[3:08] Yes, sir, I have two amendments. [3:11] We're going to remove item 6A, the address to council from passable pride. [3:14] They'll be coming to a later meeting in September. [3:17] We're also going to add item 9 in to the Consent Agenda, which will be a resolution requesting assistance from Jackson County for various projects. [3:28] Thank you, Mr. Larson. Any other amendments? Is there a motion to approve the agenda as amended? [3:36] Motion in a second. Any discussion? All those in favor signify by saying aye. [3:41] I oppose the motion passes. [3:46] The first order of business tonight is a proclamation honoring some very special athletes [3:53] in our community. [3:55] The Paschalglia youth baseball six you all start team and you need to know that we are [4:01] in the presence of greatness. [4:04] this, these young men are World Series champs for their age group. [4:40] What a good looking bunch. [4:43] Our proclamation, whereas the Paschagula Youth Baseball 6U All-Star team made history [4:50] by capturing the 2026 Diamond Youth Baseball 6U World Series Championship, bringing the prestigious [4:59] title home to Pascagula for the first time in 55 years whereas the championship [5:07] marks Pascagula first diamond youth baseball world series title since 1971 and [5:15] adds an unforgettable chapter to our city's proud baseball tradition and [5:20] whereas the team completed its remarkable 2026 All-Star season undefeated winning the [5:28] the District Championship in Pasagula, [5:31] the State Championship in Philadelphia, Mississippi, [5:34] and the World Series Championship in Laurel, Mississippi. [5:38] And whereas this historic accomplishment [5:40] was achieved by players Jack Smith, [5:43] Caden Jenkins, Monroe Carter, [5:46] Chance Dawson, Baker Odom, George Munoz, [5:51] Akeem Fountain, Jamari Pugh, Carson Curry, [5:55] Curry, Titan Kimbrough, Blade Culperson, Tristan Tucker under the leadership of coaches Andy Smith, [6:04] BJ Curry, Breeling Curry, TJ Horne, Paris Weathersby and Terry Kimbrough, whereas the dedication [6:14] teamwork and sportsmanship demonstrated by these young athletes and their coaches have made [6:20] the entire Pascagula community quite proud. Now therefore, IJ Willis Mayor of the City of Pascagula, [6:27] Mississippi, on behalf of the City Council, do hereby recognizing, congratulate, the Pascagula [6:34] Youth Baseball 6U All-Star Championship Team. [6:39] for [6:58] each of the players and just some happy things. [7:09] Captain Jenkins, where are they headed? [7:14] Monroe Carter, [7:18] Ed Stolson, [7:22] Baker Oda, [7:25] George Mooghion, [7:29] Akeen Mountain, [7:33] Jamari Kew, [7:36] Carson Curry, [7:37] Very good. [7:39] I'm Jim Brough. [7:42] The lady, Culverson. [7:45] And Tristan Tucker. [7:49] Let's give these young men a round of applause. [8:00] Can you give your phone a round of applause? [8:05] One, two, three. [8:07] All right, let's hear one. [8:08] One, two, three. [8:11] Great. [8:11] Let me just tell you, last time the championship [8:14] we brought home with us to do well. [8:16] I was playing baseball. [8:18] I asked to do a hot school. [8:30] Next [8:52] we have public comments section. We're pleased to provide an opportunity at each meeting [8:58] for comments by citizens and others limited to three minutes of speaking time per speaker [9:05] in no more than a total of 30 minutes. [9:08] The public comments section of the agenda [9:10] is not a question and answer session. [9:14] The Mayor, Council and Administration officials [9:18] will take all comments under advisement [9:21] and may respond tonight or take other potential action [9:26] at a later time if warranted. [9:28] Tonight we have one person signed up to speak. [9:31] Ms. Lisa Clark Cannon. [9:33] Good [9:37] afternoon, Mayor and Council, Lisa Clark-Canon. I live at 13-0-1-7-4-ts Lake Grove, [9:42] Moss Point. And I am here in opposition of your annexation of 25-point-2 square miles [9:47] of Southeast Jackson County. I do want to recognize the mayor's point that Paschagula [9:53] is one of the most Mississippi's most densely populated cities by land area. That is true, [10:00] and an important fact in our discussion. But I also want to point out another fact [10:04] that must be considered. According to the U.S. Census, Pascogula's land area has stayed [10:10] about the same. 15.4 square miles since at least 1980. But the population has dropped [10:17] more than from, more than 29,000 to about 21,000. That means the city once supported 8,000 [10:25] more people within the same boundaries without expanding outward. That leads to a key question. [10:31] If the existing boundaries previously accommodated the city's highest population, what justifies expanding now, [10:42] is it the challenge a truly a lack of land or is it about attracting and retaining your current residents and businesses within the city you already have? [10:53] I urge you to consider the four way test of rotary, and I think several of you are or have been rotarians, so first, is it the truth? [11:04] Is Pascagula's land area that's been unchanged but the population has declined? How can you merit expanding? [11:11] Second, is it fair to all concerned? Both your current residents and your potential? And my answer there is no, it isn't. [11:19] The people in the PAA are all opposed to this annexation. [11:24] Third, will it build goodwill and better friendships? [11:27] Again, the answer is no. [11:29] It's more of a division of neighbors. [11:31] Fourth, will it benefit everyone, current residents, future residents, [11:36] your taxpayers, businesses and neighboring communities? [11:39] And the answer there is not really. [11:42] Growth and prosperity matter. [11:44] But true growth isn't about expanding city limits. [11:46] It's about strengthening the community within them. [11:50] I respectfully ask the Council, please do not support this expansion with a clear end. [11:58] You've got to look at the evidence and the best interest of all involved. [12:02] The question isn't whether Pascagula can grow, but rather expanding the boundaries is truly necessary. [12:09] Please prioritize Pascagula. [12:11] When you attend the hearing, what is August 31, the dismissal, dismiss this nonsense, save your taxpayer money. [12:20] Thank you. [12:23] Next we have three public hearings from our Planning and Building Department, Mr. Katner. [12:39] Mayor Councilor, today we're going to have three items to speak about here. [12:45] Let's skip over the first one and come back to it. [12:49] There we go. [12:52] So the first case is 3803 Willow Street. [12:57] This case they want to open a bed and breakfast called the Willow Bed and Breakfast. [13:04] Currently, it's in a single family residential eight area to approve this, one of the things [13:13] we need to do is reason to regional commercial. [13:16] This is right across from the new ice house project that is underway and excuse me should [13:25] be a great addition. [13:28] They will have five guest suites for private bathrooms. [13:33] The owners are Dr. John McKee and Dr. Sean McKee. [13:37] There will also be a full-time property manager residing on site. [13:41] The applicant states that property is not practical for a residence due to high traffic and [13:46] it's large size. [13:49] For the land use, it is on 1.2 acres of property that proposed use will utilize the existing [13:57] home and maintain the integrity and historic relevance. [14:01] Continued occupancy in this investment will encourage long-term preservation and maintenance, [14:06] of course. [14:07] The impact staff report states that the bed breakfast generally generates fewer vehicle [14:14] trips than many commercial uses permitted in residential commercial zone. [14:20] And the staff report states that residential zoning is consistent with surrounding development [14:25] of patterns and the city's comprehensive plan. [14:30] This will provide upscale lodging [14:32] in the desirable historical location, [14:34] preserving and using productively the property [14:38] while maintaining historic integrity, [14:41] and potentially contributes to employment opportunities [14:43] and local tax revenues. [14:46] Staff recommendation was to approve. [14:50] Also, the planning board on August 12th [14:54] to approve this as well. [14:58] Do we currently have any questions? [15:00] Is there anyone present this evening who would like to speak for or against this request to rezone this property from single-family residential to regional commercial? Mr. Fonderen, good to see you. In [15:17] the council, thank you for allowing me to speak on behalf of, we've named this building the willow after Willow Street. [15:29] I'd just like to introduce to you all Dr. [15:33] Dr. John McGee, she's a physician here. [15:36] She's one of the owners and also the owner-occupied employee, [15:41] Deborah Miller, she's here as well. [15:44] And they both, Dr. Sean McGee and Dr. John McGee, [15:49] they're both medical doctors. [15:51] They're the ones that own the LLC. [15:56] And Miss Miller is living on the premises now. [15:59] and it's going to be an oner occupied bed and breakfast subject to the council and the mayor's approval. [16:08] As you all know, we got to show two things. We got to show changing character and we got to show public need. [16:15] The changing character, if you look on the picture there on the screen, if you look across the street, [16:21] we're going to have a wonderful multi-use facility across the street that's going to have retail offices [16:28] as well as residential, which is a major change in character from what's been there in the past. [16:34] It's going to really change that area, and it's changed for the better, and we feel like that this [16:41] would fit in perfect, because being right there almost on Highway 90, if you look at every corner, [16:50] you got businesses on those corners, and it's right there on the road. I don't know the exact [16:57] next square footage, but if this is a proper word, [17:01] I would say humongous. [17:02] It's a huge house with very tall ceilings. [17:06] Just using it as a residence and raising a family there, [17:10] it's just not very practical. [17:12] It would be the perfect buffer between one of the business, [17:16] state highways in the state of Mississippi and the neighborhood. [17:22] We've talked to all the neighbors, we've had no objections, [17:25] We've written them letters, we've asked them to come visit, we've visited with several [17:30] of the neighbors, we've had no objection from any neighbor. [17:34] We feel like there's also a need. [17:37] I put in my report, I think it came out with y'all's packet, that actually there's not [17:44] a bed breakfast in town, and you say, well, wait, now Richard Chinoweth has the grand magnolia. [17:51] You can stay there, but it's not on or occupied with a breakfast there, and a while back [17:58] my wife and I went to Savannah and Charleston and stayed in bed breakfast is similar to what [18:04] this willow is, and I think it would be great for the city. [18:08] I think it fits in with the comprehensive plan. [18:12] I think it's the perfect place. [18:14] And if you'll remember, I don't think it was conforming use, but for years there was [18:19] an antique store there. Remember there is an antique sign and I remember going in there looking at [18:24] an antique with my mom and it actually ran as a business that was years and in the past and it [18:30] was set up there for years. No complaints from anybody and they have put a lot of time and money [18:37] into redoing this place. I think I'll send in pictures in your packet. It's set up with five bedrooms. [18:45] They're going to have curfews there. There's going to be a owner-occupied manager there that's going to act as the [18:52] Consierge as well as she's told me she'll do anything for these people and they're it's going to be a really nice place [19:00] And a really good addition to the city of Pascagula and I will hush and I'm open to any questions that y'all may have [19:09] See one of the council's have questions for mr. Fondre [19:11] I just love to see it work good [19:16] I remember the same thing, you remember it was an anti-tool, yes, but I remember no bad information about it at all. [19:24] Beautiful home, too. [19:26] Anyone else who would like to speak tonight for audience's property, rezoning? [19:33] Thank you, Mr. Fondre. [19:35] Is there a motion to approve or deny the request to rezone from single family residential eight to regional commercial? [19:43] at 3-8-03-Willow Street, you're moving to approve? [19:51] Is there a second? [19:53] Second. [19:53] We have a motion to second. [19:55] Any further discussion? [19:56] Yes, ma'am. [19:56] Is the regional commercial really the best fit for a bed and breakfast? [20:03] Or is the regional commercial just really what's already across the street? [20:08] Across the street. [20:09] So that it makes it more consistent with what's across the street? [20:12] That's correct, yes, ma'am. [20:16] Any other questions, comments? [20:20] There's a motion to the second. [20:22] All those in favor signify by saying aye. [20:25] Aye. [20:25] Opposed? [20:27] The motion passes. [20:29] Next item, Mr. Governor. [20:31] Yes, sir. [20:32] Next item is 4006 Pine Street. [20:37] This established residential neighborhoods [20:39] surrounding properties are primarily [20:41] single-family residential. [20:43] The dwelling has undergone substantial renovations [20:46] and improvements. The applicant resides immediately adjacent towards 0-0-2 Pine Street. Currently [20:54] the SFR-8 zoning does not allow short-term rentals. [21:02] Resoning would introduce a commercial [21:03] zoning and district otherwise all residential. This request has been determined to be site [21:09] specific and considered spot zoning. Council should consider consistency with comprehensive [21:16] of plans surrounding the use land use and long-term zoning objectives. [21:20] The applicants adjacent residents may provide increased oversight and responsiveness. [21:25] The physical appearance of the property is expected to remain residential. [21:29] And the rehabilitation that has been done to the house has drastically approved the appearance and [21:36] the neighborhood as a whole. [21:40] Visitors may contribute to the restaurants and [21:45] tourism related activity, the owner occupancy adjacent to the property may provide a prompt [21:52] attention to any complaints or maintenance concerns, and approval could increase lodging [21:57] options while preserving the existing residential structure. [22:01] Recommendation, the staff recognizes the request is spot zoning within the predominantly residential [22:07] area, spot zoning is not permitted for the UDO, and keeping with continuity of the orange [22:14] It is a staff recommendation to deny this request for the zoning change. [22:20] On August 12th, the planning board also voted to deny it as well. [22:26] Is there anyone present this evening to speak for or against? [22:30] The request to rezone from single family commercial, I'm sorry, residential to regional commercial at 406 Pine Street. [22:41] Mr. Ms. Hustle, does I have to speak? [22:43] Any questions from the council? [22:49] Do we have a motion? [22:50] I have a few comments. [22:53] One is I want to give credit where credit is due that Debbie Greg has spent a lot of resources [23:02] on improving a property that was very, it was at different times almost a dilapidated structure [23:09] structure or what's the [23:09] structure. So, I appreciate [23:11] them investing back into [23:14] Pascagula. I think that says a [23:16] lot about who they are as [23:19] citizens and they are good [23:20] stewards of the property and [23:22] they always will be. They [23:24] have lived there for almost [23:25] 40 years. They were my first [23:29] neighbors when I first moved [23:30] to Pascagula. So, I know [23:33] their integrity and their [23:35] their love for this community as well. [23:40] And so that speaks volumes to me, but I will say that I think that spot zoning is I've [23:47] discussed with them. [23:47] I don't think spot zoning is appropriate for this piece of property, but I do think [23:52] that as we can potentially as a council discuss the potential for allowing this type of use [24:02] to have very tight constraints on it with some maybe some text amendments to the [24:08] UDO to allow this within the residential areas where we have a situation like [24:14] this or where we can maybe like I said put very tight parameters on it that [24:19] it's not a forever use for that piece of property that it's very much tied to the [24:23] ownership of the property the existing character of the neighborhood with sort of [24:31] almost like a little miniature audit of that property on an annual basis or some constraints [24:35] that we could put in there where we could make this stay consistent with what we want [24:41] to see grow in our community without penalizing those that want to reinvest. [24:46] So while I do think the spot zoning is inappropriate, I do want to find a way to make some of these [24:52] kinds of things work for to attract people to our area. [24:56] That's from Good Point Councilwoman Young. Thank you very much. Any other comments? Questions? [25:06] Is there a motion to approve or deny the request to rezone from single-family residential [25:11] A to regional commercial at 4.06 Pine Street? [25:24] Is there a second? Motion and a second. Any further [25:28] discussion? [25:31] Have y'all thought about renting that property? You've done such wonderful work [25:35] And I know it would be so desirable for, I can see a young couple wanting to come to [25:40] Pastor Gooleh and have wonderful neighbors in a wonderful neighborhood that would fit. [25:48] Okay. [25:50] Right. [25:50] We understand there's so many restrictions. [25:53] Right. [25:53] The challenge that that creates a certain, we're not enemies in the worship that just happens [25:59] to level that one. [26:00] That's right. [26:10] I want you to know that I was contacted by a number of your neighbors who had signed [26:14] off on the petition that you all had prepared saying, we think this is a good idea for [26:19] you know, VRBO and our neighborhood. [26:22] But when they got to notice from the city that this was going to mean rezoning that property [26:28] the spot zoning to a commercial property within their neighborhood, they said we cannot [26:35] support that. And they're concerned about the rezoning thing, just like Councilwoman Young [26:41] mentioned, so. [26:43] We have served in many, in mind, which is the type of property that you have associated [26:48] with. [26:51] Well, we will do our best working through our planning and building department to see if that's [26:56] They say possibility, but I know you understand it may not be because it is spot zoning changes if we can get around that perhaps. [27:04] We have a motion and the second all those in favor signify by saying aye. [27:10] Aye. [27:10] Opposed? [27:11] The motion is denied. [27:13] Thank you. [27:14] Next property, Mr. Katner. [27:16] Sir, the next case is 1405 CREF's Avenue. [27:22] Its property is currently vacant, unused with no buildings on the lot. [27:26] The proposed single story warehouse storage building is divided, will be divided into seven storage units. [27:32] Storage is proposed for manufacturing product supplies, different various companies of that sort, such as the builders refers to things of that nature. [27:44] The UDO table of 4.2 B2 identifies the warehouse storage as needing a special use in community [27:51] commercial district. [27:53] Staff finds the request consistent with the purpose of the community commercial zoning [27:58] district, especially along that street there. [28:02] Staff finds proposed compatible with all the other uses being along that stretch. [28:09] The project may increase economic activity in tax revenue for Pascula. [28:15] Recommendation is to approve, and on the 12th, the playing board also voted to approve this as well. [28:22] Any questions? [28:24] That's where, what area is this in, is this near-market street? [28:28] This is, I'll do apologize, there should be a buzz business in there. [28:34] I couldn't tell from the map what I was looking at. [28:37] So those two, and I apologize for that. [28:39] Let me see if I can get the. [28:41] I think it's between Mark. [28:43] It's right there in the middle. [28:44] There's two parcels that are a little. [28:46] I mean close off straight there along the road to the far right right in the middle. [28:50] It's like two separate parcels adjacent to the railroad track. [28:53] Yes, south of Crabs and no, I apologize. [28:57] It's just directly north right in the middle. [29:00] There's that L shaped building and then the little building on the other side. [29:05] That's a lot right there. [29:07] You'll apologize for the picture. [29:08] I think a lot just about the climate control. [29:11] I believe so. [29:13] Yeah, that's right. [29:15] Bus-based storages. [29:17] So is that what you're talking about, right? [29:19] Because it's close to the market. [29:20] We don't think you're talking about close to the past. [29:22] The market doesn't matter. [29:23] Close to the market. [29:24] Okay, in any way. [29:25] I know what you're talking about. [29:26] Any other questions? [29:31] What kind of structure are they intended to put up? [29:34] Well, I believe they wanted to do [29:36] to a metal building structure similar to other storage areas, they will be made aware and it won't be approved unless of course it's, you know, the facade is some other like brick or, you know, something like that. [29:56] I can't remember exactly where they were but they said it took seven hours. [30:15] Thank you. [30:28] Thank you. Thank you. Thank you. [30:29] youth permit for warehouse storage in a community commercial district on [30:34] Krebs Avenue. Do we have a motion to approve or deny the requests for [30:40] the special use permit for warehouse storage in the community commercial district [30:45] on Krebs Avenue? [30:46] Mayor, can I ask you one more question? [30:48] Sure. [30:48] How close is it to a residential house in that block? [30:53] Ah, you know, but that is a great question. [30:56] I don't believe there is one, you know, within. [30:59] and moved to that large, down on it, you know, because I know the first house is the [31:05] cattle and the second part is the large. [31:10] And then you have empty lot right there. [31:12] Two-metre cross. [31:15] Right. [31:16] It's quite a bit. [31:19] It's on the south side, not the north side. [31:21] It'll be on the south side. [31:22] Which is right above us. [31:23] That's it. [31:27] I apologize, the map wasn't detailed as it should have been. [31:32] Do we have a motion to approve or deny the request for the special use permit? [31:38] I approve. [31:40] I don't think we need more revenue if they're going to do something with it. [31:43] They've just been on a blank slate there and you have to clean it up every week. [31:48] Thank you, Mrs. Salworth. [31:49] Is there a second? [31:49] Second. [31:50] Motion and a second. [31:51] Any further discussion or question? [31:54] No, just I agree with Darcy because when I saw the, what was in our packet, it said metal [32:00] and kind of cringey for a minute. [32:03] Right. [32:04] Just want to make sure it meets the standards. [32:06] Absolutely. [32:08] Any other questions? [32:10] Any other questions? [32:10] We have a motion in a second. [32:11] All those in favor signify by saying aye. [32:13] Aye. [32:15] Opposed? [32:16] The motion to approve has accepted. [32:18] I asked. [32:19] Next, we have a consent agenda to [32:28] have a motion to approve the consent items on the consent agenda. [32:34] Any move? [32:36] Second. [32:37] Motion had a second. [32:38] Any discussion of items on the consent agenda? [32:42] All those in favor? [32:43] Signify about saying aye. [32:45] Aye. [32:45] Opposed? [32:46] The motion passes. [32:48] Next, we have the city attorney's agenda items. [32:52] Just more. [32:53] For you name, I have one item tonight. [32:57] This is a potential ordinance amendment related to building permits. [33:03] This would apply just to properties that are brought before Council under the property [33:10] cleaning statute. [33:11] A lot of times in those cases Council decide you want to give them 45, 60, 90 days to work [33:17] from the property, but our standard permit length [33:21] for a renovation of six months. [33:23] So this would give the building department the ability [33:26] to bring a shorter permit that aligns [33:29] with the repair time that you allow for the building [33:33] in that area. [33:35] Thank you. [33:36] Do we have a way for them to revoke the permit [33:38] if they don't meet? [33:40] That's right. [33:42] Yeah, yeah. [33:43] Do we have a motion to adopt an ordinance [33:45] in some ending chapter 94 of the code of ordinances regarding the issuance and [33:50] expiration of building permits. [33:52] Motion. [33:53] Second. [33:54] And second. [33:56] Any further discussion or questions of Mr. Moore? [34:01] All those in favor signify by saying aye. [34:03] Aye. [34:04] Opposed? [34:05] The motion passes. [34:06] Next is the docket of claims. [34:08] Aye. [34:08] Are there any questions regarding the docket of claims? [34:11] Aye. [34:14] Do we have a motion to approve the docket of claims? [34:18] motion in a second. Any further discussion? All those in favor? Signify by saying aye. [34:24] Aye. Opposed? Motion passes. Next is Dock of the Claims B. [34:37] Do we have a motion to approve [34:39] the Dock of the Claims B? [34:42] Motion in a second. Any questions regarding the Dock of the Claims [34:46] be all those in favor signify by saying aye, aye. [34:52] Opposed? [34:53] The motion passes. [34:55] Next is a payroll docket. [34:57] Are there any questions regarding the payroll docket? [35:04] Do we have a motion to approve the payroll docket? [35:07] Some of them. [35:09] Motion in a second. [35:10] Any further discussion regarding the payroll docket? [35:13] All those in favor signify by saying aye. [35:16] Aye. [35:17] Opposed? [35:17] the motion passes. Next we have mayor council items. Any mayor council items at this time starting with councilwoman Brandenstein. [35:28] I just wanted to know if the city's received a lot of positive feedback on the videos that have been shared over the last week or two. [35:38] I think it highlights obviously so many different things, so kudos to Lindsay, [35:45] and Justin, and everyone involved in Christopher, especially I know played a vital role in getting that all full together. [35:53] So, kudos to them, and I think it is a great opportunity for us to share, you know, all the things that we have going on. [36:03] I agree. Thank you very much. Councilman Stallworth. Anything to see me? [36:10] I don't have anything, sir. Councilman Fordnet. Councilwoman Young. [36:15] I just wanted to mention how well attended the pep rally was downtown. It was [36:22] great to see our schools come together and really celebrate the beginning of [36:27] the school year and getting ready for football season of course and the other sports that [36:32] are happening to and just a great kickoff to the school year. It was a very hot afternoon [36:38] and so there was a lot of people in attendance and a lot of school support so I just wanted [36:44] to say thank you for that. It was a great event. [36:48] Councilman Parker. I don't have anything. Councilman Blasnott here. I want to let everyone [36:55] know that we had an amazing couple of days last week in the City of [36:59] Pasagula. We hosted all of the main street directors for cities all across [37:06] the state. We had about 50 people here for a seminar, a wonderful visit where [37:13] there were tours of the city of the downtown. They wanted to see what we had [37:19] done. They wanted to talk about how we had done it. So many of them were at a [37:24] starting point and just have no clue of where what to do or how to get started with their [37:31] cities and moving forward with downtown transformations the way we have. [37:36] I cannot tell you the comments that I received about the wonderful job that Pascagula has [37:42] done at every step, these people that had never been to Pascagula were owing and eyeing over [37:48] the improvements that we had made. [37:53] I shared with Justin an email I got from a couple, [37:59] from a town I can't name. The Main Street Director there and her husband are saying, you [38:06] know, we're thinking about moving to Pasco Gula. And to think that we are, we are impressing [38:11] people to the point that they want to live here just by showing them what we have done [38:16] and who we are. I think we should all be proud. We're especially proud of Olivia Randall [38:23] and the job that she has done as our main street director for organizing and helping put [38:29] the event on, but it was a special time. Next is executive session. We have a motion to [38:35] go into closed session to determine there's a need for executive session. [38:45] Motion to end [38:45] I say aye. [38:47] Opposed? [38:48] The motion passes. [38:49] Thank you, everyone. [38:50] That concludes the public portion of our agenda.
