We've got Chris here. [0:25] First item on the agenda is our hint and verdict and advisors. This is written with squire. That's part of the name. [0:36] Can you hear him, Cancery? [0:38] Okay, they are just, they just transition merged into squire. [0:44] So now it's okay. [0:46] So it will, going forward, it will just be squire. [0:49] Thanks. [0:50] Right. [0:51] Same auditing group we've had for years. [0:55] Thank you for joining us, joining us, can't we? [0:58] This first time on the agenda is just to review that. [1:06] If you're open to it, I'll just turn the time to you to discuss it. [1:36] The name really nothing changes in terms of the town's audit of the audit team. [1:40] Just an aim change for you. [1:42] So, we're still going through a lot of changes on our side of the things. [1:46] But you'll still get the same great team and focus still on the town. [1:52] So, if you have any other questions, you can always look up our online. [1:56] are online, so we did plan for when we walked out of [3:31] the 17th [3:35] increase. [3:50] The town's got two general fund bonds as well as two water fund bonds. [3:58] It was worth 1.9 million still outstanding on bonds that need to be [4:05] paid. I hold the course of the year that the town paid down about 95,000. [4:09] I [4:12] can study payments. [4:16] So this is the cabin trend for the town. You might notice the blue line is the water fund and it's kind of down in [4:26] this year with the town's accounting software. [4:42] Moving forward, most of all the [5:37] kings, so that's great. It is kind of fun to see the fines and mortgages, the light blue line kind of on the bottom. [5:44] I've jumped up the last two years, which means we must be having more tickets around [5:48] order bills, so it's kind of fun. [5:56] Yeah, everything else, you know, really is just, you can see some dips in the [6:00] COVID years, but other than that, you're pretty much steadily going out, [6:06] licenses and permits, they can all just watch you away, so, but they're not too big [6:11] anyway. [6:59] Board members, yes, you questions? [7:01] No, no, I also want to say thank you to Brandon, so [7:11] yeah, it's a fun job. [7:15] That's how you do it. [7:17] Thank you, Jeffrey. [7:20] Thank you. [7:21] Well, we're on with the meeting then. [7:23] We appreciate you going in on it. [7:32] Okay. [7:32] Next one here is the next item is the engineers recommendation and award notice of bid [7:37] for award of bill town culinary water improvements for 2026. [7:41] You [7:46] have that information in your packet, board members, [7:56] out here. [8:02] I participated in one of the meetings. [8:08] I didn't get through the walkthrough. [8:11] We had numerous contractors, when I say numerous, let me count them real quick. [8:18] 1, 2, 3, 4, 5, 6, 7, 8 of them total, but put in bits. [8:27] The engineers are recommending, we'll read a letter. [8:32] Rawlings, construction, and trucking, [8:38] their bid came in at $248,568.75. [8:44] Board members, you're welcome to look through that packet a little bit. [8:47] Check the tabulation sheet at the back, see who was all involved with it. [9:03] Let me have them come out. [9:11] I recognize Larry Rowe's construction. [9:16] Any other local order bill? [9:19] Well, his bed is $220,000. [9:30] Am I rigging that right? [9:33] Larry Rowe's construction, $220,000. [9:35] What was the apparent little bit? [9:37] Yep. [9:37] Yep. [9:38] So why did they choose Rowlands in various local and lower areas? [9:47] The engineering didn't offer a whole bunch other than as they looked through the packet, [9:52] the bid packet for Larry Rose construction, then the pair is complete. [9:59] I didn't get the details on that. [10:03] Just a moment. [10:04] I'll get to you in here open and Lorraine's here too, [10:13] please. [10:14] Please continue looking on down through it. [10:26] It wasn't. [10:28] It didn't. [10:29] It didn't pass. [10:32] There was something wrong with it. [10:34] You're saying? [10:34] No, they just recommended. [10:36] Right. [10:38] That's right. [10:38] Even though it was a higher bid. [10:41] Yes, Paul. [10:46] With the major. [10:47] Paul. [10:48] Paul, I'm glad you're weighing in on this. [10:50] Give us just a minute here. [10:51] I'd like the board to be able to look through the packet completely [10:55] before we take too much comment on it if there's questions or something I'd like [11:00] to have that have them ask that based after they've looked through the [11:04] tabulations without [11:54] doing all the math if you've had an opportunity to be able to [11:57] at least familiarize with yourselves with the numbers let me continue on let me [12:02] get Paul's statement on it from the state side and then if board's okay with it I'd [12:09] I'd like to open it up to anyone in the public [12:11] that's interested in weighing in. [12:14] Paul, go ahead and talk to us. [13:20] Thank you, Paul. [13:24] As far as, like, I'm, I'm pushed to go local [13:30] and with like the Larry Rose construction, [13:34] anything that would, that would hinder [13:38] that wasn't submitted in that packet. [13:43] Like you said, they didn't quite do a complete packet. [13:47] He said anything that would be like something that we would need to address [13:55] If we were to go with them that they didn't submit [15:00] Do you want to speak to this a little bit? [15:03] Well, we didn't realize that that page that was missing was even part of the bid packet. [15:09] We went over this, we called it, and we just wanted what was required to turn it in. [15:15] We thought we had the whole list. [15:17] We had A through G that found the digital bid form for the construction contract. [15:27] Because the form we found out after was C451, which was number 6. [15:38] But it's none of that paper that I was saying about that whole thing. [15:41] It doesn't want to be. [15:43] So this is saying this, hey, Angie, because the bonding is the financial statement, or should. [15:51] And so we thought we had to hold back it in there. [15:57] We went over it, we sorted through, and we didn't know what the question is, you know. [16:05] Because all G is that form and basically ownership in my hands will stay up. [16:11] When we have to give in to the bomb, we build it out, but we gave it to the bomb, [16:15] I think for the bomb, it worked, coming up. [16:22] But they said we didn't fill out it, but it's going to keep this. [16:25] So, you guys just joined us, I understand that, yeah, we didn't hear you about it, we didn't [16:32] put out business law all in that paperwork, everything else, stuff, form numbers, except [16:36] that G, we would have handed it in, and we told it up. [16:40] But we gave it to Paul down there, and we gave you guys a lot of things. [16:44] So, if they do the homework, it's there. [16:49] Would anything that would have turned into effect the bit, like nothing? [16:53] So it was a form that proved that he was turned into the bond company to prove that you were [17:00] and then you turned it into the bond company and gave bond papers as part of the big packet [17:07] which they would not have given it. [17:09] You bond papers if you wouldn't have turned that form. [17:13] So it sounds like we've done the form that just... [17:17] I'm just trying to understand that. [17:19] But it's not a full packet without that paperwork. [17:21] Right. [17:22] And where does it say full packet? [17:25] And how do you know what is a full packet? [17:27] It says, right, here's the following document. [17:30] There's a hidden book and made a position. [17:33] It's here. [17:34] Can you put it open? [17:35] Is that, can you put it on that list? [17:38] Yeah. [17:39] I don't know. [17:40] It doesn't have a number, like everybody is out of list. [17:43] Interesting. [17:44] Very bottom of the ball. [17:45] I have a form. [17:47] I thought you had a number. [17:50] And is there anybody in any other companies here that did this? [17:56] No, I've got one. [17:59] I'm just here to clear that up. [18:01] Like, I understand we have to do it with another company. [18:04] Like, we have to screw up and re-do it. [18:14] So Paul, in order to be fair, [18:17] everybody. That's what you're saying. The fairness across the eight bidders, then [18:24] that's one of those criteria. And did you find that consistent with any [18:29] others? [19:35] Did any of the other firms submit incomplete packets in other areas or [19:43] where the other ones all complete packets? [19:50] Not specifically, but generally. [20:08] Okay. We've discussed it. Any questions, other questions on the way house. This is a wonderful [20:15] project. It's going to complete a loop that the world's been looking to get for a long [20:19] long time. We've been hanging on it. This construction will start pretty soon. They're expected [20:27] to get going so depends on us. You can vote to you aren't restricted to the [20:35] engineers recommendation but you are restricted to make an emotion I'm so [20:42] sorry. Make [20:49] a motion to award the bid to Larry Rose construction for the [21:00] at Town Hall in Erie Water and improvements in Mt. Carmel. [21:06] Aye, seconded. [21:09] Motion's been made and seconded to award the bid to Larry Rose Construction. [21:16] Any other discussion on the motion? [21:21] Not take a vote, all those in favor. [21:25] Aye. [21:25] Aye. [21:26] Aye. [21:29] Motion passes. [21:32] So we award the bid to Larry Rose Construction. [21:35] And [21:39] I mean, I totally trust Sunrise's input, but I feel like stronger ties to the community [21:48] and where cash dollars come back into make it a big swing for. [21:56] Well, and if they didn't have a reason why it could work with them, it was, yeah, to me, [22:06] Let's move on. Thanks. Thanks. Sorry to interrupt there. Thanks, Paul. [22:21] Okay. Let's move to the next one. Okay. Western King County Special Service District. [22:27] first [22:31] yeah given the full name thank you they have been working a little bit [22:41] background and maybe Brianna I'll have to chime in here to give it a better [22:44] detail but part of the water bill has a charge for their service this [22:54] agreement if you've had a chance to go through a little bit it's nine pages so [23:00] is not going to be a little bit, but the highlights of it is the fees, the fees that the town [23:08] can charge, when the money gets released to be remitted. Those are some of the elements [23:13] that I'm remembering. [23:22] One, we have to pay them, things like that. This agreement clarifies [23:27] that where we haven't had an agreement in the past. The way this kind of came about is [23:33] I think they had to deal with Canal City. [23:36] So the reason it's long is because of Canal City. [23:39] I don't know that order bill would want to put it this long [23:41] if we were to draw it up. [23:43] But we patterned it, they patterned it for us [23:46] after Canal City. [23:48] Brianna, do you want to add anything to it [23:50] that you need more highlights? [23:52] So the only thing in the highlights, [23:54] obviously just the same that the effective date [23:56] is February 12th. [23:58] We would have to give an effective date [24:02] and just for clarification as we bill we just bill for March but that was for [24:08] February service so if you make it affect in April that was March of service so [24:15] I don't like you just need to look at that and see what you want your effective [24:19] date to be and then there is a termination and it's a 50 year term I'm assuming [24:28] that this is what they decided if you guys want to leave that in, I don't know if it's something [24:32] that can be decided or changed or not, but that's just what they have highlighted that they say we [24:38] could change. Bob's going to be here then, but I'm not going to. 50 years? I don't plan on being here. [24:46] So that's the 27th. Yeah. So basically you just have to terminate the you know 50 years of your [24:54] effective date. So we just need to decide the effective date put the effective [25:00] date and then have the mayor sign it. Do we know if Glendale signs something [25:04] like this? There isn't going to do it in the works. It's in the works. They haven't [25:09] signed it yet but there's Charlotte right behind us. I think they went to [25:13] Knapp City. Knapp City went through with Knapp City signed and it's in effect. [25:17] They passed it down to us, and then it will go to, what was early termination? [25:24] I think the years. [25:25] Oh, there's no early termination. [25:27] There's just termination. [25:29] And that termination is the agreement, right? [25:32] There were some things they changed in this, and perhaps it's important to talk about these [25:37] just a little bit, but, and I don't know them in detail, but the, the transport, I believe, [25:45] this the same. Yes. Trash is the same. If you want me to, I can kind of talk on it a little bit. So what they do was the waste in the [25:53] garbage and as of right now, on the bill, it is the TV service. There are some residents in town that have signed an affidavit years and years [26:02] ago saying that they were not going to stream TV. They weren't going to listen to the radio. They signed this affidavit, the fee they do. There has been some [26:10] homeowners who signed that avenue that they sold the house, they're no longer paying. [26:17] So there's just been complications like that. There's been people come in and pay yearly [26:21] $30 instead of $3 a month to get $6 discount. They're going away from that and they're going [26:27] to call it broadcast telecommunications. It is going down from $3 to $2 a month and every [26:34] resident will be charged this. [26:39] The good part about that nothing's good about [26:41] charging but the good part of it is it's easier on the collector the staff [26:48] then we don't have to worry about keeping it in the counting. We don't have to deal [26:53] with the honesty factor either. That's right. And then the other thing that is changing we [27:00] We withhold an admin fee of $98 a month from the garbage fee or our admin fee of administering the bills to go for envelope, paper, stamps, things like that there to be a 4.5% total amount collected, [27:18] in off of what they do that is going to almost double what we are already receiving so that [27:23] will be more on R&D which I don't know when the last time to be with or if it has ever [27:29] changed since it has went into place. And so then on the TV one if there if it says the [27:36] total collection fee inclusive of both residential waste and broadcast telecommunication fee of [27:42] less than 50, the district shop instead paid a flat minimum of at least 50. [27:47] The TV was only $42 a month that we were living. [27:51] So there are those changes. [27:53] I do think it will help because we then have to remember who paid yearly, who doesn't, [28:00] or things like that, that this will just take all of that completely out of it. [28:04] And they are willing, because if their service is not ours, we will not be reaching out [28:11] to the residents. Western King County, as soon as this is signed, Western King County [28:16] will get a list of all of our water services, and they will reach out to the residents [28:22] directly, letting them know of these changes. And then if they have discrepancies or concerns [28:27] that they are to deal with Western King County instead of you instead of Chelsea and I. [28:34] Okay then, elements of emotion for when someone's ready to make it, then we need an effective [28:40] date as a part of that. [28:42] We still have a recommended one, Brianna. [28:47] I would say at least maybe first, just because that gives them time to let the two, but [28:55] residents know. And even if you wanted to push it, I mean, it's totally up to you. It [29:00] doesn't matter. If you wanted to wait and go into the fiscal year and say that it was [29:04] July 1. But if you go July 1, then it's early August because it's for July service. But I'm [29:12] fine with that. I feel like at least May give some time to address all of this. Do you want [29:17] a commitment for 50 years, too. [29:20] I don't care for 50 years. [29:21] So do you want it to be as long as you're here? [29:24] I mean, 50 years covers your entire day. [29:26] Yeah. [29:27] Do the board members have any questions or concerns [29:29] on this agreement that need to be expressed before someone [29:32] makes a motion? [29:34] Said that we're doubling what they're paying us currently. [29:37] Do we feel like this will double the workload? [29:41] No. [29:42] No, the only thing that was even making this question [29:45] is that staff are now 76 cents. We are still mailing over 200 utility bills and [29:55] We're still naming over 200 of them. [30:00] With envelopes, papers, everything is where we know it's still not covering it. Right, so this I think it's not made. [30:11] It's just it's just they have this in writing because we have nothing in writing right now. [30:16] You have put water bills out anyway, but so when you don't need to collect any more money [30:25] from these people, but if you walk in for 50 years, does that do a way with any chance [30:31] of getting them to pay more and say 20 years or 25 years when the price goes up? [30:39] I like the way they are. [30:41] There's nothing that I've seen except for where they put the 4.5 percentage [30:47] If the rates go up and they're charging more that 4.5% is going to be off their total charge [30:55] I [30:55] Will be covered on the increase more than we have been in the past. Well, I can't say when you got a lot of money involved with these because [31:05] You've got to put them out anyway [31:07] All right. [31:11] Okay. [31:13] I'm looking for a motion. [31:17] I move that we accept this collection agreement as written with the stipulation of the effective [31:23] date being the 1st of May, 2026 and everything else as it is written. [31:30] Okay. [31:31] I just thought of something else. [31:32] This is when we asked to be done by resolution. [31:34] Oh. [31:35] It doesn't let me bring in a discussion. [31:37] I'm pretty sure we have to do this in my resolution. [31:39] I don't know. What is that mean? Is this the first resolution we've done for the year? [31:45] How do you number them? So we would just number... I think we would do 20, 26, dash, 3, [31:55] dash, 11, and it would just be more because of the first one. We'll need to include that in [32:02] motion, it's a resolution and then we should do that roll call both. Okay. You make [32:09] that motion. You feel like you've encapsulated that, Brianna? Yeah. You want me to give you [32:15] the name number again. I'll just pause and then you say, okay. I move that we [32:22] accept this collection agreement with Weston King, Gianni Special Service District with the [32:27] Executive date of May 1st, 2026, resolution number, 2026, dash three, dash of women, dash one. [32:39] Second. [32:40] It's been moved and seconded. [32:42] Thank you. [32:43] Any other discussion? [32:45] It's not a move to a vote. [32:47] We'll start on the left. [32:48] Susan. [32:48] Bye. [32:52] Sean. [32:53] Aye. [32:54] Shanda. [32:54] Aye. [32:55] And I don't even have to do it then this one, even though what would be I? [32:59] Okay, voting unanimous, thank you, Brianna. [33:09] Okay, let's just keep right on going down the list. [33:15] This one, number four, donations, sponsorship, valley, lily. [33:20] Is anybody here on this one? [33:21] Me, I'm here on this one. [33:24] All right, I have to take it. [33:26] I have filled out the donations, sponsorship, application. [33:30] you guys should have a copy of it. I also have a letter from Valley Little League that [33:36] just says we're ready to ask for help in sponsoring the Valley Little League, Valley Valley [33:42] Baseball Tournament this year. All funds will go to helping to pay for, to help cover [33:52] our umpire fees it won't cover them all but it will help the only thing we have asked [33:59] for the town in the past is for a dumpster for the valley field to be put up there just [34:08] for the valley rally and then take it out and so yeah that's what we're asking for. [34:15] We've never asked Vermont for money. [34:18] What is it? What is it cost for that? [34:21] About $3,200 for empires. [34:24] We try to have a certified umpire on the Wendell Field, [34:29] one on the Valley Field, and then two at Ice Bowl. [34:32] So we'll put this on at $3,200. [34:35] Oh no, that's just the umpire fees. [34:37] To put this on to our table, it's probably closer to $5,000. [34:40] Not just the umpire fees. [34:41] much just on higher fees. The certified ones are more, but they end up being, they [34:48] ended up having less problems, less issues. We're served quite on prayer. So we've [34:53] looked with say teenage kids. Do we lose less? Loose? Well, I'd like to say yes, but [35:02] they are pretty fair. [35:06] So yeah, that's what we're asking for $1,000 to help [35:11] I'll put on the valet rally this year. [35:14] So yeah. [35:15] So budget, your plan on Brianna, [35:18] this comes out of donation then, if there's a motion made. [35:21] So yes, we have a one TMI left in our donation account [35:25] that we can easily do the thousand dollars. [35:31] I will tell you that the town of Borerville [35:35] will be listed on our sponsor list [35:37] that does hang at all three of our baseball fields as well. [35:44] So you could do it either way. There's money in advertising or there's money in donation. [35:50] They do have it marked as the monetary donation but whatever they put a banner up. [36:01] My concern has been the nonprofit status. You've filled that information out. [36:07] I don't have any objection to this. I think that it's a wonderful deal. [36:10] It works out well, I don't even know $1,000 request is enough, perhaps we're making motion [36:22] and we can consider it though, but I've been looking for motion. [36:25] I know that we donate $1,000 to Valley Little League for sponsoring the Valley Valley. [36:35] Ben Moved. [36:36] Chandler, you second in this one? [36:37] I'll second in this one. [36:40] Ben Moved in a second. [36:41] All those in favor say aye. [36:43] Aye. [36:46] Okay, this one is [36:57] with the Kane Education Foundation [36:59] for Scotland Scholarships. [37:01] So, we do this every year. [37:04] This is the common thing we've done it because of that, [37:11] is there any questions? [37:14] Those of you who have participated in this before. [37:16] So, they personally did not request this [37:19] because it's the high school that asks us if we want to give a scholarship in [37:25] Army. Last year we done a thousand dollars, so I just left it blank for you guys [37:31] to decide if you want it to go to one student, if you want it to go to two [37:36] students, but you did last year say that it was only for a [37:41] order bill student. And then there is a timeline with them to withdraw the [37:49] funds. They have three years to request the money, but that's the [37:54] nice thing with the foundation doing this for us. We don't have to [37:59] hold that. We give them our thousand dollars and then they do [38:02] all the way work. They have to submit the money requests to the [38:06] King Education Foundation and things like that. And then they [38:10] will know them a chapter and give it to them that way. But do we [38:13] have to do three years? It's at me seven. Sorry. [38:18] So, and then they each have, it's a very base-nate application that they fill out that they [38:23] turn in for multiple scholarships that the King Education Foundation does all the [38:29] way to work for. [38:31] They just ask if we are wanting to participate and to do this, that's why I left it blank [38:36] for them. [38:37] We just needed the nonprofit tax ID and everything as we're transitioning over to that. [38:43] So I had to complete the form. [38:46] Right. [38:49] About this? [38:50] Kind of. [38:52] Rob, do you know how many, like, orderville seniors there are? [38:58] Ish? [39:01] Let's see, Thomas. [39:02] Yeah. [39:06] Well, let's see. [39:07] Our word doesn't have any. [39:10] Connor Smith's in the other word. [39:11] Connor, hold him. [39:13] Hold him. [39:13] Oh, hold him yet. [39:14] Um, I mean, you're going to, obviously, [39:17] and come to this now, Carmel. [39:18] Um, Schreiner. [39:22] You like same guy who goes great with his brand outreach work? [39:24] Don't that give him any responsibility. [39:25] Oh yeah. [39:27] So there is probably five people? [39:29] Are you sick sir? [39:38] That'sRL婆 сами fantasy [39:41] We'll make recommendations to the Entrepreneurship Foundation [39:44] About who we recommend and who we recommend. [39:47] It's nice to have that as an option [39:49] the data specifically, these are from the town where we prioritize that. [39:53] It gives us the tools to help us find these different scholarships and so it's always [39:58] appreciated. [39:59] So, like I said, Shanda, we've just done a thousand out of there. [40:05] That will put us at 6,000, we have $10,000 left in the donation until you forget. [40:14] What was our amount we donated last year? [40:17] $1,000. [40:17] $1,000. [40:19] Okay. [40:20] We have that information. [40:22] I think what would you guys think about $300, $500 for our commission? [40:27] Well, that's what I was going to say. [40:28] Is that something to like when it comes? [40:31] So it's most flexible for the faculty. [40:36] If you can give a single amount and give them the legal money to define as desire. [40:43] So I sometimes do, I say you do 1,500, which would be generous, thank you. [40:49] Then that would lead them the possibility to split into 3,500, or 2,750, or 1,500. [40:57] And now I would just kind of see what needs live with the difference. [41:00] Did their application use this case where they go on, what they want to do, [41:03] what their needs are, and then if we have a couple of students, [41:05] maybe we have one student at the gym, we need a lot more than the other. [41:08] We don't have to split equally. [41:10] We can be feeling more flexible. [41:11] So ultimately the more flexible you give us the better way of solving it. [41:17] So, you have to warm. [41:18] You have to warm yourself. [41:21] Just let it go. [41:23] And then you can put it in as a ghost to the combination to say it this may be divided into many [41:29] or a year. [41:30] It may want to do it in 15 hundred dollars for a year. [41:32] Yeah. [41:33] It's worth it. [41:34] It's worth it. [41:34] It's worth it. [41:35] It's worth it. [41:35] It's worth it. [41:37] Yeah. [41:40] That's a book. [41:40] Maybe two or three times. [41:49] Somebody feel comfortable with language for a motion on this? [41:55] I'm only $1,500 through the Cain Education Foundation. [42:02] My second. [42:04] Ben loved and seconded. [42:06] Any discussion on the motion or amendments to the motion? [42:10] Seeing none. [42:11] As it's made, then all those in favor say aye. [42:16] Aye. [42:17] Aye. [42:18] Motion passes, 1,500 it is. [42:25] Okay, moving on down. [42:28] This one is a recommendation from the Planning and Zoning Commission. [42:33] Conditional use permit for chance Bentley, 590 West Juniper Circle for the use of a home as a vacation rental. [42:41] There's no chance that we're here? [42:43] No. [42:45] No, but if there was issues, Alex, that we just said, [42:50] I can't call him, and he would go over. [42:56] Anyway, they had, he was at a dance recital for his girls tonight, so. [43:02] Plenty of commission. [43:04] Plenty of commission has given a recommendation. [43:07] You know, when I say the recommendation, that is for approval. [43:13] So on this particular one, unless there's other discussion on it, I'm looking for a motion. [43:19] I'll make a motion and we approve the application for conditional use permit for chance, [43:23] Bentley, for a short-term rental, that quarter-circle each second. [43:28] Sorry, second. [43:30] Ben moved in second to thank you. [43:31] The bubbles in favor say aye. [43:34] Aye. [43:35] I have it. [43:37] Okay, the next one. [43:39] This one's the same language county planning commission [43:44] for the order built down. [43:46] As recommended, that Austin Spencer 56 North Center Street [43:55] is [43:58] recommended as a basement as a vacation rental. [44:01] Now that I said that, [44:03] He's applying in a home that has my name on it, so I have to do that. [44:08] So I really can control this. [44:10] I can say these kinds of things, but I can't vote. [44:14] So, Boston, do you want to say anything else? [44:20] You're struggling to get it out. [44:23] I love it here. [44:26] I'm going to have to drink water to start with in a second. [44:29] Did they [44:32] have a separate entrance? [44:33] Yeah. [44:34] Okay. [44:35] I figured it'd probably be a flat. [44:37] Yeah. [44:37] You might want people to drink too. [44:39] You don't want to. [44:41] Guys, well that's exciting. [44:46] I think it's a good thing. [44:48] Great. [44:50] Okay. [44:54] Oh, yeah. [44:55] I'll make a motion to approve. [45:01] Approved the conditional use permit for Austin Spencer, it takes north center street for a basement, for the, for his basement as a vacation rail. I'll second. Thank you. Been moved and seconded. Those in favor say aye. [45:21] The eyes haven't been abstained. Congratulations. Okay. We're going to redo these same conversations. [45:30] is kind of business licenses number eight. [45:35] I don't know why we can't and we could discuss [45:40] before we go into this just a little bit. [45:43] What if businesses licenses were not [45:49] necessarily brought before us for approval? [45:56] Is there conditions that staff can just approve these [45:59] if we roll them up and pass? [46:09] Yes, I think if they have paid all the fees done everything that the staff can just approve it. [46:18] Do you guys have a problem with that, Brianna? [46:23] One thing we did have a question on that we had a little bit of an issue was the kettle placed down on the corner [46:32] where JP used to be. Business licenses I think could be subject to like parking and things [46:42] like that, that sometimes may need to be talked about, or at least to like the owners [46:50] are aware of, but most of the time it's just like we're just shooting through one. [46:57] If Brianna has a problem with it, then she should let it bring it to the down. [47:03] We could draw up some criteria like that that we've passed to allow. [47:07] I sent a meeting today with five county social issues of governments, and there must be some [47:11] state law that governs this. [47:13] So we need to talk about, or look into that just a little bit. [47:16] One of the suggestions in that meeting was that it would be nice if business licenses were [47:20] listed or were only renewed every two years, not every year. [47:24] I don't know what regulates that, but just I wanted to bring that up as kind of conversation [47:30] I don't think there's anything we decide, other than I'm interested in some changes on [47:37] this. [47:38] I have a question now, what if something comes up like people are completely non-compliant [47:45] with the things that they've agreed to do, like in situations of parking, parking in the [47:51] middle of the streets and parking in people's driveways or blocking the safe, pulling out [47:58] into, you know, they're blocking the streets and we can't see. It's a business license, [48:02] something that we can, like, use as a marketing general, or is not. Generally not. The conditional [48:11] use permit. Yes, I think. But those are good questions and we, and I hope we can have some [48:18] The base commercial property could be blocked because it's got so many permitted uses. [48:24] Get prepared. [48:25] What's your choice? [48:26] Like Airbnb. [48:27] Yes. [48:28] Who does for writing how much? [48:30] Well. [48:32] If you get a complaint. [48:34] Okay. [48:34] There's a complaint against that. [48:36] That you get. [48:36] That's a burl with credit. [48:37] That is writing it up. [48:39] I think. [48:40] Follow through with it. [48:42] Or if you need to, you get a definitely. [48:44] We have to use that with definitely. [48:46] I have. [48:50] Okay, now that I've brought that up, I hope your minds are thinking on this. [48:54] I'd like to have a discussion later on and another meeting perhaps on this take a theme. [48:59] I think Brianna and I and the rest of the staff could do a little more homework on what other entities have done with this type of thing. [49:07] So I'm looking for a motion to approve the business licenses as listed. [49:11] that's Wildwood Studio, Premier League AC, Bentley Randal, [49:15] Chance Bentley, A&K Projects, that's Austin Spencer. [49:18] And again, I have a conflict of interest on this one. [49:21] So we're looking for a motion. [49:25] I'll make a motion. [49:26] We approve the business licenses as of this, [49:29] or Wildwood Studios, and we leave the A&K Projects, [49:33] Austin and Celsen Center, and Bentley Rental, [49:36] Chance and Laurie, definitely. [50:04] Okay, this next one's I think is a kind of a fun one. It's going to take a little discussion. [50:09] Chelsea, are you comfortable talking on this one? [50:12] This one here is another memorable of understanding so this will be done by resolution assuming we like it we need that concerns listed. [50:24] I hope you've had a chance to look through it. [50:28] Shelteries worked hard on this back and forth. [50:31] We've had meetings at least one face to face. [50:36] about this is has to do with the use of the old firehouse and the school board putting [50:46] you moving their fitness center equipment into their temporarily for three years. [50:55] That's not that doesn't seem to temporary as I talk to the equipment will be worn out [50:59] and that was time. Especially if I use it. Just make sure it's well-wired and a fire extinguisher. [51:08] No, Chelsea, what did I say? Go ahead, Chelsea. Talk about this one. Let's give us at least some highlights, [51:18] maybe even if there's some concerns that you have. Let's talk about what this is going to entail on our part. [51:25] So it's [51:29] been read lined by Roger Carter, who is with five kings. [51:35] So I called him and told him a situation that the school's in and how we have the space [51:42] and his thoughts. [51:44] And so he read line and put comments on the side that you can read that were his concerns. [51:52] The one that I didn't get it updated. [51:56] I give you the correct one, but I didn't update that one. [52:00] But on the second picture, for me and the mayor [52:03] have discussed with the fee charges and funds, [52:10] if that was the case, we as the town would want [52:14] to be in charge of that and not have the school. [52:18] So I have red line, anything that says [52:21] the school district or mutual agreement [52:23] the town and the school crossed out and it was just the town for help. [52:29] I read that when a school got the money that you collected and why should they get the money? [52:38] We're doing all the off-key point. [52:43] That's what we're talking about. [52:44] Yes. [52:44] I agree with that as well. [52:48] In essence, the their equipment that we run and they have access to like at the end of the day. [52:55] Now, as a resident being charged now, [52:59] do you want this to take? [53:00] So it's $20 for a three month period. [53:07] So now, what I'm reading in this, [53:10] or is it going to be liable for the upkeep [53:13] on the maintenance and repairs on these machines? [53:16] As it is written right now. [53:18] But that's what I want you guys to. [53:21] How old are they, and how old are they, and? [53:23] They are two thousand and three was there over two years, but they have been taking care of [53:36] there are a few that are a little broken, but you've been dealing with them for a while [53:42] up there, right? [53:43] Yes. [53:44] Do you have a lot of mic control? [53:48] No, not really. [53:49] Can I speak? [53:50] Go ahead. [53:50] knowledge just because I'm up there. I know that it's [53:54] coming and being around waiting for this a lot of [53:56] maintenance on the primary ones that have issues [53:58] been the threat on the system because they get literally [54:02] tens of thousands of miles walked on them right every [54:06] year. So he says, I've never heard I've never heard [54:10] ever say anything about any of the other machines except [54:12] for an occasional patch on the on the leather stuff. [54:20] But [54:21] an order bill is going to be in charge of hiring somebody to it says in here that they're [54:29] going to have to have somebody there while it's being used. [54:38] So like I said, that's something I want you guys to discuss and think about. [54:42] So this could be just a discussion tonight. [54:45] I don't want this to be rushed because I don't want it to be one of those things [54:48] is that I don't need to think about that. [54:51] So if it takes another month for us to tell the school, [54:54] this is what we like, and then that's what I want. [54:57] I don't want this to be rushed. [54:59] These changes of not, you haven't cleared them [55:03] out of school. [55:04] No, I have a way to have a lot of things to add to this. [55:10] So I think that adding in like order bill employees [55:15] and order bill fire department would have access [55:18] to them. Similar to kind of how the school and the school employees and then the pad access [55:24] to them. For free. Yeah, for free. Yeah, they could go in and use them. I know that some [55:32] guys have been trying to use some of the stuff in the fire station. [55:35] No, I'm not wearing that like that. I'm sorry. Yeah. [55:40] Well, are you the one with whom I ran out of this? [55:43] I don't know. I'm ramrodding it to you guys from Kerry's point of view and charge of it. [55:53] If it comes down to it in the town besides to take care of it then that would be more than happy to. [56:00] You said that now. [56:03] That's one of the questions we had Chelsea is in the past the school district has kind of just taken that on. [56:12] higher than you've been the employee now it's going to be you still then that [56:18] would bring up questions of is she a tenant employee? Is that going to share in [56:24] her time there or are we going to go back to the school for her employment? That [56:30] I think needs to be kind of worked out there because that would be a conflict. I don't [56:34] see how you can be an employee of the town and receive the ways that you get for [56:38] that one there but well but the other thing maybe if this relates to it I'd better let you talk [56:47] we can change the subject on just a little bit go ahead [56:52] it says supervision is that for the high [56:56] school kids too they would have to be supervised if the high school kids come up they'll have to teach you [57:02] Okay, so it won't be oral responsibility to take care of it. [57:07] Okay, there's still one cell. [57:10] Okay, so it won't be oral responsibility to take care of it. [57:13] The public. [57:14] Yes. [57:15] People. [57:15] Okay. [57:16] One of the elements in here is obviously the firehouse is not in condition to be a fitness center [57:23] right now. [57:25] And so as a physical body, we would basically, in the end or the agreement, we'll [57:31] agree to fix that up well enough, put that equipment in there. [57:35] And then we've talked about some ideas that that, you want to go into that just a little bit. [57:40] One of them is we really need a better key entry. [57:44] And some of the things we've talked about as staff and together meetings is the one that the [57:52] school has is really inadequate, we really change it. [57:56] We could do better than that and make it more available to the public. [58:00] So, we could possibly get more participation, especially if we promoted just a little bit better. [58:09] So, what about some of the... [58:11] So, we've talked about, we need an HVAC system. [58:16] So, we need heating and cooling in there. [58:19] Rural did mention that the roof was leaking, so that we need some patchwork. [58:27] What about batteries? [58:29] There's currently not bathrooms at the fitness center now. [58:33] So the people that are using it are used to it. [58:37] But during the summer and spring they could use these outside bathrooms. [58:45] So I don't know if that's a stopping point or not. [58:51] The fitness center, because there's no restrooms. [58:52] but the people that currently are using it go without record so. [58:58] I would suggest we need bathrooms for fitness center. [59:02] If I ever started this exercise, I'm going to need a bathroom. [59:05] I'm going to be throwing up all the time. [59:09] Currently, is there like cameras that are in the fitness center? [59:16] Not even in the fitness center, but the school does have cameras [59:19] that can't see on the outside of the school building. [59:23] And would we need to do the same? [59:26] I would highly suggest some kind of security. [59:30] We have cameras up here on the back of the, [59:33] on the back of the, I think there should be [59:35] an inside or responsible for all the equipment. [59:39] Well, I like that it says, the town shall not be responsible [59:42] for damages resulting from normal use. [59:45] Equipment, the aesthetics, manufacturer, [59:51] The township provide oversight that take measures to prevent damage to the pregnancy equipment, [59:58] including appropriate. [1:00:02] I think it's a good thing, and I think if you're willing to step up and do it. [1:00:11] But I think that we should think about it more than just not to go. Do you know how many people currently go? I think I have 130 something keys out, but on my sign-in sheet, I've maybe got 40 full-time keys. [1:00:31] that I camped on that A-regularly go-regularly. [1:00:36] But in the other key. [1:00:38] You don't have set hours for them. [1:00:41] There were probably need to be set hours. [1:00:43] Did they up to school? [1:00:45] They thought they did. [1:00:47] Well, they're trying to keep them out. [1:00:49] Come and find out. [1:00:50] Yeah. [1:00:51] Yeah. [1:00:54] You like to work out. [1:00:56] Well, yeah. [1:00:57] Yeah, it's going to stay. [1:00:58] like I guess that's one nice thing about if we had cameras it would not allow it if they were [1:01:04] over 18 like to well currently it's a key that you get I would suggest getting a keyless you have [1:01:14] a code I know who knows who goes in if something happens I would say oh I see that you went at that time [1:01:24] Yeah, it's like we're fortunate if you see it or else you're going to get, oh, yes. [1:01:28] We've discussed that and granted all this money goes into the fund and according to the [1:01:34] agreement that's not even red line, the school has agreed to allow those funds to be used [1:01:39] for this kind of stuff and so from our discussion, the key, the keyless entry, you know, we could [1:01:47] easily purchase that with those kinds of funds. [1:01:50] And if we do a better job of promoting the equipment, [1:01:54] you know, the amount is going to increase. [1:01:56] I don't know why we can't. [1:01:59] I'd like to, after a year, evaluate them and consider, [1:02:02] you know, they want that adequate. [1:02:04] Maybe the, you know, we get with the school [1:02:06] and update equipment, things like that. [1:02:09] Yeah. [1:02:10] That's reasonable. [1:02:11] Yeah. [1:02:12] I think I'll get more used potentially being more [1:02:14] or like a town thing that a school thing. [1:02:18] So anyway, the school one is getting torn down. [1:02:22] They're getting going on. [1:02:23] They want to move that equipment out quite soon. [1:02:26] I think Ryan wants it going yesterday. [1:02:31] But obviously, our negotiations don't go that fast. [1:02:34] So what I'm hearing here a little bit [1:02:37] is that we want to put this off the label meeting fast. [1:02:40] But we can take the suggestions you've made. [1:02:42] And there kind of been a line with what we've been talking about, it sounds like you'll [1:02:47] be willing to go back to Kerry and then see it from their side. [1:02:54] They're ready to go. [1:02:55] And also, the main time you want to store it, what if they need a dollar that won't need [1:03:01] to place to store it? [1:03:03] Then it would be in the way of fit room instruction, but we could get a storage unit or something [1:03:11] things like that and we need to talk about that a little bit too because there is a little [1:03:18] bit of stuff there that needs to go somewhere else. Maybe we could move it next door to Austin's [1:03:23] place. [1:03:25] You have a basement? [1:03:26] It sounds like you have a basement. It's somewhat open. [1:03:32] I mean, I think it's probably a good [1:03:34] idea for Chelsea to take some of the ideas that we had and maybe reach out to her individual [1:03:39] to be, and then she tries to go get with the new district island out, and then there [1:03:45] are the hard lines that we know, and we can try to see if we can come up with something [1:03:50] that we like. [1:03:52] Okay. [1:03:53] I did also talk to his name is Mike Stagg, he's with the Lawson Prevention with the Utah [1:03:59] Trust. [1:04:00] No. [1:04:01] And he, I sent to him the MOU, and he said he was going to look at it by this week, so I can [1:04:06] have some more information from him for insurance liability to protect us of the town. [1:04:13] Yeah, I'm just saying we had that too, and if they strongly suggest any of that, [1:04:17] we throw it in and then go into the school district to try to see if there's willing to deal, [1:04:23] and if they have hard lines, then we'll at least know. [1:04:27] Okay, thank you Chelsea. We'll be looking for that one next month. [1:04:34] This next one, the auditors noted, even though it didn't come up as a problem with the [1:04:39] audit, but they noted that our deposit's interchecking and counting seed, the FDIC limits [1:04:46] of the bank, and the staff, we discussed some ways to rectify that, but the best one is [1:04:54] to move that money to a TTIF account, earn higher interest, and anyway. [1:05:03] I thought you were going to say spend more money. [1:05:07] I was going to say, two fifty's as much as it's insured or something like that, right? [1:05:14] Yeah, I got a not-room in mind. [1:05:16] We're just going to gather this around. [1:05:20] OK, so that's what's being suggested. [1:05:24] But let me finish with what I'm going to come back with. [1:05:29] I don't know that we really need to come back to you guys [1:05:32] for this kind of a permission. [1:05:36] If we come to you guys with a monetary pawn, [1:05:40] I'm sure with the name of it is now, [1:05:42] But a monetary policy, which governs this so that we could sell a limit like that, and I'm not willing to venture too far out on it because I don't, I haven't analyzed what our [1:05:57] Monthly things are, but I would suggest that maybe a $50,000 limit. I mean, I realized [1:06:04] 250 is the FDIC limit, but if we're not rotating that money monthly, it may as well be in a BKF account. [1:06:12] And so, public trust investment for, treasure investment fund, why don't we get some? [1:06:23] Okay, it's a certain kind of account of the bank. [1:06:27] So it's dealt with the state. [1:06:30] We already have the treasurer's office. [1:06:32] We already have a general PTIF. [1:06:35] We have a water PTIF and we have the CRAPTIF. [1:06:41] And so all we're meeting is the go ahead to what we need. [1:06:49] So this is one of those things that Ash Chantry said on one of the pages it's the other [1:06:56] items. [1:06:57] These aren't findings that we are wrote up for, but these are just issues that they make [1:07:03] suggestions to fix. [1:07:06] And so what's doing this FBIC will get this off, and if you look, this has been an issue since 2018. [1:07:14] I can say, very much. [1:07:16] I think we would be losing a bunch of money right now. [1:07:19] At least 400,000. [1:07:22] Item 11 actually relates to this as well. [1:07:26] So it could actually do one motion to fix it. [1:07:29] So let me explain that just a little bit. [1:07:31] But the loan reserves were actually required to keep in a separate account, enough money to [1:07:38] meet our obligation on our debt payments. [1:07:42] For at least one year, and I think it might be two years. [1:07:46] So we can just, with this motion, we could move the money, fix it so we actually have that. [1:07:54] Now, that doesn't mean that annually we pull the money out of those savings accounts to pay [1:07:59] those debts. If we actually have a cash, you know, in the account, we can pay it. But [1:08:06] that's so that balance could just stay there so that any event. The requirements of the [1:08:11] lending institutions say that but they haven't been really that strict. They haven't come back [1:08:17] and said, hey, where's my money? We need that. [1:08:20] Correct. I did have a good conversation with Chantry today about it because I want to [1:08:26] get this fix so it is gone. [1:08:29] It is not something that they have came back on because when they have done the audits [1:08:35] in our accounts, we do have those reserves. [1:08:39] We just don't have them in a specific camp labeled. [1:08:43] So it's like we are getting these findings still, but there is money that's there. [1:08:48] So as he did say, we have four reserves, two from general, two for water, [1:08:53] but he says we only need one reserve account [1:08:57] with all of the amounts that total it. [1:09:00] And we figured it out with chamfery [1:09:01] because it was supposed to start in 2016. [1:09:05] Our CPI loan for the old rock church needs [1:09:09] to have $5,905. [1:09:12] And our firehouse loan needs to have $9,000. [1:09:16] Those are certain amount of payments for six years. [1:09:20] That lump right there will get us completely grown off [1:09:22] and that's what they are requiring. [1:09:25] Our two water loans needs the one, [1:09:28] we need $60,984 in there, [1:09:33] and then our other one is recurring [1:09:34] that we'll add yearly and it's $106,680. [1:09:40] So between the four accounts, [1:09:42] we need $197,789 in this reserve account. [1:09:47] Just sitting there. [1:09:48] So can we put it in like some high interest [1:09:51] with enough to, like, if we had to take penalties, if we had to dip into it, but then at least [1:09:58] it's just reassuring. [1:09:59] Yes, the PTIF funds are pretty secure, but yes, other entities, and the Treasurer's Office [1:10:05] actually gives a list, every little while, and look at the list, there are investments [1:10:10] that legally government institutions can invest in. [1:10:14] This is just the safest and easiest. [1:10:16] So, yes, that is possible, probably a different meeting to discuss those kinds of things, but definitely this improves us by about 5%. [1:10:29] So... [1:10:29] That's what we're asking is to create a long reserve of PTIF. [1:10:35] So, I would suggest... [1:10:37] You have motion on that, can you just say? [1:10:40] No, we probably better. [1:10:41] But the motion, I think you could do both 10 and 11, and it was one motion give permission to create the PTIF loan [1:10:50] reserves and to [1:10:53] reduce the cash, the cash balance to, you probably better give a dollar amount at least. [1:11:01] But you can do, I mean, basically the FDIC limit is 250,000. So if you want to go lower than that, I would suggest you do it without any other policy. [1:11:11] We need to make a motion. [1:11:14] So we just continue to make the word account as a motion. [1:11:17] Do you want to give permission to work? [1:11:19] No, these PTIF accounts are not subject to the same condition. [1:11:25] But the motion needs to be given permission to her mother's staff to move the money to the PTIF. [1:11:36] She will actually have to set up the PTIF accounts for the reserves. [1:11:41] But we already have a PTIF account in one of the money and all right I'm ready for this [1:11:51] motion. [1:11:54] Yeah I make a motion that we give our office staff permission to reduce the cash balance [1:12:01] to the FDIC limits, or lower if needed, 250,000, and to set up the PTIF loan reserve accounts [1:12:13] as needed by the staff based on what we already have. [1:12:19] On the loans. [1:12:20] Okay. [1:12:21] I feel comfortable with that, Brianna. [1:12:22] Yes. [1:12:23] Seconded? [1:12:24] No. [1:12:24] Seconded. [1:12:25] No. [1:12:25] Those in favor say all right. [1:12:27] Hi. [1:12:27] Hi. [1:12:28] Okay, if you've got it, Brianna, okay, this next one, [1:12:33] this has got a combination of people on it. [1:12:36] We're going to really talk on this one, I'm sure. [1:12:38] Sean, do you want to take it for a minute? [1:12:41] Yeah, so as far as the park goes, [1:12:45] tomorrow is the deadline to- [1:12:48] Okay, sir. [1:12:49] Friday. [1:12:50] Right, just kidding. [1:12:52] The 13th is the deadline for the park application. [1:12:58] to be put in for the grant that we had last year. [1:13:03] So by doing it, you know, we're not [1:13:07] committing anything right now with the application, [1:13:09] but if we were awarded the $200,000 grant, [1:13:14] we would have to match $60,000, which would be down the road [1:13:19] if we find out if we actually got it. [1:13:21] But we would be getting awarded the $200,000 [1:13:28] but they do like to see that we put in our own money however with the county they've also donated [1:13:36] to the port project and they also like to see money that is also put in by the town just to show [1:13:44] that these that the grants aren't just paying for the whole project that we pretty much have [1:13:52] in the game. So put on your radar if we are awarded those grants that we'll have to accept that [1:14:01] and then that'll be the time where we actually go through and commit it. But right now the actual [1:14:07] application process for it is just putting on paper that we are willing to match if they give [1:14:16] that grant to us. [1:14:18] Did the town already donate money to the law park? [1:14:23] Yep, and so this, because it is a separate grant, [1:14:27] so we did get the grant for 200,000 this last time. [1:14:31] And how much did the town donate? [1:14:33] So the town donated 150,000. [1:14:37] 150,000. [1:14:38] 150,000. [1:14:39] Well, I thought that was about 150,000. [1:14:40] But you did 150,000. [1:14:44] Yes. [1:14:44] It came out of a different account that what did we improve the building for James White that was [1:14:55] So the county also gave a lot of money to get them down. [1:14:59] Yes. [1:15:00] We gave 150,000 to be used towards the concession stand. And the concession stand was 250,000, so did the town for the rest? Well, the town is going to, yes, because we have yet to see any of the 200,000 from the grant. Yeah, so, why ain't going to see 200? Yeah, I believe so. I'm working on setting up the meeting right now just so that everybody gets in the same room, especially with like the new [1:15:29] administration. Unfortunately, we couldn't make that happen this week. So we're reapplying [1:15:41] for the grant. We got last time. No, not yet. So we've already paid out half of the [1:15:51] concession stand building, which was covered by the county going in. I don't think that [1:15:57] to be used in the towns actual money yet, have we? [1:16:03] Everything has been under $150,000. [1:16:06] Under $250,000, yes, it is still under that [1:16:10] with the drawings of Dave and all of the preparation work [1:16:14] is under that. [1:16:15] Lambs have not given us an invoice [1:16:17] for what they have done so far. [1:16:20] So we do want to get that to where [1:16:22] we're collecting from the state relatively soon [1:16:26] before all the rest of those come in, but currently we're technically using [1:16:31] grant money right now. We haven't touched any of the talent money. [1:16:34] But you said you hadn't got any grant. [1:16:37] Oh, we could get from the county. [1:16:39] That's right. [1:16:39] They gave us a hundred and fifty pounds. [1:16:41] I'm talking from the state. [1:16:42] No, so yeah, we haven't used that, and we haven't used any of the talent money. [1:16:47] Correct. [1:16:47] And we haven't used any of the talent money. [1:16:49] So this is the second grant you're trying to apply for. [1:16:55] Yes, so this will be the first one yet. [1:16:58] Correct. [1:16:59] Well, we have to, I believe, submit. [1:17:02] I don't understand why you're crying. [1:17:06] For a second one, when you haven't got the first one. [1:17:09] I would dare agree that there were some probably paperwork issues that were going to kind of get sorted out between the staff [1:17:18] and the committee because the committee pretty much did all of the [1:17:24] way work independently without any help from the town however I don't believe it [1:17:29] was set up probably exactly how it should be so moving forward we want to fix [1:17:35] that and so that's where with this it will be fixed to run through town channels [1:17:41] and be able to identify to any reason person up to receive that money though [1:17:48] as far as it goes, I don't know if they know exactly where to send it according to the [1:17:54] paperwork that Brianna and I saw which I'm glad about because we definitely didn't give [1:18:00] them an account number or routing number and making sure that that way the checks come [1:18:07] to us is fight for the best situation here. So you're building stuff and having lines move [1:18:16] stuff without actually having the money and the bank to fight for it yet. Not necessarily. I mean [1:18:26] we depending on how much lambs have build right now. Well then that would be yeah. So once they [1:18:36] complete their work then yeah we will want to make sure that we get that [1:18:39] grant money in by then but currently I think we paid half of the concession [1:18:44] stands and then a couple of like the Burle had got in Garkane to come do some [1:18:52] power with the extension cord that runs over there and so there has been a [1:18:59] couple of things but the grant money so far we haven't had to touch any of the [1:19:03] Well, yeah, I understand that between the county, but who's going to be responsible for all [1:19:11] the bills that go south with your first grant that you're supposed to get? [1:19:18] The town's going to be responsible by the hams and pay for that. [1:19:23] Ultimately, yes. [1:19:25] Yeah, it would definitely be the town because we voted and awarded it to them, so we would [1:19:30] be on the hook for that. [1:19:31] However, everything that we've been told and shown in emails is that Grant was a [1:19:38] prune and so on. [1:19:44] Just about, not quite, it was, I think, locked down on March 17th, [1:19:51] 22nd. [1:19:52] Why are you coming after a second, Grant, when you haven't got the first one? [1:19:56] Well, I was going to grant all the time. [1:19:58] What's the new, I mean, you're going for a grant. [1:20:01] You've obviously got a list of things that this is going to go for. [1:20:05] What's in the application? [1:20:07] And that's the purpose of this agenda. [1:20:09] I really do approve another application for that. [1:20:12] I think it'd be good to tell what's in the application. [1:20:16] Yeah, so this next application will have parts of the field, the pavilion. [1:20:23] in any part of the park? [1:20:26] Yeah, the park will be part of this next one as well. [1:20:29] However, there is a specific grant for playground equipment, [1:20:33] which I definitely, even talking to some of the county people. [1:20:41] Can we still, yeah. [1:20:43] Can we talk to me about their specific grants [1:20:46] for playground equipment specifically, [1:20:49] which is why they didn't want their last grant [1:20:52] to go towards playground because they didn't want to waste funds on something that you could apply directly for. [1:21:02] So that's where they encourage them to do something other than the playground equipment with that fun, [1:21:08] because there's opportunity to get free money from the government. [1:21:27] It's a way of giving back some of the money probably a reimbursement from the government [1:21:35] rather than free money. [1:21:37] So what is on the agenda really here and I want to add something else to it because we [1:21:42] We need to talk about it, too, that I'm hoping can be pulled into this agenda, but the approval of the grant application does not, [1:21:54] in any way, give approval for spending the money. [1:21:58] And once the grant is awarded, then we also have another chance to say, never change our mind. We really don't like that. [1:22:07] So this is so any motion that has to do with what I see as this on this agenda item is only to approve that by Friday we're able to submit application for this these activities or these infrastructure improvements has a grand application that approval which is like any grant process could be not awarded to us. [1:22:34] We may be out years. [1:22:37] Well, and the nice thing is, let me get to him just a second. [1:22:39] If there was any problem with the first grant, [1:22:42] which I don't suspect there is, but I don't think that Brianna [1:22:46] or Chelsea has ever had Courtney come in to give it all [1:22:51] wind out. [1:22:53] Have you guys? [1:22:54] Courtney has come in and got some information. [1:22:57] But nobody's like sat down in the meeting to get everything [1:22:59] on the same page like we're hoping to do right. [1:23:03] And if that's the case, the money that we put in before would 100% still count because [1:23:09] it hasn't been used for any reason in the past. [1:23:12] So we wouldn't have to put in any money if anything was off from the last one. [1:23:17] I just don't think that there was enough communication between court name before there was even [1:23:24] a committee and the Council, and so I think it would be good. [1:23:30] So that commitment as he suggests is $60,000 because that's what the grant application is somewhat implying that we need to put in. [1:23:40] Then is the commitment for the application, not for the improvements. [1:23:46] You will have a chance to re-stay, you know what, but we don't have the money, we don't want this money. [1:23:53] When that grant is actually awarded, which will be a different budget year, definitely one more budget year. [1:24:01] It might be two, this may be doing this application over a series of years, maybe five years just to try to get it. [1:24:10] Because of the competition. [1:24:11] This entity that awards this money, Utah Outdoor Recreation is the state entity. [1:24:19] and they've been promoting this money. [1:24:21] They've been throwing a lot of money here and there, [1:24:24] but also lots generating excitement. [1:24:27] I suspect we're not the only ones applying. [1:24:30] So that's my take on it. [1:24:32] It's just like the cold, [1:24:36] armed up there, the Red War. [1:24:40] There was 23 in the West, down on the West. [1:24:44] That's how far they would down on the West, [1:24:46] Well, this could be the same thing. [1:24:49] Yeah, it really does. [1:24:51] I honestly don't know. [1:24:54] Now, on this agenda item, because it's the same end of the Robert Lacey's been dealing [1:24:58] with the trail. [1:24:59] Does anybody here go to that trail's meeting? [1:25:01] No. [1:25:02] We were all. [1:25:04] Anybody in this room go to that meeting? [1:25:06] Robert missed it, too. [1:25:08] I was out of town. [1:25:10] I got a report about it, but I'd be happy to report about it. [1:25:16] We got one participant there, good. Thank you. So verse the only one that can speak authoritatively, the rest of us are going to speculate. No, that's not true. Those valuable information that I've talked to, I will third hand, but Friday deadline with this one is the same deadline for the other grant that we're wishing to extend that same trail. [1:25:43] So we have two different, and this is where things get a little confused. [1:25:46] We have two different trail projects working on the two different funding regimes. [1:25:50] Everything going south out of town is being, it's you not funded through a company you talk to out of the world. [1:25:56] At this point, that project's construction is out of the town where it goes hands. [1:26:01] That is a project of the Department of Transportation, right? [1:26:06] We have washed our hands of it with one exception. [1:26:09] Yep, and we'll talk about something. [1:26:10] Don't get into that. [1:26:12] So that's project number one going south. [1:26:15] Project number two is from here to town office. [1:26:17] I don't want me to do the same right now. [1:26:19] I'm here to the town office. [1:26:20] Sorry, town office is an ordinance. [1:26:22] Okay, thank you. [1:26:24] I don't want you to do the same looking at the same right now, [1:26:27] the patient you have. [1:26:30] I will say as a point of knowing. [1:26:32] If you approve their application, you're committing $60,000. [1:26:37] This is not a, once the grant is awarded, [1:26:40] you have committed $60,000. [1:26:41] I've done this application before. [1:26:43] So just know that if you approve the application, [1:26:46] you are saying we will provide $60,000. [1:26:48] No, we have some agreement going to board it. [1:26:51] Otherwise, it'd be more specific in some way. [1:26:54] No, okay, possible. [1:26:55] And it feels like it's an escape to not. [1:26:57] But I'll leave that for you. [1:26:58] I'm not on the board anymore. [1:27:00] I'll just shut up. [1:27:02] So, here's the situation on this one up here. [1:27:04] We've been on the same application deadline [1:27:06] and thinking it over today, [1:27:08] I took a nice good long walk this afternoon. [1:27:10] We have been pursuing this as a town project [1:27:13] because we have money from a previous year or a grant. [1:27:17] So we said, since we, because of all this, [1:27:19] you talked about that for a mess, [1:27:20] we weren't, we didn't spend the money down there [1:27:22] because the state said, [1:27:23] we'll just dump all seven million dollars in this trail. [1:27:25] You keep your money and do something else with it, right? [1:27:28] But between them taking their time to get that happening, [1:27:31] the county taking their time, or engineers taking their time, [1:27:34] you're not taking their time. [1:27:35] That grand aspired and went away and you just hear, [1:27:37] we've got to check back from the safer. [1:27:39] $9,400, $32. [1:27:42] That's precise. [1:27:43] So I was going to say about 10 of the folks. [1:27:46] So that one came back to us and went back [1:27:48] into that trail construction fund. [1:27:50] I hope that's where the check went back to. [1:27:54] So with the remaining money that's been in that fund, [1:27:57] I've been working with, with some rights to finish the planning on this section, we have a little bit more of the ideas that we'll get it all planted in the state or the county highway department. [1:28:08] We'll actually do the groundwork and then now hire somebody to do the pay. [1:28:12] In further consideration, thinking about this afternoon, so I apologize, it's a little late, I haven't been able to get a whole lot of people I need to. [1:28:19] I feel like we're actually best off at this point, to turn that into a county project that I've come about today. [1:28:24] Some county's property, they can be charged to maintenance. [1:28:29] It's realistically, the reason you've done it as a town project was simply because we had money. [1:28:35] At this point, we don't need our money. [1:28:38] And I was looking at it today at 15-hour-on-a-long walk and said, why is the town even involved in this? [1:28:44] It's a county project at this point. It really realistically brought a lot to the county project. [1:28:48] I don't have enough stuff because things have been related to the engineers. [1:28:51] you got, I don't actually have enough to get the application of the program in any place. [1:28:56] So at this point, I'm going to address things to Kelly Stole and see if the county would [1:29:03] do what it takes it on up to me in the next cycle. [1:29:06] It's getting to the point frankly that I'm tired. [1:29:11] I've been working on this project for seven years and we have yet to see the payment. [1:29:15] It's just the process of wheels moving really slow. [1:29:18] So at this point, I'm going to talk to Kelly and say, hey, what can we do? [1:29:21] I feel like as a town we've done in good faith, we won't have spent the money on the pre-finding side of things. [1:29:26] We should be able to hand the county a packet that says, [1:29:30] here's a cost estimate, here's a construction, rough draft, here's what we've done, [1:29:34] we've done all this work, Kelly, what can we do with the money for our career? [1:29:39] If he says no, we consider Connections application in March. [1:29:43] But at this point it feels to me like it feels like a pretty good idea to let the county, [1:29:48] whether let us work it through the county side, and if he says no, then we'll come back to it in a year and we'll try again. [1:29:54] But it doesn't feel to me like it's a real priority for anybody at the county level. [1:30:00] Anywhere else? I'll keep working on that side to make sure. When you get from Glendale and your in your past experiences, Glendale supported this. Glendale's time for the day. You'll link with them sometime too. Glendale's time council said cool. Do it. And there's no money. We haven't requested any money from them. Ultimately, we would like to travel to the north to Glendale. I talked to the York, one of the New York, the one of the UTN guys today about how a project prior [1:30:30] organization goes, based on their models, I would be shocked if we ever did the section [1:30:36] plan. They use the density model and a usage model that isn't really favorable for us, [1:30:44] but we do sit on that master plan spine. So down the road, I mean, it could happen. [1:30:51] I think we'll be very content to have the formulas going down. And if somebody else decides [1:30:56] they want to see the UTN will build at that, that they can do it, but I think for where [1:31:00] my energy is, I'm probably going to have to be content for my last point of view. [1:31:04] I would love to see this little section done, but it's taken long enough that my kids are [1:31:09] all going to be grown up by the time it's done. I don't have an argument to fight as much as [1:31:14] they do. [1:31:16] Any questions for Robert on that one? And then I want to direct it back then to [1:31:20] the agenda item. [1:31:24] No, but do we want to hear how they're meeting? No, we don't. [1:31:30] Can I throw one of my little thing in just so that you guys are doing this grant? [1:31:35] Just because I've been here, [1:31:39] they will not reimburse you for letting them already spend. [1:31:42] If you started a project and you applied for a new grant, anything you spent on the previous project, [1:31:47] will not go towards the new grant. Just to make sure that you guys were aware of that. [1:31:56] Okay, that one there. That was new to me. I didn't realize that we were in an emergency [1:32:04] yesterday that we needed every application in. We were under a deadline. That one takes [1:32:11] one off the list. So back to the parks one. [1:32:18] I'm ready for a motion to approve that application [1:32:22] if that's what members of the council want [1:32:28] I'll make a motion to prove a new [1:32:32] application for the outdoor rec grant for $200,000 for the park a second motion has been made in a seconded [1:32:43] Both. All those in favor. I. I. I. [1:32:54] I. I. I have not voting. I have any eyes I may, but that's [1:32:58] only one. Three eyes, two eyes. Motion passes. Thank you. [1:33:07] Shandong, we put this next one on [1:33:09] to you. Any new information? New information? No. No new information. Not all the time. [1:33:18] and time change that I, you know, for the public hearing that we need to get set for next month. [1:33:27] Well, refresh our memory. Why did we put this off? [1:33:32] Because it was between you and I, I did not realize our meeting was the 11th of this month instead of the 4th and we had set the public hearing for the 4th. [1:33:43] And so we had to push it back. [1:33:44] Yeah. [1:33:45] It was your fault. [1:33:48] I wanted to public hearing last week. [1:33:51] So we did set the public hearing for next month at which time we can then we can take [1:34:02] a vote to change the date and time out of the public hearing is set, right? [1:34:07] What are you proposing? [1:34:09] that we changed the day and time of the meetings from Wednesday at seven to [1:34:13] Monday's at 5.30. And now this is going to be the first Monday of the month. [1:34:18] That will be the first Monday of the month at 5.30. It'll still be, so it'll still be in, [1:34:25] according like with the planning zoning, it'll still be at the last and will be at [1:34:30] the first Monday of the 5.30. Yes. And then hopefully we'll be shorter than [1:34:38] Yes. [1:34:39] I can make a monstros. [1:34:42] Hopefully two-hour window for meetings. [1:34:48] Okay, can we, this in order to be a good public hearing, we need to put enough information [1:34:54] out. [1:34:55] Before we make this motion, I want to throw this out. [1:34:58] We can do this by text. [1:35:02] The purpose of the public hearing then needs to be put out. [1:35:05] and nothing information, right? [1:35:07] So what do you not mean to put? [1:35:10] So you didn't get to work in this last one? [1:35:12] No, I guess that's gone last time, so I'm sorry. [1:35:15] So I have proposed that we change the day and time [1:35:18] of the meetings for a couple of reasons. [1:35:22] One, because week days are incredibly busy, they all are. [1:35:24] But Monday seems to be the least busy with other things [1:35:30] going on, such as sporting events, such as dancing [1:35:33] similar side and all such as, you know, every other kid event in town. But I also [1:35:40] think it's very that Brandon and Chelsea have to be here all day and then have [1:35:44] to come back at seven to whenever the meeting ends at night or actually I've [1:35:49] got 6.30 to whenever the meeting ends at night. Yeah it's the same thing. It's [1:35:55] for a little Christmas time too. I just think it would be easier if we had it [1:36:01] right after work instead of the best of it. [1:36:03] What do you Tuesdays look like? [1:36:05] I was just thinking of like long weekends, [1:36:08] like if that's good. [1:36:09] Every Sunday at the federal holiday. [1:36:11] Right, right. [1:36:13] And that would be... [1:36:15] Well, you'll just suck it up and be here. [1:36:17] Right? [1:36:19] Yeah, that was bad. [1:36:20] That was bad, right? [1:36:22] If we need to change it because of the federal holiday, [1:36:25] we can bump it to a Tuesday. [1:36:27] No. [1:36:27] I don't know. [1:36:28] Now, understand as part of this channel, [1:36:30] I'll just break in just a little bit. [1:36:32] We can set the date for the public hearing with this proposal. [1:36:36] But that doesn't mean that sets it in stone, but that opens it up for the public to visit on it, talk about it, offer concerns, suggestions. [1:36:48] It basically sets the meeting as it, and then after the public hearing, as a council, you guys can actually decide when you want to leave to be set. [1:36:58] question. My first question really was do we need to talk to planning and zoning [1:37:04] because if they go to change their meetings it is their choice but don't we have [1:37:10] to accept that they are. They are waiting for us to decide if we go to Monday's [1:37:23] at 5.30, they will also go to Mondays at 5.30. [1:37:28] Oh, we could just say that's right for them, Michael. [1:37:32] And he always said it said. [1:37:33] So yeah, they're kind of waiting on us to decide what we're going to do. [1:37:38] If we decide not to change and keep it Wednesdays at 7, [1:37:42] that's fine, they will also keep Thursdays at 7. [1:37:46] So yeah. [1:37:47] Yeah, I really don't. [1:37:49] That was, yeah, I've talked to them, [1:37:51] and that's what they decided in their meeting [1:37:53] was that they were going to go into whenever we did. [1:37:58] But the week before. [1:37:59] OK, next month, it would be lively, maybe not. [1:38:02] Maybe we don't care. [1:38:04] OK, let's have a motion to set that public care in the day. [1:38:07] Shannon, did you like it? [1:38:08] I make a motion to set a public care in the day [1:38:10] for April 1st. [1:38:14] That's for April 1st, that's for April 2nd. [1:38:19] We've got the day and time change of excuse me. [1:38:24] I second. [1:38:25] Tana Council. [1:38:26] Motion's been made in seconds. [1:38:28] All those in favor, just say aye. [1:38:32] Motion passes, we're going to have a public hearing. [1:38:35] All right. [1:38:42] We could hand this meeting right now. [1:38:45] No, we need to approve the bill. [1:38:49] I'm going to do a few minutes. [1:38:51] I approve that we approve the minutes and bills from last meeting as stipulated. [1:39:00] I second that. [1:39:03] Most of them made and seconded to approve the minutes. [1:39:06] This is included in your packet and the bills that have been presented for payment. [1:39:12] All those in favor say aye. [1:39:14] Aye. [1:39:14] How come I get up, go past those every time, put them to the end? [1:39:20] I don't really do that. [1:39:21] Good. [1:39:21] I thought you decided to just do another video? [1:39:23] Okay, is there any other information for this body that Gen Bigg wants to bring up? [1:39:27] Obviously, it's not on the agenda, but we can throw it out so everybody thinks about it. [1:39:32] We have another agenda. [1:39:33] Time, another time is built, no. [1:39:36] What have we got? [1:39:38] Have you... [1:39:40] I thought Easter stuff, we are going to do it on the [1:39:48] town Easter egg hunt, but the town Easter egg hunt will be on March, no people for at 10 a.m. [1:39:59] I do have someone working on flyers for me so I can get those out hopefully next week. [1:40:06] I have a lot of stuff ordered, I have a ride, I believe, and it's a little taken care of. [1:40:13] Do you need help? [1:40:16] Possibly. [1:40:18] I do have your number, yes, I am going to talk to one of the youth groups to see if they [1:40:26] can help stuff AIDS. [1:40:28] Other than that, I think everything is taken care of. [1:40:33] Um, but possibly, like, laying out into the set, that one, I wouldn't have left. [1:40:40] Um, so I will, yeah, laying out, I appreciate that. [1:40:44] That is all I have on my mind. [1:40:46] You don't want to put me down for, like, stuff on the ground, but I can't pick it up. [1:40:51] Okay. [1:40:57] Jamie, Susan, don't talk gross just a second? [1:41:01] No. [1:41:03] Yeah. [1:41:03] Okay, we are working on a master transportation plan. [1:41:10] We are working on working with my sewer to get things finalized, where I get thinking about it. [1:41:19] The more I decided we should just tell Mike to put in the street markers as per contract. [1:41:28] But our contract says, put it in all the streets, the ones that you and I met with will just have him. [1:41:35] We don't necessarily have to vacate it, but he doesn't have to put corner markers on those. [1:41:41] I think that's why he's pushing it to try and get it done. [1:41:45] And if we say, okay, we won't have to get it every single, but the ones that we do have, [1:41:52] the ones that we talked about, we'll just leave those out. [1:41:54] was that we don't have to vacate them, but we can just tell them that they do not need markers, block markers, is what he's going to put in. [1:42:08] Yeah, I will talk to Mike. I did reach out to you sunrise by text about, I just want to see if the master plan and the survey reconciled. [1:42:23] Well, I haven't seen that yet, but that's the next step I want to look at. [1:42:28] I got communication with Burrell Press with the Sunrise Engineer and they lost their [1:42:33] guide. [1:42:35] That guy's no longer there. [1:42:37] I don't know what that was doing, but transportation. [1:42:39] So with some limbo, just a little bit. [1:42:44] But we're strongly encouraged them to get that higher on the priority list. [1:42:53] Okay. [1:42:53] And I've also come here on that note, as we've actually personally took a trip around [1:43:00] town, we've seen this in a little red vehicle sunrise on it, we've looked at a bunch of [1:43:06] things and it looks to me like even with transportation plan, we really can't do any [1:43:13] street planning without a wastewater plan. So I've asked sunrise to give us a [1:43:22] proposal on a wastewater plan so they're supposed to get that, assuming we get that, then we [1:43:32] can see what we want to fund that, and then we're going to put it up for that, so just [1:43:38] So that was your communications? [1:43:44] Like I said, I will talk to Stuart about, you know, [1:43:49] anyway, I will talk to him about block markers and stuff like that. [1:43:55] Let's make sure we stay in line with the contract. [1:43:59] I think that's committed. [1:44:02] But certainly he's done a lot of work. [1:44:03] I would suggest we somehow keep... [1:44:09] I don't know that we want him to go very far because all of his work could be, you know, [1:44:13] as we speak on those things, we may still need it, but we can't really do anything without [1:44:19] that transportation plan, which an engineer's company's about to help with some of these. [1:44:25] Okay. [1:44:26] Any other questions? [1:44:28] On most kind of items? [1:44:29] Anybody else have something else? [1:44:33] Robert does have. [1:44:35] Yes. [1:44:35] One other thing. [1:44:35] So I'm not paying on the south side down the direction. [1:44:39] They have decided not to move the wall. [1:44:42] The trail? [1:44:44] The job? [1:44:45] $100. [1:44:46] A million dollars worth of engineering construction made that. [1:44:48] You need that to decide that they could do it with a 6 foot trail instead of a 12 foot trail. [1:44:54] So that's update number one. [1:44:56] They are still working on drainages. [1:44:57] They're working on a bunch of stuff. [1:44:58] I follow. [1:45:00] I've got problems coming. Jason Houston. [1:45:07] Anyways, he followed up, but he said that was, he said [1:45:10] stuff still going. The private manager said that they are looking to let men have the main, [1:45:16] the last thing they need from this is a document on maintenance. I did some more research for him. [1:45:22] I spent most of my three hours today on the following and then my email in the box, right? [1:45:28] So, I talked to one of the project coordinators at Utah Town Network, which is the UDOT Subhibition. [1:45:36] He said there was, he went through all his documents, I looked through all of mine. [1:45:40] There was no formalized written things saying that we would agree to do maintenance. [1:45:45] But there were lines. [1:45:47] No. [1:45:48] So, I'm going to interrupt for a second. [1:45:50] Both of the things that I read you today, and I didn't know how he just came, South is [1:45:55] completely different than what that. We were looking at what that would have been, not that. [1:46:03] So, let me walk you through what's there, and then burl, [1:46:24] yeah, this is probably the [1:46:24] So, when it sits at, I have minutes from a meeting we had in April of 2024, that's how long this is taking. [1:46:33] At that meeting, that was the preliminary agreement meeting. [1:46:36] I was authorized by the town council in the mayor at that time to sit in on that meeting. [1:46:41] We went over the basic understanding between the town. [1:46:44] I came back and reported on it. [1:46:46] The understanding here says that the local government agreements, [1:46:50] If you do not have several roles including leading the project, designing their standards, [1:46:56] etc. [1:46:56] Local agency roles is to assign the PM for coordination purposes, that's basically [1:47:01] the maintenance of facility once constructed and the UGM location, agreeable to maintenance [1:47:06] initially for the interest of long-term maintenance support from you. [1:47:10] So our agreement that we agreed to at that was to take on responsibility for maintenance [1:47:16] as part of this whole process, what we're looking for. [1:47:18] There was no signed document, [1:47:20] the verbal agreement, UTM had been existing [1:47:23] as an organization for more than about two months [1:47:25] and this happened. [1:47:27] They all did, they formalized everything. [1:47:29] The agreement that you were looking at [1:47:31] is basically the formalization of what we had there. [1:47:34] Let me explain what they, [1:47:36] but they're expecting as long term maintenance, [1:47:38] which could possibly include things like crack seal, [1:47:41] roger problems, typical trail maintenance stuff, [1:47:44] so removal within 48 hours of stores. [1:47:49] What they are saying on their end is that [1:47:51] UTN's long-term goal is that the state will [1:47:55] either do that maintenance or will fund that maintenance. [1:48:00] That said, that's not a for sure. [1:48:03] He says worst case scenario kind of becomes entirely responsible [1:48:05] for the long-term people to travel. [1:48:07] Day to day stuff, signage, paint, seal crack, [1:48:11] reseal, stuff like that. [1:48:13] Best case scenario, Utah Trail Network comes in and says we are incorporating this project into our system and we'll take care of everything for, we will pay you or a contractor to take care of that for us. [1:48:23] That is still partly depending on state legislative funding, partly depending on organizational funding. [1:48:30] There's still a lot of stuff that they don't know. The organization, this is like taking a new version of U.Dot and starting over. [1:48:35] Effectively, the effect round network will create a spine network which will imagine [1:48:39] it like the interstate providers and watchers, that they're old, is to get it so that [1:48:44] the body could walk from St. George to Logan over the course of the next 50 years. [1:48:53] We'll see how long it takes and if they ever think of it all over again. [1:48:56] So what you have sitting in front of you is an agreement to follow through with what you [1:49:00] verbally agree in April 23rd, 2024. [1:49:05] Brianna is going to put that on the dock so you guys can actually look at it and a couple [1:49:10] of things I want you to know and I passed it to Burl so either they will look at it. [1:49:15] I like the Burl and Chris, Brianna and Chelsea to look at this pretty hard, but there's other [1:49:20] people we need to have weigh in on it, but to 10 year agreement, then we knew for another [1:49:26] five. [1:49:29] I'll just suggest that no matter what, the infrastructure should last 10 years, so we'll [1:49:34] the end and then negotiating terms, I shouldn't be talking to get there, but did you know [1:49:39] the smaller things were early, you want to do that? [1:49:40] Yeah, the biggest question I had, not a little brand or an end to this, but the insurance [1:49:45] on that, it said something about the city, our insurance on there, I don't know about it, [1:49:53] maybe one of the short turns, I would have dropped out of it and said that, and I would better [1:49:59] prove what's on, I'm not interested in that, but, we probably, maybe we need, uh, [1:50:04] to get our loss prevention to the way in on a little better. [1:50:08] This isn't only in Jim this, [1:50:10] let me day probe before we can really pass it. [1:50:13] I don't see a need to do it. [1:50:14] Special meeting, they need this before and there's [1:50:18] I can understand before they can start construction. [1:50:21] There may be, it doesn't, [1:50:23] I don't read into this that they're not willing [1:50:25] to do what they did on some things. [1:50:27] If I verify on that too, [1:50:29] he did specifically say that they have somebody [1:50:32] on board. If we have specific concerns, this is a boilerplate one they've done with all the [1:50:36] other municipalities. [1:50:40] That's what's the other municipalities? Well, they just found out [1:50:44] it was all over the entire state. So these are, this includes Salt Lake City, St. George, [1:50:49] Cedar City. We are not the only ones, right? There's like 25 or something like that. So that may be [1:50:54] another thing as we can reach out to somebody else who's done this, sure. You go ahead. And I won't [1:50:59] a little better by one other thing that has been persistent really going around. [1:51:02] Richfield has turned down one of these projects because of the maintenance process. [1:51:05] He says as far as he knew, for these Utah trail network specific projects, [1:51:11] no municipality has turned down one of these things because of the maintenance pretty much. [1:51:14] So we can just wash that one. [1:51:16] I've heard from several different people now who they knew this morning, [1:51:19] I don't know where he heard it from. [1:51:21] But if that kind of all came by the old one. [1:51:25] I would have to say a thing, I probably could read it. [1:51:28] Where it comes from, if anybody asks you to tell me I'm sure [1:51:32] it's a museum, no museum project has been turned down in four weeks. [1:51:37] One of the things that comes out of the 48-hour rule for removing snow, [1:51:42] I can see that as one thing that probably no language can actually, [1:51:47] as long as we're in the winners we're having, we don't need to worry about snow. [1:51:53] Somebody does, if it does snow enough, the trail through Mount Carmel, you dot, we'll put the snow on top and we're not moving it, though. [1:52:02] He didn't mention, he said, you know, a lot of these agreements, he says, there's nothing he never really tends to be able to stick in here. [1:52:08] He says, if it comes down to, he says, we expect you to keep a good user, people are going to use it. [1:52:13] There's one line in there he will see that talks about that if things get really bad and you don't have to hire a contractor that will down. [1:52:19] He was like, that's a really, really worst case in the area. [1:52:23] So I, my own personal take on this, and it become a next month, [1:52:28] I don't know if I'm going to be available next month or not, [1:52:30] because I don't know where things are. [1:52:31] My take on it is I had approval from the town council [1:52:35] to pursue this project. [1:52:37] If people decided to bash it at this point, [1:52:39] that's a $7 million project that we're saying no to. [1:52:43] So, and then we had effectively agreed to take care of it. [1:52:48] Right. Tell me, I mean, and it connects the order, Bill. [1:52:50] Like, where it's mouth are open. [1:52:54] It's been a work song that we need to have. [1:52:57] Yeah. [1:52:58] So, anyways, look at all the things you like or questions. [1:53:01] Thank you. [1:53:01] Yeah. [1:53:02] That's all I have. [1:53:04] I mean, that good other things that are going on. [1:53:06] That's the thing. [1:53:07] Thank you. [1:53:09] Susan Tears, you got more. [1:53:11] I'll take you to work. [1:53:13] I'll take you to work. [1:53:16] I'll take you to work. [1:53:17] Thank you for coming to that.
