And then these kids will go find some kind of crime cuz we have quite a [4:00] bit going on in here between people shooting BB guns through windows, [4:04] breaking in cars. I mean last year I was watching TV in my bedroom and someone [4:08] was trying to open up my garage door. I had it on camera. [4:11] And my lights were on. Kids will become criminals if we don't [4:14] do something. I've watched these kids tone it down [4:17] especially around my part of the neighborhood with their bikes. Under items for separate action, we have item A, the [7:23] consideration and approval of an authorization of a purchase of a stop [7:28] stick tire deflation device in the amount of $5,789. [7:34] Chris? >> Good evening, everyone. [7:39] Budgeted this year was a uh project that I started investigating last year, [7:45] last fall. Multiple agencies have gone to these in [7:50] the last two to three years. They're called stop sticks. [7:54] We have a high rate of vehicles that actually travel through Pingree Grove. [7:59] Some of them are pursued by other agencies where we don't really [8:04] push to pursue in our town. Our officers still do feel that it is [8:08] necessary for us to try to help stop crime and try to help neighboring [8:13] agencies and us as well. A stop stick device, what it is is [8:18] exactly what you think. It's these strips that go out in the road and it [8:22] will deflate your tires. These are controlled. These are not going to blow [8:26] out and spin out. Multiple agencies around us have been using these to [8:31] positive satisfaction. They are very lightweight. They're [8:36] easily to be deployed. There is training that comes along with [8:40] this as well, which is going to be annual. And it is also recommended not [8:45] only by the Illinois Risk Management Association, [8:49] but also the Illinois Chiefs of Police. Um [8:53] I reached out to uh RMA and asked about this and they said [8:59] that it was a very good idea to start pushing this right now. [9:03] They actually kind of want more agencies to have these first us actually pursuing [9:09] in a vehicle as we cause a crash. The vehicles do slow down [9:13] and they are easily able to get in the person that's involved. [9:19] The price that I have on here for $5,798 includes nine stop sticks, which would [9:24] outfit the patrol vehicles that we have and two training devices. They recommend [9:30] two so we can actually do training on those. [9:34] The life expectancy, which I just looked up a few minutes ago, is about 5 years [9:38] if they're not used and then they would have to be probably replaced. [9:41] Or when they are used, all you have to do is replace the little uh spikes that [9:46] are in there at a very low cost. I bring this to you [9:51] uh because of the fact that it is [9:54] considered a use of force by the state of Illinois because we're actually [9:58] stopping a vehicle. Um [10:01] just to get consideration and see if you had any questions before I go ahead and [10:06] do this. [10:08] » Chief, um just a couple questions. Um one, why would you have to replace them [10:13] after 5 years if there's no use? >> Um it was a question that was brought to [10:17] me about 10 minutes ago and I didn't have the answer. I just looked it up [10:20] real quick because of uh the great internet. [10:24] They're going to be in a car. They don't get They don't get brought in like our [10:27] AEDs and stuff like that. So, it gets actually mounted inside the trunk area [10:32] of the car. So, you're going to have extreme heat and extreme cold and things [10:35] like that. They get inspected with the car inspections every month, but [10:40] I think it's no different than my bulletproof vest. Even though I don't [10:44] use it and I know deep down inside that it will stop after 5 years, [10:49] manufacturer recommendation is to replace after so long just to make sure [10:53] that you have the utmost equipment. [10:57] » Chris, we have nothing like this right now. Not on your cars. [11:01] » No. Um the sheriff's office is they got this new thing where it's like a grapple [11:05] that'll grab a car. Um we tried investing in something not [11:10] that long ago uh where it was a net that would shoot out, but we couldn't get all [11:14] the pieces for it. It was actually through uh [11:17] uh the military, but that was something that never came to fruition. We've had a [11:22] lot of high-speed vehicles flying down here because we have 27247. [11:27] Um most of them are chased by other agencies. [11:30] Our officers don't really get too involved, especially if they go outside [11:33] of our jurisdiction, but if we can maybe slow the [11:36] vehicle down so we can apprehend, that would be a [11:40] a good note in our book. >> So, there have been opportunities that [11:42] we could have used them that would have worked. [11:45] » Yes. Um they're a small device. The brochures are on there. You throw them [11:49] into the roadway and as the car comes by, goes over it, you yank them back out [11:54] with a chain. That way it doesn't get the cars behind them that are coming. Um [11:58] they've been There's videos online for this. Um I actually talked to the owner [12:03] of the company last uh October and uh one of their neighboring [12:09] agencies, the Village of Elburn, has them and they've used them two or three [12:12] times since they've had them and they said it's really helped out quite a bit. [12:15] So, I actually saw a demo of that and I thought it was pretty interesting. So, I [12:19] wanted to try to bring that to our neighborhood. [12:26] » Is there any other discussion? All right, so the first amendment to the seal into annexation [13:27] agreement uh requires that DR Horton convey to the village the fire station [13:32] park with improvements which again include a [13:36] pavilion band shell structure landscaping and a parking lot as well as [13:43] bathroom facility. The amendment the first amendment to the [13:48] annexation agreement also requires DR Horton to convey to the village the [13:53] East Park property which is property that's located [13:57] up north in the Sealing 2 development that it was determined at the time [14:02] that achieving access from Big Timber Road would be very difficult from the [14:07] county and so that's kind of what kicked off these negotiations to amend the [14:11] agreement in the first place but that land will still be conveyed to [14:15] the village it's about 27 acres for our future planning purposes and future use. [14:22] As I think the board is aware the plan is to utilize the fire station park for [14:27] a variety of community events the first one of which is this Saturday morning [14:32] it's a farmers and makers market I'll let Laura talk a little bit about that [14:36] in her updates but um but no this is the resolution to [14:40] formally accept the deed for both of those properties from DR Horton. But, um [15:55] good news, I did talk with Troutman and Adams, which I know we've been going [15:59] back and forth on for what feels like my lifetime. But, um [16:03] they have come to an agreement with Albertsons and all points are agreed [16:06] upon. So, that being said, um Andy, Nick, and I will be meeting with [16:12] Troutman and Adams to complete our development agreement this Wednesday. [16:16] And I spoke with Senator Steverson this morning. We're hoping to have permits [16:20] from IDOT this week. Keep your fingers crossed on that. I [16:24] can't control that. Um but, all things being said, to uh Troutman and Adams [16:30] will come before planning and zoning at our next meeting on August 17th, and [16:34] hopefully we will see a ground break then this fall. [16:37] All right, Andy, moving on to you. >> Yes, thank you. All right, I do actually [16:40] do have a couple things. Uh just continuing from what President Kubiak [16:44] stated about the uh uh Troutman and Adams process. Um there's a couple [16:49] different pieces moving around at once. Uh the [16:52] PUD development agreement, which is really what I would say is our contract [16:56] with them. That is still up in the air as a we're still negotiating it. Um that [17:02] is something that will ultimately go before the village board for final [17:05] review and consideration. Uh at the same time, we're working through the various [17:10] um zoning approvals that are separated from that. Uh this includes a final plat [17:14] of subdivision, uh as well as a zoning ordinance authorizing the different uses [17:21] and regulations as it pertains to the zoning code for the subject property. [17:27] That is scheduled already. Public notices have been issued for August 17th [17:32] before the Planning and Zoning Commission. Uh the Planning and Zoning [17:35] Commission will perform its review and we anticipate they will recommend you [17:41] know that they would recommend approval to the board uh if they are ready to do [17:45] so at that meeting. Uh if they're not, it is in their prerogative to continue [17:50] it, but um that is scheduled to occur August 17th and so on the staff level [17:54] we're working with them on those matters. I'll let [17:58] Nick talk about some of the other development [18:01] that is ongoing. Uh we are also continuing to work with CPKC Railroad [18:06] regarding our agreements for easements for the pathways [18:11] or the pathway that's planned to go across the railroad. Um we have made [18:15] some progress with them. They have been working with us, but there's also some [18:19] very strict requirements from the federal government for the federal [18:22] funding rules that will come into play and so [18:26] there is a lot of back and forth between the railroad, the Illinois Commerce [18:30] Commission, which is the entity at the state level that regulates railroads, [18:34] as well as IDOT and our engineering team and so we continue to work on those [18:39] efforts to try to keep moving that forward. Um I will defer to Brock to [18:44] talk a little bit about land acquisition in [18:48] regards to the roundabout project as well. The only other thing I have right [18:51] now for the board is just a wanted to give you guys a heads up that tomorrow [18:57] village will be issuing a press release. This is related to a business business [19:02] view article. This is something that I'd shared with the board before in my [19:06] weekly notes, but at the end of last week business view, which is a uh [19:12] industry commercial business magazine that's really catered towards [19:17] businesses and business development. They run a series about the best managed [19:23] cities in different states and the Village of Pingree Grove was featured in [19:26] one. President Kubeck and I participated in [19:30] an interview with that that organization a couple months ago [19:34] and so that's an exciting thing. We'll be sharing that on our social media [19:38] platforms, but that is all I have right now. [19:43] » Okay. Chief, do you have anything for us? So that we don't have to bring it back [20:54] for one day to chip. Um [20:58] mosquitoes. I met with Clark today. [21:02] Um there are West Nile cases positive in [21:06] traps all over Kane County so far to my knowledge not Pingree Grove. [21:12] Uh we will spray if the county alerts us that they get a [21:16] positive case. Um [21:19] our trap that we are utilizing um last Wednesday we had uh [21:25] a pretty good amount of mosquitoes in there. We sprayed on Thursday. [21:30] Um Friday's count was one. [21:33] Monday's count was one. Most likely Monday was the rain all weekend long. [21:37] The mosquitoes weren't out. They were hiding. [21:39] Uh but I asked him about these low counts like [21:43] this and that's environmental. Uh and so it's hard to [21:47] determine what's out there uh when we get a count like this um but [21:52] um anyhow [21:55] um we'll be watching for if we have a a [21:58] West Nile hit and the county does report to us if they do find a West Nile [22:02] positive mosquito in the other trap located [22:06] somewhere [clears throat] in town. Um that they check twice a week and then [22:11] analyze the mosquitoes but I know they're starting to pop up all over. [22:16] Um Lastly, the waste plant at 11:30 today [22:20] we actually had flow going through from the headworks out the headworks building [22:25] uh and starting to make its way through the plant. [22:27] Uh at 2:30 they were still making some adjustments to the filters [22:31] um but flow is actually going through. Half the flow is going through the new [22:37] portion of the plant. We're still use utilizing the old lift station for half [22:41] the flow. Tomorrow we're going to reduce it a little further [22:44] and uh Wednesday hopefully shut it off and start draining that side if we get [22:50] a couple of days in a row of everything working as designed. [22:55] The amount of alarms at the plant just so everybody knows is overwhelming. [23:01] Um We didn't run the irrigation this this [23:05] weekend, but we still had alarms for pumps faulting in the middle of night. [23:09] We're trying to figure that out. Uh everybody's pointing fingers. The [23:13] bottom line is that at about 11:00 every night we get a slew of alarms. I think [23:17] it's a ComEd issue, but the voltage monitor isn't working yet at the plant [23:21] to blame ComEd. [23:24] Uh so we're working through that, um but there's been a lot of OT and call-outs [23:29] because of this. Uh [23:31] and guys really really tired. Um [23:37] Tomorrow uh we get back teasers and we'll be setting up for the National [23:40] Night Out. Um so the back teasers are the monthly IEPA required samples at 14 [23:47] locations throughout town to make sure our water is clean and and [23:54] and again we pull the samples on a Tuesday so we can get the results by [23:57] Thursday. We don't normally go any later than that [24:01] because we don't want to have to issue a boil order if there was an issue on a [24:05] weekend. That means everybody's coming in on OT, [24:08] so normally you everybody does these on a Tuesday. [24:13] Uh other than that, uh does anybody have any questions for me? It's mosquitoes infected with West Nile. Yes, [25:18] it's been popping up in the last couple of weeks [25:20] » Okay. >> throughout the county and throughout [25:22] Illinois. >> And without there really being a way to [25:25] it being environmental and not being able to actually see what's out there. [25:27] » So, we have two traps. The environmental trap, the one that we have problems with [25:31] catching them, works differently than the West Nile. It's a different species [25:35] of mosquito. The West Nile trap, they don't have a [25:39] problem catching mosquitoes. They're not using light. Uh [25:43] but uh they're [25:45] the West Nile trap, the county picks the mosquitoes up and then checks them. They [25:49] do something and then they can tell if it's carrying the West Nile virus. So, [25:53] if they get a hit from that, they report to us. They just haven't got a hit in [25:57] Pingree Grove yet. >> [clears throat] [25:59] » I I guess what I'm getting at is this something that [26:02] we should be proactive and not reactive? Like just put it on like a standard [26:07] spray while this is spreading throughout the county [26:10] and limit the mosquitoes or is this something we wait till the West Nile is [26:13] there, we report a West Nile case in a mosquito? [26:17] » Yeah. >> Everybody in the town freaks out and [26:19] then or I guess I'm asking everybody. I I [26:23] don't know. Like is this something that we should think about like every Friday [26:26] night until it cools off, just spray or whatever day, you know, and weather [26:31] permitting, obviously, but [26:36] » What are What is everyone's thought on that? [26:41] » I don't understand the question. >> The question is so it takes a West Nile [26:45] case to generate an automatic spray. In one [26:48] instance, mosquito, right? One instance of that. [26:51] So, and with our trap, it's hard to say what we actually have out there. I guess [26:55] what I'm asking >> say there's two different traps. One's [26:58] maintained by the county. They don't have an issue collecting mosquitoes like [27:01] the female biters that are the other trap. [27:04] Um but yes, typically we wait till they [27:08] find a positive case and then we spray. >> Right. [27:11] » If there's a positive case reported. >> And I guess what I'm saying is with it [27:14] being all around the area, it sounds like it might be a matter of when not [27:18] if. Is it something to keep the stuff down while it's going around or do we [27:22] just wait and see what happens? Is that what I'm getting at? [27:26] Cuz you know it's going to pop and like you said, you go from a high number, we [27:29] spray, it goes down to one. And then it could be rain, could be wind why we're [27:32] not getting any in our trap. I get they don't have a Do they even give you a [27:36] count in the county's trap or they just wait for positive case? [27:39] » They don't give me a count of mosquitoes that they catch. They don't even report [27:42] to me unless they have a positive case. >> Right. So, they might be getting a [27:44] thousand mosquitoes where we're getting none. [27:46] » Yeah. I think that there's a lot less It's a [27:49] Culex pipiens that is the West Nile carrier if I'm not mistaken and there's [27:54] a lot less of those in the area. Um and it's those usually pop up [27:59] when everybody says, "Oh, the mosquitoes aren't bad." You know, it's not raining [28:03] and that's when they get you. The the ones in the affected the female biters [28:07] are the ones that you can't walk out your door without them carrying you to [28:11] your car. >> Okay. [28:12] » Um so but I can [28:15] » Are you going to be doing any granular granular treatment before the movie? [28:21] » Uh no. [28:25] We're not doing a granular treatment. We don't treat [28:27] » think the parks going to be to try and help [28:30] prevent mosquitoes in the area since I think you can walk around and watch the [28:36] » Um [28:39] we don't even spray that area of the village because of the proximity to [28:43] water typically. Uh Uh, I do have a product that we can [28:46] spray the the turf. It's a plant-based product that supposedly repels them [28:52] uh and and the trees. It just depends on the weather. [28:57] Uh um and [28:59] lately the grass in the morning is so full of dew it takes till about noon for [29:03] everything to dry up. Uh it only takes about 15 minutes for it to dry, but [29:08] it'll take us to apply in that little triangle probably a couple hours to [29:12] spray the area down uh with a backpack sprayer. We could do [29:16] that. We haven't contemplated that. Uh [29:19] we did not >> done several movies over every year the [29:23] last probably 10 years. I'd say that that's something that's worthwhile. I [29:28] don't want to be spending money on a movie, people going for the first 20 [29:31] minutes, getting eaten, and then leaving. So I I think that's something [29:35] that would be worthwhile to to try. [29:51] » Yeah. Can we spray this Thursday evening, Pat? I don't think there's any [29:56] weather this week, is there? >> I'd have to look. [29:59] » Uh Wednesday it looks like there could be. I actually we sprayed Friday, too. We just did not spray [30:13] around the event till 2:00 in the morning. We finished up. Normally the [30:17] route's different, but we finished up after everybody is long gone. [30:22] » This would just be for the movie. >> did not spray the event this year, the [30:25] grounds, because again, by the time we got there at 5:00 a.m. Saturday morning, [30:32] there was already tarps everywhere. There wasn't a bit of grass left. I [30:35] can't spray. So, that is being that is in the hopper [31:17] for review from our consultants for that as well. [31:21] As we work through that review and discuss with them further, then we will [31:26] be looking to do similar thing as we are doing with the uh uh Jewel Trammell Crow [31:31] process of having a development agreement or contract with the village [31:34] and then at the same time, we'll have the necessary zoning and final plat [31:41] of subdivision review before the planning and zoning [31:44] commission. So, that is in the works as well. [31:47] » Hey Andy, the what is the typical turnaround with our consultants on that? [31:51] » So, for a full engineering review, probably about a month, I would say. [32:00] The The biggest thing is the back and forth [32:03] and if there's agreement or disagreement over and I mean anything from easements [32:07] or where is this going to be located or that. Um so, I I I expect that [32:13] especially because they're looking to do this in phases, it doesn't all have to [32:16] be approved all at once before the board or planning and zoning commission. So, [32:21] I think that they could start going through the planning and zoning [32:24] commission process and um maybe a month or two [32:29] from now. Um and then we're in various stages of land [33:29] acquisition. So, we have um three of them secured and we're so [33:33] we're in various stages with the other five. So, [33:36] um that's kind of it for the roundabout. Um other than that, 72 path is still in [33:41] it I-dot for the PDR. Um [33:44] and then the streets project we're working through the punch list with [33:46] Schroeder. Um as we get worked through that and [33:49] then the skate park um we'll probably have an extension coming for uh next [33:55] meeting. Uh they obviously with some of the weather they had earlier this year [33:58] when they got started and some delays of equipment being shipped, um they're [34:03] they're probably extension of time coming for the next meeting. And then the following day, Saturday, we have our farmers [35:10] market which will take place in the parking lot of the fire station park. [35:14] And we have 14 vendors signed up, so we're really looking forward to that. [35:18] And also, I'd like to let everyone know that we're rolling out the introduction [35:21] of the business registration program to our business community with a request to [35:26] have them register for the existing businesses register by September 18th. Um now we have a discussion [35:39] on recommendation to remove flock camera identification signs. Chris, I'm going [35:45] to let you take this one. >> All right. In the packet, I drafted a [35:49] memo to you guys explaining the new development throughout the state [35:55] of Illinois, especially in Chicagoland area, regarding the destruction of [36:00] neighborhood flock cameras. Our cameras are fine at this time. [36:05] Uh we haven't had anything, but it has been known that the signs are drawing [36:10] attention to these and people are damaging them. [36:13] These cameras have shown that they, especially here, that they are very [36:17] powerful tools, especially when used the correct way, to solve crimes and be able [36:21] to help law enforcement uh in plenty of investigations. [36:27] Uh the Illinois Association of Chiefs of Police also reaffirmed that these ALPR [36:34] technology is also an investigative tool. [36:39] Problem is now there are problems where people are noticing these cameras and [36:44] they're destroying them on site. They're cutting cameras down. They're spray [36:48] painting them. They're damaging the solar panels, disconnecting wiring. [36:52] Uh they're striking them with other tools [36:54] and they're dis- uh disabling the camera systems. [36:58] These cameras are uh quite expensive and where if there's damage that's on the [37:06] village in order to replace them. I'm trying to be proactive on this. [37:11] Uh removal of the signs would not uh [37:15] stop any of the functionality of the cameras. [37:18] We're trying to make sure that we don't have any problems in the future with the [37:22] ones that we have here. The uh [37:28] » [sighs and gasps] >> All right, just to just so you know, [37:32] I have attached all these other all points bulletins from these other [37:35] agencies. We're not making this up. Flock came and said that they're aware [37:39] of this and they will charge $500 a camera a year and then we wouldn't have [37:44] to cover anything. I think that's ridiculous. So, I have asked in order to [37:50] be proactive to remove the signs to avoid possible uh damage that's going to [37:56] be coming in the near future. That's it. [37:59] » Can you think of any other communities that have the I have not seen any other [38:02] communities that have the 24-hour surveillance signs? Like I feel like [38:06] we're the only ones that have >> There may be a community or two that [38:08] have a sign at the beginning of the community saying that they're a Flock [38:11] community, one sign. We have them in every single pole. And I know there's [38:14] already at least one that's missing. So, um the cameras are all functional [38:18] though. The The ones we had we had one taken [38:21] down for the roundabout project at 20th and Ranking. We had it moved uh about [38:25] five about 50 or 100 ft or so. Uh they did not charge us for that, but [38:30] they will charge us if we have to remove anything else. [38:33] I just don't think that that price that they quoted me was fair because it's not [38:38] up it's not on us. But [38:40] it's not that way. I don't want people to understand that we have law cameras. [38:44] I It's not what it is. [38:46] I drive I was just in Schaumburg yesterday. [38:50] Uh I'm sorry, Saturday and they're [38:53] everywhere and there's no I mean I'm I'm looking for them, [38:56] but they're there. So and there's no signs showing that [39:01] they have to be there. So I know it was a stipulation when we actually installed [39:04] these. Um we put them up. [39:07] And like I said, we haven't had a problem, but I don't want to see us [39:11] having to be charged to replace cameras or have them damaged and brought on us [39:17] just because uh we've been adding more success [39:21] stories so you're aware on the village website. [39:23] Uh now that we kind of got a grasp of how the transparency portal works and uh [39:28] we've had plenty of opportunity to say that these are phenomenal cameras that [39:32] are we're being are used the correct way and for the good reasons. [39:39] » I take it we have no legal obligation to tell people about it. [39:43] » No, we do not. [39:49] » So these cameras, they had signs >> or no? No. [39:52] » No. So it's [39:56] is it safe fair to say that the signs aren't the reason they're doing it? It's [39:59] probably they know where they're at because isn't it like public knowledge [40:02] where these things are? Now that there are I'm trying to be proactive on this. [40:40] Again, this is this is up for discussion. [40:43] Uh if you guys want to leave them up, that's fine but if they do get damaged [40:46] just know that the village is on the hook for any repairs. And we'll do what [40:51] we can but as you can see these uh [40:56] pictures what they're doing I'm just trying to make sure we don't [41:00] have damaged equipment. For me personally I kind of liked the attention to them [41:11] not the damaging part but it sounds like these people are out looking to damage [41:14] them regardless and they know where they are. [41:17] I kind of want the criminal to see the sign. For me that means maybe they go to [41:23] the next town or the town after. That was the reason that I asked to have [41:28] them up to begin with. So my opinion really hasn't changed on that even [41:31] though I appreciate where Chris is coming from. He's looking out for the [41:34] well-being of the cameras themselves. Now if they said that they were going [41:38] after one specifically with signs, I'd be more apt to say, "Okay, let's take [41:41] the signs down." Now I know there's no way to really tell like is it really [41:45] deterring criminals? Who knows? You don't know unless they commit the crime. [41:49] So if it's deterred three or four, I for me it's leave them up. [41:54] You know, see what happens. If you guys want to [41:57] take them down, that's fine. It's not a big deal to me either way but that was [42:01] the reason I wanted them up and I don't really know that that's changed for me [42:04] personally. >> The current investigations the police [42:07] department has had that says success stories for their use. [42:11] Um these people are out there anyway. So, [42:16] we're we're catching them. They're there. I don't think a sign is going to [42:20] deter anyone or not. The car burglars that came in last week, they drove right [42:24] past two of them. And I mean, it was a stolen motor vehicle out of Chicago, but [42:29] that signs aren't going to deter them. What deters them is [42:33] us being out there. And we were as soon as the cameras activated, we were out [42:38] there and they were in and out of here within 7 minutes. We had to get to the [42:40] other side of town, though. So, that's the reason we didn't get there in time. [42:44] But, we already have leads on those. The signs aren't going to deter anybody. [42:48] All they're going to do is draw attention. [42:51] And I'm just trying to make sure that if someone does take a baseball bat to them [42:54] or cut them down or spray paint them or anything, [42:58] they're they're $3,000 cameras and we're on the hook for them. And that was part [43:03] of the agreement. Now, they weren't getting damaged [43:05] before, but now they're all over the place.
