[0:52] data portal which we launched last year
[0:55] um
[0:56] but given everything going on it kind of
[0:58] you know uh it was kind of one of those
[0:59] check marks that we did but what i
[1:01] really want to do is demonstrate what
[1:02] its purpose is and what its capability
[1:04] is and then i want to segue that into um
[1:08] one of the the new applications that
[1:10] we're working on to kind of replace some
[1:11] existing applications that we have
[1:14] related to gis and partials and whatnot
[1:16] so
[1:17] um
[1:18] really and i'll be
[1:20] going through this but um this this
[1:22] first open data portal that we have
[1:24] right here and this is the home page of
[1:27] it that i'm showing on the screen here
[1:28] and this
[1:29] is a link that's currently on our
[1:30] county's website
[1:32] that anybody can access and get to it's
[1:34] under the it section
[1:37] in
[1:38] segways into the gis section but
[1:40] basically it's just a link it's a
[1:41] website um and the great thing about
[1:43] this portal
[1:44] is that it takes all of our existing
[1:46] layers that we currently have on web
[1:48] logistics right now
[1:50] and it makes them available for download
[1:53] which is a really neat functionality
[1:56] that we have because i'll get a lot of
[1:57] requests from college students
[1:59] um within the area they're working on
[2:01] projects or just citizens who are you
[2:03] know curious about things and want to do
[2:05] their own analysis and whatnot um and
[2:08] play with address points and whatnot um
[2:10] you know pretty neat stuff but this is
[2:12] the home page of it um
[2:15] and it gives you a nice little blurb um
[2:17] about you know what it is and
[2:20] uh the data catalog and everything um
[2:23] and then as we scroll down through the
[2:24] applications we have these nice little
[2:26] um i call it buttons but they're really
[2:28] just categories and essentially we have
[2:31] i believe it's 54 or 56 layers that are
[2:33] currently on web logistics on that we
[2:35] make available and all those categories
[2:38] or all those layers have been broken
[2:39] into categories for folks to be able to
[2:41] go
[2:42] and look at the information the
[2:44] statistical um kind of attribution
[2:46] behind it so for instance if i wanted to
[2:50] you know just look at like zoning
[2:51] information or anything like that um
[2:54] i could click on that zoning button or i
[2:56] could search for something and it would
[2:58] take me um to in this case i clicked on
[3:01] the zoning button and it'll take me to
[3:03] all the layers that i that we have put
[3:05] under uh you know the zoning category so
[3:08] for instance if i just want to look at
[3:10] the actual zoning layer for the entire
[3:11] accounting um it gives me the option to
[3:14] click on that um and then actually view
[3:18] the data as it loads in
[3:20] um but the nice thing about it is i can
[3:22] you know besides viewing it from a
[3:23] spatial capacity um i can also view it
[3:27] from a tabular standpoint as well so
[3:28] really the attribution
[3:30] behind it that you know that you know
[3:32] that's really the important thing what
[3:34] makes you know gis later so valuable is
[3:36] you have the spatial component as well
[3:37] as the attribution behind it
[3:39] um is that associated with each parcel
[3:41] is that is that
[3:43] it is it is not it's just the blank
[3:46] zoning blanket that goes over it um okay
[3:49] but um
[3:51] the nice thing about it is is you know
[3:53] if you want to um this is dynamic enough
[3:55] to where um you can zoom in to a
[3:58] particular area
[3:59] and it's not symbolized it's not meant
[4:01] to be symbolized in this capacity it's
[4:03] just meant to show you know that hey
[4:05] there's some information here
[4:07] from a visual standpoint but it is
[4:09] dynamic and then i can click around
[4:12] and it'll give me you know particular
[4:13] areas and what their zone um in this
[4:15] case i clicked on the area that's you
[4:17] know zoned r2 um but the the nice thing
[4:21] about it and what people like about it
[4:22] is that i have the option to download
[4:24] this as a spreadsheet
[4:26] um so i can actually view the back end
[4:29] of it
[4:30] all the attribution signed into it
[4:33] which you know it'll have some nice
[4:35] information there
[4:37] and then it'll have
[4:39] the kml download which is a nice
[4:41] functionality because not everybody can
[4:42] afford high-end gis software but
[4:44] everybody can use google earth
[4:47] so you can download these and view these
[4:48] in google earth which is nice
[4:50] and then if you do have either custom
[4:52] gis software or
[4:55] open source gis software such as qgis
[4:57] you can download the actual shapefile
[4:59] which is you know what we use to do a
[5:00] lot of our analysis here in the county
[5:02] um
[5:03] so
[5:04] that's really the backbone in terms of
[5:07] the data repository side of the sofa
[5:10] data portal um and the nice thing about
[5:12] it is you know it's this is all tied
[5:15] into
[5:16] um basically an essential uh
[5:18] gis reader viewpoint so that it's tied
[5:21] to our you know main subset of data so
[5:24] anytime i go in or you know i go in and
[5:26] update the data um this will be
[5:28] automatic in terms of you know being up
[5:31] to date and folks not having to wonder
[5:33] well i don't know you know when this was
[5:34] last updated or things like that um so
[5:37] that's a very nice functionality that as
[5:39] well
[5:40] um
[5:41] and then
[5:42] the kind of the second um
[5:45] the second component of the open data
[5:47] portal itself how do you get into that
[5:49] first orange open data page you uh so
[5:53] there is a link on our county's website
[5:55] okay there
[5:57] and um
[6:00] and then um
[6:02] the second kind of component of the open
[6:03] data portal is that it also features um
[6:06] as a repository for
[6:08] all of our featured applications so
[6:11] in the past you know we've done
[6:13] the you know election polling places
[6:15] application which we've seen in the
[6:17] election results
[6:18] application which we saw from 2019 some
[6:21] of the broadband stuff
[6:23] you know was on here um web logistics is
[6:26] on here it's a nice
[6:28] place to go for
[6:29] uh folks and residents to say hey what
[6:31] kind of applications that are gis
[6:33] centric is the county really offering
[6:35] um and all kind of in nice one need
[6:37] place and gives a nice alert and you can
[6:39] actually um launch straight into some of
[6:42] these which is
[6:43] pretty cool so
[6:45] um it's a nice little historical one um
[6:48] pretty neat um but
[6:50] really um
[6:53] to follow up on these questions yeah i'm
[6:55] looking i'm looking at the the county
[6:57] website where where is the button
[6:59] so if you go to
[7:01] um go to the it section
[7:04] or the ip department
[7:06] okay so go under go to departments and
[7:08] then go to it
[7:11] and then there will be a sidebar that
[7:13] says gis information

[7:21] there'll be a link at the bottom of the
[7:23] gis information page that says something
[7:25] along the lines of click here to access
[7:27] joking data okay i went all the way to

[7:38] but really the goal of of the open data site is to
[7:42] showcase that gis just isn't a partial
[7:44] viewer and in this case it just isn't
[7:46] web logistics it also serves as
[7:49] a nice portal that has all of our layers
[7:52] um that we choose to make publicly
[7:54] available as well as all of our other
[7:56] applications the science level which is
[7:58] kind of one nice neat
[8:00] shop and
[8:02] it would seem to me that having to go to
[8:04] the i.t department and then down through
[8:06] the ite department if we're going to
[8:08] make this visible to everybody that
[8:10] would be
[8:11] something right on the front page
[8:14] so um
[8:15] and in line with that i think with a
[8:17] little transition into
[8:18] my next uh application but i would
[8:21] really like for um kind of somewhere now
[8:24] how we have a button on the front page
[8:25] that says you know click here to access
[8:27] gis i'd almost really like to have that
[8:30] button or another button that says click
[8:31] here to access gis and take you to this
[8:33] page
[8:34] and then from there you you pick what
[8:36] application you want that would work
[8:38] that's really what i've envisioned this
[8:41] kind of serving as
[8:43] instead of going to the web logistics
[8:45] page correct
[8:47] how would you get to the web logistics
[8:49] we would have um and this page is
[8:52] completely customizable so if we wanted
[8:53] to we could have like a blurb or a
[8:55] button here that says you know click
[8:57] here to access web logistics or
[9:00] in this case how it's set up um i at the
[9:03] very bottom of this page i have you know
[9:04] featured application
[9:06] and you click here to click one
[9:07] logistics here
[9:10] so we can play around with that but
[9:12] ideally that's kind of what i would like
[9:15] to happen just so we can kind of maybe
[9:16] change the narrative that jazz just just
[9:20] is what logistics but it's not all it is
[9:22] it's a small component of it
[9:26] so that's that's really what the open
[9:27] data portal is um
[9:29] and then transitioning
[9:31] um to
[9:33] the partial viewer um this partial gear
[9:35] that i'm going to show you today
[9:37] is essentially um what would
[9:40] in my mind kind of
[9:42] take the place of
[9:45] what we currently use as web logistics
[9:49] yes sir
[9:50] what is the difference between
[9:53] lake of the wade woods maine dam
[9:55] innovation center
[9:57] and veterans damn
[9:59] immigration
[10:03] that's why i'm asking they're one of the
[10:05] same but they show
[10:09] they actually show two different things
[10:12] they show two different things um
[10:15] i was probably something i need to check
[10:17] on in terms of you know planning from
[10:19] planning standpoint but they are two
[10:21] different data sets the terminologies
[10:23] might need to be reworked on that
[10:25] absolutely they are the same they are
[10:27] the same and that's why i have a number
[10:28] of years ago they named the thing the
[10:31] veteran stand and i'm not sure that's
[10:33] gotten into the states
[10:35] listing them yet or not but it's called
[10:38] the veterans day but they're found two
[10:39] different
[10:42] data sets in the same
[10:45] and that could damn
[10:45] a case of two where one is from next
[10:48] year the others you know the following
[10:49] year yeah and we'll think about which
[10:51] one is right right right you can get rid
[10:53] of the other one right
[10:54] yeah we can certainly do that and that's
[10:57] part of you know
[10:58] okay i'm sorry i didn't know what i'm

[11:09] partial view that i'm going to show you
[11:10] is actually something that we have
[11:12] created in-house um completely using our
[11:14] esri enterprise licensing um which is
[11:18] super awesome in my opinion but
[11:20] basically this is this is imagine this
[11:22] is web logistics it does all the same
[11:24] stuff it just looks stylistically
[11:26] different um so and
[11:29] we're completely you know
[11:31] dependent on just only ourselves which
[11:33] is the nice thing so if we want to do
[11:34] any queries or changes or anything like
[11:36] that it's we all do it in-house and it's
[11:39] pretty nice so
[11:40] um to start off you know we could have
[11:42] our nice little brother here that has
[11:43] whatever kind of disclaimers or
[11:45] information that we want um and you have
[11:47] to agree to it um
[11:49] and then it you know it's gonna save you
[11:51] all the county which kind of similar to
[11:53] how web logistics is now but in this
[11:56] case um the nice thing about this is
[11:58] that when you run
[12:00] a search
[12:01] um i have it configured so that it not
[12:04] only searches the address or not only
[12:06] searches the partials but it'll search
[12:08] the address points as well if you choose
[12:09] it see which is the nice thing
[12:11] absolutely what you're saying is the
[12:12] search actual word correct
[12:15] so
[12:16] and it's and you know it's just to each
[12:18] their own in terms of you know what is
[12:20] actually configurable what not and what
[12:22] your style is but in this case let's
[12:24] just say you know i'm searching for
[12:26] um
[12:27] let's i'll just use the public safety
[12:29] parcel because i have it written down
[12:30] but so when i've typed in the first of
[12:33] the address numbers here we can see that
[12:35] it's queried out
[12:36] it's searching against the address point
[12:38] as well as the partial address and i
[12:40] bring that up because a lot of times
[12:42] we'll get some folks calling if you get
[12:43] frustrated because well you know i live
[12:45] at so and so address and it's an
[12:47] apartment but when i search my apartment
[12:48] number it doesn't come up well the
[12:50] reason it doesn't come up is because the
[12:51] search functionality web logistics runs
[12:53] against the parcel and not the actual
[12:55] address point so unless you own that
[12:57] partial you know you're gonna be you're
[13:00] gonna have difficult time maneuvering
[13:01] that which is frustrating for citizens
[13:03] so
[13:04] but in this case we can see as i've
[13:05] typed in i've got my average point
[13:07] coming up and my partial address coming
[13:08] up so at this point i'll just click on
[13:09] the partial um
[13:12] and it will take me right to it so so if
[13:14] somebody's in an apartment they can type
[13:16] that and where
[13:18] we've got their address and that address
[13:20] is related to the parcel number
[13:23] so
[13:24] it's not like the existing gis or if you
[13:27] don't have a if you don't own the parcel
[13:29] you don't uh you don't come up correctly
[13:31] by tying it to uh to another database
[13:33] that has everybody's name and address in
[13:36] the cabinet correct yes sir i've got an
[13:37] example i'll show that all right okay
[13:40] but the the the nice thing about it is
[13:42] that um
[13:43] you know and so
[13:45] here we are we've got the public safety
[13:47] parcel it's taken me here and then we've
[13:49] got this nice little sidebar that's come
[13:50] up that's basically the same thing
[13:52] that's on web logistics it's just you
[13:54] know configured a little bit differently
[13:56] that has our information and the
[13:58] important thing which all the citizens
[14:00] want to see is the property card so if i
[14:01] hit the more info link it'll take me to
[14:04] concise and show me the official
[14:05] property card which is what people want
[14:07] to see
[14:08] um
[14:09] so that's
[14:11] no new information on the property cards
[14:13] as we exist as they exist today correct
[14:16] yeah and
[14:17] all the information that you see in the
[14:19] parcels is pulled directly from
[14:21] concise camera the property part itself
[14:23] so
[14:23] we have a query on the back end that'll
[14:25] actually update it every week so
[14:28] all the information that you see is
[14:29] pulled from the commissioner's revenue's
[14:30] office um really
[14:33] gis and what
[14:35] our department does is just you know we
[14:37] update the record number which will sync
[14:39] with all the information and we update
[14:41] partial geometry oh that's the
[14:44] key there but um to go back uh to your
[14:47] point uh mr frame about if i have you
[14:50] know let's say i'm a business um but i
[14:52] don't want the parcel
[14:54] um
[14:54] but i have my address in this case i'm
[14:56] going to search for
[14:58] 32303 constitution highway um
[15:01] and we can see i've got an average point
[15:03] coming up but not a parcel so currently
[15:06] whether this is in web logistics if i
[15:08] went and searched for this now
[15:10] it wouldn't come up because it's it's it in in that system's mind it
[15:16] doesn't exist because it's not a record
[15:18] partial but it is a record and an
[15:20] average point which is why it shows up
[15:21] here and we have this configured so that
[15:23] it searches against the partial and the
[15:26] address point which again apartments
[15:29] what not it it helps people out so
[15:32] and then we can see here i'll cut
[15:36] the building off
[15:38] and we can see here it this was the
[15:40] returning result here just a point um
[15:43] but
[15:45] ideally you know there's there's no
[15:46] reason why we can't
[15:48] push this out um i'll back up a little
[15:50] bit so we can see it um there's no
[15:52] reason now why we can't push out a
[15:54] product like this in-house versus
[15:56] everything that you see on web logistics
[15:58] we currently maintain it's just
[16:01] we're using that interface as the medium
[16:04] to show it
[16:05] and this is
[16:06] you know an application that we can push
[16:08] up and maintain relatively quickly it'll
[16:10] do all the same functionality in terms
[16:11] of displaying a legend
[16:14] letting you print
[16:15] a pdf giving you measuring capabilities
[16:19] doing that markup and everything like
[16:21] that so if we want somebody to go in there
[16:25] we don't necessarily want them to go
[16:27] into gis we want them to go into this
[16:29] system
[16:30] because of the greater flexibility and
[16:33] the less likely to be frustrated
[16:38] um and i have this this isn't publicly
[16:40] available this application is not um but
[16:43] there's no reason why it can't be
[16:44] because it's all the same layers that
[16:45] we're already using now it's just more
[16:47] kind of the
[16:48] hey this is what we're doing this is
[16:49] where we would like to go phase
[16:53] so but yeah those are
[16:55] i think
[16:56] you kind of summed it up perfectly mr
[16:58] frame and an ideal world i would like to
[16:59] have the button or what happened on the front
[17:04] page of the website take you to the open
[17:06] data portal and then from there have
[17:09] that have like a featured thing at the
[17:11] top of the open dashboard will take you
[17:12] to this course well i mean as soon as
[17:14] people understand what that is where
[17:16] they would go
[17:17] they'd be far more likely to
[17:19] be comfortable with it especially
[17:22] if you can avoid the frustrations certainly so that
[17:27] would be something that
[17:29] i would like to happen as we transition
[17:31] because you hear something if i enter my
[17:32] name and i don't enter it exactly the
[17:34] way it is if i don't enter a fact that
[17:35] it's a part of a trust
[17:37] yeah
[17:38] it says nothing yeah no record which
[17:41] you'll still have some of that but with
[17:43] the added searches you might be able to
[17:45] alleviate some of that where hey this is
[17:46] my address point as long as that address

[19:18] around maybe 170 um that are just part
[19:23] of like some legacy kind of you know you
[19:25] have to do a little bit of fact that you
[19:27] do fact checking in
[19:29] all out because it's not a record in
[19:31] place because it's tied to you know
[19:33] something so
[19:35] and that's something that we're working
[19:36] on and obviously need to clean up as of
[19:38] before but the nice thing about
[19:40] this is you know i get a lot of calls
[19:42] saying hey can you help me with this
[19:44] you know that's a big part of cleaning
[19:45] up stuff too just people let us know
[19:47] so if you get you get very many calls or
[19:50] people saying that i can't find or i've
[19:52] got problems with no um i mean every once in a while it's
[19:56] more hey this is my first time logging

[20:56] time it would
[20:58] be beneficial to have
[21:00] these data capture that new survey

[27:44] chrome and edge which are the updated browsers so

[27:50] but the other browsers can't get in
[27:52] through the agenda on the website then
[27:55] because the links the way that we
[27:57] currently link the board's agenda it
[28:00] won't work in anything other than
[28:03] internet explorer
[28:05] so

[28:11] um and right now you'll see the the work
[28:14] session and regular meetings for
[28:17] april 27th and may 11th but it will
[28:19] build out as we publish

[28:32] meeting your associated meeting

[28:50] the item for the regular meeting for may

[28:54] and this is the first way to view your
[28:57] agenda and again it's directly in
[29:00] the board portal and
[29:04] just to distinguish between the board
[29:06] portal and public portal as members of
[29:08] the board you have a secure
[29:11] login where you can access the
[29:13] information if we chose to share
[29:16] confidential attachments for closed
[29:18] meeting only you would have access to
[29:20] them
[29:21] and you can also annotate your agendas
[29:24] and take notes to help you
[29:26] remember hey i need to ask this question
[29:28] at the meeting or remind me to bring
[29:31] this up at the meeting
[29:33] but the public will see
[29:36] the the meeting materials the way that
[29:38] you see them here too
[29:42] so
[29:44] the first way to view it is by clicking
[29:46] on that tile and you will see the
[29:48] outline of tonight's agenda
[29:51] with all of the individual agenda items
[29:55] if you
[29:56] for example want to look at the public
[29:59] hearing
[30:00] for this evening which is our
[30:04] suv 2101 piedmont processing
[30:08] you would simply scroll to that agenda

[30:29] is that we've implemented a new
[30:32] format for cover memos
[30:36] so we have a template for just a
[30:38] standard cover memo
[30:40] and then we have a template for agenda
[30:43] item reports
[30:44] that have a background discussion
[30:48] financial impact and recommendation
[30:50] header
[30:51] as a means of concisely presenting
[30:55] information to the board for all agenda
[30:57] items
[30:58] um
[31:00] so
[31:01] your agenda item attachments will start
[31:03] out with that cover and then it will
[31:05] have all of the attachments listed in
[31:07] order following that cover memo
[31:10] so by clicking on
[31:12] the agenda item on that initial outline
[31:15] you can see
[31:17] all of the attachments
[31:20] we did choose to
[31:24] upload the attachments as individual
[31:26] items
[31:27] instead of one large
[31:31] pdf file
[31:32] that way if you want to quickly look at
[31:35] one item you can
[31:37] discern you know what you're looking at
[31:39] without having to scroll through
[31:41] a 35-page pdf
[31:45] as an example
[31:47] on the public hearing if you wanted to
[31:49] quickly look at the application
[31:52] materials it's one click to get you
[31:54] directly to the application materials
[31:56] versus scrolling through all of the
[31:58] pages that appear before that so
[32:01] by clicking on attachment application
[32:03] materials it will pull that up on your
[32:06] screen
[32:07] and um you can see the pdf there
[32:10] just our our cover sheet and then all of

[32:14] application materials will follow that

[32:19] click on the back button will take you

[37:50] agenda page for this version no sir not

[37:57] attachments individually

[44:06] um by using those bookmarks without
[44:08] having to
[44:09] scroll all the way back to the the
[44:11] beginning see where you are on the
[44:13] agenda
[44:14] um it does have in in the bookmarks
[44:17] an outline of the agenda and you can
[44:20] browse through it that way um
[44:23] and then if you have um
[44:26] any any of the features that you have in
[44:28] your adobe this is adobe reader so it's very basic um
[44:34] you probably have a more
[44:37] advanced version on either your laptop
[44:40] or
[44:40] um a pdf viewer that you have on your
[44:43] ipad but any of those functionalities
[44:46] in your pdf um
[44:50] viewer you would be able to use for the
[44:52] downloaded version
[44:55] um
[44:56] so maybe not
[44:58] all of the annotations and the note
[45:00] keeping from the first two versions
[45:03] but if this is something that you're
[45:04] more familiar with or more comfortable
[45:06] with you can download it and use the
[45:08] bookmarks to to follow through the

[45:17] connectivity

[1:03:54] center marty baldwin
[1:04:09] yes sir so i'm not marty baldwin marty
[1:04:12] is a pretty one
[1:04:13] and we're back he'll be up here in a
[1:04:15] second but i'm dave gilmore from the
[1:04:16] virginia career piedmont evening i'm
[1:04:19] going to give you a little bit of intro
[1:04:20] this really talks about the structure of
[1:04:21] workforce development and our career
[1:04:23] center within the region
[1:04:25] marty's going to talk to you then about
[1:04:27] how that applies to orange county
[1:04:28] specifically and answer some of the
[1:04:30] questions
[1:04:33] so our mission we're really one of 15
[1:04:35] workforce boards in the state and we're
[1:04:37] responsible for addressing the workforce
[1:04:39] needs to total workforce in the region
[1:04:42] specifically we're responsible for
[1:04:44] supporting businesses and making sure
[1:04:46] they have the skilled pipeline that they
[1:04:47] need
[1:04:48] but also supporting the job seekers as
[1:04:51] they're looking for
[1:04:52] employment we now have a diversity
[1:04:55] equity inclusion state and we think
[1:04:56] that's becoming more and more critical
[1:04:58] particularly for us because we have
[1:05:00] access to a lot of people
[1:05:02] that are
[1:05:04] within communities that have needs
[1:05:06] so we think we've got a unique
[1:05:08] opportunity to support these people make
[1:05:10] sure those needs are understood by the
[1:05:11] businesses and we're helping the
[1:05:12] businesses deal with their specific
[1:05:14] topics
[1:05:18] we are called local workforce
[1:05:19] development area six it includes 10
[1:05:22] counties that are on this chart plus the
[1:05:24] city of charlottesville
[1:05:26] and within that it's broken down in the
[1:05:28] planning district 9 and district 10.
[1:05:32] orange isn't planned in district 9. so
[1:05:33] we'll focus on that today but it's a
[1:05:35] fairly large region i actually think
[1:05:37] it's the largest workforce development
[1:05:38] region by area in the state
[1:05:42] so it covers an awful lot of land a few
[1:05:45] urban areas
[1:05:47] but mostly
[1:05:48] and that presents some unique challenge
[1:05:52] i want to talk a little bit about our
[1:05:54] one-stop delivery system and and the
[1:05:56] centers that we have because we have
[1:05:58] three different types of centers
[1:06:00] every workforce development area has to
[1:06:02] have one regional comprehensive center
[1:06:05] ours is in charlottesville and that's
[1:06:07] really based on population
[1:06:10] but it just makes sense to put the one
[1:06:12] comprehensive center within
[1:06:13] charlottesville
[1:06:14] the conferences center has all the
[1:06:16] partners either co-located
[1:06:19] or within a very short distance from us
[1:06:22] okay and it is the regional office for
[1:06:24] the beginning employment commission
[1:06:26] that's important because we've got one
[1:06:28] space and they share the cost
[1:06:30] so the way we fund this is through
[1:06:33] virginia career or piedmont region
[1:06:35] but our partners at a co-locator even
[1:06:38] with dust
[1:06:39] also co-found that location
[1:06:42] that becomes important a bit later
[1:06:44] and we are funded as vcwp model through
[1:06:47] federal
[1:06:48] state and local funds so it's not one
[1:06:51] source emily it's all the resources
[1:06:55] we also have two affiliate centers one
[1:06:58] is culpepper
[1:06:59] which marty resides in
[1:07:01] and marty and his staff there are
[1:07:03] actually
[1:07:04] four four
[1:07:05] leo representatives there right some
[1:07:08] caseworkers or career counselors
[1:07:10] and they're supporting the entire pd9
[1:07:13] region
[1:07:14] we also have what we call a resource
[1:07:16] center specialist in that location
[1:07:19] now that location is partially funded by
[1:07:22] rapid hana goodwill
[1:07:24] and by vcwt so in some ways the costs
[1:07:27] are split it's a little bit of a unique
[1:07:29] arrangement we're very thankful for the
[1:07:30] partnership without having a good rule
[1:07:33] but it allows us to keep that center
[1:07:34] open and support the entire region
[1:07:37] we also have the orange center which
[1:07:39] you're very familiar with
[1:07:41] where we have a resource center
[1:07:42] specialist only we actually have a
[1:07:44] temperature taken now as well which due
[1:07:47] to this locative workforce on the state
[1:07:50] but that resource center specialist
[1:07:52] that's sitting in the orange county
[1:07:54] office across the street
[1:07:56] really brings people in does the intake
[1:07:58] process and then refers them to the
[1:08:01] nyola
[1:08:02] specialist or to other services that
[1:08:05] they need so they've got full access to
[1:08:06] our services
[1:08:08] and they're open tuesday through
[1:08:09] thursday
[1:08:11] the funding there is split between
[1:08:13] orange county and very kindly provide
[1:08:15] facility income
[1:08:17] and you're also providing funds for
[1:08:19] their resource center specialist
[1:08:22] the balance of the support costs comes
[1:08:24] from bcp mod
[1:08:30] and then there are three satellite
[1:08:31] centers one in auburn
[1:08:34] one in downtown charlottesville
[1:08:36] the one in one we don't have a lot of
[1:08:39] contact with them unless they requested
[1:08:42] so they're really running stand-alone
[1:08:44] centers for job seekers
[1:08:48] i will say that the albemarle center is
[1:08:51] moving now towards becoming an affiliate
[1:08:54] we're actually going to start the
[1:08:55] certification process now and we're
[1:08:57] using orange county as a model
[1:08:59] because you think you have the right
[1:09:01] model
[1:09:02] for affiliate centers
[1:09:05] that are
[1:09:06] really going to support job seekers and
[1:09:08] businesses with the resource center
[1:09:10] special
[1:09:11] not necessarily a full blanket and a
[1:09:13] staff
[1:09:14] but the incentive can be the conduit
[1:09:17] this satellite center can be the conduit
[1:09:20] all of those satellite centers are
[1:09:22] funded by
[1:09:23] the city or county
[1:09:25] so there's no additional funding we
[1:09:27] certainly support it
[1:09:29] when it's appropriate but we aren't
[1:09:31] providing funding for that
[1:09:34] so why is all that important well we did
[1:09:37] some research recently and looked at our
[1:09:39] constituent server
[1:09:41] and quite frankly i think this is a
[1:09:43] great success story for orange county
[1:09:45] what we learned in pd9 is 93 of those
[1:09:49] served in person who go into a center
[1:09:51] for support
[1:09:53] career support resume writing
[1:09:57] whatever happens
[1:09:58] 93 of those actually have career centers
[1:10:03] so if you look at the charts cult pepper
[1:10:05] and orange
[1:10:07] and falcore county are dominating that
[1:10:09] mix
[1:10:10] we're supporting almost nobody from
[1:10:12] madison and rafah
[1:10:14] and we believe that's because of
[1:10:15] location
[1:10:17] we don't think people are going to drive
[1:10:18] 45 minutes an hour and a half to go to a
[1:10:20] career center it's just not going to
[1:10:22] occur
[1:10:24] we've also did some work because people
[1:10:25] said okay what's probably happening
[1:10:27] virtually we don't believe that's the
[1:10:29] case again we believe a lot of job
[1:10:30] seekers don't have access to eyes
[1:10:32] because they're not going up the tools
[1:10:34] of training
[1:10:38] we saw the same thing in pd 10 where
[1:10:40] albemarle and charlotte were
[1:10:43] the services that we're providing and
[1:10:45] again we believe a lot of that's
[1:10:47] location
[1:10:48] we've actually used that data to apply
[1:10:50] for very virginia grant we're about
[1:10:51] halfway through the process
[1:10:53] we're going to create we're going to try
[1:10:55] to create a mobile
[1:10:56] caseworker system
[1:10:58] some counties like nelson levana
[1:11:02] madison et cetera will provide space and
[1:11:05] provide support
[1:11:07] and we'll actually have a bcwp mod
[1:11:09] representing a
[1:11:11] resource center specialist on site one
[1:11:13] day a week in those locations
[1:11:15] and conducting job fairs in those
[1:11:17] counties
[1:11:18] so again we're using orange county as a
[1:11:20] model for that work because we believe
[1:11:22] that it's a model that's proven to be
[1:11:24] very successful
[1:11:26] we're just going to talk now about some
[1:11:27] of the orange county data that your
[1:11:29] questions are behind real quick
[1:11:32] do you have a breakdown by area of the
[1:11:35] county that supports the orange
[1:11:37] workforce center as
[1:11:42] we have a breakdown by people that
[1:11:44] enroll in the workforce program the wie
[1:11:46] program yeah i think you're talking
[1:11:48] she's talking about the per person
[1:11:52] not all the counties are provided
[1:11:56] well i'm actually talking about from a
[1:11:58] geographic perspective like my zip code would be fun what we ask is just
[1:12:03] which county
[1:12:05] exactly okay
[1:12:06] we could probably date a mine now but we
[1:12:08] don't have a little today okay well
[1:12:10] there's a very specific reason to ask
[1:12:12] about that
[1:12:13] is we we have
[1:12:16] people either in the town of orange
[1:12:18] close to it or town of gordonsville and
[1:12:20] people at the eastern end of the county
[1:12:23] and i'm inclined to think that
[1:12:26] you're not capturing
[1:12:30] our entire
[1:12:31] county i think you're
[1:12:33] inclined to think that you're capturing
[1:12:35] the count of orange area gordonville
[1:12:38] area i was just curious if you had any
[1:12:40] data to back it up or
[1:12:42] i don't think we have data but but i
[1:12:44] believe you're correct based on what
[1:12:45] we're seeing and the
[1:12:48] data we have with that
[1:12:50] the further away you get from the career
[1:12:52] center and the more role you get into an
[1:12:54] area the less likely people are first to
[1:12:56] know about us
[1:12:57] and second to take advantage of the
[1:12:59] services they will offer either because
[1:13:01] of transportation or other other topics
[1:13:05] so we're pretty convinced now going
[1:13:07] forward we have to take the message to
[1:13:08] the people
[1:13:10] and not sit in offices and hope that
[1:13:12] they come back so this is the entire
[1:13:15] philosophy of this government
[1:13:23] so i want to give you a little
[1:13:24] information specifically about the
[1:13:26] orange center some data
[1:13:29] so workforce development is big in the
[1:13:31] news on these days with the shop from
[1:13:34] covid workforce development really is
[1:13:37] listening to the demand from businesses
[1:13:38] and supplying um the labor that this
[1:13:41] businesses need so it's making that
[1:13:42] connection
[1:13:43] um and so i think ranch county is to be
[1:13:46] commended for the last six years making
[1:13:48] an investment in the infrastructure to
[1:13:50] respond in such a uh workforce crisis as
[1:13:53] now um so i want to give you a little
[1:13:54] historical context um a three-year look
[1:13:57] back of the impact from the orange
[1:13:58] workforce center
[1:14:00] and you can see the first graph you have
[1:14:02] is the number of people that have come
[1:14:05] through
[1:14:05] the center here in orange on both
[1:14:08] avenues and we average about 50 job
[1:14:11] seekers a month
[1:14:13] it is part time so it's three days a
[1:14:15] week um facility you can see the
[1:14:18] outliers there the orange which was from
[1:14:21] last spring
[1:14:23] from march april and may
[1:14:25] um the huge spike on one month was over
[1:14:28] 300 folks served a month um primarily
[1:14:32] for unemployment when everything shut
[1:14:33] down
[1:14:34] and unemployment shot up so high
[1:14:36] um
[1:14:37] as far as we do track very carefully job
[1:14:40] placements because that is the data that
[1:14:42] matters to businesses um and to people
[1:14:44] to people's lives so um over the same
[1:14:47] time frame we've
[1:14:49] tracked 225 job placements and then we
[1:14:52] broke them down in this pie chart by
[1:14:53] industry um and you can see that
[1:14:56] 45 were in manufacturing and warehouse
[1:15:00] um jobs we're very happy about that with
[1:15:02] the composition of industry in orange
[1:15:04] that's reflective
[1:15:06] of the needs from businesses that are
[1:15:07] out there
[1:15:08] the other two major industries were
[1:15:11] wholesale retail and services services
[1:15:14] also encompasses health care in this
[1:15:16] breakdown
[1:15:18] and then one of the great advantages of
[1:15:21] partnering with virginia career works is
[1:15:23] you get the support of the other four
[1:15:25] members of the workforce team also
[1:15:28] direct access for your constituents
[1:15:30] to
[1:15:31] workforce funding to pay for tuition for
[1:15:33] credentials
[1:15:35] so we've seen 32 orange county residents
[1:15:37] get credentials
[1:15:38] and you see the breakdown there the
[1:15:40] majority are pursuing careers in
[1:15:42] healthcare
[1:15:43] um then pursuing personal care served by
[1:15:45] nursing assistant clinical medical
[1:15:47] assistant lobotomy credentials
[1:15:50] followed by cdl license cdl a and b um
[1:15:54] those are paid for through through our
[1:15:56] grant um and so those 32 credentials
[1:15:59] represent forty seven thousand dollars
[1:16:00] worth of tuition that virginia
[1:16:02] pre-orders has paid on behalf of orange
[1:16:04] county residents
[1:16:08] i think this is really interesting this
[1:16:09] is a three-year look at the reason that
[1:16:11] people have visited the career work
[1:16:13] center in orange
[1:16:14] um so two years ago sort of as a
[1:16:16] baseline
[1:16:17] and you can see that the majority folks
[1:16:19] came either to do job search they're
[1:16:21] applying for jobs or to meet with
[1:16:23] partner programs um david listed some of
[1:16:25] those partners adult ed
[1:16:27] disabilities sources of eec
[1:16:31] the orange dss
[1:16:33] all operated out of the office and so
[1:16:35] there's partner meetings so the majority
[1:16:37] were for job search are meeting with
[1:16:38] partner programs
[1:16:40] last year you can see what a disruptor
[1:16:42] it was 53 of the visits services were
[1:16:45] for unemployment
[1:16:47] followed by job search and then this
[1:16:49] year is our recovery year responding to
[1:16:52] that impact and we really pivoted to
[1:16:55] create opportunities to connect
[1:16:57] job seekers with
[1:16:58] job opportunities so most folks are
[1:17:01] utilizing the center for job fair or um
[1:17:04] some job search services
[1:17:09] again this is the list i will read to
[1:17:10] you but the ways that we reach out to
[1:17:12] folks that are unemployed in the county
[1:17:15] the ways that we connect with businesses
[1:17:17] to hear what their needs are through
[1:17:18] partnerships um through the accounting
[1:17:21] economic development and then how we
[1:17:22] connect those two together
[1:17:24] um every person in the county who
[1:17:26] does file for unemployment receives
[1:17:29] a introduction email about the services
[1:17:32] at the center we know the email is not
[1:17:34] enough so our resource specialist then
[1:17:36] provides a phone call to tell people
[1:17:38] where we're located
[1:17:40] how they can come in what we can provide
[1:17:43] how they can access the grants to paper
[1:17:45] training and careers switches
[1:17:47] and then
[1:17:48] um there's other outreach to send
[1:17:50] through social media to provide updates
[1:17:52] about who's hiring and events that are
[1:17:55] coming up
[1:17:57] um and then just one time final
[1:18:00] um
[1:18:01] i think to respond to the misalignment
[1:18:04] between labor supply and demand it's
[1:18:06] going to take a lot of creative efforts
[1:18:08] to reconnect those pieces
[1:18:10] um and i think it's going to be some
[1:18:12] small initiatives that will build um
[1:18:15] because each person is different this
[1:18:16] person that we see looking for work has
[1:18:18] certain circumstances each company is
[1:18:20] different
[1:18:21] one example is a project we did last
[1:18:23] year
[1:18:24] um connecting orange county high school
[1:18:26] students to career pathways and
[1:18:28] manufacturing
[1:18:29] working with fm expressions to do an
[1:18:31] internship while our staff did job
[1:18:34] readiness work with the students so that
[1:18:36] they could explore the possibility of a
[1:18:38] career manufacturing i think it's those
[1:18:40] kind of initiatives that are going to
[1:18:41] move this forward
[1:18:43] i know we're short on time are there
[1:18:46] any questions
[1:18:48] can you give an example of luke's
[1:18:50] success story
[1:18:51] yeah i appreciate that um that question
[1:18:54] so we had an orange county resident who
[1:18:56] came to us last year
[1:18:59] she was working at a minimum wage job um
[1:19:01] had
[1:19:02] five kids um an ice minimum wage isn't
[1:19:05] going to support the family the mit
[1:19:08] living wage um calculator says in our
[1:19:10] area an individual just with one kid one
[1:19:14] parent with one kid needs to make twenty
[1:19:15] six dollars an hour to pay all expenses
[1:19:18] so she needs some help so we're able to
[1:19:20] pay for her to get her pca and her cna
[1:19:22] license to go into health care she got a
[1:19:24] pay raise um started working here in the
[1:19:27] county but still needed some more income
[1:19:30] and wanted to advance in her career
[1:19:31] pandemic
[1:19:33] and we were able to connect with a job
[1:19:35] doing contact tracing where she actually
[1:19:38] tripled her salary so now she's using
[1:19:40] healthcare training
[1:19:41] helping people in the community and able
[1:19:43] to support her family
[1:19:45] what's the time frame when you first
[1:19:47] visit her
[1:19:49] yeah that's a great question
[1:19:50] accomplished so when folks go into
[1:19:52] training or enroll in that workforce
[1:19:54] program it used to take between six and
[1:19:56] eighteen months once they get a job we
[1:19:58] stay in touch with them for twelve
[1:19:59] months to make sure they got their name
[1:20:04] what is the primary source of funds for
[1:20:06] the training and the support
[1:20:09] yeah so it's ultimately from the
[1:20:10] department of labor the workforce
[1:20:12] innovation opportunity act um it comes
[1:20:14] down to the state and workforce
[1:20:15] development boards
[1:20:19] could give us a little insight on what
[1:20:21] you're working on to do virginia
[1:20:25] so i can so we've done two things we've
[1:20:27] got to go to virginia brand now it's
[1:20:29] called project reconnect and we're
[1:20:30] really trying to reach out to job
[1:20:32] seekers so as they're coming into the
[1:20:33] system we're reaching out to them via
[1:20:35] email and we're coordinating job fairs
[1:20:39] for that
[1:20:40] we've also created a job secret toolkit
[1:20:42] that gives them access to the tools they
[1:20:44] need to find jobs
[1:20:48] you can go to linkedin if you're an
[1:20:49] executive or a skilled person
[1:20:51] you're not going to use linkedin if
[1:20:53] you're looking for an interconnection
[1:20:54] but there are 12 to 15
[1:20:57] ways to help them find jobs and give
[1:20:59] them access to that
[1:21:01] we're also right in the middle now
[1:21:02] creating an employer toolkit which is
[1:21:04] matching the career pathways to
[1:21:07] employers
[1:21:08] as an example if you're in hospitality
[1:21:10] or if you're in tourism or enlightening
[1:21:13] fashion certain programs within cte
[1:21:15] programs
[1:21:17] within accountings
[1:21:18] within community colleges that are local
[1:21:21] adult education
[1:21:23] that will set you up for a career in
[1:21:25] those specific sectors
[1:21:27] so we're really working hard now to
[1:21:29] identify those sectors we've got six
[1:21:31] within the region
[1:21:32] i imagine and aren't here probably
[1:21:34] covering all six of them
[1:21:36] and we're trying to align the employers
[1:21:38] with the education community and the
[1:21:41] can bring those together we'll then
[1:21:43] create internships apprenticeships
[1:21:46] and opportunities for
[1:21:48] employment that people may not know
[1:21:50] about
[1:21:51] that's the one we have today
[1:21:53] going forward we're applying for new
[1:21:55] virginia ground which i described
[1:21:56] earlier based on the data that we showed
[1:21:58] you we think we're not accessing
[1:22:01] those in the rural communities that do
[1:22:03] not have career centers and we're under
[1:22:05] serving
[1:22:06] we have to find a way to take people to
[1:22:08] those counties even if it's within your
[1:22:10] county but the outskirts of your county
[1:22:12] we have to find a way to get resources
[1:22:14] out to them
[1:22:15] the way we're structured today
[1:22:17] we can only sit in the centers that we
[1:22:20] describe because we just don't have the
[1:22:22] resources or the structure in place
[1:22:24] what we're asking doing virginia to help
[1:22:26] us support is within kind contributions
[1:22:29] from those rural counties
[1:22:31] for facility space and for support
[1:22:34] we're going to provide what we call a
[1:22:36] mobile career specialist or resource
[1:22:38] center specialist that can travel to
[1:22:40] those counties
[1:22:42] work with the employees for job fairs
[1:22:43] but also work with job secrets to make
[1:22:45] sure that we're providing face-to-face
[1:22:47] support
[1:22:48] we believe it's so crucial to be face to
[1:22:51] face with job seekers particularly for
[1:22:53] entry-level provisions that are so
[1:22:54] difficult to find
[1:22:56] and that's what we're hoping we get from
[1:22:58] the government
[1:22:59] what what is the dollar value of these
[1:23:01] two grants so the dollar value for the
[1:23:03] first grant was about a hundred and
[1:23:05] thirty thousand dollars hundred forty
[1:23:07] thousand dollars almost a hundred
[1:23:09] thousand from the state
[1:23:11] matched fifty percent for the localities
[1:23:13] the grant we just applied for is a
[1:23:15] hundred and fifty thousand uh from the
[1:23:17] state and seventy
[1:23:19] natural look penalties for about 225
[1:23:22] this is split between both
[1:23:24] pd-9 and ken or is that pd
[1:23:27] so no it's split between pd and pd-10 so
[1:23:30] it comes out to look highly funny you
[1:23:31] know in some cases workforce innovation
[1:23:34] opportunities have funded as well if it
[1:23:36] can be applied
[1:23:38] but it would be split among the 11
[1:23:41] localities not not one or two
[1:23:49] a couple of comments on the information
[1:23:51] uh
[1:23:54] on page eight you've got some graphs
[1:23:57] there but they they seem incomplete to
[1:23:59] me
[1:24:01] um
[1:24:02] you got
[1:24:05] approximately 50 visits per month
[1:24:08] but it looks like in reality it's
[1:24:11] considered more than 50 visits

[1:24:49] if you've got 50 visits per month
[1:24:53] that's
[1:24:54] let's just branch through the 50 visits
[1:24:55] even though it appears to me to be
[1:24:58] probably closer to 75 but if not more
[1:25:02] that would be 600 a year or 1800 over
[1:25:06] the three year period and you've got 225
[1:25:08] job points
[1:25:10] and that's a 12 and a half percent
[1:25:12] success rate
[1:25:14] um
[1:25:15] that doesn't seem very president
[1:25:17] yeah and so
[1:25:20] i'd like to know
[1:25:22] what are we what are we planning to do
[1:25:24] different
[1:25:26] this coming year
[1:25:30] to get that 12 and a half percent up to
[1:25:32] maybe
[1:25:33] 20
[1:25:34] no that's that's a great analysis and
[1:25:36] good math there um
[1:25:39] it's uh
[1:25:40] so there's couple things at play
[1:25:43] way above what the state averages as far
[1:25:46] as jobs and visits um the other part we
[1:25:49] didn't have in there the visits we have
[1:25:51] um we often work with that need multiple
[1:25:53] visits so they'll come in multiple times
[1:25:55] for multiple months in a row um each
[1:25:58] person gets an individual employment
[1:26:00] plan which means
[1:26:01] if i need support get my ged that might
[1:26:03] be step one i need some supports for
[1:26:06] child care transportation housing so
[1:26:08] we're working along all those things at
[1:26:10] the same time as employees um our sweet
[1:26:13] spot is working with folks that have
[1:26:15] significant barriers to employment like
[1:26:17] those things that i just mentioned so
[1:26:18] sometimes those take multiple visits
[1:26:21] well

[1:26:38] primary idea here is to
[1:26:40] get people who are looking for work into

[1:27:21] should count i mean
[1:27:23] yeah

[1:27:27] and then the you know the job placements
[1:27:29] and the credentials are it can be placed
[1:27:32] in some type of
[1:27:35] context that's worthwhile but as you presented
[1:27:40] it here
[1:27:43] you know i have no idea

[1:27:49] what kind of i'm trying to uh since i
[1:27:51] might have some influence on this uh
[1:27:55] in terms of a metric we're saying okay
[1:27:58] i've got somebody who's come in and he's

[1:28:02] different aspects of it
[1:28:04] did he get a job did he get a job in
[1:28:06] orange county did he get a job somewhere
[1:28:08] else
[1:28:08] so maybe a little more detailed follow
[1:28:11] up on the success of
[1:28:16] the process as opposed to just numbers
[1:28:18] well
[1:28:20] first of all you know i kind of like
[1:28:22] just numbers but they need to be numbers
[1:28:24] that actually mean something and i can
[1:28:26] look at them and say okay
[1:28:29] you know i know what this means these
[1:28:31] are just kind of
[1:28:33] pretty charts that didn't you know
[1:28:35] really
[1:28:36] didn't really help me to understand
[1:28:38] if our if our primary focus is to get
[1:28:41] people into the workforce
[1:28:44] uh then there should be metrics that
[1:28:47] let us know
[1:28:48] uh how we're doing
[1:28:50] yeah so and yeah and so i you know if if
[1:28:54] we you know some of these 225 jobs
[1:28:57] theoretically
[1:28:58] they could be repeats you could get
[1:29:00] someone who
[1:29:01] perhaps on paper looks very employable
[1:29:04] and so you're able to get them five jobs
[1:29:06] in a year's time
[1:29:08] i'm theorizing i don't know but i would
[1:29:10] imagine that could happen but how long
[1:29:12] do these people or how how how well do
[1:29:15] these things take what are we really
[1:29:16] accomplishing if we get a job for
[1:29:18] somebody and then
[1:29:20] 30 days later they're unemployed again
[1:29:22] we haven't really accomplished it and
[1:29:24] it's not necessarily i'm not blaming you
[1:29:27] all for them not uh
[1:29:30] working longer than 30 days
[1:29:32] but
[1:29:33] that's important information for this
[1:29:35] board to have in terms of evaluating
[1:29:37] whether
[1:29:38] this is a program that
[1:29:41] suits our needs
[1:29:43] so i can share
[1:29:44] a little more data with you and then we
[1:29:46] can provide you with with more concrete
[1:29:49] information later
[1:29:50] we have we have monthly kpi metrics that
[1:29:54] are based on the state goals for
[1:29:55] workforce development within the region
[1:29:58] and within the district
[1:29:59] within pd9 we're exceeding those goals
[1:30:04] for adult dislocated workers and even
[1:30:07] so
[1:30:08] that's set up based on what's expected
[1:30:10] within the state and statistical
[1:30:12] analysis of what's occurring within the
[1:30:14] state
[1:30:15] and i'll tell you that the results in
[1:30:17] our region are very strong compared to
[1:30:20] other regions within the state and
[1:30:22] they're exceeding the state goals for
[1:30:24] this year even with dependent
[1:30:27] so i'm confident that we have
[1:30:29] a lot of the metrics in kpi you're
[1:30:31] talking now we did not include them in
[1:30:32] this presentation for brevity we're
[1:30:34] happy to provide those treatments we've
[1:30:37] given marty's monthly report
[1:30:39] you know he says he said
[1:30:42] a number of center hires for the
[1:30:44] businesses was five in the last couple
[1:30:46] of months five and april five in march
[1:30:49] and the number of people of businesses
[1:30:51] that were served but in terms of saying
[1:30:54] okay getting back to your question was
[1:30:56] this guy
[1:30:57] hired for a temporary job would we uh
[1:31:00] did we
[1:31:01] this was a guy who came in
[1:31:03] had no skills we got in the skills and
[1:31:05] he now has a job making uh 35 000 a year
[1:31:08] something like that i mean that's
[1:31:10] and
[1:31:12] i know that gets it trying to
[1:31:14] individualize that but i think we need
[1:31:17] maybe some more statistics that approach
[1:31:20] it that way
[1:31:21] and uh and trying to do that so i'm
[1:31:25] with mark on that
[1:31:27] try to make some statistics a little
[1:31:29] more meaningful
[1:31:30] and uh
[1:31:31] and
[1:31:33] i'll
[1:31:34] brainstorm with you a couple of times to
[1:31:36] see what you want to see
[1:31:38] and i also asked
[1:31:40] the council and the board
[1:31:44] to see what we can come up with that
[1:31:47] uh you know now i know you've had some
[1:31:49] uh examples uh that you've uh that
[1:31:52] you've used in the last few months in
[1:31:54] terms of this person needed this and got
[1:31:57] this this and this ended up with a
[1:31:59] pretty good job but those are one-offs
[1:32:02] and trying to build a little more
[1:32:04] statistical assessment of that way
[1:32:07] so i think we can i think we can try to
[1:32:09] do that now
[1:32:11] the other side of this step i'd like to
[1:32:13] see some more information about the
[1:32:16] business side what are you seeing in the
[1:32:18] way of
[1:32:19] requests uh
[1:32:21] you know i think
[1:32:22] i take your 225 over the last three
[1:32:24] years and that's about 70 per year that
[1:32:27] you've offered well that might be a good
[1:32:29] number if you're if you had 90 requests
[1:32:31] and you're doing really well if you had
[1:32:33] 900 requests then the business need is
[1:32:37] not being fully met
[1:32:39] you're not responsible for every hire
[1:32:41] that they need to make obviously but it
[1:32:43] would be nice to see some metric on the
[1:32:47] success you're having in terms of
[1:32:49] meeting the overall lead
[1:32:51] standpoint of the businesses themselves
[1:32:54] yeah if you had ballpark how many jobs
[1:32:56] are available here in arms
[1:32:58] yeah
[1:32:59] i i can tell you from so a couple things
[1:33:02] along that one demand is definitely
[1:33:05] outpacing supply
[1:33:07] locally and nationally
[1:33:09] at the time where we had a job fair um
[1:33:11] 10 days ago here at wooster park
[1:33:14] we had 16 local businesses from orange
[1:33:17] 47 job seekers come from those 16
[1:33:20] businesses i easily counted over 200 job
[1:33:22] openings so demand is definitely beyond
[1:33:25] supply right now
[1:33:27] especially for entry level lower wage
[1:33:31] higher labor positions so whether that's
[1:33:33] manufacturing like manufacturing
[1:33:35] greenhouse construction those are the
[1:33:38] openings that are available and there's
[1:33:39] just got not as many people
[1:33:41] um there to fill those we're seeing that
[1:33:43] in every region in the state and
[1:33:44] nationally i heard a statistic earlier
[1:33:46] they're 8 100.
[1:33:50] sorry there
[1:33:53] are 8 100 jobs of them
[1:33:56] 8 200 job seekers
[1:34:00] within an expanding region and they
[1:34:02] don't match because people are looking
[1:34:04] for entry-level workers and they can't
[1:34:06] find them what's happened is a lot of
[1:34:07] neutral of the world is pivoted in one
[1:34:09] another industries particularly in
[1:34:11] hospitality
[1:34:12] we're running into that across the
[1:34:14] region
[1:34:15] light manufacturing is getting killed
[1:34:17] right now because they can't find the
[1:34:19] entry-level workers that they need and
[1:34:21] they're not out there
[1:34:23] right we believe it's related to people
[1:34:25] pivoting into new careers when the
[1:34:26] pandemic head which is also related to
[1:34:28] the
[1:34:29] insurance extra
[1:34:32] people are making 17 to 18 an hour now
[1:34:35] not working
[1:34:36] when you're offering you know 14 15 an
[1:34:39] hour it's a high-end entry-level job
[1:34:42] that's really going to hurt that's
[1:34:44] really going to hurt supply
[1:34:46] so we absolutely know within the within
[1:34:49] orange within the region of the state
[1:34:51] and nationally
[1:34:53] there are more jobs available today than
[1:34:55] there are job seekers
[1:34:57] there's no doubt that's the case and we
[1:34:58] hear about it every day
[1:35:00] so the hourly equivalent of not working
[1:35:03] is 17 an hour roughly yeah
[1:35:05] and so another piece of that that spoke
[1:35:08] to the orange manufacturer today
[1:35:10] they're increasing their wage to be more
[1:35:12] competitive time to try to capture those
[1:35:14] entries
[1:35:16] um
[1:35:16] welcome mr johnson mr fraim um if
[1:35:19] there's any specific data points you'll
[1:35:21] want us to track on the monthly report
[1:35:22] did i send the board
[1:35:24] welcome
[1:35:25] to a little brainstorming in terms of
[1:35:27] just what what would be meaningful
[1:35:29] in terms of uh what we're accomplishing
[1:35:32] i'm looking at like
[1:35:34] over the last number of months you had
[1:35:36] 81
[1:35:37] a number of employers served
[1:35:41] and then 27 numbers of uh
[1:35:44] center hires
[1:35:46] and
[1:35:47] where do those two correlate
[1:35:49] is there
[1:35:50] is is that 27 out of 81 or did we have
[1:35:55] some other help to an employer
[1:35:57] that we served that wasn't necessarily
[1:35:59] related to a job but maybe helping them
[1:36:01] to uh define their uh
[1:36:04] their what their requirements were or
[1:36:07] what their uh ads should look like
[1:36:09] things like that so i think there's some stuff to be done with that
[1:36:14] and there are spreadsheets behind the
[1:36:15] spreadsheet so there's more information
[1:36:17] well and that's why i say maybe we can
[1:36:19] break that down but uh
[1:36:22] understanding it from uh mark's
[1:36:23] standpoint i think he's been a good
[1:36:25] point
[1:36:26] let me just follow up on something you
[1:36:28] just said you talked about the 8 100
[1:36:33] jobs
[1:36:34] i think it was and 8 200
[1:36:37] people looking for jobs
[1:36:39] or vice versa even 200 jobs it's a
[1:36:42] one-to-one ratio in the nation in the
[1:36:44] state and regions right
[1:36:46] and i understand it's the same way here
[1:36:48] in orange county from what i've heard
[1:36:51] and then you and then you went on to
[1:36:52] mention the
[1:36:54] people could make 17 an hour
[1:36:58] sitting home
[1:37:00] are those people
[1:37:02] are they included in the
[1:37:05] 8 000 people who are unemployed yeah
[1:37:09] so do we have a way of figuring out
[1:37:12] actually how many people we have
[1:37:14] who are unemployed and looking for work
[1:37:17] yeah so i looked at the numbers this
[1:37:18] morning so orange county unemployment
[1:37:20] rate is 4.9 which is better than the
[1:37:22] state average about one is a point
[1:37:25] better than the national average i mean
[1:37:27] there's 814 people in each county that
[1:37:30] are unemployed right now before the
[1:37:32] pandemic it was 490. so you know less
[1:37:35] than 400 folks that's that's something
[1:37:37] we can we could tackle
[1:37:39] but are they
[1:37:40] those 814
[1:37:42] are they just people who are maybe
[1:37:44] collecting unemployment benefits are
[1:37:46] they 814 people are actually looking for
[1:37:48] work
[1:37:50] so starting in two weeks everybody
[1:37:52] collecting the deployment will have to
[1:37:53] submit two jobs that they've applied for
[1:37:56] every week and that's been something we
[1:37:58] haven't had to do before for quite a
[1:38:00] while
[1:38:05] we don't have any way of uh i i thought there was a point in
[1:38:09] which people stopped looking they
[1:38:11] dropped off the unemployment rates
[1:38:13] that's right yeah they dropped out of
[1:38:14] the labor force participation rates
[1:38:17] so those people are they
[1:38:19] they're not part of the 814 that you're
[1:38:22] talking about
[1:38:25] but the bugs also declare their other
[1:38:27] barriers child care schools are not they
[1:38:30] have been there's certainly child care
[1:38:32] issues their transportation issues have
[1:38:34] been armed for a while right there that
[1:38:36] is not the only barrier but it is a
[1:38:39] barrier
[1:38:40] we think that's going to change when the
[1:38:42] requirement to look for work begins at
[1:38:44] the end of may
[1:38:46] but it's probably not at least most
[1:38:48] analysis i've seen say that's not going
[1:38:49] to make a huge difference what's really
[1:38:51] going to make a huge difference is when
[1:38:53] the federal government stops giving the
[1:38:54] additional 300
[1:38:56] employment
[1:38:57] which now is slated for september
[1:39:00] so we think there will be a month coming
[1:39:03] there will be more job seekers starting
[1:39:05] at the end of may
[1:39:07] but at least conventional wisdom now is
[1:39:09] that that will really take a step up in
[1:39:11] september or if states decided to stop
[1:39:14] accepting that money with several states
[1:39:16] of stockholm
[1:39:19] so i've got 800 jobs and 800 job seekers
[1:39:23] but trying to find a match
[1:39:25] to any one of those 814
[1:39:27] that can match in terms of whether they
[1:39:30] whether the
[1:39:32] wages are enough whether the skills are
[1:39:33] enough whether the child care is enough
[1:39:36] or whether the transportation is enough
[1:39:38] all of those things trying to match
[1:39:40] those
[1:39:40] is what the is where we're running into
[1:39:43] the challenges
[1:39:44] well but it sounds like we don't have
[1:39:46] any better jobs
[1:39:48] we have some smaller numbers
[1:39:51] because
[1:39:55] we have 814 eligible job seekers
[1:39:59] and
[1:40:00] the federal government has made it very
[1:40:01] convenient for 800 of them to not seek
[1:40:04] jobs or some number so many of those 8
[1:40:07] 14 probably have a cash job on the side
[1:40:10] too so yep
[1:40:12] but the other thing that we're
[1:40:13] anticipating around august september is
[1:40:16] um you know
[1:40:17] parents doing double duty as teachers
[1:40:19] parents and trying to work that's just
[1:40:21] been you know difficult and so if
[1:40:24] schools get back into a regular session
[1:40:26] parents don't have the full triple duty
[1:40:28] within you'll be more people
[1:40:29] historically april september is our
[1:40:32] biggest time of seeing people start new
[1:40:34] jobs because people are ready to make a
[1:40:35] change so we're really gearing up for
[1:40:37] that kind of thing well the point for me
[1:40:39] is not i'm not trying to beat anybody
[1:40:40] over the head
[1:40:43] what i'm trying to do is understand the
[1:40:44] actual numbers
[1:40:46] so if we're if we're looking at the
[1:40:48] problem that
[1:40:52] businesses are having getting employees
[1:40:54] and we say well there's there's 814
[1:40:57] people looking for work well
[1:41:00] and there's eight i think there's
[1:41:01] roughly 800 jobs available in orange
[1:41:03] county right now but in fact there isn't
[1:41:05] 814 people
[1:41:07] i mean there is some smaller number so
[1:41:09] that would
[1:41:10] i mean
[1:41:11] you talked about the fact they don't
[1:41:13] match which that makes sense i mean if
[1:41:15] you got a high skilled person out of
[1:41:17] work they're not going to be looking to
[1:41:18] do a low-skilled job
[1:41:20] and and low-skilled people can't
[1:41:23] qualify for the high-skill job but
[1:41:26] it's very difficult for me to understand
[1:41:28] the problem unless i have actual
[1:41:31] hard data
[1:41:32] to look at that's my main point here
[1:41:35] you know
[1:41:36] just saying we've got equal number of
[1:41:38] job seekers and job openings
[1:41:42] it doesn't sound like that's really a
[1:41:44] factual statement yeah it is to be clear
[1:41:47] it's equal number of unemployed
[1:41:49] that are receiving benefits first
[1:41:52] job opportunity my suggestion here is
[1:41:55] can you do some data mining
[1:41:57] and get with mr johnson and mr fraim to
[1:42:02] break it down
[1:42:04] and find a more
[1:42:06] accurate
[1:42:08] accounting of people actually looking
[1:42:10] for jobs that are unemployed
[1:42:13] versus the total number of unemployed
[1:42:17] that i know that's one area that we're
[1:42:19] looking for is
[1:42:21] we have 800
[1:42:24] how many of the 814
[1:42:27] unemployed
[1:42:28] are actively looking
[1:42:30] to fill those jobs
[1:42:32] and
[1:42:34] within that
[1:42:36] where is the discrepancy or the
[1:42:38] disparity
[1:42:39] between
[1:42:41] employability level
[1:42:43] and what we have
[1:42:46] in jobs that would be a very good start
[1:42:49] and we can go from there that work
[1:42:54] because we're gonna we're gonna do our
[1:42:57] best to date and mind that for orange
[1:42:59] county but i will tell you it's gonna
[1:43:00] rely on our partners at virginia
[1:43:02] employment commission and others
[1:43:04] some of what here these are great
[1:43:06] questions i'm not sure we're gonna have
[1:43:07] all the data we're gonna get the data
[1:43:09] that we can present back okay and i
[1:43:11] would also appreciate
[1:43:13] the
[1:43:13] zip codes
[1:43:16] for the unemployment

[1:43:20] the fact that we're getting more people
[1:43:22] from orange and
[1:43:23] gordonsville into the uh center

[1:43:27] any of the people the other end of the
[1:43:29] county using it or where do they go if
[1:43:31] anywhere

[1:44:21] to determine how many orange county

[1:45:07] we had a firm
[1:45:08] epr
[1:45:09] submit a proposal that should have been

[1:45:12] in at the last meeting for an award this
[1:45:16] firm has previously had a contract with
[1:45:19] the county for general engineering and
[1:45:21] architectural services and staff has
[1:45:23] been very pleased with their services
[1:45:25] and would like to keep working with them
[1:45:29] staff feels that epr should be awarded a
[1:45:31] contract to assist with current and
[1:45:33] future projects
[1:45:35] so we are asking approval to move
[1:45:37] forward with this contract which would
[1:45:40] be for one year with the possibility of
[1:45:42] four one year renewals

[1:50:17] problems there and the issues and it's a challenging situation for which

[1:50:31] i want to make essentially two comments
[1:50:35] allen was very receptive as a matter of
[1:50:36] fact that afternoon after i spoke with
[1:50:38] him he and the safety engineer went out
[1:50:40] and
[1:50:42] started assessing
[1:50:44] the what if game what could we do in the
[1:50:45] short term in the long term long term
[1:50:48] uh it's a possibility that a major
[1:50:50] renovation
[1:50:52] could take place under smart scale
[1:50:54] funding and these kind of things so that
[1:50:55] could
[1:50:56] come before us at some point uh
[1:50:59] short term it's probably going to be
[1:51:01] what what they
[1:51:02] like to
[1:51:03] euphemistically call traffic calming
[1:51:06] which could be anything from
[1:51:07] signage and flashing lights to rumble
[1:51:10] scripts the lord knows what
[1:51:12] but
[1:51:15] i think we're going to have to take some
[1:51:16] relatively aggressive
[1:51:18] steps that that road on anybody who
[1:51:22] travels and knows on especially on the

[1:53:29] facility on property owned by knight
[1:53:32] cattle corp
[1:53:34] located at 15415
[1:53:36] james madison highway
[1:53:39] property is located in district 1 is
[1:53:42] zoned general industrial
[1:53:44] its future land use map designation is
[1:53:48] economic development
[1:53:51] the affected acreage is
[1:53:53] 25.73 acres
[1:53:56] the application was made pursuant to
[1:53:59] zoning ordinance section
[1:54:01] 70-543 item 15
[1:54:04] rendering plant panerai or other similar
[1:54:07] use of an odorous nature involving the
[1:54:09] production or processing of animal
[1:54:11] products
[1:54:14] um as i mentioned and as you know this
[1:54:16] is
[1:54:17] been the site of a livestock market for quite some time
[1:54:22] um the planning commission opened their
[1:54:24] public hearing on the application on
[1:54:26] march 4th received public comments
[1:54:29] through march 23rd and concluded their
[1:54:32] deliberations and formulated a
[1:54:34] recommendation for approval on april 1st
[1:54:38] 2021
[1:54:39] the commission received five sets of
[1:54:41] comments and considered
[1:54:44] that they considered three were in
[1:54:45] support of the proposal and two proposed
[1:54:48] questions and concerns
[1:54:50] one of those sets one of those
[1:54:52] commenters was particularly concerned
[1:54:54] about the potential for storage of
[1:54:58] byproducts outside the
[1:55:01] structure
[1:55:02] and during the commission's discussions
[1:55:04] with the applicant mr renaud emphasized
[1:55:06] that there would be no outside storage
[1:55:08] of
[1:55:09] non-non-processed by-products
[1:55:12] it is understood that all slaughtering
[1:55:15] would take place inside the structure
[1:55:17] and that a valid virginia department of
[1:55:19] health permit for the septic system is
[1:55:21] required for the virginia department of
[1:55:23] agriculture and consumer services to
[1:55:26] certify the facility and the products
[1:55:29] mr renaud indicated that he was a
[1:55:31] minimal to a condition that would limit
[1:55:33] the number of animals which would be
[1:55:35] cows and hogs
[1:55:37] processed to 25 per week
[1:55:39] on a vote of one to four or four to one
[1:55:42] the commission voted to recommend
[1:55:44] approval of the special used permit with
[1:55:47] conditions
[1:55:49] and i'm happy to review those now if
[1:55:51] you'd like or wait until later

[1:56:02] the
[1:56:03] limit of 25 per week

[1:56:37] demonstration that um all you know the
[1:56:40] installation and the operation

[1:56:44] that the facilities were adequate to
[1:56:46] support the use

[1:57:52] date at january 26 2021

[1:57:58] use and development of the subject
[1:58:00] property shall be in substantial
[1:58:02] conformance with these conditions the
[1:58:04] zoning administrator shall determine
[1:58:06] substantial conformance
[1:58:08] the property owner slash facility
[1:58:11] operator shall be responsible for
[1:58:13] obtaining all required county licenses
[1:58:16] site plan approvals building permits
[1:58:19] health permits virginia department of
[1:58:21] transportation permits zoning permits
[1:58:24] storm water permits and erosion sediment
[1:58:26] control permits as may be applicable
[1:58:32] a 30 inch stop sign she'll be installed
[1:58:35] along with a 24 inch wide thermoplastic
[1:58:39] stop bar at the exit of the commercial
[1:58:41] entrance
[1:58:42] the mailbox location shall be adjusted
[1:58:44] to ensure that it does not block
[1:58:46] intersection site distance to the south
[1:58:49] of the entrance
[1:58:51] storage of non-processed by-products
[1:58:53] shall be in barrels stored inside the
[1:58:56] building there shall be no outside
[1:58:58] storage of such by-products
[1:59:01] virginia department of agriculture and
[1:59:03] consumer services certification shall be
[1:59:05] maintained
[1:59:07] this special use permit shall be issued
[1:59:09] to the applicant and is not transferable
[1:59:11] to a subsequent operator or property

[2:02:34] really care whether it's with the mix
[2:02:36] between hogs and cows or
[2:02:38] sheep or whatever it is right so and and
[2:02:41] our thinking is that
[2:02:43] again we
[2:02:45] know there's some very stereotype and
[2:02:46] history with the industry
[2:02:49] we figured that gave everyone a little
[2:02:50] bit of ease
[2:02:51] and allowed to go through a little
[2:02:53] smoother and we didn't think it was a
[2:02:55] very big concession
[2:02:58] what is your background in this type of
[2:03:00] business uh
[2:03:02] it's not uh terribly long i uh
[2:03:05] out of the marine corps i spent uh 20
[2:03:07] years in the
[2:03:08] power industry um
[2:03:10] got engaged to the local farmer's
[2:03:13] daughter and uh tried some of the beef
[2:03:16] from the farm that
[2:03:17] i've never had before straight you know
[2:03:19] straightened my farm the table
[2:03:22] was blown away with it so i
[2:03:25] just took that idea and started a
[2:03:28] company and started labor and beef and
[2:03:30] buying from local producers
[2:03:32] from my own form
[2:03:33] um
[2:03:35] took that label had some success with it
[2:03:37] and
[2:03:38] the first limitation of building a label
[2:03:40] like that or that
[2:03:42] part of that industry is uh inventory
[2:03:45] control so after co bid
[2:03:48] i was lucky enough because of some
[2:03:51] things we were planning in march
[2:03:53] i committed to eight dates a month with
[2:03:56] fall care science
[2:03:57] and
[2:03:59] right after pandemic did march
[2:04:01] everything got hooked up for 2020 and
[2:04:04] now they're currently booked through
[2:04:05] 2021
[2:04:09] with the with my motivation to build a
[2:04:11] label and a business that's uh slightly
[2:04:14] separate from the piedmont process
[2:04:17] we knew that we just had to get control
[2:04:19] over our own process what what capacity
[2:04:22] does
[2:04:23] process what does their capacity
[2:04:25] probably be our that's we are three
[2:04:27] month processing all of yours is um
[2:04:30] yes sir they're 130 to 150 a week
[2:04:34] and um
[2:04:35] again they're booked through 2021
[2:04:38] 12 under 22. and
[2:04:40] if you're familiar with their facility
[2:04:42] as far as footprint it
[2:04:44] truthfully does not take large square
[2:04:46] footage to process
[2:04:48] the report
[2:04:50] your square footage is cooler wall and freezer space
[2:04:56] i'm friends with the owner of your slime
[2:04:58] so i have a lot of guidance through some
[2:05:00] of these
[2:05:01] systems or processes
[2:05:03] we're working with vdx
[2:05:05] and have continued to work with
[2:05:07] usda
[2:05:08] we're waiting for kind of a ruling from
[2:05:11] them hopefully in the next couple days
[2:05:14] in fact to apply to both or can i
[2:05:16] operate under usda custom exam but
[2:05:19] in the end it's really the same process
[2:05:21] i may just be able to avoid having to
[2:05:23] deal with it
[2:05:24] on the state level um but that's for the
[2:05:26] custom exam so our goal is to
[2:05:30] our approval of this sup we are going to
[2:05:32] finish the really start the construction
[2:05:35] of the walk-in coolers um we discussed
[2:05:38] this building apartment and everything
[2:05:39] else so we feel like we have our adults
[2:05:41] in a row for that um
[2:05:43] as soon as we have the coolers built
[2:05:45] we're going to open up under a custom
[2:05:47] exam
[2:05:48] which either through usda or through vdx
[2:05:51] is an inspection process which
[2:05:53] meets the guidelines of my special use
[2:05:56] immediately after that we are going to
[2:05:58] start the state inspection process our
[2:06:00] ultimate goal is to get the state
[2:06:02] inspection because it allows me as my
[2:06:05] label the producer to get my product
[2:06:08] market and also allows
[2:06:10] other local area farmers to
[2:06:12] actually take their product to the
[2:06:13] market for reason
[2:06:21] one question that came up uh
[2:06:24] several weeks ago in discussions
[2:06:26] to my understanding you were you were
[2:06:27] not going to be processing uh
[2:06:31] game animals of any kind or that at this
[2:06:34] point
[2:06:35] these are all animals that
[2:06:37] you would slaughter on site and
[2:06:39] process them
[2:06:41] we are allowed to do it
[2:06:43] um they have some guidelines and some
[2:06:46] time space separations uh for equipment
[2:06:48] and everything else but with the demand
[2:06:51] for the beef and pork it doesn't make
[2:06:54] any sense to
[2:06:55] deal with that game what type of storage
[2:06:58] are you going to use for your rendering
[2:07:00] dot products that all everything all the
[2:07:03] by-products go into 55-gallon drums
[2:07:06] everything besides the only thing we're
[2:07:08] putting into the to the ground or
[2:07:10] anything else that's great water
[2:07:12] in the blood
[2:07:14] i've got the environmental engineer that
[2:07:16] came out and did the survey of our
[2:07:18] septic system
[2:07:19] and this is the letter that i'm
[2:07:22] resubmitting with the department of
[2:07:23] health to approve our septic system
[2:07:29] it's not bad for the
[2:07:31] liquid protein that's not bad for a
[2:07:33] septic system so we're required to do
[2:07:36] two pump outs a year very simple very
[2:07:39] straightforward um
[2:07:41] in the event there's any issue with that
[2:07:43] our immediate backup is tank and ground
[2:07:46] tank and that'll be treated just like
[2:07:47] the 55 gallon drones um but we already
[2:07:50] have the approval for the scepter system
[2:07:52] i think the ground tank would be
[2:07:54] something we'd have to fight when we
[2:07:55] wanted to expand the capacity
