[0:00] Okay, good morning everybody, special meeting for August 13, 2024 is called to order with the clerk, please call the roll. May or be in one there. Here, by Mayor Stanton, here, council number and dean.
[0:15] Here.
[0:16] I'm so number level.
[0:17] Here.
[0:18] I'm so number more.
[0:19] Here.
[0:20] I'm so number pace.
[0:22] Here.
[0:23] Number Thomason.
[0:24] Here.
[0:25] Mr. Mayor, we have a quorum.
[0:26] We have two members attending in person and five, one, two, three, four, five, six members,
[0:32] attend.
[0:33] There's five members attending in my remote participation.
[0:37] So under our rules, section seven of the town council rules of procedure,
[0:43] says that a majority of the council members have to be in person attendance.
[0:48] So section 19 of the council rules of procedure says that the council can wave that rule at any time.
[0:55] So the recommendation is for the council to wave section seven of the council rules of procedure requiring a quorum of members to attend in person.
[1:04] And the recommendation is to accept that motion and take a vote.
[1:08] Thank you, Mr. Miller.
[1:10] So this is item 24-234 discussion possible action to suspend section seven of town council rules of procedure regarding remote attendance at council meetings.
[1:20] We have staffs recommendation and presentation.
[1:22] Are there any questions or discussion from council?
[1:26] This is Ellen.
[1:27] I have a question.
[1:29] Go ahead, please.
[1:31] Just curious.
[1:32] Duncan, thank you for the information in the staff report.
[1:34] I didn't see the resolution, but I was just curious.
[1:37] This is just for this meeting or is it indefinitely until we change it again.
[1:42] Mr. Mayor, council member.
[1:44] And this is this motion is just specifically for this action item today.
[1:49] Okay, very good. Thank you.
[1:52] Thank you.
[1:53] Any other questions or discussion?
[1:56] Is there a motion?
[1:58] Mr. Mayor, I move that we suspend the provision and section seven of the town council rules and procedures prohibiting more than three council members.
[2:06] I'm attending a council meeting remotely via audio video conference.
[2:12] Second.
[2:13] Thank you.
[2:14] It's been moved by council member Thomas and it's seconded by by Mayor Stanton.
[2:18] Is there any discussion on the motion?
[2:21] All those in favor, please say aye.
[2:23] Aye.
[2:24] Aye.
[2:25] Any opposed?
[2:27] Thank you.
[2:28] The eyes have it unanimously.
[2:31] Next up, we have item 24 dash two three five discussion and possible action regarding adoption of resolution number twenty twenty four dash fifteen.
[2:39] Approving the twenty twenty four canvas of the primary election held July 30th.
[2:44] Twenty twenty four the staff recommendation is to adopt the resolution.
[2:48] And our staff contact is our town clerk, Mr. Duncan Miller, who will make a presentation.
[2:54] Mr. Mayor, members council.
[2:56] We'd like to inquire as the town council to meet in canvas the election.
[3:00] No less than six days no more than twenty days following an election.
[3:04] The resolution in your package today certifies the election results to clears the winners and serves as a permanent record of the canvas.
[3:12] In this election on the screen is the votes that received by each candidate.
[3:21] certificates of nomination or issued to Mark Stanton and Anna Thomason for the position
[3:26] of mayor and certificates of election are issued to Karen Liepman Scott Moore and Julie
[3:32] Pates. The turnout in the selection was about a little over 40 percent and here is a chart showing
[3:43] voter turnout over the years. We peaked in 2022 and our turnout was about 40 percent in this
[3:51] selection. We will have a runoff on November 5th for the office mayor. We have not actually
[3:57] had a general election, a November election for a Paradise Valley candidate race since we've
[4:05] consolidated our elections with the state and county elections because that occurred in 2014
[4:10] and we actually haven't had a runoff since we've moved to a consolidated election.
[4:18] There's a, give me a second here. I wanted to show you, this report was in your
[4:28] packet. This is the Mayor Copa County Board of Supervisors approved their canvas of election
[4:34] yesterday and here there were reports specifically to Paradise Valley. I wanted to point out.
[4:41] So in a well is the no labels party and so we have liberty Democrat Republican, libertarian
[4:48] green, no labels. Non is non political party, registered voters, commonly known as independence.
[4:58] It's interesting about this. I'll just point it out that even though there are 3,017 independent
[5:04] voters registered in Paradise Valley only 80 voted in this election, which is something to consider
[5:12] in future elections. It's perhaps due even more outreach to those voters that they can vote in
[5:18] this election. I just have to request a ballot. The other interesting thing is voters in Paradise
[5:23] Valley, it's certainly adopted early voting. So only 317 of over 4,000 people voted in person.
[5:33] And then if you scroll down at like I say, this report is in the council packet but it has more detailed
[5:39] information on the vote distribution for each candidate and by each precinct.
[5:47] Other thing I wanted to share. Here's the calculation to determine whether or not a recount
[5:54] which required an Paradise Valley between the candidates receiving this second to the third highest
[5:59] votes in Paradise for the office of mayor. Obviously it was not even close according to this calculation.
[6:06] And here are the calculations to determine if a candidate received a majority of votes cast in the
[6:11] primary election. So pretty office of mayor, 1886 votes were necessary to win its primary election
[6:18] and no candidate received that announced. So we will have a runoff election in November 5th. I will tell
[6:25] that the council note that the November election will be handled exactly the same way that the
[6:30] primary election was handled. We will have an early ballot drop box in the town hall lobby 27 days before
[6:38] the election which is October 9th and we will have in person voting in the community room 12 days
[6:44] before the election October 25th and we will be open on Saturdays, the two Saturdays before the election.
[6:50] And we will be open from 6 a.m. to 7 p.m. on election day for people to vote in person. Anyone any registered voter in
[6:57] America County can drop off their early ballot in Paradise Valley and any registered voter in
[7:02] America County can vote in person in our early voting location in the community room. So Mr. Mayor,
[7:10] that's all I have the recommendation is to adopt resolution number 24-15. Thank you very much.
[7:17] I was there any questions from council. Yes, Mayor. I have a question. Go ahead.
[7:27] Good time. Thank you, Mayor. I first I just want to thank Duncan. I know we all know how much he does.
[7:32] He's our Steve Kornacki. He likes to give us numbers and statistics and analysis and it's been great
[7:37] and some of his observations are always well received and helpful. And I think the transparency
[7:43] providing all the information and having it available was really good and answering questions for people.
[7:48] So I think we all know how much we value Duncan and thank him during election time and I'm sure
[7:55] there's a lot of people that came to the door knocking and asking questions. So a big thank you to him.
[8:03] And question about on the ballot in general for the general election on the runoff.
[8:09] I know there were questions about having it hard to find for the PV election on the back of the ballot.
[8:16] Do we have any idea about placement and do we have any influence on that or is it just going to be in the long ballot wherever it lands?
[8:23] There are requirements. I set out in statute and the elections manual.
[8:28] It states that local elections are at the end of the ballot at the end of the federal ballot.
[8:34] So you will see federal candidates and state candidates and county candidates and judges and
[8:40] ballot measures, state white ballot measure initiatives and local elections are at the very
[8:45] bottom of the ballot on the back page. So there's we don't have any influence on council member pace on
[8:51] on where our our measure or our candidates appear on the ballot. But as I think the council has been
[8:58] informed before, it's anticipated that the ballot in America, the county will be three pages
[9:03] front and back. So voters will need to vote the entire ballot before they find the mayor and council.
[9:10] All right. Thank you, Duncan. All right. Thank you, Mayor. I yield.
[9:14] Thank you. Any other questions? Mayor, I just wanted to echo council member pace this comments.
[9:21] Thank you, Duncan. I've heard from a number of people in the community as they reached out and
[9:27] had questions. You are always responsive, cheerful, helpful, available. You are really the secret sauce
[9:35] to Paradise Valley elections. And I just wanted to thank you. It's both the council member and
[9:39] a candidate. I really mean it. You're your top drawer. Thank you, and council member Thomason.
[9:45] If we were jeopardy in playing jeopardy, I found both of those for not being in the form of a
[9:53] question, but we're at a council meeting, so I can't do that. But thanks Alex, true back. Good.
[9:58] Good. Congratulations, Terry. I think we all agree with an our very pleased with the performance
[10:04] of our staff and all the volunteers who worked on the election. So very nice sentiments towards our staff.
[10:10] I'm getting back into meeting mode. So forgive me. Any other questions?
[10:21] Okay. Is there anyone in the audience who would like to speak on this item?
[10:32] Is there any further discussion?
[10:40] Is there a motion? Mayor, I move that we adopt resolution 2024-15.
[10:47] Second, it's been moved by council member peace and second by vice mayor Stanton. Is there any
[10:53] discussion on the motion? All those in favor, please say aye.
[11:04] Any opposed? Thank you. The eyes have it unanimously.
[11:10] The next regular meeting is scheduled for September 12, 2024.
[11:17] I want to side it to see the face of a new council member. So congratulations, Karen Leibman, and to
[11:25] everyone in the election. We look forward to congratulations to everybody who participated.
[11:33] The next meeting is scheduled for September 12, 2024. Is there a motion to adjourn?
[11:41] So move. Okay. Second. It's been moved by second. All those in favor, please say aye.
[11:51] Aye. Any opposed? Thank you. The meeting is adjourned. Thank you.
