[0:18] okay well maybe I [0:20] call maybe get the meeting started it is now five [0:23] forty five ... so I think you've got the resolutions [0:27] go ahead [0:29] I live by myself and seconded by councilor Merton that [0:33] City council now move into closed session to consider minutes [0:36] of the closed session of the regular council meeting held [0:39] on February twenty eight twenty twenty two minutes of the [0:42] closed session of the own sound housing company board meeting [0:45] held on January eighteenth twenty twenty two one matter regarding [0:49] labor relations or employee negotiations and advice that is subject [0:53] to solicitor client privilege including communications necessary for that purpose [0:58] respecting the fire department and one matter regarding labor relations [1:02] or employee negotiations and personal matters about identifiable individuals including [1:08] municipal employees respecting grievances [1:12] thank you and all in favor not his [1:22:53] earlier the head over on some task force for presentations [1:22:56] from a variety of committee partner organizations on a number [1:23:00] of themes and topics including housing poverty committee safety well [1:23:04] being mental health addictions social services labor and employment youth [1:23:10] and senior supports policing [1:25:48] but the rise of inflation and the increased labor shortage [1:25:53] next slide please [1:25:57] so the following outlines the framework and the content of [1:26:00] the report and we've when we put all the information [1:26:03] together the report ended up being ... over a hundred [1:26:06] pages but there's a lot of good background information the [1:26:09] reports ... that help to inform the work plan and [1:26:12] actions so you can see in on the slides ... [1:26:17] how the reports broken down so provide some background information [1:26:21] it provides high level review of each of the meetings [1:26:24] with the community partners and highlight some of the main [1:26:26] discussion points it includes data summaries and key findings and [1:26:31] identifies next steps in action items as well as the [1:26:34] key stakeholders that will be involved in some of those [1:26:36] action items it also defines a proposed work plan [1:26:42] next slide please [1:26:46] in terms of the work plan ... this following slide [1:26:49] provides what's in the work plan in terms of the [1:26:52] contents ends the work plan identifies ... the opportunities and [1:26:56] actions for each team to address the touch the challenges [1:27:00] that were discussed with the task force [1:27:02] it also identifies the leading agencies ... identified for each [1:27:06] action [1:27:07] as well as all the key partners and stakeholders that [1:27:10] would be involved in the various actions [1:27:14] it identifies suggested next steps it identifies the proposed method [1:27:18] and time frames for completing each action [1:27:22] it also identifies some performance measurements to help track programs [1:27:26] in terms of whether or not those actions are being [1:27:28] addressed [1:27:30] there are total of fifty five actions identified in the [1:27:33] work plan for the various teams and I won't go [1:27:35] through all the actions the work plan tonight but I [1:27:37] will highlight some of the key actions [1:27:41] the next slide please [1:27:45] so under the housing theme [1:27:48] the housing challenges we're pretty much mentioned within each theme [1:27:52] and topic discussed with the task force in this just [1:27:55] reinforces the importance of addressing the housing challenges that are [1:27:58] currently faced throughout the county [1:28:01] so some of the key actions identified under the housing [1:28:03] team one is of course continue to move forward with [1:28:07] the actions identified in the housing action plan this will [1:28:10] be done in collaboration with local is a polity such [1:28:13] as ... the city builds sounds in order to help [1:28:16] address the for about housing challenges [1:28:19] under the housing action plan this includes utilizing the affordable [1:28:22] housing fund that was established by county council to support [1:28:26] future county housing builds a nonprofit housing builds [1:28:30] creating a housing surplus land banks by identifying public owned [1:28:34] lands that are suitable to support future affordable and attainable [1:28:37] housing builds and getting those land shovel ready and then [1:28:41] offering those lands through a can ... the comedian per [1:28:44] plane program [1:28:46] a promoting the committee proclaimed centers to encourage more affordable [1:28:50] and attainable housing [1:28:52] implementing re color gray policies invisible official plans and zoning [1:28:56] bylaws to pres on those lands to allow for medium [1:29:00] and higher density housing types [1:29:03] ends ... the so those are just to name a [1:29:05] few of the actions of the housing action plan ... [1:29:08] there's definitely more actions are identified in there and like [1:29:11] I said we're moving forward with in collaboration with Lucas [1:29:14] polities to implement those actions [1:29:17] some other actions under the housing team identified by the [1:29:20] task force includes identifying great opportunities and other financial incentive [1:29:25] resources for retrofit programs [1:29:28] ... because part of the affordable housing challenge also includes [1:29:31] maintaining the costs of the housing such as the rising [1:29:35] utility costs that we're seeing a large part of the [1:29:38] county's oldest housing stock is in both Hanover and own [1:29:41] sounds an older housing stock generally means that the houses [1:29:44] are less energy efficient and therefore the utility costs are [1:29:48] typically higher and that is why a hosing retrofit program [1:29:51] was identified as an action by the task force to [1:29:54] help reduce some of those ... home energy costs [1:29:58] another key action of the housing team is creating more [1:30:01] supportive and transitional housing opportunities and as we know we [1:30:05] need safe and stable temporary housing for those experiencing homelessness [1:30:09] in our community and based on this need the county [1:30:12] is currently renovating a building that was recently acquired an [1:30:15] own sound to create support of housing there's also the [1:30:19] wellness a treatment center in the former baby school that [1:30:22] is being proposed by Gruber's health services so it'll be [1:30:25] important continue to explore further opportunities for creating supportive housing [1:30:29] in our communities [1:30:32] under the poverty committee safety and wellbeing team so the [1:30:36] key actions include supporting our community service providers through Bruce [1:30:40] gray data information sharing collaborative ... this would be through [1:30:44] sharing of data and information ... to find efficiencies and [1:30:48] enhance service delivery [1:30:50] a supporting the Bruce grey poverty task force and all [1:30:53] the great things that the task force does ... through [1:30:57] a providing for the resources as well as council where [1:30:59] innocent support [1:31:02] as well as the key one is assisting and supporting [1:31:04] the implementation of the committee safety and well being put [1:31:07] him [1:31:09] under the mental health addiction opportunities ... mapping out existing [1:31:13] mental health and addiction services offered through Graber's communities identifying [1:31:18] service delivery gaps and opportunities for collaboration [1:31:23] further exploring urban design concepts that prioritize creating healthy and [1:31:28] happy communities [1:31:30] identifying resource sharing opportunities to support non for profits in [1:31:34] program implementation and service delivery [1:31:37] and it should be noted under the mental health addiction [1:31:40] opportunities [1:31:42] it can you council has resurfaced obviously mental health and [1:31:45] addictions task force so they'll be exploring some of these [1:31:49] actions in further detail and there may also be further [1:31:52] actions or default by the task force as well [1:31:56] the next slide please [1:32:00] so some other key actions under the policing theme for [1:32:04] example is reviewing the funding model for providing court security [1:32:09] at the Superior Court in finding solutions that are actionable [1:32:13] further examining and developing more effective and efficient responses to [1:32:17] mental health calls including continuing and enhancing the bombardment of [1:32:21] Health addictions response team I understand that the on some [1:32:25] police services recently received further funding to enhance it extends [1:32:30] that's a response team in on sound which is excellent [1:32:32] news [1:32:34] and another a key action under policing is further developing [1:32:38] and supporting crime prevention initiatives versus reactive care and so [1:32:42] this will be queue in terms of moving forward the [1:32:44] actions identified in the community safety and well being plan [1:32:48] through a coordinated and collaborative effort it and to use [1:32:51] the social terms of health plans to prioritize and focus [1:32:54] future actions and initiatives [1:32:58] under the social services seat theme things like supporting food [1:33:02] literacy programming and food programs exploring the viability and sustainability [1:33:07] of a living wage or guaranteed income [1:33:10] continuing donation programs for old phones computers and tablets as [1:33:15] well as exploring the creation of community hubs are one [1:33:18] stop shops to access community services [1:33:22] under the transportation team I continue to support the great [1:33:26] transit routes exploring opportunities for resource sharing among all transit [1:33:31] providers and identifying gaps in transit service delivery are some [1:33:35] of the key actions that were identified by the task [1:33:37] force [1:33:39] there are many other actions identified by the task force [1:33:42] ... and included in the test for support and encourage [1:33:46] you to review the proposed work plan and actions if [1:33:48] you have a chance to do so already [1:33:51] next slide please [1:33:56] so in terms of next steps has there been a [1:33:58] number of plans and strategies that been developed over the [1:34:01] past couple of years ... including re color gray this [1:34:05] particular work plan the committee safety well being plan the [1:34:09] age friendly action plan the climate change action plan the [1:34:13] housing action plan just to name a few [1:34:16] therefore the county is recognized the need to develop a [1:34:19] privatization work plan which is to look for common alignment [1:34:23] with the various plans and strategies to ensure that were [1:34:26] focusing on the actions that will address a number of [1:34:29] the plans and strategies so we will be working with [1:34:33] third look miss apologies and committee partners on this privatisation [1:34:37] exercise and then working collectively to move for with those [1:34:41] actions and to track progress over time [1:34:45] and that concludes my presentation and happy to take any [1:34:48] questions that ... council may have [1:34:51] your Mr Scherzer I think Deputy Mayor Larry has some [1:34:54] questions or comments [1:34:57] thank you worship and through you thank you Randy for [1:34:59] your presentation create the time ... under she actions leasing [1:35:06] I think everyone in this horseshoe is is focused on [1:35:09] that ... we pays you know and in excess of [1:35:14] three hundred thousand dollars for court security that none of [1:35:17] us feel like we should be paying it to regional [1:35:20] courthouse [1:35:21] I know you don't have a crystal ball and all [1:35:23] the staff make recommendations grey county council makes the decisions [1:35:28] what do you see in the future ... down the [1:35:30] road when it comes to the costing of securities [1:35:36] hi Greg great question then does for you Mayor Boddy [1:35:40] in terms of some of the proposed next steps that [1:35:42] were identified in the work plan ... includes working with [1:35:46] own town staff and would simply services ... first to [1:35:51] look at ... funding models of other superior courts and [1:35:55] rural areas just to see if they're running into similar [1:35:58] challenges and then to collectively advocate to the province for [1:36:03] a change in the funding model structure ... hopefully that [1:36:06] hopefully to find something a solution that's more equitable ... [1:36:10] because it it right now as you noted ... the [1:36:13] court security costs are picked up by the whole Smith's [1:36:16] apology and in some cases the hostess polity is providing [1:36:20] courts ... cords ... the for for a wider audience [1:36:26] than just of the hostess of polity so it's trying [1:36:29] to advocate to the province to look for a more [1:36:33] equitable funding strict structure in order to address those court [1:36:37] security costs just to make it fair for those host [1:36:40] miss polities ... that are carrying the the bulk of [1:36:44] sites that took those costs as it currently stands so [1:36:47] that's some of the next steps are identified in the [1:36:50] work plan obviously if that is not successful then we'll [1:36:53] have to look at other options ... in that's of [1:36:56] course working with city staff as wells county council in [1:36:59] terms of trying to explore what's what's a more active [1:37:02] role models to to help support those still scored security [1:37:06] costs so Randy if I could your worship same subject [1:37:10] what's the time frame on that like is that even [1:37:12] started yet looking at at what other municipalities are are [1:37:16] looking at or where we have terms of time for [1:37:21] in terms of time frame I think that's something that [1:37:24] will be working with and trying to identify through that [1:37:27] prioritization exercises to look at at some of the key [1:37:30] actions that we need to move for with sooner rather [1:37:33] than later and so we'll be working with us the [1:37:35] city staff and other look miss polities through that that [1:37:39] exercise to ... to move that forward so I don't [1:37:42] have a exact time frame but that's at this stage [1:37:44] but we're happy to work with ... city staff for [1:37:47] and on trying to at least explore if other miscarriages [1:37:51] are finding similar challenges and then moving for with ... [1:37:55] trade advocates the province through various cable channels and other [1:37:59] channels that we may be able to access to to [1:38:02] look for more equitable solution [1:38:05] Mr Randy I know ... we've we've taken a kick [1:38:08] this cannot cumple times and it came down to sort [1:38:10] of awestruck fill in so many other of the municipalities [1:38:13] are regional so it is spread across a we're very [1:38:17] few of municipalities and had trouble getting the upper provinces [1:38:20] attention one of these days John go ahead [1:38:24] thank you a Randy you're one of the most astute [1:38:27] civil servants I've met ... hardworking I don't see on [1:38:30] the golf course so I think that explains something [1:38:34] but so any got broad shoulders so I want to [1:38:37] push back a bit if I could K. when I [1:38:38] read this report [1:38:40] I saw fifty five action plans and or action steps [1:38:45] I remember prime minister Harper one saying of ... his [1:38:48] predecessor prime minister Martin that if you have seventy five [1:38:51] priorities and maybe even two hundred you have not [1:38:55] so I guess what I'd like from you and if [1:38:57] you can't give it now that's fine but when I [1:39:00] read these reports it often they read about talking about [1:39:03] talking about talking and that's not to insult you and [1:39:06] I know you would take it that way with that [1:39:08] as background can you identify maybe two or three examples [1:39:12] of low hanging fruit that you think we can jump [1:39:16] out with respect to this task force and can you [1:39:19] identify maybe two or three really hard nuts to crack [1:39:22] like give us some [1:39:24] make it a little more vivid and concrete if you [1:39:26] could I hope that's a fair request [1:39:33] thank you for that question that I might not be [1:39:34] able to ... identify right off the top of my [1:39:37] head in terms of some of the key ones that [1:39:40] I I'd recommend that we focus on and that's that's [1:39:43] why some of the next steps are to do that [1:39:45] prioritization exercise we recognize that that's we have been there [1:39:50] for last two to three years been talking a lot [1:39:54] about the various challenges and we think we have some [1:39:57] ... ... [1:39:59] excellent solutions to move for with those ... those to [1:40:03] try to address some of those challenges so the next [1:40:05] step is to let's let's actually identify what that those [1:40:09] low hanging fruit are what is the common alignment with [1:40:12] those various plans strategies and where should we be focusing [1:40:15] our in some cases limited resources ... in order to [1:40:19] get the best bang for Buck so that's exactly the [1:40:22] exercise that we are planning to do ... I don't [1:40:25] want to pre judge what the exercise will look like [1:40:28] because we need to have those discussions with Lucas apologies [1:40:32] as well as other community partners in terms of trying [1:40:34] to identify with those low hanging fruit are but I'd [1:40:37] be happy to come back to you in a couple [1:40:39] months time and say this is what we think are [1:40:42] the those low hanging fruit and and we want to [1:40:45] work collectively to move for with these actions because we [1:40:47] think work we're gonna get off of the best bang [1:40:50] for Buck that that aligns hopefully with a number of [1:40:53] actions and strategies and and hopefully will [1:40:57] not to use another pardon kill multiple birds with one [1:41:00] stone so to speak so that's where ... that's the [1:41:03] exercise we wanna take next and we look forward to [1:41:06] working with the city staff and city council ... through [1:41:10] that exercise going forward [1:41:13] thank you counsel Thomas [1:41:15] thank you worship in thanks Randy for that presentation I [1:41:18] think I can actually partly answer councillor timings question while [1:41:22] at the same time asking my own question under social [1:41:25] services you have the key point explore the creation of [1:41:28] community hubs one stop shops to excess community service as [1:41:32] well this has been going on now for some time [1:41:35] and both hand over and ... and sound every second [1:41:38] week in on sound and I think everybody has been [1:41:40] absolutely staggered by the turnouts at these ... clinics that [1:41:45] they're holding right now the farmers market and I know [1:41:47] in Hanover they've been blown away by the number of [1:41:50] people turning out so my question is ... when you [1:41:53] talk about exploring the creation are you talking about a [1:41:57] more permanent set up or are we talking about a [1:42:00] more frequent temporary set up in different locations just what's [1:42:04] the vision there [1:42:08] another great question and three Mayor Boddy I think it's [1:42:11] probably a mixture of both ... we want to obviously [1:42:16] take advantage of our existing permit locations it might be [1:42:20] just a matter of sharing information that we collectively have [1:42:23] so that [1:42:25] depending on who's who's going to whatever eight existing office [1:42:30] that they will have access to a very separation from [1:42:34] ... not only the county services that are provided to [1:42:37] the local missile services provided and vice versa ... so [1:42:40] I think it's utilizing our existing permit locations more efficiently [1:42:44] and I think the second is yeah and you you [1:42:47] describes ... some of the temperate models that have had [1:42:49] such great success we want to enhance the build on [1:42:53] those temperamental we want to look for those opportunities to [1:42:56] be able to provide services by going to where the [1:42:59] people are already at [1:43:01] meeting them at their place where they're already residing or [1:43:05] in some cases where they're already gathering and we want [1:43:09] to be able to provides quick and easy access to [1:43:12] those services and so the the the ... the farmers [1:43:16] market and some of the other locations where we've set [1:43:19] up those those more about response and ... areas have [1:43:23] been fantastic and so I think that's where we wanna [1:43:26] look at a model where we're providing those services again [1:43:29] where people are already a gathering and and meeting them [1:43:33] where they're already add so we can provide those and [1:43:36] access to a wide variety of services ... through those [1:43:39] those ... mobile units [1:43:43] can anyone else [1:43:45] seeing no o'carroll sorry go ahead customer in [1:43:49] three year worship to Mr sure Sir thank you so [1:43:51] much for the presentation ... housing is a key concern [1:43:56] in our community and I think you mentioned you know [1:43:59] there's it's been a few years and there's planning and [1:44:02] planning and planning [1:44:04] in our communities now there is more of a desperation [1:44:08] and urgency so you [1:44:12] hops the political concept of a priority and the community [1:44:17] concept a priority is is maybe not quite in alignment [1:44:21] so certainly wanted to emphasize as you go forward to [1:44:27] define what you mean by prioritizing ... in relation to [1:44:32] the community needs [1:44:34] I know that we have different levels of government and [1:44:38] different associations [1:44:40] throughout many municipalities we have had reports on attainable or [1:44:45] affordable housing strategies is there any intention to collate that [1:44:52] information and be able to disseminate it as a municipal [1:44:56] tool kit drop down menu R. I. tools that municipalities [1:45:01] can choose and select from in addition to working with [1:45:05] the county has there been any discussion about that [1:45:12] but [1:45:14] again another great question and answer you ... Mayor Boddy [1:45:18] so the housing action plan that has been created through [1:45:22] the affordable housing task force ... it has been shared [1:45:26] with with ... with all of our local miss polities [1:45:29] ... we see that as a plan that that we [1:45:32] need to collectively work on together ... through coordination collaboration [1:45:37] that and so with that we are working through some [1:45:40] of that one is the community plan program ... that [1:45:44] was a template that was set up as a tool [1:45:47] to be able to incentivize not not just affordable housing [1:45:50] developments but some other developments we want to encourage in [1:45:53] our communities and we work collectively with our look miss [1:45:56] polities to either updates committee program plans or to add [1:46:00] new commuter prone plans where once hadn't existed before [1:46:05] that is an example of a program where we've identified [1:46:08] here's a tool [1:46:09] and here's how we can work together both of the [1:46:11] county and local missile levels to to move for with [1:46:14] that tool I'm to me there's a number of tools [1:46:18] in the county housing action plan tool box that we [1:46:21] are moving for with in coordination with our locus polities [1:46:24] what is updating official plan and zoning bylaw documents I [1:46:28] know the city has recently updated their official plan which [1:46:31] identified a number of of key policy areas in order [1:46:35] to encourage more affordable table housing and the next step [1:46:38] which I know you're actually gonna be working on soon [1:46:40] is the zoning bylaw updates and and so that's where [1:46:44] we can work together to be able to make sure [1:46:46] that we're in our policies and our zoning documents that [1:46:50] were not the barrier when it comes to affordable televising [1:46:54] factoring courage being a more things like additional residential units [1:46:58] higher density forms of development ... except truck that's can [1:47:02] be done through a documents those are just two examples [1:47:05] of where we're working already ... cleverly it ends and [1:47:08] coordinating through both county staff and local missile staff and [1:47:12] we're there's a number of other actions that we're also [1:47:15] working on ... ends and we need to do that [1:47:18] together and and it's through the support of county councils [1:47:22] wells council such as yourself that we're going to hopefully [1:47:25] make make a difference and be able to dress as [1:47:28] you noted it's a customer in the the crisis ... [1:47:31] the housing crisis that we're dealing with currently ... we're [1:47:35] seeing in terms of the exemptions that both the city [1:47:38] and the county provide through purpose built rental housing through [1:47:42] the development charges we're seeing ... [1:47:45] big uptake before more than what we've ever seen in [1:47:49] terms of purpose built rental housing in fact in speaking [1:47:52] with some other colleagues or the province thirst they're not [1:47:54] seeing that uptake yet they're not seeing the purpose built [1:47:57] rental housing coming but just knowing what's already on the [1:48:00] books and what's in the developer type lighting the city [1:48:02] phone sound when it comes to purpose built rental housing [1:48:05] it's quite significant ... and that's the type of housing [1:48:08] that we're gonna need to have more of in order [1:48:11] to make sure that we're adding a supply of housing [1:48:15] that's gonna be more affordable table for for folks going [1:48:18] forward there's also a number of other projects that the [1:48:20] counties that has supported through through some of our funding [1:48:25] ... and that's already either being built as we speak [1:48:28] or will be being built ... so I again I'd [1:48:32] I'd be happy to provide further examples of how we're [1:48:34] already working collaboratively in order to address housing challenges I [1:48:38] think do we have ... have more work to do [1:48:40] absolutely I think we can do that through a continued [1:48:45] collaboration coordination with ... with local missile staff [1:48:50] good how anyone else [1:48:53] now thank you very much ... [1:49:15] with all the health services mental health services treatments that [1:49:19] we are able to provide in the city of on [1:49:21] sound we know there were the ... catchment area for [1:49:24] gray and probably Graham Bruce and perhaps further as ... [1:49:28] people command that ... that need help and ... so [1:49:31] we certainly appreciate being able to work with the county [1:49:34] on these ... issues and ... [1:49:37] and ... spread the obstinacy spread the responsibility but I [1:49:41] think it take advantage of the expertise really at the [1:49:44] uh county on housing and social services and ... being [1:49:48] able to do a to in one place really benefits [1:49:51] that people in need in ... in our community and [1:49:54] read across grey Bruce all I I think a you're [1:49:56] quite right this ... this document is going to be [1:50:00] good for all of grade not just hand over and [1:50:03] our own sound as we ... help others from across [1:50:06] the ... Mister [1:53:01] Fisher went down and ... received ... the two awards [1:53:06] and ... so I wanted to take a moment to [1:53:08] to acknowledge that to acknowledge him again his staff [1:53:12] these awards are important [1:53:15] Ed chords are big this is the third one receiver [1:53:19] received one a couple of years ago from ... [1:53:24] are you most there we go I blanked the ... [1:53:27] are you most campaign ... it's important for us to [1:53:31] get feedback from our peers in the economic development world [1:53:35] another municipalities allows us to measure our programs and to [1:53:38] get feedback and ... see how we're doing with these [1:53:41] and to win awards is pretty special [1:53:45] the city work from home capital of Canada initiative won [1:53:48] this award in the workforce development and resident traction role [1:53:52] category this initiative was created to capitalize on the desire [1:53:57] and ability of people to work from home on a [1:54:00] more permanent basis during the global pandemic [1:54:04] now as we continue to move out of the pandemic [1:54:06] in the ability for people to work from home becomes [1:54:08] more commonplace the city has proven itself to be a [1:54:11] great place to live and work remember at the time [1:54:15] just as COVID was kicking off going to a Mr [1:54:17] Simmons I think we've got an opportunity here we need [1:54:20] to ... wanted need to go after this and it [1:54:22] wouldn't have been anybody's work plan staff pivoted again reacted [1:54:28] quickly to the opportunity and ... and put this ... [1:54:31] project together [1:54:33] I up note the judges notes [1:54:37] work from home capital of Canada this initiative and campaign [1:54:40] was brilliant and rose above the others in Canada [1:54:44] great to see Brian from the merit to what wasn't [1:54:47] too hard for the matter to buy into a program [1:54:49] that was at this as good as we all did [1:54:51] done and council's supported it [1:54:54] [1:54:56] it's nice to see is confidence in economic development staff [1:54:59] and that's ... I can confirm that second person says [1:55:02] pretty well the same month the best across Canada well [1:55:06] known across the GTA just the excellent media coverage ... [1:55:10] which ... we picked up on that ... [1:55:14] strong success attracting media for this ... bold initiatives so [1:55:18] ... this is the warden gonna hand it back to [1:55:22] brand to ... did the ... work on it ... [1:55:24] along with that B. C. Hughes and ... got this [1:55:28] award put put together the whole program put together the [1:55:31] ... the media contacts and ... all those things and [1:55:34] ... gotta so much attention right across the country so [1:55:40] [1:55:43] right now [1:55:48] next one is the a river district action plan a [1:55:51] collaborative marketing branding an action strategy between the city won't [1:55:55] sound of the river district board of management which took [1:55:58] home the Edgar Award in planning and strategic development we're [1:56:02] all category so I'd like to acknowledge ... chair Dave [1:56:05] Parsons of the uh river district board of management who [1:56:07] is here with us one [1:56:11] welcome Dave [1:56:13] a river district action plan was developed in partnership with [1:56:16] the river district board of management firm like the D. [1:56:19] I. A. and then consult Asian with businesses residents and [1:56:22] visitors the three year branding and marketing action plan created [1:56:26] a refined identity and strategy with clear actions in objectives [1:56:31] ... that was supported by which has supported the revitalized [1:56:35] ation of the city's core Mr operator I think most [1:56:38] people in council but maybe people at home don't know [1:56:41] the vacancy rate in downtown right now is eleven point [1:56:45] five think about we've just come through COVID that's one [1:56:48] of the lowest numbers we've had in several years and [1:56:51] I think that says it just shows you ... the [1:56:54] good stuff that's going on downtown and ... the way [1:56:57] businesses ... reacted ... to COVID over the last several [1:57:00] years we've seen incredible investment the river district our community [1:57:04] improvement plan has been utilized to its fullest and we're [1:57:08] moving forward with phase two of the river precinct project [1:57:12] I think we can all agree that a wonderful that [1:57:14] what are wonderfully important space the farmer's market square has [1:57:17] become in our community [1:57:20] ... chairperson on behalf of the city would like to [1:57:23] thank you [1:57:25] ... the river district board of management and all of [1:57:27] the river district businesses ... for your resiliency commitment to [1:57:31] working together to make one sound a better place to [1:57:34] live and do business [1:57:36] so I'm pleased on behalf of the ... [2:03:48] advocacy priorities so the association of municipal clerks and treasurers [2:03:52] of Ontario released a document outlining three priorities for the [2:03:56] provincial election [2:03:58] those parties were reviewed against the priorities identified within the [2:04:02] city's inter governmental relations action plan and of those we [2:04:05] found to the line so those are the two that [2:04:07] we're asking council to endorse a read them briefly the [2:04:11] first one is priority one municipal resilience require stable predictable [2:04:15] funding and investment and within that there's three bullets party [2:04:19] to support continuous improvement to strengthen municipal provincial partnership with [2:04:24] the not there's four bullets so I'm happy to take [2:04:27] any further questions that anyone may have related to those [2:04:30] recommendations councillor dot [2:04:34] thank you where survive no general questions so you that [2:04:36] you just did so well so thank you so much [2:04:38] ... but I would ... move that recommendation it is [2:04:41] nice to see that we are working in moving forward [2:04:43] with a a program such as this ... knowing that [2:04:45] we have our inter governmental ... report that we are [2:04:49] working on sieve covering over things like insurance and trying [2:04:51] to find stable funding ... this is a great report [2:04:54] for us all to work in unison to try to [2:04:56] to recognize the fact that ... sometimes in the past [2:04:59] grant fundings were ... this is fairly done on an [2:05:02] equal level based on big municipalities to lower or smaller [2:05:05] municipalities urban versus rural so having a general more stabilized [2:05:10] ... funding opportunity for us ... CIF which and ... [2:07:42] it's for ... roadway reconstruction approximately from twenty street north [2:07:46] of it includes full urban ... cross section with curb [2:07:50] and gutter pay shoulder sidewalk reconstruction and associated retaining wall [2:07:55] as well and the whole works area [2:07:57] of the the cost of the project ... came into [2:08:01] a total bid of three point eight nine one million [2:08:03] from the mac Donell excavating others a breakdown on the [2:08:07] third page regarding the the cost breakdown for the project [2:08:11] ... there are some issues with the city portion of [2:08:14] the cost break down the ... the sanitary sewer ... [2:08:17] forced me that's part of the project came in much [2:08:20] above estimates and regards that city staff ... good sold [2:08:25] in the contractor gonna work on of submit more innovative [2:08:29] construction techniques techniques to get that price down but it's [2:08:34] I should point out it was much above the ... [2:13:49] is your where council at your the mental health and [2:13:51] addiction task force and during the very first meeting I [2:13:54] had suggested a change in the curriculum in our schools [2:13:58] beginning in grade seven or eight in an effort to [2:14:00] educate our kids on the dangers of smoking cigarettes chewing [2:14:04] tobacco [2:14:05] drinking alcohol and experimenting and drugs [2:14:09] it was then that we as a committee received an [2:14:11] education of our own in total agreement of the idea [2:14:15] Dr are explained that we need to start this at [2:14:18] age zero [2:14:21] we have far too many children brought into this world [2:14:23] and being raised with one parent or growing up witnessing [2:14:26] addiction first hand and missing out on important teachings being [2:14:31] taught the basics such as good manners and morals looking [2:14:35] a person in the eye the firm handshake treating people [2:14:38] with respect treating women with respect there are so many [2:14:42] of our kids that don't have the support or have [2:14:44] that role model home [2:14:47] at the April nineteenth committee meeting the task force approved [2:14:50] the following resolutions [2:14:53] where as mental health challenges can occur early in life [2:14:57] with children often not having the understanding about what mental [2:15:00] health is supports available and how manage how to manage [2:15:05] mental health in their daily lives and whereas building resilience [2:15:09] early in life is an important aspect of promoting mental [2:15:12] wellbeing and whereas there is strong evidence of the importance [2:15:16] of focused education on mental health the target children to [2:15:19] build resilience at this age group including identification prevention intervention [2:15:26] and support [2:15:27] now therefore be it resolved that the mental health and [2:15:30] addiction task force on behalf agree county council request the [2:15:34] minister of education implement a mental health [2:15:38] education curriculum beginning in primary school to provide children with [2:15:43] the necessary tools to support ongoing resilience and mental wellness [2:15:48] and that this resolution before to to all great county [2:15:51] municipalities for support and that due to the timing of [2:15:54] the upcoming provincial election this resolution before to the minister [2:15:58] of education and copied to the minister of mental health [2:16:02] and NPP's bill Walker and Jim Wilson ahead of council [2:16:05] approval in accordance with section twenty five point six on [2:16:09] the county's procedural bylaw [2:16:14] so this resolution [2:16:16] is already in the hands of the provincial government and [2:16:20] will be in the queue before the provincial election [2:16:23] one has to hope that regardless of who wins the [2:16:26] election the be enough common sense to bring this to [2:16:29] fruition [2:16:30] MPP bill Walker has already talked to the minister of [2:16:33] education about the really the resolution and received a very [2:16:37] positive response I look at this is a game changer [2:16:40] an opportunity to fill a void for our children [2:16:46] my second item the climate change action plan was presented [2:16:49] to county council engagement of the plan was overview it [2:16:53] involved online surveys virtual meetings written submissions and online gateman [2:17:00] there is discussion on the declaration of an emergency which [2:17:03] resulted in gray county council declaring a climate change emergency [2:17:09] it was noted that municipalities are well positioned to respond [2:17:12] to climate change in that over fifty percent greenhouse gas [2:17:16] emissions are under the direct influence of local government according [2:17:20] to the federation of Canadian municipalities [2:17:23] staff have identified the grey county is on track to [2:17:27] achieve net zero by two thousand forty six [2:17:31] with that I would ask city manager Tim Simmonds to [2:17:34] set up a presentation from Greene County staff laying out [2:17:37] the action plan including emission reduction targets I would also [2:17:42] ask the report will follow including the declaration of a [2:17:46] climate emergency I suggest declaration not in the sense of [2:17:50] panic or overreaction but as a solid commitment to follow [2:17:54] the lead of grey county and do our part in [2:17:57] achieving net zero by two thousand fifty this will give [2:18:00] our council members lots of time to think about the [2:18:02] process with that you worship I would never see that [2:18:05] verbal reports [2:18:11] I'm [2:18:13] the Springfield is asking if it's a notice of motion [2:18:15] but I I'm [2:24:54] ... for information purposes committee recommends approval of an updated [2:24:59] fireworks bylaw which adds to Wally to the permitted dates [2:25:02] to it due to its cultural significance and definitions of [2:25:06] owner and occupant ... to the bylaw to assist in [2:25:09] Forsman of the bylaw as well the fire bylaws recommended [2:25:13] to be updated substantially the same the updated bylaw also [2:25:17] includes definitions of various types of dwellings and owners and [2:25:20] occupants to assist in enforcement it also includes restrictions placed [2:25:25] on flying lanterns a recreational fires a townhouses and multiple [2:25:29] dwelling units [2:25:30] received for information was the two thousand twenty one B. [2:28:29] eight D. one [2:28:33] so this is the are the minutes of the April [2:28:35] twelfth meeting committee reviewed in assessment of fourth Avenue West [2:28:40] from fourteenth street to twenty third street regarding traffic flow [2:28:45] it was recommended to be forwarded to budget for consideration [2:28:48] of a stop sign on twenty third street west westbound [2:28:51] approaching fourth Avenue which now exists as a three way [2:28:54] stop that scenario does create confusion for both automobiles and [2:28:59] pedestrians also part of the report is to create a [2:29:03] four way stop at nineteenth street west and fourth Avenue [2:29:06] this intersection is poor sightlines and has been the scene [2:29:09] of severe accidents in the past police in engineering services [2:29:13] both provided insight into the preparation of this report and [2:29:16] the recommendation [2:29:18] committee was supportive of the road resurfacing list for two [2:29:21] thousand twenty two as provided and funded within the seven [2:29:25] hundred thousand dollar budget [2:29:27] these projects respond to any valuation of the municipal roads [2:29:31] which assessed a numerical value for the pavement condition of [2:29:35] each road based on the assessment twenty two percent of [2:29:39] the city's paved roads are in excellent condition thirty nine [2:29:42] percent are in good condition twenty eight percent in fair [2:29:45] condition three percent in poor and eight percent in very [2:29:49] poor condition applied against the strategic plan of having a [2:29:54] percentage of roads with the pavement rating of sixty five [2:29:57] percent or better the percentage of roads in this condition [2:30:01] increase from fifty five percent in two thousand nineteen to [2:30:04] sixty one percent in twenty twenty one which is in [2:30:07] line with our current ... with the strategic plan goal [2:30:11] this data is used to update the ten year asphalt [2:30:14] resurfacing plan the updated annual required investment noted within the [2:30:18] report to be spent ... annually currently is one point [2:30:22] one million seventy eight thousand dollars ... to continue to [2:30:26] close the gap on our road needs [2:30:29] committee received for information the annual ways our treatment plant [2:30:32] report this report is in compliance with provincial legislation and [2:30:36] noted that the average daily flow was fifty four percent [2:30:39] of plan capacity ... on the average daily basis [2:30:43] there were two major in six minor overflow events due [2:30:46] to the wet weather as council is aware the city [2:30:49] received provincial funding of one hundred ninety two thousand dollars [2:30:52] for sewage overflow monitoring and related works this ... also [2:30:58] response to a question from committee regarding acknowledging potential heavy [2:31:02] precipitation storm type events what may be the highest needs [2:31:07] the reply was to continue the investment in our sanitary [2:31:10] resigning and our storm water diversion works to lessen wet [2:31:14] weather system demands ... in our system [2:31:17] I was skipped item E. [2:36:47] in the yet in determining to go back to the [2:36:50] thirty minute service as [2:36:53] as a you know for transit I guess as a [2:36:56] benefit to our residents [2:37:01] through your worship [2:37:03] my concern is that the decision was made with finances [2:37:07] has the primary core motivator and I really want to [2:37:11] encourage us as we move forward with future transit decisions [2:37:16] that this serves the public it's a transit is meant [2:37:20] to serve the public it's not necessarily a nice to [2:37:24] have it's a need to have so I certainly support [2:37:29] the change I believe that thirty minutes service is essential [2:37:34] for everyday living for those who are perhaps into a [2:37:38] situation where they don't have much choice ... they're not [2:37:42] privileged to be able to have transportation in other ways [2:37:45] or their limitations or such so as we move forward [2:37:50] again it is about moving people not just dollars and [2:37:53] I encourage us to continue with that lands [2:37:57] as we move through future contracts thank you [2:38:04] councillor Greg Agnon I'm worried that there's a little bit [2:38:07] of Confucianism blessing of the discussion council as a group [2:38:12] we're trying to save money and cut back to a [2:38:15] one hour service [2:38:17] and then once we got the new contract and there [2:38:20] was savings in the new contract we didn't need to [2:38:23] go to that we could maintain the half hour service [2:38:26] because of the ... the better contract I got that [2:38:29] right so we go back to by half hour that [2:38:31] we always wanted but ... it with the new contract [2:38:35] we could we didn't need to make that cut to [2:38:38] one hours at Akron [2:38:40] that's correct and I I should have noted to that [2:38:42] originally back in November ... [2:38:45] operations committee had been notified that the R. F. P. [2:51:01] there is also ... others ... involved in the clean [2:51:05] energy sector and related businesses and agencies such as ... [2:51:09] ... [2:51:10] batteries hydrogen etcetera [2:51:16] [2:51:17] we had a very good reaction from those who we [2:51:20] spoke to ... we have a great opportunity here to [2:51:23] take advantage of the clean energy frontier program which is [2:51:26] ... lead because of the through the nuclear innovation institute [2:51:30] and focusing on growing ... energy storage needs here [2:51:35] as we try and go to ... to net zero [2:51:39] ... [2:51:41] electricity and and nuclear generated electricity as are our best [2:51:46] hope and then how we store that energy when there [2:51:49] is an overabundance of ... energy produced because I can't [2:51:52] just turn on the machine at night and how we [2:51:54] capture that how you store and how you use it [2:51:56] during the day when the demand goes back up nine [2:52:00] go back to our Rocco Rossi at the as James [2:52:03] Ridge AGM who talked about ... to get to natural [2:52:07] and eliminate our dependence on ... carbon fuel ... we [2:52:11] need three times the electricity system in Ontario to meet [2:52:15] the potential daytime demand so he's talking about three Niagara [2:52:18] Falls [2:52:20] three Bruce power's three Darlington's and three times the volume [2:52:24] of ... wiring and delivery system that is needed to [2:52:27] get there so with that we need to ... know [2:52:31] and learn and ... except that we're going to have [2:52:34] to store surplus energy and ... put it back into [2:52:37] the ... system ... [2:53:06] sixty percent of the things that have been sterilized for [2:53:10] Colbert over the last two years around the world have [2:53:14] been sterilized with ... with isotopes from Bruce power [2:53:18] ... there are other newer isotopes that they're using ... [2:53:22] that will be used for treatment of cancer the whole [2:53:26] held up in certain look like two little pans too [2:53:28] little metal things that ... are ... isotope [2:53:33] targets I guess you'd call them contained within those is [2:53:37] enough isotopes to cure a couple hundred people of cancer [2:53:44] phenomenal phenomenal and they're going to be able to continue [2:53:48] to pull those are they developed a new way for [2:53:50] his power to be able to extract the more often [2:53:53] most of these isotopes I'm gonna go on for an [2:53:55] hour most of these isotopes only have a about a [2:53:58] seven day shelf life for half life ... a lot [2:54:02] of them have to be flown to ... to ...
