[0:00] We just barely got back from Las Vegas at least I did. [0:04] So today the Page City Council meeting [0:07] for May 20th, 2026 and the time is just [0:10] maybe a minute after 6:00. [0:13] I've not had a chance to ask anybody for [0:15] the [0:17] prayer of the pledge so I'll do the [0:18] prayer. Is there a volunteer for the [0:20] pledge? [0:21] Okay. [0:26] Father in heaven as we come before thee [0:28] this time we are so very grateful for [0:29] the recent uh [0:32] moisture that we have received and we [0:34] pray Father that thou would please bless [0:36] us with more that we'd be able to be [0:39] comfortable as the summer progresses. [0:42] Help us Father as we make decisions for [0:44] the future of this city and its [0:46] citizens. Help us to make uh [0:49] good decisions for the future. [0:52] Bless each and every one of us Father [0:54] with safety and and on this council and [0:57] in the city in general. [1:00] And we say these things [1:02] humbly in the name of Jesus Christ. [1:04] Amen. [1:05] >> Amen. [1:07] Well [1:09] would you please rise and join me? [1:13] I pledge allegiance to the flag of the [1:15] United States of America and to the [1:18] republic for which it stands, one nation [1:22] under God, indivisible, with liberty and [1:25] justice for all. [1:30] » Okay, we'll move on to uh the see the [1:33] consent agenda, approval of the May 6th, [1:36] 2026 City Council [1:39] uh meeting minutes and also confirmation [1:41] of the monthly financial information. [1:44] Unless there's any discussion on this [1:46] item, Council, I'm ready for a motion. [1:48] >> Mayor, I motion that we approve the [1:50] consent agenda. [1:51] >> I'll second. [1:52] >> Okay, we have a motion been seconded. Uh [1:54] clerk, call vote. May I may mention uh [1:57] Council Hewlett was will not be here. He [1:59] had other commitment that he had to take [2:01] care of. So, we'll start with [2:03] Council Council Perosky guard. [2:05] >> Yes. [2:06] >> Council Moss. [2:07] >> Yes. [2:08] >> Council Rawley. [2:08] >> Yes. [2:09] >> Council Smith. [2:10] >> Yes. [2:10] >> Thank you. Motion carries. [2:12] Uh we'll move on to D petitions I-15 [2:16] interchange update. We got anything? [2:19] Going to skip that one. That's what I [2:20] was was thought. Okay, chamber business [2:23] employee or committee service awards. [2:25] Jim, are you here? I don't see Jim. [2:29] So, it looks like we'll skip that one. [2:31] Okay. Boy, we're moving. [2:34] Okay. [2:35] public forum. Uh [2:38] ladies and gentlemen, anybody that would [2:39] like to come and address the council [2:42] during the public forum and would [2:43] encourage you to do so. [2:45] Please be cognizant of your time. Try to [2:47] keep it around 3 minutes if if at all [2:49] possible. [2:52] Anyone like Yes, sir. Please come on up. [3:02] » Good evening. Uh I'm David Spencer. [3:03] >> Push Push Push the button for us there. [3:05] >> There. [3:05] you go. The pacing light lit up. [3:07] There you go. That's good. [3:09] >> So, I'm David Spencer and I'm running [3:10] for County Commissioner seat B. [3:12] Uh which is coming up here this primary [3:14] election coming up June 23rd. But [3:16] how I got into politics um [3:19] in Orem [3:20] I served on there 12 years. But [3:23] I I I ran to save the baseball fields. [3:26] Because the city council of the time [3:27] wanted to take baseball fields out for [3:28] parking. [3:30] So, I had a cause, right? And the [3:32] baseball fields are still there 12 years [3:34] later. So, [3:35] I accomplished something. But um [3:37] the the main thing is [3:40] the city council or the government was [3:41] not being transparent to the citizens of [3:43] Orem. [3:44] And I feel that's the same way in the [3:46] county. I don't think we have [3:48] transparency in the county. [3:49] Now, on those on the 12 years on the [3:51] council, [3:53] not once did a county commissioner come [3:55] to Orem [3:56] and say, "What are your needs? How can [3:58] we help you?" [3:59] And that I want to change. I want to [4:01] make sure I go to every city [4:03] and sit down with the mayor and the [4:04] council and the citizens and say, "What [4:07] are your needs?" because Payson's got [4:09] different needs than Orem and in [4:10] Santaquin and and Eagle Mountain. So, [4:12] um [4:13] that's my goal. [4:14] I feel that we are a fractured county, [4:16] meaning we're all doing the same the [4:18] different thing. If we can get on the [4:19] same page, they will have power to go to [4:22] the state legislature and get the [4:24] funding we need. [4:25] I believe that the funding is going to [4:27] Davis County cuz that's where the [4:29] legislature leadership is at the state. [4:32] And we need to stop that. So, I feel [4:35] very passionate about running for county [4:36] commissioner. I think, [4:38] you know, salaries are out of control, [4:39] taxes are out of control. [4:41] And when we raise taxes, [4:43] it hurts the homeowner, [4:45] but it also hurts the businessman, [4:47] right? [4:48] Cuz you don't get a discount on your [4:50] business. You get a discount on your [4:53] home, right? On your taxes. So, I think [4:55] we need to get back to the basics and [4:58] have representation that'll come to your [5:00] city and say, "Hey, [5:02] I want to work with you. How can we help [5:04] you?" I I remember meeting you. I went [5:05] to [5:07] the MAG meeting for Dave Young, Mayor [5:08] Dave Young, and said that he's not been [5:11] reelected, but you know, I want to do a [5:13] What's Happening in Utah County uh [5:15] Facebook page because it'll tell [5:17] everybody what's going on in Payson. I [5:19] mean, your Payson your salmon fry's big, [5:21] but maybe you have other things that [5:23] maybe someone in Alpine want to come. [5:25] And let's keep the money in Utah County. [5:27] Infrastructure and transportation are [5:29] key, and I think that's [5:31] we need to pump the brakes on [5:33] um [5:34] building a little bit because our [5:35] infrastructure and transportation's way [5:37] behind. Just coming from Orem, it took [5:39] me 45 minutes [5:41] from Orem to Payson, which [5:43] you know, it's 80 miles an hour, right? [5:44] So, I should have been there faster, but [5:47] we need to make sure we [5:49] are cognizant of our citizens and our [5:50] cities, and I want to represent each [5:53] city. It's three commissioners, [5:55] but I want to make sure I do my job and [5:57] I show up. There's a transparency portal [5:59] I want to do that shows [6:01] how [6:02] the commissioners are voting, are they [6:04] attending their meetings, [6:06] and are they traveling foolishly? We [6:08] should You should have better [6:09] representation at the county and make [6:11] sure that you know what the county is [6:12] doing for the cities. I'm David Spencer, [6:14] and hopefully I can gain your vote. [6:15] Thank you. [6:16] >> What was your name again once more? [6:17] >> David Spencer. [6:18] >> Okay, David. Thank you. [6:19] >> I've got some uh [6:22] some literature that I'll leave at the [6:23] recorder. [6:24] >> Right. [6:24] >> Appreciate your time, and thanks for [6:26] your service. And one thing is I want to [6:27] give a plug for I support the the police [6:29] and the fire 100% because they keep us [6:32] safe. [6:33] Thank you. [6:33] >> Okay. [6:34] Thank you. [6:34] >> Thanks, David. [6:37] >> Do you need to go up by three? [6:38] >> Oh, you're fine. You're fine. We're not [6:40] that much of a stickler. [6:42] >> I had to negotiate, so [6:43] >> Okay. [6:44] Appreciate you coming and being part of [6:46] our meeting. [6:47] >> My number's on the card if you need me. [6:48] >> Okay. [6:49] >> All right. Nice to meet you. [6:52] >> Anyone else here in the [6:54] Come on up, please. [7:07] » I'm Laurel Noise, [7:09] and [7:11] my concern is I keep getting letters. I [7:14] know all of you do. [7:16] Uh my mailbox is always full, everybody [7:18] wanting money. [7:21] And [7:22] this I've got three or four. [7:26] They're calling it a referendum on [7:28] sanctuary status. [7:30] They want me to send them money so that [7:33] they'll work towards not becoming a [7:35] sanctuary state city. [7:38] But [7:40] I'm not sure where that money's going or [7:42] if that's what they're using it for. [7:44] >> That's certainly not anything that [7:46] Payson City has sent out to you. [7:47] >> Uh right. [7:50] Uh so, I guess I'm asking, are we going [7:54] to become a sanctuary city? [7:55] >> Simple. [7:57] No. [7:58] >> Okay. [7:59] I want to support our senators in that, [8:01] but I can't give to everybody under the [8:04] sun. [8:05] >> No. No, you can't. [8:06] >> Okay. Can I ask one more thing? [8:08] >> Sure. [8:09] >> Um [8:10] I live over in the [8:12] 55 and older if you can believe I'm over [8:15] 55. [8:16] >> I am, too. [8:18] >> Over [8:20] uh across from the hospital. [8:22] The city put a [8:24] uh [8:27] sewer line across the road from our [8:29] homes to the [8:31] um [8:32] it's a [8:35] nursery. What do I want to think? [8:38] Daycare. Daycare center. [8:40] >> Okay. [8:40] >> And the where they patched the road it's [8:44] sinking. It's getting deeper. [8:47] So, I didn't know where to go till I [8:48] >> Well, we can certainly get a hold of our [8:51] road superintendent and make him aware [8:53] of that. [8:54] >> Okay. [8:55] All right. Thank you very much. [8:57] >> Thank you for your time. [8:58] >> Thank you, Laurel. [8:59] >> Thank you. [9:02] » I apologize and they didn't start coming [9:04] more. [9:05] >> Okay. [9:05] >> Awesome. [9:06] >> No need to apologize. We're all busy, [9:08] but please come. [9:14] Anyone else? [9:18] Wonderful. Another one. [9:25] » Got to lower this. I'm a little short. [9:27] Um my name's Morgan. Some of you know [9:30] me. Um [9:32] I'm here as a citizen, not as an [9:34] employee. I am very passionate about [9:37] what I'm about to speak about. Some of [9:38] you have heard about it. [9:40] AI data centers. [9:42] What is a data center? [9:45] It's something that a big machine that [9:47] we've all seen over TikTok, Google [9:50] pictures, Facebook, and everything else. [9:53] It's here to help [9:55] um with our intelligence and our [9:57] technology, but also [9:59] what else is it bringing to us? [10:01] It's going to bring not only detriment [10:04] to our environment, heat, and everything [10:07] else. Um it also is not going to be [10:11] saving us a lot of money. As you can [10:13] tell, I've done my research. Um [10:17] Who all agrees? [10:19] One in seven Americans, excuse me, [10:22] um [10:23] don't know even know what an AI data [10:25] center is. Seven out of 10 Americans [10:28] disapprove. Um this was Washington Post [10:31] 7 days ago. Seven out of 10 Utahns [10:34] disapprove. KSL, Salt Lake Tribune, [10:37] Connecticut Public have posted. [10:40] Um [10:42] That's a lot of people. I also do not [10:45] appreciate what they are doing. Um or [10:48] the technology of what we are trying to [10:50] survey. [10:51] The background of what it's doing. This [10:53] may seem uh sound hyperbolic, but data [10:56] centers truly are resource ravenous. [10:59] Even a mid-size data center consumes as [11:01] much as water as a small town, which if [11:04] you know Payson's a town, and this would [11:07] consume over 50,000 [11:10] um [11:12] people that would be affected. It [11:14] consumes 5 million gallons per day [11:17] on some of the older AI data centers. [11:21] Um a study done in Texas [11:23] um in Houston Advanced Research Center [11:26] said that data centers in Texas will use [11:30] 49 billion gallons of water in 2025, as [11:33] much as 39 [11:35] 399 billion gallons in 2030. [11:39] That would be equivalent of drawing down [11:41] to the largest reservoir in the US by [11:43] 157,000 [11:45] acres in Lake Mead. That's 16 ft per [11:48] year. [11:50] Um [11:52] who is paying for this? We will be [11:54] paying for it, not tech companies. I [11:56] have done the research in Box Elder and [11:59] everything else of what they would be [12:02] paying. The tech companies pay less than [12:04] 6% of their taxes a year. That's less [12:08] than what an average income US resident [12:10] pays is around 27%. [12:12] Most towns and cities [12:14] prices went up in utilities 10 to 25 [12:18] dollars per month or 8% nationwide. [12:22] Um some increases even in Virginia have [12:26] gone up 25 to 267%. [12:29] That is a lot and most of us are already [12:31] struggling. [12:33] Um [12:34] excuse me. [12:38] Data centers will on average, especially [12:41] in drier deserts like Utah, could raise [12:45] um the minimum 8% statewide within 6 [12:48] months on the utility bills. [12:50] This would also [12:52] blow average 12% giving the corrections [12:55] that they haven't done on the other ones [12:57] that would be built in. [12:59] This will take in 9 gigawatts of power [13:03] and that's two times more than the state [13:06] uses. [13:09] Not only does they pay less in 10% or [13:12] excuse me, 6% in taxes, [13:15] um [13:15] but also increasing our taxes. The one [13:19] in Box Elder is paying 1% to put it in [13:22] faster. [13:24] I don't know about you, but if I'm [13:26] paying my fair share, I think they [13:28] should pay theirs. [13:31] How much water will they use? A [13:33] medium-size data center would consume [13:36] around 100 plus million gallons per [13:38] year. A large data center hyperscale [13:41] facility, [13:43] um, think as huge as the data centers, [13:45] not including the Box Elder because that [13:47] is the biggest one in the nation that [13:49] would be put in, would use about 5 [13:52] gallon, uh, 5 million gallons per day. [13:55] We're already a driest desert. How much [13:57] more can they take from us when we're [13:59] already paying for water restrictions [14:02] and they are not? [14:04] Nationally, the, um, aggregate impact is [14:07] significant but not enormous compared to [14:10] other sectors. All US data centers [14:12] combined were estimated to consume 449 [14:16] million gallons of water per day. [14:19] That's 1.7 [14:21] billion liters just in 2021. [14:25] And, excuse me. [14:28] Um, [14:30] personally, I think that's [14:32] something that's in a, even in a closed [14:34] loop system, which I looked into as [14:36] well, [14:37] that does not include for evaporation. [14:40] doesn't stay in, even if [14:42] it's in closed loop system, it only [14:45] saves about 80% of water, but that's [14:47] still billions of gallons being lost. [14:52] Personally, I don't think that people [14:54] understand how much AI centers cost us, [14:58] what will affect wildlife, residents, [15:01] and our water. [15:02] I implore you to put in legislation or, [15:05] uh, vote to put that no AI data center [15:09] come to Payson. [15:11] Thank you. [15:12] >> Thank you for that information. [15:13] Appreciate your time and effort. [15:17] And your passion. [15:18] >> Yes. [15:21] » Okay. [15:22] Anyone else? [15:25] Marty any be online? [15:28] Okay, we'll go ahead and move on to [15:29] staff reports. [15:32] Any staff would like to address this? [15:34] Okay, Chief. [15:39] » They all looked at me cross-eyed back [15:41] there. I don't know why. [15:43] Um I just want to report um [15:45] uh I don't know if you've seen it on our [15:46] Facebook post and I hadn't reported yet, [15:48] but uh we got just over $20,000 in [15:51] donations for our K9 [15:53] uh new K9 pup. Uh our a couple of [15:55] officers went to Las Vegas last week and [15:57] picked up our new dog. Uh his name is [15:59] Rook and we'll bring him in and to meet [16:01] the council um [16:03] here in the next couple weeks um till we [16:05] get him acclimated and uh make sure he doesn't bite [16:08] anybody. Um [16:10] Just joking. [16:12] Um I had one other thing and I forgot. [16:15] Oh, our motors officers will graduate [16:17] from motor school this Friday afternoon. [16:20] So, um [16:21] here in the next couple weeks you'll [16:22] start seeing them around town on the [16:23] trails um [16:25] taking care of that summer crowd [16:26] hopefully, so. [16:28] >> Good. [16:28] >> Um [16:29] I think that's it. I had one more else, [16:31] but I can't remember, but [16:32] >> Chief, is Rook a German Shepherd? [16:34] >> He is a I think he's a Malinois. [16:38] >> Okay. [16:39] >> Or a Dutch Shepherd. I I I don't know [16:40] the difference between them. [16:41] >> They look similar, but they're they're [16:43] different. [16:44] >> like a police dog. [16:45] >> And how old is he now? [16:46] >> He's two. [16:47] >> Cute. [16:47] >> He's two, yeah. We got him from a kennel [16:49] in uh Las Vegas. [16:51] >> Okay. [16:52] >> So, you decided against the Chihuahua [16:53] after all that. [16:55] >> Yeah, the ankle biters are a little [16:56] dangerous, so we went with something a [16:58] little more even tempered. [17:01] >> It's good. Thanks. [17:02] >> Thank you, Chief. [17:05] Any other staff? [17:09] Okay, not seeing any. We'll move to [17:11] council reports uh Council Smith. [17:14] I started over here with Bob, so you get [17:16] to do the next one. [17:17] >> Oh, okay. Dale, um [17:20] kind of following up on the police [17:21] chief. I'm I'm super excited for the [17:23] motorcycles. [17:24] I uh [17:25] with the new law that went into place [17:27] and everything else, I [17:29] super excited for them. [17:31] Um [17:32] and then [17:34] I just wanted to I know I've reached out [17:36] to Tracy and um Carl, but [17:41] I keep having I guess I'm the [17:45] complainant [17:46] of the sprinklers because I live near [17:48] there maybe, but [17:50] um and then I drive by, but I was just [17:53] curious how I know that the parks guys [17:55] are there mowing all the time at the [17:57] ball fields, but like how often do they [17:59] turn the sprinklers on cuz [18:02] just even yesterday I saw two more [18:03] broken ones that were different and um I [18:07] just know that a lot of people are [18:08] reaching out and I just want to us as a [18:10] city to lead by example [18:12] um with the watering and such and so [18:15] I don't know. I was just curious how [18:17] often they're checked. [18:21] Yeah, that's what I [18:27] » Times of day we water off times of [18:30] citizens. [18:31] So so you might see it, but we we do [18:33] that to keep the pressure off for the [18:35] citizens. So it might look like we're [18:38] doing something. We've got a watering [18:39] down on 9:30 a lot. [18:41] >> Oh no, I was meaning like the broken [18:42] sprinklers, like that they check for [18:44] them. [18:46] Okay. [18:49] No, I I emailed him. I just hadn't heard [18:51] back, so I wanted to [18:56] Okay. I'll check with him again. I I I [18:58] can [18:59] contact him. I'd emailed him, but I [19:00] hadn't heard back. So just something [19:03] that I guess for everyone. [19:06] Okay. Thanks. [19:07] >> that we have to take care of that lawn [19:09] uh grass It's bit different than the the [19:11] public has with because they're [19:12] >> about the amount of watering. It was the [19:15] there's just a lot of broken and wasting [19:17] some of the water. And so yeah, it's go [19:19] it's just spouting up and getting on the [19:21] road and that was just [19:22] >> Appreciate that info. [19:23] >> That's all. Yeah. [19:25] >> Wonderful. Anything else? [19:27] >> No. [19:27] >> Okay, Councilman Rowley. [19:29] >> Thank you, Mayor. Thanks, citizens and [19:30] staff, too. Happy graduation day to all [19:33] our seniors leaving us. [19:34] Uh [19:36] I thank the the residents that came and [19:37] shared some very valid concerns with [19:39] this tonight and I'm thankful for the [19:41] work you do at the landfill as well. [19:42] Thank you for everything you do at the [19:43] skill house. And I do share that that [19:46] sentiment and I do just issue a little [19:48] challenge to all of us to put our money [19:49] where their mouth is. We all say how bad [19:52] we hate data centers. We need to slow [19:54] down our use of AI. The it's not because [19:56] of a lack of demand that they're trying [19:58] to build these everywhere. Uh not only [20:00] will the the data centers be a detriment [20:02] to our water and our our our our [20:05] environment and you name it, but also on [20:08] a social level, the AI, if left [20:10] unchecked, will be a detriment to our [20:12] economy and our civilization as we know [20:14] it as well. And so I just invite all of [20:16] us say if if we're going to complain [20:18] about data centers, which I do, I'm one [20:20] of them, let's be a little more [20:21] cognizant about what we're using online. [20:23] It also uses a lot more transmission [20:26] power and distribution power when we're [20:27] always using AI as well. And so that's [20:30] just something to be mindful of and I do wonder if if in our code [20:34] do we need to have as we're doing the [20:36] code rewrite, is there anything in there [20:38] right now about [20:40] does a name data center specifically or [20:43] could they come in and and and work the [20:45] system so have it. So I wonder if that's [20:47] something we need to look at so that if [20:49] they do approach us, they do come in, [20:50] it's on our terms and not on theirs. And [20:53] so maybe that's something we we look at. [20:55] This is such a hot topic item right now. [20:58] Maybe that's something we look at if [20:59] protecting our code against data centers [21:01] so that we're in the driver's seat and [21:03] not them. [21:05] And Chief, I'm so excited about the dog. [21:07] Thanks to all the residents and the [21:09] businesses that helped out with that. It [21:10] looks like that was no no issue at all [21:12] because of the amount of support and [21:14] love that we have for our law [21:15] enforcement in this area. So, thanks to [21:17] everybody that supported and donated. [21:19] And that's all I have. Happy Memorial [21:21] Day, everyone. I love this country. [21:23] >> Yep. [21:24] I will second that as well. Happy [21:26] Memorial I'm I'm going to jump in here. [21:28] Uh I've got the announced announcement [21:31] that we've just been able to to ring out [21:33] of the company that's coming. We just [21:36] came up back from the ICSC it's a [21:39] retailers conference. [21:41] Uh it was probably from my point of view [21:44] the best one in the last 8 years that [21:46] I've attended down there. We There's a [21:47] lot of things that are very very [21:49] positive that are [21:50] being contemplated and almost ready to [21:53] take place. But uh the the announcement I'd like to make [21:57] and it'll be it's in the paper today is [21:58] that uh [22:00] it's been long time incoming [22:02] but uh Lowe's a home improvement store [22:05] is coming to Payson. [22:07] They are They are very excited to come [22:09] and we are very excited to have them. [22:10] So, it's something that [22:13] we have kind of kept under the under [22:15] wraps for at least 9 to 12 months. It's [22:19] you get them so far and then somebody [22:21] else. So, I just wanted to make that [22:24] official announcement. [22:26] >> Okay, Councilman Moss. [22:28] >> Um I don't have much to say. I'd like to [22:29] echo what Ryan said about AI data [22:32] centers. Um [22:34] Yeah, the water isn't just the only [22:35] issue. It's the power. I've had a chance [22:38] to talk to our power director about it [22:39] and [22:41] um [22:43] if anyone wants to talk to him, he knows [22:44] what he's talking about. [22:46] Um [22:47] I'm excited about the dog, too. [22:49] And congratulations to our police our [22:52] police officers. [22:54] And thank you to our all of our first [22:55] responders as usual and thank you to all [22:57] our staff, too. I just didn't have much [22:59] to talk about this week. [23:01] >> Councilman Provo, you're [23:03] >> Uh just a couple things. We received notice back from Santaquin [23:09] uh on our solid waste agreement with [23:11] them. [23:12] And they've decided that [23:14] we're not cost-effective for them, so [23:18] they'll be presenting to their council [23:19] of renewing their contract with [23:22] uh their current contract carrier. [23:24] Um so we [23:28] I don't know. I guess I would say we got [23:30] outbid. [23:32] Which breaks my heart. [23:34] >> Not really. [23:35] >> Not even. [23:36] So [23:37] uh [23:39] yeah. [23:40] I'm I'm tickled to death to see uh I [23:43] I've driven around twice in the last few [23:45] days trying to find [23:47] the the yard of the month and the most [23:49] improved yard of the month. And both [23:51] times I've seen our crews out spraying [23:54] weeds. [23:55] I think that's just absolutely [23:57] remarkable that [23:59] uh [23:59] we're on top of that. And would we make [24:01] sure [24:03] that [24:04] whoever that I don't know what [24:06] department that's from. [24:08] Would it would it be Carl's? [24:12] » For our maintenance. [24:13] >> Yeah. [24:15] Okay. [24:15] >> Yeah, could be Kent's. [24:17] >> Yeah, make sure they get a uh thank you [24:20] and [24:22] Okay. Push push it off push it off on [24:24] them. [24:27] It's what? [24:29] Okay. [24:31] Yeah, he was clear down clear down on [24:33] 8th South today. [24:35] Um re- really pleased to to see that [24:37] taking place and [24:39] being being the example of pacing before [24:42] we have a PR letter ready for the [24:44] council to look at and [24:46] send out to all the citizens [24:48] on the beautification committee. [24:50] Appreciate the mayor being [24:52] to the committee meeting last week and [24:55] that brings me to if any of the council [24:58] has a suggestion of yard of the month or [25:01] most improved yard, [25:03] uh [25:03] could you get it to me before Tuesday? [25:06] We meet Tuesday at 4:00 again and we'll [25:09] be selecting June's [25:11] for that. [25:12] And then just appreciate staff [25:14] very much. So, [25:16] uh everybody from administration, Robert [25:19] and Dave for all that you're doing and and [25:22] helping with to [25:24] the landfill. I I love going out to the [25:26] landfill and seeing how clean it is. [25:29] Uh [25:29] I frequent it often, don't I? [25:34] Yeah. [25:36] She no She no longer IDs me. [25:38] Uh [25:39] she she's finally figured out who I am. [25:41] So, [25:42] a pest. [25:44] So, thank you and I I echo uh Memorial [25:48] Day. It's It's one of the American [25:50] traditions of [25:51] remem- remembering not only our loved [25:53] ones, but veterans and everybody else that [25:56] have passed on for for their sacrifice. [25:59] So, [26:00] I love America. [26:01] Thank you. [26:03] >> And I have I have one more thing. [26:05] >> Yeah, go ahead. [26:06] >> Um every day on my way to work I pass I [26:08] go down 9:30 and I just wanted to again [26:11] mention [26:13] how great Tracy and his team and all [26:15] those people are doing because the [26:17] landscaping looks amazing. [26:20] Um [26:21] the grass, the water, they've put [26:23] boulders in for different elements of [26:25] the landscaping. [26:27] It is beautiful. So, thank you so much. [26:30] It's not an eyesore anymore down that [26:32] street. [26:33] >> I'm glad you brought that up. [26:34] >> Yeah. [26:35] Uh-huh. [26:39] Oh, nice. [26:46] Oh, wow. It's going to be absolutely [26:48] breathtaking. So, thank you so much. [26:51] Good. I'm so glad. [26:53] Also, I'm wondering if we can get that builder to move that bridge because [26:58] we were walking that path and there were [27:03] some kids underneath it and we walked [27:05] across it. It's very wobbly. We need him [27:07] to move it just [27:09] away. Um [27:13] Mhm. [27:21] Oh, good. [27:23] Yeah. [27:27] Okay. [27:31] Yeah, reach out to him cuz nothing is [27:33] happening over there as usual, but [27:36] the bridge [27:38] Yeah, I know. It's so weird. [27:41] But the bridge isn't safe. It's wobbly [27:43] and I'm afraid that now that the path [27:45] goes down that way, people will be [27:46] crossing that bridge and it's not safe. [27:48] So [27:52] Yeah. [27:53] just put it on the road behind [27:55] there something. [27:57] Yeah. [27:58] it's weird. [28:00] Um [28:01] So, that's all. Now I'm done. [28:03] >> That's good. Well, I just wanted to echo [28:04] what [28:07] Bob said at the very end of his [28:09] comments. [28:10] I think we all love America and and God [28:12] bless us. So, I just wanted to add that. [28:15] Okay. [28:17] Moving on to E, action items, resolution [28:19] approving the amended interlocal [28:21] agreement between Utah County and Payson [28:23] City for a road project within the [28:25] municipal limits of Payson City. Dave, [28:27] you have some information for us. [28:29] >> Yeah, we entered into a contract with [28:31] Utah County. It was the the funds that [28:33] our lobbyists got for us. It's [28:34] administered [28:36] by Utah County. [28:38] $3 million. The bid for the two blocks came in less. [28:43] The way the contract was structured, it [28:45] was limited to just that. So, if you [28:47] don't spend it, goes back and I asked [28:49] the county manager to see if the county [28:52] would allow us to [28:53] use that to finish out the rest of the [28:55] Main Street project. [28:57] Uh [28:57] the the breezeway [28:59] that connects the parking lot in the [29:00] street and the the parking lot by me [29:03] Rancho Viejo that's the city's. [29:04] Those are the last two parts of the [29:06] whole project. So, [29:08] and so the county approved it. If if the [29:10] city would approve this interlocal [29:11] amendment, then [29:13] hopefully we can get those two items [29:14] done [29:16] along with the 6th and 7th [29:18] South of Main and then we can check that off the box [29:22] that we've finally finished the whole [29:24] project. [29:25] >> Be a wonderful box to check. [29:26] >> Yep. [29:27] >> Really will. [29:27] >> Yes. [29:28] >> Hey, while we're talking about it, do we [29:30] have any recourse back to the contractor [29:32] on the paint of our logo [29:35] uh at the pretty roundabout right in the [29:38] middle? [29:38] >> No, but we I I think uh is that Brian [29:40] Youatt found a a contractor? We're [29:42] looking at some way to to make that more [29:44] permanent. [29:45] >> Okay. [29:46] That uh [29:48] they've done it once since it was done. [29:51] It was I think it's been redone once. [29:52] >> Yeah, that's the mayor. [29:54] Uh that was here at DRC the other [29:57] morning. [29:58] They said that they have they have a way [30:00] of etching that or sandblasting [30:02] >> Uh-huh. [30:03] >> down below and then painting it so that [30:06] the snowplows and [30:08] other wear and tear won't be as [30:09] intrusive on it. [30:10] >> Yeah, we're we're going to try to find [30:12] some way to get that more permanent. [30:14] >> I mean, that's that's our pride and joy [30:15] there. [30:16] >> I think they had it the original [30:17] contractor had a a [30:19] company that would do that and they I [30:21] don't know if they went out of business [30:22] or just left. I can't remember and so [30:25] they painted it. [30:26] >> Yeah. [30:26] >> We knew it wasn't going to last. [30:28] So, [30:28] >> we were going to put that in brick if [30:30] you remember right. [30:31] >> We do. [30:31] >> We were. [30:32] >> We had to had to back off that because [30:33] of COVID and the extra [30:35] >> amount of money. [30:36] >> cost and cost. [30:36] >> Well, and hopefully it does snow again, [30:38] too, and we have to be cognizant of [30:40] snowplow going over that road, too. and this might be an unpopular [30:43] sentiment, but if we can't get anything [30:45] to stay there, I'm okay with moving it [30:47] to the pedestrian [30:48] uh area there on the other side of the fences too, doing it, cuz it will [30:51] stay there. It's not going to get ran [30:53] over and salted and snow plowed and [30:54] >> Yeah. [30:55] Okay. [30:56] >> Something we look at. [30:58] >> Okay. [30:58] >> Where do we put the tree? [31:00] >> Yeah, they put the tree there. [31:02] >> Okay, is that it, Dave Pond? Next [31:04] collection of items? Any Any discussion, [31:06] Council, on that item? [31:08] Okay. [31:09] >> Okay. [31:10] >> So, you're just asking that uh [31:12] that you you're going to go seek this [31:14] permission from the county. You haven't [31:15] obtained it already. [31:17] Oh, they have approved it. [31:19] Oh, okay, very good. So, they'll let us [31:21] do the parking lot, and oh, awesome. [31:23] Very cool. [31:23] >> That's what I say, that's going to be a [31:24] great check the box to check. [31:27] >> Yep. [31:27] >> Mayor, I'd make a motion that we uh give authorization to the mayor to [31:33] enter into an agreement with Utah County [31:36] for a Payson City road project [31:38] completion that of Main Street. [31:42] Is there a second? [31:43] >> I'll second. [31:44] >> Okay, we have a motion and second. It's [31:45] starting with Council Provost Guard. [31:47] >> Yes. [31:47] >> Council Moss? [31:48] >> Yes. [31:48] >> Council Ruley? [31:49] >> Yes. [31:49] >> Council Smith? [31:50] >> Yes. [31:51] >> Motion carries. Thank you. Going on to [31:52] number two, resolution approving the [31:54] second amendment to govern governing [31:57] document of Red Bridge Public [31:59] Infrastructure District Number One, [32:02] and the second amendment to governing [32:03] document of Red Bridge Public In- [32:06] Infrastructure [32:07] District Number Two, together the [32:10] districts [32:12] and related matters. Dave? [32:14] >> So, Mayor and Council, we've talked [32:16] about this in the past a little bit. The [32:18] um there's been quite a bit of [32:20] discussion this last legislative session [32:23] with Utah State Auditor. Um [32:25] we did create these PIDs uh according to [32:28] state law. [32:30] The law contemplated that once they're [32:32] established, they're a separate entity. [32:34] The city He no liability for that. They they run their own they have a [32:38] board. [32:39] Um the state auditor recently um there's [32:42] a couple of PIDs one in Ivins and one in [32:47] out by Price [32:48] Coalville [32:50] um that are struggling and so the state [32:53] auditor was is telling the cities they [32:55] have to make that part of their budget [32:56] or their [32:57] uh component [33:00] um entity for for us. We pushed back on [33:03] that a little bit. They haven't come [33:04] after us but they start going after [33:05] Smothers. I know the legislators were [33:07] frustrated with that. They did pass a [33:10] law but our our uh bond council that um [33:15] helped us create the PIDs they [33:18] drafted some language that the council [33:19] could adopt that basically says [33:23] that uh we do not [33:25] appoint their board members. We're [33:27] totally separate from them [33:29] and just gives us a little more [33:31] >> protection distances us a little further [33:33] away. [33:34] >> more distance. [33:34] >> Which is good. [33:36] >> And we have so that's the reason for the resolution um [33:41] we definitely don't want if if if a PID [33:43] goes [33:45] bankrupt or something that comes back on [33:46] us to pay that bill. So [33:48] I and I think it's [33:50] there's not a a big chance that would [33:52] happen but the state auditor is pushing [33:53] that way and so this would help [33:56] make that distance a little better. [33:57] >> Good thing for us to be preemptive on [33:59] it. [34:01] Council, [34:04] » in protecting the the city. [34:06] >> Great move in protecting the city and [34:08] then I just hope the state continues to [34:09] look at PIDs as well for taking unfair [34:11] advantage of of residents sometimes too [34:13] cuz when they do go belly up someone [34:15] puts the bill and it's usually those [34:17] that are least [34:18] uh able to to do it. Yep. Yeah, it's not [34:21] fair. [34:23] >> Okay. Unless there's any further [34:24] discussion I'm ready for a motion. [34:27] >> Mayor, I motion that we approve the [34:28] second amendment to the governing [34:29] document of the Red Bridge Public [34:31] Infrastructure District Number 1 and the [34:33] second amendment to the governing [34:34] document of Red Bridge Public [34:36] Infrastructure District Number 2, [34:39] together the districts and related [34:40] matters. [34:41] >> I'll second. [34:42] >> Okay, we have a motion and it's been [34:43] seconded. Starting with Council Smith. [34:46] >> Yes. [34:46] >> Councilor Rowley? [34:47] >> Yes. [34:48] >> Councilor Ross? [34:48] >> Yes. [34:49] >> Councilor Perboski? [34:50] >> Yes. [34:51] >> Wonderful. Motion carries. [34:53] Next one, this is a short meeting. Like [34:55] to get a motion to adjourn. [34:57] >> So moved. [34:58] >> Second. [35:01] » Bob sacks. [35:02] >> Okay, all in favor say I. [35:03] >> I. [35:05] >> Thank you, Mayor and Council. Appreciate [35:06] it. [35:09] » Boy, that was short and sweet. [35:12] So, that was we
