plan

[0:50] um we have a pretty quick update today
since um I'll be in town next week and
[0:54] we've got our public meetings but um
just wanted to give you guys a bit of a
[0:58] status check since it's been a little
bit since we did one of our updates so
[1:03] um the good news is that um you know
here we are just about a year to the day
[1:09] from when we kicked off the project last
year and we are we're on the home
[1:13] stretch so the public draft was released
last week and we're going to talk today
[1:19] about some of the the plans to get us
over the finish line so
[1:24] um in terms of the draft as you all know
we released excuse me Darcy just a
[1:30] second we're we're seeing all the slides
at once right now did you want to put up

in terms of the the draft we released
[1:50] the public draft last Monday
um and as you all know we had released
[1:55] an internal draft back in December so
that that went through a full vetting
[2:00] process with the board Planning
Commission our Lou pack
[2:04] um our technical working group
um so we made substantial refinements
[2:08] and changes based on the feedback we got
that was a very productive process and I
[2:12] think we got a lot of solid feedback to
really strengthen the the draft so we
[2:17] feel good about where we've landed we're
looking forward to getting uh input from
[2:21] the community and and kind of see see
how this uh
[2:26] um plays out in terms of you know kind
of the broader perspective so
[2:30] um the I'll talk a little bit more about
kind of the input process but just want
[2:35] folks to know that um you know a we
wanted to get the draft out before the
[2:39] meetings so that people had a chance to
take a look look at it and you know kind
[2:43] of get familiar with the the sections
that were most relevant to their you
[2:48] know particular area or issues you know
that they wanted to make sure were
[2:52] addressed and kind of see how the plan
shook out in those areas
[2:56] um and also that we wanted to make sure
that the the comment window is open for
[3:02] an extended period of time so
um the comment window will close on
[3:06] March 10th and then I'll talk a little
bit about
[3:10] the various ways that folks can you know
kind of review the document as well as
[3:15] provide feedback for uh or for
consideration
[3:20] um just to kind of briefly Orient folks
I'm not going to go into a lot of detail
[3:24] on this today since that's what we're
going to cover next week in the public
[3:28] meetings but there are five different
chapters in the plan each has a specific
[3:33] focus and then also
um the appendices have a lot of the
[3:37] supporting information that I know a lot
of folks are interested in in terms of
[3:42] you know additional detail on
demographics and some of the housing
[3:46] projections and you know those types of
things as well as links to the public
[3:51] input summaries and you know one thing
to note is that as you all know we had
[3:56] extensive public feedback throughout the
process we've documented all of that
[4:01] feedback and those reports have been
available as we complete them so we have
[4:05] links to those in the document but we
have not included them you know kind of
[4:10] as part of the plan itself because it
would add hundreds of pages to the to
[4:15] the document
um so just be aware that if you're
[4:18] interested in those details
you'll need to track those links down
[4:23] um on the website and you can look at
those results in their uh complete form
[4:28] the other thing I wanted to make sure
that folks were aware of as they're
[4:32] starting to get familiar with the
document and you know kind of um get
[4:36] their head into the recommendations is
that there's really two tiers of policy
[4:40] guidance in this plan and that's similar
to what you had in 1998 um you had
[4:45] county-wide goals and and policy
Direction and then you also had your
[4:49] planning area policy statements that
structure has been carried forward and
[4:55] so
um you know it's important to know that
[4:58] um you know there are issues that were
relevant no matter who we talked to and
[5:02] where we where we had those
conversations so for example we heard a
[5:07] lot about
protecting AG lands we heard a lot about
[5:11] protecting Wildlife
um you know at a high level excuse me
[5:18] um but um so we've addressed those
issues at a county-wide level in chapter
[5:22] two and three in terms of kind of the
overall growth framework and how those
[5:27] issues play out
um in terms of you know where and how
[5:31] the county will grow but we also have
more detailed or different guidance in
[5:37] the planning area sections and so folks
really need to be aware that if you see
[5:41] something you know that concerns you in
the countywide section be sure and look
[5:44] at what's said about those issues in
your particular planning area and kind
[5:48] of think about it in context and so
there are some issues that are addressed
[5:53] more generally there and then they're
not addressed at all in the planning
[5:57] area section so uh moving you know
following the plan's adoption these two
[6:01] things would be used in tandem so it's
really important to know that
[6:06] um you know higher level on the
county-wide perspective where we heard a
[6:11] design fire for more detailed guidance
or specific
[6:15] recommendations we've included those in
chapter four so just something to be
[6:21] aware of as folks are looking at the
plan
[6:24] as far as input opportunities there are
a lot of different ways for folks to
[6:28] look at the draft and we want to
encourage you know broad uh uh you know
[6:33] participation in this stage of the
process because this is really where the
[6:37] rubber meets the road folks have really
been clamoring for the specific
[6:40] recommendations we've got them here we
want to make sure we get that feedback
[6:45] so next week
rather than doing kind of a all around
[6:49] the county approach Joy had a great
suggestion to Let's kind of stay in a
[6:55] couple of places and and be available
throughout the day have multiple
[6:59] presentations so folks can really choose
the option that works best for them
[7:03] we'll be in Powell on Tuesday and Cody
on Wednesday and we're going to be there
[7:10] um all day and part of the night um you
know and really just be available for
[7:15] folks to come in and ask questions about
their particular concerns their area we
[7:21] are going to do formal presentations at
9am noon and 6 p.m so again want to make
[7:27] sure we give folks as many options as
possible so we really encourage folks to
[7:33] come by if you you know have questions
that you're you know want to have a
[7:37] chance to just talk one-on-one with us
you know probably best to stop by you
[7:42] know kind of one of those off hours but
if you just want to hear an overview and
[7:46] maybe get oriented maybe stop by during
one of those presentation times
[7:51] we do have the the document posted
online there's a tool that we use called
[7:56] conveyo which allows folks to actually
comment directly on the draft as of this
[8:02] morning we've had almost 900 views of
the document so people that have
[8:06] actually checked out the link and at
least kind of gotten familiar with it
[8:10] there is a kind of a guided tour you can
go through and read a little bit about
[8:15] each of those chapters and maybe decide
which ones you want to drill down in on
[8:19] um but you do have the ability to
comment uh online that way
[8:24] and you can also download a full draft
of the plan
[8:29] and then we also have a separate map
portal that Brian and Maddie at to had
[8:37] created and this is a way for folks to
review and comment on uh the actual land
[8:43] use plan map and so as a quick reminder
the 1998 plan really relied specifically
[8:50] on uh you know kind of the suitability
we've added an additional kind of policy
[8:56] guidance in this draft which looks at
Future land use and so that is something
[9:02] that folks can view zoom in on
um you know to their particular area
[9:07] their particular parcel and try to get
some um you know a sense of what the
[9:12] plan says about those those different
areas so another way for folks to weigh
[9:17] in and something we really want to get
feedback on
[9:21] and then I wanted to also just really
emphasize that because this stage of the
[9:27] process is so important
um you know that folks know that uh
[9:32] there's been a lot of uh of of Outreach
in terms of just getting the word out
[9:36] for these opportunities uh newspaper ads
uh radio interviews the county sent out
[9:42] over 6 000 postcards this time around
based on feedback that was that we heard
[9:46] and then we've also continued to add to
our e-blast subscribers we the last
[9:52] blast that went out last week with the
draft
[9:54] um you know 566 folks are getting those
updates so we're hoping that we'll get a
[10:01] good turnout next week and a lot of
feedback through this process over the
[10:06] next few weeks
and then in terms of next steps from
[10:11] there
our plan is to we will have our final
[10:15] lupac meeting next Monday
um that will be a virtual meeting um
[10:19] they'll be there in person with with you
all um and then as I mentioned the
[10:24] public comment period will end on March
10th so that will be when um you know we
[10:29] go through we're working with staff and
the board to really look at the comments
[10:34] that have come in deciding you know kind
of what the what the recommendation will
[10:39] be for the for the adoption draft and
and documenting all of those responses
[10:44] for the public
we will be working towards that adoption
[10:49] draft getting it back to staff at the
beginning of April and having that draft
[10:53] posted and advertised
um by April 10th and so one of the
[10:58] things to be aware of for the folks who
are listening is that there is there are
[11:05] um notification requirements obviously
that we need to comply with in terms of
[11:09] getting our meeting scheduled so we have
a 30-day notice before the PNC hearing
[11:15] and then 45 days before the board of
County Commissioners hearing so we've
[11:22] got a tentatively a May date for
Planning and Zoning commission and then
[11:27] looking at July early July for the board
of County Commissioners hearing and
[11:32] that's really driven by those those
hearing I'm sorry for those notification
[11:36] dates so
that is all I have today but I'm happy
[11:41] to answer questions or go back to

[11:46] um thirsty one thing I wanted to to
maybe clear up a little bit
[11:50] this plan is a planning document there
are no
[11:53] new regulations or any of that that are
in this document at this time they are
[12:00] um what we heard from the public on
areas of concern and places that we
[12:04] might look at
regulations or policies in the future
[12:07] but that is the next step after the plan
is adopted it is just a guiding document
[12:12] at this time correct that is correct
