[3:38] worked in our favor so that by the time we got over the hump and actually [3:42] started talking about how much money we needed to borrow, the interest rates [3:47] were lower. So then we had the conversation about do we take the loan [3:51] over 20 years or do we take the loan over 15 years because the interest rates [3:55] have made the payments so that we can pay it off in a shorter amount. [4:02] So then we worked through the construction process to try and reduce [4:05] costs further as much as we could. Obviously we didn't hire a project [4:08] manager. We did it internally. Um we met weekly during design uh with [4:14] the firefighters at lovely works and the design team to keep them up to date and [4:18] we use collaborative decision making with the end users so that they got the [4:23] most practical facility for them. Um we were also able to identify multiple [4:28] opportunities through design and construction to improve the [4:31] functionality and decrease cost. Some of these things are like the recycled [4:36] aggregate [5:32] So save a pile of money with no hotels and no travel costs because we use only [5:36] one. So everything was spread here in America [5:50] budget things like the mechanical mechanic bay which has been used every [5:54] single day since that shop is open and saves I think on three different trucks [6:00] now it's probably saves $6,000 just kind of doing the work and parts [6:05] instead of showing Uh, additionally we put lighting on the [6:10] east end to illuminate the dog park and that was part of an ad value. We already [6:15] had light holes and we already had standard but [6:19] facing one direction in things like that. And then another [6:24] big one is the deep services. So the water and sewer actually enter our [6:29] building on the south side and so we could have terminated those services [6:34] there but we ran them all the way to the end of the parcel so that on future [6:38] growth we'll have those services available and we have to redig it up and [6:42] we put it in. We're already excavating on something that building on it at the [6:47] time and so it costs money but it saves us time. [6:52] uh and then the aggregate storage. [6:56] So final costings the land and acquisition and servicing uh cost 1.5 [7:01] million change. Uh the project construction which is [7:06] construction utilities contingency and all the services added. So that's your [7:10] gas going in your power your services internet uh was 8.7 million. And so the [7:17] total project costs 10.2. We estimated 12 million originally. Uh this project [7:23] ended up 96,000 under the construction budget that we signed with builders [7:29] um and 1.7 million under the original total project cost estimate. And so that [7:35] with interest rates and everything else lowered our venture requirement by 2 [7:39] million. So that 10 million uh [7:45] 213 is broken down uh like this. So we used $4 million in reserves. As uh Sean [7:53] just mentioned, the 5.5 maximum dementure is now 3.5. [7:58] » Uh we received grants uh for $2.2 million [8:02] uh 1.9 from the federal government, 252,000 from the federal government. Um [8:09] and then of course we have the sale of the um pool fire hole. [8:14] And so if you did the math on this one, this is your your 10 million 2134275. [8:23] And so by utilizing our own staff to manage this project and through what I [8:29] consider an ex exceptional partner in Scott builders, they're amazing to work [8:32] with. uh we were able to deliver a facility that is more functional, more [8:37] efficient and better prepared for future growth than originally envisioned. Most [8:41] importantly, we achieved these enhancements while bringing the project [8:44] in under budget, demonstrating both strong fiscal responsibility and [8:49] long-term value. [8:54] So, the successful completion of this facility strengthens the town's ability [8:57] to respond to emergencies, maintain public infrastructure, and continue to [9:02] provide a high level of service to the community for years to come. I think [9:05] » a lot of other companies I think construction wise would have tried to [9:10] squeeze out that that last 96,000 [9:18] [laughter] [9:21] » questions >> questions here. [9:26] I uh I will say I noticed when we had the open house uh something I mean [9:32] obviously everybody was there be even with pride as as they should be. Uh it's [9:37] I I know you guys put a lot of work into getting that where it is and but I did [9:43] notice we did have Inisvale and we had Red County uh services that were there [9:48] checking out our building as well. Um has there been any ideas for other tours [9:53] because I'm sure we can't be the only municipality. I know when we were [9:57] looking at this building, you went and toured a whole bunch. Do we have others [10:00] that are lined up to check our building out now? [10:02] » Yes, we do have a couple municipalities that come in in the fall to tour uh the [10:08] building and we've also done the new county wav as well, right? And they're [10:13] already starting to junction. City of Oklahoma will be coming in the next [10:17] month. [10:20] » Councelor Crannberg, >> uh just a comment. I know we like didn't [10:24] hire out like a project manager to do this for us or to do all the planning or [10:28] all the things. You guys did your own research. You looked into what was [10:32] needed. That cost would have been huge to to add [10:36] to the plate. And so I just want to recognize that when you guys did that [10:41] internally, not only did you save the project money, [10:45] but that's added to your job typical dayto-day for everybody. So there's a [10:51] reason that cost would have been would have been large and that's because it's [10:54] not an easy task. So kudos to you guys for pulling that off on an otherwise [10:58] already busy schedule because I don't think we recognize necessarily that [11:01] enough. So thank you. >> It definitely went. [11:06] » I wasn't going to say it, but [laughter] [11:13] » uh anybody else? Councelor Mueller, just more of a comment. Um when I got on [11:18] council in 2017, I know this was part of the strap planning and their dream would [11:22] build um it fairly quickly because it it's a huge uh project for a community [11:28] of our size. But uh kudos to the team. Um when you look at the numbers of [11:33] having a $10 million project and having three and a half million in venture, I [11:36] think that's a very very good balance to have you know the debt load versus what [11:41] we have in reserves and then other just money we did with the land purchasing [11:45] session. Um, and as well, I think most of us are aware, we see in other news [11:50] releases from other municipalities that are building facilities, they're [11:54] building just the firewall and it's going to cost the $20 million public [11:58] facility and all of the other storage spaces and and the other coal storage [12:03] building and then the list of mods to what we value add to that building for [12:07] 50 years to come. Great work. I'm very very pleased with that. Sure. [12:13] speaking on behalf of council on that and they or might not talk more about it [12:16] but I think we're very very happy with the results [clears throat] but this [12:20] project got started when you start working this three years ago four years [12:23] ago now >> 2021 [12:24] » the day I got hired [12:30] so long path to get here but I follow [12:36] » I just want to appreciate your your forethought [snorts] in building what [12:39] you did uh because you're looking into the future and this is going to uh carry [12:44] us through for many more years to come here and I'd just like to know if you [12:48] designed your own avatars uh for good. [laughter] [12:52] » I did not. >> No, you this building is going to be the [12:57] envy of a lot of other communities and uh we should be very proud and you guys [13:00] should be very proud of yourselves. >> Um yeah, thanks very much everybody. [13:05] Thanks for putting this together. I I'm just wondering if we can do like a [13:08] simplified sort of one one page version of this to share with the public just uh [13:13] like a by the numbers type thing. >> Um I think there's there's some people [13:18] in the community that I think would be happy to see it. [13:22] » And I think it's good for us to show off a little bit too because I think you [13:26] guys did a great job. >> Yeah. [13:27] » Thank you very much. >> Good job. [13:31] » Uh okay, you guys are good. You're done. Moving on. 6.1A monthly accounts for [13:37] online payments [clears throat] from July 23rd to August 20th. [13:45] Any questions that were not answered here? Council member Densson. [13:48] » Uh yeah, just one. Um number 0032, um the South Red Deer waste water, uh it [13:57] was at 113,700, which is just about double what we [14:01] usually see. I'm just wondering if there's a a reason for that. [14:06] » Uh rain would be >> that's the Okay. [14:09] » We had exceptionally wet month and there seem to be a bit of infiltration or [14:14] install that end up happening more than we expected. [14:17] » Yeah. Okay. No, I was just curious because there's quite a jump from our [14:20] usual 64,000 to 113,000. So, okay. Thanks. [14:28] » Okay. Any further questions? [14:32] Get a motion to approve. [14:36] All in favor? [14:40] 6.1B investment statement for month ending July 31st, 2026. [14:50] [clears throat] There's no questions here. I will just [14:54] get a motion to approve. Councelor Cranberg. [15:00] All in favor? And the last one is the monthly bank [15:04] reconciliation for month ending June 30th. [15:16] I'll get a motion to approve. Council Mueller. All in favor? [15:22] » Next is the CEO's report. Mr. Bike, >> thank you very much. Um I do have a [15:27] short presentation in a moment but I just touch on a few things just so you [15:32] have a heads up tomorrow night is the imple night so [15:36] be able to show there's [15:40] convention is coming up here in a couple weeks. Um we are [15:46] sort of been asked told that we're it's our turn to host the regional council [15:50] CEO meetings. We've identified October the 20th it's going to be held in [15:54] Denver. We have more information coming up for very near future on that. Uh you [15:58] know edge school division uh we have four new portables that we put in J [16:03] school. Um there was a fair bit of discussion going on regarding the [16:07] servicing of the units because there's a fair bit of [16:10] capacity in those those units. Weren't sure they had enough servicing in the [16:14] current area which they thought they were all right. And we had some [16:18] discussion about parking requirements at the school as well. Those things have [16:22] been addressed. the portables were moved in and at the time of this report they [16:26] are somewhat placed. My understanding is they're fully in place tonight um for [16:31] weekend. So so looks like it's coming about. Uh joint use planning agreement [16:36] is uh getting reddrafted and it's near completion and this also now includes [16:41] Penhold Wasu Middle School. Hoping to have that turn to council here in the [16:45] next few weeks. Uh the pen hold school itself, the old school um there's been [16:50] zero information of that building [16:55] something supposed to come down last fall. It's a few coming about [17:00] um offsite levies. We have asked Kaggish to update our report uh to current [17:05] numbers and we're going to be looking at sitting down with the developers here [17:09] and uh this fall and start talking about offsite fees and see where that's going [17:14] to take us and be public consultations happening on that too as well as well. [17:18] We'd like to get it in place for the beginning of 2027. [17:22] So that's where we're headed for that. Uh under development earthwork is now [17:27] completed by North Side at the Melport development. Um they wrapped it up in [17:31] July 30th. Urban Dirt Works is in right now. Uh they had the water. They're [17:36] actually tested this past week and it's all all good. So they're putting their [17:41] deep services in as we speak. They're doing I think more of the shallow stuff [17:45] now. I think they're doing stormed as of today, but they hope to be out by the [17:49] end of next week. And then we anticipate to see a border pading rolling in about [17:54] midsepptember. So um concern we had um I have to admit [18:00] I'm pleased to see the work is progressing so quickly because um if [18:04] it's done ball too much down the way we will see some housing permits as well [18:11] some interest start developing only if they get in the ground before so so that [18:18] might happen they're hoping that's going to work. There was some discussion uh [18:22] with uh Apple regarding the rightway agreement. Um we said we'll get back to [18:26] the one that there's um [clears throat] regional managers in all these. So we [18:30] just have to have a discussion on that clarity of two areas that's not loading [18:36] up any [18:41] uh second subdivision application came in August the 19th. This is forection. [18:47] This is for the uh park area. Um just want to give you a heads up. [18:52] This isn't finished. It's still um went back and forth for open this week. [19:02] There's your park layout. Um you can see at the top there's a [19:07] soccer pitch to put in. And then you got your um [19:13] right hand corner is your layout for the u playground structure. you see that a [19:17] little bit more is supposed to go down further. [19:25] So there's the important thing the council did ask parking as you can see [19:30] there's 12 stalls going to come off the end of boulevard here. So they are [19:35] putting parking inside the the park area as well. [19:42] Extreme [19:46] plantings. [19:50] [clears throat] [19:53] These are your pathway systems. There's been a little bit of discussion about [19:56] the pathways. Um I think some of our staff are saying if [20:00] you'd rather see the pathways kept the same width throughout makes it easier [20:05] maintenance versus one being wider narrower. So So we've had some [20:10] discussion about that as well. [20:19] Show me a picture. There it is. Here's the actual picture with plur. [20:23] The only thing that's changing is that um [20:28] that um chained um >> miracle round [20:32] » miracle round that is likely replaceable slide merch [20:36] one that's sitting there. Apparently there's they've been known to have one [20:40] maintenance issues sometimes kids getting caught up and getting hurt. So [20:45] we chose we do not want that there. So that's basically what playground [20:51] structure is. In place of that chain one, there's going to be a a t [20:58] and will they put the garbage cans in or will that be putting garbage cans in the [21:04] tables and she's they'll be that's all part of the [21:08] project cost. [21:15] That's sort of what it's going to be looking like. There's a few things going [21:18] on. We're still having some discussions. Um we have um our horiculturist looking [21:22] at it, but they're horiculturist and what we're sort of leaning towards a lot [21:27] more fruit trees in town versus um some of the trees that they describe it many [21:33] times on. So we're just um so there's some discussion happening those [21:39] particular areas. So that should be wrapped up here shortly. [21:43] Okay. So under administration, any questions on that? [21:49] I'm just happy we're at least I'm sure the residents in that area will [21:54] be happy as well. Under administration July 30th, uh attended a meeting with [21:59] council and Mr. Williams. Um just to let you know, we did sign an [22:05] agreement for a local mis municipal initiative program [22:09] that was sent in reference to our funding for the Mitchell Street storm [22:13] water upgrade. uh he sent the infant uh FCM agreement [22:18] for tree inventory canopy management agreement that's signed in fact it's [22:24] our council reps are intermiss ICF intermissal collaborative framework ICF [22:34] almost [laughter] we met with county to go over the joint [22:38] agreements and um there's a a number of agreements it's encompassed into that [22:43] one large agreement so IEP is just sort of a covering agreement for all the [22:47] other agreements. So we went through all that spent a bit of time with the ICF [22:52] committee on that. You can see what I do have a commitment from the CEO from [22:58] your county to sit down and start talking about some capital costing of [23:02] existing infrastructure. So should have that hopefully some fall. [23:09] Uh August 14th attended a grand opening and coming for public service building. [23:15] Upcoming items of interest uh we're continue to work with Milport to make [23:18] sure housing gets started as quick as possible and also the park area. We're [23:22] working on the ICF agreements as we speak like to get that upgraded and [23:27] place as well. uh memorial hall. We're working towards restoration fundraising [23:33] if the council gives permission to uh put some funds aside to do some further [23:40] depth investigating which is package tonight. We will probably pull the [23:44] trigger to get somebody in here ASAP to start some walls apart to see what it [23:48] looks like. We've already asked the cadets that's got some storage in the [23:52] basement to have a structure. So they've moved forward with that. [23:59] Um, we're following a recent matter that Insil is dealing with right in Canada. [24:05] We have some documentation of that. So, we're just sort of asking keep us in the [24:09] loop what's happening. So stay with September the 3rd of our unions [24:16] representatives are going to be coming out to look at some of our insurance [24:19] strategies. [24:23] Good. [24:27] Um and we're also looking at placing um funding for Avenue. We had design [24:35] drawings done for Avenue North 42. Um that was a year ago. We asked update [24:42] the numbers so we can actually get that information into our transportation if [24:46] not borders cost funding and thank you to Yaro for up on that. [24:52] Hopefully we'll get some fun to that role. [24:56] That's my report worship. [clears throat] [25:00] » Thank you very much. Uh any questions for the CEO? [25:06] Council Mueller with regards to CRA challenge there. Have they are there [25:12] anyations to us or maybe soldier to us? Um yes. [25:21] Um some of the agreements that they're being challenged on we have similar [25:25] agreements there with different agencies not all [25:30] one direction but there are different agencies as well. So um they are [25:35] challenging. So we'll see what comes out of it. So [25:39] so um I have been in discussion with the CEO there a couple times [25:46] see how things are going because it is of interest to us. um that the [25:50] implications are last we can't be the only misal [26:01] much broader [26:08] coming >> um thank you I was going to say I know [26:11] we haven't heard anything from the province can we reach out again um just [26:14] because I we're getting late into the season and there's been no nothing and [26:18] we're now going to be sitting there with that boarded up school as you come into [26:22] our town with a gas station that's closed and it's only a matter of time [26:26] till that's boarded up to is not a nice look for us, right? When you talk about [26:30] people wanting to invest in our town and that's what you're met with when you [26:34] come in and there's no reason that after a year that we've heard nothing from [26:38] them. So, >> um [26:42] they have been questions back to school division. So, I'm not sure if they'll [26:46] give us an answer. We have grad. >> Yeah. [26:50] » But we are coordinating closely with the I'm not sure why it's [26:56] taking so long. Last I heard they had just waiting to get to Google [27:04] » that would go through um Alberta infrastructure. [27:09] » Was it Albert Education who handles the [27:13] » Oh, the demolition. >> Yeah. [27:14] » Yeah. I believe it was Alberta infrastructure. [27:19] Okay. [27:24] Any other questions? [clears throat] Motion to approve the report. [27:30] Cunningham. All in favor? [27:37] Community services report is next. [27:47] Mueller, uh, there was a section there talking about [27:52] ambassadors. [27:55] What what is the potential cost for budgetary considerations [28:03] for [28:06] the wages [28:11] for the summer? Um [28:16] had was sponsored to I think if I correct [28:20] and still had sponsorship as well and not [28:26] sponsor council wish [28:40] » um it was suggested did I don't know I mean I know someone I guess said I [28:45] didn't ask but that the the Typer Creek optimists which are kind of work with [28:50] the group but that they'd be they would potentially be interested in looking to [28:56] sponsor something like this. [29:00] So, I don't know if that's something we can follow up with our local optimist [29:03] group anyway. [29:09] But before we do that, I guess is is there an interest in us um scoring this? [29:14] I I I think it's a good idea have someone around that area, [29:20] especially over the summer months. You [29:23] » mean just to keep an eye on the kids? >> Be a good role model. Yeah. [29:28] » Stuff like that. And it wouldn't be a Sorry, worship. I [29:32] was just going to say it's it's not a full-time position. It's maybe a few [29:35] hours. >> Yeah. [29:36] » Two, three nights a week type thing. So, it wouldn't be huge dollars. [29:41] » Be a popular area for youth to go to community. [29:45] » Yeah. >> Yeah. Just want to be a positive role [29:49] model for some of the the kids that hang around there. [29:53] Maybe a bit of a safety net, too. Um younger kids that want to be there. [29:57] » Yeah. Yeah, sure. [30:01] » Okay. Uh, any other questions from this report? Okay. [30:08] » So, may as well we will look for a motion when we get later down there, but [30:17] » So, you want you don't want the motion now? Later. [30:20] » No, we can do it later. [clears throat] >> Um, okay. If there's no other action [30:25] from the community services report, then I'll get a motion to approve. Center. [30:29] All in favor? [30:34] Fire and protective services report is next. [30:47] Any questions on this? [30:54] by a bunch [laughter] [30:59] again. I was just going to ask about where are they going to get the f I [31:04] don't know if I read this properly but where are you going to get the fuel from [31:08] with the petrol pass like is it still going to be [31:14] » well I assume it would be the only petrol Canada is the one just right [31:17] there >> okay so it's okay [31:22] » I think I think the biggest issue for fueling those vehicles up is they can't [31:26] fill in can't fit in Oh, right. [31:35] » Uh, any other questions? [31:42] I'll [clears throat] get a motion to approve. [31:44] » Councelor Dson. All in favor? Multiplex report is up next. [31:58] Council Mueller, I'll try to shake up the group here. Maybe get more comments [32:01] on them. Um what caught my eye was the uh the [32:07] concession and it's great to see that uh we're going to have somebody that's [32:11] going to come in and really uh get that open for us with some options. mostly [32:15] something that a lot of people are commenting on our facility here that [32:18] there isn't a concession. So, uh hoping that that will go well. [32:22] » Yeah. >> Yeah. Happy to have someone. [32:28] Anything else from the multiplex report? Got a motion to approve. [32:36] All in favor? Carried. Operations report is next. [32:44] Councelor Densen, >> is it the town's responsibility for [32:47] cutting the medians uh by the playgrounds? I'm talking like Hawkridge [32:52] uh Boulevard in that. Okay. U because it hasn't been cut in a while [32:57] and the weeds and the foxtails are getting out of hand over there. So, um I [33:01] was just wondering whose responsibility it was. So, okay. Uh would it be best [33:06] then just to make a report then to uh public works in regards to that? Okay. [33:13] Any [33:18] other questions here? Councelor Cunningham? [33:21] » I was just going to say the uh fishing day. Is that all right to talk about [33:25] that here? Yeah, I guess that would be the spot to talk about. That looks [33:29] awesome. I'm excited for that for the kids in town. That'll be really [33:33] exciting. And um yeah, I think that's what I have there [33:39] [laughter] just for my notes here. [33:44] Uh, I'll just I don't know if it's um the the portaotty at the ball diamonds [33:50] was stolen last week. >> That's a replace it. But [laughter] [33:57] » yeah, somebody uh shortly after they came and drained it and cleaned it, a [34:02] truck pulled up and with already two other portaotties [34:07] in their truck, loaded it up and took off. [34:11] Well, that's a crappy situation. >> Yeah. [34:16] [clears throat] >> Well, the group did uh they did replace [34:19] it. They didn't Yeah. bring a new one in already, but because the ball the ball [34:23] pays for that, but councelor Cunningham. >> Sorry. The other question I had was, [34:27] yeah, uh has the position for the level two operator been filled yet? I [34:33] had somebody asked me at the ice cream shack and I said, I'm sorry. I I don't [34:37] know, but if you want to go look on our website, it's probably if it's there, [34:40] it's probably still there. So, okay. Thank you. [34:44] » All right. Uh if there's nothing else on operations, I'll get a motion to [34:46] approve. Councelor Crannberg, [34:51] all in favor? [34:56] Moving on to new business, we will start with the uh Redu County [35:01] request for participation and a regional recreation facility inventory study. [35:08] Uh did you have anything to um worship? This was a [35:13] request from Brighter County. um this funding is only available when you got [35:17] multiple municipalities involved and um I'm I'm happy that they are reaching out [35:22] to wanting to work with us on a particular grant project. So um we're [35:27] all on board with this philosophy and move forward to put this funding [35:31] together and move on this project. Um the last one we did is is a growth study [35:36] as you probably seen in our our public services our protective services [35:42] managers report. Um we are part of a larger regional funding as well for that [35:47] particular uh grant as well. So Alberta community partnership program we have to [35:53] have it in here before the end of October. So um we if council is [35:57] accepting supporting it we will advise for your county that we be happy to be [36:01] part [36:04] and any comments here. [snorts] >> I think all of this is going to tie into [36:10] ICF discussions. Um, so it's important to be a part of this and it's important [36:14] to identify which uh which buildings um the county will [36:20] classify as recreation facilities and how they classify that. Councelor Giski, [36:25] following that logic here, I will make a motion to adopt as administration [36:29] recommends and sign us up for this regional recreation facility inventory. [36:34] She got an acronym for that. Aging? Yeah. [36:42] [laughter] >> Okay. Councelor Giski, let's make a [36:45] motion. >> Oh, sorry. [36:46] » All [clears throat] in favor? [36:50] And Memorial Hall next steps is item 7.2. [clears throat and cough] [36:58] » Uh, the worship. I'd like to say this one is equally as expensive as the last [37:01] one because the last one doesn't cost us anything. This one does cost some money. [37:05] Um but we are asking to proceed with the uh a little bit of more in-depth [37:10] analysis on the memorial hall to determine uh what work has to be done [37:14] and that way we can get the committee up and running to get some specifics as to [37:18] funding purposes what they may have to go after or we'll determine the fal [37:24] state of the correct >> either way we will have a much better [37:27] idea what we serve we have two walls so we are asking that we proceed with this [37:33] uh we have we were suggesting thing is we have the engineer on site with [37:38] contractor work with the walls. will be done together report as to what [37:45] the recommendations is if it's not too costly the foundation [37:51] we'd like to also look at the drafters well there's a sway in that [37:57] so if foundation is too costly but the graers so you have a good in-depth [38:03] report in this budget [38:08] » um I would just say like I'm I'm all for that because I you um definitely need to [38:13] make sure we're spending money correctly with this building. But um I would also [38:18] like to say that if with the committee we should also send an invite to county [38:25] um so that uh you know if they're talking about uh facilities and stuff [38:30] like that and that way there's no way to say that they've not been literally on [38:34] the ground floor with us for funding with this building. [38:38] If it ever comes that way, I don't know. But, you know, hopefully there's grants [38:41] and stuff and we wouldn't have to reach out, but [38:45] just any [38:52] council, >> just briefly, do we know if that [38:54] property line for the fire hall, which we no longer own, does that go right up [38:59] to the Memorial Hall building? >> Okay. I just wanted to make sure that if [39:04] we're going to get in there, we get in there before he does put up his fencing. [39:07] if we're going to trench in there because that's more cost that we would [39:10] have to repay. [39:16] Um further questions here, the only thing I'd like to add is I I do think we [39:21] need to move on this with um we had a large number of people sign up to be a [39:26] part of this sub committee that form or something. [39:30] I've already gotten quite a few um phone calls or people stop me to ask what's [39:35] happening with that because they put their name up and want want to be a part [39:38] of something to to well save the hall I guess would be their preference. So I I [39:43] do think it's important when you have people u wanting to be involved in [39:47] something that we don't make them feel like they're being ignored. So we do [39:51] have to get some information out there and get in touch. [39:55] We we had sent out an email I think last week just to give them a heads up that [40:00] uh we are doing this and we're hoping to get committee start meeting with [40:04] committee by the end of September. Perfect. So we are pushing hard to get [40:08] the report back. Awesome. [40:12] Okay. Uh at this point I'll look for a motion to approve. [40:19] All in favor? [40:23] outstanding business. [40:27] Ah, there was some outstanding business. Now we'll move on to some outstanding [40:30] business. Uh, the golf cart pilot project. [40:36] Cam said that. You guys will be laughing. [laughter] [40:45] [snorts] >> Okay. [clears throat] [40:49] » [laughter] >> So, we do have some uh some additional [40:52] information on a on a pilot project here. I appreciate that. Um and a [40:56] recommendation that we accept the report for information at this time and that [41:00] the town touches base with Silven Lake later on [41:04] after after the summer out sorry later this fall on their summer outcomes to [41:09] determine if proceed to budget and look at a similar project for7. [41:15] Any questions here on the report? [41:24] Um I I can this probably is not priority. [41:29] So I'm I'm fine. I do think more information is good. I [41:34] think if this if this is something that that is becomes more common in other [41:38] municipalities, I think we need to be prepared for it. Otherwise, people are [41:42] just going to start driving off cars around. [41:45] But at this point, I'm happy with seeing [41:52] with that. If there's no other comments, uh, I'll get a motion [41:58] with the recommendation council. >> Yes. [42:01] » Yeah. >> All in favor? [42:07] [clears throat] Is it further to? [42:11] » Yeah. with the recommend with the recommendation as [42:13] » as identified. >> Yeah. Okay. [42:20] » Okay. Moving on to correspondence. [42:29] Council me. Uh Rick, the letter that we got from affairs on the LGF and other [42:35] funding. Was that the vote you were accepted or [42:38] » Yes. >> Okay. expected, budgeted, and most spend [42:44] [laughter] [42:48] crossing [snorts] here. [42:55] » Rick was thrilled to see that AB Nunis is going to be sponsoring a portion of [42:59] the FCM. That was awesome. [43:07] » You get to suggest something to them. No, I done that with [43:19] I was going to u about the health foundation. [43:24] Are they are you is anybody is he wanting a board? Is he what he want [43:32] » to join us? >> So I have met with Ken. Ken has met with [43:38] mayors and re this letter went out to the whole central Alberta Mayor group. [43:43] So really they're looking to meet with mayors or council that they have met [43:47] with >> and also what they're looking for is [43:50] money not necessarily from the municipality but if um if a community [43:57] has you know a a philanthropist in that might be interested in donating money to [44:02] this they need money or they want money. It's sharp picture. [44:12] Anything else from the correspondence? [44:19] Accept information. Jensen. [44:23] All in favor? All right. [snorts] Councelor Mueller, [44:31] you're up. Uh last month has been a little bit more [44:34] quiet for myself. I did have a week vacation in DC, but uh our very very [44:40] diligent dog park did meet at the end of the month. Um one of the few communities [44:44] that I'm part of that does say it's super great because the the group that [44:47] folks that are part of that community are very vicious and don't want to uh [44:52] lose our momentum. They have decided that they do want to put a float in the [44:57] fall festival parade. So that's really neat. creative and design and want to [45:01] just get informationational community media at large as to what we're about [45:05] and first days coming forward and of course we're trying to promote our [45:09] October 17th poker rally um and as well we are working on getting that [45:18] all set up I think we're still working on a few details but in the next couple [45:21] weeks we should have something for that event [45:26] um but yeah that's mark and then um SR our team, we have had meetings. We've [45:31] actually postponed uh our regularly schedules [45:37] with the city of Red Deer and we are having to review them um with the our [45:44] legal council and have some more inter discussions. We do have an upcoming [45:49] meeting with all of the municipal CAOs um as well coming up in October. So, we [45:54] want to make sure we're prepared for that presentation because again, this is [45:58] a pretty large ruling that's come out which is going to [46:03] have I think potentially some fairly large changes or the regional lines. Um, [46:08] so it's good that if depending on how things shake out and we need to advocate [46:13] for changes that problems that we need to be [46:18] as a single voice and not have a surprise one. [46:23] will be different. So, um yeah, we be we uh be prepared for board wellness on [46:28] that as they happen. That's it for me. Thank you very much, councelor S. Um [46:36] been pretty quiet for me as well. August 14th, I attended the grand opening of [46:41] the public service building. What a wonderful building. And um I was with a [46:47] couple of ladies and they were just in awe that the conference room. They're [46:52] just like, "Oh, we can't wait to, you know, you, oh, we can use it for this [46:56] and we can use it for that." So, we might get some calls. Um, [laughter] so [47:01] the the 25th, um, I'll be at the discovery night, 27th, we're having a [47:06] ball festival meeting and so I'm sure they haven't been buying just [47:13] be going over everything. And I noticed uh around town when [47:21] I don't know who did our sidewalks was that did [47:24] » so they hang up the sidewalks they've been giving people's lawns sometimes [47:29] they put sod in there other times they just put oh I don't know it's looks like [47:35] canola growing along the sides of people's [47:41] now it's like I think a little more chaos must be [47:45] done. And if they're going to do that, then they should probably come back and [47:48] fix them. The one that I've noticed a lot, it's right across from the Jesse [47:52] Duck School on [47:57] and it's like I think they can do a better job of [48:02] » of their facing and finishing up >> the aesthetics. [48:06] » The aesthetics. >> Yeah. It's It just looks like [48:12] » Yeah. But if if some if you send them a letter or something and say like guys, [48:20] it's got to be a better job than that. >> My opinion, we'll investigate that. I'm [48:28] not sure what the status is, so I can't comment. [48:31] » Picture is worth a thousand words, right? [48:34] » Exactly. >> Yeah, [48:35] » that's [48:38] me. Thank you, Council Gizki. Well, you're looking at the canola at 147 [48:43] Lincoln Street. That's me doing a little micro farming and [48:48] » um you know what? It's been a quiet month for me. The FCSS board starts [48:53] sitting again two weeks from now. We unfortunately lost uh Jason Clinic is [48:57] moving on to uh job fairs at the end of the month. So, I've worked with him for [49:04] three years and he's a very good city staff and he will be missed. Um other [49:08] than that, um it's my birthday on the 13th. So there really wasn't quite as [49:12] good of a present from as much of the well wishers as I got as the new public [49:16] works building being so good, the event going so well, and almost everyone being [49:21] on time. [laughter] [49:26] » It's going to be a very good facility for many years to come. [49:29] » I'm sure it was a staffer. Yeah, if someone's blood pressure went higher, [49:33] I'll tell that. But that being said, that's all I have for you. [49:36] » Thank you very much, Council Gunny. [49:42] here. All righty. All righty. Um, so yeah, we did have the quick meeting [49:46] there, but the minister uh was short. Um, I'm glad we were able to get an [49:50] audience. Um, as I said, I'm glad we didn't have any issues with Delburn [49:54] because we did have to share our 15 minutes, but uh hopefully they'll be [49:58] able to get back to us um on on our issues. Um, the ICF, I got to say, what [50:04] a good meeting that was. Um, sometimes you go to these things and uh, I felt [50:09] really good coming out of it because we had some direction. We have stuff that [50:12] we're going to be talking about and I'm so glad that our administration is [50:15] working on it already. So, that's fantastic. And, uh, sometimes, you know, [50:20] meetings don't have to be super formal to be fruitful and I appreciated that. [50:25] Um, the open house again that was amazing. Um, [50:30] what a just what a what a great day for Penhold. And I was surprised like I just [50:34] was so pleased with the turnout that we had too. Like you know all of our staff, [50:40] the public works staff and fire department. I know there was people that [50:43] used to be on fire department that came there and just it was great. It was [50:46] really good and uh exciting. So um the EOE which is the elected officials uh [50:54] course there um was hoping to uh I am registered for the land use planning [51:00] which is uh now pushed back to November so will not be getting the certificate [51:06] this year but also I would like to uh put forward to take the um hiring of the [51:14] CAO course that is also upcoming also online. It is not part of the municipal [51:18] elected um leadership course, but I would still like to take that course if [51:23] uh that's available to me as a motion afterwards. Uh museum, we've been so so [51:29] so silly busy. I will say we did have an impromptu visit from the fire [51:34] department. Was awesome. I wish we would have known because we so would have [51:37] advertised it because man, the kids just went screaming out there. [51:42] So, um it was great. We also had a visit with FCSS. Um, we did a a day with them. [51:48] We had a day with PYC. It was really nice to be able to partner and we were [51:52] talking about partnering on other things coming up. So, stay tuned. We are going [51:58] to be busy over at well, this is our last week serving ice cream, but we'll [52:02] be busy over at Jesse Duncan as a part of their meet and greet from 2 to 4 on [52:06] Friday. Uh, the seniors have approached us and [52:10] they would like us to be part of their garage sale. So, uh, they would like us [52:14] there for the 18th, 19th, and 20th. So, I, uh, have to get a hold of HS to see [52:19] what that's all about. Uh, huge thank you again to public works. They, uh, [52:24] came and dug out the base for us for the swings as per AHS recommendations. Uh, [52:29] it looks really great. So, thank you. And then uh we are hosting the central [52:34] Alberta Regional Museum Network Harmon as they're called uh September 1st at [52:39] the seniors uh dropin and with a tour of our museum afterwards. We've booked a [52:45] fantastic presenter who is going to come talk our ears off all about bylaws and [52:50] board rules and really exciting stuff. But she actually does make it exciting. [52:55] So we're really we're we're pleased to be able to share that with these other [52:58] people. Again, when you go to a meeting, it's nice to get something fruitful out [53:02] of it. So, uh we're excited for that. And um I would say with citizens on [53:10] patrol, I know we'll be there for the discovery night. Uh we'll also be there [53:15] for the museum uh tomorrow and council. But I just want to say to our Inisville [53:20] citizens on patrol, our little neighbors there that we've partnered with, um they [53:24] actually were able to call in a structure fire the other day um in a [53:28] trailer park. And as you know, I'm not sure maybe this is something it was say [53:31] uh our service manager would let us know here is it's like 7 minutes for a [53:36] trailer to go up. So hopefully that uh they were able to help save some other [53:41] homes in there. So it it does make a difference for the [53:45] Thank you. >> Thank you very much, Densen. [53:48] » Uh I did it's been very quiet this summer. It was for me as well. I did [53:52] attend the uh ribbon cutting for the uh public service building and I've already [53:56] said my piece and what I think of what happened there and uh again so [53:59] exceptional. Uh otherwise I'm looking forward to getting back into the [54:02] committees come this fall. So that is it for me. [54:06] » Thank you very much Council Granberg. >> Uh same thing as Council Mueller [54:10] attended the dog park committee again probably the only committee that doesn't [54:14] break over summer. So it's a passionate group and the goal was to get something [54:18] seen. I know when you're raising money or just even spending money, people like [54:22] to have something seen and so that was our big thing is to get something in the [54:26] ground and that's exciting to see. also at the opening for the fireh hall and [54:31] again uh kudos to the staff because council was there uh MLAs were there, [54:36] representatives from the feds were there and just you know we got to sit kind of [54:40] behind there and cut the ribbon but at the end of the day um the boots on the [54:44] ground was you guys and we got to you know sit up there and cut the ribbon and [54:47] kind of enjoy that sparkling building for how long it stays clean like that. [54:52] Um, but you guys are owed such a debt of gratitude. I said it already, but thank [54:56] you for making us look good on that project because it was really a diamond [55:00] uh for our town. So, >> thank you very much. [55:05] Uh, okay. Um, I also had some vacation over the last since the last meeting, [55:09] but um just wanted to do a well, we've done a [55:14] I've done quite a few fall festival interviews over the last uh week. So, [55:18] this is just a reminder for everyone to to get registered for Mary Marathon. [55:22] also uh and make your fall festival plans. [55:27] Uh a little update on the the ICF meeting with Redier County because I [55:33] think it is important [55:37] that we are we're going to be working with the county on this on developing a [55:41] capital funding agreement that will be applied to the to every municipality [55:46] within the county. Um, so I think it's really it's a good opportunity for Pen [55:52] Hold because we're going to be the ones that are really going to set this up and [55:56] the other communities will either love us or hate us for that. Um, but I I [56:00] think it puts us in a good spot and I think it shows the the the trust that we [56:03] have uh between the two municipalities to make something work. So there is a [56:07] few good suggestions, but also we're not going to sign an agreement until that's [56:12] that's in there in writing. I know the county would like to to sign [56:18] and then say we'll work on these as we go and I think we're going to stand fast [56:23] to to not doing that. So um it was a really positive meeting and the start of [56:28] some more work to come but probably [56:34] um I think I'm excited about it. That's the kind of stuff that [56:38] I get excited about. [laughter] [56:44] » Regional collaboration. Yes. Get you [laughter] going. [56:47] » Get you going. [56:51] Uh, okay. Um, yeah. Otherwise, every like FCM has been [56:56] fairly quiet. Um, a few random committee stuff is coming up, but nothing nothing [57:00] major. As far as the public services building [57:03] goes, I'm really hopeful that we can get some funding for for that road to pave [57:08] it. I already have gotten emails and and phone calls from residents in the Oxford [57:12] Heights or Oxford Landing, sorry, area. Um the road is taking a beating just [57:18] with the increased traffic that it saw over construction and now with data use [57:21] on it. So that probably should be a priority. And other than that, I hope [57:26] everyone had a great summer. looking forward to September kicking off and [57:30] getting back into hygiene. So, [57:35] okay. Um [clears throat] Oh, sorry. [57:42] I would like us to Well, let's do we'll get a motion to accept the council round [57:46] technical information. Councelor Sitter. All in favor? [57:51] Period. Um and I would like a motion word this um for administration to move [58:00] forward on um exploring funding opportunities for a skate park [58:04] ambassador program. Councel Mueller. Okay. All in favor? [58:11] Great. >> I also had a a motion there for the [58:15] hiring of CEO EOE project. Um >> Oh, right. And that's an online [58:20] » that's an online one. That's the only Yeah, it's [58:23] » okay. Um, so councelor Cunningham would like that uh be able to take that [58:28] course. >> Yeah, it's $295 to do it online. [58:35] » Okay. Uh, does someone like to make that motion? [58:37] » Make that motion. >> All in favor? [58:43] [laughter] Okay. [58:46] » Now we'll move on to questions from the gallery. Are there any questions from [58:49] the gallery? [58:53] » [laughter] [58:56] » My question a few different ways >> first. Uh just [59:04] um so my question is is council aware of how the concerns of taxpayers are dealt [59:12] with through the town and then conduct them as well. [59:17] Um I would say in generally yes of every specific example I'm guessing probably [59:23] not. Uh >> so there was a person was concerned [59:27] about what was happening here storm water ponds and that they were being cut [59:31] down and it's in violation of the migratory bird act which is a federal [59:36] legislation and she brought this concern forward and there was some [59:41] misinformation spread by the government of Alberta which has been corrected. Um, [59:45] I'm pretty sure the town of Pen's operations received this information as [59:48] well. But my concern is is when she brought that concern forward, she left [59:55] that conversation with two members of the town of Pendle in tears. She said, [1:00:01] "I will never bring anything forward again. I will never speak up." Because [1:00:06] she was made to feel villainized in the whole entire situation. And the people [1:00:11] that addressed her concern never looked at the problem she had. All they did was [1:00:17] pinpoint why she was the problem. And this isn't the first time I'm hearing [1:00:22] this with in the town of Pentel that citizens aren't bringing concerns [1:00:27] forward because of the way that they are treated and the way that they're [1:00:31] addressed by people in the town of Pentle. So, I'm wondering if anyone is [1:00:36] going to do something to review this and if these concerns, if they're not going [1:00:41] to be addressed properly by operations, should be brought forward to you guys [1:00:45] directly. >> Um, yeah, I mean, we can't investigate [1:00:49] anything if we don't know about it. So, of course, yeah, but like if if a [1:00:54] resident has concerns with with how they've been treated, they [1:00:59] for anyone on council, but um I would say nothing's going to happen if we [1:01:03] don't know one. So if we do know about it then we'll look into it [1:01:05] » and it should be done right because the federal government had reached out and [1:01:09] reminded everybody of the migratory bird act and the fact that these storm water [1:01:14] ponds are protected under the migratory bird act and cannot be touched through [1:01:18] the time frame or anytime that a migrating bird is seen on those ponds. [1:01:24] So that information packages essential operations. So I'm assuming this won't [1:01:28] be a problem going forward. But the concern is is that she was right and all [1:01:34] she was trying to do was care. She was trying to get people to understand and [1:01:38] ask why do you do this? And instead of addressing that in a way to understand [1:01:42] that there was a problem, it they completely villainized her and made her [1:01:46] feel horrible and she'll never speak up again. And it's not the first time that [1:01:50] this is happening. So my my biggest motive is is if the members that serve [1:01:56] the public feel it appropriate to make the public a prior anytime they have a [1:02:02] concern, how do we ever move forward and what kind of culture does that bring? [1:02:08] » Yes. So I I 100% I would encourage them to [1:02:13] » could be that somebody apologizes to her because they received this information [1:02:18] that what they were doing was in violation on I think it was Wednesday. I [1:02:22] had the email. Um so that gave all of Thursday, all of Friday, and all of [1:02:28] today for somebody to say to her, "I'm sorry. I was misinformed. The [1:02:33] information I told you was not correct." and we should have had a more [1:02:36] collaborative approach to solve this problem together. [1:02:41] » Yeah, that that's fair. Like I I know nothing about [1:02:44] » So, but I [clears throat] don't >> I can't really get into a specific what [1:02:47] what we should have but yeah, absolutely. The the res if they have [1:02:52] concerns, they should reach out to a member of council. [1:02:54] » Okay. And that's going to be kind of I know Richard and I have talked um [1:02:59] directly and I just feel like the culture in the town of Penville when [1:03:04] people are speaking up or they're asking for help or they're bringing concerns [1:03:09] they're seeing forward they're often dismissed they're not followed up on or [1:03:13] they're shut off and that's a feeling that I know from multiple people and [1:03:18] even people that are trying to engage and make the community better and that's [1:03:21] coming from you know the local peace officers as Well, and I just think it's [1:03:25] such a shame that this town is great and can be great, but it's because of the [1:03:31] citizens that live here. And if they're treated in that way, they're not going [1:03:34] to participate. And I know there is a lot of sour grapes out there. So, I'll [1:03:39] let people know that you guys are willing to hear this and then to kind of [1:03:42] bring this forward and they should expect a change in the mediators to [1:03:46] » Yeah. And and I mean I I'd also say like we never get interactions again. Uh we [1:03:53] had a lot of positive interactions too. So I wouldn't I wouldn't frame it in in [1:03:57] the same light and I'm sure there there are valid concerns but um by and large I [1:04:03] I do think that we do a great job of working with the community. Does that [1:04:06] mean we can be better? Of course we can always be better. And if there's [1:04:09] specific examples then we need to know. And I just think when somebody tries to [1:04:14] bring a concern forward saying, you know, we should care about the wildlife [1:04:16] and I think you guys are in violation of this. And she leaves the conversation [1:04:20] with the 2000 courts members in tears, feeling small, feeling stupid, feeling [1:04:25] like she shouldn't have said anything. Oh, I guess I was wrong. I didn't know. [1:04:29] No matter if she was wrong, she should never leave the conversation. [1:04:34] » Right? And so no matter what the intent was, I know what the outcome was. and [1:04:39] the fact that she was right after being treated that way and nobody thought the [1:04:44] common decency to apologize. I think we can do better and I think we [1:04:49] owe our citiz [1:04:55] [clears throat] [1:05:00] okay. Anything else? >> Oh, I can go on forever. [laughter] [1:05:05] » Thank you very much and thank you for coming tonight as well. [1:05:07] » Oh, yeah. Hopefully this won't be a a common thing, but maybe. [1:05:12] » No, no, but honestly, that's why we have public meetings. That's why we allow [1:05:15] questions from the public, right? >> We don't know about something, then [1:05:20] nothing's going to happen. Appreciate your time. [1:05:23] » I'm glad you said that because I have a bunch of people approach me to bring [1:05:27] this up. Um, it's the west side [1:05:33] there are paying lawn care on fixed incomes. paying for lawn care. Come get [1:05:39] rid of their weeds and all that. And I have to come here and say, you know, [1:05:44] this guy's weeds are 40 high and down past that corner on flooding. I don't [1:05:50] know who owns that. Apparently CP does. It's a it's a nest down there across [1:05:57] North. It's not like and [1:06:03] I but they're they're checked off and when I went for a walk today I thought [1:06:09] yeah they have a valid point. I walk down those alleys and stuff the houses [1:06:15] fine businesses weeds all over. Yeah, they know that they forgot this corner [1:06:22] that has weeds this high and it's a chronic one. [1:06:27] I do know that we're in the middle of a like the peace officers are going around [1:06:32] doing some enforcement on that right now. [1:06:37] » No, it's the same chronic >> the ones I'm always going to hear about [1:06:42] and like people are saying, "Oh, there's a double standard going on. Why do we [1:06:46] have to look after the alleys and the businesses don't [1:06:51] or is it selective enforcement?" They're wondering what the heck is going on. But [1:06:57] mostly people just comply with the laws, but they get kind of upset when they're [1:07:03] seniors and their yard is their big thing and they're old and they take [1:07:08] pride in their yard things we blowing. And yesterday in that windstorm that [1:07:14] Bob's tales were like a snowstorm on our side of I don't know where them coming [1:07:18] from. I didn't see any in many yards. I feel like this is the first year I've [1:07:23] heard this much about Fox. I don't remember. [1:07:25] » No, it's around like [1:07:30] between me and the North Sports. They have a stairway down to a utility room [1:07:36] and friends of mine used to own that. And no kidding, foxtail seeds were this [1:07:41] deep in there. And I said, "If I was you, I'd light them on a fire. They'd [1:07:46] burn really good." As kids, we used to burn [1:07:49] them next. He couldn't because he [1:07:57] [laughter] >> Yeah, [1:08:00] » that's what guard hoses [1:08:10] » developers [1:08:15] even if you see this but behind the hall today when I was walking down the alley [1:08:19] they got sales I know. [1:08:23] » They're not that big, but you have to keep them going off at this time of [1:08:26] year. They just go this >> and it is as big expensive your animal [1:08:32] gets. 500 bucks [1:08:42] is getting torn down by nobody knows. [1:08:46] » I don't know. It was supposed to get torn down last September. It's not it's [1:08:50] not a town owned building, so we don't really have any control over it. We were [1:08:54] told that it was going to happen. We're constantly told it's going to happen. [1:08:58] Nobody seems to know who's doing it, who's in charge of it. [1:09:02] » School division says the province province says it's the school division, [1:09:06] but yeah, it's like torn down about CRA. I assume you're talking about [1:09:12] revenue agency >> earlier. Yeah. In Israel. [1:09:18] Yeah. >> Yeah. They sent me a bill. I went to my [1:09:22] bank like three weeks ago, paid that bill. Today I got a check back the total [1:09:28] amount I had got the bills for pay them. >> Now what I do, [1:09:33] » which is why um town of Venezuela is challenging the CIA decision too before [1:09:38] they're paying their >> they did a study and 85% time they give [1:09:43] you the wrong advice. My friend, you got major minds to somebody [1:09:50] and you cannot fight them because they're the [1:09:55] » I uh [laughter] [1:10:01] don't say anything about >> if you're waiting for something from the [1:10:03] federal government, you better be prepared to wait for a long time. But [1:10:06] when CRA wants something from you, >> what am I going to do now? Get a double [1:10:09] do or what? >> It's crazy. [1:10:14] It is >> send it back to him. Write it off as a [1:10:17] charitable donation. >> I have to hang on to it for when the [1:10:22] next comes. I suppose and I just have [1:10:27] » Yes. >> And actually it was from her question. [1:10:29] So there is a lot of empty lots from developers and those lots are in [1:10:34] disrepair, right? They did kind of cut them over here, but there's still junk. [1:10:37] There's still trash in them, right? Um thinking about the ones from Abby and [1:10:41] things like that. It's the same as the community over here where behind [1:10:46] Henderson clothes in that back alley. Yeah. All of that back alley remains [1:10:50] unfinished. Abby said that they didn't finish it. The developers said they'd [1:10:54] finish it as soon as the last lot went in. The last lot's been in for almost [1:10:58] two years now and there's been no movement on it. So, how does the town [1:11:04] plan to hold these developers accountable for what they say they'll do [1:11:08] and to finish the docks? >> Yeah. So, it's a it's a constant [1:11:10] struggle with um not just for some of them better than others, but um yeah, [1:11:15] with empty lots and I mean it's an ongoing constant uh we're constantly on [1:11:20] them. We're finding if it's construction issues, we do have [1:11:24] a few more levers like outstanding construction issues that we can we can [1:11:28] utilize. But for the empty lots, we just the peace officers do their job and [1:11:32] » and then we just continue to let them build in this community even though they [1:11:36] can't prove us that they want to be responsible members of this. [1:11:38] » Well, it's hard to find a developer that you don't have issues with in any [1:11:41] community for one. So, wouldn't say we're continuing to let them [1:11:45] » ability. Yeah. >> And we do we don't necessarily advertise [1:11:50] every everything we do with every developer, but we do hold them [1:11:54] accountable. >> But you all see change, right? You'll [1:11:56] see them behave differently. You'll see the walls cleaned up. You'll see the [1:11:59] back alleys finished. You'll see these things that have sat for a while be [1:12:03] done. And that's I think what means the most is when you're looking around left [1:12:07] or right. That's what you see, right? And so I think that it doesn't speak [1:12:11] well when you have seniors going out there and spending their funds and [1:12:14] making their yards beautiful where we have developers, you know, charging [1:12:19] taxpayers how much money to build houses, maybe not building them, great [1:12:24] and then leaving these lots this way or not doing or not being held accountable [1:12:28] to what they do. Like that road back here behind the alley should be paid or [1:12:33] should be completed. There's no reason for it and it ends up being a horrible [1:12:39] hit every year because it's unfinished. Like we couldn't finish our landscaping [1:12:44] landscape without this alley finished. You'll watch. [1:12:47] » I don't know what specific alley you're talking about there. [1:12:49] » The one that leads to storm water content on this end. [1:12:53] » Oh, okay. >> So, that's not completed. It doesn't [1:12:57] have proper gravel. It doesn't have proper drainage. And the town does [1:13:00] continue to grade it. Well, why are we not just holding the de developer [1:13:04] accountable for the job? >> Yeah. So, yeah, I I can look into that [1:13:08] specifically. I don't know if there's anything. [1:13:13] This lady just told me that CP across school there's an hour to go home. [1:13:20] Should I call her or should I mind being broken because I [1:13:31] got a bunch of yards cleaned up and yards because I recommended my [1:13:36] neighbor's kids for mowing because their mower sucked. [1:13:39] » I mean, I I I can't tell you what to do. If you want to follow CP, you can, but [1:13:43] uh we can also we can also follow up with our our CP people. And [1:13:47] » I think it be more because they just think you're a crazy old. [1:13:52] » Yes. >> But I have no trouble doing that because [1:13:57] the dispatchers for the truckers over there [1:14:02] » CP responds like the CRA. [1:14:10] Yeah, we can definitely >> remind them of their legislative [1:14:12] responsibilities to ensure that they're not creating a hazard that can [1:14:17] endangered. >> Oh, yeah. You'd be surprised that I know [1:14:21] how easily CP can get away from any legislative responsibilities like [1:14:26] they they are our most powerful >> entity [1:14:29] » entity in there is no one more powerful than [1:14:35] CP >> that's the the federal government a long [1:14:40] long time sold out any [1:14:46] uh anything from [1:14:52] » [laughter] >> Okay, we we do not have a closed [1:14:55] session. Um, so get a motion to council. >> All in favor?
