[1:43] >> Before we start this council [1:44] meeting, I must bring up again a [1:47] complaint about the [1:48] inappropriate language I use [1:49] that has been brought to the [1:50] attention of the media and [1:52] community. People in -- [1:54] including those in the Jewish [1:56] community knows that I am not an [1:58] antisemite and that my intention [1:59] was never to be antisemitic. [2:01] However, that does not excuse [2:03] the poor choice of words I used [2:05] in a previous meeting and I [2:06] would like to apologize to [2:07] anyone I offended. This resulted [2:09] in many reactions. And I had to [2:12] explain apologize on several [2:13] occasions, on several off forms, [2:15] which has been all consuming. [2:16] Today, I am publicly apologizing [2:18] one last time and will now [2:20] firmly resume the role for which [2:22] I was elected. [3:29] Today marks a sad anniversary, [3:31] that of December 6th,, 1989, [3:34] when a gunman murdered 14 women [3:36] at the coal polytechnic's de [3:40] Montréal, simply because they [3:43] were women. Silver -- ever since [3:46] this tragedy, the -- and this -- [3:49] week of the white roses set up [3:51] to collect donations to enable [3:52] young girls from disadvantaged [3:53] communities to participate in [3:55] the scientific outreach kids [3:57] camp to develop their curiosity [3:59] and interest in science and [4:01] engineering. We mark this [4:02] anniversary by wishing that this [4:04] type of event never happens [4:06] again. [5:12] There will be three special [5:13] council meetings this month. The [5:15] first two, on December 19th, for [5:17] adoption of the budget, and the [5:19] deposit of a motion for taxation [5:21] and a third one on the 21st to [5:24] adopt a new taxation regulation. [5:27] Municipal bylaws require that [5:28] budget and taxation activities [5:32] require -- that the budget to [5:33] act be held on different days. [5:35] These presentations are late [5:36] this year because we had to wait [5:38] for the City of Montréal to [5:40] officially submit its budgets in [5:41] order to receive the indication [5:45] specific soda Pointe-Claire. [5:46] Overall, we know that the shares [5:48] the agglomeration have [5:49] increased. The details of the [5:50] budget and its impact on your [5:53] tax bill would be presented to [5:55] you on the end of the month. [8:39] We have participatory activities [8:41] for citizens that are underway [8:43] and others that are coming in [8:46] 2023 for strategic planning and [8:47] the urban planning program. [8:49] These are two important plans [8:51] that concern the development of [8:52] our city. The first part is [8:55] strategic planning. The purpose [8:57] of this exercise is to know the [8:59] main perceptions of citizens [9:01] regarding Pointe-Claire's [9:02] strengths, weaknesses and [9:04] challenges. This will allow the [9:06] city's team and elected [9:07] officials to get a better [9:08] understanding of the main [9:09] concerns of our citizens. We are [9:13] continuing the activities for [9:14] this planning exercise. There [9:16] have been online surveys. [9:17] Currently, there is a telephone [9:19] survey in progress. And we are [9:21] inviting people to participate [9:23] in a collaborative workshop on [9:25] December 13th at the -- nautical [9:27] Centre. There are still a few [9:30] places available for the [9:31] workshop and participate you [9:32] must register no later than [9:34] tomorrow at 4 pm on the [9:37] Pointe-Claire -- website. All [9:40] the information about this [9:41] workshop are on our website. And [9:43] at the end of the exercise, [9:46] several hundred citizens, [9:47] employees and elected officials [9:48] will have participated in this [9:50] exercise. And I would like to [9:51] thank each and every one of them [9:54] publicly. To follow up on this [9:57] strategic planning, we are [9:58] starting another very important [9:59] exercise, which is the review of [10:01] the urban planning program. Once [10:03] again, we will invite all [10:06] Pointe-Claire stakeholders to [10:07] take part in various [10:08] collaborative activities during [10:11] 2023. It is important -- it is [10:14] this important review of the [10:15] urban planning program that will [10:16] allow us to design tomorrow's [10:19] territory of Pointe-Claire. You [10:20] cannot really consult [10:22] documentation about this on the [10:24] Pointe-Claire -- site. You must [10:26] register on the site to [10:29] participate in the exercises and [10:30] receive information on the [10:31] program review. [13:07] Tomorrow, December 7th, marks [13:09] the first day of cop 15. -- [13:15] participants include government [13:16] officials, scientists, members [13:18] of businesses and industry, [13:21] scholars, community [13:23] organizations, as well as [13:25] citizens. The purpose of COP15 [13:28] is to set new goals and develop [13:30] an action plan to protect our [13:32] worlds fragile ecosystems and [13:34] biodiversity, essential to a [13:36] life on earth. Nature is in [13:39] crisis. Environmental issues [13:41] affect every facet of our daily [13:43] lives and they can no longer be [13:45] ignored. And so, it is time that [13:47] we begin here in Pointe-Claire, [13:49] to refocus and realign our [13:51] city's priorities in order to [13:52] safeguard the natural systems we [13:54] rely on for very existence and [13:56] that they will remain healthy [13:58] unavailable for generations to [13:59] come. Consequently, this evening [14:00] I am announcing that over the [14:02] next three years I will work [14:04] with council members on the [14:05] City's administration to put the [14:06] environment at the forefront of [14:08] our thinking and planning. In [14:11] doing so, we joined the numerous [14:13] municipalities throughout [14:14] Québec, Canada and the world in [14:15] tackling the pressing issues [14:17] around climate change. From the [14:19] air we breathe, to the health of [14:20] our shoreline, from the many [14:21] birds, reptiles, animals, [14:24] insects, to the plants and [14:27] natural spaces that share the [14:28] city with us, it is time to [14:31] become proactive and to go [14:32] beyond what we have done so far. [14:35] It is time to rediscover a [14:36] relationship with their future [14:38] and to keep Pointe-Claire the [14:40] beautiful in flushing city we [14:41] know to be. I look forward to [14:43] embarking on this journey with [14:44] you all. Thank you for your [14:45] attention. And now, Madam Clerk, [14:49] we can begin a regular council [14:50] meeting. [16:33] >> -- fourth, district four, [16:37] question for Maria, who cannot [16:39] be here, and we do not allow [16:41] email questions. So, I will ask [16:43] your question for her. She would [16:44] like to know if the meetings on [16:47] the strategic plan will [16:48] accommodate people with special [16:50] needs. [16:51] >> I would hope so. [16:53] >> So, you don't know? [16:55] >> I would certainly think that [16:56] we will? [16:58] >> Yes? [16:59] >> Yes. [17:00] >> Okay. Thank you. [17:14] >> Okay, Susan, Pointe-Claire, I [17:18] have one preamble, approximately [17:19] two minutes, with one question [17:22] and a second question. Okay? Mr. [17:29] Thomas, I was disgusted but not [17:34] surprised by the antisemitic [17:35] slur that you had made at a [17:37] recent caucus meeting. Caucus [17:38] meetings might be closed or, but [17:43] -- offended by remark. And as [17:46] per usual, you try to intimidate [17:47] her by saying that she was [17:49] exaggerating and dramatic. Over [17:50] the past year, you have shown [17:52] that you are unfit to be a [17:54] mayor. Last march, he wanted [17:57] Council to give Mr. Lionel out [17:59] of $5,000 for his Pointe-Claire [18:01] journal. He spent a year [18:02] promoting new and attacking [18:04] longtime members of Council. The [18:06] paper has since folded. July, [18:08] you had a -- at citizens at -- [18:11] stating that you and your [18:12] political advisor would meet [18:13] with him. I asked you about the [18:15] advisory. You denied having an [18:17] adviser, skirted the issue and [18:19] condescendingly said to me, what [18:20] am I going to do with you, Mrs. [18:26] Weaver? In September, being the [18:27] rookie that you said you are, [18:28] you sent your jealous and angry [18:30] email to all employees and [18:31] elected officials. And are your [18:34] most recent behaviour, a [18:35] degrading slur. These are just a [18:37] few. Past history has shown that [18:40] as a citizen, you never attended [18:43] council meetings other than [18:44] during the time of the pioneer, [18:46] where you took time to showcase [18:47] yourself and grandstand. Prior [18:49] to last year's election, so many [18:51] people had told me that you were [18:53] an abusive man and I could not [18:54] condone that. I wondered about [18:57] your credentials, not deserving [18:58] of my vote. In office, you [19:00] continue to listen to only those [19:02] of you who work to elect you [19:05] rather than trying to [19:06] collaborate and listen to [19:09] democratically elected [19:10] councillors, especially those [19:11] who were reelected with years of [19:13] experience. I have regularly [19:15] attended and followed council [19:17] meetings for 12 years. I might [19:19] not have always agreed with past [19:21] councils, but when I left a [19:22] meeting, whether it was -- for [19:25] Mr. Trudeau or Mr. Belvedere, I [19:27] felt that the city was in good [19:29] hands. Not with you. You are the [19:31] reason the city is divided. We [19:33] didn't newspaper articles and [19:34] letters to the editor say that [19:36] some once you've gone. They [19:38] change the narrative to protect [19:39] the character and hide you are [19:41] the grading slur. I four, one, [19:45] do not want to Pointe-Claire go [19:47] through another expensive [19:48] election. But I really do not [19:50] know what is best for our city. [19:51] My question -- will you write a [19:53] formal apology considering [19:55] concerning your last [19:58] misdemeanour? [19:59] >> Mrs. weaver, you have said a [20:01] lot of things, unsubstantiated, [20:03] uncorroborated and without [20:04] evidence. And it is horrible to [20:06] speak to someone in that manner [20:09] with no evidence and no [20:10] confirmation of what you are [20:11] throwing at me. And if you want [20:13] to talk about smears, you just [20:15] engaged in a huge one. As for [20:18] all employees and elected [20:19] officials, that's factually [20:21] wrong. As for Council meetings, [20:23] I attended all of the council [20:25] meetings, all of them. I may be [20:27] missed two in the entire [20:29] timeframe. So, maybe we're not [20:30] there when I was there the whole [20:31] time. As for the abusive man, [20:34] that goes into smear. I have a [20:37] lifetime body of performance as [20:38] a human being and have done my [20:39] best to be a decent one. And [20:41] what has been confirmed in the [20:42] last couple of weeks is that I [20:43] have been one, because a lot of [20:45] really decent people have waited [20:47] for me. As for collaborating [20:50] with Council, I have done [20:51] nothing but. I have done nothing [20:53] but. And as for past councils, [20:56] you are on record as having said [20:58] horrible things about other [20:59] mayors and I can pull it up for [21:00] you. So, Mrs. Weaver, there is [21:03] your answer to your question. [21:06] >> Okay. That wasn't answered. [21:08] But, okay, on to my second [21:09] question. [21:11] >> Okay. I [21:12] >> Attended the September [21:14] council meeting, who shouted, [21:15] while Ms. we Tedford speaking -- [21:18] I was also the parking lot after [21:21] the meeting. Is there a public [21:22] security report for the incident [21:23] you had mentioned -- [21:25] >> I would think. So [21:29] >> Mr. -- do we have a public [21:31] security report for that [21:32] incident? [21:33] >> -- [21:34] >> You don't know? [21:35] >> Madame -- you don't know [21:38] either? Good question. We will [21:39] find that out. On m'a transféré. [25:02] - Parce qu'on était chanceux. [27:55] (inaudible) [27:56] (---) [27:57] . [28:00] - Il faut parler avec les [28:01] responsables. [28:05] >> Hello, everyone, my name is [28:07] Steven, and I -- Pointe-Claire. [28:11] My issue right now is -- this [28:14] issue about what happened in [28:17] caucus. And one of your [28:19] councillors left at caucus time. [28:22] And she shared her thoughts on [28:24] Facebook, is my problem -- my [28:26] problem, okay? I own a business [28:29] in Pointe-Claire. And I find [28:32] Facebook is an amazing venue of [28:36] advertising you are store, [28:38] dealing with people. But when [28:41] something happens in behind [28:43] caucus, in a meeting -- I'm [28:47] sorry, but you put it on [28:49] Facebook and how you felt, what [28:51] happened behind closed doors, on [28:53] Facebook -- I don't think it was [28:54] right. I think that the, what do [28:58] you call it, the platform, is [29:00] the wrong platform to exercise [29:04] your opinion on what the [29:06] situation was. Again, I see it [29:08] in a newspaper ad, the same [29:10] issues. The way I see it is, if [29:13] you have a caucus meeting, it's [29:15] like having an argument in a [29:17] kitchen, okay, with your wife -- [29:19] and you don't want to [29:21] publicized, what you are [29:22] discussing. So, that is my main [29:25] problem here, that I don't think [29:28] anything that happens with [29:30] Council in behind closed doors [29:32] should be shared in public. [29:35] Okay? So, that is one issue. The [29:39] second issue is, -- Thomas was [29:43] elected as mayor of [29:44] Pointe-Claire for the next four [29:45] years. And I was one of them [29:47] that voted. And I convinced a [29:49] lot of people to vote for him, [29:50] because I thought that he would [29:52] be the good candidate for the [29:55] next four years. There is a [30:00] divide in Council between what [30:03] Tim Thomas is trying to do or [30:05] what Council wants. This has to [30:07] be fixed. You are all on [30:08] salaries. You are all getting [30:09] paid for the job. You chose the [30:12] job. Make it work. Okay? So, [30:15] this is the only two things that [30:17] I am addressing. Okay? And I [30:20] think that you guys have to work [30:21] together over the next four [30:22] years, make it work. I don't [30:25] understand why we have outside [30:30] municipalities discussing a [30:31] situation that was happening in [30:32] caucus. So, I don't know what [30:34] else to say. But I think that is [30:36] something that has to be [30:38] addressed, or you guys have to [30:39] solve the problems behind your [30:41] own closed doors and not [30:42] publicized it to the public. [30:43] Thank you. [30:45] [Applause] [30:49] >> -- [30:56] >> Hi, my name is Ralph Stolcek, [31:04] and I'm a resident of two. I'm [31:07] going to make some comments on [31:08] the fly. My question is about [31:10] the Fairview forest. But I just [31:12] want to make a quick comment [31:17] first and echo that gentleman's [31:19] view. He stole my thunder they [31:21] are a bit. But also, I have [31:23] attended many council meetings. [31:24] And I am so exhausted by the [31:27] fighting amongst you guys and [31:30] amongst certain people who come [31:32] to question period and [31:36] constantly harass, a task. The [31:37] assaults are vicious. And I also [31:39] worry that the disruptions to [31:42] the business of the city, [31:45] becoming potentially so [31:46] dramatic, that it could get [31:48] dysfunctional if it is not [31:50] already. And I also want to echo [31:53] that you -- you folks have to [31:54] get your act together. Because [31:56] it is enough. I should not have [32:00] said that because it's not what [32:01] I came here for. But I am sure, [32:04] just like you, I have had it. [32:08] And you need to act. You are [32:10] elected as a leaders -- not just [32:12] one leader, you are all leaders. [32:13] And it is time to act and get [32:15] together. So, the reason that I [32:17] came tonight is because a couple [32:19] of hours ago, I read an article [32:24] in La Presse and it made me [32:26] think of the and Fairview Forest [32:30] it was quite interesting. I was [32:32] so excited to hear Tim Thomas [32:34] and, I'm sure, all the Council, [32:36] get excited about, it COP15 and [32:38] the upcoming UN conference on [32:41] biodiversity. There are over [32:43] 18,000 delegates coming to [32:45] Montréal. It will be a huge [32:48] event. Members of, say, Fairview [32:51] Forest, will actually be there. [32:53] And I am excited for the [32:55] results. I know it is an uphill [32:56] battle. But I think [32:58] Pointe-Claire, like lots of [32:59] small, local areas, can do [33:03] important things. And it shows a [33:05] small local level but it's [33:06] really important. Other [33:09] municipalities have done it. [33:10] Montréal and [33:11] Sainte-Anne-de-Bellevue, [33:12] notably. And that is, it's time [33:14] to save land. It is time to save [33:16] the tiny areas of force that we [33:17] still have. Pointe-Claire it's [33:19] just a tiny, tiny proportion of [33:23] natural spaces and land left. [33:27] I think, it's in the single [33:29] digits in terms of percentage of [33:30] property. So, the forest is [33:32] important. And that article that [33:34] I mentioned in La Presse -- [33:38] well, there are two articles. [33:41] One is that Legault has [33:47] announced $650 million to [33:48] purchase land. And the other one [33:49] was that the minister of the [33:52] Environment has announced a new [33:56] much stronger protection on [33:59] threatened species and will be [34:01] elevating the status of the [34:03] brown snake to more endangered [34:07] level as well as, I think, 25 [34:09] other species. We have had lots [34:11] of reports, including the -- [34:13] report saying how endangered an [34:16] important series of the forest [34:17] are, the CMM has put it under [34:23] freeze. Pointe-Claire has its [34:25] citywide freeze. There's all [34:26] sorts of developments that have [34:27] happened. But I think there are [34:29] actions that have been taken and [34:33] taken now. I want to know if the [34:35] City, given its interest in [34:37] COP15 and the environment [34:38] committee can start taking more [34:40] tangible steps to, at least in [34:45] principle, say, soon, very [34:48] shortly, that the Fairview [34:50] Forest has to be preserved. 100% [34:52] of it. It's a small area. It [34:54] cannot survive being parceled [34:56] off, not just for the brown [34:58] snake but for all the rest of [34:59] the forest as well. There's all [35:01] sorts of species, wetlands, that [35:03] already need to be protected and [35:04] so it's time to take a stand and [35:08] announce that, in principle at [35:09] least, it should be protected, [35:11] and then start to lobby with the [35:14] CMM and the Québec Ministry of [35:16] the Environment -- the CMM is [35:18] already lobbying. They are all [35:21] ready saying that they want the [35:24] expropriation vac to be changed. [35:26] And they want to be able to [35:28] purchase land at a fair value [35:31] instead of market value after [35:34] potential theoretical [35:35] developments are built. There is [35:36] lots of things that [35:39] Pointe-Claire can do. And I hope [35:41] that, in the very near future, [35:43] asking, are there any steps that [35:45] you are going to take to protect [35:48] endangered species and protect [35:50] the forest and will you make it [35:52] part of your mandate. Thank you. [35:58] >> There was a question. [36:01] >> Yes, Ralph. [36:03] >> -- that has yet to be [36:04] decided. But I I certainly hope [36:07] so. I am certainly, 100%, behind [36:10] that goal. [36:12] >> Gregory, district one. Just a [36:16] little preamble that I did not [36:18] have before now. I think social [36:21] media and various platforms are [36:25] a good way and a way a certain [36:28] generation looks to get [36:29] information about the cities [36:30] they live in and what is going [36:32] on behind closed doors. Thank [36:37] you, Councillor Stainforth for [36:39] standing up for your beliefs and [36:40] informing the public of what [36:42] happened behind closed doors. It [36:44] happens in Ottawa. It happens [36:46] south of the border. It happens [36:48] in Québec City. It happens here. [36:50] We want to know about it. Thank [36:51] you. Question number one -- this [36:55] is a new one. I've got two. I'd [36:58] like to know, Mr. Mayor, if you [37:01] can answer, who do we pay for [37:03] our water in the city of [37:06] Pointe-Claire? Because my water [37:07] is terrible. It is Brown. And [37:09] now it has fluoride in it that I [37:11] did not even think about after [37:13] moving back to Montréal. So, who [37:15] do I pay to get my water? -- or [37:18] to the City of Pointe-Claire? [37:20] >> You pay Pointe-Claire but it [37:22] goes to the -- [37:25] >> I-pay, Pointe-Claire, so, it [37:26] is your responsibility as the [37:28] mayor Pointe-Claire of, and as a [37:30] mayor on the agglo to hear the [37:34] citizens that I get rid of [37:36] fluoride and to tell them -- [37:38] it's not for them to call the [37:39] agglo. It is your responsibility [37:41] -- [37:43] >> Is that a question? [37:46] >> -- stop paying for your our [37:48] water. [37:49] >> You are speaking for the [37:50] entire city right now? [37:53] >> -- [37:54] >> That's quite a roll you've [37:55] taken on, there Mr. -- the [37:58] responsibility has been done. [37:59] The agglo has been contacted and [38:01] in fact they have are getting [38:04] back to us. We are going to hear [38:06] from them, in 2023, whether [38:09] conclusions are regarding [38:10] fluoride in our water. We have [38:11] pressure them. We have done our [38:12] best. And we are going to get an [38:14] answer from them. So, there you [38:16] go, Mr., the answer -- [38:20] >> -- that was clear and [38:23] concise. And not saying I'm not [38:25] a scientist and I'm not this and [38:27] I'm not -- [38:28] >> I'm not Mr. -- and I did not [38:33] -- I never ever did anything, [38:37] Mr. Frochette. Is that your [38:38] question? [38:39] >> That's my first question. And [38:40] I want to get into your little [38:43] diatribe as well before that but [38:44] I will let you answer your [38:48] second question. -- Mrs. Weaver [38:51] kind of still some of my [38:52] question. I'm concerned that [38:56] Councillor Tedford is our [38:58] Councillor district one. I see [38:59] that she is still not present. I [39:01] would like to know what is has [39:03] taken place. I believe, in a [39:05] previous meeting, one question [39:07] by another resident of district [39:08] one, you said that there was an [39:13] investigation ongoing and it was [39:16] recorded by Public Security. Is [39:18] anything happening? It is [39:21] Councillor Tedford going to come [39:22] back to work or what is [39:25] happening? Because you really [39:27] said there is no report. [39:30] >> -- [39:37] >> I don't know. [39:38] >> We don't know the answer to [39:40] that one. I am hoping she will. [39:42] >> Is there or is there not a [39:43] report that was -- [39:45] >> That question has already [39:46] been asked and answered. Do you [39:48] have another one? It's already [39:50] been asked and answered. [39:51] >> But in a previous meeting he [39:53] said yes. [39:54] >> There was a public security [39:55] brigade that visited and greeted [39:57] the situation and dealt with it. [39:58] So I am assuming they have [40:00] written a report because they [40:01] actually dealt with an [40:02] occurrence. So, there must be [40:04] something out there because they [40:05] actually did deal with the [40:07] situation of which there were [40:09] five witnesses, who are all [40:12] participatory's and who all can [40:14] vouch for it. So, the incident [40:16] did occur -- [40:17] >> -- Aaron is obviously not [40:19] here. [40:20] >> You don't know that that's [40:21] the reason she's not here. You [40:22] don't know that. She could have [40:25] other physical reasons for not [40:26] being here. So, the are two not [40:29] necessarily connected. [40:30] >> I really hope it's not. [40:32] >> Okay, oh right. So, we are we [40:34] going with this? [40:35] >> My question is, is there or [40:38] is there not -- [40:39] >> Asked and answered, Mr. [40:42] Frechette -- [40:43] >> No, you said in a previous [40:44] meeting -- [40:45] >> We don't know. We don't know. [40:47] I would like to find out myself. [40:49] Absolutely, there should be one. [40:50] Here's -- [40:51] >> Why did you say in a previous [40:52] meeting -- [40:53] >> I just already answered, you [40:55] Mr. Frechette. I said, they [40:57] visited, there was an incident, [40:58] I'm pretty sure there was one [40:59] written. And if there wasn't one [41:00] written, there should have been [41:02] one. So, we will find out. [41:04] >> -- [41:05] >> We don't know. You have just [41:07] been answered, Mr. Frechette, [41:08] asked and answered. We don't [41:10] know. We don't know. [41:11] >> I have the access to [41:13] information saying there is not [41:14] one. [41:15] >> Okay. Is there not one? I'm [41:16] not even sure of that. [41:18] >> The answers right here. [41:19] >> Okay, how about I try and get [41:22] you one then? [41:23] >> But if it was not done at the [41:24] time, then it's too late -- [41:26] >> No. All the participants are [41:28] still available and it's -- [41:30] >> One should be done. [41:31] >> Probably. I agree. [41:33] >> Not probably. Most [41:35] definitely. [41:36] >> I would love for one to be [41:37] done. I would love for one to [41:38] be. Then trust me. And I thank [41:41] you for that. And don't go away. [41:44] Now the role of social media to [41:46] let everybody know what is going [41:47] on behind closed doors is an [41:51] irresponsible way to conduct an [41:52] organization. [41:55] Behind closed doors -- B'nai [42:02] Brith weighed in. [42:03] >> I read the article. [42:07] >> Please, Mr. Frechette, -- you [42:09] didn't read the report. It was a [42:11] TV -- it was a TV spot. And on [42:13] the global TV spot where, B'nai [42:16] Brith and Mayor Jeremy Levi were [42:19] interviewed, they both said, as [42:23] the representatives of their [42:25] community that the worst thing [42:26] you can do is run to social [42:28] media and it hurts their [42:30] community, and the best thing [42:31] you can do is to go to the [42:32] responsible, professional [42:34] organizations involved in this [42:35] type of that cavity to deal with [42:36] it. Watch the global news [42:37] report. And this is coming from [42:40] experience professional [42:43] organizations, Mr., Frechette, [42:44] so quite frankly, your version [42:46] of what you think is right for [42:47] what's going on behind closed [42:48] doors he is not shared by the [42:51] persecuted communities who speak [42:53] and have a lifetime experience [42:55] on this issue. So, I thank you [42:56] for your comment but I think it [42:57] demonstrates something. [42:59] >> Oh, thank you. [43:00] >> You are welcome. [43:01] >> Thank you for insulting me. [43:03] >> I did not insults you. You [43:05] can take it as an insult if you, [43:08] want Mr. Frechette. [43:09] >> -- think you very much -- [43:14] >> Mr. Frechette, you don't have [43:16] to raise your voice. Excuse me. [43:17] Tony? Thank you. [43:20] >> Yes. [43:25] >> So, I -- [43:41] >> Yes, ma'am. Hi, I'm Bridget [43:45] Watson, Pointe-Claire. I had to [43:47] think they share tonight but it [43:49] turns out I have three now. [43:51] Because I was the person who [43:53] called public security on the [43:55] night that the -- approached us [43:58] and would not leave him was [43:59] harassing. I don't know what [44:00] else to say. I called Public [44:02] Security the next day. I said, [44:03] is there any follow-up that [44:04] needs to happen. And I was told, [44:05] no. So, I am assuming there was [44:09] a report down on something. [44:10] Maybe it was not a full fledged [44:11] report. I don't know. I've never [44:13] seen anything. I'm just sharing [44:14] with you that I am the person [44:15] that called. And this was after [44:18] repeated requests on my part to [44:21] ask the developer to leave and [44:22] to stop harassing and stop [44:25] pressuring the councillors and [44:27] the mayor to speak with him at [44:29] 10:30 pm at night in a parking [44:30] lot that was badly lit. So, that [44:33] is my story for that. I wanted [44:37] also -- well, why I wanted to [44:38] come up here with the thank you, [44:41] Mr. Mayor for taking a position [44:43] on environmental issues. As you [44:44] know, I am very concerned and [44:46] committed to saving Fairview [44:48] Forest as well as other natural [44:50] spaces. And I am troubled, very [44:53] deeply troubled, by the loss of [44:54] bio diversity in our ecosystem [44:56] destruction through development. [44:57] I am for development, just not [44:59] on natural spaces. [45:02] So, I just want to make that [45:04] distinction. Because I don't [45:05] want to be classed as an anti [45:07] developer, because I am [45:09] definitely not. So, I'm sorry, I [45:10] don't have a -- well, I don't [45:12] know. To have a question around [45:13] that? No, I'm sorry, I don't. I [45:17] do have a little preamble before [45:20] my question with regard to what [45:22] has been happening lately. The [45:26] need for action, when we have [45:27] witnessed something we believe [45:28] is unacceptable is completely [45:30] understandable. In fact, it is [45:32] our responsibility to act. To [45:33] sit by and do nothing only adds [45:35] insult to injury. And it is here [45:36] that we must ask ourselves the [45:38] difficult question, how best to [45:40] act? When it City Council [45:42] decides to break caucus [45:44] confidentiality in response to [45:45] an unacceptable situation, [45:46] instead of making direct [45:47] statements to the person [45:49] responsible, it makes me wonder [45:50] if there has been enough [45:52] consideration on how this [45:53] impacts all of us. For while the [45:56] rush to disclose a wrongful [45:57] situation may make sense in that [45:59] moment, giving time and space [46:01] for those involved may have been [46:02] more responsible approach. [46:05] Because now, a precedent has [46:06] been set, where anyone sitting [46:07] around the table during a caucus [46:09] meeting can decide that the [46:11] rules can be tossed aside when [46:12] they feel it is necessary. Is [46:15] that really what you want for [46:16] Council and the City going [46:18] forward? Councillor Stainforth [46:21] was quoted in the West Island -- [46:28] news it's not too late to turn [46:30] this situation into a teachable [46:32] moment but only if his [46:33] willingness to do that. When you [46:35] were all elected, you took an [46:36] oath of office to work on behalf [46:40] and for the well being of our [46:41] city. You are paid to do a job [46:42] that requires professionalism, [46:44] sound judgment and discernment [46:45] as well as being able to work [46:47] together despite differences of [46:49] opinions. If you cannot do that, [46:51] where does that leave us? And [46:52] how do we work through this [46:54] together? So, that was my [46:56] question. How do you see as [46:57] being able to work through this [46:59] so that we can -- you all, and [47:01] as the citizens as well -- be [47:03] able to go forward in a more [47:06] unified way, despite our [47:07] differences? [47:08] >> Do you want me to answer [47:09] that. Myself, personally? [47:10] >> Yeah, I do. [47:12] >> It's a good question. I [47:13] think, take it as a learning [47:15] moment, all of us. And try to [47:17] learn from it and move forward. [47:18] That's all we can do with it, I [47:20] think. [47:21] >> Okay. Thank you. Yes, I -- [47:32] >> Good evening, Mayor and City [47:34] Council. You finished? My name [47:43] -- district seven. I feel very [47:47] sorry, really, and I don't know [47:50] what I can say about what is [47:52] going on on social media. It's [47:54] supposed to be that indoor [47:59] meeting is supposed to be -- [48:04] focused on the really issue -- [48:08] the environment, housing for [48:12] young families and future [48:14] generations. What about that [48:19] sentence are bad word that go [48:20] fly on the media and social [48:21] media, to make it bigger and [48:22] bigger and to insult people [48:24] more, you teaching the kids, [48:25] when you hear something bad, you [48:28] don't repeat it. And you did the [48:30] same thing that the kids are [48:31] doing. So, is that the right [48:32] thing? [48:35] I had a citizen for 30 years in [48:38] Pointe-Claire I never saw [48:40] something like what is going on. [48:42] Please, try to work together and [48:45] stop insulting the citizens of [48:49] Pointe-Claire. We elect the [48:50] Mayor and we elect all of you to [48:53] work for the citizens of [48:54] Pointe-Claire with respect. [48:58] >> -- respect -- fortunately, [49:00] there was not any for the [49:02] citizenry -- [49:04] >> Repeats it -- you did the [49:06] same thing -- [49:08] >> -- [49:10] >> Look, I am not here to defend [49:14] anybody. [49:15] >> It sounds like it! [49:17] >> No, you misunderstand. I'm [49:19] not defending anybody or [49:21] accusing -- [49:22] >> -- things I said. [49:24] >> As a citizen, I tell you what [49:26] I'm feeling. And what I'm [49:27] feeling -- already spoke about [49:29] it. So, I have the solution for [49:31] all of you. I hope, really, you [49:33] do it. Make all the meetings [49:39] public, so we know who is [49:41] working for the citizens and who [49:42] is working for the developer or [49:45] corporation. That is the right [49:46] thing. Too many -- do it. Make [49:50] it public. Put it the same like [49:51] the meeting here now, on the [49:52] website, do the same thing. So, [49:54] we know the truth. That is the [49:58] right thing to do, please. I am [50:00] asking all of you, are you going [50:02] to do that? Mayor, are you going [50:04] to do that? To put public all [50:06] the indoor meetings, so we can [50:08] know? [50:09] >> No, never. [50:11] >> Why? [50:12] >> It's not in me. It's not in [50:14] me. -- excuse me. Make publicly [50:17] inside meeting? No. Respectfully [50:23] -- [50:24] >> Three or four or five months [50:25] ago, you are the first person to [50:27] break -- [50:29] >> I did not. [50:30] >> You speak. I am being very [50:32] respectful here. We speak of [50:34] social media not expressing [50:36] yourself, caucus [50:37] confidentiality. The slippery [50:39] slope that started was the [50:43] braking of caucus [50:47] confidentiality and a YouTube [50:49] video expressing councillors [50:52] internal revolt. And I commend [50:53] you for being against that, [50:55] because I am. -- support caucus [50:58] confidentiality. We have to have [50:59] a free place to speak, to [51:01] express ourselves, to agree to [51:02] disagree, even if we don't get [51:03] along, that's fine. That must be [51:05] maintained. So, Mr. Mater, in [51:11] needs to be maintained. We are [51:13] not an open book. We don't have [51:15] an executive, like the federal [51:16] government. We don't have an [51:17] executive. You can't let 35,000 [51:19] people into your bedroom and [51:20] basically say things -- we talk [51:21] about things that are very [51:23] sensitive that are of different [51:25] varying issues and implications [51:27] of upon the city that we would [51:28] not really want to share with [51:30] the public. So, caucus [51:32] confidentiality is critical. [51:33] >> But, what you are doing, what [51:34] you are deciding, that's for the [51:36] citizens, Pointe-Claire in the [51:37] city. We are citizens. We have [51:39] the right to know what is going [51:40] on. [51:44] >> Yeah. [51:45] >> Mr. Nasser, can I respond to [51:51] Councillor Stork's comment? I [51:56] did not break caucus [51:57] confidentiality. I've been [51:58] accused of. It -- if you follow [52:01] this issue and if any of the [52:02] doubt this you can research this [52:05] yourself. When I actually [52:07] recorded my video it was after [52:08] the agenda had been posted [52:10] publicly. So, there was no -- I [52:13] released no information that was [52:15] confidential and did not break [52:16] any caucus confidentiality. And [52:18] you can see my response on that. [52:21] So, that has been used as an [52:23] excuse, which is a wrong reason [52:25] to then engage in a tenfold the [52:27] other way do. So, I would have [52:33] never done what just happened. [52:35] And there are comments that have [52:37] been made in caucus that are -- [52:39] I have spoken with other [52:42] councillors and we would never [52:43] say them. That would incriminate [52:45] other councillors as well. But [52:46] we will never say them. Because [52:48] it is not in us. So, I would [52:51] think that that ethic should [52:52] prevail and we should get back [52:54] to it, somehow, all of us, [52:55] absolutely. [52:56] >> So, what's the solution, Sir [52:59] -- [53:00] >> For all of us to take it as a [53:01] learning moment. For all of us [53:02] to take it as a learning moment [53:03] and to learn from it -- and the [53:05] professional organizations that [53:07] were involved in this episode [53:10] have asked that that never be [53:12] done again and that, instead, [53:14] they should be consulted first [53:15] on issues that affect them. And [53:18] that is the learning experience [53:20] from this. And go back to that [53:21] Global News spot or speak to [53:23] B'nai Brith and you will [53:24] understand what they were saying [53:25] and what they were encouraging [53:27] and why that was, really, not a [53:29] positive episode for that [53:30] community. [53:31] >> Okay. For this question, I [53:33] hope really you find a solution [53:35] for that. For this question, how [53:37] we can avoid all that in the [53:38] future? And to be working [53:40] together as a team for the [53:42] citizen of Pointe-Claire in the [53:43] city of Pointe-Claire? That's [53:45] the first question. The second [53:47] question -- we lost already [53:50] young person, very intelligent [53:53] and smart and courage because [53:58] she stand up and she said the [54:00] right thing. So, what we can do? [54:04] Because, as a human being, we -- [54:07] buy money, buy gift or buy [54:08] promise. She stand up and she [54:14] did all the right thing. So, we [54:15] have to support her and get her [54:17] back. So, what supposed to do, [54:21] another solution? To not anybody [54:23] get bullied because they say the [54:24] right thing? So, what's the [54:28] solution for that? Because I ask [54:30] you last time. The question, you [54:32] did not answer me about this. [54:34] >> I cannot speak for others. [54:37] >> No. What is supposed to be, [54:39] as a leader, to avoid something, [54:41] or to get bullied because they [54:42] say the right thing? [54:44] >> Well, you defend the person [54:46] from the bullying. And I did, at [54:48] the time -- [54:49] >> I know you did that but not [54:50] all of you. So, have a solution [54:56] for that? I [54:57] >> Cannot speak for others. We [54:58] may not have lost her, though. [55:02] We may not have lost. They're [55:03] >> -- saying we, have to get her [55:04] back. [55:05] >> Well, this is helping. What [55:06] you are doing right now is [55:08] helping. Hopefully, she is [55:09] watching and hopefully she is [55:10] hearing. [55:11] >> -- she gave a quote to a [55:13] newspaper article saying her [55:14] absence has absolutely nothing [55:15] to do with that incident. So, we [55:18] need to stop acting like it does [55:20] and insinuating that it does, as [55:22] has been insinuated at every [55:24] Public council meeting since she [55:27] was yelled at from the audience, [55:29] like so many of us at this table [55:31] have been. You yourself to yell [55:35] things out, Mr. Nasser. [55:36] >> I'm not -- [55:38] >> From your seat. [55:40] >> What I'm saying is, her [55:41] absence has nothing to do with [55:43] that incident. She's quoted in [55:44] the paper saying it, we need to [55:45] stop acting like it is. She has [55:47] her reasons that she has not [55:48] shared with anyone. And we need [55:50] to respect her privacy. And we [55:52] need to stop creating false [55:54] stories. Because she has said [55:56] that to people, that she is [55:57] tired of the gossip that is [55:59] going around. She said to [56:01] somebody I -- that I just saw. [56:03] And that she is tired of it [56:05] being insinuated, that that is [56:07] not what is happening here. She [56:08] is not not here because of that. [56:10] >> As a citizen, I feel the same [56:12] thing. Because all of the [56:14] argument and all what is going [56:15] on social media, I'm just [56:16] telling you. Why I am here? I'm [56:18] here to support the good thing [56:19] and to highlight the bad thing, [56:21] to find a solution for it. I'm [56:23] not here to support any body. [56:26] I'm here for the good open for [56:31] the citizen and City of [56:32] Pointe-Claire, to support you. [56:33] And what is bad thing? We have [56:35] to highlighted and to form a [56:36] solution for it. And I hope, [56:38] please, all of you, work [56:41] together as a friend or as a [56:43] family -- because all in [56:46] Pointe-Claire there is no -- all [56:48] -- are living together. So, [56:50] please, -- work all together in [56:57] a fair. Thank you. [57:02] >> Thank you. Okay, Madam [57:03] Thibault -- [57:09] >> [57:10] Il vise entendre les [57:11] commentaires des citoyens [57:12] concernant les projets de [57:13] règlement visés. Si aucun [57:28] changement n'est requis, nous [57:30] procéderons l'adoption du [57:31] deuxième projet du règlement [57:35] 2791 et à l'adoption du [57:37] Règlement 27 75 comme prévu dans [57:38] l'{city_council} ordre du jour. Citizens are invited to go [1:00:02] to the microphone if they have [1:00:05] comments or question about it. [1:00:11] >> [1:00:12] City council members, my name is [1:00:13] -- my partner Alex sent, us the [1:00:15] owners of -- in district seven, [1:00:20] in Erik's district. Running [1:00:23] business is hard, and it's hard [1:00:25] without government support in [1:00:27] allowing those to adapt to tough [1:00:28] times, especially post pandemic? [1:00:30] For the first three years of our [1:00:32] business, we are doubling our [1:00:33] revenues every year until the [1:00:36] pandemic hit. During that time, [1:00:38] a lot of businesses were shut [1:00:39] down, two of our four panels [1:00:42] going to mark it were closed [1:00:43] down completely. The province, [1:00:46] the government, not the city, [1:00:48] but other bodies of government, [1:00:50] did little to help us besides [1:00:53] providing more and more debt. [1:00:55] Every theory that was out there [1:00:57] in Québec turned to canning, and [1:01:00] flooded the market with [1:01:02] additional product. It was hard [1:01:03] for us to keep up with that. We [1:01:08] all the businesses were [1:01:09] impacted, everybody had to [1:01:11] adapt, high tech had to adapt, [1:01:17] business plans that were created [1:01:19] years ago had been changed, and [1:01:20] we are looking for governments [1:01:21] to keep up with those changes. [1:01:25] All around us, and other cities [1:01:28] surrounding Pointe-Claire, in [1:01:29] vote drawing, in Dorval, in [1:01:32] Montréal, governments, the [1:01:34] cities, the governments changing [1:01:36] their bylaws, industrial zoning [1:01:37] to allow for consumption -- [1:01:42] consummate yourself class for [1:01:43] entertainment, for food, for [1:01:46] restaurant permits to allow them [1:01:47] to continue to operate. We find [1:01:49] our customer base needs, or is [1:01:54] demanding additional things for [1:01:55] when they want to go out and [1:01:56] spend their hard earned money, [1:01:58] especially in these inflation [1:01:59] times. They don't want to go out [1:02:00] and get one thing. They want to [1:02:02] do many things at the same time. [1:02:06] This past summer was really [1:02:08] difficult for us. We had been [1:02:11] granted an exception to use a [1:02:13] terrasse, or build a terrasse on [1:02:14] our own dollar. Last summer was [1:02:18] a good summer, even though we [1:02:20] were closed inside. We were [1:02:21] allowed to continue operating. [1:02:23] This past summer, we were told [1:02:24] we were unable to use the [1:02:26] terrasse, which we had paid for, [1:02:29] and only at the end of the [1:02:30] summer, did the city say you [1:02:32] could have actually been using [1:02:34] the terrasse, there was a [1:02:35] mistake made. Since then, we've [1:02:38] been told we need to remove the [1:02:39] terrasse, which we have. So, we [1:02:41] are looking for the proper [1:02:45] direction, or the proper [1:02:46] guidance to go through bylaw [1:02:48] zoning changes. So that we could [1:02:49] get the things that we need to [1:02:51] continue to operate. I will let [1:02:54] my partner, Alex, here, make [1:02:56] additional comments. Thanks. [1:02:58] >> Yeah, hi. So, some of you [1:03:03] I've met over time, at the [1:03:05] brewery, and trying to explain [1:03:07] to you guys what is important [1:03:09] for a microbrewery to survive, [1:03:10] and to compete against fellow [1:03:12] microbreweries, is just that, [1:03:14] the identity of being an [1:03:15] industrial zone, being able to [1:03:16] produce good beer, being able to [1:03:18] offer food, our entertainment, [1:03:20] offer a terrasse, it's the pure [1:03:21] identity of what a microbrewery [1:03:23] is. I've been suggested by some [1:03:26] of the members to focus on [1:03:29] distribution, and for a [1:03:30] microbrewery, it doesn't start [1:03:32] with distribution. It has to [1:03:33] start locally. Our local. We [1:03:35] serve our citizens of [1:03:37] Pointe-Claire with great beer, [1:03:39] great place to socialize to have [1:03:41] good conversations about [1:03:42] business, and to build events [1:03:44] for charity, which we [1:03:48] participate ever more so today [1:03:49] stage. It's very important for [1:03:51] us to understand that the [1:03:55] industry has progressed, it's [1:03:57] changed, and like was mentioned [1:03:58] before, the consumers are way [1:04:00] more demanding today than they [1:04:01] were back then. Our laws need to [1:04:05] change quicker than they have in [1:04:06] the past, to sustain the change [1:04:08] of society today, and the way [1:04:12] consumers see it. So, you know, [1:04:15] we find it, right now, for us, [1:04:17] it's an unfair advantage [1:04:18] compared to other [1:04:20] microbreweries. The possibility [1:04:22] of serving food and having a [1:04:23] terrasse, and we look at our [1:04:26] friends in Dorval, they opened [1:04:29] their second brew house in [1:04:31] Dorval, in this industrial zone. [1:04:34] The city went up and said you [1:04:35] can only install yourself here [1:04:36] if you open a restaurant along [1:04:39] with the brewery. They're [1:04:40] imposing the service of food [1:04:42] because it's a good principle [1:04:44] and response to serve food and, [1:04:47] serve beer and half of it along [1:04:48] with it. Yeah. If there's [1:04:55] something else, I'm sorry, I'm [1:04:56] feeling a little bit under the [1:04:57] weather today. All this to say, [1:05:05] try and I, we poured our heart [1:05:09] out into this business. Even if [1:05:12] it ourselves tremendously over [1:05:13] the last years. Because of [1:05:15] COVID. We tried to explain what [1:05:17] is the business about, and we [1:05:19] seem to have not received the [1:05:22] proper response to it. We are [1:05:23] here pleading our case, like we [1:05:24] really need things to change, to [1:05:26] have the same level of playing [1:05:28] ground as competitors. I feel [1:05:32] it's unfortunate for us to not [1:05:34] have been heard earlier, and we [1:05:36] have put our life savings into [1:05:38] this business which, if we don't [1:05:39] have a change today, we don't [1:05:40] know how we will make it to [1:05:42] survive. We can't reach out to [1:05:43] the consumers as we once did. [1:05:46] Another thing I find unfair is, [1:05:49] in the same industrial zone, [1:05:50] there is a giant retailer that [1:05:52] is able to produce, whether it's [1:05:58] kicks, bread, processed meat. [1:06:02] They are a retailer, it [1:06:04] manufacturer as well. They're [1:06:05] able to serve food. We all know [1:06:08] who it is, it's Costco, and they [1:06:09] are allowed to, in the same [1:06:11] industrial zone, themselves, sir [1:06:12] food. We've been asking why we [1:06:15] couldn't do it. All this time. [1:06:17] There are reasons for, it may be [1:06:19] valid reasons that is, and this [1:06:20] is why, today, we are asking for [1:06:22] a change in our bylaws, in our [1:06:24] zoning, where we are, so we [1:06:27] can't allow to have this extra [1:06:31] possibility to serve our [1:06:32] customers better. [1:06:36] >> Something else? [1:06:37] >> I'm good. [1:06:38] >> Anyways, I hope that, you [1:06:40] know, I tell people, there are [1:06:41] two types of people, those that [1:06:43] don't change, and the people [1:06:44] that do change. Usually, you [1:06:46] know, those that change, they [1:06:47] usually survive. Those that [1:06:49] don't change, they get absolute. [1:06:50] Hopefully, they make the right [1:06:52] decision and make a change [1:06:53] today. Thank you very much! [1:06:55] >> Well, it's an interesting [1:06:56] issue, gentlemen. I know your [1:07:00] product, I quite like your [1:07:01] product, and I'd like to have [1:07:04] local brewery in Pointe-Claire, [1:07:05] I really would. A microbrewery [1:07:07] in Pointe-Claire. I support what [1:07:08] you're trying to do. There are a [1:07:10] couple of issues that are [1:07:12] important to note here. When [1:07:13] needed start to the business, [1:07:14] you started it in a zoning where [1:07:17] there was no permit for what [1:07:18] you're asking to do. You did [1:07:20] know that going in. What has [1:07:24] happened as a result of that is [1:07:25] that, a lot of us, my fellow [1:07:29] councillors and I, sympathize, [1:07:31] and have worked very hard, and [1:07:35] you are, step-by-step, doing [1:07:37] well, and there is a willingness [1:07:40] to change, as you suggest, and, [1:07:42] maybe, to look at the rules of [1:07:44] Pointe-Claire. They are the [1:07:45] rules of Pointe-Claire. Offhand, [1:07:47] things are looking positive, so [1:07:49] I wouldn't get too upset about [1:07:51] things at the moment. I am sorry [1:07:53] to hear that there was a mistake [1:07:54] made, I like to follow that up a [1:07:56] bit more. The other thing I [1:07:58] think you'd have to bear in [1:07:59] mind, we had the blues fest this [1:08:02] summer, and we have complaints [1:08:04] about noise from certain [1:08:06] residents. It is how close you [1:08:07] are to residential areas, [1:08:09] whether loud music or volume [1:08:11] matter. I think Costco is [1:08:13] playing music or doing anything [1:08:14] of high volume. I don't know if [1:08:16] they are or are close to [1:08:17] residential. I'm not sure. These [1:08:20] are variables that factor into [1:08:22] this equation. There are forces [1:08:24] in Pointe-Claire that don't want [1:08:28] commercial businesses doing -- [1:08:29] you know, having a terrasse, and [1:08:31] food in industrial zones. There [1:08:32] are forces out there that are [1:08:34] against that. Allow us to try. [1:08:36] We are trying. We are [1:08:37] sympathetic. Most of us feel [1:08:40] positive about what you are [1:08:41] trying to do, and are working [1:08:43] for you. So, stay [1:08:46] interconnected, as you've done [1:08:47] in the past, and let's, [1:08:48] step-by-step, let us go forward [1:08:50] and see what we come up with. [1:08:51] >> Let me just comment on two [1:08:53] points there. [1:08:54] >> Okay. [1:08:55] >> First, yes, we knew what it [1:08:57] was, the zoning, when we got in, [1:08:58] six years ago, when we installed [1:09:00] ourselves. But, if you look at [1:09:03] businesses run today, and that, [1:09:05] five years ago has nothing to do [1:09:07] with one or the other, forget [1:09:08] what was done to years ago, what [1:09:10] has done in today's business, [1:09:11] nothing for one of the other. We [1:09:13] can't keep giving that excuse, [1:09:15] saying you guys knew ahead of [1:09:16] time. No, business is change, [1:09:18] people change, society changes, [1:09:19] this is my point from the [1:09:20] beginning, that you can't keep [1:09:22] having these laws that are [1:09:23] written a long time ago, and [1:09:26] just keep applying them, and not [1:09:28] serve the population today the [1:09:31] way they should be served. [1:09:32] Things change, and we have to [1:09:33] understand that. Second, when it [1:09:36] came -- I'm sorry. [1:09:42] (inaudible) [1:09:49] >> Go ahead. [1:09:54] >> One of your points ways noise [1:09:56] complaints, outside music, [1:09:57] playing on the terrasse. -- up [1:10:02] to over fest, which took a long [1:10:04] time to get the temporary permit [1:10:07] for one day. -- for when that to [1:10:10] happen. What we are requesting [1:10:12] is more of a continuous [1:10:13] operation thing, playing music [1:10:15] inside, the ability to acoustic [1:10:17] music or a small band inside, [1:10:20] seafood inside for the majority [1:10:21] of the year. And then, on [1:10:23] occasion, the one event per [1:10:25] year, an Oktoberfest event, [1:10:28] which -- we were very [1:10:29] respectful. I got any complaints [1:10:31] about music. Who is very quiet, [1:10:32] very. [1:10:33] >> I even took a video and [1:10:36] walked all the way towards the [1:10:40] end of our land, the back of the [1:10:42] building. And we are right at [1:10:44] offence, with the residents next [1:10:46] door. And you cannot hear [1:10:48] anything from the front of the [1:10:49] building. [1:10:50] >> It is just impossible. We [1:10:52] have those trucks, those trucks [1:10:54] as well that are across from our [1:10:56] brewery. There is no way they [1:10:58] are making noise. So, I [1:11:01] understand, that's a concern. [1:11:02] And I would respect that. And we [1:11:04] would do anything not to disrupt [1:11:06] the residents around us. That's [1:11:08] not the goal here. But I invite [1:11:10] you guys to come and see for [1:11:12] yourselves, if we do make noise [1:11:14] and, if we do disturb the people [1:11:16] around us. Because we obviously [1:11:18] don't. I have checked myself. [1:11:20] >> That's very positive. And [1:11:22] here's hoping going forward that [1:11:23] we can keep going forward in the [1:11:26] direction you would hope was to. [1:11:28] And let's see what we come up [1:11:30] with a, all of us together. [1:11:32] >> Thank you. [1:11:33] >> Thanks, gentlemen. [1:11:45] >> The public consultation is [1:11:48] over. I think so? Unless -- [1:11:53] okay. We can move on with the [1:11:58] agenda. [1:12:00] >> Okay.
