But uh the other thing is um have there been any [18:28] increases in the water bills and stuff like that here as of late? [18:34] climbing like ungodly. I've had two people move out of the house in the past [18:38] year and it goes up. So, did you guys hit a raise or what? Um it's related to the water system improvement project and the new [19:32] tower and stuff that's going in. we are statutoily required to keep that revenue [19:37] fund in balance with the debt. We're taking debt out on the water system [19:41] thing. So we uh we got bound council advice and quite a bit of study for more [19:47] than a year or something before we acted on the water rates. So and their advice [19:51] was to only put a if I remember this right only put a water rate schedule [19:56] change out for three years. we talked about if we could go up further and [20:00] stretch them flat and further but uh that's why those big jumps they're [20:04] because of the capital investment that's being made I saw in here year 1 is 10% [20:09] increase year two 12 year 3 15% uh that's where the water rates and sewer [20:15] is 10 five5 >> holy cow [20:19] » for real >> the sewer rates were related to the [20:22] prior investment in the water treatment plant that was already behind us and an [20:26] increase in operating costs related to the inflationary period. My hotel bill was $613.38 [24:00] for two nights at a hotel. Um, bringing this to y'all for awareness around the [24:08] data center conversation. Obviously, hotel rates are going to go up [24:13] exponentially. Y'all got family coming in. They're going to pay an arm and a [24:18] leg to try to stay in a hotel anywhere in our area. Um, [24:23] two nights, $613.38 cents for a room in Cedar Rapids, Iowa [24:29] because of what's going on down there. Um, I did actually talk to the manager [24:34] um and stay in Marat for a really long time. Um, because I traveled for work. [24:39] We actually do not get to control the prices of the rooms. So somebody like me [24:44] that walks in as a platinum elite and they're with them forever, they can't [24:48] adjust their room rates. So they are set at what they are. Um and most of us, if [24:53] you've been into a hotel room before, you look at the back of the door and [24:57] they got the rate sheet in the back, they can charge up $600, $700 a night [25:01] per room, right? Cedar Rapids, Iowa, guys, $618 [25:07] for two nights in a room in Cedar Rapids. And it's because of what's [25:10] happening with the data centers. So after reviewing the results of [25:36] your recent survey on data centers, I urge you all to do the right thing by [25:41] adopting a strict ordinance or better yet extend the current moratorum to [25:47] prevent a large or hypers scale data center from moving into our area, our [25:52] community. Technology is advancing quickly [25:56] and these resource intensive data centers may soon become obsolete while [26:02] our valuable crop land will never be replaced. It'll be lost forever. [26:08] I understand that the financial offer may seem too good to pass up, but the [26:13] potential downsides makes this a risky choice. These companies could leave [26:18] quickly and fail to restore the land, even with a signed contract. [26:23] We have seen similar incidents happen right down here with the court where [26:28] they were supposed to restore it has it's still the same as when they left [26:32] it. So then the community will be left to deal with the aftermath and the [26:36] cleanup. At this point all you need to do is say [26:40] no to the voluntary annexation and extend the moratorum. [26:45] the claim that the county will approve this same piece of land, sort of steal [26:50] it out from underneath us or you guys um does not apply here unless there is [26:58] clear proof to support that statement. So unless there's been a deal made by [27:03] the county that we don't know about, please do write by the citizens who [27:08] voted for all of you and place their trust in your leadership. [27:13] Listen to them. They did the survey. They answered it. They took the time. [27:18] The survey reflects their voices. So, please extend the moratorum and pursue [27:23] the strongest ordinance possible. PASTA has spoken and its residents do not want [27:30] a data center. >> I'll make two comments. [27:34] » We've approved. We approved a six-month mortorium and we [27:39] can extend it if we need to. That's the first comment. and we would have every [27:42] intention of extending the moratorum if we're not ready. Strict ordinance, [27:47] that's what we're after. Now, your comment about the land, I'll say from my [27:50] standpoint, I'm not worried about somebody stealing the project [27:53] opportunity from us. We didn't ask for the project to be proposed to us. But [27:57] I'm thinking about this that even if Pia says no, we could still end up with a [28:02] data center in that space because the county will likely at some point have an [28:07] ordinance and if they can meet it. So we could as PASA we could be staring at it [28:10] and having all the the challenges related to it and it will be county. So [28:14] at that point if there were any tax benefits which theoretically there would [28:18] be um PASA would not participate in that but we would still have it on the south [28:22] side of the highway. Uh Jared Barl um 8294 Colbridge Street have some comments on the recent [30:00] uh discussions of of the data center. um kind of I I know a lot of people have [30:05] been coming forward. Um I felt like I needed to to call in online here and and [30:09] make some of my concerns known as well. Um just the scale and the magnitude of [30:16] what this proposal is is really significant to the community. the [30:22] electricity which I know you guys I've sat in on earlier meetings um talking [30:27] about the the the the power source using by the meter natural gas a natural gas [30:33] power plant is only about 55% efficient and that is considering that they use a [30:41] openloop system for cooling of that power plant um said power plant it [30:47] becomes less efficient when you start talking a closed loop system similarly [30:52] to what they're they're considering for say the data center. Um I think what [30:57] this council also needs to consider is two ordinances not just data center [31:03] related also power plant designed ordinance. What does that look like? [31:09] What is the water consumption of that facility? because I can tell you right [31:13] now that the amount of water that they're going to need is going to be far [31:18] significant than what these other facilities or other businesses within [31:23] the Piesta um community already use. It just [31:28] doesn't make sense to have a power plant that is a closed loop system. I mean [31:34] that I mean just alone the amount of water that it's going to take is huge. [31:41] Um, and even even a open loop or sorry closed loop system for a power plant is [31:47] somewhat experimental. >> Um, [31:51] » I've got a question. Uh, you you say that the power plants in [31:55] these systems use a great deal of water. What is what is that great deal of [31:59] water? Do you know? >> Um, cooling. So, I mean each power plant [32:03] that >> But how many gallons does [32:05] » quantity >> quantity? [32:08] [clears throat] Um, yes, I have that. Depending on the scale, I mean, right, [32:13] he he spitball 350 megawatt, you're looking at 4.2 to 5.9 million gallons of [32:19] water. You go to the full scale, 850 megawatt, you're looking at 10.2 to 14.3 [32:24] million gallons of water. That's 47,000 homes, almost 58,000 homes. [32:30] » And where do you get that information from? Um just doing some some research [32:34] and scaling of uh power plant design looking at um some of the the scales of [32:41] what these facilities take. I'm just doing research. [32:46] » Yeah, if you find that research if you would share that with our city, we'll [32:50] get that into >> Yeah, I can start uh sharing some of [32:54] those uh >> stuff. I mean, I'd like there was with [33:00] the the recent um person coming up to like DNR regulations in place, he said [33:05] that it's heavy-legged, but regulated by the DNR. From my experience, DNR can [33:10] only do so much. Um, when it comes to a big business like that, um, likely, uh, [33:17] a facility of that size, they are going to have, [33:22] uh, how do I put this? They will have they will exceed the DNR regulations for [33:30] how much contaminants they can put in the water or the ground system [33:34] locally. Generally what they'll start doing is that they'll pay fines. It's [33:39] cheaper to pay the fines than actually fix the problem in most cases. [33:46] » So concern about water consumption and also water runoff and right water comes [33:50] out of the building. Yeah. Those are both on our radar screen to deal with in [33:54] the ordinance. We will right definitely >> we'll definitely have some conversation [33:58] around if we have to have a separate ordinance about power plant or if it can [34:02] be incorporated into what we're doing >> and points [34:05] » I know there's a lot of they they say closed loop system I closed loop systems [34:12] a lot of your stuff is closed loop um there's also a lot of problems with [34:16] closed loop systems because of the water that we use in this region our water's [34:20] hard um so it's going to take a lot of treatment of that water. Um it does [34:26] create issues in a closed loop system as far as rare earth metals, forever um [34:32] forever chemicals. Um just the wrong pH balance temperature, it starts to create [34:39] um essentially [34:42] corrosive chemicals in the system in the closed loop system and you have they [34:46] will they will be filtering that out and that will be an off byproduct. Where [34:50] does that go? Does that internally on their site or does that also do we have [34:56] to is the city of Pasta water going to have to filter those out? Are we [35:01] capable? Is our systems capable of filtering that out and handling that? [35:08] » All right, Jared, I'm going to give you 30 more seconds and I'm going to invite [35:11] you to any work session and other meeting if you want to make additional [35:14] points. [35:26] This is going to be a huge facility. They're talking 350 to 850. If they go [35:31] that$850 route, you're looking at Port Washington, Wisconsin size, $15 billion [35:35] uh facility. Equally here, high-end, it's probably going to be right around [35:40] that $15 billion investment. um they're going to be needing up close to 850 [35:46] acres for 850 megawatt facility or sorry 850 megawatt facility is going to need [35:51] about 500 to 850 acres. So the 194 acres that we have that they have slated that [35:56] they're looking at they're going to be looking to buy up a lot more land. The [35:59] BMS the site development the land it's going to be a huge impact. It's this is [36:04] not a small fry. This is a colossal scale for this community. So, I'll just [36:10] end on that and then end um that uh this this is a bedroom community and that a [36:17] lot of the people here just just don't want it. I'm I'm one of those. And [36:21] eventually this AI bubble, it will fall. It will it will will burst because the [36:25] majority of the investments and the financial credit will run dry. [36:33] » Thanks, Jared.
