[0:00] [laughter] [0:13] Yeah, some trees today. [0:43] To the flag of the United States of [0:45] America to the republic for it stands [0:48] one nation [0:50] indivisible with liberty and justice for [0:52] all. [1:03] here. [1:04] >> Councelor Ky [1:05] >> here. [1:05] >> Councelor Smith [1:06] >> present. [1:14] » Thank you everyone for coming to our [1:16] special meeting tonight. [1:21] Um, [1:27] do you want to discuss [1:32] how does [1:54] Item number one, approve the revised 30% [1:58] design submission for the Veterans [1:59] Memorial Park and authoriz [2:28] Yeah. [2:28] >> Okay, cool. [2:29] >> Yeah. So, Steve, you want to come on up? [2:32] Grab the [2:38] [clears throat] [2:53] All right. Good evening. [2:56] >> Good evening. [2:58] All right. So I have a [3:02] paper prescue. [3:25] All right. So slide one, the [3:29] keep this pretty short. Back in March, I [3:30] gave the council a much more detailed [3:33] update that went through every project. [3:35] Since then, I've also contin [3:50] since March and what we need to do to [3:51] keep moving forward. Slide two. What has [3:55] changed since March? A few things have [3:57] changed since March. Veterans Park has [3:59] gone through a lot of work and now we [4:01] have a 30% design fit within the VR [4:03] award. The [4:05] projects are no longer moving forward [4:07] the way they are originally planned and [4:10] street and soccer field still moving but [4:12] outside funding is going to affect what [4:14] we ultimately are able to do rest of the [4:17] projects are continuing to move along [4:20] slide three [4:22] projects at a glance this slide is just [4:24] really a quick snapshot of the whole [4:27] projects are all in very different [4:28] phases right now some are moving into [4:31] construction some are still in design [4:33] some are programs are already helping [4:35] businesses and we now have a couple of [4:38] projects that need to be reworked with [4:39] the state. It's pretty normal with a [4:42] program this large, especially when [4:43] projects take several years from the [4:45] original application to construction. [4:48] Slide four, streetscape and soccer [4:50] fields. For streetscape, we're still [4:52] waiting on some outside funding we've [4:54] applied for. Because of that, we've been [4:56] trying to be very careful about how far [4:58] we move the design forward. We don't [5:00] want to pay for design or design [5:02] something and then turn around and have [5:04] to redesign it and pay more money. For [5:07] the soccer fields, the 900,000 NPR grant [5:10] uh that we applied for earlier this year [5:12] was not awarded. And I did another [5:15] $200,000 grant application through the [5:18] New York program for supplemental [5:21] funding for soccer. So both projects are [5:24] still very much alive and we're just [5:26] trying to make sure the final design [5:27] matches the money. [5:30] Slide five and the business assistance [5:32] fund hotel is still moving forward. A [5:36] lot of the interior demolition has been [5:37] done and we continue to stay in contact [5:39] with the project team as they work [5:40] through the next steps. The business [5:42] assistance fund is moving as well. Some [5:44] of those projects are done, some are [5:46] construction and some are still working [5:48] through changing paper. I give you guys [5:51] updates on each one. [5:53] There's also a lot going on behind the [5:54] scenes in both of those, but the [5:56] important thing is council public. [6:00] Slide six, comprehensive plan and [6:02] forbased code. The comprehensive plan [6:05] and form based code projects are also [6:06] underway. We have committee in place. [6:08] The consultants are working and we [6:10] started the community work that will go [6:11] into both those documents. This one's a [6:13] little different from the construction [6:15] projects because there isn't a building [6:16] or a park to point to, but it's [6:19] important because it's going to help [6:20] guide how grows and development is going [6:23] to look like and the kind of changes we [6:24] want to encourage over the next several [6:26] years. Debor and slide seven. This is [6:30] [snorts] probably the biggest change to [6:31] the overall DRI since March. Debor and [6:35] are no longer moving forward as they [6:36] were initially awarded. The money [6:39] doesn't just automatically move [6:40] somewhere else. We don't get to simply [6:41] pick. [6:43] So just make that very clear. So we're [6:45] working with the Department of State on [6:46] what happens now. They have a process. [6:49] So for them on some [6:52] I bought Park and Cal Theater were two [6:55] of the original projects on the [6:56] strategic investment plan. Those are [6:58] what initially is we think the state is [7:01] going to move on and ask that those [7:02] projects be funded first before anything [7:04] else. [7:06] But until the state tells us exactly how [7:07] they want to handle it, I don't want to [7:09] tell council or the public anything that [7:11] I don't have complete information. [7:14] Slide eight, veterans memorial park. [7:17] For the best part, we now have a 30% [7:19] design. It fits within the DRR award. [7:21] The current working number is1,58,696 [7:26] and the DRI award is $1,59,000 [7:30] saving $34. [7:33] That includes the splash pad, the court [7:35] work, the reduced bath house work, and [7:37] the veteran. The F-16 is separate. The [7:41] aircraft itself, moving it, mounting it, [7:44] the special foundation, train work, and [7:46] all other costs tied directly to the [7:48] aircraft are not being paid with DRRI [7:50] money. Not being paid with DRRI money. [7:54] And I want to keep saying this because [7:55] it matters. [7:57] This is still a 30% design. We are not [7:59] approving a construction contract [8:01] tonight. Slide N. What does 30% mean? I [8:05] think this is one of the biggest things [8:07] that has gotten confused during this [8:08] whole discussion. A 30% design is still [8:11] and currently designed. A yes vote tells [8:14] us and tells CNS that this is the [8:16] direction council wants us to keep [8:18] working from. It does not approve the [8:20] old 1.7 million estimate. It does not [8:23] award a construction contract. Does not [8:25] pay for an F-16. And it does not mean [8:27] the project can never change again. [8:30] There are still final design, state [8:32] review and bidding. Another round of [8:34] discussion before anything else is [8:35] built. Slide 10. Where do we go from [8:38] here? From here, the different VR [8:41] projects are going to keep moving on [8:42] different trends. Some need more design [8:44] work. Some need state approval. Some are [8:46] waiting on grant decision. Some are [8:48] already being built or implemented. My [8:51] job is to keep all of that moving. [8:55] It's moving on different tracks. [8:58] Keep the state and consultants [9:00] coordinated, keep the council updated, [9:02] and bring things back when council [9:03] actually decisions. That's really where [9:06] we are today. [9:09] This is the end of my DR updates. I have [9:11] more slides and I have more things that [9:13] we'll dig into the whole park, but I [9:16] think I've given this this council, the [9:19] city, and the community more than enough [9:21] information on what actual facts are out [9:23] there and what has been put out as [9:25] misinformation. I'm happy to go round [9:27] and round with this stuff over the next [9:29] four or five slides, but I think it's in [9:31] the city's best interest move [9:40] if um and I didn't know if Luke was [9:42] gonna get to talk a little bit about um [9:45] you know I know some of the projects [9:46] have shifted since we started right and [9:48] something come out and I had I had um [9:51] families reach out with um some of the [9:54] popcornies specifically that we're just [9:56] concerned about the bathroom and I know [9:58] we don't have it's not in this project [10:00] now um that added in the future or if [10:04] not for this can we think about in [10:07] beyond the like focusing on just [10:10] preparing a couple of the total [10:11] foramilies [10:13] um the feedback I got from a couple that [10:15] we have 75 people to have the one potty [10:19] it just gets really challenging for the [10:21] players so just specifically the [10:22] bathroom [10:22] >> I mean it sounds original might [10:24] something you guys want to [10:25] Yeah, [clears throat] [10:26] >> just to clarify too [10:30] because there was two distinct elements [10:33] attached to the plane [10:35] side and the bath house. [10:38] >> Right. [10:38] >> So the original scope of work only had [10:40] the bath house connected to the pool, [10:43] not plumbing attached to the bathroom. [10:46] My original understanding was it was [10:49] that was incorrect. Not an original [10:50] bathroom. It was only the bath house. So [10:54] the original design that we had in [10:55] discussion with Victor we had targeted [10:58] design that whole thing part of that was [11:01] you know we didn't have any turnover the [11:04] stuff came in we didn't know what was [11:06] where so when we got the original [11:09] [clears throat] [11:10] understand the bath house is the [11:13] designated [11:15] rooms is a separate activity [11:18] >> I think that was [11:21] Yeah, [11:31] » if you have any technical questions. [11:50] » Nice job. [11:57] All right. [12:01] » You want to clarify further about the $1.7 million [12:08] discussion. So that came from our wish [12:11] list of items back in August when we [12:13] walked the field. The bathrooms were in [12:15] there. house. We had everything top [12:19] shelf that we had designed in that which [12:20] is where the 1.7 obviously that initial [12:23] design was not where we needed to be and [12:26] we had to go back and revise the scope [12:28] inputs from council as well to say hey [12:30] got to get back closer to the mark. [12:31] That's where went back to the drawing [12:33] board and do the redesign the new 30% [12:35] design which is what is currently in the [12:37] packet. So the one that's in the packet [12:39] currently is the 30% design that was [12:42] done with the input from council as well [12:44] as recommendations from engineering team [12:47] with a firm eye towards the financial [12:48] considerations. So, it's within scope [12:51] and cost right now with those [12:53] considerations all [clears throat] [12:55] I just wanted to briefly just discuss [12:57] why that number went up to 1.7 and then [13:00] why it's back down to 1.05. [13:04] >> Was there any movement on reaching out [13:07] to Corman or Chapman for donations [13:11] or anything like that? [13:14] >> Well, we emailed them for a discussion. [13:17] I haven't heard response u but we did [13:20] reach out to them asking if they had any [13:22] I know a thing out of Connecticut is [13:24] where the nonprofit is actually now the [13:26] families over there but it's out of [13:28] state but I did reach out with an email [13:31] asking specifically if there's any [13:33] interest in continum [13:38] [clears throat] [13:46] I think I [13:47] in June. [13:48] >> Yeah, the one you sent that was not the [13:50] link though to the to the application. [13:52] >> Okay. [13:53] >> Yeah, [13:53] >> it was their website. [13:54] >> Yeah. Yeah. Yeah. It was just their [13:58] >> I can find the application if you want [14:00] me to. [14:00] >> If you have an application like more [14:02] than happy to look at it apply for any [14:04] additional funding, you know, we're I [14:07] think this too just to mention this uh [14:09] we have grants that we are working on [14:10] for this as well because we do want [14:12] additional funding for this. Um those [14:14] grants come in annual cycles for the [14:16] So, we don't know exactly what we're [14:18] going to be getting, but applying for [14:20] the swims grant, you know, that's [14:21] essential to this to see how much money [14:23] we can get. We can get more, we can do [14:25] more. Same with ao fields. We applied [14:27] for the kicks grant. Um, and that was [14:29] again, thank you, Counciloman McHugh. [14:32] That was actually a really nice [14:33] suggestion. He was like, "Oh, that that [14:35] works out great." And when we reached [14:37] out to our state partners about it, um, [14:39] Alyssa, who's been great to work with, [14:41] she really, you know, thumped the table [14:43] and she's like, "The kicks program, [14:45] right?" So, I think we might have a [14:47] little success there. So hopefully [14:49] there's some more. But we are actively [14:50] pursuing these grants very aggressively [14:52] because we want to get as much money as [14:53] we can. That annual appropriation cycle [14:57] puts us a little bit behind, but we're [14:59] hopeful that what we've submitted will [15:01] come back. So that's where the states [15:04] where we're standing with the grants [15:05] right now. [15:06] >> One more question. [15:07] >> Yes. [15:08] >> Um to do some of these projects, do we [15:10] have to match and put up any money? Does [15:12] the city have to have money to put up to [15:14] start construction on any of these once [15:16] we get them through? [15:18] >> Not to start construction. We did have a [15:20] match 20% match originally. The original [15:23] scope of work specifically called out AR [15:26] funding before my time whatever happened [15:30] to it. And so there's no more commitment [15:31] from the city. You know that being said, [15:34] you know, we went back and designed it [15:35] underneath the [15:38] capture. [15:43] » Correct. [15:45] I'm also a couple [15:54] trying my hardest to try to get that. [16:08] » That's a great idea, but also we could [16:10] use some money for [16:14] So sorry I can get you guys. [laughter] [16:20] » Any other discussion? [16:23] >> Mayor. [16:26] >> Um, [16:27] >> no. [16:28] >> With this special meeting, we're trying [16:29] not to we have public comment today. [16:31] We're not going to have any. [16:34] >> Sorry. [16:37] >> Sandy. [16:39] >> Oh, all in favor is me. All in favor? [16:42] No. Any obstensions? Motion pass. [16:47] >> Item number two, receive and place on [16:49] file [16:52] 3.7 [16:54] receive on file observed [17:02] section 3.7. [17:07] This is just the rece. [17:16] » Is there no discussion? [17:22] » 3.7 of the charter [17:25] that has to do with a past resolution. [17:26] That resolution failed. [17:30] >> So it's it's not the veto authority. The [17:32] dean explained this to me. She will not [17:34] be here tonight. Spoke with her this [17:36] morning. [17:38] It's a separate authority under 3.7 note [17:41] authority which is a but [17:44] >> right back on the agenda for [17:47] >> I quoted it will be every resolution is [17:49] passed by the common council and then it [17:52] goes on to say what they can do which [17:53] would be put it back on I've got no [17:55] objection to have it back on just that [17:58] way the agenda reads citing something [18:03] >> I'm just I just want you to know I did [18:06] go through this whole thing resolution [18:10] on the [18:12] >> I asked when they brought that up [18:14] because he said he received legal advice [18:16] elsewhere and I spoke I spoke to Peter [18:20] >> oh that's why I asked you had any [18:23] relevant information to share with us a [18:25] little bit about it [18:27] >> just by [18:30] procedurally you can't [18:33] >> bounce back something unless I got [18:35] nothing against reoting on it, but to [18:38] have a written objection, right? [18:41] This is just [18:43] >> Can I ask do you still have the detail [18:46] power? [18:47] >> Even though you vote with the council, [18:49] you have [18:55] to have the executive legislative branch [18:59] in the same [19:01] >> kind of interesting. And I just wonder [19:02] if maybe that was just when we were um [19:07] drafting the um referendum and the [19:09] language when we moved to a city manager [19:11] form of government, you know what I [19:12] mean? That maybe this also kind of came [19:14] up last year with the tax cap override, [19:16] right? It got to be a hiccup because [19:18] twothirds of seven is confusing. [19:20] >> You know, it might be a conversation [19:22] >> for another [19:24] [clears throat] [19:25] topic. [19:41] Yes. [19:49] » Item number three, reconsiderations. [19:54] Approve the budget transfer set forth in [19:57] resolution 2613 [19:59] originally considered and rejected. [20:12] motion. [20:15] >> Any discussion? [20:17] >> I move to amend the resolution113 [20:21] by changing the set amount to 40,000. [20:29] » I think it's a good compromise. [20:31] I think I talked to Kyle. [20:38] » I just think we're [20:40] pretty much [20:42] >> because any unused balances go back into [20:45] the general fund. [20:46] >> So we're talking about [20:49] kids baseball Halloween parties [20:52] [clears throat] want to cut um [20:55] everything to do with kids. And I not [20:58] agreed to that. [20:59] >> I'm just saying that's those are the [21:01] you're trying to pick from. Correct. [21:02] >> And that's the only options that we're [21:04] given this one. [21:05] >> It's not our place to pick the lines. [21:06] We're just trying [21:07] >> It definitely is your place when you're [21:08] when you don't do a budget transfer. It [21:10] is your place to tell us where are we [21:12] going to take that money to pay for gas [21:14] first for our [21:30] You guys [21:33] can only transfer [21:36] >> otherwise anybody [21:39] that's hoping you guys could identify. [21:42] Is that what she [21:44] >> So when we the way I understood it was [21:47] to look at the budget as it is and if [21:48] there's money available to be moved into [21:50] that gas line I can move that gas. [21:54] So [21:55] >> but I can only do that within the [21:56] confines of 16. I can't go like water [21:59] department. [22:03] » Yeah, I I can't do that. But I can I [22:06] mean I'm happy [22:08] transfers. [22:10] >> I'll sit down with because I identified [22:13] 60 lines that halfway through the year. [22:16] Okay. Again [22:20] though like there are a lot of things [22:21] that don't get used until the end of the [22:23] year and like again like put music and [22:26] vendors in there as well [22:29] comes up. A lot of these things don't [22:31] get used till the end of the year and [22:33] again if we don't use them they go back [22:34] into the general fund right back where [22:36] we're trying to take out and again I [22:38] don't want to have our employees coming [22:40] back and forth to us saying back for gas [22:43] because they are going to run out. That [22:46] [clears throat] question, why did we let [22:48] the tanks practically get dry within six [22:51] days of dry? [22:55] » Again, the tank's not big enough. We [22:56] talked about that last time, but so if [22:58] the tank dry all day, it doesn't really [23:00] matter. [23:00] >> But I don't think it's okay because we [23:03] never expected them not to accept this [23:05] general fund transfer. This is how the [23:07] government has worked since long as I' [23:09] been a part of it. Long [23:11] when there's an emergency. [23:18] » Hey, excuse me. [23:27] We at least I council was given no heads [23:30] up whatsoever. [23:31] >> That's another great point I was gonna [23:33] mention. I'm sorry. Um, in December, [23:36] every department had probably most [23:38] employees knew they got a fraction of [23:41] their requested budget. So, conservation [23:43] on all spending should have been enacted [23:45] in December. [23:47] >> Um, and just one other thing I noticed [23:49] in Le's last month report, 81 of our [23:52] budget lines were already below 50% [23:56] halfway through the year. So, this is [23:59] going to keep happening for the next [24:00] five months. And the general fund, we [24:02] know we can't let it drop below. We [24:04] should let it 15. If it drops below 10, [24:07] the state's in here. [24:08] >> If those lines are not used, then we go [24:10] right back here. So, we're doing good. [24:12] Again, we're halfway through the year [24:14] and we're [24:15] so [24:17] >> 81 lines are below 50%. There's less [24:20] than 50% less like I'm talking 30%, 14%. [24:24] >> Some of those lines might be seasonal. [24:26] >> Correct. [24:29] » Or you can try to pick and choose. I [24:32] would love to have more money from the [24:34] council. [24:35] I'll certainly be requesting it. Um but [24:38] it was a very difficult season last year [24:39] and gas was up gas is up a dollar year [24:42] over a dollar year today. Diesel's up [24:44] almost $2% [24:52] above what you budget though. I don't [24:54] think the gasation [24:57] >> I I agree. I think it's we were beholden [25:00] to the last council to get to that 5%. [25:03] >> There was nothing we could do [25:05] >> essentially whatever they wanted they [25:07] said this is what you have to do to get [25:09] us to 5%. [25:11] [snorts] [25:12] You're right it is under budget. It [25:14] should be higher. You know that [25:16] completely agree with you. You know we [25:18] are one disaster away from you know all [25:20] this financial issues with the gas and [25:22] lo and behold we go to war with the rent [25:24] you know which I consider to be a [25:26] disaster. Look what happens. So it [25:28] definitely impacted us. [25:31] We did build a cost increase into the [25:33] last budget before gas and diesel but [25:36] again that increase was rejected or more [25:39] lines because we had to get it to a [25:41] certain percentage working with council. [25:44] I I think it's a fair compromise just to [25:46] give you some time to look over the last [25:52] baref [26:03] [clears throat] [26:13] about cutting things like I believe the [26:15] Christmas extravaganza the Halloween the [26:17] Halloween party [26:19] Luke's here I I didn't feel comfortable [26:21] even with that [26:24] department [26:25] >> even the last council kept that [26:29] >> $100 in [26:31] our [26:36] [clears throat] [26:37] operationally this is really challenging [26:40] to look at how we do things as a city [26:42] and that the way we've done things to [26:44] this point, we've gotten here, so we [26:47] know something has to be different. And [26:49] you're an expert on knowing how cities [26:52] function, how to build these systems and [26:55] efficiency, you know, all those things. [26:56] And so I would defer to your expertise [26:58] to know can we change the way we do [27:02] things to cut cost. So not concretely [27:05] cutting out no saying cutting out [27:07] children's happiness like just so you're [27:10] creative and you have a lot of [27:11] experience. So maybe something [27:12] operationally we can shift. [27:14] >> Absolutely. [27:14] >> You know, and I think that's what I'm [27:16] envisioning here. Not just slashing [27:17] lines, but is there a way we can do [27:19] things differently to maybe save some [27:21] money? That's what I'm thinking. [27:23] >> Absolutely. And those are the right [27:24] questions, right? And and looking at our [27:26] operations and how we do things, the gas [27:28] savings restriction I put in place last [27:30] week. [27:31] >> Did you folks have a chance to look at [27:32] the tracker that I built in the butt, [27:35] but [27:37] every week, every Thursday, I'm going to [27:38] get a gas report. So, I'm generating so [27:41] I have a to go with 20% reduction across [27:43] all my departments. That's a little [27:45] aggressive, but I want them to get as [27:47] close to that as possible. You know, if [27:49] we do that, we'll be way under 40,000. [27:52] So, that's my goal, right? Even with [27:55] having compromise and getting some money [27:56] in place, I will continue to keep the [27:59] gas restrictions in place to the end of [28:00] the year, maybe even beyond if we have [28:02] to, depending on how things are going. [28:04] [clears throat] Because, and I say this [28:06] to all my department heads, even if we [28:08] get money in that line and it's an if, I [28:10] want to see money put back, right? [28:11] That's what I want to see and that's my [28:13] directive to them because if you just [28:15] spend spend spend down, you have to [28:17] answer to me why you're doing that. You [28:19] shouldn't just be spending down just for [28:20] the sake of it. I I refuse to accept [28:22] that. You know, I need a justification [28:24] as to why. So, we're looking at ways [28:26] that we can push back against a lot of [28:28] the spending. Um, to council Jill's [28:31] earlier point, you know, $1.6 million [28:34] last year was [28:36] too much too much. This year we're at [28:39] about 273 [28:40] decay which is over 80% almost 81% [28:44] reduction in general fund spending that [28:46] is thanks to the discipline fiscal [28:48] discipline my department has monitoring [28:50] everything working with Leanne working [28:52] Jessica getting all our ducks in a row [28:54] is a testament to the fact that we [28:56] recognize the last year is not a [28:58] sustainable practice we can't rob our [29:00] savings bank anymore to to kick the hand [29:03] down the road. Unfortunately, as I think [29:06] we all understand, we have some tough discussions to have. We got to [29:10] make some tough decisions. And I think [29:12] that's just the reality right now. So, [29:14] um I am more than willing to look at [29:17] anything and and review anything, look [29:19] at process improvement, how we can get [29:21] ourselves much more effective [29:22] operations. There certainly is a lot we [29:25] can do right now looking at my DPW [29:29] that we can do. Um but stuff takes time. [29:33] It takes time and I think as we begin [29:35] some of these directives and more [29:37] austerity measures, we'll see the [29:39] dividends pay off down the road in five, [29:41] six months. And again, you know, back to [29:44] the fuel track, right? 30 days from now, [29:46] we're going to know if the policy is [29:48] helping and how much it's helping. So my [29:51] hope is we continue to go in these [29:52] directions. So it's not just us saying, [29:54] "Okay, it's a crisis right now. How do [29:56] we fix it right now?" It's us saying, [29:58] "We have a structural issue structural [30:01] issue. organization. We need to correct [30:02] it. And it's going to be a multiaceted [30:05] approach. It's not one thing. It's not [30:06] just raising taxes. It's not just [30:08] cutting services. It's not just cutting [30:10] positions. It's doing all those things [30:13] in a way that makes sense if it makes [30:15] sense that provides real benefit back to [30:18] the state. So, it's a much more holistic [30:20] approach and that's kind of what I'm [30:22] looking at. And certainly right now with [30:24] budget season underway, we're working [30:25] through a lot of our departments and [30:27] through those budgets right now to [30:28] identify what is the absolute need. You [30:30] know, and last year, yeah, we we were [30:34] very austere and I think, you know, [30:35] department heads were, you know, not [30:37] thrilled, but it's going to be a lot of [30:39] the same again this year. And I'm just [30:41] very honest with them. So, and I I say [30:43] it here and and they hear me out there [30:45] and it's it's what I tell them every [30:46] day. So, we have to make these decisions [30:48] and we have to get a rain on this and [30:51] keep the spending. You know, again, [30:53] we're looking at our spending, but next [30:54] year [30:56] we can rain in even more. Maybe there's [30:58] a chance to further go down. So, I am [31:01] more than willing to engage in those [31:02] discussions and give my recommendations [31:04] and suggestions. I've already put out [31:06] some, you know, feelers and some emails [31:08] originally with some of my general fund [31:10] ideas. And I call them my hammock [31:12] thoughts, right? Something will just [31:13] come to me and I'm like, "Oh, I got to [31:14] write that down." share with council. So [31:16] any of those ideas that I bring up or [31:18] approaches, if one of those, you know, [31:20] speaks to you, you're like, "Hey, that's [31:21] a good idea." By all means, you know, [31:24] shoot me an email, let me know, "Hey, [31:25] Kyle, I think you're on to something." [31:27] And we could flush it out. [31:28] >> I would say anything. [31:34] » Definitely begun. [31:53] All right. So, being here [31:56] [laughter and snorts] because motion to [31:58] amend it and it was seconded by [32:01] >> unfortunately because there's two budget [32:03] items, you can't just throw out a [32:06] I have to have the separation [32:09] propos amendment proposed amendment. Um [32:12] so you can do the allocated to each one [32:15] of those right now if that makes sense [32:18] and then you [32:20] decide you want to do the amended one [32:23] then that's a regular vote. If you [32:26] decide no, we don't want to do the [32:28] amended one, we're just going to go for [32:29] it. Then we'll go back to the roll call. [32:32] So I first I need to know [32:34] >> how you want to split up the 40,000 [32:36] >> 2020. [32:38] >> And just for point of clarification, you [32:40] can transfer between [32:46] [laughter] [32:51] » just for everybody's happiness. [32:52] >> Can I just ask this? voting. I want [32:58] >> Well, I think everyone kind of gets my [33:00] opinion again. Um, we are literally just [33:05] doing things in a circle. If the money [33:08] we don't spend the money in those lines, [33:09] they go back in the general fund anyway. [33:10] Why not just give our employees the gas [33:12] now instead of having them fight for it? [33:15] >> I keep asking and I don't know how many [33:17] times [33:19] the plan's [clears throat] [33:23] I don't know about you guys, but I was [33:24] nervous. had to listen to that thunder [33:26] Sunday night going off thinking you guys [33:30] generators the power there's all these [33:33] old air conditioning [33:36] >> I'm sorry I would assume that now that [33:38] Kyle's tracking it he'll know [33:41] >> right now tomorrow if we leave here [33:42] tonight the tornado hits we lose power [33:44] do we have enough gas to keep going [33:47] >> so we so I'll clarify this [33:49] >> what if we go to zero in gas and these [33:52] guys get [33:54] fire goes out and they don't have enough [33:56] gas to pull a fire truck out of the [33:57] housing. What is our plan? [33:59] >> You got 40,000 given to you and you run [34:01] out the next day. I think there's bigger [34:03] problems about [34:04] >> we're not going to pass another 40,000 [34:05] next day [34:10] coming up though. It's not like all of a [34:11] sudden you go through 40,000 [34:14] >> again. [34:17] So doesn't really matter. You know, we [34:19] don't have an answer. You got lines in [34:20] here that are [34:22] >> we still haven't heard from Luke. [34:23] >> Adult softball, Halloween party, [34:25] Halloween extravaganza, right? [34:27] Playground mulch, youth baseball [34:29] contracts, concert and entertainment [34:31] contracts. These are the lines we're [34:32] trying to pull out. [34:33] >> You guys want to see that? [34:35] >> Someone was already canled. That was in [34:37] the last [34:37] >> You're corre correct. They didn't have [34:38] enough people. But that's also a revenue [34:40] attached to it. So it's a wash [34:43] >> that we don't [34:45] >> if we don't. There was a revenue on one [34:47] side as [34:50] we didn't have revenue. We didn't have [34:51] the expenditure. You pull that now. You [34:54] actually pulled [34:56] that money didn't exist before. [34:58] >> We said last meeting we cut this budget [34:59] to the bone. There is nothing else to [35:02] cut. So I'm just pointing out there's [35:04] these things on it. We feel that that [35:05] can't be cut. That is the bare bones. [35:08] That's fine. [35:08] >> But there's a revenue on the other side [35:10] that offsets it. So it wasn't money we [35:14] were taking out of general fund to begin [35:16] with. [35:17] >> It was money that would have been [35:18] revenue come in. [35:21] >> So if you now try to take that expense [35:25] now [35:37] [laughter] [35:38] >> we're just arguing about whether it is [35:40] 20 or 10. [35:42] Can we just take a vote? [35:44] >> So this is voting on the motion to amend [35:47] the budget transfers from [35:50] 0912 [35:52] separated 20,000 to each one is going to [35:56] gasoline 401 and one is going to [36:02] amendment. [36:09] » Okay. All in favor? [36:11] >> I do a roll call. [36:13] >> Well, this one is this one is on the [36:25] » council. [36:27] >> Yes. [36:28] >> Councelor Ki. [36:29] >> No. [36:35] » Yes. [36:38] >> I mean, no. Oh my gosh. I'm a No. Wait. [36:42] Holy crap. I'm a no. Yes. [36:47] >> Oh my god. I'm sorry. [36:48] >> Are you in favor? [36:49] >> I'm in favor for [36:51] so [37:05] » now. [37:12] to vote on it as it was 2613 [37:16] to leave it with figures as they are. [37:20] >> Council, [37:21] >> no. [37:22] >> Council, [37:24] >> yes. [37:25] >> Councelor Smith, [37:26] >> yes. [37:27] >> Council Jones, [37:28] >> no. [37:29] >> Council, [37:30] >> yes, [37:41] Thank you guys all for coming. [37:48] » I'm gonna stay for a little bit. [37:49] Anybody's got questions about they want [37:51] updates. I'm going to hang out and just [37:53] talk to anyone. [38:10] How are you? [38:14] >> Oh, not much. How are you doing? [38:23] How are you
