been adopted would be ordinance 2026-13

[5:26] Here's the city has adopted ordinance
2026-10
[5:30] to establish the advorum tax to be
calculated and due for real property in
[5:34] the city whereas KRS 9172D
permits the city to establish by
[5:39] ordinance a discount for early payment
of adbor taxes. Now therefore be it
[5:44] ordained by the city of Paris city
commission as follows. The board of
[5:48] commissioners of the city of Paris
desires to all lot for a discount for
[5:51] the early payment of adorum taxes on
real property. Any 2026 real property
[5:56] adorum taxes paid in full on or before
November 30, 2026 shall be discounted by
[6:03] the amount of 2%. In order to qualify
for the discount under this ordinance,
[6:07] the entire discounted payment must be
received by the city at its municipal
[6:12] building, 525 High Street, no later than
4:30 p.m. Eastern Standard Time, Monday,
[6:18] November 30, 2026.
Um, so this follows as it's been written
[6:22] in past, that is received, not
postmarked.

for the to total for the city is

So that would be the new rate.

than it was this this year. So just

[9:12] project there was a definition in that
ordinance and of course you all have now

So, uh, the bond council and we've
[9:24] shared that information. What this
ordinance does is amends the definition
[9:28] of the word project to make sure that
the new additional force mill is
[9:33] included uh, within all of that. So,
just a little bit of housekeeping work.
[9:37] It's not changing anything that you all
have not previously decided. So this is
[9:41] an ordinance uh which will be 26-14
an ordinance of the city of Paris
[9:45] amending the definition of the work
project in ordinance 2024-1 of the city
[9:51] dated February 27, 2024 in order to
allow the monies received under the
[9:56] city's general obligation lease
agreement entered into with the Kentucky
[10:00] Bond Corporation dated March 27, 2024 to
be applied to pay the cost of an
[10:05] additional public project. And then bond
council was drafting that ordinance
[10:10] which tidies everything up and then
there'll be an amendment. It's called a
[10:14] lease agreement even though it's a bond
proy. Um so there'll be an amendment to
[10:17] that lease agreement which after you all
pass this next time.

we'll have the uh cash balances there
[14:15] for the general fund. You can see
operating was at 1.6 million at the end
[14:19] of July. Our total investments were at
10,724,000.
[14:25] um at the end of July as well. Two total
cash balances were at 12,551,262.
[14:33] We look at uh same time last year, you
can see roughly about a $500,000
[14:38] increase in our cash balance. Um and
also kind of looking back at our
[14:44] balances at the end of June, probably
seeing about a $700,000 increase as
[14:49] well, too. So, um, and July is one of
those months where we're having a lot of
[14:53] the payroll taxes come in and, um,
insurance proceeds as well, too. So,
[14:59] that's why we see a pretty good cash
collections here in the month of July.
[15:03] And then moving on to, um, the next page
as far as uh, budget to actual goes,
[15:09] obviously just first month into the
fiscal year. So we do have total
[15:13] revenues at 1,926,000
at the end of July with expenditures at
[15:19] 1,541,000.
Uh leaves us with revenues over
[15:24] expenditures of $384,671.
[15:28] I think on the general fund we only have
probably about 30 to 40,000 outstanding
[15:32] to right now. So uh that number as far
as revenues over expenses is really
[15:37] close at this point [clears throat] in
time. Not a lot of encumbered amounts.
[15:41] Um just kind of go back to up to
revenues as well. Um when we look at
[15:47] last year for the fiscal year 26 column,
you can see we're at 1,786,000.
[15:53] So once again about 150 $160,000
increase um year-over-year as far as on
[16:00] revenues go. And then just kind of want
to point that out. Um, when you look at
[16:08] page 97,
even though we did have some a little
[16:12] bit of a decrease or sorry, um, so once
again, revenues are 1.6 million as far
[16:18] as our main tax revenues go. You can see
from the same time last year, we're at
[16:22] 1.4, just under 1.5 million in tax in
tax collections. Um, kind of go back
[16:29] through 2022, you're still seeing that
overall just increase. um
[16:33] year-over-year. And then also to just
kind of looking at where we're at this t
[16:38] this same time last year we were um
total at 9.5 or 9.6 million. We're up to
[16:43] about 10.6 million for this year. Uh so
pretty good increase. I think we'll kind
[16:49] of see that um even out a little bit in
August as far as just some timing on
[16:54] cash collections. Um but like I said for
July, we're always seeing those um
[16:59] payroll taxes kind of come in. So, it's
always a good good month to get the year
[17:03] started off with.
And then down on our utility fund, which
[17:09] is down on page 103,
see we have total cash um at 5,896,000
[17:17] at the end of the year. Um 656,000 was
in operating funds. Total investments
[17:24] were at 2 2,560,000.
Um our restricted cash was at 2,679,000.
[17:32] [snorts] Just want to point out there
that um you see 2.4 million is in the um
[17:37] Kentucky bond proceeds. Um and that's
why we do want to kind of switch those
[17:40] over to the Fords mill. I think we're
projecting to use about 1.9 of those
[17:45] bond proceeds. So hopefully we'll have
some left over for some other projects
[17:49] as well too. And then moving on to um
the next page 104.

[18:01] Um, you'll see total revenues
for the month of July, we're at
[18:06] 1,449,000.
Um, our expenditures were at 1,89,000,
[18:14] leaving us expenses over revenues by

[18:26] in those expenditure numbers. So, and a
lot of those will pretty much carry out
[18:31] throughout the year. Um largest PO
outstanding right now is for our
[18:35] chemicals for water plant and sewer
treatment. Um and like I said, those we
[18:40] just have blanks out there. So, um but
we have those in our expenditure
[18:44] numbers. So really even though we are
showing a loss in the utility fund right
[18:48] now, we are still in pretty good shape
from a cash collection side on that as
[18:52] well too. So those are the financials

amphitheater. That'll be their 10 year
[20:39] anniversary. So, they've joined the

but they also were at Festival on Fifth
[20:48] for all three dates this past summer and
it was an awesome addition to Festival
[20:52] on Fifth having the the wine and the
wine slushies and we got lots of great
[20:56] feedback. So, they're excited to get
more active in our community.

[21:03] Vintage, which is the new um, retail
store that's going in down um, beside
[21:09] Happy People on Main Street. Um, Tucker
and Kaye are the owners of that. They're

then they say it's like late 90s to
[21:26] early [clears throat] 2000s. So then
that makes me feel super old. But it's
[21:29] it's going to be a really cool um
addition to downtown. They are looking

opening grand opening the weekend of um
[21:39] Legends Burden County Festival. So
again, we'll keep you posted on that. We
[21:43] do have two new
um home repair construction type
[21:48] companies, Barker Home Repair and Inman
LLC. Um Skin Studio Aesthetics, she just
[21:54] moved in down across from the
courthouse. So, she does um

with the the uh aesthetics area, we've

kind of ties in with my report. No stro
[22:23] is they do not have a brick and mortar
here in Paris, but um they're basically
[22:28] trying to again expand into as many of
the central Kentucky towns as they can.
[22:33] Their ribbon cutting is this Friday at
11:00 a.m. And because they don't have a
[22:38] brick and mortar, we're going to host
them at the chamber office. So, um,
[22:42] he'll do a quick tutorial of what Nostto
is, but just to kind of give you all an
[22:48] idea because people are [clears throat]
asking, it's a lost and found service.
[22:52] So, they have little stickers and I've
got them. Well, I've got them all over
[22:55] everything I have. So, they have a
sticker that and there's also like
[22:59] decals that you can iron on, like ironon
patches, um, the stickers. There's

all kinds of different um, ways to
[23:08] display these stickers. and it has a QR
code and that QR code is then connected

say I lose my phone. There's a sticker

scans it. It pulls up a web page where
[23:29] he literally just says I found your

Jamie Cororum is doing rough again and

chatter and talk and um I got a hold of

inventory and um,

leaving Georgetown and coming to Paris.

to Post some of her things and they've
[28:37] moved here. So, we got a local resident
and uh some of her work includes the
[28:43] jockey that is in front of our office
which she did complimentary
[28:50] months ago. So, she's very good. They do
small jockeyies, big jockeyies. She does
[28:56] all kinds of other things. So, that
that's going to be a nice draw for
[29:01] Paris. Uh,
and then I guess you all just might want
[29:07] to call us Little Hollywood because uh,
it's like crazy with the movies that are
[29:14] being filmed here. You all know there's
one being filmed currently and um, if
[29:23] people are driving by, they were filming

called Debt Collectors 3 and they're
[30:24] going to make Burberry County look like
Los Angeles. So, that should be
[30:29] interesting.
He said they can do lots of things with
[30:32] the green screen and they need alleys.
So, we've got something going on in

having enough electricity downtown. Um
[34:36] so we are looking to be big. We are
doing a large nod to America 250. We
[34:41] will have military down there. We will
have vehicles down there. Um, the Legacy
[34:47] of Freedom is Friday night before. The
city has a table there. U, we have a lot
[34:52] of people coming in for that event. It's
going to be a very nice event. So, if
[34:57] you haven't gotten your tickets, please
get them. There are limited tickets for
[35:01] that event. Um, we will have the VA
there to help veterans with insurance
[35:07] questions, health questions. Uh we have
the K Kentucky Career Center going to be
[35:12] there helping find veterans work after
leaving the military. So there's going
[35:17] to be a lot of things. We will have
Jason's Box there which offers outdoor
[35:22] activities for veterans with severe um
things that happen to them during the
[35:28] military. So we have a lot happening
with Pumpkin Festival this year. I'm
[35:32] pretty pretty excited. Wish we could get
a little more electric downtown, but it
[35:37] is what it is. But right now, we're
looking at Fourth Street. We may have to
[35:42] expand further up the street possibly.
Um, but right now the city has approved
[35:49] us to Fourth Street.
