I'm here for the situation that was brought the [11:42] council of the attention on the corner of Street view and I'm I know when we speak about it that [11:48] was going through the traffic committee around the first one I'd like to know if there's any [11:56] recommendations that came from that and what's the status on that if anybody could. [12:01] >> Yep. Yep, I recall dilemma was what to do with the truck and how where they should go [12:07] from there. I can't remember the exact marks just left the room. I've got it would ask him. [12:12] Madame Verdon, do you remember? What the conclusion was on the traffic committee. [12:16] >> In the committee which will give the content of the council. Next week. WE will have you know [12:22] the recommendations and Auguste. I think my. My work pretty well. >> It's working. Ça fonctionne. [12:29] Oui, oui, ça marche. So spending, but it was a good intervention. I thank you. I remember I was in [12:37] the committee and it was serious discussion has to where it was a dilemma has to what to do with [12:46] the trucks where to write them and I'm not sure what the conclusion was there how we were [12:50] going to do that I can't remember the exact conclusion cause we kicked a lot of ideas [12:54] around. >> Because I understand that I'm itself was a transport quebec [12:57] truck routes something would have to go back to quebec, but when they say that that was [13:05] during the time When he was was mostly company in industrial now that you've built so much [13:13] residential and you change something I don't. Well that it's been built by the [13:19] residential. Maybe we can approach transport quebec to have that changed. [13:27] >> I think you. >> Want to and maybe we can work together and get some things and [13:31] how to be about it. >> And you. >> Want that in that. [13:35] >> You know you're a good one and you are correct your defintely correct about that [13:39] right and turn going up still view it is a serious turn and. >> Absolutely that day and when [13:48] the truck turn both of us had to stand back in order to not to get it so. [13:52] >> Now you're taking I'm glad you asked and we will know when you but do you think you're [13:58] going to explain. Thank you, Thank you, sir. Gordon Read. >> Counselor. [14:16] >> I'm my name is going I'm leave on bradbrook. I'm disappointed to be here again [14:20] tonight. I'm here representing the resonance of bradbrook and Craig more in addressing the [14:26] same subject matter we've been highlighting for several years most recently in my where I gave [14:32] a sort of similar smile exactly what the city is planning to do with the dilapidated dilapidated [14:38] and compromise Conditions of avenue West of maywood and what can be done immediately to [14:44] increase the drainage on these streets there's a couple of new points that has come to my [14:50] attention since may and i'd like to highlight and quickly summary. If you don't mind with [14:54] her a lot of words and excuse such a CSC planning type planning processing bodies [15:00] concerns some deflection blowing in Montreal and a lot of political positioning but we [15:06] haven't seen any meaningful work and our official plan to address the situation let me remind you [15:12] of these concerns it's been over and a half years since we first mentioned the need for [15:18] investigating the Underlying foundation of the intersection of Craig and Bradbrook my [15:26] neighbours house made by thinking his year is nine inch below curb label several years [15:30] ago. I was even height to the curb. He said, he can put his hand between the walls and the [15:36] feeling of his basement. It's been suggested a possible think all my existe or may be farming [15:42] and the city engaged and engineering contractors. I believe that was IBS. To assess [15:48] the situation. WE are still waiting to hear the results of this review and I'm again [15:54] requesting immediate release of these results number two. It's been over three years that we [16:02] are in during the noise of traffic thumping over the numerous paths appears that have [16:08] been made to repair the original and ageing sewer and waterline circa sixty imagine yourself [16:14] living by side and listening the vehicle reversing the yellow Torque bridge on a daily basis. [16:20] Pom pom pom pom pom pom pom all day. Long enough. WE are in during crack to our foundations [16:26] walls and ceilings due to the vibrations of the traffic thumping over the patch enjoint [16:34] two more road patches have been added since the council meeting. I'm sure no other street in [16:42] Pointe-Claire has as many patches in a hundred foot spend the city continue to bounded the [16:48] water and sour lines when it's obvious the road must be rebuilt to resolve the issue that we [16:54] have the inside of you would be done about nine ten years ago and has no issues that were [17:02] aware of the West side actually dreamt into the East side yet we have floods something is wrong. [17:10] It's time to immediately dresses the situation and I'm requesting a concrete action itemize plane [17:16] be prepared and disclosed to us before the election. WE do not want to start over with us for [17:24] more years. WE can't afford this anymore a small segway by the way a traffic and that I [17:32] mentioned in may I requested traffic and speed assessment by done. This was done between June [17:38] and June nineteenth. I want to thank you for this the average speed determined by the things [17:46] that were put down was thirty seven point nine KM and how the highest speed was at the. Three [17:54] kilomètres and our. Eighty three kilomètres and our between stops signs, which is it has we don't [18:04] have a problem do we. Eric may have more day to share on this as he has the output from that [18:10] study and also maybe some comments on the determination of the average point three the city [18:20] makes you that the flooding one year ago was a freak storm or the anomalie this might be true [18:24] of the august twenty twenty twenty for disaster, but this doesn't address why the streets [18:30] of bradbrook and Craig more are slow the drain even in less raven's several years ago. WE [18:40] observed warmer temperature start to a car and people said it was anomaly as years ago by [18:46] his temperature continue to rise. It's no longer anomaly. It is now called climate change. What [18:52] if this is also the case with rain patterns Are you ready to gamble with my bed and you're [18:58] flooding again I spend over the thousand dollars because the drainage was not efficient. [19:08] That's my our neighborhood of about forty-five houses had millions of dollars damaged we [19:14] need some work done now, Please why are you waiting residents are anxious every time, we hear [19:24] of rain events coming some people even canceled vacation and trip to monitor their [19:30] basement and you're for possible flooding. This is no way to leave. And this is directly [19:38] responsible for this anxiety. I'm sorry to say but if they should fix it's now time to act [19:46] words and excuses about the need for speed planning and adjustments to not the [19:54] likelihood of another costly disaster for residence in this area. WE can't wait any longer [20:00] for any more excuse no more meetings, No more words. It's time for action. It's the only [20:06] remedy. If we could do it ourselves it would have been done by now. WE need you to step [20:12] up responsibility responsibly and as I mentioned let me highlight a brand new issue that [20:20] comes to my attention yesterday. This is important, Please be aware of this. I have just been [20:26] made aware that residential insurance rights are rising this year for residence in our area [20:34] between thirty-five too fifty-three persons insurance company are indicating that [20:42] certaines areas of Pointe-Claire are now seen as flood risks we don't leave near lake side [20:48] louis, we leave closer to the Tiguan. What you mean flood this my brother-in-law who lives on [20:56] Saint Louis, Just got his coat friday. He baked at the insurance and he called another [21:04] insurers belairdirect who indicated the same rationale and pricing they are blame it on [21:12] Pointe-Claire flooding. It's now costing It's more for the end of this administration. Are you [21:20] willing to give us a tax break to cover this increase insurance costs. I am not used stated [21:26] publicly at the council meetings and in the middle of several of you that our area rx area was [21:36] one of the hardest hits in the city. This is now when it's been reported in the media as I say [21:42] it absolutely no definitive or tangible work as in a full year to even address or minimise I [21:52] repeat situation. This is negligeant and so this administration may not be [22:00] capable of determining priority. I've seen this type some of the project that have recently [22:08] recent projects dwarfs in comparison to the urgency of the work. WE require in summary the [22:16] time for more words and excuse is past. We've here we have heard all we want to be here now [22:24] we'd like to see some meaningful and concrete actions when we expect you will carry out some [22:32] constructive remedial work. >> That's very good question. I'm not sure how much is us and [22:40] how much is much how much is much all have our responsibility in this one. Madame Verdun as [22:46] well. >> You know how much Montreal is represented in the house of the. [22:52] >> Craig more in breizhbook. >> I can not depending of each project and if you know. [23:00] >> What I mean, I can't answer to the speed which it'll be repaired. If it's a Montreal [23:06] repair job. I can't I can't speak to that so I'm not sure. I'm not sure, I can't speak to [23:10] that because if much responsible than I can't speak to it, I know that we are. Engaged and green [23:18] infrastructure and large green infrastructure coming down. There is some theories that the [23:22] water run-off into those areas or influenced by the way, it is in the geography and the best [23:28] way to deal with that if the people can't resolve the issue in many instances than green [23:33] infrastructure is one of the alternative the absorption because when you've got too much [23:38] water coming down into the pipe which is what happened everywhere. You look at me [23:42] skeptical but that's what actually what happened the peeps could not handle the volume of [23:45] water so they only issues with that is you can't you have to manufacturers. WE do all the [23:50] people in the entire city at three times the volume or you also trying to work with green [23:56] infrastructure, which is something you can do almost immediately. So we have started [24:00] green infrastructure. WE have a large plan for that that will hopefully impact on that area [24:06] which which is in the works as we speak so as for the piping well. There's a lot of people [24:12] and yes it has piping has to be done usually roads are done according to the edge of piping [24:18] and you know now. If there is think all that would have a bearing on it for sure as to [24:22] what what to do with the street, but this. >> Is why. [24:26] >> You want that would be interesting, I'd be interested to know the answer is well. I [24:29] mean If there was I think that's the only thing that would would i mean that would certainly I [24:35] think engineering, but I'm not in it on the first and foremost. I'd like to speak to who's who [24:41] is responsible for it. If it's you no more than us or more than Montreal, I'd love to know the [24:47] answer. Maybe counselor Stark knows the answer is that one. Well. I have I have to be [24:54] honest. >> I have this many times to read two two council. It's [24:57] something I'm advocating in terms of not just your but the five areas. I think the climate [25:01] change of the rain issue. I think the determination has to be made what can we do or what [25:06] we can not do and I'm telling you exactly the same thing when I spoke to you this morning but [25:11] that has to be in urgency and I think that's what needs to be pushed. You know like this. I [25:16] think was the last council meeting. WE think and Mary Thomas references the city of [25:21] Montreal in terms of you know the people that are terracotta. You know what could be blocking [25:26] it up and that's one of the main theory that exist. But I think we just have to you know know [25:34] that we're accelerating the process to get the some sort of determination as fast as [25:39] possible because I think I'll be very transparent. My wife last Sunday, WE came early for the [25:45] cottage because of the rains and she was concerned so there is a lot of things that even don't [25:50] bother me has much but for my wife, I did and I think every time it rains. There's a lot of [25:55] citizens that are fearful of that and some areas are less infected Some are more but once [26:01] again we have to determine what can we can not do. And if we can not do anything we have to you [26:08] and saying these are the issues. How can you help yourself like I said. WE didn't want this one [26:14] but we can't raise the city and change all the peeps, but we have to find out what the if you [26:20] are and mitigate because as you said it wasn't just the major rainfall two weeks after the [26:23] August night. There was no more there was the storm drain pushing out so I think we need [26:28] to get to the answer and continue to you know, I know the rhythm and the administration is [26:34] working on it but you know I just need to make sure that this is because I think this is an [26:39] important. If you were there was I think for hundred and registered complaint and you got [26:46] to figure. I didn't complain my baseman got flooded I took many out of my own pocket as well so [26:51] is gonna be at least two three times or even for time that many people got flooded if there's [26:56] the hundred people at the ground twenty ground which was the insurance, that's it, that's a [27:00] chunk of change and then I think and that's just my personal feeling and I know I can't speak [27:05] for my colleagues and I you know I'm sure, they don't care just as much as I do but I think we [27:10] need to have a sense of urgency and I think I've spoken enough. Thank you just quickly. I did [27:15] get the traffic account for days and was seven thousand fifty five. [27:19] >> Fifty five. >> Seven thousand fifty five and that's it. I got it this [27:23] afternoon. Thank you. >> And I just ask than that. >> There you have a. [27:28] >> Just want to make sure. This is seen by this administration as we are getting to election. I [27:35] don't want this lost. I don't want to start over. This is now free and a half years old long [27:41] before the rainstorm we've been worried about this I mean you know put yourself in my [27:48] position. There's nothing I can do except talk to you. I can't fix the road myself. I can't fix [27:54] the sewers myself but it is time. >> Well well aware of that and [28:02] we know that area in particular as you point to do we know where the areas of the city and we're [28:07] studying what to do with them and we know the priority for sure and it's been done. It's [28:12] done. I am I firmly friendly think the most immediate thing WE can do is green if the [28:18] structure and we do have the city has come up with the projects in its infancy that I [28:22] think is interesting, I don't know you know the science of it, but it's and it's so it's a [28:27] solution that we can do almost immediately, WE don't have to dig pipes, WE can actually build [28:32] green infrastructure. So it's not something that has to wait you know so we are studying that [28:36] as well so there are few options in the works. >> That the other side of may [28:43] would had no problem, we the other side. >> Well the water is coming to [28:47] you somehow and we have to study why. Well. That's where the infrastructure comes in if we [28:53] can influence how water flows. You can influence what areas get it here there is not. Well. You [29:01] know sadly that that all event for that insurance it a lot of people West Island with it's not [29:09] just you need to do it, it's everywhere. Yeah well Kirkland is Kirkland is actually worth. [29:17] There are areas that got it even worse and if the insurance claims are just ridiculous. You [29:22] know but don't get me started on the insurance industry. Okay. Thank you. Ryan. Then. [29:42] >> Evening everybody Ryan or most of you might know my one and one lake Shore so just to [29:49] give the short I leave it one to one lake Shore. I've been trying to I applied three times to [29:55] demolish my house to build a new house for my family. I've been denied three times um I have [30:05] feared a lawsuit against the city. The city called my eternet said there's been change in the [30:10] bylaw reply and read applied to be denied three weeks ago. My demolition again. And what's the [30:21] thing, that's the most frustrating is one the way. The whole Denham Leaching Committee [30:26] works everything's done behind closed doors to they send you to you you pay for your demolition [30:33] permits you get. Up razor that's here by the city to come around your building. They've is my [30:39] house for you for thousand dollars to renovate my house and bring it up to standard for you [30:45] for thousand dollars. You can do your kitchen. I'm also a general contractor. I've been doing [30:50] construction for twenty five years. So what I did this I went and go and structural report [30:54] from the structural engineer to visit my house my structural engineer determined that a [30:59] person of my house needs to be demolished and turn down and reconstructed not taken into the [31:07] consideration of the report from l'advisor. On top of that at my last Demolition committee I [31:17] asked the committee. Did you read the document that we're provided when being the original [31:23] report from lizards who is for sixty for thousand dollars. I can bring my house up the [31:27] standard which doesn't make sense. I have windows at our over twenty five years old the [31:31] second was the structural engineer report saying that the house needs to be the watershed [31:35] then there was another report from my architect. Patrick McGee, who was a well-known [31:40] architect here is clear that said the cost to renovate this house to bring up the standard [31:45] would be around seven hundred and something thousand dollars and somebody from the city [31:49] mentioned all know that was the price to reconstructed know that is not the price, that's the [31:54] price to do the renovation and then the third one was an independent general contractor. [31:59] I took it out of myself. WE hear the independent general contractors is given estimate [32:03] and he came up with roughly the same number as. Patrick McKay on top of that when you are waiting [32:09] for the demolition committee to view your feel your fear is posted on the website with all [32:15] the documents supporting where you wanted demolition in your house, the replacement of your [32:19] house the report from the hard power, but for some reason all my other evidence that I had are [32:25] not on the website so none of the other citizens can see that information so everything is [32:31] based on this one report in my opinion cause I know sixty for thousand dollars that's tax [32:36] included on top of that it doesn't get you anywhere, you get it maybe a kitchen you know [32:43] so why are not all the information being provided properly as the council seen [32:48] that information cause. I have no everybody's been talking about my feel. It's the third [32:52] time. I'm here I am I get a babysitter to watch my for children to come again to talk [32:57] about why can't I build my house. Mister talk about keeping the héritage my house that I'm [33:03] putting up blanc right into the héritage, The urban planning in favor and not one citizen [33:09] complain about the construction my house, but I'm here again in front of you give in the same [33:15] thing. I'm going to appeal again, You know but it's frustrating, it's wasting my [33:21] time in the meantime. I had to move out of the house cause now the house is no longer suitable [33:25] for a family of six. So I had to go somewhere else which involve more costs more sharing costs. [33:31] Now I have a house that I have to that's completely empty I can't even rented because I [33:35] wanted demolish it and I have to leave somewhere else it's frustrating. WE say keep the [33:41] héritage, bring the family back to think I'm trying to keep my family in Pointe-Claire. But [33:45] everybody else has a different decision that sitting on the border of them listening and not [33:50] all the counselor. I'm just it's very frustrating. What's on top of that is what construction [33:59] experience do any of you have our any of you engineers are any of you general contractors. Why [34:05] are you making those decisions? Why is the committee made up of people to make that decision [34:10] that don't know how to read those reports and don't understand them the report from [34:15] the appraiser, she is an architect. The lady a structural engineer overseas architect [34:21] every time if you want to build a new building and clear the requirements Are you need the [34:27] architectural plan and then you need the plan from the structural engineering cause and [34:30] architect is not the structural engineer. There's a structural engineer saying my house has to [34:35] come down yet it is acknowledged. If this was the source overpass the structural [34:40] engineers said that thing had to come down the demolition committee decided no we want to [34:43] keep the héritage of the past and the thing felt down then what happens it's the same [34:49] thing, it's my house the church engineer. You're not reading all the proper information and it's [34:53] getting really frustrating for us. I started this application July of last year so I'm one [35:01] year in on top of that the blog changed before my last appear so the original blog is you had to [35:07] do a whole drawing as everybody knows what the house is gonna look like the whole layout, [35:13] blablabla which costs thirty-five thousand dollars plus all the things to be told [35:17] no at my people the right before my decision was to be denied my appeal. The bella changed to [35:27] have less impact for the citizens so they don't have to spend this much money as I did [35:33] great but then with the new bylaw comes all kinds of ridiculous questions I don't [35:38] know I've anybody's with that one of the question This is how much greenhouse gas is gonna be [35:43] committed while you take down your house who can ensure that who what what citizens what [35:49] General contractors can tell you how much greenhouse gas is that the machine is gonna cause to [35:55] take down the house. Do you guys ask the snow removal company that the tractor that removed [35:59] the snow in the street. How much greenhouse gas those are giving out I entered the question and [36:05] I'm sure the city officials enter the check my question with the same way. I thought I took [36:11] that thing and chat gpt that gave me the answers and the city hold back. That's the perfect [36:14] ensure that exactly what we're looking for that's how ridiculous some of these [36:18] questions are a scientist. It's the only person they can give you that answer so it's getting [36:23] really frustrating as a citizen to waste my money. My time my family is time to not be able to [36:31] build a house that perfectly fits into the héritage of Points clés. WE build all kinds of [36:35] condo. It's gonna look like cote-des-neiges out here before I can build my house from my [36:39] family to grow up in yeah so I'm real frustrated I really would like to know my question who has [36:47] the experience to really read these reports on this council too to understand the structural [36:54] engineering. >> Please that right away. It's not of us do absolutely has the [37:01] expertise to do that we're not. COMPETENTS to structural analyse or or determine greenhouse gas [37:07] emissions. I think really what we're talking about here is our source and our source of [37:12] expertise and I'm not part of this the committee. But from what I am I am here is the city [37:19] has one source of expertise and you have other sources of expertise and so now. It's left [37:23] to be determined which one is correct and how do we get to the bottom of that it's a very good [37:30] question and go ahead and. >> Engineer destruction Engineer I told him and he said. He was [37:37] the night well as he wants to know was the instruction engineer in the night because [37:41] that's the only other way. You can go against in the order of engineers. They don't like to [37:45] fight against each other but I don't get any information just that my feels been denied and [37:51] then when they tell me it's been denied at the demolition committee, which is not recorded [37:55] by the way it should be recorded because it's just as emotional as these meetings are here. That [38:03] I'm not allowed to speak after my decision branding. So it's almost like the city playing God [38:08] with my house. It's my house, I pay the tax on it and then when it I get the decision been told [38:15] now I'm not allowed to talk. I just gotta take my licking and leave all the chance so those [38:21] that needs to be studied on how this demolition committee is structured and maybe more people [38:26] with professional backgrounds should be put in that committee it should not be be made up at [38:31] the counselor it should be made by made up of the city has engineers on staff somebody that [38:37] understands construction needs to be in that position. Whether house can be demolished or not [38:43] urban planning has it whether the house should be built or not they have city inspectors that [38:46] comes around to ensure that the code is being respected. Why is not the same for the demolition [38:52] well. >> I hear your frustrations and I sympathise with a lot of it in [38:58] fairness counselor are getting advice are getting expertise given to provided to them are [39:04] should be. I'm I'm not there, but I'm assuming that there are acting on expertise that there [39:08] are being provided I don't think there. There are working on their own knowledge of how to [39:14] deal with the structural element of your house because we aren't trained you're right but we [39:18] should make decisions based on information and scientific and good information. I'm I'm [39:23] hoping, that's what it's here and I'm not there so I can't speak to that myself personally. [39:28] I am somewhat concerned that that you're not the information you provided is not up on has [39:34] not been put up there and that concerns me. I don't know how I can certainly trying address [39:38] that one myself but beyond that I leave it to anybody else who was involved to speak to what if [39:45] they feel so inclined. >> Ask for the composition of the demolition company that is [39:52] the established by law. It's not something that we've created so the demolition and decisions are [39:59] made by counselor counselor will not have expertise that you out, that's the reality, but they are [40:05] the counselor get the expertise of our staff that prove that the help inform the decisions so [40:11] that's that on the basis, that's that's the basis of how these decisions are made. [40:19] >> Nobody give me proof I get that you tell me it's been denied, there's no proof, [40:25] there's no means, there's no it was in your project was evaluated be so and so Jean-Guy [40:32] Engineer singing on the City of Pointe-Claire none of that information is provided so where [40:37] is I could tell you I'm an astronaute. It's the same thing you guys, don't give me the all [40:43] the truth. Everything is hidden. It's public knowledge where is the actual fact that this guy [40:49] said my house. He's going against my structural engineer where is that proof he said she [40:54] said. >> We said that in the decisions so that's the that's the [41:00] evidence, that's the decision, that's why. >> There's no. [41:02] >> Fact that that's the decision is what it is what you can hold as you are doing hold the [41:09] elected official to account for that in the process it goes to making that decision. I'm just [41:14] I'm telling you the documents and all the all the question is that are required to you to [41:19] answer to fill out that is all over by the staff. The staff then compile all that president [41:25] that information to the demolition committee with their assessment with their analysis [41:29] and then we make the decision and yes, we make the decision based as non expert. Panel [41:37] expert assessing the information that is provided to us by the expert, that's the reality, [41:41] that's the law. >> Why can't we have the proof that those professionals saw it [41:47] and they they must have read and down there not just gonna tell you and always. [41:52] >> What ever is accessible to the public through access to information. So you can get [41:58] whatever is everything down. I'm not sure what is. >> How not the fear. [42:02] >> The complete files that anything you want that feel that is. Said the way you have to [42:12] apply for under access the information and everything in that files will be open to you. [42:19] >> It. >> Is getting ridiculous. >> What is the status of your [42:28] files at the present time. What's the next step. >> Last week in April so we'll [42:34] go to the council for the August Council meeting, but I'm still keeping my lawsuit there and [42:40] till we know everything is done because. >> That gonna be on the August [42:46] Council meeting the public meeting in August. >> Before that meeting Just do [42:52] you you think will receive the appeal Friday Thursday so we have to do it you know in [42:59] August. >> August est un caucus meeting August at. [43:04] >> August the twelve the two. >> Worlds will be meeting. Yes for that. You Okay, Thank you [43:13] August and then we will decide on your appeal. >> I would like the proof that [43:21] qualified people read my feel before giving it to the counselor and I think all the [43:27] citizens with two to have that actual information because if not there are going to go paying [43:33] legal fee with against the city and then they're gonna be like why are we paying well because [43:39] these people that they had all the answer from that information is nowhere to be found. Patrick [43:45] McGee has been doing this a long time. I've been doing this a long time my éternise check [43:49] everything there's no information anywhere that seize These people have the need your [43:53] house for these reasons There's no where that is thank you for your time. [44:00] >> Frederic. Caroline Dormagen had I do with that Caroline. Thank you. [44:10] >> I am here with the community of neighbours concerned regarding the narrow green [44:15] spaces behind our home on clearview avenue and he. >> Could you get a little [44:21] closure of the microphone. >> Make. >> Sure that would be good. [44:25] >> Concerned with a narrow green space behind our home and clearview avenue and hickory [44:32] avenue. The low number for information is for two five three six eight at last year. I [44:38] came to our attention that there was the possibility of a house to be constructed on that space [44:43] the reason why we were had to believe this is because there was the land survey survey of [44:49] that came to do some work in the area some trees are being tipped off and the engineer can be to [44:54] explore the possibility of diverting the colour that pass along that law coming through [45:00] some of our backyard down from Cedar Park and this cover was installed many years ago to help [45:06] with run off from center park and even with the colverts there that drain into a sewer on [45:14] Sherwood, which is at the entrance of this green space summer of our back actually most [45:19] of our backyard flooded during heavy heavy rainfall so should that colvert be diverted as the [45:26] engineer suggested could be done then we're in concerned that will be even bigger concern and [45:32] also raising the risk for flooding. So this alone rise substantial concerns regarding [45:38] the suitability of the house being built on that lots so we have a few questions. I don't [45:43] know how you would prefer for us to do it one question and you know followup questions are all [45:47] set up the background. I'll ask a couple of questions and when my neighbour will come and [45:52] follow up so I'll give the background for all of us how it seems from previous conversation [45:57] with the City council members that we are not able to get a direct answers on whether our [46:03] house will be planned on that green space. However, according to the bells of Pointe-Claire. [46:09] Any structure proposed to be built on that lots would not meet zonings requirements so a [46:14] variant would need to be requested just to give you an idea the frontage with of that [46:19] lots is only twelve miller's wild and the moon and the minimum required frontage has to [46:26] be eighteen with so this is not a small deviation. This would be actually the law right now is [46:33] the three narrower than the minimum required so granting potentially a variant of this [46:39] magnitude would not be a minor exception it would be a substantial change that [46:44] undermines the content of the existing zoning below so we respectfully ask the council to [46:52] clarify some of the following questions what criteria to use the council used to evaluate and [46:58] decide on a variant request what would lead you to approve or to not approuve a variance request. [47:07] >> The general process is that we have you and the committee that examen who are which they [47:13] consists of some experts. And renovations in architecture and other areas of expertise. Who do [47:21] have some advice prior to council making decisions on this type of thing. [47:27] >> I guess as you know whether the pilot of land can safely support construction grading [47:33] altered water drainage all of that would be considered. >> So these are very. [47:38] >> Good question and those should be given to I think greater expertise. I think [47:44] you're question is a good one. I have just spoke to the car and in me to him. It is similar to [47:50] my answer to you. I'm a big proportion of green infrastructure. If we have [47:55] potential flooding and we should be very very careful where we build especially in intensely [48:01] residential areas that we don't mess up water flow with building and if it's a bizarrerie sized [48:08] lots and not inconvenients it doesn't fit in criterion. I am myself personally inclined to [48:15] seriously examine this that proposal I don't know if it's. Well, that's what I mean. It's [48:23] like that it's like everybody's golf course or things people say they're useless well there there [48:28] spongieuse and green is sponge and if you want to prevent flooding you don't build on [48:34] green. You build on great you never you shouldn't build on green and that's my philosophy [48:39] going forward. I mean there's one thing for the pips, but this is an easy way that we can [48:45] mitigate against flooding is to be very careful not to build on green because green is the [48:48] spanish and especially if we have flooding. If you so I hear you loud and clear I sympathize. [48:55] >> OK, So we are uncertain about whether anything is moving forward. [49:01] >> I can't do you want that one. >> Ahead. >> Which is never a bad idea. [49:05] >> Kind of connected is what is the timeline for the council to decide whether the request of [49:10] variance would be approved or not approved so when you received that request I believe [49:16] that it gets published in the months of the upcoming meeting that this very has been [49:22] requested. What is the timeline to address whether or not. >> That's a good question. [49:26] >> Madame Verdon. >> WE are talking about political projects, so when we [49:33] received a project at the city that will be analysed by the urban planning Departments. If [49:39] the project need some minor variance space to be adapt. They will have to go to the committee [49:45] so it's a committee that will analyze the feels and make a recommendation to the City [49:53] council after that we will have you know we always have some public not before this fifteen [49:59] day before the council. So we have access to have that in the website and they will be [50:04] published on the menu and you can speak about minor variance at the same council that the [50:09] file is present to the City council. >> That council meeting and [50:15] speak about our concerns exactly. Because should and then there's a decision to approuve [50:23] that variance despite our concerns what is our recourse at that point is there recourse for [50:32] any any of us who are concerned, we don't want to lead to something that's a fait accompli [50:37] and already decided but if that should happen what is the recourse for our concerns to be [50:42] heard. >> If it's the approved by the city. You don't really have a [50:46] record of untill unless if you decide to sew the city because you seem that you know the [50:52] decision is something, but you really have to prove that the decision needs to something that [50:59] is the words, I don't feed the world. Yeah damaging damaging for your personal wellbeing. [51:08] >> So there is there is another record of course and that's to appeal Tout public opinion There [51:14] is always the media, It's always it's always. >> Available would be making it [51:22] right now and not very. >> Thirsty. >> CAN we just clarify are you [51:30] talking about the property that has french and sherwood between clearview and hickory. [51:35] >> Yes, yes and we're actually the council and about this actually a couple of emails last [51:41] year. >> I will follow up with the counselor Stanford when she's [51:46] back just let's get ahead of it ahead of time, just going from twelve years of the French team, [51:53] but even beyond what the very right. >> It's just more information, [51:58] you know first, it's a very poetical project so it's very hard for us and. No to answer [52:04] and each zoning is different so each project WE have to look at the zoning. WE have to look you [52:14] know at the front stage. >> Those are the. >> Zone so it's the case by case [52:21] projects that we have to analyze. >> Informing the council of our [52:27] concerns. Before it's a deal if you want. >> It do not very well. You [52:37] can't. >> Stop as a member of the committee things are always [52:41] looked at one of the things to come as you mention water is one of your big concerns. Usually [52:46] that's taking the. Consideration at one point legally. You are not allowed to run off when you [52:50] build something off to your neighbors and them and do harm so that that is also locked out [52:57] in terms as part of the process, but as as madame Bardot, and you know if it goes to the pack, it [53:03] comes to the council, There's nothing is made before the decision is made you have the [53:07] ability to come up and then discuss and so there are options. There are options. [53:11] >> Okay. Thank you. >> Thank you. Diane Mary. >> This is just a sort of [53:21] further that what would you consider a minor variance. If we're talking about that you [53:28] have the difference are you like what just off the top your head is that considered a minor [53:34] variance or is that considered like a major variance. >> Good question I'm not sure is [53:38] that minor or major. >> Where there is minor variance is just the change in the from [53:48] the zoning something that this is not it there is no such thing as the major variance. So all [53:54] this is this comes to this comes up quite often because the citizen that object is to a [53:59] request for a minor exemption is actually the correct terms will say that's not minor it all. [54:05] It's major in their view, but you know the way, we're the way. WE have to deal with it is just [54:11] requesting exemption from an aspect of the zone in OK. >> So I mean, I understand what [54:17] you're saying one two readers I get the minor I think if we're talking about thirty three [54:22] person of a difference here our their about that would definitely need to be considered [54:28] as we don't have a major turn, but obviously not the minor concern. So hopefully that would [54:34] be very much taken into consideration. >> It's a kind of things you [54:38] would bring up at the when the mind if the minor exemptions should never comes before [54:42] council. That's exactly the kind of points. You could make then. >> It's the council before [54:48] they're gonna be looking at the variance even have it brought up. I would hope that the [54:54] council would be requesting back to the people who were requesting that to say and make [54:58] it very well known well. That's a very large variance. Right I would hope that that before even [55:04] came anywhere at that that would sorted by discussion about what the measurements are in [55:08] everything like that right the other thing is I just wanted to bring up the drainage issue is [55:12] huge a lot of our backyard. WE have pictures you don't have to show you these right now, but we [55:19] have send them to the council for it they are flooded at the moment even during heavy rain [55:26] right now not the big big big storm that a lot of people were affected on regular spring and [55:30] weather conditions. WE have the colours that runs through the back and several of our backyard [55:36] have been flooded almost up to our deck. You know where were almost gonna be having to use [55:42] the pool as coming out, but it's so that's a very very, very huge concern. WE can't even go into [55:48] our backyard because there so there flooded and luckily we do have that green space that is a [55:54] natural drainage that does help with it because the very big concern is the other part is [56:02] many of our house on clearview are about two feet lower than the house behind us that was [56:10] done many many many years ago, but if structure was built on that land and hickory what would [56:18] the level be of that house compared to the house is here, which are two feet lower than [56:23] the house is over here and where would be enough be going so you know these are all like huge [56:28] concerns that we know that we want to make sure that is expressed for this. Thank you [56:34] very much. >> Thank you and just just have to conclude on that there are [56:41] I've seen our house have been built where they have had major water influences and surrounding [56:48] homes so I think you are correct to be concerned and that it should be studied the water [56:52] flows should be studied on this before anything happens I agree and I would use major it was [56:58] something other than exemption of variance, but you can use major some other way in [57:03] describing it. Thank you, Thank you. Marc Desbiens. >> I'm just here It's. [57:10] >> OK, Ok. Ken Crutchfield. Ok. Sonia Fiocco. >> Thank you. I'm here with my [57:26] neighbours as well understanding that there. >> Could get it so the people at [57:32] home can hear you all the ways. >> Understanding that there is no recourse and it makes sense [57:37] when things are acest meticulous only in find details just wondering what type of [57:43] assessment. I think it was last but I didn't I didn't clearly hear the answer what type of [57:47] assessment are done on a lot when somebody request the development project. [57:54] >> It's a very good question madame Weldon. >> When will receive a project [58:02] in the city is the responsibility of the owner to the opposite all the plan so I [58:06] will included, you know the. Kind of plan astral would be the you know the drainage. WE will [58:13] ask a certain amounts to have the permits and we will look at the plan is the responsibility [58:17] of the owner after when do the construction to respect the plan and we have people you know and [58:23] feel that will looked at the end to look and with the inspiration and for that. [58:28] >> It with respect to the drainage is the city doing the assessment or is it the [58:36] responsibility of the developers to provide that information and the city make sure that it's [58:42] compliant. >> It's the responsibility of the owner. [58:44] >> The owner. And. These results the assessment are done the results of the these assessment [58:54] are they made public. >> Non know what they are not public the only way that the [58:59] citizens of the neighbors can see the plan is if the owner of the plan is willing to show to [59:05] the neighbors. OK for example. I can not show the plan of your house to your neighbours. [59:13] >> That's fine. I understand that but if the city approved if the city is OK. WE improve your [59:18] assessment everything comply from that point do the resonance of Pointe-Claire. Receive this [59:24] information. >> Is the only time that the plan becomes public. If we have [59:30] a minor variance so if you have you know the decision that comes from the council it will become [59:35] public because they will part of the decision but if everything is comply with the by law will [59:39] not come public. >> OK. Alright, Thank you. >> Just to follow up again. [59:45] You're here are our good and there. I do it myself find off and the process are in favour of [59:53] developing not against the impact on the people that are existing and it is ambitious and [59:59] it's one that I fear for your skills as well. >> Okay. [1:00:05] >> Okay. >> One last thing because mister Thomas, you've been elected, I [1:00:12] think a lot of our citizens because the residents of Pointe-Claire. Do appreciate the [1:00:18] environment around here. WE don't want to see as much development or prior [1:00:22] development. That's right the condo that we're being built you were very you were in advocate [1:00:28] to sort of slow down and. >> Still in. >> So I'm gonna end with this [1:00:32] and I'll read it I said beyond the technical and legal. There are brother, there are brother [1:00:38] issues of the environmental impact and neighborhood well being part of the law are [1:00:44] heavily wounded and mature trees that support local wildlife removing these trees were not [1:00:48] only reduce the natural drainage, but also disrupted the local ecosystem improving the [1:00:54] development on this one that requires a significant variance would be inconsistants with the [1:01:00] council stated commitment to slowing down construction and preserving. If not expanding the [1:01:04] community greenspace. Thank you. >> Thank you. Dave Jason. >> Hello! [1:01:22] >> I'm here again with the good people from hikary and true with and I'm just following up on the [1:01:30] somewhat related to ensure that was given from anyone decisions is taken that informed by [1:01:42] expertise. And so. Gentlemen from one to one lake Shore was advised that he should feel [1:01:50] access to information request. That property he has access to that information so he can say [1:01:56] as the owner. I want everything that's been worked on my on my land. WE don't own that green [1:02:03] space. It's not your counselor historique was saying if that if the council decided to improve a [1:02:11] project that results in water running off into are here we are affected by it and there for my [1:02:19] question is if the people who is properly border that greenspace apply for the access to [1:02:27] information on the plane that are submitted by the current owner of that would we have the [1:02:33] right to that would we have the right to access that information because we're gonna get it early [1:02:40] and make our case or we're gonna get it later. Through lawyer and proceedings, which was gonna be [1:02:49] costly for everybody so I. Would access to information request by handled by the property Warner [1:02:55] who borders that greenspace. >> Well and I'm not at all over the world and the second but [1:03:03] it's pretty hard to access the information. If there is any. Life is there are there is there [1:03:09] a builder is there is there there's no projects in place yet right so that's what you're [1:03:14] asking to see, I would take no way in the event that there was that's a good question, Madame [1:03:22] Verdon and the event of how quickly can the access if there is a plan. [1:03:27] >> If you have no decision comes from the council. You have no access to the information of the [1:03:33] plan for our private owners. The only way that you can have say that if we will request the [1:03:39] autorisation from the owner. If you say yes, we will transfer to the order citizens but is [1:03:45] designed to say no you will not have access to the to the plan. >> OK. If you understand where [1:03:55] were coming from if there's granted in this situation having access to that information not [1:04:03] just the decision but the expertise informed that the language that is used by the [1:04:09] expert in those decision is very very important, because sometimes the language that is [1:04:14] used in supporting it is a little stronger than that might be used and that that would be [1:04:19] important in the access information requests. >> And it would be nice someday [1:04:24] over the rainbow. If you wouldn't have to access the information and it would just be [1:04:28] transparent when that be an ideal world. Yes, I can occur. And bozorg shooter. Banni. Arya. [1:04:42] Ok. Jennifer Roy. Oh non! Oh Jesus! Yes! Ok. Dave Johnson Sorry sorry sorry Jennifer sorry [1:04:56] I Apologize. >> David Johnson. Thank you, Claude for your many years [1:06:06] of devoted services, I would like to tell you my favourite story about Claude. His last [1:06:14] election alive. This was after I went back in the election and. In district one who I swim with [1:06:29] the village. He he he said to me you know why Claude one I said why I was his poster. I said it [1:06:39] poster what about his posters and he said his pictures I see what is it about this picture. [1:06:49] He is so handsome. He looks like a movie star. I [1:07:28] see that some people kind of have the royal jelly on for the way they communicate with people [1:07:37] on a daily basis whether they agree with you are not on certain dossier I always found [1:07:43] that you can do it yourself like and gentlemen. So Thank you very much. Merci Claude pour votre [1:07:49] service. Thank you for your kind words. >> And caucus. Won't agree on my [1:08:03] talking around the table and getting redface. Thank you. >> And the handsome part. That's [1:08:10] all other stories. Jennifer Roy. >> CAN you hear me? No good evening. [1:08:21] >> Ok. I'm a president of Pointe-Claire. I residents in the back of the terracotta. [1:08:30] Parking lot so district Cynthia Holman District. I'm just here to bring some concerns since the [1:08:37] development of the soccer fields expansion. There's been a lot of increase traffic lots of [1:08:45] increase garbage a lot of increase noise. Lots of increase speeding dangerous driving [1:08:53] there's a lot of children walking, there's a lot of still lot of people walking along the [1:08:59] past. I'm just looking to find out if there is something in place to manage there's been a [1:09:05] lot of growth there in that area and if there is any system in place or if there will be any [1:09:11] system in place, including regulating parking the direction of the loop behind terracotta is [1:09:19] often people going both ways, there's people going drag racing up the stripes and the back at [1:09:25] our PM when there's kids out there's people sitting next to the picnic tables and take two [1:09:31] in the morning after day, play soccer and I'm now. I'm not the only one but there are home [1:09:37] there there is even witnesses and called public security because there was somebody that [1:09:43] drove from idlewood through the bike path to the parking lot go out of his cars and continued [1:09:49] drinking and that was like it might be midnight. >> That was off road right. [1:09:55] >> Off road. >> OK. >> So it's just to find out [1:09:59] there asking you the question is there any management because usually when there's expansion [1:10:05] there's some kind of management in place to take into the increase in traffic and [1:10:13] utilization of Terracotta Park. >> Well, It's a very good question. Yeah There and we can [1:10:19] only have public security visit they do visit the soccer, I know they visit the soccer players. [1:10:27] The hockey. I've heard the visit them regularly. I thought there was a natural and what you're [1:10:33] telling me is there isn't one that there is no it's because my understanding was that there was [1:10:38] some legacy if they. >> Look the. Music. There is yelling screaming drinking [1:10:48] broken glass under the picnic table on the road lots of garbage that's left behind the [1:10:55] next morning I walked my dog there there pizza box beer battles. There's just no again [1:11:04] increase in traffic and no management get. >> Quick are the pizza box in [1:11:08] the food and stuff. That's being left behind you know is that attributeable to soccer or two [1:11:15] other other citizens. >> Group that was that area in the evening most of them. I [1:11:23] believe our the leftovers after they're finished the game there there usually that's about the [1:11:31] time that they start. >> Okay well noted and would you like to speak. [1:11:37] >> Well it's because. >> Jennifer and I have spoken as well few other neighbours, [1:11:43] especially last week, because there was also large and I'm thinking like the tourist, but. [1:11:51] >> And. >> The tourist which was idealism so I mean it. There's a [1:11:55] lot. I was written it down, but I also the right to public security. I've made them aware [1:12:01] of the situation. I've asked for more surveillance going around at least for to ensure that [1:12:08] there aren't bus eye-rolling and necessarily. I know it was a hot day and everyone is so us air [1:12:13] conditioning the only thing that we don't have as we do not in Pointe-Claire have an idea below [1:12:19] so that might be something to be locked out for the future and you know when you put it in the [1:12:23] bed and we'll have to talk about it that council. WE had a similar issues at the arena [1:12:28] because that's also in my district and there's a few streets close by residence also [1:12:33] with noise in the evening and I think that people coming out after hockey and that type I [1:12:39] think I haven't had very many complain and I think I've been able to manage that a little [1:12:43] bit. I've also ask that letters to the soccer association asking them to be mindful the fact that [1:12:51] this is a residential area also and they advise whoever using it whether it's been there team or [1:12:59] or when I'm thinking of visitors teams that there is that that we have to be aware of that and to [1:13:06] keep our area clean for sure, but we can certainly looked a little bit more I mean a lot of [1:13:11] this is the responsibility of the people who I mean. I'm not I get it but I find that it's [1:13:16] quite sad when I go. >> Yeah Speedbump Maybe. >> Yes. [1:13:22] >> We. Can not need to be looking if I was walking. Okay walking through vawa park at the [1:13:31] clock making of noise and somebody pulled them over there were get a three hundred dollars [1:13:37] tickets for being in the park after hours so I don't understand why the same kind of [1:13:41] being in first well. >> WE know it's not I'm fine, that's what if I know what's [1:13:47] going on it makes it easier to find solutions and so we can sit down and talk little bit more [1:13:53] about it is definitely we can see you know if they can have another garbage can but having [1:13:57] said that I can remember walking about our park losing my mind one time take somebody it had [1:14:03] this big party and there was garbage everything, I would I called public security call the [1:14:09] maire at the time and we got it taking care of what I was losing my mind the people are so [1:14:13] inconsidéré. It and don't think of others, but that's it, that's the whole another issue, but we [1:14:17] can look at garbage can and you were mentioning having it so that they go away in one [1:14:24] direction around the terracotta. I know it is but maybe we have to make it more. [1:14:32] >> Pretty close and like as I walked my dog there two three times today. It's been pretty [1:14:37] close and there's been involved so you know what I think for a safety. [1:14:42] >> That's what we can certainly bring that and see what might just for something about just to [1:14:47] know that public security has put it on their radar to you know it and more regular basis. [1:14:52] OK and we'll start with that and we'll start with the letters to the association and we'll just [1:14:58] see what happens from there and just keep me informed and anytime there's noise at night. [1:15:02] Make sure you call of public security. That's what they are there. [1:15:06] >> For I would be just that area that has the bus parking specifically made for the bus [1:15:12] parking. Just when the city of Pointe-Claire started offering. Composed and would ship they [1:15:21] were all over on the other side that was close to the dog park that wasn't directly next to the [1:15:29] home a concern has been and especially when the soccer fields were being. Receive is [1:15:36] the place where put in a large peel the same way that the compost is in the wood chips or [1:15:45] there putting large people behind the home so our backyard back on to that larger portion [1:15:53] that's considered bus parking. >> It's spot. >> I mean the amount of the dirt. [1:16:02] From the big concern. I know that I had asked you several times and I ended up you [1:16:08] something that council and they're watching all over the all over the past where the dog [1:16:15] walking and the small is coming in my house. So I'm just wondering if that could be [1:16:20] looked at possibly when you have large mouths of stuff that supposed to be picked up or is [1:16:27] it not possible to do that on the part. That's not residential so that the dust in dirt and [1:16:34] excess traffic all that stuff coming right into the home that are there so it's just the [1:16:40] question. >> What the public works might be able to do or madame Verdon. [1:16:47] That we can look at it they have another location they could put that I mean, especially [1:16:54] especially. >> The I agree under person that that should not be happening. [1:17:00] >> Thank you very much. >> Nasser Al Dhabi. >> Good evening about the flood, [1:17:09] I just remind you in ninety-six. Ninety six where have one hundred certified millimeters in [1:17:20] twenty-four hours in Pointe-Claire ou d'une avenue flood wouldn't have any streets [1:17:25] flood would have any houses. Sur back up that is in ninety six. What is having lost year because [1:17:36] before ninety-six wouldn't have all this high-rise building condos in buildings for about [1:17:43] three thousand five hundred units when I said that it is going to cause all the. Head to [1:17:50] the. Soul back in the flood. Something but that is the true, so what the city exactly doing. [1:17:57] I know Mister you do you don't worry about all the. High-rise building and condo, but I'm just [1:18:06] what the city plans. Did already and what is still doing the void all because now the rain it [1:18:17] doesn't mesure by millimeters et by. Inch and feet and just last week and I can see what happened [1:18:28] so if we don't city planning seriously and gentlemen talk already about what is going on [1:18:34] in his if we're not planning seriously to evoid all that and I told you about all the [1:18:43] insurance was going to you leave me now all the insurance now is increasing that I spoke to many [1:18:48] years ago now what is all what I said to three years ago all it's happening so if you are not [1:18:54] listening really and you're doing the right thing for the city. We're all paying the price [1:18:59] how many times I have a flood. I have a flood everybody have a flood, but it's not flood all [1:19:05] sur back up in the streets, we couldn't able to drive in the street. The water Wall Street [1:19:14] feet. You can't drive, so what the city, the plan you can tell me what's going on if you don't [1:19:21] know exactly next next meeting and tell me exactly what the city doing the void all that. [1:19:28] >> Was in these are these that's the question. WE are. Partner with the answer. I gave to meet [1:19:38] again. WE have an obvious obvious solution and I published right immediately after the [1:19:44] flood am I published in article exactly on this issue. What happened last year was that our [1:19:50] infrastructure was overwhelmed our underground infrastructure. Our people were overwhelmed so [1:19:56] another world. There is really only another solution the solution is green infrastructure [1:20:04] absorption and spending and we've got to have mothernature work with us as well and that's [1:20:10] very sad and the simple rule is build green and build grey not green and that we should not be [1:20:15] building on absorption and we in city and in urban settings have to bear this in mind extremely [1:20:22] seriously or we're going to keep having the situation that we continue to angers. So we have [1:20:28] to be really smart about how we build and where we build and we have to look at what we can do [1:20:32] with our existing green space in urban settings which are our friends, they are flooding [1:20:40] prevention the green space is in urban settings are flood prevention settings. WE should [1:20:44] not destroy them simple as that. >> I wanna know Please. >> We have we have green [1:20:53] infrastructure projects in the works and I'm not allowed to go to far with this but we do have [1:20:59] a very interesting one in the works and its its new territory it's completely new therein and [1:21:05] it's exciting in some ways and if we can start implementing them and start implementing [1:21:12] green infrastructure on a regular basis in the city and we can start getting good at it. [1:21:16] I'd be excited I'd be very excited now there is a large project in the works and I'm [1:21:23] anxious to see whether it all comes to fruition, and. And what the impact will be. [1:21:31] >> The next next running. You don't have the same thing. >> We see the thing the thing [1:21:37] with the rain and that's what I was explaining earlier. If you're if your infrastructure [1:21:42] can absorb the water if your pipes can't handle that volume of water you're screwed the only [1:21:46] thing You can do is other other means and that's green infrastructure. That's the only [1:21:53] thing or we can fight against climate change. So we don't have the events in the first place [1:21:58] which is the obvious the first answers, but the second answer is to implement green [1:22:02] infrastructure to mitigate against your infrastructure being overwhelmed those are the [1:22:08] same and you have to set it a few acres of snow. Sur back up because there is too much. [1:22:14] >> What the. Way from the building so that is what. >> Well. It's not the waste from [1:22:20] the buildings. It's the water coming down from the sky. It's not now. [1:22:25] >> It's from all why you have to backup and the water is think that is from where that water. [1:22:32] >> It's from too much build from all in the. >> Building from it's not clear. [1:22:38] What are what we have it in the in the flood. >> What we're not not scientists [1:22:44] must be. >> Witness and in all my neighbor witness all that yeah. [1:22:47] >> Well that's a convenient argument for me but you know I think a lot of it was that we [1:22:53] are dealing with extreme events. Now that we never had to deal with before and we have to start [1:22:59] scrambling to deal with them because. >> It's going to be one year my [1:23:02] next next question. Where you run for the reserve the city for the green Antibes Garden City of [1:23:13] West Island, not the Downtown of West Island and you want to reserve all the green space and [1:23:25] for young single houses for young family and to load taxes for all. Exist citizens the [1:23:35] anyone from all the City Council. What they go against you for all the building condos [1:23:42] about all that. >> Sorry and again what I was thinking and I must. [1:23:49] >> Again for the preserve the city of Pointe-Claire. Caractère and they have city. [1:23:57] Pointe-Claire at the garden City, not at the Downtown West Island. And to load taxes and to [1:24:05] cut the cost of operating the City. I did rich too many things from that way because I have big [1:24:15] opposition from the City council. Now the election is going to be in november the only [1:24:19] one from all the City council agree about what the citizens needs and want because I went to [1:24:29] the last. Mr baby. >> If I may not. >> Is just in the middle. [1:24:39] >> And I want the lost City Council. >> Ok. [1:24:53] >> When we went for the City. You remember for hundred people with their waters city [1:25:01] consultation the City consulting. >> When the consultation process [1:25:03] Yes. >> The old people, they don't want any high-rise buildings, [1:25:06] they want all l'aube Preserve de caractère Pointe-Claire No one want any and all reserve the [1:25:15] green and Cadillac Forest. But the city Monopoly the company to don't talk about all the green [1:25:25] space and tell us about what to do in the backyard. >> The City manipulate. [1:25:34] >> That it's true, he said, we don't allowed to talk about the City. [1:25:42] >> You're talking about the denial of the consultation process on greenspace. [1:25:46] >> Yes. >> Yeah yeah that wasn't I wouldn't call it manipulations [1:25:50] and call at the Mirror, I mean I consider the dome still to this day. I think we should have had [1:25:58] the consultation and not having it. I think was a mistake I still feel that way I wouldn't [1:26:04] call it manipulation, I would call it. >> For me. I don't understand [1:26:09] why he said I'm not allowed to talk about. >> Well. I can't wait but there [1:26:15] is litigation involved so we can't really address that you. Okay. [1:26:18] >> So please now the election is going to be in november Second the day anyone from the City [1:26:26] council considered to follow what you run for it or you are going to be against you again so [1:26:32] we'll have to get really good time to work for the citizens of the clear, not for any [1:26:40] developers or any. Investors will be there when we built this city, we living people living in [1:26:50] for ten years twenty years and years of fifty years paying taxes to care about the city, [1:26:54] then what they built the city so please try to listen to the citizens of Pointe-Claire. What [1:26:59] do you want? >> In there? >> That is what I'm saying the [1:27:04] only one of them all about all what we said. >> Will they have I mean council [1:27:09] what I can't and that I can't ensure that. You don't have to. >> Go to all that again were [1:27:17] there for years. Then you want answers, please. >> I'm gonna be after the next [1:27:26] election. I'm gonna be joining you there. After the next election. I'm gonna be you [1:27:36] there. >> Here welcome. >> And I don't know where you [1:27:43] get your information about us not wanting to do what what the citizens want I have no complain [1:27:52] in my districts. Thank you. >> So. Thank you must have. >> Must spoken on this subject [1:28:10] numerous times about the apartments about the water about how developing is happening, I [1:28:15] will say it again every time something is built first of all your first thing about the water [1:28:21] and that I see you there was a hundred and thirty for millimeters and over twenty [1:28:27] hours the problem that the cure last August is we go ninety-six millimeters and in our life that [1:28:32] is the difference secondly when you talk about development and I'll say it again. It is not the [1:28:38] people and you that are feeling the pulse what happened in August, we have and I mentioned [1:28:44] you the third time. WE have two drainage system. WE have the water system and we have the [1:28:50] source system when the water system overwhelmed itself. It goes into the system. That's why [1:28:55] everybody is. Were blowing water and August so all that you again, Please finish you at all [1:29:02] the time in the world. If you have a piece of property whether it be a school a park or a condo [1:29:08] does more rainfall out of the sky. West point and everytime something is developed you take [1:29:17] any project where do you agree with those are not believe that inside you take any project. [1:29:22] That's happening right now when you have a vacant industrial building which is not any pour [1:29:28] 100 parking lot and you build a rental apartment that's five ten fifteen stories here it is that [1:29:38] ninety pour 100 seulement parking lot is being substitute by at least for the sixty-five [1:29:42] person greenspace and where were those people park the problem we have now all those industrial [1:29:49] areas the run-off is not mitigated it runs off directly to our susurré system which [1:29:55] overwhelmed it we have bylaws now that any new building would be industrial commercial must [1:30:00] have a proper drainage system and it must have water retention basin. So when we do get flash [1:30:08] floods it first goes into the retention basin. Just like the seventy-five that were put on [1:30:13] you in two thousand seventeen it goes into the water basin. So the water water system doesn't [1:30:20] get overwhelmed so in essence by building these new things we are helping our floating situation [1:30:27] cause these basin are created to stop the immediate flow into our water system. So that's the [1:30:34] answer and I'll be honest. I'm not gonna get up here and get it and to take it again. [1:30:40] >> Thank you, I'm the fact, I'm talking about the fact and ninety six. You don't have any [1:30:45] flood in the street. You don't have any backup, you don't have anything and the system of the [1:30:50] soul. Even did it at the end of. >> This one last time one last time in any six or ninety-six. [1:31:00] >> Ninety-six. >> Novembre 2013. And you stated before over for our system. I [1:31:06] think Montreal is over twenty-four hours. I'm not exactly sur the problem that [1:31:12] happened last August we go just under a hundred millimeters in an hour and a half not over [1:31:20] twenty-four hours. That's what overwhelmed our. >> System and the city. I have [1:31:25] the city. >> Think thank you very much. >> Statistiques of the City and [1:31:29] from the city statistics. I'm not taken from my city. >> I think we shouldn't be [1:31:35] engaging in debate you had your coaching. >> Because living and all now [1:31:40] costing us a lot of money and you see how they are going to be much. [1:31:46] >> I give you one one point for you and you'll like the point in the nineteen ninety-six in the [1:31:53] in the dead of night in the decarie expressway was feet deep and water Pointe-Claire was the [1:32:01] voice of water so you figure that one out there were there were places that were [1:32:07] overwhelmed with water in that in that period and clear wasn't wanted Pointe-Claire is changed [1:32:14] that's that would be my argument, there so and the answer is to build build as [1:32:19] counselor Stork was saying if we build great that is that is a good way to go and I also say [1:32:25] that probably the single family home. If you can be intersperse with duplex triplex [1:32:33] semi-detached and not just the single family home is where to which where to develop [1:32:39] responsibility that would that would be my ensure as well. Okay. Thank you, sir. Thank you. [1:32:43] >> Sir, Thank you. >> Thank you Lynn Conway. >> Good Evening Council Thomas I [1:32:56] didn't really plan to come to the podium and ask a question today and till I saw the agenda. [1:33:04] So I thought it was a bit concerning item fifteen points three two fifty five because all [1:33:12] this related to the public works so just last year last year the budget allocated twenty five [1:33:20] millions to I don't know if it's being renovated or rebuilt, but there was twenty five million [1:33:26] allocated already for public works. Now things are being added like and I don't [1:33:31] understand because in the past I've come to the podium to ask questions about excessive [1:33:37] expenses in my view so I just find like in to make a parallel with the federal government [1:33:46] what's been in the news lately the finance minister asked ministry to find billion in [1:33:54] spending cuts so I was just wondering. Why are we spending money like this war tearing down [1:34:03] to the South homes for forty-five thousand dollars and then we are rebuilding. An [1:34:12] installation of a fabric covered structures for hundred thousand cases the only I don't know any [1:34:20] city that have a fabrique covered structures the only one I know is the Olympic stadium [1:34:26] and we know what happens to that it's always been ripped. >> I'm not sure. [1:34:32] >> That fabric structures like I was all we were all these expenses that already allocated [1:34:36] in the twenty five million dollar. >> All. That's it the south [1:34:40] those are abroad are our pasteur there. >> You know. [1:34:46] >> It's a part of it. It's part of the normal operation. It's not a new project. It's not part [1:34:52] of that project. It's part of our normal opperation of public works the South home and the [1:34:56] functioning of the south has been there I've been there the Council Tremblay was mentioning [1:35:00] they were there and his childhood. That's how old they are and how long have been here [1:35:06] and there there there there do that there is because he remember them in his childhood [1:35:10] that I've been around the world. >> And I have been good planning to have plan this with the [1:35:15] contract is given to rebuild the public works. >> It wasn't that it wasn't I [1:35:19] don't think it was included wasn't madame Verdon. >> It's not the same type of [1:35:24] work in and renovating the public a public building so it's not the same type of contract [1:35:32] that we have so we have to separate them. >> In concerning his why would [1:35:39] be building a fabric covered structures for this kind of what. [1:35:43] >> I. >> Think this and we already know that soon are the winds [1:35:47] going to rip through it. You know. What building that the actual? [1:35:54] >> More domes and I'm not sure and I have it all in that one over the environment and the [1:36:00] second but the dôme of. Expired the past there do that and I think the south needs to be [1:36:06] protected somehow and I think this is the most expeditious solution and I don't I'm not [1:36:12] sure of the science of it, but I don't think we'll be doing it If it was a waste of time. I [1:36:18] wouldn't do the job, but at it over the madame Verdon, but I suspect. This is just part of [1:36:24] our opperation. WE do need to solve the roads. WE need to maintain our south supplies. [1:36:28] >> Anything against the point of view is I found it concerning that it's a large amount of [1:36:32] money and it's a fabric covered structures. So I don't see this. Have you seen this has anybody [1:36:40] seen this in the other city on the island of Montreal. >> I suspect. They're probably [1:36:44] here, but I'm not sure. Madame Verdon. >> Is the new way that we put [1:36:47] some structures over the south because the soul can around the building and that kind of [1:36:53] structure is the best way to have a better life time for the structure, but is not fabric is [1:36:59] that kind of fabric and PVC, so especially made for that kind of structure, and it's supposed to [1:37:07] last twenty twenty five two three years. >> I don't know that it seems [1:37:13] like a lot of money. I'm just you know it's like the government. The federal [1:37:17] government is trying to save money money, but this is just gonna cause more expensive. Down [1:37:21] the road. >> I think we can I think we're gonna have to do it we have to [1:37:27] do something to protect the south we have to do something and that I think it's the best [1:37:33] way to do it to our understanding. I'm not sure. I'm not an expert at this but that's [1:37:37] my understanding. Madame Verdon. It just just explain it so. >> Okay. I'm just in case every [1:37:45] every month, I like expenses and expenses. >> And it cost many to run the [1:37:49] city. It does cost money to run the city. >> Okay, Thank you. [1:37:54] >> Thank you. Geneviève Lussier. >> Bonsoir tout le monde. And everybody my first question is [1:38:05] about the climate plan recently. David Suzuki said the interview was your last week that the [1:38:12] fight to fight climate change is lost so we have lost the fight to the counter climate change [1:38:19] which was talking to me to read and very emotional actually the article is very good and very [1:38:24] difficult to read but there is what he said is it now, it's time to come together is [1:38:30] community and build resiliency so with that in mind and with gratitude for the city to [1:38:40] putting putting together the climate plan back in march presented it to the to the [1:38:44] residences back in march. I was curious what the budget is for this climate plan given that now [1:38:53] we're aware that climate change is here. WE need to mitigate for extremes climate events and our [1:39:00] city the large when we had in our guest of the last year being one of them. I was really [1:39:06] interested to here tonight that somebody people are bringing up the importance of green [1:39:10] infrastructure and so I really am curious what the body is for the climate plan that the city [1:39:16] has presented back in March. >> Madame Verdon. >> I don't have the amount with [1:39:21] me so I will have to talk because it is different account So we have to know the different [1:39:26] accounts and for sure that the fact that we are doing the climate plan right now I will [1:39:32] have an impact on the budget and the next year is also so. >> I did ask about climate [1:39:36] resilience at the last budget presentation and there was an announcer at that it was gonna [1:39:41] hoping there would be there be more of an answer now, especially there was such a huge [1:39:47] budget for the public works building over now so I was kind of hoping that the budget to [1:39:53] protect our citizens protect our infrastructure protect our health and human rights would [1:39:58] also be would be up there as well so be really great If we can get it at some point that be [1:40:04] really helpful. Thank you my second question is about eleven point to which is adopter la [1:40:11] directive linguistique relative à l'utilisation d'une autre langue que le français? Just [1:40:16] wondering if I can get some details about point two. >> Faut. >> Renouveler ou non. [1:42:02] >> Non, Une fois que c'est fait, une fois que c'est fait, c'est fait. [1:42:06] >> Ok, super, merci. >> Merci. Thank you everyone that was a really interesting [1:42:12] question period and I thought I really I thought the citizens did a very good job have putting [1:42:20] their point of view across and I love you all. Ok, on peut continuer. [1:42:24] >> On peut continuer. 5.1. Oui.
