We communicated [3:55] with our citizens via our [3:57] website and Facebook page. In [4:00] addition, some of the cities [4:01] buildings were affected and we [4:03] had to move crews in to repair [4:05] and water damage. PC VR you, [4:09] Pointe-Claire volunteer rescue [4:10] unit responded to 77 calls. The [4:13] contribution during this [4:14] flooding incident was incredibly [4:17] important. Many other city [4:18] employees also played a vital [4:20] role during this exceptional [4:22] climate surge. I wish to [4:25] sincerely thank each and every [4:26] one of them. According to the [4:28] latest information available, [4:30] 154 millimetres of rain, about [4:33] six inches, fell in Dorval last [4:35] Friday. This was an exceptional [4:37] rainfall, and the sewer systems [4:38] are not designed to handle this [4:40] amount of water. Not only in [4:42] Pointe-Claire, but everywhere. [4:44] When the stormwater network is [4:47] saturated, surfaces overflow [4:55] infiltrate the cemetery network [4:56] through manhole cover openings, [4:58] increasing the flow rate. [5:00] Several stormwater management [5:02] measures have been incorporated [5:03] into the design of our [5:06] infrastructure in recent years. [5:08] In 2017, and 2018, major [5:11] underground retention basins [5:12] were integrated into the Hymus [5:14] Boulevard rehabilitation project [5:16] between Saint-Jean Boulevard and [5:18] man front Avenue. These huge [5:22] reservoirs can accumulate large [5:23] quantities of rainfall until the [5:25] stormwater network can gradually [5:27] absorb it. The capacity of these [5:29] basins as approximately 5 [5:31] million leaders. The equivalent [5:33] of two Olympic-sized swimming [5:35] pools. And recently, our [5:38] retention basin was installed in [5:39] the new public works parking [5:41] lot. Our designs for [5:43] infrastructure projects, rain [5:45] gardens, retention basins, and [5:47] stormwater management schemes [5:48] begun a few years ago and they [5:52] continue year after year to [5:53] address these important issues. [5:56] Much work remains to be done, [5:58] but we continue to integrate and [6:00] innovate in the way we manage [6:02] our water to minimize risks. [6:04] Furthermore, following a review [6:06] of municipal bylaws, we have [6:08] reduced by more than 50% the [6:10] quantity of water permitted to [6:11] be discharged into the [6:13] stormwater system for all [6:15] expansions, parking lot [6:16] redevelopment, and exterior [6:19] re-developments. Industrial, [6:20] commercial, or multi [6:21] development. However, residents [6:23] also have a responsibility to [6:25] protect themselves and to equip, [6:28] maintain their equipment for [6:29] this purpose. Non return valves, [6:32] lift pumps, et cetera. Over the [6:36] next few days we will be taking [6:38] stock of the situation with our [6:39] teams and defining the actions [6:41] that we will be taking to help [6:43] our citizens manage their [6:45] debris. We will also be [6:47] launching a communications [6:49] campaign to better equipped our [6:51] citizens to deal with extreme [6:53] situations like the one we have [6:54] just experienced. What to do, [6:56] and what not to do. But I think the news, I [15:40] don't know where they do their [15:42] research, some news we're [15:43] reporting that it's the first [15:44] time we have this much water. We are here because [20:27] we care about Pointe-Claire, we [20:29] lift your for 31 years. And what [20:32] I see for young families and the [20:33] next generation, they have no [20:35] future in the city. Because for [20:39] kids, adults, no one is able to [20:41] live here in Point clear for the [20:43] cost of housing. Why? Because we [20:46] don't have enough project for a [20:48] single housing. All that is [20:51] going on is high-rise buildings. [20:54] And I want to make it clear [20:55] also, we are not against any [20:59] developers, and we don't work [21:00] with developers or any -- me in [21:04] my family, we support for young [21:10] families. We did it already. But [21:12] young families and next [21:14] generation, that's what they [21:17] need, the support. So I don't [21:18] see any plane until now. Do you [21:19] have any plan for single housing [21:21] for young families? I asked this [21:23] too many times, and some city [21:25] councillors say I am repeating [21:26] myself. I repeat myself because [21:28] I don't see any plan for young [21:31] families to stay in the City of [21:34] Pointe-Claire. [21:36] >> Well, I mean, I can tell you [21:38] what I think are techniques that [21:40] can be used to minimize and to [21:43] help to assist and affordable [21:46] housing shortages of [21:47] accommodation for young [21:49] families. Of course, it's all [21:51] wrapped up in a term called the [21:52] missing middle. But it often [21:53] gets missed diagnosed or [21:55] misinterpreted. The missing [21:56] middle doesn't go much above [21:57] three storeys, and we see a lot [22:00] of densification projects that [22:03] admire the plateau Mario which [22:05] is three storeys, which is [22:07] dense. Duplexes, triplexes, semi [22:09] detached, small town houses, [22:13] there are -- they may almost be [22:15] out of range at the moment, but [22:16] these are simple ways of doing [22:18] it. I was speaking to a citizen [22:20] today in the village who inform [22:22] you that a lot of people are [22:24] residents who have properties in [22:25] Pointe-Claire village would like [22:26] to do duplexes so their kids [22:28] could live in the same building, [22:30] which is for me, it seems to be [22:32] one possible solution. Even if [22:34] that may or may not be a [22:36] portable, who knows. There are [22:38] options out there, that we can [22:40] do besides -- there are some [22:43] small things that as a [22:45] municipality we can do. My [22:46] feeling is, and a lot of people [22:49] concur, that the market -- and [22:50] you think that's market driven [22:52] makes it very hard for anything [22:53] to be affordable. And it's [22:54] really difficult. We had the [22:56] single highest rent increases in [22:58] the country last year. Making [23:01] affordability a real tough [23:02] challenge, because it's hard to [23:04] build in an area where you've [23:05] had the highest rent increase in [23:06] the country. So it's hard to [23:08] build affordably in that area, [23:09] unless you get subsidized Asian. [23:11] That's my short answer for that. [23:16] >> Okay. And also for the [23:18] environment and to preserve the [23:20] green space, I don't see any [23:24] decision from the City Council [23:26] to try to do resolutions to [23:31] preserve -- [23:33] >> A resolution to what effect? [23:36] >> For the forest. [23:39] >> Well, we are still doing our [23:43] consultation or public [23:44] participation exercise, and it [23:46] would be my goal in the future [23:49] to have us have citizen speak to [23:53] that issue. The larger issue of [23:56] privately owned urban forests [23:58] and what point there should be [23:59] thinking about to do with them [24:00] and how they should be handles. [24:02] It's something that we should [24:03] absolutely deal with going [24:05] forward. We should actually -- [24:07] the idea was to get public [24:10] consultation or participation [24:11] prior to making that decision. [24:13] Unfortunately, we haven't really [24:14] had a full feedback on that yet. [24:16] But that is the goal. The goal [24:18] prior to making or planning as a [24:20] city to deal with this, is to [24:22] actually hear from the citizens [24:24] first. That would be my [24:25] preferential strategy on that. You know? And all of the [24:53] land gets barren. We need a new [24:56] city, and some cities they only [24:57] have a few hundred or few [24:59] thousand. Why you don't go and [25:01] populate the city? Instead, we [25:04] have in Pointe-Claire or on the [25:06] island, we have to build condo [25:07] and high-rise buildings. You [25:09] know? We need the government -- [25:10] I'm not talking about you, the [25:12] Government of Québec and Canada [25:13] to build a new city. If they [25:16] keep adding people, adding [25:18] people, but they -- [25:19] >> You want the province to [25:21] build cities? Is that -- [25:23] >> Yes.
