[9:11] That was a four hour kickoff at the schoolhouse, [9:16] and the mayor and the town manager spoke along with other leaders at that event. [9:22] I also attended the Parker Advent Hospital in Patient [9:26] advocacy meeting for a separate board that I'm on. [9:31] That hospital asked me to be on to discuss how to beautify [9:34] the hospital, the interior of the hospital and the grounds. [9:38] We also had the [9:39] Confluence Company, Confluence Company topping out celebration [9:44] in downtown Parker, right across from the library. [9:48] This was a celebration for the progress that Confluence Company is making [9:53] on building out downtown Parker, one of the main contractors. [9:58] And we also had the Town Hall opening celebration as well [10:02] that all of us came to. [11:21] That is just starting up. [11:22] We we passed a contract amendment and a task order to get construction [11:27] management services on on the team. [11:54] I don't know if caterers is the best word we're going to say. [11:57] They do customized tutoring for people from all ages. [12:02] And one of the things that I loved about it [12:03] is they actually have somebody on staff that is tutoring our, our military. [12:08] So in order to move up in the military ranks, you have to pass a certain test. [12:12] And so he's actually tutoring these military people, and two of them scored [12:16] the highest out of their whole group after doing this tutoring. [12:19] So they get to move on and apply [12:21] for different leadership levels in the military, which I didn't even know, [12:25] you had to take a comprehension test to do that. [12:26] So I just thought that was incredible. [12:28] I sit on the Denver Metro Association of Realtors Government Affairs [12:32] Committee board, and we had our meeting last week, [12:34] and we're specifically focusing on saying attainable housing and affordable [12:38] housing is too broad of a picture. [12:39] We're specifically focusing on what does it take on a legislative side [12:43] to make adjustments to the laws that are prohibiting these entry [12:46] level homes from coming in? [12:47] And so that's our that's our main focus with that. [12:50] And then the Parker night out with our PD, I wasn't able to attend [12:55] because I had a sick kiddo. [12:56] However, I heard it was a phenomenal night and I saw the pictures [12:59] and it looked like everyone had a great time with that. [13:01] So I just want to give kudos because we always do a wonderful job [13:04] of making sure that people [13:05] can come and interact, and our citizens [13:07] get to see what it's about, and the kids just have a great time. [13:22] Oh, I also attended the Downtown Business Alliance monthly meeting on Wednesday. [13:27] But a lot of the things that other council members have already discussed. [13:43] Thank you, Miss Barrington, for myself, last week started on Wednesday. [13:49] I had the Metro full caucus, which is 38 Metro mayors meet together [13:53] in a room every month and discuss issues pertaining to all of us, [13:56] whether that be e-bikes or or whatever the case may be. [14:00] And great meeting. [14:02] We actually had nine news [14:03] there to talk about the organization and then followed on. [14:07] By Friday we had the city of Commerce city came down [14:11] and the city manager for elected officials economic development team to walk [14:16] Main Street to see what it is we've done down here and how it's sparked [14:20] the art and the different things that have that have happened downtown. [14:25] And so there are very curious and wanted to know what we did. [14:28] So we spent three hours with them and had a great [14:32] mid-morning with Commerce City. [14:34] Got to show off our town, which is always fun. [14:38] Let's see then the Tuesday the 11th, I had the honor as a mayor to sit down [14:43] on a panel of seven mayors in front of a young leadership group. [14:48] 25 of the members were German exchange business people, [14:54] and the other 25 were American business [14:57] folk aged between 25 and 35, I believe. [15:00] And we talked about our communities and the issues facing us and [15:05] and what we can do in our, in our state to, to make it better. [15:08] Great group. Incredibly brilliant. Great questions. [15:11] Got to do breakout and sit with a table of them for half an hour. [15:15] And just incredible young minds. [15:17] Then I was on a CML zoom, the last step to CML hiring [15:22] a deputy manager, and the decision was made. [15:26] And Kevin Balmer has hired Evelyn Baker to be the new deputy manager of CML. [15:34] The legacy [15:35] campus ribbon cutting, as was stated, is being topping out [15:39] and then the town hall ribbon cutting incredibly well attended. [15:41] Got to see some old faces, although [15:44] for the town of Parker we got to see some [15:47] some folks from the state and some other towns were here. [15:50] So just an incredible event. [15:51] I started that morning though, [15:53] with a ribbon cutting for Shake Shack, which is in the former Wendy's space [15:57] next to when next to chick fil A up by the hospital. [16:15] And then I headed Thursday [16:18] I headed down to Alamosa and spent all day all evening, [16:21] Thursday evening and Friday in Alamosa with the Metropolitan. [16:25] I'm sorry. [16:26] Municipal Leadership Academy learned about good governance and sat [16:30] with a room of 23 other elected officials to share what we do [16:34] and how we do it and why we do it. And just an incredible event. [16:37] And anytime I can get down to the Valley, truly enjoy it. [16:41] It's a beautiful, beautiful part of Colorado. [16:43] And that was my two weeks. [17:38] Series of 2026, a bill for an emergency ordinance [17:41] to impose a temporary suspension for nine months in duration [17:45] on the acceptance and processing of any application for any land [17:49] use approval or building permit for the development or construction [17:53] of drone dispatch and delivery facilities, or related use [17:57] within the corporate limits of the Town of Parker. [17:59] Present tonight, acting Town Attorney Lindsay Jordan, ma'am. [18:02] Good evening, Council and mayor. [18:05] We're here tonight for the ordinance that was just read into the record, [18:08] which is the completion of a formality of a charter provision [18:12] in which you will vote on whether you will affirm [18:15] an emergency ordinance that you passed on July 20th pursuant to your charter. [18:21] Section 7.6. [18:25] All emergency [18:26] motions shall not be in effect longer than 90 days after passage, [18:30] unless Town Council by subsequent ordinance, affirms the emergency ordinance [18:34] for a longer period than 90 days. [18:36] That's what we're here to do today. [18:37] We're here to affirm the emergency ordinance that was passed in July [18:41] or on July 20th, which extended an emergency that 90 days. [18:46] So the emergency motion that you emergency [18:49] ordinance that you passed in July goes for nine months. [19:43] Also, it [19:43] allows them to have proper outreach with the community so that they can talk. [19:47] They can have community public [19:50] feedback on what it would look like to have this kind [19:54] of facility and dispatch centers in Parker, [19:57] as well as having interviews and working with stakeholders. [20:00] If the 90 days won't give them enough time, [20:04] then we're also going to run into holidays, right? [20:07] So as we get closer to the holiday seasons, it's harder to coordinate [20:10] schedules. [20:10] So allowing this nine months suspension gives them [20:15] the adequate time that they don't do a knee jerk reaction regulation, that it's [20:19] something that can be worked with and it best serves the community. [20:23] It has been in the past, used before [20:27] when the town needed to consult its ordinance on storage units. [20:31] So this is not a new thing. [20:33] This is something that you have used in the past. [20:35] This is now just that formalized formalizing [20:38] the emergency ordinance to go past that 90 days. [20:43] So you've already discussed the merits of what that temporary prohibition is. [20:47] Now we're just here [20:48] to affirm the fact that it's okay for it to go for nine months out, [20:52] other than the 90 days. [20:53] And so I would move for you to approve this ordinance. [21:52] So this allows them to work with the consultants who have the experience [21:56] with this kind of facility on where's the best place to put them. [22:00] How does it how do you [22:01] how can you regulate it [22:02] so that it doesn't interfere with public safety or privacy? [22:06] Like it just shows you like, yeah, [22:07] you can't regulate the airspace per se, but you can put regulations in place [22:11] to make sure that that kind of business is best suited for the community. [22:17] And so they can do their job, but also not, you know, [22:22] have it in locations [22:23] that are not desirable for the community. [22:26] Okay. [22:26] And so that's going to take longer than 90 days. [22:28] Sure, sure. [22:30] So but instead of waiting for the whole nine months, [22:34] will we get an update before as as it's going? [22:38] Or does the whole study have to happen first?
