[3:46] And we have uh economic development director Jordan Gman. and she's joining [3:51] us online this evening. There's uh three bullet points to talk about. Uh the [3:57] first one is update of the board structure which is just an FYI. The [4:01] second one bylaws which will need a motion and the third one is the 2027 [4:06] CEDA contract which is just an FYI. So Jordan take it away. [4:13] » Perfect. Can everybody hear me? So, um just to [4:58] give you a little context, um the chamber has been seeking votes from [5:04] members as far as what the future looks like. The chamber has received enough [5:09] votes to move forward with the dissolution. They're doing that separate [5:12] from the city with their own legal counsel as recommended by the city [5:17] attorney. Um but a quick update for you is to what that means we're going to [5:22] look like come January. Um and hopefully a little before then is um increasing [5:28] our capacity at the board level with the EDA. Right now we have a five member [5:33] board which is great and we have a good turnout the majority of the time but [5:38] we're looking at increasing our board membership to nine members. As you can [5:43] see um on this slide our thought process is we will have a chair person [5:51] essentially for certain areas of community development. So, for example, [5:56] we would have community events, more than likely chaired by Lana, who's [6:00] currently on the EDA board. Marketing and tourism would be a chair um person [6:06] who would be new to the EDA board. Business support we can find within our [6:10] current board structure. Um and I think there'll be more buckets of focus areas [6:16] that will get assigned to anybody who's interested. Um, but I believe with the [6:22] way that we're moving and shifting and towards programming in 2027, there is a [6:27] need to increase our board size to nine members. [7:33] And then if we scroll down a little bit further, [7:39] [cough] [7:42] the only other update we have here is the section 3 quorum that now quorum [7:48] will be five people instead of what we originally had which was three. Um right now, I know the [8:32] budget committee is working on finalizing or getting closer to [8:36] finalizing what um the 2027 city of Pelican Rapids budget looks like [8:43] due to this board structure change and what we imagine will be programming um [8:49] added on to current programming that the CAD team provides. Um we're planning and [8:57] hoping that we can increase our um service level from four days a week to [9:03] five. Of course, the budget committee isn't doing uh isn't done doing their [9:09] job, but I wanted to just get this in front of the city council. I think in [9:13] order to have a swift and smooth um transition with more services being [9:19] underneath the EDA um it's essential that we have enough capacity and time to [9:24] be able to do it well. That way things are improved in the future. Um at CEDA [9:30] we're getting very close to updating um our numbers so I can have a a financial [9:36] update for you with what that investment would cost. I've shared with Lance and [9:40] Danielle that right now um I'm asking for people to plan for a 5% increase. [9:45] Fairly confident that we'll come in underneath that, but I think it's better [9:48] to tell you five and come in lower than tell you two and come in higher. So, um [9:54] I'm happy to have discussion if there is any discussion points at the city [9:58] council level. Otherwise, they just wanted this to be an update so you know [10:01] where we're at with all of the news going around about the chamber and so on [10:07] and so forth. [10:59] » Hi, I'm Mitch Harry, a project manager with the county HR. I'm just going to [11:04] give you a quick update on the small cities development program progress. [11:09] So, we started our first project um June 23rd of 25, so a little over a year. Um [11:16] so far, we have five on the owner occupied side, residential. We have five [11:20] complete projects um [clears throat] totaling $117,49.80 [11:26] of Small Cities um development grant money. Uh we have four projects in [11:31] progress right now um all maxing out the 25,000. So that'll be another 100,000 [11:37] and I have three getting bids um that I anticipate will all use the the 25,000. [11:42] So that'll be another 75. Um what we had earmarked for owner occupied originally [11:48] was $425,000. Um so we're committed to just over [11:53] $300,000 at this point. Um ideally we'll get all that spent. Um so the deadline [11:59] we have to be complete and closed out by September 30th of 27. Um so I think [12:05] that's very doable. If we get maybe five more residential projects in the next [12:10] year, we'll we'll have that complete. Um, in addition, there's been just under [12:17] $22,000 of the county leverage loans available. [12:22] We have an additional $7,000 available through the county. Um, if somebody's [12:27] project goes over that 25,000. So, we had a few take advantage of that. [12:31] [clears throat] Um, on the commercial side, it's been quite a bit slower. Um, [12:35] we have one project in progress that is looking to be done here in the next two, [12:40] three weeks. Um, I have one that that we're going to get started um probably [12:45] the next two, three weeks as well. That one is only going to take the minimum. [12:49] It's a $5,000 minimum loan. Um, they're only going to use the minimum on that. [12:55] Um, the other project is just a shade over 32,000. [12:59] So, originally we had 400,000 in for commercial and right now we're at just [13:03] over 37,000. Um, so about $360,000 remaining um on the commercial side. [13:11] We've talked internally and with our state representative indeed. We have the [13:17] opportunity and we will look at doing that maybe in the spring to move some of [13:22] that commercial money into owner occupied. Uh you can't go the other way, [13:26] but we can take some of that if we see the demand for additional residential [13:30] projects. We can move over um once or twice some money if if the [13:35] need is there. So, we've thought about doing that. And he wanted to be out of here by 1000 [14:32] p.m. So, >> well, I'll start. I'll talk quick. only [14:36] got four hours, but thank you, Mr. Mayor, City Council. It's always a [14:39] pleasure coming down to see you fine folks. So, thought I'd come down and [14:43] give you an update on I guess the layout, the next piece of the of uh next [14:48] project in line for Mandot. Um, this see here is an updated layout actually [14:54] actually just finished this morning actually, so pretty, you know, hot off [14:57] the presses. I'm basically looking at adding center left turn lanes down there [15:02] at at 10th Avenue. You know, as as all know here, it's kind of a busy [15:07] intersection. A lot of left turns and and been a couple crashes down there and [15:11] some some near misses. So, we're looking at trying to add some left turns down [15:15] the center just to make it safer down there. And one it was it was suggested [15:19] quite a few times to add add a roundabout in there, but that's just not [15:22] really feasible. It's pretty expensive and doesn't quite [15:26] justify the, you know, the $2.5 million to put a roundabout in down there. So, [15:31] and the rightway environmental issues that would would be would work. So, this [15:36] design we think is going to make it pretty efficient down there. Um, I'll [15:40] just walk over here to probably hear me, but yeah, we're just going to add a left [15:44] turn lane down the middle. Similar as the downtown corridor, we have 259 [15:49] northbound. still have a right turn lane going in into tent. Um southbound [15:55] or take away that right turn lane as they are now just have a through lane to [15:59] go southbound. Right turners can still turn pretty easily. We go on to 10th. Um [16:06] on the north west I still have our 4ft sidewalk [16:10] all the way on the down to the 12th I believe. On the east side, we're going [16:16] to move that wide pavement in front of the gas station. That's going to be a [16:21] concrete shared path in that section there. So, it's going to be a pretty [16:25] nice improvement for that downtown piece south of town there. So, I know most of [16:29] you have seen this layout before, >> but that's just something that we added. [16:33] Excuse me. One thing that we are we're also looking at doing is know Thrive [16:38] Church here. I met Justin a few months ago and he's suggesting or made a [16:44] suggestion to move his uh driveway from where it is here to line up with 11th [16:51] Avenue Southeast. So we would would remove this one and then build one over [16:56] there. So that would be a good fit, you know, for traffic I guess efficiencies. [17:03] I guess his complaint was that his parking lot is unsafe during church [17:07] services. people are driving, where people are walking and so he's [17:12] he made the suggestion. So now one caveat about that is mendot would only [17:17] go up to a rightway line. >> So anything about that would be on the [17:21] city to to do. So that's kind of why and I talked with you know Lance a while ago [17:27] just to bring it to her to your attention. So that's one thing I like [17:30] tonight. Maybe some direction from the city council is if that's a feasible [17:34] option to move that approach or leave it where it is. So I know it's uh kind of a [17:40] big big undertaking if the city wanted to do that or someone to do it. I know [17:44] that that's a city street going west and as mentioned maybe that'd be a good spot [17:48] for a future development if there was a crossing there, but that's beyond what [17:53] Mandot would would do. So it's kind of an odd spot now. I mean [17:58] it's a it would take some work to get an approach built in there, [18:03] » you know. So it's >> Lance or Brian's as church talked to you [18:07] about that? >> Uh Lance and I have discussed it. So [18:10] Tom, the yellow line or the green line, excuse me, is the rightway line. So in order to keep the right turn lane next to it [19:09] we'll be taking down more trees and there'd be a lot more impacts to the [19:14] businesses on the west side by keeping right turn lane in there. The current [19:18] right turn lane will basically will be the southbound through lane [19:22] » if that makes sense. >> Yeah, that just doesn't make sense. [19:24] Traffic goes so fast down there >> that now you're going to take away that [19:28] lane and they're going to be flying past the people that are taking a left and I [19:33] I think that's that's not a safe option. Honestly, that's my opinion. I really [19:38] think you need to figure out how to get that right turn lane in. There's many [19:41] people that go that way there at 10 to the west. [19:44] » Yeah. So the only way to [20:55] slow people down is if you sat down there all day and made them slow down, [20:58] then they would go slower. You know, I think the end of this year, [26:58] it'd be great to have some sort of director from the city, which is I would [27:01] think four months should be enough time or three months, whatever is left. Four [27:04] months to get some sort of uh either we leave [27:08] it where it is or you move it. You know, it's not [27:12] it's [clears throat] cheaper for us to leave it where it is, but probably more [27:15] beneficial for traffic impacts. It makes more sense to move it more of a [27:19] controlled intersection and that that'd be fine, too. So [27:24] is that is that doable do you think by end of this year? Um [33:20] sweeping, fixing asphalt, patching valve covers, fixing [33:26] everything that that's been broke over the over the summer and part of the [33:30] spring. Um, household hazardous waste was still busy this year. I It just [33:36] amazes me the amount of paint that people bring in year after year after [33:42] year after year. I'm like, where where are you finding all this? Just But every [33:46] year it just comes in. Um, we will be starting our annual sewer cleaning uh [33:52] first part of September. Just so you know, if um that's how cleaning cleaning [33:56] sewers and uh different neighborhoods, different sections. Um all of our [34:02] patches have been patched up this year finally. Uh took a while to get uh get a [34:08] company here to do them, but they've all been done. Um hydrant flushing this [34:13] year. It's a I'm announcing a little early, but I'm obviously planned it out. [34:17] uh Sunday, October 4th from 7:00 am to 3 pm. And the alternative if weather [34:24] doesn't cooperate that day will be the following Sunday. [34:28] And again, we do this on Sundays because of the turkey plant is their slowest [34:33] time and we can get through and and not affect their their water usage. [34:38] Uh let's see. Parks and stuff, it's that time of the year. all the summer help [34:43] starting. They're all done at the end of this week going back to their their fall [34:48] lives and uh so it's been it's been a fairly good year. Uh campgrounds [34:54] continues to be steady. I I'm interested to see the numbers at the end of the [34:58] year the longer the season goes because I really feel like it's been kind of [35:01] down this year. not as busy as it had been and I thought maybe it would be [35:05] busier this year with no construction, no no anything, but it uh we'll we'll [35:10] see at the end of the year. Um planned on that being open till about [35:14] mid-occtober usually through October Fest and then we'll close that for the [35:17] season. Um couple parks, one specifically has [35:22] received a lot of damage. Um I'm working with the park board on that. another [35:27] we've lost I believe three trees um that people have donated over the years [35:33] through our memorial and they get a plaque and um so I'm trying to work with [35:37] the park board to see what the best idea is there but we'll continue and I'll [35:41] keep you posted on that. Um, we have also recently lost one in Peterson Park, [35:46] which was was rare that nobody has touched these trees for 2 years and now [35:50] all of a sudden they decide. But it is the time of the year also where [35:54] everybody's getting a little rambunctious. Um, and we plan, we will [35:58] be planning to replant these trees in the next month or so. I'm waiting just [36:02] for it to get a little cooler before we do that. Um, [36:07] pool is closed for the season. It closed last Sunday. Um, I think they had a a a [36:13] good year. I'm I'm excited for to see next year's numbers compared to this [36:17] year, but um we had for the whole month uh for the whole year that we had 3,365 [36:27] passes between well, there was there was uh just daily passes was 30,02. [36:35] So that's just people paying daily throughout the summer. Um, the stat that [36:41] still just gets me every time is 2,357 freeze pops were sold. It just throws me [36:49] off. I I just And and 2385 ice cream sandwiches. It It just I'm [36:55] like, "Wow, maybe I don't know what to do, but they just like them." So, it's [36:58] kind of been a good deal. Um, also the goggles, 176 pair of goggles. [37:05] Couldn't keep them in stock for a while and was it was exciting. you know, it's [37:08] good. But so, yeah, that uh I think we had a good summer. Uh they're not in very good condition after [39:56] the um police are done with them. So, we [40:00] ended up selling that one. And well, we ended up selling those two squads. Um, [40:05] so we haven't had a city vol hall vehicle now for many, many months. Um, [40:08] we This one's at Saks Motors. Um, it's a 2014 Chevy Equinox. [40:13] Got about 160,000 on it. Um, but it's in good shape. Uh, we sold the two [40:20] squads and and have the money about a little over $6,500 that we have. This [40:27] vehicle will be roughly 6,700 somewhere a little more than that with um the fees [40:32] and things. So, we have that money. We'd have that extra $200 or whatever we need [40:37] in the general budget. So, as of August 1st, we had um 33 [41:39] land or um property owners that were not in compliance, did not have the new [41:44] license. So, they were sent um a bill for their $500 penalty. [41:52] Um and so they have received that. Now, we've heard from a couple of them. And [41:58] then um I don't know if you noticed on the police report, but they 32 of them [42:04] were cited for operating without their rental housing license. So if you hear [42:12] any grumbling about it, you know why. >> What was the fee? [42:17] » The penalty >> Yeah. [42:19] » was $500. But we had it had been $100 and then we've upped it this last year [42:25] because we weren't getting anywhere with the [42:28] $100. If you remember, we looked we uh probably last [48:10] fall, we actually looked at chapter 10 and we changed those dates that we [48:13] talked about like the inspection dates for rentals and things. We changed it [48:17] from the spring um or from actually from >> fall [48:23] » fall >> to basically spring and into summer [48:26] where we can get the inspections done with nice weather. So there's no excuses [48:30] there about not being able to do things outside when it's poor weather. Um [48:36] basically that that was the changes then that we made. Um that was that and then [48:39] there was one little de definition change but now [48:43] um there's minor changes now that we went through everything. Um the first [48:47] paragraph is just kind of some lawyer language to add add to that. Um and then [48:52] some other places where we referenced he and him and all that. So we just changed [48:56] that to all the there and they and things like that. Um [49:02] one other thing I just wanted to point out. [49:07] So, while we were going through this ordinance, we we found where [49:12] in subdivision five here, it says any person agreed by an unlawful practice [49:16] prohibited by this ordinance may file a complaint with the city. So, we found [49:21] out that yeah, you can they can come if they're if they go to the landlord and [49:25] they're not and and the landlord's not doing anything about an issue, they can [49:28] come to the city. Well, we really didn't have a process in place to make that [49:32] happen. So, that's where that tenant complaint form came in. So, the tenant [49:36] complaint form is actually brand new. That's that was in the packet. You can [49:39] look that over. It just it kind of lays out the process that of that complaint. [49:44] So, that is new. Um, [49:49] and then I don't know that there's really anything else to point out that [49:53] was changed in this ordinance. So, this is all new. Um, [51:08] just some things to point out. [51:12] Um, in the language, it'll say where will we allow we won't issue more than [51:17] eight short-term licenses as of right now. Um, we kind of discussed that if [51:21] things are going well in the future and we can think we can allow more, that's [51:25] certainly easily changeable right there. Um, another one is not issue more than [51:30] two um, licenses to the same person or entity. [51:36] And then it also kind of goes on that I mean they're allowed in residential if [51:40] commercial um, they need to go through an SUP process in order to be approved. [51:44] Um, so I just want to point out so we have some in in we have some short-term [51:50] rentals out there right now. So we haven't had an ordinance or anything [51:54] regulating them at all. So, like say the Mo motel up there has three I believe [51:58] that are short-term rentals and then the one downtown that just opened is in [52:03] commercial. So, basically those would be um I don't say grandfathered in, but [52:09] they'd be a legal non-conforming use since there was no ordinance when they [52:14] were established and they're running. They would be allowed now as a legal [52:18] non-conforming use. So, so like the motel, we say in the ordinance that [52:23] they're only allowed two while they have three. Well, they're they're all right. [52:26] And the one downtown commercial, they don't have to go through the SU process [52:29] or anything like that. It's allowed. So, if another one come wants to [52:37] come in the commercial zone or something, they have to go through the [52:39] SUP process and get approved if they want it.
