they have is a valid idea and I think [1:25:19] should be supported. I would take it one [1:25:22] step further [1:25:24] in that my concern is I see a lot of [1:25:26] blight in the housing. As you go deeper [1:25:29] into the neighborhood and around the [1:25:30] neighborhood, you see a lot of houses [1:25:32] that have really passed their prime and [1:25:35] they're they're really just starting to [1:25:36] frown. As a person who's renovated 14 [1:25:40] houses here on the Eastern Shore, I can [1:25:42] tell you nothing improves a neighborhood [1:25:45] more than cleaning up and fixing up [1:25:47] houses. I would love to see this town be [1:25:50] able to come up with a group of people [1:25:52] that are dedicated to going in and [1:25:55] helping low-income, fixed income people [1:25:57] that can't afford to fix their houses, [1:25:59] to clean up the yards, put a coat of [1:26:02] paint on them, hang some shutters, [1:26:04] whatever. It will make the houses and [1:26:06] the neighborhood smile. As I say, I've [1:26:09] renovated 14 houses, so if you ever get [1:26:11] a committee together to work on that, [1:26:13] I'd be glad to volunteer my time to help [1:26:15] out. But I think everything they they [1:26:18] recommended is worthwhile. Uh I would [1:26:21] like to add that I'd like to see the [1:26:23] outlaw uh museum open a little bit more. My comments are [1:27:36] going to be related to the Queen Street [1:27:39] parking lot and plans going forward. Uh, [1:27:42] I do want to thank Council Member [1:27:44] Holddron for giving us blueprints and [1:27:47] taking her time and explaining uh the [1:27:50] plans and what the expectations were. [1:27:53] I'd like to say that I'm supportive of [1:27:55] the plan, but I am absolutely not [1:27:57] supportive and I apologize for that. Uh, [1:28:00] I I think this is uh a place where we [1:28:03] can come in and agree, but there are [1:28:05] some basic facts that we're going to [1:28:08] persist on enthusiastically. [1:28:11] They would be as follows. [1:28:14] The standard for remediation at sites [1:28:17] that are discharging into the Chesapeake [1:28:19] Bay is an improvement of 20 to 40% of [1:28:24] the volume of the water that's being [1:28:26] discharged into the bay. You're at 15 [1:28:30] now. [1:28:31] Okay, that is what I understand from the [1:28:34] meeting. So, you're going to have to [1:28:36] find at least 5%. [1:28:39] But my expectations would be at the [1:28:41] other end of that spectrum that we would [1:28:44] be up near 40% because I do hear a lot [1:28:47] of people in this town talk about [1:28:49] environmental protection. I mean, we [1:28:51] even had a mosaic uh that was brought up [1:28:54] earlier today about the spirit of the [1:28:56] creek that you can't swim in or fish in [1:29:00] because we're discharging into that that [1:29:02] creek. [1:29:04] That's unacceptable. [1:29:05] If you were in another jurisdiction, [1:29:08] this town would be fined for its for its [1:29:11] storm water discharges. It's just [1:29:13] unacceptable. I have runoff coming into [1:29:25] the driveway, running down uh Chesapeake [1:29:29] Bay Protection Act property that's [1:29:30] getting completely eroded and [1:29:33] challenging trees, three walnut trees [1:29:36] that are enormous. [1:29:38] Those trees contribute to the canopy [1:29:41] around that swamp area that runs back to [1:29:44] the school that we pay taxes on and that [1:29:47] we maintain. [1:29:48] And at some point that water becomes [1:29:52] your water. And when that water leaves [1:29:55] your property, you still carry some [1:29:58] liability for that for that water. So I [1:30:01] want you to think about how that might [1:30:02] look. You ask about maintenances, [1:30:04] maintenance budgets in the in the parks [1:30:08] and the other common areas of the town. [1:30:11] This is an area where you are carrying [1:30:13] costs that you haven't recognized yet. [1:30:16] Last thing is hydrarology and math. [1:31:24] just kind of summarizes what we as a [1:31:26] group of affected homeowners know about [1:31:29] what's gone on thus far, the kind of [1:31:31] materials that we have at our disposal, [1:31:33] which we don't think is really a [1:31:34] comprehensive record of everything. But [1:31:36] should this topic resurface, which I got [1:31:39] the impression from a quote from the [1:31:41] mayor, and mayor, I apologize, it wasn't [1:31:43] a direct quote, but one of the news [1:31:45] articles said that this could be [1:31:46] resurfaced in the future, that the topic [1:31:48] could come back to the table. I want to [1:31:50] make sure that we're all looking at like [1:31:52] similar documents from the same place [1:31:54] and it's all part of the record. So, [1:31:56] forgive me. It's like 25 pages. I know [1:31:58] it's going to be a lot of photo copies [1:32:00] and things by the time it makes its way [1:32:01] to your printers, but I'd really like to [1:32:03] see this included uh in entirety. They had to search for [1:42:25] it and they found that's how they found [1:42:27] it. Um and then um I'm not going to [1:42:32] comment on your comment because it's [1:42:33] already been commented that it wasn't [1:42:34] off the table. Um, however, I would [1:42:37] suggest if this happens again that you [1:42:40] go on some websites and look how other [1:42:42] counties and towns handled the property [1:42:44] owners and the information they provided [1:42:47] regarding the BLA because it some of [1:42:49] them will do a really really good job [1:42:52] putting that information out. Um [1:47:12] we're 25% through the year and our [1:47:15] revenue is 24% of the total revenue. Uh [1:47:19] slightly behind as administration. We're [1:47:21] only 12% of revenue, but that's because [1:47:23] taxes are our tax season hasn't started [1:47:26] yet. And let me chat on that for a [1:47:28] minute. Uh taxes are going to be mailed [1:47:30] out. I'm going to [snorts] say no later [1:47:32] than November 17th. We just got the file [1:47:34] from the county and they're technically [1:47:38] due 125. That's by state law. So what [1:47:42] we're going to do is wave late fees [1:47:44] until January 5th to make sure that we [1:47:47] give people at least 30 days to pay [1:47:49] without penalty. So that [1:47:51] >> well state code I thought state code [1:47:53] also addressed when they had to be out. [1:47:56] >> Yeah. 10 days before the due date. [1:47:58] >> That's it. I thought it was earlier. [1:48:00] >> No. No. 10. So that that brings up the [1:48:04] 24% of 25% revenue. We're at 28% of [1:48:08] expenses uh versus 25%. It's slightly [1:48:11] higher in the warf simply because uh [1:48:14] they were open. They're about to close [1:48:16] from November through March. So the [1:48:18] expenses will be zero and they'll [1:48:20] obviously taper down as a percentage of [1:48:21] the total year. um building and streets. [1:48:24] We were heavy and uh just from some [1:48:27] bigger repairs that we didn't expect. [1:48:29] Some paving was done at the beginning of [1:48:31] the fiscal year. So other than that, [1:48:33] there's nothing in there that's [1:48:34] anomalous. I don't see anything coming [1:48:36] that should be a surprise or um disrupt [1:48:40] our budget. On page 47 is our cash [1:48:43] position. This year we've got 5.5 [1:48:46] million in cash and reserves. Last year [1:48:48] we had 5.2 to 5.3 million which is an [1:48:51] increase of 5% in cash flow and [1:48:54] liquidity liquidity sorry um all of our [1:48:57] required reserves are covered with a [1:49:00] slight overage [1:49:02] uh our capex and grant activity was very [1:49:04] slow this month for a few different [1:49:07] reasons. So there hasn't been any change [1:49:09] in any of the year-to- date expenditures [1:49:12] for any of our capital expenditure [1:49:14] items. Um there's a lot of work going on [1:49:16] but not a lot of expenditures going on. [1:49:18] Uh we've got two projects uh remaining [1:49:22] with the ARPA funds. Uh the basketball [1:49:25] court ran over budget, so we're going to [1:49:27] have to trim back on what we were [1:49:29] planning to do at Town Square. So we [1:49:31] have $39,000 left to spend. Um we had [1:49:35] $5,000 for the 5,250 for the irrigation [1:49:41] system and about $2,000 for the grass [1:49:45] restoration. There's going to be some [1:49:47] more expenses coming because we have to [1:49:49] put a new supply line in [1:49:53] um for the town squares irrigation [1:49:55] system because what's there I think it's [1:49:57] copper line and it got crimped [1:49:59] underneath the sidewalk so it's not [1:50:00] putting out the pressure we need. So we [1:50:02] have to bypass that and just put a new [1:50:04] line in. Victor's got the order for [1:50:06] that. Um it's not that materially [1:50:08] expensive, but we're going to have to [1:50:10] get a VOTE permit because that's not an [1:50:12] emergency road repair and we're going to [1:50:13] have to dig into the road in all [1:50:15] likelihood. Um the Northeast um [1:50:18] revitalization grant, um we've submitted [1:50:21] everything that's been submitted to us. [1:50:23] We've been reimbursed for everything [1:50:24] except 9,764. The developer has since [1:51:37] withdrawn his application, but he is [1:51:39] going to be submitting in all likelihood [1:51:41] a byite um plan [1:51:46] u [1:51:48] water meter replacement. Um on November [1:51:51] 10th, we're going to start receiving the [1:51:56] uh product. The all of the meters are [1:51:58] going to be put inside the fence where [1:52:00] the water tower is located. And then [1:52:02] starting on the 17th, they're going to [1:52:04] start doing the installation. Um, I [1:52:08] don't know where they're starting, [1:52:10] but what we are going to do is put um [1:52:13] rack cards in or I'm sorry, not rack [1:52:15] cards, door hangers [1:52:17] >> on every parcel that has an upcoming [1:52:20] replacement. So, within seven days, [1:52:22] you're going to get a door hanger on [1:52:23] your door to let you know that it's [1:52:24] coming. And it has instructions on it. [1:52:26] has contact information on it. It's [1:52:29] uh thoughtfully prepared. So that's what [1:52:32] we're using there.
