[0:00] This is the 2024 IBC and IEBC self-certification training for [0:08] accessibility and accessible means of egress. [0:12] My name is Ross Sapon. I am a structural plans engineer and the architectural and [0:19] accessibility technical lead for the city of Phoenix planning and development [0:24] department. [0:53] You will notice during this video version of the PowerPoint presentation, [0:58] I will be describing in appropriate detail the graphics that appear on the [1:03] slide to provide persons with visual disabilities the opportunity to have [1:09] access to the information presented in this video. [1:14] This is a requirement by the Americans with Disabilities Act for a service or [1:18] program offered to the public by the city. And this requirement is [1:23] wholeheartedly supported by this department. [1:27] We welcome any suggestions on our efforts to make this video presentation [1:32] and any other services and programs accessible. [1:37] Many of you listening today have taken college classes. So this question should [1:44] be an easy one. What is the minimum grade you need to achieve in a college [1:49] class to get a credit for that class? The answer is a grade of D. [1:58] Codes specify minimum requirements. Codes provide requirements for a level [2:05] of work that would be analogous to the level of work necessary to achieve a [2:10] grade of D in a college class. Some of you may view code requirements [2:17] as the gold standard. They are not the gold standard. They are as low as you [2:23] can go without failing. We will see this when we start discussing chapter 11 in [2:29] the IBC. These are the four documents that will [2:34] provide you with the required provisions for accessibility and accessible means [2:40] of egress for work outside of the public ride ofway. the 2024 IBC and the 2024 [2:48] IEBC with Phoenix amendments and the 2017 [2:54] ICA117.1 [2:58] and section 702G of the Phoenix zoning ordinance which [3:04] contains the provisions for accessible parking and loading zones. [3:10] The 2010 ADA standards for accessibility design is another document that contains [3:16] accessibility provisions. This document that you can find online for free is [3:23] title two and title three of the federal Americans with Disabilities Act. [3:31] The state of Arizona made it a state statute by reference to the federal law. [3:37] The state law requires that counties and cities adopt the state statute by [3:42] reference in their building code. The Phoenix Building Construction Code [3:48] is more comprehensive than the federal and state laws and has more stringent [3:54] accessibility provisions. The Fair Housing Act design guide [4:00] document is a design guide only. It is not the Federal Fair Housing Act law. [4:08] This guide is based on the 1988 amendments to the Federal Fair Housing [4:14] Act. Please do not use this document. [4:18] The Phoenix Building Construction Code has more comprehensive and stringent [4:23] accessibility provisions. Use the Phoenix building construction [4:29] code and zoning ordinance section 702G for work that's not in the public right [4:36] of way. The 2010 ADA document and the standards and policies of the street [4:43] transportation department are used for work in the public rideway. There is [4:49] another federal document titled public ride-of-way accessibility guidelines [4:54] that provides updated guidelines on how to make the public rideway accessible. [5:00] This presentation will not be discussing accessibility requirements in the public [5:06] rideway. Please contact the city of Phoenix [5:10] street transportation department for more information on what is required for [5:15] work in the public rideway. Let's discuss where accessibility [5:21] provisions are found in the building code. [5:25] IBC section 1009 in chapter 10 covers the provisions for accessible means of [5:32] egress. IBC chapter 11 covers accessibility [5:38] and IBC appendix E provides supplementary accessibility [5:44] requirements. Section 306 in the EBC contains [5:50] accessibility provisions for existing buildings. [5:55] The IBC and the IEBC are the scoping documents. They tell the user what is [6:02] required to be accessible and the quantity of each element that must be [6:07] accessible. Except for IBC section 1107, the IBC and the IEBC leave the technical [6:17] standards on how to make the element accessible to the ICA117.1 [6:24] standards document. Section 1107 [6:29] includes both scoping requirements and technical standards which avoided [6:34] amending the ICCA117.1 standard. [6:39] This approach maintains the city's longstanding amendment format which [6:45] places amendments in the adopted model code documents not in the reference [6:51] standards. Let's start with the IBC chapter 11. [6:56] This is accessibility. This chapter is all about getting into [7:02] sites, buildings, structures, facilities, and spaces and using the [7:08] elements within these without the need for physical assistance. [7:13] Chapter 11 starts out in section 1103.1 stating that everything shall be [7:20] accessible. If you were only to comply with section [7:24] 1103.1, you would be achieving A+ work. [7:31] But remember, the code is all about minimum requirements. It is not the gold [7:37] standard. It only requires you to earn a grade of D to get credit. [7:43] The very next section, section 1103.2, lists 13 general exceptions. [7:52] These general exceptions are employee work areas, detached one and two family [7:57] dwellings, most group U occupancies, construction sites, raised areas [8:04] primarily for security, life safety, and fire safety, limited access spaces like [8:11] catwalks and crawl spaces. raised and lowered areas less than 300 [8:17] square ft in area for religious worship, equipment spaces, [8:25] highway toll booths, specific R1 and R3 buildings, [8:31] the dwelling unit portion that also has a daycare facility, [8:38] specific common use areas in detention and correction facilities. ities, [8:44] walk-in coolers and freezers accessed from employee work areas. [8:50] This is the start of getting the accessibility requirements away from a [8:56] A+ level and back down to the D level. Accessible routes. [9:04] Most elements that are required to be accessible must have an accessible route [9:09] to them. But that is not always the case. The code must be read carefully to [9:16] determine if an accessible route is required to an accessible element or [9:21] space. The term accessible in the code only [9:26] means that the element must be provided with features that are considered [9:31] accessible in compliance with ICA117.1 [9:37] standards. It does not automatically mean that the path to it must comply [9:42] with accessible route standards. What is an accessible route? An [9:49] accessible route is a continuous unobstructed path that complies with [9:54] chapter 11 of the IBC. An accessible route is a pedestrian [10:00] circulation path that can be made up of one or several specific components that [10:07] allows a person with a mobility disability to get from point A to point [10:13] B without assistance. There are six components that can be [10:18] used to make up an accessible route. Those six components are walking [10:25] surfaces with slope not steeper than one in 20 doors and doorways, ramps, curb [10:33] ramps excluding the flared sides, passenger elevators and platform lifts. [10:41] Platform lifts are also known as wheelchair lifts [10:46] and limited use limited application elevators, also known as Lulas, cannot [10:52] be used where passenger elevators are required, but they can be used where [10:57] platform lifts are allowed. Notice that providing physical [11:02] assistance is not one of the listed components of an accessible route. [11:10] Platform lifts. Always have a platform for a mobility device like a wheelchair. [11:17] Some may lift a platform along the incline of a stair. Some may lift a [11:23] platform vertically between floor levels. A picture of an inclined lift [11:28] that lifts the platform along the incline of a stair is shown on this [11:32] slide. A picture of a vertical lift is also [11:37] shown on this slide. Chairlifts have an integral chair. They [11:43] do not have a platform. These are not platform lifts. Chairlifts are not a [11:50] listed component of an accessible route. A picture of a chairlift crossed out [11:57] with a red X is shown on this slide. At least one accessible route within a [12:04] site is required to the accessible building entrance from [12:11] public transportation stops, accessible parking spaces, [12:16] accessible loading zones, accessible electric vehicle charging [12:22] spaces, and public streets or public sidewalks. [12:28] These are known as site arrival points. An accessible route is not required onto [12:35] a site from a public street or public sidewalk where only a vehicular way is [12:42] provided onto the site with no pedestrian access. [12:48] However, an accessible route is required onto a site from a public street or [12:54] public sidewalk if the building on the site has or serves type B units. [13:04] An accessible route is not required between a site arrival point and an [13:10] accessible building entrance where only a vehicular way is provided between the [13:16] site arrival point and the building entrance and no pedestrian access path [13:24] is provided. However, an accessible route is required [13:30] between a site arrival point and an accessible building if the building on [13:36] the site has or serves type B units. At least one accessible route shall [13:44] connect between accessible buildings, accessible facilities, accessible [13:50] elements, and accessible spaces within a site. [13:56] However, an accessible route on site is not required between accessible [14:02] buildings, accessible facilities, accessible elements, and accessible [14:07] spaces where the only means of access between them is a vehicular way with no [14:13] pedestrian access. A trail, a walkway, and a delineated [14:20] path on a vehicular way can all be considered pedestrian access. A [14:27] pedestrian access that's provided must also be an [14:32] accessible route. Common use circulation paths within [14:38] employee work areas shall be accessible routes. There are exceptions. [14:44] Press boxes shall be on an accessible route. [14:49] There are exceptions. Stories, mezzanines, and occupied roofs [14:54] shall be connected to accessible routes. There are exceptions and exceptions to [15:01] the exceptions. Accessible routes shall be located in [15:06] the same area as the general circulation path. [15:10] There are exceptions. Security barriers, ballards, checkpoints [15:15] shall not obstruct accessible routes. Again, there are exceptions. [15:22] Accessible entrances. At least 60% of public entrances shall [15:28] be accessible. Other required accessible entrances are [15:33] also listed. Parking garage entrances, pedestrian tunnel and elevated walkway [15:40] entrance. Restricted entrance. These include employee only and tenant renter [15:46] only entrances. Inmate detainee security personnelon [15:53] entrance. Service entrance when it is the only [15:57] entrance into an accessible space. Tenants space entrance. and a dwelling [16:05] unit entrance for accessible type A and type B units. [16:10] Parking and loading zones. An amendment deletes section 1106 [16:17] entirely and refers to the city of Phoenix zoning ordinance. Accessible [16:23] parking is found in zoning ordinance section 702G. [16:31] Helpful TRT documents include city parking requirements guideline which is [16:38] number 000070 [16:42] and accessibility parking standards which is number 00433. [16:50] Motor vehicle related facilities. An electric vehicle charging station is [16:58] not required to be a parking space, but if it also serves to provide vehicle [17:05] parking required by the Phoenix zoning ordinance, it shall be considered a [17:12] separate parking facility and shall comply with the most restrictive [17:18] requirements of both vehicle space types. [17:22] at least 5% but not less than one electric vehicle charging space for each [17:29] type of electric vehicle charging system in an electric vehicle charging station [17:36] shall be accessible. Section 1107.2 [17:41] Two also provides the technical standards on how to make the accessible [17:47] electric vehicle charging station accessible such as vehicle space and [17:53] access aisle dimensions, headroom, clear floor space at operable parts, [18:00] accessible operability of the charging controls, etc. [18:05] Dwelling units and sleeping units. It is important to know the technical [18:11] difference between a dwelling unit and a sleeping unit. A dwelling unit provides [18:17] complete living facilities including permanent provisions for living, [18:23] sleeping, eating, cooking, and sanitation. [18:28] A sleeping unit provides permanent provisions for sleeping and can include [18:34] provisions for living, eating and either sanitation facilities or a kitchen, but [18:42] not both. A microwave is not considered a cooking facility. [18:48] The IBC specifies three dwelling and sleeping unit types depending on the [18:56] type of project. The accessible unit type is constructed [19:01] to be fully accessible upon issuance of the certificate of occupancy. [19:08] The typeA unit and the type B unit are adaptable units. They are constructed to [19:15] allow grab bars to be installed by the occupant and they also contain space [19:21] sizes that consider an occupant with a mobility disability. [19:26] The type A unit provides more accessibility features when fully [19:32] adapted than the type B unit, but it does not become an accessible unit even [19:38] when fully adapted. The type B unit represents the building [19:43] codes version of the adaptable unit described in the Fair Housing Act. [19:50] Although this presentation does not cover the International Residential [19:54] Code, it is worth mentioning that the city of Phoenix has adopted inclusive [20:00] home design requirements for one and two family dwellings and town houses that [20:07] are regulated by the IRC. Refer to IRC section R322 [20:15] for specific details on inclusive home design. [20:22] Quantity and type of units depends on the occupancy classification. [20:27] Group I or group R. The specific use and the total quantity of units in the [20:35] building and on the project. The type of unit required is also [20:41] dependent on the length of stay and type of stay. The following terms are [20:47] important in determining which type of unit will be required. [20:54] Transient. This is a unit used for 30 days or less. [21:00] Intended to be occupied as a residence. This is a unit that is an occupant's [21:07] place of abode. The intended to be occupied as a [21:13] residence condition may occur when any one of the following is true. [21:19] The resident does not have another residence. [21:24] The residence is receiving their mail here [21:28] and the resident has the right to return to the same unit from let's say a [21:34] vacation and the unit is not rented to someone else while the resident is away [21:39] on that vacation. Special occupancies. [21:44] If a service or facility is provided in rooms and spaces used for assembly [21:50] purposes with fixed seating, bleachers, grandstands or folding and telescopic [21:58] seating that is not accessible. The same service or facility shall be [22:04] provided on an accessible level and be accessible. [22:10] Selfservice storage facilities shall provide accessible individual self [22:17] storage spaces in accordance with table 1109.3. [22:24] Accessible selfservice storage spaces of the various classes may be located [22:31] within one building of a multi-building facility and on one accessible story [22:38] within that building. Courtrooms including the litigant and [22:43] council stations and lectern shall be accessible. [22:48] Accessible routes shall be provided per section 1104.3. [22:56] Jury boxes shall have an accessible space, but no companion seat is [23:01] required. Fixed gallery seating shall have [23:06] wheelchair spaces and companion seat in compliance with section 1109.2.2.1 [23:15] 2.1 and designated aisle seats per section [23:20] 11.09.4.1.5. [23:27] Other features and facilities. All toilet and bathing rooms shall be [23:34] accessible. There are nine exceptions. [23:39] An accessible family or assisted use toilet room is required in assembly and [23:45] mercantile occupancies where an aggregate of six or more male and female [23:50] water closets are required. A required family or assisted use toilet [23:56] room is not subject to exception 3 of section 1110.2 [24:03] when clustered with single user toilet rooms. [24:07] where sinks are provided. At least 5% but not less than one accessible sink [24:14] shall be provided in accessible spaces. Adult changing stations are required [24:21] where family or assisted use toilet or bathing rooms are required [24:27] for a group B above the 12th grade educational facility with 600 or more [24:35] students and for a group E assembly space [24:39] requiring six or more total water closets. [24:45] Kitchens and kitchenetses in access in accessible spaces shall be accessible [24:53] where drinking fountains are provided. A minimum of one drinking fountain shall [24:58] comply with the requirements for persons that use a wheelchair and one shall [25:03] comply with requirements for standing persons. [25:07] Additional fountains shall generally be provided in pairs. [25:14] We're provided. Bottle filling stations shall be accessible. [25:19] A bottle filling station over a drinking fountain for standing persons is not [25:25] required to be accessible if a corresponding accessible bottle filling [25:31] station is placed over a drinking fountain for persons using a wheelchair. [25:38] Saunas and steam rooms shall be accessible. [25:42] 5% but not less than one when they are clustered. [25:47] Passenger elevators on an accessible route shall be accessible. [25:54] Platform lifts can be used as a component of an accessible route in 10 [25:59] specific locations. These locations are listed in section [26:04] 1110.11. [26:08] I will not be listing them in this presentation. So, please look at section [26:14] 1110.11. [26:17] At least 10% but not less than one of each type of fixed or built-in storage [26:23] element shall be accessible. Selfservice shelves and display units [26:30] must be on an accessible route, but these are not required to comply with [26:35] the reach range requirements. Detectable warnings, also known as [26:41] truncated domes, are only required at passenger transit platform edges [26:47] bordering a drop off not protected by platform screens or guards. [26:55] Remember that we are not discussing accessibility in the public rideway. [27:01] Although not required by code, a site should be consistent in its application [27:07] of detectable warnings. If an existing site has them, consider [27:15] specifying them on new construction in locations consistent with the existing [27:21] locations or removing the existing ones to avoid confusion for persons with [27:28] visual disabilities. Where dining surfaces for the [27:32] consumption of food or drink are provided. At least 5% but not less than [27:38] one of the fixed or built-in dining surfaces for the seating and standing [27:44] spaces shall be accessible. And at least 5% but not less than one of [27:52] the movable dining surfaces for the seating and standing spaces shall be [27:58] accessible in dining and drinking areas. All [28:03] interior and exterior floor areas shall be accessible and be on an accessible [28:10] route. There are four exceptions to this. [28:14] A percentage of service facilities like checkout aisles, sales, and service [28:20] counters and service windows and food service lines are required to be [28:25] accessible. Drive up service windows used [28:30] exclusively by persons in a vehicle are not required to be accessible. [28:38] controls operating mechanisms and hardware intended for operation by the [28:43] occupants, including switches that control lighting and ventilation and [28:49] electrical convenience outlets in accessible spaces along accessible [28:54] routes or as part of accessible elements shall be accessible. There are three [29:01] exceptions. This requirement covers controls, [29:06] operating mechanisms and hardware in interior and exterior locations. [29:14] Recreational facilities. Recreational facilities shall be [29:19] provided with accessible features as specified in section 1111. [29:25] Zoning ordinance section 507 tab A.2 2 [29:32] C.4 also contains requirements for [29:37] accessible routes to exterior spaces, recreational facilities, and amenities [29:43] regardless of if they are accessible. Refer to TRT DOC0000137 [29:53] as a guide for this zoning ordinance section. [29:59] Signage required accessible elements shall be [30:04] identified by the international symbol of accessibility at the listed locations [30:10] in section 1112.1. [30:14] An image of the international symbol of accessibility is included on this slide. [30:22] Required accessible public toilet and bathing rooms shall be identified with [30:27] signs containing visual characters, raced characters, and braille. [30:33] Pictograms may also be included on the sign, but they cannot take the place of [30:38] the characters. An image of a sign for an accessible [30:45] women's restroom, including a pictogram of a woman. The international symbol of [30:51] accessibility, the word woman and braille appears on [30:56] this slide. The international symbol of [31:00] accessibility is only required if not all of the women's facilities are [31:07] accessible. Directional signage shall be provided [31:12] indicating the route to the nearest like accessible element at the locations [31:18] listed in section 1112.3. [31:22] Other signage indicating special accessibility provisions shall be [31:27] provided as listed in section 1112.4. [31:32] Where provided signs identifying permanent rooms and spaces shall include [31:38] visual characters, raced characters, and braille. [31:43] Pictograms may also be included on the signs, but they cannot take the place of [31:48] the characters. Section E107 [31:54] in appendix E has more signage provisions. [31:58] All right. Now let's look at the accessible means of egress. [32:04] This is getting out of sites, buildings, structures, facilities, and spaces [32:10] during a fire. Accessible means of egress provisions [32:15] are found in section 1009 of chapter 10. To simplify this presentation and [32:22] shoehorn it into the allotted time, this presentation assumes that an NFPA13 [32:29] or NFPA13R automatic sprinkler system is present. [32:35] Accessible means of egress is required from all accessible spaces, not just [32:42] those that are required to be accessible. [32:46] If a space happens to be accessible, it requires accessible means of egress. [32:54] If one means of egress is required, then that means of egress shall be an [32:59] accessible means of egress. If more than one means of egress is [33:04] required, then not less than two accessible means of egress shall be [33:09] provided. No more than two accessible means of [33:14] egress are required from an accessible site, building, structure, facility, or [33:20] space. Let's take a look at the actual text of [33:25] section 1009.1. [33:29] Section 1009.1. Accessible means of egress shall comply [33:35] with this section. Accessible spaces shall be provided with not less than one [33:41] accessible means of egress where more than one means of egress is required by [33:47] section 1006.2 or 1006.3 [33:52] from an accessible space. Each accessible portion of the space shall be [33:58] served by not less than two accessible means of egress. [34:04] Notice that the term accessible means of egress is used, not the term exit access [34:11] or exit. Section 1009.1 [34:17] requires the entire accessible means of egress to be provided, [34:23] not just a quantity of exit accesses or exits. [34:28] When two accessible means of egress are required, this section requires two [34:34] separate egress paths, each containing separate exit access, exit, and exit [34:40] discharge. Each separate accessible means of egress [34:46] must extend to the public way and cannot be merged along the way. Otherwise, that [34:53] would make them one accessible means of egress to the public way, not two. [34:59] An accessible means of egress is not the same thing as an accessible route. [35:05] A person with a disability may be able to get into a space unassisted using an [35:11] accessible route, but that person may not be able to use that same accessible [35:16] route to get out during the fire emergency. [35:20] Assistance may be required when using an accessible means of egress. [35:28] Section 1009.2 lists 10 components that can be used to [35:34] make up an accessible means of egress. They are accessible routes, [35:41] interior exit stairways, exit access stairways, [35:47] exterior exit stairways, elevators, [35:52] platform lifts, horizontal exits, ramps, areas of refuge, and exterior areas for [36:00] assisted rescue. Notice that one of the components that [36:05] can be used to make up an accessible means of egress is an accessible route. [36:11] Accessible means of egress elevators. In buildings where a required accessible [36:18] floor is four or more stories above the level of exit discharge, [36:25] not less than one accessible means of egress elevator is required. [36:32] An accessible means of egress elevator does not have to serve floors that are [36:38] provided with a horizontal exit. In buildings where a required accessible [36:45] floor is four or more stories below the level of exit discharge, [36:51] not less than one accessible means of egress elevator is required. [36:58] Horizontal exits do not exempt an accessible means [37:03] of egress elevator in basement conditions. [37:07] Stairways. An accessible means of egress stairway [37:13] must have solid risers. It cannot be an exit access stairway [37:18] connecting two levels in the same story except from a mezzanine. And it cannot [37:25] be an exterior exit stairway within the exit discharge to public way portion of [37:31] the accessible means of egress unless an exterior area for assisted rescue is [37:37] provided on the egress side of the stair. Platform lifts are allowed as a [37:54] component of an accessible means of egress in the same places they are [38:00] allowed as a component of an accessible route as listed in section 1110.11 [38:09] except they are not allowed on an exterior site [38:14] in lie of a ramp or elevator. A platform lift can be used as a [38:20] component on an exterior site accessible route, but that same platform lift [38:27] cannot be used as a component of an accessible means of egress. [38:45] When an accessible route is not present for the exit discharge to public way [38:50] part of the accessible means of egress, an exterior area for assisted rescue [38:57] must be provided on the exterior landing of the exterior exit door. [39:04] An exterior area for assisted rescue must have signage identifying the area. [39:12] The exterior area for assisted rescue cannot be used for anything else. [39:19] A two-way communication system is required at the landing of all passenger [39:24] elevators, regardless of if the elevator is an accessible means of egress [39:29] elevator or not. There are six exceptions to this. [39:34] When an exit serves a required accessible space, but it is not part of [39:41] an accessible means of egress, directional signage is required at that [39:47] exit to show how to get to the accessible means of egress exit or [39:53] exits. Okay, we are moving along. Now let's [39:59] discuss the accessibility provisions in the IEC for existing buildings. [40:06] Accessibility provisions are found in section 306 of the IEC. [40:13] These provisions are applicable to all repairs, alterations, additions, change [40:19] of occupancy, and relocation of buildings. Reducing the accessibility in [40:25] an existing building below the level required for a new building is [40:30] prohibited. Existing required accessible means of [40:34] egress shall be maintained during construction. Approved temporary [40:39] accessible means of egress may be utilized. [40:43] Accessible means of egress that might be required by IBC chapter 10 are not [40:49] required to be added to an existing building. [40:53] If an existing building does not have accessible means of egress and it is in [40:59] compliance with the code that it was permitted under, then accessible means [41:04] of egress is not required to be added. Additions are new construction and must [41:10] comply with the IBC. These requirements may extend into the [41:16] existing building portion depending on the design of the combined new and [41:22] existing portions. There are specific accessibility [41:26] provisions in other sections of the IEBC that are based on the level of work [41:31] being performed and the occupancy group of a space. Those appear in the [41:36] appropriate chapters of the IEBC. One such example of a specific [41:42] accessibility provision is found in section 905.4 [41:47] and it is for two-way communication systems for buildings with elevator [41:52] service undergoing a level three alteration. [41:56] There are no provisions in section 306 when a change of occupancy does not also [42:03] include an alteration. When a change of occupancy also includes [42:08] an alteration, the accessibility provisions for the alteration apply. [42:14] A facility that is altered shall comply with the applicable provisions of IBC [42:20] chapter 11 and the IEBC unless technically infeasible. [42:27] The alteration shall provide access to the maximum extent technically feasible. [42:33] However, it is very important to look up the [42:37] definition of technically infeasible and not assume you know what it means before [42:42] trying to utilize it in the design. Primary function is another important [42:49] definition you need to be familiar with. Where an alteration affects an area of [42:55] primary function or the accessibility of an area of primary function, the route [43:01] to the area of primary function shall be accessible. [43:07] Toilet facilities and drinking fountains serving that area of primary function [43:12] and the route from the area of primary function to the toilet facilities and [43:18] drinking fountains shall be accessible. The cumulative costs of providing the [43:24] accessible route and the accessible toilet facilities and drinking fountains [43:30] that serve the area of primary function are not required to exceed 20% of the [43:36] cost of the alteration of the area of primary function. [43:42] Type B dwelling units required by IBC section 1108 [43:48] are not required to be provided in existing buildings and facilities [43:53] undergoing alterations that did not originally require type B [43:59] units when the work area is 50% or less than the aggregate area of the building. [44:08] An alteration of an existing type B dwelling unit must maintain the unit's [44:13] compliance as a typeB unit unless it is altered into a type A unit or an [44:20] accessible unit. If an existing building has type B [44:25] units, that is a good indication that it is regulated by provisions of the FHA. [44:33] Eliminating type B unit compliance during an alteration may be a federal [44:38] civil rights violation. In existing buildings undergoing [44:43] alterations, limited use, limited application or LULA [44:48] elevators are allowed to be a component of an accessible route. [44:54] In existing buildings undergoing alterations, vertical and incline [44:59] platform lifts are allowed to be a component of an accessible route. Also, [45:06] we previously discussed that Lula elevators and platform lifts are limited [45:10] on where they can be used as components of an accessible route in new [45:15] construction. In alterations to existing buildings, [45:19] these limitations are not present. when additional toilet facilities are [45:24] being added in occupancies where adult changing stations are required by IBC [45:31] section 1110.4. Not fewer than one accessible family or [45:36] assisted use toilet room with an adult changing station shall be provided in [45:42] accordance with IBC section 1110.4. Historic structure alterations can [45:50] comply with reduced accessibility requirements specified in section [45:56] 306.7.18. [46:00] Now for the final document we'll be discussing the 2017 [46:06] edition of the ICA117.1. [46:11] This book provides the minimum technical standards required to make an item [46:17] accessible. It does not specify if an item is [46:22] required. Only the IBC and the IEBC provide the scope of what elements must [46:29] be provided and accessible. Just because an item is in this [46:34] document, it does not mean that it is required by the IBC or the IEBC. [46:41] A good example is the type C unit found in chapter 11 of this document. [46:48] Neither the IBC or the IEBC require a type C unit.
