[0:03] Okay. [0:36] We're good. [0:40] Hey, it's uh 601 and we would like to go ahead and call to order the Pleasant [0:44] View Planning Commission for Thursday, January 8th, 2026. [0:50] We'd like to welcome all those in attendance and joining us tonight. Uh we [0:54] have all the commissioners in attendance. Uh Mana that is excused for [0:59] tonight. Everybody has had a chance to read the [1:02] agenda for tonight's uh meeting. Is there anybody that needs to Well, let's [1:07] go ahead and we'll start and we'll ask uh Commissioner Gosner to lead us in the [1:11] pledge of allegiance opening prayer reading and expression of thought. [1:21] To the flag of the United States of America and to the republic for which it [1:27] stands. One nation under God, indivisible, with liberty and justice [1:34] for all. [1:43] Our father in heaven, we're grateful to gather this evening in the city of [1:46] Pleasant View, Utah. Thankful for the many blessings we enjoy [1:51] here in this land. For the freedoms and aspirations and community involvement, [1:57] for the good neighbors and friends we have here. Thankful for those willing to [2:01] serve in our city. Glad to be a part. [2:07] Pray for the uh well-being of our citizens, for the land that we've had a [2:12] stewardship over. Our country as a whole [2:18] greatly divided over so many issues currently. Pray that we can [2:23] strive in our own city to have a spirit of cooperation. [2:29] Pray for those in need or those who are suffering through some cold weather. [2:35] finally and pray for our our town and city. Do that in the name of our savior [2:42] Jesus Christ. Amen. >> Amen. [2:44] » Thank you. Now, all of those have had a chance to [2:48] read the agenda. Is there anyone that needs to declare conflict of interest in [2:52] tonight's meeting? >> No. [2:55] » Okay. Hearing none, we will go ahead and move to the next item number two, which [2:59] is the minutes. We each have had a chance to review and the planning [3:04] commission meeting that's prepared for May 5th, July 10th, and August 7th. Uh [3:10] has everybody had a chance to make corrections or is there any corrections [3:13] that would like to be made at this time? [3:18] » I noticed I think on July 10th agenda, and I don't have it in front of me [3:22] because I was looking on my computer, but the the one of the motions that were [3:26] made was left blank. And I don't know if it was because it was alleible or um [3:32] or or I'm sorry inaudible. You can I can't remember which one it was. [3:41] » I thought it was the 10th. One of the motions was there was uh no [3:50] maybe maybe it wasn't the 10th. Maybe it was a Sorry, I should have wrote it [3:55] down. [4:01] We're just going to say you did it [4:07] pretty good. [4:23] Maybe >> I'm not seeing it. [4:33] » Yeah. See, >> sorry. I I saw it on there and I'm like [4:37] and there's no name next to it, but [4:42] » Yeah. >> Okay. [4:43] » Okay. With uh with that, we will go ahead and we will entertain a a uh [4:49] motion to accept the minutes for the and we have enough that are seated for all [4:53] of the different meetings. So, we can go ahead and approve with a unless [4:56] decision. Uh all in favor, do we have a motion to approve? [5:02] » A motion to approve the minutes. >> We have a motion to [5:04] » for May 5th, July 10th, and August 7th of 2025. [5:08] » We have a motion by Dean to approve. Do we have a second? [5:11] » I'll second. A second by Chad. Any mo any discussion? All in favor say I. [5:17] » I. Any opposed? >> So that is unanimous that we pass the [5:21] minutes. Okay. Administrative item number three. [5:25] We have uh three items up today. Our first is vacation of vacation [5:33] vacating a possible future rideway. I'm just [5:37] trying to read. So for the record, I was reading [5:41] consideration to vacate a proposed future right ofway located approximately [5:45] 2847 North Parkland Boulevard within the Simon subdivision. This will be a [5:52] public hearing. Uh we'll go ahead and ask Tammy to present to assist for this [5:56] evening. Okay, this one um this is a [6:02] a dedicated future proposed right ofway that uh was [6:11] deemed unnecessary based on it was originally put on the plat for a future [6:17] rail crossing which is not going to be utilized. There won't be a rail crossing [6:24] there. And so, um, we're vacating that and it's part of a a a an agreement with [6:31] the property owner where they made some concessions on some property [6:38] up a street to the south. I think it's 31. Can't remember the street number, [6:44] but um the south of their property that uh they gave us some space there for the [6:52] to do the corner and chamfer. and um 2775 2775 [7:01] to um and then we would vacate that proposed future right away. Um that is [7:09] not going to be necessary. So we're just proceeding with that. Um DRC has [7:15] reviewed it with our engineer and um there aren't any any questions there. [7:23] We haven't had any comments from the public. So our recommendation is to go [7:28] ahead and vacate that. >> Is this a city generated or is this by [7:34] the >> It's city initiated. [7:40] » Then I can't be mad because you're representing the city. I can't be mad [7:42] they're not here. They're representing. >> Okay. Any discussion on the item [7:47] tonight? Questions for Tammy the presentation? [7:51] Does everybody understand? I just I asked the questions to confirm because [7:54] we originally, if you remember right, we were going to have a couple different [7:58] rail crossings over the years in the general plan. This is cleaning up some [8:01] of that. Um, if you remember right, a few months ago that we switched land [8:07] down there by the old charter school so we can have a a crossing uh because this [8:13] is not going to give us this many crossings along area because of park [8:17] trains there. So, >> and if you look at the future road map [8:20] here, um where the easement is is up here on this the south end of the lot [8:29] there. Um that originally was on the future road map and now it's it's been [8:35] changed because it's not necessary. So, the road is shown down here instead. [8:44] Okay. Open for discussion or a motion. [8:49] I have a question. Okay. Question. >> What's the purpose of relinquishing that [8:55] or vacating that? >> It's just not necessary for the [8:59] development. And it's and it's um because there will not be a rail [9:04] crossing there. That was the only reason we had it there from my understanding. [9:08] And since we won't have a rail crossing there, there's no need for having the [9:13] road there. this road or this is the planned road to continue north this way. [9:20] But um as far as the east west road, >> there is a need for it now. [9:30] » Is there any possibility that the Union Pacific might relent a little bit [9:34] particularly with the development going along the freeway there? We're going to [9:37] have a lot of traffic that we haven't anticipated up till now. [9:42] doubtful I would say um just from the [9:48] the planning that we have done in DRC in order to get the rail crossing further [9:54] north um above the charter school. [10:00] If we were to get that, they would require us to close several other [10:04] crossings along the way. of for them to any anticipation of them allowing a [10:11] crossing there besides there's development there now too. So [10:16] » and if you watch uh if you watch it when it goes across you'll have your trains [10:21] that are parking you along that whole stretch there. And so these really are [10:28] just farmer crossings. And that something we've always been up against [10:31] is them not allowing, you know, eventually those will probably [10:35] be closed as farmer crossings because they're not going to allow people to use [10:38] it just as a straight shot run across. [10:44] » Okay. And to answer your question, I think then that allows the developer [10:48] without the large [10:53] was being left there. John question [10:58] » more of the comment with the both one with the crossing north and the one in [11:01] the middle the one down at the at the on the south end there that's probably [11:06] adequate with that three mile four mile stretch I guess it's about six mile [11:10] stretch if you want to act more into that one [11:15] other if there was a specific well before there was a need because there [11:18] was a road planned [11:23] Okay. >> Okay. Hearing no more discussion, do we [11:27] have a motion? >> I'll make a motion. [11:29] » Oh, wait. We have to open for a public hearing. [11:33] » Make a motion that we open for public hearing. [11:36] » Julie's made a motion open for public hearing. Do we have a second? [11:40] » Have a second by Jeff. All in favor say I. [11:42] » Any opposed? >> Okay. Anybody in the public would like [11:45] to address this tonight? Hearing no comment. Do we have a motion to close [11:49] the public hearing? Motion to close public hearing. Dean has made a motion [11:53] to close. Second, Chad second. All in favor say I. [11:57] » I. >> Okay. We are now closed public hearing. [12:00] Do we have anyone like to make a motion at this time? [12:05] » I'll make a motion to approve approve the vacation of the red located [12:10] approximately 2847 North Park. [12:16] » Julie's made a motion to approve. Do we have a second? [12:20] » I like vacations. I say we second it. >> Dean is seconded. He's always on [12:24] vacation. Any discussion on the motion? All in favor say I. [12:30] » I. Any oppose? >> Okay, it's unanimous. [12:36] » All right, we have item 3B which is the appointment of leadership. This is for [12:41] our group is our planning commission nominations and consideration for our [12:46] chair and vice chair leadership appointments for 2026 calendar. and we [12:50] will get into the calendar a little bit later I believe. Um so uh this is now [12:56] open as a group or a group thought think uh and anyone can uh decide how we want [13:02] to move forward and there's really no rules how we want to do this. We've gone [13:07] anywhere in the past I think rolled it up on a piece of paper but I think now [13:11] we have to keep it as an open discussion and an open item is the new rules. So [13:16] thoughts, discussions, nominations, we're open to any anything at this time. [13:22] So if it ain't broke, we don't fix it. Is that what you're saying? [13:25] » I'm not saying that. I don't >> to [13:30] [laughter] not open to [13:34] Julie's asked not to be uh nominated as a vice chair. So we would have to make [13:39] some changes. >> She's against commuting. [13:41] » Should we do it first chair and then we've asked we've asked for that, but [13:46] she's not uh she's not budging. >> I'm doing [13:51] well. [13:54] How about we open nominations for chair first? [13:58] I'm I'm open. This is our group think here. I'm just gonna [14:02] Okay. [14:06] Well, I just say we keep Andy as I'm I'm willing to do that if that's [14:12] what the group would like or we could mix it up if we do that. Since Julie's [14:15] stepping down, I'd like to see We have to have someone new, but someone that's [14:19] willing to step in. I My calendar is already booking me [14:23] probably for a couple appointments that I won't be, which would be a good [14:27] grooming, someone to step in and groom for the future and take over a couple [14:32] times. But I I'm willing to do that if that's what the group would like to do. [14:36] I'm still learning. [14:43] Jeeoff, you made the nomination. So, I'm going to say if you're nominating me, [14:46] I'm going to nominate you back. That's happened to me before. [14:51] done a great job. I appreciate it. And so [14:56] » like like Dean said, not broke, but you know, [15:00] appreciate the consistency. >> I Yeah, [15:05] » I appreciate that vote of confidence. So, are we voting just one for now or do [15:10] you want to do both? >> Okay. There's there's been a nomination [15:15] to appoint um myself Andy Nef as to return as the [15:20] chairman. All in favor say I. >> I. [15:23] » Any opposed? Okay. So that's one. Um nominations for [15:29] vice chair. Is there anybody first? We'll just say that would like the [15:33] opportunity to do it because I would like to nominate someone like that [15:36] opportunity. >> I don't want anything to do with [15:41] » you. [15:45] We we have several that can do it and I and I and it's it's Julie was has been [15:50] amazing as as the uh chairman uh and uh has stepped in several times and run the [15:56] machine and there was times that she didn't think that she would be able to [15:59] do it but did an outstanding job and so I really appreciated her to do that. [16:05] » It does take you out of your comfort zone sometimes when there's a full house [16:08] here but uh uh we don't get that very often. Andy, can I just say one thing? [16:14] » Yes. >> Keeping in mind that Mana is not here. [16:17] » Um her her um >> term Thank you. [16:23] » is actually up if she decides she wants to continue. I haven't [16:28] asked her I haven't talked to her about that, but she hasn't given any [16:31] indication that she does not want to continue. [16:33] » There's a term >> for your [16:37] » Really? >> Yeah. But it doesn't mean we let you [16:39] out. >> How many [16:40] » [laughter] [16:42] » Oh, it wasn't in the brochure. I think the mayor showed it off. [16:47] » So, just just to keep that in mind as you make your nominations for vice [16:51] chair. >> It could be any of them. Yes. [16:53] » That she's not here, but she's still here. [16:58] » Though it's kind of hard to nominate here to agree, right? [17:07] » Dean having said he doesn't [17:12] move forward. >> I'd like to nominate Jeff. [17:18] We have a nomination for Jeff. Are there any others nominations out at the time? [17:23] Good thing you did it because I was in Lend because he threw it. So, [17:27] » do we have to second the nomination or do we just vote on it? [17:30] » It is open group so you can just vote on it. [17:37] » We have a nomination for Jeff. He's willing to uh yeah accept that. [17:41] » We have a nomination for Jeff unless somebody else would like to make another [17:44] nomination. >> If not, we'll take a vote. All in favor [17:48] of Jeff being the assistant chairman. All in favor say I. [17:52] » I. >> I. [17:53] » Any opposed? Great. Thank you. That's unanimous. And [17:57] thank you Jeff for willing to step in. Um I know I have a few dates and we'll [18:02] look at the calendar on that. Uh our next item is the annual meeting schedule [18:07] consideration of the annual planner planning commission meeting schedule. So [18:12] um they provided that on the back of our packet [18:16] get um [18:19] » make one comment on that. >> Yes, please. [18:22] » Um for April just as a piece of information that April 2nd is spring [18:30] break. However, the following week I will be at the conference. [18:36] » Where are we going? >> Bryce Canyon. [18:41] » Oh, maybe I'll stay until [laughter] [18:46] kind of excited about that one. So, um if there's conflict with April 2nd, we [18:53] can look at doing it. The beauty of this group lately has been [19:00] we have had amazing good attendance and so I would just throw out [19:06] I don't know my spring break challenge yet. Um we haven't analyzed that but I [19:10] think I'm here. So as long as we think we would be able to get a corn um I [19:15] guess I can ask Jeff any what you're thinking the second or [19:20] » I mean we usually try to do something but you know you never but [19:25] » I'm usually music on. [19:27] » So, >> we're down to just [19:30] » I'm gone. >> You're gone. So, the second doesn't work [19:32] because that leaves three of us and or if we appoint other people before then. [19:38] So, >> um [19:40] » and let's >> there's a possibility that, you know, I [19:43] could have someone >> just look like that when you say that, [19:48] right? >> For that date if the ETH is [19:51] » um >> the better date. There's als there's the [19:54] 8th and there's also the end of March if had to be. I mean, we don't want to hold [19:59] up any projects and this commission's been really good at being flexible so we [20:03] don't hold up any projects. So, >> oh, sorry. The nth. [20:10] » Yeah. >> Is it Are you just going to APA or can [20:12] all of us go? >> How does that work now? Um [20:16] » I love the field trip. We >> We have attended in the past. They've [20:19] opened it up for the group. >> Can go. So, [20:23] So registration's open if anybody wants to go [20:28] » two days or three. >> It is Wednesday through Friday. So [20:34] probably I think >> they don't have a schedule out yet, but [20:37] I'm So I would think it would be Wednesday afternoon [20:41] so people have travel time through Sunday [20:44] » midday. >> I would love to go. [20:48] Okay. >> April 9th a challenge for anybody else [20:52] on this. >> I'll be vacation. [20:55] » You'll be in you'll be up. [21:00] » Glad you'd be here the ninth probably. >> Yeah. [21:03] » So, why don't we look at the ninth? >> Okay. I mean, if if it really is going [21:07] to be a burden, we can always send out a message to the group and maybe look at [21:11] the last week in March just as a I mean, I'm not opposed to pulling something [21:16] forward if we want to get something addressed rather than putting it off. [21:20] So, >> right, [21:21] » I think let's uh put an or last week of March. [21:26] » Okay. >> So, [21:29] um let's look at some others. We usually ask for the used to be UEA, but it's not [21:36] that anymore. It used to be deer hunt season. Uh, but October 1st is in the is [21:42] the first of the month. Not a conflict in the middle of the month. So, I think [21:45] we're good there. and we took out our uh we don't have a [21:51] conflict with founders day and anything down at the end of November [21:56] December is early enough in the month that I don't think will be in conflict [21:59] with anything >> that July [22:03] » Yeah July >> y [22:08] um and with everything I think this group is still if there's I don't want [22:13] to say emergencies or is there an urgent because we push something off. I think [22:18] this group's always been willing to do a second time in the month if we're really [22:23] needing to, but we've been really good for the last few years that I think [22:27] we've only had to do that once or twice over the last several years. So, uh, I [22:32] just like to make sure the commission's aware of that occasionally. We have been [22:36] asked to to pick up a second one. Um before all the computers and all the [22:41] fanciness, we used to meet twice a month um which would drag out a lot of board [22:47] meetings too. So okay, any other discussion or thoughts on the schedule [22:52] that's set before us? Motion to approve. We have a motion by dean to approve the [22:57] calendar as set forward. Do we have a second? [23:02] » We're just approving the calendar. >> A motion to approve item 3C on the [23:06] agenda. the schedule for the year >> calendar approved. Do we have a second? [23:12] » I'll second. >> Second by Dave. Uh all in favor say I. [23:16] » I. >> I. Any opposed? [23:18] » Okay, we have that done. Um planning commission business [23:23] uh conflicts of interest form. So we'll turn that over to Tammy to present. [23:27] Yeah, we just have our um yearly conflict of interest and [23:36] um [23:40] there's two forms there. One [23:46] and then we'll just need those signed. Um it's the the conflict of interest [23:51] does need it's changed a little bit from previous forms and there's a page for [23:58] each of the categories. Um, so those need to be signed and [24:02] notorized and returned back to me by the 31st. [24:07] » So, do we need to sign all three pages even if there is no [24:12] conflict? Well, if there's I believe if if there's just if you have a conflict [24:16] or conflict that you would have to >> so if if I'm not an officer or a major [24:21] holder of somebody doing business with the city or planning to do business with [24:25] the city, I don't need to fill this form out. Is that the way I understand it? [24:29] » That's my understanding. Yes. >> Okay. Unless I'm reading it differently [24:34] than someone else, but but we don't have to do anything with [24:38] this if there's no conflicts, right? at this time [24:45] » that we decided [24:48] » because we're already signing the behavior which means we'll sign this if [24:52] it becomes an issue right >> um according to what the state code was [24:58] that Andrea and I check it's um you have to sign it for the year type of 30 [25:06] » but when it says officer's name address position if I don't if I'm not an [25:11] officer in any name of business or company of interest. I'm just signing I [25:16] guess I that's why I'm looking at it where it says officer signature [25:27] » changed it this year last year >> and that's why we're confused [25:32] » I'm going to go with no >> I would probably put that on it and just [25:36] put your name on form [25:41] » and do that on all three forms just print my name and put on and a Okay. And [25:46] if it changes, we cut this. We'll try again. [25:50] » Okay. >> Is there a notary in the city office [25:53] there that we >> we have two notaries in the office, so [25:56] if you need somebody, you can stop by. Usually one or the other is here. [26:02] » Are you here now? >> I'm not a notary. [26:06] » Okay. >> We have Debbie and Mari that are [26:08] notaries. [26:11] » Yeah. I'm not breaking the law. >> Okay, that is item 4 A 4B, annual [26:16] ethical behavior pledge. Um that is before us and if you get a [26:23] chance to read that and fill out that form. Um then our next thing is our [26:27] annual open and public meetings training completion to be done independently by [26:33] commission members using auditor link. >> So this is a little new. [26:38] » I put that well last year we did it in the meeting. We all just logged on [26:42] together. Um, if you want to just I didn't take the time to do take the time [26:48] to do that tonight. So, if you want to just independently log on to that link. [26:53] Um, Chad was saying that he had a hard time getting it to work. Was it Chad? [26:57] Yeah. >> Yeah. I just [26:58] » he had a hard time getting it to work, but if you go to the the main um web [27:03] address there and then just navigate to the to the train. Is this one of those [27:08] that we just need to send you an email say we did it or is this one of those [27:12] that print out the certificate and then we'll send you a copy of the certificate [27:15] » copy of the certificate put that in our records [27:22] » and just for everybody to remind her we have to do how many hours per year [27:28] training so the reason we're doing this is to get our certification and keep up [27:33] with the train >> total hours of training [27:37] a year. So, this is part of it. >> How much is this about an hour? What's [27:41] the >> Oh, it doesn't take [27:43] » hours. >> I'm slow at it. I just keep [27:47] » Okay, >> it's pretty fast, but [27:49] » perfect. Okay, that brings us to the end of our [27:53] item before we go to adjournment. Um, once again, we'd like to thank Sean for [27:59] being part of this for four more days and then he will uh he'll be sneaking [28:03] away from us. Um and uh then we're we're smart. He'll come and join us every once [28:09] in a while, sit out there and come correct us. We're always welcome uh to [28:13] have Sarah and the mayor join us whenever we can. But it's one thing we [28:16] definitely want to continue is that uh collaboration between the two [28:20] departments and so we can keep things moving quickly. So we really do [28:25] appreciate you working with our team. >> Thank you. It it's been a pleasure and [28:29] it's a great group that you have on the planning commission here. So, it it it's [28:33] been so fun to serve and I look forward to serving in a different role, but [28:36] still, like you said, participating. So, >> great. Thank you. And Julie, you're here [28:41] next week, right? Or next month. Next month. Okay.
