[1:29] >> On the number ninth, and [1:31] ambulance was called the aquatic [1:32] center for a coach who fell [1:35] unconscious. The employees [1:37] performed CPR, used the divvy [1:42] later, and managed to revive the [1:44] coach prior to the arrival of [1:46] the first responders. The [1:48] paramedics and on site doctor [1:50] confirmed that the coach had had [1:51] a heart attack. The employees [1:53] quick response of property [1:55] administration of the [1:59] defibrillator save the coaches [2:00] life. I join council members and [2:04] recognizing the following [2:05] employees. So we Gonzales, [2:07] lifeguard, Rebecca, lifeguard, [2:10] Artemis Fadila, lifeguard, and [2:14] it can packet, coach, and Bruce [2:18] Malcolm, supervisor, who [2:20] couldn't be here tonight. But he [2:22] is represented by his father, [2:24] Gary, Gary, you are here? There [2:26] he is. He is our former director [2:28] of sports and leisure community [2:30] development. Somewhat [2:31] responsible for our pool. He did [2:32] a great job and help me with the [2:34] antique fare many moons ago. He [2:37] is wonderful. But we are not [2:38] here for us, we are here for [2:40] this wonderful group of [2:42] incredible, this special group [2:43] of lifesavers. [3:29] >> And somewhat different order, [3:31] Bruce Malcolm, Gary, right off [3:34] the bat. [3:36] [Applause] [3:52] >> I just want to say one thing. [3:53] I want to thank Council for [3:56] supporting CPR and life-saving [3:58] for all of the citizens in [4:02] Pointe-Claire. Saving the life [4:06] is valuable. [4:10] [Applause] [4:21] >> I didn't want to unwrap them, [4:23] because I didn't want to scratch [4:25] them. Zoe Gonzales. [4:30] [Applause] [4:50] Rebecca -- [4:53] [Applause] [5:12] Artemis fella. [5:18] [Applause] [5:31] And last, but certainly not [5:34] least, [5:41] Etienne Paquet. [5:46] [Applause] [6:15] [Applause] [6:26] - Merci, Madame. [6:33] You guys made us very proud. [6:34] Merci beaucoup. As Canada's 18th [8:19] prime minister, he made [8:21] significant progress on [8:23] significant issues here at home [8:24] and around the world. His [8:25] leadership was instrumental in [8:26] negotiating and implementing [8:27] free trade agreements with [8:28] United States and Mexico. He [8:31] initiated important measures on [8:33] environmental issues, acid rain, [8:35] I believe, was the most [8:37] significant. And fiercely [8:39] advocated for peace, equality, [8:41] and democracy internationally. [8:43] Just as a personal, I also [8:45] believe he had a strong hand in [8:47] freeing Nelson Mandela, as I [8:48] recall, at the time. Pretty [8:50] impressive accolades for Mr. [8:52] Mulroney, who was a recipient [8:54] for numerous owners including [8:56] the order of Canada, recognizing [9:00] his tireless service and [9:01] devotion to his country. The [9:04] funeral will be held on March [9:06] 23rd, 2024, in Montréal, Québec. [9:08] It will be proceeded by a state [9:11] in Ottawa, and a repose and [9:14] Montréal. These events will give [9:16] Canadians an opportunity to [9:18] salute Mr. Mulroney's [9:19] contributions to public life, [9:20] and to offer their condolences. [9:27] Affichage. Le clubs de [9:28] canoë-kayak sont à la recherche [9:31] d'un ou une candidate bénévole [9:33] pour devenir membre du conseil [9:36] d'administration du club pour [9:37] une période de 3 ans. The [9:40] Pointe-Claire canoe cup club is [9:42] looking for a volunteer to [9:43] become member of the clubs port [9:45] of directors for a three year [9:47] period. La Ville de [9:49] Pointe-Claire est aussi à la [9:51] recherche d'un ou une candidate [9:53] pour siéger au comité [9:56] consultatif de la bibliothèque. [9:58] Also, the City of Pointe-Claire [10:00] is currently seeking a candidate [10:02] to serve on the Public Library [10:03] advisory committee. This [10:06] committee is a working group of [10:08] residents who need 4 to 5 times [10:09] a year to make recommendations [10:11] on various projects. Please go [10:13] to the website if you are [10:15] interested. Nouvelle de la Ville [10:19] de Pointe-Claire. Et CVR eu. Là [10:24] The City of Pointe-Claire is [10:26] proud to announce -- did I get [10:29] this right? Not bad, okay. [10:33] Respectively for the [10:34] Pointe-Claire volunteer rescue [10:36] unit, they are here with us [10:37] tonight, you guys want to stand [10:39] up? Bruno and Mariana? Way to [10:43] go, guys. Merci beaucoup. These [10:46] guys are our guardian angels, [10:48] trust me, if you understand this [10:49] unit of all we are so lucky in [10:51] Pointe-Claire to have them. [10:52] Thank you guys for your service [10:55] and your continued participation [10:57] in that wonderful organization. [10:59] We would like to congratulate [11:01] them on their new roles as well [11:02] as their unwavering dedication [11:04] to serving the community of [11:06] Pointe-Claire. Nous tenons à les [11:10] féliciter pour leur nouveau rôle [11:11] au sein de ce groupe, ainsi que [11:14] pour leur dévouement [11:16] inébranlable au service de la [11:17] communauté de Pointe-Claire. [14:16] If I may, I would like Council [14:18] to think that -- the past [14:26] president of the Pointe-Claire [14:27] rescue unit because I know for a [14:28] fact that he did this. He's a [14:32] super incredible -- [14:33] >> Thank you. Big -- a wonderful [14:39] man, and the past president for [14:40] a long time. He will be will [14:43] replace what he will be sorely [14:45] missed. Big shoes to fill. Okay. [14:54] >> There's a time to go to [14:55] council members report or? [14:57] >> Yes, let's do council members [15:00] report. We will start with [15:04] Councillor Cowan. [15:05] >> I would like to acknowledge [15:06] the efforts of a couple of [15:07] citizens and district eight. I [15:10] had the privilege of connecting [15:13] the two that connected further, [15:16] the members of the Chinese [15:18] community which they are [15:19] creating, at this moment there's [15:20] just people of Chinese ethnicity [15:22] that are living in various [15:24] places. They are bringing them [15:25] together, and they have made an [15:28] organization together to put [15:32] together, and celebrate Chinese [15:33] New Year in a way to inform the [15:35] public about Chinese culture, [15:38] and it attracted a lot more [15:39] people than the expected. [15:40] Certainly than I expected. It is [15:42] really good, a good community [15:44] effort to show what can be done [15:45] in the city. I would like to [15:46] extend, again, that thank you to [15:49] Jeff's out and surely you. [15:53] >> Councillor Cousineau? [15:57] >> I asked the question earlier [15:59] in caucus. But I would like to [16:01] know if we got any news from the [16:04] archdiocese about the windmill? [16:08] >> Are you asking me? Or is this [16:11] a council report? We have no [16:15] news as was suggested. Paul? [16:23] >> Good evening. - Oui, bonsoir. [16:24] One thing on Lakeview, as you [16:26] know, there is going to be major [16:27] construction continuing what [16:28] happened last year on lakeside [16:31] for the water systems. [16:39] Madam Verdon, maybe you could [16:41] give an update, there was a [16:43] message on the 11th. But there [16:44] were a couple of things that [16:45] were lacking, where people would [16:46] be asking questions. Si vous [16:50] êtes capable de donner des [16:51] feed-back. [16:52] - De répondre à la question que [16:53] vous m'avez posé? Oui. All of the work that I [17:38] have to do in the spring would [17:40] be on Lakeview, and Lakeside. [17:43] And the work that is supposed to [17:45] be in the lake shore will be the [17:47] only during July. All of the [17:50] buses stop on Lakeview. The the [17:54] -- will relocate on Lakeshore, [17:57] and all of the mailboxes for [17:59] citizens will be removed as [18:01] well, and all the citizens will [18:04] be compact. And also what some [18:13] -- are being given by the [18:15] citizens already affected. [18:18] >> Just another thing, on the [18:20] communiqué that came out, I [18:21] think it is important. If you [18:23] plan on carrying out work on [18:24] your land which has been [18:25] approved by the City of [18:27] Pointe-Claire, or any other [18:28] situation for which it would be [18:29] relevant to inform the [18:30] construction manager with the [18:32] phone number here, or right too, [18:41] to communicate with an agent in [18:43] case you are going to do work [18:44] let them know what is happening. [18:46] I think on lakeside it went very [18:47] well. Thank you. [19:03] >> Cynthia? [19:06] >> Nothing. [19:07] >> Bruno? Just [20:31] a quick reminder for those of [20:32] you who might be here tonight or [20:34] were watching online, my [20:37] colleague here on Council put [20:39] out a newsletter, or a bulletin [20:41] recently in December, January, [20:43] that went to areas that are [20:46] actually in district six. And [20:48] might be a bit confusing for [20:49] those who live in those areas to [20:51] recognize who their Councillor [20:52] is. If you live on 260, five [21:00] 280, 290 Hymus, or on van go, or [21:03] on the west side of Austin, you [21:05] are in district six and I am the [21:07] Councillor. Thank you. [21:09] >> Well said. Kelly? [21:12] >> Nothing for this evening, [21:13] thank you. [21:14] >> Eric? [21:15] >> Yes. One second. Hello, all. [21:19] Bonjour à tous. I would just [21:20] like to take this opportunity to [21:22] thank all of the citizens that [21:23] attended my town hall last [21:25] Saturday. I would like to touch [21:26] upon a couple of points. With [21:28] over 35 citizens in attendance [21:29] it was very well attended, and a [21:31] quorum was respected by all, I [21:33] think you all for that. We [21:35] touched upon many issues, [21:36] including all of the hot topics [21:37] in Pointe-Claire today. It was [21:39] fun. Some of the subjects were [21:43] touched for present and future [21:45] finances, discussed in detail, [21:46] and I tried to stress the [21:48] important financial challenges [21:50] that we will face on the [21:51] upcoming years starting in 2026. [21:54] Including long term debt, as [21:56] well as potentially decreased [21:58] surpluses which will affect all [22:00] of us. And the services we have [22:04] become accustomed to. I am [22:05] trying to give citizens a [22:06] financial picture of what I see [22:07] coming. There was also a brief [22:09] update on the REM and the [22:10] challenges we will face prior to [22:12] its launch. Whether it be noise, [22:14] any update that I could find, [22:16] but there's really not much out [22:18] there. The hot topic of Cadillac [22:20] Fairview and the Fairview forest [22:22] was discussed to the best of our [22:23] ability. Thank you, Ralph, for a [22:25] hearty discussion that we had. [22:27] Which I outlined, by position, [22:29] in reckons to both. Much work [22:33] was done together as much [22:34] information which was probably [22:35] the number one issue with number [22:37] seven, the future of the long [22:39] term health care facility that [22:40] will be built at the Monster [22:42] dealership. Since the press last [22:46] November, we have not heard [22:48] much. From what I understand, [22:49] there will be about, going to [22:51] their website sensing [22:52] information, there is a reason I [22:53] am saying this, there will be [22:55] about 204 residents, or [22:57] dwellings, as well as the daily [22:58] in and out clinic. As I stated [23:04] last November, these numbers [23:06] concern me as proposed density [23:08] of dwellings is about 50% higher [23:10] than the density that we fought [23:11] for in 2020. Please understand [23:14] as well, I support this project [23:16] 100%. We are finally getting an [23:19] injection of well deserved funds [23:21] on the West Island for our [23:22] seniors. I'm completely behind [23:24] this project. However, as soon [23:26] as the spring arrives, we will [23:27] be going door to door to discuss [23:29] some of the issues that affect [23:31] our citizens. Particularly [23:33] traffic concerns, and I will be [23:35] needing help from all of the [23:36] citizens of Northview number [23:37] seven to get together, and to [23:40] mitigate what we have coming [23:42] forward, as I said, it is a [23:43] positive issue. But we just have [23:45] to get ahead of the curve, and I [23:46] will be going door to door to [23:48] ask for a lot of your help to [23:49] get a consensus, and a feeling [23:51] for where we are headed. There [23:54] are also other issues discussed, [23:56] but I don't want to take up too [23:57] much time. I think you and my [23:59] colleagues for allowing me this [24:00] time. Thank you. [24:06] - Madame Thibault. >> Madame [24:09] Thibault? Adoption of the [24:13] agenda. [24:14] >> Do I have a mover? - 1.1 [24:15] Adoption de l'ordre du jour. [24:16] - Oui, Bruno Tremblay, district [24:17] six. And seconder? All in [24:21] favour? [24:28] - 2.1 Proclamer le 17 mai 2024 [24:29] comme étant la Journée [24:30] internationale contre [24:31] l'homophobie et la transphobie. [24:34] 2.1 [24:40] Approve the minutes of the [24:43] regular meeting of February 6, [24:44] 2024 [24:45] >> Do I have a mover? [24:46] - Prenant Tremblay, district. >> [24:47] -- [24:48] >> All in favour? Question [24:53] period. For question period, [25:44] tonight, you are greeted at the [25:46] entrance to register for the [25:47] question period. The goal of [25:49] this approach is to allow people [25:50] to remain seated until their [25:51] name is called, and give [25:53] priority to Pointe-Claire [25:54] residents. One, we shall stick [25:56] to 90 minute time limits for [25:58] question period. To, one person [26:00] out of time at the microphone. [26:02] Thank you for waiting for a [26:03] citizen to finish asking their [26:05] question, and to be called [26:06] before you get up to ask yours. [26:08] Three, nonresidents present will [26:10] be able to ask questions [26:12] afterwards if there still time. [26:14] Number one, off the bat, Carolyn [26:18] Ottewell. [26:27] >> Good evening. Okay, I sent an [26:34] email to you, Kelly, last week. [26:38] And I also copied and Mister [26:40] Mayor. I would like to know if [26:41] you have an update for the [26:43] status of mail box garbage box [26:47] distribution. Around town, we [26:49] need some more. I was here last, [26:51] year 11 months ago, and I asked [26:53] for more garbage bins. Can you [26:56] give me an update? [27:00] >> Absolutely. Madam Verdon, do [27:03] we have more garbage bins I was [27:04] of this year, did we put more [27:06] out? More locations? [27:08] >> I don't have any information [27:09] right now. But I can come back [27:11] to you if you want tomorrow. [27:14] >> So when I came last year, [27:17] there was nothing done at that [27:21] time -- [27:22] >> It was heard, and [27:23] recommended. [27:24] >> Was it heard? [27:25] >> Whether there are some, that [27:27] is what we are trying to find [27:29] out. [27:30] >> There wasn't. It's still the [27:31] same. I'm positive. Absolutely [27:33] positive. So I sent the email [27:35] last week, and I'm sure that you [27:36] saw that picture, shame on you. [27:39] That's pretty bad. That's pretty [27:42] bad. Kelly, sorry, I sent you an [27:45] email, I think it was today. I [27:47] included a couple more pictures. [27:48] I would like you to show the [27:50] mayor those pictures, because [27:51] that is ridiculous. The number [27:53] of garbage bins in our parks, [27:56] just take voyager Park, for [27:59] instance. There is 14 garbage [28:01] bins, there are 14 recycle bins. [28:05] There is no need. Absolutely no [28:07] need for that many. You can [28:09] distribute them, when you walk [28:11] through the walking paths, there [28:12] is no garbage bins, nothing. So [28:15] that needs to be addressed. Now [28:16] we are almost one year into it, [28:18] and nothing done. Is there [28:22] anything that's going to move? [28:24] >> It is good you are bringing [28:25] it up again. We will get on it [28:27] again. [28:28] >> Okay, I'm not going to wait [28:29] that long next time. [28:30] >> What I would encourage you to [28:32] do is if you have sites, or [28:33] locations that you think are [28:34] preferable, make your own [28:35] location map if you would like. [28:37] >> She sent it, I forwarded it. [28:41] >> Okay, good. [28:43] >> Item number two, for seniors [28:48] security, someone came to the [28:50] door, or they came up my [28:52] driveway the other day, and I [28:54] said, you know, the dog was out [28:56] attached on the porch, so I was [28:58] kind of nervous, I went out to [28:59] greet him and asked him, okay, [29:01] what are you doing, are you [29:03] selling something? [29:04] >> No, I don't have to sell you [29:06] anything, I'm not selling you [29:07] anything. So what are you doing [29:08] here? Anyway, I phoned Public [29:11] Security, I said I don't want [29:13] whatever, so I phoned Public [29:15] Security only to find out that [29:18] these people that are peddling [29:20] door to door have to be vetted [29:23] by public security. There issued [29:25] a permit and they have to wear a [29:28] lanyard. They have to show it. [29:34] So the gentlemen for Public [29:36] Security called me back. He [29:37] found the fellow. I told him [29:39] what direction. There was about [29:41] five of them. I told him what [29:43] direction they were going in, he [29:45] found the guy. He said he had [29:46] his permit in this pocket, he [29:48] didn't feel like wearing it. [29:49] That is fine. But my question [29:52] is, can public security posts [29:55] something on our website saying [29:57] so and so company has received a [30:00] permit, it is issued this day, [30:02] and it expires this day. That [30:05] way I know who's coming to my [30:06] door, and I can see it. [30:09] Especially, especially for [30:11] seniors. Very important. [30:12] >> Okay. Madam Verdon, can we do [30:16] that? [30:17] >> We can find a way to do that. [30:20] >> Yeah. Thank you. That is it. [30:23] >> Thank you very much. [30:25] >> Ken Lyons? [30:30] >> Good evening. I would like to [30:32] know what is going to happen [30:34] with the greenery on the one [30:39] west project. The 242 to 250. [30:44] They started digging the 242 [30:46] which is next to -- when I am [30:49] sitting down at my dining room [30:52] table, if I look south I see a [30:54] brick wall. Except if I turn a [30:59] bit I might see beyond that. If [31:01] I look west, I am looking at the [31:03] tenth floor building of one west [31:06] again. Now they are going to put [31:08] up a six storey -- a six storey [31:14] closer to there and I've seen in [31:16] the plan what is likely to [31:19] happen. There is going to be a [31:20] bit of a green strip, it seems. [31:23] They are showing a deviation [31:25] going towards the west. As it [31:29] approaches Hymus. But Councillor [31:32] said it is apparently not going [31:33] to happen because he planned for [31:36] a little part just to the east [31:38] side of proper can and Hymus. [31:41] What I want to know is what is [31:43] the final plan? Is it going to [31:45] be straight or will it be [31:47] deviated? Or will we insist that [31:50] we have some greenery? Like some [31:52] trees? Not just a few of them [31:54] but right now along Paprican, on [31:58] the west side,, last summer, I [32:04] don't know if it was a [32:07] construct, or they just scraped [32:09] all the topsoil off of those [32:11] trees and lines up with that [32:13] project. So, I would like to [32:15] know, are we going to be forest [32:17] of just seeing breaks, or will [32:18] we have a chance to see [32:20] greenery? [32:22] >> I would love for it to be the [32:24] latter. [32:25] >> I need you to speak loud, I [32:27] don't hear very well. [32:28] >> I would love for it to be the [32:30] latter. Here is hoping. One can [32:33] only hope that we desperately [32:35] need trees and a tree canopy in [32:38] that area. Absolutely. One can [32:41] only hope. I will ask, Madam [32:45] Verdon, do we know the location [32:47] he is referring to? Are there [32:49] expected trees to be planted in [32:50] there? [32:51] >> I am not sure. Sorry, I just [32:56] want to be sure that you are [32:57] talking about the Paprican and [33:00] Hymus, between Hymus and [33:04] Jean-Drapeau? [33:06] >> I'm talking about the west [33:07] side of Paprican. The east side [33:09] is occupied -- [33:10] >> So between the new [33:12] construction and the town house? [33:13] >> That's right. From Hymus, [33:17] roughly to the bike path. [33:38] - Paprican elle a, avec [33:40] l'aiguille ou à côté. [33:41] Présentement, la rue est droite. [33:44] - Ici? [33:45] - Oui. Mais là, dans le plan, il [33:48] y a comme une déviation avec un [33:50] parc. Okay, we are supposed to [33:52] have a little place there where [33:53] there's a bike path with some [33:54] plants and trees. [33:55] (inaudible) [34:02] But if you want to be sure maybe [34:04] call me tomorrow and say exactly [34:08] where it is and I can show you [34:10] the plans. [34:11] >> We'll do. Another question -- [34:17] >> Sorry, just to add, we do [34:19] always have a horticulture plan. [34:22] So I will ask for the [34:23] horticulture plan and send it to [34:25] you so you can see what it is. [34:27] >> That would be appreciated. I [34:29] don't know where the eastern [34:30] limit of Pointe-Claire's at [34:32] sources. The reason why I am [34:34] asking is that there's a Chinese [34:38] restaurant that is more or less [34:40] just a bit south of St. Louis. [34:45] And if you want to go to that [34:47] restaurant coming from north [34:50] side of sources, you've got to [34:53] turn left, the continuation is [34:56] St. Louis and a different name. [34:58] Then you make a sharp right [35:00] where there is a street called, [35:05] of course I had to have my [35:06] memory blanked at this moment. [35:08] Newman. It is about the worst [35:11] street I've ever seen. You would [35:13] swear that you were in a third [35:14] world country. Is it ours, or [35:17] Dorval's? [35:18] >> Good question. I think it is [35:20] Dorval's. This is a good [35:22] question. [35:23] >> I think it is. [35:25] >> It is a little slice I do [35:27] believe that it is Dorval [35:28] because we have had an issue. I [35:31] believe it is Dorval because [35:32] we've had issues of accessing [35:34] the restaurant back in my very [35:36] first term. So we can validate [35:38] and maybe reach out to our [35:40] colleagues to see if there is a [35:42] way. The parking lot is packed [35:45] all the time. Maybe for [35:49] convenience, you can go down all [35:51] the way through Donegani and [35:52] then do the loop to get back on. [35:56] It is not very convenient. [36:04] >> Ask if it's Pointe-Claire. [36:13] >> Dimitri us? Last time I was [36:18] better? Okay, it's not written [36:21] very well, okay. [36:22] >> Yes. Today I am just here to [36:24] do a follow-up on the email that [36:26] I sent Council -- [36:27] >> Could you speak into the [36:29] microphone? [36:30] >> It is to do a follow-up about [36:31] an email that I send Council [36:32] over the weekend. It is about [36:35] the land ceded to Point clear by [36:38] the developer on Walton Avenue [36:40] in Northview. Can you hear me? [36:47] Perfect. Better? So, yeah, my [36:50] kids have been asking me when we [36:52] are going to see a play area in [36:55] that little green space and my [36:57] kids are not the only ones that [36:59] are saying this. There's about [37:01] 20 other kids on the adjacent [37:03] street on Crescent that want the [37:05] same thing. The other thing is [37:07] that my kids keep asking me that [37:09] they want to see the future park [37:11] name after their grandfather's [37:13] restaurant. Athens Park. Which [37:15] was there for 40 years. So my [37:18] understanding is that for all [37:20] new land ceded to the city, [37:22] there is a procedure in place, [37:25] and the money set aside for its [37:28] eventual use. At what time does [37:30] this process get launched by the [37:33] City? [37:34] >> The process of renaming, or [37:35] we doing? [37:37] >> Both. That was the second [37:39] question. Is one dependent on [37:40] the other and how does that [37:42] work? [37:43] >> These are good questions. I [37:46] think that the name is a good [37:47] idea. Because most of us would [37:48] concur with it. It is a very [37:50] good idea. It would make sense. [37:52] Who knows whether that is what [37:54] will happen or not but I think a [37:55] lot of us kick it around and [37:56] think it is a good sentiment. As [37:59] for the park, I will ask Madame [38:05] Verdon. Here's the problem with [38:06] green spaces, they are hard to [38:08] replace, and hard to create. So [38:09] we should keep the ones that we [38:11] have. Madame Verdon? Do we know [38:14] if the green space in the Walton [38:19] development -- [38:20] >> For the developer, to answer [38:23] your question, each time that we [38:25] do a development, that we need [38:30] to put a certain amount, a 10% [38:33] amount of money or land that we [38:35] have to give to the city but is [38:37] not for one particular project [38:40] it will be for the whole city. [38:43] In order to have a project of [38:45] that particular land, we have to [38:47] put what we call on the PQ I, [38:50] that we have to vote each year. [38:53] So, you know, we have to make [38:55] the request with the City [38:56] Council so they will consider to [39:00] make that park. [39:03] >> That would be for the actual [39:05] usage and to put money into [39:06] putting something in there? [39:08] >> Yeah. [39:12] >> As for the name, is the name [39:14] dependent on getting the usage [39:16] or can we do that in advance or [39:19] in parallel? [39:20] >> You can do that in advance to [39:22] make the demands to the [39:24] government to have the colour [39:27] and make the request to change [39:28] the names. [39:29] La toponymie >> For the [39:32] timeline, do I get in touch with [39:34] somebody in the administration [39:35] or with Council? I don't need a [39:37] timeline right now but I'm just [39:38] saying just to get the ball [39:40] rolling? [39:41] >> It never hurts to give [39:43] incentive. I think that it is a [39:45] very good thing to do. Some [39:47] people complain but it is [39:49] something that we should get on [39:51] and naming it is something that [39:53] should be in easy process. I [39:56] tried with the corner of [39:58] Cartier, and Lakeshore to name [39:59] it after that, so that is a [40:05] whole different concept. But [40:07] yours is, I don't think it [40:10] process. I don't know if the [40:11] inner procedures I don't think [40:13] that it would be from my [40:15] perspective. Councillor Tedford [40:20] Stork? [40:21] >> When that park was created, [40:24] it was already discussed that it [40:26] would be a public consultation [40:28] audit use. I mentioned today to [40:30] members of Council, at one point [40:31] there will be a get together, [40:34] basically for the citizens to [40:35] show up to discuss, because it [40:37] is a green space right now, it [40:38] is grass everywhere, there is no [40:39] trees. Pour discuter ce qu'on [40:40] devrait avoir. So something [40:43] needs to be added to that. There [40:46] has already been $300,000 put [40:48] aside in our PTI and reference [40:50] to that. Was it on this year's, [40:53] it was already somewhat approved [40:55] at some point, and we shifted it [40:57] around for different projects. [40:58] My recommendation would be to [41:00] push this, you have, I think you [41:02] also have not a petition, but a [41:05] list of names, and just [41:07] follow-up, I will help you [41:08] follow up on the process. I [41:09] think most logically would be to [41:10] do both at the same time once [41:12] the park is designed, whether it [41:14] is a play park, or a city park, [41:16] or whatever. So citizens choose, [41:19] we try to time that together, [41:20] and we do an open ribbon cutting [41:22] at that point. That would be my [41:24] thoughts. [41:25] >> Perfect. [41:26] >> Thank you. [41:27] >> You are welcome. [41:29] >> I will do a better job with [41:30] your name next time, I [41:32] apologize. Susan Webber? [41:46] >> This is a question for the [41:48] mayor. During February's council [41:51] meeting, you said you would [41:53] compile a list of citizens who [41:55] were planted by the councillors [41:57] to disrupt a process. I would [41:59] like to know what citizens are [42:01] being accused of being plants. [42:03] Have you got a list with you [42:05] tonight? [42:06] >> I can answer that, I didn't [42:07] say it in that way, that is very [42:09] much mischaracterization of how [42:10] it stated that. And people can [42:12] go back and check that. It is on [42:14] the record. It has a webcast. [42:16] That is not at all what I said. [42:18] But to answer what you are [42:19] getting at, my number one [42:22] example of that would be you. [42:25] You got up in a council meeting [42:27] early in my mandate and accused [42:28] me of having said something in [42:30] caucus. Which was very [42:32] interesting how you would know [42:34] what was said in caucus. It was [42:39] subsequently discovered that [42:40] what you said that I said had [42:41] not been said, but you got up [42:43] and apparently had been told [42:44] that I had said something in [42:46] caucus, and you did not, that is [42:49] webcast in on the record. So you [42:50] are my number one example of [42:52] that. My number two would be Mr. [42:55] Fitzpatrick, the tree where he [42:57] was claiming some email I had [42:59] written, which, in fact, was [43:01] written by my Administrative [43:04] Assistant, which was an [43:05] information email that she had [43:07] wrote updating everybody on what [43:09] was going on. But it was made to [43:11] be a great conspiracy, but in [43:12] fact wasn't, that was a planned. [43:14] There were others, usually, when [43:17] someone comes up with something [43:18] that has been said in caucus, [43:19] you would think somehow there [43:20] has been some stipulation there, [43:22] and I would think that you are [43:24] probably the number one [43:25] proponent of that. [43:26] >> I would say maybe got access [43:27] to information. [43:29] >> You didn't on the first one. [43:31] Are you absolutely -- you did [43:32] not on the first one. That is [43:34] not true. Do you have a [43:36] subsequent question? [43:41] >> I will continue without any [43:43] further time. [43:44] >> Absolutely. [43:50] >> Miss Weaver, I just gave you [43:52] the proof. [43:54] >> No you didn't. [43:55] >> How is that not the proof? [43:58] Okay -- this is very confusing [43:59] to me. [44:00] >> The list you promise that I [44:02] was going to compile. [44:06] >> Miss Weaver, anyone who gets [44:08] up and speaks about something [44:09] that has been spoken in caucus [44:11] has inside information. [44:13] >> No they don't. They have [44:15] accessed information. [44:16] >> I can give you a couple [44:17] instances where that was not the [44:18] case. That was my list. [44:21] >> Okay, also, I have a question [44:23] for Mr. Tremblay, in January you [44:27] voted against the bylaw [44:29] regarding the windmill. At the [44:31] time, you said that citizens, if [44:33] the citizens would like to know [44:34] the reason for your vote, they [44:36] could contact you. Well, I was [44:39] interested, and I contacted you. [44:41] But you decided not to share the [44:43] reason as to why you voted [44:44] against it. You stated the [44:47] administration was still working [44:48] on the bylaw. So, I would like [44:50] to know, have you changed your [44:53] -- I know that you can't change [44:55] your vote, but now, are you in [44:57] favour of the final bylaw? [45:07] >> I'm being told that I should [45:10] offer to have a coffee with you. [45:15] Miss Weaver, where do I begin. I [45:18] have known you for many, many [45:20] years. Regardless of who is [45:21] sitting at this table, you take [45:23] a very aggressive tone in terms [45:25] of trying to dig up dirt, [45:28] respond to people in whatever [45:30] capacity that you try, it is [45:32] frustrating, because I would [45:33] like to talk to you about [45:35] certain issues, but I always [45:36] feel -- this was one of my [45:38] hesitations about speaking to [45:39] you about all of the stuff, you [45:40] would just make some kind of [45:42] kerfuffle about it over a [45:43] Council meeting. I voted what I [45:46] voted, once the vote is made, [45:50] the voters made. Hypothetically, [45:52] I won't start discussing with [45:54] you about what I would do now. [45:56] The other point that I would [45:57] like to make is I think what I [46:01] told you at the time was I [46:03] wanted to give the [46:04] administration time to work on [46:05] the project. My colleagues will [46:08] be able to support me on this, I [46:10] hope, I have been nothing but [46:13] favourable to getting the [46:15] windmill prepared. I've tried [46:17] everything to be positive about [46:18] this project. I voted in [46:20] accordance with what I believe [46:24] to me, or the facts before me. [46:27] And I am very happy -- I am very [46:30] unhappy with the way that the [46:32] outcome, the whole discussion [46:33] from beginning to end, where we [46:34] are with this process, I think [46:36] it is something that we could [46:38] have definitely found a way to [46:40] navigate around. But I don't [46:43] know, I have difficulty [46:45] understanding why you have to [46:46] come to question period. And put [46:49] me in a position where I have to [46:52] explain something uncomfortably. [46:55] >> I just wanted to know if you [46:57] are in favour or not. I know you [47:01] cannot change your vote. [47:02] >> So I ask the question? [47:04] >> I was just wondering. I [47:06] didn't know what your reasoning [47:07] was. I have the bylaw in front [47:09] of me and I thought well, if you [47:13] could see the parts you didn't [47:14] like about, it I could sort of [47:16] look back and forth. [47:18] >> I'm interested, I'm genuinely [47:21] interested. [47:22] >> As a citizen, I think I can [47:23] look at it. I don't have to make [47:24] a decision, I could just say [47:26] maybe that's right. [47:27] >> What would you gain? [47:29] >> What would I gain? I would [47:31] again knowledge of what is going [47:33] on. You know? I'm not going to [47:35] gain anything. I will come to [47:41] Council meeting to understand as [47:42] best as possible what is coming [47:44] on. [47:47] >> That's not the way I see it. [47:49] >> I am just telling you how it [47:51] is. That is why I come to the [47:54] council meeting, I started a [47:55] long time ago, and is cause I [47:57] found it interesting, I wanted [47:59] to see what was going on every [48:00] month. I started a long time [48:03] ago. [48:06] >> Thank you, Miss Weaver. [48:10] Sheila Larsen? [48:16] >> Thank you. I lasted before [48:20] you on December the 5th, at [48:22] which time I was mentioning [48:24] about how good it is that the [48:26] West Island finally has a [48:28] tenants association in place. At [48:34] that time, I brought up a [48:38] question about, the other thing [48:40] that had happened just before [48:41] then was that really tragic fire [48:44] in the apartment building in [48:45] Dorval. And in that case, one of [48:48] the things that occurred was the [48:51] residents of the apartment [48:53] building who did not have [48:54] insurance of their own were than [48:57] in very dire straits and there [49:00] was no resource to help them. [49:03] When I came on December the 5th, [49:05] I had sent information by email, [49:07] and I subsequently sent more [49:10] information by email as has the [49:17] CALODI staff. It was about a [49:20] program that exists about the -- [49:26] for the municipalities to apply [49:28] to be a part of and and didn't [49:37] know that they had to apply for [49:39] this Québec program to provide [49:42] urgent support to people who [49:44] might be victims of being [49:46] homeless because of a fire. At [49:48] the time, my question was [49:52] received with great interest. [49:55] And I did hear from a few [49:57] councillors that it would be put [49:58] on to a caucus meeting. But [49:59] since then, I haven't heard [50:01] anything, and I haven't read [50:04] anything, or any kind of [50:05] announcement about it. So I'm [50:07] asking the question, partly [50:10] because my understanding at that [50:11] time was that there was a [50:12] deadline for municipalities to [50:15] apply before December the 31st, [50:17] which is now gone past. And I [50:20] wanted to know what was the [50:22] decision of Pointe-Claire. Are [50:24] we going to have that kind of [50:26] support service or even apply [50:29] for it through the Société [50:31] d'habitation du Québec, [50:39] . [50:40] >> I remember a conversation. It [50:44] was kicked around. I don't think [50:46] that anything conclusive came [50:47] out of the conversation when we [50:49] brought that around. Was there [50:51] something conclusive? There was, [50:54] what was it? [50:57] >> We decided against following [51:00] through with that because it was [51:02] not just receiving money from [51:03] them, it was that Pointe-Claire [51:05] had to pay the majority of it. [51:08] And then there would be some of [51:09] it matched from that government, [51:13] and with the time delay that we [51:14] had, we were not prepared to [51:16] follow through with that until [51:17] we had done more research into [51:19] it and discussed and more. I [51:23] believe that Madame Verdon can [51:26] give more details about the [51:27] exact grant process. [51:28] >> Yes. The grant process, we [51:33] need to have an agreement with [51:37] -- that we are not allowed right [51:39] now to have because we don't [51:41] have the right, it is quite a [51:42] bit complicated. So we have [51:47] decided to talk about -- and see [51:52] if we can do something [51:53] altogether or not. So we are at [51:55] the stage right now. [51:57] >> Okay. I am going to be [52:00] hopeful that the spirit of [52:01] Pointe-Claire is one that wants [52:02] to help its citizens that might [52:05] need help. And with all of the [52:07] concerns about the cost of rent [52:10] and everything, there is more [52:12] and more people who probably [52:14] can't afford insurance as well [52:16] as their rent and their food. I [52:19] hope to hear that we are [52:23] progressing with something that [52:24] wants to provide whatever [52:26] support system can be provided [52:27] for our residents. I am not a [52:30] tenant myself, it is not for me, [52:32] but it is for people who are. [52:35] And we do have a lot of tenants [52:37] in Pointe-Claire, and that is a [52:39] good thing. A lot of those [52:40] apartments are affordable. And [52:41] that is a good thing. So what [52:44] can we do to support them should [52:46] they come into a crisis? My [52:50] second question is because this [52:53] morning I actually wanted to [52:56] pick up the phone and call [52:57] Public Works, because my [52:59] recycling bin, I live on vibrant [53:02] him Avenue, the recycling bin [53:05] was still on the street. It [53:07] wasn't picked up. So I had my [53:11] new little booklet with all of [53:15] the dates and the changes, the [53:18] recycling schedule, and stuff. I [53:21] grabbed it to phone public [53:23] works. And discovered to my [53:26] horror not not on any page of [53:30] this booklet put out about [53:33] public works is the phone number [53:35] for public works. I found my old [53:38] one, which I hadn't put into [53:41] recycling yet, and right there [53:43] on page two, which is general [53:46] information, is the email [53:48] address and the phone number of [53:50] public works. But in the [53:52] brand-new one, not anywhere. Not [53:56] anywhere. Now, what it does say [53:59] in many places it is check the [54:01] website. Look at this link to go [54:04] and put your -- whatever, go [54:06] into this QR code. I'm not want [54:11] to do smart phone stuff. And [54:14] when there's something like can [54:16] you please, by the, way I did [54:18] manage to phone because I found [54:19] my number in my old book, and [54:21] you can bet your boots I will [54:23] transfer it. I think every [54:25] citizen of Pointe-Claire should [54:27] receive the phone number for [54:28] public works and maybe an [54:30] addendum can be sent out to [54:32] everybody by mail and not only [54:35] by mail may be, so that they [54:38] know how to reach public works. [54:40] I called, got somebody right [54:42] away, and within an hour or [54:44] recycling bins were picked up. [54:45] But what shocked me was the fact [54:47] that we were ignoring the fact [54:48] that many people in our [54:51] community are not computer [54:53] savvy, are not able to get [54:55] information that way. And [54:58] really, a phone number? It [55:00] should have been there. [55:02] >> It was somebody young who [55:04] probably put that together. And [55:06] I agree with you 100%. And even [55:09] if you tried the electronic way, [55:12] you then do not have a password [55:13] or you forgotten your password. [55:16] Then they send you a [55:17] confirmation to correct [55:18] everything on your phone. Which [55:20] neither of you know how to use. [55:22] So I hear you loud and clear. [55:24] And there's people of a certain [55:27] age and I would include myself [55:29] in it, that frustrates me. And [55:32] we should include a phone [55:33] number. So your point is well [55:35] taken. [55:36] >> I hope it can get corrected. [55:38] We get phone calls when there's [55:39] an emergency or when we have [55:43] supply, or whatever, maybe eight [55:44] phone call would be a great [55:47] idea. [55:48] >> I just want to say something, [55:50] Sheila. I am right there with [55:51] you. To be honest, I just got [55:54] the guide so I haven't looked [55:55] into it I think anyone who sat [55:57] with me on council since 2013 [56:02] now I find that I could [56:04] advocate, I used that before, [56:06] for people who do not have [56:08] access to the internet. Or a [56:12] smartphone and we just had this [56:14] conversation about a QR code [56:15] because it drives me nuts when I [56:17] can't find the menu, so I'm a [56:19] little bit old-fashioned like [56:21] that. We will definitely see how [56:22] we can do that. It is a constant [56:25] with me. Even if they have a [56:27] cell phone, many cannot afford [56:28] to have internet. And that is a [56:30] big thing that we have to think [56:32] about. I have five senior [56:35] residents right next to you. We [56:36] know all about it. And we do [56:39] have to remember that. I know [56:40] that everyone is pushing hard [56:42] and it's going to be cheaper, [56:43] it's going to be faster, but [56:46] people still need to have access [56:47] to that information. Thank you [56:49] for bringing it to our [56:51] attention. You can always call [56:52] me if you need anything. [56:54] >> Probably we would have called [56:56] you tomorrow if the meeting was [56:58] not tonight. [57:00] >> Thank you, I appreciate that. [57:03] >> I do think it was probably an [57:06] oversight, maybe as you said, [57:08] somebody young who doesn't even [57:09] think of phones anymore. I do [57:12] think that this correction [57:13] should be made because of the [57:15] vast population of seniors, [57:17] including me, need to receive [57:19] the information by the way the [57:21] City gives information now, and [57:23] they should have that as a [57:25] correction. We forgot this [57:26] important information, you need. [57:29] >> I am with you 100%, Sheila. [57:33] >> Lynn, Conway -- [57:47] - Bonsoir. >> Good evening. If [57:49] we call the main number you'll, [57:56] they can transfer us. That is [57:59] what I usually do. [58:02] >> But that number was not on [58:05] their. [58:06] >> I just memorized it. But I [58:11] agree with you that there is [58:12] that option. [58:17] >> I would suggest that in [58:21] Pointe-Claire, there are some [58:22] homes that were built in the 19 [58:24] 50s or so, before, that are [58:26] being demolished and prints are [58:30] being given from mega homes. I [58:32] would suggest, and I hope that [58:35] we can maybe build more [58:38] duplexes, triplexes, side by [58:40] side duplex, for example, at the [58:45] last-minute list in committee, [58:46] and the developer wanted to [58:50] build a mega home with a two car [58:53] garage. It is only when somebody [58:56] from the audience, somebody [58:59] president pointed out that in [59:00] this district, you should only [59:02] have a one car garage. So it is [59:05] only when this person mentioned [59:08] this that it was being [59:10] considered. Otherwise a [59:13] developer or a citizen asked for [59:17] a demolition permit, where are [59:21] the bylaws? I don't understand [59:24] why the developer doesn't [59:26] already know what the bylaws [59:27] are. Because you prepared all [59:29] these documents and the [59:30] presentation for a two car [59:32] garage. [59:34] >> We were just having that [59:36] conversation this evening. It [59:38] seems to be evolving towards two [59:40] car garages as the standard [59:43] operating procedure in our CCU. [59:48] So the evolution seems to have [59:50] taken it in that direction. [59:52] >> Considering most people don't [59:54] park there crawl cars in a [59:56] garage and having into car [59:58] garage seems like having a mega [59:59] home instead of if we would [1:00:01] build a triplex would you need a [1:00:04] garage at all? If there is a [1:00:08] housing, we are being told all [1:00:09] the time that there is a housing [1:00:13] crisis. [1:00:14] >> Well, I hear where you are [1:00:15] going with that. If we build [1:00:16] smaller houses they would also [1:00:17] be more affordable. Even semi [1:00:20] detached. We can get more [1:00:22] affordability and we can use our [1:00:24] land space is a lot better. [1:00:27] There are all kinds of ways. If [1:00:29] we want to densify multi level [1:00:32] residential has huge huge [1:00:34] parking demands. Absolutely. We [1:00:38] have to deal with that and the [1:00:41] large home, whatever you want to [1:00:44] call it, is an issue. Not only [1:00:48] that, but we lose the tree [1:00:50] canopy because we have smaller [1:00:52] houses on bigger lots, then we [1:00:54] lose our tree canopy, so you [1:00:56] take down more trees to take [1:00:58] down more of the lots. There are [1:00:59] all kinds of reasons why I agree [1:01:01] with you on what you just said. [1:01:03] >> Considering there were many [1:01:05] homes that were built in the 19 [1:01:06] 50s or before that are being [1:01:08] demolished for new homes. I [1:01:10] think this is a good opportunity [1:01:14] to build more units. Not always [1:01:18] a condo as a solution. [1:01:21] >> I agree. And multi level [1:01:24] residential. Not necessarily [1:01:26] multi residential it is the [1:01:28] solution. They are wonderful [1:01:29] ways of dense frying without [1:01:31] going up to the skies. Without [1:01:35] losing sunlight and creating [1:01:36] wind tunnels. There's all kinds [1:01:38] of ways to densify and being [1:01:39] more places for people to live. [1:01:41] I agree with you. And a monster [1:01:44] house is not the best way for [1:01:45] sure. [1:01:46] >> And when were the building [1:01:47] bylaws going to be changed for [1:01:48] this, on the table? [1:01:51] >> It is not on the table at the [1:01:53] moment, but we have talked [1:01:54] about, it we actually talked [1:01:55] about it tonight about trying to [1:01:57] change, or evolve our building [1:02:00] bylaws. When that will happen, I [1:02:03] can't assure you. [1:02:04] >> The citizen participation, I [1:02:07] found that there was not much [1:02:08] discussion about this. [1:02:11] >> Yes, there wasn't a [1:02:14] consultation -- [1:02:15] >> There was not a lot of focus [1:02:16] on this. [1:02:17] >> Well, there wasn't a lot of [1:02:20] focus on things I would've [1:02:21] liked, in my opinion. But I [1:02:23] concur with you on that. Was [1:02:25] that not touched upon? It, was I [1:02:27] believe it was, yes. Do you have [1:02:31] a subsequent question? [1:02:32] >> No, that is all, thank you. [1:02:34] >> Thank you. Sandy fuller? [1:02:44] >> Good evening everyone, can [1:02:45] you hear me? Mister Thomas, I [1:02:50] would like to resume our [1:02:51] conversation that we had in [1:02:53] January, concerning the steps [1:02:58] and explanation on how your -- [1:03:01] with your lawsuit, how this is [1:03:03] paid for by the City. By the [1:03:07] insurance of the city. I'm [1:03:09] wondering if you could explain [1:03:11] that. [1:03:12] >> You want me to explain it? It [1:03:13] is very simple. It is done for [1:03:14] all mayors. It is done for all [1:03:16] elected officials. It is because [1:03:19] people with a lot of money, or [1:03:20] large developers can put a [1:03:22] lawsuit on just about anybody, [1:03:24] and it is a method of [1:03:26] intimidation. It can be a method [1:03:27] of intimidation. And it gives an [1:03:30] advantage to people with the [1:03:31] greatest amount of money. And [1:03:33] politicians are not necessarily [1:03:35] people with the greatest amount [1:03:36] of money, but yet they are put [1:03:37] in place to stand up and defend [1:03:39] the rights of citizens. There [1:03:41] are procedures and laws in place [1:03:42] to protect politicians that [1:03:44] allow them to defend the [1:03:45] citizens and not be intimidated [1:03:48] or denigrated by people of [1:03:50] greater means who are willing to [1:03:51] use courts which are costly as a [1:03:52] means of intimidation. So in all [1:03:55] municipal politics, there are [1:03:58] specific procedures. It is [1:03:59] guaranteed. It is guaranteed in [1:04:01] our constitution that mayors, [1:04:03] such as myself, are protected [1:04:05] for exactly that reason so that [1:04:06] they could do their jobs [1:04:08] properly. [1:04:09] >> And are you allowed to choose [1:04:10] the firm that will represent [1:04:12] you, or do you have to go with [1:04:14] the firm -- [1:04:15] >> I was consulted, but in the [1:04:18] end, it is the recommendation of [1:04:19] the actual insurance company, in [1:04:21] my case, the insurance company [1:04:22] had the say over it. [1:04:24] >> Okay. [1:04:25] >> But they tried. They were [1:04:26] very nice. They tried to make it [1:04:29] as amenable a process as it [1:04:31] could be. And they did an [1:04:32] excellent job. They were very [1:04:33] good. [1:04:34] >> Are you able to tell us what [1:04:36] happens if you lose your case? [1:04:40] >> I can't say anything on that, [1:04:42] because out of prejudice, what [1:04:44] will happen in the future. We [1:04:45] will see, the facts are before [1:04:46] the court, and justice will [1:04:48] prevail. There will be a [1:04:50] decision. I can't say beyond [1:04:53] that, I can predict the future. [1:04:56] >> Okay. [1:04:57] >> Thank you. [1:04:59] >> Mister Mayor three names were [1:05:01] added to the list. Ralph still [1:05:04] chick, Danielle litter, and Gary [1:05:08] spiller. [1:05:11] >> Ralph? [1:05:18] >> Hello, good evening. I was [1:05:22] here at the December council [1:05:23] meeting, and I had asked about [1:05:28] the -- everyone can hear? I was [1:05:30] at the December council meeting, [1:05:32] and I had asked about the [1:05:34] interference with the public [1:05:36] consultations. The public [1:05:37] planning for Pointe-Claire's [1:05:39] future by the City. And the [1:05:42] consultant had advised us at the [1:05:44] last meeting that he had been [1:05:47] instructed strictly by the City [1:05:48] to eliminate any mention of [1:05:51] Fairview forest in the reports, [1:05:53] and that he was forbidden to [1:05:54] allow any discussion of Fairview [1:05:56] forest after the consultation [1:05:58] meeting on the environment. This [1:06:00] was despite the magnitude of the [1:06:03] forest issue. And curiously, [1:06:08] actually, it was after the [1:06:09] citizens at all of the public [1:06:14] consultation is already voiced [1:06:16] support of preserving Fairview [1:06:18] forest. And in response to my [1:06:21] questions at the December [1:06:23] meeting Miss Thibault responded [1:06:25] that there were a concerns, but [1:06:28] that now considering the issue [1:06:30] we could have a public [1:06:32] consultation on Fairview forest. [1:06:35] And so here we are now beginning [1:06:37] of March, and I would like to [1:06:39] know what is happening with [1:06:41] public consultations and not [1:06:45] interfering with them, and being [1:06:47] allowed to have meetings where [1:06:50] we voiced support or not for [1:06:52] Fairview forest. [1:06:54] >> I thank you for your question [1:06:56] and it has some bearing on what [1:06:58] Miss fuller just asked. Because [1:07:00] in fact, the lawsuits that are [1:07:03] present had very much a bearing [1:07:06] on our consultation process, [1:07:09] which it shouldn't. I was quite [1:07:12] deterred by that when it was [1:07:13] brought up. And I've been [1:07:15] subsequently on that to try to [1:07:16] get another session where we [1:07:18] will speak to the private urban [1:07:21] canopy, or private forest, or [1:07:23] green spaces. At one point, [1:07:27] everybody agreed that we should [1:07:28] still try and get the subsequent [1:07:31] consultation on that. I will let [1:07:35] Madame Verdun clarify. It is [1:07:39] going to cost more to do the [1:07:41] subsequent consultation. It was [1:07:44] supposed to go and come up with [1:07:46] a sum for the additional [1:07:49] consultation. Which I will [1:07:51] absolutely try to insist on. I [1:07:53] think without doing it we almost [1:07:56] avoided for the consultation [1:07:59] process and I think it would [1:08:01] have been a loss of public [1:08:02] funds. I think it absolutely [1:08:04] have to be addressed. The firm [1:08:07] that was doing the consultation [1:08:08] has yet to come up with an [1:08:10] estimate of what the [1:08:11] consultation will cost. We are [1:08:13] now going to tender for another [1:08:16] firm to potentially do that [1:08:18] consultation which is not the [1:08:19] same firm. It is kind of not a [1:08:21] good thing in, my opinion. But I [1:08:23] will let Madame Verdun clarify [1:08:25] if I have gotten some of that [1:08:28] wrong. [1:08:31] >> Yes, we ask for an addition [1:08:33] of the contract on the firm. But [1:08:35] they are now working on the [1:08:37] public trans -- so they have to [1:08:42] prepare something. For now, we [1:08:43] didn't receive yet in the offer [1:08:47] from that firm. But if they [1:08:51] decide for any reason because [1:08:53] I'm not in their company, who [1:08:55] will have maybe to go for the [1:08:58] offer. So we do not know yet, we [1:09:00] are still waiting a little bit, [1:09:01] but it is and discussion. For [1:09:04] the next step. For the public [1:09:07] consultations. [1:09:09] >> Okay. To be continued, I [1:09:11] guess. [1:09:12] >> Thank you for doing that. [1:09:13] Here is hoping it will be [1:09:15] continued. The thing for me is [1:09:17] people wonder why the RCI is a [1:09:19] lengthy process. This is an [1:09:22] unfortunate bump that is going [1:09:23] to cost -- none of us wanted. We [1:09:28] are going to have to get [1:09:29] somebody else to do a [1:09:30] consultation which takes time [1:09:32] and which will drag out the [1:09:33] process. Which is truly [1:09:35] unfortunate. So this is what [1:09:36] happens in this kind of process, [1:09:38] which is not the fault of [1:09:40] anybody but the fact that it is [1:09:41] very difficult to get these [1:09:42] things done in an immediate [1:09:45] period of time, it is a shortage [1:09:47] of people that can do [1:09:49] consultations, people who go to [1:09:51] tender, it is a lengthy process. [1:09:54] Rest assured, I will push, and [1:09:57] nagged, and complain until we [1:09:58] get that final consultation. [1:10:01] Because I feel personally that [1:10:02] if we don't, we will have failed [1:10:04] somewhat in the what we are [1:10:05] trying -- in our objective here, [1:10:07] thank you for your question. [1:10:08] >> I just want to comment a [1:10:10] little bit on what you said [1:10:11] there. Nobody is at fault, [1:10:16] because, sorry, and I believe [1:10:19] that if the City had not [1:10:21] interfered with the public [1:10:23] consultations in the first place [1:10:24] this wouldn't have been a [1:10:26] problem at all. And I understand [1:10:29] and appreciate the reasoning [1:10:31] that is given. But in the back [1:10:33] of my mind I've got to say that [1:10:34] I am pretty concerned that [1:10:37] throughout this whole process [1:10:38] there is a very political aspect [1:10:40] to it and I worry that that will [1:10:44] end up -- who is moving these [1:10:48] issues? There are no real [1:10:49] judicial concerns and I do not [1:10:54] understand how we ended up in [1:10:55] this place unless there was a [1:10:56] political aspect to it. That [1:10:58] worries me a great deal. And I [1:11:01] hope that we can see it through [1:11:05] successfully. And I kind of was [1:11:07] wondering since the public [1:11:09] consultations that have already [1:11:11] occurred, quite firmly, first [1:11:13] and foremost over everything is [1:11:15] said to preserve the forest. [1:11:17] That was clear. Meeting after [1:11:19] meeting. And to now have another [1:11:23] consultation rally other [1:11:25] politics, and what happens if [1:11:27] you have conflicting arguments [1:11:30] again, and what happens to the [1:11:32] previous consultations which [1:11:34] already had some considerable [1:11:38] things to say? The conflicts and [1:11:43] complications here could be and [1:11:44] lists. [1:11:45] >> Are you suggesting not to [1:11:46] have the subsequent [1:11:48] consultation? [1:11:49] >> I'm not suggesting anything. [1:11:51] I'm saying that by interfering [1:11:53] with the process in the first [1:11:55] place, I worry about it being [1:11:57] political. [1:11:58] >> Councillor Stork? [1:12:01] >> I can assure you that there [1:12:02] is no politics involved on my [1:12:04] side of this equation. [1:12:09] >> Thank you very much. [1:12:11] >> Next name? Danielle? [1:12:22] - On peut vous amenez le micro, [1:12:23] si vous voulez. [1:12:26] (inaudible) [1:12:35] - Non, non, c'est bien. I am in [1:12:40] the Municipal District of [1:12:41] Councillor Eric, Stork. I really [1:12:45] can only make it brief because [1:12:47] we really don't have much time [1:12:49] to have a discussion. But I [1:12:51] would like to bring you the [1:12:53] headlines. We will follow up. We [1:12:56] were talking about the sauna [1:12:59] question, whether it would be [1:13:02] possible to reopen the male and [1:13:05] female public saunas at the [1:13:09] Pointe-Claire aquatic center. We [1:13:13] met at the generals conference [1:13:16] table a few weeks ago and we [1:13:18] haven't received the latest [1:13:20] report like what is the [1:13:22] decision? Are we going to reopen [1:13:25] it before the construction of [1:13:28] the main floor lockers in 2026? [1:13:33] Or are we going to look at every [1:13:36] way possible to give the benefit [1:13:40] to the public? I don't know who [1:13:47] can answer. [1:13:49] >> We have the expert in the [1:13:51] room Mr. Gerard? [1:13:55] >> For the saunas [1:13:58] - Pour le centre aquatique, [1:14:00] l'analyse est en cours avec le [1:14:01] service des immeubles. On est en [1:14:02] train de regarder également au [1:14:04] niveau du CRS au pour voir ce [1:14:07] qui pourrait être fait en termes [1:14:09] de ressources pour activer les [1:14:11] valeurs de ce côté-là. Dès qu'on [1:14:12] a plus d'informations, je vais [1:14:13] vous informer à ce sujet. [1:14:15] - Merci. [1:14:17] >> Thank you, I just have a few [1:14:19] more points. Do sought me [1:14:20] because I don't have -- I have [1:14:24] the issue about the solar [1:14:25] panels, yes. The micro grid [1:14:29] networking of solar panels on [1:14:33] the surface of the rooftops here [1:14:37] in the municipality of [1:14:39] Pointe-Claire Trans-Canada [1:14:41] Highway from sources all the way [1:14:43] to St. Charles boulevard. The [1:14:47] proposal has been made to [1:14:49] Service Canada to consider for [1:14:52] an application to make it [1:14:54] possible for us to fund ideally [1:14:56] local young people from the [1:14:59] municipality of Pointe-Claire to [1:15:00] help us develop a renewable [1:15:02] energy project that would best [1:15:05] respond in a short term to the [1:15:07] need for a backup. Emergency [1:15:10] power that could be created with [1:15:12] renewable energy, solar panels, [1:15:15] wind turbines. But I did ask the [1:15:21] City back in January, if we [1:15:23] would have any support. I have [1:15:26] not received any formal [1:15:29] response, so I don't know what [1:15:31] the position of the city's. In [1:15:34] helping us create meaningful [1:15:36] career opportunities for a new [1:15:39] generation of young residents. [1:15:42] Not only here in Pointe-Claire, [1:15:45] but wherever we get a new [1:15:48] generation of young families to [1:15:52] move to Pointe-Claire, because [1:15:54] they believe in Pointe-Claire's [1:15:57] future. Tara spawned to the [1:15:59] urgent need to look at how we [1:16:02] can contribute to fight global [1:16:06] climate change locally. We have [1:16:09] this idea of having solar panels [1:16:12] on industrial roof tops. I can't [1:16:15] do it alone. We do need more [1:16:20] support than what we have [1:16:22] received over the last two [1:16:24] months. I did make a call to the [1:16:27] MP's Office, Francis carpal each [1:16:29] of is responsible as our [1:16:32] representative at the federal [1:16:34] level. We have not received a [1:16:36] call to meet with our MP. This [1:16:39] is going into a month now. I [1:16:42] don't think that is right, but [1:16:44] maybe that is one way the City [1:16:45] can help us get a meeting with [1:16:46] our Federal representative. Much [1:16:50] faster. Service Canada makes [1:16:52] decisions for the region, we [1:16:54] like that decision to benefit [1:16:56] more Pointe-Claire residents. [1:16:59] And it will only happen if we're [1:17:01] take we work together on this [1:17:02] project idea. So, that's just [1:17:05] one thought here. [1:17:07] >> I will give you one more, [1:17:09] Mister. I will give you one [1:17:11] extra. Because that's two. Do [1:17:13] you want me to answer that at [1:17:15] the moment or the second one? Do [1:17:17] you want me to answer that right [1:17:19] away -- [1:17:20] Tout de suite, je peux répondre [1:17:21] tout de suite. >> You can [1:17:22] because this is timely -- [1:17:23] >> I love your project. I mean, [1:17:24] you recall in our meeting with [1:17:26] us that we, the City actually [1:17:28] applies for those, that funding [1:17:30] ourselves. I think part of the [1:17:32] concern was that if we supported [1:17:34] yours, it would be in conflict [1:17:36] with ours. I confess, I quite [1:17:39] like yours. It may even be [1:17:41] better. So, personally I quite [1:17:44] like where your head is at and [1:17:45] what you proposed. I like what I [1:17:47] read, I thought it was good. I [1:17:49] personally would sort. You know, [1:17:50] I can't speak for everyone else [1:17:52] and I can't speak for the city, [1:17:53] but I quite liked what I read [1:17:54] and what your initial -- was. We [1:17:58] are simply applying for money [1:17:59] from the federal government. [1:18:00] It's like a Young Canada Works [1:18:02] project, effectively giving you [1:18:04] work in the environmental -- [1:18:06] environmental initiatives in the [1:18:08] municipality. Am I correct? That [1:18:10] was your objective? [1:18:11] >> I didn't quite give the [1:18:13] question but I think we're going [1:18:14] into funding and not only a [1:18:16] federal level, but also the [1:18:18] municipal level. I found out [1:18:20] maybe six months ago that the [1:18:21] City does have a community [1:18:24] development fund. But you have [1:18:27] to make an application and I [1:18:30] believe the meeting next meeting [1:18:31] is in April. [1:18:34] >> So make an application. Make [1:18:35] an application. We [1:18:38] >> Knowing that there is a [1:18:41] possibility that there may be [1:18:42] some money. I'm not talking, you [1:18:45] know, a lot of money. But that's [1:18:46] another way you can support the [1:18:49] local community group that is [1:18:50] trying to make this the initial [1:18:54] two to develop a strategy to [1:18:57] help us respond to the needs -- [1:19:00] >> So the answer to that is just [1:19:01] send an email and we will pass [1:19:03] it on, we will see what we can [1:19:04] do. Your third question, and I'm [1:19:06] giving you one extra here [1:19:07] because -- [1:19:09] >> Okay, so there are 12 [1:19:11] questions here that I cannot [1:19:12] follow up on -- [1:19:13] >> We've got to move on. Kind [1:19:14] gentlemen to the right of you [1:19:15] has a question. [1:19:16] >> I will give you one more if I [1:19:17] can, one more. But this is going [1:19:19] back -- [1:19:20] >> Quick. [1:19:21] >> We're going back three, four [1:19:22] months now. Composting. Where I [1:19:24] reside, we have no way of [1:19:27] composting our food waste other [1:19:28] than, you know, whatever small [1:19:30] in the City of Pointe-Claire [1:19:33] makes -- requests that you put [1:19:34] under the kitchen sink. But once [1:19:36] you have that filled up, there [1:19:39] is no compost bin in our [1:19:42] building where we can bring the [1:19:45] compost to the building, right? [1:19:46] So there is no, to my knowledge, [1:19:49] bylaw that requires that owners [1:19:52] of these municipal high-rise [1:19:55] buildings to residential [1:19:56] buildings, just think of all [1:19:58] those on Hymus and St. John [1:20:01] Boulevard. Where are they going [1:20:02] to put all their food waste, [1:20:04] right? There is one compost bin [1:20:08] at the park down the road that [1:20:11] is visible to the neighbourhood. [1:20:15] But we have to go from our [1:20:18] neighbourhood to another [1:20:20] neighbourhood to bring our food [1:20:22] waste. I thought, well, could we [1:20:24] do better? Could we look at, [1:20:26] could we not have a compost bin [1:20:29] for every municipal district? [1:20:31] And that district of ours, I [1:20:34] think there is an ideal [1:20:36] location, you know, public [1:20:37] works, people do this, you know? [1:20:40] The contractor that already has [1:20:42] the rights could look at a [1:20:45] recommended site and that would [1:20:46] be between the building at 6500 [1:20:50] Trans-Canada Highway, lets the [1:20:51] M.O. building, and our building, [1:20:54] 17 -- because there's a pathway [1:20:57] that's administered by the City [1:20:58] of Pointe-Claire, park benches, [1:21:02] lampposts, trees, shrubs. [1:21:03] >> Okay, who knows. [1:21:05] >> It's an ideal location. [1:21:06] >> I'm going to pass it, I mean, [1:21:08] composting and where to put it [1:21:09] is a whole other issue but I [1:21:10] will tell you, I will give you a [1:21:12] personal example. I study, I did [1:21:15] my PhD at Carleton, I lived in [1:21:17] Ottawa for four years. Then I [1:21:19] taught at RMC a Kingston, I [1:21:21] lived in apartment buildings [1:21:22] large apartment buildings both [1:21:24] times. Ontario where 100 years [1:21:26] ahead of us. As far as they had [1:21:28] all that done in the buildings. [1:21:30] Composting was done, you can [1:21:31] divide it up and it was done -- [1:21:34] decade ago, more than that. This [1:21:36] was at 95, as I recall. So, mind [1:21:41] numbing that we are not there [1:21:42] yet here in Pointe-Claire, I [1:21:43] agree with you 100%. As to [1:21:45] whether we can find places to [1:21:46] put the compost in, is that what [1:21:48] you're suggesting? [1:21:49] >> Right. [1:21:50] >> I will turn it over to Madame [1:21:52] Verdun on that one. We [1:22:04] -- It's more complicated than [1:22:06] people think and it's something [1:22:09] that is you have to take care by [1:22:11] the owner also of the building. [1:22:13] So, I can only tell you that we [1:22:17] have tables -- Montréal to see [1:22:19] what we can do not only for big [1:22:21] buildings, for hospitals, -- we [1:22:24] are working on that issue to be [1:22:26] sure that each addition will [1:22:28] have a compost solution in the [1:22:30] future. [1:22:31] >> Thank you. [1:22:33] >> On that point, it would be [1:22:36] great to know that the City of [1:22:37] Pointe-Claire does support the [1:22:40] environment committee. We've [1:22:44] been trying to get an [1:22:45] environment committee meeting [1:22:47] open to the public since last [1:22:52] summer. Sophie parity was at the [1:22:55] time the coordinator [1:22:58] communicating with me and others [1:23:00] on the latest for the actions [1:23:05] that are being taken considered [1:23:07] by members of the Environment [1:23:09] committee. I am told there is no [1:23:12] set meeting now. Who can tell me [1:23:15] when the City is going to commit [1:23:17] to having regular monthly public [1:23:20] meetings, so that we can work [1:23:21] together and solve some major [1:23:23] problems? [1:23:24] >> Okay, well we have the two [1:23:25] councillors sitting here who are [1:23:26] on the environmental committee, [1:23:28] so I will let them answer. [1:23:29] >> There was just a complication [1:23:31] with booking with all the [1:23:32] transition, but we used to have [1:23:34] monthly, bimonthly meetings. The [1:23:36] next, I believe, is the first [1:23:37] week of April. Yes, and we will [1:23:39] go back to our regular [1:23:41] scheduled. We have incredible [1:23:43] individuals on that committee [1:23:44] and I'm sure, so if you give [1:23:45] your concerns to the committee [1:23:47] members, it's not just drop in [1:23:49] for public members, it's for [1:23:50] those who've applied and went [1:23:52] through an interview process to [1:23:53] be on the committee. But if you [1:23:54] have a desired topic, the [1:23:57] committee will actually look at [1:23:59] it. We have a various suction of [1:24:02] areas of concern for residents [1:24:04] that have been brought up that [1:24:05] we try to address as we go [1:24:07] along. [1:24:08] >> -- It's a public invited? [1:24:09] >> No. [1:24:11] >> -- [1:24:12] >> Sorry, but you can talk to [1:24:13] Gary -- tile him all of your [1:24:14] wonderful ideas and he will [1:24:15] bring it to the table. [1:24:16] >> Councillor Tremblay, anything [1:24:17] to add? [1:24:21] >> Hi, my name is Gary spiller, [1:24:23] I'm on the environment committee [1:24:24] so I'm looking forward to the [1:24:25] next meeting in April. I just [1:24:28] like to cup -- I've been [1:24:30] interacted with all the [1:24:31] councillors and I have nothing [1:24:33] but positive things in terms of [1:24:35] my interaction. Mr. Councillor [1:24:37] Bissonnette is my councillor. If [1:24:38] I phone him up, he answers right [1:24:40] away. Mayor that's great, Eric [1:24:44] Stork I had a meeting with Mr. [1:24:45] Cowan and Tara, I was at that, [1:24:49] got a lot of information. And of [1:24:50] course, Bruno and Mr. Tremblay [1:24:54] -- Thorstad-Cullen on the or [1:24:56] environmental committee, so [1:24:57] we've had very good [1:24:58] interactions. And we get good [1:25:00] responses. I -- Daniel Lou tour [1:25:03] about three weeks ago and he [1:25:05] had, because I've had technical [1:25:08] expertise in renewable energy as [1:25:09] well as bio remediation, [1:25:11] environmental issues like that. [1:25:14] We were discussing the idea of [1:25:17] rooftop solar potential. So, -- [1:25:20] specific rent, I would suggest [1:25:23] that Pointe-Claire should have [1:25:24] an inter governmental affairs [1:25:25] minister. Or an officer [1:25:28] responsible for liaising not [1:25:29] only with other cities, which I [1:25:31] think you do fairly well, but [1:25:33] also with the provincial [1:25:34] government and the federal. [1:25:36] There is obviously a block [1:25:38] there. There is difficulty with [1:25:40] the provincial government. If [1:25:41] there was one person we could go [1:25:42] to, I agree with Mr. liqueur [1:25:45] about access. Somebody we could [1:25:47] call, that would be great. We [1:25:48] had a very good meeting with the [1:25:50] de G and Mr. Gerard in the mayor [1:25:55] three weeks ago discussing Eric [1:25:57] Stork's response about the [1:25:58] saunas and we it was a very [1:26:01] good, quick response. [1:26:02] Technically feasible, there is [1:26:03] no reason why they couldn't plug [1:26:04] them in, for example. Mr. Gerard [1:26:07] was supposed to respond to that. [1:26:09] The problem was I wrote emails [1:26:10] to them and no response. So, [1:26:13] maybe we have to go through the [1:26:15] Councillors, but I'm hoping to [1:26:16] get a response. Mr. Gerard [1:26:18] responded that he's working on [1:26:19] it. The DG was talking about [1:26:22] giving us a contact from [1:26:23] Hydro-Québec because if you look [1:26:24] at the Hydro-Québec website, [1:26:26] it's not pro solar. It says it [1:26:28] takes 28 years to pay off your [1:26:31] solar bill, which isn't true. In [1:26:33] Ontario, it's seven years. You [1:26:34] just look at Ontario, there's [1:26:36] rooftop solar everywhere. And [1:26:38] the Québec Hydro-Québec website [1:26:40] does not have anything about [1:26:42] commercial solar. It's all [1:26:43] residential. So, Mr. liqueur has [1:26:46] introduced us to a two day [1:26:48] seminar tomorrow, if anyone is [1:26:50] interested, we can give you the [1:26:51] details. It is online and they [1:26:52] are going to be talking about [1:26:53] those issues. Hydro-Québec is [1:26:55] talking on Thursday. -- First [1:26:59] question is, the DG, if she has [1:27:01] found a contact of Hydro-Québec, [1:27:03] we would really like to have it. [1:27:05] If you would like to think about [1:27:07] this inter governmental affair [1:27:08] officer, the one stop shop that [1:27:10] we could phone her through our [1:27:12] Councillors perhaps to get [1:27:14] answers on what grants are [1:27:16] available, how we can work [1:27:17] together, and we have a lot of [1:27:18] ideas and input. Not just [1:27:20] through the environment [1:27:21] committee, but through people in [1:27:22] the community in general. So, we [1:27:24] would really like to work with [1:27:26] you to solve these problems and [1:27:27] the last thing was Eric Stork [1:27:30] mentioned and we discussed last [1:27:31] week the this building, this [1:27:34] green elephant in the court of [1:27:35] Ashton and Hymus has been [1:27:37] sitting there. I remember when [1:27:38] it was I and our S O. It was a [1:27:40] Québec research building -- [1:27:42] apparently there is a [1:27:43] contamination problem. Somebody [1:27:45] should be looking into that with [1:27:46] a provincial government. They [1:27:47] should be responsible. Doesn't [1:27:48] matter if they don't own it [1:27:50] anymore. They were the ones who [1:27:53] contaminated it, then they [1:27:54] should be responsible for [1:27:55] cleaning it up. So, there needs [1:27:56] to be test done and again, I [1:27:58] would get after, I would be [1:28:00] willing to go after the [1:28:01] provincial government if you [1:28:02] want. [1:28:03] >> Go, man, go. I give you all [1:28:06] my encouragement. Councillor [1:28:08] Stork? [1:28:09] >> If they don't have it, I have [1:28:11] the West Island Hydro-Québec [1:28:13] commercial contact. [1:28:17] >> Hydro-Québec? [1:28:21] Vous avez le nom de quelqu'un? [1:28:22] >> No, I don't have a name right [1:28:24] now. You know, I'm talking with [1:28:26] Hydro-Québec, what the earth [1:28:29] specific generic email that they [1:28:30] gave me. I don't think it's the [1:28:31] one that you have and it's a [1:28:33] very specific, you know, program [1:28:36] that they have. So even if we [1:28:37] speak with my personal, you [1:28:39] know, contact. We still are [1:28:41] fighting. If you didn't answer [1:28:43] you is because I didn't have the [1:28:44] right -- [1:28:45] >> It's okay, I will send with a [1:28:46] name on Thursday at noon but [1:28:47] please, if I send you an email, [1:28:48] please respond or -- [1:28:50] >> Yeah, but you haven't sent me [1:28:52] an email, maybe in person. [1:28:53] >> If you could do that that [1:28:54] would be great, thanks. [1:28:56] >> [1:28:57] >> We also sent an email to mark [1:28:58] Israel, the head of the manager, [1:29:00] he didn't respond either. [1:29:01] Because they walled Tucson is in [1:29:03] there and we'd like to look at [1:29:04] the possibilities of opening [1:29:06] them up. They said it was too [1:29:08] dangerous for children. I don't [1:29:10] know. We [1:29:11] >> It was spring break -- a lot [1:29:14] of people were on vacation, so [1:29:16] there could've been some delays [1:29:17] an email. [1:29:18] >> Okay, thanks. [1:29:20] >> That being said, oh sorry, [1:29:22] brand. Look, I just like to [1:29:24] thank you for the positive [1:29:25] energy on some of these very [1:29:26] difficult issues. I think you [1:29:27] spoke very well, appreciate it. [1:29:31] >> I'd like to talk to Susan [1:29:34] Weaver. I think the first time [1:29:36] that I saw you action was [1:29:39] against about 15 years ago when [1:29:41] you were an activist trying to [1:29:43] protect Pointe-Claire with the [1:29:49] Rogers power that was going to [1:29:51] go into Beck Park. Because of [1:29:53] your action and your tough [1:29:55] questions, maybe not because of, [1:29:57] but certainly contributed to, [1:29:59] there's no cell tower in back [1:30:01] Park. I want to thank you for [1:30:03] that. I would also like to point [1:30:05] out that Mr. Kilpatrick, when he [1:30:07] came here, he came here because [1:30:09] he believes that he suffered an [1:30:11] injustice on the part of the [1:30:12] city. I think that if he's going [1:30:15] to be a bit emotional and angry [1:30:16] about that, that's quite [1:30:18] understandable and to suggest [1:30:20] that the citizen who's coming [1:30:22] before Council to present the [1:30:26] case against an injustice he [1:30:28] feels he is suffering, to say [1:30:30] that that individual is a plant [1:30:33] is absurd. [1:30:35] >> If that individual has been [1:30:36] given an email, a personal [1:30:39] internal email, it is a plant. [1:30:42] Could we carry on here? We [1:30:46] >> Yeah.
