that we' like to speak on tonight uh the first one is a review [0:56] of the bylaws and Charter quantification uh since our last meeting [1:00] and I believe it was one day last week was it last [1:04] Thursday 21st 21st of August we we got a call from uh the Town Clerk and the Town [1:12] Council to uh meet uh briefly to go over some uh [1:16] questions they had on our document unannounced to me and maybe [1:21] others knew this I didn't know this but they had sent um a document out to a I [1:26] guess they Callin Steve knows better coding type company where they [1:30] uh compare uh the document that we put [1:34] forth and the documents that we have on file here in town with what the state [1:38] has and make sure there's no discrepancies and in the um exercise of [1:43] uh running through the chatter there were um just a couple of questions but [1:49] there were enough that they wanted to bring us in there were more questions as [1:51] it pertained to bylaws but that was outside of our [1:55] scope uh so we met we met probably for the best part of an hour uh most of the [2:00] um most of the um discrepancies were [2:05] typographical maybe a word change a sh versus a May something along those [2:12] lines um I think Steve corrected that um I don't know how we want deep we want to [2:18] go on that but you know I think in all fness tell the whole committee oh you [2:23] have we have them so the the committee has them yeah but I think what prompted [2:28] us to go there I think the whole committee should know was it was at [2:33] least P to me that that meeting that for whatever reason unfortunately for the [2:40] most part of our work and maybe for last couple of years a document that was on [2:45] the town website as aada was not actually the one that was presently on [2:52] record at the state is that correct well not yeah it we don't know and Kelly may [2:58] say that when she comes here she doesn't know where they got the charter they [3:01] used to do the comparison because the charter that's [3:06] the original the charter if if we took the charter off of the website at the [3:10] beginning of this process it is without looking at it in every fine detail it is [3:16] a match to what's on the articles of uh articles of um 2020 when the last [3:24] Charter was approved by the legislature so it is pretty much in in a [3:29] match the things that we're dealing with here is [3:34] um is the fact that there is a definition and a use difference there is [3:41] uh we need to recap we miss something to be capitalized in a certain paragraph [3:47] and then there was the U fact that again a definition correct me if I'm wrong to [3:53] there was multi versus multiple so that's the last item that we we have to [3:58] do and then the very last one which I haven't done because it's it's again I [4:03] think it's a typographical is there's a definition of bylaws how it's spelled [4:09] and we use it in two different ways within the charter by hyphen law laws or [4:15] bylaw with no hyphen and the definition if I'm correct Steve is by with no [4:21] hyphen right that was how we had right so we need to fix that and to me that's [4:26] a grammatical issue uh the issue of the mismatch between what they were using [4:30] the Cod to do the codification review on is a separate issue in my opinion away [4:36] from what we're doing that Kelly needs to understand where they got their [4:40] version of the charter to do that because I was given a change document by [4:46] them through Kelly and I looked at it not in every little you know in [4:52] int but it looks like what is on the website matches the state [5:00] is it related how is it related to what we've got here as our current you're [5:03] talking about our current Charter it's all this codification thing Marthur [5:08] remember when Kelly came in the beginning she talked about there was [5:11] this effort to have this company look at the bylaws look at the charter and then [5:16] create this searchable document so my question is um when you're talking about [5:22] a charter you're talking about the current Charter this one right and the [5:26] question am I right is is is this the same as what's on our town [5:33] website yes yes we started from what was on our town website but the state was [5:38] using a current Charter that we don't know where it's from no no the state and [5:42] our our Charter that's on our website from my from my review appears to be in [5:48] a match there was this Charter that was used by this company and it's not clear [5:54] where they got it from because they came back with all these like for example [5:59] they said it says town of Plymouth comma Mass on [6:03] their version it didn't have Massachusetts on our version it did and [6:07] on the version that's on the website that's just an example it did so that's [6:11] for Kelly to deal with to figure out what they use for the [6:15] comparison Michelle just said that Kelly may drop in very early in the meeting [6:19] and she might be able to add some light I was just worried that um there was [6:23] more to it as it turns out there really wasn't any thing but as a Committee [6:28] Member you should know that that [6:34] you've been talking [6:37] about just now arrived thank you for joining us we're actually talking about [6:41] the coding issue so so I have great news for you [6:45] guys well you want to add your question first before she has great news you want [6:48] to wait well it's not a question it's a [6:53] comment based on what you just said about spelling errors or whatever [6:59] scriveners errors whatever they're called and this issue with did they have [7:04] the right shter did they have the wrong shter you did you had the right shter [7:08] well that's good okay okay I can't imagine you spend an hour talking about [7:12] all that well we talked there was a lot of other things oh there's other things [7:19] well I don't know if there was other things you don't think think that [7:22] deserve to be spoken about and make sure we ironed it out you don't think that we [7:25] should have spoken about that and got it ironed out make sure we had the right [7:28] one no just no kneejerk reaction that we spoke about it because we now know that [7:35] we have the right document at that point that's important at that point we did [7:40] not know that the documents matched and so our discussion included questions [7:45] about what would happen or what we would need to do in the event that they did [7:50] not match so we were planning for a further [7:54] meeting in and details in the event that was necessary it has turned out [7:59] fortunately that it is not necessary yeah I'm still trying to find [8:04] out how the vendor had the incorrect chter because everything that I say [8:08] looked at over the last since I've emailed you shows that they I don't know [8:13] where they got it because I wouldn't have emailed them the version that they [8:17] suppose that they had and yeah so pric is somewhat averted but [8:24] we it was good to me um part of the other reason why we met um during that [8:29] time too is there were 10 comments that the vendor had one was the fact that [8:34] there's only a certain way you can um make amendments to the chter which we [8:39] were aware of two that there might be some slight warding changes which we [8:43] figured out what that was um another one was the chart the definitions for [8:50] precincts um originally it just said precincts the definition is the area [8:55] Town divided by groups and I'm not sure I'm paraphrasing here cuz I'm not sure [9:00] the exact language and they recommended that we had for voting purposes and you [9:05] guys had already done that so that was perfect um they made some [9:10] recommendations there's two parts of the charter that says you need either 100 [9:14] signatures to get uh um an article placed on the warrant if it's a special [9:21] town meeting and 10 if it's an annual town meeting like if a citizen's [9:25] petition like you need 10 or 100 depending on what the meeting is and [9:29] they wanted to add more language that refer to the to the law the Mass General [9:34] law that says or 20% whichever is lower and we're thinking [9:41] 220% of the voters here in Plymouth will never [9:45] be 200 100 or 10 so we decided to leave that language out so this was the type [9:52] of work that this vendor is doing for us um there was precincts there was um oh [9:57] one thing about select board um sometimes it said Selectmen in the in [10:02] the charter and they recommended that you make it more gender neutral for [10:06] select board which you guys had already done so many so many of the things that [10:11] and that's what I also reviewed with them during that time so we I wanted to [10:15] make sure that everybody was on the same page there was something about [10:18] multi-member body versus multi-member boarding committee thing and um we I [10:25] think you guys made that change based on grammar [10:30] um and then the LA I think the last thing was something about established [10:33] policies and it should be established uh process not established [10:39] process so those were the 10 things that they came up the vendor also look just [10:44] as a side note the vendor also looked at the bylaws and we have 170 of those that [10:49] we need to review there I've got a group of people reviewing those with me to [10:53] make the decision so the really good news is except for those one or two [10:57] things that I mentioned um that they questioned or or had a recommendation on [11:02] changing you guys based on everything that Michelle and I were able to do [11:06] today you guys did work with the original documents so your Redline [11:10] document as soon as you have it up to date I highly recommend that you get it [11:14] on the website because people have been asking for [11:19] it sounds good I just have one quick follow question from on meeting you had [11:24] um emailed the coding company for anything additional you sent the email [11:29] out to us copy I got didn't have any additional red lines is that because [11:33] everything else passed with flying colors but is there anything the [11:37] document that I sent out was Redline that showed what the difference is [11:41] between what they what the chart whatever version Charter they were [11:44] looking at and the one that was on the State website so it wasn't really a red [11:49] line it was just showing differences the differences it's not an edit it's just a [11:53] comparison although maybe I misread it it said the following document or the [11:57] attached document yeah any any any other problems of red line [12:01] and I didn't see any red lines right so I assumed it you know it's funny that [12:05] you say that Alan because mine came out as red line but Michelle's came out blue [12:10] and red like hers came out blue so like I had to literally go and look at [12:15] Michelle's computer to make sure that we were looking at it the same way mine was because we have some conflicts with the bylaws and I'm just [14:05] trying to get them codified so they look very neat in [14:11] particular okay are we good Kelly Kelly it's Michelle we also had the one [14:18] comment on the school committee to change from um to the State Board of [14:23] Elementary and secondary education I'm going to show those uh Michelle I'm [14:28] going to show the right now okay the chter right now says State Board of [14:33] Education and currently Massachusetts doesn't have a state board of education [14:37] we have a state board of Elementary and secondary [14:42] education so it's just again mostly grammar which is why as a practice we [14:48] took out all references to state laws because state laws bodies change [14:53] regularly and we don't want our Charter to be out of date every time the state [14:58] decides it one wants to move something from one section to [15:03] another okay any sounds good so I think we're good with that issue thank you for and we should vote on no they're saying because [29:37] Town policy is no it's the Articles what's that part no it's the Articles [29:41] it's not and so we're talking about these correct because we actually aren't [29:47] presenting a charter to town meeting what we are doing is we are presenting [29:53] our recommended changes to the Charter so we don't actually present them with a [29:59] charter like saying here's the charter we're proposing vote Yes or No we're [30:04] proposing individualized changes which again is why it makes sense to which is [30:10] why when they're presented to town meeting it's not presented as just one [30:13] thing here's the charter agree or disagree it's here are changes that [30:19] we've made so for example the language that's showed up in the current draft [30:25] warrant this that as you are looking at was not something that we did at all [30:30] that was something that the assistant Town manager did so the processes that [30:35] has been explain to us is that we make recommendations to the assistant Town [30:39] manager these by recommendations you mean this we recommend the language for [30:44] the Articles correct this though yes we're not talking about no no we're not [30:51] talking about the document anymore we're now talking about the Articles we make [30:55] recommendations for the language of the Articles to the assistant Town manager [30:59] the assistant Town manager drafts what the assistant man Town manager believes [31:03] to be appropriate and those are finally determined by the advisory and finance [31:09] committee so that was what we were supposed to vote on there's no [31:14] requirement that we there's no requirement that we vote on anything [31:17] what the requirement of the select board is is that all articles the substance of [31:23] the Articles be approved by the committee not necessarily the language [31:28] that goes forward in terms of describing it but the substance of the Articles [31:33] which in this case is the substance of the proposed changes all of which this [31:37] committee has voted we voted on every line in that [31:41] document so that is the vote that those votes are [31:48] considered to be the votes of the committee on the in that I'm looking for [31:53] I've got a note here someplace that says what the um select regulation is I [31:59] thought I had it anyway sb10 or for [32:06] I I guess I didn't bring it with me so [32:13] um but that said so so our our votes are separate all the votes that we took [32:20] those are our votes those are our votes the committee has voted yes now that [32:24] said there's nothing wrong with saying we are with if people are uncomfortable [32:29] as one member who is not present here tonight has said he wanted us as a [32:34] committee to vote on the recommended language that we are putting forth and [32:40] again we can vote on the recommended language and I have no objection to that [32:43] the recomend different of the Articles oh correct that said however we can [32:50] recommend whatever we want and both the assistant Town manager and the advisory [32:55] and finance committee can change it change it the way they like it so so we [32:59] will be voting on our recommendations but we're not voting on article language [33:03] because we don't make that final determination okay thank you Mr Dan so [33:08] um maybe you can clarify something or I'm confused because the warrant is the [33:14] selectman's warrant not the finance committee's [33:19] warrant so wouldn't it be up to the selectman to approve this language [33:26] before it goes to the to this um finance committee or the town meeting or [33:34] anything because the advisory and finance committee [33:39] presents the Articles to town meeting again we're now talking about the [33:46] difference between the article and the language describing the [33:52] article so in this instance the article the substance of of the article is is [33:58] the recommended changes by this committee to town meeting the select [34:05] board will agree or disagree in terms of presenting the whether those articles go [34:11] forward to town meeting again assuming of course that it's not a Citizens [34:17] petition where they no longer have that right under our Charter but in terms of [34:24] the language describing that article to town meeting all of the articles are [34:30] presented to town meeting via the advisory and finance committee so they [34:36] actually have the final say in terms of how they describe the [34:41] article to down meeting town meeting right so again their motion right it is [34:49] their motion so they're the people get up before town [34:53] meeting they say to the chair hereby moves that town meeting do this this [34:58] this this and this that is their description now they may accept or not [35:03] accept our recommendation in terms of description but it is their [35:07] determination all right but that said because Mr Hutchinson had concerns about [35:14] that he said fine let's if we wish to vote on the draft language our proposed [35:20] language we can certainly do that well that being said as an exercise do you m [35:26] would you be comfortable if we went through this [35:28] uh first article and and and voted the five of us vot you mean Article 19 [35:33] Charter this will be 19 right well again I don't know how much made it on the N [35:39] none of it so Marthur this is their draft this is again this was simply and [35:43] I'm I'm G to call this essentially almost a [35:46] placeholder I think this my husband got from me member this is the yeah exactly [35:52] and but it's still a draft the final article has not come out they sent out a [35:57] draft War warrant but that's what it is it is still a draft warrant but M's [36:00] right everybody's probably already seen this but we have assigned to us Article [36:03] 19 through 29 is that correct that is correct all right so we can from now on [36:09] call them that or we can go one through 11 how we have been in [36:14] our I mean I'm not I I again I just simply prepared it because when we [36:19] drafted it it was I didn't [40:12] draft which it is if we want to we can go back and look at things so it was for [40:16] the meeting when the Articles who was at the [40:21] meet or you why why why did you have a meeting or that's just [44:34] that suggests that we're those are the only changes we've made dozens of other [44:40] changes we've moved Town manager out of some but that's not in there should be [44:45] part of well and we've eliminated the references to departments and that's not [44:50] going to be in there and we changed in Article 19 in Article 19 in so [44:57] you will one of the reasons that I wanted to try and make this clearer and [45:01] more concise is I did not want to repeat what ended up happening the last time [45:06] the charter commission committee came forth and every article had every little [45:11] detail in there uh I'm trusting that again first of all this is just in re [45:17] this is just reordering so this literally said this is not telling [45:21] people go look at every this is everything that was reordered we created [45:27] new categories we added new respons we moved a lot of things around if you if [45:33] you start listing them you've got to list everything and it's too long to [45:37] list everything well that is a very significant [45:42] change and and I think that one we two is is important but it's in the it's in [45:49] the article about that chapter so what I think what Steve is [45:54] trying is is is saying to you and that what iar here is that if you just hear [45:58] me for a second if you start putting about what we [46:02] reordered then that L that article will essentially be [46:09] um a duplication of the other articles okay well we go on another no let me [46:16] just finish let me finish this is just talking about the fact that we did a [46:20] reorder didn't say how we reordered it said that we did reorder and I I agree [46:26] with you we need to to make it clear what we reordered but I think we do that with select board well [47:42] that's my argument right um so three sub this is where I [47:49] rewarded most recently three substantive changes are noted in the table of cont [47:56] as noted in the table of contents are one renaming the currently renamed [48:02] currently named Executive Branch the townwide elected boards and office [48:08] holders as well as two switching the order of that newly [48:14] named chapter would be legislative branch and three moving the moderator [48:21] section from the legislative branch chapter to the townwide elected boards [48:26] and offic holders [48:30] chapter so that is what my recommendation would be to add to [48:35] Article 19 but I'm fully agreeable to keep going through our um review here [48:43] and maybe I'll see it as you do well that's that's a very good idea if you're [48:48] if you're comfortable with that we'll go on and see if your uh concerns get [48:52] addressed in the Articles where that happens okay and I I do want to note [48:56] that I I did agree with you in terms of making sure that in each article that [49:01] the chapter name appear and I and I spoke to Sy conveyed that [49:06] to and he had said that he he would do that so we would make sure that that's [49:11] the case because I think that will to some degree also help clarify so when [49:15] people see the name they will know the name whether it's changes are as follows select boy no substantive changes are [50:50] recommended in this chapter planning board changes are recommended to the [50:54] planning board to authorize the expansion of the role of the associate [50:58] member in the absence of an elected member and to provide for the regular [51:02] updating and oversight of the community master [51:07] plan school committee same outle the change is recommended to remove the [51:13] requirement that the school committee be responsible for the maintenance and [51:17] management of school facilities and wrapping up uh Town moderator no [51:22] substantive changes are recommended in this chapter [51:27] um Mr H so we just had a precin PO this last [51:34] week there's a lot of conversation about the school [51:37] committee and uh an issue about consolidation of [51:43] services and uh so this says the school committee is [51:49] responsible for the mains and management of school facilities is that by state [51:54] law no it's not no no it's not it was actually the [51:59] one when you look at our Charter it identifies four things that the school [52:03] committee does current our current Charter the first three are state law [52:09] the fourth one about management of facilities is not a state law [52:13] requirement that's good well that was also it wouldn't [52:17] prevent [52:20] consolidation okay got [52:25] it any further questions on what is now article [52:31] 21 I'm thinking back from 19 do you see anything in [52:36] this um that you could maybe break up your uh Corrections and and add [52:41] something [55:20] the the that would be the The Authority the responsibilities the obligations the [55:27] substance of the position we didn't change the substance of the position we [55:32] merely located it in a different portion of the [55:37] charter right and um that can be interpreted in various ways well and [55:44] changing where items are in a charter in the table contents and what they're [55:51] associated with can appear at the least [55:56] to be change that is and I I'm not going to use the word substantial but [56:04] important it is different it is I it's beyond my imagination why we would ever [56:11] put the moderator in [56:15] with um the executive or the townwide bodies that's like um as I said before [56:23] that could something could be what are townwide elected bodies that [56:28] could be in a in the guide but um the fact that when you read about what the [56:37] town moderator does the four items or whatever it is five items it's all about [56:43] the legislature so it's to me it's a major [56:47] change to change the moderator to that so so I I would be happy if we [56:57] didn't have the sentence no substantive changes okay [57:01] so just explain what we did to [1:17:53] authorize the town clerk with the approval of the Town manager to make [1:17:57] clerical and non-substantive editorial revisions to the Plymouth Town Charter [1:18:02] in accordance with the changes as adopted by town meeting on October 19 [1:18:06] 2024 or take any other action relative thet it seems to sum up pretty good I [1:18:12] think that that's not just that at that point it's not just the reordering but [1:18:16] also obviously that would deal with the internal references and things like that [1:18:22] so it's not reordering it's renumbering right um this yes it's re sorry but um [1:22:06] is there a is there a thought amongst the committee to U do a presentation to [1:22:11] the school committee on the 23rd of [1:22:16] September what's that look from so I suggested since we know why [1:22:22] they want us to come talk to them and the fact that I was the one that [1:22:26] proposed taking that paragraph out well they she's very uh we got this [1:22:31] I got an email from uh Miss Miss Badger the chair the [1:22:36] chairperson we would like to learn more about the changes that the charter [1:22:40] committee is proposing regarding the school [1:22:43] committee our meetings are on September 9th which we have a conflict with [1:22:47] copc and the 23rd so I can get back to her and to let her know okay to book us [1:22:53] an agenda spot on the 23rd and I would assume if she gets by chance gets oh [1:22:58] that's the primary forget about it I thought it was the election I'd be glad [1:23:02] to go do that somebody wants to come with me to help that's what ly is basically saying well you [1:24:13] know it helps to have you know I also agree I think it's important to stress [1:24:19] that this is a committee decision in terms of our recommendations that every [1:24:24] body participated fully this is not just one or one person's or one small group's [1:24:31] approach that we had different people presenting different ideas and that we [1:24:36] worked collaboratively to try and come up with the best that language we could [1:24:42] for Town meetings consideration oh I agree that's why I [1:24:46] extend it to anyone and everyone that wants to participate in pres presenting [1:24:50] because everyone has a strong suit everyone has a um you know opinion on on [1:24:55] what we did as body of work and I think as a town meeting member sitting out in [1:25:00] the audience if I were to hear uh from anyone in the committee or everyone in [1:25:06] the committee even that's even better uh I would feel much more comfortable that [1:25:10] you know was you know doesn't have to say that we were 100% on on everything [1:25:16] but I think the vast majority of our votes all of our votes or obviously a [1:25:19] majority but I think for the most part we had um a very good group and everyone [1:25:25] contributed and I think in the presentation it would be nice if that [1:25:29] shows it's up to I've never been to any of these meetings that's my hesitation I [1:25:34] do want to go y um oh we're going to throw you right out front then that's it [1:25:39] congratulations you're now doing the copc presentation you love it we voted [1:25:43] last week you the spokes person you didn't know that you didn't get that [1:25:46] memo I worried [1:25:51] about what's that so uh finance committee September 5th y copc [1:25:58] September 9th Board of selectman September 10th school committee [1:26:04] September and then there's presentation night do we have a that's is that the [1:26:10] town moderator's presentation night well it's presentation night well the town [1:26:16] moderator does a presentation for pack TV where you can get on tape for [1:26:21] Saturday morning that's really a walk through the it's the Motions meeting [1:26:25] you're talking about well the motion he does two things he does a presentation [1:26:29] and he does a what's the one he does a walk what's he call Thursday the 10th is [1:26:33] October 10th the motions and the motion being is the the morning thing where you [1:26:37] go upstairs and you can change if you preview he calls it [1:26:42] a so what is pres being presentation um lately because of Co is something that [1:26:50] the moderator does through pack TV and if you're a presenter of an article you [1:26:53] can go win anytime during the prior week and and tape five minutes or well was it [1:26:58] anytime I we've just been doing it as a night they've literally been those who [1:27:03] wish to have a recording of their presentation those who are proponents of [1:27:09] an article presenting an article want something more than just somebody [1:27:12] standing in front of the town meeting talking no this is actually to record [1:27:16] something so that town meeting members in advance of meeting it's in advance of [1:27:21] town meeting can get on so you can watch it that Night Live or because the local [1:27:27] scene will record it it'll then be available if someone wants to look at it [1:27:31] but for about 10 years prior to co copc had a presentation night which was sort [1:27:37] of call on the ninth that for us they're going to talk about to meeting [1:27:41] articles and that and they've given us 45 minutes or an hour Mr tarus so then [1:27:46] the other question is what about caucuses well this is part of where I'm [1:27:51] going okay sorry I didn't mean to steal your thunder because I going to send out [1:27:54] a meeting a memo to um the chair of precin [1:28:00] 15 uh tonight or tomorrow with these dates because we have I told as I said [1:28:08] we met as a Precinct last week right and we all we talked about was the draft [1:28:13] warrant we went over the draft warrant and what do we think is important what [1:28:17] do you think is housekeeping stuff like that what and so we're going to have a [1:28:21] separate meeting just on the charter and I believe that's September [1:28:30] 26 26 of course it [1:28:36] is well we could and there'll be other pocket they're getting together or not [1:28:42] yeah 17 I just think it's important enough [1:28:46] this was my recommendation through Precinct 15 what is it was important [1:28:51] enough to have a separate meeting just on the charter but we are hopes that you [1:28:55] are going to represent the committee Charter committee or do you want someone [1:28:59] from the charter help you we don't need a presentation because this is part of [1:29:03] my point and you're on the committee of Precinct chairs the chair of the [1:29:09] precinct chairs needs to get this schedule and tell and so send it out to [1:29:15] every single town meeting member they have four [1:29:18] opportunities to have to listen to a presentation so caucus and do it again [1:29:25] yeah so why come to the caucus and do again very good I like whole point of [1:29:29] you're absolutely right because they want to ask questions so that you or [1:29:33] somebody because because they want to ask questions and because they still [1:29:37] want everybody to go to them that will be the answer well the point is [1:29:41] unfortunate but that is and this is what I told recing 15 it will there will not [1:29:47] be a presentation at our baucus you have the opportunity you had three [1:29:53] opportunities now you got four including the school committee to hear the [1:29:57] presentation now it's about discussing and asking questions well the school [1:30:02] committee is just going to the school committee was very clear they want to [1:30:05] know simply how does the charter impact proposed changes impact the school [1:30:12] commit no but what's the script that you're all going to consist okay so this [1:30:15] is what I wanted to ask Al Alan is let me let me finish this so I think it's [1:30:22] important for the Precinct chairs to put this schedule [1:30:26] out all town meeting members so that they have an opportunity to listen to at [1:30:33] least one of these presentation I'm sorry [1:30:38] absolutely my question is what is your role as chair of the committee in terms [1:30:46] of ANF select board copc and school committee um and I was thinking what oh [1:30:54] was said here are you going to write up a script I certainly I think we talked [1:31:00] about that we executive summary of what we've done and and obviously we have [1:31:07] what is already pretty muchy much already written that is you know a a [1:31:13] great start that's pretty much written but my hope as a chair or is this am I [1:31:18] presuming what is inaccurate that this can be used as [1:31:29] what do you what what [1:31:33] does what's the purpose of the a&f you're the chair as a chair I would [1:31:39] think I would explain why we think these changes I would start I would open up [1:31:43] the presentation talk a little hisory history how we got to be a committee [1:31:47] when we started how long we've been doing it and then break off into what [1:31:50] our philosophies were we decided to um um streamline the chatter remove [1:31:57] anything that was redundant remove anything that was uh didn't need to be [1:32:02] in there as it pertained to talking about state law and then we made we made [1:32:06] some changes made some emissions uh we we we we put things where they should be [1:32:11] was makes this old document easy to read and then my you know after a few minutes [1:32:16] of talking about our philosophies and a few of the high points that we talked [1:32:20] about maybe if there's others from the committee that are there that night that [1:32:24] really know a certain part of the child that you know that really can hammer it [1:32:29] home they talk about it and so do like does ANF or selectboard or cop do they [1:32:35] ask questions of the they typically do they typically give you whoever else is [1:32:39] their time frame and then if you're talking they'll extend it but um once I [1:32:45] think we do our presentation in my head I have the presentation being you know [1:32:49] 15 minutes you know talking about some things and then taking questions there [1:32:53] might be some specific things that this is what I've been sort of fooling around [1:32:57] myself is I drive around and think there might be something that we talked about [1:33:01] in this chat that catches someone's eye and it becomes an issue that I don't [1:33:04] think of today is an issue it could be something in there that we're all [1:33:07] worried about that breezes through people like it so we'll know the first [1:33:11] one or two presentations where the pressure is going to come from I I think [1:33:15] it's a good document and I'm going to I'm going to I'm going to stress while I [1:33:19] speak as a town meeting member I haven't gone through this now twice [1:33:24] I think we've gone through two chter committees as a town meting member that [1:33:29] I think what we've done is sort of novel with we've made the thing easier to read [1:33:34] easier to to look at easier to use and I think we've made some great uh great um [1:33:41] changes or not changes as much as recommendations recommendations and uh [1:33:46] that's that's where I'm coming from as a presenter I'm going to have been on the [1:33:50] other side voting on this and I will be again quite honestly [1:33:54] but this is a good document and it here's why it's easy to read it's easy [1:33:59] to find things you want to find anything out about the copc now you go to chapter [1:34:05] seven or whatever number is I yeah I mean for example in copc since Al's on [1:34:10] the committee we can't expect Al to stand up and do the presentation so I'm [1:34:14] willing to stand up either Steve or I you know if he's got some stuff he's [1:34:18] presenting that's already got him up there [1:34:21] talking lots of things I'm willing to stand stand up in front of the committee [1:34:25] but I think we all should get together and come up with some some language that [1:34:29] we want to use you know personally me my I subscribe to less as More Concept you [1:34:35] know the less you say the better off you are because it leaves less room for [1:34:39] interpretation I think let people to try to interpret it and ask questions and [1:34:43] answer the questions you know as our esteemed lawyer will tell you if you've [1:34:49] ever been Depo deposed there's three words you say yes no and I don't know [1:34:53] and some Ty say well yes I don't know it's not a worry but I just think you [1:34:56] know we need to just help people understand it you're concerned about [1:35:00] that that part in that first article I understand that and I think that's our [1:35:04] role they have to make up their own mind uh I'm it's to me it's not a sales job [1:35:09] it's it's an information we're just providing information and some clarity [1:35:13] on what we did and why we did it you know to kind of piggy bank on what El [1:35:18] said that's just my philosophy so Lyn have you been to some to uh a a article [1:35:24] presentation meeting or whatever it's called um am AMF select board no copc no [1:35:33] and it's just to me it's just another committee another presentation I've [1:35:37] stood up in front of 1500 people made presentations so I'm not nervous about [1:35:41] it I don't think there's anything mag just my opinion I don't think there's [1:35:45] anything magical about it these are you go in with the philosophy these are [1:35:49] smart knowledgeable people that can figure things out and if they have some [1:35:53] questions about some things you help them try to understand what the words on [1:35:57] the paper what the intent of the words on the paper not what they mean but what [1:36:01] was the intent of the words you know give them some context to it so you know [1:36:07] I'm not I'm not afraid of doing it so can I ask Alan [1:36:12] um do you feel like as a copc member that you wouldn't be able to change hats [1:36:19] during the meeting that you would oh no I comfortable that I would get up out of [1:36:23] walk over to the podium and start the presentation depending on who came [1:36:27] hopefully Steve and Mike hopefully everyone's there because I think once we [1:36:31] do one or two of these will start to uh flush out where what people want to know [1:36:36] about and and somebody might know more about it uh Len and Steve have typed and [1:36:40] written this thing you know 100 times so if somebody has a very specific question [1:36:45] on some wording they're probably going to answer it unless you and I know off [1:36:49] top of our head but I'd love to have that support where we can answer [1:36:53] everything don't want to speak [1:37:57] for him but obviously he he's expressed his his support of the committee's work [1:38:03] and his interest in seeing this put forth and get a good good reception no [1:38:09] it's a great point and I forgot to mention that but as I've driven around [1:38:12] and said this thing in my head I a driveing uh uh Mr Golden is the liais on [1:38:18] now with copc he's going to be in the room and you know [1:38:23] I I'll be the first to admit I think he did the lion sharing carrying this thing [1:38:27] getting it started and he should be noted for that and you know I don't know [1:38:31] if he's has if it's appropriate and his rolling now to come up and speak to it [1:38:35] but he may be able to speak on the premise of how we got started and why we [1:38:40] went in certain directions and now it's going to be a benefit if if if we have a [1:38:44] select board Buy in right right off the rail so yeah I think Steve raised a good [1:38:49] point I think you have to make note of Mr Golden Mr super I know he left for um [1:38:56] personal reasons or conflicts but he was huge he was a huge help I thought we [1:39:00] yeah we had a good committee and and I hope not to put you on the spot do you [1:39:04] have an interest in speaking or do you feel like you would feel it out would [1:39:08] you want to get up and speak process participate and so I want you to feel [1:39:13] comfortable to do that Mr Paisa is a wealth of information Mr Hutchinson on [1:39:17] here tonight Mr La Mr La is going to be sitting on the other side of the table it'll be only me twice a years I want to talk to 162 161 people if I [1:40:08] can I will I've been to the I I was um one of the League members that went to [1:40:13] the caucuses when the Comm uh commissions proposal was coming before [1:40:21] um you know our our Town Springtown meeting ballot question [1:40:28] so that I have done and have the same opinion the more [1:40:32] you you get in front of the it was just [1:40:37] educational we were helping educate I don't think there's a difference of [1:40:41] opinion I think it's a just simple matter of exhaustion no and I because I [1:40:46] I mean I I will be attending a number of them on landbank but again I also have [1:40:50] Mr KY and Mr Goldman who will be attending other caucuses I'm so we can [1:40:56] divide up and we should be doing the same thing for this we should make sure [1:41:01] I me the irony is when we talk about the copc we had four copc members on this [1:41:06] committee at one point or another Mr Golden yourself Miss kavako and Mr [1:41:11] Hutchinson not me I'm [1:41:16] sorry I was we've been here to I was speaking about Allan but yeah but that's [1:41:21] a great point and one former member for and one former member that's right [1:41:26] so and which is ironic because probably the largest change in our Charter is in [1:41:33] really defining the role of the copc right [1:41:42] say um I I um there's two thoughts I want to get out here one [1:41:49] is we need to know what the schedule of the 18 pre I'll have to ask Mr I'll get [1:41:57] that as quick as I can good good luck getting that anytime that will I [1:42:01] understand that will change and I will also say that again there will have [1:42:05] multiple meetings because of the size of the of the warrant in general so it's [1:42:10] not just a question of when the schedule is but when they want to hear from us on [1:42:14] the charter as opposed to other or but the sooner we get that information the [1:42:19] better of course it is so I will be present at any of these [1:42:25] four meetings oh you're out of town yes I am all of them I'm sitting [1:42:32] there looking at my schedule which I still use we went over meeting members [1:43:42] to hear what you and others have to say and then if so additional questions we [1:43:49] could come in and address that but the question that's a good point May go [1:43:53] under that I mean we need to we'll be there to answer questions I think when [1:43:57] Mike saying we need to sell that concept and say look you can you can you can [1:44:02] watch it on P TV you can watch it on YouTube you can go there and sit in [1:44:06] person you can participate in a zoom thing so there's lots of ways for you to [1:44:11] hear that information and then after the fact if [1:44:15] there is a series of questions that you still have and your caucus would like [1:44:19] somebody from the committee to come and talk to you about it let us know and we [1:44:22] will do our best to accommodate your schedule [1:44:26] well I think that I think it ought to be mandatory that somebody from this [1:44:32] committee go to Every Precinct caucus unless there's something some [1:44:37] reason why why we can't conflicts I would agree with that [1:44:42] yeah I do too yeah and I would even suggest that there' be two people are [1:44:46] they to at [1:44:50] Le I'm going to be out of town for my own pre caucus yeah so well there other [1:44:56] ones to go you to dial in at least I will I will be there by Zoom [1:45:03] yeah and try to answer questions but you know I'm not double [1:48:01] up but rather require you to either either either be in two places at once [1:48:07] or risk one of the biggest speeding tickets that the town of Plymouth has [1:48:11] ever seen attempting to get from one place to [1:48:14] another I heard Lee planning say that he suggested that [1:48:19] and it would be next is to have two nights [1:48:23] where people came in and presented to half of the precincts one night the [1:48:26] other half another night like at the high school and then the the each car [1:48:30] each Precinct could go off in their own room and have their conversations after [1:48:34] they hear the presentations just for that reason because you know for Town [1:48:40] employees it's just it's it's it's a it's death you know it's a March you [1:48:44] for anybody because people have already saying to me I I'd like to get a [1:54:26] hard copy when it's one going to be available so what's the pro what should [1:54:29] I say I'll have to add well maybe Michelle we don't have a budget for that [1:54:33] no we don't no we don't and there won't be any copies here um we can talk to the [1:54:40] town manager to see if we can print you know 10 manager and see if we can [1:55:00] get a certain number of copies for this building and for the library but I don't [1:55:05] know if we can do many without a budget actually I'm I'm rethinking in [1:55:10] perspective so the town meeting members are the ones that vote on it they're all [1:55:14] going to have a hard they're all yes they will be other um interested [1:55:19] citizens so how many would that be 20 or we don't know so I I know we don't but [1:55:25] I'm I'm guessing that it's we're not talking big numbers I think it's a [1:55:28] courtesy we should have a small number of I now we had that working group where we [1:56:26] reorganized uh because that's a little easier to go side by side with our [1:56:30] changes and our admissions I would say at this point do not um do it's physically there all we have to do is [1:57:42] change it from Red Line strike out to Black that way we don't have to go put [1:57:46] it back in it just starts to become and so this document is what it would like [1:57:52] if you took out all the blue all the red that's the document you know and it [1:57:57] would be simple to do that to go through and just change everything [1:58:02] so no
