[0:00] Yeah, I'll show it to you. It's [1:14] Huh? [1:18] » Yeah. [1:22] » Ready? >> All right. It's 7 o'clock. We'll call [1:24] the meeting to order. Any approvals, additions, or deletions [1:29] to the agenda? [1:34] Does everyone have the opportunity to look at claims? [1:38] Can I get a motion on claims? >> Second. [1:42] » All in favor? [1:46] » Has everyone had the opportunity to look at the minutes from August 17th, August [1:51] 24th, and August 31st? [1:56] » Yes. I'm just [2:01] » Can I get a motion on those minutes? >> I'll make a motion. [2:09] » All in favor? [2:16] » Moving on to disconnects and extensions. There at the top of your packet, there [2:22] is one extension letter. [2:38] Do you want any explanation what I was getting at on these? [2:41] » Yeah. Yeah, if you could. So, on the disconnects, um, generally those are [2:47] done first thing in the morning and then they've got all the way to like close at [2:51] 3 to come in and pay. We have a lot of people that do that. [2:56] » Um, and I think I know there's at least one more I'm able to mark off here, but [3:02] given the list and Eli's not usually on Wednesdays, I know I think he was going [3:07] to ask Austin if it was okay to come in tomorrow because Dan Patch and trying to [3:11] get things ready for that. Um, but with his timeline, he's usually out of here [3:17] by two. Um, I'm just more concerned that even if he gets through the list, is [3:24] that going to be enough time? If somebody comes in at three, he's not [3:27] going to be here and we can't turn them back on. [3:32] » You have to do it within 48 hours of the meeting. So, yes, you could turn around [3:36] and do it Thursday, but if he's taking samples or anything like that, we're [3:40] again in the same situation if he's the only one. Um, but this is an audible [3:45] thing. So, if you guys decided to just not do disconnects, you guys need to [3:52] make that decision. I can't. So, [4:01] » disconnects. >> Yeah. [4:03] » Can I get a motion on that? >> I'll make a motion. [4:09] All >> in favor? I [4:24] All right, moving on to department department reports. Clerk treasurer. [4:30] » So, some things I have the office is going to be closed [4:34] for the construction meeting. I'm not sure the date. I went and looked it said [4:37] the 21st on a Wednesday and that's a Monday. So, not exactly sure what day [4:42] the I know it's usually Wednesdays. [4:51] » So, it should be that weekend. >> 21st. [5:00] » 21st is a Monday. >> Yeah, but it says on the Wednesday the [5:04] 21st. So, >> and I just noticed it before. So, yeah, [5:07] I'm thinking it's probably that day. I don't have anything on the 23rd on my [5:11] calendar. >> It's usually 10. [5:14] » Yeah, >> let's assume it stays the course. [5:18] » You hear anything different? >> Zoom in. I'll have that posted for when [5:22] I'm >> You got a coun, right? [5:25] » Yeah, that's usually what we try to do. [5:32] » Um and then um we'll also be closed the 29th through the 1st for conference. [5:38] I'll be gone too. And that's it for September. Um the [5:43] August bank wreck is complete. That is down the table somewhere. Um did want to [5:50] discuss with you guys the holiday list for 2027. I've given you guys a list of [5:56] proposed dates. The first top of that list is um when the Federal Reserve is [6:01] closed and that's what we kind of based off of last year. And then down at the [6:05] bottom there's another shorter list of some that you guys have given off or so [6:10] don't need a motion today of approving them for next year. Just if there's some [6:15] on there you you guys are like no there shouldn't be a holiday or anything to [6:19] add. Um and then I'll list those on to the salary ordinance next month when [6:24] when we get that ready. Um and that'll be with hopefully with the [6:30] budget. And speaking of the budget, the last regular meeting I think that we had [6:35] um had gotten that news about from Bill Jones that was handling the [6:40] fire territory saying to hold off on doing the hearings and adopting the [6:46] budget until next month. Um did get in touch with [6:51] DGF, the director up there to kind of get an idea of what her thoughts were on [6:57] it. Um they don't have the numbers yet. They are swamped. they're still behind. [7:02] Um, so the options were to go ahead with thinking yes, the territory is going to [7:09] get approved and the numbers that are estimated, we go ahead with that and [7:13] then if it comes back that they're not, um, [7:17] then you we would just have to they're going to lower the budget and then we're [7:22] going to have to work everything out in into what what is available. [7:28] um that would be better than advertising [7:33] lower and then having and then not getting any and then having to do [7:36] additional appropriations next next year. So if we just go high and they [7:41] don't approve it, then we just rework with what we what we get. Um but that's [7:47] that's up to you guys. But I do if we're going to do that and this is another [7:52] reason why I say go ahead with where we're at and sticking with September [7:56] versus October is because when we put it up to advertise the plan right now is to [8:00] do that on the 11th and 10 days later is the public hearing. So we can do that at [8:05] the regular meeting on the 21st and then the adoption can be on October 5th at a [8:10] regular meeting because you have to do another 10 days after that. If we push [8:14] everything, then you're looking at the 21st, the 5th, you know, later in. And [8:20] this has to be done by November 1st. You guys have to adopt it. If there isn't a [8:25] forum at the public hearing, you kind of have to start over. You got to [8:28] readvertise. Wait another 10 days. Wait another 10 days. [8:31] » Run into problems. >> Yeah. And if it doesn't get if a budget [8:35] doesn't get approved by November 1st, you have you're going to get last year's [8:39] budget or this year's budget, which is considerably less than what we're going [8:43] for this for next year. >> I think we stick with the [8:48] » Yeah. >> original plan. Yeah. We need to [8:51] readjust. >> Um, [8:56] we talked a little bit the SRF dispersement forms. Um, [9:02] Simeon will be here at the next meeting if you guys wanted to wait and go over [9:06] those. Also, because that change order six, he had talked about it, but it [9:10] wasn't on the agenda, so it didn't get approved last time. There was some, uh, [9:13] discrepancy in the numbers in that. So, um, I've given that information to Rob. [9:20] So, >> I just sent it to be prepared to get it [9:23] cleaned up. Perfect. [9:25] » So, we can probably if you guys wanted to table uh the dispersement 41 change [9:30] order number six until the next meeting. Um [9:43] then the park committee has a couple people here and I know that they're [9:49] going to they have some requests that are on here. Um, one that I wanted to [9:53] discuss was the request to seek out another grant from the Benton County [9:58] Community Foundation. I have been talking to Andrea over there. Um, there [10:03] were some not sure with the last grant how to [10:08] handle I have reached out to state board of accounts with my questions to make [10:12] sure that that that we're doing that correctly. Um, they got back with me [10:17] today asking some more questions. I gave them some more information. So hopefully [10:21] that will go fairly quickly. Um Andrea is aware that I'm asking these questions [10:26] too and she's comfortable with, you know, waiting till we find out from [10:30] state board of accounts what their stance is on it. And she did say as well [10:34] that um there's a little bit of leeway too on [10:39] that on that date. So hopefully we can get everything resolved in time for you [10:43] guys to do that >> in time. [10:45] » Right. Or Yeah. >> Great. and still be in in for that if if [10:50] state board of counts works out that way. [10:56] And with that, there was some with the community foundation. I know they're [11:01] looking at other things too, not just with the committee, but with [11:05] organizations that work with the town, how those things are working. Um, as [11:09] well as there is a town fund over there for fire that dispersements have been [11:16] going directly to fire that should not have been. So, there's a little bit [11:20] extra cleanup that's going on over there that needs to happen before we continue [11:26] with those. Um, think on here, Don Johnson, [11:33] he had made a personal payment on paint. You guys had [11:37] approved that. Manard's I've got his receipt in here um for that approval and [11:43] I did get a W9 from him in case to try to use the town resources but we had to [11:51] uh talked about the holiday schedule. The conservation and soil district had [11:58] called me. They said they do this every few years. They have a tour bus that [12:03] comes out and they use the parking lot out there at the school. People will [12:07] come out, they'll park their car, they join the tour bus, they take them around [12:11] and at the end of the day they come. So some cars will be parked out there and [12:14] then they'll come pick up their cars. The town building sign in sign out [12:21] sheet. Um that was something that talked with Tina about. I can't remember if we [12:26] talked about it as well, but having that at each of the buildings so that we can [12:30] see who's going in and out since we have contractors as well as employees and [12:35] just having a if that's something that you guys wanted to do [12:39] » anyone Monday through Friday all day coming in [12:43] » even on the weekends like when they're doing well is it just to state who's [12:47] who's in the building >> even residents coming in everybody that [12:50] comes in and out the doors or sign into the building when it's not open [12:54] » your employees Yeah, [12:56] » because the Yeah, [13:01] » public works building, that sort of thing. [13:03] » Um, Cindy and Tina worked on that new hire checklist. We've got a copy of that [13:09] with a with the town letterhead on there for you guys to look over and approve if [13:15] that looks okay. [13:19] Salary ordinance. We have two salary ordinances on here today. The first one [13:24] is strictly for um [13:31] Gerard Travis. [13:33] » Oh yeah, >> for the new hire. Um you guys had [13:37] mentioned$1550 for him. So that is what I put on that one. And that's the only [13:45] that in the end the full time that we thought we were going to get. So that [13:50] can always change later if you guys decide to change it. It's not hurting [13:53] anything being on there this one. >> And then the second salary ordinance [13:57] amendment is there was a request um for Eli to be [14:03] bumped up this year. I did make it separate because we need to make sure [14:07] that we get Travis um a set amount in there and that one starts the 31st. This [14:13] is with that pay raise for Eli um starting this next pay cycle. [14:20] And because if Tina were here, she'd have to abstain in if we didn't have [14:24] enough, it was just easier to do it that way. [14:30] And I will say with doing this, if you guys approve this, [14:36] because the seasonal person was taken from the deputy clerk position, that [14:41] position was able to take out of all three funds. The mower you can only take [14:45] out of the general. So, there is nothing left to for the other employees. Um, and [14:51] then the other reason why it was on there is because you're only doing one [14:54] employee and not the other two if you're giving a [14:59] raise. [15:10] And I know Mar Aaron's going to talk more about the Marshall patrol car. You [15:15] guys have all those quotes in there plus outfitting and he'll go over that. Um [15:20] the co-op request for Damp Hatch Bingo. Last year you guys gave 50. We do have [15:29] that and more in the promotions bill. So, [15:33] I'll find that for you guys in a moment. Um, [15:39] we talked about the dispersements and the grant. [15:43] I think that is all I have for you guys. Sorry, [15:48] it's so long. >> Did we talk about the [15:54] engineering agreement amendment eight? So that one Rob will go over. He's here [15:59] to go over that one. Um I do have one other thing. There is we're required to [16:04] do the regional water planning meeting every year. I did it last year. I was [16:09] really hoping we'd have somebody to pass that on to this year. They have one [16:12] September 30 30th in Loganport. I will be out. So I can't get to that one. Um [16:18] but if we don't have anybody by October 27th, [16:21] that one's in Monizuma. So, I'll go >> Logan Sport. [16:29] » I'm on either of you do anything on the 30. [16:35] » I know. >> Would you be able to that? [16:39] » Yeah. I'll I'll send you because you'll have [16:43] to RSVP and all that for it [16:50] » and I'll get I'll get you date date and time and all that stuff. [16:58] » That's it. >> All right. [17:01] Thank you. Austin is not able to make it. So, we did we don't have anything [17:07] public works I asked beforehand. Um, Aaron. [17:13] » Okay. So, after the last budget meeting, I was able to gather some quotes for the [17:19] new patrol vehicle. That would be to replace the 2015 Dodge Tango that we [17:25] have for our deputy. So, I've presented three options to you guys to to go over. [17:33] I'll just kind of quickly summarize them. [17:36] Um, the first one is going to be a Chevy Auto [17:43] that comes in at 575. [17:47] And then they said a basic outfit price would be after the outfit would be 74 [17:57] five. Then the other two options are Ford [18:02] Explorers. their outfitting charges are less [18:06] because they're a smaller vehicle. So, there's two options on going forward. [18:11] Um the first one is basically buying the Ford [18:17] as it is before it's been outfitted. That price is 50,700. [18:24] After we out it um they told me to pay about 15,000 for that one. So that would [18:31] be around 65,000. Uh the third option and this one's also [18:38] a board. It is [18:42] already been outputed. Um a department ordered it then they [18:48] couldn't come up with the funds for it. So it's just sitting. Um because they [18:52] need it gone. They're going to give us a discount of 1,500 on it. So for $59,000 [19:02] we would get a Ford Explorer that's already outfitted. [19:07] Um and then [19:11] I would like to add to that to that board. I would like to add two two [19:17] features. One would be like a single transport case in the back and then some [19:22] storage racks that I have on in the back. That cost is 5,300. [19:31] Um, and in whatever vehicle we do choose, I would like to add a dash cam [19:37] that I have in my vehicle 33. [19:42] So you guys can look them over, but the um [19:46] I talked to those with Preston and I think the uh the close that we're kind [19:52] of leaning towards would be the third one where it's the four that's already [19:56] been outfitted. Um because it's [20:00] we're getting almost a $2,000 discount and it's already outfitted. So if we do [20:06] add those two features to it, he said it'll be done in 10 days. or if we don't [20:10] have those two features, we can literally just it's ready to go right [20:15] now. >> I personally be hard into that one, but [20:19] I think that they could do better. Is there any negotiation in that one? How [20:23] many people do you already pref? >> I was going to add to that. Uh we [20:31] have gotten some of our vehicles from them and have a decent relationship with [20:36] them. So, um, I'm assuming this top member you have [20:41] like a direct contact for him. >> I do. [20:43] » If you could I'll get that from you at the end of the meeting and I'll see if I [20:47] can talk with him and see what we can do. [20:49] » And then >> Yeah. When we were on the phone the [20:53] other day about it. Um, we're getting ready to get rid of vaults out of our [20:58] cars actually, which is the exact same thing that I I run in um mine. [21:04] » Okay. And I'm assuming because you mentioned a [21:08] vault for rifles and whatnot, right? >> Um I'm assuming they would be heavily [21:14] discounted. I think a vault's like $1,800 [21:17] brand new. Um so I could get a price on that from Peru and see if we could get a [21:24] deal on something like that. And uh yeah. [21:31] » Okay. Um but yeah that that third option after um [21:38] even if we have the luxury um that came in like 67 which um [21:47] I think it's the best deal we're probably [21:52] again I didn't look at the upfitting but that is this is without a cage at all [21:57] correct >> a quarter cage [22:01] You got to have that, >> right? So, [22:07] » cool. Yeah, I'll get that from you and I'll reach out and see what we can get [22:13] going. We can get something better on price. [22:18] » Okay. >> But I like that third one. [22:21] » I agree. >> As well. So, um, [22:26] » and then just besides these these clothes, um, the only thing else I have [22:29] is we got Vampatch weekend coming up and I do have me and Preston both scheduled, [22:35] but we have Max covered for the weekend. >> One more thing on the vehicles. Who has [22:43] done your most recent graphics? >> It's um, [22:50] I can't remember the I can look it up. They're they're associated with the JTN. [22:54] Okay. Outfitters. It's who like they always take them to. So, it goes from [22:58] the dealer >> the JTN and it's just right down the [23:02] road from I can't think of the name right now. [23:05] » You have an idea as to what that's going to cost. I I don't yet. I haven't [23:11] discussed the details, but I want to say off the top of my head, um, when we got [23:18] my vehicle done six years ago, I think it was maybe like in five range, [23:24] » I think. Don't quote me exactly. You're you're [23:29] fine. If you reach out to them and just see that way, we can kind of add that [23:35] collectively into the number. >> Sure. [23:38] be awesome. Cool. Thank you. >> Anything else? [23:44] » No, that's all I got. >> Perfect. [23:47] You guys have anything for any? [23:52] » I do not have anything from the fire department at the moment other than the [23:57] extinguishers um email [24:01] » that was going back and forth. >> The PO. [24:03] » Yep. Okay. All right. That'll work. Moving on to business guests, [24:08] Commonwealth, Rob. >> Uh, thank you. I guess before I jump in, [24:15] um, I do want to take the opportunity to introduce, uh, Tina and the council of, [24:20] John Stannisburg. Um, Marines paid their dues and looking [24:25] to retire within about a year. Um, this area will become part of John's [24:31] territory. So, John's a new Marine, not as pretty. [24:35] Not sure if he's as feisty as she is yet either. That's to be determined. But I [24:39] did want to introduce John to you folks. >> Um, as with Marine, if there's ever any [24:47] issues and you feel like you're not getting treated the way you want me and [24:53] my team, then this is your sounding board because he'll make sure it gets [24:56] sent by real quick. So, um, we'll start seeing him more at meetings, but, uh, [25:03] tonight was kind of the first opportunity we had to bring him up to [25:06] meet you folks. So, >> thanks for coming. Nice to meet you. [25:11] » Um, I guess with that [25:16] to close the book on your fire department discussion, I was told that [25:19] that me getting buttoned up this week or getting [25:23] inside the building. They end up going with the one inch meter, I believe. [25:26] » Okay. Um, perfect. Did we navigate the 4 to one issue with? [25:35] She's still looking into it. >> And I'll make sure to mention so she'll [25:39] have something for that for the next meeting [25:42] » because I believe that's still going through the 4 inch. [25:45] » Yeah, right now process of >> all like the domestic stuff inside, [25:53] right? kitchen, bathroom go through the latch, [25:56] » but it's got to flow through the four to get to the one. [26:01] » I believe that's how the plumbing is. I didn't get the same [26:04] » the the four is >> stubbed up through the the 4 inch main [26:09] coming out of the ground. >> So, it's 4 foot high right out of the [26:15] floor at the 4 in and then the 4 in flows up and then the one in comes over. [26:20] » Did they not decide to put in a separate one outside? [26:24] There is not a separate one outside. >> So, we wanted to get the all the [26:30] internal normal, right? Domestic whatever [26:34] residential type usage, >> I guess. Here's a here's a [26:38] » you have the other way. If the other one's there, I would keep it because you [26:41] can subtract two for your water loss to know what's [26:44] » Yeah. So, we talked about that, but the problem being how we navigate the 4 in [26:51] being running the the one the one in flow is still coming through the 4 inch. [26:55] Obviously, it's >> so how we would [26:59] » the only the only thing I can think of like thinking outside of the box is [27:03] moving the four past the one. >> They may have already accounted for [27:09] this. I guess let me find out and make sure [27:13] » because that's on her end >> when she sees that in the system it's [27:18] going to be weird. >> Did that orange get swapped out? [27:21] » I don't believe so. >> I don't believe it has. No, it hasn't [27:24] because I would have seen it in >> just [27:29] over the [27:34] gone in to read it before. I mean, if there's a way to disable it from [27:39] communicating here, >> but still be able to take readings out [27:43] there, let the one in communicate in here. [27:46] » Yeah. It wouldn't communicate. No, because it would just have to be looked [27:49] at for like you said one and just orphan it as a [27:54] » I don't think the fact that it's there is going to impact the accuracy of one. [27:59] » No, no. I think it just might make the flow on the pore be a little wonky [28:04] when it comes to reading. >> But if it's [28:07] » But I guess you can sub. The reason I say that is because [28:11] the water flowing through the one inch is going to be a different flow than [28:15] right the 4 inch. It's going to be a lot less [28:18] flowing through. >> Well, it is, but it's it's an accuracy [28:24] thing. You should get a more accurate reading through the one than the four [28:27] because the volume >> the volume isn't the volume is what it [28:32] is, right? It's going to pass through the pore, [28:35] » but it's only going to be at a rate that's being discharged out of whatever [28:41] faucet or the toilet or whatever they're using. [28:44] » Yeah, >> that's the rate, right? Whatever's [28:46] coming out is the rate that's moving through the pipe, right? [28:49] » It's an accuracy thing. At that point, bigger meter is going to have a harder [28:54] time reading smaller flow and smaller meter. [28:57] » Correct. >> So, as long as it's not communicating [29:00] here and playing games with her system, then for purposes of like water loss [29:07] auditing, as long as somebody can go out there [29:11] once a month or whatever, just get physical reading on it, write it down. [29:15] Correct. >> Then that's all we're really worried [29:16] about for building purposes is what's going through one. [29:19] » Yeah. [29:22] asking the top. >> Perfect. [29:26] » So, there's that. Um, we messaged over the past week. [29:33] » I appreciate that. >> Yep. [29:36] » Um, so that's done. Um, [29:44] Tina, there was some other odds and ends that I don't know if I need to. I know [29:52] you you and Simeon are working through several things. Um, and I don't know if [29:58] that says we'll work through it at the next construction meeting after you guys [30:02] continue the dialogue. Um I know that in response to [30:08] um one of the residents about potential reduce pressure, somebody's working with [30:12] that was on that getting that resolved. Um [30:17] I know the full council's not here tonight. [30:20] Before I jump to my amendment, was any additional thought given to the 306 [30:27] South Crown or the 109 North Howard with respect to [30:32] getting away from individually metered units and doing a master meter with the [30:38] building? [30:42] » I know I have not had that conversation. that was um when that was brought up, [30:47] Ingred was here and I haven't heard anything as far as getting that done. [30:55] » Probably wait take her back. >> That's another one. I'll touch with her [30:59] so that maybe >> I would ask um everybody understands [31:03] what he's talking about concept goes. >> Yeah. [31:08] » Yeah. I did put that >> beer on her, right? You might [31:14] give a little heartburn to the landlord. >> Correct. [31:19] » Actually would work in their favor on some situations when you've got like two [31:23] or three apartments that are empty. A minimum read right or minimum bill right [31:28] now is 103. So if they've got a couple of those that's 206, you know, [31:34] » versus >> But that would be a a larger meter, [31:37] right? So they'd be charged at higher rate. It would. Yeah, we [31:40] » no >> we would we just need to verify the size [31:43] of the service >> and we we got that changed in the [31:46] ordinance because the department so now it's based on residential size even if [31:51] it's larger. So from a billing standpoint that's not issue right [31:57] physical meter size it would be just based off whatever that [32:02] » I guess a bigger question for me is the cost on us [32:09] if Atlas is going to be doing that is that extra work [32:15] you know what I'm saying >> well I think I know what you're saying [32:19] and >> in my mind it makes case my comment or [32:22] my initial response I don't have the I don't know what the size of the tap is [32:28] if it's going to like a one in I don't know [32:32] » but instead of installing four meters I'm installing one [32:36] » so it should be a net savings >> or instead of installing six I'm [32:41] installing >> correct but then [32:46] » there's going to be a different >> price for the meter [32:49] » but there's still the the connecting all of those lines, right? [32:53] » We're already we don't have to do anything inside the building because the [32:56] plumbing's already there, >> right? [32:58] » We're going to go find the main line that goes in, [33:01] » drop it, drop a meter on it, >> and then take the old and put jumpers [33:06] in. >> Yeah. [33:08] » All that plumbing going to each unit's there already, [33:10] » right? >> What if that line is only a residential [33:13] size? >> Well, they would be probably complaining [33:16] about water. >> Yeah. We wouldn't be changing the size [33:19] of the line existing. >> Yeah. [33:22] » Or e any any line. >> The intent is to match the size of the [33:25] line that's tapped off the main. >> Yeah. [33:28] » Before it goes into >> and like [33:33] » Yeah. >> If it was undersized, like if it was a [33:36] three, >> we'd already have issues. [33:37] » They would be complaining already. Somebody would be complaining to you [33:40] guys. >> Correct. [33:46] Do we know, random question, where we're at when it comes to the [33:52] split meter or the shared meters and all that? [33:56] » What do you mean by where we at >> with replacing those, turning them into [34:00] » that's in process. >> Okay. I just wasn't sure how far along [34:03] they were. >> I I don't have an update. I have one put [34:08] together, but that's already >> in the works. Yeah, I knew I knew it was [34:12] in the process. I.e. this one over here. But I just didn't know how far along [34:16] that was. So just curious >> working through it. Um I think Sam put [34:21] some letters to you guys that I think they were signed off on people from [34:28] inside outside. >> Yeah. [34:30] » Yes. That's in the works. Um [34:36] All right. I guess as far as this this project then goes, I have amendment [34:41] number eight. um that was emailed uh container last week. That's my contract. [34:48] Um it this amendment serves two purposes [34:52] for us. One, it's um it captures, you know, we in addition to having a [34:58] full-time RPR up here. Um Simeon's put in a lot of effort working directly with [35:04] Tina and and he's actually up here himself. um it seems like at least once [35:11] a week if not more than that. Um, but also to make sure that I've got [35:16] full-time coverage, whether it's through my RPR or Simeon or Bo through the end [35:22] of the project, just because things are coming up now that we're getting close [35:26] to the end and having that ability when Tina sends an email or makes a phone [35:33] call or when you and I talk, me having that ability to basically jump and say, [35:39] I'll take care of it and get it done. Um, I don't want to change how we've [35:44] been able to serve you guys to date. So, this amendment, um, taps out of the [35:50] leadline money at SRF that was kind of strategically done, but it basically [35:55] gets me coverage for effort incurred, but also through analysis completion. I [36:01] don't have to go back to BM to you guys to present another one of these. So, um [36:07] it's 200 total, but it's split between construction engineering and inspection. [36:13] Um and this will get me through the end. Um and then some we don't use we'll get [36:19] back. And then along those lines, we have budget for it, but then um [36:27] and I don't know what's been discussed in the construction meetings, but right [36:31] now we're we're looking at on a half on the low end probably half [36:36] million bucks. On the high end could be 3/4 of a million, maybe 800,000 of loan [36:41] money that's not going to get used. And that's after what I'm presenting to you [36:46] tonight, which means it goes back um which will give us cost to then [36:53] talk to your FA and see how that impacts your rates. [36:58] » So blame insurance. [37:01] You're saying >> we can save you two to three bucks on [37:05] your current projected rate that's going to go into effect in January by not [37:09] using all that money. >> Sure. With this amendment 8, you're [37:15] talking 200,000 additional for [37:21] services >> full-time inspection through the end of [37:24] the job plus Simeon's time. >> Well, I guess, and maybe I'm naive to [37:30] this, but what changed? Like, was this always the plan to charge an extra 200 [37:36] or >> It wasn't factored in. [37:38] » It It wasn't necessarily the plan, right? But as we've navigated through [37:43] construction, [37:46] there's been a a lot more effort involved. Not just something that like [37:50] an inspector in town can handle by engineering staff. Um whether it's [37:56] because you guys are short-handed or the extra coordination with, you know, um [38:03] shared services or moving meters from inside to outside [38:07] um dealing with contam contaminated soil type things. [38:10] » Sure. and I get I get all the backend metering stuff. It just been a lot more [38:14] effort on my guys and I want to make sure that I'm in a spot to be able to [38:18] continue to provide that same level of effort through the end of the project. [38:22] We may not use it all. >> If we don't, it goes back to the state [38:26] with the rest. >> Sure. [38:27] » But this gets me covered through the end of the project to make sure that I can [38:30] provide the same level of service you guys have been getting for the last six, [38:34] eight, 10 months. >> Don't take it the wrong way. But I guess [38:38] the way that I see it is if I purchase something, right, agree to a number for [38:43] services or a service, i.e. this project, right? [38:50] » I guess I it surprises me to see an extra pot of money needing to be pulled [38:59] to supplement that work that was already agreed upon. It was part of the part of [39:05] the issue was the original budget was said three or four years. So [39:10] um back like when we wrote the plary [39:14] sharing report and got the funding commitment that's when those numbers [39:18] were originally set. Our cost to provide that service have changed. But if I was [39:23] going to start over from scratch that number would have already been paid in [39:28] but it's not because of just the timing. Um, I get it. I understand. Um, but this [39:35] is >> it kind of feels like, oh, you're going [39:36] to have this pot of money you're not going to use. Maybe we'll just bump that [39:39] up a little bit. And >> no, it's not that at all. Um, [39:43] it has everything to do with knowing how on-site construction activities have [39:49] gone to date and being making sure that we're in a position [39:54] to protect you guys so that you don't have to deal with these issues if we're [39:59] not here. if that makes sense. >> Yeah. I guess I just like I said, it's [40:04] one of those there's a number, we say yes to the number, we start paying said [40:09] number, and then we get to a certain point, and it's like, wait, hold on a [40:14] minute. That number's not the number anymore. We short changed ourselves, so [40:19] now we need this supplement. You know what I'm saying? [40:23] » Understand. I I mean, I I get where you're coming from. Um, [40:28] all I can tell you is we're projecting out when Atlas is going to be done. [40:32] » Sure. >> Um, I expect them to come back with the [40:36] time request. So, I factor that into this to make sure that if we do [40:44] » extension once outlet, does that mean you're right that we gave them an [40:50] extension? >> Normally, it would. Right now, we're [40:53] anticipating another one coming to get all the work done that's been authorized [40:57] and and additional work that's anticipated to be authorized. Um, so if [41:03] we do that, you're going to want inspection on site to watch them do the [41:08] extra work, right? That's part of what's also break, [41:11] » right? I get what you're saying, and I'm probably being a dead horse here, but [41:16] it's one of those things where it's like that's part of the project and I [41:20] understand the unforeseen circumstances and unforeseen extra work, but you [41:25] figured that would be accounted for from the jump. [41:30] » Well, it is when you carry a contingency, [41:32] » right? >> So, I could just as easily say we're [41:35] pulling this from our contingency funds because that's why we have it when [41:38] things change, right? We, you know, you carry [41:42] 5% on the low end, sometimes 10% of your entire contract value as contingency. [41:48] Um, >> I guess [41:52] » good. >> Well, I guess I'll I'll kind of back to [41:56] you, but this this is something that yes, we did authorize them more time [42:01] before. Um, we're continuing to try to get as much work as done in town as we [42:08] can within the rules that the funding agency, in this case, SRF, has placed on [42:13] us. Um, which involves like the meters coming in [42:18] and out of house and splitting services, those types of things. Um, when we [42:23] change scope, you know, the contractors within their right to ask for more time [42:27] to get it done. Um, if we grant them more time, I want to make sure my guys [42:32] are on site and available to watch them when they're doing [42:35] » I I I get that. [42:39] » I guess it and I wasn't here for the whole planning of the all of this, [42:44] right? This is I I come in late in the game, but I guess my understanding and [42:50] again maybe I'm naive when it comes to how things work when it comes to a [42:54] project like this, but you hire the contractor or engineering firm to come [42:58] build this build out this project. My understanding was those things were [43:05] already encompassed in the project like they were accounted for those things. [43:09] Maybe not direct specific numbers as to how many meters are indoors, how many [43:14] meters need to be split, like that sort of thing. [43:16] » The but like the inspection for example in our contract that's that's an [43:21] estimated hourly service for us. So you know we put a number in there to [43:26] establish a budget based off of you know what does an inspector cost per month [43:32] for nine months or 12 months, right? If you get beyond that, that estimated cost [43:37] is going to go up because it was premised off a fixed amount of time. [43:40] » Sure. >> Um, and it wasn't, you know, the only [43:45] thing I compare it to is it's not like design, you know, where design is like a [43:48] lump sum and you're going to say, I'm going to design your project for X [43:52] amount of dollars and that's going to be my cost. [43:54] » Sure. Um, normally procedurally the way that works is, yeah, there's going to be [43:59] some changes along the way that you know, whether it's an operator wants to [44:04] tweak something or do something a little different, usually that's gets sore. But [44:07] once you get into construction and I I start charging you based off hourly [44:10] effort. Yeah. >> I can only, you know, if we if we [44:14] premised our estimate originally, our original budget off of [44:17] » 9 or 12 months and now we're at 14 or 15, that's another reason why the the [44:24] cost goes up. So I guess [44:28] not saying this is the case but just theoretically speaking [44:32] what are we looking at if say that was denied like what happens [44:39] » well >> and I'm not threatening that. I'm just [44:41] I'm just asking >> I I've got to go back to the office and [44:44] make a business decision because at that point if I have somebody up here and and [44:48] they're not you guys aren't paying me to have somebody up here then that's a [44:53] cost. Sure. >> But that I mean that's that's the risk [44:57] » I'm I guess I just thought it would be even no project I don't care whether [45:02] you're building a house putting nothing ever comes out the way you think. So I [45:05] always think you guys have done this is what you do big jobs like this that you [45:09] would factor in those kind of things. And [45:12] » we do. That's why we that's why we when we're doing these projects with you guys [45:17] and we get bids in hand, we're saying here's our project cost. And the [45:22] question inevitably comes up, well, why is that $500,000 higher than our bid and [45:27] your contract? Well, because I'm carrying contingency because these [45:31] things do come up and that's that's the safety net for when there's change of [45:35] conditions and there's additional costs to be incurred whether that's on our end [45:39] or that's on the contractor end because we want to add more water line here. We [45:43] want to put more valves in over there. That's where this is coming from. This [45:48] has nothing to do with you got $2.5 million from the state to go build it. [45:53] We don't have enough water lines to do it. So, I'm doing a grab to get as much [45:57] as I can for you. That has nothing to do with this has everything to do with I [46:01] know that there's at least two more months worth of work for your contractor [46:05] that's been authorized and there's likely going to be a little bit more [46:08] that's authorized and to have full-time inspection when we authorize that [46:14] additional work. I want to make sure that I'm able to provide that. [46:24] » Okay. I have a question um on that. Is this [46:30] » is the money that's going to be allocated with this amendment is that [46:35] part of a reallocation from previous [46:41] because I know it's all lead service line money. [46:44] » It's coming out to zero interest. Okay. And this came up at the I I was talking [46:49] to Emily um with these change orders that have been happening and when the [46:55] money has been moving from one bucket to another, EDA is very specific on what [47:01] they'll pay for, what they'll reimburse for. Um, and I know she's going to look [47:06] back on this too on the previous change orders because [47:12] change those buckets, but it's already been paid and EDA has already [47:16] reimbursed. [47:20] Did they reimburse something that now is not eligible [47:23] because that bucket changed? So, I know she was going to go back and that's why [47:28] » it was hard to Yeah. Um the ED funds only apply to the Atlas payments um [47:35] because we're not eligible for any funds. So like for for what I just [47:40] presented as >> and that's why I was just making sure [47:44] that none of that was part of the change order where [47:48] » but yes I actually talked to Emily on another topic on Thursday maybe last [47:55] week and she was kind of giving me a little bit of the background on what she [47:59] just talked about and my takeaway after talking to her was it was more with how [48:06] it was presented. in the in like change order form, not [48:11] being broken out item by item and just kind of saying here's the amount for the [48:17] change order. She had to kind of go back in on her end. So, she was um she was [48:24] venting to me because she wants Riley and Sime [48:30] moving forward to make sure that like even on the pay apps, when there's money [48:35] being requested for payment on a change order that was previously issued, it's [48:39] got to be broken out line by line so she can very clearly show EDA that she's [48:44] having those challenges with whoever the person is at EDA. Um, but I I think [48:50] she's gotten that worked out. I haven't I haven't been advised of any issues or [48:56] concerns with respect to reimbursements um not reimbursing the correct things. [49:04] So, but I think this is her being part of this is her being proactive, make [49:08] sure she doesn't have to deal with. [49:12] So just so I understand this [49:17] amendment number eight is not this is for Commonwealth. So there's still a [49:24] good possibility that we'll have change orders from Atlas as well [49:27] » if there's additional work that comes up that you would like to have done [49:31] » or something unexpected. >> Correct. [49:33] » Yeah. [49:37] » And that's coming from lead service line money. [49:41] zero interest. [49:49] » Thanks for bearing with me. [49:53] » Anything else on your end? >> No. [49:56] » Okay. >> I'll continue to answer any questions as [49:59] you guys have. >> Thank you. Good to meet you again. [50:05] » Um, moving on to the park committee. Thank you guys for coming again. Um, [50:10] just some quick things. Um, this is an old house. Um, there's a trash bin. You [50:17] walk in the north door, there's a trash bin that's on the left side, kind of [50:20] junky. Um, people throw trash in it, but there's really no trash bin in there. [50:26] So, somebody else could dig it out. We wonder can be open. Can we would we be [50:32] okay to our committee to park and get rid of it? [50:36] » Is it I'm I've been in there maybe twice. [50:42] If you drop the lid, if somebody's in there, [50:44] » it's almost too heavy for me to lift, but it's down there. [50:49] » I can't lift it. >> Okay. [50:52] » I mean, I just want to make sure we we've had the big trash off the ground. [50:58] » Sure. It' be nice to have [51:06] » Yeah. >> Yeah. [51:08] » We can Yeah, absolutely. >> You guys good with that? [51:13] » Yes. >> Okay. Um the other thing is now that the [51:17] pickle ball um court is there, people are coming in from out of town and [51:22] because that's a one-way road. Well, when they leave, [51:25] » they're going out the same way they came in. Yep. Rick Johnson has noticed [51:29] because she lives right across the road that there's been crashes because the [51:34] people that are leaving they don't really know. Yeah. [51:36] » So I think there needs to be a do not enter sign at the bottom and then maybe [51:40] a one-way sign to get them headed towards the court. This says when you [51:46] first go in, >> it does when you first go in, but [51:50] » once you're leaving the courts, I think there needs to be a do not enter to go [51:54] back up the hill. [52:00] » Yeah. >> Um then the next thing that road down [52:04] there I guess is Kenny Barley Boulevard, which doesn't exist, I don't think on [52:09] any of the town, right? >> But there is a road sign. Um, I don't [52:15] know what it takes to get it on your map. It'd be nice to be repaid, but it's [52:19] also hold. >> Sure. [52:21] » So, whatever it takes to get that started, [52:25] » Matt and we're off for 2027, but we can put in for 2028. And Matt [52:32] talked about bringing down a like a sweeper, the county sweeper, sweeping it [52:36] and chipping and sealing it in the spring. Kind of put a bandaid on it for [52:40] 2027. >> That's great. I just didn't put radar. [52:45] » Yeah, if we can get it clean, we could cold patch those holes and [52:50] » say that would even make it better for 2028 when they go to actually pave it if [52:54] we could clean it up and mandate a bit. So, [52:57] » yeah, perfect. >> Just kind of a heads up. Um then we met [53:02] there was a lady from Kurtsy that came and talked about the park and different [53:06] ideas but she made a comment that we really can't apply for grants as a [53:13] committee. We would have to be a park board [53:18] and then that requires like there is certain you know things you have to [53:22] follow on a board. So I sometimes like to discuss whether you ever want a park [53:29] board or just a committee. >> Yeah, [53:32] » we would be more eligible for grants as a board. [53:35] » Sure. >> Um and then the last thing is this grant [53:40] that Tina talked about that deadline September 25th. [53:45] So hopefully, we're hoping state board of accounts get five, but we kind of [53:50] needed in the minutes that if if we're going to write it, it's going to cover [53:55] lights, uh, security cameras, and motion sensor lights down there because [54:01] somebody's already cut the volleyball net down there. So, yeah, you know, um, [54:07] so just that type of thing, but it has to be in your minutes what the grant is [54:12] going to cover. >> Sure. [54:14] um so that they can put it so when um the community foundation reviews it they [54:21] real that you're aware of what the grant do. [54:24] » So >> So do you have like a steadfast list of [54:28] what you're >> This is going to be for the lights to [54:32] put lights on it. So like street lights or just lights over the [54:37] light or security cameras and then motion [54:46] » motion sensor lights for where >> or on the volleyball court and maybe the [54:50] pickle ball court. Okay. I don't know how much activities the restroom. [54:54] » Sure. >> Kind of off they could be focused on the [54:57] restaurant but go out that direction. So if you any activity out there after they [55:02] come on it would light up. >> Sure. [55:04] » And that's that would be but this this >> and cameras for the same obviously the [55:10] the new ports and everything. >> Yeah. [55:14] » Perfect. And >> they just need to know that if that we [55:18] can okay that so they can write the grant for that even if we are okay to [55:22] put it in. >> Okay. But I thought I'd come to present [55:26] it at this meeting. >> Absolutely. because it gets them in [55:31] » so that we can drop it in as soon as he has be okay with [55:36] » Sure. What do you have to >> I think there's probably going to be [55:40] clean up, but I know Andrea said that there could be some time even with that [55:44] deadline. >> She did, but [55:47] I just don't want to miss it. So, >> if they get the approval tonight, then [55:51] they don't have to come back in two weeks or six weeks or whatever. It'll [55:55] already be in the minutes that we board approved it contingent on everything [56:00] getting cleaned up for their last. >> Yeah. [56:02] » Yeah. That way we can go ahead and write and it's just sitting and waiting. [56:06] » Okay. >> Okay. [56:08] » With the cameras, I would just ask it. Are you guys looking for cameras that [56:12] would be like ongoing maintenance or cameras that you would pull like a card [56:17] from? >> I think it would have to be a card. I [56:20] don't think there's probably no Wi-Fi. That's what I was asking because I know [56:25] they do. [56:31] » See something then we go pull the card. >> Yeah. [56:33] » And otherwise it just >> Sure. [56:38] » Okay. >> Nothing. [56:40] » Sure. Awesome. [56:46] » Awesome. Thank you so much. It's uh it's on the bottom of the list here. So once [56:51] we get to it for approvals and >> whatnot [57:00] nasty. >> Yeah. [57:01] » We like to take a white covering off and leave the hole because on the other side [57:06] on the south side they got hole with the table. [57:09] » Sure. >> Well, we'll just leave the post then and [57:13] then maybe drill it and run out the other side. [57:17] » Maintain the post. holes may already exist. [57:24] » And if we can cut them off, that's okay. We can cut the white wrap off and [57:29] » Okay. >> That's okay. [57:31] » Yeah. Yeah. When we get down to it, we'll [57:34] » have votes on it and >> thank you very much. [57:38] » They also have the dead tree. >> Oh, yeah. There is the dead tree on [57:42] there as well. >> Oh, yeah. Well, there's lots of dead. [57:45] Yeah. Yeah. >> Who should take those down? Probably. [57:50] John public, >> right? We've used a few services. We can [57:55] try and work on getting quotes on that from the ones we have before. I know the [58:00] one we just used that the the new um town building. [58:07] » Yeah. >> So, I mean, we we can reach out and see [58:11] what they can. >> Yeah. [58:17] » We don't want that. Yeah, we're just hoping the Pong stores will attract [58:21] people and more people will use that shelter. [58:23] » Absolutely. Awesome. Thank you guys for your time and [58:30] moving on to public comment. Anybody have anything? [58:38] » I thought you were going to say something. [58:42] » All right. >> Um, no, I just have one question then. [58:45] » All right. So, as you're coming into town, there used to be there's the [58:50] signage for the 40 mph. Is the 30 mph one going to get put back up or [58:57] I >> think that's all I do. [58:58] » Yeah, >> that [59:01] since it's the state. >> Yeah, they're that they would be in [59:05] charge of that. Uh, we can check with them. I've got a number for them up [59:08] there. I would assume. Yes. I would like to assume. I thought I saw the 30 laying [59:14] down at >> it. [59:25] » It's right before Dollar General. Yeah. Yeah. Before the ad. [59:34] » Yeah. I don't know if they had taken it. >> Well, I saw that like the den line's all [59:38] been >> re [59:40] » redone. So they might have taken it down for that. If they did, I'll make sure it [59:44] gets put back up. >> Random on that. There's They still got a [59:50] riser to put on one of those hydrants, right? [59:53] » Okay. >> Yeah. I was thinking the same thing. [59:56] Flag on it, but it's below ground. >> Okay. Yeah. Yeah. It's Yeah. Okay. [1:00:02] » Fair enough. >> Perfect. [1:00:05] All right. Moving on to uh considerations of master meter for [1:00:10] apartments. We want to table till the other two are here. Have that [1:00:15] conversation and hear back from >> right. We'll table that. Um [1:00:21] send you your new hire checklist. I it's just uh nice just employee [1:00:27] orientation checklist to sit down with the new employee and go through and just [1:00:30] make sure that we talk about all the things that they need, you know, that [1:00:34] this is what the job entails. This is what we're looking for and it covers [1:00:38] everything for them. >> We kind of picked this off of offline [1:00:42] and made it fit us. >> Okay. [1:00:44] » And uh I think it's a good one considering we didn't have one before. [1:00:48] So, I'm really happy with it and I Tina and I think we're all there. [1:00:58] » Just making sure that you know that they don't have any questions and it's easy [1:01:02] it's easy to pass over things. >> Absolutely. No, that's awesome. [1:01:17] Have the other two had the opportunity to look at that? I know I know you did [1:01:21] it with I don't Yeah, it would just be awesome that has [1:01:27] an opportunity. >> Do we want to [1:01:29] » I'd say we [1:01:34] » not bias, right? >> Not at all. [1:01:36] » All right. I I mean I'll can I get a motion on your [1:01:40] new hireer checklist? I'll make a motion >> and I'll second. [1:01:44] » All right. All in favor? >> I [1:01:51] » um we need to make a motion on the new the job posting. Obviously, uh we need [1:01:58] to repost. Um Tina made mention before the meeting started about um posting it [1:02:04] essentially twice, but with the second one outlining [1:02:10] the fact that we need somebody it would be it would require water and wastewater [1:02:14] licenses um and a couple years worth of [1:02:19] experience at I would say two to three years worth [1:02:23] of experience um operating. That way, you know, if we do have [1:02:28] someone looking out there, it's it's it's live and it's out there. They have [1:02:32] the opportunity to put their name in the hat. We don't know who we're missing if [1:02:36] it's not posted. So, I don't think that's a bad idea. [1:02:41] » No, I like it. >> So, you guys think what two to three [1:02:46] years experience water wastewater? They have to have two years experience [1:02:52] to get their license. >> Yes. working under someone [1:02:56] » and then take their test. Yeah. So you thinking more or [1:03:01] » Well, that's what I think his question is to their flying solo two years in or [1:03:07] can just >> I mean I think the two to two to three [1:03:11] years covers >> everything in because noting that they [1:03:16] need to have both water and wastewater license already established [1:03:20] or are you saying two to three years from the time that their license is [1:03:23] established? I'm just saying they've already had two two years experience to [1:03:29] give the license. >> Sure. [1:03:31] » So if they have the license, they're good. I think what Terry's saying. [1:03:36] » Yeah. Okay. I mean, >> unless you're [1:03:40] » two to three from the time they license, >> I would say. [1:03:46] » What do you guys think? >> Just my opinion, but you can leave it at [1:03:49] just the two to three years and let them interpret what that means. [1:03:52] » Right. Regardless, they have the license. [1:03:54] » You're interviewing. >> Yeah. [1:03:58] » Doesn't matter what you change it to when you post it, you're gonna get all [1:04:01] kind >> If somebody really wants it, they've [1:04:05] only got one. >> That makes a good candidate, right? You [1:04:08] don't want you don't want to eliminate. You want to You want as many applicants [1:04:11] as you can, then you can refile. >> Regardless, it's going to state that [1:04:15] they have to have the licenses established already at the time of [1:04:18] application. So, >> um, can I get a motion on that? I'll [1:04:22] make a motion. All >> in favor? I [1:04:27] » Where where would you guys like the starting salary to sit for that? [1:04:33] » Do we want to put do we have to put numbers on them? [1:04:37] » I think it required me last time and I was really low and I was really shocked [1:04:41] that we got as many as we did and some decent ones. Um, but just going off of [1:04:46] you guys are paying less than 78,000 and that would ultimately be replacing [1:04:52] him if if you got the right candidate. So [1:04:57] » yeah, I would say >> as a starting. [1:05:07] Yeah, >> we could just put the slide starting to [1:05:12] » depending on experience. Yeah. >> I mean, I know it's only $2,000, but [1:05:18] still gets that wiggle in. Yeah, [1:05:23] » we need to go up. We can better to start low than [1:05:28] start too high. I know we could have had a little less this. [1:05:37] » Yeah. All right. [1:05:41] Okay. >> So, moving on to payment for Don Johnson [1:05:47] graciously uh picking up the paint. >> I make a motion 2945. [1:05:55] » All in favor? >> I only put that on there because I [1:05:58] didn't have any claims. So, I'm getting paid. [1:06:01] » Moving on to new business, the conservation soil district old academy [1:06:05] park request for October 1st of 2026. So that's the um testing down there. [1:06:13] » No, they do a tour. >> Oh, sorry. The bus. [1:06:17] » I don't know what I was thinking. The parking of the bus in the old parking [1:06:21] lot. I get a motion on that one. >> I'll second. [1:06:24] » All in favor? [1:06:30] » Uh can I get a motion on the sign in and out sheets for the uh town buildings? [1:06:36] That would encompass like Tina said, contractors, employees, that sort of [1:06:41] thing. [1:06:44] » All in favor? [1:06:48] » Um, any issues with the holiday schedule? We want to look that over. We [1:06:53] don't have to. [1:06:59] » So, we'll table that one. [1:07:06] Uh the town marshall car and outfit quotes. Um do we want to wait on that? I [1:07:13] mean I could like I said we have a relationship with them at [1:07:17] » the university. I can reach out see if that's steadfast uh you know talk to [1:07:24] them >> since it go ahead [1:07:27] » since it is ready though and so it doesn't like disappear. Could you do it [1:07:32] contingent on a certain amount of >> I absolutely say because you don't I [1:07:37] said that how many people are going to want it but we also want it so [1:07:42] » that was with everything and other than the decal [1:07:45] » right right so that's yeah 67741 um after everything that Aaron Aaron [1:07:53] spoke about with the possibility of getting [1:07:56] » cheaper um is that that with the dash cam as well Yeah. [1:08:02] » They're all included. >> Yeah. Okay. [1:08:05] » I make a motion >> contingent on [1:08:09] » contingent on what numbers. [1:08:12] » What number? What I >> What number [1:08:17] What was that? The total number I >> 67741 [1:08:21] after everything. >> Yeah. [1:08:24] » Not to exceed, but I'd like to get it for 65. [1:08:29] down there. [1:08:34] » Well, >> so can I get a motion to approve not [1:08:38] succeeding >> not to exceed 674? Is that it? [1:08:42] » 67741. >> I'll make that motion. [1:08:46] » What's that? >> Not to exceed 741. Yeah. [1:08:49] » Yeah. Okay. All in favor? [1:08:57] uh the salary ordinances Tina sent down um with A being um the new part-time [1:09:06] mowing help and B being Eli's new rate. Um again, that does [1:09:15] kind of max out our numbers, [1:09:19] » right? >> For for the rest the remainder of this [1:09:22] year. If if that was set where you had it in the 24 for the new full-time hire, [1:09:28] that would Yeah, that would there wouldn't be any room for adding to [1:09:35] any of the other employees. [1:09:38] Can I get a motion on salary ordinance 2026908A? [1:09:44] With that in mind, >> I'll make a motion [1:09:48] a right. >> Yeah. [1:09:53] All in favor? >> I [1:09:57] » and salary ordinance 2026 0908B. [1:10:03] Can I get a motion on that? [1:10:11] So with that being said [1:10:16] till the end of the year again that is there's essentially that's that's [1:10:22] everything and that's not placing or giving us an opportunity to to send any [1:10:31] money towards Marshall's correct correct [1:10:38] So, [1:10:42] if we deny that, we would just have to revisit the numbers and talk them over. [1:10:51] Um, [1:10:55] you're making a motion to approve. >> I I think that it's a good idea. You [1:11:00] know, Eli's been good and he's all we've had for a time and I hate to see him get [1:11:06] overwhelmed and so that that's my thinking. [1:11:10] » Sure. I understand that. What are your thoughts? [1:11:13] » Michael been here a year. He's already got one raise. [1:11:20] Every time we hire a person, everybody seems to get a raise. [1:11:24] » Sure. >> So, we just need to stop. [1:11:29] » Okay. [1:11:33] Well, with that being said, um [1:11:40] I see both sides to it. Um but I also see the fact that it's something that [1:11:47] needs to be thought out. Um I appreciate Eli and everything. Um but also I think [1:11:55] the conversation needs to be had. So, I'm going to [1:12:00] deny that for the time being. We can have the conversation again, revisit it [1:12:05] as a full board, um, and we can go from there. [1:12:11] That work. [1:12:19] Moving on to transfer resolution 2026 0908C [1:12:23] is in Charles. >> There's just a few on there. The first [1:12:26] one is um moving cleaning services that we thought we'd have at the new building [1:12:31] over to the other services for the rent for here because we're still paying [1:12:34] rent. So, that gets a couple more months. Um and then fire department had [1:12:38] a couple things that we need to move around. Not sure how I missed that one [1:12:42] or and then public works. Um one area that need to move around. So, [1:13:01] I do need to get over there. Uh Wyatt is pretty well finished up. Um he messaged [1:13:07] me the other day, so I just haven't had a chance to be over there. [1:13:11] » I peaked in the doorway. >> I saw the door frame done. It still need [1:13:15] to transition and the door hung when I saw the door a week ago. [1:13:19] » Yeah, they he got a hold of me, I believe it was yesterday, saying it [1:13:22] would be finished up this week. So, can I get a motion on that transfer [1:13:27] resolution? [1:13:30] » I'll second. >> All in favor? [1:13:35] » Uh, the co-op request donation for game patch bingo. Again, last year it was $50 [1:13:42] that was given. We have that at the very least. [1:13:48] » Keep it. Keep it 50. Can I get a second? All [1:13:53] » in favor. [1:13:58] » The CI owner engineer agreement amendment number eight. Rob. [1:14:07] Can I get a motion on that? [1:14:16] Yep. That's that [1:14:21] » I don't have an >> We need one one way or the other. So, [1:14:36] » so Rob, question because obviously it's one of those [1:14:43] it's a touchy subject, right? Either way, um I understand you guys have [1:14:47] business to do and just as well I would hope you'd understand our side of our [1:14:53] view of things and obviously you do it every day. Um what is to say that [1:15:02] we I mean what's the work? How much more work is it if we approve a portion of [1:15:11] that and say that's [1:15:16] used up and we need to revisit it. >> It's not it's just more paperwork for [1:15:21] you guys um to approve. I have I put that number together budgeting out where [1:15:30] I think we need to be to see Atlas through to completion so I don't have to [1:15:35] come back. >> It's like [1:15:39] » me all in, >> right? And if it's close, then I'll deal [1:15:43] with it on my own. But that that isn't a that isn't a come October 31st sort of [1:15:52] thing. I'm done. It's the effort that I see and I project my folks, Jacob, [1:16:00] Simeon, Riley, myself. >> Sure. [1:16:02] to need to make sure that you have coverage while Alice is on site and to [1:16:07] close them out and to assist Emily and SRF and Tina get all the paperwork done. [1:16:14] » Sure. >> Um [1:16:17] I think I'm going to need 200,000 to finish the job. [1:16:21] » Sure. to answer your question, if you decide [1:16:25] to authorize a portion of that and it just means [1:16:29] I mean >> I think where I need to be I'm going to [1:16:31] come back again when it's gone and I'm going to say all right we only did a [1:16:34] portion >> told you so [1:16:34] » right >> right um [1:16:37] » I guess another question is where are we at as we stand I mean with the the money [1:16:43] that's already been forked out or approved so to speak I [1:16:48] mean how close are we to being like hey we're at it we're out of cash when it [1:16:53] comes to that sort of thing. You know what I mean? That coverage, so to speak [1:16:56] that you're talking about like are we talking? [1:17:02] » So, we're asking for 200,000. I'm assuming that we're not at a point where [1:17:06] it's like, hey, we're capped out. We we need this 200,000 right this moment. [1:17:11] I understand this is probably a an assumption for me. [1:17:16] » Kind of you're talking about on my end. >> Yeah. Yeah. Yeah. you know, again, that [1:17:20] 200 gets me, you know, into early to mid November because that's where I think [1:17:25] we're going to be to get done. Um, part of it part of it has been spent. [1:17:31] Um, but it's 2030. [1:17:37] » Okay. So what you're saying is essentially we're at a spot where you're [1:17:42] like I need this to move forward [1:17:47] with operations is starting >> to provide the same level of service [1:17:52] through the project. Yes. >> Okay. [1:17:55] » And if that isn't on the table, what's the level of service you're [1:18:02] talking about? Well, it depends if it's it depends, I guess, on the temperature [1:18:07] of the room, right? I'll be honest. If if if it gets pushed to your meeting on [1:18:16] the 21st, that's one thing. Um, if it's just flat out denied, then I'll have to [1:18:22] huddle up with my team and kind of circle the wag and see where things [1:18:26] stand to get, you know, a spot where I can hand it off to you guys to take it [1:18:30] through. [1:18:34] Does it mean that they're not going to be here tomorrow? [1:18:36] » Sure. >> Mean that they're not going to be here [1:18:38] for the construction two weeks. >> Sure. Well, I guess my thing is just [1:18:43] being as transparent as possible. Essentially, what you're saying is [1:18:48] 30,000 of the 200,000 has already been spent so to speak on manh hours. [1:18:54] » You've incurred additional, >> right? And with that being said, moving [1:19:00] forward, if this doesn't just flat out gets denied, [1:19:05] not moved to the next meeting or tabled to have a conversation with the other [1:19:09] two members that aren't here, it's going to be well, how do we button this up and [1:19:14] hand it over to the town? >> Yeah. [1:19:19] » And that's fair. Yeah, I get that. So basically we're looking at two extra [1:19:23] months right from now till mid November isn't the first month. [1:19:27] » I that's what I'm being told. >> 100,000 a month and that's for [1:19:31] inspectors to be on site and making sure things are done. [1:19:35] » That's a combination of inspection and construction engineering and the [1:19:40] additional effort required. That's on-site work. Um office that's office [1:19:45] work. >> How many people? [1:19:46] » It's it's on average about two. um sometimes two and a half when you factor [1:19:52] in my time but I mean Tina can attest s put in a lot of time [1:19:59] » and I don't think that's the argument at all [1:20:02] » I just didn't know it's inspectors is what [1:20:05] » it's inspectors and construction engineers [1:20:09] understand what it is we're paying for [1:20:15] » ultimately I need a motion one way or the other or whether you guys are [1:20:19] looking to table it. [1:20:26] » Okay. >> Okay. [1:20:29] » So, it's going to be tabled. Um, we'll have a conversation with them and and [1:20:34] work through it. If we have any questions, I got your phone number. I [1:20:37] mean, even if it's one of those things that we need to sit down as a a group [1:20:42] and >> chat it out, you know what I mean? [1:20:47] » Yeah, that's fine. [1:20:52] We're going to table change order number six and SRF dispersement number 41 until [1:20:58] we hear back for next meeting. Um that way Riley or Simeon can get those [1:21:05] numbers sorted. [1:21:10] » Uh moving on to park committee requests. Um, [1:21:15] we're going to table the grant permission obviously until everything [1:21:19] gets sorted out. Hopefully it's sooner than later. Um, hopefully it's sooner [1:21:24] than September 25th. Um, >> we're approving what they're going to do [1:21:30] though, what their thoughts are for the grant. [1:21:33] » Correct. Just submission. We're tableling the submission until that's [1:21:36] sorted. >> We'll probably go ahead and write it. [1:21:39] Sure. >> Yeah. The three things I want. [1:21:42] » You just wanted to cover those three things in your minutes. [1:21:44] » Absolutely. >> Foundation. [1:21:48] » Correct. >> Yeah. So, can I get a motion on the [1:21:53] approval of that the lights >> contingent on [1:21:56] » Yeah. Contingent on the the >> everything getting sorted out. [1:22:01] » All in favor? [1:22:08] Uh the request for park road pay. We obviously got a [1:22:12] » that's not >> a solution [1:22:15] but we're working towards >> absolutely Tina and I talked that the [1:22:19] other day. >> Okay. [1:22:22] » Yeah. Better than what's there. >> He said spring because they've quit that [1:22:25] for the for this portion of the year. personally. [1:22:29] » Okay. >> Uh [1:22:32] » we will work on signage as well. >> I agree. I mean, people coming out, [1:22:38] that's a big hill. You get people flying in or out, not paying attention. [1:22:42] » We got less people out there. >> Yeah, absolutely. So, we'll work on [1:22:47] that. Um I'll reach out about quotes for the [1:22:52] trees. Um see what we can get there. And I mean, we're just going to have to [1:22:59] see what the numbers are and go from there. What were you gonna say, S? [1:23:03] » I have a friend with Epic. I know we've used them before, but I would need to [1:23:08] know >> which trees. [1:23:09] » Which trees? Because they can't quote unless I know how many and which [1:23:13] » sounds like two. >> I know the big one. I don't know. [1:23:17] There's >> small one up in the park. [1:23:21] » So, there's three total. >> I know the one. But anyway, make sure [1:23:26] you and I will [1:23:32] » go take a picture tomorrow and I'll send it to them and I can get a quote from [1:23:35] Epic then for you. >> Perfect. You got a motion on the trash [1:23:39] bin removal taking some of the um existing blue bins. [1:23:47] » I make a motion. >> All in favor? [1:23:51] » And the vinyl fence changed to cable. So, removing the white vinyl. Um, [1:23:57] now, is that going to be something that you guys plan on trying to source cable [1:24:03] before removing? I would assume the white fence. Okay. Okay. So, can I get a [1:24:11] motion on that? One way or the other. [1:24:17] » I will second. >> All in favor? [1:24:22] any around the table comments, concerns, [1:24:33] » guess I didn't have it on here. I know I talked about it as far as the budget [1:24:38] » um and advertising. You guys were in agreeance to go ahead on the 11th with [1:24:42] what was to go ahead and advertise the budget as is. Okay. Just make sure [1:24:51] everything. >> Can I get a motion to [1:24:54] » adjourn? All [1:24:57] » in favor?
