[21:05] She's going to provide an overview of [21:07] these three uh conservation easement uh [21:11] substantially in accordance review uh [21:14] cases. Thank you. [21:16] Hi, good evening. Um just as an [21:18] introduction to all three of these um [21:20] conservation easement requests, they are [21:22] brought to you tonight because the [21:24] comprehensive plan requires that [21:27] conservation easements um be reviewed [21:30] and approved by the planning commission [21:31] to verify that the area is the area of [21:34] the potential easement is proposed for [21:36] agricultural or conservation use on the [21:39] future man land use map or that [21:42] protection of the specific parcels [21:44] involved is consistent with the overall [21:46] intent of the future. future land use [21:47] map and there's a kind of public benefit [21:50] to the easement. Um so that will will [21:53] apply to all three that we're going to [21:55] hear this evening. Um and also as a [21:57] point of order, these are not public [21:58] hearings. So the first one is on Guyire [22:02] property uh properties that John Vernon [22:05] Guyire is requesting a conservation [22:07] easement for 46.2465 [22:10] acres located on Johnson Mill Road in [22:13] the Stanton River Election District. Um, [22:16] REZ has entered into a mitigation [22:18] project agreement with the landowner [22:20] which details the requirements and [22:21] implications of the mitigation project [22:24] including the recordreditdation of a [22:26] conservation easement. The subject [22:28] property is designated as agricultural [22:30] and rural residential on the [22:32] comprehensive plan future land use map [22:35] and as such staff recommends that the [22:37] planning commission find the proposed [22:39] conservation easement to be [22:40] substantially in accord with the [22:42] comprehensive plan. Uh the summary and [22:45] maps are included in your agenda packet [22:48] and Mike Folultz is the project is a [22:50] project manager from RES. He is here [22:51] should you have any questions. [22:56] » Are there any questions? [23:01] » Thank you. Is anyone [23:04] here to speak [23:06] for or against this? [23:09] » This isn't an item that has to be [23:11] published to the public. Okay. [23:18] So, uh [23:24] I didn't have any issues with it reading [23:26] through it in any of the three items. [23:30] » So, uh Mr. affairs. [23:34] » So, in in reference to uh this proposal, [23:39] um [23:42] from all the information that I see [23:44] that's been gathered and I've read [23:45] through uh this is in accordance with [23:47] our current Pennsylvania comprehensive [23:50] plan. So, I recommend approval. [23:54] » We have first. Is there a second? [23:56] » Second, Miss Me. Thank you. Any other [23:59] questions, comments, or concerns? [24:02] Please cast your vote. [24:18] Passes six to zero. [24:21] Second easement for dyer. [24:23] » So this one is the same property. It's [24:25] just the remainder of the property. Um [24:28] so it is a separate conservation [24:29] easement. again uh requested by John [24:32] Vernon Guyire and this is for 8.9351 [24:36] acres of the property also still located [24:39] on Johnson Mill Road in the Stanton [24:41] River election district. Um again, this [24:43] is designated agricultural and rural [24:46] residential on the comprehensive plan [24:48] future land map. And as such, staff [24:50] recommends the planning commission find [24:52] that the proposed conservation easement [24:55] be substantially in accord with the [24:57] comprehensive plan. [25:01] » Any questions, [25:03] comments, concerns? [25:07] » All right, Mr. Ferris. [25:11] » Uh Mr. Chairman, same with this [25:12] property. Um, it seems like everything's [25:15] in accordance with the current [25:16] comprehensive plan and I recommend [25:18] approve. [25:19] » We have a first, there's a second. [25:23] » Thank you, Miss Me. Any other motions, [25:26] questions, comments? [25:28] Please cast your vote. [25:37] Motion carries six to zero. [25:41] Now move to Cherry Stone. [25:43] » Yes. Our final one this evening is on a [25:45] different property. This is requested by [25:48] Raymond W. Batterman Jr. as life tenant [25:51] and Sandra Batterman as remainderman or [25:54] remaindermanman rather um proposed a [25:56] conservation easement for 13.76 acres of [26:00] property located on Batterman Road in [26:02] the Cadam Blair Election District. um [26:05] commission. Since this request was [26:07] submitted, the property w has been [26:09] subdivided and a new GPIN was issued. Um [26:12] the Cherrystone Conservation Easement is [26:15] still the same size that 13.76 acres um [26:20] portion of GPIN 2425839356 [26:26] which is a 46.189 [26:29] acre portion of former GPIN 2425921329. [26:36] Additionally, that new property uh has [26:39] recently been uh sold to Williams [26:42] Pipeline Services LLC. [26:44] Um the subject property is also [26:46] designated agricultural and rural [26:49] residential in the comprehensive plan [26:51] future land use map. Staff recommends [26:53] that the planning commission find the [26:55] proposed conservation easement to be [26:57] substantially in accord with the [26:58] comprehensive plan. Uh the project [27:01] summary and maps were included in your [27:03] agenda packet and updated information [27:05] regarding the ownership and the um new [27:08] property um GPIN have been provided at [27:11] your stations. Ben Garden from [27:13] Broadwater Innovations is here should [27:15] you have any questions. [27:18] » Are there any questions, comments, [27:21] concerns? [27:23] Thank you. [27:26] chair is now uh open for a motion on the [27:32] cherry stones sustainability. [27:38] » Mr. Chow, [27:40] any cherry stone conservation ease when [27:42] I recommend it. We approve it. [27:44] » Thank you, Mr. O. Is there a second? [27:46] I'll [27:46] » Second. [27:47] » Thank you, Miss Henderson. Please cast [27:49] your vote. [27:57] Motion passes 60 to zero.
